Allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Madam Chair, I'd like to make a motion to approve tonight's agenda and the minutes. >> Second. I have a motion from Steve and a second from Marsha to approve tonight's agenda and the regular school board meeting minutes from March 11th. All in favor? >> Any opposed? >> Okay. Um just take note of the coming up meetings. Um we have our budget committee starting next month which is why we have to meet at 5 next month. Um, and then also that second budget committee meeting on the 27th, which doesn't usually take very long. I shouldn't say that because maybe it'll take long, but normally it doesn't.

And then our special school board meeting, it's a special one in June because it's moved up to 5:00 p.m. so that we can get to 8th grade graduation. Right. So, any any questions or problems? All right, let's move on to 2.0, I know our school spotlight and I believe that's Lincoln school over early learning Amy May. >> Thank you. We are excited to be here. I have um a couple teachers and some students here with me and we are going to start off with our prek teacher, Miss Kaylee. And she's going to be talking about how she instills a love of science in her young kiddos. Come on up, Kaylee. Hi, I have Miss Juniper with me as well. Um, I don't know how to change the slide on here. So, >> I'm trying to

figure out. >> There we go. Somewhere on the bottom. >> There we are. >> So, we do a lot of different science projects in our prek classroom. Um, and honestly, I had forgotten about some of these until I created this slideshow, so it was pretty neat. This is oobleck, and it is a liquid and a solid. Um, the kids love playing with it. It does make a really big mess, but it's it's a lot of fun to play with. Um, and then go ahead and go to the next slide. This is our big volcano project that we do every year. Some of these Juniper hasn't got experience yet because we just started. We do them after spring break typically, um, just because it's nice weather out and you get have more fun with it. But,

um, we learn a lot about how vinegar is an acid and what it how it reacts to, um, baking soda. And then if you can see in the second picture, I take a balloon after we make it go up and then it fills the balloon up with the gas. So I explain that to them as well. Go ahead, go to the next slide. And there's more of our volcano project that we do. It's a blast. The kids have a lot of fun with it. Let me go ahead and change it. These are our uh we get caterpillars every single year and we get to watch them um transform into butterflies. That's a lot of fun for the kids. Um, we just got our caterpillars in yesterday and it takes probably three, four weeks for them

to turn into a butterfly. Um, but getting to watch the whole thing from they're just little microscopic caterpillars and you watch them grow and grow and just the whole process of it is really exciting for the kids. You can go ahead and click through the couple of them are more butterfly pictures. This was last year's set, so it was a lot of fun. You can click again. There we go. There's some of them coming out of their chrysalis. And there is a difference between a crysalis and a cocoon that I didn't know about. That a cocoon is from a moth and a crysalis is from a butterfly. So that was something that we learned doing this together. You can go ahead and change it to the next one, too. Okay. So, this is our walking

rainbow. And Juniper, do you remember the big word that we learned with walking rainbows? What how does the process go from um the the ground? How does a flower get water from the ground? What's that big word called? Do you remember? >> Capillary action. That's a very big word for little kids to know at this young age. And we also start out with our science projects. Um I um ask them, we teach them what a hypothesis is, and it's an educated guess. And so we come up with a hypothesis, what we think is going to happen. So with the walking rainbow, you take um we also are learning colors at this time as well. So uh primary colors, red, blue, and um yellow. And you take those three colors and then an empty cup in

between them. And then you take a paper towels and the goes up the paper towel and it goes down to the empty cup to mix the colors together. So we learned about secondary colors. So that's a lot of fun. And then we use the white flowers and it sucks up the colors and changes them. And that is how plants get water from the ground and things like that. Go ahead and change the next slide. There's our walking rainbow again. and change it again. This is I don't even know what this experiment is called. It's just a lot of fun to do. You take milk and food coloring and then you put a little bit of dish soap in it and it it reacts in a way and it all swirls together. It's really fun to

see. We also do a similar one when I'm teaching them about germs and I take just a cup of water and you sprinkle pepper in it and when you stick your finger in it, the pepper sticks to your finger and then we rinse that off. And if you put soap on your hand and you stick it in there, the pepper runs away. So I teach them that's why we wash our hands and how important that is. Go ahead and change the next slide. This is a bouncy egg. So, if you take um a raw egg and with a hard shell and you put it in vinegar, it eats away the shell and then the egg is soft and bouncy. And if you switch to the next slide, we'll see that we can't bounce it too

hard because they still still crack. That's very a oops face. But it's a lot of fun for the kids to play with. And we try and make a lot of them. So, when that happens, we don't have tears. You can go ahead and change it again. This is um when we're learning about weather. So, we make clouds and we get to take droplets and drip it down into the clouds and eventually the clouds grow and then it rains down and we use um the color that we drip use blue when we're dripping onto the clouds. So, it makes the color of rain. You can see it coming down. It's really neat to experiment with the kids. Um go ahead and change again. And there's more of the cloud experiment that we do. Um go ahead

