001okay all right i'd like to call our meeting to order thank you all for joining our november uh board of directors meeting for the central school district 13j why don't we start with the flag salute peggy would you mind leading us i pledge allegiance to the flag of the united states of america for which it stands for nomination for their god indivisible with literature always a great way to start the meeting now i'll let the superintendent give an overview of the agenda and then we'll get started so we will begin today with communication from the floor we have several and if anyone does have a sheet that you would like to turn in please come on up and hand that to us we are excited to bring back the standing reports from our students so
002we have both azvak and power peers with us tonight we will have reports from our central education association as well as our oregon school employees association and then we're excited to have a presentation today about a program we're going to begin at one of our schools followed by some information about personnel some of which the board had asked for just a review of really the personnel over the last three years and the trends that we're seeing and some of the things we've done as we begin to recover out of last year as we did last month uh mr clark will give an update on just where we are from mccovet and share a few new things and then we'll go into superintendent report which is specifically getting back to policy i'll share a little bit
003of a bit more but we do have some uh updates there a fair amount of them which i'll share more about in a little bit and then we go into board report our consent agenda and then several business agenda items uh this evening before we go into comments and any other items for future meetings so no changes okay excellent any questions for the board it almost feels like a normal board meeting which is pretty awesome okay we'll start with then communications from the floor let me read our obligatory statement here again welcome to the central school district board meeting comments from the community are entertained during the time designated under communications public comments if you wish to speak to the board please follow the comment card and turn it into the board secretary of the
004board chair at the beginning of the meeting let me pause there do we have any comment cards just okay speaker comments in this form are limited to three minutes but the board welcomes additional information in writing personnel laws prohibit the board from hearing public complaints about an individual in open meeting typically a speaker's comment is taken under advisement to allow time for the board to review an issue however the board chair or other board members may ask a speaker for additional information or may convey to the speaker some information that addresses their comment and always uh indicate to us if you'd like follow-up after your uh presentation so again thank you for being here let's start with dr brianne fleisch thank you for being here and the mic is all yours yeah [Music] do i
005need to check the mic is that okay you're good all right yeah thank you for having me yeah my name is dr brianne flesch and i'm here with my partner and we're here as parents we have four kiddos in this school district one at the high school one at the middle school and two at monmouth elementary school and we wanted to come and talk to you today about some efforts that we really appreciated from the teachers the school board all of you and the first one is we really appreciate the evidence-based protocols that you all have implemented for cobit including the mass mandate we've had two kiddos since the start of the school district who have been exposed to covet at the school one of them was vaccinated one of them wasn't because she was
006too young in both cases we were quickly notified by school officials told the you know come get kiddo or whatever needed to happen given really clear direction about what the next steps were including any homework that needed to go home all of those things luckily neither kiddo came down with covid and i'm just not sure that would be true without all these evidence-based protocols that we really greatly appreciate to implementing we're all sick of masks we're all sick of the pandemic we all want it to be over but it is not over and we know that these schools are the best places for most of our kiddos to be especially those who are underserved so these protocols have enabled our kids to stay in school and will continue to enable the kids to stay in
007school as we need them so we really really appreciate that the next thing that we've noticed this year that we also really appreciate is the efforts towards diversity equity and inclusion or dei towards creating inclusive spaces again this year has a year and a half two years i don't even know it's been so hard it would have been so easy for the school district for the boards all of us to sort of put our heads down and say we're gonna handle this emergency called povid and and and we can't really handle anything else right now but that's not at all what we're seeing from our perspective uh the talmadge middle school has continued with their culture and climate committee throughout the entire pandemic right trying to tackle what they see as inequitable educational outcomes which
008are not unique to that school or the school district right but they're continuing to tackle those as best they can and they're working to implementing trauma informed practices at the elementary school level my fourth grader is on an equity team now i again i have a high schooler i've been in the school district for more than a decade this is the first time i've heard of an elementary school kid talking about equity and it's amazing she came home today and told me that it was national american heritage month which i did not know and she was telling me that they're going to try to put in the announcement a fact about native americans every day and the announcements she was so excited right about equity in fourth grade and you need only walk through the
009halls of the high school to see their commitment to creating welcoming spaces regardless of what these students identities are we see rainbow flags we see black lives matter we see we see comments about making sure that everybody feels welcome in that space in a time when dei efforts can unfortunately get entangled with politics we just really appreciate that central school district is continuing to put students first and make sure that their learning environments are safe and welcoming to all students so thank you thank you brian yep thank you awesome uh next do we have camilla double done winning him online online okay give us a sec let me get my video going here i apologize to begin with that um i am unable to attend in person tonight i accidentally double booked myself and i
010very much regret that my comments will very much echo what you just heard from our last speaker i am um well first of all my name is camila gobbeldon winningham i have two students in central school district i have a middle schooler and a high schooler um i am also the daughter of two long-term time educators within central school district who both taught for decades and retired from the district and i'm a proud central high alum when i graduated from grad school i was very excited to take a position at western and come back to our amazing community and central was no small part of that i'm here tonight because i really do want to express my heartfelt gratitude to the board and to the district for the efforts that you have done are made
011to prioritize our children's safety as we've returned in person school because you chose to follow the science my kids have not only been able to be in school all fall but they've also been able to participate in athletic activities and homecoming festivities and all sorts of activities that they missed last year and they have thrived as they have returned to in-person school though not everything has been ideal um as you well well know many of our children are actually more vulnerable now than they have ever been um well there have been a lot of fantastic efforts made and i completely applaud this this board for that we still have students who are experiencing bullying or considering self-harm and my students come my kids come home and tell me this on a fairly regular basis um
012they also mention issues around diversity equity and inclusion where we have these fantastic programs but there are still areas we need to improve in i am acutely aware that our teachers our counselors our staff are stretched incredibly thin and carry a really disproportionate emotional word that excuse me emotional burden um the appreciation i have for the caring and the sheer number of hours that they put in cannot be understated however and i however as our previous speaker said i am sure at this point we all feel like we need a break however we have to continue to prioritize the safety of our students both physically and emotionally it has to remain front and center of what we are doing we are still in the midst of a global pandemic and while the vaccines for younger
013students are becoming available we are still weeks from any of them being fully vaccinated it's not the time to stop being diligent about maintaining and enforcing safety precautions we need to continue to reach out to the students who are struggling emotionally perhaps even more after a year of isolation and removing from the immediate psychosocial pressures we need to find them where they are and provide support for them i applaud the efforts that this board has made in those directions and i ask that you continue to the make those efforts thank you both of you very much uh that uh completes our comments from the community tonight we'll now move into standing reports and programs and like our superintendent said we're thrilled to have some of our students from the high school uh join us tonight
014so first we'll have a couple of rep representatives from azback or you can both come together if you would like would you guys introduce yourselves when you start hello good evening my name is bonya martinez i am a 12th grader at central i'm also a power peer student hi i'm sophie i'm a 12th grader at central and i'm an asbec student um today i want to talk about a little bit what we're doing in power peers so our school has created us a year-long theme which is be here bu belong in addition we have themes for each month so this month's theme and december's theme is be grateful and be giving so during these um themes we during these months we have lessons and at the beginning of each month we present a video that
015power pierce has created um the introduces the theme and then about a week later we have a follow-up lesson that allows students to demonstrate the theme so for example for the month of october we had b spirited we created dress-up days for students to participate in that range from pj day to twin and triplet day it allowed students to have fun and show school spirit and we as power peer leaders and aspect leaders also dressed up and participated to encourage students to show their school spirit another thing that we've been working on is a pantry a pantry is a place for all students to go if they need resources like food clothing and hygiene products we restock it every tuesday with the help of the ellen food bank we also have a anonymous like secure
016box so that if anybody needs anything they can just put it in there and we can supply with for them some things that we're currently working on is a food drive competition within the psp classes to encourage students to give back this season all the donations things like food and hygiene products and clothing will be donated to the homeless shelter in salem by the end of this november hopefully we're also working on creating a giving tree so that students can be able to participate and give presents to those who might not be able to give to afford gifts this upcoming holidays so that's what we're working on all right so for september we did a startup um in starting up the year we did senior sunrise and club fairs and orientation and then our theme
