007uh when uh when he wraps up if you guys have any questions please direct those to our superintendent thank you you're up well uh good evening it is definitely a pleasure to be here this evening and present to you the first school presentation of the year uh and this is a bonus because usually i'm one of the last of the year and usually i'm one of the last on the agenda so i cannot believe we are up first it's pretty neat and uh thank you for that opportunity to to be here and and have some students present uh i see all their smiling faces and and uh i i you know they're gonna finish our program tonight with some uh question they're gonna answer some questions about how schools started for them and and i
008think it's going to be a good perspective uh good student perspective for you just to kind of you know we're a month and a half into school and just to kind of hear from a few students from both schools what's been some challenges but what's been some highlights and so i'm excited to hear from them this evening um i just want to start by by saying what an honor and a privilege it is to work in our school district and to work at two schools that uh are just exemplary both victor point evergreen to me epitomize what true teams are you know they take a team approach to everything their collaboration is unmatched and you know you can always say that you know getting along and working together but when you walk into both buildings
009uh both schools are families and that starts from our custodian to our cook to our classified our backbone and our teaching staff we truly work together for one common goal and that is student learning and that is to provide the best education for our families for our students and uh every day driving from staton to silverton i passed my favorite tree there i know you all know which one it is on the left out in the field all by itself and and uh you know i truly give thanks that's my moment of kind of gratitude and thanks for the day and i and i'm i'm truly thankful that i get the opportunity to work with both of these staffs they make me a better principal they make me a better person and i know i
010only get about 10 minutes tonight and i can talk about two hours on them but i want you to know how special they are and uh relentless pursuit that they give daily to our students and to our community and to our parents and uh you know this year has not been an easy start uh as you all know um but it has been a blessing to watch our staff dig in and and you know life's not easy and uh you know i think the lessons that we are learning daily is that you know many many days in education we don't earn our key and it's too easy and our kids are so amazing and our families are so amazing and it's time to earn our key and our staff has done that and i'm so
011proud of them so i just want to start off by saying that and and i want to invite all our board members any time out to our school and to kind of see what virtual learning looks like we have probably 80 85 of our staff at our school daily you know teaching from classrooms and virtual learning so if you ever would like to come on out and see it uh it's it's pretty impressive so but it has been a whirlwind start but i feel like our families and students are finally getting in a groove we're getting in a rhythm daily our daily schedules are really starting to work out and i hear staff and students and parents all talk about i think we're finally there so that's been really fun to fun to see in
012here hopefully y'all have just a quick my powerpoint or my notes in front of you i'm not going to talk a whole lot about the goals but i wanted you to you know when you talk about vp and evs cornerstones we have four really important cornerstones to our school and uh they're the things that drive us and you know many organizations or teams really i feel put put way too many goals and way too many objectives out there and really miss on many and we try to put things on three and four things and be the very best at those things and um so those cornerstones are really important to us and um you know the first one is student learning and it's our number one priority for all of our students and you know
013we want every student at victor point and evergreen to make a year's worth of growth in their learning if they're on level and we want to you know a year and a half if they're not on level and so we measure that this year by star but in past years we measured that by star and s back scores and number two is just always holding our students accountable behaviorally and academically to the highest standards our third cornerstone is creating a positive and safe school culture just where our students and staff work together to create an awesome atmosphere for education every person that walks in our building every staff member every student we want the most positive upbeat place and they cannot wait to get to work or wait to get to school because of what
014we provide and and we want that for everyone and our fourth is to have a sustainable education setting where evergreen victor point is considered an exceptional school by our parents our community our students our staff and our school board and and that's what we when we set our school goals around our strategic vision and planning you know we use our cornerstones and and our strategic planning to create our roadmap each and every year uh so i think that's important for you to know just in looking at the goals student learning is our number one priority and so i kind of just put our language arts and math goals there for you i'm not going to go through all of them for both schools but i would just like to highlight we're not sure if we're
015going to take the s back assessment this year but i kind of put where each school finished at their last s back so that we can really look at students back when we got the last state assessment so that we know right where if we get to take one this year we know where they're at what they're missing and what their needs are we have given every student in both schools our star assessment to start the year and right now teachers are starting to plan and implement kind of a student implement a student plan for each student based upon those star scores and the student needs at this point 54 of 70 students at evergreen are on level with their reading assessment which is 77 and the last time evergreen students took that s back
016they were 54 of 58 students met the s back uh at a 90 um three percent mark so um you know right now we're at 77 of course our goal is a hundred and and that's language arts at victor point right now 122 students out of 167 are on level at 73 percent and our last s back for our school we were at an 83 percent meeting mark so as you can see at both schools we're below those in our first star assessments of both s back and so we definitely have some work to do of students finishing last spring in distance learning and starting this year in distance learning same thing in math evergreen finished 58 of 63 students so our star assessment to start the year 92 percent of our students are on
017level to start our the year in math and our last s back our school finished at 87 meeting and then at victor point uh 127 of 153 students were on level to start our year in math at an 83 and you know those marks are super critical for us so that we know we we pin those students down every student data team meetings all the way to the ground um and and try to develop a plan for every single student uh to get them to meet that state benchmark and so this year we have set all of our goals off star and we have kind of three benchmarks off star that we have set for student learning and i kind of talked about that in the first point of each goal review and i'll let
018you just kind of take a look at that but down to the student three marks and and making sure that we don't miss on any of those kiddos in our school so super important for us and so if student learning's our number one priority every single day of course our goals have to be very high and our expectations have to be high and one of the reasons i really appreciate both staffs is in our schools if a student is not meeting or things are not happening in an order of a parent that thinks they that should be happening that's on us and we you know one of the things we pride ourselves with is we have no excuses there's going to be no distance learning as an excuse there's going to be no wildfire as
019an excuse in our schools we collaborate we pick each other apart we we make sure that when we have students for six hours a day that we we make sure that learning happens and if it's not that's on us and i think that's why both both uh staffs are so successful and very proud of them um going into this year i i think we could talk learning goals all day long and star assessments and that kind of but that's not what this year is about i don't think at least that's not what it's been about uh really it's been about team and it's been about our teachers supporting each other i don't know what staffs could go through more to start a year than our than our teachers did this year with uh wildfires with
020a brand new canvas with brand new edge annuity with brand new distant learning i've never seen staffs have to learn so much to deliver instruction to start a year so it's been about team same thing with our support staff the the weird thing is is with this virtual learning our staffs have become closer than we ever have because we rely on each other more now than ever with classroom instruction with supporting supporting each other we have experts in canvas we have people that know edge annuity we and we are relying on each other for this information so team is definitely what this year's been about it's been about our students pulling together it hasn't been easy for them but i'll tell you what our students on on these google me they teach us more than
021we teach them about technology and hey mister this you can do this and your your screen shows this but you're doing this and it's not showing us what we really need those students tell us how to teach them and and it's been pretty powerful our parents have pulled together uh to to help our community has been there and a brand new superintendent uh brand new curriculum instruct and instruction i know that um dan's been here for a little bit but those guys have been unbelievable leaders in getting us to where we need to go as a district in the probably the the toughest times to start a school year i've ever seen so hats off to to our our leadership of just getting us and getting our ship going and we have true leaders uh
022and it's so fun to to to get on board and and to be a part of the team and really proud of just how everyone's pulled together um and just i guess seeing the big picture uh and and probably our staffs my staffs are probably tired of hearing it but i keep saying that our tools in the toolbox are going to be sharper than ever when we come back to regular learning in the classroom our teachers are going to have so many other opportunities and online opportunities and virtual things that we have never done before and we are going to be double as good in the classroom when we come back and i am excited to see that and just our mental toughness overall as as parents as students as educators i mean getting knocked
023down in our resilience of getting back up time and time again to provide for our schools and seeing that by our educators every day has been for me a blessing to watch um and it's been very very powerful and so i think once students are back in the classrooms all of our schools in the district are going to be that much stronger so i know that's down the road but i keep that in the back of my mind that is something that i can't wait to see and witness so at this time i do have we we do have some featured guests and i'd like them to introduce themselves uh and we're gonna kind of start with olivia and she's gonna introduce herself and we'll kind of go right down the list um of our
024students we'll go olivia lucy madeline everett and tristan if you guys can all introduce yourself your name your grade and your school please hi my name is olivia foxworth i go to victor point school and i'm in fourth grade my name is lucy i am in fifth grade and i go to victor point hi i'm madeline i go to victor point school and i'm currently in seventh grade hi my name is everett i go to evergreen and i am in the second grade my name's tristan and i go to evergreen and i'm in eighth grade all right we love our eighth grade leaders so uh i just have four quick questions for them and i'd like them to i have not heard their answers or see so i know they'll all be terrific um but
025uh we'll start with olivia and just kind of you guys each answer this uh for me uh what has been the hardest part of comprehensive distance learning to start the school for you olivia we'll start with you the hardest part about distance learning for me has been not being able to be with my classmates and my teacher and not being able to interact with them or depend on them and especially it's much easier to just be able to go up to your teacher and ask her any question then with online learning you have to email her and wait for her to email you back and it's much easier to do it in person for me the hardest part of distance learning is finding a normal routine that prepares me for the day ahead i think
026the hardest part um like olivia said was not have not being able to be with your friends or your classmates or your teachers and around your staff because i really think that it helps you learn more about them each and every day you go to school with them my answer is that it would be easier if my internet wasn't so slow and not really sometimes get switched over to a different internet for me it's been hard because i have been able to see my friends from school and i can't really ask questions if i don't understand something as easily so learning's been a little bit harder and yeah it's basically just been a lot harder thank you guys hey number two what has been a highlight of comprehensive distance learning a highlight for me about
027distance learning has been being able to spend a lot more time with my family and being able to do what i enjoy most on my breaks like play with my dog freddy or play legos with my brothers or draw a highlight of distance learning for me is that i can plan when i'm having breaks and doing work i also enjoy seeing my family throughout the day i think one of my highlights is probably having my own schedule um so then i can because i actually tend to sleep in a little more then i can start my day a little later than usual and i also like to have my own schedule and have a little more breaks because sometimes i get frustrated and then just go off and swing at the park or something my
028highlight is having a meeting with two grades at the same time a highlight for me is i get to spend more time with my family and have my own schedule all right what do you miss most about not having regular in-person school i miss most is not being able to spend as much time with my classmates and the staff because i really enjoy interacting with people and i also miss all the fun events that go along with school like the chili feed and the christmas program and the book fair and reading under the stars i miss seeing my friends doing art projects playing games at recess and being in the classroom as a fifth grade student i really miss doing sports for the school like volleyball and basketball and i also really miss how if
029i need help i can just ask and like olivia said earlier you have to email them you have to wait for them to respond back to you i miss learning together with my friends i missed not being able to see friends and not being able to ask questions to my teacher if i don't understand anything and i don't learn as much as we did when we were in class all right last question what is your favorite subject and why my two favorite subjects are science and writing science because i really enjoy learning about the world and figuring things out and writing because i love telling stories and i really love creating things and when i'm creating a story my favorite part is creating the character's personality my favorite subject is science i enjoy learning about
030our world and how it works i also like doing experiments and researching new information my favorite subject is math and i like math because one i'm really good at it and i comprehend it really well and the second reason is because there's so many different ways of solving one math problem because if you do addition that means you can also do subtraction and that kind of thing my favorite subject is math because i love big math problems my two favorite subjects are math and social studies math because it makes the most sense to me and social studies because i like to learn about history and um the past tristan i thought for sure you're going to say pe you blew me away with that answer good job that's true that's true you can throw a
031football hey and shoot a basketball and yeah anyway uh thank you guys so much for being a part and being featured guest tonight for victor point never green board meeting and uh presentation and and so appreciate our students being able to give our board a little bit of a kind of a snapshot of the start of the year and and kind of where uh each student is and and kind of struggles but also highlights um and so we're going to keep moving on and and keep getting better at both schools and keep persevering and until we get a solid direction on hybrid or when we get a comeback so i know that all of our staff and students and parents and community have uh just really proud of our efforts and and so thanks for
