all right good evening let's stand for the pledge of allegiance ready begin i pledge allegiance to the flag the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all agenda approval i have one thing i'd like to change okay on uh 5.3.1 um there's still al we can discuss it but i'd like to wait for the second reading for that until we've further modified it okay so we can pull that one back then that's fine we actually didn't have any recommended on any of them i just want to clarify and make sure that that was the case so no changes recommended except for what we recommend yes go ahead chris i sent copies with um all of the osba recommendations um in

this last packet on monday so um if you had any questions your first packet two weeks ago should have shown their recommendations and you should have received a copy monday that showed all of those changes made we we received all of them with the exception we swapped at bill's suggestion on 5.3.1 the qualifications and duties of superintendent we swapped the order of the first two items so that the leadership item uh was primary okay so the one i just read had zero strikeouts or anything it looked like a final copy that that is second reading so that was taking all of the strikeouts and recommendations from first packet and and letting you read those in that version so you should have a copy of each we did we did talk about that and i i

think there's just some language there that i i'm not sure that i would really change a lot of the language but there's some of it that says uh i i would like to emphasize again the leadership and the relationship roles um so i mean we can talk about it when we get to that spot uh i think it's probably more appropriate than right now but there are some some things that i'd like to see just modify right there all right so we'll have that discussion at that time any other changes or alterations to the agenda okay i move we approve the agenda as a minute oh second okay moved in second and i'll go and order on my screen bill all right ryan hi kelly hi and i am an i uh visitors to address

the board this is the time for public comment on non-agenda items the board will not take any immediate action but refer concerns to the superintendent and ask them to report to the board repeat you keeping comments to three minutes per individual or five minutes if you're representing a group of patrons so there was an email that was sent earlier i did follow up and ask if that email wanted to be read i didn't receive an actual response to that and so um i believe that i will just reference um because i don't want to necessarily do something that i wasn't given authorization to do so there was an email that was sent in related to the diplomas and whether or not they would be available at the in-person graduation versus the um the drive-through and

so that was a public comment that was received in an email form and otherwise i didn't see any other public comments or anything that's correct we didn't receive any other requests okay okay so uh consent agenda the board on an individual basis part of the meeting is reviewed all material all financial reports are available for review by the public and business office board considers consent agenda items routine business and will be enacted by the board in one motion there will be no discussion of these items the time the board votes on the motion unless members of the board staff or public request specific items to be discussed and or removed from the consent agenda i'll move to accept the consensus i'll second okay it's been moved in second in any discussion okay i'll go and

order my screen bill all right kelly hi ryan hi and i am an i new business strategic plan update mr kelowna you have the board thank you very much chair monahan and directors and staff members i understand that you need to get through this agenda and there are many things going on this evening that some of you have to attend to bill kind of filled me in earlier so what i want to do is to present to you the survey that the community will be taking and a focus group approach go through the questions have each one of you answer each question and then that will be it we'll come back to you in a few months with a total report we're looking at about 15 of these focus groups i did one with the

strategic planning team i wanted to be present to do this one with you the others more than likely will be done by members of the strategic planning team and without further to do i'm going to put that i'm going to screen share it for you so we can look at the first question then i'll go to gallery so we can talk about it when we're done i'll go to the next question work i weigh through very efficiently okay here we go with the screen share and i'm going to get rid of that guy and that guy go away go away i am not sure why that is up there let me stop let me try that one more time gonna come down here there we go okay so this is the survey uh we put

the questions together with input from you and also from our strategic planning group these are the questions that we decided on and so the very first one is what is the school district doing well that you do not want changed or reduced in other words we want to start off with what good things are going on in the district that you feel as though we can actually enhance as we go forward and you definitely do not want to see money taken away from those areas or really anything done to stop the momentum going there now if i am going to do this right i'd like to go now to stop screen sharing and get to the gallery there you are so we're talking about what is it that you like that's going on that you

would like to see us either add more to or make sure we don't reduce and bill i think i'll start with you and then just go across what are we doing well that you like and you want to protect okay this is i actually thought about this before we're we are developing and maintaining productive relationships with our community partners we're doing it well and i don't want it to slow down productive relationships with community partners we are doing it well we don't want it to slow down and we may even want to enhance it very good start i want to say that scott's already had the opportunity to speak to this survey so has stacey and we're going to pick up christy in one of our other meetings so with that on to you uh

chair monahan if uh there's a mailing i'm apology i have a kitten uh so uh i feel like um the things i don't want to change or reduce is our continued emphasis on cte programming and building those programs and making additional options available um so that was the one that i want to continue to build momentum with okay so cte programs going well would like to even see them advance and we know that there's a tremendous emphasis on students graduating at a higher rate if they take even one cte class before they leave high school so increasing the number would increase our graduation rate we would think and kelly down to you this isn't going to be fair for those going after us because we're just taking everyone's thoughts we'll start with melody on the

next question and go the opposite way okay um i totally agree with both of them i'm going to go ahead and reference our um choir and band our elective i don't i was going to call him cte also but those programs themselves i think are doing really well and getting national accreditation and i think we should keep doing this very good choice thank you very much for that and uh let's see then we go to ryan uh the answer i have is the partnerships we have with our community organizations just like what bill said the ones took out mine is our are continuing to work with the city how great that is and a strong foundation okay another vote for partnerships and melody your comments let's hope i can get it to work can you

