Okay. The January 22nd, 2026 meeting of the Corvalis School Board is called to order at 6 or 5:34 p.m. To support the health and safety of all community members, particularly those who are imuno compromised and their families, the board continues to offer a virtual participation option for board members and district staff. Public comment is available at select meetings both in person and virtually. Details on how to provide public comment are available on the Corvalis district website. Tonight's agenda, board packet, and a link to the district's YouTube channel can be found on the schoolboard page of the website. All public meetings are live streamed on YouTube, and recordings are typically posted the following day. Tonight, we have Sammy, Shauna, Theres, Bernie, and myself, and Chris in attendance, and uh Judah is excused. the board and presenters
are going to have dinner um until 6 PM and then proceed with um reports from staff. But we first I'm going to hand it over to Ryan. >> All right. Um so I'm going to have a few of our guests come join me here in a sec for a second. So this year for schoolboard recognition for the hours that you put in and contribute as volunteers to our district and to our community um we've asked the CV culinary team to come and share um their work with you which is going to be dinner for us tonight. So anything you'd want to share Emily about the group or um the work that went into this? Um so the work was divided between the two culinary arts classes that we have at CV. Um it is a
mix of CV and CHS students. Uh we were conflicting with the talent show tonight. So these are my grade five that could make it here and I think they're headed to this talent show right after this. Um so they prepared all the food. Um I even had one of my students for their mentor project. They went through and they did all the menu planning. They heard all the dietary needs and came up with their menu to meet all of those needs. So >> that's awesome. And then do you want to introduce yourself? >> Um >> Brooke, you want to start? >> Hi, I'm Brooke. I'm a senior. Um this is my first time with Miss Sass for a foods class, but I have her for advisor, so it's nice to already have that relationship. >>
My name is Vara. I'm a junior. >> Yeah, >> has been in culinary for three years now. Oh, wow. Amazing. >> Nice. >> Um, my name is Green and I'm a sophomore. I, um, this is my first year in culinary arts. >> My name is Aos and this is my third year with uh, the Corn program and I'm also she's my advising teacher. >> My name is Corbin. I'm a sophomore. This is my first year. >> And if you can't tell, she is a kid magnet. And so when you visit the classroom, there are students everywhere and kids just wanting to be in her class to spend time with her. So beyond the foods, um it's also about the relationship. So thank you so much for coming tonight and thank you all board members for
the work that you do um to make programs like this hum and happen in our district. So with that, um we're going to go ahead. Sammy, you have a question. >> What's on the menu? >> Yes. You want to go? >> Uh, so it is lasagna and >> it's a vegetarian spinach lasagna. >> Yeah, it's uh lasagna with spinach. Vegetarian. And then we got a salad. >> An Italian >> Italian dressing. Um some homemade bread, some homemade butter, and uh homemade canoli. Thank you. >> Yeah. Yeah, absolutely. That's a great question and thank you for prompting me. >> All right. Well, with that, um, >> yeah, so we're gonna for if anybody's watching online, we're going to, um, now have our meal together and we'll be back around 6. >> Thank you so much. Come
on. Okay, thanks for your patience everybody. Um, I hope you all enjoyed the dinner that was made by the culinary students. That was delicious. >> I feel very appreciated as a board member um by their hard work and their skills. And so, thanks for helping arrange that. Um Ryan and um the next item on the agenda it was it Kim too and Kim thank you um and the next item on the agenda is student representative reports. Do you all have any reports? >> I do. Yeah. >> All right. Sorry I got like you guys. I'll set it essentially. All right. Well, thank you guys for having me. Um so >> just because we're using the hour >> Yeah. So it can hear you better than >> Yeah. Yeah. All right. Well, good evening. Thank you
guys for having me. So, as many of you are aware, CHS students recently organized a walk out in response to increase ICE activity locally and nationwide. Uh nearly a thousand students from Kalis High School, Crescent Valley, and other schools across the district participated, marching peacefully to the courthouse. It was a powerful demonstration of student civic engagement. Students from diverse backgrounds coming together to express concerns about social injustice they feel deeply about. Uh looking ahead, we're preparing for our winter formal on Saturday the 24th. We're super excited to be able to host all the CHS students and look forward to star participation for our school community. Then also um I'd like to invite you guys to attend our unified basketball game at 5:00 pm tomorrow in the CHS main main gym. Our unified basketball team continues
