We're good. Okay. I will call the meeting to order. Will you please rise for the pledge of allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. We need to get your microphones. I think I'm going to move closer. Okay. And we'll start with roll call. Uh student representative Howard. Doesn't seem to be here. Director Walker. Here. Director Killingsworth. Here. Vice chair Smith-Reed. Present. Here. And chair Yoder is here, also. Uh number three, board vacancy review applications and determine the candidate interview process. Okay, guys. I'm going to go over with you the um process that I worked with OSBA on this, and it's really very similar to what we did prior.

Okay? I thought obviously this is a good time to go over it during this work session. Publicly? Publicly. Are you able to as you go I might go over the code, but if there are any clarifications or just something what we did last time. Or or if um maybe not differences cuz it's different. Um but if there's concerns, I mean, you guys are You guys determine the process. Yeah. You guys ultimately do determine it. But let's let's just go through it through this, and if you have any questions or need clarifications, or if we need to do edits, we'll talk about that. So, um the the process of interviewing and selecting the the new board member will be done at our next regular meeting on May 27th. Okay, and so on the agenda, it'll be

posted um under new business for the board chair to announce the candidates' names um that have applied and meet the necessary that and that have met the necessary requirements. We can share those names tonight as fine read too. Um those are all um available on the in the um on the website for all of you and the public to see now. Um so we do have four applicants. The board chair will share the process of the interview um process and take that will take place during the new business and the process in the action items. Okay? For nominating to fill the open position. So new during new business chair Breed will share that. Does that make sense? >> Sure does. Okay. The school board has been given tonight, you've been given um access to all

the applications um and you'll have time to look those over and review those um to be able to discuss them at that meeting. Um on the 27th, you'll be interviewing them, nominating, selecting, and they'll be taking up the new um board member will be taking their oath. Okay? So the interview process, like we did before, the candidates um being interviewed will sit together at a table. Each board member will ask the same question to all candidates. The board members will rotate who will ask the first question. Who will ask a different question, right? Um and we have the questions here tonight to go over them see if you guys want to change those or if you're happy with with the or whatever you guys want to do. And then during the action items, once we

hit action items on the agenda, that's when nominations um you guys can make a motion um a motion will need to be made to nominate a candidate for the school board. If there's a second, there will be discussion on that candidate that has been nominated. If there is no second, the motion will die for lack of a second, and we will open the floor for another nomination and motion. There will only be discussion on candidates whose nomination is on the table. Okay? Meaning for whoever has had a second. Correct. >> Yeah. If there is a tie and the most If there is a tie, the motion will not pass. We will open the floor for another nomination and motion, and a second, and more discussion. Okay? Does that make sense? >> It does. I want

to ask in this process because there was significant community confusion over the way it went last time >> Right. about if a motion dies, the candidate doesn't die. >> That's right. But well, candidate goes back into the pool. Yeah, you can't vote. They can go back to the swimming pool and eligible. Right. They don't become ineligible, right? They just You keep making motions until there's a second, until there's a majority vote. Period. If you vote for Joe Blow and there's no second, that motion dies, but Joe Blow's not out of the race. Right. Joe Blow Yeah. He's not dead, either. He's not dead or or out of the race. You can make motions as many times as you as you want. If you are feel strongly about a candidate, you can make a motion every

single time and if you would like, but until we get a second, you can't discuss it. Upon discussing it, then you can tell people why you're feeling so strongly about it. Other people can say why they either feel strongly or oppose it. And then we vote, and then if it dies, that person's still eligible to be nominated again. Make a motion again. And there was some misunderstanding about that, and we didn't have an open discussion about it. Right. For clarity anyway. And there was a lot of Well, that's not how it's been done in the past. Well, it hasn't been always discussed. Right. We're trying not to do things exactly how they've been done in the past. We're trying to do things right. So, Actually, it's been done many times though. It's been done different

lots of ways. It's been done done differently lots of ways. We're trying to do it the way that they recommend, they actually recommend the way. I I just feel that it could be just a little additional clarification to the action item language here. Uh maybe like subtext even like a a bullet point. Uh candidate uh a candidate who does not achieve majority vote is still eligible for re-nomination. A candidate who is nominated but no second or is motioned but no second is still eligible to be Yeah, just for more clarity for the Right. And that's right. And that's because the I just feel that there was so much angst in the community about it last time. I think that part of that was that we as a board also weren't all on the same page.