032having us this evening thanks jamie this was fantastic and kids thank you to each one of you it was really appreciated that you guys joined and were able to share with us thank you thank you for having me having us thank you thank you for coming it was wonderful to hear from all of you students you're very brave and courageous to come and i'm so glad you came so come anytime come again we'd love to hear from you again right well thanks guys let's see we are ready for number seven which is general public comment so i think there's been at least one who's emailed debbie already there may be others debbie we had one and but they're having trouble logging on i tried getting a hold of them and i haven't gotten an email
033back i see okay and there are no uh others queued up is that what i understand i haven't gotten any others i haven't either okay well if anybody wishes to speak there will be a second public comment later on uh it will be uh specifically for discussion and action items but you would be welcome to send debbie an email and request to be put on at that time jonathan she just emailed back again okay does that does that mean she's trying to get in okay let's give it maybe another minute and and see where we ended up maddie i just forwarded to you thank you i also see that somebody has raised their hand in the in the presentation let's see i don't know uh matty if you i can't see anymore who did that
034help there did looks like that's the person um i will promote them to panelists perfect hi linda sorry it took so long to get you connected um you're now a panelist you have permission to your mic okay well you're getting set up i have a brief uh item that i'm going to read and it sort of lays kind of the groundwork for a public comment so we are glad you are here and welcome you to address the board at this time with your ideas opinions questions concerns or compliments please be certain well you don't have to sign in because you're already saying it uh remember that we all model the way for our students and we ask that you share your thoughts and respectfully the board's role during public comment is to listen rarely will
035you get an immediate response to information if there is follow-up necessary we will direct you to our superintendent to do that in order to ensure equity among speakers the board will limit remarks to three minutes per individual if a group of three or more wishes to appoint a representative to speak on its behalf the board will extend the time for remarks to five minutes and as i said earlier there is a second public comment later in the agenda and jennifer i believe will be our timekeeper and jennifer will you share with linda how you will be communicating all the time yeah hi linda i'm jennifer and i'm the time keeper um you have three minutes and i generally um show a warning at two minutes and 30 seconds but if you can't see me i
036can do that verbally so would you prefer a visual or a verbal reminder a verbal okay okay i'm linda hamilton i'm with lane esd i'm also a osba board of directors member and it's my understanding you the osba board of director is up for elections in your guys school district area and we have jesse lopolo who's one of the candidates that's uh running for that and tas morrison was you guys current incumbent who is no longer on the board and she endorsed him to come on for you guys district and he's a very young man very active with students and i just like to support him uh and ask that you guys consider him he does a lot for the high school up there with the kids including mckay and i'm a graduate of mckay
037years ago when i moved out from louisiana and so i've seen some of the work he's done around the youth and um so i just want to come on and pitch that we would need that young voice on the board if you guys would consider him for the seat that tess morrison is leaving and she endorsed him for that seat okay and thank you all for serving thank every one of you for serving on school boards i'm a pro and probation officer and i try to prevent my youth from coming in the adult system so thank you thank you thank you for taking care of our kids uh i was a salem but i'm in eugene i'm a duck now so any graduates you have interested in going to university of oregon look me up
038please i'm on the president council i'll do anything to get him to become a duck although my sister is osu i'm a duck so thank you all and i appreciate it your service okay thank you linda thank you for coming thank you linda for coming to our public comment we appreciate you being here and making making that statement thank you very much for taking the time you're welcome take care and thank you all take care all right bye-bye okay one more check uh debbie any any other takers for public helmet i have none i have none all right we're going to keep moving so we are going to transition into our discussion items and first up item 10a is the board and budget calendar so uh do you let's see well hopefully you've all got
039it able to pull it up i don't know if uh debbie you could maybe share it i i have it on a different computer actually or i'd share it myself but the um the idea here is to kind of take a look at the upcoming dates and times for the board meetings and for the budget meetings and to discuss them and in particular we we often make some tweaks uh around the uh this in particular the december work session date this one happens to be on the 28th and that may be fine but we need to make sure we've talked about it and also to take a look at the other ones that are upcoming and see if there's any particular issues or concerns with any of them hey jonathan um does debbie put that
040up on the screen uh the the draft of that by chance or yeah i'm i'm kind of struggling with technology tonight but i'm going to give it my best my screens are kind of messed up so bear with me jonathan i'm so sorry to interrupt but i we skipped past the sfva and osca uh comments just on the agenda did we oh my gosh yeah that's okay somehow that's that's my bad guys i was scrolling down and somehow i just uh my my cursor ended up in the wrong spot yes you're absolutely right and i definitely didn't mean to overlook you guys so um debbie maybe you can figure out the technology side of sharing these items as they come up and then in the meantime i'm going to give my apologies again and we'll
041give sfba whose first step the opportunity michelle apologies that's okay jonathan we are all living in a world where technology malfunctions and half the time we don't know what's going on so um thanks you guys for having us uh having me on tonight i appreciate it um as always there's a lot going on uh but as i was talking to my executive board today about what we should we should bring to the board tonight we really only came up with a couple of things and and so there was a statement made about um how nice it is that there's not a ton we need to we need to report on so um just to kind of start things off um we have been working with the district leaders to um to finalize an mou for
042our comprehensive distance learning model um it's been a it's been a process we've been working on together over a couple of months very collaborative very um easy to work with these guys on those things um and so dan and i will be signing off on our official agreement tomorrow um and then we are jumping right into the mou that we need to to get hybrid learning off the ground um when when that you know when the metrics when the metrics are met um for our district and so um we'll be working on that until we until we get it done um and hoping obviously to have that done before um before any teachers or kids go back into buildings um for the hybrid model um so so yeah we'll give you we'll give you some
043updates on those as we as we get further along in that process um the other thing that i wanted to talk about tonight was obviously with the uh the change in the metrics that governor brown and colt gill of ode and the oregon health authority have put forth in the past couple of weeks there have been a lot of discussions happening a lot of just talking about what that looks like for our school district um and so sfea executive leadership decided that we were going to uh put out a survey to our membership after kind of going through those metrics um sending sending some documents that helped kind of um kind of you know parse out the metrics and and and recognize what that actually looks like for our school district um and so we
044sent that out last week we um have you know it's still open for people to continue submitting um at this point but of the members that have responded the um when i asked the same question that i've asked several times over the past a few months about their level of comfort in returning to to school in person um sorry my cat wants to get in on this i usually lock him in my bedroom but he was so comfy on the couch i didn't want to disturb him tonight now he's uh he's gonna make an appearance this is atticus um so we um sent out this survey and when i asked about the level of comfort that teachers have in returning to school in person uh it was 100 like it was split exactly even right
045down the board which was what i was expecting but um the level of perfect perfect uh numbers on both sides was not quite what i was expecting so uh at this point in time where's my numbers i wrote it down okay so on the very comfortable and very uncomfortable range 34.1 percent on both sides in the somewhat comfortable and somewhat uncomfortable range 15.9 on both sides so we are exactly split down the middle on uh licensed staff in their feeling of comfortable or not comfortable coming back to work in person so to me that's not a surprise um that's why sfea has not made any kind of a statement that says you know we are absolutely not willing to come back to work in person or we are absolutely 100 willing to come back and
046work in person um our our goal has been to really focus in on the metrics and the recommendations of um the the health personnel in charge of making those decisions um and so so yeah we'll we will continue to um keep our members informed continue to check in with them about where they're at in this process and continue to have those conversations with our communication meetings weekly with scott and dan and leslie and your own lori mclaughlin and the other thing that i wanted to highlight from that survey was um this has i everybody knows this but this has not been an easy experience for for teachers um you know we we talk a lot about the kids and how you know it was great to hear from students from victor point evergreen tonight to
047hear some of the positives and also some of the struggles um teachers are feeling that exact same way like we we have things that are going really well and things that are going better than expected and then things that are just a real struggle and so um every day in education is a challenge like it's it's one of the most rewarding careers possible but it's also one of the most challenging and that's in the best of times so with everything that's going on right now and with distance learning um it's it's definitely a challenge but one of the questions that i asked our licensed staff was how is it going you know on a scale of one to five how is it going for you i generally make my surveys a scale of one to
048four because i assume that most people are going to answer a three if you give them a one through five option and guess what that's what most people answered on this survey when i gave them a one to five option um so like 45 of our of our licensed staff who answered this survey uh rated distance learning as a three like it's it's going you know it's it's fine it's it's average um but thirty percent of our numbers answered at a four or a five so that's really encouraging seventy-five percent of the staff who answered um feel like distance learning is going at a three or higher so that should be numbers you know that are encouraging eighty percent of those people um say that it's going about as well as they expected it to
049go and 12 it's going better than they expected so 92 percent of our people who answered um answered you know that it's going as well or better than expected we also asked how people are feeling when it comes to being supported um by their building administration by the district administration and also by sfea and um i just want to report that 90 of the people who responded feel very supported by their building administration so that's awesome that's that's something that um our our principals should really be proud of um in their support for teachers um and uh 78 said district office administration they felt very supported by um so also pretty darn good numbers um and let's see i just wanted to pick out so i also left a spot for people to give feedback
050and i'll be sharing some more of that specific feedback in our next communications meeting tomorrow with scott and dan but i just wanted to share this this one this one piece of feedback specifically because i think it echoes a lot of what i am hearing from people um and and it kind of summarizes a lot of the messages that were that were shared on that survey so one teacher says thank you for your leadership and support i appreciate the current climate and that's specific to district office leadership so thank you to scott and dan and leslie specifically for your work in all of this for your support of the licensed staff in our district for continuing to communicate so well uh with with me with the executive board of sfva and scott everybody loves the
051teacher rocks meetings um teachers rock i always like get the s in the wrong place but um you know i talk to a lot of people where that's definitely one of the highlights of their week and we all show up to that because it just is it's a time that we get to hear from each other and it's a time where we can all just kind of come together and um and you just do such a great job of giving us that opportunity so it's it's really appreciated um so yeah that's that's what i've got for you guys tonight um i really appreciate everything that you guys are doing uh and continuing to uh have a spot in this meeting so thanks thanks michelle um i have one quick question if you don't mind what
052was the number of respondents you i don't think you shared that you said sort of what all the data was yeah so as of right now the number of respondents is not a huge pool um it's about 50. so that's we're still waiting for results to come in and so i'll give you a more uh accurate picture of our entire membership once those come in thank you anybody else have any questions for michelle michelle i just wanted to thank you for coming and you know giving um that feedback to all of us um while you know scott and dan are here and the board um this is just great communication and just healthy relationships really build out of good communication so thank you for for coming each month and and sharing information so yeah it's
053my privilege i appreciate it yes and even though sometimes i can't speak at the communication meetings it's it's nice to see the uh exchange of information that goes on between both groups um it's it's uh very rewarding to see that and uh it looks it it's just really nice to see so that's great so thank you for coming michelle well we appreciate having you there lori well that's good thank you for thank you for asking too thank you okay well thanks michelle we really appreciate it thanks and michelle livingston is up uh next with osce can you see me now there we go i had to switch to my phone my laptop is not oh yeah so you got a weird view but here i am so hi if you don't know i am michelle
054livingston uh secretary of our local osce chapter as always i want to thank you guys for the opportunity to speak tonight on behalf of our classified members it's just nice to be involved in all this uh we recently have finalized some mouss also regarding days off from the covid and wildfires and uh it's just been good we're very glad the district came to a reasonable and fair agreement with this our employees and staff are also happy to have some flexibility with how things turned out for their compensation they've been really pleased with that so especially when it's been such a year full of hardships and different things going on it's uh it's nice to know and see how the district is always working with us and you know we're always trying to meet in the
055middle on things so um that was that for that news uh we've also been trying to bargain over the purse setbacks that are starting to come into effect we have over 40 employees hoping to get something back for the percentage of their purse that's being diverted um the district hasn't provided any proposals yet to our side so we're highly anticipating and would appreciate a proposal coming from them so we can move forward here with that um yeah but along that note or side note labor management meetings have started that's what we called them before now they're classified communications just like the licensed communications meetings so yeah we're always glad to be keeping those communications open and it was so nice to have the board member joining us jennifer at the last meeting you guys are
056welcome to join us anytime um it just feels good to have all these healthy discussions and be able to go back and forth on things so we also sent out a survey to our members but not much had come back we got a bunch back today so we haven't analyzed them yet or uh you know been able to kind of break down the different feedbacks there's a lot of mixed feelings but a lot of strong feelings also so we want to be sure to represent them in the right you know this many people feel this way and how we can go forward it wasn't necessarily all the new metrics that came out but just in general like how people are feeling this year how things are going with you know being able to communicate with
057teachers and students and you know things are working or not um but there's a lot of anticipation obviously for coming back in person uh that's pretty much we don't really have a lot going on besides that and a lot of members that are just glad that there is communication between their supervisors admin staff students you know people are really communicating we're really settling into these different ways of things and it seems to be smoothing out so that's good but yeah that's about all i had today for you guys um we do uh the survey results we'll probably be able to work on them tomorrow and bring them to our communications meeting tomorrow so dan and scott and jennifer whoever's there will get those put out to you guys so yeah i look forward to seeing
