001all right we are reconvening from our executive session waiting for some of our crowd to come in I'm going to need a Clifford okay um all right we're reconvening once again from executive session and right now I need a motion to approve our consent agenda I won't believe thank you Arnie is there a second I'll second that right Kevin okay is there any discussion great Adrian uh hi Kevin hi Ernie Diane hi David hi thank you all right sorry Dusty and I vote I as well motion carries okay and we have our consent agenda approved and I believe there's no public input for tonight so we're moving on to building and staff presentations and up first is Carly Campbell I hope um right here I can speak pretty well can you guys hear me okay

002okay so I just wanted yeah I just wanted to start off by thanking the school board for all you guys do we really appreciate it about Marshfield Okay so we've got some pretty we've been doing pretty good up at Marshfield um I'll start with sports so this past weekend girls basketball went to a tournament stay in and they won the tournament there boys basketball got third there um girls basketball also was second in the Marshfield tournament um Presley has been going to tournaments a lot of tournaments there's been a few home ones um at the school and they're doing pretty good too swim has been going to meet cheer and dance have their first competition this weekend dances at Sprague I do not know where cheer is um speech and debate had a tournament up

003at Pacific University this past weekend and they had a lot of members placed I believe they had like three place I I don't know I just know they did really good um the charity program is having their pageant February 12th if anybody would like to come out to that it should be super fun foreign in the charity program they also have had 532 volunteer hours this year so far um again with the charity program they are throwing a like a more casual semi-formal dance called acousticella it was I'm pretty sure they did it for quite a few years before covid so we're bringing that back um for classes and and whatnot um AP psych or AP Psychology has their research Symposium next Friday which is just kind of like um it's a focused research project

004and that will be kind of like a presentation um the end of the semester is coming up in senior portfolios will be due soon scholarships have opened up and seniors I've been working on those this month is career month um we're working on getting field trips going so there's going to be field trips to Sauce Brothers Southport Kunz Machinery Bay Eye Clinic Coos health and wellness and the waterfall Clinic and lastly swap advisors have been coming in for info and help with applications and scholarships yeah that's all I have for you guys any questions thank you thank you that was a great job and thank you so much for the cards that's very nice okay so any other questions for Carlin okay so up next is our LSP service plan with Paul Peterson from South

005Coast ESD hi Paul introduce oh parents go ahead good evening um our superintendent Paul Peterson is the new South Coast Education Services district superintendent we welcome you heartily here in Coos Bay Public Schools and we're thankful you joined our community um he is here this evening to um share with us the annual consideration of the local service plan which is our agreement um with between the district and the ESD and he is here to I wanted you all to meet him in person and to give a little short summary very quick and then answer any questions and then later on in the agenda the board will vote to approve it um you can talk about the process but anyway turn it over to you we're so glad you're here well thank you very much for

006that nice welcome I'd also like to introduce uh board member Joanne Watson is during the year tonight uh Joanne has just recently joined with the board of the ESD um so yeah tonight uh they're going to vote on this so the process is um uh that the superintendents first reviewed the the proposed local service plan here about a month and a half or so ago the 10 uh superintendents uh of the of the school districts in our region uh did vote unanimously to approve the local service plan um I really wasn't too surprised because it's it's the exact same local service plan that we've had in place for a number of years uh and the beauty of this particular equal service plan is that it really does put uh almost all of the decision making

007Authority with the superintendents of the of the region to decide how that money gets spent from the ESD so there are some esds where the majority of the money is controlled by the ESD uh our our ESD here at South Coast is just the opposite uh where the the superintendents of the school districts determine uh how the vast majority of that money is going to be spent and it's done through a sort of a menu driven uh process so between uh assuming that this look at this LSP will be approved tonight uh the other 10 districts will be uh following the suit over the next uh two months and then in March we start sending our prices uh everything for the following year and then between March and really the end of June the districts

008do their ordering uh of the services they want from ESD for next year so that's kind of how it works um are there any are there any questions about the process in general it's pretty straightforward it's a it's a it's a really District friendly local service plan let me ask uh not about the process or planning but I mean I guess they're just curious uh I know it's difficult time to be hiring especially for some positions uh do you anticipate that as being uh a factor in being able to meet some of the needs for the districts around some of the services that you guys are providing it's a great question uh we are getting more and more creative just like uh other school districts we have uh we just finished our negotiations with our

009uh classified employees and they're they're set to vote to ratify tomorrow night as is uh our board but we've uh we tried to bring up some of our uh wages for our lower earners uh but we're also doing things like you know sign on both bonuses now um and just trying to uh do everything we can to attract and retain uh really high quality people with some of our leadership positions uh we are taking a little longer View and taking our time to find a couple new leaders uh we had some folks get recruited to go work remotely for ode for for more money but uh we're taking this opportunity take our time I think I'm involving a representative from your District on our hiring panel to find our new directory curriculum or director of

010teaching and learning services just because we want to have that you know really strong connection make sure that the ESD is of value in all of the services to all of our districts I appreciate that but yeah we're you know like everybody we're uh we have to work a little harder search a little longer sometimes and get creative to fill our positions that right now we're doing actually pretty well at the moment able to fill all of our jobs Ernie I just wanted to say I esps are instrumental in giving Equity across regions and so I worry the most about the powers and the Myrtle points and the smaller districts are they getting that you know they vote for these things but their vote is less important I shall I say I mean it takes

011over 50 of the people who have kids to vote for to make it work and so who's paying North Bend have a much bigger say I worry every once in a while but the needs of some of the small districts are not being that ended they're voting for it but I are are we feeling comfortable that the special ed needs the other kinds of things or those smaller districts are being met by the services the structure of this LSP uh uh being so menu driven really does help the smallest smallest districts uh in a very powerful way but with regard to your comments on on Equity I agree that esds are instrumental and for example one of the ways that we're really supporting uh that work even some of the smallest districts is through our

012support of like the integrated guidance work and all of those different Pro programs that all have equity and Equity focused work at their core we're a part of helping move that work forward and even the smallest districts so it's the esds really are instrumental again but I think our particular EST is so responsive to the needs and and of our small districts but also um but we're always looking for the win-win with our Market districts too we have to be a value to everybody thank you and I just want to add to your point um I really like this local service plan model we have here that has what they call the tier one Services which every disc tender sticks in the Region's access but the tier two the menu of services allows Coos Bay

013to do something like we want to keep our speech language Pathologists in-house and not contract through the ESD if we didn't have that option um whereas the smaller districts purchase you know SLP services from the ESD it could really cause an issue and an intention and friction among the 10 districts for those districts that want to hire The Specialist services and have them on staff versus a small District that doesn't even maybe not even have enough students to to be able to afford a full-time person so I just really like the model that flexibility of the menu of services so that it's not you know the big Coos Bay District you know getting in the way of providing special education services for students in other districts because of the way we want to approach it

014so I I really do appreciate the flexibility of this model yeah of all the funds that flow through to all our school districts 95 of our funds uh are driven through the core excuse me the tier two of the menu driven and only uh less than five percent is in the sort of the core which is uh just a few basic things that everybody gets homeschool registration is one of those things that we tend to pick up for everybody um so any other questions thank you so much thank you I think that's still me okay so moving on we have our featured School Sunset school and Shelley McKnight there you are yours hiding I didn't see you there you're welcome thank you hi everybody is that um I don't know do I need it yeah

015I've got my teacher voice oh okay I don't know let's just pretend okay how to turn this on I have it plugged in um oh come on we need to make policy what's going well I should have I'm sorry do you want to use this one yeah I've never been accused of not being a third so far okay hi everybody hi can y'all hear me yes can you all hear me I don't know okay um this is the first time I think I've seen the board all together in person and I think two years at least and so it feels kind of weird to be standing up here in front of you and you know those of you that know me for a while love know how much I love doing this anyway so um

016okay um first let me thank you all for your service um to our school board and to us um many of you have been in my building many of you have been in my building serving as um a variety of different things but on school side Council um on other committees and then of course robotics so it's nice to see you all um here and want to thank you um in addition to that I'd like to introduce the ladies I think that are standing behind me I hadn't turned around yet um Rose Jensen who is our intervention specialist at Sunset and then Michelle Boyce I think you all know as our assistant principal um I come with a team to do this um because it's always good to have other folks who can offer some

017perspective as well um so up and running perfect and it's plugged in over here so if it's not working we'll just point it point it in that direction okay sweet just take some all right well we're working um so the first or the second slide other than the introduction um sort of gives you an idea of where I'm going today I thought it would be sort of a good idea to give you a a state of the school so to speak um since August since we came back in August and um wanted to make sure that I mentioned that um during the month of August we had a summer program that not just supported um academics uh reading and math but that also um created that or finished that phase two of our mural that

018um the board has been supporting us and doing the last uh two years now and so it's come right along we have a group of students there um that is our anchor crew um at Sunset and wanted to to highlight those folks which I will and then um I'm sorry I'm in a funky angle um and so then talk a little bit about what what we've been doing since September and a little bit about the data we've been looking at and um and then where we're at you know at this point of the school year so our summer program like I said was a focus on whoops I need to remember to do this and talk if you want to I think I'm all right um there's a couple of pictures of students working on

019the second phase of the mural um but like I said our summer program um consisted of support in in academics for students um specifically in reading and in math and then um continuation of focusing on some um additional important um things for students who are participating such as art um and then also with the addition of the new curriculum for English language arts um came teacher training um with that amplify implementation and beginning of year of Assessments for all of our students so in the past you guys have heard about um oh gosh you know I'm trying to blank um thank you eccbm um um data and this year you know there won't be easy BMW Banker about um but you'll hear about amplify um and math data and then I'll also talk a little

