okay it's 6:30 let's call the meeting of the sore Falls School District to order make the word meeting good okay so the first thing we're going to do is adjourn to executive session under rs 192 six six zero to H to consult with legal counsel concerning legal rights and duties of a public body with regard to current litigation or litigation likely to be violent all right let's green adjourn to regular session and let's start off with Michael okay our first action item is a consideration of a complaint that can select an official against Todd white would anybody like to start off the discussion with this I guess I can go first I I you know we had a board resolution here a while back like it's a previous complaint and I see the action I

see the actions is this kind of more of the continuation of all of some of those issues mainly that that's just not how you communicate your your views and it was back and forth between another elected officials so there's a lot of leeway there I do like some of the points set that he was bringing up but that's not the way to do it that's and that's that's my objection I do I like a good Robicheaux staying I like debate I'm huge on free speech but that's not how you do it effectively and that's not how elected officials so that piece anybody else yeah time I would agree talk to in my mind this is some of the same stuff we dealt with when we made that when we sent review about a year ago

with the resolution um and I want to be very clear it's not as far as I'm concerned it's not taught expressing his opinions on you know political matters of things like that that's how it's done and it's the fact that it's kind of insulting people and I think when you call a person a hypocrite and say that they're Shady and I just that's not right and especially in our position and so in my mind it's just it's not expressing your opinion that you have a right to do that but it's just how it's done I know we've talked about this many times before and it's just to me this is just a continuation of the same thing and so you know our resolution said that if this stuff continued and we have more complaints that

we would encourage you to resign and I think we're at that point I just I would like to read something that I wrote today Dana Smith's complaint regarding Todd White's repeated online attacks on her character bring up two important items for us to consider number one whether we agree that White's comments are form of cyberbullying and therefore in violation of school board policy and number two whether White's comments rise to the level of concern that he should be asked to resign Silver Falls school district policy violation in my reading of our school board policies it is clear that mr. white violated the following be baa - be baa individual board members authority and responsibilities BB F board member standards of conduct bbbb board member you know actually I'm going to take that out excuse me

jf c fa / g BN a a cyber bullying he has also violated that December 2016 resolution censuring Todd white number 12 - 12 - 2016 which states since his censured the district has continued to receive complaints about mr. White's online posts people have felt both insulted and harassed by our colleague they want to know what we are doing to hold them accountable to the policies both students teachers and staff are helped - my feeling is that it is incumbent upon us as elected officials and pillars in our community to listen to our community members and to enforce our policies and demonstrate to our pear students teachers and administration that we have expectations that need to be followed with these facts and evidence it is my recommendation that the school board distances itself from mr.

White's behavior and actions and ask for his resignation effective immediately I understand that mr. white may reject our request but at least we will know we have done what we could do to enforce our policies and listen to our constituents I will try name so I think it's important that we feel similarly to other board members who have referenced the respect part of the board member code of conduct policy which is the one that was named in the resolution so that one I think that we can take action on I also wanted to just mention to the public that we can only act on information that was included in the complaint that we receive so we're not considering any other information except for information hmmm I guess I want to start out with being positive

on I appreciate you sticking up for the board and talking about being transparent but then you kind of faltered and in my mind the respect thing for Dana wasn't there and that's the behavior that was consistent with what you did before you don't hurt maybe you want to pick it back on your comment where you know and yeah I can see where Todd got very Zyliss India's zeal to defend the boy and I understand that and I think it's important to that as elected officials we do have that higher standard that we need to hold ourselves accountable to especially to the constituency who are representing with the children at all grade levels but I have a little more forgiving in the in the in the sense that when looking at the evidence that was provided

I'm not necessarily willing to throw the baby out with the bathwater I think that in Todd's evolution as a board member I think there is continued room for improvement and I think he can improve so am I disappointed extremely in how he approached the entire scenario especially with another elected official I think there was some lack of respect in there and I think it's important that we continue to hold on to the resolution resolution of censure but I'm not willing to say it's time for him to step down yeah I I believe in everything I said a hundred percent now maybe it may not have been the nicest way to put things but I believe earliness living true and that's where I stand so you guys feel you can ask me to resign that's fine

I don't feel what I should resign and I won't so you know Todd I think it's a shame that we've got to this point of having a community member file a formal complaint against an elected official on our school board and I understand that you have a right and you you know agree that you did everything right but Todd it's it is not okay to use the language that you did in the manner that you did in the public you violated several of our policies and that is not acceptable on any level and for you to not think that you're not that you shouldn't resign is beyond me because there has been a century against you and you continue to behave in a manner that's not acceptable to our Board and their policies and I

just want to put that out there to you session a motion or anything or where do we go with now I mean the eye movement as a board we um we asked director white to resign a second okay their motion a second mean further discussion okay we um we just amended because of the omega thank you so much Aaron really can't do that Kimmy just cuz just add the detail just because it's has to do with that that resolution from you you be sure that makes a Nazca STM doesn't the second it if they would want to consider something like like a clarification as a follow-up action like it sure I know what you're saying I gotta work yeah I move the the based on based on another complaint in violation of the resolution against

director white that we passed approximately a year ago that we asked him to resign that no it's fine yeah I just just just pulse all of the discussion discussion yeah I'm gonna I'm gonna vote YES on but I'm also I think I don't toss response to but I really like the curve and what Ron had to say cuz I I I'm voting on it to could to affirm that that Todd goes too far with argument but I like the fact that I do like the fact that I wish you would find a better way to factor the board instead of the ones apart so but I still have to affirm that resolution that we passed a year ago and again so open they'll do everything he's gonna do I suspect he's gonna above no and

not resigned and then I hope he does better than yes so I hope you are uses cases more effectively I'll put it down yes so we take a fan all right to me that's it no purpose question such all in favor signify by saying aye aye opposed no - okay motion carries it was you a clarify for me that was their shot on the nose the nose was Todd and wrong okay very good okay I guess my guess is is now the time to ask for a response okay um okay next is our consent agenda now show yourself Zoe said she'd like to pull off I believe on the consent agenda I guess we'll just what we'll do first three items and then we'll talk about that separately so excuse me miss chairman yeah actually

no well it wasn't Act II because she and I emailed a little bit today I was actually a policy within section Eisen that corrects it is yeah I'm sorry I thought yeah it's it's a specific policy within such an eye not the entire section I and it's PO it's the IGA eye policy it's letter C IJ hey Steven indeed well I GA c is the religion policy OD IG a I is that's okay I think it's letter C approved district policy committee recommended revisions section I instruction so this is still section I instruction and it's one policy on a better fighter boy and if I can clarify IgA I current language is your human sexuality education language and the policy community recommended deleting that language with a new policy i chi AI which is called

human sexuality AIDS HIV sexually transmitted diseases health education so it's entirely new policy that is current in language it's it's compliant with law the current HEA I was last adopted in 1998 so that the recommendation from the committee is the fact that the proposed policy IG AI puts us in compliance and the old policy with out of compliance so you can surely as a vote Susan as a board your policy requires that you reach consensus on pulling this policy out and discussing it or putting it somewhere on the agenda to discuss it if you as a board majority don't believe that there is merit in that then you can director Neela Shelley has can't ask that it be voted on separately but to actually put places as a discussion item will require at least four

you agree to that by consensus yeah yeah I guess that would be the best thing yeah yeah absent yeah um the reason I wanted to hold this particular policy was I was reflecting on my notes at the last meeting from Sarah Weitzman she is a registered nurse in the state of Oregon and she had brought that policy of as some language in there that could potentially be deleting the science of the the teaching about human sexuality AIDS HIV sexually transmitted diseases and health education I wanted to acknowledge her at the healthcare worker and her reading the policy and having some questions on that and I wanted to do a little bit more research before we adopted this particular just this one policy just to make sure that research and go from there so you might