to represent uh the best of our school culture and we're super proud of their accomplishments and their commitment to inclusion. Um, additionally, I want to express appreciation for the board's recent updates to the resolution addressing the rights of undocumented students in outlining district protocols related to ICE activity. Students at CHS recognized and value this effort. However, key concern remains regarding the lack of a required student or family notification process. As written, the resolution allows for notificate um allows notification at the superintendent's discret discretion but does not require families to be informed of ICE requests access to student records or information. The response our CHS uh student council proposes the following amendment. If immigration enforcement um requests access to student records, information, or district data, the district shall make reasonable and timely efforts to notify the
affected students, parents, guardians, or caregivers regardless of whether the request was granted or denied unless notification is prohibited by law or by a valid court order. Notification should occur as soon as um pra sorry, as practical and whenever possible be provided in a language the family understands. Uh this amendment is incredibly important because it ensures that families are informed of any requests for their students information, prompting transparency, safeguarding student privacy, and allowing families to take appropriate steps to protect their children. By adding this uh requirement, the district demonstrates a commitment to the safety and wellbeing of their students. This proposal was submitted on behalf of the Corvas High School student council. Thank you guys all for your continued work and thoughtful consideration. >> Thomas, thank you so much. Really appreciate the the uh initiative. of
course not sanctioned by the district but individually I I really appreciate the students walking out and sharing their commitments. Could you share a little bit about the request of the amendment? Uh was that like undocumented students who initiated that request or or was it an initiative from students who want to support undocumented students? Yeah, this was um we read through the resolution as a school as a student council and that was the main takeaway and this initiative was not honestly led by me so I don't have much to talk about it but that was a concern is like well these students are not being notified if people are like look around trying to find information about them and so that was what we came up with that question. Yeah, I do. Uh I I saw
some legislative action that's actually have the copy paste of the same language you shared. >> And frankly, I do have uh in a in a state of surveillance, I do have a concern if we have an umbrella of language that says we ought to notify the student that they've been asked about as soon as possible. Uh and we mandate it as a policy. Uh we need to make sure that the means of communication as soon as possible does not jeopardize the safety of the students. So I I think this is very prescriptive especially in a state where surveillance might be prevalent because right now the way I read it and I don't want to debate it here but I really would like to hear the student body's recommendation whoever recommended it >> how they evaluate
between the benefits and the risks if a student receives this communication and now they're receiving it at a certain geol location at a certain time where ICE is actually trying to locate them. >> Yeah, of course. and I can give you any information that you would like. >> Yeah. Thank you. Any other questions? >> It's not a question. I just want to say to you, please share. We were all there at the walk out and we were so impressed like so impressed with the number of kids, the unity between all the schools and just the message that you gave. I was just I had tears. I was and the speeches were amazing. just >> Yeah, I was shocked as well. Honestly, I did not think it was going to be as big of a deal
as it was. >> Yeah, >> it was really, really impressive. >> Well, thank you guys. >> Of course. >> Um, thank you for the report. And next on the agenda is uh our welcome, which we can do. >> Yeah. Can I add just a little bit to it? >> Yeah. So this is the um traditionally over the years we have done school level um opportunities for school leaders to meet with board members to talk about the work happening in their schools between school improvement plans to what we now um use as our focus um around our our goals and bullseye. Um so we have had this process in place for a long time. We have never done it where departments have had the opportunity to share their goals, the actions that are aligned with their
goals and the progress that they're making. And so this is the first time we've done that. And so typically in February or in January, we are done with those dinners and we're basically back to our regular pattern of board meetings. We wanted to try this this year for a couple of reasons. one because oftentimes I think the work that happens um in our district office um isn't necessarily understood and recognized in the same way. So there's some um opportunities for us to share a little bit more about what's happening at um at the district office and also what I hope you see is similarities um between the board goals. um next month you'll have my evaluation, the work that I do as superintendent, the work that our departments do, the work that our schools do.
