all right all right uh good evening everyone or afternoon I guess I'm not sure what 4 30 is uh I will call this work session of the tiger told and School Board to order at 4 39 pm and the topic for this afternoon's work session is Point North Consulting ttsd strategic plan uh strategic planning project plan uh so I think I'm gonna hand it over to Vice chair Irvin to kick us off and then you'll hand it to the team I believe that is the case and we can are you ready to go ahead and share this slide should we have the slide back on okay and we can go to the next slide all right so first of all I am just really excited and I've been excited for the last week and a

half or so just about this conversation that we get to have and the data and um the conversation that we're going to get to share and develop together so for our work session today the goals are to understand what we heard from the community through our engagement efforts and how that informs our strategic plan and then align our strategic plan framework or align on that based on some of those goals and themes that we see um and there is a lot of that data a lot of um sort of aggregate information that point North has put together for us to really see um what we heard from our community on the agenda for today is the updated project plan and the path forward the community engagement themes some strategic plan Frameworks and what that could

potentially look like as we continue to organize around our goals and then the next steps so with that I will hand it off to John L and Lisa um ready and so um [Music] that piece of information and uh [Music] November and uh on the other side they were um [Music] helpful videos thank you practice um uh the attendance on the right the far right side of that uh totaling over 772 persons really being engaged in this process so again we started this process uh you'll recall back in February in the heart of still of the pandemic and so what a remarkable accomplishment um in terms of Engagement next slide and for uh you can go to the next slide as well um so over the next uh several slides as a result of all

that uh committed engagement uh and the work that we have been doing with uh the board as well as the cabinet um we had as you can imagine uh reins of data right what do you do with all this qualitative data that we've been hearing from the community some qualitative some quantitative as a result of some of your survey data and so our team has worked hard uh to really unpack uh sort of the themes that we've heard from the community and so Alisa and I will be sharing some of those overarching themes over the next several slides so we start with student achievement we know ultimately all of this comes down to student achievement and um the overall arching heading there is we prepare students for success in a rapidly changing World some of

the themes that are merged from the data is to implement measurable practices to provide inclusive learning opportunities that meet every student's needs and that ties nicely again I will talk to you in a few moments about your Equity Focus Center students voices further develop curriculum that includes social and emotional learning we heard this a fair amount what does it really mean the create environments that sustain social and emotional learning better prepare students for college and other post-high school Pathways provide more mental health support to students all students should have opportunities to access diverse course offerings so those were the themes that emerged from all of that Outreach that we Illustrated a couple slides prior next slide we then go to equity which is we believe that success is the foundation of high expectations and I

believe in all students and some of the elements that bubbled up as to operationalize the equity policy by weeding Equity into all strategic initiatives we applaud the district's commitment and uh work both in terms of policy as well as in terms of this board's attention to equity and so what we really uh heard from the community is it's great that we have all these elements but we really need to operationalize uh to allocate resources equitably as opposed to equally identify measurable Equity outcomes to promote accountability uh success measurements need to be need to more uh inclusive than solely academic achievement and to increase culturally specific services and support for students and Families we'll hand it to Lisa for the next two the next two are Around Talent and climate and culture Talent we hire support

and retain catalysts for learning some of those themes that were heard throughout the engagement efforts included hiring diverse staff that reflect the student body retaining that diverse staff by fostering a work environment that's inclusive and supportive for staff of color providing more Mental Health Services for staff we heard both in the student achievement and emphasis on Mental Health that was again emphasized for staff and then providing more professional development opportunities that build staff capacity to support student growth and success the next slide is around climate and culture we create and nurture a school Community where every individual feels safe valued and connected some of those key themes and statements that came from the engagement included create welcoming and safe environments for students family staff and community members of color improve facilities for staff and students

that support successful learning environments and significant changes that have occurred that call for a greater emphasis include student safety particularly addressing bullying and hate speech towards students of color understanding Community demographics how they're changing and what that means in terms of cultural awareness addressing an equitable access to resources also important within this area was increasing Communications to reach and be accessible to every family and student and then creating a space for students staff and families to be heard and together so those were the four areas already within your strategic plan so when we first began our work together the work was really centered around how to utilize those four cornerstones and look to see what may need to be updated what changes might have occurred um what new insight we might gain from community members

in order to update the plan I think both of um our teams really looked at was there anything missing we've asked cabinet that question we asked um that question kind of throughout the process are these the right for is there a missing board and the one area that I think there was a great amount of debate at least within our analysis was should safety be pulled out separately and so under the climate and culture I will just add that there was a significant amount of um commentary within the feedback from the community internal and external just around the importance of safety the way in which that subtitle under climate and culture reads today safety is included so you could build out safety a bit more and keep it within this but it felt important enough

to just mention safety was one of those areas beyond the already dominant commitment around Equity that we heard also a pretty significantly in the feedback that was collected through the engagement members so that's really kind of very high level you know 722 interactions with the community that work was really led by uh the administration and there was just a lot of Outreach synthesized into very quick statements that are high level but we want to just kind of pause a moment and just see if there's any reactions or questions and and then we can kind of pivot into a bit around strategic plan framework foreign at what point would we make a decision about changing the name of uh of a Cornerstone or adding another Cornerstone or like what point in the process to the safety

question would that happen today today what do you think no pressure is there any way that you can share this um slide these slides with us so that because I'm having actually a hard time reading them yeah that would be terrific thank you so our I mean if if I'm hearing you correctly then there was a lot of comments concerns the two actually um pull safety out into its own uh pillar or Cornerstone I wouldn't necessarily say that that was the question that was asked nor the response is given okay I think the statement that I wanted to make was safety was a concern and so as we're looking at should it be separate um we did not show up today with a recommendation that it should be we just want to make sure that