058you guys tomorrow and thanks for having us here thank you michelle yeah for coming appreciate it thank you thank you michelle for being here and sharing information we appreciate it thank you okay well we are now on 10 again apologize for earlier uh debbie were you able to get that so that you can pop it up for everybody as we go through some of these maddie's going to help with that okay and there we go so this is what was on board book and it is a projection um primarily a projection of upcoming meetings and again we should talk about a few of them we so we do have uh the regular work session scheduled for the 23rd and that is already booked up with the ethics training and so thank you debbie for helping
059work that and get that scheduled and i believe you know i didn't pull that up in front of me but i believe that starts at five correct debbie that's correct okay thank you so that one's kind of in the books we also have an upcoming training well we have we have the opportunity is how i should probably play this for for the last of the scheduled osba training in what they call the required categories and this had to do with the the content that sarah and renee were presenting not the last meeting but two meetings ago when they didn't get through all their slides if you recall and so that particular training sarah has contacted me and would like that to occur before the end of the year if possible and i told her that
060it was possible it could happen on the 28th so i'm kind of reaching out now as we're talking about these dates and and seeing number one does the 28th work we have moved that one in the past we've even canceled it although we do have this one last training in that we ought to finish before the end of the year so i'm kind of open to feedback on that uh get some ideas for some feedback from you guys so jonathan sarah wants to um or the proposal is to finish our training with osba december 28th is that um what you're thinking sometime in december anyway right sometime in december well okay so it would be the 28th with our work session um you know i'm i'm in favor of it um i think that um
061i'm never i'm never in favor of canceling a meeting of any kind if if we can help it um there's there's just so much work to be done um and you know i i think that it's i think that we should have it um you know meetings have been have been canceled in the past and i i just uh gives me a kind of a stomachache to uh cancel meetings so i'd like to move forward with the finish the training with with osba that is a part of our um superintendent um implementation for december 28th i can make that happen thanks shelly other board members have thoughts you want to share i guess my question would be um availability like i'm pretty sure that that you know december 28th some in some years a lot
062of people would be away but if we're conducting uh meetings via zoom it may be that um most board members are accessible um i i'm pretty sure i can do it one thing that i will do if if the general consensus seems to be that we should try to schedule that in december as i'll work with sarah of course and find out what her availability is i don't know if she's available that week or not that's the monday after christmas right so i haven't i told her we were going to talk about it and that's where we've left she has not booked that meeting yet that's not on her schedule so we could move maybe for example the monday the what would it be 21st makes more sense for example i so i'm just kind
063of feeling you guys out and trying to see you know general availability uh and again if the consensus seems to be that we're going to move forward with that training which for the record i also support then then you know i would work with sarah to try to arrange a time and if necessary get back to you but i'm kind of trying to get a sense of your you know appetite for the training and general availability i guess in december well jonathan um i guess my comments um speaking as the person who orchestrates christmas i would prefer after christmas so just just i mean with the context that you've given me that i just wanted to give that piece fair enough thank you uh just to clarify i'm open for any day any day i
064just am in favor of doing the training and not canceling a meeting at all so whatever date you throw out there i will make that happen because i i just i think it's very important that we do it okay yeah i'm supportive in support of having the training and i can get any any date open um i'm guessing that it's not appropriate to do it on the 14th do you think i mean in terms of i don't know how many slides they had left if it was another three hours or um you know if it's possible to squeeze it in the 14th but if that's not if that's not doable i'm i'm happy to have it on the 21st or the 28th okay and that's something i can ask her you know i didn't specifically
065ask how much content remained i i probably should have already done that she reached out to me just to see if we were open to finishing it in that six-month window yeah i said yeah probably but okay uh let's see uh tom or lori i don't think i've heard from either of you or general thoughts or availability i'm pretty available jonathan so whatever whatever you decide i can virtually make any meeting okay yeah i think it's it's nice when they're on work sessions so i i'm fine i'm flexible okay thank you are there any concerns with any of the other dates you guys you know take a look at it i mean again this is not set in stone it's just sort of for discussion tonight no okay well i will follow up with sarah
066and i will get back to you guys regarding the work session and or the training and otherwise it looks like that's just our projected element all right next up we are on 10b this is the osba elections we did hear from linda earlier uh regarding a recommendation debbie's posted the two candidates uh and their applications on on board book so i think the first discussion is for the marion region position 11 and if we would like to cast our ballot as a board for one of those two candidates and i believe our options are to cast it for one the other or abstain essentially right we could choose to do that as well at this point it's just open for discussion right so if you guys have thoughts you want to share uh you know
067compelling reasons you think one or the other is should make it uh you know now is a good time to share that well i guess i just wanted to mention that um in the years that i've gone to um the trainings for osba out in bend the convention that they have out there and then um the one in november in portland um i've gone to almost every one of those except the year that i broke my ankle that summer i didn't go to bed um i have i have seen and um i have um just briefly met both of these men and they're i wish they could both get the job they're they're terrific people um this this i mean i i i don't have one way or the other but i've seen both of
068them speak they're extremely knowledgeable they're very dedicated every time i've seen them at the conventions um so i any any way you go it's it's it's a good choice honestly um i know that doesn't make it easier but i just wanted to throw that out there that you know they they really are terrific people um from what i've seen at the conventions and um yeah i don't know it's going to be a difficult choice so and i just uh jonathan i just wanted to ask a quick question um are we voting as our one it's so it's one vote for the board that we send in just to make it clear to the public or is it individual vote votes so can we make that clear as a board on this one okay very good
069i just wanted to make sure the public understood that um moving forward so um you know i i in the end i um you know i'm not sure how you're going to do this do you want us to just tell you who we want to vote for or how are you going to handle the voting process like proper protocol would be that as soon as somebody's ready they would make a motion to nominate or to essentially you know cast our collective vote for a particular candidate at this point we're in discussion so right okay thank you for the clarification for everybody online yes jim i would say that um going into this um again same i've had a chance to interact with both of the candidates and see them interact in a variety of situations
070within osba events i would have chose chosen bill um but tas morrison also i have a lot of respect for her and if she you know our the visitor um you know said that that she endorsed jessie so that makes me rethink my my position so anyway i i guess i don't have strong feelings either way except for that bill was the person that um i thought had maybe the the most um to give at this at this point in time thank you other board members have thought to unsure i don't know either of them and so anybody uh i appreciate the sort of the personal input from from shelly and jennifer um based on their their understanding and knowledge of the candidates because otherwise you're reading resumes and they both look compelling in their
071own way and so um yeah i welcome any other comments that that folks have about about these these two candidates if they know them if i have met meth which i probably have i didn't actually remember so bad on me i guess but uh i but i didn't recall specifically so i sort of was going off of the applications i i didn't particularly feel that one was really strong versus the other which is i guess being backed up by what everybody else is saying i mean they both are strong as i guess what i'm saying not one that was stood out i i came in you know my de facto position was was actually going to be jesse just based on what i've read but you know again if you guys have a sounds like
072there is nobody with a strong compelling you know stance on one candidate at this point yet yeah jonathan yeah um this is the first time i remember a actually um a contested seat the only time there was two candidates one had a complete application phil that looked great and the other one just had their name at the top and that was it they kind of just said i'll do it if nobody else does so the the choice there was obvious here just by the applications they look like they're they're two good candidates shelly reports they're both good um i and that's kind of how what i saw i just saw two good looking candidates um i respected taz morrison's recommended i like i liked my interactions with her um so her her rec her backing
073of jessie carries some weight with me and so does linda's i mean came just came out of the blue just someone she knows to to lobby for so there's you know she seemed like she had a good powerful voice and just really really respected what some i'm i'm leaning toward toward jesse this from from the information i've been presented thank you at this time i'm leaning towards jesse from the application and from what i've heard from others thank you laurie well at this point we've had some discussion uh i would accept the motion if anybody'd like to make one and see where we where we're at so i'd like to make a motion to nominate jesse lippold for the osba position 11 marion region so move second and second any further discussion okay debbie would
074you take the vote please jonathan yes jennifer yes janet you're muted sorry yes tom hi laurie yes and shelly yes thank you all in favor very good thanks everybody okay we have ken b which is the resolution proposed by osba and they're asking for boards to adopt it it's been attached as well i hope everybody had a chance to take a look at it it was regarding legislative priorities and principles and so they're really the topic here tonight is do we collectively wish to endorse this resolution i'll open it up for conversation here again that's kind of like the last blasto i took you know the opportunity to read it earlier and i felt like all of the priorities um you know the preamble is all there but the priorities and the principles were all
075sound and i saw no personal concern with with adopting i will say that um the uh the principles that they've um outlined in this resolution i feel um you know they they already do a great job of it um and um you know i i would be in favor of adopting this resolution um moving forward i think it's clear and precise and um you know it outlines specifically you know um what they do and and how they would do it and what their goals are so i'm in support of it i'm absolutely in support of it no hesitation i think this opens doors and possibilities for us to think and to consider other policies to be supportive of other aspects within this policy so i'm all for it is jonathan still here did nothing else
076have anything to say i was gonna move but if i'm presiding um somebody else can make a motion i'll move to approve the um i've got to find the actual name here there we go uh i'd like to move to approve the resolution to adopt the osba 2021-2022 legislative priorities and principles as recommended by the legislative policy committee second any further discussion all right debbie can you call the vote yes and i do know that jonathan is trying to log back on so um i'll start with jennifer uh yes janet yes tom hi laurie yes and shelley thank you all in favor yes okay so it looks like the next thing on our agenda is 10c policy acb all students belong this is a second reading and this is a chance for anybody to give
077their thoughts at this point i had um a question um i know that the bulk of the policy was vetted with our attorneys and so forth and so i'm not i want to be attentive to that um but i had a question about the the paragraph around a bias incident so let me back up here so the first two paragraphs from what i understand are taken from the equity policy all right the second two paragraphs are basically statements of um what we believe students are entitled to and visitors are entitled to then the the fifth fifth paragraph is a definition of a bias incident and that's followed by a definition of a symbol of hate we establish what our position is on a symbol on symbols of hate by saying we will not permit the
078use or display of symbols of hate and then we go on to describe you know in where those are prohibited but as far as i can see i don't see what our position is on bias incidents i see that it's defined but i don't see what our position is about it um i certainly don't anticipate that we would go into a long drawn-out paragraph about the consequences that would be in our i guess somewhere else in our handbooks or in our other policies but it feels like it needs some sort of a statement about a tolerance policy for or a you know something like that so that's other than that i think it's great that was my only sort of uh where i felt like there was something missing yeah because you're looking at the
079accountability component of it isn't is that what i'm understanding you know not only the definition but right i mean we define it which sort of comes out and i think this is probably just a natural result of this being um put together from a couple of different sources um and so the flow of it doesn't seem to if we define what it means but then we don't do anything with that statement right so do we want to work on that and bring it back is is that something we might need some head head time to to kind of organize a few sentences that would encompass the definition of that is that what i'm hearing because that seems reasonable to me but could i enter so i have yeah oh go ahead so uh the very
080last sentence of the policy on the second page says the district will use administrative regulation acbar bias incident complaint procedure to process reports of complaints of bias incidents so my guess is this is defining a bias incident and then it refers to an ar as to the steps that will be followed related to the bias incident okay which i would anticipate you're right janet a lot of times these policies will define things and then they get how they're responded to exist and and accompanying ar so okay just wanted to point that piece out that i think that's just there to provide the the definition and then references how it's supposed to be handled in this ar i wonder if it would make sense um to just then take that last sentence dan and move it
081such that it's right after the definition so we basically say this is what a bias incident is and this will be our response and refer to ar acbar or something like that um just so that it's clear that there is actual follow-up we're not you know once we've we've recognized that a bias incident has occurred right um this will be our response and you know if we we can we can you guys as policy committee if you wanted to put in a few sentences or a sentence to kind of soften that transition you certainly could but at the very least it would make it more clear if you moved the the reference to the ar it's just a it's just a logical flow issue dan do you have some concerns about it no i don't
082um i think that's ultimately yeah we could we could because if you notice in this it goes from symbol of hate it has one or two and then it kind of goes on and and talks about what the district will do and then all of a sudden that last sentence is tucked away after you know three or four paragraphs really so i think it makes sense to put it up there in between the the bias incident paragraph and the symbol of hate paragraph so should we just um give that back to scott then because i think he's the proposer and um that doesn't change the reading schedule right because i know we have a deadline to um to meet this so if scott made those changes could the third reading still just proceed as planned
