so we thank those those folks in our ranks who um have served in both of those roles with that we will move to a coral vote all those in favor please say aye aye aye all opposed say nay motion carries unanimously thank you thank you Lisa with that we will move uh to student representative reports uh but before we do there is a special event happening this week I'm told that it is someone's birthday is that right orishiki birthday is this Thursday so on behalf of the tiger Tualatin School District we wanted to wish you happy birthday so please join me in uh wishing happy birthday to Oishi King not and since we just got done embarrassing you I'm guessing one of your colleagues will go first in providing student representative reports so you can

get started on your date uh would you like to go first um I'm sure as all of you guys were aware on Halloween we had a walk out at last for around 30 minutes to to an uncredible threat luckily everyone was able to stay safe and school was able to operate normally um that being said it was a good reminder and how important school safety is on a later note tonight we are having a dodgeball tournament where staff and students are competing and we are going to hopefully find out the winner by the end of this meeting but so going on I'm acquired had a concert and there was this really fun pack the pool event for the last um for senior night or um water polo and basically students would like all rush into

the pool at the end of the game which was quite awesome okay and adding on to that we have officially entered no school November and we are finishing up further one all students are very excited for the first part of that statement and not so much for that second half um so we had our first senior class meeting and we took our first Haas picture um it was a very big class picture and I think half of our class blinked while taking it so who knows last Thursday we also had rocktober where we listened to all of our guitar kids perform shout out to my personal favorite the wolf who cried boy we have a blood drive coming up tomorrow for the Red Cross sponsored by the National Honor Society we also have a book

drive partner in publicity of tiger donations are being collected on November 13th 2 to 6 p.m in front of City Hall we also have a canned food drive at Tiger Thai and um in the friendly Spirit of competition every grade level is competing for the top spot there was also an end of all Sports and the official end to the marching band season we are very proud of our tigers oh sorry for Creekside uh we celebrated our Day of the Dead on Wednesday which we did a bunch of different activities we painted schools and we had people bring in pictures of loved ones to remember the ones who have passed and we also had a community lunch that day that our Hispanic students families made which is very delicious and we also had our Creekside

school dance on October 28th which I didn't go to but I heard that it was very very fun by other students um we also our term is ending like you've heard and so all of our students are working very hard to do our extra work and get everything done we also have an extra day on Wednesday just so everyone has time to get what they need to be done and we're also going to be introducing 15 new students to our school next term which is very exciting that's awesome any questions for any of our student Representatives we really need a Rebrand on the no school November we gotta we gotta Workshop that one cool uh with that we will move to superintendent and board communication uh Dr Ricky Smith thank you so much chair this

year the focus of my board Communications has been to bring student and staff stories from across the district that lift our school's roofs giving the board and the community a clear picture of the impact of our daily work this evening I share an example of the strong systems of support our schools provide to our students and families so students can learn and grow academically recently a single parent who has a child attending Deer Creek Elementary reached out to me with a unique financial situation on paper the family didn't qualify for services but their daily reality was drastically different this parent is experiencing significant medical challenges which has impacted the family's financial situation and has prevented her from always getting your child to school furthermore the family doesn't have a network of friends and family to

lean on for support I shared this situation with Deer Creek principal Corey waffle who immediately went to work advocating for the family and the following is an update I received from her today I was made aware of this dire situation and I immediately reached out to our family partnership Advocate to see how we could help with some creative and outside the box thinking we were able to qualify this family under McKinney vento which opened so many doors one major door that opened was Transportation as it turns out the parent had been refusing to check into a necessary and extensive CARE program at OHSU to treat her medical condition because she wouldn't be able to get her child to school now the parent can receive the treatment she needs the child can stay at ohsu's rude

family Pavilion and be near her mother as she receives treatment and we can get her child to and from school each day also the child can now receive free breakfast and lunch at school so the parent doesn't have to worry about providing those meals while she's in the hospital this is a beautiful example of our staff's commitment to identifying and working to remove the barriers facing our students that prevent them from accessing and engaging in the daily life of school and most importantly academic instruction my thanks to principal waffle and her staff for their care and support and to the countless other examples that play out in our schools on a daily basis this is just one of the many reasons why Public Schools matter we serve not just our students but their families and

