001to this um Regular meeting of the tiger Talton school board I will call the meeting to order at 6:31 pm. um quickly I wanted to thank everyone for for this pivot as of term we haven't used I think in a while um to this virtual setting um just in terms of capacity and safety concerns we felt like this was a better platform in order to hold this meeting so I appreciate everyone's flexibility um and welcome everyone here virtually with us tonight um I did want to mention that we did meet earlier um in a work session to start our work in terms of uh looking at and potentially revising or recalibrating some of our policies and our student handbook so that um is available to view as well um and with that uh Dr Ricky
002Smith are there any changes to the agenda there are none chair all right hearing that I would entertain a motion to approve the agenda I move to approve the agenda as presented second motion was made by director zerm and seconded by director miles um is there any discussion on the motion hearing none we'll move to a coral vote all those in favor please say I I I all opposed motion carries unanimously all right and with that we will go into recognition and good news with hi TR okay cut out there for a second good evening um board chair Iran directors and Dr Sue um my name is Lisa Burton and I work in the community relations department and this evening for recognition and good news we are celebrating tiger Talton community members who have generously
003donated supplies and funds for tcd's backpack and Supply drive this year and often um some for many years have been donating um before I um um introduce the people who are here from our community I wanted to First give a shout out to Thea panus um who H was um who worked with the with tiger Talton school district for many years she retired in 2019 um and she officially retired but she has continued to support the um backpack Supply Drive um since her retirement and works with community members collecting organizing and distributing supplies to all of our schools at the beginning of the school year and throughout the year um Thea could not join us this evening but I just wanted to make sure that we acknowledge that we couldn't do this work without her
004um um the commitment she has made um to this work has been just amazing and so um we just thank her so much for all of her work and um we wouldn't have the connections we have with these community members without her okay um so also joining us this evening um we have Lisa and Chris balms um with Chris balms Properties LLC who have um donated supplies to ttsd for the last three years um Fernando Gomez with quality Custom Distribution and his team are joining us this evening um and they are new partners to ttsd and we just really appreciate them being here um Joanne and Dick Shipley with tiger Rise Church who um received a really generous Don from the city of tiger that they used to purchase funds um for ttsd stud students
005and so we just want to make sure to they wanted to make sure we acknowledged um the grant that they received um from the city of tiger and they have Rise Church has donated and supported ttsd um for four years plus um with supplies but with um a lot of other other things that happen around the district district and then um the final person we want to acknowledge tonight is Christy mcninch with Nvidia software company who have also donated um supplies for the last four years to ttsd so just once again the donations we receive from our community um really provide essential supplies and resources to our schools and um we really um would not have the abundance of of things that students needs that students need throughout the year without their support and so
006I'll open it up now to any of our um business who'd like to say anything and then to the board and Dr Sue go ahead yes shley um we have joy Dorset who wrote the grant for the city of tiger and she's with us on the on the uh video here and she has written the grant for uh probably five six years we've actually been doing back for about 12 years now um so and uh I just want to recognize with the other people on this team here at Rise Church wave their hands and you can see who they all are so wonderful thank you Joanne I appreciate that thank you for being here all of you place your I just want to say thank you to everybody that donated to uh benefit our students
007I know that I worked with the uh backpack program when I was a community leason and uh it is something that definitely benefited the students at Bridgeport and I know districtwide it benefits um all of the students as well and uh it's just such a um you know such a wonderful experience to be able to fill those backpacks and to uh be able to work with uh the volunteers and uh work with uh work with the churches and and all the Community Partners and have them uh you know just just share that love for feeding our students so thank you so much for that Dr Z me I'll echo my thanks to all of you for all of the amazing work that you've done to get supplies in in our kiddos hands and backpacks um
008and I also just want to say thank you to Theta I know she's not here but she's done an amazing job bringing people like you together to get a really big job done um and so thank you to her Dr Ricky Smith again I only Echo and and the reason it is so very important which you all know so well is that when a child feels that they um can stand you know equally with their PE and have all the supplies that they need for learning um it just starts them off on a very strong start at the beginning of each and every school year and um I cannot thank you enough for the way in which you you live your faith um and you bring um bring your care uh to our students um
009and uh it just makes such a huge difference for each and every one of them so nothing but profound thanks for all of you thank you so much and I'm having some bandwidth issues so I'm may have my camera on or off um just so I don't freeze so I appreciate your patience with that um and quickly I would just Echo what everyone has said I think since um starting in this District I think about 15 years ago um this was sort of for me an emerging program that I noticed and it really has been such a rich way to bring the community together and um and also a wonderful way for kids to understand what community looks like and um having folks from all of these Community part um really uh just sort of
010building this community this Village around them I think is really powerful and um a really great model for Community work so I really appreciate all that so much thank you um and any other board comments before I move on all right with that we will move to um student representative report whoever wants to go first can hop on um I'll start um so um Tiger's homecoming went well last week um it was fun to see Bor chair Irvin in the parade um there were some safety concerns with threats from individuals who were turned away from the dance and I want to thank both the city of tiger and building a Ministry ators for the quick kind of communication with the students making sure that they know that it is safe to go to school and
011that those threats weren't um credible and it's a good reminder to students that if you ever hear something it's always going to report it to a trusted adult um I referenced this last report but um we had our first student Equity round table and it was honestly quite amazing it was a lot better than I expected even um it was with a bunch of um kind of like student leaders it was um ASB leaders it was affinity group leaders it was um student um Equity leaders and we kind of all just kind of came together and we did some lessons on how to be a leader because like you know that's something that we're all trying to build um and then after we did those lessons we kind of connected in with each other and
012figured out what is each of us doing and how can we all kind of help each other make the events that we're putting on um really cool um tiger one against um soccer tiger w 5 um against to waltin and the reason why I'm saying this is because usually tiger doesn't beat to Walton that many in sports so when we crush them I like to celebrate a little bit and um poor underclassman PSAT is this weekend and I'm really happy I don't have to do that again that's fantastic um if we keep with tiger does Brianna or Rema have anything to add yeah I could go after Owen um I just um it's definitely starting to feel like school for the students um more students have been starting to get more in like um the
013day-to-day basis at school um our football team has um recently faced two losses but we're hoping that this week we could get our momentum back um our game against westlinn um um adding on to what Owen said our girls soccer team is doing amazing this this season with eight wins and two ties so far and also speaking on homecoming it went well saw a lot of people having fun and also with the safety concerns it was great to see the quick communication on the part of uh Miss Baron our principal at Tiger high school and the board so well go ahead REM um there's been a lot of like first club meetings which is pretty nice I went to a few of them there was a lot of more students coming out um I feel
014like as well as like it is really starting to feel like school and I've noticed there's been a lot more absences recently which I I get it but yeah that's just only up notice all right and we can move to I'm just going down my list um attakus do you have Creek Side updates he yes I do um I'm currently I just want to like um let you know real quick I'm currently out um and so I apologize if anything is wonky at all um servicewise um but sorry okay um so for Creek Side um we started doing a um we started involving communicare with um our action Squad programs that we do every Wednesday and so um communicare is going to be um the source of like everything that we're doing the basis of
015everything um communicare I have been a part of communicare since I started at Creekside pretty much um it is a nonprofit organization that um that helps raise money and fundraise for um other for other nonprofits and so we create a mission statement and we go through a whole process of interviewing people and like um and interviewing nonprofits to give the money to give grant money too I'm sorry I'm a little uh I don't know razzled right now I'm sorry um anyway uh so we're doing that um and then our attendance is way higher than it is ever been before um since uh Creek Side has started in 2019 like my principal told me it's the highest it's ever been um we um we also have apparently been working with a very high level of success
016when it comes to interpersonal conflict um my principal mentioned that they have been using restorative dialogue um to help bring people more together rather than separating people and that has been shown to be very helpful recently um there are also going to be some paid internship organizations through usource and impact um uh some opportunities for students to get some jobs around Creek Side um and some paid internships um they're starting new clubs and there has been a lot of um there has been a lot of in there's been a lot of student leadership recently um but yeah so that's what I got um and then I I do want to mention real quick that my phone is going to die unfortunately so if I just disappear for the me from the meeting that's why um
017but anyway thank you thank you eus that is awesome and that is some fantastic news that you shared for sure so that's exciting um for Talton Jamie Lily Olivia you can draw straws for wants to go first uh I can go first um this week is homecoming week and everyone's excited for the different themes leading up to the parade and the game on Friday as well as the dance that follows on Saturday and then I wanted to take a moment to just address the elephant in the room the hazelbrook Middle School incident I can say that I myself went to hazelbrook middle school and I have many great memories from my time there that this instent that has gained national attention is not reflective of the school's identity as a whole all right Lilia or
018lily or Olivia hi can you hear me all right absolutely all right awesome I was having some technical difficulties I couldn't even get my camera on um well yes we also uh had our first student voices meeting um about a week ago which was a week ago like last Friday the Friday before that um I've been kind of sick on it so so the time's blurring um but that was a lot of fun um I think the Affinity groups are going to be doing a lot of really good work here soon um and I'm very EXC see what comes next and yeah also uh home decorations yesterday um and then I had to like stuff a ladder in my truck but other than that I'm very excited for for the last meeting so I couldn't
019come um I'll go ahead and go now um I think they both Lily and Jamie both covered things really well but um just to follow Owen I guess on the sports end we've had some rough losses lately football lost like 0o to 37 to wesland um after being undefeated so good luck tiger on your game because it was really rough um but otherwise like cross country has actually been doing really well and I think boy soccer tied to Tiger the girls lost to Tiger but they were doing really really well before that so you know just powering through it um and yeah it's homecoming week this week so we have our spirit days our dance um on Saturday and there's been some unexpected like fire drills lately that you were not planned at wallon I