Um and I think that um I hope that you see a through line um would be would be our goal um in this work. And again, it's an opportunity to have a less formal um interaction with our leaders um at the district level. And so I'm excited for that to happen tonight. Um I'm also going to rotate as well. I'm going to rotate with Chris. Um, that's where I was seated. Um, but because this is the first time, um, initially when I was the new superintendent, I did that rotation on a regular basis. And as I've been in the district longer, I've kind of taken on more of the facilitator role. Tonight, Kim's going to move us along. Um, as we rotate tableto table, but again, that's a way that I can be more of
a participant. Um, and I look forward to it. So, um, we're going to go ahead and start the transitions and Kim is going to lead us through it tonight. >> Okay. So, we're gonna just remind people that may be listening that audio will probably be limited because we're having conversations at the tables. Unless you were going to say that to, Kim, but >> Okay. >> Thank you for helping, Kim. >> Yeah. Yeah. >> You ready? >> We're ready. >> Okay. Ready, set, go. >> Where they're staying, right? You don't have to move first like you're staying this time. >> I'm changing it up. >> You're changing it up. >> I'm in charge. I didn't submit that. >> So, this is um again, thanks to our leaders for um being here tonight and sharing the work that you've been up to. I really enjoyed it to be able to rotate as well um and to participate in that way. I'm wondering if there's board members who want want to share any reflections on a um the fact that this is something new that we do we want to continue or kind
of have that sense of it and b things that you heard or things that themes that you may have recognized or anything else you really want to share. Tonight we don't have a mic. So um if you want to show go ahead and just pop. >> So I'll just share gratitude for everybody for taking the time to be here extra late with us for I know some of the folks at tables are often here for school board meetings but not everybody and we really appreciate the time either way. It was really wonderful to just have the chance to have conversations to hear about the really intentional and thoughtful work that's happening across all of the departments in the district. And something that I really heard throughout was the dedication to students to student experience to
student outcomes as well as family relationships and staff relationships and also the intention to to want to communicate out what's happening so that folks have accurate information. And also I heard an invitation from folks at different tables of if community members have questions to reach out and ask. You know, we want to make sure that there's really accurate information out in the community. There's some really incredible work that's happening here and that isn't all we've seen. So I appreciated having a chance to hear more about that tonight. >> Thanks, Sean. >> Yeah, and I want to echo what Shauna said, but also uh my deep appreciation for the work you guys do. You guys spend a lot of time, a lot of things, and you may get criticized for uh all the hard work that
you do, but you're doing the right things and and I really appreciate all the the effort and your focus on students and and uh and taking this school district to new heights. next. Oh, you go. Go ahead. No, I'm sure your hand will come first. We don't want to drag it out by debating. So, I'll just say um so uh well, I wanted to say um what a delight it was to get to talk with people about their their primary areas, right? Like we hear a lot of information in board meetings but we don't get to have a lot of opportunities to sit down and really hear like what's exciting about HR and a lot of people might be like it's HR not much but actually when you sit down and talk to folks who
are passionate and pouring energy into making a system work for the district what you find is that a lot of exciting things are happening in all of these areas and it's not because HR is exciting it's because the people that are heading HR care deeply about what they're doing and so they're looking for opportunities and that that innovation is what brings the excitement and the conversation and I heard that from every one of our of our departments. So that that stood out to me. Something else that stood out to me is that I learned something new in every group. >> But what also stood out to me is that the this these teams, they do a really good job of keeping us as a board informed of what's going on because I didn't hear surprises.