in so doing strengthen our communities along the way and finally earlier we just presented to you the board of the staff who are celebrating an amazing 20-plus years with ttsd in total we have 23 staff members who have served more than 20 years with us including 18 over 25 4 over 30 and one member who's been with us for 35 years in addition we have a total of 180 employees who are being recognized for serving five plus years with the district our HR team along with community relations will start a new tradition this year of honoring our 20-plus year employee anniversaries at a board meeting in the spring thank you all right board members updates and we will be providing our our sip updates right after this so this is just other things should I

go yeah we're drawing popsicle sticks whose name all right um let's see turbo and I were trying to figure as like sometimes it feels like we just had a board meeting and I can't exactly remember all the things that have happened and other times it feels like months have gone by so I'm not exactly sure if I'm going to get everything here um the highlights uh last week um was Hazel Brooks Unity night um which I went to and it was fantastic so they had um all kinds of presentations based on either a student's background or interest and they had food they had presentations they had students there that would kind of answer questions about um their presentation or the country or the the group that they were presenting on in their trifold board lots

of them had Hands-On things to do um artifacts all kinds of things and it was wonderful it was very well attended so that was a really great Community Building event um the other highlight was last week we had our final CAC meeting um for the Strategic plan and we are just almost to the finish line here and it's really exciting and we had a wonderful turnout of folks that came to that um prior to that director Lynn and I had gone to um Creekside Tigard and Tualatin and talked with students there and gotten a lot of feedback from them they had the opportunity to ask questions get clarifications we could kind of calibrate some questions that they had and bring that back and so we're in the process now of all the feedback that we

received from the community members that were at that CAC meeting last week we're kind of looking at um if there are places where we need to better refine our language our ideas to make sure that those Community Voices are heard and represented um throughout that plan so that was a really wonderful time and I also was at rocktober at Tigard High School which was really awesome and I kid you not all the parents that were at least that I was around were so excited um they loved being there kind of to watch like I didn't have a kid that was there playing I was there for another thing but we kind of stopped and and there were so many parents rocking out and we knew all this stuff I mean it was really it was

awesome so I just feel all these different places where this community building and just sort of this being togetherness is happening has been really really wonderful so um I think that's it for me I'm sensing gentle embarrassment from kids whose parents were rocking out or not even so gentle horrified that's cool um so I'm the opposite of what um uh Vice chair said you know I'm like didn't we just have a board meeting where I didn't provide any updates but and so like I'm gonna continue with the no update but then I was thinking well I did go to the um he said the the band um championships oh nice in Eugene at Watson and I'd like to say that uh since you know my child is in Color Guard that they took second out

of two no just kidding no they took second in the um single a division so you know that was that was great awesome that's awesome so um they were very proud of that so that was that was good I mean I was too um but you know they did all the work um and then they're having a can drive but I can't remember if it's this weekend or are you good yeah oh the 15th so make sure that uh you support your local band program um yeah that's it so since we didn't have a Tualatin high school student representative um report I feel like I as the board member who does live in Tualatin I feel like it's incumbent upon me to point out that the tiger versus Chihuahuas and football game um was one

very decisively by Tualatin in the pouring rain I have to say it was one of the slipperier games I have ever watched it was I got down um on the field level a couple of times and every time a kid hit the ground it was like this Splash came out and it was it was a slip and slide but it was actually it was a really good game but uh I can't not point out the 12's in one because okay um I also wanted to mention that direct uh Vice chair Urban and I met with Crystal Ellen with artosa at uh the career in college readiness team and uh he has a group of Social Work students from George Fox and PSU who are interning at Target and Tualatin high schools um in the Career

Centers I one was in Lyft and I think one was in The Wolf Den in the den at Walton High School um and since social work is often about supporting people as they're navigating complicated systems um conversations to give our interns opportunities to learn more about what we do as board members and what the administration looks like um felt like a really important piece um I will say that those interns after uh talking with us for an hour we're all what six of them pretty impressed with the tiger Tualatin School District and mentioned like yeah they'd really like to get a job here once they're actually out of school um and and looking for real jobs so that was nice to hear sort of an affirmation that yes we're doing the right work here um

also in my role on the boundary committee I attended a PSO meeting with Mary Woodward parents and a parent information night at Alberta Ryder to introduce uh parents who are interested into the logistics of what opening um the art Redken school is going to look like and who can choice in we had about I want to say about 20 families 35 people um at the Alberta Rider night those are the families who are most directly impacted but also I was surprised at the very Woodward um just how many families who live just across uh Bull Mountain Road are really interested in coming into wrecking because it's going to be a lot closer and um I think they were all pretty pleased to find out that there's going to be opportunities for them to Choice into