020think a just a couple I don't know maybe smoke detected I think one time there was some weed or something detected in the bathroom so we also had a random evacuation um so those happened but everything turned out fine people just went outside and they came back in everything was fine so I think things are good people are getting back into the swing of things I've seen people in my classes you know finally kind of getting into the habit of school getting into their tests and and their teachers and stuff so I think it's so far a really good ide at walson that is fantastic and thank you to all of our student reps um for giving these communications and it's always a little weird with technology I'm sure I'm freezing as we speak so
021um I appreciate everyone's patience for all of us um and with that I will move to superintendent and board communication thank you chair uh just briefly three three topics uh quickly um number one two set with with Su this week uh for your uh information one will be at hazelbrook on the uh 12th which is Thursday and the second will be at CFT Elementary on Friday uh second uh we will have begin our learning walks with administrators uh this is the way in which we uh audit how how students are learning and what they are learning uh and this will be focused primarily uh in this learning walk led by Dr Lisa um and team relative to our elementary students and then we will work through middle and secondary uh with additional learning walks um
022and so we will provide additional information relative to the findings uh as as we are doing doing that work and then last um on October 23rd I will be bringing forward we will be bringing forward to you a grant opportunity with Portland State University's School of Social Work uh this is a connection that we made this summer when um Health and Human Services secretary Basera was out at the request of Representative Selenas um they are interested in expanding um their their relationship with ttsd providing additional mental uh uh msws social workers uh Behavioral Health supports uh to our students at the middle and secondary level and so we're very excited about the process of this initial Grant and the opportunity to expand the grant that could be in excess of several million dollars in terms
023of providing supports and work uh relative to our expansion of mental health services so I wish to give kudos to uh Kathy Wilson Fay uh from our student services in in her work and certainly um to Dr uretsky uh at the uh PSU School of Social Work uh very excited um and look forward to sharing that with you on the 23rd thank you so much um Now open up to our director directors Vice your hes hey everybody good evening um just wanted to report I went to uh my kiddos cheerleading competition in Sherwood and they were sad because tiger didn't place however I was sad about that but I was also very excited and proud because twet in place for in two categories so that was uh that was pretty amazing to be able to
024see that I also attended the COA Equity Summit and let me tell you that um we are in for a treat as uh Educators in the field because the uh new uh Vice superintendent of education is amazing and uh she really knocked it out of the park with uh Her speech so I'm really excited to get to meet her and uh and then just work with uh OD and continue our um commitment to education and equity and um making sure that all of our students are succeeding um wanted to express some sadness for the situation that is happening in uh Israel in Palestine and making sure that uh we acknowledge that that affects some of our students as well um on both sides of the aisle and so we want to make sure that uh
025when we're addressing that that it is in a manner that doesn't offend either side so just I wanted to make sure that I'm uh remaining neutral and expressing some sadness for what is actually happening um and then I also wanted to express some sadness for the situation that is happening at uh hazelbrook and all of our community I know that uh when things like this happen it could be polarizing and everybody goes off to their camps and uh I believe that that's one of the last things that we need to do we need to stand together uh we are uh ttsd and so um you know we acknowledge that violence is never the answer obviously we uh that's what I always taught my students when I was in the classroom and what I continue to
026uh just uh inculcate into my own children violence is never the answer uh it should not be tolerated and also we are in education for a reason we're here to teach students what is right and what is wrong and it's not about having zero um tolerance and just kicking everybody out that makes a mistake that is not what uh we do in society we don't ostracize people uh just because they make a mistake there are different consequences for different people and then there are ways to bring them back into society so uh that you know I'm glad to have worked on um maybe perhaps having a more articulated plan uh or communication plan or uh just so that people know what our policies are going to be which is what the pre uh purview of
027the board is and so that's going to be great to be a part of so that people uh have a better understanding of what we're doing for them and for the students and so um that's going to be great and um it's just really sad that um when this issue does become polarized about uh not being as inclusive us who can be with our students that um people decide to politicize the issue and um the threats of violence that are made towards our administrators towards our um staff towards our students um you know where we are having to evacuate a school those things also should not be accepted and they should be um called out as much as the uh incident that happened so that's what I needed to say thank you Vice chair anyone
028else for board updates director me I just wanted to remind my fellow board members that it is national school lunch day and so if you have an opportunity this week to go by one of our schools and have lunch with students I've done that now a couple of times in the past and it's a really great way to find out what's for lunch um and um and get a real sense of of what does Federal food policy look like on the tray um but also a really great opportunity to talk to kids um it's kind of fun to sit down at one of those tables and be the little local celebrity for a moment and and have the kids ask you some great questions about board work um I did want to say I went
029to the LT gray Festival uh that tiger put on last weekend it was a lot of fun I was a little disappointed it wasn't as well attended but maybe that was just the time of day that I went um but it was a really neat neat festival with some great dancing great music fabulous food um and yeah that's it thank you director zers director Weston thank you chair Irving I also wanted to take the chance to share my thoughts um the school board is responsible for providing a safe environment and robust education for the young people of tiger toon School district and I appreciate the Public's input and I understand the outrage regarding ongoing and severe violence in our schools this is unacceptable and it did happen on my watch and so I want to
030apologize to the community and to the young people of our district I spent a lot of time reflecting on what led us to this situation and on what we can do to move forward as a community I've looked at the numbers and I know that violence at school has increased post pandemic in our district in Oregon and nationally 46% of schools in America have seen an increase in fighting and violence according to a survey by the national Center for Education statistics the increase in fighting at ttsd is not in your head people are wondering why this happened when a violent incident happens some people think about how the perpetrator was bullied or excluded but by focusing on the motives I fear that we imply justification for violent acts people respond to expectations and I expect
031a high standard of behavior from our young people I will not excuse violence and low expectations serve no one some people especially those outside our district look for a scapegoat someone new or someone different I reject this premise as well issues with ph issues with physical violence are pervasive and it's bigger than any one incident or person I share your alarm and disgust that this could happen in our district and I support the full review of our policies and procedures to inform decisive action like you I also want answers what kinds of things are related to young people and violence at the levels we are seeing the studies are clear traumatic events in childhood have a relationship to physical AGG ression in adolescence one additional childhood traumatic event can lead to a 60% increase in
032physical fighting today's middle middle school students what were they doing a few years ago in elementary school some of them were eating fresh baked cookies next to their new puppy engaged in online schooling other kids lost housing when a breadwinner lost a paycheck or had a loved one become seriously ill or die causing tremendous grief and stress for families reports of child abuse to authorities by Educators also fell during the shutdown leaving kids on their own our young people have made sacrifices and now we owe it to them to make it right we are not done making it right because the impact isn't over we owe them safety and an environment where teachers can deliver a worldclass education and now it's time for Action I welcome and appreciate the input from parents and teachers as
033we move toward Common Sense policy that makes it clear that violence will not be just Justified or tolerated and that outlines the roles and responsibilities for successful implementation I am also going to use this opportunity to request additional investment in this generation of young people from every level I hope it's clear to everyone that our kids are not all right and that business as usual for Education policy is simply not good enough we should not have large class sizes we should not have is short school year we should not be eliminating challenging curriculum that prepares students for a global economy we should not be debating whether to pay teachers a living wage or meet the overwhelming needs of young people or over which Young Person's needs get met the research is clear that young people
034who are struggling need high expectations and time with support of adults it is not easy not fast not cheap but it should be our number one priority thank you thank you director Weston director miles thank you just uh really quickly um I'll just mention and I'll reflect on this later after we hear from our community as well but I'll just say that um I am a parent of a student at hazelbrook so I share in the in the sadness of the event there and I look forward to hearing from our uh community and what we have already heard from our community um and I'm looking forward to policy work um I haven't done this yet but I just want to mention that I am going to the National School boards Association Pacific region meeting this
035weekend and that'll be a gathering of board members from multiple states in the western area so um I will look forward to um returning with some um some thoughts and stories from our national Partners in school board work and that's all wonderful thank you so much all my director um Dr Ricky Smith um I think for me a couple of highlights I may just turn off my camera for a hot minute here um just in case I go glitchy um homecoming was really fun as one of our student reps Owen said I did get to be part of the parade and that was um an odd bucket list item that I got to mark off for myself so that was really fun um to be there and I also really appreciated being a part of
036the haberg Middle School listening sessions um and again um kind of front row to hear what the concerns um are and also some really thoughtful Solutions around what as a community we could come together and do so I appreciate that um and I appreciate our community coming together I think as others have mentioned this has been um a difficult couple of weeks and it's always tough in terms of you know really bringing back to what that what that core issue is what that that piece um of Truth is that we need to kind of be looking at in terms of um you know school safety our student safety our staff and administrator safety all of that and so really looking at what we are doing through multiple lenses and that's complicated and it's messy and
037it's also really powerful and so I appreciate those who have brought their lived experience um their sort of um I think their own Wis and um their own thoughts into that space so that we can have a really thoughtful dialogue around what we can continue to be doing to help support our students um 100% agreeing that um you know having more funding um from state and federal levels is always going to be an incredible asset to work like this and I think that we have some really great inroads and I think one of the um Partnerships that we have um with a local community college is going to be a great start um in terms of bringing other groups together in that work so again I really appreciate all the work that's being done all