in this piece of that engagement that I'm sharing with you there's a strong emphasis around the need to ensure that safety shows up it was already within your subtitle of this climate and culture Cornerstone so um it's a good conversation it's a very similar conversation to the one around equity is it embedded or is it a Cornerstone and we have some ideas around what that framework will look like which is kind of where we're going to Pivot to next but it was safety and it was Equity that came up in quite a few of the engagement responses so it felt worthwhile to at least call it so at least while we're developing goals even if we blessed the pillars cornerstones whatever that framework is the same to be mindful about you know when we give

it back to the community to look at you know to have their voices reflected in that to be very clear that we have some more called out goals around safety or at least having even if it's within climate and culture perhaps yeah and I would I would like to add that even if um like with Equity right that's always the the conversation right it's an embedded in everything that we're we're doing but then also it needs to be specifically signaled out and I think same with um I mean at least in my opinion same with safety it has to be embedded into everything but I think it would be hubus to intentionally call it out into its own Cornerstone recall them whatever we're calling them so that not only are we just are we saying

to all of our um constituents that you know we do care about safety overall but we are intentionally calling it out in fact that's my opinion I believe um when we were drafting the last strategic plan six seven years ago we had safety as one of it and it kind of morphed into climate and culture because we realized safety was sounded like just physical safety and we wanted it to Encompass students feeling value and and safe in that regard connected and so that's how we got to here I think it's pretty easy to walk it a little bit differently and and pull safety up a little bit higher in it in the and I think you just had a very important point there director because we've listened to all the students and they've come to

us and have said that safety whether it be you know mental health or safety in the hallways or being safe from physical or whatever kind of harm the racial harm all of that needs to be called out by the district and so I think that if we don't listen then why why do we have the students here right and I don't want to speak for you all but you can certainly say something no you're absolutely exactly right like it has to be you know like it's important to completely highlight it even though it's good and kind of put it through everything because with highlighting it it kind of you kind of create the idea of being able to play out more for their options because safety is such a big topic um from both you

know safety safety with um as you're saying with like students in the hallways and also students in um students in the hallways and then also like safety with them like the guns and stuff at school and like with rsos and all of that if we kind of create that extra Cornerstone for it it leaves the pathway to kind of even expand even further than just kind of putting it with everything else even though it's all together I will offer an alternative perspective just to for us to kind of chew on for a second here what parts of this Cornerstone are completely unrelated to safety like it it seems to me safety is a really important part of this so you can do a better job of calling it out within this Cornerstone but it feels

like pulling it out it work there's not as not as much meat um that's kind of what I'm struggling with well what if we maybe a bridge between because I I think we need to call it out and also I mean another shift could be climate culture and safety as the name of the Cornerstone and so it is very clear that we are adding we are highlighting safety at the top we keep our four pillars if if we need to do that but having it called out in the title really I think says we are adding this and then within those four let's say you know goals within that Cornerstone there are some that are very directed towards safety and there you have it's still part of the kind of culture it still doesn't necessarily

maybe have its own pillar per se but it is very much a change and a shift that people would see from our last uh strategic plan as well and it would still fit with sort of like the four whatever it is model that that we have I think that's a great compromise climate culture and safety or we could even put Safety First safety climate culture Safety First I think to answer the other question um as to what else is within this plan I think you had that question um we could also be able to provide just a little bit of insight in terms of um climate and culture some of the other kind of key elements um included behavioral support at every school proactively communicating relevant information to families to prepare students for College and

Career actively pursuing a Pre-K vision and implementation plan to prepare our most underserved students for school Success and identifying Community needs and building a communication plan focused on those I think a lot of these are going to bleed between right like Pre-K shows up here but it would certainly show up in the student achievement as well um but yeah I like that as well if we're all kind of on board with that flow yeah I think one thing we just need to be careful of is that we don't uh that we make sure that when we are writing about safety in our strategic plan that we're not simply talking about physical safety because that was several iterations that when safety was part of our strategic plan it was Secure vestibules keeping people who shouldn't be

there out of the school and so we need to make sure in this revision that what we're talking about is students feeling safe as well as being safe in our goals foreign and really drilling down to what that looks like what does it look like to have a welcoming and safe environment for students and families and staff and community members and that probably should bring us back to a lot of the feedback that we've received from the engagement efforts and kind of what does it look like to you know in a strategic strategic plan address student safety in terms of being safe and what is it so and I think as we probably have decide on a framework and kind of see what that looks like some of those might sort of naturally come to

the surface but I think it looking at the the feedback in the themes and then it's a really how do you operationalize and visualize what it is to be welcoming and safe our goals come from there and may I may also offer that safety looks different to different kinds of people right and so we've got to ensure that we're including our often disenfranchised students as well and or families in those conversations because them feeling safe is gonna look different than other families feelings safe okay really good dialogue this won't be the only time that we talk a little bit about the different cornerstones um we wanted to just maybe pivot over to a bit of that strategic plan framework so we could go to the next slide what we uh started to do was just

take a look at um a bit of a graphical representation of your current four cornerstones and we dropped into the middle um your vision statement which is every student thrives in school and graduates prepared to succeed and we had um director Irvin helped us with a little bit of some graphics visioning and so we've had a couple different variations maybe of graphics and this is meant to kind of show uh student achievement Talent Equity climate and culture so you see there's kind of a draft um to the left and then the draft on the right is more of a process uh graphic which really shows kind of student achievement feeding into the vision and then the vision also showing how um information and insight then feeds back out to students and and that's the same