I learned new things, but I didn't hear surprises. There wasn't something that needs to happen in a division that I was like, whoa, did not see that one coming. It was like, oh, thanks for updating me on this thing that because you've done a good job communicating with us all along, I'm already aware is needing to happen and now I'm getting an update from you and I'm learning something new about it, but not surprised. I um I know the community doesn't get to come and and have this kind of a circuit. Um so I hope you can hear this when I say that. It means a lot that in five different departments, I didn't get surprised by something that's big and important in our district, even as I still got to hear new things. I
think that we can't underestimate the value of that in our district and the collaboration across departments that's happening. So, I really appreciate that. I'm glad there weren't any surprises. I'm glad I got to learn some new things that you guys are doing. and I hope that we continue to have um such great communication across departments and with the board um because it feels in settings like this like we really do have a partnership. So, thank you. >> So, over the last five or six years, I've I've been to many communities in Oregon out of the 197 school districts that you do have uh what I would call two extremes on the spectrum of student population. You have school districts that is uh one building uh school district sometimes one classroom school district on the other
one you have tens of thousands of students and tens of buildings. I believe we are in a very special sweet spot where we have principles, we have buildings, but also we have the support systems that we have here and to the point that Ryan mentioned, this is an aggro and I hope we continue uh way of meeting for those who are building those systems. For smaller districts, you will have uh outsourced services. You'll have the HR sometimes even the superintendent being outsourced to the ESD and on the larger districts you have people who are in your shoes with very very small contact in the buildings very small interactions with students for understandable reasons they're too big what I saw today is really a deep understanding of our uh departments of what students need and what
their educators need and how you can support them in the work you do and how students outcomes are tied into the systems that you shepherd and I think that's very special and very unique that's in our district inhouse. We provide very close and very effective service for our students and we can track that and it is inhouse and it is efficient and we can track it to an improvement of students outcomes. I want to really echo my what my colleague said here. Our departments are very uh transparent and very open. uh they go above and beyond than required and they answer to their ultimate bosses which is the community and they answer those questions and I really appreciate that and they are open for us to be as communicative as transparent as we need to
be because this is a school district that uh is only successful when people uh continue to engage with us not only with their uh school and building but also with the systems that we are building to make Kerval School District district the great place to learn and work. >> Uh same what all my colleagues said. I appreciate everything so much and I enjoyed this evening. Um, and I really appreciated the fact that, again, I think Sammy said this too, just that everything is focused on student success. And I don't think you would hear that in other districts where the business department is focusing on student success and asking students what they think. Like that's just you just don't hear that in other districts. And so I appreciate that we are. And um it also dawned
on me that everything's so related to board goals. And I know a lot of things we do in our district is related to board goals, but I just it kind of hit me the significance of our goals as board members and how you all are tied into that. Wow, that's good work. Good work. So, thank you. >> I'll share the same appreciation for everyone. and Ryan. Yes, I think we should do this again. >> I think it was really helpful because most of the time um you all are just sitting across from us in the boardroom delivering us information and we're asking you questions and we don't get to have these one-on-one conversations and I really appreciated hearing some of the details behind the work that you present on. Like Teresa said, I wasn't like
I wasn't like shocked or or there wasn't anything that was concerning that came up, but the details. I learned so much about what you do and um the interfacing with students and the care that you each put into it and um Kelly, I'm still like really impressed with your giant spreadsheet. actually intimidated by it, but the communications plan and it's very organized and I know um I think it's Laurens, but I'm sure it's also everything. >> It's all colorcoded. Yes, I'm sure um they are. And so just seeing like little examples and glimpses into your work because I think um a lot of folk forget like your we don't supervise staff. We only supervise Ryan and so we don't get to see those glimpses like he does into your work and I can see why
you speak so highly of the team and stuff like that. And so that's where I just wanted to share that. And I know there's been a lot of um over the last few years a lot of criticism over the word admin and you all are admin and do so much work that I don't know how this district would function without you all and your teams and so I just wanted to share that and say thank you and there's always work to do of course and I don't want to say that there's not work to do because we all know there is in different areas and you all mentioned some of those pieces too in the conversations and so it's not like you're shying away from that work. And so I just have a lot of
appreciation um for having the opportunity to hear these details of those reports we see across the table from us. So that's all. >> All right. Well, I think that's that's it. >> Okay. Um I I guess we're so with that being said and we have no further business, the meeting is adjourned at 7:55. Thank you.