and change it again. That might be it. Actually, that's my last one. So yeah, these are our little science experiments that we do in class. It's it's great for the kids. They love um to learn science. We also teach simple machines, which I don't have a lot of pictures of. Um we more identify them just around the building. Ramp is one of them, like for a wedge and wheels and axles, all those fun things we get to play with in the classroom as well. So it's great way to start their learning experience with science. Thank you. VERY SO MUCH FUN. We have a lot of fun at Lincoln. I want to compliment Kaylee. She's not only awesome at science, but she just creates so many positive experience for kids all the time, all day long.

She has an amazing singing voice. So, we get to hear her singing. Um, and so kids just are excited to come to our school from the beginning and it's really wonderful. Uh, the other thing we're going to spotlight today is reading. That's my favorite. Uh my goal is to introduce myself, tell you a little bit about um our excitement about a reading program that we're doing, and then get out of the way, and invite some more teachers and cute kids to come up and share with you a little bit about what that looks like at our school. So, I'm Cassie Green, and I'm our dean of students at Lincoln School of um Early Learning this year. It's a it's a new role. If you're wondering what a dean of students does at Lincoln, um we

are just figuring it out as the year goes on. It's been wonderful to get to just grow and work together with a wonderful team to help. And that's been my goal from the beginning is like how can I help? I can help with kids who are escalated. I can help with teachers who need extra resources. I can help with parents that might need some connection. And so um I'm getting to do a lot of those things and I'm absolutely loving it. It's been really fun. Another part of the things that I get to do at Lincoln is uh deal with curriculum which is also a really fun thing to do and that's part of our spotlight tonight is the curriculum that is called UFly and UFly is um it comes from University of Florida Literature

Institute. I always get it takes a second. Um anyways and it's an explicit systematic phonics instruction program and that might not sound exciting but we are absolutely thrilled about it and really excited. Um, we are an early learning school, prek, kindergarten, first grade. And so early literacy is just always and has been a focus at the school. Um, but sometimes it's a challenge because how do we get to that, right? How do we help kids learn to read and write efficiently before they get to the next school? And what we're really excited about this program is that we feel like it's the vehicle or the tool that's going to help us get results to get kids to learn to read and write before they leave our building. And we're really pumped about it. So, we

bought we purchased this program a couple years ago when we did the curriculum adoption year and we purchased it as a supplemental program, but the more we've gotten into it, it's amazing. And so, it's it's our really our core phonics instruction. And if you were to walk through our school, every teacher um in kindergarten and first grade has 30 minute chunk of time where we do phonics instruction and it is clear and it is explicit and it is awesome. and our teachers have worked really hard to learn something new because that is hard to learn something new but they're doing a great job. They've had some we've done some professional development. Um at the beginning of the year we have done peer observations where they're watching each other teach this program. They were gracious enough

to let me join them this year in the classroom and observe observe them and give them feedback positive feedback and ask questions about how we can grow and do it even better. And that's been a really positive experience. So, we're just going to get keep getting better at it. And the kids, you come in and they are engaged and they are learning to read and write and it's really exciting. So, um I think that's mostly it. Going to walk away and think there was something else. But regardless, we are super pumped about our UFI program and we want to have our teachers come up and uh show you a little bit of what that looks like with some wonderful kids. So, here comes our kindergarten team, Mr. Martin and Mrs. Crook. She's good. She misses

you. >> We have Jesse, Joselyn, Everett, and Preston with us today. One is a spotlight on Lincoln. And I do want to say this about Lincoln this year. It feels very healthy. We are just moving along. And the way I can say that is because I have achieved this year than I have in the past. So, I really appreciate Mrs. Green and the role she's playing. It's really helping not just her, but the whole school is really running smoothly. The UFI curriculum is I'm just doing it this year. It's new to me this year, but it's been our school for at least one year. What I like about the UFI curriculum in particular is that it doesn't require a bunch of stuff. I do use the slideshow a lot. I use the printable resources, but

as you're going to see what can be done here with just minimal materials. You guys want to sit down. Yes, this is our writing words. awareness at the beginning of each lesson where we name the letter and say it sounds. I'm going to show it to you first and then we're going to show it to you. Nice job, you guys. Great job. And now I'm gonna say a sound and they're going to write the letter. Ready? Nice and hold it up to our people. Here it is. erase. A >> erase. >> Now, sometimes there's more ways to letter that has the same sound. >> You will see that here. >> You see the S if it follows a certain vowel like an it also has a Z sound. We see a Z and we just