020bit about attendance data I'm not sure I understand it you know isn't that the truth technology right yeah um so um our beginning of the year data um I'm I'm not going to give you specific numbers unless that's what you'd like to hear but what I'd like to tell you is the beginning of the year data told us that um our students um need a lot more support in um reading specifically and in math I don't think that's a huge surprise um but what I also want to say is that the beginning of the year data it gave us the direction it gave us information about where we need to go um one of them yeah um so um are reading assessments told us what we kind of already suspected and and you know we

021have information also coming from the year before but with the new um curriculum we have new ways of assessing students and so that gave us the Baseline for the year um math data similar story um the good news is or the thing that I'm excited about and and I sort of wish my presentation was later in the school year because this week is when our doing when we're doing our middle of the Year assessments and so after this week we'll have some data to to tell us where we've grown um we can compare with that Baseline data and and look to see growth in our students and where um there are sort of wants and hopefully you know we're going to see um a little bit of growth in all of the areas but then

022as we move on in the school year the hope is that if we're doing this right you know we're going to be seeing more growth um I have to say though you know this year I'm sort of feeling almost like an administrator again and I think teachers are feeling a little bit the same way in the sense there's so much to learn and even just looking at the data at this point I'm still you know learning happening in terms of that data um so something you know that I wanted to make sure to mention is just like coming here and presenting to you in person this year we have some exciting things happening happening at Sunset that are sort of a I tend to feel like we're looking at things sort of pre-covered and post

023covet you know even though we're still um in the midst of a lot of illness and in the pandemic um we have you know so much that we missed out on over the course of the last few years and so I'm excited to report that that we're returning to being able to do some things that certainly boost um student involvement morale um um and then excitement for being at school um so one of those things is our school writers and weeks in addition to that we've returned to having folks in the building classroom volunteers parents coming in enjoying lunch with their kids um and again participating in the classroom in addition to that we've returned to developing those um Community Partnerships and so um having folks that we're working with that include the tribal Center

024um that include um hi Rose um and that that are meaningful for our students in their ability to be successful at school um so we're really excited um Michelle is in charge of that this year uh planning and and preparing us for outdoor schools so that's going to be a huge amount of fun that the kids will be uh purchased or whose students will be participating again specifically our sixth grade um say anything about outdoor school so we'll be actually spending three days two nights at campolani which is over in Douglas County if I'm not mistaken um and what I'm super excited about is we have a parent-teacher parent meeting with our families February 9th and the organizers Prime capilani will be coming down to chat with our families and explain what they're going to

025be encountering while they're on there um wonderful outdoor scroll trip and we've already been setting plans for how we're going to support them with supplies and all of that great stuff so we are super excited to be involved I'm going to spend those three days with them so I'm going to be tapping in to some of my my chaperone days from my back when but um definitely excited and the kids are excited and the staff are also excited to have that come back this year and you know the other exciting thing about this is that we haven't had folks come to us from any of the outdoor school camps at least in you know the six seven years six years have I been at some time now I'm looking at Adrians we haven't had folks

026from any camp that we've attended before come to us and meet with our parents and talk with them about you know what they can expect from the camp and everything so that's another thing that's super exciting this year um and again we'll you know sort of increase and broaden those Partnerships foreign so again sort of getting a little bit back to data um in looking at English language arts data and math data the other thing that we look at every year and that we've been looking at for a long time now is our attendance even you know how important it is for us to have our students at the school um with um the return to non-mask wiring and having no cohorts you know all of the kids are all you know sort of together

027again um I we are seeing an increase in absences so for example in September we had a 90 attendance rate in October that went down slightly to 89.39 attendance rate then when you saw a bigger drop in November with the 83.38 attendance rate and again these are school-wide not by grandpa um and then for December and 80.31 attendance rate so we dropped 10 percentage points over the course of four months but in looking at um the reasons that our kids or her families are giving for our students to get out and this probably doesn't come to as a shock to any of you is the increase in covet cases RSV cases and influenzaa all of those have a huge tax impact on our intents and you're all naughty this is not a surprise to me

028right um but we are paying attention to to our attendance we work with our attendants Advocates we um Outreach families get had a phone call from a mom just before I came here talking with me about her daughter's attendance and so you know it's it's really important to us it's important to families um and so hopefully we'll see with the reduced disease instances in our community hopefully that attendance will create match happen but I mean I don't know encouraged I guess to see that we're not having a huge drop in attendance because students don't want to be there it's been because of illness um okay in addition to let's see I gotta look at my note cards so don't forget neatly um we want to talk a little bit about our supports for students so

029in getting our students to want to be at school we have um tier one supports which is those supports for all of our students school-wide those include um PBIS uh social emotional learning supports RADS which is in recognition program in our building kids getting caught you know doing really great supportive things there's a team of their peers that recognize them with their classrooms and reward them for those things and then anchor crew and that was the picture of students that you saw initially anchor crew is a program put together by our counselor who um uh saw the need to support kids as they're coming into um Sunset kids that didn't start the school year went past um and who who enroll late getting them comfortable in the school taking them around with this great little

030coupon book and meeting all all of the folks in the building that might be of support to them so really nice welcome to the program for our new students um tier two supports which those are a little bit more intensive supports that that students need when our students get when they demonstrate a need those include the skills groups and again those are groups that are working with our own counselor um salvaging Sisterhood friendship group um regulation skills in the classroom um our learning intervention or so sorry social emotional learning Intervention Program which is abbreviated um self or s-e-l-c and then um tier three supports which are more intensive supports for our students and some of these are familiar to IEPs 504s but in addition this year we're seeing a need for students who want to

031or or who need to be in school for a portion of the school grade but maybe you can't be there the whole day that 7 35 to 240 time frame and so we're working with the um online program and the principle of that program Kayla Craig and providing sort of a hybrid model for some of our students where they're doing some online learning perhaps in the afternoon and attending the school in person or anything either if you would like to add in terms of interventions or supports yeah that's a plan for them to add things um and so that kind of gives you a plan overview we I know I'm not supposed to make this too long so I've tried to keep it within you know seven minutes um so here's your opportunity to flattest

032of questions I just wanted to say it's great to see all your faces and I I love this group here tonight it just feels so good and then to see that the assemblies that you're having I wanted to know what was the piano playing was that like a that was at your assembly yeah so if I remember correctly that um was some sing-along happening no no the piano was there for our Veterans Day assembly so we weren't quite ready um to have the community in the building yet um sorry Veterans Day assembly was uh much more attained compared to Veterans Day assemblies pre-covet um hopefully we'll get there next year having a much larger larger more celebratory assembly um but we kept it we kept it pretty small this year but that was the piano

033we had some students singing um some songs related to the different branches of the military and I can't remember what the other songs were but there were a couple of other songs as well how fun yeah I love love love the mural if you haven't seen it in person you have to go see it I I've seen it many times and I take my kids out there and we take pictures of them interacting with you it's funny but I love it and I can't wait is there going to be a phase three there is and so that does my heart so good thank you for saying that um yeah so when we initially planned the mural um we did this as part of a Grant application and so we use some funding to be able

034to do this with some students and or with any students who wanted to um so we've got some artists in our community who come and support us and when the mirror was in its planning stages there was a three-phase plan and so the first one was all you know Under the Sea and the second one was more of our forestry and um so all three phases will highlight the different um um climates microclimates and and environments here in our area I love it so reflective yeah yeah and then and the Artistry is really impressive on my phone I love it yeah really nice job so please if you haven't seen it and you'd like to please come by we'll check in at the office and we'll catch out there and have a look questions or

035comments well I do have it on on good authority that at least the Oregon flu season has apparently peaked so hopefully you'll see those kids I'm hoping I'm hoping you know I've felt it too because I had it with the kids you know so um yeah I was out for a few days and that was that was nasty business it was a horrible yeah I saw the flu bites report a couple days ago and you know it's just right there so good good hopefully we'll be at Downey Hill slide thank you so much thank you I appreciate you guys have a really good rest of your night yes you too we have um School side Council and some other meetings before this and so I think that we're all okay perfect foreign state of Oregon's

036educational support professional of the year it's currently taking nominations but she's still up um so I wanted to introduce her and also let you know the chief has a new job um we have just entered uh never end of understanding with the North Bend school district and her position has changed and she is now kind of coordinating all the homeless and foster services between the two districts so and we're playing for that out of grant funding so it's not coming out of the general funds or childhood so on that note I will now thank you hey everyone I haven't done one of these in a really long time I'm excited um and then with that new position so Barbara green is the new homeless liaison for homeless and Foster Care person for the Coos Bay

037School District um so uh lee we had a really like exciting um year so I just wanted to give you some numbers of like what the arc has been doing how many kiddos we've been serving and what we've been up to lately so we had our annual back to school event where we gave out over 500 backpacks to all the school districts within the county so that was really great we did over um just this winter term like um 100 hiking bags for those family during the holiday season you know two weeks without being in school it's always concerning about where kids are getting their food and like hygiene for example is huge um that means that the kids don't always have the opportunity to come and do laundry at our drop-in center or take

038showers those kind of things so at least if they have the opportunity to do the things they would have the stuff to do it with um so for Thanksgiving we gave out over 30 Thanksgiving meals all over the county we went power stand in Myrtle Point every single Town had those I mean we had families in each of them which was great um so for the Christmas time we had 53 families for presents which equaled to 135 kids and that meant there was 574 presents that were wrapped for these kids and then the MHS charity program has been I don't even know what Barbara and I would do without them to be honest I mean they did majority of the rapping all the wrapping assemble all of our hygienics that we put together they have