the school when it opens and I think uh director Rose mentioned um one of our board updates that there's a plan to combine the boundary committee and the long-range facility planning committee into one since the next phase of buildings and boundaries kind of fit together so that's coming up and that's my report all right uh the only thing I will mention is uh this weekend Dr Ricky Smith myself director Rose and director Moore will be presenting at the Oregon school boards Association conference on a couple different items and we were emailed ahead of time saying that there was such interest in our sessions that we have to make special arrangements to prepare for this so we're excited to I think this is our what third third go round um uh so yeah it's about a

broadly our student involvement student voice and ttsd and our financial practices and some of the tools that we use to be a good fiscal Steward of public dollars all right uh with that um I am Patty I'm looking at our list and it looks like we Have No Agenda item public comments all right then we will move to reports and discussion items which uh the only agenda item item a is Board of director reports on sip presentations so as a reminder for board members we're each going to have about two minutes to share uh what we learned in the last hour um before the board meeting started um and students who were able to join if you all want to uh offer anything I'll let you go after me so anything I forgot you can

you can jump in if you'd like to I'm not required uh so would anyone like to go first director James I have the uh pleasure of sitting in with uh Russ from um Creekside and uh principal Russ uh very eloquent and um you know how he talked about his staff and you know um you know his his staff this um everything for the students and takes a holistic approach as to um you know just looking at uh all of their uh all of the I don't want to say problems but all of the the circumstances that are keeping them from from their learning right and so they're while they're looking at this holistic approach they're writing it into their sip plan right and so so they're building a community around their students and and making

sure that they're not you know not looking at a and formulating judgment or figuring out uh you know trying to diagnose the student as to what interventions they need but rather like what what can what wraparound Services we can provide for them to have a better um outcome and more success right and so that's part of the things that they're writing into their sit plan of um creating a Creekside advisory or um having their ninth grade on track and I was like oh so you have ninth graders coming into Creekside as an alternative education program because most alternative education programs they don't come in until 10th grade or 11th grade right and so one of the things that they've done is that they've gone out to middle schools and they've essentially recruited the students who

who are part of the most smart generalized um communities right or who are at risks and and they've they've gone out to their families and they've sent brochures and they've been like we really you know feel like you would be great at Creekside and um and that's how they've gotten these ninth graders there and it gives them a better um you know better standing of starting out in ninth grade in alternative education rather than waiting until they're three five ten credits behind when they're coming in as a sophomore um so that's that's one of the things that that we were looking at and then in terms of their ish plan looking at their engagement and looking at their um you know their Solutions part of the [Music] of the plan and having it be really

supportive in um restorative practices and um you know just focusing more on what the impact is and not just the intent of the uh of the plan cool thank you we'd like to go next but um I met with uh principal Jessica Swindell from Metzger um we talked a lot about um the reading program they do 90 minutes heterogeneous groupings um but they also have 100 co-teaching two days a week in 22 out of 26 of their classrooms um and talks a lot about how beneficial that is um it's it's some language people halftime tweet half-time language a title one literacy person and an instructional coach who's so people additional trusted teachers who are from Metzger coming in working with teachers getting that that co-teaching model really up and running um some really strong work

there to get the numbers moving because the benchmarks there aren't where uh principal Swindell would like them to be it's probably one of our lower scoring disc schools in the district um but that means there's just more opportunity for growth so to make that five percent eight percent Benchmark one of the things she talked about that I find just fascinating is the idea of for math groupings um she calls it fruit salad and so instead of heterogeneous grouping or homogeneous grouping it's both so it's it's homogeneous grouping when um it's in I'm gonna get this right in direct instruction and then when the when the students then break into small groups for independent work then they're heterogeneously grouped so that there's support for all levels in in those groups um really fascinating stuff I think

there's a fire hose of information so I'm just picking the very best stuff up here but then also we talked a lot about um uh what does inclusion really look like in the classroom and uh principal Swindell talked a lot about the very brutally honest direct conversations that she's had with teachers about how do we get our special ed kids included into the classroom in a meaningful way that addresses their needs that doesn't disrupt the classroom um and that all of the teachers feel properly supported by the supports that those kid kiddos are getting in the classrooms um it it's it's it's a really exciting School the the vibe in the school as she describes it is just amazing this year it feels like that they're just going to explode with all kinds of good

