[Music] and we also need to open the public portion of the budget here if there are any public comments for that no comments for that we have a quorum join me of the united states of america and to the republic for which it stands one nation under god [Music] i didn't all right so our first order of action is to address our board member resignation from mrs and we had that letter sent out to us everyone had a chance to read it but it was just short and she's just busy and there's there's labor problems with her businesses and she doesn't have the time to do it which she she was upset about that's unfortunate but i appreciate her realizing i'm going to give her full so we would need a motion to accept her
resignation a second well we accept the resignation of board member wendy reid second that all in favor signify my eyes next order of business is to appoint a member for that vacant position and we have mr fur with us if you like to take a seat up here last meeting we interviewed him and went through the questions as we usually do and at your guys's pleasure we can choose to do that again since he's already answered those questions we can informally ask if there are any other questions that we have based on the fact that the last meeting before we actually appointed chad we all said the same thing we only have one position open and two great candidates and since one of the great candidates is here to hopefully take that position i would
move this time that we accept uh doug fur as a member of the harney county school district number three board of directors their second yeah mr fur do you have anything else that you'd like to say before we vote uh the only thing i have to say is it is a shame that uh wendy's not gonna be able to put 100 into this but uh it is my you know pleasure to take your place so i don't think you need to raise your right hand but if you would just repeat the oath i state your name i double spur you solemnly swear that i will support the constitution of the united states that i will support the constitution of the united states the constitution of the state of oregon constitution of the state of oregon
and the laws thereof and the laws thereof and the policies of the harney county school district number three and the policies of the harney county school district number three during my term during my term i will faithfully and impartially discharge i will faithfully and partially discharge the duties the duties of the office of school board member of the office of school board member to the best of my ability to the best of my ability excellent welcome aboard thank you have you had an opportunity to look at the packet for this week yes all right what's up all right next order of business we need to adjourn to executive session for deliberations on labor negotiations real estate transactions performance the superintendent and safety our reasons and we'll readjourn after that foreign [Laughter] because i told the
girls that cut it off if they want there we go i like seeing it then all right we'll resume the open session of our regular meeting first order of business is the consent agenda and we need to pull from the non-represented contracts the superintendent contract and we'll just add that to action items right before personnel when we get to action items is there anything else on the agenda or then by consent is anyone opposed to approving the consent agenda with the exception yeah as a modified yeah it's all right okay agenda passes by consent reports and presentations school services reports is that who's presenting tonight no megan's online actually all right i think i got it please excuse my uh casual attire if i move again it will be too soon um can you guys
hear me okay yeah sure okay yeah we'll move from the window so in my presentation i talked about the health adoption and so we found out that our health curriculum at the middle and the high school levels were not state approved curriculums the high school is using a program that was heavily outdated and so we decided that through our title funding next year we actually could go ahead and do the adoption so we put it out for the community to provide input i received one email and our teachers came in and looked at it and so i put on my board report the two programs that were chosen the high school chose the program that they actually are currently using but the updated version which includes the essentials um the reason we liked that book
was there was one big book that had all of the health and all of the standards and then there was an accompanying book that had the human sexuality piece so the teacher felt like she could have some more control within the content um versus handing students a textbook and off to the race as they go and then for our middle school they chose a program called teen health the options for the middle school was a little bit limited there was another program that slater currently uses which is called great body shop which is a little bit more of a conservative program but the concern was how the format is laid out it would be really difficult for her to teach from that for a whole period every single day just how that health class is
structured at the middle school so that one kind of got thrown out pretty quickly even though it does align with what slater has had in the past and she landed on the teen health program they are two separate programs but both teachers felt like they aligned pretty well and so students will have that continuum the other nice thing is those programs touch on things like senate bill 52 with the suicide awareness it also touches on things like aaron's law um in a lot more of a structured way than we've been able to do it in the past so just just so you guys know i put a lot of that in the board report but i just kind of want to give you a heads up it is not technically a health adoption year but
we felt like it was important for our teachers to have a state-approved curriculum in the interim while we wait for the official adoption year to come around have any questions about the health taking on the board on the board again tonight it says health curriculum adoption what should that motion look like then um so they just need to approve teen health and then the essential health so teen health is for hms and the essential health is for the high school thanks yeah for sure so nope and um if you don't have any questions about that i just want to thank everyone for all the support in the last four years and i'm excited the new student services director mrs wheel will do a phenomenal job um so it's uh with a lighter heart i pass
the baton off to her thanks for your work megan we appreciate working for the last four years thanks good luck thanks all right any any questions i have noticed i really want to ask questions about the health but i just have to defer to the expertise of our teachers because there are obviously some hot topics within those subjects yeah and some of the frameworks from oregon it makes me a little nervous but i'm sure our teachers know what would be fitting for our community so i trust that the first state approved curriculum is like one of the scariest statements ever yeah all right well anything else i mean they did go through look at that curriculum and like i said they didn't choose all of it but they chose the parts that would work in
our community in their schools they share our values which is important anything else for any of the other school reports that you saw in the packets all right seeing none let's move on to superintendent report right spot right there it's okay there we go the first thing that my report tonight had to do with the input from the state was seeking from the general public in regards to uh state the masking rule and the vaccination requirement for staff and volunteers so i just want to let you know i did as a superintendent's big public comment to them for that really stressing the emphasis on us being able to work with our local public health authority and determining what what were the best measures for us should help break occur again so whether they'll listen to