with Equity with Talent climate and culture so this is really kind of the idea around the four with the vision in the middle and then we're going to show you another um scenario which is a scenario that that really relies on student achievement climate and culture and talent as being uh three cornerstones and the way in which we've kind of visualized Equity is we've changed the word of the vision just slightly to make it more action oriented Equity is when every student thrives and graduates prepared to succeed which is the vision of ttsd but it also from our perspective is the way in which you have told us Equity shows up within this District you are showing us Equity shows up in this District in terms of your Equity policy and so it's a slightly

different way in which we're visualizing um and showing that representation and then the outside of so the inside of the circle is really kind of the way in which you have articulated within your 2016 and 2021 strategic plan which is kind of a focus on what ttsd will do inside the circle and then the communications that was done on your strategic plan also included a very strong what you will see what you will experience from ttsd as part of that brochure and so outside of the circle is meant to represent what students and families can see and experience and the impacts that you will fill from ttsd so that's the way in which this graphic was really kind of meant to be prepared this is first draft but meant to give you an idea of

what would it look look and feel like to place equity in the middle as your vision statement with student achievement Talent climate and culture and then the experience outside of that but really being the result of the work being done within that Circle so that's just kind of like I said kind of first draft of um another concept I don't know other thoughts that you might want to share here no I think you captured it well and I think a lot of what we heard in both your internal feedback both with cabinet as well as with a number of your advisory groups uh sort of I wouldn't call it attention but it's almost like sort of an exploration as how do we really integrate Equity into every facet of everything that we do the record

James indicated it earlier uh with respect to safety we know for some of our students and some of our communities the way in which you have a conversation relative to safety will look different and so what's the equity lands in terms of how you have that conversation so this is a a way to illustrate that equity will permeate both your internal as well as external a tactical deployment I think the only other comment that I would make is that the district and board has done so much work since year 2015-16 strategic planning um efforts and that's been reflected in what we've heard from the engagement particularly around your bullying hate speech um your Equity policy uh your Equity leadership within the district that this felt very natural for us to be able to create something

like this that felt reflective of the work that's being done and so this is more of the recommended approach that we are um feeling is reflective of What Not only the engagement but the work that's been done since 2016. but we are wanting to engage in a conversation with you so uh the intent of today's Workshop was really here's what we're hearing from the community um and here's some ideas around the framework and now we're hoping to have a conversation about how you want the framework to be organized and I think there's been some really good conversations around you have a framework in place that you are starting to measure initiatives um within that framework and so going too far outside of that framework creates a little bit of how do we measure and hold

some of that accountability in place and yet are there um is there something new something missing that we want to then reflect in our strategic plan so that's really the intent of the rest of our time together is the leading questions in the next slide yeah next slide we'll maybe just uh go through to get your uh uh thinking uh cats going uh the first is how has the internal and external uh sick order feedback influence your approach to updating the Strategic plan this is something that I know this board uh has spent some time uh talking about uh with uh each other as well as with the public um second is given the input we've received and the changes we've seen in our district since the last strategic Plan update I do our four

cornerstones still form the best foundation to pursue our Collective vision for PTSD and again uh student achievement climate and culture equity and talent um are we missing in Cornerstone of course as doctors who reminds us you can only technically have four Cornerstone so maybe this board will need to think of another term if we go outside of the four on the fifth is how do we honor the district's commitment to equity in the Strategic plan framework as Lisa Illustrated that last conceptual frame we've attempted to do that again with Equity uh being centered so uh those are the questions I will turn it back over to you Mr chair all right I have a couple thoughts yeah please I I love the centering equity Visual and one of my wonderings with that is you know

as we talk about we have the cornerstones and we need to set goals within them I'm wondering if this would also set that up nicely to we'd have to kind of figure out the goals within Equity being centered but for the other three we really those kind of words around the outside can really be essentially three goals then for each one of those areas because we've talked before about wanting to make sure there's not six eight ten you know initiatives for each part of the Cornerstone you want two to four that would really be manageable and that we could really focus on and the cabinet would be able to kind of really drill down in and so I'm wondering if that kind of sets this up nicely so that we have three main goals and

we could use kind of one of those call out words for each of those we add safety climate and culture so then that becomes part of that yellow um part of the circle um and then and again we might need to figure out how we specifically call out equity in all of the other and ACC policy that we can then very much bring in what are the those bullet points in ACC that directly relate to Talent directly relates to student achievement and kind of call those into that and then I think we have a really nice potential organizational framework with a manageable amount of goals for each it makes it looks like Trivial Pursuit pie to me but um each one of the little puzzle pieces um I'm a nerd um so each one of

the little pieces of pie then I mean that just in my brain that all like fits together nicely and it gives I think again a manageable amount of goals to really be focusing on that we can see movement um in the next five years on those and it's enough similar to where we've been that we can see over time there are some the connectedness of the plans so we're not totally stripping you know what we've had and then have no way to kind of look back and see really how far we've come so those are my first thoughts so my first thoughts are we did this before with we said equities and everything so therefore it's not its own pillar and what we found was it was really easy to let it slip and I

really want to make sure we don't do that so I think this could work I mean I like the idea the visual Equity at the center it makes tons of sense I think to make it work and really make sure we don't ever let Equity slip by us is that one of those three in each color one of those petals has to be specific to equity so that it's pulling back into it and I think then it could work I just I do worry that when we don't have an equity pillar it's really easy to not have a goal because oh we've got three others we really need to do in Talent OR it's you know we've got three others we really need to do there's so much to do in safety climate and culture