083and we could get it done in time i believe that's the case and i'm back now okay i'm going to hand the gavel back to you i appreciate it guys sorry about that my internet just completely peeped in uh shelley are you asking i'm just asking to speak yeah um agreeing with jennifer i think this is a time sensitive um policy that ode put out um and is this supposed to be implemented by january 1st 2021 yes so okay and if so then um yeah i mean i agree with dan and janet um and then the the ar dan that goes along with this did that come out at the same time uh from ode or have i don't recall having unfortunately i don't recall every single policy that we have in our district but
084the ar for that it came out at the same time the same time okay thank you i just wanted to make sure everything was up to date because this one just came out and if we already had one that we need to update it so we're on the up and up for both of them yeah okay happy to update that and get it on the next agenda okay that sounds good yeah i agree with janet yeah that that was a good point to bring up thanks janet okay so it sounds like well sorry tom go ahead yeah yeah i i agree it it's on a timeline and it probably just needs to get prude with very little wordsmithing as is um but i'm i'm hoping that we can make some changes to it afterwards maybe
085in the policy committee and i i got some i got some pretty serious concerns with it and i hope i hope that people can listen to what i have to say and hope that it's not taken the wrong way um where i get nervous is um when they they my my concern is in this is in the symbols of hate area and they seem to seem to signify they well they they call out symbols and things that typically well they know these ones do only arise coming from the wackos on the right and i'm not seeing anything from the the wackos on the left and and i just would like to see some balance i think there needs to be some balance because you know we're in a an interesting that's a heck of a
086way to put it but a difficult political time right now where ideas are ping-ponging left and right and people are getting further apart um and i i feel like the good lord if if somebody wants to fly it i mean we've never had us play a swastika at the school um at least that i know of and but if somebody were to feel that way i want to make sure there's some action taken and try to deprogram that person figure out what's what's going on try to help them express their feelings instead of before it bursts into anger um you know but but we are seeing them in society around us thankfully not in the school i've seen a couple heard of well i saw one confederate flag incident i had a tour two three
087years ago and wade actually had to stop a student he had a little two-inch confederate flag on his shirt and wade had to stop and take care of it um um and so i i'd like to see more of a balance and something that helps to foster communication and and and i i don't know there's just some things about it it it this policy as it is it just feels like a tool that's going to be used to cancel culture and say i i don't i i just have some problems i don't think that i i i'm struggling with it as as you can see you know um as i've been thinking about it's like because that we're seeing left wing violent the swastika the noose the the confederate flag is something that people who
088are starting to follow murderous ideologies will do but those those are also on the left too you know i just read article and reason magazine we're seeing the uh the guillotine is showing up at at crazy left-wing rallies um it was up in portland they put a teddy bear which signifies ted wheeler and guillotine and in in effigy guillotined him um it happened in portland and and and it's and it's the interesting thing for me is that i as someone who politics tend to lean right not as right as says some people might think i'm afraid but when when i see things like you know also i'll hear the news i'll hear of a swastika all those guys are idiots and i'll tend to blow them i'll just i won't i'll say that that's wrong
089but i'll tend to blow it off and my old guys are idiots it doesn't bother me that much but when i see because things weren't done with the news like they did you know like things weren't done those to me but on the left when i hear some of these symbols of revolution the guillotine which you know they used the french revolution and beheaded tens of thousands or the communist flag um things like that those are signals of the left and those just send a shiver at my spine because left wing right right-wing revolutions tend to you know go toward our target toward people of color things like that that that that have never been directed toward me but now when i see something that is directed toward me possibly you know middle-class farmers died
090by the tens of thousands if not millions in left-wing some left-wing revolutions and so now i i okay i kind of get it maybe what some other people are feeling i'd like to see something that results in some conversation something that deprogrammed i'm i'm i'm struggling with this so i i understand that that this thing is going to pass i don't really have a problem i'm probably going to vote no on unless i come to a different agreement but coming to a different point of view and i'm hoping that maybe we can visit this in ar in the um the policy committee in the future and try to wordsmith it a bit with with some time um the state has us on a deadline so i understand we're gonna we have you know we should
091well we have to follow the deadline because they're making so well i'm done i'm sorry if i went a little long wind i hope people understand where i'm coming from and it's not a place of anger or frustration it's just some something jennifer go ahead please i'm done yeah go ahead um so tom i really appreciate um your point of view um and i guess this is the question that i have so the confederate flag the news the swastika um all of those can be threatening to african american students and there have um has been violence towards african-american students um throughout the united states history and so when you mention the guillotine and um let's say the communist flag those things have i i get i get your point that that could be threatening to
092french um nobles or um farmers uh in the soviet union um and i guess that that that's potential those are those are people who could potentially be targeted but haven't been uh widespreadly targeted in the united states or african americans are targeted in the united states so i guess that's the difference that i see at this point um and and i'm willing to continue to think about that um and and uh i appreciate i appreciate your thoughts i just wanted to to put out um my ideas yeah jennifer thank you and i i just you know i i just see that those type of things that have happened in other parts of the world starting to rise here is is what i'm saying and i just you know we're part of the education system and
093i'm hoping that we can educate educate you know what happened under those fl you know what the news means to the american to you know to good lords they did lynch peoples in the early 1900s i mean it was you know i mean that's that happened and and these these other things did under these other flags granted they didn't you're correct they did not happen here so there is not a current history but they have happened in other parts of the world and and that type of rhetoric is growing and i think we should think about that that's it i i'm not i'm trying to find a way to you know educate you know our high school has done a very good job um watching my high school kids come home with students come home
094with um um books uh george orwell 1984 they're doing reports uh ordinary men about they've the catch-22 they've done some really good teaching about ideologies on both the left and the right where they've gone off the rails and and crazy things have happened so i i i'm still struggling with it i feel i have to let people know that i'm struggling with it so that's that's all that's what i'm doing trying to speak and let people know where i'm at and i appreciate the background i appreciate that jennifer so thanks to him yes okay thank you jonathan i'm done if anyone else anybody else uh want to talk about it have any thoughts to share well i guess if we're talking um here we go um tom to your point i think this is where
095um solid curriculum in in our education where we talk about cornerstone incidents such as a holocaust is absolutely essential for our students to understand the weight of hatred what is xenophobia these things we need to understand why those symbols are still bone chilling today and uh i believe that that's very much a part of a well-balanced education um but i think we need to respect that there are symbols and there are the racism um we need to put something in place to protect these students and i think that's absolutely essential for us as a board to do so um and and of course many of you know where i stand too in providing respect and attentiveness to the lgbtq community because they have been mistreated as well so i mean we're getting into a very
096deep well but um i do feel good about this policy that's coming forward and i think we do need to wordsmith it to make it a little bit cleaner and tighter but i think for um our students to be alert that that's really um in curriculum as well but anyway i'll stop i'm sorry yeah yeah lori i agree we need we need policy and verbage to deal with these incidents i agree with you i just i i just i'd like it to i don't do something about it i'd like to change about it and i'm just struggling with it like i said thank you though i i agree with you thank you well from my perspective the the changes that were being proposed earlier by janet i caught i think enough of it to know
097where that was going i might seem fine with the to tom's point i i was actually pretty comfortable with the words i know there's some specific symbols called out here those were defined by the state right so those three symbols are non-negotiable the uh but the words themselves you know a symbol or image or object that expresses animus on the basis of race color religion gender identity sexual orientation disability or natural origin including the new swastika okay so including these right so the wording actually leaves open the opportunity should any of these other symbols be construed at any point as problematic that that they would fall into this as well so those are the reasons i was comfortable with it and uh you know i guess i'm just lending my support to do it i
098guess so i'd like to chime in here just a little bit um i i agree with you jonathan i think this is um i think this this policy is a good start to i think what's going to be very healthy discussions um in the future um to be able to refine the language or change it if needed um as we move forward in some you know tumultuous times um but if you recall um we um our social studies department at the high school went under or they researched and wanted a new curriculum and we approved that new curriculum that they presented and i was very impressed with um the teachers at the high school who put their time and effort into getting a curriculum that i mean you know at the time i believed was
099um you know updated um current um to discuss civics and such um so i put my trust in that department at our high school for sure um we have some excellent teachers there who did some good work and i i think that you know you know what i'd like to see moving forward as we speak as a board is that we don't use the words right and left whacked whacked right and whacked left i would like for us to move forward as using language that unifies us together in a common goal of what our district is going to look like and that's what is best for students walking down a hallway in any of our buildings and with that being said i hope we can get to that point um but i would i would
100like to at some point agree with you and bring it to the policy work group i think we have great discussions there and i think it's really healthy to talk about it more so thank you thanks and and one thing i forgot to mention tom you know you asked if it could be changed i mean yes as with any policy this policy can be amended in the future right it's not etched in stone the moment that it's passed yeah there's there's a timeline going on right now and right it's gonna take a while to edit this thing down so anyways thank you jonathan thank you for the discussion everybody okay um i want to read one last thing and it's it's a quote by nelson mandela and it says no one is born hating another
101person because of the color of his skin or his background or her background or her religion people must learn to hate and if they can learn to hate then they can be taught to love for love comes more naturally to the human heart than its opposite that's pretty powerful and i think we have to support love and that neutrality and make sure that we don't allow that hate to have its presence well said okay we are going to move on there's no action associated with this other than i think scott was going to take the recommendation to make a couple of additional tweaks and then we'll have our hopefully final reading at the next opportunity all right next up policy bf this is a first reading this came out of the policy work group and
102there were some changes made to bf or recommended at least via and this is our opportunity to discuss those we'll open the floor to thoughts and comments from board members i'll go if if no one else is ready um i'm just going to defer to the the part where the clean the clean copy version just to make it simpler um which i really appreciated uh you all put including in there it's nice to have both so that was great um there's just a one minor correction in the paragraph that starts uh the board approves policy comma with the superintendent responsible for initiating reviewing and recommending new policies or policy modification and then it should just end it continues will with will rest for the superintendent so tiny tiny correction you knew i was going to
103find it because yeah i'm here um and then um and then the part that i was a little confused about um which might just need more elaboration or or maybe just a couple words was um the superintendent or board member um which kind of came out of the blue so i wasn't sure why that was there may consult with legal in the development of policies if appropriate um it felt like we needed to say legal counsel or something like that but um and then it goes on to say the superintendent and a board member shall collaborate and furnish necessary background information to the board i think those two things are really important and i think are there very intentionally um but but i'm not uh i wonder if it needs a little explanation it feels
104like they were they were plucked out of a conversation that was really really good and robust and important and plunked onto the paper without um maybe some some background and i'm not suggesting that we write a paragraph i guess maybe if you guys could just elucidate uh a little bit as to as to why those two are there and and whether they were part of a larger conversation or if they could be blended in a little bit better i'm not sure thoughts from the policy committee thanks janet yeah uh jennifer uh just a reaction to that piece that janet just read about um board members consulting legal counsel i think we have other policy that that restricts us a bit on that and so um i'm wondering if those things need to to jive because
105i think board members um cannot consult uh legal counsel without authorization from the board i was gonna say i think the board can may consult i'm not sure if board member is the right word there so i think we've gone back and forth on this because i think there have been times where we have been encouraged to contact osba attorneys for sort of general legal advice not specific to an incident or anything like that um and and we've been encouraged as board members that they're a resource available to us but then we've also been in situations where it's been unclear as to whether maybe we did need a board mandate to to go forward with that so that's certainly something that we could clarify i feel like that's an important would be important to clarify
106yeah i find it terribly confusing in fact i've even been encouraged to contact ob what pace or osba legal account and and then it's like well what have i just done i mean if i was encouraged to do it does that make it okay and then there's a policy that says don't you dare i mean so there's there's a little bit of um there's some contradictory um overlay and i think that's what jennifer's pointing out and i we do need that clarified to the letter i think before we give the okay on it because it it causes some conundrums for the individual and later on unfortunately yeah i think as far as that last uh sentence that janet alluded to the superintendent and a board member shall collaborate and furnish necessary background information that i
107don't want a wordsmith but it seems like the intent is more like the superintendent uh and board members may collaborate and furnish necessary background right the shell in there implies it must occur which i think is an odd uh word choice uh and then you know a board member implies it can only be one which is also an odd word choice so i think those two things struck me and i could use a little tweaking there can i jump in real quick okay so um just to respond to jan to to uh janet and um jonathan so uh janet uh when your first um uh um information that you gave the board approves policy with the superintendent responsible for initiating reviewing and recommending new policies or policy that actually is supposed to stop right there
108yeah we as a as a as a word group i think we did recognize that um and we we crossed it out but i it might not have gotten to the to the board for the first ring which is fine we did see that we're like oh yeah that is kind of we're saying that over again so i think we all agreed on the work group that um that we needed to take that out the second thing is um the the superintendent or board member may consult with legal in the development of policies if appropriate i think that we could probably reword that to say the intent my understanding of the intent behind it and tom or laurie please correct me and of course scott or dan please correct me if i'm wrong was um