038the people that are here to really um kind of get down to to business and really have those hard conversations um and also be really open to listening um and learning new information and I appreciate that and then I also just wanted to bring forward um what Vice chair haime said in terms of um the Israel Palestine um conflict and so I just am thankful that I had that on my list that that you brought that forward as well um as just something to be thoughtful and cognizant of moving forward um because that does affect many of our students um so with that we are moving into our public I'm going to turn my camera on now um director zme because I can see you right next to me if I'm going to have my
039camera on kind of going over the process and expectations um if I get to glitchy can you just give me a thumbs down and I'll turn my camera off um while I'm talking okay um so I just kind of wanted to go over this is again a a different platform and so I wanted to be um clear about sort of the the process and expectations for public comment so um after being recognized by the board chair you will identify yourself with your full name and zip code of residents public comments are shared with the board during the public comment portion of the meeting and are limited to 3 minutes director zers um will be holding up cards that will say she has a timer um that she will be using and holding up signs that
040will say two minutes left one minute left and time 30 seconds left and then 's up um so you will be able to kind of gauge um from her little piece of the screen um what your time is looking like your comment should be brief and concise Please be aware the time will start once you have given your name and zip code um speakers may offer objective criticism of school operations in programs the board will not hear comments regarding any individual District staff member nor any person connected with the school system this is no place for bias or hate there will not be profanity or language that minimizes or causes harm to anyone else's identity per policy ACC if such language occurs the speaker will forfeit the remainder of their time and be removed from
041the meeting this is also no place for violence or threats there is an active investigation happening any threats or threatening language um will be passed on to law enforcement and dealt with on that that level um and have a followup with law enforcement so um we have 30 minutes allotted I wanted to make sure um just so you all know in transparency that for our students and our tiger to wallon school district parents um if for some reason that was going to go over 30 minutes we were going to make sure that all of you have an opportunity to speak we will be within that 30 minutes um but so everyone who has signed up will have that opportunity um if you are part of our ttsd community for those of you that are outside
042of our community if we get past or to that 30 minute Mark um and I know that Patty Roberts explained this already um you will be able to submit we will cut that off at 30 minutes um if it's a outside of our community person um but you will be able to submit your comment in WR and that will be read by the board and put into um our meeting minutes all right so with that um I am just going down my list in no particular order um and we are starting with our parents so is Michelle warther here they are here Patty okay yeah I think she's in Michelle are you in here I am thank you okay so Michelle Michelle warther uh 97062 I'm joining today is a concerned twon parent excuse me
043deeply troubled by a lot of the recent events that have shaken our school Community um the level of hate that I've seen displayed by my Fe fellow parents has been like shocking and disturbing and I really think as adults we need to do better as parents we can't expect our children not to be bullying each other if parents and concerned citizens are doxing our teachers doxing our uh School administrators and harassing children and threatening Children online it's not only like incomprehensible it's gut-wrenching and so while all of these actions are unacceptable and demand some immediate attention I really employ the school board to please stay focused on the issues at hand bullying safety the mental health of our students and the mental health of our Educators especially in our minority communities attempts to distract with
044topics like critical race Theory sex education gender ideology shouldn't divert our attention from the real problems we're having it is all of our Collective responsibility to create a safe learning environment that our children can Thrive and Thrive without fear all of our children each and every child deserves to go to school school without having to worry about their safety so I urge the school board I know you're working on this right now and I thank you for that please continue to take these proactive steps to address these issues I think uh one of the board members said earlier middle schools have long been a breeding ground for bullying but since the pandemic all of our schools are affected it's not just our Middle School our elementary schools our high schools are being affected and we
045need to do better so I would like to make sure that all of our students students understand that they're in school and they're safe in school our schools I think are overcrowded I think our teachers need to be better supported so we need to foster a culture of respect of empathy and open dialogue so please put the teachers safety put the kids Safety First and work together to make sure that our schools remain safe havens for Learning and growth so I want to thank you for all your time all of your comments so far I know it hasn't been easy and I know that there's a lot of hard work still in front of us so if we can respectfully contain and maintain an open dialogue not only in our community but with our leaders
046with our school board with you all as teachers we're going to go far and our children the future of our community the future of our world is in their hands and it's in all of our hands as well so I appreciate the time thank you so much you all have a great evening thank you so much Michelle and next we have Natalie hes is Natalie hes with us are you here Natalie hi I am I was just unmuting thank you so my name is Natalie Hess and my my zip code is 97062 so again my name is Natalie and I have two kids who attend schools in the district my oldest is a seventh grader at hazelbrook I come to you with no political agenda and really only one objective to ensure the safety of
047our kids while attending school I have a lot to cover in only three minutes so I'm going to talk kind of fast here so first I wanted to take thank everyone who's here today and I know that you're all here to be a part of the solution to address the problems that plague our district right now I attended the safety Forum a few weeks ago and really was appalled at the lack of personal responsibility and accountability that I witnessed from our school board and the school officials um it prompted me to reach out to a few Community groups with a message asking for people to share their experiences with bullying hate aggression and violence in our schools I heard from many current and past ttsd families and Educators and the responses were frankly heartbreaking and
048really infuriating and there was really one common theme we've all been touched by the violence that's been allowed to continue within the school district and we're now taking a stand to stop it so I'm a big advocate of the kiss method keep it simple it's a great reminder not to make anything more complic licated than it really has to be and I'm going to do that here so number one let's identify the problems we as parents are terrified of sending our kids to school families are pulling their kids out of school at alarming rates our students particularly those at hazelbrook are afraid of using bathrooms they get anxious to work down walk down the halls and they encounter violence on a daily basis violence without consequences um I was told stories of sexual misconduct going
049unpunished knives being brought to school threats of gun violence brutal physical attacks and violence on buses so two now that we know the problems let's actually develop solutions to mitigate them and Implement clearly defined policy so we need increased adult supervision and monitoring in the hallways and bathrooms we need to create clearly defined consequences for students engaging in inappropriate and dangerous behaviors the ttsd student handbook has clearly defined policy regarding problems related to alcohol and drugs but nothing related to violence let's change that families and staff are begging for it our students have been conditioned to believe that there are little consequences for their behavior and many are allowed to continue to terrorize other students and create unsafe environments so three ensure accountability and remain transparent during the process let's create a committee that provides
050checks and balances sorry Natalie that is your time thank you so much and you can submit um your com I believe she disappeared where' she go he got changed in my role or something but now I'm I should be back okay um but you can submit the rest of your writing Natalie or comment in writing and we'll be able to read the the rest of that so thank you um all right and Victoria King hi can you hear me absolutely thank you uh Victoria King a zip code 97062 um I am a parent at hazelbrook Middle School of a sixth grader and I'm here to make comment on the district's response to violence at hisor middle school I'm here tonight to ask for three things things first for the district to denounce violence in our
051schools second communication of of a Time bound and comprehensive plan to address hate and violence in hazelbrook Middle School third a written commitment from the commitment from the district to maintain accountability until a safe academic Centric environment is restored at hazelbrook first to denounce violence in our schools please refer to the emails sent to hazelbrook community on September 19th and 21st I have attached both Communications to my written comments and highlighted the commentary in the September 19th communication which is explicitly missing from the September 21st communication when an actual act of violence was committed in our schools it's unfortunate to be here before you today due to no cause of social media's influence but rather the lack of action of this district and administration to provide our students with clear consequences and our school the
052support to enforce those policies to protect our students this denouncement of violence is the first step in instilling clear boundaries for maintaining safety in our schools it does not restrict us from continuing to WRA support around our students for their continued growth my second ask a time-bound and comprehensive plan to address ha and violence in hazelberg middle school this work is multifaceted it is complex is emotional but most of all it is critical I participated in the listening sessions put simply listening is not enough we need to have a collaborative session with all stakeholders and dialogue be transparent with us on the roadblocks to these Solutions so we can move quickly to action you have a community of parents ready to help prevent hate and violence in our schools talk to us train us many
053of us has have demonstrated we will show up with respect and we are here for results third a written commitment to accountability from the district to address the current environment at hazelbrook and see these actions through to sustainable change given the attention and the outpouring of support towards hazelbrook and the loss of instructional time and felt safety for our students the lack of such a written commitment at this time is distressing to summarize hazelbrook Middle School is consider assumed by a culture of Tolerance towards hate and violence disguised as healing and restorative if our Administration has been inundated with communication these past few weeks from concerned community members I say good you as directors have been presented with an opportunity to harness this Collective energy towards Improvement I am here for action and I am
054asking for your commitment to change thank you for your time thank you so much Victoria and Mary Mary derkson with us all right she is hi thank you so much for the opportunity to share and thank you director Weston for what you shared tonight I believe showing Grace is important especially in the society where it's occurring less and less and I'm also here to shine a light on what's Happening at hazelbrook my daughter attends hazelbrook and last year had at least two instances of being attacked and like so many stories I'm hearing she was emphatic that she didn't want to report these because she said nothing would be done she would have a Target on her back and worse things would happen to her this is a kid who goes out of her way to
055avoid drama but at hazelbrook drama seeks out kids even like this my daughter is asking for the violence to stop since hazler book has been in the news a lot of parents have been communicating with each other I of course know I don't speak for every family or situation but so many parents have similar stories to mine and they're not comfortable speaking for fear of retaliation many families have also shared that when they reported issues the school minimized their concerns as we continue and we continue to have concerns at these listening sessions last week I and many others were only allowed 90 seconds to share our concerns and solutions 90 seconds how can anybody make informed decisions when parents only have 90 seconds to share we expect ongoing dialogue and change as other people have