do more research I wouldn't I know and we could put it on the next month's agenda just to be as an independent items and that would take four of us to agree to that yeah yeah it's up to you as it's up to you as a board I thank you if if you felt that there was to pull this policy out separately then you surely good that'sthat's your authority again this is one of the recommendations from from the board I'm just taking a look at legal references there a few legal references that are different on the new policy as compared to the old and again this is this language you can review policy any time yes Yeah right yeah maybe we need to work on refining what mechanism we use to do that or our

own yeah I got a seizure yeah I guess that's fine to do yeah I guess that's it's you know typically I guess you would say that this you want to have these issues come up before you know second anniversary but they come up when they come up so this is fine but but yes I you know yeah I like I prefer Jennifer as I say let's you know let's look into it discuss it but I say we approve it now yes and now that you're sorry and then just bring it up because as a later date you can be sure you research and bring it up that would be fine so um okay so wherever so did we pull the charts are we just still in the consent agenda where we didn't order even where

did we pull out item c6 they were not close and discussed during it so but okay I'll just say that we we've clarified that the procedure for for discussing that policy and I you see so um so let's just assume that consent agenda item a b c and e are on the consent agenda and now do i have a motion for approval move for approval the second circuit okay we have a motion a second all in favor please signify by saying aye tonight opposed okay motion carries okay next student representatives with Hardy and Rachel Peters doc we'd like to say we appreciate all of you guys and happy school board Appreciation Month and also I'd like to say that this is my last school meaning I will not be taking HB next year because I

board will extend the time for remarks to five minutes a second audience with visitors will occur later in the agenda specific to discussion and action items for this meeting Laurie Chadwick 600 votes loop and just the complaint regarding Todd white if I had young children and I monitored their phones and they make comments like you did on Facebook they would lose their phone and listening to your comments huh I don't hear you apologizing or even feeling like you did anything wrong so I would imagine we're gonna be back here again and I would ask you to resign thank you would anybody else like to address the board I'm Elizabeth nerves I live at 408 low notes live your pen turning out so I made some notes as you were all speaking and like Lori I'd

like to just sort of reiterate what I heard so I heard a lack of respect I also heard repeat behavior I heard discipline that happened a year ago which resulted in a repeat of the same behavior I heard a strange statement about fighting for the board and I'll come back to that so when bullying happens in the workplace and it's reported usually HR is involved and at that time they give you the opportunity for increased growth training so knowing that most of you or some of you went to the OSB a summer conference and you received extensive training in diversity and tolerance and bullying in the workplace I think you should go next year I also think you should do extra training now that's what we asked our students to do it's part of the

Disciplinary learning process I want to bring this around to social norms when I make a mistake at work and it's brought to my attention I try and correct it I figure out what I did and I'm accountable for it this community has asked you to be accountable it's not just a few people and it's not just once so please give that some thought this is not a mutiny but we're asking for improvement it happens in our schools we ask for it from our students we ask for it from our children so maybe the board should think about an increased training opportunity in case this happens again thank you Sarah Whetsell Thorsen in the back thank you Elizabeth thought was really really really well-spoken I'm actually here just to comment about the ASB report I wanted

to clarify it with the choir that they have for students that are going to Allstate and band has to one from the high school and one from the middle school so I just wanted to share that with you my name is Charles Baldwin I live at 3301 Seminole Road in Silverton I just had two questions was the action of the board a sensor of mr. white no it was just it was just a I guess a reefer reaffirmation of the sensor of that of that of that resolution and at the bottom of that was at the end of that resolution is stated that we ask you to resign if you can't correct your me and so it was just kind of a resolution were following up and we asked him to resign and jpig response

will you ask him to resign because he violated the policies of the board yes yes then I have a question for mr. white do you feel that you have violated the policies of this board no how does that get resolved by degree by a majority vote on yes man and also and also in the yeah that's that's the only action we can do that the voters are in charge who's on who sits on the August report you know someone's voted in there's a recall process or you know any wait for that selection that's kind of how it's resolved it's it's it's it's in the hands of the voters we can't do anything more than a venison sure it's an interesting dilemma we have an individual on the board who everyone agrees has violated the policy

of the board even some who do not ask him to resign but acknowledge that he has violated those policies are asking to improve you have a number of citizens in the community that feel the same way or acknowledge the same fact but the individual seems to be either ignorant of the policy or has a philosophical difference with the policy and is saying it's not important to me that there is a policy I'm going to go on behaving the way I'm behaving is that correct mr. white perhaps perhaps or it is mr. chairman at any drillbit important yeah we fought processes for testimony shouldn't be questioning the board members like this thank you thanks for yeah so no I think we've got enough for that I think I think you make a point Charles so thank

you thanks Andy okay anybody else hi Inez brekford 603 Grant Street Silverton I just want to follow that up with I encourage that if he won't resign then we should start a recall because the fact that I'm sitting there very disturbed that you guys are kind of reluctantly asking him I even heard some praise for some of his behavior and it makes me think that perhaps you didn't get as much information as that you were entitled to to make this decision because perhaps we sent emails but they weren't formal complaints so that's what's needed so that you can have as much information as possible to to make these kinds of decisions or to have a stronger stance the public is willing to provide that I think as a public we assume that if we send

an email with screenshots not just from abusive Dana where to Shelly in the past or to other members of the audience but to many many citizens in our town then you would see that it's much more than just an isolated incident or a board member against for remember it goes far beyond that its sheer abuse you've had four women okay I'll see three three women in one year's time come before the board with evidence give you package of abuse showing you the verbage showing you that there's violations and you still are kind of reluctant I feel in other districts this would have been handled much more decisively a long time ago and I understand he has the right not to resign and I think as a public we have to take it upon ourselves to

start a recall I don't feel like we have a choice I don't feel like he's leaving us that choice and I am disappointed that there's reluctance in actual praise from board members Thank You Shelly and Tim actually for being very strong in your stance I really appreciate that and Jennifer thank you thank you thank you it's gone brunette sort of all school districts parent I had actually worked up a nice little presentation here for all of you I went through the timing of it and you kicked me out essentially it comes out of the integrity of this board you have some great people and you have one bad egg one bad egg that insistent we will go out and attack anybody and everybody at will he is representing all seven all seven of you are

reflected by his actions I understand and I see on a daily basis that some of you are active online and some of you are not I believe fully that you should be online at least in an observant fashion you don't have to go on there and participate and many times I would actually suggest against participate but you at least need to be observant of what an individual here is representing you as because right now you have a whole community of people out there looking online seeing what's going on and to have a member of state that as mr. valve put it he doesn't participate in social media that doesn't mean you should disregard it or its impact towards you or this board I fully believe that a responsible elected official spends their time engaging the

community and absorbing all facets of life within the community that they represent regardless of the platform in a very short time social media allows you to gain the perceptions and opinions of thousands of your constituents to be up here and here some of you not acting and being proactive against these actions by Todd is also alarming to me what this board is to represent your community I have no idea what thousands of us see on a daily basis is a poem I mean that you guys are great work but then when it matters you falter and that's what we would like to see you do I know now that for this to be fully read we need to file a formal complaint and I'm sure myself and many others in this community will do it

there is a bad apple among you the integrity of the board is severely hurt because of this when it comes time for another bond to be passed the whole community has the same excuse that they used for the last block there's a bad apple they don't like the board and they're not going to line with you thank you so Christine promised as many of you know I'm not a very good speaker but I'm used to running things down and if I had known this what the board would have done tonight I've ever written something down I count out of each and every one of you to do the right thing including you Todd to put the board above yourself and you didn't do that tonight you I am NOT something that speaks I cannot give