that or not i don't know i'll be here to see where they end up on that but they are revising the ors on that i'm sorry who did you submit to the oregon health of barika they were looking at uh redoing their their administrative rules next thing i we talked a little bit here uh in the year really went smoothly this year other than graduation we wanted to be outside and the rain forecast was such that we never made it yeah but those two the principal vice principal almost stopped there that moved it inside and made it happen and turned out to be a really good thing but early this this spring this last month where i was able to change a lot of field trips i went to state track state softball into the
honor society induction ceremony graduation out of the tribe it's really cool they recognize the kids at all different levels and as you said earlier they had a parade at the end and just a very cool celebration was they were kind of the eighth grade grad you put i promote graduation but promotion we're in the final fun run that was fun chad didn't run with me the last one though but uh good time up at idaho it was a fun uh really a fundraising event for kids wanting to go to school running camp this summer but all three of their runs this year were just the first one was snow the next one was a rain and mud and i don't like it was just that was fun either i don't like rain cleared right beforehand
and uh it's fun course i didn't want to thank both joe and rob for attending my graduation helping correct with diplomas peter i think it makes a huge difference to have people see the board members up there handing out diplomas and it was a very positive experience for our kids children didn't meet with uh rob rashford the last week of school uh the judge just about attendance in general i changed some of the rules at the state level so they wouldn't find families for not coming to school so right now it kind of goes against our policy and how we do things so you kind of get to a point as a school where you work with family you try to get them to school kind of get to the point like what do you
do that's other than throw your arms up and see uh he's working on some things over the summer to put together some ideas that will help us hopefully prevent us from getting to the court level with families all we do when we bring in the court is create a riff the wall goes up and the trust level goes down so we want to avoid getting the court but he's working with some other counties to see what they're doing hopefully to bring back some ideas at the end of the summer to see what can we do differently this next school year in a positive way that would uh impact their families the audio enhancement project in all three buildings has started sliders probably 95 complete they run all the lines they've got speakers wires and i
think the last thing they have to do is bounce a few cameras and uh install them in the office but they came last week from here monday through saturday work for long days so they're not here the first part of the week but they'll be back here and getting all our other buildings done borrowing cables from underestimating how much cable they would need for some of the projects they were getting some more cables and some more materials that's really cool uh some sad news i don't know if i send it out to the board members or maybe i did but i wanted to point out recognize that a um time school employee really uh advocate for employees in general been the president of the association the classified association for quite a few years and had
represented even regionally in her role as leading so sad to see employees uh you know go before their time was ready but really made a good impact on our kids over the years and appreciate her i haven't conferences hms heads out tomorrow morning at 1 a.m and i think that's our airport i think that they'll leave the airport at like five or so so they are off to denver this week slater's heads out sunday to tampa on uh following week and then the last week of the month head over head off with a vhs to uh anaheim for the conference team of eight to nine people in each group and we're super excited to get trained and up the game a little bit for everyone so it's going to be exciting i think i did
go last week to bend met with the athletic trainers at the center right when i do football games in central oregon on friday nights every game i see athletic trainers over there i always wonder like what it's just all about so i just made contact with the center they're advocating the athletic trainers to just kind of plan to see like what would it take to get an athletic trainer here we have one in town that's certified and willing it's just a matter of figuring out how to make this happen they were very open to the idea they'd have to do a lot of fundraising their budget year starts july 1st so i don't know if they'd be prepared to do anything for this fall i think a seed was planted and i'm going to keep
growing that seed a little bit because they were released might open up some doors nice conversation i will be attending a regional reunification training next week having to deal with an event that occurs in a case of an emergency probably the hardest part of any event that happens when whether it's a school shooter or an earthquake or whatever might that event might be reunifying parents with their students is a challenge they come out of woodwork you have to have really a lot of things in place for that to run smoothly so that's a two day training and i hope to come back with that with some ideas of how we can improve our safety plans for the next school year as an administrator team we try to read a book together this year we read
the culture code a couple years ago we read one similar that had to do with culture but we sat down the other day and just kind of noted down some things that we took out of that one that was that people matter we take care of our employees like they're our family i think that's something that the principals are really focused on this year is making sure that uh paying attention to our employees to make them like another takeaway was finding things to celebrate be curious create a culture where people can trust each other and be vulnerable interesting one was use crises as learning opportunities be curious build habits measure what matters enable fun to happen and it has to be safe to talk so we have a lot of fun getting together talking about
the books we try to use different protocols there's a big trust that's built within our group just by reading that book and sharing what we get out of it each time so we're looking forward to uh next year and finding another book that kind of fits the direction that we want to go as a district i just want to give a shout out to our administrative team we've worked really hard as well as the teachers and other employees in the district that work behind the scenes to make things function well so i just uh proud proud to be part of the school district and the community and the staff members that really work hard to bring things together for our kids really into the school year on a positive note looking forward to next school
year any questions talk about longer than usual squad information sounds good any questions not for me next order business oh the solutions cpas that do our audit sent out a form it is similar to the economic forum you have to fill out when you're part of a government entity but it pretty much just asks if you're aware of any fraud in the organization if there was fraud or theft where do you think it would come from and i think they want each board member to fill that out if they wouldn't send it people be hopeful yes and i have to take roll call if i give it to you and give it back to them so i have paper copies we can pass around if you want a paper copy um mail it email it
fax it if that doesn't work i was thinking put it in a sealed envelope bring it to cheryl and we can send it but the management shouldn't see it so it's you know you can say what you want to the auditor so i will pass this around if you can sign your name position date and then i have to read that so troubling to me didn't it say that only three percent of fraud is discovered by an audit 40 some odd percent is discovered by a whistleblower yeah it's not a big deal it's not their job yeah print position date i don't it doesn't have to be an official signature can you do it in pencil yes [Laughter] i'm witnessing it so it's fine and we all need to sign that you're signing that you