056already shared there's continuing concern that there's no recognition of the policies and thought processes that have allowed the violence to fester in formal interviews with the media from school administrators we continue to hear that restorative justice works if it works we wouldn't be here today and The Firestorm surrounding hazelbrook would not have occurred humility and a sense of remorse is what we're looking for and that's what's going to be required to ensure the violence stops the disruptions in the classroom stops and kids don't fear retali ation for reporting inappropriate behavior restorative justice is is an adult concept I believe in caring for those who' had a hard life especially kids that's why I've adopted from the foster care system more than once and what we've experienced that works for kids who've been through trauma is
057consistent boundaries appropriate consequences for harm for unsafe and harmful behavior and them knowing what to expect and kids don't deserve to have more trauma not holding these kids accountable for their behavior and allowing the other kids to suffer is not restorative in got to stop the handbook that from hazelbrook on discipline also needs to be completely revamped and all references to restorative justice need to be removed or updated kids need structure and boundaries and their foundational needs have been stripped with a restorative justice approach kids can't learn without psychological safety and teachers need to be given the authority to stop the violence and disruption in the classes and when you place the burden on kids to understand something beyond their cognitive abilities you hamper their ability to grow and devel velop so I'm asking you
058please don't overburden my child with loads that she's not meant to carry your job is to make sure that she learns academic Concepts and graduates to the best of her ability in a safe and chaotic free learning environment and I just ask you please not to lose sight of that goal I thank you for your time and I really again want to say thank you to director Weston for her wonderful comments tonight I appreciate your time thank you Mary I want to confirm that Wyatt Nagel is not in Zoom we didn't see them okay um next is Ben edel then a state but today I'm here tonight as a hazelbrook parent Fringe leftwing ideology at hazelbrook you've created a hostile environment in this sense you failed to live up to your own goals in creating
059an environment where all people feel welcome and safe but that's just the beginning it's my third year as a Hazel book parent and I can tell you with absolute there and the brutal assault took place I say is both of these children are victims of this board's policy agenda the attacker was not only a victim of your gender Theory doctrination which rewards many for declaring that they're the opposite sex you fa not talking harmful language around um any groups so right thank you so much um next we have Ben Mangum is Ben here Ben Mangum all right looks like you are here all right my name is Ben Mangum zip code 970 62 as a father of a current Haw student and two previous his work students and an up and cominging Haz student I
060have deep concerns about safety at hazelbrook Middle School fights and physical violence have been an ongoing issue at hazelbrook for quite some time I firsthand experienced in dealing with physical violence with my older children at hazelbrook years ago a student had gone so far as to threaten to bring a gun to school and shoot and kill my child our efforts as parents to reach out to HMS Administration fell in deaf ears we got no response from the school and instead have to reach out to local law enforcement with this History of Violence at HMS in mind with numerous fights already in this young school year of 2023 and finally with an assault in the hallways I decided that is enough is enough and I must speak up clearly current policies regarding physical violence are not
061working they're not deterring violence students at hazelbrook know that aggressors have no real consequences and that violence simply continues I wrote an email uh to the principal detailing my concerns and copied many of parents it quickly became clear that dozens of parents agreed current policies are not working with a small group of parents we counseled with our principal and it became even more clear that what is needed are improved districtwide policies regarding fiscal violence in response our group started a petition asking for improved policies against violence we circulated it via email and Facebook and within 36 hours we had over 550 signatures of support additionally we had well over 100 comments with a clear message violence is happening way too often and we need policies in place to stop it as I represent the nearly
062600 signers of this document tonight I again share the straightforward request that number one ttsd will establish and enact a clear tiered response policy to physical violence by December 31st 2023 number two enable and encourage princi schals to take Swift action to safeguard students against physical violence in alignment with new policies number three consider the importance of the safety of all students against the learning needs of a few violent individuals especially in the case of repeated acts of violence number four denounce physical violence in our schools in a clear and concise email to all families in the district and the and direct them to the new policies as noted above in summary we need new policies as the board takes action to address this issue let me emphasize that new policies cannot simply be a
063rebranding or repacking of old policies we need policies that deter violence they need to be clear and widely shared with students parents and administrators so they can be implemented uniformly so we can stop the bonds in our scho schools thank you for your time thank you Ben um we have Janet Bailey Janet are you with us she's declined to come in okay I will move forward if she comes in if we have time left we'll go she's joining now okay Janet are you with us yes I'm here thank you sorry about that yes this is Janet Bailey and I just want to say parents in Tiger talaan school district have been pushed to the side and have lost their rights in raising their and educating their children that's the basic constitutional right every parent cherishes
064when when observing parents at Hazel Brook listening to the S the listening session the other day parents were limited to only 90 seconds to share their concerns a monitor was at the breakout room and parents were cut out off after they spoke their 90 seconds several people that have were there have said the facilitator summarized what the parents had shared and it didn't reflect correctly what they had said and the information was not some of the information was not even mentioned the whole situation ation is a joke it's disgusting it's impossible to share serious experiences in 90 seconds it's interesting that the concerns parents were sharing were very similar yet nothing ever changes the terrible suppressing leadership in the tiger toon school district has stacked the deck against parents and has created an atmosphere where
065parents teachers students and students have been suffering suffering in silence alone obvious L tiger talaan schools have not been safe for our children due to the policies in place and the policies that are in place are totally ignored therefore there is no consequences for bad behavior so bad behavior continues to get worse it is in this most recent uh case TD the TD uh TSD uh superintendent should press charges this was a grievous attack the boy attacked this girl in the hall always of a middle school certain kids are rewarded for special with special privileges and get away with bullying straight kids on a regular basis we are outraged um tiger talaan school district is succeeding in brainwashing young children for five years I have personally uh reached out to help by speaking at Tiger
066twon Schoolboard meetings and the situation just keeps getting worse I when I am speaking if I touch on a subject that the school board doesn't want to hear TDSB Cuts me off Mike to silence me TDSB has even told me a time to come so I could speak I arrived early and only two school board members were there to hear what I had to say and the video was not even in the room the leadership in tiger toall and School District clearly wants to shut us up it's obvious with current leadership the tiger challan School dist District won't change the superintendent is well known for being arrogant and our are suffering that arrog all right Betina Co are you with us all right looks like you are hi there wow okay I am here to
067speak out against the violent attack that transpired at hazelbrook Middle School the student in question is in violation of ttsd policy disciplinary policy and organ code OS 339 do250 the as salent must be held accountable and expelled from school property since such an O open Act of willful disobedience is absolutely unacceptable open Defiance such as the one witnessed in the video now gone viral is a violation of student conduct and Duty and was initiated openly during school hours the use of threat and intimidation against another student should never be tolerated in any form it was clearly nonaccidental with intention to cause serious harm and emotional distress we are asking you to explain in detail what action plans interventions and behavior supports if any were put in place for the student in question who is now
068under investigation it is being said this is not an isolated event and if that's true what good is the eass policy how did this even happen in the first place we need answers backed by reports and Records promptly thank you patina quickly can you share with us your zip my zip code is 97045 I am a part of North Clackamus school district and I am appalled at what I have seen thank you thank you all right and I'm keeping track of our time we are good um Sarah Brown all right looks like Sarah you are here and then just remember to give your full name and your ZIP code when you're ready um hi so I'm Sarah Brown and my zip code is private [Music] um used to go to ttsc and they no longer
069do um I pulled them after one of my kids was punched in the back had a um he has one kidney and so getting punched in the back is extremely dangerous well it could be for any of our kids so to have him be punched in the back was not okay and I was not notified by the school that that happened and I was um I had to find out for my kid after school and then I saw the mom of the other kid at soccer practice and the mom of the other kid had not been told either so I can tell you this school district is just having some massive problems with violence across the board it is not just hazelbrook you guys need to figure this out you guys kept the superintendent when
070the teachers gave a vote of no confidence what are you doing why are you not here having the meeting I am here where the meeting should be taking place but you guys decided not to have it because you didn't want to be confronted this is just unacceptable behavior from the top down and it the parents of the tiger tolton School District really need to wake up and speak together and unify to get the board members out and to get the superintendent out you guys we are not talking about specific people thank you so much Sarah all right is Freya Lee with us perfect it takes a minute to get folks in to the panelist that's why we have a little he's declined so do you want to move uh the next participant isn't in Zoom
071but the last one is okay um and we have yep exactly that amount of time so um yes Gabriel if you're here and and again for public comment just a reminder that we are not um hearing public comment around specific um District Personnel um but more around processes systems programs thank you you're on mute I said how you guys doing tonight I showed up at the place where you guys were supposed to have your meeting tonight but um for some reason you decided not to be there um at your appointed place of Duty and you decided to be at home um we had a number of parents show up here tonight including the mom of the girl that uh was attacked and you know what I found out tonight that was very concerning to me
072is not a single one of you reached out to that Mom nobody called her to talk to her at all you did kind of sort of listening sessions where you didn't actually listen to the parents you had somebody else come in and listen to them and then report back to you which doesn't really make a listening session you're you're not actually doing the job that we're elected to do here and that's represent the parents so I would encourage all of you to be present be at the building so that that way you can meet with parents on a Schoolboard meeting at your appointed place of Duty and I highly suggest that you reach out to that Mom and talk with her because what happened to her daughter was not okay and for you to not
073do that and for having to me having to tell you to do do that you guys are wrong fix it all right and I believe um Pat I just want to confirm that the other two although I think we have reached our um 30 minute Mark um that is the end of my list so if um okay so if anyone else joined late after this 30 minutes and would like to submit their comment and writing they are welcome to do so and that will be read by the board and entered into minutes so thank you all right so we are now moving to reports and discussion and first up is the district and School boundaries process overview with director Rose uh good evening chair directors I am here this evening I am being joined by