that maybe we'll just not have an equity one there and then suddenly we're not necessarily keeping our eye on Equity as tightly as we should another visual way to do that would be if we shrunk each of the colored half circles and then where it was like the non-sort of like the space where Equity is like the white parts then there's each one of those arms has sort of like an equity leaf you can have petals and leaves yeah yep yep you know specific Equity focuses that maybe do really like how does that look like yeah when we're bridging climate culture and student achievement student achievement and talent and equity and talent and final culture and safety and equity and then so it's still separate and then also clearly called out like you said so

we just we take those same nine and we just kind of move them a few degrees before you add just one off of each one of those Equity arms you add one more little bubble and then you have three that could be focused but more holistic yeah so the other vote so so uh nerds we've got this down cold um the other thing I do worry about is that and what we've discussed a lot is that Talent also leads into the other ones and student achievement leads into all of them climate and culture safely bleed into all of them and so when we say Equity leads into all of them we're kind of saying oh Equity is special in our one and really everything leads into everything I mean to say that they're Silo the

exact opposite of all the work we've been doing right so I also want to be mindful of that as we're looking at this it's almost like we need a Venn diagram where they all overlap that's what I was just you're just about sick just one big colored Circle way to steal away I'll take Sports and Leisure for 200. with the with the with the red and the blue and the purple in the middle yes um then they all come together in the middle that's right um so I I love this because I you know I love a good Golden Circle right why how what and so starting with the why uh what is what is our why in this district and it's to create you know graduates and to create and to make sure that

every student thrives and graduates prepare to succeed right and so we're starting with our why in the middle that's all and referring to that as our definition for Equity we've always talked about having a shared definition of what Equity is across our district and if that's going to be our shared definition then we're going to say if that is what Equity is and what are those Equitable practices that we're going to follow to ensure that we are making sure that every student is graduating or prepared to succeed right and so once we have that as our why then we can start with the how how are we going to ensure that we're graduating those students and if we look at student achievement talent and climate and culture asks are how we're going to achieve that

you know then comes to what you know in terms of what are we doing to create or to help climate and culture to ensure that so um I like the drawing I I don't necessarily like the Aesthetics but that's neither here nor there I mean you know whatever as long as it has the content I I'm okay with it I'm not uh too much of a visual artist to say I need another Circle here or that but um but I I think that I like the fact that everything is called out starting from the center moving forward or moving out as um Equity being at the at the center of everything that we're doing I want to caution us because every time I've looked at a strategic plan and and have talked to employees from

those districts that cause call Equity at their um at their Center of you know they they've always been kind of jaded and being like well yeah they they have it on their strategic plan as the center but it's not really at the center so if we're gonna put out the center we're going to ensure that we are actually doing it and and I know that us at PTSD we're we're ready to you know walk the walk the walk right or yeah I I think that's how it is uh and so um so I like it and just have that cautious optimistic of like are we actually going to do it and and are we actually ready and I think we are but Mr chair if I may uh respond to uh director James that that

is something that we heard um throughout public involvement and as I'm going back and looking at some of the data one of the comments was a need for accountability and measurable goals and so regardless of what uh the board and the district decides relative to a conceptual framework uh the important step will be your key performance indicators and how you report that back out to the public in a way that they can actually um hold you all accountable essentially what about the students what are they thinking over there [Music] [Laughter] I love catching them off guards yeah I was just wondering um given what you experience on a daily basis in in school um is this something that you see as uh something that can be done I think um especially for equity as a

high schooler since we didn't exactly grow up with the sentiment of having such an equity based School you could definitely see it kind of reflected in a lot of mindsets um in Psychology we were learning something about how the younger you're taught the subject the more the more you'll like connect to it the more you'll tend to have a stronger schema around it and because Equity is something that's fairly new to us as a school um a lot of the hate speech problems you're facing a lot of the carelessness what's words and actions that's something that we're still facing and I think one of the only ways that we've been we get rid of it is introducing these subjects at a much younger age and making sure that teachers have a way of enforcing it

especially when it comes to like respecting pronouns not you know invading other people's personal boundaries it's a huge one um if somebody is saying mean names and teasing somebody that's a huge thing that I faced and when a lot of teachers were like oh he's just flirting with you like this guy is legitimately calling me names um I think when it comes to those things I think it's it's a huge thing of just enforcing these in a much younger age kind of just like adding on to that kind of how what you're saying earlier there is kind of that like oh yeah kind of like oh yeah Equity like oh yeah I'm doing that and I think you know combining those two points with kind of making sure that there are also little small goals

that go directly into Equity I know how Equity uses with everything so like no points to make it a whole Stone but I feel like there's also ways where we can get points that go directly straight to equity they make that very clear because um best Educators in order to have the best Educators we have to have Educators that come from everywhere and I think making this in a way that highlights about it yeah and do you think that by having Equity at the center and and then calling out like you know student achievement being part of like having the you know the best Educators right and then Talent being uh making sure that um we have those uh teachers that are ready to have those uh you know that understanding or creating those opportunities

and then climate and culture making sure everybody is engaged and connected um do you think that is that something that would be easily understood by our students and and um you know I I guess not followed but like um promoted or uh helped me out with the word like um Embrace there we go that's what I'm trying to say it all depends on who you choose to surround yourself with yeah so there are tons of students in Tiger High where you can where you can have a group that truly cares about this or you can easily find yourself get lost and surround yourself with a group of people that don't believe in this and that won't follow this I think we can't not everyone is going to be able to get behind this and that's

it's frustrating but it's true and especially at the student level um but there are there will be a good group of students that will support this and they will try and Branch out um there is a support system for it but it's going to be hard for that to be visualized in the hallways written on the bathrooms um because sometimes it feels like that people who don't agree with it are about us what if I mean another way to kind of conceptualize this because I think there is something to which I know we're trying to get at but also and um and how it's called out and also infused and so I'm wondering but I I really like to your point though kind of we're gonna walk the talk now and if we're gonna put