have received this questionnaire oh that's yeah if you want a paper copy or you can do the pdf copy they don't get very good responses so they're trying it this way this year just making it more known that they would really appreciate your responses okay well is there anything else we need to discuss about that let's just pass around and make sure we're all assigned all right next orders is is done by march so if there's any discussion about that or i would entertain a motion to approve that contract i would make a motion that we approved the superintendent's contract from january 15th to march 15th as amendment it's our second second emotion seconds all in favor say bye all of those same sign motion passes man was here i believe he is a teacher
with uh three years experience for this experience but he had really good references i would entertain a motion to accept the new hires as presented which our donations would anyone like to read the donations or mr wilton could just tell us where to donate i went out to start my riding lawnmower a few weeks ago the dang thing wouldn't start i got the manual and said simply change the fuel pump ain't nothing simple about that so that daughter-in-law randy fulton was the principal she said their shop would fix it i said as long as they fix it and i don't get it back because i'm gonna write that they aren't about doing so anyhow i said i don't need a donation receipt and she said they had to do it so it was a writing
loan more i'm sure they got it fixed maybe they can use it or maybe something they can sell next month thank you is there emotionally accepted donations as presented [Music] is the health curriculum adoption which is the teen health for the high school and essential health and middle school was that crazy middle school high school is there any discussion i wish i would corey your concern drop our state curriculum or adopting has some stuff in it it's not even so it's the fact that with all the frameworks not just for our state the way they're addressing a lot of this specifically transgender and sexuality the curriculums of course are trying to meet those frameworks and i [Music] i personally feel like someone that is inappropriate and especially depending on age levels might be inappropriate but
i have to trust that our teachers know our community and if they're between a rock and a hard place and there's issues hopefully it'll come to light via the community to us well based on that and i agree with you that we have to trust our administrators and our teachers that they recognize if there's a problem it will come back to us so i would go ahead and make a motion that we approve the teen health for heinz middle school and the essential health for burns high school for a second it's not for them second but it doesn't what is the repercussions if we don't approve a new curriculum to fill out the division 22 standards to make this particular [Music] oh yeah yeah she did she brought her around would it mess up the
instructors of that program if we didn't pass it well our next regular meeting is not until august right probably not if we approved it at that time but if we didn't i'm concerned oddly enough this is just a little small note that concerns me is that separate book on sexuality in the high school curriculum well if she's still on maybe she can talk to us a little more about it it sounded like they did that separate books so that they could kind of cherry pick what they thought was fitting and it wasn't it wasn't all contained in one big book that they just handed students to have access to so she's not hearing me here but she just texted me said our district is at risk the teachers teaching all sorts of random programs that's
that's your real risk when you have a set curriculum anyway at least you have a guy if we switch teachers on it or whatever it had to be at least you can give that teacher like characters if i haven't read it i'd have to i wonder if mr middleton uh thank you sport i was a i was actually a healthy teacher for 20 years and so i dealt with a lot of this whenever they change curriculums and a lot of the topics how you have to go through them my fear obviously is twofold one is if we don't pass a state curriculum okay state approved curriculum then we do put ourselves out there in an area where we have to explain ourselves and you can't but you can't just explain yourself by i'm not saying
by any means you guys would do this i just can't explain yourself well it is another fair community that wouldn't be an explanation that would fly we would have to come up with something else my other piece of it is if you wait and we don't approve it oh uh and again i trust megan i trust my health teacher i've looked at it briefly i haven't looked at it real in depth but as a health teacher if you don't approve it you don't truly think that longest our health teachers are going to have to work their tails off to try to figure out what they're going to do if they have to find a new curriculum starting in august now the piece of it is mr frank i think it was you that brought this
up and if it wasn't i apologize separate book and sexuality and that that's always the issue we're not we're not talking about i don't agree with what we're teaching in nutrition we don't even that's you know i mean that's that all comes down to the sexuality piece but especially in the world we live in today now and the things that seem to be pushed out there a little bit but the piece said that it's a separate book and you have several pieces of it i i i think that as a board and yeah i'm not a board member wouldn't be on here i mean i i couldn't do the job you guys are doing i mean this is this is a big deal but i think in a piece of it we have to come
down the point saying okay hey and i've always felt trusted by you guys i've always felt your support at our school district level at the point to where we say hey okay this is going to be our school curriculum this will be our health curriculum uh trust the administrators and the health teachers are going to sit down and map out how that curriculum fits our community and fits our student body and then this is what we're going to teach and this is how we're going to teach it out of this state sanctioned curriculum if that makes sense uh so from my standpoint and i understand you haven't read it i get that you don't want to sign off on something you haven't read but if you're gonna if we're gonna abstain and sign off on
i would say read it the next week and get together and pass this thing or don't pass it so that our teachers have some preparation time here in the summer especially maybe they can work on it with with their but their avid strategies and how they're going to do things because i would hate to have them come in to the in-service week and say by the way if we approve something else let's get started you got a week to teach does that if that makes sense you use the word guide and um um mr medley when you're describing it it seems like there's a certain level of discretion is there is this modular in the sense that you can pick and choose which aspects of the teacher here's here's the thing and again as a
healthy children you have topics you have to teach we have topics we have to teach sex that we have to keep that and i don't know anybody saying we don't teach that and i understand the grade level thing is really the kind of the piece you have to figure out what's appropriate for this grade compared to this grade uh so you have you have topics that you have to teach again i think it's the administrator sitting down with your health teachers because the help is the again most controversial i mean nobody's going to come in here and argue how we teach the theorem and math you know so this is the this is the the toughest stuff people teach i think we sit down and say okay yeah let's teach this topic but it's not