>> Right. Because only the board leadership was in the meeting talking about >> process we had. Right. And so, we should have done a better job communicating with the rest of the board before before we actually have a situation happen. So I'm glad that we're doing it now like this, but you're right. There was a lot of confusion, so maybe That's why we're doing this. Yeah, yeah, yeah, exactly. And uh thank you. This was really well laid out. Well, and sincerity, too. Luckily, in general, we hardly ever have to do this, either. So, I mean, even if you've been on the board for 15 years, you might have only done it once and or never, you know, so it is a hard one to remember how to do this. Right, especially cuz it's usually an

election, not Yeah. Not for a couple years. >> have to do this very often, usually. Hopefully. People around here just be dropping like flies. So, just to clarify, you'd like me to add a sentence about if a about a candidate not being I'd give some examples. negative and maybe an example Like it was just saying like what the process was like. That's what I heard. Yeah, I mean >> Okay. If a candidate is not seconded, that does not mean they are not eligible. Right. And if the vote isn't Anyone who is a nominee is eligible until we have a majority vote. Yeah, right. You don't even have to vote if it's not not a majority vote. They're not done. They go back into the pool again. They're back. Yeah. Yeah, cuz that's the last thing

you do. >> Actually, that might be the more simple way of stating it rather than these aren't all the circumstances that might occur. for years still eligible. Rather than that, maybe just say all candidates remain eligible until a majority vote is achieved for proceeding. That is if you decide to interview all candidates, right? That's just cuz that's what happened last time, I think, is that there were lots more candidates than you were five. There were originally six. Let's go with that, then you decided to interview all. So, it's really up to you. That's Oh, I see what you're saying. But this process half lines having people do the same thing. Who knows that yeah. Which was easy and tedious. Not that that was a bad thing. I think it's good to hear that I can

finally but it's just a long meeting. Yeah, that's a long meeting. That's true. That's true. Is there anything else on this part that you guys feel needs to be clarified better? Um cuz we will have the chair reading this prior to, right? During new business he's going to go over this so that everyone again that's listening or in the room knows the process. Um agenda speak. This has been one of my concerns uh about our agendas for a while um and that is that we have it feels like we have new business and then we have a closed session and we have action items and I feel like feel like it should go directly from the interviews to the action. Um instead of having the action to actually appoint somebody at the end of the

meeting. That That was just my idea. Oh, you mean you can action right after the interview so that they can join things and do the rest of the meeting. Or or uh and the people who aren't necessarily moving forward might not feel they want to stay or you know, I just feel like it's a it's a courtesy that you know, they give them time to come and interview and and then they have to wait another hour hour and a half till they take a vote. I don't know. Which I did feel bad for him last time at At time. My brain needed a few minutes to think about all that. So, it was so many things >> lot of information, but uh It also kind of depends on how many action items we're going to

have on our agenda for our next meeting. As to when we don't want to have multiple action sections, so Yeah, I'm going to pull it up right now cuz I do have to start it. So, maybe if when you guys have your agenda set in place, just take that into consideration, that's all I ask. Otherwise, I think it's important for the community to understand that it's probably most important that we understand the process. I got already this all makes it easier. Yeah, this is a good tool for us. Do we need to vote on this? No, we don't vote here. We don't vote in a work session. So, currently, um as of a vote that you guys have done, public comment has been moved up. So, we first we have um call to order, roll

call, agenda approval, and then public comment, okay? Community action or community impact awards, the SB report, so consent agenda items, new business, um I don't think that's an extra item here in the room. These are just those will be changed. Okay, yeah. So, we have uh Still have business at that >> Action items, and I don't know how many cuz it's not that we have don't have the action items from our um board planning agenda to the here, so we don't know exactly how many action items we have. Right. So, we do have new business and then action items. So, if you guys would like, the interviews could be the last new business, and then the first action item then be to um nominate. And then do the swearing in. Cuz if we do year