guys hear me okay oh yeah with the lips and the matching at the same time a little bit slow okay so um well one of the things that i feel that our um districts probably has been doing the best and i would like to see it continue looking back at how things went the last year and figuring out how to continue is actually working together in how technology can be continued to be put into all of our parts of our school whether it's not just in classrooms but even different ways for kids to learn how to do it and involving the parents in the community and everything that everybody had to do in a very very fast mode last year but now let's sit down and work together so that we can make it work

for everybody and continue it and advance it from here very worthy thank you very much for that note takers are you clear on what everybody said on question one look good okay um i am wanting to uh get this google maps for some reason is infecting my screen so let me see what i might be able to do on that it's this guy right over here i wonder if i can reduce him and get him out of there there we go that's what i wanted okay now i'm back to screen share we're going to take a look at question number two and question number two probably of all the questions that we have group this is the one that i would like to have your best thinking on and it says one i know that

there are other areas that you would like to mention but we're looking at just one what is the one most important change addition improvement that you would like to see happen in the district and between now and three years out so we're looking at something that we have time to work on something that will be challenging when we put our strategic goals together we'll probably only have three or four or maybe even two but they're going to be challenging big important things we want your input right now on how you feel as though what you feel are the areas for the most improvement that we can make that's what this process is about trying to figure out what it is that we can do to improve us to the maximum and we only get a

few choices because we want to take really big challenging things so the one most important change and with that i want to come back to the gallery again stop sharing and there's my friends and melody you're going to start us off now on the one most important improvement that we can make don't worry about how we're going to do it or where we get resources we just want to know what it is we're an identification now well um something that i i did talk to scott about before that i still think would be really important but especially looking at my five grandkids who are various rages from 21 to 4 years old and their world now in comparison to what we all grew up with um is the one thing that i would like to

try to figure out a way to do is to really talk to kids every single year from the time they come in and that average that this everyday question you say what do you want to be when you grow up and keep keep going with it and introducing new ideas out there so they know there's things out there they didn't know about however then at the same time is look at each grade level as they're moving their way up and let's say that we have a sixth grade class that 50 of those kids want to go in the military and 25 percent of them want to be technology people and 10 percent something else let's just throw those big numbers if you have a class that's maybe really really want something but then you have

three of the grades that are at the high school at the same time that don't have any interest in that and they're interested in anything is to be working on our classes and changing them on a continuous basis according to the kids that we have yes rather than being stuck on oh sorry this is what you have to take when you get to middle school and this is what you have to high school and here's a few extra things we can offer you so i'd really really like to be promoting him especially in our area we we just have so many kids that don't ever get to go to school after they leave us and so yeah that'd be great to work on that but that's been going on for a long time so let's

try for how we can get them where they want to go before they ever leave us in the 12th grade so a personalized curriculum based on the needs of the students that can change from year to year based on the students okay it's like a coach that doesn't keep running the same offense when he has players with different abilities he or she has to change to meet how the players best skills can be used another way of looking at it ryan you're up so the one i picked was to grow the cte program to really grow it really push it to bigger just like you said that even if they take one it improves graduation rates but also there's a um a lot of different programs out there that um it's not all you got

to go to college and get your degree and we're going to push you for that it's whatever they want to do and how they can do it to make it in life um i sat down that salem kaiser us back in the day when we went to the before covid and listen to their cte program and it's amazing how they they grow it every year so my thing is to grow it and expand their programs great choice uh and we heard a lot of that um in the last district that i did this that came up quite a few times so there's really a lot of interest in that regard and especially now when there are such a high need for jobs out in the community that are not being filled high-paying jobs okay kelly

you're up okay don't kill me i have to uh the first one i would ask for is like a central communication place because when you do have a lot of kids are we're still in a spot where we're setting home a lot of information a lot of different ways but it's really hard to find it sometimes um if we had a calendar that we could log into and have it connect to our calendar and then we would show our students individual things that would be amazing i'm i'm just a lot of things get lost still and and it's hard my second one would be similar to melodies but i've been asking for that some sort of a individual education plan kind of for especially for our high schoolers because we've seen all the different things

that we can do with all the things we were told we couldn't do and now we can do them and we're kind of on the other side so i want to build in options where we have a choice of our own education from an earlier level okay personalized curriculum very very popular right now people want more choice excellent trend on to you um so mine's a little different direction um i would like to find a way for us to be able to fund co-curriculars in a way that puts no barriers to any of our students or families so i would like to find a way so that we can ensure that anybody that wants to participate in any type of co-curricular is able to do so without any type of financial burdens or transportation burdens

and really focus on providing a robust opportunity for people to stay busy beyond just the school opportunities that we offer and we know that the more that kids are involved and things like that the better they do in school better gpa better attendance better behavior yeah wonderful great choice bill on to you you're muted bill i say i don't know whether mel or kel mel or kelly saw my notes but uh similarly i have flexibility in our program both with pace and content delivery method to better focus on the student and basic we have two different ways now that we're delivering both virtually and non-virtually and uh in in contact and and i really think that some students you know things are blanked out my grandson said hey i i said why haven't you gone