039to do eight hours a month at the drop-in center so they have really put in a lot of time and effort we get a ton of donations all the time and they sort through everything they clean everything I feel like that they are learning life skills at the same time you make them take out the trash clean the bathroom and everything and fold the clothes and do laundry some students have never done those things before so I said oh look you're learning a little bit more skills while you're down here um and then currently this school year we have had 245 students within the Coos Bay School District that qualify as being houseless my school year and our numbers are still a little bit lower pre-covet I don't like chocolate pre-covered than covered now postcopic

040but um I feel like that they're the numbers are still growing we're still getting a lot of new families that come in and then I think it's just been really great with this mou with North Bend school district where we're able to um keep kids in their school of origin and making sure that they still get the services that they need and then really sharing resources so we can serve the kids and to the best of our abilities so it's been really great um I think that is all of the stuff I have for you right now oh and then at the arc drop-in center we've had total I did our numbers before I came in so so far with volunteers and families and kids coming in from September there's been 532 people that have

041signed or not thoughtful but people repeating have come in since September so it's being utilized volunte kids volunteering and families and um students coming in and getting services at the same time that's great yeah oh also oh my gosh they're totally forever so we also have art therapy which is super great um get anything coming in since last school year last school year and it's just been a really great introduction for kids that I mean sorry young adults that have never done therapy before and they have this perception of it and then it's just been really great where they get to create things as they're talking about it and it's just been really awesome and they like to come in and some kids have like I'm ready for this like I want to do I

042want to um dive into like why why I'm here and try to grow from this and it's been really great how many students do you think we have like total that we've probably ten minutes since she started coming probably 10. and and then there have been more kids that have been wanting to do it um because they see like other people come in I think it's really great about the drop-in center where like you don't know who is receiving services and who is there to volunteer so it's the it's been really cool seeing that um and yeah that's been one of probably the best things that's ever happened is that art therapy for those kids and they come every week and we're just really thankful that Janna she comes all the way from Gold Beach

043and comes she's doing her internship here and then it's just one of the places she asked us to um if she could do it at her office it's been really great does anyone have any questions I always have a commentary question your new job so is this a new position all together or is this uh you're taking over for someone I know that you've at least you said it was Grant funded so um I wrote the McKinney Bento sub grant that they had I just felt like that there there's a lot more opportunities that we I wanted to try out um for the next three years that we have this um so on top of that like overseeing with The Arc I still do all the grant writing do all the reporting do all the

044Outreach still and everything I'm just not there day to day and going to those um meetings that we have like IEP or those attendance issues are doing those home visits those type of things and having those more um being there throughout the day it's a good position yeah okay I'm sorry okay sorry no no no but yeah there's I mean we're going to be doing driver's ed life skills class um I mean life skills what else oh and like financial literacy I'm so excited for kids to do financial literacy like a huge like this brand new thing on like Busby credit cards everything it's really exciting um and then also could North Bend just Contracting out with um them to help support um the kids over there because I just feel like I know the

045families not like it's all the same families that we're working with so just giving that school also a better idea about their situation and what um works best for those families and those kids and then you just don't it won't take as much time and I already have those um relationships with those families so it's been really easy transition over there as well I love the consistency yeah that seems like a big job and a big responsibility so and don't burn yourself out but you're gonna be fantastic they're not them developing a program yourself but with your help are there people over there or are we just are you doing the whole thing it's starting from scratch okay that's putting in policy procedures right now we're just building the same consistency so if there is

046any crossover families and Stu company views especially um will know that it's the same all the way across the board and that's been the goal and then just building up the pro I mean not program but just um I think the big thing is policing procedures all need to be the same and making sure that yeah what Kim you're saying consistency and I know a lot of this stuff already because I had to I have families and youth that I've been case managing over there as well so it's just 30 have a familiar face that was they answered I was just going to give more information about the mou it's a three-year agreement with North Bend and um for this new position we pay 60 they pay 40 percent and thereby it gives us more

047capacity to expand Services we can offer at the arc Center here so that's a practical implication but the important I think what you're talking about is that consistency across programs um and for those students unfortunately you know High mobility and high back and forth and so this provides she has the relationships it provides the consistency across the community not just across you know stops of the city line which doesn't that's not the way you know we live here so thank you Lisa so Barbara took her position at the art manager and then we're actually starting the interviews this week for Barb's positions thank you that was I was worried I was that's still a lot but I thought no you're gonna take over that that's your job yeah I would definitely need the assistant and

048one person there is not enough there needs to be two I'm glad that it's thank you thank you both for all your work great okay Barbara Greene osca business I'm gonna talk okay we're just gonna do this at the same time thank you yeah I walked in and I said I have this much money foreign so thank you uh very much for everything that you guys do for our staff and to work for students um we appreciate it very much I don't have much to say that's just all thank you um because I feel like they just saw me guys and not much has happened over breaking things so thank you for everything thank you thank you as well this is lovely both of you all right thank you cpea business hello all I also

049don't have a lot to say but I really wanted to say they thank you to you guys um I've tried he put words on this before um I'm so proud to work with um such a dedicated group of people um I know you volunteered your time and it's a lot of time um so uh it just means a ton to know that you're willing to do um so much for our community and it speaks a lot for for our community and I'm just really grateful um we start bargaining tomorrow I think you all know that um it's just uh informal somewhat informal I think um we're gonna share food together um we thought about it last minute um first of all back up our agenda for tomorrow just for session is just to set some

050ground rules as you guys are probably aware but um so looking forward to having those conversations and getting started um we you know invited you kind of late for to join us for dinner but really just um as we were preparing really thought that we'd like to start off on a positive note and just have a chance to mingle and um remind ourselves that we're you know we have a lot of similarities I know we're going to highlight some differences as we move through bargaining but um we're all here for the same reasons I uh we care for our kids we care for our community and um I think we can do it in a positive light and I'm just really hopeful um I wanted to mention that uh I also had to be kind

051of the bad guy recently in a situation um the district was and it's getting a lot of conversation and that's why I decided to bring it up tonight um just in that District admin had proposed kind of a new procedure into coming around visiting doing what we call what they call learning walks um amplify learning lots more specifically as you know we adopted new amplify Ela language arts curriculum this year and um and the idea was that a team of mostly administrators and intervention coaches or is that what you would say yeah um but I think it's a team of eight we're coming around to visit the classrooms and and see how we were doing an implementation of amplify and um while I love the idea of working together to support each other in in

052such a big Endeavor as getting this huge new curriculum that has changed how we teach in our schools um we started to hear some um concerns you know when newer teachers teachers that are just kind of not comfortable with other adults in the classroom that's always been through um this is this is something brand new we've so Having Eight administrators standing in the back of your room while you're teaching a brand new curriculum um made some people uncomfortable so um I simply listened and um had to had to push back a little bit and say I think we should need to talk about this before we proceed but um I do want to say you know not I don't try to Rock the vote for no reason and um I I also hope we can

053have some positive conversations on that and um work together in continuing to do good work with Amplified so any questions I look forward to seeing some of you tomorrow night and happy New Year I love food so we love food too right yeah I was gonna say that was what we have in common with that too that's one of our similarities being new to this process um with bargaining um I feel like I'm getting ready for a cage match or something no I thought what I I just I just shake my head and that there's a little of that feeling I I do understand it I I think we have the power to to not let it become that um I I also look for and I think I started to say this last month

054but I look forward to some positive conversations about how we can better uh you know our our working conditions and learning conditions for kids uh again we're all in it for the same reasons we have some things that maybe we don't like in our current contract and we just need to discuss and um it doesn't need to be a fight good but there's Sometimes some hard discussions and um I just have faith that we will get to the other side with our positive relations intact That's My Hope and a good contract of course I hope that as well and we hope to say I'm not excited but I'm excited about this book yeah I just want to be honest we do not have our boxing gloves okay all right thank you sounds great thank you

055thank you all right Candice is this office yeah I think we have our auditor presenting first here okay hi there I'm Laura our Fisher with the hmw CPA firm here in Coos Bay North Bay Street um I believe you should have two sets of financial statements Mercury names so there's the small and thinner one is resource link charges rule and that is actually also combined within the Coos Bay School Districts I'm not going to talk a lot about it specifically it's basically got the same format so I'm going to go over do some of the sections of what is in this larger bound packet just to give you kind of an idea of what's in there I'm not going to go through all the numbers you can do that on your own if you so

056desire inside both of these actually there's a a letter it's on letterhead and it's loose and they're almost word for word identical within the two of them um this is just a standard auditor communication it just talks about I'm sorry to interrupt just a second I I have there's been one yeah one or two I have one binder wow the resource link ones on the resource linkboard yes okay I think you have copy for Charis and I and then they're bored okay I all right there oh mine's just locked in okay got it now there's there's a lot of stuff but I said oh yes these these actually I think by now these are uh should be on the Secretary of State website every audit for every government agency in Oregon is on Secretary of

057State's website and they look very very similar in format because we're following standards so for this audit we followed four sets of Standards we follow um generally accepted auditing standards we follow government automated standards we follow the minimum standards for audits that Oregon uh tells us we have to stand follow and then we follow the federal standards for your Federal grant audit so we've got four audits that we're doing and in this package that you have there are four individual reports one in the front three in the back that talk about the results of all of those audits so I'm just going to go quickly so this again this loose document where you have this is just boilerplate there's nothing real exciting in there on page two is the audit opinion for it so that

058is the most important thing that's what in really large school districts like Portland they do all their own financial statements and the auditor puts this letter on it so in this case we're actually also drafting the financial support Candace to help her out she doesn't have that kind of time um but on page two second paragraph down this says in our opinion these financial statements present fairly the results of the operations financial position of the district in accordance with generally accepted accounting principles so what that means is we don't look at every number we plan this audit we spot check things we determine what materiality levels are for the various fund types that you have and we go through and look at enough things so that we get a really good warm fuzzy feeling that

