foreign everything here we go really really foreign the December 1st meeting of the Corvallis School Board is called to order at 6 33. in the interest of public health and safety for all community members especially for immunocompromised individuals and their families the Corvallis school board will continue to offer a virtual option for board member and District Personnel participation additionally public comment is available at some meetings including tonight both in person and virtually information about how to provide public comment is available on the Corvallis School District website board agenda and packet as well as a link to the district YouTube channel are available on the school board page on the district website public meetings are live streamed on the district's YouTube channel and recording is posted to the same channel typically the day after the meeting
tonight we have directors Jones White Bear myself director finger McDonald director Adams and director Tommy attending in person director L abdova will be joining us remotely and director Baker is excused so the first item on our agenda is board member reports does anybody have anything to share yeah go ahead good all right thank you so we had a chance to a couple of us had a chance to attend a a launching meeting for I know it's d-e-i-d Ryan can you remind me of the acronym so it's the district Equity diversity and inclusion convening that'll be happening quarterly and we have a chance to attend the first meeting of that that was also one of the first listening sessions with the district and just wanted to share how much I appreciated Educators students past students community
members and others coming to the table for that meeting to really share about what's going well in the district what some of the barriers are what some of the challenges are and as a board member being able to be there and be present and really just deeply listening listen listen to what some of the community is sharing back is really helping in shaping the board goals moving forward and it's just such a privilege to be able to do that I know sometimes that at board meetings we get to we'll have some public comment tonight which is a wonderful way for us to be able to hear as well I'm just really appreciating the district for opening up these other opportunities for listening and really want to encourage other community members and Educators and other folks
from the district to come to those so that we can continue to to hear and learn and grow together I was going to say something similar to Shauna about the listening sessions I um I'm also going to be serving as the liaison for the DDI group for the board and was really excited to go to that listening session as well as another listening session last night over at Leticia Carson Elementary and look forward to hearing some more um of comments from the public and from students and hopefully some staff to as many as I can go to so that was my report for that part and also that I wanted to let the community know that I was recently elected as the vice president of the caucus of color for osba and we'll be continuing
to serve as the legislative action committee representative for that group as well so I hope to bring some great information back to you all here into the community from those meetings and that was it so I also attended the listening session at Leticia Carson last night and we had about 18 15 18 community members there um and it was really a good session and I just want to encourage any other community members who would like to attend their two more I can't tell you the dates off the top of my head they're on the district website and families have gotten text and Ryan can probably tell us what they are um texts and emails about the sessions um we um adopted the current goals in my first year on the board and it was the
first time the district had really had those goals set and they've really served as a North star kind of bringing the district together and you know given the district a focus for the work and we've seen the impacts of that in lots of things that have been happening over the last several years so I really want to assure the communities are meaningful things we're working on and we really would like your input so please participate if you can um with that no more comment the next thing on our agenda is the superintendent's report all right well I just had a couple things to share with you tonight the first one is Brian Sheffield who's been serving in the interim position as technology director um he came into the position in August as Drew was leaving
and he served as an interim we've recently went through a process of getting input from staff and the technology department Brian's done a tremendous job and so over the last couple of days we've worked together to make move him into the permanent position so Brian's going to be serving as our technology director he had strong support from the tech team and brings both the technology piece and the connection piece and the personal piece of relationship so he's going to serve us well in that position and so tonight we get to recognize Brian as the permanent Tech director [Applause] um a couple of other things that just a couple this actually this next one is more of a reminder so last year um as we looked at the winter break one of the things that we
tend to do is we do adoptions of three years worth of calendars so families have lots of time to prepare for the schedule we start to get questions about calendars quite early and so we had scheduled our winter break many districts actually schedule their do their calendaring the winter or spring before the upcoming year so we're out of alignment with some of the districts around us for this winter break so we did a survey just to confirm with Community should we change it should we leave it the majority of the comments were just leave it as you've said it getting closer to the winter break sometimes those questions start to arise again and so I just wanted the board to be kind of remember how we went about that process why we went about that
process if questions come up so it's just a more of any more than anything it's an FYI um and then the calendar for the 23-24 school year we have that out as well with some key dates I don't think we'll have that misalignment for that year that upcoming year but again just wanted you to know that those key dates are out for next year and then we'll be doing some additional Communications with families once we return in January with regards to sustainability in 2019 the brendel group did a help to develop a sustainability plan so we are working with them again to update that plan so I wanted to make sure that you were aware of that one of the pieces that we'll be looking at is we currently don't have a sustainability coordinator fulfilling
that role and so that will be part of the conversation we have with the brendel group about the best way to move forward with that position and we'll be making sure to share that report with you all when it's completed and then also the school sustainability leaders are going to be meeting next week and along with the Corvallis sustainability Coalition education group they'll be working to identify what are those key actions and activities for the rest of the school year so just wanted you to have that update and anticipate the report coming forward as we work to full fill that position again that's our for our sustainability coordinator you've all several of you have touched on those upcoming um days of opportunity for Community to come together and share updates with you information with you
about the board goals the questions have been um I think pretty good they've talked about what do you envision or hope to see us continue to do in the district what are some of the strengths of our community and School District what are some barriers for students and community and then finally how would you prioritize those board goals are there things that are missing things that you want us to really highlight and so so far we've had it probably close to 40 to 50 people who have given us input again that come came out of the questions really came out of what we heard from this spring survey that families completed so those next sessions we're meeting with our students in safe and some of our students Pride students on December 7th so we're going
to be meeting with students also with our RC act group will be meeting in both English and Spanish on December 14th and then the 13th we have a midday at the district office at 12 30. again we're trying to create different opportunities in different times and then January 10th we'll be at Catherine Jones Harrison at 6 30. again families are welcome we have child care we also have some snacks translations so again we're just looking for more folks to be able to share what we're doing well what do we need to continue to improve upon and how does that relate to those board goals you know we've talked about it before some organizations have missions and Visions we really have used those board goals to be the sort of the Catalyst for the work that
we do and I think that we'll continue to use those in that way and to have them refreshed with more voice is going to be something that's really beneficial to our organization so as you talk to folks as well encourage them to come out we talked about that last night at the end of the session again making sure that the word of mouth is as is out and present so more people are continuing to attend those because we want as many voices as possible um also we have our executive team has been working on reunification planning that's always a piece that we need to be thinking about as we are proactive and are are planning for any source of situations that come up this last week our cabinet group went through the national Incident Management
System training three classes we we went through together again as we think about Safety and Security but we are also thinking about things where one school may need to close quickly due to any sort of situation how do we make sure that we have communication that's ready to go that's a case so again it's proactive but I also wanted you to just to be aware that we are continuing to do that and work towards that um just two other things one is that if you don't have it on your calendar yet December 13th from 6 to 8 o'clock at South Albany is a chance for board members to meet with legislators in anticipation of the upcoming session I know that Senator gelser will be there I think we're still waiting for confirmation from representative Rayfield
but again it's an opportunity for us to talk about session and how the how really how bills will impact our school districts but also the funding piece so if you can make it that would be great to have you there it is from six to eight it's at South Albany on December 13th and it will be representatives from and senators from Lynn Benton and Lincoln counties all together and then the final one was just again um the the piece that Shawna shared about our diversity Equity Group coming together um it was a a really great meeting um one of the things that we have we talked about was that we had people who represent so many different groups in our district from our our tdac which is our theater group that's looking at Equity as
we think about performances and who's who's participating to our Equity coaches to community members like Casa Latinas unidos to board members to student representatives to staff one of our teacher mentors all coming together to talk about the work that they're doing in our system and how we work together sharing purpose and also making sure less isolation in the work and also opportunities to learn from one another so that group's going to meet quarterly Shawna and Lou were able to attend this last meeting and I'm sure we'll continue to provide you with board reports and updates on that so those are the the things I wanted to highlight tonight for you later on Melissa and I as we work through policy and some policy discussions she and I are going to sit at the table there