017for october was to be spirited and we started off with poly puff volleyball um then the next time the next activity we had a special ed bingo which is where we um had just this activity to include more of our student body and the next activity after that we did powder pro football and seniors both won both the powder puff events so go us um and after that we had the amazing race activity which was where we went started at central and we went to businesses all around central and um in the rain which is pretty fun it got really wet um and the parade um and bonfire came after that um the parade there was in the parade this year we incorporated the fire station so we had fire trucks on the cheerleaders road
018on the fire trucks and we had mustangs um and convertibles for the court members to ride in the class floats again they looked they were great this year the seniors won the glass votes as well but it came very close um then the juniors after and uh the sophomores and then the juniors and then the freshmen um four to one and then the bonfire after that we had a lot of people show up for the bonfire which was new we brought it back after um i i never had the bonfire in my freshman year and then we brought it back again after i did six years or so um and we had about 150 people come to that lots of people um but we were following protocols um after that we had well monday and
019friday we had homecoming assemblies so we've been really busy all of us all of october but we actually divided the homecoming assemblies up into two different assemblies separately on monday and friday the two different assemblies were to divide the student body so that it would follow more safety within the bleachers and stuff to spread our students out we had a game on saturday it was a different style of game it was like um because we didn't have school on saturday so it started at two and because we had to get refs at a certain time um last minute and um [Music] that game went really well and then right after that we had an activity at the gate thank goodness we were able to use the gate um because it was like um not through
020central so we it was harder because of covid um but we had around maybe even 300 students very spread out we had food carts gaga ball line dancing uh dunk tank karaoke um and now we're just beginning to work on uh thanksgiving project for senior citizens in our community um but it's we're just kind of facing a little bit of challenges because of it's a coveted vulnerable population but we are um working very hard uh power peers and asbec together um because we're combined in one class this year and i think that actually amplifies the leadership i mean and the student body incorporation and our school and it's just been a really great year and we're looking good thank you thank you thank you girls thank you ladies great update it does that was wonderful
021very encouraging okay that brings us to our association reports do we have someone from our cea [Music] i cannot do online perfect okay hello i teach kindergarten at monmouth elementary school my pronouns are she her and micah and i are going to kind of tag team the presentation so i'll start and then we'll go to mike and then we'll come back to me um so you can hit the next slide awesome so we actually were able to just do our jog-a-thon which was really exciting um we weren't sure exactly how that was going to work this year since we obviously couldn't have the whole school out running together due to all of the protocols so our brand new pe teacher mr montero and one of our fifth grade teachers mr creta and um our um
022office staff miss courtney were able to work together and work out some of those um things and we actually ended up doing our jog-a-thon by grade level all throughout the day on monday and tuesday of last week and it was so fun and just really great to be able to see that happen again since it obviously wasn't able to happen last year so that was really fun we also had fourth and fifth graders who were able to come out and help tally for like our kindergartners and first graders while they were running which was just really cool to have them out there encouraging the kids cheering them on telling them you know keep going you can do it so that was really awesome all right you can hit the next slide thank you katie hi
023everybody um my name is michael walker my pronouns are she her and i am currently a tosa at monmouth elementary so a teacher on special assignment and um that was a nice surprise hearing a little shout out about our student equity team so that that was a nice way to start this uh meeting i also am going to talk about that huge shout out to our school-based mental health associate alicia preston she has just taken this on and and ran with it and is doing a lot of outside um contract hours outside her hours to get this um thing really going so emily's gonna start with the one on the left it's the my left um and it is the green one and this is our little welcome back assembly that our student equity team
024came up with so enjoy that one yes do more equitable and inclusive pays for all students we help with assemblies student leadership equity team welcome back dolphins we are the student leadership equity team and uh what do we do we help mes do more equitable and inclusive pays for all students we help with assemblies collect swim tickets raise awarenesses of important issues and work on community projects this month is mental health awareness month mental health includes our emotional and social well-being affects how we think feel and act it also affects how we handle stress relate to others and make choices your mental health is so important you might be wondering about our truth it takes courage to make a change and to speak up about what we need that's what these shirts are all about
025showing people that characters change also guess what you get these awesome shirts too check out our new system who doesn't have ball pits anyway each ball is worth 10 swim tickets we will have an all-school gold tour farm our first poll is to fill about the halfway we will get we will be coming around and collecting your some tickets we will get to county when we vote get halfway we will have a schoolwide drama please so let's get swimming now it's off to mr korea to introduce to our next character trace just keep swimming perfect thanks emily um so as you can see a really nice introduction to what our student equity team is doing and again shout out to alicia preston who is really taking this on um and empowering our student leaders the
026next one you probably have seen it um this is a school-wide or excuse me district-wide project focus on our valares cambio campaign and i'm sure you've seen those shirts around so we're going to play that one as well for you we are in the business of cash so whatever shape it's in whether it's in a busy neighborhood or on a street corner we're willing to work within [Music] what is mental health everyone has mental health because of their feelings their thoughts and their relationships mental health is about your thoughts health feelings mental health is like your mindset and how you feel and how you think about things mental health helps your community and your body be healthier mental health is a thing that goes on in your brain and if you don't tell anyone it's
027only to yourself it's like your mind or brain and like your feelings mental health matters because you don't know what other people are going through all the zones all the feelings are okay um [Music] is it okay to need help with mental health sometimes it's okay to ask for help if you need it we all need help sometimes [Music] when you're upset about something or if something is bothering you and you need help with something there's one it is feeling like it's too much it's why you need to be safe and is it okay to ask for help yes sometimes i feel happy sometimes i feel sad scared mad embarrassed and it's okay to feel big feelings expressing mental health is courage it takes courage to use your voice try your best asking for help
028means great my lord courage equals change [Music] all right so hopefully that filled your bucket seeing some of our leaders just out in action um and huge shout out to the whole school-based mental team mental health team that is really getting that going um just a little other couple things we're doing with our student equity on my left oh sorry emily can go back there we go um on my left you'll see uh one of the mental health posters that they were referring to so that was a big push um district-wide but we really focused it on elementary of like everybody has mental health and it's okay and it's okay to talk about it so i love this poster if you can kind of see it's a brain and says it makes cur it takes
029courage to make change big things small things and kind of all things impact your mental health um so that's one thing that our student equity team is doing is they're making some of these positive posters to put around the school and then next to that you'll see um one of the books that you can find in our equity section in our library and that is called pink is for boys which i don't know how many of you spend time in a kindergarten classroom but if you're ever giving kindergartners a choice to get something you'll hear lots of you can't like pink you can't like purple um and and this book is really cool because it brings that to light and says hey it doesn't matter if you identify as a boy or a girl you
030can like black and pink and purple and green so that's a really cool book um one of our another projects that our student equity team is doing is picking books and going in and reading to some of our younger classrooms so a really cool opportunity for some of our fourth and fifth graders to show leadership and then maybe we'll build some future teachers out there um doing some read-alouds in the classroom and then the little little flyer you see is our clothing drive that's coming up next again alicia alicia is rocking that um it's going to be our first ever clothing drive and the student equity team is really going to help with that and then just a little bit more about this group they meet every thursday during their recess so it's really cool
031that we have some school leaders that are willing to give up their recess to come in and talk about equity specifically in mes um so kind of just wanted to put that out there if there's any community members that want to you know donate some supplies or hey maybe you want to treat our kiddos to a pizza lunch we'd love to have you um or if you have just any questions about how you could support any of our student equity teams in continuing to make this change just let us know so thanks emily that's it for that one oh sorry this is me too sorry kitty um so another thing we have going on is uh fifth grade fall cider making so the fall is a really exciting time there's lots of energy with the
032season change and and different types of holidays that people may celebrate so here's some pictures of some of our fifth graders this is mr freda's class who got to do the whole experience of making cider which is really cool um this is a nice way to kind of honor the season change and do it in a way where everybody can participate so um that was really fun to see and the cider tasted very good all right and then kind of keeping with the fall theme our kindergarten classes a couple weeks ago dissected some pumpkins which was really fun um some of them really wanted to touch the inside and some of them really did not really we're not having it um and we got to look inside see what was inside and then make other
033discoveries um we brought in a bucket of water to see if they would float and it was pretty surprising to them that the pump the big pumpkin you know i could barely carry it but it still floated in the water so it was really fun and all the class kindergarten classes got to make those discoveries so we want to say thanks to roths for donating those pumpkins to us and then our first grade had a little pumpkin patch since we're not going on a field trip this fall um the ffa the central ffa brought the pumpkin patch to our first grade which was really awesome so not only did they bring in pumpkins and the first graders got to take one home but then they also did a lesson for our first graders on the