necessarily the topic you teach it's the way you teach the topic you know how do you approach it how do you present it in class how is it are you spending too much time on a specific topic that doesn't need to be are we touching base on it so i i trust our process to be able to sit down and and maybe in august when we could first of all we're not we're going to teach the sex editor out of that you know what kind of gets into the into the unit to maybe sit down with the august meeting and have our health teachers come in and have an opportunity for everybody to talk maybe in one of those work sessions that we've had in the past and say hey these are the topics that
yeah we're going to cover how are we you guys asked how are we going to cover these topics okay we have to cover how are you going to cover them and then you get a little more comfortable on how we do that so again it's not necessarily we're going to we're going to pick and choose the curriculum or teach we're going to pick and choose the way we teach the curriculum and the emphasis we put on things thank you for your input i uh [Music] i personally don't feel like i don't feel comfortable as a as an individual on a board having the final say on the curriculum because i'm not a teacher and i've always viewed it as more of a formality because i think we have to trust our administrator and his administrative
team to make sure because that's our job is to focus on the budget focus on policies and hire an administrator and i guarantee it would only take me five minutes to look through that book and decide whether or not i liked it i almost guarantee there's something in there that'll get my hackles up but it's more about how it is taught and i i think that if if as a board we choose not to vote on it right now we will need to have a special meeting and i don't see anything wrong with that because it is our responsibility because we're the ones passing it but never before i've never looked through the english group i flipped through the english language arts curriculum we just passed and i was mostly looking for the same things
that concern me about the health but if we don't choose to vote on right now we will need to have a special meeting i think promptly like within the next week and if we ask what we choose to do that's fine but we'll need to do it to give them time one of my concerns is if as a board we decide this curriculum is not appropriate then it just took up a bunch of the time of our staff you can probably pick the best that there was to choose from what's out there because i'm guessing these days what's out there none of it is great mr you've done ahead i mean you're you're going to find things in the south curriculum they're going to make your cringe go oh how are we doing that you're
not going to find a health curriculum that doesn't have those things in it those topics are going to be in all the health curriculums how they approach it will be a little bit different but you're not going to find a health curriculum that doesn't talk about all those things so you're not going to find a health curriculum you're going gonna go through and go oh that was there was nothing in there that that i'm concerned about you know what i mean there everyone who's gonna have something in there as a topic they're gonna go hey i'm concerned with this how are we gonna teach this i'm sure there was stuff i might even still have some of my health but it's kind of been returned in high school and i bet there was stuff in
there even then that i would now think oh but it wasn't much but it's really it's up to the store and you know i put the motion out there my emotions out there based on what i feel as a board member and as a as an employer i'm not going to tell my editor what letters to publish whatever now if it comes back to me as a publisher the owner that there's a problem i'm going to sit down with her and say now we've got a problem this curriculum been looked at by our student service director our principals now we hire these people we pay them fair money i'm going to take good money to make these decisions and then if there's a problem that's when we would have to sit down and as a
board and say okay we have a problem let's call everybody in and then we get the solution but to just say we're not going to do it because all of us haven't read it it's like saying you know to the softball coach we don't like the way you're running practices we don't care if you just go to the state championship so that's not good it's not your job have you read any of it i didn't go through it i really almost interested megan that she sat down with the teachers and the teachers are the ones that really dug through and looked at not enough to give you a but again i've looked through enough health curriculums that i've never found one that didn't have something oh yeah to pass what has been recommended to us
and have there be no reason for issue but if there is reason for issue i would like to see a full house to yell and stomp about it and then we can go to bat and fight for our district with the state to say we're not teaching things that align with your frameworks i would rather make that a fight than yeah but because i didn't do my due diligence and come in and read it ahead of time like i should have i don't know if there's anything in their worst fight there it is there's lawsuits right now out over in the west because the teacher took it to the extreme the way she chose to teach the content mr matthews i would imagine everybody in this room but based on that discussion i been trusting
our administrators i actually will second write this motion in hopes that it will be and if people think abstaining is the right choice i hope they will do what they think is right because that's that's the whole point of having a board let's do all in favor signify by raising your right hand all opposed same sign foreign favor one abstention no opposed motion passes just to comment on that rob i mean obviously the reason that this is a hot topic versus say pythagoreans and there's a difference between science and values i think what people are concerned about is his values from the state over being imposed on community branding persuaded we hired administrators well i really liked that he had actually teach about rigorous discussion because this is not the last one of these issues
that we will be presented with within the next year because some of the 2023 frameworks will have very good contentious issues and i'm glad that we are willing to dig into them i would like to see more when topics are physical more public would be nice you know yeah and i can tell you i'll say this to you i'll do my due diligence as a principle we'll do our due diligence as the health department help make sure that uh that i will make sure that i look through it right back uh you know before before this end of the summer by all means and i'll meet with our health teacher and we will we'll dissect it in the areas that need to be dissected uh and we'll make sure that if there are questions and
concerns that we can because i'm confident and it's a moot point anyway because just about every television commercial has when we get to the policies let me talk about that next order of business national convention trip i'm assuming we're looking at that itinerary because it's out of state it's out of state travel so we need to do it i would request and recommend that you approve their travel for the stake in the national convention in october they uh they asked if they need to present it to the board tonight i said not necessarily but uh i said the board would definitely appreciate a report after they they go absolutely support them in this effort they've got some people behind them uh donations and fundraising events and kids are putting some of their own money as
well but it'll be super positive so i would recommend that you approve the trip they are going to the louisville slugger factory and mr medley is yeah yeah i couldn't help but notice and said because the nashville plaintiffs are cheaper not because you want to knock out nashville while you're in indianapolis yeah that's all right have you been before no we don't need to get sidetracked it's awesome uh is there any discussion i would entertain a motion to approve the national convention i will make that motion based on mr quick's recommendation that we approve the national ffa convention trip itinerary as presented a second second all in favor signify eye although the same sign passes next order of business is budget adoption and we have three three different resolutions not three different we have three