you my friends and pretty quiet for me to sit here and look at you and say you need to resign I'm terribly supporting you have it my voice is shaking because I think that in my opinion you don't represent what's the best of this district and I wouldn't want my kids to be like you I'm sorry to say that but I've read but you said in line and sometimes I'm like horrified absolutely horrified what you say because that's not how a gentleman behaves and I've raised my son to be a gentleman and he's not a gentleman he hears it from me and I expect you to be a gentleman expect every one of you to be a gentleman and ladies sorry years let's do the best of the best you made a choice no one

pressured you to be on this board you know what said Todd you have to do this no one held your feet to the fire and said do this Todd or else you made the choice and when you make a choice to be a leader like me should have to behave like a leader and you're not behaving like a leader let's not use that Kisa Leslie so I don't know you and I've never met you before and seen you at meetings and things like that but I do know pride and I understand what it's like to be in a position where you've made a big mistake or several big mistakes and then it gets really difficult to just step back and say wow I need to make this right so tonight I I'm not surprised that

you mumbled I don't know if he said no or what you said when they asked if you've been resilient tonight I think I heard one word I wasn't quite in the room at that point I can imagine that I can see that happening I hope that you'll go home tonight you'll reconsider this and you will do something that an awful lot of people can't do and that is you just step back and say I'm this is a wrong thing for me to continue to push on this situation this is pride that's all this is I'm not effective I'm hurting the whole community on the other board and hurting the reputation you can't do it tonight I get that but go home tonight and do it please I mean teaching small children this is probably how

I talk to them and I hope that you'll go home tonight and reconsider what you're doing here and what you're doing to people who care a lot about the children in our community I guess the pragmatic part of this is your there's gonna be a recall so you know if it's pride which I assume that's all this is I can imagine that one way to save some face would be to resign before you are forced to step out of your position so please consider that thank you thank you chuk chuk at all 325 - looking drive so I agree with Leslie I hope it's a friend of mine sometimes advise I hope you reserve the right to be wiser tomorrow I frankly don't know how you'll explain this meeting to your children in an honest

way but what happened tonight I think you go guys are suffering in part because the policy doesn't give you the power to do what a majority of this board wants to do and I would encourage you to contact our elected representatives and say Rick Lewis our senators to get them to introduce legislation that gives school boards the power to deal with the problem when someone repeatedly is offensive I understand the first Center I get that I understand it's important about taking someone off an elected position I get that but I think you should have the power to do it when it's repeated and done with such reckless and Ian laughs topic understanding of it and lack of admission of any guilt that's what I find to be most offensive to the voters to our students

in a community thank you okay thank you thank you everybody for your input and we will move on to some discussion items our first item an item a proposed new policy jbb educate educational equity I didn't know first reading and I read through it and I've been letting it stew and just pondering it but it's it's a it's an important topic ality Tom I do on the second page number seven says hire the very best candidates in all positions that reflect the diversity of the community that we serve I'd like to change that to hire the very best candidates in all positions regardless of their diversity and then number eight affirm the identity of each student I'd like to change that to say respect the identity of each student that's all sure what was the

first one of us in can you read what you want to change hire the very best candidates in all positions regardless of the diversity instead of a firm put respect every identity of each student so 471 we're short for sweetness but very best candidate in all positions I would disagree with that I think it's important that a staff represents or employees represent the the population purport proportionately I think it's important that we our children see that people like them teacher but I don't think we need to be constraining the strengths of a teacher based on diversity it should be the very best teacher that we have regardless of race or diversity or whatever it may be maybe I agree I think that the very best person is important and maybe this is this was a

team effort and maybe you can talk a little bit about the team effort behind this and then maybe we can hear your thoughts about and maybe miss evens thoughts about how that would actually play out in an HR kind of situation and maybe we were talking about recruitment or at least looking at the at the demographic so this whole district and and and comparing you know positions and and who's filled them in them currently versus what the actual population looks like just ideas but Andy I'd love to hear more about the efforts that went into it sure thing yeah yeah and the this is this is the culmination of two meetings that were held by a planning committee plan in committee a team of Staff members of a trained last spring went through a process

to really help them identify what the definition of equity is within a school issue what that means and really some legal parameters around that as well as some some practical priorities that that the group identified specific to this school issue the the I think it's fair to say that the group talked about quite a few examples in the school district that where where equity is considered to be priority and is a decision-making tool and but also identified where there are very likely a number of holes and areas that need to be addressed as Tom alluded to just a couple of minutes ago equity is quite a broad subject it's it's huge it's much more than cultural and the team that identified that as well with each one of the meetings that they have so with

that said to get to a draft policy that the team reviewed a number of policies from similar size and and some similarity in demographics to the Silver Falls School District also reviewed some proposed policy from OSB a to come up with this this draft policy one of the talking points was specific to the demographics of the school district and how that's represented from an employment standpoint and part of that conversation was also related into the organ equity lens and and specific to what we as educators it's directly from the Department of Education from the Oregon State Board of Education asks us to pursue and that's efforts related to equity across the school district up to an including consideration for employments that there's some value even research information that discusses the benefit of a diverse workforce

when when talking about education of its students with that set there is clearly the conversation and the priority getting the best educators in front of the kids at all time there's no question about that but there is value to having a diverse workforce now one other piece that we discovered and you've read some about some of this in the newspaper recently is related to the challenges that are inherent within the state org and specifically to really attract and create a workforce that does represent our diverse school district I don't know there's any school district in the state of Warwick even those that have had significant effort towards achieving that threshold who's been able to achieve that we have one just north of us in Woodburn School District biomatter with which I think is an incredibly

diverse population of students and I know just from personal experience and conversation with administration there the challenges that come from that Salem Kaiser school district to the west of us has some resources and ability to do things like send recruiters to places like New Mexico and and Arizona and other places where they can hopefully attract teachers that would help them meet that a diverse need from an employment standpoint within their school district it's a very very challenging thing to do the intent of this from the committee is to say we believe it's a worthwhile consideration so there may be some wordsmithing that we can come up with that better identifies it as a priority but not to necessarily say we would hire somebody that was let's say sub qualified or under qualified for something and

would only place them in there in recognition of the diversity I agreed not as bad against that's what bothers me so so I will ask the board they want me to do this to take some of this information and see if I can work Smith something and come up language that may be able to help better identify number seven - to reflect what I think I'm hearing and if that's acceptable to you that I'm happy to do that Jennifer does that answer your question the policy is as written here with that handicap the hiring process you know not as far as I'm concerned the resident in some districts in some states they have a hard time finding you know Hispanic teachers you know whatever so if we were to have a policy that you know

we have just around the first fifty percent you know Asian kids would we need to find fifty percent Asian teachers or something to reflect that bunch would be handicapped trying to find my first response would be no we want to place the best educators in front of our kids all times I think striving for a diverse workforce population it is an objective as well likely take years not to be realized in any school district but it's something that I think is worth noting and worth stating as a priority of a school district simply because that's ultimately in the best interest of the society we know when an opening it comes up within the district how far up do we broadcast the opportunity however far the worldwide web goes wrong it'll be on the house do

we do we do any do we do any recruiting efforts yeah it's probably gonna be any time there we go so we don't want to like a search engine a job search engine that person in Maryland could say I become party and I plug in Oregon and jobs listed in Silver Falls School District pop-up as well we go to all of the local fairs but recruitment fairs so that's Portland Southern Oregon and a lot of AST has been having one I think really though the question is not so much of how do you go out and get teachers to be interested in your community and recruit from places like New Mexico or Arizona because quite frankly when you bring a lot of those people to the state of Oregon and it's a culture shock in