of my four year financial reports. That's when you After that and then all that comes after that. Yeah. Okay. I like that process. Also then it's not that long if they do want to stay the rest of Right. Is that a It's challenged that we lost. people stay that late or wait during the election year or what? Oh, no. Not at all. Okay. Whatever you guys want. They might say yes, but I'm just kidding. They stay the entire time anyway. We can talk about the questions. >> Yeah. I think these are the ones we developed last. I think they're the ones that I did, too. Because I'm not When we did I don't know if I asked him if that's what I was trying to remember. Do you feel like last time and then even

when we did Ryan's before I get something that's similar to like right at the end before we even started nominating. We asked him if there were I don't remember if we asked him if they had any questions or there was anything I would ask We were all asked if Something to that I won't do that then. Yeah. Okay. I don't think that's a good idea either. And then um I just want to make sure we got that went down to a certain point. If we don't have to ask all of these, we can pick like if you if we want I just have four questions since there's only four of you. I mean whatever you guys want to do or Well, we Oh, Joseph. Joseph is Thank you. Yeah. Good. Which was I think he

can be here. I like the questions. >> I'll add a little fresh ginger. So you can close it. I've got the policy printed out for you guys if you wanted it. I have that up close and I'll do the oaths after with with the master. Do you have a Jordyn? So we're also going to have a first read of policies also that That night? Yeah, that night. So we got that in there, too. Definitely. And that really aren't the only ones that that's it with the leaves. No, we're going to look at that. You guys have access to the have access to the application right now. Oh, good. I didn't know if you guys Yeah, I do I do have a question on the term because I am in This is not anything we have

to vote on, but I know that the term is through June 30th of the next election voters meeting, which is 2027. Uh do we have anybody else that is besides me that is up for No, me too. Oh, both of us are up. Okay. But then am I right though it'd be mine would be a four-year for me. She would only be two years for him. No. No, you'd be a four-year also cuz you're taking >> But this next one will only be two years cuz Yeah. Russell's term Yes. So the other person is whoever we select as a two-year is left after that. You and I are both It'd be a four-year because Bill and I both would have been up at that time. Wait. I know it's true. Okay, that does actually confuse

me. So whoever we nominate does fill Russell's spot until her term is up. Oh, I didn't know that. No, it's the election 30th So the election at which time you Elected in May of that year will be over the remaining portion of the unexpired term or serve a full four-year term. Or serve until June 30th of the seventh >> I know that was a little confusing. That's confusing. It almost feels like we were supposed to make a choice. The remaining years of the term of the office of the board member being Great, that's That was what I read. So, she whoever they that we nominate would serve until this election is over. They got No, they would serve until they So, there's an election. So, had it not been an election year next year, then

they would have served until the next election. >> Oh, so they have to go they have to they have to go they have to go through the election process is what I But because of that position will be only elected for the two more years remaining of it? So, would it be Yeah. Serve until June 30th following the next election. I couldn't remember if the position automatically they can switch back if they're elected at the June Yeah. or the May election, then they serve the remaining Yep, term. Okay, that makes sense. But can anybody else out there apply so Yes, they can apply to do the two years. >> Yeah, so you and I will be our positions would be done and whoever's running would be four years again and this one would have to

run whoever's running runs for two years. Okay, that makes sense. I got it, hang on. I just keep forgetting you're >> So, whoever They're only going to be They're only going to be like do the two years or something. A little over a year, but yes. That's true. They don't have to stay for election because they have two years. Okay. Are we good with the questions? Yes. Is everybody on the same page? Are there Did you just share them to with them? I'll talk to you guys. Do we Do you guys want to minute me? Email? They're in the public packet. How do I say? We have a total We do. We just linked it in our email, right? Here also the tiny the stick like declaration of board vacancy 2026 that Stacy had created