059these numbers are correct and we look at a lot of stuff we look at your transportation to make sure that the miles that you're reporting on your buses to the state because they use that in your state school fun factor to make sure that that looks reasonably correct if we check your attendance we check the teachers Year's experience to make sure that those are reported correctly we're looking at their resumes and their applications to see how many years do they do and have you know is it 20 or is it 21 but we you know we and sometimes there's little bumps like that that where it didn't get picked up from last year or something so those get corrected we look at um or even budget law we look at your public bidding process which

060is a lot of things to make sure that you're complying with the rules and regulations the grant agreements um if you slip forward on this to page so it's right after this letterhead report it's Roman numeral page Line This is a six-page management discussion and Analysis that the business office prepares and it's kind of a narrative of the highlights of financial situation within the district court of last year talks about why some things went up how much they went up right some things went down and how much they went down I'm going to skip all the way back now to case 38. in between this and page 48 is financials and some footnotes and you can look at those again at some point but I'm just kind of again showing you where the major sections

061are so page 48 is starting your budget to actual financial statements and this is your general fund so it has a column for your budget as you guys adopted it last June of 2021 the final column there includes any changes in this case in general fund you didn't make any changes during the year the third column is what you actually did and then the fourth column is just the difference between what you thought you were going to do when you developed your budget and what you actually did so you can see the first section the fifth line down is total revenue you can budget at 33.9 million you actually did just a little over 36 million so you were over by 2.13 million dollars so that's pretty good with your revenue and then the second

062section there your total expenditures your budgeted 3.7 million you only spent 333 each budgeted 37.6 and spent 33.4 so you've spent four thousand four million less than you thought you were going to do the very bottom line at the very bottom of the actual column is if you had 6.5 million dollars left over coming into this year uh what also might be of interest to you is four pages back on page 51 same exact form same kind of information but this is your Capital project funds so all your 400 funds are rolled up together into this one page that you can see at the bottom there again in the center column you hit 13.9 million remaining in your capital projects funds and canvas can tell you exactly how much but the majority of that I

063I don't know 75 maybe or more is for the Bond film project and still ongoing on page 52 is a schedule at all your federal grants and this is what triggered the signal on it because at the bottom you can see you have eight million dollars worth of federal grants that were spent during the year and I expect that number is going to be a lot higher this year because the SR money coming in it's more and more of that is uh is going to be spent we audited there's a column up there that doesn't have a header but there's little asterisks running down it we audited the title one grants there were four of those individual grants and then we founded four of the education stabilization cluster grants that alone was 3.6 million dollars

064just that one group of grants for the classroom uh the next thing I do want to show you is on page 62 which is where the second third and fourth of the reports are that were required to uh give to you so 62 is the uh Grant the audit report where we talk about document auditing standards and this is the one that we need to test your internal controls and your compliance with financial reporting and with grants and contracts and agreements we do have finding on this one the second paragraph up on page 62 we did Identify some deficiencies in internal control that were material now it actually was one one deficiency that was material and it was related to an accounting practice that you need to perform at year end when you're given money

065like a grant and you don't spend it all but you're giving it in advance which is pretty unusual it just hardly ever happens that the student investment account Sia state of Oregon decided they don't want to hold that money past June 30. so they just pushed everything out to the school districts whether you'd spent it or not they pushed out a lot of money and I think this is the fourth finding that I've had in two years when all the schools that I did that I audit on this particular thing because it was such an unusual transaction when people give you money in advance granting agencies and it's restricted you can only use it for certain things and in this case you don't use it by June 30 or September 30th you're supposed to send

066it back to them so you can't count it as income on June 30th if you haven't spent it yet you need to spend it and then it's yours otherwise you have to hold kind of in limbo on your balance sheet as a liability because you could potentially have to get it back that adjustment to record was 540 000 didn't get made it's been made now and it's in it's included in these financial statements but it was a material error when we came in to look at the financials I'm like oh gosh this didn't happen but we found no fraud no indication that there was anything wrong other than that that error which is really due to its size needed to be noted as a comment so we do discuss that on page 69 at the

067bottom that we talk about the error that we found and uh which continues on to page 70 and then there's the district's response we have no findings related to Resource late and again resource link is just a fun within the school district because it's um it's an organization we're required to provide separate financials for that and we also do their 990 and CT 12. they report to the IRS and I think that's all that I got we had a everything pretty much was ready for us when we um working with the district there's a hiccup I'm sure you're aware of there and was it around Thanksgiving the computer system no problems so we got this done though we started we started in May with some testing and planning and then we came back in September

068did the bulk of the field work and let me just wrap it up a couple of weeks ago charted work business foreign thank you very much Candice did you have anything else that you wanted to say or comment on uh on the audit no other than the finding that she just got to be the one that I have shared right perfect thank you and then Europe groups okay so um go to the financial statements um the general fund I need McDonald's as of December 31st was just over 14 million um we have received the majority of our tax revenue which is why it's so large right now see that being completed as we in the school year the special Revenue fund was 4.9 million um Debt Service is 2.4 capital projects is 9.3 we are

069uh we have probably about two more um months of invoices from Madison and then we'll be wrapping that up um before we head over to melakoma so we are nearing um the end of our bond funds here any questions on our ending fund balances through December good uh we can jump over to the um the detail for our general fund uh spending um everything is right where it should be at this time of year the only thing that I want to point out in object 242 employee insurance uh there's as of December 31st there was a balance of 599 000. um this month I made some entries um for all of our HSA contributions that are in the contracts for licensing and classified um that is uh just over 570 000 so next month you'll

070see this drop drastically and that's because of all of those contributions that are charged to the insurance object um otherwise uh all all the other objects are right where they should be I know I did tell you last month that I would be making the um transfers out of object 710 and um we just now uh cleaned up our mess from November of payroll so I have knives I've had the opportunity to make those um transfers yet but I I hope to do that for the next one any questions on um the report by object are we done writing paper checks for a while oh my goodness I so hope so I I suppose but just to give you a little headshots on um that process the ESB is working with Tyler Technologies that's who

071owns the stock group that we're using um and they are slowly getting us moved to the cloud version um which should prevent uh any of this loss of service in the future so um I'm really looking forward to that with a little bit of reassurance again until someone with a backhoe comes along because we are not their only client um you know they they serve us a lot of Eastern Oregon the small rural districts over there plus plus us and some others spread out through the state so I it was it was a nightmare for me I can't imagine um you know but it was for their staff so and they have been um very gracious and kind and uh they're working very hard to get us the data that we need um any any

072questions on this uh we can jump to student enrollment um I took the number of the January 4th and we did have a decrease of 11 students from December this um enrollment data compared to the end of June last year we are still uh greater than we were in June which is which is good um it's the time of year where we start to see some decreases so um this is not alarming there is one thing that um I do want to point out when you look at um Marshall Junior High and Marshfield when you look at the student to teach your ratio this is not um this is as accurate as we could make it but it is it is not um 100 accurate because those two buildings share some FTE and it could

073be [Music] um 0.19 of a person that they're sharing because maybe they're a high school teacher teaches a period at the junior high or vice versa and without drilling down to the FTE of each person um we're using to the nearest quarter of a number um so it's it's and we have the online teachers FP in here so when you look at this and you that the Junior High's average class size is 23.4 and the high school is 22.7 thus that's not the case that's just the best that we could tell you with with the number of staff and the number of students any questions on the enrollment um are they still doing the transfer from school to school or is that pretty much on lockdown right it's like it's Mila Kuma's always got a

074higher number than the sunset and I hear from a lot of parents just want to live in Middle coma and they're getting told no so these numbers locked in are they still actually kind of moving back and forth between Miller Cummings yeah um well there is a process to do that an intra district and I'm not real familiar with it but I know that it there's a process and I'll let Karis talk about what that is um that's actually I'm interested to find out more Kevin because uh my I need to look into it more my understanding of our inner District transfer process is different from what I'm hearing from you so um I would like I need to look into it more I don't want to say anything and be inaccurate in what I

075tell you but I had a different understanding about that transfer process I know it has come up the administrators have brought that issue forward and I think it is something we need to discuss at the board level and look at our policies around inter-district intra we have inter-district the board votes on every year how many students we will accept from transferring from other students but we'll also need to look at our internal intra District because I have heard people make comments to me about our ability to um need to look at the practice and whether or not we need to put limits or maybe if we are putting limits maybe we don't so I I'm I'm hearing what I just heard from you is different from what I've been hearing from the administrator so I

076will need to look into that that's interesting because they are impossible if you want to switch schools I will look into it more I don't know the answer everything that's been told to me thus far has been anecdotal so I'll need to look into it more foreign [Music] and do we ever find out kind of what happens where to go or do we have contact with families to see there there is a process for that as well but I'm I'm not sure what that is okay um so your question you're asking me is what is happening to the students we're losing so in general what happens is as the year goes down typically as a year passes typically enrollment goes down usually at the high school level the most but you'll see a transfer from

077for example Marshfield to destinations during that time now internally we have an attendance team and we have our attendance Advocates at all of our schools um we're actually developing a three-tiered system of supports that we are hoping to put in the integrated guidance plan around building a comprehensive system around this but currently I'm very impressed by the work the system's already in place the attendance Advocates can tell me when I ask them who are the students that have moved out I get a daily report for example from Marshfield High School about students who have reached the 10-day drop those that have moved those that were records have been requested from other districts so you can I can ask and I do ask um the administrators and the attendance Advocates at our schools and they can