stuff this year and I'm really excited to see how they how they manage it all right Vice chairman yeah so my team sat down with principal Moore from um Templeton right here and it was sweet because you kind of first started off by saying that um he really feels like he has two families now he has his Elder Ryder family and now he has this new family at Templeton and that's really been wonderful um to kind of have both of those groups and kind of learning from both of those experiences um a lot of things I've heard that are similar to what I heard one thing that I will point out um in my two minutes here is that they actually added a focus for attendance specifically so they were noticing some trends of attendance

that was lower than the district average and so that was something that they really wanted to pinpoint because um we can't meet the other goals if kiddos aren't attending um and so they actually created a tier one system um to really address those attendance concerns and they're doing a lot of um you know kind of work in terms of the teachers and um the admin and the office staff usually using a lot of eye care you know I noticed your kiddo was gone I care some of those meaningful relationships to make sure that there is um some communication with those families trying to find out what barriers are there or um even for some of our Kinders we do know there are families that don't really realize attendance is as important starting as it is

in kindergarten as it really should be and so just kind of helping um to really nail down the importance of attendance in Kinder um there's also a weekly meeting of the an attendance committee so they're really looking as a school group as kind of that data um kind of tracing and tracking those grades that have a little bit tougher time and right now that's the first and second grade has the lowest of the grades for attendance and so really kind of looking at what else is going on there how has covid impacted or continues to impact if there have been small breakouts um and and again just making those meaningful relationships with those families and finding out where we can kind of pull in um to help that those you know those families and students

feel valued and seen and important to the class um in terms of reading and math similar um they are doing walkthroughs of each other's classrooms so they are seeing what other teachers are doing to kind of implement strategies um for reading and then in math they're doing group spice skills that targeted focused instruction for Math and then coming back together to the bigger group um for kind of the Deep dive on some of those skills and then finally with each um one thing that he mentioned was that he really wanted the entire staff to be a part of this work so it wasn't just a committee that was doing some of that Niche work it was really the whole staff involved in that um and one thing and I'll leave it on this was that

in terms of some of the the policy work a ACC that they were really happy and this is kind of a whole Community survey but what he realized and what the the school Community realized was that people were really really happy about that policy um but needed to know how to implement and communicate it better and so that's one thing that he will be working on this year with the staff is sort of how do we better communicate and again Implement that so it's it's easy to see on the ground where teachers are where students are where families are all right uh and I was with Bridgeport Elementary uh with Bobby Darin Carroll oishiki and Owen were there as well so you all can fill in after um a few few things I wanted to

highlight [Music] um there's a new FBA hired that's working directly with families connecting them directly with the school doing translation services um Bridgeport uh obviously it's a high population of English learning students and so when they were analyzing the data at the beginning of the year um three priorities came forward and uh the first efficient transitions second oral language production and third written language and through the lens of shrinking the gap between uh native English speakers and English Learners and so you see that in their goals the five and eight percent that we consistently talk about um showed up in their sip plan as well um a couple things that I found particularly exciting um we've talked a little bit at the board level about attendance and how um it's a pretty significant struggle this

year uh in our district and across the country actually and they're doing some really interesting and cool things at Bridgeport around incentives Building Systems they're doing personalized calls home calls home based on the factors that a kid is experiencing in their life and then trying to connect the family to Services told stories about like dropping alarm clocks off at people's houses and teaching them how to use it which I thought was really cool and that kind of innovation is going to be really critical uh to solving this problem we talked about the co-teaching model which was an interesting conversation and then on the each plan I think this is one of the I think this is a really great success story that we should we should study um last year there were some significant problems

at Bridgeport and not significant problems uh I'll say the there were each incidents bias incidents hate speech incidents that happened um and this year so far there have been none and that doesn't mean that they're not going to happen um they likely will and will have to trigger uh response protocol um but it was a big like after last year's experience it's been a big focus of the Educators in the building um in in from everything from curriculum to um the way that they're communicating with families like the ish policy is communicated to parents and two community members in Bridgeport and so it was just really encouraging to me to see that um there have been no incidents so far and uh the students seem to be embracing it there's uh Bobby was telling stories

about students like I'm not sure if this is a biased incident but I wanted you to know and that's exactly what we want right like transparency and um students feeling comfortable communicating so those are some of my takeaways anything uh you all wanted to add was what they had about students finding their own by uh voice and their own identity and building that like strong part of their identity to better their allyship another thing that I personally really um connected with was the integration of ell kids with the general class I used to be an ell kid and I used to get like taken out and there was definitely that gap between how people viewed like yellow kids and I think that integration aspect really helps kind of destigmatize it and really help people feel