there I go back to New Mexico where I'm from it's different I think the better question is how we cultivate our own we need to take the kids they're coming through our system right now and talk to them about being educators their high school teachers you talk to them about being educators and identify those kids as they're starting in their undergraduate programs and then once they finish me come up with a package that says if you go get your masters in teaching you will have a job and this is what we'll do for you will forgive your loans will help you get financing for your house that's how you get people who are invested with your case it's not I love recruitment fairs the semester the next person but that's not how you get gonna

give them we're using item one that talks about data debate and I know we're currently using date already what are the where the trend and you can you just speak a little bit as to work what what are the trend line is doing now are they trending more equitable over time there are gaps in terms that we have enough yeah there are some of our higher is pool or higher are hiring general is diminishing the last recession destroyed truly an economy for people going to field of education it's we've had multiple programs in the state of Oregon closed as well as throughout the nation because it's the first thing that gets cut yeah nobody can afford to go to school and have $100,000 death know that they're gonna make $45,000 you're lose their job right

right and so especially your minorities okay so are really it's not okay you have a huge shortage and it's only gonna get worse right Messick yeah yeah so I guy I guess I guess I was asking I did you can you you know how all the numbers in front of you but has over time you know as our as iPads are as our as our staffing become less diverse or more diverse I think it will become more diverse especially when you look at the number of Hispanic men we actually have working for a school district in positions of instructional assistants and specialists I think that has has improved you know the running seniors I've been here but I think that you know it's not anywhere where we need it to be no you know so

that would be the only area that I would say but in terms of overall it it's difficult when you've been which offer you're trying to keep a sound Kaiser and public ensure okay yeah thank you for 30 bucks yes yeah they just brought us a question I I think the language is fine from what different from my point of view but that certainly don't mind a little bit of word sending so many people want to do it yeah the way I read that after thinking about a little because I had some of the same fossil I first read it a bit then the way I kind of read it it's we're gonna hire the best candidates for all the best candidate possible for all the positions which I would totally expect us to do and

I think that's what we do while we do already but if we have a situation where you have two candidates that are completely equal by for a Spanish teacher say two candidates that are completely equal ones why what's Hispanic you may have more lean towards the Hispanic person if they're totally equal in their and their skills and abilities because that's gonna help it that helps kids so that's how I that's how I read that I wasn't after I thought about a little more wasn't this concern about it cuz I am you know I would expect us to hire the best meet if you principals are very aware of all who are they putting in front of children no we don't know that children you see people that are like so weird to them so they

can have a vision just don't have a lot of control over who applies these licenses well put an event oh my get I mean I agreed the only thing that I'm concerned about is that word reflect means that were constrained to a certain diversity group I think that's what bothers me you know I don't want to be constrained if they're all of one style if they're the best let's do it but I guess that's I don't know how to word it that's the only thing when I read that it it concerns me but well I guess we'll leave that input maybe wait for wait for two weeks when everybody else this one first readings yeah Maria you don't know about a week seven and maybe I'll play around some language and they'll bring making a

couple of options back to ya okay next item proposed revisions to policy III GE webpages this is the first reading also and you may be like woman you know a copy of Rosalie going to - only because you just approved all of section I but there were there there are spattering of policies in Section hi and in Section G in Section J that we considered to be on hold until administration or staff rate we were able to get some additional input or some additional direction from legal counsel or from or SBA in some cases and this is one of those examples so over the course of the next few months even though you are reviewing and you'll be asked to approve full sections there are a few policies that will be lagging behind sit there

because we need to spend a little bit more time with them and this one we just needed to get some legal advice on it too so there are very few changes to it and it's been approved by our technology department as well there will be an administrative rule related to this policy that still has some work to do and you'll be seeing that in the next couple of months okay next next discussion item n district policy committee recommended revisions and reasons and proposals section GE on personnel returning again that's your next section and your review of policies admittedly the alphabet is to win back one letter but there was some transition over the summer time that resulted in such a gene just being aa little bit before we and we did section first so now

you have section in front of you all of the policies you received a hardcopy packet this evening they're also all on the website so I encourage you to take a look at those as you can over the course of the next three meetings and you see main questions these all come from committee recommendations I will share with you that with section G we did a bit section I as well that the committee was expanded depending upon the need of the policies to of course include an e in every step of the way but principals were included in a number of fees and directors as well simply because they have acted and in implementing these policies and Peggy all set from Oregon School Boards Association led us through all of these efforts so these are now

the updates revisions proposed changes deletions and I think a spattering of new policies for your consideration as well and these are all online proposed and yes thanks okay next up school kids draft years to the calendar for next year we got three options in front of us you got any yeah it only hurts action tonight yes generally you have these like I will share with you that these are the result of a new agreement by the license Association and the school district through collective marketing efforts to have committee out of the quarterly forum that we hold with the Association to come up with options for consideration by the board so I appreciate the association's effort this evening in helping us Raffi's I do I want to share with you a little bit of input before

I do that though I'll let you know that in this order these are drafts 1 2 & 3 so if you're looking at those draft one is the proposed calendar the ends on June 17th to triangle over June 17 just over the top of that one draft number two is the school year that ends on June 14th trained on June 4 terminals and draft number three is the one of the enzymes you input at this point from the license Association is that their their first choice at this point in a way would be draft number two that having upon contact day with student students the last contact day being a Thursday at the end of the school year allowed for a one-day leeway for a snow day if it would be and that makes sense

I agreed and that would make the teachers last day a Friday and I think from a logistical standpoint many times it's advantageous to end a school year on Friday teachers and people just scoot out and so forth and we have a no seismic project that'll be on the schedule next summer which would be martyrs we in elementary having that extra we the weekend before before contractors got geared up and going on the following Monday it would be advantageous as well licensed Association discussed number one as having some advantages it was like a close second they still considered number two to be the first choice thought said number three were that there were only three weeks of school between Thanksgiving it winter break and that they didn't like that so much which is a concern for

thumb some when they thought about their potential for student absenteeism which i think is as well so at this point I'll share all of these with the classified Association as well we don't have the same requirement for classified Association but every year we ask them free quiz as well and I can bring or similar input to maybe an email and we'll have another summary for you the February meeting where hopefully you can make the decision so the difference between one and two is that the ending date is earlier on to and the trait for that is remember one Christmas ray or winter braces that's the one difference yes correct after examining these three I chose number two as well and for several reasons and I think this goes back to when I was actually in

the classroom I had when we changed one of our calendars in the district in Kansas City we had shorter time off from August to December because we have holiday breaks in there anyway there's Thanksgiving and then two weeks later there's you know or two and a half weeks later there's Christmas or winter breaks and I found that in the spring when the days were when we had more breaks in the spring or we got out earlier than I had my absent students in my class so when you can get as many classes in as you can in the fall and take more breaks in this spring that definitely reduces absenteeism for students and we want our students in there yeah number two looks better to me this is just as that first glance I like

to buy like the for four weeks between Thanksgiving and Christmas seem to do more than educationally effective and it it pushes them you know I like having that that Christmas great go after New Year's Day that week because it shortens that long drying until spring break just like you just seen balance better I think we should get rid of number three yeah how many kids come back on a Monday and wanted to I didn't I didn't care I was gonna wait to hear from staff on whether they'd rather come back on a Monday or have an extra day I like best in teaching I was far more burned out in the spring than I was in the fall so it's hard to keep concentrated so okay let's go on to item 10 administrator and staff