078tell me about each kid they do an amazing job of um knowing who the students are and where they're going um so I'm very impressed and that we're only gonna going to be able to make it stronger moving forward and um anyway so that's what we're working at yes sir that's true Christmas has always been a time when kids and families made the chance to move so they went to live with grandparents they went through and so there was there was always this Commit This loss and then it was trying to follow up to figure out where they go and whatever and the biggest wave we found out is request for records from another state that says so-and-so has moved here they're living with the grandparents or whatever so and we had always had to

079follow up and do that but it's we're doing a much better job now than we've ever done uh had following up on every one of those students but anytime there's a break There's an opportunity for families to make a choice and Christmas was always the biggest other than towards the end of the year and also the end of the first semester will be at the end of January we'll also see a lot of students maybe transfer to destinations which is the online learning program that's another besides the breaks it's also the semester change when when students will make a big change students okay I like that question um would there be a way if it's not too difficult to analyze that data by percentages of you know looking at you know roughly 10 percent of

080the attendance you know Advocates found that 10 percent had moved or had you know we've got three percent records requests or they went to I don't know or friend destinations whatever it is so we do look at that data and actually I just met with Chad we are going to do a mid-year data dive with all the administrators what day did we say February 23rd we're waiting to get the data from the first semester um we'll be looking at um some of the data that Shelley McKnight talked about at the elementary level we're going to be looking at the beginning of year and mid-year assessment results so we'll be looking at student outcomes and what progress students are making we'll be looking at attendance we'll also be looking at Behavior data and part of the

081attempts data we do look at is how many you know what enrollment drops and the reason because we have codes and Synergy that tell us um what happened to a student I think it's code 10 if I've seen the report enough or the I can't remember the exact code um that tells me the students it's a 10-day drop that we don't know the reason but most of the students we do so we can just pull that from Synergy and we will look at that as one of the key mid-year data points so we do that data dive in February with staff I said the incorrect date is February 22nd yeah you can do that get all of that data put together and do deep dive with with all the administrators sounds like fun for you

082I will love it I know that's why I said that go ahead I'm a person who I will say the saddest things High School principles perspective vehicle left at Christmas requested four weeks later if our record you'd send them the records but the semester wasn't over so they don't have semester grades the new school enrolls them because some no credit for that first semester because they didn't finish it here and they're starting a new semester in their new industry and some of our military kids got crunched by that when they Coast Guard moved them in and whatever so we kind of came up with the policy with our Council check with the school if they were on track and they were doing okay they should be on track when they get here we need to

083figure it out but their life schools were just it's over and I it was just brutal for families that didn't check first and figure out how to do that it was a frightening experience Charis superintendent update okay well I would like to continue the theme of word appreciation month um I just wanted to say and I think um both the employee groups and the students I'm so touched that they recognized you all um the seven of you give literally hundreds of hours in an unpaid voluntary volunteer position um we calculated we have almost 40 Years of volunteer service on this board for these people this group of people combined that's incredible and you all put yourself out there in the community and have to make some pretty tough decisions and I think marketing is a

084good example um we have limited resources and as a school board you don't have control over the level of resources that we receive so you have to make some really difficult decisions and put yourself out there so you're really Heroes and champions and I just really want to say on behalf of the Coos Bay Public School District we are deeply grateful for your service um so tonight in honor of a token of our appreciation um it's a two-part token of appreciation um the first part is um it's in conjunction with the athletic department and it requires another place for you guys to go but I I know Dustin will already be there um uh we are formally inviting you on January 17th to um the evening we have our boys play earlier and our girls

085play it at seven varsity basketball against Junction City in between the two games we are going to hang the state championship banner and we would like you there and we have a little special recognition plan for you all also during that so if you can make it on January 17th um David will get the exact times he'll add it to your calendars but to give you a heads up and with that um we have a little gift to go with that theme let's see how to hand it out to the right people um because they actually have the part of it just a slots on him thank you for always right here I know you will be there I will be there yeah thank you thank you yeah thank you for 40 years old um

086so if you all want to open them you can go ahead because I do want to add a caveat that um well not really that's what I wanted to share with you um you can change the colors these are all exchanged but we thought that we thought it would be fun for you to wear on January 17th yeah and you can exchange it for something else David did a great job because and she will exchange whatever you want foreign it's such a small token you all deserve so much more and so just thank you and I really hope you can join us on January 17th um I have a couple it's under fifty dollars so no more you do not need to because I made sure it was under fifty dollars in value so you

087don't have to report it no ethics violations here um so just a couple other um updates I'll be brief we have a lot more coming on the agenda um as Becky already mentioned we start bargaining tomorrow um as so every month I'll give you a little update on how we're doing on bargaining is she said tomorrow night we'll be really discussing round rules Logistics dates and we are going to break bread they invited us to have dinner with them I thought that was a very kind gesture and I'm grateful for them for doing that uh we also received as I mentioned a demand bargain and Becky mentioned it around the learning walk so we'll be meeting with them on Thursday to get clarification about their concerns I think there's been an email was sent out

088there's been confusion among staff about the concerns we're going to meet with them and get that all clarified so um I don't want to bargain out well we're not we haven't agreed to bargain the demand the bargain yet we're going to clarify but for example she's mentioned eight people going to classrooms we get we the intent was to give them a list of people they might see coming in classrooms it was not for all eight people to show up at once and it's it's for us to be able to go around and see how the implementation of the new reading curriculum is doing um so we can figure out our planning for next year what kind of supports um we need and training and additional what teachers need we need to be in the classroom

089seeing how it's going to be able so we'll be talking with them on Thursday um um to clarify what the concerns they're hearing are so we can can work on that um and and and really clarify our intent around that go ahead so it hasn't happened yet no oh we had sent them information that we we were going to do them um and we were going to start this week and we put it on hold because people wanted more information and wanted clarification so we're going to work with them on that um was mine as well okay okay so it has not happened yet okay um also want to mention um one week from today is Martin Luther King Jr day that is a holiday we do not have school on day on that day

090I'm proud to say that we have a lot of our schools a lot of classrooms are working on special projects to highlight the valuable lessons um of Dr King's Legacy um you know really fighting for the effort to peacefully bring about change as he fought for civil rights and equality for all people um so I just wanted to know if we won't be here Monday but we'll be um honoring and celebrating the Legacy um I also wanted to invite you if you would like to attend um we've really done I am really pleased with our partnership with the Department of Human Services this year they partnered with us to do a listening session for foster parents and we provided Child Care here at meals and foster parents were able to come in and do a

091listening session another way they've partnered um we are going to co-host an idea that came up with a foster Coalition Social Hour that will be um I think January 12th that Thursday so while we're I'm at the clarification around learning walks they'll be in this room where they're hosting a social hour for all of our staff anyone interested to learn more about foster care services um and to spread information and knowledge about how we can better support our foster students um so it's a wonderful partnership they're going to be providing food and appetizers for people to come and share information with our staff so we can all learn more about how we can best support some of our most vulnerable students our foster students so if you all are available it's from 4 30 to

0925 30 here Thursday in this room and there's food and and if you all would like to come and I would and representatives from Casa um the court appointed special Advocates program um every child Goose the foster parent Association and the Oregon Department of Human Services will be here so I'm really valuing the partnership um we've been proactive working together and I'm very thankful um and lastly um the last thing I would like to share is back to something I've spoken to the board about before last week our community suffered a tragic loss of a 16 year old former student um due to confidentiality concerns I won't go into more details but today I did send an email out to all staff and I sent an email to principals to send to All Families um

093pointing out um one of the big Assets in Coos Bay is the amount of resources we do have available to support the mental health needs of our students so as part of that um I'm really proud for example of our Partnerships with um Coos health and wellness and with the water waterfall Clinic that we have mental health therapists available in every one of our schools um we have crisis teams in place um not only for example on Friday did our Marshfield high school crisis team they had safe rooms up and running before school started the morning they found out they were amazing um it's not something you want to have a lot of experience in but our staff did a an incredible job getting ready to support students and staff um and then also the

094Coos health and wellness they immediately stood up their um David I wanted you to give kudos to your that day they convened their crisis group they had staff fully today at aye Aya supporting the students and staff there I've just been really impressed with the response and I would just like to share with everybody um I want this information where I sent out the email today so it's on everybody's fingertips different resources that are available if you hear anybody talking about that thoughts about suicide if you're having them yourself there are resources we have first of all in any school any student can talk to any staff member and the staff member will immediately refer that student to either the principal the counselor the mental health therapist to get immediate supports for that student any

095person in crisis can walk into the different waterfall clinics without an appointment and can be seen by a therapist if they are having any Suicidal Thoughts in Coos County we have a 24-hour crisis line sponsored by the Coos health and wellness I provided that phone number 24 hours a day anybody in the cat Community can call those who do not wish to talk and we have a lot of students who don't like feel comfortable thinking of the phone they can text we have a text Oregon crisis hotline they can text provided that number um and there is other resources available online at the suicide prevention Resource Center um there is a national um hotline 988 that anyone in the country can call for getting referrals and resources and supports so I'm really proud of what

096our community has done to be prepared but we need to continue to work together on this um we have to keep our children safe um and so um we have to do it together it's not like um whose health and wellness can do it by themselves the schools can't do it by themselves we need to partner with families with the students with peers um with anybody who is interested on addressing this issue um because we're seeing a huge spike in mental health issues and we're losing our children we're losing children because of it and so I'm proud to be part of this community that's made it a priority and I want us to continue um on this work because really there's nothing more important than keeping our children safe and alive and healthy and growing

097and thriving so I just wanted to end on that health and wellness and forming ml Hub there will be a new site for Who's down on the other kind of a new project one of the second floor is the whole building the mental health providers and we're looking at working with the whole County on coming up with the Hub so that there's a one number you call and we can get you to any therapist um our community is stepping forward I think I'm trying to do it it didn't happen without Partnerships with health and wellness and the others they're just pretty impressive I I feel a little obligated to say just a word I just uh you know one thing that we all have to be aware of is um suicide is is a little