resolutions that need to be voted on and i think they have to be read out in their entirety thank you [Music] what were the two special ones all about those are for the current year we're in the 21 22 they're basically cleaning up over expending in the support services under expending an instruction just as things change throughout the year so that one those two are completely different than this one the first one on the agenda is the 22 20 is there any discussion seeing none i would entertain a motion to pass the 22-23 pleasure resolution which says be a result of the board of directors of the harney county school district number three hereby adopt the budget for the fiscal year school year 20 2022 the total amount of 19 million 121 thousand 50 cents
and six tenths 506 oh yeah overthought that didn't this budget is now on file at the district office 190 hinds boulevard in burns oregon for that ground total be a result that the following avalor property taxes are hereby imposed for tax years 2022-23 on the assessed value of all taxable property within the district at the rate of four dollars and 86 cents and 62 [Music] thousands per 1000 assessed value for permanent rate tax and in the amount of for debt service for general obligation bonds resolution categorizing the tax be resolved that the tax composer hereby categorize for purposes of article 11 section 11b as permanent rate tax 4.86 and 62 10 000 per thousand local auction tax none general obligation bond debt service two hundred and twelve thousand and hundred dollars the above resolution statements

by i are all in favor of buzz budget resolution number three signify uh next order of business district organizational business and for this do we need to read all these off individually these are things that every year we have to appoint the bank and who's in charge of the things and the bond or the okay yeah these are just like rob said these are things that every board does every year and i probably since what designated with bernstein's hair was the official newspaper i probably should abstain from it i guess that's all right are there any questions or discussion on organizational business see none i would entertain a motion i'll move to approve the district school board organizational business as printed here is there a second i'll say as print all in favor of the
organizational business as presented signify by i'll just in case somebody calls me and i'm just thinking out loud when we don't have unanimous we can't have to listen board policies the first one is the field trip policy which that issue came up a couple months ago or a month ago and we had about a special meeting because our policy says that we we have to improve field trips for out of state but it's quicker to go to boise than to bend or forbid portland so we wanted to change it to overnight i just revised the very last paragraph so i took out out-of-state travel and replaced it with overnight travel except for the lessons so i heard about that he said that would be fine your questions your discussions yeah definitely need to be done
that special meeting was a pain yeah well if there's no discussion or questions i would entertain a motion to pass policy and you could make this a single well you don't have to hold this up for a second oh really you could say first and final yeah passage if you would like so move okay is there a second second that it's removed by chad seconded by joe all in favor policy i i c a signified by i all right all opposed same sign push capacity now the other policies which this is the second time they've been on the agenda but we didn't want to address them because we had a new board member come on now we have another new board member and so is there a rush to get them passed tonight i don't
see much issue the one that i do see issue with is policy i had an issue with it when the state first rolled this out to us but i thought well they passed the new and there's nothing we can do about it but that's the one about every student belongs all students along and it just it kind of bothers me when we call out all these special classes that we can't discriminate against because i feel like by identifying special classes who are discriminating against people that aren't named as part of a special class but when they name out the symbols that are symbols of hate which have legal repercussions and and they could be suspended they have a noose and symbols and neo-nazi ideology the confederate flag but what about the black panther fist or
a signal and hammer i just i think it's important that we do not tolerate discrimination but by calling it out specifically if a kid doodles something that looks like a moose on his notebook are we gonna be forced because of our policy to take punitive action against them but i do agree with you on that that i forgot about that that one is troubling i don't understand why you just say you can't discriminate for any reason we have to call out all these special i'm with you joe anyways that's something we have to list this i believe the state legislature is the one that defined the flag and who says specific yeah they did in the language in the ors they called it [Music] yeah the troubling part is to point out you know those
symbols of hate and i don't think everybody interprets those i mean some of them yes are there's no one but some people in our area probably not so much for down south i remember watching the tv show was extremely prominent on every episode as a child it goes both ways i used to live in arkansas and there's people that are very discriminatory rallied around the competitive flag there's people who fight living in the south and that's what it means to them if we had a choice and it didn't put our administration in our district in a real precarious situation i would be more comfortable with the policy that struck all of the special classes for in for example when it says bias incident means a person's hostile expression of an animus toward another person and
then goes on relating to their race caller gender identity like law i think for for us and for our community i would strike all that bias incident means a hostile expression symbol of hate same thing but i don't think we need to list those special reasons but maybe that puts our administrators in a bad position because then people can say well they were they perpetrated a bias incident on me since you didn't define it i'm going to find it but this is an interesting one because they do have a separate you have your regular complaint process when something occurs that there's a with a bias incident there's a whole separate like process of procedures on how to handle it so let's i could look into the hospi and ask their other attorneys how much of
this do we legally have to have do we not have any can our policies just state that any type of discrimination is forbidden well under the legal references a lot of it says that we actually it says we recommended the district document why the district feels the presence of these symbols will cause a material substantial interference with school worker discipline if we adopt if we had any more students we have to explain why i but it's troubling all the way across because schools just was just about to learn and there really shouldn't be any distractions of any kind there shouldn't be any flags being flown in the hallway probably besides one you know i think one district is worried attempt to do just that there was oh i would say i don't know if it's
a lawsuit it was a big deal in that district because that district board did come out and say just like exact statement that you said we don't discriminate against people and they said when it comes to flags you can only have a u.s flag an oregon flag in your school let's just call it good and that family no other well i think we would have to if we're gonna do that we have to consider three because and i think we have when we passed this last year when there was a whole stack of policies because the state got real policy happy there i think there's a policy specifically that talks about flags but i i felt sick in my stomach passed this last time it seemed like we had to they made an ors now