so we can feedback and input as we're talking about the dress code policy as well as a policy thinking about Representatives so when we get to that student representative policy piece we're really going to want to hear you three out what it what it feels like what was would be helpful as you to the board better organize that and your thoughts are going to be really important so and we did that early in the so we're making sure that you're able to be here for that part so that's that's um will be coming up pretty soon that's it thank you does anyone have any questions for Ryan nope okay good so the next item on our agenda is our student representative reports so why don't we just go down the line sorry do you want
to start with TV okay so for our school reports we had cultural Foods day which went really well a lot of people showed up and also made food we also had a successful food drive competition that was organized by leadership and I think sophomores won and we also had Powder Puff really recently which went really good and we had actually a pretty good crowd for being Powderpuff and a seniors one and also the talent show is set to January 20th that's at the CV Auditorium and then for the schools report um volleyball one state and then girls soccer got second in stayed and girls cross country got third and stayed which um sophomore Emily Wisniewski won and then boys cross country got fifth in state and then winter sports are kicking off yesterday was the
basketball Jamboree and the girls won every game so to a good start and also side note core Council wanted to remind that Samantha hasn't heard back on the gender neutral bathroom so they are excited to hear about that and if there's progress okay um all right so we just had our blood drive and we met our goal and we also had a record number of first-time donors and then we're starting up our winter Smiles program and this year we have a record number of families I think we have around 52 now and we have many gifts coming in every day to the office which is amazing we're starting up our Polar Plunge um just funds for that and we're hoping to get more school-wide participation this year and there's a possibility I think it's going
to happen of joining efforts with CV's team and the money is going to go to our unified program and so our unified basketball program is starting up for those of you who don't know that's our program where our special ed kids get to play basketball um and then uh speaking of basketball our first basketball game for the boys is tomorrow um and then lastly our winter formal is moved to January 28th um it's still going to be with CV and also as part of my report I would like to ask how is the school district going to provide food for students over winter break and where will the food be all right or so at College Hill um we have a construction program a lot entered as we do academics in the morning and then
we go and we drafting metal working woodworking math riding out plans and autos um we got to learn how to weld and build cutting boards at the beginning of the year we got to build wall Chuckers and near the end of the year yeah it started well and to build a chair out of metal and then uh and then um this year we have new Juniors and the senior um senior group were starting on tiny homes we've gone all falls onto the miniature homes um so we're going to be doing a siding Roofing basic Carpenter um techniques and then at the beginning of this year the senior group we have a deck outside of the modular at our school or out of our class that um goes to our modular and we took that apart
because it was rotten and we um rebuilt it and made that a lot better um and last year getting to just getting to be in the construction program hot and um open like new opportunities I got to work for the school district this summer and was a crew maintenance so you know got to take down TVs or white boards replace them with projectors and stuff um so yeah just learning that and learning about the trades and learning about how much money you can earn and that you only need like a high school diploma and you don't have to go to college to do all that and can still make a lot of money and have a successful career I have some questions on uh Transportation um what can the Corral School District do better on
transportation for for kids to getting to school because um people need to get to school in time to be able to learn and going home buses need to be there you know if we get out at three then they should be there somewhere around that so kids aren't leaving around 3 20 3 or 4 o'clock um and then Maps updates on all the maps some of the maps don't aren't updated and they don't have some of the countries or cities that we have now yeah that's all I have so I'll get those I'll get answers to you to you too all right oh actually I'll send all three of you um related to um meals over winter break more information about Transportation as well as social study supplies related to Maps so I'll make sure
that I get that information back to you thanks for the questions yep does anyone have any questions for our student Representatives what kind of what kind of maps were you talking about I didn't quite catch that part maps and classrooms no classroom Maps Okay that's helpful thank you thank you so moving on we have our public comments so I will open the hearing for public testimony to the complete guidelines for public comment are available on the registration table at the back of the gym and on the board's website but I'll share a few important notes now when it's your turn to speak please come forward and have a seat state your name and direct your comments to the board speakers may offer criticism of District Operations and programs but the board cannot hear complaints concerning
individual District personnel as a reminder you will have three minutes to make your comments I will alert you when you have 30 seconds left with the yellow light and when your time is up the red light will light following following your comments board members may have questions and have three minutes to ask clarifying questions before you start your comment please state your name and for the for the record and state whether you reside within the School District boundary so who do we have this evening right there okay my own anyways okay thanks for having me thanks for service everyone and welcome um so I'm here my name is Alexis McQuillen and I work at Sheldon middle school and I'm here to Advocate strongly for the um creation of an alternative Ed program at the middle
school level um I wanted to tell you a little bit about the behaviors that we're seeing at school and how challenging they are um so at Sheldon we started noticing kind of a huge uptick in challenging behaviors and just a lot of stuff going on before covid so it wasn't just related to covid but with covid and going through the pandemic it's kind of exploded and so it's anywhere from you know um kids not going to class at all he's walking in the Halls hiding out in the bathrooms all the way up to really really big behaviors students hitting EAS in particular and things like that so we are working on a lot of different things at our school to try and address these behaviors um and it's extremely difficult I would say we probably
have one percent of kids who have the highest needs and who are kind of who we're seeing showing all these different things it's not a huge group of kids but it's also the group of kids that is really not accessing education at all on a daily basis and these are the kids that were like completely losing every single day that they come to school which is a huge problem and not only are they the kids with the highest needs so I'm you know some of these kids have trauma at home trauma at other places everyone has trauma from the pandemic social media there's all kinds of things that we have in the mix here um so these are our kids with our absolute highest needs are not um I don't see them going to be
able to learn and be successful in a 30 person classroom six periods a day and we have tried a variety of different things but losing them on a daily basis some um something else to help these students so that they can succeed graduate right if we're seeing it in the Middle School level they're going to be nowhere by the time they get to high school and we know that's a huge problem so these kids we need we need a program for these kids it's also pulling our resources from our EAS into one-on-ones and things like that and we have kids in our classrooms who need extra academic support who aren't able to access that as well um while we're on the topic of EAS I would also like to mention that we have great EAS
amazing EAS and they need significantly well let's just say they need any training they're not getting any training they come into the job and get put into wherever they're they're going to be and they they can't be well they are being successful but it feels like they're not right um they also need more money um so I just want you to understand that like it is not for a lack of trying it is not for a lack of staff and admin I got a couple more things here um doing a lot of different things we we I just as we come into the budget season which I know is still still a few months away but it's going to come like this we've really got to be figuring how we can do this and people
at College Hill that are ready to to step in and help us right that have been doing all programs for a really long time um so like we've got to make it happen um because we've got to get this group of kids in on the right path and help them be successful so and we also need time we need time we don't have time ever to sit down with staff and figure out what's going on we need paid time without kids we will use it valuably and but we don't have it and that's a huge barrier as well okay thanks Alexis I see if somebody has anyone has questions yeah I do yeah oh cool go ahead oh Sammy oh Sammy's on hello I was like what's him okay okay um I had a question
about um if how this has been brought up before in the past has it has this been brought up before in the past and if so like how has it been brought up [Music] um I mean I would say that people have been yeah batting this around for a long time um I mean we had a sort of an ALT program like that's how I first got hired but it was more like kids and they're falling through the cracks not not the kids that I'm talking about now they're like are have a lot going on right um I mean we need it all program for lots of kids because of the regular classroom isn't gonna isn't gonna cut it but um I mean I know I don't know it's brought up to be honestly um
I know our admin are in communication with the district and I know that there's there's um it sounds like some things might be happening which is great um but yeah I probably not that's that's as much as I know okay thanks I was just seeing how long the need has been identified so far so thank you yeah same age you want to go ahead yes uh thank you Alexis I went to breakfast the question is uh I'm asking this question without without uh saying that we shouldn't do some work as a school district and a school board but I want to ask you Alexis are you willing to join us advocating for more funding and support uh for a special ed on both the legislative level at Salem and Washington DC and we can collaborate