098bit like the flu where one kid that could catch it can catch other people can catch it well that's why really jumping on early with a coordinating response is important because the word gets out and impacts all the people around so um the other thing this is a sort of community message is um suicide is impulsive so having easy access to means is is a huge part of the thing so the locking up guns removing medications those things are critical because um that it really is often an impulsive decision and if the means are there there's there's not sometimes the moment will pass and the next thing that's a little bit different than it was when it seems so critical so that's my soapbox I just want to say thank you Karis for providing that

099update and then also all the resources regarding suicide Barney thank you and David thank you as well um this subject is pretty close for home for me and my family and so thank you thank you okay we let's see no public oh public meeting updates that's right you were going to talk about this statement yes briefly um so there was a question around whether we were properly announcing our committee meetings particularly board meetings we had you know that um after reviewing with oscs I had worked with Spencer Lewis to come up with there's really no law that says how you have to announce public meetings only that they have to be announced uh so apparently our practice of having a link in the email that we announced every board meeting every month with that goes

100back to our web page and where all of our committee meetings are posted on a calendar that is sufficient for public meeting uh notice of the Committees um so we've been doing it fine um everything's on the on the website everything's good to go but it was nice to have that clarification from Spencer that we are in line with a lot um as far as committees though one thing we did learn is that if the committee is making this decision providing a recognition or advising the board it's generally considered to be a governing body and it is subject to all public waiting laws which includes virtual attendees that is one area that we have not been complied which is also a new law um but that's one area that we have not done so we

101will start to offer that at our committee meetings um there also was some discussion well I'll leave that for another day um but yes we will start to have virtual attendance options for our community meetings for those that request it uh I don't think that we are required to live stream it as long as we produced um an option for those that we'd like to attend virtually um any questions on that okay that's it for me thank you David our strategic planning work group yes oh well I think you are going to give a little bit of update and it gave me that you know on the superintendent evaluation timeline and that she's next I'm after you oh I skipped me I didn't one time sorry excuse me I'm actually going to go up um

102and walk you through powerfully I hope that doesn't scare you I'll do it quickly yes yeah comes from so what I've done is um put together a PowerPoint that we can use anyone can use if you are presenting to the community or um anyone asks about the process we're doing for strategic planning for example the Rotary Club has asked me to come back and give an update of the presentation I did earlier this follow the Chamber of Commerce so I thought instead of writing uh write up to put in a packet I'm going to make it into a PowerPoint that we could reuse over and anyone can use it so all the information's in one place um so a lot of us you are already aware of what I want to do tonight the reason

103I'm bringing this I want to share with you the results of the data we've collected thus far we have some findings and I want the board to be aware of them and what we're doing with that information um so again this PowerPoint I'm going to skip a lot because you I you all I've been telling you all along what I've been doing but this is I'm thinking for a broader audience that isn't as familiar with what we're doing so again overview of the presentation the purpose of the strategic planning integrated Guidance the process the work groups that we're using to kind of uh um used to influence the development of the plan our data that's what I do want to share with you tonight um the three um sources of data that we're using to

104help it form the creation of this plan and then our next steps um so I'm gonna fly through again you all are aware of the purpose you you gave me the green light in August meeting that we can go ahead and think about a four-year strategic plan and we're using the Strategic clearing process we're following the requirements from the Oregon Department of Education that we need to fulfill in order to submit our integrated guidance plan that's due the board has to approve and March it's due by the end of March so um we're using it for two purposes and so I'm being very careful in the strategic planning process that we're doing that we're following all of the steps that ode is requiring so um again the integrated guidance I just mentioned is the Oregon

105Department of Education new requirement that we're integrating these six grants um do I have a pointer oh but I can't see that there you can see it on the wall but not on the screen on the six grants we have the high school Success Grant the student investment account Grant continuous Improvement planning our Career and Technical education Perkins funds our everyday matters attendance work and our early indicator intervention system just to remind you of the six grants applications must be approved you have to vote in a public meeting um the board has to approve the plan and it's due to Ode by March 31st so we've been on a pretty tight timeline so that's why you've been seeing the hustling to get this to keep us on track um again this is the 12th step

106I took this slide directly from OD I think it's funny it's a 12-step program um where we are so this is the summary of what he gave of the of the steps we need to take for the process we're actually at step eight step nine okay keeping us on track but just to give you an idea of the required ode planning process um um again we've been grounding this in two work groups we have we've the board formally approved a starting Equity advisory committee so the equity committee can be giving us input from an equity lens about the data and the work and the proposal and then we have this to achievement planning work group uh there's Kemp is representing the board on it's a wonderful group of people Candace is there with me who

107else anyone else here Terry do you represents she comes it's a great group of people anyway I've been really enjoying and David promise has been coordinating it for us as part of his community engagement work so it's been really grateful to have some support in all of this and we've met twice we have three more meetings we're seeing some real themes emerged um and it's pretty exciting work so I'm excited when we get done to share the result are the recommendations so the strategic planning committee and Kim will come back with the recommendations around the the goals and the metrics and the vision statement from the strategic planning work group for the board to then revise refine and adopt what you think so um again so data we have we're using three primary sources of

108data and this is all required in the integrated guides um but you know I love data so I'm enjoying this so the first part is the needs assessment data um this is the quantitative analysis of the student outcome data that we have so if you remember those poster boards that I made with the segregated data of how the current status of how our students are performing on the five required longitudinal growth performance targets that's the ode language five critical student outcome data measures so on average the key findings that have emerged from us looking at the data on average Cruise based students perform below State average of all required student outcome measures so our students are performing hello this state average um we're gonna work on that because this is a district that expects excellence

109and so our students should be performing above the state average the second big finding we've been talking about in these comedy listening sessions the conversations I've been having um about the data and with the equity Advisory Group I also shared the data with them on every measure there are gaps in the average performance between groups of students particularly for students of color and students experiencing disabilities so we have patterns of disproportionality in our data based on demographic data of our students so we have gaps we have achievement gaps between our student groups here in Coos Bay along the state also has them it's consistent with the state pattern um so we need to work on closing those gaps um and then finally um what we've seen is a significant impact of student outcomes due to

110covet so if you look at the data prior to covet and the data during and post covet our students have suffered everything from their attendance to their reading rates graduation rates like we've seen big drops um with the impact of covet so how do we support our students in recovery to get back um to pre-covered levels and even exceed the pre-covered levels so those are some of the big findings sort of our data the second data source um I've conducted 26 listening sessions and again I'd like to thank David for helping me organize 26 sessions and we've I've been providing with David and David's help cookies and juice and getting it all set up and organized and people invited and it's been nice to have some support um as a result we received 259 responses

111so I would go out with these Community groups and I would ask people to submit their thoughts about what is the district doing well and should keep doing and then what should the other District priorities be we receive 259 responses and again in this PowerPoint which you received you can get a board but there's a link you can see the full data set I'm not hiding that if you want to go through and read it's really fascinating the comments and inputs we received David did an amazing job coding all of this data he is a natural qualitative researcher I wish he would have been around when I was coding my dissertation data uh you would have helped me out so much um so the top issues that emerged from our listening session data what we

112heard people uh the community number one um we're really happy with our Career and Technical education options it really wanted us to continue to support what we call CTE Career and Technical education options they want us to continue to provide multiple Pathways for Student Success so that is offering different programs and opportunities for students based tailored to their individual aspirations and needs so that includes like not osct programs but advanced placement course Pathways or online learning opportunities or alternative education settings so it's providing multiple Pathways to meet individual students preferences um again a huge theme increased Mental Health Services continue to provide and increase Mental Health Services for students provide attendance supports I think people were concerned about the big drop in attendance rates from covet and want us to continue to work on providing

113antenna supports providing um student support services so that we heard tonight for example the art project providing our students with disabilities additions for our students experiencing costlessness different groups of students that we continue supporting them Implement a strong District curriculum so that was an interesting finding that a theme that came out I think people are happy we adopted a new curriculum and they want us to continue math surfaced when they looked at the levels of performance of our students in math so it wasn't just reading but math really served us not only do we need to look at reading curriculum we need to look at our math curriculum um we need to continue I think one of the strengths that really emerged that we saw what the district is doing well we heard this over

114and over again which is fabulous an asset we have our our students and Community feel like they have strong relationships with people in the building like we've got to really our staff has done an amazing job fostering stuff some post relationships with students and again improving applications he already messaged so those are the kind of the top findings you can read the whole data set but I just wanted to give you a snapshot and then the third data set again um we sent out a survey right before the winter break we had 350 respondents um so you can see the breakdown of parents community members students District employees and other and I love we had over 100 students so we have a lot of student voice in here which is fabulous um so we use

115the data from the listing sessions that identify 27 categories of themes that emerged and then we asked the community two questions um this is a theme we heard these 27 themes from listening sessions should this be a priority for the district and if they thought it would be how important is it so we could get a sense of the level of importance and again click that link you can see the full data set and then we had an open response box those are fascinating I read all the open text responses but if you want to see the full data set we can give it to you it's at that link um and what we found is when we um aggregated it across all groups so this is we did have identifying questions in the survey

116about the demographic groups of the risk people responding but for the overall I'm giving you the high level now we've broken It Out by groups so if you want to see the results by different groups like students of color or community members or staff we could we have all that data but I just I didn't want to you know overwhelm you I've given you the top David Letterman top 10. list across so basically we did top 13 because we needed like a cut score at what point to show you and we thought the 8.5 so on a scale of 1 to 10 how important 8.5 and above the average of responses um we've listed the top 13 and again the number one you can see the list I don't need to read it to you