034life cycle of a pumpkin which was really really cool and then the next slide has some pictures as well so they just there's the central ffa and then working in the classroom with one of those students so it was really awesome and then just one more um our second grade has been doing a newsletter this year which is really cool it's actually a student authored newsletter so each month they send it out to us and they're doing a couple spotlights on teachers and then also just like goings on at the school like the time that there was a duck on the roof and then the time that they made applesauce and so some of the columns are authored by like a class as a whole and some of them are by a couple students together
035so that's been really fun to read i think that's it thank you all so much thank you katie thank you micah thanks to alicia too i know she's not on but some good things no okay next up do we have a representative from oscar [Laughter] okay and i guess i need the onion good evening everyone sorry to keep you waiting i was having a little bit of a dog issue but um i just want to say lunches seem to be going very well at tallmadge is a very busy place there and i would invite uh anyone to come down and join us and experience the lunch hour at thomas it's very interesting the teachers there are working very hard to keep everyone busy and mask on it is a work in progress i do have
036to say about keeping the kids to keep their mask on um kind of just wanting some ideas on how we can make it work better so it's a positive situation would be a great thing and i also know that custodial staff is working very hard to make our lunch hours work and throughout you know other areas of the school they've some schools they have changed their shifts so that there's someone there later in the day some still earlier um there's after school programs going on um there's chess club so there's all kinds of things that keep transportation food service custodials and and the ladies in the office actually had to work last friday and i was real sorry to hear about that but it was already in the contract um so we're going to take
037um some time this month and you know slow down a little bit and i just want to say thank you to the superintendent and everyone that is watching out for us it it does mean a lot and it just like it's a you know just a glimpse of a rainbow so to speak so thank you very much whole thing sure yeah okay so superintendent would you like to understand yeah so uh we are excited to uh if i can have the independent elementary team sort of make their way uh to the front here and we'll have your slides up there for you um so as they're coming up joining us this evening from independence elementary to share about some new programming uh the school will be moving forward with is dr nicole smith who is
038the principal of independence laura stoltz who is the emergent bilingual teacher on special assignment so again at times in the schools we have additional staff to support the implementation of different programming uh that is part of what laura does and then also with us is noreda garcia she is a first grade teacher uh at independence they are three and i know that there are several other of the committee here tonight that are going to to begin to share uh with us the topic this evening uh that we're focusing on and this is the first time we have done this publicly uh the board had a preview at their uh professional learning community meeting last two weeks ago excuse me um the implementation of a two-way immersion program at independence and that will begin in uh
0392022. we are i want to sort of go backwards because this really started when we developed our strategic plan uh those of you know we have 10 objectives that were our top objectives uh within what the community with our students and our staff shared but in the top 20 of those objective areas was a spanish immersion or bilingual programming uh with as in our top 20 of areas to focus on as we move forward so for the past two years independence has been working through a subcommittee uh working on this uh plan to embed it this programming within their school so again with that background information i'm going to turn it over to dr smith and her team to share publicly for the first time our steps to moving towards a two-way immersion program at
040independence elementary so thanks for being here great thank you thank you and um thank you for allowing us to present this evening we will present on our goals that we've been working on and will continue to work on it is as well as a snippet of the copious amounts of research that we have done and then an implementation plan for the fall of 2022 next slide please [Applause] ies came together as a collective staff and created our vision statement this is how we want our is community um to be so we the dedicated staff at independence elementary school will work diligently in collaborative teams to ensure equity persistent attendance and a high level of academic achievement for our diverse students we will build relationships and provide social and emotional support to empower our students and
041staff to achieve these goals so once we decided that this is our vision for our is community next slide please oh that is the site we created our mission statement uh where we are here to ensure that all students achieve at a high level and when we say all we mean every student that we expect to be an independent adult and then high level means at grade level or above next slide please in 2018 the oregon department of education communicated with central school district that is is in comprehensive status so in conjunction with the state of oregon and our school district leadership committees at ies created these four goals reading attendance culture and climate and then our english language development program we also identified strategies to obtain these goals and our two-way immersion program model
042will help us to achieve these goals and it's one component that will help us to achieve these goals next slide please our is goals connect to our district's strategic goals student growth and achievement family involvement and then staff leadership and continuous improvement we continue to focus on a k-12 alignment of essential standards assessment programming curriculum and materials to ensure that our students receive a rigorous learning environment we use multiple measures to make sure that we're measuring progress we'll use attendance data we use english language arts a smarter balanced assessment we use the english language proficiency assessment which assesses language acquisition and then also culture and climate surveys so now we have our ies programs and before i go into the programs um i do want to give like a small definition of an emerging bilingual
043just so that you guys can understand what we're talking about when we um use that term so when we talk about emerging bilinguals we're referring to students who are continuing to develop their home language while also learning an additional language um so that's what we mean when we talk about emerging bilinguals so currently we have the co-teaching model at ies and this is a model that has the eld specialist and the classroom teacher working together to teach for a period of block of time like each day um depending on like well she has a lot of teachers that she needs to go to but they we teach together and during our plc time we do work together in order to create and implement these lessons for our emerging bilinguals as well as the whole classroom
044the model that we want to add on is the two-way immersion and this model allows for academics to be taught in two languages english and then the targeted language which in this case would be spanish um the class would be composed of 50 dominant english speakers and 50 targeted language speakers which would be spanish the goal is to promote high academic achievement first and second language development and cross-cultural understanding for all students when we look at the research and what it says and the impact it has on student achievement we can see that there's a lot of positive impact in different areas when we talk about language development the second language development does not impede or affect the development of the first language when we look at their college and career emerging bilinguals or bilingual
045students are less likely to drop out and they're actually more likely to attend college and even get a higher paying job when we look at their assessments students who are emerging bilinguals score the same or sometimes even better than their peers and then when we look at academic content um dual language immersion students outperform peers in reading writing math and science um and then this would be the ratio of english to spanish so when we start off in kinder and first we have ninety percent english spanish and then ten percent um english and then for second and third it would be eighty percent um spanish and then 20 english sorry the numbers are so tiny um and then as you keep going um through the grades the amount of spanish is reduced and so eventually
046by fourth and fifth grade um it would be 50 english and then 50 spanish thank you i feel like i have a snake on me the components of a two-way immersion program include quite a few things some of these are community outreach this would be through multiple pathways to let our community know about our program emails letters community meetings so that the word is out there in multiple mediums a curriculum that is aligned with oregon state standards along with the the english-only curriculum as well our teachers will be bilingually endorsed with highly qualified with academic spanish we will use academic and language proficiency assessments informative and formative this will give us some language acquisition data as well as some academic data so the plan is for this coming fall 2022 we'll be starting a kindergarten
047two-way immersion classroom the following year we would add a first grade and so on and so on until all k5 have at least one two-way immersion classroom and we're hoping if the interest is high that we'll consider more than one dual two-way immersion classroom for each grade level next slide please um the program will also include an application process um [Music] we will be working on the application soon students who are in boundaries of ies will be the first first in allowed into the program if we have openings there will be a lottery for students in the district that are outside of that ies boundary and we're asking that families as they're considering this two language to a immersion language program that they are making a commitment for the six years it's super important that
048they start the program and then finish it next slide please so this is the timeline to review how we got to tonight's presentation so last year in april this our team presented to dr cabista we then went back to our school and we presented to our staff we got feedback we got a lot of questions then at the end of last year we re-presented to dr cabista taking in some of the feedback and questions that our staff had this fall which was just last month we presented to you all at your work session and then here we are formally here tonight so next steps um this fall and winter we will be putting together presentations for the community and the application processes those will go out between january march this spring and then september 2022
049the implementation at kindergarten next slide please so as you can see in the 2022-23 school year we will have one at least one two-way immersion and classroom at the kindergarten level the following year k1 the following year k12 that also will transition to tallmadge middle school for the first time this year they have a spanish elective and then that will also transition to central high school with the goal being that students graduate with an oregon state syllabi literacy on their high school diploma any questions when i buy something really cool for christmas for my son and i can't tell him what it is it's been like for the last month since you guys presented this i'm so excited for it and i'm so glad you presented to to the board to the community publicly because