074director Moore um along with Lisa Burton to give you a highlevel overview of the District boundaries assessment process that we have uh begun this year in your packets I'm going to refer to the information that we provided to you and then we'll be available to answer any questions you might have so we've been working for the last couple of years uh taking a look at the current boundaries looking um mainly at elementary but also looking at the feeder patterns relative to middle and high school we have been comparing uh what we're seeing relative to student growth and then also um about a year prior to coid we started to see a small decline um but looking at a couple of the communities that we know um have been growing and the schools that we now
075have that are at or near capacity uh the internal team that has been looking at this has been um administrators along with some select principles um we have uh other folks Within the district uh that we call upon uh relative to data um transportation we are advised uh through enrollment uh student services a lot of the student data that's going into um the review that we are currently doing and will also inform the decisions that we make we have started um this fall in attending every PSO meeting to have a conversation with the parent groups about not only boundaries but also getting them prepared for the bond conversation as well as inviting them in and we've had some really great results we have parents from different School communities that have stepped up and volunteered to
076help um us with this review and to give their uh voice relative to the process we also uh from this and I'm referring back now to the timeline that was included we also are talking about bound boundaries uh when with the sit wasu tour that we're doing with staff we held our first optional staff meeting at Durham and we had about 30 staff members that attended that session and a really good conversation around uh the boundaries the process and what informs us so what the typical process has been Guided by In This district is to create and execute a process Guided by our mission and value the Strategic plan and our Equity pillars to maintain existing feeder patterns and keep students in those ex existing theater patterns I will say um that this uh review
077May uh take a look at that uh one guiding principle we we may be looking at our middle schools knowing now that we have a very full 20 Middle School um and that we may need to take a look at evening out um the middle School boundaries as well to minimize the number of schools and students impacted by the boundary adjustments minimize changes for families who have been impacted by past boundary adjustments and make adjustments in formed by long-term projection growth and then considering as well the cost of Transportation with all boundary adjustments um and doing our best to maintain existing neighborhood cohorts um additional PR priorities are identifying and engaging families that are most impacted so referring back to the timeline meeting with the psos meeting with the staff uh providing optional opportunities for
078staff to have um sessions with us to answer any questions from that we'll start having more broader listening sessions where we'll be very intentional about the invitations and then also working very very closely with our individual buildings and their staff to reach out to parents to make sure that every parent is informed and understands the process and are invited to the table to be heard before we make these decisions relative to the timeline we're going to continue this work of engaging our school communities through uh December we will convene in January to take a look at what we've heard as well as dig deeper into the data which I'll show show you a little bit more as we move forward um we hope to then really identify where we may need to go out and
079do further communication further uh listening sessions with our community and then in March um we will solidify our recommendation and come back to the board with our recommendation relative to the adjustments um that we feel need to be made uh with a timeline of having these adjustments made so that we can start um the 2425 enrollment period um and that the new uh boundar will be set for fall of 24 so uh what I've provided to you is something that we referred to when we created the rutkin boundary I've updated it with the most updated information I'm referring to the enrollment and Capa capacity report that I provided this gives you uh the actual physical capacity of the buildings it also um has preco which is uh beginning of March 2020 enrollment numbers for each
080of the schools um the end so June of last year and then the current enrollment that we submitted to the state as of October 1st so you can see um what's happening in that school Community relative to physical enrollment what I want to make sure that we state is this guides us this is one of the things that will inform us but we are also going to be looking at several other impacts relative to capacity relative to student communities and what um what the schools are serving so um I'm going to turn it over to director Moore to talk about the forecast and history documents that he provided for your packet thank you director Rose good evening chair and members of the board um we have met the the Milestone date of October 1 which
081is uh provides the time uh of our official fall enrollment and uh is the kickoff amount for an updated 10-year forecast which we we sent the enrollment data over to the demographer who will be working between now and and January when the board receives his uh Report with the updated 10year forecast and of course the forecast will provide additional information for the the boundary discussion and um the he's already summarized at a high level by grade level um the what he called the air report as far as comparing what was forecasted a year ago for the current fall enrollment uh with the actual fall enrollment and um the the amount that uh we have is our official fall enrollment is 11,267 which compares favorably to What was forecast a year ago of 11,248 uh the
082one grade level that was had that the biggest difference was uh kindergarten and uh with a about a five 5% shortfall as as far as the actual compared to what was forecasted but overall uh we're within uh two ten of a percent as far as comparing the the actual with the forecast and that is all summarized on the report that he provided uh as page 32 of the board packet and then uh we also shared uh two excerpts out of last Year's uh forecast 10e forecast uh including uh historical uh enrollment at uh October 1 and you'll see how uh we've lost uh since 20171 18 we've lost over 1,200 kids and as far as numbers are concerned and then uh the the second handout is is related to the uh what was forecasted over
08310 years uh beginning last year and again that will be updated this January happy to answer any questions um I can continue and then have questions at the end or we okay I'm seeing some noots y all right okay I'm now looking at the Durham attendance boundary map that's in your packet I um want to let uh at this point what we're really focused on right now is we're looking at the Deer Creek community as well as the Durham Elementary Community Deer Creek is um a school that is um very close to capacity we also know that this community is um in De in King City and King City has a master plan um for the next uh 10 to 15 years of significant growth it also um borders the River Terrace community that we
084know uh will be populating our new Elementary School uh art rutkin and we uh were taking a really strong look at what parts of that Community um can uh perhaps uh be expanded up to Alberta Ryder or perhaps uh East um to twet and Elementary uh to begin to start uh creating some capacity at that school as we know that we're going to be bringing new housing developments into that community in the future um what you're looking at relative to Durham so we use a program um uh called uh location analytics and Lisa's gonna be happy that I got that right uh they changed names so I I've struggled um this program allows us to be able to go within the boundaries to um you see the little purple marks are all of our children
085within the Durham community on that map if you go further into the next couple of pages you see the data that is pulled from being able to identify those attendance boundaries what you have here is you've got um the number of middle school students that attend within the Durham boundaries as well as the number of elementary students within that boundary you can see um the demographic breakdown by grade by race um home language you can also see um the number of students that have actually transferred into those boundaries at some point transfers being the next conversation um and then if you keep going down there's more more information that you can see um that are helpful but this is this is the program that really helps us dive into where these uh what the demog
086overall demographics of the students within that boundary of as well as the students that are currently being served within that boundary and and um us being able to identify them uh relative to demographic as well as we're making these decisions so then uh following that you'll see the same for Deer Creek you'll see the footprint is uh little different than durhams it spreads out across the southern border of our school uh attendance boundary for the district um and then you can also see the uh the data that comes along with the Deer Creek boundaries and their families so again um we are we are starting to dig into the individual School demographic data as well as meeting with the schools um meeting with the principls at those schools and any of the other staff that
087have volunteered to work with us um we're going to continue to do this work and TR and identify uh with the original team that I spoke about um to start looking at some of the options that the uh leadership team will be reviewing and with that we're available for any questions from board members director Z I don't have a question just a comment I love all this data that you've given us the map in particular the maps I should say are super helpful um to get a sense of where are the clusters of students that we're talking about and where is there a a bunch of kids that if we need to move from one school to another that we can move them as a group so that kids can still be with their friends
088who they play with down the street that sort of thing so I really appreciate this every time we've talked about boundaries in the past we've never seen this kind of detail so I just want to say I know this was a lot of work putting all this information together for us and I really appreciate it so thank you very much thank you a huge shout out to Lisa Burton as well as Gustavo Garcia on our team um they have been working with the gentleman that has done our District boundary map in the past who actually hand writes every street name I'm not kidding on this map uh to where we have uh our other government Partners reaching out to us to ask us to share our Maps gustavo's actually um now got the art file
089so that we have ownership of the map the way that it is now I don't know what we do when new streets start getting named but um we have taken the map and we now have specific to schools specific to Elementary specific to middle and specific to high and then we have the district overall map Lisa had them blown up huge so when we were able to go talk to the Duram staff we were able to take their Maps there and have them look at this data and see it um real time so thank you J I just want to make sure that people that were doing the work got the credit Crystal director Weston you're muted thank you so much thank you director um given the growth to the uh Northwest of the district
090far out into the future is there an anticipated need to build any new school building given we have a lot more buildings to the South so thank you for that question um that is why uh working with uh superintendent Ricky Smith we um intentionally have braided the long-term facilities assessment process with the boundaries process because we are taking a look at how does the facilities assessment that leads into our bond conversations um how is that impacted by what we're seeing relative to having to make these boundary adjustments um we have heard that there are conversations out there that there needs to be another school we at this time don't have any plans unless we end up having to go out for a significant Bond before um the con the the stated date of I think
091it is it 2039 director more um when the bond drops off so at at this point especially looking at what the forecasted numbers are um we we have capacity at um art ruen um we are looking to make capacity at Deer Creek we have capacity at writer um and then we believe that we can even out our middle schools maybe in a phased process um but the the conversation around the new school is a much bigger conversation down the line director zers yeah I have a question about those um forecast by grade level because other than the kindergarten as director Moore pointed out every grade level is at or above what we predicted even at the high growth level some of those grades are significantly above that my question is have you had any opportunity