and was read aloud last meeting. I'll share that with you guys too cuz it explains that piece better at the bottom. Still confused, yeah. I'll minute all you guys the So, it's going to come as a whole separate emails. Is that it? Okay. Sure. I looked through this afternoon. And they weren't there. I I'm going to share this document with you so you can go ahead and put it in the public packet cuz they're I'm sharing the report. I have to clear it up. It's just it's called declaration of board vacancy 2026. So, then the folks in the audience can see what it's like kind of a breakdown of what that meant about the thing. Was Oh, she's the She's doing it. Chelsea Lynn Hawkins. Thanks. Yes, I thought of I think one applicant put

their answers to the questions in a separate document, so the application says see Yeah. Sarah Thank you. Okay, first one I'm looking at is Chelsea Lynn. Director of Portland Community College at the Maywood campus in Scappoose. I mean, are we going to read these aloud or do we Well, they're in the public comment, you can probably review them if you want and then I mean, they're not public. They're in public record and then you guys can discuss them. Or you can read them aloud. I don't think it would hurt to read them aloud for people that are here or listening. Uh number one, why are you interested in serving on the St. Helens School District School Board? Her response is or their response, sorry. Uh I've spent the last decade in higher education including 5

years at Portland State University's College of Education developing professional development courses for K-12 educators. And I currently serve as director of the only PCC center in this county. Graduates of this district's high schools, especially those heading into the trades, walk through my doors and I've come to care deeply about the families behind those outcomes. I'm also a learner of this small heart of the district. The economic climate is tight. The closure of the alternative school was painful and the community's frustration about how it was communicated is warranted. And this board is doing its work in the shadow of misconduct cases that have damaged trust. Trust that gets rebuilt only through consistent honest communication and a board that listens before it decides. That's where I think I can contribute. My background is in communication and conflict

resolution. I teach speech and intercultural role Sorry, why can't I say that word? It's a tough one. Intercultural. Okay, sorry. Anyway, that's what I do. Communication at the college level and have worked with institutions navigate conversations around labor and government. And I bring a decade of financial experience as a former business owner of Longwood, current responsibility for a $1.5 billion operating budget at PCC, which matters in a multi-million every fiscal decision where we're likely to be scrutinized closely. Let me transparent about one thing. Given what I do at PCC, I've thought about whether the alternative school site could one day serve as a CTE That's it. Oh my goodness. What? It's almost like there's an acronym. Okay. High school. I'm naming that on the front end because no future for that property should be decided

behind closed doors. It belongs to the community that funded it. If appointed, I'll bring that perspective as one voice among many and take every other proposal just as seriously. I want to serve because public education is the foundation of opportunity in this country. Sorry, county. And this district needs board members who are steady, who communicate well, and who are rooted in the community. I'd be honored to be one of that. Question number two, what do you think could be done to maximize communication and relationship amongst the board, staff, students, parents, and the community? Communication is the single channel or a newsletter at the posture. Districts that do this well communicate early before decisions are final and when input can still shape the outcome. Consistently, so the community isn't only hearing from the district when something

has gone wrong. And honestly, about constraints like budget realities, legal limitations, and timelines because they messaging erodes truth faster than hard news data. Practically, that means distinguishing between informing and engaging. A press release informs, but a well-designed listening session engages. And only if the board genuinely shows up to listen rather than to defend a decision already made. It also means meeting people where they are, using multiple modes and languages that reflect the community we deserve. Internally, the same principles apply. Staff need to know the board values their expertise and won't be surprised by something they read in the news. And that tone is set by the board itself. With students, often the most underutilized voice in district decisions, a standing student advisory mechanism with real access to the political signal. None of this is complicated,

but it requires discipline and humility, especially when the easier path is to issue a statement and move along. Number three, in what capacity as a board member would you have a particular interest or skill, i.e., public relations, budget, negotiation, evaluation, long-range planning, facilities policy, etc.? I point three areas: communication and conflict resolution, budget and fiscal stewardship, and long-range planning. On communication and conflict resolution, my academic my academic background and teaching are in communication with a focus on inter- inter- intercultural negotiation. Thank you. And conflict resolution. And I've spent years working with institutions navigating difficult conversations, including labor relations, organizational redesign, and governance disputes. I think I can be useful both in how the board communicates outward and in how it works through disagreement internally without losing collective collegiality. I don't know if that's the term