reports and you got a presentation on the division 22 standards yeah I'm gonna read you this to use this script it's required by law to be teachers and specific things called state of Oregon Division 22 standards as required by er5 1802 to division 22 standards 16:10 operating policies and procedures all oregon school districts must report to their respective communities as to the district's status with regards to the state all of the district 22 standards by february 1st 2018 following our comprehensive review I have discovered two standards which we are not fully compliant and here the standards of our plans of Correction by the way I should share with you that there are there are multiple about seventy or eighty standards specifically but then the standards are hundreds of rules and with hundreds of rules there

are multiple applications so you can imagine reviewing division 22 standards is quite a lofty process of to do annually and I will also share with you that anymore especially in the world of all-too-common unfunded mandates from our state legislature it becomes increasingly challenged to challenging to meet all of our requirements I'm very proud of this school district for being able to say that we're compliant essentially in nearly every area however if each of your passes is becoming increasingly difficult to be able to meet all departments executives paperwork so us the first one is standard two zero four five prevention education and drugs and alcohol the standard requires an annual instruction to all students in grades nine through twelve we currently offer instruction to all students in grades nine and eleven with intermittent instruction grades ten

and twelve as a plan of Correction we're reviewing instructional options including the use of advisory groups high school and we'll have annual instruction for all students in a Hall small high school grades by the end of the 1718 school year standard to zero to five credit options the standard requires a documentation of personal education plans for all students entering the high school this matter was discovered early in the 2017-18 school year as a plan of Correction we have administered training and provided resources to principals of schools with eighth graders to assure that personal education plans are fully in place by the end of the 2017 school year and finally even though this is not a compliance matter I want to comment on section two zero six zero which is comprehensive guidance and counseling while we

meet this rule we do not mean the student to counselor ratio of 250 to one is recommended in the rule and I think you can imagine why it's a monetary matter even though it's a recommendation only I believe it to be an important consideration to pursue even partially and if funds are available during the 1819 budget development process so as a board and budget community you'll be you'll very likely be hearing that duration depending upon what our figures show at that time otherwise based upon our review our reporting to the silver bull school this year board and the public that this school district is in compliance with and implementing all remaining political standards for public elementary and secondary schools in the state of Oregon has set in a our chapter 581 division 22 and you

just have a curiosity to know our relationship six counselor seventy elders in them eight counselors in the entire district four thousand kids so yes it's probably twice your triple B six seven hundred and many of our schools do not have yeah defenses or anything okay and then very quickly mr. chair I just wanted to as a placeholder to discuss with you the tell organ survey tell this health survey is teaching power and eating and learning survey that is administered every two years all licensed educators and state organs of teachers and assistant administrators etc the it's used I'm just reading an art of tell organ website that is there's a link directly on the agenda with the results accessible no see the survey is used for high school and district leaders for purposes of school and

district improvements and it's used by state leaders to inform policies one of the objectives of tell survey is to give this high level of participation as possible all superintendents received a letter from Governor Brown a few weeks ago asking for active participation and the TEL survey because it does provide information that is not only a valuable for us as a school district because it's drilled down to literally the school level and then all of the school results are compiled into district results but the district results are compiled into statewide results which are very helpful to state legislature to make decisions regarding the facilities curriculum culture of schools safety well-being wellness equity I mean a variety of things that are specific to the improvements of kids across the state award so I am sharing that with

you letting you know that we take an active role in encouragement recruiting participation in 2016 so for all school district a 61% participation rate of all teachers state averages around 55 percent or so so I'm hoping that that 61 percent will increase this time and teachers will receive letter from me and all principals will be holding this as an agenda item and their respective staff meetings to encourage participation it's anonymous survey and other than they know they're from silver Hall School issue is which school that are from unless the population in the school is too small that is administrative leave by the end of February starts in the middle of February we should have back anyway and each school will use that information and share all the results with their staff use it to make

some site-specific decisions will take the district information share it with you and also use it to help determine some future objectives and goals for the school district so it's a valuable tool so easy would it be possible that in the letters that go out to teachers that that the for the tip that the teachers known as the board encourages them through short justified as well because we have this is a very appropriate way for us to actually connect with staff I'd like to get try to get as close to a hundred percent participation as possible and some incentives to encourage that I mean he clearly said 61% he found out somehow that 61 percent of our state a hundred percent from the state like them to say 100 percent participated [Laughter] my apartment specifically so

I'll just start my work so the service department started the year with a full staff which was really nice we had new 7-7 new hires in September and with a lot of training in protein we built a great team of cooks and assistants we added a we were fortunate to add a new CACFP which is a child and adult care Food Program with YMCA program that started at rubber cross this year so this is our second CACFP program in this district our first program is at Mark Twain Mark Twain daycare increase their enrollment by 20 students this year so they're running anywhere from fifty to sixty two is a day in there a daycare program and we are happy that to provide no meals to the majority of their students that come to their program

and with the two programs combined in from September through December we served 3811 after-school cycle programs that's an average monthly increase of three hundred and ten meals compared to last year and the additional program definitely helps anyway special thanks goes out to mark twenty school Rhonda Barrett and Terry Rocket for their service in preparing the meals for the after-school program and to Lendl and robert frost they do the prep work and all the start up for these meals so that we do not have to have any additional labor added for these programs because their staff very kindly I'm actually service I mean students have their meals and so yeah is a really nice benefited program for our districts in October we had our lunchroom mascot liftoff come and visit Rob Russell and Mark Twain school

during lunchtime and it was really a fun time for students and staff to get lots of high fives and they loved getting their pictures taken with liftoff anyway and I'm hoping that liftoff can come too I'm in the springtime sent you some of our other great schools so that was that was really fun this year our school participated in statewide November breakfast challenge through partners for hunger free Oregon Oregon Dairy Council and Orion part of Education this challenge ran through the entire month of November and was geared towards increasing participation in school breakfast programs in Oregon only 23 percent of students and 37 of those eligible for free and reduced meals participate in the breakfast program in the Solar Falls School District only 28 percent of students utilized the breakfast program this was an opportunity

for us to celebrate our program and connect more kids to breakfast students who eat breakfast get a higher get high test scores increase focus and energy and better attendance in our school district first-place winner with Robert Frost Elementary School increasing breakfast participation by 53% for that month and a second place with a solution high school increasing breakfast participation 20% for November statewide winners have not been announced yet but they will be announced hopefully soon Seoul Falls School District food nutrition farmer teamed with Silverton is has teamed with Silverton high school transition program this year to allow students the opportunity to learn job skills in food handling and kitchen safety this gives the students in that class a chance to gain work experience in food service preparing them for future jobs in the workplace thank you

goes out to the high school kitchen staff for their expertise in working with three students in this program this year this year in 2017-18 we acquired the Farm to School grant again for this school year our grant funds for fifteen thousand two hundred and ninety five dollars to purchase locally grown and processed foods to stirlitz to serve our students throughout the year this is a much appreciated produced our food service budgets and on that side note I'm Kathryn and I will be attending a Bergen farm to school gardens summit this being tell the origin garden later this month and that summit is the day that we're going is geared towards connecting us and with local farmers and just how to procure local grown and processed foods in Oregon to utilize our grant about fifteen thousand

dollars is a lot of money to use and we definitely want to take advantage of every bit of those dollars right and September 16th ready for Christmas students and adult volunteers from Sokka use the high school kitchen to bake 3,000 for food boxes to give to very thankful families during the holidays and so I went and opened the kitchen for them and worked with them that day too and they it was very streamlined it was a lot of fun to work with them and even those cookies made um the new new to our elementary schools this year for ka where is a clubhouse marketing program Clubhouse development started by posting elementary student focus groups around the country to tell us what was important to them as it related to their lunches at school we asked