together on sharing the message that you just shared with us tonight absolutely I mean I know that I understand that funding is a huge problem so um and I think we can probably work creatively to find some solutions as well but yeah I mean I think there's tons of us who would be willing to oh there we go again I think there's tons of us Educators teachers in the classroom that would be willing to to speak and Advocate at the state level um for funding for sure thank you very much and let's connect I just a statement not really a question but if there's like a way for us to make like a College Hill for middle school that would be probably the best thing or one of the best things um and like focusing
funding on some of the more important things like that instead of some of the um I guess rather not needed stuff like uh like the white boards and stuff or you know all the new technology and stuff like we don't need a bunch of the new you know super cool stuff um probably should focus more on like the stuff that like we necessary necessities and stuff like that um more than just like having all the new fancy stuff thanks Damian I think you play lacrosse with my son by the way okay all right is that it okay thanks hello I'm Jason Han I do live in the Corvallis uh district and I work at Lance Pauline Middle School all the teachers you see behind uh you are from Sheldon and Linus Pauling well yeah um
but we uh we all a lot of us were at uh an OSU basketball game today so I've had a lot of a lot of excitement um but we're here just to impress upon you all um how important we think um and I agree with you that education is is Central and key to um just a growing community and um well-being for our students and we also want to impress upon you that um we really believe that this year's bargaining is essential to supporting the Educators behind that education so we are we're here just to make our presence known that we we are faces here um and you all know this but just to reiterate that we are here to back our students um to make sure that they all get the best education that
they can um and we have great ideas like Alexis um and last Pauling absolutely agrees with what she presented today we have a lot of high needs and an all program may be an answer to some of those needs so that's all I had to say does anyone have a question I just have a comment thank you for being my guide at the basketball game today yeah absolutely yeah thank you thank you yeah thank you so with that we'll close our public hearing for this meeting and thank you all for coming especially after the basketball game I had a kiddo there who had a good time so um thank you for taking that on and so the next item on our agenda is our bond update foreign good evening Madam chair members of the board
and superintendent Nas um thank you for having us for another Bond update relatively short this month um we're hard at work in a lot of areas but but the there isn't a lot of you know good pictures indicating change it's just behind the scenes grinding the work away Adams is one of the more visible projects so there's a couple pages on this Pro on this job I think it's neat to see the art the art room coming together there with the big open uh glad what will become a glass door like the other news the other renovated schools have um and then on the right the covered play will be a nice addition to that school over the break there will be um work going on things that are best done without the kids in
school quarter finishes ceiling fans in the classrooms I.T work here and there and then finishing up the admin area for turnover that'll be a nice thing to come back to after the break and there's the admin area a little bit coming along real nice Franklin winter break work should see the completion of the admin Area library and the science room as well as some additional wainscot finishes in that Corridor utilizing some of the salvaged wood which will be nice um library on the left and then the ramp on the right is essentially a replacement for the um not very reliable lift that went from the gym floor up into the library space so that's going to be removed as part of the project on the left science room casework looking good um racing space on
the nope and then a little more in the science foreign Mountain View again winter work abatement so it's good to get that done when the you know when it's a holiday time same thing that's Adam ceilings fans and I.T work and then finishes in those corridors and you can see that Edition come along nice College Hill a lot of the messy interior work is done and I understand some administrators got a tour there today or yesterday so that was nice for them to be able to see what's going on the modular at the urban farm is now able to be utilized so that's good a lot of this is some of the site work that it took to achieve that modular occupancy this is the the entrance off of 33rd um and you can now
see a Ada parking spot taking shape in the in the left side of that picture eventually that'll become an easily accessible or actually that area gets converted to traditional parking and the Ada parking gets moved a lot closer to the school building this is temporary to serve that modular classroom so I had a chance to go to College Hill today and I um and it's interesting because we've had so many projects that have gone on over the last handful of years that sometimes you lose um kind of perspective on what each Project's going to be but walking through the school today basically it is um it is an it's an open space there are two by fours and two by sixes and some framing but generally speaking it is just an open space so when
you think about the amount of work that's going on there on the first floor it's it's really phenomenal so I'm really excited about it having again having gone through today and just again recognizing wow this is you know we so often we talked about what light refresh meant and some of those terms but it is basically move on bottom floor it's it's exciting but also add that we're working with the central instructional media staff to start planning re-entry into the upstairs classrooms for that program and I also wanted to mention that this area is that you're seeing on the screen is actually complete and so the sidewalks are completed there were parking in that parking lot and so the access for urban farm is just greatly improved so we're excited for that and there's some
of the Interior Space that Ryan mentioned and then that the right picture is that Outdoor Learning coming together and there's the modular that's now usable a little financial information we will we'll present an updated forecast next board meeting early January it is anticipated we'll see a modest increase in forecasts still functioning within our our budgets overall budgets expected to see continuing issues arise through renovation projects College Hill being being one of them and then also the other the other schools that are still underway this slide was added to help us facilitate the discussions that we'll have regarding a change order for College Hill and um basically just a reminder of where we're at this was the October forecast update um with unallocated reserves in the million dollar range the change order you're going to see
for for College Hill tonight was included in this forecast so it's not a reduction that's just more more detail there this is information that's in the front part of your written board report for this month this is how kind of the remaining projects shake out slight updates nothing too dramatic since the last time you saw this good news is the Coleman Elementary intersection project which has been our thorn in our sides it's gaining traction and instead of next summer which we thought just a few weeks ago we're now on target for February March turnover our project manager met with Kieran met with Tracy the principal to talk through the routing and safe routes to school and all of that and and have alignment the question is when would we open what it might be best
to do that right just for you know ease of transition that is all the significant information on that page and that is the last of the visual report any questions but I don't have any questions I'm sorry it's all clear I just wanted yeah you gave me the last bit that I needed I will add that on the cover that I put together on the written report the the opportunity that Ryan and I and Sarah have had among along with Architects and others to present kind of the the story behind our Equity vision and guiding principles and all of that to refresh ourselves on that was really really uh a great opportunity you probably agree right so I guess I do have a comment and you said that you didn't have any really sizzling exciting
photos in the report but I completely disagree I mean I really appreciate this report because it I mean we don't get to be on site we don't get to see what you get to see so it really is nice for not only the board but for the public to have a window into this project and see what's happening from month to month so don't downsell that it's really important I always look forward to it the the projects with less visual change or thing or Leticia Carson and Catherine Jones Harrison so okay I was just going to mention it's it's always exciting to see how many of the percentages keep moving up and so like just reading this yeah the completion percentages to be more clear sorry thanks for that clarification yeah so that's always nice
to see and it's exciting to see how many of them are like turning into the or have been over 90 and then it keeps creeping closer and closer so I like that too so thank you I think that one of the things that I would like the board to know is that we are the bond team working closely with the facilities team now on training on all of these new systems and buildings is a big undertaking and so Doug tiller our facilities manager is working closely with the trade staff to make sure that all that training comes together and we're working on close out of the projects and that is in close in conjunction with our facilities team also other things that are underway that Dale didn't mention is Furniture selection and orders and finishing
up some of that work at Catherine Jones Harrison Leticia Carson for example booths in the booth seating in the cafeterias so those are things that are still happening behind the scenes yep we've done Furniture reviews for College Hill Mountain View and Franklin's Furniture I think is already on site and the new principal Amy Wright is very excited to get into the new spaces she was very surprised to learn that there was some new furniture coming so that was exciting for the team to work with her on that um having the questions is that after how many years of this you've anticipated what our questions will be and so all of a sudden those things are getting answered and there were I mean not all of a sudden it's we have fewer and fewer questions I
think every time and I also want to say don't sell the you know pictures of things like parking lots and sidewalks and things like that short because for the kids who now have access to that modular it's a big deal that those things are in place and all these all these small steps um that may not look are these these steps that aren't even small steps these steps that don't look glamorous because they're not kids walking into a new building are all part of our process of building these schools so um I think they're all important and thank you um that's right we've got the the change order yes um so the next item on our agenda is the um can the top the College Hill Todd construction change order so thank you we wanted
to remind the board of the the different Contracting method for Todd construction versus our previous contracts um this is a called A Hard bid lump sum bid those kind of terms are used the contractor bids exactly what's on the drawings and they don't they aren't expected to put in any allowances or contingency for things that they don't know about and that's a very distinct difference to the contract that Fortis and gerding were under um and so what that meant is we carried additional contingency into the project on our side of The Ledger and so you'll see change orders like this one tonight that it's a it's there's 24 items that are built into this change order a big list of a lot of things a lot of it's like abatement of asbestos and leaky fuel