that it's come back around i kind of feel like at some point you have to say we're not going to do that we don't tolerate discrimination but we're not going to list out every special class because we're leaving somehow yeah there's some classes who basically you're saying it's okay to discriminate against because they're not included yeah i'm i'm almost more in favor of saying before [Music] we're for treating people like people for example i i do like for example because even though it includes those special classes as examples maybe this is split and fraud cares but i feel like these kind of policies do make a difference and you could also use that on hate symbols i mean i'm going to guess that nobody's going to disagree with swastikas and so hate symbols for example
the first item listed perceived race how the heck is a kid supposed to know what you perceive your race sets this was the only policy that i really had an issue with i don't know if you guys had an opportunity to look at the other ones but if we could maybe wordsmith on that a little bit and honestly if we cite the ors i'm not i'm personally not too worried about what ospa's legal advisor we'll say because for one thing they'll always say as a board we can pass for the policy we want we might just be out of compliance with the law but i have an idea of which way they will lean on this they'll say you should have that language i think if we cite the ors we're not going against the
ors at all but i don't think we want that to be part of our stated values do we already have a policy that covers i guess where i'm going with that is i have a non-discrimination policy for sure i've had some critical comments but i think it's really important but if we already have one why are we why do we need that might be part of the ors because the government just passes rules constantly just but there's tradition there's policy as well and does us having a new discrimination policy fall under law or is it a policy recommendation really if you want to hold this policy and the procedure out until the august meeting really what i could do is have somebody from osb come on and meet with us and talk to us and
have the same discussion i think that would be the best way it's going to be you're not hearing the third hand for me you're like getting it directly from the attorney is there any discussion on any of the other policies i'm afraid to read something it's kind of like the health education person so it's on the second read we are supposed to adopt or not adopt correct so my motion just to speed things up there to re-adopt all policies as presented with the exception of number one acv every student belongs that's our second of the second debate on favor of approving all policies as presented with the exception of acb signified by i all right all those things signed policies passed and any kind of feedback you get for steve my next meeting with me
okay very we can always say well we were all wrong uh next for business is other discussion and we have lists on their revisions to the athletic handbook that's the first one aaron sent to us here uh the changes you have to scroll down through this document ways but it has to do with uh athletic elements ability it's uh worth reading as a board and we really want your your input on on this procedure before we implement it it does change a little bit how we do uh athletic uh eligibility see if i can cast this up here so uh i'm and this isn't something that we take action on this is just for our input it's free or input awareness generally don't prove it per se in the handbook but uh it's important that
you see your handbooks and see what's there and if you have concerns as a board we would rather take care of those concerns now rather than down the road when you get a complaint about it so could you talk to us about the reasons for changes mr medley are you going to speak to this at all mrs totally degrees i'll put together a committee of teachers and ask who want to be involved there was actually there must have been 10 people in the room and a lot of it was uh i think it was just based on wanting to make sure that we're holding our student athletes to a standard that not only fits grades with this effort um you know they were they didn't have any f's but you have straight e's you know
that's for me that doesn't sit well with me is the principle uh you know being able to have straight ease and play i mean i can understand you have d you know something i mean i have i have a child in my household please don't tell me i said this but math is just not her favorite subject you know and uh yeah i mean she passes but but again we have students that might struggle in a class or two based on just simply what their strengths are academically but they certainly should not be getting these in all their classes so i think it was a point to kind of bring it a little bit more up to date uh with having students not only just getting by to do athletics but doing the best that
they can uh which again i i'm still a firm believer that the 2.0 probably is not the best that they can i mean i don't know i mean high school students can get you know season above if they put that everything that's just my experience so i think it was just that i think it was you know teachers were seeing you know too many people and and it was becoming a big struggle uh for miss tolling obviously trying to keep it all in line the other piece of it that's really hard for us is having students that are online now with how kobe kind of started the online thing we'll continue to have students that are online and then having to not only track what their grades are but also attract a percentage of where
they're at on their classes so that's a little bit more of an in-depth piece of information that you probably didn't even need to hear about this so i think it was just teachers wanting to make sure that that student athletes and the thing about it for me it's not just student athletes you know i i think and we look at this you know i want to make sure that our school we're holding our kids to a standard to go to prom i don't want kids going to prom they got straight ass because they don't do anything in the classroom you know i think there's a piece of that that that again i was an athletic director and a coach so i i do hold my student i hold my players to a high standard uh
but i do think that all students will be held to a high standard when it comes to the ability to do extracurricular activities and dances are one of those clubs are one of those things like that or one of those piece you have to be careful of is we know that there are a lot of student athletes or or kids that that are passing their classes because of sports you know they do better because of sports so i i have no doubt that with the standard being you know not having any ups and and getting a 2.0 or a blog our student athletes will rise to the kitchen i'm not i'm not that concerned i think that they'll get done what they need to get done we have kids that aren't there right now coming
into the fall that they have is there a grace period like so you're not let's say you're 1.9 right now wouldn't be necessarily a grace period as much as a probation period you know i mean so i guess they they they will be able to be eligible and play but there's that that i can't remember two or three i'll go through it uh that they'll be checked on to see where they're at because you're right because the one thing about here's the thing about the fall you guys all know this the fall is unique the fall sports season is unique because unless you take summer classes to make those grades up which they might have to do anyway because they might be almost doubly ineligible by not getting enough rates if they don't do that
they don't have the ability to get those grades up before they start a sport because we start the sports before school starts so i think that's a great point i do think that we obviously we encourage students uh to take summer classes uh and if they did have a failing grade to get that up because if they have a failing grade there's a good chance they might be off track to graduate anyway yeah i guess i was just worried about so if he had a kid that he's going to be a senior next year he's had three years to develop that gpa it's hard to change that gpa by a few percentage points taking one class of the summer i see what you say i i i think that the thing to maybe just clarify