it in the middle what does that really look like and what if we took it would be different but like while when Equity was a Cornerstone there was the family of the Supreme old plan the family engagement piece the equity programs and supports what if we still and maybe it's not we're maybe not breaking up that hexagon into three pieces but almost like there are very specific yet broader Equity goals that are called out in the middle so yes it's our vision statement what does that look like before we even get to student achievement Talent safety climate and culture because then it really says this is what it's going to look like that's how we know if we're gonna pay what goals to set and B if we're gonna we're walking that talk then I

think we could still have specific call outs in those goals and initiatives with the three little top bubbles um that our Equity focused and we can draw those you know if we want from ACC because we have Equitable access to high quality well-rounded education like that's part of ACC Equitable allocation of resources empowering voice Workforce diversity I mean all of those already lend themselves very nicely to kind of being at least one of those little half circles so now we've and in doing that we've anchored it in policy so then we sort of double down on having to like walk the talk because we've called it out we've anchored it policy and now it's very clear if we're following that or not so that might be another way to have it also and still still

taking kind of the Bold step to center it inequity while also saying this is what we're not just putting that word out there but here's what it would really look like so um I appreciate that and I I read what you said resonated with me actually what everyone has said has resonated in different ways um I just full transparency and more drawn to option one than option two um for some of the reasons that have already been um surfaced I'm not against option two I actually think if I get what it's trying to do and thinks it communicates it well here are a few things that um are on my mind uh and oh and I think you were kind of alluding to this Equity means different things to different people and some people think

Equity means credit quarius Theory or Equity means um you know giving some to some people or nothing to other people like we get those emails from a lot of people in our community who um I think we all would agree have a wrong definition of equity or at least a definition of equity that has nothing to do with the way that we try to embody that word in our district but my concern is there are a lot of people who do hold those beliefs and so if we're putting that front and center and if that term is going to continue to be weaponized by people in the political sphere over the next five years to mean a certain thing um and this document is supposed to last for five years uh we're sort of at

the whim of whatever the language of the rest of the world is and um I also want to be really clear that I'm not all trying to back away from the commitment the walking of the talk um director Jaime says you alluded to um it's just something that's on my mind um given what we've all heard and experienced over the last couple years um uh director Urban or vice chair Urban to your point about the strategic planning goals and I don't know is it too early to be going there or is it okay to touch on that okay so something for us to consider think about um and Dr Sue I'm interested in your thoughts on this too I part of the goal of ACC in the accountability section of ACC was to call out

very specifically what are the measures we're going to use year over year to determine whether we're making progress in uh kudos to Dr Sue and her team I think you all got that email where it's been basically collated in a single place here are the measures I think it's I think we made a mistake in the last five year plan where we had all these different measures and all these different ways and frankly they just became Dusty on a shelf so what I would love to do is if we can figure out of those metrics and it's not too early by the way to add some metrics to ACC uh or to the equity audit like I think that's totally with film The Realm of acceptability based on community input from this process and board

and that cabinet input but if we could align all that together um and I think to your point I think this is what you're trying to get at those kind of do align to the cornerstones as is so those are just a couple things that I want to share in my mind um again not opposed to option two I just have that little caveat in the back of my mind and I was trying to think like who's our audience for this what are we going to use this for and what we used to use it for is like anytime there's a public meeting the Strategic plan would be on the people's chair or uh would be handed to them when they walked in with whatever the other material is so I'm just trying to use

that lens like what would be clear easy to understand communicate our values communicate our purpose um and so I was just kind of thinking through with that lens but that's just a couple thoughts does that get at what you were getting at with the goals yeah and I because I think it's a a good um like walkway between you know it's like and I think Dr soon I've talked about like we have Equity of it and we have policy ACC and we have like all of these different things but really they're centering around one thing and how can we start to bridge those so that they're all clearly connected and we're not doing this through your point the same thing measuring it a bunch of different ways and then having to kind of translate the

measures and metrics for this thing to fit this other thing over here and I think when we already and I I think there is something really um thoughtful and clear when we are when we Center and anchor our strategic plan in policy I think that whatever that is it sends a message of like this is it's not willy-nilly it's very clear we have policy around it so we're not only double Downing like I said on that policy but also why it's a strategic plan and that's really what we're going to be looking at whether and you know however we organize that but I think then for the administration and cabinet then it makes it much easier to kind of how what are the goals and the measures for those things because they already have some

of those in place for using in the equity audit or ACC or all those other areas so I just I think it's a yeah and if I might push back on um the thought of yes there is a lot of um misunderstanding of what Equity actually means right and so I think it goes to uh both the students points that if we had more of an understanding or more of an education on what Equity actually is then people would actually in you know embrace it rather than say use it or weaponize it of some sorts so by um strategically putting in a shared definition of what the district thinks or what how we um how we Define equity for us then I think that that is going to go a long way in terms of

educating the community and that we're not going to take away from people from some to give to others right our belief is that Equity is to graduate every student and making sure that they're successful and so if that's how we're going to end correctly and we're going to Anchor policies around it then it gives for the next five years it tells people this is where our Equitable practices are going to Anchor in at Tiger Tualatin and we're not taking away from people we're not teaching critical race Theory we're not doing this we're not doing that what we're actually doing is we are making it so that all of our students are able to graduate and be prepared for society I think that's well said um and I don't disagree but I would say if we