092to look at what's going on in our neighboring districts is this a Statewide phenomenon a local phenomenon or is this just us that's getting more kiddos than we originally thought I haven't had any detailed conversation I've heard that uh districts are still dropping and we're actually still dropping because we are at 11,325 a year ago and dropped to 11,267 we just didn't drop quite as much what is What was forecast a year ago but I've heard districts are still losing kids and uh I think I heard something when you look out at these 10-year forecasts um our forecast at least shows us leveling out over the next two years for the 10 years for the most part but I've heard much more dire stories of other districts still losing continuing to lose going out 10
093years to where you know districts that used to be 40,000 kids are looking at 30,000 kids you know over the next decade plus any other board questions or comments I was just going to say that this looks uh very comp comprehensive so thank you to uh those that worked on uh putting this data together and I wanted to say that some of the concerns that we heard from parents today were that um our schools are overcrowded so I'm glad that we're going to start having this conversation so that we can provide some relief to those schools and uh perhaps that's a you know one of the tools and I'll in our tool belt that we can use to kind of um diffuse some of the overcrowding this so thank you so much for this and
094I have one last question I'm sorry um I noticed in the in the chart on page 31 you've got noted which schools could have higher capacity if Portables were in use um that they have Portables site but they're currently not using them am I correct in my assumption that we currently don't have any students taking classes in Portables is that correct I cannot answer that with full confidence I don't know if um director Bernard is on um or if Dr Sue is aware I do believe we still have some classes in some of our Portables that um in that report it was important for you all to see um the number of students and which schools still have Portables on the property some of them aren't being used um and I can get back to
095you with that correct information on where we have actual classrooms um and where we have perhaps Community Partners or programs in the Portables thank you that would be really helpful I um I want to thank you director zers for being a part of this committee and um you your historical knowled that you bring we understand that this is going to be um a very uh challenging conversation um to have that we know that our families um are very emotionally attached to their communities um and so we are uh doing our very very best uh to be very intentional and thoughtful in this process and hopefully making decisions in a timely manner so that we can really um um make sure that principles are working together the principal at the school where the adjustment is happening
096and the principal at the school where they will be welcoming new families that they are present for these meetings and helping to do a very thoughtful hand over of families that's fantastic and really quickly um a couple of my questions actually were asked previously and answered um so again just offering my thanks for the data and those maps are are really wonderful to see um and again just the the minutia detail that goes into really understanding where our families are um and how we can you know particularly for not only our families but our our staff and our administrators kind of ease some of that pressure on some of those those bigger schools um so I I appreciate the work that went into that um and you are sticking with us to talk about Open
097Enrollment and transfers yes thank you all right so I am now joined by Jasmine and deliso who has done the Lion Share of the report that you all are seeing in your packet um so I want to make sure that um I acknowledge her work and dedication she is our transfer coordinator she is the person that gets the requests she is the person that works very closely with all of our schools um in helping navigate these requests um and she got thrown into the deep end um uh and helped us uh as per um uh board uh voting last spring to uh open up our enrollment to 20 releases uh from the district to another district and hold hosting our very first Lottery um in that situation um so a quick reminder as we get
098started um last spring we uh came and did the report for our uh student um enrollment for 2324 um the board voted and approved our process of in uh interdistrict transfers which is in and out of our district that we would have unlimited open enrollment to accept students into our district and the board voted to have 20 spots available for release we have had um about 35 if I remember rightly Jasmine people that uh applications to be released from the district so on June 1 we did host a lottery where we had uh where we selected the 20 families um so you know um we had some that actually uh were picked in the lottery that decided they wanted to stay so we were able to continue to track and bump up the students that
099were on the waiting list by number that came up in the lottery uh the number that you see in this report for 2324 you'll see that we had 24 releases the four may I remind you that if we release a student their siblings stay with them we don't split up a family so that's why the number is 24 um to date um and and again a reminder that this is the report for the first quarter so um per um I believe it was director miles that had asked at the last meeting about the transfer report this is this is the transfer report we'll get to the 3% here in a moment um so far we have welcomed 33 new students from outside of our district um you can see here in the report uh for
100your review that um what where these students are coming from and uh which districts they're coming from and which districts they're going to so happy to um let you take a look at that and just be um advised by that as we get ready because you'll be seeing us again next February relative to a proposal for next year um and then Jasmine has also broken those up by elementary school so you can see where those students are attending as well elementary middle and high the second report that you have are um are is our transfer data for IND District so those are uh students that are transferring from one school to another within our district you can see the numbers for 23 24 and you can see um that it is broken up by if
101you take a look at Alberta Ryder you can see the number that they are currently have of students transferred in or if we refer back to the Deer Creek or Durham you can see the numbers that you saw in the other report relative to the students that are attending that school that are with outside of the boundaries of that particular school so you can see where they're from on that report across the way um and then you also were just keeping in the historical data so you can see how the numbers have changed over the last few years and then relative to the uh the Oregon dep Department of Ed 3% calculation report um this report is uh keeps us to 3% um we want to we want to stay under 3% relative to how
102many students are leaving our district or that we're not serving that lives within our within our boundaries and you can see um that we are currently at 1.76% happy to answer any questions you might have our observations directors or so uh when I'm looking at at the the uh IND District transfers and I see that uh meter and Bridgeport are getting the vast majority of transfers in am I correct in assuming that those are because of the twe program and yes yes are we getting many parents transferring out of those schools transferring their students excuse me out of those schools um because they don't want to be at a twe school or are we not tracking that part so um I would uh we have a really thoughtful process in this transfer especially when it
103comes to in District when um it comes to inter district and the board approves a number um we really have very little that guides us relative to if a student applies to be in the district and we have open enrollment we let them in unless we have a school that has been designated as closed like Durham is now so what happens when we get um transfer requests uh within I want to leave Durham and go to medar those two principles work very very closely together the middle school principls work very closely together and they have a conversation about whether or not um there's capacity they have a conversation a full conversation around whether or not that is a a transfer that they can agree to um that is best for the family best for the
104school Etc so um I know that we have um uh we are full uh on the English side at meder uh so I don't see that happening a lot at meder I would need to dig into the data a little bit more and Dr Sue might have a better understanding of I know that we are low on the English side at Bridgeport but I do not believe because they're transferring to other schools within our district thank you director Weston thank you chair um I just wanted to mention that it sounds clear that our families are um interested in language instruction at a young age and I just wanted to express my support for as our district becomes increasingly diverse um having languages offered that reflect that diverse population and our um trading partners because it's
105clear that it's a draw to the district and something that people really appreciate director miles there we go I just wanted to say thank you for uh well providing all of this It's really informative and thank you for including the uh the virtual Charter Schools percentage it's interesting that we've dropped um relatively significantly when you consider the whole thing as 3% so um I really appreciate having that additional information thank you do we have and this would be much more sort of narrative data um uh any glimpses into F folks that are the in District transfers of sort of why they chose I mean I know it's very it's a lottery but even passing are we hearing are there themes or comments around why ttsd well I don't know Jasmine I don't know if you're
106thinking of any off the top of your head I they are kind of all over the place I know that the um there's a lot of conversation out there around uh Sports in particular but we aren't seeing that really um relative to the to the actual day-to-day business of transfers yeah like with the lottery we didn't ask any questions so we can't tell why those 20 people wanted to be released but um we had four hardship releases so we were able to know why with those families yeah gotcha no it's and it's interesting I mean not so much because I know we're close by but the the chunks from surewood and Beaverton it may just be those are funny boundaries so they're closer to ttsd um but some of the farther ones in certainly there
107could be moving happening but I was just curious if in passing there was any um indication of that um that was my one little quick question I think it's important to note that we've um adjusted our open enrollment process a couple of times over over the last few years so um to be able to make science of the exact Trends would be a little difficult but if you can see that th those numbers just a reminder are of the students and continuing students so um really looking at the 23 24 numbers relative to just this year and where they came from but we really did have um transfers that represented uh K12 so not just High School yeah that's fantastic all right any other questions comments and I would Echo what director Miles said thank
108you for the high level of data and detail for this it's incredibly helpful um and just eye opening just to kind of see what those Trends or not Trends are kind of what might be outliers um and then sort of overlaying that onto that enrollment data um is really interesting in terms of looking you know future thinking both in terms of building capacity or boundaries this is all really critical so thank you for all of that hard work that all of you put into that thank you thank you Jasmine yes thank you all right um make sure no one else's hands are up okay um so with that we will move to our only action item of the night with Dr McCall and that is the ignite grants okay good good evening uh board Cher
109Irving board directors um Dr Sue Ricky Smith as well as our student reps and joining me tonight to also give just a very brief overview of the early literacy framework and Grant process is director Todd Robson as well as uh director um I mean David Moore uh around the ignite contract and so um we're going to start off with director Robson to just kind of give us a brief overview of the early literacy framework yeah um board chair Irvin members of the board great great to see everybody going to move fairly quickly you've had an opportunity to see this in AB board packet but for a community who may be watching to just an overview here of the of the early literacy framework and what leads us then to uh tonight which is an action