This week we've introduced the double Z. This might be tricky, but I was thinking maybe um Steve, do you want to try giving us a letter sound? >> I can. >> Great job, you guys. >> These guys are doing a great job. Everybody kindergarten. Not just the top students are getting it. All of us are getting very very excited to see. Okay. >> Let's write the word. the beginning of the year I hear a lot of >> and now as we're going some of my students are just writing junk they're not >> very We got to GIVE >> We are pretty excited about this program. Um, do you guys have any questions for us about our phonics instruction or about the science or anything else at Lincoln? >> So, this is your first year doing

this in kindergarten. Yes. Okay. Yeah. Committed. >> First grade started um this is our third year. Kindergarten it was a little they were a little reluctant at first just because we're worried about the engagement piece and having kids set and we just took a little time as something as new to get everybody on board. Everybody's >> just super excited to see how that transfers over into second third grade. I think that'll be so good. Well, and the thing is it's a the kindergarten through second grade scope and sequence. The program is the phonics scope and sequence. And so when talking to Arando and Mrs. Dixon about the teachers, we've introduced it to their second grade team. So if they can finish the sequence for us, it's also the same format. So the kids are going

to get over there, follow the same routine. That's going to make it deeper. We've been over at Tanya's school and talking to her teachers at Winter Lake about how they can use that. Maybe not in the same exact way because their school is different, but to use the same resources to build this. So >> that's now you said it was is it backed by the science of reading? >> Excellent. >> Great. Seriously, >> thank you guys. And don't forget, we do have our prek kindergarten around 6:30. And if anybody is interested in free preschool for their three-year-old, it's a great time to come on out and see us and see how your kids can participate in these types of activities. >> Cutest videos that I've been seeing. >> So creative. So cute. Thank you. >>

Okay, thank you. Thank you Lincoln School and all of you that came. Thank you so much. Um we'll now move on to 3.0 and the first presentation is our social studies curriculum by Tanyao. >> I think This is the first tech presentation for quite some time as we do every year process. This year's concept was social sciences. So we gathered a team as we do of teachers and administrators of our various buildings. So in addition to myself, Aranda, Angela Dixon and Erica who teaches fifth grade social science at CD, Jacob Artman from High School, uh Dan Hampton, David Thomasson, Albert Dixon, PG, and when Sam Harren was still one of our teachers, she participated in the process as well. Um, every year we go through the process of reviewing what it is that OB has

created and recommended and from the process of the perusal of the curriculum and the ratings we take a look at the materials and then we make a recommendation to you all but the process doesn't end there you'll notice on your table I gave you an example of a so for the CB social studies and the reason I provided that was it didn't I got here at about 3:55 that we actually received the hard copies of the perusal materials um from the teachers curriculum institute. They are based out of California and the fifth and sixth grade team made a request to take a look at those materials. So that just gives you a sense of what is it that is covered over here but it is a requirement that we make public what it is that

we wish to adopt. to our community and our school board. Um, anyone who wishes to review those materials has an opportunity to do so. So, on the table where we are locating the agendas, the soft cover copies are the teachers curriculum and copies. Uh, Principal Ruiz and Vice Principal Dixon, I believe, will probably take them over to their building and do a little bit more digging in since they just arrived today, but they have to have them at the ready. Principal We had the opportunity to adopt some social science curriculum a little bit in advance of this time out owing to the new personal finance credit requirement. So the team did not consider the personal finance curriculum as part of this adoption. They just adopted last year. They really elevated geography as a huge need.

I said very graciously being budget conscious as they are economists. You know if we have to not fully adopt the one thing we really have to have is geography. So we of course made sure to obtain copies. They feel as a team at the junior senior high school that they are satisfied with the McGra Hill publishing company and the titles that they are presently using with the caveat of the updated version if one exists from the previous version. Of course, there is an updated version. Um, and they are attempting to be again cost conscious as they are making the recommendations for classroom sets as opposed to a text copy for every single student. looking for um a winnowing down of auxiliary resources that are offered in the text packages. Um and so they have made

their recommendations for the titles that are at the table and of course the board is welcome to them. They are however the same titles that they have been using but so next month after we have an opportunity for the board and our community to take a look at the materials. Um we'll have a cost presentation and then we'll be looking for a movement to formally adopt and approve the curriculum as presented. Um with the help of Denise, we've already um made some placeholders um in our funding stream so that we are ready to absorb whatever that cost might be. And as try to try to protect our general fund revenues as much as we possibly can by other sources. Does the board have any questions for me about the process? I didn't put this in