forward he says i can't it's blanked out i have to wait and or um why can't i take 12 classes if if i want to you know i if you want to work at it you can work at it i i think that there's some of it where people want to do some things in person some things online and they'd like some people like to go faster some people like to go slower and then in in addition to that the way that the girls have expressed it uh so well is the flexibility i think we need to focus on the student i we just had another thing added and and i know my gran says why do why did they add that to my schedule there's other things i'd rather take and maybe it's good

for him but there's other things he'd rather take in his focus and and so you can add a class but i think we need to do that with great discretion thank you very much i'm going to go back to screen share now and bring up our document again we're looking now at question number three values and beliefs this is the first level of the strategic plan and the team has already started working on this when we meet up with them again in august we will be putting together their ideas of the values and beliefs of the district that we should bring forward and we'll bring that to you for you to work on so this is this is where the process is right now after we gather this data that we'll be getting from all

of these focus groups what i'd like to ask you is in the organization that you are a leader in what are the traits and the beliefs of the culture that you would want the community to identify when they think of the district what are those things one of the things that always jumps into my mind is transparency integrity honesty that's kind of an example of a kind of trait that i certainly would want in an organization that i'm leading so to give you an idea like that um that's what we're looking for and this will be the first product that we bring to you based on all of the information that comes into us from the community and with that kelly i think we'll start with you this time i'm going to stop screen sharing

and there all my friends are again okay kelly i'm probably not gonna stray very far from what we already did last time because i think that it really nailed them but courage integrity compassion diversity those are going to be my keywords uh and and uh we feel like some of the work already done in the current strategic plan we're going to be moving forward and borrowing so anything that looks good to us there that we think we should move forward we definitely are we're not going to throw everything out and start creating the wheel and i agree with you that work was really good when we did it first time around and i think we need to look at it before the group decides to move in a different direction we'll take those good ideas

and then add to it what we might be able to improve so thank you for bringing that up phil i'm going to skip up to you now so i had equity and compassion and excellence in workmanship uh too often okay is good enough and and we've already got that excellence now is our our mantra but i don't see that i want to change that but we need to really work on the equity and compassion side of it and those are also continuing the good work we've started and the team when we just had a little bit of chance to work on this after they did their six questions we started talking about values equity was the one that had the most discussion trend back to you so i also pulled up our values um and

i felt like we did a lot of work towards that um and i really appreciated the um innovative teaching and learning and i'm not getting kind of stuck into old ways or old methods or old thoughts um and we we had diversity and community involvement which are also important but i'd like to add in their um inclusion as well um which kind of follows up into our next question but also as part of that thank you very much melody let's skip down to you and ryan's on deck that kitty cat's killing me um well i i have to tell you when i look at this one and everything that everybody has said so far is great but the the one thing that i've probably learned in all the years of being on the school door

that i have is that none of that is possible if you don't have trust yeah and i believe that trust has to be our number one thing first and then people can feel like they can talk they feel like they can't speak out they can be involved and that you aren't just saying it and then they never see it happen so you know i think that's got to be both community and staff but probably for us it's got to continue to be a top priority for staff what an important point thank you very much for bringing that up ryan yeah i have the integrity diversity compassion but then also humble you know um humble like if we make a mistake because mistakes do happen in life that we own up to it not try to

skirt around it or anything and that goes in with the trust and all that too okay thank you very much okay i am um wanting to stop screen sharing for some reason i can't seem to get stopped a place for me to hit that because uh you weren't screen sharing on my screen so that may be why yeah i uh that's yeah that's right i need to go down here to screen share before i can stop screen sharing here we go okay on number four um how can the district better serve all students by the way i don't have a clue as to why this guy is bouncing on my screen it may not be on yours it is on mine it's not up i don't know hope it doesn't bother you too much how

can we better serve all students and specifically students living in poverty with disabilities students of color lgbtq students talented and gifted students learning english and others that you might put in the category of students that need a bit of extra help or a different kind of curriculum or whatever to help them be successful so we're talking about how can we better serve keyword keyword is all all righty let's stop sharing back to you and i think tren i'll have you start us off here so i i go back to when i was in high school and and you know the various experiences that i've heard and there's different groups there's different clicks there's different spaces that everybody feels safe in and so finding ways to ensure that everybody feels safe and able to belong into

the spaces that we have no matter what we're offering and that's you know we we can't group everybody into one set of expectations or descriptions and say well this is what we're going to do for this particular group because everybody is a group is comprised of individuals and we want to make sure that we're not missing the individual in those groups and so really identifying and acknowledging the individual and providing a space that's safe and allows somebody to feel like they're included no matter what their circumstances are great start for us very well said thank you skipping over to you bill okay well actually you you put something in there and yours that wasn't in mine in the screen share but um i think that our family center uh i think that as we continue

to develop that and providing uh just tangible resources for the for the families that need them um they may whether they're food or or supplies or whatever those things are there as well as just community resources that we can help guide them towards um and then i think that we need to remove barriers both physical and cultural um we have plenty of those around and some of that can come through staff training and then i i think that there's a today we have the opportunity to have unique class offerings that maybe especially with online that maybe a student wants one student wants to take or two students want to take there may be some way that we can provide that so that okay look you know not everybody in the student body is interested in