tanks and that's about half of big chunk of it is structural finding a lot of walls in there that weren't built to standard either they had a hinge point in the middle of a structural wall or they didn't have a footing so when those things are discovered during the demolition phase they have to be fixed so there's a fair amount of that kind of of item in there as well so uh Todd has been a great partner very precise with their paperwork and document processing and that's it takes a lot of effort to scrutinize those kind of change requests that you're seeing tonight and that's what our project manager house project has been doing before it's brought to this board I just wanted to be aware of that did you want to add to anything
there Kim I would just say that I would anticipate bringing forward chains or change orders with with College Hill and with more regularity than we've had any other modifications again just because of we're holding the contingency they're not um and so just we just want to familiarize you with the process so that when it comes up because I expect it will probably come up again in about three months just that you're sort of expect that to happen and know that's just part of the process that looks different between a hard bit and cmgc and in addition to that I just want to remind that if we have a change order that's under 150 000 it does not require board action but we are going to send them through as for information items when that does
occur to keep you up to date on where we're at on that good thank you um so do we have a does anybody would like would anybody um I'm totally I've lost my Madam chair thank you I moved to authorize to change order to Todd Construction in the amount of 218 809.4 cents for College Hill project second second so it has been moved by director Adams and seconded by director Jones that we authorize a change order to Todd Construction um and the amount of 218 809 dollars and four cents is there any discussion uh Madam chair I have a question or discussion Sammy go ahead thank you Sarah so I have a question uh related not necessarily only the change order that we have right now but also overall College Hill and potentially overall Bond
uh do we expect to with the change order and the change in this scope to still finish College Hill project uh as expected uh Labor Day or end of September and is that the end of the uh primary Bond promised projects uh or is there a change in the timeline as well these these change requests did not increase the contract duration um right now their contract has them finishing the building for uh so we can start populating with Furnishings around the first of August and they have not requested additional time to accommodate these changes it may come to that they you know as Ryan mentioned there there may be more but to date they have not asked for additional time it's on track and on schedule too wonderful thank you so uh we would say
we're not ready to really commit with the hard deadline end of September uh for the College Hill but that's what we expect as we are right now is that a good understanding of it yes that's what I was going to add is that we're we're we will hold firm to starting school in September of 23. wonderful thank you very much no further questions and I just want to drill down into that a little bit more you mentioned the you know that these adjustments that we're making is really because of things that are coming up during demolition things that we just didn't know until we dug into the walls that this isn't a change in actual scope of the project it's just ephemeral things that have come up foreign conditions when the walls came down thank
you unknown conditions that was the turn of rays uh the other thing that I I just want to remind the board is that throughout the the College Hill project that this team has reminded us that there would be uncertainty involved with it and that there would be changes and this team is amply earned our trust in managing the projects overall so I'm looking forward to voting in favor of the motion yeah today I saw a picture of College Hill when it was first built 99 years ago so there will be some unexpected components as we continue to work through that difference in this bid process because I think that you make that makes that makes this whole process make a lot of sense and we do have a 99 year old building and most of
those have strange things going on in them so not a huge surprise now that we understand this process so we'll take a vote director Jones hi director White Bear aye director Adams aye director tomity I and I've got eyes that oh director Al abdriver I sorry that passes unanimously so the next item on our agenda is a review of policy BC ba which is a student representatives to the board so in your packet we had a couple of documents for you to look at one of them is a copy of the language that has been brought forward by osba boilerplate language the other piece is a copy of the policy that's been adopted by Tiger Tualatin so we wanted you to have both the potential boilerplate as well as an example of someone who's adopted
the policy and furthermore we've included the AR from Tiger Tualatin because I think it's important to see those side by side and so um I don't know that we're even considering this a first reading per se we're actually wanting to get feedback on this policy as well as stress code so what I would anticipate is that this is going to come to you as a first read and a second read after tonight because again we're taking what we think others have used and we want to get your feedback we want to hear from our student Representatives as well because it's an opportunity for us to codify something that we've done over time but also to create a framework that will live beyond this board this group of of people here tonight so that's what we're
really what we're intentionally planning to do so with that I'm just going to open it up um again for the student reps the policy um the way that this is going to work is a policy is usually pretty Broad and doesn't have much detail just enough for us to have a framework and then the additional document which is called the AR that's the two-sided document and it has a lot more information about what the role of the school student representatives to the board are so those are the two pieces we're going to be talking through foreign student reps who are actually who this impacts the most why don't we start with if you have any questions or comments or issues with that you might have with these policies and and I'm wondering if you want
to give them a few minutes to look through it as well and so maybe if we have some time to start the conversation and then come back to our student rep so that will help to and give them a little bit more time to think about it are we doing discussion now yeah okay one of the questions I do have for the student reps though is how you all feel about the application process on there specifically because that's called out and that's a little bit differently from what I understand than we're doing right now right and so that would be like something to look at as you're looking at that just want to throw that out there you don't have to answer right now but as you're looking at it um one of the things
I didn't see in the example that I think is important oops I usually don't do that my gosh um is that we don't have them stay for the whole time and so I think that would be important to include in our policy that they're only expected but they're welcome to stay because we have it right now just our unofficial until 8 PM unless they want to stay and I think that would be important to call out in ours yeah I have I have that down as a question as I read through it that I was thinking about as well okay and then the other one was um one of the things I did like on there the example is that that speaks to the interests of District High School students expressing the views of the
students as well as their own views but because right now I feel like we mostly get the updates of exactly what's happening at the school but not necessarily like feedback on like what's any concerns we do once in a while but it's not like written in anywhere like it'd be nice to have that written in as well to bring that any kind of feedback to the board as well that of course is not falling within a complaint process kind of feedback that's nice um I purposely picked the tiger Tualatin um policy and AR because I went to the presentation at osba with tiger Tualatin and their student Representatives um are very active in writing new policy creating resolutions doing things that aren't just you guys are awesome and when you ask questions and do all
that that's great but they kind of take it up a notch and work with groups in their high schools to create new policies or resolutions for the board to consider they before menstrual dignity was a state law they were on the Forefront of creating a menstrual dignity policy for the school district they've written a climate resolution and they've also done an anti-hate speech policy so kind of adding to the work that the that the board is already doing so that's why I really appreciate that for selling to you the only other thing I had in there was any kind of like um I don't think we actually do this now but like some kind of overview about like how what Robert's Rules of Order are and stuff like that that'll be super valuable in the
future as well but just like understanding that why there's time limits and all of those how meanings are run we don't have that embedded anywhere so if we're making a policy maybe that's something that on the district side that's being provided for students too is that in there I was thinking under number three in the AR we could add something around training okay actually yeah that's where the other training piece I think would be super important and so to just like just hang out with us yeah yeah so for the is there a change of how um School Board reps are going to be like elected is that what the like first point in the second page is saying so that's one of the things that um sorry continue to lean over um well that's
one of the things that they they how they do it in Tigard I know that right now we have three high schools that do it and each do it in a different way um and so I think that's one of the questions we'd want to to talk about because I think that we don't have to add that language that's up to us to decide if that language works for us or not it's totally this is just a draft and so I know that again each one of your schools chooses representatives in a different way um and so I think that there are some about some benefits in that one of the other things that I think is different um is that we have some reps that are on the board for two years um so
at CV that's a two-year um program at CHS at College Hill it's a one year and so that's another thing that I've been thinking about um and again even if we don't add those that language here it's still something for us for consideration so I I think that it would be also something that because we're going to talk about it tonight and then at two other meetings it might be good to get feedback from your schools to to think more about that and to decide if it something that we should have language that talks about how students are are chosen this way or the way you're currently doing it I don't necessarily have a personal preference about that I don't know how the board feels so I would really like to know what you all