asked even our District employees what does equity mean most wouldn't say this this would be outcomes that people would say would be Equitable outcomes but they wouldn't list this um and we're not operating in a vacuum we're operating in a complex um Dynamic but your point's good if we're gonna if we're gonna lay our flag down maybe this is the place to do it Jill were you going to say something I was just gonna say the other thing to keep in mind is that the Strategic plan is really our road map and it might not be the five board members sitting here right now who are following that road map in the future and so we need it to be complete and thorough and honest and also obvious for the person whose chair we put

it on there so it's it's clean right and simple but it also needs to be sort of a tutorial if you will for an incoming board member this is what we believe in this District if you want to be on our school board this is expect this work to be part of your portfolio um and so there's there's that component too it's not just a reflection of us right now it's projecting the world and it shouldn't just be like put out in on public meetings right it should be used by all of the employees and everybody whenever we're trying to make a decision do our decisions align with our strategic plan and I think that Dr Sue will say that every time that we've you know into tearsity when I was unemployed Whenever there was

a big decision that was going to be made we looked at the Strategic plan so that we were aligned to it her goals should be aligned to the Strategic plan just as they are currently right and so if we are aligning the district to move in this direction then and we're saying that Equity is at the center and all of our decisions are being made based on this strategic plan then you know that's just going to create better outcomes for all of our students other thoughts questions uh We've covered a lot Dr Sue do you have any Reflections on any of these things and no pressure If you don't good and well thank you yes I have I have a number of thoughts and so I will try to be be concise here uh I

think whichever model you follow um there is a subscribed set of quantitative data and I believe that ACC has accurately identified those as I'm looking uh either at draft one or at option two um when I think about student achievement the quantitative data are the state assessment and the I ready which is reported that's that's set when I think about climate and culture the um odrs or the discipline referrals and attendants fall into that category when I take a look at Talent the data relative to diversification of Staff each year and how we hire and how we rehire to ensure and protect those those individuals and then in terms of equity uh the work that we do around that's the qualitative data it relative to each but also what lives in equity are the odrs

is the attendance is the academic so the reason I bring that forward is that we can have all kinds of data sets but if we don't have a tight set that is quantitative and can be easily triangulated um you will not have a way of evaluating whether the Strategic plan is effective or not in addition however when you when you mention additional data sets I would offer that there is qualitative data relative to the equity audit that is done each year across the pillars around affinity group listening sessions and empathy sessions and so on and so forth that also informs us on a yearly basis and I'm right there with you chair and board in the sense that as we go into our budget conversations and we know that this year potentially will be a

challenging year that that strategic plan and those data sets should be front and center so that everyone understands uh what it is that we are driving to in terms of outcomes in terms of student achievement climate culture talent and and how Equity is expressed within that so those are my first thoughts in my sorry and the second addendum to that first thought um and so in my mind ACC is the anchor the Strategic plan really is the living breathing document if you will the the AR to policy ACC as to how this how this occurs Point North what are your Reflections on this conversation I think when we were originally spending time with the board and with Dr Sue it was under the idea that ACC he was the anchor and being able to take

it operationalize it and help it to live within the district the idea that the Strategic plan is just placed on shares when community members walk in isn't enough it's not the way in which you would Envision the Strategic plan would be implemented and it's not the way in which I think what we've experienced the district's leadership and commitment to the Strategic plan is so it feels to me like you're right at that moment where you can Define either of these models either with four or with three but the key here is um really defining what it means to you know and defining those outcomes many of which are already defined for you as a public institution but there's more beyond that in terms of your communication message and I think that why the how and

the what that's what we're trying to achieve here in a simple way and it's just a matter of what this board is prioritizing and the way in which you want to communicate that and then getting clear about how you define that it feels to me like either scenario we can get real clear with the goals and we can justify why um because I think this is a debate that we're seeing in lots of different boardrooms all across the region it's how you define it how you amplify that message that's so critically important and I think the key word there is how you define it sure I think your point is well Tech and certainly you uh this this board and School District does not operate uh without uh some external context but um I think

to the degree of that uh you're clear about what Equity means and I think you all have already done a pretty phenomenal job with your policy uh but somehow you have to operationalize that policy to your strategic plan when we met with the cabinet that was one of the things that came out pretty clearly is we have great policy but how is that tied through the Strat plan because I think what's not working is to have all of these various elements in various places right and I think we've heard that from you um but it has to be clearly defined and clearly communicated and clearly measured and then clearly reported back out to your community I think Owen might have been ready at one point no my question was just going to go to Dr

Seuss point on like um how are we keeping track and making sure that we're still um we're still following the points like this is my only second time seeing this a five years strategic plan um how do we review this in between and that and to make sure that we're still following these points and that we haven't drifted or like our mindsets kind of changed a little bit on each point because they're so broad that we cannot be hitting it as hard as we should be so one of the ways which aren't they're not going to show up here yet but if like on the the previous one un so in theory in either of the models let's say if we're just looking at these so under Talent there would actually so the cabinet then

take we will see those cornerstones let's say that's what they are the board will work together to say okay here's three specific goals that we want to try and see get met in the next five years and then that goes to cabinet and they develop the actual initiatives and the metrics and how they're going to met the things that they're gonna do to move that Needle and to meet that goal and that's then what we can all at any point look back to and say okay so how are we doing with hiring diverse staff okay what what did we what was our goal around that are we meeting that goal what were we measuring that by okay that's you know we might make some you know shifts in terms kind of like mid strategic plan

shifts in terms of like we're not quite hitting that but that's how we know that what to look for and what to try and measure because we'll we'll set those goals they'll give us they'll kind of come up with the ways that they're going to meet those goals and that's what we can kind of keep looking back to and so you could look at the old strategic plan and there were a lot of goals which makes it really hard and then kind of say okay here's ones that we did great here's some that oops we didn't really hit at all here's something we still need to work on that's another layer that we can bring into this new one kind of we had the you know like transparent paper like here's another kind of layer

