okay well good evening everybody and welcome to the july 8th 2021 regular board meeting of the yellow springs uh school district this is our high humidity edition khan here aaron hammock here ellison here the queen here turner here thank you for that and the next item is the approval of the minutes from our june game additions subtractions multiplication multiplications divisions roll yes yes thanks for that uh and again acknowledgment to those persons present carol it's lovely to see you again but uh there is there are a few extra seats if anybody uh everybody wants to join us we move on to item number two the communications and reports uh 2.1 ford communications 2.2 community comments uh this is now we are all officially out of the attorney general's order uh which which would enable us
to have met remotely that expired on june 30th given that uh we have turned off the uh the youtube or a video function for comments and if people want in future meetings to come and address the board the microphone is here for you to do so is there anybody who would like to say anything to us this evening don't feel any pressure guys you know but we'll get something for us we'll get it right we'll we're coming to you in a moment uh okay so we'll move on uh to item yes i'm sorry but i just on my minutes these dates for these previous minutes it all just reached july 8th so i just want to make sure it's accurate on um oh i didn't even notice that and so all these meeting dates are
labeled today yeah [Applause] well the treasure type is the first time so i just wanna make sure that that goes right so it's really on the agenda [Music] [Applause] and so forth which is really in some ways the happiest [Music] um put some value on our guest time but we we have one special award tonight and i want to read it completely for the record so um i am going to listen to the board give the cooldown backer award this evening for 2021 to stacy and steve i am speaking on behalf of the entire district as well as for jack patters who could not be here tonight i want to thank stacy and steve for their support and generosity to the students of the yellow spring schools while we are just now recognizing them their
contributions started years ago they have contributed in a variety of ways and to a variety of school functions and fundraising efforts their contributions have impacted the school experience for many students over the past five years and and i'm told many of those times they want them to know unrecognized as well this past year the pandemic had a huge impact on the student experience for the adult springs high school class of 2021. they lost many of the traditional extras that made the school experience so rich from last spring and into their senior year spring sports their junior prom the summer leading up to their senior year and their senior homecoming when we were able to return to school and to start thinking about prom jack powder reached out to stacy to inquire about using the pavilion
as a possible outdoor venue there was no hesitation she was all in from the initial conversation from start to finish stacey and steve work closely with the junior class advisor to make sure prom was top-notch i had the good fortune to attend for a bit it was absolutely absolutely amazing it was a beautiful night a beautiful venue it truly was magical for the students from the venue to the entertainment to the food truck for the photographers the beginning was spectacular through their generosity every junior and senior was able to attend a problem for free for many of our students it was their first social gathering in over a year and it was an evening to remember personally i want to thank stacey and steve for their warmth care and compassion and that comes directly from
not only me but jack when our students look back on their middle school and high school careers the events that they remember most fondly will likely have been made possible at least in part by the generosity of stacey [Applause] two parts to this you can come up stacy's on this and then it stays in the morning whenever we get back to the border under normal circumstances and you do get this so if you can see it it's engraved and it says stacy and steve weird 20 21 [Music] i mean so it was a terrible spring so thank you both for that appreciate you guys doing it's not enough and you are not at all obligated yes uh good well now we'll move on to um item three in the agenda and that's our financial report
from the um we have the financial report as of june 30th 2021 that's the end of the fiscal year we wrapped that up and we ended here on a very positive note and in the general fund we started the year with a little bit over five million dollars and we ended with 5.2 million dollars we thought we were going to really cut into the carrier for balance but instead we ended up with and actually 230 000 more than we started with and the uh the revenues were around 600 000 more than budgeted and the expenditures were around 600 000 less than budgeted so we had the um best of both worlds in that respect so does that happen right exactly take a moment this is blue moon territory so um so that's pretty much all
i have right yeah i mean i think that's that's today's work uh to end the fiscal year uh better than we started uh and i'll just say again for for anybody for anybody watching at home uh each month montany presents these reports she does so in a variety of different forms and so if you really want to drill down deep into the district budgets and finances you can charge you can do with graphs you can do it with with visuals uh all of which is available publicly yes uh so so as i said if you're interested in looking at all of that it's all available other questions for tammy or anything about the financial just thank you yeah before we go on we're double checking i think there's a table okay so let me tell
you okay um right collaboration classes 4.1 and 4.2 thank you again to thank you thank you um so wonderful do i have a motion for those items okay on 4.1 we're just returning the advances that we had for the entire fiscal year and that would be improved in june and then four point two and then what did you think about it i'm just trying to make sure the delaware correct okay she double checked and i have been so 4.2 is the resolution and that's where we actually place the bond issue and the income tax on the balance and the bond issue is going to be 6.5 mils and that's based on the certification that we received from the county auditor before when we were talking we're talking about 6.53 and that's an estimate that um