think of that uh adding on to that I personally feel like it might be better to have the individual schools elect their officials and that's probably because the officials are supposed to represent the school and I feel as though like although a student might have a very good application to the school board they might not be able to represent the school or know the school as well as the students who are selected by the student body of each individual School um one more thing uh I do think though it would be kind of nice to in coordinate in some type of way like with all the schools because I know for CV it's like to apply you need to be a freshman since it is a two-year program so maybe also figuring out how the
years match up between the schools or like ins I agree that this the school or like for us it's core Council that decides who gets a position I think they should still be involved like mainly involved in picking um the representative but I don't think it's a bad idea to in some way also involve the board because it is also being part of the board so yeah okay so I'd love to ask the three of you a couple of things so I'll start with one and then maybe I'll pass off or do you want me to just ask both or and I want to add too that you haven't had a lot of time to think about this so if we ask you questions and you just say I need to think about that more
that would be great you can you know I would be happy to sit down with you and talk to you about it outside of a board meeting um you could go for coffee um or just send email with to the board with your comments so don't feel at all like you have to be able to answer all these questions right now for sure all right so the two questions that I'm thinking of that I would love to just plant the seed of and as Sarah said you don't have to have an answer now you could think about it too one is around what do you think would be helpful for you or other students coming onto this role in the school board for support because that's an area that several of us noticed was missing
on there in terms of you know it talks about your responsibilities as a student on the school board and a student representative and how you get to this position but it doesn't talk a lot about what are the supports that are in place to help teach you about what this role is about or how to what you can do as part of this role so what would be helpful for you in that sense maybe things that did happen for you that helped you feel more comfortable being here or feel like you knew what you were able to do or maybe where you have open questions like well it would be really nice to have someone talk to us about this or show us this or model this so questions around what kind of support you
think would be helpful either for you now or other students in the future and then the other question being around are there things you had hopes for in this position that you you want to be a part of in serving in your role on the school board and you're not sure if that's part of your role or could be part of your role that we could bring into this conversation so questions around support that would be helpful for you or other students in this role and then hopes for things that you would be involved in that either you hope is coming or or wonder if that could be part of what you do foreign like this position this is my first time and I was lucky to have Charlotte kind of guide me through it
but I think maybe it could be helpful because there isn't really a lot of information around um what you do like I had no idea that we had I don't know like the agendas and all that so maybe it could be helpful to have also an adult that is in the school board to kind of have an assigned either school or like a student that they kind of get to Mentor and check up on during the meetings or throughout the year well the year so that could be helpful probably to have an adult also kind of explain yeah um I agree with that I kind of came into this as my first year too along with my co-president Emily and we had a brief conversation with the previous presidents and the representatives but I think
in future years it might be nice to actually be able to attend one of the meetings and kind of Shadow the like Representatives before us because we do have our elections like the school year before so there's still I feel like there's still time to be able to attend a school board meeting and kind of get to see like what their process is how they take notes and kind of figure out how to do that even if we decide that we prefer doing it a different way it'd be nice to have some sort of framework before we just go into it um I like to like agree with everything that they were saying um I kind of just got like question if I wanted to be a school board representative I had no idea that
that was a thing I had no idea that there was like a president for the school or anything um so I had no idea and adding on to like you know if there's somebody to yeah like Mentor or somebody that we could talk to like before the meeting um just to get an idea of like what we're gonna gonna talk about or what we can say um also like what can we go and ask the school like who are we going to go and talk to to ask questions about certain subjects or topics and stuff like that so it's been really exciting to watch this conversation unfold across Oregon over the last couple years and watching boards wake up to this having student voice in their governance as I was considering this agenda item and
thinking about it I kept bumping up against it finally occurred to me that that the name is wrong that what we're really trying to achieve is not having a student representative what we're really trying to have is a student board member because there's a difference a lot and I mean and our practice has really reflected that student board representative you represent your school what's happening in your school to the board but you're not really participating in the governance of your of the school district and I think that what this group is trying to achieve is bringing students into our governance and so I think language matters here and so I'm just going to lay that out it's it occurred to me when I was doing my packet student board member instead of student or student
representative to the board is I think it really shifts um the role of students on the governing body and I think that that's where we need to place our attention is what do we want student involvement to look like in school governance uh this is really complex it's really easy to get pulled down to the weeds of this there's a lot of moving parts to this topic um when do we meet how do we meet how do you talk how do you prepare how do we prepare students how do we select students lots and lots of detail I would suggest that we that the board have the superintendent convene a working group that includes our student Representatives maybe a board member or two I would love to be on that work group and actually you
know figure out some nuts and bolts on what this could look like and help with that policy development and you know kind of what you were suggesting but I think I'm really curious to hear from my colleagues and from our Representatives what do you want student involvement to look like what does it sound like when it's working really well how does it work my only my only concern with having it worded as a student board member is that that creates a different expectation which includes like staying for the whole meeting and I don't think that's fair to the students to ask them to stay because sometimes it's almost 10. and I know some students have them that doesn't mean they don't have to but I think words do matter and so does the perception of
having a word like student board member could be confusing because they're elected positions and we all know they can't be elected as students onto the board so I think that we do need to consider like how to involve students in the governance piece in a way that makes sense within the limitations of the current governing structure for school boards but I get what you're saying on that part but I do think we need to be careful with words because there could be other requests which there has been to about adding board positions yeah I I think if we're going to really authentically do this and do what we I think go where we're I think we're heading the board is going to have to shift the way it does his work when it does its
work I mean we may have to have earlier meetings do his accommodate our students so if this is a priority for this this board then we may have to change the way we do things be like well I'm not sure if like you feel differently but I feel that should be something where students apply through the board and it's not an elective person or it could be a group of elected students from like by the student body but then they also have to apply to the board and I feel as though at my school I'm recognized as ASB president and that is different from being a student board member and so maybe that would just mean having more people at the board meetings instead of just combining it into one big job because as ASB
president I already have many roles at school and I'm not sure that I have the capacity to add on another role of becoming the board member as well so I know that we do things like very differently which I mean it's interesting to also say how other schools handle like courthouse and all of that or I don't know how it's called but for us we can't like have more than one position so if you're president you're just president if you're I don't know social media coordinator whatever it is so I think maybe it could also be a thing of um when picking if if it ends up becoming a school member or just still School representative maybe also when choosing that role making sure that they are able to do that because obviously you you
don't need to take on more than you have to also be a ASP as like a really it's a whole school Institute and body so obviously that's a very hard job and I would agree that like if I were in her position it would probably be a lot of work so maybe also figuring out who gets each job but I do agree that if it became a student School Board member I don't remember exactly how the wording was then it should be um during application it should be both the students and the board that look over applications and how to select because then I think it becomes the world has become bigger than what it is at least that's for like our school would definitely make it bigger yeah I think as we're talking we
sort of have the scope of there's the question of the scope of what we want students to be involved in doing and then that as that changes that may necessitate a change in how student board members or student representatives are appointed so it's a you know it's all these things are going to end up fitting together um one of the things when I was looking at the policy the sort of gen the generic policy that included taking an oath my first thought was these aren't elected officials I don't think we can expect students to take an oath and I don't know how you felt about that but it sort of seemed odd to me um but you know if we're expecting the student board members to really serve as board members then maybe that changes
a little bit but it felt like the role that that policy with the oath felt more in line with this you know an active board member rather than a representative um and the other thing I noticed about the AR was that their student representatives are appointed for their full year and so that would give student Representatives the opportunity to start attending board meetings from the beginning of July which means that you'd have the opportunity to attend the board retreat and start attending meetings at the beginning of the school year rather than you know a couple meetings in so it would expand you know the time of service but also the opportunities to be involved so um I think there's just a lot of questions that we could be asking about in what the role will