117but recruiting and retaining staff many people are um concerned about our um ability to hire and recruit staff and we need to retain staff what are we doing to support the staff that we have to keep them and they don't get burnt out they feel supported um so that's a big issue and then you can see the rest of the top 10 uh they're consistent really with the themes we saw in the listening sessions with my okay to go on I see people reading that's in your board packet too in my list and then the only other thing I wanted to note was as a qual as a researcher something that I found remarkable we also looked at the different the organ integrated guidance requires us to look at our data and come up with

118plans for historically underserved groups and we broke out the data by those historically understood groups and I would hypothesize that um maybe there would be variants in priorities across the different groups so like what the staff is prioritizing versus say um ell students maybe they would have different priorities and what we saw was that list of 13 incredible consistency there wasn't consistency of ranking like the rankings might have been a different order but they all have the same categories so that note at the bottom several I don't like the word subgroup language we're going to change that to groups several well [Laughter] Williams groups several groups um and District employees students of color tribal students English language Learners and students experiencing poverty or houselessness agreed with the overall findings so their top 13 were the

119same just in a different order but what we did find a few variances that surfaced of some priorities um we found only three I thought there would be a lot more that for these specific groups so some differences for underserved students improve support for students receiving special education students said kids receiving special education need more support that didn't surface in the top 13 with adults but Lisa students are saying do we need to listen to our students they're saying students need it the second one um use high quality District curriculum again students are telling us they want better curriculum it's amazing um and then the third one expand dual credit courses we heard from female students they want more dual credit college credit course opportunities those were the only three that surfaced that weren't the

120same as the other lists I thought that was fascinating using an equity lens and looking at it a lot of consistency so um I know I can I'm sorry next steps um again just to give you a heads up this is the ode timeline for integrated guidance application window um again it's due March 31st ode is going to review it they'll come back to us with any suggestions or improvements they want us to make they actually are doing what they call these quality assurance and learning panel reviews so people they're gonna have panels that review our application to make sure that we followed all the ode guidelines and then those panels will give us feedback if we've met the requirements or not that's why I've been a real stickler to follow all the ODU requirements

121because I don't have to go back and redo anything or like this is a big lift and I wanted us to do it right the first time right um and then at the end once we get the panel review approval they'll send us they'll start negotiating the contract with us and we should by the end of June have everything approved in the contract side so that canvas can put it in her budgets for next year and the remedies that we're expecting so that's the process that's where we are and if you have any questions I wanted to give us some money now Candace knows and there was the one the only one that I got I'll type about you have the one area where it listed 350 responses from people and then we had about

122500 different people yeah every every woman filled out that survey they let's say that period filled out Terry would have filled it out as a district employee and possibly as a parent and possibly as a parent that has a child that's female but I filled it out I filled it out as a distance employee a parent so everyone could have more than one area they were in so that's why they're absolutely and I saw that there was a couple of places where everybody that's in that group should have been in that group exit is smaller but it's okay because the only one that's going to have the exact right number is just students right because even where it said students of color that include students of color and includes parents or family members that represent

123someone in that area sure well even students may be skewed because they're also community members yes um and it's it's based on how someone builds survey so some may have filled out too and been like oh I guess I only put Community member I've already got student and you know whatever else right so yeah that's why there's some consistencies I wouldn't say inconsistencies one is duplicated One's unduplicated unduplicated number of respondents is 350. thank you yeah it comes out every once in a while thank you for that I do love being on the strategic planning uh committee with and having all the insights part of the various folks especially the students that are serving on that they're I love it they're just they'll comment on something and they're not afraid to voice their opinions and

124so it's interesting it's very interesting hearing from them okay so superintendent attendant evaluation update we discovered that we are ahead of the game I don't know if you guys remember when we had set up some dates with Steve Kelly do you have yeah I don't have that on me so um thank you if you want to talk about it yeah this calendar that we had uh set up in the beginning with him we accept some dates and actually when we were meeting last week's like I have it I have it right here so we went ahead and looked at moving some some um specific things up and that looks like evaluate interpret my writing for you well I think well let me see evaluation documents are set to individual board members we decided that's on

125the 30th of this month right and then we were going to give them what does this say 1B um that's is that a 13 or yeah earlier right so the 13th well the third instead of sending out okay on the 30th we're going to send it out earlier on January 13th so this week right and then we were looking at before it was having a couple of extra meetings so we're doing we're going to be trying to incorporate some things into our regular schedule board meetings and I think we only needed one extra meeting or maybe two because of that executive session but those will go out let's see our evaluations will go out and then instead of having them back on the 13th we're gonna have them back on the 7th since we're going

126to be ahead of the game and then superintendent presents her self-evaluation and that's going to be at our executive session on tooth protein let's just our regular board meeting and then we will discuss without her in the room our our findings and then we'll have a written summative um evaluation and that will be 227 right and that's going to be our I guess that's already our extra meaning that we have that we just haven't had to use today or today the significant essay so I'm getting tired this year so far so we'll just keep that meeting on the books and we'll add an executive session to that meeting so we've cut it down by one meeting and what Steve we did the executive session as part of that board meeting in February so that having

127become two different meetings yeah we had a meeting scheduled on a Tuesday and I didn't even remember that normally even in my calendar so it didn't really use it it didn't existence thank you yeah it's chicken scratch on a piece of paper and you actually found the right document so that was easy enough and great part board member highlights all right so again tangentially related to the school district one of the things that I that I've been doing in my strength time is um helping discard our Relief Nursery here in please County um and I'm happy to report that we've actually found a program manager and we'll be doing interviews for an executive director hopefully later this week um with the goal of starting some some sort of program um by early to late March

128whether that's just that respite care or if we actually start some therapeutic Early Childhood classes um part and I just learned today that there is some I think it's Federal money that's coming it's been allocated for the states and the Relief Nursery would be eligible to get I think up to 300 000 for Capital Improvements um so I've been keeping in touch with our superintendent um because it is one of the hooks for the relief Nursery that they can partner with the school districts and basically create an Early Learning Hub maybe possibly in that empty spinal wire that cross from Madison would be really cool so just to keep you all aware that that program is you mean it's still in development we've got appointment directors and no employees at this point but um that

129is coming along quickly and hopefully we'll be serving some of the younger students in our in our community very soon great thank you sir anyone else I attended the next uh Christmas concert for the next concert fire and it was the solos were amazing you were there did anybody else get to go Oh I thought they did so much improvement from the first concert to the second you didn't just see them grow so that was a lot of fun I don't want to call anybody else so it was very on vacation time it was a vacation time nope so that's great thank you so much Adrian next up is still abuse committee about uh so for the future of early learning and the property across from Madison has been a big topic of our facilities

130committee uh we've got multiple partners that have reached out to discuss partnering on early learning opportunities uh but the topics are very preliminary uh and before we pursue any of these Partnerships we're kind of coming to the board to see what are you guys ideas and what should we do with the property across from that I said so they kind of when they come to the facilities committee kind of have a direction to help them with applying programs or who's going to do what and then we'll present it to you of course so if you guys could keep that flow in the back of your brains and then pop either one of us at email so we can bring those questions up at the facilities committee but in the meantime if you had a chance

131or any ideas just jump out the gate right now because we kind of put money aside for it and was thinking that would be the Early Learning Center and then Alexander Street there's Madison yeah or if they got accepted once it would sear their cardboard and all that type of stuff we got the first of all we talked about using for some kind of Early Educational thing so I think that would be completely in line with our early dark discussions for us to use it for some kind of early learning function and yes if the having it right there by Madison would be perfect so and that's kind of curse I mean there's a lot of grant money available now and so really now is the time to strike I mean you know there aren't

132many opportunities where where you've seen the kind of funding available for from federal grants to other grants so but I do think it's an opportunity now that now I won't may not be there in in a couple of years but especially if we're looking at what kind of construction project or something that would have to I mean unless we're going to pitch some tents out there and even some 10th grade we we don't have Capital uh money to get to get that work so actually being in favor of something like that I mean I think um you know the Early Learning I was interested in partnering I know you know we we would my organization would be interested in assisting in any way that we could uh and I can't believe that there are other

133organizations that also would don't want to do that and when we talk about early learning we're referring to the preschool like what we have already okay and that's currently Grant funded now to preschool Karis it's currently we have four classrooms three are Grant funded and one um which comes out of the description our general fund so we have 72 preschoolers in what's the math 48th are Grant funded or whatever the last 18 are are um general fund yeah the general fund please build one teacher and two EAS we have to have we have to have three adults in each classroom um but we are also receiving what what is called tuition um from preschool painting uh no no preschool oh 18 seats but there are some pain families okay so and that revenue is going

134back into the general funds so that will offset and do we would we anticipate continued funding for for school all signs are pointing together but there's never any guarantees but we are thinking that it will be stable for a while no thank you Ryan it's not only the option of decrease tools but also the supports around that right I mean that's that's the other opportunity with that you know um and when the kids are gathered the families could gather and looking at how to provide the supports to those families as well so I think nurses all those things are support structures oh yeah I was I was going to say there's there's a lot of uh programs that sort of intertwine with uh really purchase of particular or you know multi-generation wraparound services so not

135just the kids but their their parents they do home visiting and things like that but um for the relief Nursery perspective it would be nice to have one place you know not just where the kids go for their classrooms but the parents can go for their services they may go for preschool they might be there for respite if there's any other services that would be useful for the parents of children in that age group um to have those in that facility as well and there are some really amazing facilities and programs around which at least one and Springfield human business um yeah I remember which this is going to bend and then okay there are some pretty amazing programs out there right now so we've not been mental we all these stupid yeah and a