109of course the superintendent or a board member if if we were trying to um you know implement language or if we were if we have to update in legislative policy or the legislature mandates then um i think we kind of said well you know the superintendent or the board member could call and clarify that like you know make sure that it was being implemented correctly um it wasn't a board member can call legal um to you know ask all these questions and you know do all these things i think it was more for clarification of can we use this language or is this the correct language from the state legislature to put in here so maybe we could reword that a little bit because now that you and now that you mentioned that it does
110kind of say a board member may consult legal but maybe we should um maybe clarify that back thought process that we had um and then the the last one the superintendent and a board member shall collaborate um the idea behind that was um you know um it was just to have you know kind of a partnership with the superintendent and a board member to for this very reason right here like i'm a board member on the group and i'm furnishing some necessary information to you from the meeting that's i think all that intent was to you know kind of hold each other accountable like you know if if our superintendent you know maybe forgot something and and you know laurie said oh remember we said this and he can say yes oh that's right it
111was kind of a of a partnership backup you know to kind of work together as a team so that was the intent it was a proactive um intent so i mean i put in there you know the superintendent and a board member may collaborate and furnish necessary background information to the board um and even taught you know tom you know tom could say oh yeah we talked about this in the policy work group and scott can say oh yeah that's right we did talk about that just kind of as a backup instead of just one person so yeah those were the answers sorry shelly i i interrupted you yeah that's okay that that's that's actually what it was it was just acting in the spirit of providing context and right and uh that it wasn't
112you know just me bringing it forward but that you know for just a historical perspective and then working through the policy together to give some backstory or context to why we put uh wrote something a certain way that there would be another person to help with that so thank you scott okay okay so i think you've you've heard some of the feedback it sounds like there will be at least a few if not minor tweaks at least so um i don't have anything else to add anybody else have anything to discuss on this one no okay one thing that i wanted to add uh jonathan i just wanted to to thank you know our board members who serve on that work group tom and laurie and shelly it's we had our was at third or
113maybe it was even our fourth meeting last friday and and um they're getting more smoothly the more practice we have so i just wanted to make sure that the the board as a whole knew that and it's some very engaging conversations as well so thank you thank you three thanks so next up is the reopening metric so scott sent out a bunch of information to us last week i think it was last week and there's links to a lot of the items on the board book as well hopefully you've had a chance this is our opportunity to discuss this as a board we haven't really discussed it a lot as far as sort of the questions around reopening and the metrics and all of that and so this is our opportunity to discuss it there
114were at least four board members who had requested this over the last several weeks and so uh it seemed very pertinent that we we bring it up and uh so this is our our opportunity and uh we'll kind of see where where we land on this so jonathan right before the board meeting i got updated metrics would you like me to brief you all on those gonna be great would that be okay okay so um all of you got the the revised metrics from the governor that came out a week or so ago and i added those uh in the board packet um it's it's pretty straightforward we have met as a cabinet we've dissected all of it and taken a look and uh before the revised metrics came out we thought we might have
115been able to have a date to shoot for to bring kids back into a hybrid model because the numbers were starting to look pretty good we were within the range of the metrics for about two days and then those metrics doubled um the number of cases per 100 000. so it went from about 60 to 120 uh from friday to the following tuesday and right now in and and marion county has been labeled a hot spot uh and just today uh clackamas county was as well and so is washington county um and they are on a two-week pause so the numbers as of today and it's a 14-day look back um clackamas county is at 195 cases per 100 000 and 10 test positivity and marion county is at 282 cases per 100 000 with
11613 test positivity and just so you know the range to to bring kids back k3 to start with is between 50 and 100 cases per 100 000. so we are are more than double that number in marion county and we have to meet in both counties to be able to open schools and now um uh both clackamas county and marion county have been knocked clear out of any possibility at this point the test positivity to bring kids back into hybrid would have been between five and eight percent clackamas were at 10. marion county were at 13. um and this is for 14 consecutive days so they changed it from four from 21 to 14. um so i think it's important to to keep those metrics in mind because we are still very much in an
117upward trend and those numbers could double again um because that's that's uh over a hundred and in a little over a week that we've increased per cases per 100 um and um with an upward trend um that's something we really need to take a look at so we have not communicated out to our community because we don't have anything to communicate out yet um because right now the numbers are so far out of whack that we need to make sure we see a trend in the right direction to be able to start communicating out what our plan is um and the reasons for that just if i could take another minute is because i equate this to turning around a battleship or or a cargo ship it takes time to to turn a system around
118from a comprehensive distance learning model into a brick and mortar model first of all there are hardly any bus drivers out there we need to hire our busing companies to hire uh bus drivers a lot of them were laid off and furloughed we have um all sorts of other things we need to coordinate to be able to run a district and so without having a clear idea of where the trend is going we don't have a date to shoot for um and so that just adds to the to the complexity so um just wanted to give you that context i know you're going to open it up for discussion um but i think it's really important to have that because when we started talking about getting this on the agenda the numbers actually looked favorable
119right thanks scott yeah it's it's really it's been kind of a whirlwind a couple of weeks as far as those numbers went they turned almost like you said within days of the metrics coming out which you know there you have it so um and and they do it by county right so they don't one of the things that has happened in other states and it hasn't happened here yet is that they start doing a zip code even but they haven't done that here so right now it's the whole county and so um you know for good or for bad i suppose it depends on where you live in the county but it's uh it's where we're at so yes jennifer and that that that was one of the things that i thought that you know
120we could talk about is because you know part of our our job is um advocacy at some point um tom and i um went to the capitol uh a you know a little over a year ago to advocate for the student success act right and because elected officials um get more face time with other elected officials so um one of the things i was thinking about was the zip code issue because um we might do better if we are counted um you know by zip code instead of with the county uh but i'm not sure anymore after looking at recent results i don't think so so anyway that was an idea that i had that that might help us but i i don't i don't know that that's relevant anymore because our numbers are pretty
121pretty high in our own zip code right i i usually follow the oregon health authority and i was looking at zip code and i'm not sure i this might have been from last week but we're at 165 at least at that date um and it has steadily been growing because i've been following it week after week hoping to see it hold and it it's just growing and uh you know even when we got into the triple digits i kept thinking it would hold maybe at 105 but we're up to 165 right now in the zip code yeah it it's it bounces around too it does yes sure well first i i missed the the last meeting um when we had a couple of folks from our community um come to public comment and um i
122wanted to thank you know i think lainey piper came and a couple of other people um and i wanted to thank them for expressing their concern you know with how they're doing at home and such um i have two kids myself here at home a senior and a junior at the high school and we're we're also feeling pain as well um so i i called scott you know and and talked to him on the phone and and you know i said listen we we haven't even talked about this as a board i'd like to have it on the agenda um and that way you know we can let our community know what what we're thinking um i really i i really like the the idea of what jennifer and laurie mentioned about the zip codes
123ah could we could we get our zip code cleared and and and uh have a resolution to to tell scott you know you know go when you need to go you know um to get these kids back but um that was two weeks ago i was in the frame of mind of okay how can we get have to say stay excuse me stay two steps ahead um and you know uh as a board you know give scott the clear to when the numbers get there you have this planned and you're ready to to turn that cargo ship around as fast as you can and you know get these kids back um i'm still of that thought process um but with the numbers increasing so much i don't know how soon that's going to be but
124i would still like to give him a resolution of some kind from us um to let him do his work to play to get stuff planted get a foundation going and when the red the word is go he's he's he's going um so i you know that's my thought process um i wish we could get these kids back sooner i really do but i think the best for in my in my opinion i think the best that we can do is allow allow him to give him a clear path to to uh um build that foundation to go forward when needed when it's ready yeah so that's my thought um tom janet maybe i've heard from i don't think i've heard from either of you on this yet not not really much to say that
125the numbers are going up and that's just gonna have to wait till numbers start coming down it's it's disappointing but you know it is what it is sadly yeah scott d are you given i mean once you're given the number where you can start considering possibility the transition um i was wondering as a board do we have do we need to um reach out and i guess draft a resolution for scott so when the moment comes it is in place as shelly said and he can just see the green light and take care of it i would imagine this is going to have to happen in steps but at least it's available like you said shelly the gates open so i can kind of i think i can kind of answer that and scott feel
126free to weigh in if you see it differently but i think the short answer is we are welcome to provide and direct the superintendent on this matter i don't know that we have to so i think there's kind of a combination of things going on right i mean he he wouldn't require the board to vote on it to bring students back if under ode guidelines we met the crowd right right so but i think i think if our if we collectively speak that carries more weight with scott right so if we've said this is what we think ought to happen as a board he knows that in the back of his mind as he's starting to prepare for this so yeah hope that helps yeah and that's and that's that's right i mean our stance
127has always been as a district that we will get kids back in school as soon as possible right once we meet meet the met the metrics and we have all the plans in place they're all ready to go but an organization takes time to ramp up we're not talking months we are talking weeks and so relatively that we can get things going in a short period of time um but i also think for from a symbolic standpoint that it matters that that all of us are unanimous in our in our desire to get kids back in school this is not an educational model that we would choose for any of our kids granted there are major health concerns out there we're dealing with a global pandemic but we know kids learn best in buildings and
128i think what this says to everybody watching tonight and to our community is that we're united in that and i think that that matters thank you yeah uh janet were you gonna share some thoughts yeah i was just going to echo um what others were saying about feeling really encouraged not even two weeks ago that maybe we could have a even a more exciting and detailed conversation about how we might transition obviously as you said this is going to be a step-by-step thing and how we might um focus on certain groups of students at a time and and work our way there and now it does feel premature to be even having that conversation and and you know i trust that scott has all that laid out on paper and in his in his brain
129already so um uh but yeah it feels very discouraging and and i i guess i'm really hopeful that if we can get through the holidays and somehow see some stability in the numbers both due to um just all of us trying to do the best that we can and um and possibly a vaccine there was some good news that came out today that maybe we can we can hold out hope for second semester i'm certainly not you know speaking on behalf of scott or the board or anyone else but that's just sort of my own personal hope and prayer that uh that the kids can be back in school for second semester but we don't really have a whole lot of control over what those numbers do and and what the metrics look like so
130um yeah but i'm with you i also have a student at home and it's been rough it's been rough for everybody thank you yeah i've been watching this closely for some time and you know i again echoing everything everybody's saying it was looking pretty good they're spiking right now i think one of the well i actually if you look at the trend they've been growing steadily for months and months actually except for one minor lull what i think will be the most telling over the next couple of months given this current spike is where the hospitalizations and death rates go right so that's right now they've stayed flat since march almost uh so the case loads have gone way up but the other numbers have stayed flat so that either tells me that they're more
131minor or that there's just more people being tested and we had no idea before how many were but we don't really know because we have to wait and see what happens with this current spike and where that those things fall i personally would support as shelly i think was alluding to a resolution uh authorizing the superintendent to move as quickly as metrics would allow um i would love to see students back i have two students in the system both of which are pretty miserable in the system so um i i would just assume see uh see us get them back once we can uh saw two hands up shelly um i just wanted to mention something really quick that was new tonight um when michelle stadley spoke about um sfea and the survey that they
132sent out with their licensed staff i was really i was encouraged um with the results that were given back so far um with you know half half of the half of the staff would like to go back and and half uh feel uncomfortable um but it you know i i i find those optimistic um she gave a lot of good percentages um and that you know not knowing that before and just learning that tonight um you know i feel um that you know they're you know it's just it's a good thing um we can make we can work with that you know scott can work with those numbers um and um it just it felt really good to get that information um from her about our staff in our district um so yeah just wanted
133to mention that so thank you jennifer so i'm not sure what more a resolution would say um like i think that a resolution might be really useful if we do did want to send a political message at some point to um you know a different governmental body um but i'm wondering if a motion would do so i'm just going to say that i move that when the state determined window opens the superintendent reopens silverfall school district as soon as possible using the appropriate model thank you jennifer and yes i think you're correct um in this case emotion is ample but we don't need to formally draft a resolution on the matter i can read it again if you need to catch it it hasn't been seconded yeah go ahead and read it one more time
134and then i move that when the state determined window opens the superintendent silver falls school district as soon as possible using the appropriate model so moved well i will certainly second it so moved and seconded any any further discussion on jennifer's motion i i have yeah sorry go ahead just a quick one when you say that the window do you mean that the metrics have been met is that what you mean by the state window okay and if we needed to change the wording i think that's fine i had this i had the same concern as long as it meets within the state i agree with janet it's the the motion says uh when the state determined window opens so we want to say when the district i i don't know a more efficient way