them to provide key words to describe their feelings and we're pleased to validate that the drivers behind our promotion series food brands and fund were the most commonly offered words the clubhouse Pro program won hands down this new program was installed in so local school district over the summer the club has brought a new fresh look to our cafeterias and I've seen in addition to adding several pictures to the program so you can see what it looks like anyway it's very it's very clean it's a really nice bright circle look and I did add pictures of the which is nice don't be a creep before and after so it was a really really nice improvement and this year at Robert Frost we tried a little program for students that really wanted to work in the

kitchens and students were given after you need help in and around the kitchen Robert Frost they get they find up and gathered for a mini instructional class in October and would then presented with shirts chef hats and a certificate in assembly and the leaf cut linda creates a very fun and friendly service environment for her students so and the kids just love it they come in Linda is a fantastic employers part she just really really engages with the students and so they literally come in begged to come and work and help her work in the kitchen and so they but they do a lot of different jobs a baby custodians even a little vacuuming and washing windows and just you know things that they love to come in and health it just you know their

kids just are so energized and and maybe come in my office is a row first I come in and they're like you know what can we do what can we do you know what we do we put very much limits on them like no you have to be only happy for five commission but anyway so that is my retort first you have any questions House participation goes so far because it's it's about it's pretty average with last year last year it actually is a little bit better but unfortunate because we have nowadays so many snow days last year we are making we're making up for you know it's higher so we have higher participation in last year's during December and over a little bit but if we would have just looked you know today's four

days it so the increase in prices that we did yeah yeah yeah I believe yeah I think it might be a little bit our page participation is you know it's a flex its holding about the same and we're not seeing we're not seeing a big jump in participation but that could be possibly part of it anyway and then another thing I did want to share too is that we're pretty excited about this this month we are in having an upgrade to our meal time program because with the new no shaming law that was introduced in the summer time where we cannot approach students about their negative balances we can't we can't we're not allowed to talk to address students about any he's on their accounts at all and so consequently that has had a fairly

large effect on our students balances because and we can't deny meals which we never have denied the meals that we could all give them a tap on the shoulder if they owed money and we're not allowed to do that again so for sort of help with this and we're hoping that this part is it is that our meal time program does offer a phone home feature which we are upgrading this month to so hopefully that that we'll be able to give us a little more flexibility to you know reach out to parents when their students have made lower negative balances and then also the other feature is a online feature where parents can actually just hey because we've had a lot of pet lucky by ask you about having that feature where they can pay

with credit cards the parents can pay online marry that's credit cards and so then they can go in and set up an account on the real time and then just pay this their students put money on their students accounts laughing and you're just starting that yeah we're starting that yeah we just we just aren't getting that I'm upgrade done this map so we've been looking at quite a while but we finally just especially what there's no shaming law and the way it's tied our hands is really an essence it's us of you to have you in our program it's just because they can't talk to students so it would be nice to see the difference in the programs that you're implementing for parents to be able to pay online maybe as opposed to you know

well we have we have got to do well we are still allowed to send slips homeless students we can't still do that but as I had one parent when mom just tell me Friday actually she just you know especially young the younger kids she said it's in his backpack yeah she goes I didn't say it for three months Mitchell say Oh what happened we're disco problem kids just like I don't know you know and stuffing so you know instead of got really help especially the phone home future where we can you notified parents yeah so that would be nice to see since we've approved raising right prices if that really affects families or if it's just one of those things where they actually can't pay for the food or if they just want an easier

way to pay for it right so it would be nice to see that to see how that works yeah well the next no second half of the year thank you thank you thank you okay thanks amen all right thank you okay next up is a review Creek school three stirlitz [Applause] we also wanted to thank the board for their service and s section there's a little card on there that kind of explains what you have and I'll share with everybody else with it Creek they're one of the first schools in the district should be a PBIS school or positive behavior support and a core piece of that program was I gotcha cards and so they have their motto the three B's be safe be respectful and be responsible and so when staff catch students and

can say gotcha for being examples of those characteristics around our school they get a capture card and as you can see it's perforated sorry two beers I already pre tourim for you I taped them together and so half of that is intended for the students to write their name on there and if it's pretty they do their first and last name when they're grade but I'm always that lucky and that goes into a collection box and the main office and then the other half is for them to take home and share if their parents hey I got this today and this is what I got it for and typically and then once a month at the end of the month we have an assembly and that's where we recognize totals for that month and then

there's different character trait each month and teachers recognize that student from their classes that has really exhibited that trait so at the bottom there I invite any of you to come and just check out that assembly once a month it's kind of fun and the kids get pretty excited and the thing that we end with is all of the doctor cards for the whole month are in the baskets and we I get to draw eight names and that's where it gets really interesting if they did their first name last name if their kindergarten I can be up there a while trying to figure it out but then they get some prizes though they get to choose from for that and so there's there's multiple incentives one it just feels good to get recognized something good

but then there's that extrinsic reward as well so again thank you for your service and being responsible and doing your duty so you I've already had the report submitted and I would like to say that this year I know that there's a lot of dedicated and talented wonderful staff across our entire district but I firmly believe that and it's probably the same effort to point that Jamie would say there but I would firmly believe that I saw some of the most amazing perseverance and work and dedication and flexibility and patients and the staff after you've Creek this fall with the seismic upgrade or seismic rehabilitation that did not finish until partway through October which means that they were teaching in an active construction zone which sounded like a lot of different things and the the

construction crew in particular Juan was amazing who would meet with us and and the crews would start working an hour earlier trying to get bit noisy work done and our talk would say it so you be as noisy as you need to be you get this done and we want to teach through it then you know and they're digging through and run and say I think my box of this is in your room and and and just with what they had to work through and that the considerations was nothing short of superhuman and so I would like to applaud all them publicly and have that be one record that they really did amazing in addition to that they did that with eleven new staff members this year so including myself so I'm getting to not

only learn what it was like before and very lucky to still be able to have Mr Palmer here in the district so I could text him or email him or call him and say tell me what's happening here and has been really helpful so again we'd like to really think that stuff the staff for doing that things that have happened this year so far we've had open house and the pizza dinner and that open house was really well attended as we had expected so that people could see our new building and the construction went right until an open house and then as we were playing like are we gonna bump it back or you know go back and we make it we see the whole building in it and it did that came together there

at the end so had that wait our annual family math night and would like to say kudos we have a turnover in our title one teacher partway through this fall and so we had a new teacher come in who washi is subbed a lot on this is her first actual teaching job and is starting after this school year and hit the ground running and is doing an amazing job and playing an amazing family math night which ends up looking like a family stem night sweet pizza first and then they go to the gym and there's just everywhere there's tables full of teachers with different stand activities that they can do and there's math prizes and well it's just amazing to see all of these families coming together and I know that my own son did

not leave the robotics area of the entire night I neither did his father so some and speed robotics that's one of our unique and we'll have things at Butte Creek and I have the exact text from our robotics teacher mrs. boots tonight because I wanted to make sure I got every single thing correct so our Lord of the Rings and ring flingers teams one teamwork award which qualifies them for both state and national and state will be this spring in Council Bluffs Iowa our Robo rings team one robot skills which qualifies them as welfare state and Nationals Lord of the Rings one the Alexa Excellence Award which again qualifies them for state nationals however they had already qualified the thing that needs to really be noted is that they severally seems robotics can start in

fourth grade or considered elementary the teams are competing against all middle school teams so they're beating and rising above kids that are three four years older than them and doing it longer and we're still not getting out of the park so that's pretty amazing it should be noted one of the other things that is unique about Miu Creek is we have the after-school Russian clasp that is on site we have some students that come from other schools in the district but most of those students are from Butte Creek and we have the two after-school classes kind of for the lower grades and then for the upper grades and then this year they're also teaching Russian as an elective Creek as an elective period at the end of the day and we have a waiting list