050gosh i just want to scream it from the rooftops i'm so excited about it thank you thanks a lot i don't have to scream it for it's long me and i certainly applaud you guys for your efforts and i certainly agree with vidal about it's high time you know this this this is a real opportunity for our students it's i wish i was 5. convince my mom and dad i need of course i wouldn't think any convincing they'd put me in the program but that would be a really great experience a question is dual immersion the same thing as two-way immersion are they interchangeable or dual immersion is really an umbrella and there are several models underneath dual language program and two-way immersion is one model of a dual language program so when we refer
051to this we should really refer to it as two-way immersion not too easy yes that is that is the model and and i and i know that you mentioned it to us but i think it would be important for the community to know also that that this isn't your first rodeo in this type of uh education you said you had experience in this in the past to both you so um i think that's important for the community to know that that that you indeed know what you're doing because you've done it before so um i just wanted to point that out as well because i will add to that i think that's a big reason why we brought dr smith in her background and dual immersion was a key component i think she has i
052brought in again i believe right now we have grades k through two with bilingual staff already and we'll actually through three excuse me thirds i apologize i am incorrect on that so again even just with the hiring um as we've gone through and uh i think it's great to i think two of them are here tonight tying into our uh with western oregon and our partnership with the uh uh bilingual scholars who are uh continuing to turn into our teachers uh so have been students of ours and are now teaching uh two of them excuse me three of them at uh ies now so again i think it's just how we continue to build the partnerships uh within our community and and it's just gonna be exciting to watch this grow one more question um
053i know we had a lot of really good discussion at our work session about you know potential risks what you know keys to success how do we measure is it working um but what is your latest thoughts on giving updates to the board is this going to be like a quarterly topic or um have you gotten that far i don't think we've gotten that far yet i think part of what we're really focused on now is taking the next steps of okay let's let's get the application out let's see where the interest is again i i think there is going to be interest like i said it was in the top 20 of the key areas when we did the really with the community the review of what is important to this our community to
054our families um so i do think that is going to be part of that conversation and and what that looks like i think we have some proficiency pieces throughout the year to be able to have data within ies and then obviously with our other students across the district to be able to show some of those pieces so i think that will be once we get the application and all that going that'll be some of our next conversations of of and working with you all of how you want to um you know hear that some of that can be done in the friday report but then also being able to to bring it here publicly because i think that's going to be important i have a question uh what do you anticipate the the class size
055that first uh kindergarten class what do you anticipate that being or what's your max or what i mean where could we cap that 28 would be our max okay we're looking at our grade level protocols and class size so we we would um accept 14 english speakers and 14 spanish speakers okay so we'd have our 50 50. and that's a normal class size protocol like you said right yes okay cool if you have if you have vacancy you know people last time i think jim was talking about so if a vacancy is created in in the cohort how do we backfill those vacancies with the people who maybe not been in there it takes some sort of assessment language assessment to backfill those or we just that's that's the number we go forward within that
056cohort that's a really great question um and i think that we would look at some of our um other districts that have dual language or two-way immersion programs and uh laura and i both have experience with programming um generally we would accept students kindergarten first and then second grade generally is the cutoff because you start to you know see a gap in that language acquisition in spanish or english so we would and of course it's always dependent on many factors so we would sit down with the family and have a meeting and then i think that we would need to look at some assessments and in english and then also in spanish around language acquisition to see if it's a good fit any other questions i'm super excited i'm just as excited as you are
057thank you congratulations okay thank you for the hearing updates yeah we will we'll let the board know as we uh start to really finalize uh dates and things to to share out with the community and um we'll keep you up to date on how those are going as we go through the rest of this year and moving forward so excellent and interesting yeah uh as i bring as we bring up uh our director of human resources uh joining us this evening for an overview related to our uh fte of staffing across the district for the last year is lisa ziman so she's joining us today um so i'm gonna i'm gonna turn it over to her to just share uh in your um or on the table or within the in our friday report and
058what is shared with the community we have really are going to walk through just just a snapshot of what has our school district look like each building specifically over the last couple of years and then we'll share a little bit more about just the ratio of students to staff as we move forward so with that i'm going to turn it over to lissa good evening thank you for taking the time to review this i think that um each slide is clear and it's broken out by by school initially and then the four primary groups if applicable administrative staff classified staff and licensed staff now i will qualify this document that it is fluid and constantly changing um with onboarding new staff that actually when we get to talmadge i'll make note of that but and
059we are still actively hiring the 1920 year and the 2021 was pulled at a point in time in december off reports that were submitted for our staff position report with ode again the numbers are constantly changing throughout the year and particularly so this year with really repopulating our staff and adding to the staff so ash creek totals are broken out for the three years unless you have any questions around that specifically we can go to the next slide and this reflects ies at three points in time over the last uh three years um and then we can move to the next one mes and you can see the numbers there what i will note on all of these last year we had a lot of or a significant reduction across the board because as people
060resigned etc we were not actively filling positions last year so it and the 2019-20 year was the pre-covered numbers prior to going into the covid downturn if you will so uh and then talmage and i will note that the license staff on tallmadge uh reflects the same as last year and that is uh due to two positions that have not been onboarded yet one is actually filled but they're being held by their other district so we're actually at 43 for licensed staff but again that's that the numbers are constantly changing throughout this so um and then at the high school um the numbers there and then i think the next slide reflects kind of the the district office staff and many of the licensed staff um are working at the various buildings but you can
061see the numbers there for all of the buildings or locations have increased overall generally for staff on this one it does reflect the confidential supervisory staff and those are all district-wide or at the district office specifically so um the next one is just the district-wide so in 2019-20 we had 373 staff at one point in time um and we are up to 408 this year and again still hiring primarily instructional assistants in the special ed area specifically so we have amazingly enough been able to increase our numbers in spite of the really difficult that all districts are facing i've been pretty impressed with our ability to onboard some quality staff this year in spite of the difficulty of finding folks so any questions around the fte component before we move to the ratio i would
062just add one piece to that when you look at mes because again remember our enrollments at the elementaries vary uh dr smith's building is our smallest um with a little under uh 400 so she's at about three i think that today i looked at was she was 366 um where the other two schools are uh larger i would also add that at monmouth elementary we do have special programs there with uh students experiencing disabilities again we have i want to be clear we have um teachers with uh special eds in all of our buildings but specifically there is some programming so when you see those numbers uh when you see that monmouth is a little bit higher part of that is because of that also so again i think that's really important to share out
063from that perspective of just the difference between the three elementaries and then uh i will say on the last people say jen that that also would apply to the high school the programming there and special ed so the classified um are higher at those two buildings there's one classified aid per student so it really changes the dynamics the other last thing i would add about the high school is as a reminder we do have the grant called high school success and so there is a ability for again this is really focused on college and career and just making sure students are well-rounded and focused in graduation and making sure that students are on track or keeping them on track so we know that high school was very difficult last year and and again we see
064that in our reporting of where our ninth grade on track is and we are very aware of that know that that's going to need to be our focus as as you all saw in our state report card um but again we're doing good things over there there is a increase at the high school for that reason uh that is also tied to some of the funding that we have uh again across that so um i think just pointing out those two buildings and some of the things that we are working through and the programming that they do have there go next slide she unless he come off mute sorry thank you i appreciate that clarification jen i think the class size or class ratios the average um is interesting from 1920 uh to the 21
06522 school year across the buildings and this information um i think well 2021 was comprehensive distance learning but our ratios are uh pretty good actually i think that there are some classes uh particularly at the high school that may have a higher that individual class has a higher but then we have classes that have lower and so this reflects the average at each of the buildings across these three years anything to add to that jen no i i think that's a constant conversation that we have um you know again we how do we work through where you have large classes again we do have some classes that are sitting at uh 30 at the secondary level and then you have other classes that are sitting at the smaller level 17-18 so again i think that's
066a constant conversation we have with our administration and and the leadership within our unions and how we balance those class sizes and and continue to work towards that um as part of just uh you know that continued focus and and what's a good ratio so make sure that we're supporting uh students so again a lot of times when we're starting to the budget season and we'll you know again where we have openings or where you know we may have vacancies principals can work with their leadership teams to say where do we need to make a shift you know in the past for example i'm going to just use at the middle school and they may go with an english like language arts teacher or try and find an english language arts teacher with a social