my report. I know you're getting to it, but we um welcomed our 56 57th tag member to our community um earlier this week. That was my Thank you. >> Thank you, Tanya. Okay, we will turn the time over to the superintendent for a brief presentation on school board and superintendence roles. At our last meeting, um, it was brought to my attention that this might be an opportunity for us to continue our conversation. I know it's a review for some of our board members, but to really try to express the different roles that school board members have and the superintendent has. So, if you look on the chart, if the chart's too small, I believe there's also a copy of that in your packet. But, um, first off, there's a general operation of the district. The

school board clearly governs the district. As individual members of our community, you have no authority individually, but as a collective body, as a board, you are able to make decisions that govern the district. The superintendent's role in that is I advise the board and I manage the day-to-day operations of the district policy. The school board adopts policy. My role is to make suggestions and not just me. I like to be collaborative. Those of you that have worked on a policy committee know that I invite our building principles, um, curriculum, special programs, because when it comes to policy, it's not just me making the suggestions. It's all of us because our role is the implementation of that policy. Board meetings, the board is clearly in charge of board meetings. I serve as a resource. I try

to make sure that items are on the agenda that are important to the board and our agenda items that are helping us meet our board goals. Budget, financial, and audits. The board adopts the budget and monitors. Every month you get a report from Denise about how we're flowing, how we're spending our money, and how we're projecting our ending fund balance is going to be. My in that is with Denise and our building administrators and supervisors. We prepare a budget. We administer the budget. We monitor and we are looking at the fin details making sure that we are going to be able to live within our means of the budget that's adopted by the board. Curriculum and instruction. One of the board's responsibilities is as Tanya just shared with you, we have curriculum adoption and social

studies. You establish the criteria, you approve the curriculum. >> It's our job as superintendent and administrators. We make recommendations based on again we try to get input from staff and administrators. We make recommendations and then we oversee the staff implementation of that curriculum, making sure that we're meeting state standards. personnel. The board establishes criteria and approves the hiring um and resignations of personnel. The superintendent and delegating to administration and supervisors, we are the ones that actually do the interviews, make the recommendations, the hires, evaluates, promotes and trains. Community relations. As community members, your your role is to create a positive image for the district, not only at board meetings, but also within the community. As superintendent, I support that and I try to also create a positive image within the district and making sure that

we're directing all of our communications that we need to push out to families so that they're aware of what might be happening in the district. Labor negotiations. The board participates and provides guidelines and ratifies the contract. As far as negotiations, superintendent recommends, implements, and directs depending on what our contract obligations are. Student services. The board adopts policies for care and control, superintendent role, and our admin. visors is to implement the policy, write individual procedures and make recommendations. Finally, facilities, food service, transportation. Again, the board develops policy on how those are to operate. It is up to the superintendent, admin, and supervisors to manage, oversee our daily operations. And I know that's just a quick review, but um I do think it's important that people understand the role of board members, the role of the superintendent,

role of a building principal, role of a supervisor. All of us have very different roles within the Coke School District, but all of us working together is what continues to move our district forward. So I just want to make sure and take a moment and question. You have any questions of me? >> All right, we'll move on to our written reports. Get my up here. Okay, first we have Winterlakes High School. Any questions for Tiffany Clapper? So, you guys are doing prom a lot earlier than other schools. I guess >> we are the way that our landing with our field. >> Okay. Any questions for principal? >> Does that prom include both schools? Say what? >> If the students have passes. >> Okay. Um, do we have the date for graduation for Winterlakes? >> Okay.

All right. Let's move on to Winterlakes Elementary. We have any questions for Tanya? I guess I was just curious how many like what percentage not how many but what percentage of your kids take the state tests? So far I have only received requests from we've already done Mrs. my office because that's our good space for that. Um, she has completed at least 50% of the testing. There's a stipulation they can't complete the computer test and the performance test of content in the same day. Okay. >> So that's I'm not receiving large amount. So we're really hopeful that our inerson which is about 55 to 60 kids and that does include very the majority of those who will test and we've had families who are distance only reach out. We had a couple folks come specifically

so they can >> but in general the ones who are not in person don't test >> correct unless they come to campus and again we've already done that which is exciting for us. >> Any questions for Tanya? All right. Um, working on those grants. Thank you for doing that. Um, let's move on to 4.3. Coil Junior High School. Uh, Albert Dixon. Any questions for him? just ask if you've recovered from those two track meets of pole vault and high jump there for both we'll take that >> thank you any questions for Albert All right, let's move on to Coil Senior High. Um, any questions for I love that you have um May and June states on here. >> It's really It's really nice not just to get like what the next two weeks are and

then >> Yeah. Would you say most of our seniors are on going to graduate? >> They're going to >> How are you battling senioritis? >> And if you have a good good suggestion, I have a senior here. So, >> it is you know, Mr. making calls on attendance and we're just trying to get kids in school and teachers do a really good job checking in really at this point it's sometimes I'm calling parents once a week okay this is what we got to do >> it really is having friends reach out and say hey I have to go you have to come >> we try a few fun things together school >> you sure do >> lots of field trips games. >> It's a pretty packed schedule, it looks like. >> Yes. >> Okay. Any