I'm looking for. I don't know if that is actually collegiality. >> Would you like your definition for Yes. I never take I never put it all together. On budget, I currently manage a $1.5 million operating budget at the PCC Center and spent 10 years as a business owner in finance before moving into higher education. So, I'm comfortable reading financial statements, asking sharp questions about assumptions, and projections, and thinking about fiscal decisions in law in terms of long-term sustainability rather than just the current cycle, which matters in a tight economic climate with really already paying on bonds. On long-range planning, my role at PCC puts me in regular contact with the workforce and economic landscape this county's graduates are entering. I see in real time where local employers are hiring, what credentials are uh stacking, and

where students arrive underprepared or overprepared, which is a useful lens for a board thinking about what a graduate from this district should be wanting to do 5 and 10 years out. I also know an interest in policy in working in unionized shared governance environment, but would defer to colleagues with deeper expertise to solicit. For uh what do you see as an area needing improvement in the district? What do you see as the biggest strength? The area I'd most like to see strengthened is the connection between the district's decision-making and the community's voice in those decisions, particularly on big long-horizon issues like facilities, program closure, and workforce alignment. I don't think the answer is more meetings, it's better designed engagements earlier in the process so that by the time a decision reach the board vote, the

community already understands the tradeoffs and has had real input. The strength I'd point to is the depth of community investment in this district in this district. The fact that voters passed a bond and are still paying it tells you something important about how much this community values its schools. That kind of commitment is rarer than anyone realizes and it's a foundation foundation worth honoring. How do you view the board's role versus the administration's role in running the school district? The board governs, the administration manages. Board's role is to set policy, approve the budget, hire and evaluate the superintendent, and hold the district accountable to its mission and to the community. The administration's role is to run the district, to make the operational, instructional, and personnel decisions that turn board level direction into day-to-day reality. The

line gets blurred when boards drift into operations or when administrations make decisions that should have gone to policy and healthy boards resist both. In practice, that means board members ask questions and set expectations, but they don't supervise staff, dictate operational decisions, or substitute their judgment for the superintendent on matters within the superintendent's authority. From my experience in shared governance environments, I'd add that the relationship between a board and its chief executive works best when there's mutual candor. The board hears the hard truths early, superintendent gets clear direction and consistent backing, and disagreements happen in the room, not in the press. Is there anything you would like to ask the board or anything else you would like to add? Want to acknowledge that I would be coming into this work midstream and to a board that

has been doing hard work in a hard environment. If appointed, my first priority is to listen and learn how this board operates before I try to add anything. One question I would have for the board, looking back over the last year or two, what is something that this board has gotten right that you don't think the community sees fully? Well, let's see from Part of being a useful and informed member is understanding the work already underway, not just the visible challenges, but the quieter wins that should be built on. I'm done reading for tonight. I was going to say if we only have until 7:00, we're going to have to trade off somebody else is going to read for you the next one, maybe. >> [laughter] >> I thought that was a good application Yeah.

It also struck struck me that it also struck me that it's like You got a very picture of the community Oh, sorry. Was I loud enough? Okay, she's quiet. >> Oh, yeah, I'm not quiet. I can project. >> No one's ever asked me to be quiet. Uh Delta Stro, police Portland police officer uh So, I don't need to Read it supposed to candidate and that sort of thing, right? I'm just a question. Yeah, questions. What are [clears throat] you Why are you interested in serving on the St. Helens School District School Board? I want to be on a team of professionals that want the best for our students in our district. What do you think could be done to maximize communication and relationships among the board, staff, students, parents, and community? The first thing I

feel is most important is to listen, determine what is the most important for our students, faculty, and staff. We need to work closely as a team to plan and implement goals to achieve the best outcomes. We need to communicate with the public, but not be focused on pleasing everyone, but focus on what is best for the students, faculty, and staff. In what capacity as a board member would you have a particular interest or skill? For instance, public relations, budget negotiation, evaluation, long-range planning, facilities, policy, etc. My strong skills that I have to devoted in a devoted developed No, it's not devoted. Sorry. Devoted and written that I have developed in my career are public relations, negotiations, and long-term planning. My work as police officer and specifically as a school resource officer have honed my abilities