be how you'll be supported and how you'll be appointed um because I do feel like you're representing your schools so I I'm not comfortable with us saying this is who it's going to be because we don't we represent all of your schools but not the students in particular in your schools so um I don't know what is involved in a working group or what that would look like um but I think we need to have some more conversations about what this what form we really want this to take um before we have a real policy to present does Vince having um oh sorry you're going to ask a question I was I've had a few I think instead of asking a question I'm just going to say that I I feel like we've probably exhausted
the utility of the discussion at this moment for just being able to to go back and think on some of the things that we've heard I resonate with pieces of what many people have said I guess the one thing it's important I don't know it's Mike um it's important to keep in the Forefront is that as a board we do have to be able to get business done and so uh you need just um what's reasonable to ask um of non-elected officials um non-compensated officials we are as well so we need to keep that in mind for ourselves um and also be mindful that um when we I I have wanted this policy for a long time so I'm very much in support of it um when we approach this policy I think we need
to have a really clear intention about trying to um you know codify the participation of students without throwing the doors wide open for every single potential reasonably having something to offer groups saying well I want to have an ex-officio position too then we need to have a reason why we are approaching this for the students in the way that we are um with a I think a very clearly stated outcome learning outcome that is relevant to them as students I also feel like we put you on the spot this evening by saying can you take three minutes and read this and we're going to talk while you do that and maybe that wasn't very helpful in getting um you know really thoughtful you you guys are always very thoughtful but having the opportunity to have
well thought out and and contemplate on what you read before being asked to tell us what you think of that so if you back to the next conversation with completely different opinions that is totally fine time uh because I think maybe we pushed our conversation further than was reasonable for what you've had time to interact with and I just want to acknowledge that as you go back and think about this more I just wanted to add one more thing because I know you all are trying to gather input to actually do like write a draft is that the example that we have from the tiger Tualatin doesn't list out by schools but that's kind of how we've been operating so if we want to keep that model I think that's something important to name in
whatever policies drafted because right now it's just this number of students but it doesn't say representing specific schools and I know they have more than one and I've brought up before that there are the representatives from the high schools but there's not representatives from safe and now there's like a pride group too and I don't know if that's too many student reps with or if there's an option to include that as well because sometimes students are involved with those groups and that serve on the as board reps but sometimes there's not and I think that the conversation could also change a little bit too with updates from those groups for us as well well I just wanted to say that I do think we should probably also talk about it with like I know for
me core Council because luckily we also have safe students and core Council and it definitely is a like if some of these policies were to be put in place it's definitely a big change and I'm 100 sure that all everybody has something that they want to ask or that they would just want to know so I agree that probably this is not something that can be ended today and yeah I there's definitely a lot that we want to talk about too with everybody so I was going to say that if if we do the work group model maybe doing a road show and going you know to these site councils or wherever and going to to the schools and having conversations and listening yeah it might be a good way to go about that uh
Sarah I have a few thoughts and I'm wondering if this is a good time to list them or maybe hold on until later what the student representative or board member would look like or are they thoughts that are because right now I think we've come to a point where we need we need to take a broader look at what we are envisioning as our student representatives and if that's the case why don't we just hold it until until we're having that broader discussion yeah absolutely absolutely thank you so I'm going to just sum up where I think we're at um I think that at this point it's what I anticipated some work for um for the two of us engaging with students and potentially a board member as well to spend time taking what we
heard tonight and getting additional information and protect perspective from students and coming back with a draft that would be the combination of the things that we share tonight both in writing as well as what we've heard is that fit with what you're anticipating at this point in time yes and I think we may need to involve more than one board member because I don't think we're all totally in line with what we're envisioning so as we pull that information together I think it needs to be a discussion that involves more than one of us but no more than three do we want to have decide who that's going to be sure and Vince has indicated interest ing volunteer Sammy has gone I mean if we have more than three of us interested can I ask
that maybe we don't even have one board member here this evening and hasn't had the opportunity to express if she would like to participate would it be okay if we we settled that a different way and then could give her a chance to okay yes so actually what we can do is anyone who's interested in serving in that role please let me know and I will reach out to director Baker and ask her if them if they would like to um participate and that way you will know everyone can have an opportunity to participate and we'll make a choice if they're more than three things and I just want to say that I did not use the proper pronoun with director Baker and I want to just acknowledge that um and I make a note
to myself to be more attentive to that but that seemed important to say okay Jill have any other comments are we ready to move on okay moving on to the dress code policy a so in your packet tonight is the um current board policy but also on the cover letter is some reference materials that come directly from the student parent handbook we've talked about this before but I use the current School the current board policy for dress code to write the more specific dress code that is in the student parent handbook and in addition to uh using the requirements of the current board policy I also made sure to do some research with the lgbtq best practices guide from learning for justice which is the site that we use for the basis for our racial
Equity lessons as well and the Oregon chapter of the National Organization for Women they've put out a dress code policy statement a few years ago and that also was very helpful in some of the language that I used in creating the handbook information so I'm bringing this forward because I've heard from board members that you'd like to do something with it so let the discussion begin the key piece here is that right now we have a policy the policy was broad enough to allow us to make updates to the student parent handbook what our question becomes is is there a language in our student parent handbook that we should consider as we think about the board policy so Lou Vin go ahead well I think the current version of policy jfca is wholly inadequate um
it is um it is unmoored from our our Integrated Network of of equity policy so increasingly over the you know over the last I don't know 10 years this board has been systematically linking policies together with with Equity mention of equity and so we have an integrated system of policy now and this is not part of it as it is essentially it's essentially whitewashed um it's a vanilla policy I'm pretty disappointed that osba is presenting this policy but I wish maybe Spencer will do something different um I think it's a bare minimum I love this opening uh paragraph that you crafted in the for the handbook I think it really speaks to the intent of this board um as a bare minimum I think adding that language there will be a little bit of wordsmithing
to get it all to line up I think that would be a bare minimum first step to adding that to policy jfca I mean that would be a good patch so if that was that would be the lowest effort um attempt at adjusting this now I think that we could get me a lot more elaborate and more intentional but I think that that would be a good first step in this board linking payout policy jfca to our educational equity and all students belong policies I just want to say thank you for those updates to the parent handbook and I think it's really important that they align or the student parent handbook excuse me that they align with a policy because even if it's in there it's not being equally applied across schools because it's not
in the policy excuse me I appreciate you taking the time to look at other models especially because it's very well documented that dress code policies significantly impact girls more especially girls of color and that are targeted the most by dress codes and um so having something that calls that out is really important and will help with some of the harassment stuff too for students that have gender expressions and gender identities that may be targeted by adults unfortunately that don't agree with who they are and so having it in policy is going to be super duper important most of the stuff I thought about had to do more with the Andor kind of things because like right now it says like the things as gender identities and pride in their queer racial ethnic or cultural identity
sometimes it's both and so like some of those and or things where it shows those overlaps will help us even as a district start looking at the overlaps and intersections of identities a little bit more closely in ways we may not have recognized before um and so that was the main comment on that I would be comfortable seeing most of this actually in the policy I don't see any reason why it shouldn't be in there one of the things too that might be nice to cite in there is the other state policy around hair and could be good to put in there as well because that's an added layer as well um so those are my main thoughts on it I'm just gonna say yes to everything Lou just said um to add to what
uh White Bear was saying I would like to um propose that there's added more things about like discrimination and it's not always like like racially it's also like by gender and I feel as though um like as a female I've grown up hearing a lot of things in the dress code that kind of suggests that the way that typically females dress is distracting and I would appreciate it if there was something included in there saying that like the school board won't tolerate teachers saying that something is distracting or any staff member saying something is distracting I understand like if it's advertising any of the any like alcohol or drugs or pornography and that's not okay but I feel as though like a spaghetti strap tank top is not distracting it's like showing shoulders and I