rdc or cash will provide for it so keep in mind that was just an estimate and that's going to be for 23 million and then the income tax is going to be one half percent and that's going to be 915 000 15 and we receive that certification back from the department of income tax and the bond issue is going to be for 37 years and the income taxes for a continuing period of time so this is the final step before we take the first steps this gets all of the this is the last duck lined up yes and then what i will do is um after the board adopts this you know i'll put in new motion through second i'll get that resolution writing sign in and i will take all the information down to
the board of elections and file that with them and i'll probably do that online okay um are there questions about this comments sentence but the question is is how does a reimbursement from the state of ohio factor into this so what's going to happen is we're going to structure the bond issue such that we will have horrible bonds probably between the 8 and 10 year mark and then what we will do is when we receive that reimbursement then we'll be able to pay off those bonds because they are callable so let's say if we have um the money that comes in in the seventh year this is a reimbursement we'll keep that on our books and then when the bonds first become callable then we'll pay those off um so that's what will happen and
then normally what happens with the bond issue anyhow your millage your cost will go down because as your evaluation goes up the millage goes down and what the county auditor does is they look and see how much you have in debt payments for principal and interest that year and then they love you the corresponding millage on that so it naturally decreases over time but with this reimbursement it's going to decrease [Music] when you were like well someone technically over auditor still chooses the final knowledge correct like that we're just basically suggesting that but the audience up to the other i want to make sure i have that clear when we when we're filing for knowledge 6.53 is the maximum amount that the county auditor can levy and then 6.53 overall is is estimated to bring
us point million dollars in total does that answer your question i think there's some confusion because you weren't here like casual or it's more like estimation versus final accurate calculation yes right that yeah right to 6.5 which is the accurate helping date i'm sorry it's hard it's hard to hear you because you're so far away it's an important okay yes alison yes mclean yes turner yes yes all right okay very exciting uh it's been a great process to get to this point and now we will uh we'll get to the next stage uh as uh as we move up to the election in november and implies superintendents reports okay so i would like first to give you an update on summer school that is not finished so overall our programs were very successful you know
we took an approach that we did not take it so it was like anybody's guess as to how it might turn out but we had roughly 170 students participate in the programs so in academics there were 72 students 7 and fourth through sixth grade 30 in high school math and 35 in apex classes which is a high school acceleration or credit recovery 76 students took part in our art camps 68 in tennis clinics 31 in music camps and then six in the leadership institute so um it's all completed as i said some of the students who are in the apex courses they have until really until august and i want to thank josh mabro sarah strong brian mayer deanne holly lexie goodwin shannon morano and the yola springs community foundation as well as cheryl lowe
they were all involved in the summer school program so it was a it was a success [Music] next we have our semi-annual bullying report that we're required to do and as you can see on the attachment there was one incident that comes on and one incident at the middle school high school and then 5.3 continuity of services planner it's not my title this is the official title for healthcare to eat that all districts are required to do so basically the plan is it has to have a safety component we've done that as a separate presentation just called the health and safety plan for our retirement in that plan is just um here are the areas that we're required to identify clean mask we're going to proceed hopefully proceed as we did in the fourth quarter
with maybe a little closer space and maybe no mask and i say maybe because that means anything can happen um you know we'll see we have a successful fourth quarter but we we worked very hard to have all these health protocols in place they are still nice so nothing really bulk of this plan is about academics and it's really how are we supporting our students academically how are we addressing academic gaps how are we supporting social emotional learning and that's how the plan is laid out we're required to get public input at at least 176 months we're going to do it i believe three times we've identified three times throughout the year so it's been up for a month we sent one callouts to all families asking for feedback i think we've had three comments
so this is going to guide our any questions about the superintendent's update i just think it's great that we had so many students for a first time program too and like i said it was hard to know and especially after i mean we just returned and so forth so i'm excited we can continue to do something like that yeah something different i think the kids appreciate it parents and families appreciate it so that was a response different age groups correct she's got quite a following yeah done many cool school programs already yeah so that's exciting um one other i think it's not on here i want to make a public um congratulations i don't know if you got the message of the state superintendent will be retired so um not sure who we're facing he's
gonna he's [Music] anything else okay then we'll move on to uh number six in the agenda the administration administrative portion of our consent calendar this is 6.1 6.99 okay number of things here yes um i and i will take questions and i want to highlight two of them and that is 6.6 which is the resolution to join the ohio coalition for equity and equity and adequacy of school funding that is a state organization that districts journal to fight expansion of the state's voucher program specifically taking public funds and dispersing them for students to attend charters and privates so i think this is a worthwhile endeavor for us and so that's what that is there's a nominal charge and it's by student and it allows us to participate in any kind of mass litigation i think