to relate to many demographics. What do you see as an area needing improvement in the district, and what do you see as the greatest strength? The main area that needs improvement is trust with the public. This cannot happen overnight. It takes consistency. Our biggest strength is dependent is dependent on our strength as team of leaders who have integrity to always do the right thing for the right reason. How do you view the board's role versus the administration's role running the school district? The board is a group of people who elected by the community to oversee the administration. Board is chosen by the people in the community to make decisions and policy that directly affect their students. Is there anything you would like to ask board or anything you would like to add? I have zero

experience as a school board member. I have no agenda other than to give our students the best chance at success and develop future leaders. I do not take this position lightly. My goal is to get the team or gel gel with the team to achieve greatness for our for our district. Thank you for your time and attention. All right. I can read the next one if you'd like. Yeah, cuz it's not coming up. Okay. Yes. She had it written on her phone. It's not coming up. Oh. all right. Um But there are There's pressure up there. So You can see him tall. Uh I don't think I have already known that. Occupation, drug support professional. Are any of these people here today? They're all here. I think they're all here. Yep. I was going to

introduce everybody here. >> [laughter] >> I'll introduce everybody here at the end here when we get done. It's okay. Uh Other community business, no, just >> questions What are Why are you interested in serving on the St. Cloud School District School Board? I'm committed to making a positive difference in our school district. I believe the current board is working diligently toward meaningful change, and I'm eager to contribute to that mission. My friends in the community have encouraged me to apply, and I'm motivated by their trust and support. What do you think could be done to maximize communication and relationships among the board and staff, students, parents, and community? Assistant and schedule, social media, and email updates are essential so that communication is expected and reliable. It is important to educate all stakeholders on policies and

procedures, as not everyone will seek out this information independently. Transparency regarding the limitations of information released due to legal restrictions is crucial, as is clarifying where information will be provided. We should also help everyone understand that disruptive noise can hinder rather than help the process of change. Remaining in a transparent Remaining as transparent as possible, setting clear expectations, and recognizing that not everyone will be satisfied with every decision are all important. In what capacity as a board member would you have a particular interest or skill? For instance, public relations, budget, negotiation, evaluation, long-range planning, facilities, policy, etc. I have worked with Stacy Mendoza in the past and while serving as PR for the St. Cloud's band program and I feel we work well together. I enjoy working collaboratively on teams focused on budget planning, evaluation,

and policy issues. I am adaptable and able to fit in well in a variety of groups. What do you see as an area needing improvement in the district and what do you see as the biggest strengths? I believe there should be greater focus on special needs program and on supporting students who cannot thrive in traditional classroom settings. The continuing education program for students eligible to remain until age 21 should be reevaluated to ensure it meets their needs. The district's greatest strength is dedication is is it's dedicated and passionate board and staff who always prioritize the best interests of the children. How do we view the best How do we review the board's role versus administration's role in running the school district? I believe everyone needs to work as a team. Board should provide oversight and

set fair policies that are responsive to the current environment while listening to the administration and staff who are directly engaged with students every day. Administration and staff should adhere to policies without fear of speaking up when things are not working and the board should remain flexible and open to change within reason and legal boundaries, especially when there is consensus and the change makes sense. Is there anything you would like to ask the board or anything else you would like to add? Thank you to everyone for stepping up and volunteering your time to ensure the students of St. Cloud's school district are safe. This is often a thankless position and the atmosphere within our community is challenging right now, but it is improving. With the right team, I am confident that the process will align and

positive change will occur. And I think we have one here. Stephen Stephen Topaz. I don't know how to write Stephen Topaz. I don't know how to write it. It feels like a bad copy. What do you think could be done to maximize communication and relationships among the board, staff, students, parents, and community? Skip the question. I got it. First question. Oh. Oh, sorry.