connected in the classroom Community awesome yeah I was going to cover the same points too and kind of highlighting the um ambassador program where it's like students supporting students where the investors can look at the SEO lessons and then communicate that from their own peer perspective to their second graders and first graders is honestly super powerful and if those first and second graders too have issues they can go to their investors and the ambassadors can go talk to whoever they need to and I just kind of like how even fifth graders at such a young age can really understand how important how powerful this is and that's going to communicate you down to the first and second graders I think is awesome oh thank you for coming to the the work session uh any final

comments on sip plants all right with that we will move to action items part two item a Oregon Senate Bill 732 educational Equity advisory committee implementation uh Dr Ricky Smith chair Bowman and board um this evening I'm asking you uh on behalf of as a school board should we consider the responsibility for appointing members from parents employees students and community members within the district primarily representing historically underserved communities to the educational Equity advisory committee as outlined in Oregon house bill 732. at the October 10 2022 board meeting we appointed the initial educational Equity advisory committee as outlined in that bill this evening I'm asking the board to consider the appointment of assistant superintendent Dr Lisa McCall and director of diversity equity and inclusion of Zinnia on to the ttsd educational Equity advisory committee to provide

the required District support to the committee as outlined in oar 581022-2307 uh did does director on want to make comments or are we just moving straight to no we have them both here should you have any questions for them okay perfect board members questions comments I will move to a point Dr Lisa McCall assistant superintendent and Zinnia and director of diversity equity and inclusion to the ttsd educational Equity advisory committee as presented second motion was made by Vice chair Irvin and seconded by director hymings is there any further discussion on the motion I guess my question would be um how many more stages of appointments do the committee are you anticipating I don't think there's a cap on there is not um my reason for being these two forward was at first to seek the

initial committee and to see what their needs were um and uh the first meeting that was held uh both Dr Lisa McCall and director un were present and it was the um the desire of the community to have them permanently appointed if the board so chose cool so we'll just kind of have an open conversation about additional yes I think has the work as the committee does its work um both in terms of as a reminder that we've rolled the each oversight committee uh into that committee but as they do their work and then expand the work there may be need a need for additional members to be assigned okay any other questions or comments I just would like to say thank you to um Dr McCall and director earn for taking this on all

right with that we'll move to a coral vote all those in favor please say aye hi hi all opposed say nay motion carries unanimously thank you Dr icky Smith all right uh with that um Patty do we have our public commenter logged on okay um so while we're getting the logistics figured out for the public comment um let's just stand at ease for about 30 seconds so that our public commenter has a fresh slate to present without distraction okay we'll stand at ease for about one minute foreign all right I'm going to begin uh to read the first I'll call the meeting back to order I'm going to begin to read the public comment um Kelly can you uh hear us yes I can would you like me to turn on my my video totally

is 97062 good evening I'm Kelly Horsford I came before you back in February of this year when my then seventh grader was not receiving Tax Services in her core classes I saw you all again in May when my husband and I appealed to the school board in a private hearing the board denied my appeal so I took my complaint to the Oregon Department of Education it was explained to me that mediation was the best first step and consider that an investigation is lengthy relies heavily on resources like time and ode employees observing classes throughout the district I was also told that I could skip mediation in an investigation between ode and ttsd could be launched I entered mediation to see if we could all come to an understanding I'll cut to the chase I'm still

in mediation with the district about Tax Services a corrective action plan was presented to me I was able to meet with and present my concerns to a Content expert at ode who brought them back to ttsd teaching and learning we've gone back and forth a few times and last week I was told that ttsd is finished making revisions to the plan that has now been titled the 22-23 ttsd tag service plan I'm still hung up on wording about inclusion of students identified as 2E how things will actually be implemented at the high school level as well as lack sorting like May instead of will so I'm left to decide if I'm satisfied with the plan and sign off on mediation if it's good enough or if I ask for an investigation to be launched and

leaders there has literally been no communication from anyone about tag no information from families and students was gathered I was encouraged by ODE to submit another public complaint about the district being out of compliance with their own new plan as well as the division 22 standard 581 22 2500 1e that requires each tag family the opportunity to discuss services and provide feedback the spirit of this new plan is not being implemented the new plan says that things will happen with a deadline and it's just not happening there's a pressing need to repair trust not just with my family but to mend build and earn trust with all tag families today I submitted my second complaint about non-compliance with tax services thank you all right thank you very much uh and with that we've reached the