if we look at gpa at 2.0 it's going to be that semester current trend yeah it'll be your current so it won't be your overall cumulative gpa it'll be at the you have to maintain a gpa of a 2.0 which would be straight c's or 1d and then average that off of the b it would not be what the cumulative gpa is but if the yeah in the last term of the year if they had a gpa below 2.0 they would have the opportunity to go to summer school and make that absolutely and if if pregnant vermont as i read through this if that's their their initial grade then they end up being a again i can't remember the three week or two week probation period where they'll have grades checked on friday and if
they're on and i tell a student out there says i'm telling it all this life because you come in the summer and you're somebody that's already on probation if the first friday of the school year you already have an f what's going on you know what i mean i mean that's they said they have so the ability you typically don't see students that are struggling in the classroom until you're in week two or three anyway which is when we're gonna do our great job you mentioned other activities like dances which are extracurricular but those aren't listed specifically in here that i saw at least right before and was there any discussion did anyone bring up the term co-curricular i oh yeah we i did and we did and i wasn't in all the meetings uh
but i know the conversation was brought up about being able to attend those activities and then for us also to be able to attend and i'll talk to ms totally about in the morning about being able to sign off because for us we can still make adjustments to this until the school year starts you know until we have highlander day and we send this out to the public we can make that adjustment because again i believe that you know students i don't want to send a student to the veil prom i don't want to sign off on that if the kid has all the f's you know now they might be in good standing when it comes to discipline but i do think there's still a piece of that that there's some benefits to having
those privileges when you have those grades so yes the co-curricular thing is is extremely important and i'll have more conversations with that with ms totally in the morning but we did discuss that that was a big discussion seems like sometimes that comes up in regards to student leadership organizations that are part of the classroom too like hosa or deca or ffa because kids will say well you can't not let me go to parley pro because it's part of the classroom but it should be held at the same standards well and it's a great point but take for instance say for instance band the choir okay so you have a student that's that's in band and you have band that's going to go compete at the oswa state competition district competition state competition but that student
after that that that student that is in band isn't oswal they flunk two classes to start the first semester now we're not going to kick them out of the class of band but they're not going to be able to participate in that competition because they're not eligible so we still have that standard to be able to look at class or not you have to be able to separate class from the ability to participate and represent your school at a different event you know what i mean so that's why we talked about these student athletes and versus clubs the other big question came up what about clubs are we if we have a kid that's this are we going to let them not participate in art club or science club after school yes it's a privilege
to be involved in those clubs but for us when you look at the sports side of it it's putting on that uniform and going to another school and representing burns high school you know and that's where the oswa gets involved anyway so the club piece of it uh oftentimes maybe they're going to that club because they're struggling in that class i mean and and we know that maybe a student isn't great in the classroom but they just they thrive in an art set and that's their that's their life so they want to go to that art club so that's another area that we have to kind of how are we going to manufacture that we can tell the kids they can't go to a club we can't go to a science club after school because
they have an f or if not a 2.0 when a nash value they're not i mean yes it's it's extra it's co-curricular but they're not competing they're not going out and doing events they're not having the opportunity they're just gonna be around other students maybe learning more about science or maybe getting uh for example on football team maybe getting peer pressure to get your grades up so you can go on that trip or in the art club too because it is an incentive to participate in those activities if you have enough time to be doing extra curricular activities and should have time to at least put out studies i that was the only thing i thought when i read i thought it looks great but i just hope that it would apply to all students
not just right thanks for sharing with us that's exciting that so many teachers wanted to be a part of this maybe revise it yeah no it was a it was one of the biggest turnouts for communities that we've had since i've been here and and the thing about it it was it was really good conversation you know you're always wondering you get that many numbers and somebody out there just because they wanna and our teachers are i love our teacher i love our staff so they all had great ideas and great thoughts and they all all their goals were how do we increase academics for our student athletes it wasn't about how to be punished that wasn't even talked about any other discussion on the handle another thing we have some discussion items with school
safety which we discussed in executive sessions but we did talk about taking steps to make sure that our school safety is as good as it could be and we were informed that our administrators and law enforcement meet monthly and there are some trainings going on to help improve how we keep our students safe was there anything i think just people knowing that it's on our radar especially with the unfortunate events as a way to take seriously the thing i wanted to know is that our new audio enhancement system does uh have a panic button for teachers and when they press that button the officers the offices are set up yet they'll have two monitors in there as well as a sound system that will go off their classroom will instantly have their video feed put
up on those monitors so whoever's in the office the principal secretaries they'll be able to instantly see what kind of threat is in the classroom what's going on so whether it's a just need to go on 911 two whatever that is but all of our teachers in all three of our buildings will uh have that capability of using it so i think it's one more measure that we take to take safety seriously anything else all right oregon health survey in years past i i've signed off on this it gives us some good data about our kids uh it also is a survey though that uh does have some i would say fairly intrusive questions in the into the kids likes i don't know if you had a chance to read the actual survey questions that
i sent out maybe i said that earlier it was a while it was a while ago if i said it might be 10 months ago is it anonymous survey and kids don't have to take it they don't feel comfortable doing it and even with the parents they get opt out of it it did ask about your relationships with your with your parents in some case with your teachers it does have some sexual health sexual activity type of questions on there they take this home they take it at school i would say robert you know how long the survey it takes i would think it's less than an hour oh it doesn't do very well and it's they they offered grades six eight and i want to say 10 or 11. it does give us good
