003and um we'll have F that match that and the board is always um welcome invited to attend that with staff they love seeing the board there so we just wanted to remind you of that and graduation on the first which is out door um summer school will begin shortly right after school is out um we're all working on on the summ of evaluations of employees and to have all of those in by the end of school um continue to bargain with classified uh scheduled this Wednesday I haven't got a counter offer for them yet they said that they would get it one to us before Wednesday I feeling that we probably won't get until Wednesday which prongs us into another week because we'll have to counter after that instead of being prepared for a counter
004um we're working on the admin retreat in August to kick off the school year we're also still looking for an opening speaker for the district all District employees in August and um you'll be able to look at the other reports if I missed any dates or special all right Amanda um so mine is pretty short and speaks uh we just uh recently completed our annual Esser monitoring and then the reporting that we do and to be in book plans on that so that's good that's got wrapped up we were supposed to have a virtual meeting for new auditor today and that um is postpone to May 20th so an update on that weed that and then lastly we have the first meeting of the budg committee on May 6 and that time just a brief
005refresher of the C structure and all that was given and then um the proposed budget was presented all questions were du by last Friday and I really just got a couple um that we kind of went over and emailed to the budget committee and so so far stable there my at 5:30 all right moving along uh Courtney right my board report is pretty full but the highlights are that we hired most of the positions we need for next year we are holding interviews for our last position that we need to hire this Thursday we're holding interviews for that um for next SCH years so we were able to post the jobs early which meant we had like the largest full of um candidates for all of the positions that I've ever SE so and really
006quality applicants um so that it's it was tough but it was to be able to have quality applicants to choose from um our second annual health and wellness and Safety Fair we had over 300 people attend and we got a huge involvement from the community so going to shoot for the same events next year but we're going to push it back to February because February seems to be easier when not spren Sports and then um the last thing is we had our third annual incoming kindergarten open house so last year we had 17 families attend and what it showed was about we over we doubled that in numbers of registration in August and this year we had 24 families attend and then we did our um family meeting with Head Start myself and two kindergarten
007teachers I mean that with four additional families so I'm thinking our numbers in kindergart going to be a little bit higher than what we have this year so enrollment is up is a good thing so we will be this Friday yes ma'am first first ever are you helping we'll see you it's fast baby out any more questions for Courtney job was on thank you Becky I was gonna say you read the report and then just move on but um I do have a few things to add um as we're talking transitions you know this is the time where we're getting our eighth graders ready for high school and we're preparing to have fourth graders come visit her likes and one of the transitions that we've talked about is also not only having our fourth graders
008visit in the spring but then offering an opportunity for them to meet the teacher and so our fifth grade team has asked I to give them an hour or two during their inservice when they're already in their classrooms during classroom time just to be open for families like an open house nothing formal no presentations just a chance for families to pop in and so uh the plan is to honor that teachers want to responded so we want to give them what they want good idea and and those transitions are so important and so I know we've been really mindful about the transition up and and getting kids ready for the expectations at high school which are very different than those at Middle School we want to do the same for that transition fourth into fifth
009um we also have the laundry list of activities so not that anyone's counting but we're officially at three weeks and three days and they're going to be a really busy three weeks and three days so um you are welcome to pop in and see any of the fun and exciting things if you would like to join me for lunch during any of our celebration lunches just let me know and we'll part a burger or whatever you pick off the menu um and just know that we are planning on finishing strong we are coming together and enjoying those last days um the eighth graders that are heading to the high school were my first year kindergarteners so if you choose to join us for 8th grade promotion maybe bring me an extra tissue because I think
010I might get a little emotional um and then with special education just an update we do not have the official findings yet uh for our cyclical monitoring but I have been in touch with our district support Specialists we did have one area for Focus we have a year to remedy any of the issues and the issues were not that we had done anything wrong but they have changed the way in which they want transition Pages written and so that has to do with how we support students as they are transitioning out of high school and into the world with all of that planning uh they they've changed the expectations and we're getting on board we have already sent both Dustin farac to a conference and Brook schinger to a ESD one day conference and so