135to say it i think we're all saying the same thing but let's so uh state uh when when the district and county meet the the state guidelines i mean i don't know is yeah the state metrics for reopening yeah the reopening metrics the career opening metrics so does somebody want to make a motion to amend the motion that would be the proper way to do it correct okay i will move to amend the the motion um to read when the district meets uh the necessary state metrics and then i guess we need a verb see i i i oh because i'm what it is okay so i move that when the district meets the necessary state metrics we authorize no we direct the superintendent to reopen silverfall school district as soon as possible using the
136appropriate model sure yeah i didn't mean to step on your amendment i think we're working together okay i think we're all trying to say the same thing so a great great example of collaboration yes jelly sorry did you call my name i did i'm sorry i you're i'm i think i'm glitching out my um my internet's a bit unstable at the moment um so i i guess i just want to i want to revert back just a little bit to before jennifer made a motion when she took it from a resolution to emotion i guess the resolution that i was speaking of was there was a the lake oswego school board sent a resolution to the governor um and that's what i talked to scott about um back you know a couple of weeks ago
137um you know when the numbers were looking okay um and so um just to give some history to that after listening to our community members um that i thought maybe we could as a board send a resolution to our governor as well um that was similar to theirs um to open you know open our schools k through five um um and of course in a safe you know uh manner um and so that was my my real intention for the resolution um but i understand um that that probably is not going to happen now just because the numbers have risen so much with covid um so i'm in support of the motion i suppose scott will that work for you if we do a motion for you instead of a formal resolution um tell us
138what you need absolutely absolutely okay i'm in a second the um amendment that janet proposed can you read that again please um so the amended motion would read um i move that that when the district meets the necessary state metrics we direct the superintendent to open the silver falls school district as soon as possible using the appropriate model moved and seconded any further discussion and and chair remember that we have to vote on the amendment first i think correct but we're just opening it up for discussion right now we we're working we're discussing uh we don't we often tend to close our discussions with motions but really they should open up discussions okay sounds like there's a lot of agreement so debbie if you would take the vote for the amended motion okay jonathan yes
139jennifer yes janet yes tom aye lori yes and shelley yes thank you all in favor okay so now we have a motion on the floor that's been amended now we get to discuss further if you'd like any further discussion on the motion itself the amended and approved motion okay well let's vote now on the actual motion as it's been amended okay jonathan yes jennifer yes janet yes tom hi laurie yes and shelly yes thank you all in favor very good now we get to hope and pray that uh we somehow uh through this and start seeing the numbers drop so yeah all right well thanks everybody uh we're on to item 11 can i just say one more thing um i just wanted to just to again um respond to shelley's discussion earlier i don't
140think that ruling out a resolution i mean i think that resolution that's that's political is something that we can consider moving forward i don't know what it would be at this point we talked about the zip codes um we also have an issue that we have this overlapping marion county clackamas county thing where we could have some influence so i i guess my point is is that we should just think keep thinking about how we can have influence that might help our students that's a really good point yeah i i thank you jennifer for that i agree um and i think that um yeah if we can just keep our eye on the numbers and just keep our discussions up with with scott um and if we can assert our influence in one way or
141another i think that you know at some point we should so i agree thank you for that follow-up jennifer right okay scott you are up with our superintendent report great let me just share screen real quick and i'd i'd like to talk to you all about uh the boundary process if i could and this all ties into the k5 reconfiguration that you voted unanimously to give me direction to do and and i'd like to give you an update on where we are we have uh uh we have contacted a a firm to help us uh facilitate and navigate the boundary process and the two individuals we'll be working with that will be helping us with that are randy shield and rob saxton both individuals are iconic administrators and basically household names among administrators in the
142state of oregon and and they they lend their services to help school districts at very very reasonable prices and so um in my initial discussions with randy shield um they um they met with uh silver fall school district with our team and they were very excited to to help us with the process help us design the process and facilitate that um and so i want to take you through the plan and the timeline if i could um and this is the exact document that we will share with the work group that's been selected to make the eventually make the recommendation um on where to draw the boundary for robert frost and mark twain um in that direction that um recommendation will come to me and then i'll deliver it to the board for you to
143vote on so uh one of the things that i was really clear uh with rs2 education that's the consulting firm is that the number one thing that we want is a process uh that allows a work group to walk away at the end feeling like they had total ownership over the recommendation and that that process was totally transparent and in order for that to happen i as the superintendent of silver falls need to take a step back and and observe the process so my job was to create the environment and get the people at the table to get the structures in place so that the work group can do their job and take their charge which is to develop a recommendation on where to draw the boundary um and to come to you with the
144plan uh on what the process and timelines are are gonna be and so although you're not voting on this tonight what i do need is your consensus i do need your support on this because you will eventually be voting on where that boundary will be drawn so um with that in mind the transparency aspect and the work group having uh ownership of the recommendation um randy and rob have developed a process that entails five meetings so they feel confident that that we can finish up in five meetings but we reserve the right to have a sixth meeting if we need to um and i want to uh walk you through that we've given them a mountain of data already that they're crunching and that has to do with all manner of demographics and maps and
145and all sorts of um student student addresses uh so they can do geo locators on students so we can figure out what where students live where the population density is in the attendance area and all of that so our first meeting will be on november 16th uh next monday the work group consists of 20 members that work group is is made up of um employees of silver falls we have administrator representatives we have representatives of both associations two members from the sfva executive board are on that boundary uh work group uh we have parents of course and we have a couple of community members one of which is is our mayor um and uh kyle palmer and and so we feel it's a it's a great representation and a great cross-section of of our community
146that serves on that committee we also have a representative from scots mills and we also are looking for a member a community member from silver crest to join the boundary work group only because those two attendance areas uh border uh the ones for mark twain and robert frost that's all we just want to make sure we're very uh well represented and and with our with our with the adjacent uh attendance areas as well and so the first work group uh we will come together and we will talk about the process itself and we'll also talk about the decision making structure and the decision-making rules that we'll need to follow and and what that comes down to when you're working with a large group is the word consensus and consensus means different things to different people
147so the goal of the first meeting is to define what consensus exactly means and so randy and rob have a protocol they're going to run the work group through and there will be discussion there will also be a time in each meeting for public comment that's really important so in the first meeting it's uh 20 minutes in each meeting after it's 30 minutes um and that will come towards the beginning um and then once public comment is done the work group will will resume their work um and the other thing they'll determine in the first meeting is how they resolve conflict so and there's a couple different options that the work group can work through to see which one feels better to the group um because unless we have those two things uh set to
148begin with the what what exactly consensus means and how are we going to resolve conflict when we get to deadlock we need to have those things in first uh in place first this exact document will also be shared at that first meeting and the most important thing coming out of the meeting is to develop questions for a community-wide survey that will go out to every single silver fall school district family we want to make sure we're getting a broad representation of input no matter where a family lives in the district they still should have um an opportunity to voice their thoughts um on on this boundary issue because they are uh part of our community and so after that we will give the um the survey out to the community and and we'll do that
149electronically um and we will get that back and in the second meeting uh we'll do a recap of the first and then report out on what the community survey results were and then we'll have more public comment and the work group will have input and a decision to make and and again in the second meeting there's a little bit more process work um figuring out what are the guiding principles of the work group on how the work is conducted to make it is uh the validity of their recommendation to me to the greatest extent possible and and they'll use consensus to get there as well and then they'll start getting into uh demographic data and start looking at boundary maps and this is where the rubber starts to meet the road around the third meeting
150that's where their work really starts to happen and um in the third meeting um they'll go over the decision-making process um they will have a presentation of the portland state uh demographic study uh there will be a presentation on a on a piece of software that we will use called forecast five it's really advanced software and what it does is it takes all manner of student data and crunches it into uh where students live in the attendance area so and it can sort by all manner of data points from our free and reduced lunch data some of that is confidential so we have a particular way we're going to work around sharing that sensitive data but student student test data it has students with disabilities because where we draw the line is going to matter
151in terms of having two schools with similar educational environments that's really what we want and that's what came out of the work group a few years ago um and and we really want to make sure there's not a haves and have-nots that was something that the work group spent a lot of time determining and the forecast 5 software is really neat because i'll be able to come back to you and show you exactly why we came to the decision why the work group came to the decision they did with the data sets that they used and how that looked uh once it was all mapped out um the fourth meeting um is where suggestion suggested options for consideration are put on the table again this is where the work gets um really serious because the
152group is going to start uh you know deciding on which options are starting to shape up and then talking about the consideration of phase-in plans because it it would be impossible to just start two k-5s because we need to start rolling grades up but how are we going to make that look and we want the work group to tell us what the recommendation on that is as well again we want to make sure that our school communities have ownership of this process and are really diving into uh the recommendation that will come to me and um an initial decision and leanings on where those boundary options um are uh will be uh a point of discussion going into the fifth meeting again starts a public comment and then a decision of the recommendation to me
153of the phase and plans and the boundary will be made in the fifth meeting we hope and we'll have some closure to the meeting you know some appreciation go and thank you to the group and um that we're shooting for february 8th now we think we can get everything into the board packet by february 5th the board meeting is february 8th so february 8th we're shooting for for me to come and present to you the recommendation of where to draw the boundary for mark twain and robert frost um we are reserving the right to go to a sixth meeting if we need to um because we're just trying to think of all the different scenarios that might play out in a process that is is emotional this to some folks um we have a very
154sentimental uh school community and that's to be expected i've never seen a a boundary process uh happen that that wasn't a sensitive one and so we think that this is a clear a process as we could come up with that it represents our best thinking um as a as a superintendent's cabinet and um working with our our consultants um and we really feel that it underscores a transparency in the organic work that the uh the boundary work group will engage in um as far as as observers which would be in our board members i will be sending out to you after this meeting a list of dates that you can sign up for if you'd like to observe the process and and i would like to ask for one to two board members um at
155each meeting and you can sign up for whichever date suits you um and uh i've talked to most of you so far about the expectations uh for the boundary i think i only have one board member left to speak to and our expectations are just that it's observers only um and of course i'm happy to answer any clarifying questions that you might have for that um to me this this truly does represent our best thinking and with having said that i'd be more than happy to answer clarifying questions or uh or any concerns you have because what i what i really need from the board is um is is a thumbs up on this to show me your support for this do we have any questions yeah yeah um yeah how many times uh have
156these guys how how long how many boundary commissions have these guys done or boundary processes of these guys ran they've done many as superintendents many many rob saxton was uh he's been a superintendent in many districts newburgh uh tiger tualton he's also the state superintendent of instruction and randy shield was long time superintendent of tillamook so they have small town experience large town experience and and uh a very vast network um um that they rely on for for support as well just to clarify i think this is their first uh effort as consultants in this in in this arena but to echo what scott said uh they they've led it in their own personal districts where they've where they've worked i know that uh rob was in sherwood when sherwood was going through enormous growth
157um largest in the state and you know boundaries just became part of the territory of of those and randy had to do some things in tillamook too so they've they've led it from a district level but i do think it's their first um as consultants after their retirement so but they are really excited and they put i think put together a really thoughtful detailed uh proposal here it looks good to me from what i've seen i have all you know i've i've looked at it ahead of time and you just walked us through it again and uh you know it feels like it's in good hands to me so i guess if you're looking for my thumbs up that's sort of what i'm giving you yeah i i am i think it looks incredibly comprehensive
158i really appreciate having everything laid out like this scott i think it's um it helps us understand the process that also is very clearly clearly community excuse me communicated to the community um that you know who's involved and how the decision will be made um i appreciate your the opportunity you've created for public comment in there and also creating a committee that's really representative um you know you can't have the committee be enormous because it just makes the decision and the process that much more cumbersome but i appreciate that you've been very thoughtful about making sure that that your committee represents the community and um and its stakeholders so i'm very comfortable with it thank you thank you janet other board members yes shelley or laurie do you yeah i just i want to echo
159what janet said i i can't say it any better than that um i support this 100 percent um i think this is going to be a huge instructional and uh significant uh um i don't know the word i want but for children that this plan for children is you will see results from this um over time and i i am just so proud to be a a board member at this time um to support this and and move forward with it so you have my thumbs up thank you other any other board members wish to to speak to this or to share their thoughts i just wanted to add um that um again the whole focus of this is to try to give our community as much voice as possible so the the work group