110item around um our online tutoring uh opportunity so just a quick look here at our early litery success initiative and its purpose um as you uh well may or may not know this year um there has been a new framework put in place early literacy framework um put out by the organ Department of Education um that really is grounding for every District in Oregon um as a as we focus on a prioritize literacy work um especially K5 and so um this just gives an overview of of the purpose of the initiative um so next slide please um yeah and if you just want to continue to click down through so till we get to the numbers down right there right one more right one more right there okay so this was some information that has
111some links to it that that you can uh spend some time with As You Wish um but in terms of the early literacy initiatives timeline this just gives an overview really of kind of that bipartison support that was was um really strong in Salem and then as we move through 2023 starting in April um the the initiative the house bill 3198 came through and then the framework was created and put out uh in May uh of 2023 the walk out occurred and it kind of slowed things down but then money was uh designated in August uh and then we got the initiative that came out and then there were still a lot of questions and we still have some questions but have gotten a lot more information from OD regarding how we access dollars there
112is a non-competitive grant for school districts um that is something we're going to be working on uh and those grants came out um actually October 1st the date we got the the actual link to the Grant application um and exciting is uh that in uh for the next two years 2023 to 25 you can see the preliminary allocations there for Tiger tolon school districts at 845,000 for this year and $870,000 for next year specifically uh wrapping around um early literacy next slide please okay and then you can click it we'll click these in go ahead and and bring in there you go just stay there but we have there is a 25% match uh from any fund Source uh the interesting thing about this as we have gathered information is that the 25% match which
113is could be a little concerning as we still try to tackle some budget cuts is it um if you if districts have spent dollars on initiatives that really are supportive of and focus around literacy um those efforts those already funded efforts will work towards that 25% match and in our case for example our instructional coaches meet that criteria so um that's exciting on that end in terms of us already establishing what would be that 25% match based on our efforts um and then you can see here the um the uh the buckets if you will the allowable uses of these dollars so you you can see there PD and coaching summer programs high dosage tutoring which we'll talk about tonight uh curriculum buying and oror implementing and people so this is what we're having to
114work with as we think about our programming and our support for our teachers and our students uh around literacy October 1st there you can see the application template as I mentioned came out and by January 8th submission uh will close and then March and may the money flows now I know that sounds a little backwards that this year we'll be doing work um next slide please I'll kind of talk to this is that you can actually uh applicants can backdate expenditures to October first and so um even though districts will be getting in those Grant applications and they'll be approved not only by the board by school boards but then um you know those will get uh reviewed by OD as well so that may take some districts some time so you can uh backdate
115expenditures to October 1st um and we have a goal of in November getting our Grant application uh put together and presented to our board and uh move forward uh that way and then just wanted to share some timelines here December 23 through February 24 um you can see again just what I was mentioning there in terms of kind of how the flow across the state can look in terms of making sure Grant applications are in and approved and rolling next slide please and then finally January March 24th uh updated integrated guidance released fully aligned or the literacy success school district grants with the other six integrated programs so we're making sure there's flow through um that our efforts make sense connected to our integrated guidance uh efforts uh and then um yeah so we'll we'll
116make sure that our Grant application is to you approved and rolling ASAP next slide please so in terms of jumping in in the month of September then after this was released this information that we'd be getting money uh dollars towards this effort um that um uh Dr Mall myself went to our our director's uh our job alike meetings uh and we attended and reviewed and discussed and collaborated around collabor excuse me collaborated around this uh through September and then on towards the end of September we had a uh more in-depth conversation at the cabinet level through um superintendent cabinet and uh talked about the framework and initial program kind of supports and planning that were coming to the table and then just recently on the 2nd of October we had our early literacy Grant development
117team uh planning and development meeting number one and started down the path of really uh building out a proposal um that will lead us into the Grant application next slide please um and this is I just wanted to give you a sense of who is sitting on that early literacy Grant development team so you can see here we've got some really strong representation across our district in terms of of principles to um tosas to LY Specialists uh um and folks who are really really focused uh and and really have their hands in the um in the early literacy work um throughout their careers and their experiences and really bringing perspective to the table so um that's our current team and we'll continue to meet and develop this proposal out for for dollars but tonight we
118actually I'm going turn it over to Dr McCall here because we actually have an action item for something that um was started last year um that we want to move uh forward on and bring to you this evening so Dr Mall okay thank you uh director Robson as uh director Robson shared in an earlier slide around the early literacy framework in the grant that is really focused on those five buckets of work which uh includes high dosage tutoring uh next slide and it is like he said um we started a pilot last year uh really through our academic return on investment which we the acronym is um a oi and looking at if we Implement uh high doses tutoring uh what are the likely outcomes because the focus is on reading and we know that
119what research shows around if students are reading uh to learn by the end of third grade then they are on the course of that continued growth and so this is just a a brief overview um of ignite and process and what it looks like in the school setting so if we can tee that up uh and share that thank you in the ignite reading program students work oneon-one for 15 minutes every day with the same tutor this allows the student and tutor to build a strong productive relationship where the student can feel safe and comfortable as they take on the rigorous work of learning how to read at the beginning of our program tutors conduct Baseline Diagnostics to determine each student's precise decoding gaps those decoding gaps determine which skills the student starts learning first
120or porch orch porch good job the student works on this skill with their tutor for 14 lessons lessons include intentional modeling and repeated practice in order to develop automaticity as the student moves through the lesson the tutor provides feedback when the student struggles white oh look at that middle sound short very good very good if the student makes a mistake the tutor will ask the student to try again to see if they can self-correct if they make the mistake again the tutor will give targeted in the- moment feedback and then ask the student to practice so they can solidify the code correctly ke should sound it out ready good the goal is to close the gap as quickly as possible so the student can move forward and learn new skills all the while tutors are
121collecting data in real time this data helps them further differentiate instruction for the student in the moment and the next day 15 words in one minute amazing job poppy I'm going to throw some confetti cuz you did an amazing job Tut celebrate student progress with colorful confetti fireworks and virtual high fives celebrations reinforce the joy factor of learning to read and boost students confidence give me a high five you did great beginning with Blends and diagraphs students have a daily fluency passage this allows them to apply the pieces of the code they've learned to Connected text the bus was late my mom told me not to get hurt I sat and sat after 14 lessons the student is progress monitored if the student demonstrates proficiency they move to the next set of skills where they're
122able to strengthen their decoding skills on even more rigorous words you got every single one right oh my goodness you're onto a different protocol if they do not pass the progress monitoring assessment the student moves through a reteach sequence zip a beautiful relationship is built between the student and tutor as they celebrate growth together each tutor is their students personal cheerleader coaching and cheering them on as they navigate the winds and challenges of becoming a reader thank you so much for working with me today you did a wonderful job thank you and the next slide um kind of shows uh our intent uh the data that we did with the pilot last year in the fall of 2022 and then the post uh using um I ready and aadience what we found with 14 students
123uh who were in the program uh is that students in the program they uh had slightly higher rates of growth from Fall to Spring and the greatest results were in students who were uh two or more grade levels uh below as uh indicated by I ready it also showed that students of also showed a significant a a greater impact uh by being uh in the program again it is five days a week um for 15 minutes where students are are engaged in uh discourse with their tutor around decoding and it's based off the science of reading which includes uhic awareness phonics vocabulary as well as fluent next slide and so our proposal for the board is to approve a contract with Ignite uh for high doses reading uh for the total of 424,000 for the
124uh 20232 24 school year what this does is would allow us to expand it to all of our 11 elementary schools and that gives slots up to uh 20 per School uh again Focus based on that uh early literacy framework the focus is on those early grade levels grades uh first through third and uh what schools will be able to use is to identify students as their Baseline uh reading uh data to determine which students would most benefit from this this tutoring and by approving this contract we can really start um this high dosage tutoring as early as uh November next slide which brings us to a close and just wanted to say are there any questions from the director Mouse yes um thank you for all of this that's great I really appreciate I
125was looking at the um at the results uh slide I really um appreciate the fact that the students who uh who are two or more grade levels below and I already who need the most interventions and that benefited the most and students of color benefited the most thank you for pointing that out the um the piece that says students in the program showed slightly higher rates of growth from Fall to Spring does that mean in comparison to their peers growth they so in comparison to their peers they showed slightly higher growth that is correct thank you director Z so I had the opportunity to go into uh CF tiger I believe it was last year and watch um this in play in in the library and it's an amazing program um I I am really
126all for it my only uh heartache about this is we're talking about starting this in November and we won't see the funds until March um and I recognize that this is a state grant that is no compete and so we're we're very likely to get the money but I'm also a little bit nervous because I've I've been around long enough that I've seen the state not pay what it said it was going to pay us and so I just want to um acknowledge that um and and find out do we have a fullback plan if for some reason this grant doesn't come through and we've now spent three months doing the program to students very good question and I'm glad that you were able to see that the um uh students in action um engaged
127in U tutoring so uh in all of the documents and also comfor from the Oregon Department of Education is that yes in fact uh districts is a non-competitive grant that you can back fi and start the pro any um implementation of those five buckets as early as October but my statement around as early as November is just it takes a little planning to look at data to identify students and um you asked a question about backup um just going to open that add up uh to director our CFO director Moore and our doctor thanks Dr McCall um and I've I've relied on Dr McCall's multiple conversations with with organ Department of Education um she's probably asked the same question multiple times about this October 1 date and so we're pretty we're pretty confident that the
128dollar is going to come through unless um you know something happen economically Statewide and um but we're gonna we're make we wouldn't make the recommendation to to approve the contract if we weren't confident about you know the dollars coming through and kicking things off as of October 1 with it if not November number one director Weston um I think Dr Sue might be on the same topic so I can go next please go ahead director okay but it's a little different um I just wanted to say I appreciate the initiative um high dosage tutoring is shown to be effective um I just have one um one item that gives me pause and that um I'm not sure if it would ever be possible to use this kind of resource um for in-person tutors instead of