012ex and then I know R's gonna talk Student Life Mr Wright is oh um yeah so softball and baseball are still going and they just had senior recognition night for softball tonight and baseball is tomorrow right boys golf won the 3A 2A 1A uh sd3 special special district 3 Championship so congratulations to the boys golf team uh they'll travel to State on May 13 and 14 girls golf participated at the district meet Running Y in climate Falls uh B participated at the state band competition May 10th at Oregon State St back to back champions abon without B were you I didn't do anything so I'm so I'm a Cheerleader that's that's what I've had had to for all these guys girls that are put it out there I love uh Speech team second place Upstate
013so uh as usual keep your eye on OSAA website along with the High School Facebook page to stay updated on scam competitions a lot of those are being constantly rescheduled so that's always spond uh really successful U Middle School track season with a lot of students exploring the sport of track field look like that's about it other than open coaching position so if you're out there and you want to get involved with the school district and you have coaching skills we have assistant uh varsity football open eighth grade boys basketball seventh grade girls basketball positions all open so please apply if you're able and willing I add that um I heard we had some really successful too yeah our kids are awesome they've just been rocking this year okay uh routing y up so happened
014uh it was from April 8th to April 11th which is when PR was uh we did a dress up week uh then PR the theme was sunset on the bay uh it was a very successful fundraiser from what I heard from the junior class um ESAT happened I don't have a lot on that but it was a pretty stressful time for some students and it worked it happened then last night's elections will be held soon so uh new leadership new changes in classes uh sweet speech has happened it was also a pretty successful fund Razer I think sweet is always is uh there will be a leadership blood drive the 16th of May uh then tomorrow actually will be Comm 101 Grant awarding uh in the library here uh as far as like clubs go
015uh inac Club is doing fundraising right now selling you uh crafty Club did a fundraiser during Mother's Day and the week like before it uh selling cards and such uh and then track of course band not track band got number one state and we'll be probably like commemorating them or like appreciating them in a assembly as we usually do with most sports uh there's going to be an end of year dance this year uh which leadership is currently trying to plan uh most likely the it will be the 24th uh besides that I think that's it and it's called the last R did you have fun this year doing this yeah I wasn't here lot it was it's yeah probably gonna be coming back next year okay I'll try to be here more thank you
016grent yeah uh obviously we've been pretty busy waning things down getting ready for summer um and trying to keep up with things going with sports um field all that kind of stuff so uh just going through uh bus garage is moving forward through with the county uh going through pering that's going well um a little slow but it's it's still going through um get through some some hurdles there but it's going uh talking to um engineers in there just saying they're saying that the plan is this summer we can we can still go forward we're still planning for this summer for demo and disruption so that's a that's a good thing uh and then on down uh we are one of pen schools to get a grant uh for a facility condition assessment uh through
017the state and so what they do is they come around an engineering company Veritas North America is an engineering company that state has partnered with to go through our facilities with bu two F and basically see what what there is and so the idea for the state is is to see what theads of the schools of our state are and but it's good for us as individuals because we get the report of very detailed report of any insufficiencies uh costs anything so forward planning forward for projects or whatever we have a very good thing uh and a full report and What U to show us what what there yeah so it's pretty exciting uh we just went through carer lights today and the high school Chen um and it took us all days to do
018just that one school so it's a very detailed but I'm pretty impressed with it and it would be a great report so I'm pretty excited about that thank you um yeah when the state gets those back hopefully they open it up for more special funding for like ours we're just never going to be able to take in the money because of our our student numbers to rebuild our facilities like we need to and that's been the biggest thing right is like so some of our biggest issues um are like um electrical so having enough power in our buildings to facilitate technology has got more and more over the years but the clubs I mean all my all principles can very well attest to that uh we're always talking about ways to ways to be better
019and how to mitigate that everybody knows it's very expensive to do so my hope is is in the future we get opportunties for more funding state grants like that so two things one who chooses the 10 schools that sponsors the uh thees the Deep diation uh yes okay and is it is there a report then that that we can use to uh to negotiate uh funding ideas yep so this so this report will not only go to the state but we will get the same report yeah so I obviously you guys everybody's open to to read it it's bear report but it's going to be very de down which is what we want yeah that's it yeah you got all right well that was concise definitely um if you don't need to be here the