what that student's interested in but especially when it comes to some of these folks that have special challenges or they're particularly talented and gifted maybe we can help provide them more than we currently offer via online thank you very much and kelly i'll move down to you well i was really going with the keyword idea and not really a paragraph but um i bond listen love connect um just opportunities where we can keep building those relationships okay thank you very much ryan yeah i have um more groups you know more different groups that people can you know join more resources easier to find them um strong relationships and then even across the board you know um one thing comes to mind just the old pay to play you know the fees and all that some

of them can't afford that and that can hurt them from playing or participating thank you very much and melody over to you um well one of the things i mean a couple of things that's been related to on different comments everybody's made but um for me one of the things that i just think and i kind of commented before on it is that by putting maybe i don't want to call them counselors because that's not what they are but a coordinator type positions in every one of our buildings where they do do the sitting down with each child or each child and their families even and actually be writing down for every single kid what are their needs do they even have parents that could use jobs do they have kids that could use jobs

um food matching them up with any kind of help that either we have or we have out in the community and then that's just to me the basic starting point but then i think to involve the community afterwards is to find the people out there even if we only put a list out saying hey we really need somebody that knows about this topic out there that could come and help us with this student somebody who can actually be a translator for somebody who needs to learn english um you know all the different things somebody wants to be an airplane pilot let's find somebody out there that might be able to help that student be that so i'm just using as examples there's 50 million things that we can come up with um but i also

think along with this that we need to and i know later we'll relate to it with the community but our community is lacking in jobs um we've got way too many people having to leave this town to go to work somewhere else and even though that's not really a school's job it needs to be it needs to be all of us working together to figure out how to bring employment back here because i mean even as my field of child care has just been wiped out during this last year and we've got parents that can't even go to work right now because they can't find anyone to watch their kids yes same time they're trying to change rules on that constantly and let me just give you one example that'll mess up this whole town

is that they're going to try to make a rule that a child cannot be in child care more than nine hours so you take an eight-hour job and a half hour lunch and 15 minutes to it you better be working right down the street and not in portland and not in longview or anywhere else or you don't have child care for the entire time that you need to be at work so anyway just just some different things and that we're gonna start getting hit up with the community is the child care aspect of it in addition to not having a job so we need to bring some safe jobs and some good jobs but get them back here into our communities thank you board members did i get everybody on that question did i miss

anyone no okay back to screen share i'm looking at question number five how can we better connect with our community to increase communication involvement and help community members gain a greater sense of ownership in other words it isn't all left to the staff to educate the students and how can we better connect so that our community members can get a greater ownership in what the public schools are doing whether they have children in school or not all right we'll come back uh i think this time tren i'll start out with you so um i think kind of touching on what kelly had said earlier about a unified communication platform um and maybe some investment into technological um like an application or something that unifies everything when you have parents that have you know different students

in different buildings i think it gets a little overwhelming at times with some of the different ways that we try to communicate with them um so i think that that cleaning some of that up or or streamlining that would make it a little less kind of overwhelming for some of them but outside of that i feel like you know we do a lot of work to reach out to our community to make these meetings accessible as much as we can to be transparent to um provide spaces for people to be able to comment and own on things um i'm not really sure that like this is one of my passionate areas like how do we get the community because we reach into the spaces where they're at um but are they filling those spaces when

we get there and um how can we do better into that and so i honestly don't have an answer but it is an area of emphasis that i know scott has spent a lot of time going into different spaces going into um different areas and so it's a really important thing to me but i don't have an answer on how for our specific community to be able to get them to start participating more because i know that there's a lot of reach outs there um but i'm not sure what more or what different things that we can do to kind of um not just encourage but also get some of that back but you're doing exactly what i was hoping and that is to identify the areas and then it will be up to us

the committee to work on if we select that for example for a goal how would we measure it and how would we go about implementing it what are the performance indicators that we would identify that would enable us to be able to accomplish that goal so bringing up the topic is exactly what we wanted thank you very much and melody we'll come down to you on this question number five okay well there's a billion ideas out there that you could do but i think um right now that i feel like the biggest one resource that we have that everybody's not taking advantage of not just schools is the amount of seniors that we have yes i believe that we could be involving seniors with kids from preschool all the way up in all different directions

whether and even if that means coming in and just being there in the classroom and helping the teacher out and giving them that extra couple sets of eyes and hands the kids seem to always relate to a grandma grandpa and adore having them around and especially if they're even told hey this child can really use some extra somebody to be there for him and that senior coming in is becomes that child's best friend and might only be one child in that case and it might be a whole classroom and another but i think we just nobody has enough money to have the amount of staff that we really need to have so start using those volunteer type resources out there and so many seniors are lonely and they've been stuck home for over a year

so as soon as we can it's to get them out and get them involved so and it helps the seniors as much as it does to children doesn't it yeah that's bill he knows yeah okay ryan well this is was kind of a trick one or tricky for me too because um we do do a lot to communicate to the community um you know a lot of emails newspapers social media and you know i would like trenton i'd like to see like no uh seating available at games you know everybody's from the communities out there you know and i'm kind of stumped on how do we get these you know get the public involved with our school system and come to our meetings and talk you know um so besides doing what we're doing i'm

kind of a loss i like the idea of have the centralized communication unit for that parents with kids in multiple schools and such identifying though however that this is an area of importance for you will inform the team of this area is something that we should work on and we need to come up with ideas on how we're able to do it so the sense that we don't have the exact ideas now is not as important as that at least two board members have indicated that well all three of you have that this is really something important for us to work on and we will kelly mine is still going to be the same okay yeah i can echo that as well still okay i know that we're trying really hard we have lots of