160of 20 members reflects not only the demographics of the attendance areas but but we feel best represents our own staff our families and our community and there's one important thing that's connected to this boundary process and that is the long-range facilities planning committee that is a board sanction committee um although the board the board uh committee for long-range facilities planning and the boundary work group will operate uh the same as if they were under public meeting laws the work group um but the board sanctioned committee the long-range facilities planning committee is starting in fact we're meeting next thursday for our first meeting and this is important because these are related to each other and and um last year uh the long-range facilities planning committee got slowed down a little bit uh we are ramped back
161up we've met with the architects and they have a very clear process um uh going forward and and we're really looking forward to getting our our first meeting uh in the books and again this is all under goal three of our district strategic plan and that is excellence in our facilities um and we will have a much better idea of the resources that we will need to deliver on on that goal of the strategic plan once we finish that process thank you okay i think jennifer hannon is up next with 11b titled mental health date good evening can you hear me okay yeah okay video might might pop in here in a minute not sure i'm not sure what's happening there um so there's been some discussion tonight about it not being the best learning
162environment for kids and um i would say it's it's not the best mental health environment for them either and i know that comes as no surprise to you all who have kids at home navigating this so we are seeing some concerns that are um elevated from what they would be in a typical school year we have kiddos that are um hold on a second here we've got videos starting i think nope not going to happen that's okay um so we've got kids um ability to kind of have stressor stamina through this past eight months we have some kids that are have that stress or stamina and they're pushing through beautifully we even have some kids who have um thrived in this at home online environment so that's wonderful we also though have a fair number
163of kids um that don't have that stressor stamina and that are beginning to check out and unfortunately in more extreme cases spin out so um this is not exclusive to homes that don't have adequate support systems if you know we we're dealing with kids in all kinds of backgrounds that that are struggling right now that can be a deficit in skills it can be how the student is experiencing this what that experience is like for them individually you know based on if they are a more social person if they need that engagement some kids just need that more than others so across the board where um you know we just have concerns about about more of our students right now and i think you know what we hear from parents daily is concerns around depression
164with being in their rooms and isolated not wanting to come out of their rooms not wanting to go to the live meets and then the anxiety was struggling to navigate those systems so how we are identifying those students who need support there's several ways that's happening currently parents are contacting school staff to let us know that they have concerns about their children teachers are referring students that they are concerned about we have students being identified through building monitoring processes those are the data teams that have been in place for a while but they have a different a little bit different lens now and so a kid might pop up on data team because they are failing one or more class because they are not engaging with their class with their teacher not being responsive or
165because there's been a significant change in performance or behavior from that particular student those are things that would flag that that we need to look a little closer we're also getting a fair number of referrals from our community and health care partners doing this work with us so every student then that is referred or red flagged is screened by our school counselors they assess that need and either set up a support plan or refer to external supports i will say the upside of this is that because of how we've chosen to use our sia funds this year we have support available to kids almost immediately so and that's different the um you know we've had in the past six month waiting list for kids to get mental health assessment mental health support and we have
166that down to 24 hours so that has been fantastic we've got not only our school counselors hopping but three mental health professionals either qualified mental health professionals or licensed professional counselors working with our students to do those assessments safety plans ongoing therapy whatever we need so i think i i want to kick it back to you guys at this time and say if you have questions about what's happening with our kiddos or how our staff is responding to that let's go into that thank you jennifer any anybody have any questions comments for i just wanted to mention real quick that a couple about a month or so ago tom and i had a very in-depth discussion about this very topic and and uh and jen has been working to to gather you know sort of
167a status report on where we are with kids and the services we're providing and also uh what we'll do once kids come back so i just wanted to thank jen publicly for that yeah thanks jen i i don't thanks for the information and i just i don't really know what to say because you know the numbers are worse and this is going to continue and i just i just i feel for him that's about all i i don't i don't know what to do so thank you thank you for the efforts thank you yeah thanks tom it's a frustration for all of us for sure because certainly we feel like we have a good system in place like catch nets for kids as they're struggling but not really a way to keep them from struggling
168so that's you know obviously not the kind of work we want to do but we're grateful that we're able to have those catch nets right now and and be on top of that yeah and you you know you you you said something about kids not wanting to leave their rooms and i you know my my son and friends and friends of friends and these are some really dynamic kids and and and we're starting to see that in them too yeah and i'm like you know and i always thought all these you know were resilient families we're we're making it work work sometimes they'll come over and have classes together in the same house and fudge the rules a bit they're making it work but it's even that's starting to peter out there they're just i'm
169seeing science the kids are just running out of gas and i'm worried about lack of sunlight now with winter coming anyway i'm sorry i'm not helping any um thank you for your concern thank you thank you for your work thank you anybody else i'm really encouraged um by your uh turnaround time uh then that you mentioned from six months um to 24 hours you know give or take i just think that's so important and i i really appreciate um the work that you've done to uh to make that happen i think that's really critical and i and i really i'm looking at your um your attachment that you gave us and it it looks like a really a really solid plan of intervention and and um you know and we all just need to have
170eyes on everybody right i mean we all uh and encouraging our students uh to have eyes on their friends and it's a lot to put on kids it's a lot to put on teachers but we all need to be looking out for for everyone um and and you know it's sort of if you see something say something if someone doesn't seem right if they seem off if something seems a mess just talk to a teacher and talk to a counselor and um so anyway i appreciate it i appreciate everything you all are doing thank you yeah i really appreciate our counselors and assistants and well i think anybody who's not live in front of kids has gone mobile in the last few weeks just kids that we cannot engage or get to come to us
171or connect to us online our staff is just starting to go out and do home visits knock on doors and track those kids down so like you said janet get eyes on them so that has been a lift for them you know on top of some other things so i really appreciate their willingness to just go mobile all right well thank you i would just echo to what janet said and also you know and great work jen putting this together those i think you know we could spend probably another half hour with jen going over those last bullets on that page of the engagement supports so if you haven't had a chance to look at the document that's on board book um there's a lot under each of those bullets as to far as you
172know like the high school rescue teams and beginning the limited in-person instruction um you know those are those are things we could follow up if you want to know more about um different things but those those are just like jen was saying um you know people are going mobile to to really reach out and connect with kids or delimited in person bringing kids to sites where uh where we can do that because we know they need it so badly that's a good point well i really appreciate as well and can i interrupt for a second um can you explain what shs rescue teams are jen i can give you a little bit i know johnny's on the call so i don't know maddie if you want to pop her in because she could give you
173a lot more detail on that pop in real quick that'd be great that'd be awesome i'll start her off um that these are kids at the high school has not been able to engage okay with their teachers so they have been flagged as kids that that need a reach out and looks like she's in so i'll let her take over hi johnny you're mute sorry um i apologize i'm um i'm actually in the hospital right now so i am fine but getting some iv antibiotics so if you're oops you went mute again johnny uh i'm working remotely from ohsu so i'm sorry about that um so i wasn't planning on talking tonight but i'm happy to share um about our rescue teams i'm very proud about of the efforts that we've put in um to
174try and and truly just rescue and recover our students at the high school i think it's best described as mass disengagement that we have more students failing at at least one class than we've ever seen before and and when we see failure at that level when 50 of our students are not passing classes we can only assume that that's a systematic issue not an individual student or an individual teacher issue and so um we got the counselors together and our alternative ed teachers and admin and just said what can we do what what's the biggest impact that we think we can make and so the first step in that rescue team process was putting a pause on ag live meets and allowing our advisory group teachers to specifically conference with students who are struggling academically
175and to try and triage that situation from the advisory group standpoint from there those aj teachers made recommendations to the rescue team to warrant a home visit and so administrators and counselors and some of our classified staff have volunteered and some of our teachers have been um going and meeting with families at their homes with a rescue bag of resources and in that bag it has things like um sentence stems for how to ask their teachers for help online or resources to to navigate the technology or counseling resources mental health resources and then just kind of goodies some snacks some um some candy and just a reminder that they're loved and cared for and they're not alone in this process um and so that's the work we're doing right now is trying to make contact
176with all of our uh families that are not engaged um and and truly trying to recover them and then next steps are looking at um what what systems will we have for credit recovery for students especially our seniors how can we quickly recover any credit that they might not earn um this quarter and how can we just continue to support them as distance learning goes on um so it's it's time-consuming work um as you can imagine um we get met with a variety of responses and when we show up at people's houses um and so i'm just so thankful for our staff members who have volunteered to participate in that that work and to do everything that we can to reach our kids and let them know that that we're here for them and we're
177their partners in this process and to help them navigate this this new style of learning i think if comprehensive learning has taught us anything it's that we have some gaps in our instructional model in terms of self-advocacy and personal management skills and so this has been a learning opportunity for us in terms of our curriculum at the high school as well and how do we create them uh creating them the skills and efficacy to transfer that into their next steps and because we all know in college somebody's not going to tell them every step of the way and we know their bosses aren't either in the workforce and so um it's it's been a learning opportunity for all of us and we're just going to continue knocking on doors and asking them how we can
178support them telling them to get out that computer and show us that they know how to do it and connect them to the resources they need wow thank you that's an extraordinary effort and i appreciate you um my goodness this is above and beyond the call of duty doing this from a hospital bed oh my word um thank you for describing that and i i just wow that's that's huge and i'm sure it's having an impact and i can only imagine just what you guys are are really trying to juggle and to be able to meet those needs so thank you thank you um this is um this is a new era in education right we everything is like um learning brand new systems i feel like a brand new teacher and brand new administrator
179again and so i just appreciate that we have such dedicated and fantastic staff that we can collaborate with and come up with plans um and and continue to make those visits and to do anything we possibly can whether it's bringing them into the building or meeting them at off-site locations or just simply helping parents navigate um the stress and and how we can be their partners in this process because um it's overwhelming it's a it's overwhelming for all of us so any other questions or well i'm going to echo a big thank you it's a beautiful i think illustration of how much the staff in this district cares and the hard work you guys are doing so i appreciate it thank you i i will make sure and share that with my team okay well
180thank you again uh jennifer um i guess then pivoting back to you any anything else you wanted to add on this topic or any board members have any additional questions for jennifer i guess i would just share two if we're doing shout outs that legacy health has been wonderful to work with they really stepped up for us in helping us with social workers and health navigators to cut those response times down very good okay well jennifer you are also up next with the sia plan re-visit so let me walk us through that so i'm i'm not sure if you have questions about what the sia plan was paired down to from the three million dollar number to the one million dollar number but what we need to do tonight is approve the grant agreement process
181from ode so that's more of a business office function so i'll turn that over to steve unless you have any questions for me about what is happening with the sia plan yeah really uh it just again we kind of went from full go to no go to parcel go kind of like uh if we're starting school and in which format same type of thing so i went from a three million dollar plan that we approved uh right before covid to uh not thinking we're going to get anything to getting a third so 990 thousand dollars to be exact so this is a standard grant agreement that we would get from ode and i'm actually unclear as to whether uh this was part of the original plan to put this out there to the to the
182board because you already approved the plan or if it was just because it restarted and we're just reaffirming which part of the original plan we did do which was as you know the sequoia falls academy so this is just something we have to get formally approved by the board and then sign and send back to ode thank you yeah that was kind of my impression based on what i'd heard before the meeting and so um board members any any questions about we do have to vote on this later so we are going to officially take an action to approve this this grant agreement or re-approve as the case may be as with all grants uh whether they're federal or most of the state grants which is a state ground anything throughout eu we spend the
183money and then we get it reimbursed either monthly or quarterly as we requested this works the same way right were there any um and i don't know who this is a question for um but substantive changes to kind of the scope of our project for sequoia or did we just kind of trim everything else and focus in on on sequoia i'm looking through the document and i don't really see anything that jumps out at me but yeah good question so we did expand the scope of sequoyah um and then based on what we're experiencing this fall with our students we've expanded it some more so sequoia was originally for a therapeutic education placement we have wrapped into that three additional originally approved sia activities so the activities that are included in the sequoia program now
184are the bilingual welcome and system navigation center the student health and wellness center the district social worker on site and then the therapeutic placement in addition to that we have found that we have needed to expand credit recovery so we've been enveloped that in our program for now as well as ged um and we did not talk about ged when we were talking about mental health but but it is it's a little bit of a concern to me not you know not a huge concern but we do have a fair number of students who are just done with this you know it you know we've not ever had that because our our high school traditionally has offered such a great experience for kids but this is different um the experience is different so we do