that we can put on top of this is here's all the community input also as a board here are some areas and that's kind of one of the questions that was asked during the sessions too is what's going well what still needs work what might be missing and so from kind of our old strategic plan that's how we can kind of measure those and then policy ACC really gives the ways to measure a lot of those things that blend very nicely with a lot of the cornerstones if that makes sense that was very helpful description even for me yeah no and as I'm thinking about it too like a part of the question in terms of form although I guess we can probably make it up as we go along if we want to but

um when we've got the four cornerstones three is that the number two to four three yeah um if we use option two does that mean we don't have any specific just to the equity pillar and that those aren't just embedded throughout the other three well that I I had thought perhaps you know we could keep our value statements in the middle of that hexagon and then maybe around that is really kind of like that first step and think of like osmosis almost is like equity and they're much you know and there's some statements around that three kind of more broad Equity goals but also we know that those are then infused into student achievement into Talent Into Climate and culture and then some of those words around the little half bubbles which could you know

could be changed but could really kind of call out equity in some of those as well is that visual for some reason takes away my anxiety a little bit interesting because I also like the the equity description on draft two is basically Dr Sue's interpretation of warm demander and we lose it if we apply Equity to mean just these two outcomes of thriving in school and graduating um so if we could maintain that but keep it at the center because I think that I think we are at a place where where we kind of it's like that clip and you're kind of on the edge and like you take the leap to really Center this and I think and to directors point we don't know who will be here in five years but it would

be really great to have a plan that clearly centers Equity if some of us are not here and um and so I think there would be a way to like PTSD mission statement Equity all the things that Equity is Juiced into that visual click for anyone else maybe I'm the only one who saw it but I saw it yeah that's what I was thinking well I was actually just thinking about taking the leap but like not falling plot on our face but like actually yes yeah exactly um and and I think I would agree 100 with everything that has been said is that yes we do have to keep it at the center Equity at the center and then Infuse it throughout um the other things by uh calling it out you know um and

highlighting it so what are we doing what what this Equity look like into an achievement what does Equity look like in climate and culture and talent right and so how do what are our goals and if we're writing three goals one of those could have a a specific Equity lens um or Equity being called out on uh I mean I'm sure that all three should have something but at least so if anything I want to dig on dig in on that for a second yeah because um so like I've been thinking of Dr Sue's superintendent goals her superintendent goals were raise academic achievement for all students and close the gap between groups of students I feel like if we could get every or most goals and the ACC data should theoretically make this really easy

to measure every goal should have an overall population and close the gap yeah and it should be pegged by what the data says right like we'll know where we're are starting because of that first ACC report but to your point so it's not like oh here's our Equity goal it's like these are our goals and we want Equity to show up in the results for all of these goals yeah well I mean and we would intentionally call it out and by you know at the center of it all being that we want to graduate everybody right so then if in student achievement we are um ensuring that we've got all of our teachers trained you know so that we can have better um relationships with our students who are often marginalized then you know how

do we call that out in that goal right or if we're saying like um you know uh Talent right if we're going to hire and and recruit as many um Stu as many uh bypoc teachers right and then so how are we maintaining that or keeping them in the in the district right and and how does that look uh like go ahead yeah please so I thought about that is in the in the previous strategic plan um data was actually uh marked out to within five years we want to be here um and I would offer that for your uh consideration as you're thinking about this in the next five years we want to see gaps posed by and we want to see you know all students achieve consistently by some measure but more of

a longitudinal from your perspective our job then is to break that down uh by year so that five and eight percent May then shift to something that's even more aggressive or may need to be less so because you finally hit the ceiling I'm thinking about our latest our last graduation report where we're now in the 90s and it becomes incrementally more difficult so you're not going to set a a goal of 10 but you may set a goal of two to three percent uh for a given population because you're banging up against that 96 plus percent which is wonderful place to be um and so it's not just about maintenance but also being mindful about versus uh where you've got some Gap closure that may be more addressable [Music] Jill did you have anything you

wanted to add I don't think so I think exactly what everybody's been saying I could say the same thing again but I think we probably run out of time cool I'm trying to revert back to the discussion um prompts that we've got here so how do we feel about where we're where the discussion is is there more we should dive into or is this enough to move to the next phase I think I'm looking to these three leaders my first thought is I think you know we can what I'm hearing is we can shift the option to framework slightly just the center part um and I think from our previous discussion adding safety to climate and culture and I think you know if once there's an agreed upon visual there I think then you know

we can think about then I think we're ready kind of for those the looking at the data again the goals and then those kind of you know if we need to change any of those kind of keywords for each one at the top um reviewing ACC I mean kind of I mean I think we're at the goal setting phase it feels like I feel like we're in a you know we're kind of we're right up against that like we kind of want to start talking about that stuff but that's what I'm saying we have to like pull the Rings back tiny bit although I would like to just throw out there that I would love to see the word Catalyst go away from the talent the word what Catalyst I've always hated that word I

hate referring to people as catalysts it feels like a chemical reaction instead of a humanizing thank you well but I love being a catalyst not always about you come to it what are your thoughts Point North Pros our objective was to you of this conversation um it's not a easy yes or no which of these Frameworks it has to be the framework that feels right for this board moving forward um and our hope is is that we have some consensus on the way in which we can articulate what the framework looks like we can refine Graphics to maybe represent that a little bit differently um and I think we're pretty close it sounds like um in terms of a bit of consensus here I think that's right do we unless David's gonna ruin it right