feel as though like I remember in in elementary school I was told that I couldn't wear a spaghetti strap tank top because that was too revealing and that was really like weird to me as a 10 year old to hear that I didn't really understand why that was distracting yeah and also to that I think it's really interesting and to be added to this possibly that something that could be worn on maybe a smaller person is less like is looked as less revealing for someone that's bigger size I mean a tank top is considered more sexual if someone with bigger breasts wears it so I think that makes a lot of people uncomfortable and should be addressed and although it's said that you aren't supposed to discriminate there's still teachers who very regularly give out
slips and detentions because someone wears tank tops and it's hot and you're gonna wear a tank top if it's hot and you just also like it whatever it is so that to be discussed because I think there's it makes it's just a really uncomfortable situation to be in if they're doing that this year I want to know about that because they're not supposed to be and you can wear your spaghetti strap so I I see you with the National Organization of Women draft policy there is a really one of the most compelling parts of that policy for me is a pretty bold statement and it says the reason that the reaction of a male to the dress of a female is the responsibility of the male and I think that that is a really important
part of the policy to just really state that clearly it kind of sums up what you were trying to articulate in a very succinct way so it'd be nice to have that in there when I both commenting to each other it's in the wow policy um I would like to see a statement like that I would like to see a statement like that that was less gendered even because we're saying you know it's a a male being response is distracted as his responsibility but you know it anyone should be able to handle themselves if you know if somebody's wearing spaghetti straps so um please yes include something like that but not as gendered I think that the examples that you all gave are really important of why it needs to be in a policy because
of the the way that it's worded it's like oh this is guidance for like the student parent handbook and like we would hope that teachers and staff would follow that but if it's not directly in the policy it's too easy to be like well this is what is meant by disruptive and I think having even a footnote of what non-disruptive means after I listened because I thought about that too and I totally forgot so thanks for bringing that up like having that description because that's the most commonly used one is like you're creating a disruptive or distracting learning environment and so having like what we mean by that in this policy I think will be really important too that way it can't be misinterpreted I have some really good models for that language that you're
talking about in both of the articles Sarah yes Sammy awesome thank you I'm sorry I uh if I'm raising my hand ahead of anybody but let me know if there's a better way to get recognized than saying your name you're fine so it's just hard to see your hand from across the room so feel free to interrupt awesome so uh here's a few things first of all I want to really share my appreciation for the students leading this conversation uh this is how it should be and uh I want to agree with everything that has been said uh the policy itself needs to step up to uh the sentiment of what we want to accomplish and there are a few things that I'm thinking of number one stating the positive intent or values beyond the
policy and I can see that in the cover letter uh talking about gender inclusive culturally relevant trauma-informed and also uh reflecting the student right to free expression through dress and grooming vasar words from the background on the cover sheet that's I think really belonging to the policy language so that's my first thought uh the second thought uh reflecting on the discussion on um in a patriarchal society where our male centered uh uh uh discussion [Music] I I think there is a problem with the dress code or the handbook where we say generally considered uh and that's in the second paragraph and generally considered Without Really highlighting immediately after that or before that that's when we say generally considered we're not leaving it up to um a certain person to say this is what it is
for the other gender or another gender so I I believe this is maybe a little bit vague that could lead into interpretation that's discriminatory um and I think that's where maybe uh as Melissa mentioned if there's any language that can tackle the angle that the students mentioned and and Vince mentioned as well uh I think it's me we need to address with the general the word uh generally considered what do we mean by that and as it's up to interpretation of a specific person or group that's a bit that's whom might be a biased by a specific bias and that's where it is in the second paragraph of the page 35. another thing in the same paragraph in the list the last list we State uh search and protected groups and uh I think that
we're missing a nationality or national origin and I'm not sure Heritage is that protected group but it is an overlap with nationality and national origin that might not that might need to be captured and I would recommend maybe to reflecting on that if a student's Heritage let them wear something specific does it fall within a protected group or should we capture that so all of all these are my thoughts but first and foremost I really want to appreciate the students leading this conversation and and appreciate them for doing that thank you Sammy did anyone have anything else yeah so there was a instance that I would had been brought up to me um and I was just wondering if it falls under the lines of this um so there was a student that had well
a teacher had um went in like touched a student's hair and the student had said that they did not like that and said to stop and um the teacher did but like her ring got caught or whatever and she like yanked it out and I'm just wondering like with is this instances like those or um parts were like teachers have been putting their hands on the students or you know stuff like that what is the school board doing to address that or what are the schools doing to address those to I guess solve that problem for what I would say Damien is is that's a bias incident and whoever that happened to should file a bias incident report and we know at College Hill we have those posters all over school they can QR code
and put that bias incident in because that's where that really lands um yeah cool thanks um building off of what was said previously about the generally considered private parts I'm kind of wondering if anybody here can clarify like like what the specific language should be I can okay yeah um so it's genitals buttocks and nipples so those are the three specific body parts so if that's what Samuel is referring to we can throw that in the policy but that's I use generally considered in the writing in the handbook but when asked by administrators to clarify because some of them had questions I used those three body parts okay I feel like um although that those words typically come off as crude language I think it's beneficial to have them included and also like bring awareness
to other students that this is what it is because honestly I had no idea up until just now that like those were the specific body parts that counted um as private parts and I think it'd be good for the rest of the student body in the Corvallis School District to be aware of that not that it's just in the parent handbook but also just as part of like the health like curriculum at school so students know that is it going to say regardless of gender next to that because yeah because there's there are certain people who cannot wear tops you generally in that way it's like really specified that it's regardless of gender that those are the three areas yeah and I'm I'm looking at the now policy and it talks about um certain body
parts must be covered for all students so like we can make that really clear too regardless of gender um also with that I'm wondering like if that policy also goes along with school activities such as Sports and Athletics because I recall that uh in boys athletics when it's really hot they're allowed to practice without their shirts on and girls were not even allowed to practice with just a bra on um even though according to this dress code that isn't inappropriate it's a really good point and yeah it should be qualified it should be there as well so they shouldn't be taking their shirts off you've got a good point there um because we're talking about all you know both male and female and that's an important piece also we need to remember too that some
of our Athletics have requirements that are beyond the dress code that um that are required in order to participate you have to take off earrings you have to you can't have things in your hair you can't have things on your on your hands and you have to wear a specific uniform so that's that's covered in the boilerplate policy button we can add that as well and swimming yeah male participants who may not be covering their nipples so that becomes we it gets complicated when you start throwing uniforms in so one question just that some of the student comments made me think about in terms of just sharing an example about detention for example with with certain clothing and whatnot there isn't any statement either in the handbook or in the in the past policy so
just thinking about what the new policy might include would it be appropriate to address how how challenges might be brought up if an educator or a teacher thought something was inappropriate or fell under one of these categories that was noted in terms of the way that would be handled or approached you know in an effective manner that was supportive and yeah I feel like that's part of the training with our administrators and also their behavior staff and there's um the one thing that's really important is you can write a really good board policy but if um if the dress code is good that's great but you also need an enforcement arm and that enforcement arm also has to be ensuring non-discrimination and making sure that conversations are trauma informed I think speaking to what Lucy
was talking about the idea of being told that your spaghetti straps are in some way you know suggestive that's um awful and something that shouldn't be happening so it's those kinds of conversations and training that will be happening with our administrators and our Behavior staff great thanks Melissa and I think my question just just in getting even a little bit more specific is would it help to have some mention of that in the policy just so it's there in terms of supporting those efforts so that it's also in the policy versus um not needing to be in the policy or things like that not typically an apostasy like this so just to be clear I want to know if I to write this draft are you saying ensuring writing some statement that talks about how
we handle enforcement of the policy but not specific because we can't get that specific in a policy right okay so you're just saying kind of the overarching we will the approach of a trauma-informed approach that is dictated by The District's professional development that gives you a chance to to then refer back to that okay thank you okay well I didn't want to be redundant but I was just wondering on The Grooming part um I and when I was like health for it to be healthy I just there's some students that for whatever reason whether it's home or not maybe don't have access to certain things that could be considered um General grooming um so maybe to just keep that in mind and also if it could be possible to maybe have something in the policy
