um [Music] all right ladies and gentlemen uh thank you so much for being here I will call this regular meeting of the tiger told the school board to order at 6 31 PM prior to this meeting we had a work session where we discussed the uh an update on Equity audit with uh directors Xenia un and we also met with Point North strategic consulting firm to help us with our strategic planning process um and that work happened before this meeting um so briefly before we jump into today's agenda I just wanted to um uh let folks know the reason why we're a little bit hybrid tonight uh is because the standard that we've had as a school board historically through the pandemic is we try to match the instructional model of our students so if
we're asking our students to be in person we meet in person if our students are in uh comprehensive distance learning we will Flipboard meetings to match so I want to thank my colleagues who are joining virtually I want to thank director heimes for being here and cabinet members as well thank you for being with us this evening um I know different districts are making different choices about how to do this um in different areas and we're trying our best to get it right so with that uh we will uh jump in and I will invite motion to approve the agenda unless there's any changes Dr Richardson there are none okay and to approve the agenda as presented motion has been made by director search me right before coughing fit it appears uh and seconded by
director Jaime's is there any discussion on the motion hearing none we will move to a coral vote and folks on screen uh I think you can just unmute when we move to a coral vote um so all in favor please say aye all right I'll post say nay motion passes unanimously okay to kick us off this evening I will hand it over to Lisa Burton for recognition and good news I'm gonna try using this microphone for your reason to hear me okay it's pretty muffled I know can I switch can you hear me a little bit better can you hear they can hear you online probably better okay but yeah I think that should work okay so um this evening I'm very honored to share our appreciation of the very people meeting here with us
this evening um ttsd school board members board chair Ben Bowman Vice chair Marvin Lin director Tristan Lin director Jill zershy and director W Jaime is even though we are making a special effort along with other districts across Oregon during the month of January to show appreciation for our school board members we recognize their contributions reflect a year-round effort on their part ctsd school board members are dedicated individuals who are committed to improving student achievements into fighting for the best for all of our students um or who is sharing the presentation sorry oh is it up there okay sorry yep it's on there we go okay I just want to make sure we're okay okay so we have an annual tradition of awarding a book chosen by the school librarian in honor of our school board
members this year the following School libraries will receive these books hazelbrook Middle School will receive dizzy In Your Eyes by Pat Mora in honor of director Jill's roast beef Templeton Elementary will receive crown and Ode to the fresh cut by Derek Barnes and Gordon Sue James in honor of chair Grand Bowman Tualatin High School received call us what we carry by Amanda Gorman in honor of director Jaime or w jaimez direct Deer Creek Elementary will receive beautiful me by Novella Noor in honor of Tristan Urban and every year we always have schools that request the same books because they're usually what's popular and what students are currently requesting and so Metzger Elementary will receive beautiful me as well by nobelenor in honor of Marvin Lee this is a very small token of our appreciation for
all of the volunteer hours and time you give to PTSD in our community and now word no words can truly Express how fortunate we are to have you working for us and your dedication in serving ttsd so thank you so much all of you typical donations that's great the the Librarians really look forward to it every year very exciting that I'm sure students will be looking for that yes so colleagues joining virtually any comments you'd like to make director search me I just want to concur this is the coolest School Board recognition um idea ever and I love it one of the reasons I love it so much is I've I've way back before pandemic I used to volunteer in the libraries and so I know how much a new book coming in is a
really neat addition to the school but also from a personal perspective it gives me a new reading list so last year's book I went out and bought and I loved it I was Indian no more it was a really great book so now I'm really excited to get my copy of dizzy in your eyes and read that too and find out what the kids are reading so thank you very much for this really nice honor Vice chair Lynn yeah I wanted to say thank you so much uh for the honor and I have to agree with director zersh Mead I I just I mean no better way to honor uh the work than through the choosing of literature and literature that's relevant that's uh represents our diverse student body and so just beautifully beautifully done
and I will get a copy of beautiful me and check it out as well so thank you yes director Irvin I will just sort of reiterate what my colleagues have said and what a lovely tradition and similar um to the director zerchmead I also um volunteer in Durham's library and so it really is I mean watch the kids anticipate books coming in and getting to help get those on the shelves is really a pretty special honor and so knowing that there are new books coming in that the kids are excited about um makes my heart Happy And so really what a lovely tradition what an awesome group of books that were chosen as well so that that's that's really cool too thank you I just want to say that uh you know we do this