for that and it is highly sought after and the the committee that puts that on is is amazing and they're struggling with those really hard concepts and topics of we want to continue to serve these families that have been in this program for several years but we also don't want some families who have been on the waiting list to be locked out forever - and so but we're kind of serving at capacity so so what are we doing so they're wrestling with some hard topics right now and trying to figure out what that looks like we have an outstanding the Rebellion's here ours so far to this day for the 500 hours an attendance rate ninety three point nine three percent we are at or above our PE minutes and that's what the addition issue

that's one of our new members is a job share for that elementary PE which should also be noted that those elementary paint you students for having PE outside 100% of the time because typically they do PE in the cafeteria and that was the piece that took forever to finish and it should also be noted kudos to Ian and to our crew at Butte Creek our students are eating breakfast and lunch outside up until that second week of October and I will say that last week leading up to it we picked a classroom it said okay you guys it's 41 and there was frost on my windshield this morning we are eating breakfast inside I totally got getting prettier so again that's where it comes in that but that flexibility in the end the spirit that

was out there and because there was just lots of little things here and there because one thing that we know about this area when you put food outside in September is Yellowjackets and so I have a lunch club that started eating in my office because there I can't even handle the bees and so they date with me and actually they still eat with me it kind of morphed you know that's been a good opportunity that has come out of that we did also release hundreds of baby salmon into the Molalla River this fall that our third and fourth graders hatched from little egg lifts in the bottom of aquariums and that was a truly amazing experience and then it was depressing to find out what percentage actually makes it to where there belong and once

we found that out there's all this moms and myself and we're in the waiting literally up to our knees and we're scooping them out of the sand and flinging them out here you can make it make it thought that we had your gonna influence we're gonna get those babies in rounded up with a salmon feed we're open to conversations school climate we have a care team that's very active and meets on alternating Tuesdays again we've got the positive behavior intervention support both of those teams are looking different with such a big turnover in staff and so had spent some time kind of doing that storming and norming and figuring out you know what exactly is our task and what are we doing and you know there was some really great momentum that boo Creek had

finished up last year with with the staff there and I feel like we're getting to that spot where we can kind of start doing that justice again so I'm thankful for that I have a mentor for Success Program that's serving 32 students we're staff members in the building connect and in a variety of ways throughout the week with students who are at risk we have our own annual holiday food basket giving tree' efforts that has helped 22 families that's fallen that's both with purchasing things off of a Christmas tree you know twelve year old kids need sighs to eat some shoes that kind of thing some information about our Russian class there and our test scores there and a big change in their Russian class said no to note is that now that that class

is offered there and the electives session it's now free whereas the after-school program it's the money that helps pay for the time of the September that stays after to teach that but now students in that fifth through eighth grade do have a free option during the during during their school day to choose that as an elective and test scores get to learn a little bit more about what test scores look at look like K through eight and it's a little bit different how two or three kids can really make a giant swing and what those test scores look like whereas two or three s don't kids don't show up at the high school it's not you don't take that hit as much because you have 300 kids taking the test but when you've got my

three kids taking the test and three of them kind of don't show up at their a game that day it means something a little bit different and so getting to learn about that from the staff and I appreciate that tonight our green team is going to be here however our teacher who is in charge of the Green Team is six today and they'd like to second with poor Stephen has been a really rough and stickier so I get him to say that gear in a second not watching the football game but and so we were gonna ask them to come in at the next session especially since we are hosting that'd be pretty tough that'd be pretty cool but just briefly we had an audix of our green team as it has started some higher

level recycling and composting on side make it melt anymore that but they have taken steps to now become one hundred and twenty-fifth school in the state of Oregon to be certified a green school and so part of that is kakapos County came out and did a waste audit where we can't throw anything away all day so we just get this big tarp and we just keep adding to it and they come and they look through that and they examine a variety of things on that day and we are right on track we're being able to beat at 125th school I'm gonna state of Oregon that's a green school and that again as a certification comes to the National Wildlife Federation and it is a national program but that's what it's called here in Oregon I

think the rest of the state are the countries called the eCos schools but I'll take a green school so we're very excited about what that looks like and they're their next goal it's looking at a zero waste lunch so excited to know so man and her team and the sky's the limit with this group thing so we're really excited ok next up was supposed to be for the high school weight Lockett but he had to go home with a sick family member so we'll see him in two weeks from now ok board reports anybody got he's worth anything ok seeing that mean correspondence ok great ok um it's not on the agenda but we normally have a second I'm through with business almost bring that in there actually make sense so so this our second

audience with visitors same rules apply but it's limited to and action items others need something nobody would like to go forward good evening one of their men come just talk about the new proposed policy or education equity and I was sorry actually is quite alarmed when I read through this there's a number of issues I'm concerned about in there and want to bring this to your attention in my opinion the policy seems to be seem to open the distance for legal actions because it have a lot of subjective subjective language gives you more of an opinion piece and policy I really doubt that legal counsels went through this I assume they have no I also I doubt Peggy's look through this law SB am looking for this first paragraph really isn't necessary it's not a

policy saying that at all and I would recommend it be you lose I believe Becky would tell you the same thing next next statement says the Board believes an enormous benefit high quality inclusive and socially just education who decides what's socially just talks about a barrier-free environment how's this determined it seems very subjective goes on all adults working in volunteering within the Silver Falls School District that substantial impact on each student's success and so on so forth does this mean that all volunteers are substitutes will need some training why doesn't there appear to be any responsibilities from the students and parents talks about the mission statement and and regardless of race class nationality primary language is so on to be empowered I'm not sure what empowered is we call people partners means in a statement

it seems very open-ended parents need to be able and supportive I think in general the ones that want to be involved are involved also it's very unusual for a district vision statement to be included in a policy if your business segment changes you have to go through and change the policy talk to us systematically using data that's already being done talks about providing students with equitable access to high quality curriculum instruction programs so forth and then talks about even with when this means differentiating between resource allocation what's this look like would we reallocate resources from from one program to another and then what would be impacted those other programs [Applause] number three talks about the nurture staff and members engaging in discussions about equity towards maximizing your collective wisdom so on so forth that's not

measurable specific how do you have you can you do that talks about engaging members of the community they are racially and culturally representative of our students demographics I would suggest maybe that's that sounds fine but what about our community level depth demographics card in the student level talks about holding one another mutually accountable for identifying and countering counteracting bias policies practices this statement seems to say that we have bought biased policies of practices what I don't believe is a case and if it were true shouldn't be in policy this again again ignores parent and student responsibilities and the statement self I believe is very biased start ox striving for continuous growth that is happening today students all in all schools are being tracked and provided the support net finesse 32 to succeed talk about the

herb mentioned hiring the best candidates I believe way is read as you're asking to to hire the best candidates of a diverse population not the best candidates I think some words to where the smithing needs to be done there affirm the identity of each student acknowledge that celebrate differences I went to some nervous thirsty training about two months ago and the whole focus on that was about identifying similarities not differences when we start pointing out differences in people that seems to be racism and prejudices we need to be looking for where do we have commonalities and how can happen we be part of the team and work together for the common good talks about measure welcomes and prepared students graduate with knowledge and courage to learn serve and pursue their dreams sounds pretty flowery but

what is courage to learn skirt this school districts in place to educate kids and not to fought and foster well-rounded citizens it's in the vision statement they're not here to to meet students dreams talks about super temps the the boards to apply this policy and which will guide decisions and including students that are not not achieving equitable outcomes including deliberations of decisions I don't believe it's appropriate for students be part of that type of discussion it's also not if it were it wouldn't be appropriate to disregard students that are that are meeting desired outcomes the Imam I think it's a good idea for them to provide input but they should not be part of discussion so lots of thoughts encourage you to take a really hard look at this but a critical eye to this