now yeah I was just wondering like we need we don't need to take a vote or what how are we going to say whether we won one or two I think we can just I think what what Tristan has described is basically using option two as the starting point and reframing how we incorporate equity in the center which I think there's General consensus towards can we make it look less uh like a flower or a um okay here we are here because it kind of looks like the coronavirus we don't want it we don't want it to look like that it looks like looks like Trivial Pursuit I'm done for the night it's a flower with petals and we're going to get pedals there can also be a sunflower so yes I like that better

and then the part in the center which is where the bee comes into pollinate that's exactly laughs so then um well actually that's the next slide is next step should we talk about what we next time in terms of next steps we're already so anxious to talk about goals which is exactly what we're hoping to do October 10th um it's the development of the strategic planning goals within the framework so we will bring back a revised version of what that framework looks like reflecting the feedback today really try to hone those goals that are reflective of what you already have identified within in particular the ACC policy and how that lives within the structure of the Strategic plan and the idea is that you're at a place where you feel comfortable taking that plan to

that Community advisory committee by November 2nd it's October 10th to November 2nd well that seems like that's a while it's not really that long and so I will need to use that work session to really feel comfortable with what it is that we're developing together um and the the cabinet then we'll have the opportunity to to work through what those planning goals look like and how they can operationalize those the CAC would have the ability to review that plan and see it about a week ahead of time so they show up capable of providing some really good insight and then the plan would be before you integrating Community feedback for adoption November 21st one of the key elements that we have heard throughout this process is reflecting what you're hearing through Community feedback and so

we want to be able to thread this is what we heard this is is how it shows up and the updates to the Strategic plan and this is the new plan and so making sure that all of those touch points have occurred and that you have that one more opportunity with the cat and that we have a clear set of messages that are reflective in the plan is a key element of not only delivering an updated plan but delivering that message to your internal and external stakeholders support for your um consideration given that timeline if you define your goals on the 10th and we wish to have something to the CAC a week ahead that means we need to deliver it that Monday the 24th that leaves the cabinet not quite three weeks time um

if that to fully formulate a first draft um and so I would um encourage um clarity so that we so that we can so that we can deliver on that timeline I think that makes complete sense um we have a few minutes can we wade into that topic now just as kind of prime the pump a little bit so I'm trying to find Dr Sue the email didn't you I think you just sent out an email with the ACC Equity audit metrics that we talked about uh um that was in your board update for this week in the board update have you all seen those measures yet we should get those to you um I'm trying to find it and Paul has yet will add the graduation attendance um and Ninth Grade on track date

as well that which you have seen before is that the ACC folder you're talking about yes yes I'm not finding that it's it's not in the board reports and emails just moments before she sent us the board report September oh there we go perfect and you also should have received an email with a link Okay so yeah I think so we can share this um right okay so these I don't I don't know the answer to this question I think these will be some of the goals uh some of the topics that our goals will focus on so you've got things like graduation rate ninth grade on track um CTE classes uh IB participation rates and we've got it all for district population and disaggregated um so that's what that's this these data points were

what I was imagining for some of the goals some of the goals might not be captured by these data points and I think that's what we're going to need to dig into board members might feel like some of these don't belong in the street teaching plan that's okay too but I think this is a really helpful starting place that is super integrated to ACC and could kind of systematize what we're trying to do um with the equity audit um so maybe Dr Sue what would be helpful is like board member assignment would be review ACC annual report figure out is there data are there measures that are not included there that you think we're going to want in a goal for cabinet and for cabinet review those measures and say what other goals that might

not be covered by these data points might they think would be useful and to maybe overlay that with the slides on the themes from Community engagement feedback so we can kind of see where those intersect right my only caution is that more data is not necessarily quality and so if we're open to absolutely we want to bring those forward we're going to make sure it's something that we can accurately measure and that is because of the way the models are are the proposed models are set that they should be synergistic to one another um and so unless there's a compelling case relative to an outlier a piece of data that is very specific to one of those that does not belong to everyone else again it's just a matter of the time to collect and

and to analyze and to synthesize and to make sure that we are crafting the right strategies that can be measured and also that those measurements are measurable over time and are not those measurements aren't going to change correct but it's not a one-off for this year but but not necessarily for going forward because ACC commands a launched to it right so in that regard I'm wondering how much use it is the board members to go through and say we need this we need this we need this when we don't know which data is stable and which isn't this data is all stable that's why it's inequity okay perfect all right good thank you what do you think so it's just so I'm visualizing this correctly so we'll have the three slash four-ish areas cornerstones each

Cornerstone will have we'll need to update you know remove Catalyst for example but like get those like sort of overarching vision for each of the cornerstones and then within the cornerstones we'll pick about three goals that we would would sort of reflect that Vision that we've outlined in the Cornerstone is that the way to visualize it and I think because then if we do that then we can pull one of those words to be the Petals of each of those areas so those might change a little bit from the model but I think that would be an easy way to kind of like um one of them was like engagement or whatever it was and there's like you know you could click on that or whatever it is however we list all the specifics there's

like a you know a very clear goal around that that has to do with that piece with embedded in that that goal and that organizes it nicely all right are we are we feeling good anything else you need from us um before we enter in the work session this is a big lift we really appreciate the opportunity to have this dialogue and be able to share some of the themes and move forward thank you for your time this is a great battle thank you for all the time and expertise you put into this obviously from the board discussion we're probably not the easiest part to synthesize thoughts for but uh I really appreciate it thank you and to Vice chairman and director Lynn for taking the lead on this I know you're putting in a

lot of extra time Beyond just what we're doing here so thank you as well and with that we will adjourn the work session at 602 pm and we'll be back at 6 30 for the regular session it's