136lot of those are are pretty varied they'll have you know really apprecially on one part of preschool classrooms on another part and other services for parents you know things like Community healthy cloggers clothing closets stuff like that yeah yes go ahead the main thing I wanted is I've had multiple conversations with even other organizations for example the quail tribe is very interested in partnering with us on some preschool programs um South Coast ESD has the early event early intervention Early Childhood special education services currently our preschool promise our our little privates preschool kids have to be bussed over to the ESD at three and four to get their Early Childhood special it would be really nice if it was co-located because that transitioned for three and four year old is is really hard so they're

137just North Bend the mayor of North Bend met with me interested in partnering with North Bend and with North Bend Public Schools I've just been approached and I felt like we haven't had a conversation with the board if the board wants me to continue these exploratory conversations skrel has been amazing Sarah Stevens um has mentioned there's these million dollar grants coming available in the next month or two per Capitol expenses that the district could be eligible to apply for and if we applied for one and the ESD applied for one and the Relief Nursery applied for yours and North Bend applied for one like we could start getting some substantial Capital Investments I mean this is all exploratory but if the board isn't interested in in me pursuing these these kind of Partnerships I don't

138want to get out ahead of the board I want you to tell me carers keep having those exploratory conversations or no we had other ideas and thoughts pursue something else instead and I'm I'm open to that I just wanted to make sure um things are starting to there's a lot of interest and I want to make sure that I'm going down the right path for the board I thought it was a huge need I mean the need is just astronomical in our community um so uh you know I think that that's where we did ahead of the people out there is already doing it all the way up which would be easier to across the street the thing I don't know is you know Kevin might want some more soccer fields yeah because I checked

139it out and that grade is wrong but in the Years [Laughter] I've been driving all the time we've seen sensing around them what what is the size of that that's what I was going to ask if it's an early Learning Hub is going it takes a lot of space it can I'm well the parking storage here building like you know a high-rise and well that's what I was gonna say what does that what is that size in what way is not support because that is survey or a neighborhood survey City because space so we have just so everybody's aware we do have three empties right we have the behind Walmart and the property we have the Madison property and then there's a chunk of property that sits diagonally behind the sunset it's kind of a

140people talk about making it a cross-country Trail over the years kind of sits in between Madison Sunset and some residential area but of course throwing it out there so people are aware that this is um I was just gonna say that's a pretty large one that's under Walmart the sunset one right one right yeah um it's not flat right yeah you know but take some some excavation to maybe put anything of substantial size um whereas Walmart might might be a little more conducive to building something larger but yeah right also been the learner utilities are are they kind of clothes [Music] but I I would say that it sounds like the board is um in agreement to continue the conversations just at the beginning stages but coach sounds like a worthwhile venture one more item

141there for about a million dollars over a preliminary estimates and so in order to kind of cut down on the price uh two classroom editions will be sent out as an alternative bid on a 120. so the hard numbers should be available so around the end of February what does that mean does that mean that if need be we could not do a part of that is that the idea is that we could operate then independently if we have to financially so if you're remembering the original plans there were two um in additional two classrooms there uh which were uh which had budgetary concerns so uh they were limited in construction um so now we're back to HVAC and all of that and and thinking that that extra billion dollars could maybe be skinned off

142by not building those two classrooms um but again um you know uh there's a need for classrooms also so and an elevator and an elevator we're starting with the list expensive option yes I think so Paul is the committee thank you to the two policy even members who showed up and took to the meeting to run it I was not there but it's we went through or they went through policies in the first reading which included CB superintendent CPA layoff Henry call for administrators gbea workplace harassment igai human sexuality Aids HIV sexually transmitted diseases and health education and G JG a b use of restraint or seclusion looks like the superintendent PCB with the passage bills Senate with the passage of Senate Bill 1521 there are new Provisions in law to consider when issuing a

143superintendent's contract when a district school boards are making or descriptive School boards and making decisions related to operation of the district the entire School Board can is that sb's school board can be accessed here what what does that mean I think I'm much coffee too much okay okay thank you okay um so for for CB for the superintendent um there's basically just uh in addition seeing that um we may not tell this to superintendent to do something that is against the law I don't know where that would come from in this day and age where boards would be telling their superintendents um or CPA um lay off and recall uh there's an addition to that um if there's a uh let's see there's not actually not a whole lot of change to that um since

144they changed the definition of teacher yeah there's really not a lot of in terms of what we would consider a substance for our our school operations on that star I was thinking of a different thing for that um for the workplace harassment there are just some addition of some ors's in the details there um for IGA I [Music] um that's the um the state has removed um recently they've done some changes with um between sex and gender identity and there's just a little program at the end about health and sexuality education they'll provide information on menstrual health and it'll be inclusive and affirming of um uh let's see transgender non-violent non-binary intersex and two-spirit Slash and digital first students and we did have a question on that I actually asked I'd never heard the term

145in digicleer before so there is a sheet on it was on the table when you came in expect that permissions for those as well um basically went to OSP and said you know can you give us what the what those terms mean at least in terms of how they um affect our policies and then also that um health and sex education would be medically accurate culturally responsible culturally responsive and accessible for students with this facilities that's one thing sure um I just want to know we're looking at doing a health curriculum adoption so this policy these are now required new requirements from the state they're asking us to add these would be criteria I see Chad in the audience this policy has these new criteria for health curriculum that's what this is um talking about

146so we would need to address these in our health curriculum adoption thank you and then uh for jgab the use of restraint or seclusion um there's added language regarding basically saying that the use of superfusion cells are prohibited within the district so thank you for taking a nice summary and then we have future agenda items we have this as a reminder that as board members we had devoted to if we have two or more members that would like to add something to the agenda we can do this here at the meeting or we can do that through email I would like to put an update on the Early Learning because the early learning about so not not the Early Learning Hub but what we're doing we're conversations and moving forward would anybody else like to

147hear that would be interesting oh one and two more oh so three okay there you go to a feature I said that perfect leadership can determine when you would like that to occur perfect any other future agenda items we have two action items to consider the first one is Pre-K no playground funding utilizing funds from the Crown Point Property during the explanation what's going on there is the or were you playing a Candace or me yeah how do you feel like I've been embroiled in there [Laughter] this voice sounds better than that um approached us about using the funds that we set aside into a separate fund number when they sold the Crown Point Property um she is needing playground equipment um for here because there is nothing out here um for the 72 preschoolers

148that we will have in this building next year um when we sold trunkpoint uh the the thinking was that someday we would be able to put this money toward some sort of a a Pre-K building um it's around 65 000 I think just over 65 000 um we know from our recent Construction days that that is not going to get us anything um but we can continue to save it or we can put it towards preschool like um we had discussed just in a different way um the library on equipment is that she's looking at um is around the 50 000 Mark um but it with shipping and some um work that would need to be done here for either wood chips or the thick or black yeah um for underneath of it it likely

149would use all of it if not plus some um I felt like there needed to be a conversation so that um if the district was to go that direction and use those funds um we were all on the same page because it is documented that that money was going to be set aside for a preschool building hopefully in the future um and I don't want anyone to think that we're using funds that in a way that was not intended um so if if we want to allow Carly to purchase this playground equipment she needs to do it soon to ride with them later in order for it to be here um over the summer for them to use in the fall um and if we don't think that that's what we should do with the

150money then we need to let Carly know so that either she can make some other arrangements or we can find so many elsewhere um and the current need is here uh for uh the kids um I think it is the right direction with said Appliance so I'll have to say the the group I was affiliated with six years ago put in a small playground for pre-k students and it was in the 35 40 000 range with a lot of donated labor so that yeah that seems like a pretty reasonable price for that yeah I was just gonna ask have they looked at um any donated labor to put this in because that can take almost as much as the actual playground equipment piece putting actually installing it correctly and then you know shipping in those

151those chips from Eugene and I believe that the price was with inspiration okay um there was some conversation about where it would be um installed because our uh Wastewater line runs through this property um in the back here so Rick and her were going to work on location and and what would be required in order to install it um there was also a conversation that if in the future um we are able to build something or preschool doesn't move um there's a possibility it could be moved as well and also with the equipment of that type the the installation they're very very particular about it because the liabilities and all that so it's it's hard to do that kind of a do-it-yourself tip and usually the cost of movement is so great that it's often

152better just to purchase new yeah well we did find that with some of our our construction that we were doing um at Madison of course that that playground equipment was very old um but we were also told by Pace that uh once we remove it we likely should not put it back no because of the each of the equipment um and and standards are always changing so I mean I'm just saying that if it was recent maybe we could move it if it's 20 years from now no we'd probably even if it's like five years from now it's yeah you don't it's once it's here it's you're going to want to keep it here because everything will be wounded we made the decision to move melakoma kids to Blossom Gulch which kicks them out so

153I think we have an obligation to prepare something here so from my perspective I agree with as it was set up to be for the property out there across the school but it's serving the same people preschool and I don't mean I don't have any problem with us changing that saying you've got this much money to work with you yeah and think I was in one of the companions where um Carly had a really great um position that playing is learning also at that age and so um having that safe space is probably going to be very difficult part of their education so that includes fencing as well but on the ground and I think that that also depends on where it's located if it's out towards the field or if it's not here um

154there's there's some things to work out between the two of them okay sounds like I I'm gonna hear a motion we actually don't need to vote on it oh I just wanted there to be a conversation because it had been recorded last year okay the funds were going to be set aside um for transparency purposes if we go ahead and use it for something different nobody is blindsided that you know years from now we don't have that 65 000 to put towards the building okay where did it go okay we can make a really small look at the Garden sheds all right so I'm going to remove that from our action items to consider and then we only have one which all went over is adopt our local service plan as presented by Selco CSC

155thank you and any discussion all right let's go for a vote Adrian hi um all right motion carries thank you and that will adjourn our meeting I'm so sorry that I