I think there's many many issues here that were the education I think this speaks to a lot of the issues that I have heard people speak about when we went during the door throughout this entire community talking about the school board election and having an opportunity to hear from parents about what they were concerned about equity was spoken about again and again and again and this was from racially diverse families white families Hispanic families Russian families everyone wanting to make sure that the kids stuff that they were in a place that was safe and offering them that opportunities that they could in fact get the skills to pursue their dreams I think that that's exactly what schools are for is to give them the skills to reach out to whatever it is they are inspired

to do whether it is to be an artist whether it is to be a doctor whether it is to be a teacher whether it is to work in our forests I was very proud of the work that your he did I had the opportunity to sit in the equity training seminar for three days with all of you last year or earlier this year and I'm proud of the work thank you thank you Michele finical summertime you know what's got the about me speaking but I've got it I've got a challenge a little bit what Wally said as a former educator in a perfect world every parent would take responsibility for their children every parent would be able to buy food so the schools wouldn't have to every child would or every parent would be out

there helping their children pursue their dreams that's not reality and those of us that have been in the classroom who had to sit across from a parent that looked you straight in the eye and said your child could go to college this Toso smart he's a talented writer and look at you and say Mike I didn't graduate I don't care if my child does either that's the reality that is what happens in the schools and a school is a place to help with that achievement gap to help with that equity in differences you call it social justice or whatever you want the truth is the schools are here for society to better our citizenship why wouldn't we want kids to pursue their dreams why wouldn't we want them to access and reach higher groundz not

every parent has that capability not every parent is a saint but we can make a difference in this community by providing the framework for stuff like that it's ridiculous the stuff that mr. Learman has said I just want you to think about that and acknowledge that because some of you have been classroom teachers but not all of you have and I don't think you know the reality in that so really think about that as you look at these policies and you say that these policies break down those barriers and we need that and as a district we should support that mmm-hmm thank you you so Leslie again um I I understand policies versus mission statements and I would sort of agree that a policy statement should be dry and the language should be as clear

and objective as possible like generally that's what it is I think in any good policy packet there are also separate of a mission statement there are aspirational policies and I would hope that you would consider the equity policy would be one of those I think the way that it's written is is quite outstanding actually and I mean just look around this room you know I mean we're kind of white so you know our students aren't and I'm that's that's the reality that we're looking at here so I think we need an aspirational policy I agree that the language I mean I would agree with Wally that it is more missional the languages I don't really think that's the problem and I cannot imagine a way that this is gonna get us in any legal trouble

but I think it does set a tone that we want to be setting in our community this year I had well last year I had the experience of as we're talking about policies and I want to address the policy discussions are having I appreciate the work you're doing I've had to wade through hundreds of pages of policy and other settings I know that that's just not a whole lot of fun but I'm glad you're doing it carefully what I want to say to you is that last spring I had the experience of encountering a policy driven decision for a high school student in our district and in that setting met and this gets to equity I guess the students family were not skilled English language users and I know that they're probably even people on

this board in the back of the minds are going tough luck you live in America get over it well that's not okay for the kids okay so I'm gonna sit I'm going to say that out loud and just kind of push that aside a packet went home to this family the first page was translated to Spanish the other 45 pages were not and this was all specific information about this and this was pertaining to an expulsion situation there was no equity in that situation that was a ridiculous situation and what I'll tell you is that it doesn't matter what policies we agree to here as a community if the policies are not put into practice you know the the one of the words while I just used what practice such as policy and practice what

happened in this situation is that if somebody wants to come to the high school and create a new alternative education program you know I say in the fall oh I'd like to come and start a new after-school program that's gonna serve you know how many students whatever there are policies in your packet that guide how that process would happen and there's a timeline to it and everything else that policy those two pages of policy were included in the packets at home to the spanish-speaking parents under the guise of relating to alternative education for her son because she was about to be expelled and and the state requires that we educate children whether we allow them in our building or not and so under the guise of saying here are the alternatives for your child those

two policy pages were sent home they had nothing to do with this kid they had nothing to do with expulsion had nothing to do with an individual child's education our policy says we will when a child is being looked at for explosion we will absolutely consider that child's particular learning needs and we will address those needs with and with a suggested educational alternative prior to the explosion hearing didn't happen i sat in the hearing I asked the hearings officer when the last time was in the 20 years he's done hearings that that actually happened and before he could catch himself he said he had never seen it in any kind of backtrack me you know what that get is so this is one particular situation but what I'm getting at here is we need aspirational

statements about equity because we have policies where the practice is not matching what's in writing in our policy to us and there were many people involved in this situation there wasn't any villain in this situation it happened I'm assuming happened other times and that child is dead now so um this is serious stuff okay and equity is serious stuff and I hope you'll take it that seriously as you're considering the policy changes that you're making but then I hope that over the next several years once the policies are set you'll make certain that they're being followed as well thank you I just wanted to also comment on the educational equity policy because I want to thank mr. volando because he made it a goal at the beginning of the year to do this to work

on this and I think of great efforts and I really like a lot of things about this and one thing I really like about it is number two under our beliefs it does provide students with equitable access to high quality curriculum instruction programs and support services even when this means differentiating excuse me differentiating resource and allocation because that's been one of the things I've been asking for a long time in our district and not just with music but math and science and the whole nine yards because equity isn't about if you're white or black or Latino it's about giving all of our kids the same resources so I applaud your work and your effort and I really I know this is going to be more conversation for you but I think that this is a

great step and something that our district has needed for a long time thank you okay anybody else okay very good move on to our action item for the night that is to the section is to approve five rivers construction of Longview Washington as a construction manager general contractor for the Silverton middle school gymnasium seismic rehabilitation project it's happened to be funded by state funds so that motion motion for gruel okay second second okay so who did second and discussion [Music] any more discussion okay by motion and second all in favor please signify by saying aye opposed motion carries okay and before we adjourn does anybody have any further business I do just one question and this is just a very informal question just to follow up for dandy I'm just wondering how transportation is going

how the bus system is working now and we had a lot of questions and issues at the beginning of the year and you had some strategies to put in yes and I just wanted so I think I have to say that they have ironed themselves out well not themselves but a lot of hard work I both transportation in the district we've been able to smooth that out and you know it again it was rough start because of the changes in the routes and the rerouting that we asked them to do but I think that it's now business more normal so when we're getting requests for different stops where the process is pretty quickly they've hired a fourth person in the office so that seems to be helping they have a full fleet of drivers now

if you would stay healthy that would help but I I think that the complaints from Mike and I haven't received any so that's kind of how I cage that there and was the was there something about the get the tracking thank you that's what I wanted to hear I just wanted processes just with that said oh I really elected to introduce anything that's not going to work really well and so it's an issue of technology and with the way our district is kind of geographic we have located and just really not wanting to roll that out if it's not gonna be you know through some trial and error a success right I don't want it to be yeah so that said I would like people to let me know if the buses are bringing up

another perspective pretty late again I haven't heard anything so I misdemeanants okay great I just wanted to see how it was going yeah okay thanks for that appreciate it kudos to Andy and Debbie the board-foot time right expensive that's like probably the most information I've ever seen Persky board meeting and we had a bowl to the public they and that's kudos to you it's available electronically to the yes okay singing out further business meeting adjourned [Music]