we need to fight for public education the other is 6.7 so in the ohio house there are two households 322 and 327. but these deal with critical race theory the teaching of history part of it i think deals with kind of transgender students so i think it's important to the bulk of it is with the teaching of history and i sent to the board the bills as they stand and so anyone can find them just go into ohio legislation current legislation house bill 322-327 what's new is underlined and so they want to restrict schools right to accurately teach history they want to restrict teachers rights to grade anything that might deal with this so it's pretty comprehensive and it's pretty frightening because not only was it a real local control it really i think is
a political tool so this statement which i hope the board approves and we have the full backing of the springs education association as well as our classified association read the statements they are willing to put their names to it and this we are following a model that columbus city schools did in making a statement so once this is approved [Music] it's just it's pretty scary and i know um this past saturday and i was invited to speak from my point of view uh as a programmer but for me about what one of my thoughts and you know after reading and explaining sort of from uh the educational standpoint of some way dr mccruder i think is more of that than i did but uh there was also not just the history but there's a lot
of rules in there about current events that you can't go over basically not being able to link to how they're doing it there are punishments they've never mentioned that part if you decide not to do it that they've never really stressed so there's definitely this one was hard to read it was i felt like i could have done a currency statement with reading it because it was it's so ridiculous but it's like you know where they're coming from you know but they're also trying not to say stuff but saying it too it's it's silly by the time you end up looking at just how ridiculous you can come across but you know exactly what it is but i wanted to make sure it was cool that i spoke and i'm glad i was able to
and you know these are kids from yellow springs who um you know former students some uh even students now we're like yeah we heard about this we wanted people to talk about it and so i was really proud of it we just wanted to thank them for your opportunity i'm honored but also just getting it out there and letting people know um so i want to start by thanking you terry for bringing this on to the board agenda for this evening i certainly personally think this is an important statement for us to prove uh i also want to mention that the border i'm not actually sure who was cc'd on it so i guess i'll say i i was certainly in receipt of um email from parents uh when these bills first popped up expressing
their real concern about this uh which i really appreciate i i i i won't name names or anything like that but i really do appreciate the comments that were sent to me expressing this concern i am of course also outraged by this as a professional historian um as steve says you know it it would be a good comedy routine it is a dog's dinner uh of an educational mess but that's not its point and the backwards of this legislation have been absolutely clear that this it has nothing to do with education at all these bills have been passed now i think in nine states with another 17 states pending it's all the same language it's all from the same um right-wing policy shop that sends this stuff out and finds sponsors uh at local in
in state houses um it's it's an attack on the local control of of our education to be sure uh but it is also i think an even more chilling attack on academic freedom and freedom of expression and the precedent this bill would set should it be passed is genuinely 1930s style as far as i am concerned well it's also the kind of it's the kind of stuff that seems funny except that it's backed by the period how to other items from from our [Music] anything else all right all the role on this yes mclean yes turner yes yes yes okay so we'll move on to number seven this is the personal portion of our consent calendar and this is item seven point one through access just seven point one come to think of it okay
[Music] fees certificated staff d policy [Music] k student workers ng administrative as presented and the scheduled g administrative candidate is sitting here i am recommending joey fiola to the high school assistant middle school high school system welcome it's great that you could join us on such short notice uh as well this has all happened very quickly and it's really wonderful that you're going to be joining us uh the new academic year yes which is sooner than any of us really can quite contemplate confident uh i don't want to put you on the spot but if you'd like to say anything you're welcome to do so um just thank you for this opportunity i'm very excited to take on this role that's kind of evolved a little bit somewhat new so i'm really excited to kind
of get things done and move in a positive direction right joy is coming to us from public schools where she is an assistant principal and she brings a wealth of ap experience which you typically think of as discipline and attendance but also curriculum and instruction and i think it will be good [Music] yes yes yes yes great well that concludes the stuff we've done so now we'll go to item number eight board communications anything happening at the career center uh i can't i have to give you a report normally you don't have one meeting beforehand so but this time i'm going to show it to you of course so i you know i remember when i was in your job having that problem about three times a year when the thursday right yes of course
right okay other board member items anything else please if you have not done so already i'm thinking ahead to an optimal school year you and anyone you know we're related to who has not already he was age 12 or over maybe you had an 11 year old now they've turned 12. they've just been waiting around for having fun in the summer please get vaccinated now and that concludes our public service announcement from our public health expert that's a good one too but you have to be a little older okay uh the board is going to go into an executive session uh and so uh we this concludes the public portion of our meeting we will not be returning from executive session to any other public business so i need a motion that we enter executive
session okay can you follow the role on that please turner yes yes yes thank you all thank you those watching at home uh and yes we we got our business done this month and uh thanks to everybody sorry