067studies background so you have the ability to have a teacher that has um you know multiple focus so again i think that's a that's a a constant conversation with our our building principles and obviously with our union leadership and what those ratio sizes are as we continue to move forward i do think um we are as as we have shared with the board our enrollment um is a little bit below of what we were be pre-covered but we're continuing to move in that direction and also be clear i have not opened up out of district um and i'm doing that right now because i i feel it's important to take care of our resident students and try and keep these smaller class sizes however i will tell you there are about a hundred people that
068would like into our school district um so those are constant conversations we're continuing to have i'm gonna if i open outside enrollment i have to keep it open um and then work with buildings if we're at capacity so it is that balance right now um as we look at enrollment and and where we are from that perspective so we'll continue to monitor this we like i said we work with our unions and our leadership uh throughout the year question i think uh oh go ahead um i just wanted to give you guys a compliment um i'm going to think about 10 years ago when someone can help me out on this there's some research that was being spread around school districts that class size didn't matter about the educational progress of students so you could
069have a class of 50 and that those kids would learn just as well as a class of 20. there were a lot of research processes that said no that's not true but some districts and to some degree this one took that philosophy for a while and as an educator to me it's just contrary to common sense that a class of 50 is not the same as a class of 25 and so i want to applaud you guys for trying to keep class sizes at something that's manageable for students to learn it's a learning environment that's so much healthier and conducive to learning and packed in like a cattle car where there aren't enough desks for the kids to to actually sit and have a place so and i want to be clear we that we
070still have some of those concerns i mean we haven't solved all of those i want to be very clear about that um yeah yeah good job i think this last slide is just really what we are still recruiting for and again that's a moving target as well um so any questions for me around any of this no thank you lisa for pulling this together i think i was the one that asked for this report and it's just really helpful to see it this way a lot of questions do come to my mind like you can drill down on this data and really oh sure you could put it yourself in that drill down for sure i think one of the things we have to keep our eye on and i know you are is these
071different like the student success funding pools how much of this is a sustainable because we're in a good situation right now class sizes are great we've got a lot of ability flexibility right now that won't always be the case who knows we'll turn around yeah that is front and center as we talk about that um weekly at least around uh making sure that we can sustain this and how we will work through that as we move through because we have really flooded in a lot of support this year i like the idea of doing this this type of report out this time of year it's a good time of year to kind of step back and look at position snapping wise ratio wise and talk about if we have any gaps challenges so thank you
072for pulling it together yeah thank you alyssa is in the budget process in the budget book they're actually again a three-year history and it is broken down by general fund versus the other funds because as you can see most of these positions are from other funds uh the new a lot of the new positions so and that's again a snapshot in time but that's another place where we do post that and track that throughout this time um just kind of toot our horn as a district because we have onboarded probably over 150 staff this year which is beyond anything that i've ever experienced in my career and so i really want to shout out to the team that i work with and uh julie's program with the elo and that's a whole another good grief
073but you know i it has gone exceptionally well and i it's been a good hiring year and it um i'm not sure it's kind of precedent setting i'm not sure this district will ever experience this again yeah we've had some what an opportunity for us and and i think we saw when we saw that we were going to have additional funding we worked really hard to get out in front faster than i think some other school districts and so had things posted to be very honest early february and i think we have gained from that we have added in some uh young people that are coming right out of school but we've also added in some really good experience across our school district in the in the leadership both at the administrative level at the
074teaching level at the classified level uh it's really exciting uh to be a part of this and i think building on the diversity of our staff and that will be an ongoing priority but thank you for allowing me to present have a good evening thanks alyssa good night to see you listen all right you can introduce the next stop the next one uh again this one is is uh sort of a repeat so joining us this evening uh because again as the board has requested we wanted to give you a a snapshot of of where we are as it relates to covid19 so joining us again uh and you're going to some of these sides you're going to see seems familiar but joining us this evening is uh jason clark he's going to yep he's
075going to give us some information about um where we are compared to last month and then share some exciting news that we've been working on right good evening thank you appreciate the opportunity to share uh and it seems like it was just we're just here four weeks ago um but that's what we have we have a four week snapshot of really just our covet activity um from the um our covid team district team and again a quick shout out to the polk county health department our building covid team and our district covid team uh again it's a again a process that seems to become more efficient as we go we just have some really good team members each building is really stepping up at their level and we've got a good thing going in the
076way of communication and keeping track of our data right now the first page this is uh you're looking at that was our numbers from last time we met um on october 11th and again there has been four weeks and what we do our team we monitor those daily numbers of quarantine numbers students or staff that are positive that have close contact or it's we call it a vaccinated save they've been in close contact but they're vaccinated and it's a save for us so we've been keeping track of those as well so again the first slide there that those are our numbers from last month if we go to the next slide please this is a little different look and again it's uh we're keeping it simple uh you can see as we work our way
077through the first number and we're looking at let's start with ash creek and our students the first column are positive cases we're still at five no growth there 46 close contacts seven of those are new so as we work our way down and we see the plus numbers those are the additions from last month [Music] let me give you just a second to kind of look through those a little bit monmouth elementary there in the middle at a plus five and a plus 19. so this chart includes all of october numbers plus what happened in november yes okay sure does and again we had a total one way to look at it also is there's 90 quarantine cases that we had there was 10 positive cases and 60 close contacts we've dealt with over the
078last four weeks about 70 cases average is 17 and a half a week two positive 15 close contacts again it's just you know it's a number that we we do we watch very closely we talk about them being numbers but they're really students and again we're reaching out to the parents finding out again what's the best pathway to get this kiddo back safely into the classroom and um so if i look at this correctly yes down right say that again if i look at this correctly they're going down they sure are okay they are at that they are okay we don't we don't really talk out loud about that but yes that is we are seeing on average yeah saying that because i kept yeah they're sitting here doing the math going i can't be
079right you know over the last absolutely compared to our last month these last four weeks have plateaued to a certain degree and again we but part of that is i really believe you know the the safety protocols our staff our students there's some good things going on um that are creating this atmosphere for us what's going on with the uh with the students in quarantine um sure so if a student is in quarantine right what the education wise are you talking about what they have access to from an academic yeah so elementaries will have packets that are sent home with them so elementary that's the bender approach if if students do have to go on quarantine and then at the middle school and high school level the teachers have really built their assignments and work
080into google google classroom and so students have access to that and you know being able to also communicate with the teacher where they need be uh while they're where they're doing during that time so that's really the approach that we have i know that we have worked hard there are three different quarantine processes you want to just hit on that real quickly yeah you bet should we go ahead and just talk about the our last slide here yep and then this is an introduction where we've got the diagnostic screening again when a student or staff member shows up to school they've got symptoms they're not feeling well we get them in the isolation room they've signed the consent form we can do a rapid test right there and that's again we like that this is
081another opportunity it's a screening test and it's an opt-in we've been talking about it a little bit we are we're up and running with it and we we pushed it out a week ago we have 44 families that have signed up and said i want my student involved with this they pick up it's a weekly test they pick them up at their school on tuesdays they drop them off on wednesday by noon and usually get the results within 24 to 48 hours it's sent to the parents app cell phone with the results on it if it's a positive case it does make its way to polk county health department we get that information as well so i don't know this information that i'm just about to ask you but of the families that have elected
082to opt in on that do you know if if the child if they're of age chs or talmage are they already vaccinated are they not vaccinated or their parents acted do we get all that kind of information we don't have that information on that yeah it's a google form that they sign up on a link and it places their child right within their school roster that we monitor from the building level and and to be very honest we don't even get the the only results that we receive are the positive and that comes through polk county so we we don't even if they test negative we don't even have access to that as a as a school so this really has been a a testing process for families if they want to just have that
083i think testing has been as we've shared before been really hard to get and so this has opened or allowed us to be able to have that access for families should they want it on a weekly basis and i think that is for the last part the goals of the different testing opportunities again this screening testing limits the spread of covid within schools teams and groups there's a process if we have one of our athletic teams our band required they're going to a competition they will all test through the the lab dash to make sure that we're good and healthy and safe before sending those so it's osa works directly with with them as well and then potentially quicker pathway for return and that's what you're talking about but all a little bit again we