129virtual um a couple different reasons um some of the same young people that are behind in Reading also could benefit more time with support of adults and um a virtual relationship I think we all know is not as fulfilled and doesn't allow for any kind of like ongoing mentorship or other contact UM the other thing is some of our kids that didn't do well online would would then get another resource that's virtual and some children just don't interact as well with that um type of teaching and so um I I do um support this initiative but I want to just bring that up as something for consideration for future um future opportunities well thank you um director Weston one of the things we know about uh relationships matter and so um the tutors that are
130uh assigned to the students they are carefully picked and I don't know if you seen in the video in Even in our case in our schools that are implementing the high doses tutoring is they're careful to look at and match students linguistically and also by race and fact you know um just to share I was going to a school as I often do and one little one student looked at me and said are you my tutor that just I paused because and then I was really it took me back and like are you my tutor and then I I asked the principal well it was kind of odd I didn't know the student and the principal said because you look like you look like the students tutor and so so um um we know that
131relationships matter and ideally in person but the consistency also matters of seeing the same person sometimes a young adult who looks like you that we don't often see in our in our in our um classrooms but thank you for that question Dr s Dr moral I'll let you go ahead head and then I'll I'll I'll finish I was just going to add to my previous response to director zme the other thing to consider too about any grant program or most Grant programs whether it's federal federal dollars coming from the state or State dollars coming directly from the state typically those are reimb by reimbursement anyway so this isn't a lot different than other Grant programs we're we're having to spend some of the dollars UPF front and then get reimbursed later so again I don't
132have a lot of pause with with this particular Arrangement thank you for saying that that that makes me feel a lot better and uh if I may uh chair um also to your concerned director me U the governor's office has asked me to uh join their early literacy um workg group um and so while um should there be any questions relative to um funding um I'm I'm thinking I would have an opportunity to um to address that issue um as as part of this as part of this work group so I think we're in good hands I I think I would just emphasize two um just in terms of these tutors and one thing we've seen and and vetted uh through the initial process and initial programming at Durham uh in Deer Creek is that
133the tutors are are what we're seeing very much highly trained in the science of reading and and um um that's exciting because we're getting we're we're seeing high quality um you know um tutoring that's occurring on a daily and so the relationships that we're also seeing even though yes online um it's highquality instruction it's targeted it's it's intensive over that 15 minutes and done in such a way that we've seen really strong relationships being built so it's been a real positive that way really quickly I just had a couple of questions um how does this and I turned off my camera because it was getting weird um how does this data does it easily integrate with the I ready data that teachers are using so that they are able to see sort of not just
134in the um sort of fall and spring kind of testing um or assessments kind of you know week over week are they seeing that progress somehow also that they're doing with those tutors around phonics or whatever it happens to be digraphs that they can then sort of somehow translate that data that they're doing in ignite to what they may be doing for for those kiddos based on I ready does that make sense like are those talking to each other so the teachers s what's happening yeah it's it's actually um um triangulated um in what we're finding to be a really nice way is that there's progress monitoring done by the tutors um using some assessments that are are checking for their students progress and then so You' got that data set and then that's paired
135with the aadience data that um students are getting as their progress monitored through that and then uh the the Third Leg of that sto stool is exactly that looking at I ready and um and what we're finding is that there are they're they're not they're not far off so as we see progressions in each of the progress monitors we're seeing that same kind of now starting to see progression in I ready as well so when we think about the Diagnostic in I and then in the interim teach teach teach this is one of those ways that they're being taught alongside then that aadience data and then um 100% meetings and then the 20% meetings where it's really dialing into how are we teaching students that based on that data so it's it is um it's
136playing very nice in the sandbox that way yes that's great and my other question because I know that Durham was one um sort of is there greater correlation between those sort of pilot schools that we used last year and schools hitting that five and or 8% benchmark and I know Durham was one of those um so I'm interested and I know that one data set is not you know yeah and one strategy uh in addition to multiple strategies that the school is using but uh specifically Durham and um the three schools last year were um Durham Deer Creek and CFT and if I would when I asked the um principal Brewer she did say yes she knowed the difference uh over time for those students who had um the tutoring and the outcomes they got
137and uh very positive that's fantastic um any other questions or comments otherwise I would entertain a motion I would like to make a motion chair you got it I moved to approve a contract with Ignite reading for high dosage tutoring services the total amount of 424,000 I second motion was made by Vice chair H and seconded by director zme is there any discussion on the motion hearing none I would move to a coral vote all those in favor please say I I I all opposed and the motion carries unanimously all right um and with that we will move um potentially to our board member reflection time um although it's still is a little bit funny um doing that part virtually I suppose but um does anyone feel um like there is anything that they want
138to add to this this space yes Lily go ahead hi um I kind of wanted to add something about the hazelbrook situation that I didn't do during our beginning if that's all right absolutely um as a person who was in hazelbrook for uh the years leading up to coid I can say that violence is something of like a normal culture within hazelbrook um from my own experience there everything that we would report felt very disregarded and I know I was not the only student who felt that way while we were at hazelbrook um I my heart goes out to the the victim and everyone else who's being affected because I know this is a very big and very like overwhelming thing that is happened and I really hope to see some really solid and like
139impactful changes to the culture not just at hazelbrook but in general because it's really it's been bad for long time that's that's all I think thank you Lily for bringing that forward I appreciate that and your and your lived um experience with that so thank you um that's not always easy to share so I appreciate that um any else director miles thank you um yeah I I wanted to just start by just thanking everybody Who provided provided feedback about school safety and I I've mentioned this before but um as a parent of a student at hazelbrook um I understand the fear that other parents felt I was also troubled by the event that took place in school and then outside of school as a result of that incident and I like everyone else I want
140my child to be safe and to feel safe and secure go to a school in an environment where all students feel welcomed and included also and uh where no one has to worry about violence full stop and it's a complicated issue and I am more than willing to engage in that and then I want to say as a board member um to everybody listening I hear you um we have heard the themes and concerns and and I am confident that everybody is taking this seriously I appreciate the multiple perspectives that people bring especially when it is in the spirit of partnership and productivity and I know that there are many people that have offered to help and that will be really valuable um I see the hard work that the district has been doing to
141capture the thoughts and feelings of parents and staff and students and I also understand and have heard a lot about the desire to know about consequences for students and I know that desire is strong um I want to acknowledge that there are things that are protected by federal law that we cannot know about students even as board members we just cannot um the board is having work sessions specific to policy and I think that these are and will be solution oriented and very responsive to the community concerns um about school safety including those that we've heard tonight and over the course of um of the time that feedback has been gathered and we are on a fast track with this and it's of critical importance and um and I appreciate all of the efforts that
142have been made thus far it's been really valuable thank you thank you director miles uh I think director Weston was next thank you chair just I just wanted to add that I'm excited to see the policies as we start to work on them and that I um all I'm also of course on the policy committee as I know director miles is and I'm happy to assist with that work um to help us move forward and thank you everyone and director zme yeah I just want to Echo much of what director Miles said I am grateful to all the parents who reach out and gave us feedback and I heard from a couple of people that 90 seconds wasn't enough to give all of the input that they wanted to give and I want to encourage
143anybody who's watching to um send email to the board if you have more to say than than what you had time to say or if you felt like what you said didn't get captured accurately please send us email so that we do know what you fully wanted to say um because it is really important my own daughter went to hazelbrook and it it breaks my heart to hear these stories but it's really important to hear them right and I appreciate all the people who have been saying things um and letting us know what's what's really going on on the ground there um so yeah as as we go forward in this process I hope that we can all as a community come together and realize this is a this is a community problem and we
144as a community need to solve it and the school has its role in that community and we take it very seriously and we're going to address it Vice j h um I want to Echo the sentiment of uh the all the board members here thank you everybody that uh showed up and advocated for their students this is what we've asked as Educators we ask uh parents to advocate for their students and so I really appre appreciate that the fact that everybody is taking this time to do so um and thank you Vice chair and I will just in closing and I will make it brief as I Echo the sediment of everything that's been said um this is a really complex and nuanced um issue and on the other hand it's very clear um in
145that we stand against um School violence and also it becomes complex and nuanced and so it's finding a way to work within that being able to share and express the things that we can and as director Miles said there are certain things that um by federal law um can't be part of that conversation um and better communicating to our community where those lines are so that everyone has a trust in the process and that's really what we're doing our policy work is really looking at how do we recalibrate some of that policy work um in order to make sure that there's a clearer understanding um and so again to the students um that have reached out to the parents to the community members um I think we all know that and we are all you
146know this this board parents um and we appreciate the desire to Champion and advocate for our children and for our students and our charge as board members um is we serve our students and so we are working hard um at at doing that and particularly with this policy work which is really where the board comes into play is is doing that policy um and so again I would ask as other people have said to continue partnering with us um asking questions and we will ask questions in order to have a dialogue that is um thoughtful and helpful and also getting the perspectives that we might not be hearing and the perspectives that may have been missed or felt like they haven't been heard we welcome those um and so again thank you um for kind
147of continuing on this process with us um we appreciate it and with that I will adjourn this regular session of the tiger twon school board meeting