insight for our counselors to be able to see you know where the issues are with our kids it talks about uh drug use kind of get a sense of how prevalent or non-prevalent you know drug use is tobacco use alcohol use when do they start using kind of you can kind of track it by great kind of see how it's progressing or not progressing so those things are good and we actually use the survey to to help us fill out grants and cooperation with like symmetry care and when they when they look at things they'll look at this the survey results and we'll help them maybe get a new person for a specific uh whether it's alcohol or drug related you can sometimes help them get grants look at it i really don't broadcast the
results out too far but we do have certain individuals especially our counselors people symmetry care will look at it it provides us some good information but it also is a tool that is can be controversial with a mistake it's not something our students have to take we've opted into it in the past but before i signed off on i said hey we're going to do it this year i just thought as board members you probably got to have a chance to look at look at the survey and we don't have to approve it tonight i can send it to the new board members that haven't had a chance to look at it look at those questions and see are you comfortable with having our students take this and maybe you're comfortable just at the high
school level you don't want to go as far as the sixth grade they do tend to make the questions at the sixth grade level much different than the ones at the high school level definitely grade appropriate i thought yes i think for the amount of time it takes out of the student's day the slim reward we get of maybe a little data but how accurate that data is when a kid is talking about their sexual orientation drug use mental health issues if it did help us identify and help a student that would be great but i don't know if the juice is worth the squeeze and for example one of the questions regarding their sexual orientation currently i am straight but if in the future i do not find a girl that i have a
crush on maybe i'll switch to bisexual that's one of the responses you can choose for it and i just i feel like the questions are very leading if they're straightforward it's not i mean this stuff's out there it's not like we're gonna it's not our job as a board to hide him from it i just don't think he's pushed out either so i haven't read it yet so i don't have an opinion although that question is just the way it's structured i'm not even talking about the topic um but one suggestion would be to sit down with the counselors and maybe use the survey as base people who actually use the data on the back end and what questions would be valuable to you are there how is it administered is it just given to
a classroom with kids or do they opt to come in and take it they read [Music] like if it was just filling your own answers and there were no options but with wrong i'm concerned you're basically suggesting to them things that they could that they might have ever considered before here's some options do you think you can take they've considered it they've all got one of these in their pockets and so but you know we've had discussions before about how we can't get them to take their tests or i-ready tests or their state tests seriously and i don't know that they need to come in for an hour to take this survey but i think getting the counselors i mean because maybe it could be maybe it could become a tool that could be useful
because i'm very respectful of the purpose of it i mean we've got we've got some issues and having having some form of data for people who actually deal with those issues would be really helpful it's just is this the right to me and i have the same concerns you have that's why i brought it to you as a board over the years it doesn't to me it feels like the questions have become more i would say intrusive and sometimes you know they they report and they claim that the survey they can weed out those responses they can see the responses in a survey depending how they answer the questions and they can lead out those that aren't taking it seriously you know that's it's not it's not a perfect science to figure that out right
but you know some kids they could just market whatever right if it's completely anonymous then how can you gain any data when you don't even know where you got the results from it could be just are the are the questions read to the class no they're students each read their own that's a good point because it's really just providing data to the state it's yeah you can hear a bunch of numbers i don't see the purpose of that so well 60 of high school sophomores uh drinking um once a week if i'm a counselor and i see data like that that's gonna tell me think seriously about drug and alcohol prevention i don't know if that answers your question about this yeah but i'm just saying that if you're answering that if you've got that
question in front of you would you answer it honestly i mean what would what would it benefit you as a student to answer it at all you know i mean especially when they won't be answering the questions on the test they're trying to improve how to teach them but i would like to see that i'd like to see it myself just to see what the questions a little bit more narrow of our focus because this is what goes into some land that i don't know um the other thing is there's a point in time when there's trip and when you see it so the point time data yeah you're going to have x percentage students that just kind of fill it out randomly x i think it's hilarious to answer this way in this question
but if you see a trend over you know if you've got five years of data and all of a sudden there's a spike in someone who's tried methamphetamine that that trend is going to tell you something even if all the answers aren't i'm going to hold off on signing up on it until i uh get a lot more confirmation all right is there anything else any report requests or discussion that any board member has mr quick anything else from you i will get potential board dates for july oh shoot that must be the updated version yeah for july for the work session among some other things i think a big focus was going to be succession planning for the board how we operate as a board and succession planning for the superintendent position making sure
that that job description is fitting of what it is how we recruit board members and there were oh i think we could we could add it we could put together a list really between now and whenever we meet of things that has individual board members you want to make sure we talk about yeah important things so that it doesn't seem like we're derailed off track at a meeting where we need to be passing policies taking care of business so a time in july if there is a time that would work for everyone and because it is a work session because it might be a couple hours long not like this wasn't but it could be at a time of day that would fit our needs better it's still an open it's still a public meeting
it seems like we have these ones in the evening because maybe it's more convenient for the public and we could have this one whenever whatever works for us so if people won't have their calendars in front of me tonight maybe in the next week people can take a look at their calendar and see what might work in the week of july i just put together like a doodle poll and send it out that way you can see where everybody's at and what's the duration of the work session but is there a day of the week that works better for people or a time of the day check them all that'd be cool absolutely and between now and then if anybody has things that they think would be good for us to talk about in that
setting just shoot them mr quick for myself i got the last item on there's biomass update uh i don't have a whole lot to report but i didn't meet with uh could become a private entity unto itself rather than being a co-op so we would become a customer rather than the owner so he's putting under a business plan he's supposed to have it done this week sometime it's unlike other businesses it's not very nice being the owner of this boiler hole but we we are i think there's weight on that but i could definitely that would definitely it should be a topic of urge to talk about that i think the violent deal is kind of going in the boat during the drought break out another thousand anything else you need to journey