areas of strength but i i think that's our main area and there there are innovative ideas out there that other districts are doing that we can bar borrow private corporations have some good ideas about this so we can do a lot of research behind this and come up with some new and innovative ways all right bill well i'd like to continue the public use of our facilities the more people are able to use those things and one way to do that of course within guidelines but uh if we can reduce or remove costs uh those people have already paid for the facility i know there's some extra cost to us but it might be a good investment actually that we bear a little more of the cost of the public use so that these folks

become genuinely involved and and that i i think that's true for local residents there's outside folks that would like to use our stuff and for them i i think that they should help pay the bill uh and and this would support uh this would better support the various booster groups of all sorts we have a number of them for music and band and and sports and all and plus other uh leagues around the community and and i think the more that we can support them uh the more that they will take ownership of our schools i agree i agree did i get everybody on question number five i think so okay so this next one i don't want to call on you individually i just want you to speak to one another about it so

let's go back to that last question we're looking at number six what else would you like to suggest that you have not mentioned above these are the questions we're asking everybody but oftentimes the best ideas the most innovative things things that others don't think about mentioning come up here so what i'd like to do is to ask you just to talk to us let's have a discussion and christy and stacy and scott if you want to add in feel free to do so and trend when we finish this we'll be done with this part of our meeting and on to the next agenda so who will start us off what is it that we haven't mentioned that you kind of could go away from this meeting without giving voice to well there's just one thing

that i i it's recently i went to a band concert and we've been streaming all of these things and all of a sudden we have a midweek band concert and we didn't stream it and so grandma and silverton didn't get to watch it and i think if we want to keep our folks involved we've developed this technology for heaven's sake i know there might be some copyright issues or who knows i i don't know all the ramifications but the more of our things that we can put streaming people are kind of used to doing that now and and people that can't travel elderly and members of our community that want to participate let's make it easy on them and they have the opportunity or they can't make it at all because of time okay it's

available on youtube they can click in just like this meeting yeah thank you very much for getting us started there other thoughts and ideas that one's a prime example but i had no idea that it was going on and i was so upset that i missed it i had heard one of the directors mention it and i thought it was out of town and i heard him mention it that day and come to find out we so many of people would have enjoyed that in the park in our community if we had put it out there a little bit more somehow i know we're putting the message out there but i know i didn't get it okay thank you so right along with all of that um one of the things that i've had to

deal with both here and then also all the virtual meetings that i'm classes and things that i'm having um for being in child care also is somewhat is there's so much information out there there's so many things going on so like when you talked earlier about having made a centralized calendar helps a little bit but one of the things that i've run into numerous times both with my child care parents and online with my child care classes is that people are also kind of getting crabby and assuming you should have known something when you didn't and you don't you don't even know why you didn't and then you think you're kind of dumb on the computer you must have missed it whatever um and so i believe two different directions one is that it would

be awesome if we could work with parents at least at the very beginning of every single year offer them classes they can come in with and we can have our kids helping us teaching them how to do everything how to get to those online places to know what activities are happening um be able to watch you know all these events especially and not miss them and know where to go to find what time it's going to be and what day it's going to be and all those things um and at the same time something that ran in just in the last three weeks and thank goodness i actually called because there was a bunch of classes that were being offered to child care providers to sort of catch us up from the kova fiasco and

we would all sign up and right when the class would start nobody would get the invitation to it just like we get to get on to this meeting and nobody was calling and they thought people weren't just coming they were wasting their time and not showing up and finally i called one day and took us three days to figure out is that a whole bunch of us didn't know to go look in our junk mail and the actual location of the esd where these classes are coming out from in washington county was some reason almost all of our computers were rejecting that virtual invitation to those classes so if somebody comes in and says i can't find it is to treat them with respect and figure out how to just don't act like well i

sent you the email you know is okay let's see if we can't work together and figure out how come you weren't able to find it and it was so awesome to have them figure out like you said earlier they were talking about us saying i think trend might have banned orion to apologize when something didn't go well because to have the esd actually accept that it was their system that was messed up and child care providers are so used to that we're accused of not doing something right so anyway so i think that you get one phone call that says something didn't work then it should be our job to figure out how to make sure that doesn't happen again thank you very much for that any additions board members yeah i think that um

so as we look at our budgeting and um the financial circumstances as we move forward in the next five years um things right now look one way but we need to be very future centered and say what are they going to look like in the future and how can we meet our goals and our missions and the things that we care about um ensuring that we don't front load ourselves and then don't have the ability to carry these things out in the back end so i think that that's always an important aspect being good stewards of the public's money and how can we best manage those and then again i think to follow kind of what bill said what are the lessons that we learned and what are the things that we know that we

can do and improve on and one of the things that we we did that just were 100 not going to work again and um taking those lessons and applying them in a broad-based spectrum and saying the way that we did schooling previously the traditional path all of those things that's that's another world at this point so how can we take the lessons we've learned and really make it into this new and innovative and engaging process while still honoring the the traditions in the past that we have but not being married to them completely very very well said anything else uh that we're along that line i just want to add that hopefully even though we're getting very computer focused that we're still allowing for physical space and creative energy in our education practices yes last