because is we really care about the students and so thank you so much for allowing us to do this work and thank you for the recognition I feel all like all these comments this is and all especially I think I should note our previous board members supposed to jump into completely volunteer position during a really really challenging time but um so into directory who's been doing it for more than the rest of us combined I think so um gratitude to be serving on this board with such great diverse experiences and skill sets and ideas I think we work well together we appreciate the recognition so thank you Lisa and Dr Sue actually has additional presentation I do and so um but what I love about this is that the credit bot here it talks about
superheroes and no time like the present that this is so very true all our superheroes invested times pre-pandemic it is a pleasure to work with you being part of doing this work with you now in the pandemic the challenging times I honored to be able to say that I am your superintendent and your county with soft partners and guides and meet our entire Edition so please hear my gratitude to each and every one of you and with that I would ask the audience here to please join me and All Around The Falls thank you Dr Sue uh and thank you for folks and attendance well with that uh let's move on to uh the next item on our agenda which is student representative reports uh who has the shorts frog it's one first today Henry
you were volatile uh we're switching it up today um so um for winter break and after about four minutes in a short week um there were two events uh home for the holidays performance which um I know Dr C with ended um and there was an affinity group winner social um not much has happened since then since the return of um in-person school there was a winter formal plan for January 15th but it was a postponed um but other than those things the um biggest uh thing that I've heard from students right now is the worry surrounding phobit and uh specifically Omicron um and every one of my classes I have heard at least one person say they're scared to come to school um for me it feels like I have little choice but to
attend um having a schedule of six IV classes um kind of puts me in a pinch for the fact that most of those classes are lecture or attendance style meaning that if I am at home I will not learn anything I can do some of the formative work but a lot of the instruction and what we learn um is in class um and that fear of falling behind keeps me having to come to school um for my family that becomes a big problem and I know that there are tons of other students that share those same experiences um and some of my friends even have no choice but to stay home they're forced to stay home um and then uh my little sister uh who's uh seventh grader at Fowler um recently came home um
to tell my mom that at her third lunch there weren't enough Lunch Ladies to make food all the way until third lunch and she actually didn't get a lunch that day um and that made me worry for middle schoolers who maybe need free and reduce lunch um so I was just reporting on that one instance in case you guys didn't know about that um so at Tualatin the student body is feeling the effects of the recent uptick in cases through the postponement and cancellation of certain extracurricular activities like coffee house tualatin's monthly Performing Arts night it's currently still on the up in the air whether it's going to happen or not or not um the ever-changing situation leaves many events in flux for example this week's basketball games were canceled due to several positive cases
on the team and additionally our winter formal dance which was supposed to serve as sort of a fill-in for our homecoming dance from November that was canceled also um and the week we've been back from school I've noticed a serious mental health crisis among students I've been hearing from my peers that people feel very trapped in their environments in the high school we see our classes dwindle as more and more people test positive and even scarier we watch as students with known exposures come to school refusing to get tested um out of the fear that they may miss school with the fast approaching semester end um and concerns surrounding not having the materials to complete assignments the general consensus is that if the inevitability that one would have to miss school due to a positive
test or a quarantine period we would not be able to catch up in time for the semester to sum it up students are struggling and we need help foreign thank you both very much um with that we will move on to superintendent and board communication uh Dr Ricky Smith thank you I will uh defer to the board this evening as I assignments related to the covet update procedures okay thank you uh board colleagues uh uh who anyone virtually who'd like to go first Vice chair Lynn thanks so I I guess it's somewhat of a tradition on my end you know once when I hear the student reports I always have questions and one of the questions I guess I uh would ask them both is is what what do they as student Representatives think um
you know the the issues that they raise around um concerns and anxieties about attending school and so on um are are critical and I guess I would like to hear their thoughts about how those issues could be addressed um I know personally I've talked to a lot of students in the vast majority of them would feel comfortable with a very short one week or two weeks at-home period of learning but I understand that that isn't feasible for a lot of reasons especially for younger kids and um who like need a parent to stay home with them and if they have working parents that's tough also for kids who like rely on the school to get food um it's not a realistic sort of expectation although we may be headed towards that I think something that
we can do to help address the situation is um making our Mental Health Services more robust and more well known because in schools the only thing that we're really advertised widely at Tualatin is we have our den but teachers don't really um show that as a resource and as often as they maybe should um and also the only other resource that we're constantly directed to is Crisis lines and I don't think that crisis lines are the necessary measure or what students are experiencing right now um and then my last point would be um probably updating canvas in a different way because if I were to miss school if I were to miss a math class I'm not going to get the material that was learned in class by reading a worksheet um those lectures are