022I know five positions next year four election for the school board five out of seven of us are stick around because I'm really old yeah so I mean I just can't say enough times like how important it is that you know that we really appreciate you wanting to get involved with school district as being a board member because it is a volunteer only position and you are generally dealing with um things that are sometimes pretty challenging and um you're not getting paid to do it so uh it's a it's a great honor but it's also a great responsibility and we really appreciate those of you that um submitted um that being said we have read all of the letters we have three of those uh potential new board members here tonight so I'm just going
023to open up the floor you can go in whatever order you want just tell us who you are and um why you want to join the board and speak from the heart and uh we'll then open it up for some discussion okay where should I head just right there I'm Mitch Vincent I have two boys at school um I you want to get as far as my background or i' got the letter there so I was born in Southern California had a place up here uh preschool kindergarten first grade was in abandon and then so got out of the livestock my mom wanted me into school in California so then I went to school California in Santa Barbara uh the school year s we in Oregon working on the ranch and uh and after partway
024through col in s Barbara I decided I'd rather be in Oregon uh work with my hands so in back Ranch and I'm here now so I've been on fire department since oh shoot that weekend somewhere in there um training officer there for a short a few years in that period uh and then the homeschool our boys during Co wife did I did the History part be very clear one and then um yeah I just feel like I'd like to see the inner workings of school board in the district and maybe be able to bring a different uh approach and way problem solving things or background uh school district and my educational background was bued Public School and then it was Private middle school and uh public high school and then it was a a little
025bit of Community College and then it was uh awesome poar ofy school for college so that's when I decided that no longer want to be a photographer educ questions for Mitch uh by the way uh I won't name the person but I I did uh speak with someone on the phone today who spoke very highly and they're a a member of the community that holds a a pretty prominent position in the community so I thought that was pretty cool congratulations thank you hi I know most I'm booster we continue getting better Generations out of my whole family I'm the only one that's not the bandman high school graduate that's not my fault my parents live we came back um I had two my older two they both graduated from Bandon successful uh my middle one
026just finished her second year of college at University of Montana so I believe in our um my oldest is a licensed cosmetologist shorts of my salon and my youngest is in seventh grade for eighth grade and um I have a grandson and so by the time Stella graduates I think he will be in kindergarten first grade so I'm really not getting out of the district so I think I might as well goate thank you for everything you've done uh on the bo Club I know in your letter it talks about um how much money you've raised you've raised over $100,000 for the district so that's pretty amazing currently our our project out there on the road the senior sign very good job thank you John Sullivan I have a fourth and a sixth grader oess
027and been in District about two years and I think I was GNA give example why the mix of my financial experience making public Inu I've been a financial advisor years families and organizations setting their re for private companies as well asep families and organizations Mak sure they manage Finance which hope be helpful the education we get get proud of moving up here I got recruited for the 2020 school year the district they went to didn't get much funding School operations so we really specific P targets be raised School fund have makeas so I hope that can help say the other thing as well is main interest steart addition all the dist sta distri Direction I see you serve the district um for um the PTO as a treasur for um 2020 2021 school year and
028then you're also on our bond budget budget thank you so much for for your service so far being here for a couple years you jumped right in and he suffered with me I um thank you for your servant sir this is why he appreciates teachers so much so I mean this is not there's no like script for this or anything but I guess I have a few questions for all three of you maybe you could answer them one by one or you guys can come back up here and let go through it um start with John to last to go um my first question is what do you think the greatest challenge what do you see as the greatest challenge for our district and what do you think the potential soltions seen at this point