call for ideas uh the just to kind of tie all that together accessibility um and that ties everything kind of back into is everybody has individual needs unique needs so what is universal design what are the targeted universalisms that we can put towards so that we can try and fit those concepts into what we're doing so that we're not missing people thank you for that anything else note takers are we okay do you need to ask any questions of anybody okay so board members the next time that i see you will be delivering to you the focus group report which will give you trends from all of the people that we've spoken to over these questions we're also going to dig back into the district's history and get some more data that we'll put around

that as well it'll be a nice report the team will constantly be using it to build the different parts of the strategic plan thank you very much for your time tonight i look forward to seeing you in a couple of months and i'll be working with scott and christy and stacy between now and when we meet again in august good luck to all of you stay safe and be well and good night thanks jerry thank you thank you so much really appreciate your time thank you you want me to do okay should i go or stay you you can i'm just checking core value awards are next and i have the thing so i just didn't know if you wanted me to stay or not i i i would say stay until we're done with

that one if uh if that's okay just so that i don't muck anything up as i move into 5.2 and get verification um so core value awards uh we have uh some core value awards coming up and uh stacy is going to send those out to us by friday afternoon and we need some very good candidates and um i would ask that when you get those to make sure that you get the voting completed by monday afternoon i believe and submitted so that we can make sure that that's done um on schedule and we can get our very deserving individuals awarded is that a good summary stacy that's perfect they're due to me friday by four so i'll get them to you a little after that um but we have probably about 15 submissions right

now so looking good kind of around around those lines i'd like to add as i'm thinking about it because we're not able to bring the entire staff together what we've done in the past you know where we've handed out the core value awards and given the service rewards time service and then retirement celebrations we're doing that individually so at each site they're having either an end of the year staff meeting or their own celebration and so we'll hand out hopefully um here maybe we can put it in friday's email with the core value awards times where the different schools are having their uh their end of the year festivities and then i'm gonna try to make all of them if one or two or any of you could join me as we go to them

individually um and present you know some service awards and and award the corvallia awards rather than the whole group we're gonna break it down into into schools like that um that would be really great so i just wanted to let you know that that'll be coming out too okay perfect well i think that was it so uh stacy i appreciate your time i'm done with that so thank you thanks stacey bye okay uh policy updates so we've already had a conversation about 5.3.1 that we would like to remove that as the um technical second reading so that we can do some more work on that and then um reinsert it at a meeting in the future um so bill would you like to have some further conversation on that one before we move forward you

are muted just very briefly there's a couple things that for example if you go if you i don't know if you can see your copy of that or not but like in 15 it says represents the district in dealing with other school districts and social institutions so forth and and i think just the whole concept of relational behaviors rather than dealing with people i would rather say things like represents a district in their relationships with other schools and community groups and then there's a couple that says where directs the professional uh supervisory staff maybe leads would be a little nicer word to use there and then scott has sent me some things on on you know characteristics of leadership and i just like to put better words that aren't so harsh i guess is the

way that i'd say it but i'd like to emphasize the idea of leadership and relationships and the role of the superintendent uh it's not a message to this superintendent it's a message to the groups that follow us that maybe just maybe they'll look at this when they go to replace those people that are here you know bill the more i think about you know our conversation a lot of what's written in here is management how to manage a district as opposed to maybe lead it so some of the management items do definitely need to be in there but some items of what leadership looks like would probably be good yeah leave some of the management into a more general statement and add some leadership qualities that that's the kind of i don't think we're wanting

to delete the show here or dilute it i think what we want to do is is have it better represent our values well then there's a position description that goes along with this that's you know this is one aspect and then the other one can emphasize some other of those things but i think as as you're talking about a bill that you know the the efforts towards diversity equity and inclusion is about language and it's about um recognizing that some of the ways that we term things maybe isn't necessarily the way that we want to portray what we're trying to get to and so i think that having those conversations and recognizing some of the ways that things are phrased isn't necessarily matching what we want out of it and so i appreciate that you

are kind of looking at that and saying yeah maybe we can do better maybe there's some uh different ways to phrase this but to that end if we do this how do we then emphasize you know the next piece which is we didn't just change the language we're living that new language and so um for me that's just a constant conversation like we're having right now and bringing those things up and reemphasizing it um and then actually putting a pen to paper and then just continuing these conversations so i appreciate that i think a lot of it would actually reflect what we are doing but i'd like that more accurate reflection of what we're doing and what we want to continue doing i appreciate your comments bill i think that they're they're great examples anybody

have any other further discussion on uh 5.3.1 okay uh scott do you have any other updates on uh 5.3.2 through 5.3.5 no um most of the changes were semantics grammatical not changing policy just more clean up the one interesting one 5.3.3 flag display and salutes you know i think it's important to note um you see in social media you know back when i was in school you salute the flag um it's oregon law that we salute the flag at least once a week and that's the expectation in st helens in our schools and this just kind of reinforces it so it's up for for you know kind of a reboot so to speak but the addition to that is an m.i.a flag needs to be you need to have space on a flagpole for the