other questions? All right, let's move on to Cochil Valley Elementary. Any questions for Amando Ruiz? >> How was your fifth grade outdoor school? I've heard good things about it. >> It was great. There's a lot of great memories there built by those uh experiences and a lot of real positive feedback just about well food is one thing really like that but the activities you know the learning about the natural resources and the Native American storytelling and the the science and exploring and uh I heard the favorite part for Mrs. was actually waiting in the river a little bit and getting some water and um you know examining those things. They were really safe about things. You know, everything was very wellrun and they have a lot of engaging u educational activities where the um the

adults are just very engaging and keep them like yeah just it's they're in their element and they had a blast. Um thank all the volunteers and all the staff that went Mrs. Simpson went and a lot of uh staff members and food service um attendants went. We had you know some EA from the school and of course our teachers and they just did a phenomenal job. So I want to keep doing it and keep accessing that grant every year that we can bless that. >> Do we have to apply for it every year >> and is it a competitive grant or if you apply you get it? >> I want to know. >> It depends on the funing. I think really there's a the more the better feedback it gets, right? So, we have to

do like a survey and it goes through an evaluation process where we hope to continue the funding and we're supporting that school district. >> Well, I'll just let you know one bad thing about it is the current sixth graders are a little bit jealous more than a little bit. Oh, and having a sixth grader, that was the first thing I heard about. Fifth graders is so lucky. Everything is better for them. And this was high on the list. Two days at Camp Myrtlewood. So, >> I too have a jaded sixth grader. >> Is she Was she coming home a little? >> She was like, "Man, I missed out." >> I know. Yeah. >> My aunt missed out. Hopefully Sophie doesn't miss out. >> And you couldn't have asked for better weather. THAT WAS A TON

of liquid sunshine. >> I really think two nights is perfect, you know, cuz it's it's like >> they get that experience of missing home, you know, >> being a part of that community and um yeah, they build friendships. They had a great time. >> The sixth grade not doing overnight >> no thing anymore? >> No. Okay. >> Yeah, they they just got to do a day the end of the year have a fun day classes. >> But yeah, >> last year was just a one day trip. >> We have, you know, teachers that are excited about going, so that's exciting for us. >> Okay. Um, thank you. We'll move on to Lincoln School, which I don't know if anyone has any other questions since you did the presentation for Amy May. say good luck on

pre on round up tomorrow. Hope it goes well. You've had lots of long nights in a row because I saw you at the track meet last night. >> Yeah, it was busy. >> Okay, let's move on to 4.7, our athletic director. Also a couple long nights, right, with those tracking. only. >> Yeah. Well, >> that it was there was a lot of kids for that high school. It was I know it was smaller schools, but it was a lot of schools. So, but I think everyone had a good time. One thing I like about track meets is you see all these smiling kids running around excited to do their their next thing and and uh they're excited. So, any questions for Mr. Jones about Well, I can't remember when um I think you said that

the junior high softball and baseball team games start like next week or something or is that >> true? Actually, shortly after we finally got the junior high. >> Okay. >> And they start early competition. They had a double hitter with last Saturday. >> Okay. >> Oh, wow. That's good. So, are they mostly playing teams, the junior high? I I realize the high school has a fleet, but the junior high ones, are they mostly playing our our normal whatever baseball? >> Okay. Okay. Well, I hope that goes well and that it's something we can build on for future years. Any qu any other questions for Tony? All right, let's move on to 4.8 technology supervisor Sean Wire. I'll just tell you, Sean, I do read your whole report. I probably don't understand half of it, but

I do. >> Goes right over our heads. >> I appreciate you. >> You have a question. Don't ever ask. >> Well, you know, like like Marcy, you have the job that no one has questions about as long as it's running smoothly, right? Like they only have questions. >> No news is good news. >> When something goes wrong, then it's when the internet's down or something. So anyway, >> a thankless job. So thank you. >> All right, let's go to 4.9. Our food service supervisor, Marcy Gallagher. Any questions for her about food? Well, that's good. That's a good sign, I guess. Okay. Thank you. We'll go to 4.10. Our transportation supervisor, uh, Nate Nate Marshall. I think I just from your email found out what your last name was. >> Did we move those four buses

we're going to sell? >> We lose three of them. Then the final one will leave next Wednesday. >> So that's that sale went through. >> Yes. >> Perfect. Okay, no more questions. Let's move on to 4.11. School resource deputy John Owens. Are you done with the driver's ed or is that still I don't know when >> how many more weeks? >> Oh, four more. You still have a full month. Okay. Okay, thank you. Oh, yeah. Okay, let's move on to uh Jeff Philly. I I'm sorry I keep hitting the microphone with my um uh to talk about let's see our facilities and our special special ed. I know special ed's been really busy, >> but um again I'll say it was great that the track meets went well. For those of you who don't know