031in the media it's like a hot Buton issue and then they'll they'll they'll you know they'll catch me at the store or call me whatever they say something to this effect uh and and I I kind of go well we that's why we that's why we hire superintendent but the question is I'm pretending to be are we GNA end up with boys in the girls locker you know biological males in the girls locker how are you gonna handle no what's how do you respond to that par because they're asking in the future they're not asking anybody any they're they're borrowing trouble say because we don't have any any issues here at all uh but they're reading about it newspaper like are we going to are we going to go in this direction are we okay

040we're going to do our best to be careful about how we arrive to a decision tonight because of the sensitivity of the situation but um that being said before I tell you what our our procedure is tonight I'd like Shauna to just tell us how we got to this point so um in August there was a community complaint about a past employee allowing access to her alleged husband that was a ped file or as those words were used or that had Gro really touch students in banon School District so um the police were brought in for the Criminal part of it of the ex employee and their husband and then the district did a separate investigation um on the ex employee and um during those findings um even though the Poli didn't find criminal activity
041of the past employees husband they did um within the district investigation kind place there was students that felt uncomfortable with the touching of Mr R Cliff the way that he touched them um the way that he hugged them ped them on the forehead um the way that they made the way that he made them feel um the investigation showed that there was grooming behaviors um and so at that time for the safety of our students um we as a district chose to put the no the trespass on Mr E and didn't have him attend events where the um victims would be at for sporting outings or academic outings or in the uh district and so this also caused a little bit of uncomfortableness with community members because parents felt their kids were not kept safe
042and so we have parents that are still very volatile with it and the last thing I want to do is ruin graduation for all students by having one individual that chose what he chose to do and make students uncomfortable to have them an event that could potentially ruin graduation for those students that were victimized or that are uncomfortable with him at the present so I rejected when he asked for it to be lifted and so now it's at the board's decision to make and that's the final decision we can't be appealed after that and I'm just not sure that I can keep employees and staff safe if he was to show up at graduation so um as far as our part um where we reviewed and revised all of our policies in 2023 um the
043public complaint procedure policy step two was the superintendent she made her decision to trespass Mr radliff step three is the board I'll just read off some highlights as far as what we're going to do tonight the board will review the findings of the conclusion of the superintendent in a public meeting to determine what action is appropriate the board may use an executive session if the subject matter qualifies under order and law appropriate action may include but is not limited to holding a hearing requesting additional information and adopting the superintendent's decision as the district's final decision uh if the board chooses well I won't even read that because we we are hearing the complaint um the complaint shall the complaintant shall be informed in writing or an electronic form of the board's decision within 30 days
044from receip of the appeal by the board um we've received this yesterday Friday um graduation is this yeah it's less than the time period that we had more time basically to review this we wouldn't have even had to review it by by the time graduation had happened so I felt like we needed to deal with it tonight to have that decision be made um so that he knew if he was going or not going um so I feel like that was a fair move to make um board chair shall present the complaint to the board in the board meeting if the board decides in investigation as warranted the board May refer the investigation to a third party that's already been done that was concluded when the investigation is complete the results will be presented to
045the board the board shall decide within 20 days um in an open session of what action if any is warranted the board may use an executive SE uh session if the board subject matter qualifies under organ law final written decision regarding the complaint shall be issued uh by the board within 30 days just repeating what we've already read um so in light of everything that's happened I don't see how we could open up a large ceremony and have someone there in the presence of children and staff members that felt like they were victimized I don't think that's a wise thing to do I don't I think that would ruin their experience and I also feel like it'd be a massive safety issue because of the the potential for violence from some of the parents who
046were affected by this matter so that being said my recommendation is that um we uphold the trespass order that the superintendent has has put on Mr any further discussion from F just no charges was second School District no there is criminal charges from the previous School District and be paid restitution to victims three victims there just wasn't enough sexual pieces to U make it a criminal charge in band and groomy isn't criminal charge yeah um I'm know the strong view that in the looking little big picture of things that we should do Mr r a huge favor and keep the trespass abely this is what he and of course kidses is also I um everybody I need a motion I make a motion to upold the pass further discussion all in favor okay and is