missing action flag if um it's deemed appropriate by the government whichever entity that might be and any new flag poles need to have space for three flags the u.s flag the oregon flag and the michigan action flag so i found that kind of interesting and unique maybe to oregon which i think is kind of cool i really i take some pride in the fact that when i hear somebody say you know boy back in the day we had to salute the flag to be able to say we salute the flag and it's important to us now and it's part of our rules so i think it's a good thing but that other than that like i said mainly just word word changes any discussion or comments on those from the rest of the board do

you need to read them by title at least i can uh so 5.3.2 is iibga electronic communication system 5.3.3 imdb flag displays and salutes 5.3.4 jga corporal punishment and 5.3.5 jhca slash jhcb immunization physical examination vision screening eye examination and dental screening so with no further discussion on those we'll move to 5.4 superintendent report yeah i've got a number of items i'm i want to be uh respectful of the agenda but also respect the respectful of time of board members wanting to participate in the festivities this evening so i'll go through them i may not be in exact order but i'll make sure we cover what we've got here so let me share screen here all right i'm going to make an assumption that you can see this so this is the this is the

may report and the trending is interesting you know we've talked about this colleagues from around the state that i speak with talking about what the trends are for enrollment and they're anywhere from 10 to 20 percent down in student enrollment and look at our year-to-date change right here we're only down 2.3 percent which is really close we've been trending or less for the past four or five years so i i really feel like we're beginning to see the influx of um growth that we've kind of been anticipating with all the construction the apartment complex is going in so it's that that makes me hopeful even though it's it's still in the red that makes me pretty hopeful just a point of clarification for me so you're saying 2.3 but in looking at the beginning 2642.6

and the n2640.3 is that percent or is that like actual weighted i believe that's percent change okay yeah so did we have a 12 and a half percent increase in k in kindergarten i'd have to go back and look where the specific increases are but i think i was just looking at your chart right there you change year to date i believe we have you can see where we started out it projected at 178 and we've grown so yes yeah right here sorry so you can see where the year date changes are and that trend you're right that must be total number i'm sorry i thought it was percent two kills i just made it feel better though yeah because at 2.3 that's that that's almost just within variance yeah that's that's even better so

better news okay any other questions right this is the the report that we've been doing since gosh back in october you can see how we've had our bumps in the graph we're now trending in the right direction we're still on the top as far as number of cases per hundred thousand we want to see that continue to drop i anticipate that that will continue to go down and i'm even more hopeful you know when you look at the trends for test positivity our test positivity rate is the lowest in the three counties that we're monitoring um so i think this is just good news across the board just reinforces the fact that our plan is to be back full time five days a week um in september and we're gearing up for that questions on

that i don't know how much longer i think this may be the last one that i'm going to share i don't know if we're going to continue to track it as a state but um you know we're trending in the right direction is there any rumors or thoughts going around about the mass in the fall have have you just heard anything through grapevine is all i'm wondering yeah we've just started those conversations at the state level and i don't think anybody's at the point where they're willing to make any type of commitments so and that that's a concern because we do have a fair number of families that have indicated to us if if their children have to wear masks then they won't return until that goes away which kelly kind of brings me to

the next item that i did want to talk about and this is kind of under district business this this came out excuse me last week and it talks about online instruction assurances this is kind of the first blush at what the expectations are when we return to school in september and i'll show you the timeline which our state has done a lot to support and provide guidance um and just like everyone else sometimes i feel like there's a miss and i think that this is a big miss on the part of the state um and if you look at the second item there assurance number two a minimum of fifty percent daily synchronous learning and so what they're adding on to as i understand it the division 22 standards is if you have any online

instructional program and this not only includes like st helens school district or portland public but also connections academy or any other online program fifty percent of that learning must be synchronous essentially must be live with that fifty percent it is fiscally um impossible for our district to do this not only is it impossible it doesn't meet the needs of many of the students who want to take online programs they want online programs for the flexibility they may be working during the day and and want to take classes in the evening or have other responsibilities or whatever the family's pattern may be so this is a big frustration being given to us once again um in late may first part of june we're staffing we've we we're working on staffing our virtual academy and staffing our

brick and mortar schools and then given this it kind of puts a you know a hiccup in the whole planning and so i've been talking with a number of folks around the state um i've said it on a couple state level meetings and voiced my concerns i'm going to communicate again with our state essentially our state superintendent cope gill that just this this is a frustration for us and may not serve our need so i i am almost at the point where we may roll forward with our with our um you know our virtual academy and we won't be able to hit that 50 percent and we may just have to note in our division 22 standards that we are substandard based on the timing that the state pushed out the requirement you know if

they stair stepped it or had some other plan to support it we would have a better chance of hitting it but i i've spoke with superintendents from across the state and i don't know of any of them that's saying yeah we can hit 50 percent it just doesn't just doesn't seem realistic i am aware though that there's some states that have enacted a 20 synchronous requirement which seems a little bit more doable than than half the instruction so this is just kind of a heads up what what we're working on just like everything else the last 18 or 16 months you know we get the information we monitor and adjust and then we're going to do what you know the best we can what we have is it supposed to be interactive or can it

just be would it be realized by just recording your lesson or even your classroom and having a login you know area or does it have to have a q a or some sort of thing where the kid can stop and ask a question they're taking feedback right now and i don't believe they have that defined yet kelly so as as it's written and my interpretation of synchronous would be no that wouldn't count it would need to be you know an interactive synchronized instruction the teacher's there to answer questions in real time but i would hope it would be more along the lines of what you described and lowering the 50 to 20 then that's something that we can you know we would be able to manage but we'd have we would have to we just