Jeff Philly, we didn't have extenders to make our pole vault go lower. We couldn't find them anyway if we had some for the junior high because they jump lower. So he went and found something in the shop and and helped us rig something together to work. So >> did it work? Okay, >> it worked fine. Some wire and some pliers from the from the shop. >> Welding wire. >> It worked. >> Always good to have spare >> wire. Yeah, it's always >> I'll send you a bill. >> And you were the gun for all for both track meets, weren't you? >> Yeah, it's a really fun job, like you said, with the kids smile. So, it's just it's really neat to see kids start. >> Yeah. >> Well, the good thing is is that you've

got some kids, especially at the high school, who have seen you do these race, you know, starter for a lot of years now. And and that's it's kind of like you are a budding John Gunther. >> There you go. Can't get rid of you. You're just gonna have to stay there in that role. >> All right. No, no other questions. Okay. Let's turn let's move to 5.0 and we'll turn the time over to Denise for fiscal report. Um, as you can see, we're still projecting that we're going to be over our um, contingency for the year. When I give you the board reports, I'm always trying to um, give you an accurate portrayal, but not I'm always going to give you the worst case scenario. I'd rather do that than giving you one that is

a little bit more than you know may not we may not achieve and then well what happened I want to give you the worst case scenario so that is um right here um ending up with $2,000 above our contingency at the end of the year but as I said that is the worst case scenario working on it diligently anyone have any questions and I hope you like the new format that. So then that way it's bigger so you can actually read it. Thank you to Julie. >> And next month is your big presentation on the budget. >> Yes, it is. And then we will have some of our um final information for our state school fund reconciliation for 2425. Um we will have that next month. So I'll be able to report that as well.

Any questions for Denise? All right, let's move to 6.0 Superintendent Report. I I wanted to um congratulate um Angel and Armando for a great fifth grade outdoor school experience as well. And I also wanted to shout out to Erica, Casey, and Cody, our three teachers that were away from their families for two nights working with students. And everything that I heard and the pictures that I had a chance to see was an amazing opportunity. So, thank you both for being willing to go. And I know you both were out there driving back and forth. So, thank you. Um, we did have some communication with the board. Um, we received a letter that's in your packet from a Robin Hursten. Um my suggestion was that to the board if you wanted um Julie could reach out

to her and see if she could was willing to schedule a meeting and come in and meet with me and maybe try to answer some of the questions that she had or um clarify them and then I can bring them back to the board. Yeah, when I read the letter, I I felt that um like most of our citizens, they just don't have enough information to understand why things happen the way they do. And I think that would be a a good a good start. >> Well, the boards are >> Do we need a motion for that or not? I don't know. >> Correct. >> I think that's a good >> We will I'll have Julie reach out and we can we can schedule a meeting. Um the second one was just a email to

the board regarding research and I mean at this point I was if the board wants us to I can fill this out and respond if the board wants to or I don't know if we want to be part of a research project regarding this information or not regarding board some board policy questions. Well, I I mean there was no identifying if this is a research project or they just are curious. >> That was just that that was the title. >> Yeah. >> Aren't aren't our board I mean aren't school board policies public? >> Yeah. >> And they're and they're all on our clearly on our website. So that information >> all of this information would be available on our website. >> That's what I thought. Okay. So, I don't know if this is a a

community member or not. I don't know. >> I didn't much about >> Okay. If if they're asking specific questions about a specific incident, I don't know. Or if it's just >> doesn't look like it. >> I don't know. So, what do you think we should do? Have have a response >> or just say it's on >> policies are on our web page. >> Okay. Julie can respond to that and say that that all of our policies are say where they're at. >> Maybe we didn't. >> Yeah, I'll attach them. >> Yeah, be wrong if we didn't. >> Okay. >> Yeah. I should know if we wanted to fill it out and say this policy. >> I don't think so. >> Okay. We will we will take care of that. Um population report. We are actually

up nine students from last month. I was so excited. >> We need to celebrate >> to see this. This was great. >> Where'd we pull this? >> Our overall our overall average for the year is still um not at what we where we budgeted, but knowing that we went up instead of down, even if it may only been for one month. Yes, I agree, Mar. It's that's a a positive sign. Um, I wanted to cover a few things that are going to be coming up in action discussion and give the board just a little background. First, board goals are in your packet. I took that information that we discussed in our work session last month and asking the board to approve those goals. Um, the summer project list is also in your board's packet. And

so I would like to go through and explain some of these projects and how they're going to impact our buildings. Um, and for the most part, these projects are projects that the board wanted to accomplish through the bond process to make they're making our schools safer, more efficient, and I think much more welcoming. So, first starting at the high school, you'll notice that we have we're going to do our gym floor refinishing. That is something that's an annual cost. We're going to be doing some painting around the building to spruce things up. We are going to put new flooring in our bathrooms. Remember, we're working down the long hallway. So, if you imagine the high school, we did the first four classrooms last summer. Now we're doing the next classroom's bathroom and the office area.