084have the testing after the fifth day and if you give you test negative you can come back on the eighth day uh we also have a return on the uh quarantine 10-day quarantine and a 14-day quarantine so again a testing a negative test after the fifth day can get you back quicker if it's a positive test it's 10 days from the exposure or the positive test date upon return so again i think it just creates more opportunities for quicker return to the class um and also just providing safer environment uh knowing who's positive and who's not so what's the longest that's been held i tell you and i i need to send that mother a christmas card i tell you i felt it you know we had two 14-day back-to-backs you know and it was
085just you know it's tough um some atmospheres masks aren't you know we try to do our best with those but some in our you know classrooms it's a little bit tougher and we had a case like that it's just yeah it's really a tough phone call to make but again got them to work provided them some assistance uh to move them through that so i think the other piece is we continue to do the education part of that um we do have a process if if we have tried to educate with our our students there is a letter that can go home to families just reminding them of the importance of following the protocols and um again we we don't want to move kids away from school but if it's something that we're having uh
086concerns about um there are pathways and again we we have not had to use that that much i think it's just it's again a tool that we have had built have built um you know to move forward but um really haven't had to use it a ton i think we've done families have done a really good job of of supporting even though we don't always agree but that's okay and how have we communicated the screening thing has that gone out to everybody we did a district message miss menser sent out a district message and then our school principals have also done their own communication out at at different levels so this is the number enrolled in the weekly testing correct and how how much time is this taking the seams i mean these are really
087small numbers so how if it's going to maintain this at these numbers a is it doing any good and how much time are we spending throwing at seven students five students absolutely you know part i didn't get into the elementary level is really parent-driven parents wanted to stop by the office they'll pick up that test kit take it home they'll even drop it off that next morning if it's a fourth and fifth grader they may have them drop it in the orange pickup bucket but the parents really um leave that and in the middle school in high school students are more involved with it it is we're and dr kavis we start starting slow to go fast and this is that opportunity it's only single digits in the s i think has 14 or 15
088students but we're able to start slow have those ready to go if they come by we're ready to give them to them um and if they come back great we don't spend a lot of time you know tracing it sending messages calling hey we haven't got it if we did it we get it if not it's a service that we're providing and we hope that they want to take part in it and take them to process yes every wednesday we got heaven by noon the courier comes by and picks those up there's not a lot that we do i mean i think that's been i think the passing out has been you know that's how we've started it we've again i think if we get larger numbers that that may be a different conversation but
089we're we know how how our staff is overworked right now and so we're very cognizant of that but just trying to again how can we give a service to families who do want it any other questions this is kind of on the same track a little bit but this cert third booster that's kind of coming out right now how is that affecting like our staff and our or is it not effective are we requiring no that so that's it is not required um we will um begin to share we received some information from the oregon health authority of just that reminder we do fall into the essential category i know many of our staff may have already started moving in that direction but we'll continue to to work through that but it is not a
090requirement um so it's really up to staff if they would uh like to move forward with it it is available we do fall into that what i'm going to say is that third category that's listed for the for the booster which really was added only a couple weeks i don't say it was two weeks ago that they added that additional category so um yep thanks jason thank you thanks jason all right so um i am going to uh just share uh again we're sort of getting back to normal process uh in our board meeting so my update today is specific to uh policy and before because we have not done this for a while i'm gonna just sort of lay out what that what we do and so part of the role of the board
091of directors is to review policy policy and update or change each year as appropriate the district receives information from the oregon school board association specific to those policy changes sometimes that comes via changes in legislation or law that we'll have new policies come into place and you'll see a little bit of that today policies are shared with the board in multiple readings so again it's an opportunity for us to publicly share what we call the first reading which is for today in that first reading we really go over uh the changes that are taking place uh sometimes it's faster than others if we have a pretty robust or big changes to a policy we may spend more time on it versus today where there's just minor changes and so there's a lot more uh several
092times a year we get um information from osba several times a year of i'm going to say bigger drops of policies that where there may be minor tweaks etc that we have uh or they're suggesting uh for us to look at and change so again that's part of it we will do a first reading on a first reading there is no action taken by the board uh when our second reading happens or if there is discussions and we have or requests of change or can we continue to review that then potentially we would do a second reading that would be publicly uh in a board setting and then if we needed to uh that third reading goes into that consent agenda or it's pulled if we still need to work on on on the policy
093so again a lot of time we do first first reading and go directly into second there have been a couple times where we've had conversations where we need to make some changes uh moving forward so um this month we have uh really it's a it's a combination of a fair amount of deletions and i'm going to go over that first that is coming from the oregon school board association because of some of the updates we have done as well as some first readings with some minor changes i do think one of the things i'm going to ask the board tonight is i i'm we are going to need to get into some heavier changes in policy uh we have not uh decided on a uh several board members uh in the past i've had several
094board members sit on a sub-committee with myself and then obviously um the board secretary who helps to make those adjustments in the policy so we can have no more than three on the committee again because we cannot have a quorum but if you are interested um we are definitely so peggy for sure i appreciate that um darcy so we'll uh uh get those meetings set up if if you are and if there's a third that is interested just just reach out to either myself or emily um so there's a couple of you let's talk through because if we get to four or we can do some rotations i think that could even help if we do have a bigger interest so i see all of you and we'll talk through that um no and i
095think we can we can work through that to make sure that we you know there are three of us uh only with that piece of it so um thank you for that because i think it's going to be important as we move forward so for today just as we go through i'm going to go through the deletions first and then i'm just going to quickly share on the first readings about uh some of the changes so the first policy a.d which falls under board governance the policy name is educational philosophy this has been deleted uh really the reason it has been deleted is it's really outlined in what we do in our strategic plan so it is no longer needed within policy the next one that's being eliminated is eebaa it's under support services it
096deals with district vehicles seat belts child safety systems again this is being requested to be deleted because it's addressed in policy eea so there were some redundancies in the policies next one is a as i i call it the four different policies that deal with the same thing um so it's really falling under the administration the support services personnel and students uh all four of those areas of policy uh related to hpv bloodborne pathogens uh it is being recommended for deletion because we're trained in this each year and it's also referenced in our communicable disease plan so we don't need it within policy uh next one igbd which falls under instruction that's parent notification and participation again this is uh being removed because we already have a district talented and gifted program policy where that's
097addressed in igb so again some of that redundancy that we're trying to uh work with osba to remove next one for deletion iibg again under construction instruction not construction instruction related to computer technology again this is addressed in policy iibga which is electronic communications and systems so again that redundancy we're trying to eliminate again you'll see another set of the hpv bloodborne pathogens which falls under board governance support services personnel and students clearly we had that covered across um all school districts so again this is because we're trained in that and then it's already it's referenced in our communicable disease plan the next one kc which is uh tied to community relations uh community involvement in decision making again this policy is being deleted because this is really part of the process that we do
098in the strategic plan with district goals and objectives and that is it for the deletions you will also see in this um there was a lot of adjustment in board policy uh really focused on gender identity and some equity pieces uh so a lot of the updates so in ac board governance which deals with non-discrimination and again that's the key uh components and areas of what is considered non-discrimination and so you'll see in there that there's a gender identity that details a characteristics associated with race such as hair and some different things that have been added within that policy next one bdbda again under board governance board meetings this finally has put because we can now do meetings both in person or virtually so if at any point because that was not in any of
099our policies we do have the ability to if we needed to to not have any issues of going into a virtual meeting that was not the case in our current policy so that's where that changed and we knew that change was going to come to allow us to have that flexibility and again obviously with what we built with our platform so that community can still have a voice in that perspective uh bbd board governance is specific to vacancies on the board and again this is actually renaming it um because it was uh it was really needs to be renamed to board member removal from the office so again it's a little bit of a same had the same name uh they didn't catch that so now that has been caught and so it just is
100a little bit of a different policy it separates the two of them of the two policies and we really needed to properly name that current one next one is cm under administration this is compliance and reporting on standards and this is actually policy related to division 22. just identifying that we are required by law to follow reporting within that division 22 which is what we did last month next one gba personnel equal employment opportunity again going to that adding of gender identity and details on characteristics about associated with race such as hair etc that is referenced in that policy um again same one gbea personnel workplace harassment again also adding gender identity to that to that board policy um ia instruction instructional goals uh that is really just cleaning up some language it's again one