don't have the staff to do that but i'm hopeful we'll we'll figure it out just like everything else we'll figure it out the the next piece though is um so we began having these discussions back in may the may 26th is when they started releasing this information they've been taking they'll take surveys for the next couple days based on this information then june 25th is when they're going to give us the fall planning release it's it's as best they can get and then the final release isn't going to come out until july 22nd so once again with planning it makes it really difficult to start planning when july 22nd is when they're going to give us the rules i'm kind of at the point where we're going to do the best we can to meet

the rules that are given but we may have to do you know ask for some forgiveness on some of these rules and i think that's going to be the case um for many districts across the state that the timeline is really challenging in any normal year we start planning in january for the next year and we're planning in july for school to start a month later it just makes it tough but we we've learned how to how to work with these types of things um so those those are the pieces that i want to share in addition to that i had a couple other items summer planning if you could look and review your summer schedule and email either myself or christy so we can make sure we plan summer training for the board and

do our best to work around your vacation days and times you're going to be with your family and we'll send out a reminder i just want to kind of put that out there so you guys could be thinking graduation reminders tomorrow six o'clock is our in-person graduation at the high school then friday is our drive-through i have on my calendar noon is when i'm going to show up christy do you have a date or does anybody else kelly you're muted is it noon that we need to be there i think 11 45 was what noel recommended for y'all okay noon start okay 11 45 and then on the 16th we have plymouth um graduation uh that starts at 11 so probably should be there around 10 30. and then if you can you saw that

note we have a young man from plymouth who no no this is not somebody remember we have plymouth graduation with many young men and women um on the 16th we want to make sure we're there for um the last thing that i wanted to note was our high school graduation and plymouth graduation um i know that there's some people that are happy with the way our graduation is set up and others aren't um there's you know as as i just you know showed we've got things are changing at the last minute and we're trying to monitor and adjust and do the best we can for kids you know ryan you mentioned being humble and mention and say when we make mistakes you know i'm not sure if we would call this a mistake but i

think we can do better and we'll continue to try to do better but i do know we have a great staff great community and great students and we're all working to do the best we can for our kids and i know that the high school at the time we started planning in person or started planning the drive through graduation that was the best we could do when we found out we could do more we shifted to an in-person graduation um and got that going when we when we finally had the word that yes you know kind of an in-person prom was okay we we opened up and you know kelly you're running with it and we're funding it and we work with the city to get the prom um to happen so we're really trying

to give the best we can to our kids and i know we're not going to make everybody happy i just hope everybody understands we really are doing the best we can and we'll continue to try to do better and i have heard you know at times well other school districts have figured it out and you know each school district is different just like each individual child is different and here in st helens rather than canceling the drive through graduation and just doing in person or just doing drive through and not doing in person we're doing both and i'm not sure how many school districts are doing both to try to accommodate those families that are comfortable being in person and those families are still not comfortable being in person so you know the intent is

is you know our intentions are best whether it meets what you want or not um you know we feel badly but we know we can't make everybody happy but i think um when this week is over people will be pleased and um we'll see that you know we celebrate and care about the kids in our community so i just i think it's important to you know keep that in mind so that is everything that i have can can students participate in both graduations absolutely the way i see it is graduation is a three-day celebration of their achievement today tomorrow and the next day they're taking a potpourri of what parts they want to choose in but quite frankly all three parts are one graduation to me i don't see that it's really a graduation and

a graduation and a graduation goal i think it's a an ongoing three-day celebration of what they've done and speaking of that we have two members that would likely like to get to that uh evening event so what time is that uh it is 7 46. no no no what 14 minutes 12 10. so what time eight to ten you can waste a full tank of gas while you're driving around town tonight i know isaac and i are going to head down there i can't get off the xbox this is a fun thing so i'm going to go take action up from work okay is there uh anything else before we mentioned they'd only have question do we want to focus our uh board education is that going to be in july or august do we

have a certain month already picked that we're gonna try and find dates in like are you saying training katie or kelly yes yeah whatever you guys wanted to plan for this summer did we have a certain month already we have the traditional july one where we do all the business board meeting and then we will have at least one maybe two um sessions of training one with osba and one with reef we might combine them but that's something that christy and i are working on and that's why we're asking for your input did i answer your question no i was just just wondering if we had a month that we were focusing on so i'll just send you my august because that's the most open [Laughter] can i ask one question to you when you

were talking about the different times of events over the next couple days i was under the understanding that graduation didn't start till 6 30 on thursday night and we just had to be there by 5 30 or so um and you just now said it started at six so i just want to clarify that oh i'm sorry i i bet we need to be there by six thank you because i gotta pull off that preschool one before i can fly over and get dropped off at the gate okay so yeah we need to be there by six thank you for that okay so i think we've got all those answered anything else before we move on i'll move to adjourn uh before we do that actually uh upcoming meeting input we have the 23rd i

just want to make sure that there's nothing else we've got our budget that will get passed on that um so i want to make sure that we marked that in this meeting that the budget will be finalized on that meeting um so anything else besides that all right now i'll entertain kelly's motion all right have a great time tonight everyone we'll see you next time good night