So that's right outside Albert's office, the refocus room is right behind that. Mr. Hampton's classroom, and then those main bathrooms. That's the next area as we move down the hallway. So we'll be putting in some new flooring. We'll be putting flooring in classrooms. We'll be adding u mini splits to those areas. We'll be doing an additional electrical panel. We're trying to upgrade an electrical panel each summer throughout the building so that we can continue to spread power for the um energy needs that we need. We are also going to be um removing that clear block. Arcadia is again going to do that for us. There'll be three window sections that will be removed this summer and then we will fill those in and um put in the smaller more energy efficient windows and then we'll

cap underneath those classrooms. We'll cap off the pipes that go from the boiler to those radiators. We will also be painting the ceilings and um you can see there's some money is set aside for permits and electrical and some other things. Um Miss Yei will be paying for the blinds out of her budget. I just want to make sure I pointed that out. It's a it's a bone of contention between Paige and and myself. >> If there's money left over, I will pay for the blinds. I just don't know if I'm going to have money left over or not. >> Um I I think you can probably pay for it with the money that um that Jeff owes you. >> Yeah. >> Coil Valley Elementary. We started the um remodel of the office and staff

room last summer. So this summer we are going to be finishing that by installing new windows. Um, we need the building permits because we're actually going to be doing some structural um, changes as far as by cutting out those windows, inserting metal headers, and then opening it up between the new office and the old office. We're also going to have um Jamie Fiser cutting, continue to clean that last section behind CBE. again trying to eliminate those places where um strangers could be hiding behind CVE. As you remember, we did a section of that last year. We're going to try to do the last section this summer. Um and then of course we have the gym floor also needs to be refinished so that it's ready for all of our sports seasons. And um I guess

that's it for CVE at Lincoln. at Lincoln. Again, one of our bond projects was to build a new office space at Lincoln on the upper level. We did not pass the bond and building a new office space would be too expensive. But with our declining enrollment, we have an opportunity to take Jennifer Betcher's old classroom, if those of you that remember which classroom, it's that one right on the corner. taking that classroom, making that the front office for Lincoln. Now that the parking lot is up top, that's where people are parking. They're accessing the building from that direction rather than down below. And so having the office office up there will allow us to have visibility to the parking lots, have a central location for parents to be able to come in, and I think

it really does give us some much needed spaces compared to the Lincoln office that we have now. So, from a safety standpoint, I think this is going to be a huge improvement for Lincoln, and it's going to require us to um cut some holes in the cinder block, put in metal headers. Um we're going to put up some partition walls in there so that we have some office spaces for both administration and secretaries. Add some additional mini splits. So, we have some heating and cooling to finish off Lincoln. And then getting to Winterlakes High School. Winterlakes High School. We made some significant investments in Winterlakes High School last summer during this year. What th those investments included? We painted all of the ceilings flat black. Remember, I don't know if you remember that construction. That

was something that was left out when we finished that construction. So, we painted the ceilings last summer. We brought electrical um and venting into the kitchen so that we could actually use the dishwasher and we replaced all of the lights in the commons. Those original lights were burning out and they were extremely expensive to have to replace. So, we retrofitted fitted all of that with new LED lights for the commons. So, because Winterlakes High School had so many things going on this summer, we're really not going to be doing a lot to that building. Winter Lakes Elementary is the last school to get the LED retrofit from the fluorescent tube bulbs. So, we are going to replace all of those fluorescent tube bulbs and we're also going to be replacing the gym lights with LED.

After this summer, our entire district will be in all of our schools will be LED bulbs. As you know, they're no longer making those fluorescent. So, we'll have that whole retrofit and then there's some miscellaneous maintenance things that will be happen. So, this is an a big a big projects to complete this summer. But um Jeff and I have been working on these for a while. We are going to divide and conquer and Jeff's going to take kind of half the district. I'm going to take half the district. We're going to be working with maintenance and our custodians. And we think that we have a plan based on our partners and contractors here in Kous County that we can pull this off this summer. And it's going to be a lot of work, but I

really think this is going to truly make a difference and make our buildings safer for the future. Any questions about summer projects? >> Does Lincoln have a plan to of what they'll do with the the front office space that's currently there? >> The the current space at Lincoln? Yeah, we um with our partnership with um the ESD looking at um hiring a social worker, that individual is going to need an office somewhere in the district. There's a possibility there. Also looking at the possibility of maybe opening some of those walls up to make a larger area for our school nurse there as well. Lincoln is kind of that whole Lincoln office. It I don't know what the right word is, Amy. To me, the only word I can think of is it's kind of funky.