101of those pieces where minor changes to the to the policy related to instructional goals ib which is also instruction freedom of expression again ads equity language um and you'll see that under the first paragraph within the policy igbi which is instruction tied to bilingual education adds in some language and other educational activities that are in there again some minor changes but important to what we're trying to accomplish next in there also under instruction is instructional resources instructional materials and there's updated language specific to equity and just as we start to look at curriculum and instruction materials and then i think the last two jfcf which is hazing harassment intimidation bullying menacing cyber bullying teen dating violence or domestic violence there is a new notification in there or it adds a notification of parents and guardians
102and this is in accordance with the new carson law that came into um law this year so as we have harassment intonation bullying we and again some of this we are already doing uh but having those conversations and notifying our parents of of those situations that come forward and it also um deletes penalties for whatever reason there were some driving penalties that were in the policy until that has been removed and then last one is jb under students equal educational opportunity it just again updates language on equity and remove some of the title ix references although i do think that those will come back after the federal government is going through some changes right now as it relates to title ix so those are uh first readings again if as we have done in the
103past if there are larger policies with significant changes we'll spend some more time um that at times i bring to the committee uh for us to work through um but these are sort of the normal updates i'd like to say in in november that we have from the policies we received from the oregon school board association so questions for me it's fair to say that nothing and what we just read really changes anything we do no correct i think we're already a lot of this we have put into place and again i think that's part of the work of every year just making sure that um you know these policies come out and that we're just adding in language that um is recommended or if we feel it's necessary uh based off some of those
104cases some of it's tied to the laws that are coming forward i meant that to be a positive statement on the kc [Music] kc the community parental involvement yeah kcd1 deletion and i understand the rationale is that this is invented now into our strategic plan however if the strategic plan changes then this is no longer we articulate it anywhere does that make sense yes and no we are required right as opposed to being sort of this part of this organic moving target right so a couple things for that uh when we talk about continuous improvement processes which is our again review by our schools and the district of what is our what is our focus uh for the year in in looking at changes again we have to have parent involvement as part of that
105or community involvement as part of that process so some of that in just the way we have to do our normal how are you getting feedback from parents how do you you know what's what types of uh information are parents sharing with you that they feel their students are needing uh within the classroom within the school some of that's again built into the processes we are required through high school success to have a community voice we're required through the student success act to have community revoice we are required through the esser money uh to have community voice so again uh the state has really been very clear with us as school districts this is part of your day-to-day that you are finding ways for community members students staff to have voice um and building that
106automatically uh into our really the day-to-day operations that it's no longer just a policy it is part of our day-to-day and how we develop programs curriculum you know going out to say again as we as i shared with you all i started last week with our first student voice with our youth advisory council and then we'll continue to build those out with our students and then with our community and and potentially specific groups so um was that particular deletion recommended by osba correct because it's embedded in our day-to-day operations now osba is basically saying there's already so many other requirements for community input you know i mean it's it's overkill to have that type of policy make sense byron i understand what's being said i understand the rationale for it um it's just to me
107it's such a lightning rod that it needs to be more explicit than it's embedded in everything we do because i i get that i totally understand that but in my mind it needs to be very explicitly spelled out for the community for the community members parents etc um so so couple things we can do we can and maybe we look at in that subcommittee yeah so we can we can pull this um from from the policy and um what we can do is pull that out uh so it would not go into our second reading we could take it to the policy i do i do know for this this is really out of date because it still has no child left behind in it so there are some definite things that we need to
108to clean up in it but i definitely think if that is um you know the board wants to go in that direction we can also look at other um school districts or other i would say not only in this state but other states of of what other policies are from a community and parental involvement um we can do a larger search of that uh to bring to the board subcommittee and and and have that conversation for sure that's only one voice so i mean i'm not and i'm down with the will of the girl and i think too we need to look and see if some of that's covered in some of the other policies we have because it might it very well could be covered in a different policy as well so i think
109it's i think it's well it's worth looking deeper into before we just i agree i think we should pull it and look at it i don't think we should just okay we'll do that yeah good catch all right any questions other questions about the policy first reading okay thank you for the extra work and going through that superintendent did you have anything else that is it for me right that brings us to our board report so darcy in a second i'll have you give just a brief update on the superintendent evaluation what we talked about earlier today um because i don't have a lot so but um just a reminder for meetings so we have our next board meeting on the sixth we have a plc meeting on the 20th schedule on the 20th and
110then december december sorry so december 20th so and that's why i'm bringing this up officially in our calendar we usually do a december we usually do every december plc it is the saturday before christmas no monday well i think i just heard a motion sometimes we change it to a celebration let's see so show of hands who will not so you guys won't be available you're not available okay so can we just move it or not what did you have do we have an agenda uh we were going yes we do we were going to review our first data with you all of our universal screeners um so we will have a fair amount of that that data the universal screeners for reading and math um again we've been gathering that data and so our
111goal was that we were going to do a high-level review of that um um is what i was just gonna ask yeah is this gonna say can we just make our business agenda shorter and just do it then uh that is up to you all universal screen or that is really a discussion that has a different it's huge yeah yeah so yeah we could if the 13th would work that you know if people um have that ability good for me yeah we could we could go um um i have to i probably we probably can't go before two o'clock just because the uh oregon uh athletic ass activity association so thank you you're recommending we combine our board meeting with the work session all one night but i think most people are available on the
11213th are you available on the 13th that's a yes i am available in the program so are you okay if we do the normal board meeting on the six and then a work session on the 13th yep let's try that we go go ahead normal normal board meeting our normal normal normal normal on the sixth and then a work session on the 13th the next monday do you want to go earlier in the day or keep it in the evening keep keep our customary plc time okay six o'clock right right at dinner time that works out well for us though sometimes so where are we so i will make you are all on a six o'clock yes we're just moving the plc date to the 13th yep and y'all i'm i will get an update
113out to you all six to eight which is our typical working time it's a nine down yep and emily will make that change i believe that came from her so emily will you just make a note of that to make that change tomorrow thank you okay so the reason i wanted to look at those dates is because darcy and i were talking about the superintendent evaluation process so darcy's been in contact with vince from osba one option is to try to schedule a board training session but i was explaining to darcy when you get into this time of year it's really hard to get all you know additional meetings so when i had a great idea about the three of us meeting first yeah and kind of ironing things out before we take it to
114events and i think that's great see what our common ground is or if there is some common ground then try to achieve some common ground i'm just at least to come together as a larger group with some information yeah why don't we um why don't you guys do that one you know meet as a committee i think we could incorporate you know a report out on whatever you get where you guys are landing on the 13th as a part of our working session so you know that just to clarify you want to do it on the working session or in the working session rather than in the board meeting it could be either i was thinking a little bit more of an informal discussion during the work session i would prefer that yeah okay yeah
115we'll and we'll continue to use this section of our typical board meeting for just a quick report out on any of our committee work like this and that's basically what i wanted to cover okay that's all i had that brings us to our consent agenda do i have a motion to approve the consent agenda thank you jan is there a second second thank you don uh all in favor of approving the consent agenda please raise your right hand emotion passes unanimously and that brings us to our business agenda so the first topic on the business agenda is our board operating agreement superintendent board operating agreement that we've talked about a couple of different work sessions uh i think we're at the point now where we can take a motion to approve it and then pass
116a version of it around to actually sign it and i have a version here i can pull out of my my binder and pass around but i think i think it is good practice to go ahead and put it into the public record as a motion that we approve this year's board operating board and superintendent actually called the working agreement here but don't know that it matters so do i have a motion to approve the [Music] operating agreement we approve the board and superintendent working agreements for the 20-21-22 school year thank you byron you have a second thank you jan any other questions or comments about our agreement all right all in favor of the motion to prove the agreement please raise your right hand and our motion passes so i'll just pass it over
117to you if you want to start the signing and then we will actually put that on our website assigned version so that folks can see that uh and that then brings us to our next business agenda topic which is the superintendent contract so in your agenda packet there is a summary of the superintendent contract [Music] pull this up so as you know based upon general feedback from the board a couple months ago we have been exchanging some contract language and doing some benchmark comparisons on our superintendent salary and benefits and we are at a point now where i'm comfortable making a recommendation to the board on a few things and that would be that we extend our superintendent contract for three years from july first retroactively to the through june 30th 2024 so three year