that is more specific to sports because rather than saying guys shouldn't take off their shirts because it is like that wintering track running with it gets really hot or whatever maybe include that they can do that and girls can wear the tank tops or whatever or whoever wants to wear their tank top you know in general it's definitely a coat dress the dress code during Sports is definitely very different than whatever you would wear it in a school setting so if that could be a little more specific I think that could be helpful so when I look at the policy we currently have it says students who represent the school in a voluntary activity may be required to conform to dress and grooming standards so it's something more specific than that is is what you're
asking for I'm just I want to make sure I have I bring something forward that is um and more about sports could be maybe a different little category just so not including that just separating the fact that during a school day and then during a sports activity I think that could be helpful I think the distinction to Melissa is that the way it's worded like if I read that I would think it's talking about like at a sporting event and what's been brought up and what one of my children have experienced this year has to do with at practice okay which is not representing the school and being told you can't wear a sports bra seems a little bit extreme when it's like over 100 degrees out okay yeah so so when we're done with
this then you can take it to osba to share as a as a good as an example and I definitely will I can I share something yeah I mean so I I just want to express appreciation to District staff to board leadership and for this board for having this this rich and greedy conversation but understand it didn't this isn't happening in a vacuum this is actually arising out of action that was taken four years ago when the board took up the transgender policy and we knew at that time that we would have to come back around to look at our dress code policy because we knew that it wasn't didn't align to the transgender policy so this is this board fulfilling that promise to come back and take a really rigorous look at this policy
so thank all of you for uh fulfilling that um also I'm not sure if it's the same at the other two high schools but at Corvallis High School uh everywhere I see these posters that say cover the core and that has just been like the basis of our dress code but what I'm hearing is that um in the actual dress code cover the core isn't quite part of it and as long as I can remember it's been like just as long as your bathing suit area is covered except like they've actually differentiated that from girls to boys that like boys bathing suit area has to be covered in girls bathing suit area has to be covered so I'm just wondering like if we can make sure that there's like um like I'm adding to my
point earlier that I would like all students to actually hear about this not just have access to this information so that they can know like what the actual dress code is and that they don't feel like personally I felt uncomfortable when I'm sitting in a classroom and I see this sign that says cover the core and I am not sure what's wrong with my belly button showing at school I have to say one thing I think this is a really good opportunity for us to make sure we have alignment with our health and sex education curriculum around I've heard you know the references to like making sure that we're using proper names of body parts and that we're making sure that our students are educated and understand that your private parts is not a body
part that's not a name of a body part and that we need to equip them with the vocabulary to be able to make sense of a sign like cover your course so that when they're really bright and intelligent and they realize that core is not a private part they'll be able to go this does not match so this is an invitation for us to do more board work around making sure that once we have put this into our our policy that we then look and make sure that it's reflected in our curriculum one more time bringing this forward I think we have all been wanting to see this for a while because our old policy basically said nothing um and especially thank you to our students who got put on the spot today and made
really great contributions and thoughtful things that we will that will impact What policies are made in our district so it's exactly why we need to have student Representatives here um and it is 8 24. so if you would like to go home you can and but I'm glad you all were here for this part of the meeting yeah there's not much left yeah um I had a question earlier about food for the break so I'm just wondering if I can get that response before I go today okay wonderful thank you okay totally thank you I'll get it to you I just need to be able to ask folks so we are going to recess for five minutes and we will return at eight 31. foreign um foreign Corvallis School Board is back in session the
next item on our agenda is the election of the um our representative on the Oregon School Board Association board of directors so there were two candidates on this does anyone wish to make a motion or make a comment on the election Madam chair I'd like to make a motion I move that the Corvallis School Board vote for Miriam Cummins for position number 10 on the osba board of directors close second it has been moved by director Adams and seconded by director white bear that the crevallisco board vote from Aaron Cummins for prevent for position 10 on the OSB a board of directors is there any discussion nope see none director Jones how do you vote aye director White Bear aye director Adams aye director tomity I is Sammy still with us I am okay you
disappear your box disappears so it's hard to tell um director elabor how do you vote I vote I and I vote I passes unanimously our vote is cast for Marion Cummins okay next is the um Oregon school boards Association resolution to adopt the 2022 legislative priorities and policies as recommended by the Legislative policy committee is anyone want to make a motion Madam chair I'd like to make a motion go ahead I move that the OSB resolution to adopt the 2022 legislative priorities and policies as are recommended by the Legislative policy committee be adopted second it has been moved by director Adams and seconded by director Jones that we adopt the 2022 legislative priorities as recommended by the Legislative policy Committee of osba um is there any discussion no um I serve as our Region's representative
to the legislative policy committee and so I was involved in some of the work to think about these priorities um and I will be voting yes to adopt them and I would encourage us as a board as we go forward to you use our role as advocates for um the policies that are recommended so that we can support our students in our school districts and our region and our state so any other discussion I think it's a I think it's important for community members to to take a look in the board packet what those areas are because there's a lot in there and they'll have a lot of impacts on the students I know that sounds really big but I'm not going to read them all right now because they're available but yeah foreign director
Jones how do you vote aye director White Bear aye director Adams aye director Tommy I director hi and I vote I that passes unanimously and so the next item on our agenda is Consolidated action as a reminder the items under this portion of the agenda are for Action does anyone have a question about anything in Consolidated action I do okay Sammy policy j e c b j e c b okay does anybody else have anything they want to pull up with a question no so Sammy what was your question yeah so my question or uh notes uh there are three parts uh to it and I send it to staff uh in advance about coverage here briefly uh in the second page of uh the uh policy there's a list of criteria three criteria and
uh the first observation is there might be a need to maintain parallel construction or basically a redundant toward our state redundant uh three Wars students who have in uh item number two uh might not be necessary or maybe we just need to make sure that uh three sentences are there's parallel Construction in terms of using um verbs or or uh uh or or nouns basically the second one is a semicolon before the and and I'm wondering if it is a period or a semicolon and uh the third question which is which I thought of after seeing the semicolon I wasn't sure if these criteria are equally weighted uh or if they are ordered so equally weighted means if you fulfill one criteria any of the three you have equal uh priority and if you feel
full two if that's a possibility then you have a higher priority no matter which one is it versus uh ordered priority which means uh those two football criteria number one takes the first priority and then two and then three and then everybody else so I just want to highlight those and uh if my thoughts around it are prioritize the criteria weights or priorities is clear that it's not clear basically maybe we need to add a sentence or two to clarify it uh that's in mind if we're on a timeline Crunch and we need to approve it uh happy to concede and prove it and think about that as a working I think for the future is there a time limit that we need to pass this or should we take we table it I think
that we should take the time to fix these um points because tsunami's right they're a little bit confusing and we just need to have this ready for when we open non-resident transfers which will happen in March so I if it's okay I we don't have to vote tonight I don't think I can take it back repair this and bring it back for another second read if that's okay yeah okay all right and and I think that's the thing is there's a second read and so as we as we bring these forward we're put in during first read yeah and Sammy I can answer the question these you don't have to meet all of these criteria these are priorities so the top priority for non-resident transfers go to students with siblings currently enrolled the second priority
would be to anyone who has attended before we talked about this been Vince had the great question last time about why are we adding that and I explained that one and then the third priority so I'll make sure that that's more clear and hopefully it'll um pass muster okay so do we need to take a vote to table something in Consolidated action okay or we can or we could make a move when we um if somebody wants to make a motion to approve consolidation act Consolidated action and leave it out that can be our church also yes yes uh I moved to approve Consolidated action with the exception of policy j e c b there you go do I hear a second yeah okay so it has been moved by director Al adaba and seconded
by I'll give it to director Adams that we approve Consolidated action with the exception of policy jceb director Jones aye director White Bear aye director Adams aye director tomity aye director bye and I vote I that passes unanimously so moving on the next item on our agenda is Consolidated information as a reminder the items under this portion of the agenda are for discussion would anyone like to discuss an item in Consolidated information no policy kg hyphen AR en't you did you question about that Sammy I do okay go ahead and the question is about the cost impact uh uh I know uh indeed this is in the uh uh cover letter it says there's no uh cost impact and I'm wondering the increase in the liability insurance limits uh it does does that a higher
ceiling uh influence higher costs on the district and how much would that be so that would be for the user um not for the district so it wouldn't change um the costs associated for the school district thank you so much yeah any other questions no then we can move on to board member comments does anyone have anything they'd wish to share this evening no okay well with that we are adjourned I'm one no I'm an hour and I'm 59. hey