It just I mean, the one you go down and then you go down the stairs. And I mean, if Chelsea backs up two steps, she's falling down the stairs. I mean, Michaela's kind of scrunched right there in the front. Amy's office currently is more like a closet. I mean, so I mean, it really is kind of a weird space. So moving it, I think it'll make it a lot more friendly and allow us to welcome parents in and help and support them with whatever they need. >> But I think we're going to have to modify it before it's really truly something functional for the future. >> Thank you for color coding. It's really super helpful >> to know where things are coming from and what budgets are. >> This is This is Denise. That's I'm

not taking any credit. That's Denise. Denise is Denise likes things to be colorcoded so we know what different funding sources we're using identified. Definitely. >> Yes. >> Really easy to read. It's very clear. It's >> the next item in your um that you're going to look at as far as um action discussion is a grounds upkeeping contract with Jamie Fischer um cutting. Jamie Fisher Cutting has been working with us for the last three summers doing a lot of weed eating, trimming up our trees. They've even taken some trees out that became hazards. So, this is establishing a contract and detailed zones of where they would be able to keep and maintain the weed eating, which is definitely keeps our fire danger down in the summer. Um, so this is um a landscaping contract. I'm asking

the board to approve. The next thing in your packet that you'll look at in discussion action is the pension obligated bond analysis. So that was a mouthful. So in the early 2000s, the pension obligation bond program became available. A lot of districts in the state of Oregon participated in this. Coke chose not to. And so what happened is districts took out a bond and borrowed money and gave it to PERS. PERS through the PERS board invested that money for the district. that those investments then were kickbacks to the district that allowed them to reduce their PERS obligation. So for an example in the Cokeill school district we pay on average each classification's a little bit up and down but we pay on average 27% of each person's salary. We then have to pay that to

PERS. There are other districts in the state that participated in the pension obligation bond program in the early 2000s that are only paying 10 or less percent. That is a huge difference. What I'm asking the board to do is to simply participate in an analysis. The analysis will cost us $2500. This is going to be done through OASBO or the Oregon business offer uh business managers association. They will go through and they will look at current interest rates, projected interest rates and see if it even makes sense for our district to participate. Again, the Coke School District can say no, just like we did back in the early 2000s. What this does in my opinion is we spend 2500, they do analysis of our district and interest rates and see if it might be worth

our while to actually go out for a bond or borrow money, give it to PERS, have them invest it for us to buy down our PERS rates. I want to be honest and transparent with the board. It's not a guarantee that you will always make money. There were five school districts that chose to join the pension obligation program in 2007. They bought high and then 2008 crash happened and everything went low. They actually lost money. But there's only five out of all the districts that participated. Again, before the board can make an informed decision, I think we need an analysis to see whether or not this could benefit us. But I can't tell you my level of frustration when I'm in superintendent meetings across the state and I have superintendent redfaced and angry when they've

got to pay 10 12 14% of at a PERS rate and we're sitting in Kil having to pay 27%. That is a ton of money that could potentially go to students, but there is I don't want to be I've got to be transparent. There is that risk. All this is is to do the analysis. They'll give us data and then the board could make a decision. Those are the things that I wanted to point out in the action discussion. That's all I have unless there's questions for me. >> Okay. Do we have any discussion on any of those um items? >> Wayne, is water wheel no longer doing our >> our maintenance? What water waterhe? Um waterhe is we we had to um cancel that contract because that was only with Dennis. We have a

new contract with Kathy. So Kathy is still mowing all of our sports fields. The part that Jamie is doing is everything else is the weed eating. Um knocking down that tall grass, our brush, our trees, keeping everything cleaned up. >> It is looking It is looking good. >> It is. >> It's a lot of work though. There's a lot to keep and maintain. We own a lot of property. >> Yeah. But yes, definitely still partnering with Kathy. Absolutely. I'm looking for a motion to pass uh 7.0. >> Okay, I have a motion from Steve to 7.1 through 7.4. >> Second by Marsha. >> All in favor? >> I. Any opposed? >> Okay. Uh let's move on to our consent agenda. We'll need a motion for that. I'll make that motion. 8.0. >> Okay. I have

a motion by Steve and a second by Marsha to >> approve. I'll say 8.1 through 8.10. All in favor? >> I. Any opposed? >> Okay. Did we have any staff or public comment? >> No. >> I'm going to go ahead and adjourn the meeting.