185have more kids that just want to be done and and complete their ged so we go through that um counsel out process with them and then help them through that process as well okay any other questions or comments okay uh with that i guess we're going to move on to 11d then our financial report the enrollment update yes um a couple quick quick things before that uh i think it was mentioned that the long-range facility planning committee is next thursday i believe it's next wednesday the 18th so the boundary work group is on monday the 16th and the long-range facility planning committee is on the 18th this will actually be the i believe the fourth meeting led by blrb architects uh jonah jensen uh sixth meeting since god has taken over obviously things got stalled
186out with trying to figure out how school was going to open and then the fires and all of that and we had some some reset meetings with blrb so you bring scott up to speed and figure out uh the adjusted timeline so as it turns out i think it's uh when it's all said and done it's kind of nice it's gonna work hand in hand with this boundary work group you know these things are going to happen kind of at the same time so we're excited to get that going again uh also uh scott mentioned forecast five and i know uh i've spoken with with you about that before and and some of you have seen forecast five demos at uh board uh conferences uh and you know that we use five site and five
187cast uh this this tool that scott mentioned this evening is actually the third of five different modules they have it's called five maps so we've never used that before and it's the perfect tool for what we need to do in this boundary work group and for other things as we move down the road so we're really excited uh to start using that so i'm going to share a little more detail on that so we're just starting the process with them on that part which is just one component of the whole boundary uh work group process with uh with the with the group and rs2 so as far as my specific items uh the general the the financial statement is the uh the old format general fund financial statement i will get uh five cast statements
188rolling again next month that look a little bit nicer uh but uh as far as the year-to-date financials revenue is on track i would say with the exception of i think interest will come in as we go through the year less than forecast as the rate with the lgip has continued to fall but the state school fund payments are obviously coming in as we expected at the nine billion dollar level it will be interesting to see as we now have moved into november and december this is when 80 plus of our property tax payments come in it will be interesting to see how those start to flow in this year uh compared to previous years we might see some people make their one-third payments instead of full payments uh in november or just maybe have
189a slightly lower collection rate just due to the pandemic possibly not sure we'll find out in the next few weeks and i'll definitely be able to tell you next month at the next board meeting um expenses uh are on track and obviously there are some areas that will be uh at least to this point we've been spending less in obviously with uh very little substitute cost a little bit on the maintenance side and really not much to speak of at this point on the instructional side less in transportation those types of things obviously we have coveted related expenses that weren't budgeted for that either the cares act or uh fema are helping us with so that that's kind of a again not something we budgeted for but have some outside help with so from an
190expense side looking looking good there but this rolls us into the bad news uh nothing that's affecting us for 1920 specifically financially but could obviously impact us for 2021 but there's still quite a ways to go that's the enrollment side um i i talked about that last month and didn't have the actual we didn't have the report to show you yet just because we had just started school and so that was posted on board book and and those were the numbers that reflected the enrollment as of october 1st because that's what our comparative data is for for previous years and so last last month i mentioned that our our enrollment was down uh 292 students from uh uh where we were uh this time last year uh so we were at 36.88 on october 1st
191and last year we were at 39.80 we ended last school year at 39.40 so we were already down a little bit at the end of last school year as we've gone through the month of october we've we've dropped even further in our 94 students so now we're down 386 students which is almost 10 of our total enrollment uh that's a huge number obviously it's it's all related to being shut down and families deciding to to homeschool their students or enroll them in uh previously established established online charter academies so obviously we have a ways to go but as you know we we get funded this year we'll be funded on last year's number uh so we don't have to worry about that for this year's budget but uh it would come into play for the
192sooner we could get back to school obviously then the sooner we could start to get answers as to how many students will will actually return so it's it'd be premature to say you know that we're gonna be down this many students next year obviously but we do have to to plan for the possibility that that that that'll be uh less than than our high point um and it could be just somewhere in between we just don't know and and obviously the more time goes along and um the more we know about the pandemic and if we're going to get back at all the more we'll find out but just to put it in perspective uh 386 students at approximately nine thousand dollars per admw is about a three and a half million dollar deal so
193that would be absolute worst case scenario and sounds eerily similar to where we were last march or april at our first budget committee meeting before the you know the economy recovered enough to to keep us funded in a nine billion dollar level obviously that wasn't an enrollment thing that was a state funding thing so again um way too early to panic but i'd be remiss if we didn't we didn't put it out there and give you the numbers and i think because this is a big deal we will give an updated enrollment report every month as part of the financial report i'd be very appreciated you know one of the things that i noted when i looked at that data was it was you know the high school almost had well very little change compared
194to the grades kindergarten through eighth and within those the k-8 schools themselves were hit harder percentage-wise than the in town schools and all that sort of plays into i mean it kind of makes sense right i mean a lot of those families are probably just thinking you know what i'm just gonna yank my kids out or i'm gonna i'm gonna go to private school or homeschool or whatever and and uh i'm really curious if the state's gonna do anything sort of holistically to address this odd circumstance that we're in also i think it would be appropriate yes uh i i will certainly not hesitate to uh advocate for for that and i actually missed the last uh oh oh asbo the the business officials association and ode we've been uh doing uh bi-weekly uh one-hour
195video uh meetings a lot of it had to do originally with cares act and and all the different things that were coming out to to deal with the pandemic and then it's just shifted into you know lots of different things but i missed the last one and i have the i just got the video that yesterday or excuse me friday and i haven't had a chance to watch it so i don't know if that's actually come up but um i'm sure it will and if it hasn't i will be bringing bringing it up uh very soon myself so because i just think it's it's almost got to be a throwaway year in terms of that enrollment rule with regards to funding in my opinion but we'll see thanks yeah tom yeah steve um correct me
196if i'm wrong i would assume that the state would do something next year but correct me if i'm wrong i thought that on the funding they they fund you they fund you on last year's enrollment so for next year 21 22 they would fund us on this year's october enrollment which is down which is troublesome or the current enrollment whichever was more yes they fund they fund on on the on the current year or the prior year whichever is higher so that's why if if we get back and people start you know bringing their kids back and we're back fully to start next school year and you know um no harm then no we would not yeah we would not be even under the existing guidelines we would not be we inflicted any harm we
197would never have to be funded on this number uh should the and i'm sorry if i didn't make that clear enough but that's how hard it's gonna be hard to budget for next spring how do you know how many's going to come back but i said the sooner the sooner we could get back the the the sooner we could tell what the trend is going to be you know and feel more confident about what that number is in our budget yeah you know again we just you know i guess we'll see where we are here in a few months and i guess we could build the budget on a couple different scenarios so okay thank you you're welcome steve yeah yeah i just wanted to say thank you um they're using i was going to
198ask you if they're using the old normal formula you know um with you know students coming or going um and our enrollment numbers to fund us um there's got to be an exception somewhere that the state has to put in have you heard anything about that at all um like i said i missed the last meeting but um you know i'm not sure where that stands they're going to have to have a conversation about that i mean they know that that the districts aren't getting hurt uh the way we're being you know funded for 1920 just because for 2021 because we can rely on 1920s numbers for our for our funding for this year so that that's right the numbers you're seeing in our financial statement is you know 99 billion dollars funded base basically
199based on last year's enrollment yeah yeah okay oh thank you we gotta hope for is that things come back for us and we'll never have to be funded based on this uh uh on on this number yeah but let's let's cross our fingers and have some sensible discussions about that yeah there there's gonna have to be something discussed about that yeah yeah all right thank you you're welcome okay any other questions for steve okay thanks everybody we are ready to move on to board reports and uh that's an opportunity for any of you to share anything that's come up board related over the last few weeks yes um i hadn't mentioned this before but um i went to the new teacher orientation um in on august 27th i know it's november but um i had
200it was a it was a pretty wonderful um experience to go and and see some new teachers and and um the collaboration that was working uh with you know administration and um it's just it's just that's just such a fun time you know um to see our new teacher so excited to be here and we had some teachers who um transitioned into other positions but stayed in the district so that was really nice and i got a i did get a card from a thank you card from a one of the new teachers a fifth grade teacher at robert frost i'm not going to mention her name but she just was thanking me for um having a presence at the meeting um and at the orientation and she said it was just she was really
201happy to see a board member um come and and uh um engage you know with the new teachers and and uh existing employees so that was really nice it was just uh it was before the school year started and uh it it just felt really good so i just wanted to share that with you guys um i think the more we show up to things um and are more of a face to be remembered um i think you know our our our district employees and staff they really do appreciate it so um i'm gonna try to make more things uh and just uh be a presence in in in the district uh more often if scott will let me so thank you thank you anybody else so um a couple of us were able to
202participate in scott's group dynamics training week before last and i just wanted to say thank you i found found it really interesting and enjoyable um i've been thinking ever since sort of how to apply some of those uh those strategies and and all sorts of groups that i participate in so um but it was really great to be able to spend some of the time with the administrators and work together in small groups um and and reflect on some really good tools for for working uh as a team as opposed to just a group um i won't bore you with all of the distinctions but it was really it was really interesting and so um thank you scott for inviting us to participate in that that was that was great thank you yes jennifer so
203i i again following up on the group dynamics training i wanted to um especially appreciate well thanks to scott for um scheduling it at a time where board members could attend after work so i really appreciated that and then also the dedication of our administrators for attending after their work hours is is that that effort is not lost on me so i just wanted to to thank everybody for that um and then the one takeaway that um i took from the training is that high functioning teams um are are what moves the the needle for student achievement and it's not just a little bit it's a lot and so that high functioning team bit is the motivation kind of for for you know improving those those team dynamics um and so um that's something that
204i won't soon forget thanks jennifer yeah i was able to attend as well and it was fantastic the presentation and the leaders that presented those gals are just amazing and i i commend them for what they're doing for districts all around the state and uh it was it was just it was well put together and there were a lot of really great takeaways i won't if you guys had said a lot already i won't keep going on it but it was fantastic and i appreciate it i did want to add that the all the documents are on uh online for public uh consumption it's called educational excellence is the name of the consulting group and if you go to districts and go down to silver falls we're there and so you can go through the
205slides to see that that number that i just talked about or um anything else that that we did those are all available online jennifer do you remember what that effect size was for highly effective teams and student growth i think it went from 0.4 to 1.6 or something like that yep that's an um that's a massive amount of growth that kids can make when teacher teams come together to collaborate around uh student data and so when we're talking about improving student achievement finding the fulcrum in which you can apply the pressure um you got to find that right one and then that team dynamics is huge in that regard right and they are open to uh working with boards directly and that's something we're going to consider as we move forward as a board as
206well i think we should anyway so okay any other word reports i'm sorry jonathan can you repeat what you just said i was frozen for a minute i said they are open to working directly with boards and i said in the future we may want to consider oh thank you for that okay uh we are now on our second public comment i don't know debbie or maddie if you've seen any requests come through i have not okay given the time and the amount of time we've had for people to request it i think we'll keep going um so we do have one action item tonight uh it's the to approve the saa grant agreement as was discussed a couple of bullets ago so we are on 14 a and with that i would accept a
207motion to approve the saa grant agreement i moved to approve the sia grant agreement so moved all second moved in second and any further discussion okay debbie would you take the book jonathan how about yes jennifer yes you have it yes tom hi laurie yes and shelly yes thank you all in favor okay uh we have item 15 which is other items any uh thing else that we need to discuss tonight or things that we need to put on parking lot for future board meetings jonathan may i just make a um a quick comment um following up on our comment our conversation earlier about the all students belong policy um because it was bothering me and i couldn't put it into words but i think i figured out what how i would want to articulate
208it and i just want to make a quick comment about that um i'm happy to continue to discuss i think it's important that we are open with our comfort or discomfort with any policy we choose my concern however the is that that would be construed as equivocating and for our students of color and for lgbtq students and for our other students who experience discrimination routinely i want to just be very explicit that there are there are political signs and symbols and then there are signs and symbols that call into question you're right to exist as a human being and those symbols are not okay they are not acceptable and that there is a difference and my my opinion about this policy is it is explicitly saying we will not tolerate any expression of hate that
209threatens someone's right to exist as a human being as they are and so i just wanted to make that distinction um at least that's that's how i see this and i just want to be sure that that's something that we can all stand behind and support as a board for the students in our district um so thank you i just wanted to make sure that i was ex i was clear on where i was standing with them thank you for that comment janet thanks tom bravo janet i want to echo that bravo as well thank you so much for your articulate comment that is excellent very good thank you okay any other items for tonight okay well without objection meeting adjourned not everybody good night everyone