118contract had a base salary of 144 which is below the average in the comparison work that we did so again three year contract 144 000 just as a reminder jennifer came to us in 2017 this will be the third time we've extended the contract and originally base salary as was at uh 129 we increased it a couple years ago to 138 now we're increasing it to and again from the benchmarking that we've done that is below average the other changes we're [Music] in agreement that we'd like to incorporate into this contract is to increase the stipends for travel and for technology so the travel would be for forty eight hundred dollars per year technology would increase to fifteen hundred dollars per year we would continue to fund pers uh one other change is we would
119incorporate a vacation buyback from a vacation standpoint the contract includes 21 days of vacation that's been consistent throughout all three contracts uh with a 10-day carryover and a maximum accrual of 30 days but the change this time would be or what we're recommending is the option to buy back 10 days of vacation at the end of each year and the other change would be to increase the tsa to 6 percent and to incorporate a retention bonus in years two and three of the contract at the amount of ten thousand dollars per year which would be paid out at the end of the year assuming the superintendent stays with us for years two and three of the contract i think that's everything that has been incorporated into the contract so we have a draft what i
120just went over are the key terms of the contract so what i'd like to do is ask for a motion to approve the superintendent contract for these terms through uh ask for a motion before we actually vote i'll open it up to each board member to share any thoughts about kind of how we got here and the thoughts about the about the extending the contract uh before we take a vote just to make sure everybody has a chance to kind of weigh in so before i ask for a motion are there any questions clarifications i have won um [Music] although i think we need to move forward i um i am not in advance with the retention bonus okay all right we talked about that earlier today so i understand the reasoning there but um
121i think yeah it's good good to voice that okay um i'll entertain a motion to approve the superintendent contract through i'll move to the contract thank you vidal is there a second a second thank you peggy so now let me open it up to the board to to share any comments about kind of how we got here in the thinking on extending the contract i think she's an incredibly valuable asset to the district and that her knowledge of educational research educational programs and educational protocols her ability to relate to people the way she's reached out the community with her community chats i'm and the way that she has handled this miserable pandemic in the most difficult of situations i've i have a lot of praise for her and i'm happy that she's with us i
122upload jan as well and um like i said before i can't imagine going through this pandemic with anyone else um she's um she's just shown incredible leadership um she's respected i respect her um you know there's just it's i i just can't imagine doing this with with anyone else and um [Music] you know we just we have a gym i just i can't say anything more than that that you know i just feel we're incredibly lucky that um that she's here with us thank you peggy with the increase she's still severely underpaid yeah that's that's what i was going to say too you know that that we it took a few months to get to where we're at it wasn't something that you know that we all just said hey yeah let's do this you
123know it came with a lot of consideration and and like don said it's it's under the average and i think the community needs to know that know that that jen's sticking around and and has faith in the community that she's in and and in us and and i'm thankful for that so you must be having fun well um it's assuming that it's ratified by the other party involved um it'll be nice to have it behind us i know this board has high expectations for janet but i i know that nobody has higher expectations for the performance of the district than you do and so i am really excited about moving forward in a lot of the stuff that we're talking about and maybe the next time around we're going to have an awesome story to
124tell and it won't be a touchy subject perhaps in the community because all the stuff we're doing now and in the future is going to tell that story for us so we'll be gone two weeks right okay well thank you i appreciate those comments and i echo them all so and i appreciate uh just the spirit in which we've gone through the negotiations and your flexibility and creativity and desire to be here and get a contract that honors the work that you're doing and allows us to support you in your professional journey and it's an honor to actually present this so with that let me go ahead and call the question all in favor of approving the superintendent contract for an additional or four or three year period of time for the terms that i
125outlined and that are in our board packet please raise your right hand and all opposed okay that motion passes six to one well thank you very much information i don't think they're in the summary is in the board packet anymore at least it's not in what i pulled out yeah it's connected to the agenda yeah it's on the agenda it's it's this one maybe i pulled up an old agenda okay and then lastly tonight is our osba elections uh osba is forming their policy committee there's only one name that's been submitted for our particular [Music] section this person is from the newburgh school district this is pyros or piros not sure how to pronounce that uh but osba does like to have motions to support these nominations so in your packet there is some information
126and uh application from rebecca who i don't know but uh have talked to the former chair of their quite a bit they've had quite a lot of activity going on but i'll entertain a motion to nominate or support the you really have options you can you do not that's and again we just we put it on there as if it is something that the board does want to do again just you can vote yes for her in the position you can um vote no you can abstain or you can take no action so again we just put that no actually yeah i don't know this person yeah [Music] situation there was nothing in her application that raised any concern but just the the issues going on in newburgh now would seem to be good to
127keep at arm's length we have that ability to do that i just want to always honor again when because at some point um some of you may be in these positions and so we want to make sure that we publicly just acknowledge who is up for elections i appreciate that it's a good call did you move i was asking if i could but uh i think i don't know that we need emotion to have to not have a motion so i think we'll just move on and we no no motion required we take no action so that brings us that ends our business agenda for the evening and that give puts us into our wrap-up uh time so if you would like to share any closing comments now is the time to uh say that
128uh and uh probably darcy was gonna bring it up too so i'm glad i jumped the gun um i was at the panther auction and it was great to see such a huge community support for that um the the uh the amount of people that were there the the mood um the ambiance it was everything was very positive and then being getting that many people to experience what the gate has to offer for the community i think was a huge for the gate as well and i would anticipate numbers for kids going it's probably going to increase because so many parents and community members saw that which is which is great i mean i love seeing that that that building being used um and uh it was just awesome great food great great time the
129one thing that i would that i would i mean i know it's it's sports driven um but something along the lines of including the arts in in that particular type of thing i think would be would be fair and i think that um there's a whole nother community that could increase the amount of money raised for for the overall student population whether it's a separate one i mean i know we're not involved in it i mean it's it's something completely it's a booster club thing um but i would like to see uh some monies channeled that way because i know that those programs struggle as well there is a performing arts booster club as well and so if folks wanted to jump in and support a large fundraiser for them i am sure they would
130be thrilled to have the help to do that but yeah they are completely separate non-profits that they have their mission statements and their bylaws and okay so again our choi are suggestions about how to change them or not not legally binding okay but there does happen to be this the chs performing arts booster club as well that's the parents you see uh selling concessions at the plays and helping backstage with shows yeah so the last time we had this was in and we raised about 17 000 and way more than double that this year and to save a huge thank you to the people who went once or twice a week and running all over the place trying to figure out what we needed and just that day it started at like 7 30 in
131the morning was set up and moving and set up and didn't end until nine or ten at night and everyone was just a mask song and um acceptable eating um and it just was positive big time and the people were supporting the cause very well i've never seen cinnamon rolls sell for a thousand dollars that was pretty amazing you've never been to the panther actually that happens i'm looking forward to that [Laughter] portland city grill yeah thanks for all for that update and thanks darcy for all the work on that yeah any other any other board members i liked having a nice regular board meeting wasn't that nice it's just like we actually did some business tonight and no that was a good meeting of those because i was asking steve earlier the second reading
132of the policies um that was our first reading correct when we go through them are they slower like do we actually unless unless there's right unless there's con concerns they would they go into the consent agenda and then we approve them again uh we will pull kc from it and then i'll pull that into the subcommittee to be able to do that something just email someone right okay yeah we can work with emily in a month to go through right yeah and that's partly why we try and get we're we're trying to within our agreement as we and then again we're trying to work with our staff to make sure that we have reports and presentations uh several weeks ahead so if they're you know as you receive them again a couple weeks ago some
133of them were still for example the fte we were still waiting on some data from two of the schools that we were pulling and having to work through so um our goal is to try and get it to you all in advance so if there are questions or you look at it and go this is not what we want uh we have some flexibility to be able to adjust so so if there is something in the policies where we have concerns and um you know we we feel that based off the conversation with with you we can pull them and then and bring them back in um as necessary even up to the second reading absolutely and then that would go into either back to our first reading um once we clarify and then we'd
134go through the process again and the website is actually pretty nice yeah where all those websites where you can find all these things look at these policies in context it took some time but i was able to go back through and see that stuff so it was pretty well done so whatever built that spa as you see that's really yeah just good job with that okay i've seen no other comments uh we do have we have built out the agenda for the next year which is the first time that's happened in my 10 years on the board so that's awesome and it's all consistent with the strategic plan so i'm not going to belabor the meeting and ask for additional agenda items i'm going to go ahead and adjourn