like real-time things that are happening in class and I know that's a really tall order to ask the teachers who are already so swamped right now but I think just finding a different way to put material online and making it more accessible to students if they were to miss school um would ease a lot of the anxiety that is being felt right now whether you are having to be home because you're quarantining because you had a positive test or because it's just not safe for your family for you to be at school I think that would ease a lot of the stress that's on student struggles right now um there are a couple things that come to mind uh the biggest one I think for a lot of students is some education um I feel
like I'm editing the CDC every single day at school um telling students what I do know um and referencing information that I do have but I think that a lot of it comes from misinformation or questioning um for some students they're like why haven't we closed down and um there are reasons for that that um a lot of students I know do not know and so some education around like what Omicron means for students I think would be um greatly important especially because a lot of students don't necessarily know how to go to the CDC or read those in-depth sources um I for one struggle with that I have a mom who thankfully as moms do educates me quite often um so I get to learn a lot of that from her um but the
big thing for mental um Health Resources at Tiger that I would um again reiterate from what mahathi was saying is it feels like resources is kind of a buzzword um a lot of the question that I get from hearing that is what does that mean um what is a mental health resource and I think for a lot of students the first thing they think of when they're having some anxiety or um having some mental health issue is not oh my school publishes these resources because um a lot of the time when we do go to those resources they may be a crisis line or there may be something else um but again I don't know off the top of my head I know other students don't as well um so maybe specifying what those things
are would be helpful um but for a lot of students I feel like it is that educational piece um because there is a lot of worry um and a lot of students don't have answers and not having answers I think is scarier than having an answer um that is more real Vice chair Lynn did you have additional comments or questions well I just appreciate uh that feedback and I really can't hear you hello can you hear me okay can you unmute and say something sweet and see if it's your uh if it's okay testing testing okay we can hear director search me and director um One More Time testing testing test okay you're back thanks sorry can you start over Okay yeah I just appreciate the the thought um that went into those responses in
terms of thinking about how we can resolve that and I just started wondering you know um chair Bowman and superintendent Ricky Smith if there's any way that we could kind of convene with or consult with student leaders on a regular basis around some of these uh to get some some some momentum maybe built around uh in student engagement as it relates to um covet 19. do you want to speak to them Vice chair yes and we have our team here this evening and um including director of most importantly director Carol kinch who oversees is part of that uh support system uh and so certainly in in our continued work this week as we are thinking about how we're navigating current conditions within the pandemic uh to hear the need relative to mental health is is
extremely useful uh and we can certainly um take a look at opportunity and bandwidth uh to engage more fully and but most importantly also to address the problem in real time to the best of our ability right now it's it truly is a bandwidth issue and I will be sharing some of those challenges with you all here all right uh Other Board member uh reports uh yes director Irvin um are we doing reports or comments on what they said we're in uh board communication but you can still ask questions or okay um okay so I'll kind of do both so I'll start with the news I guess is easier so I also went to the home for the holidays concert um before break there hasn't been a lot going on obviously um and clearly now
I'm sort of here for a while um in a virtual space um but free all of this pre-vacation and that choir concert was quite lovely and um I mean there were just some certain points there one of the pieces that I love and I hope it becomes a tradition um was there were a lot of kids home from the holidays that had graduated and so they were invited up on stage to sing a couple of songs um with the current students and that as we all know I'm kind of a emotional human anyhow and that was so tender and sweet to see these students that came home that missed some of their concerts from the end of last year they got to come and perform in front of families they hugged on stage the friends
and anyway it was quite beautiful and really started that um that winter break in that holiday season on such a lovely note so I just think hats off um to the whole kind of music department at Tigard for doing that um I know that things are really unstable and unsure right now for students and so I think my one question I think Dr Lynn answered it a little bit but in terms of student information and and I appreciate both of you as student Representatives recognizing the struggle right there's a lot of good reasons to be virtual and it helps a lot of things but it causes a whole bunch of other problems in other ways and so it's not this sort of simple easy fix and I appreciate you guys really recognizing that um and
maybe in terms of the bandwidth issue I was just wondering if there was some sort of like student um kind of in layperson's terms some like FAQs that maybe we could help develop um and maybe it wouldn't take a lot of bandwidth as sort of can you know having that ongoing communication but also just kind of setting something up um that could go out to students that could go out to you guys that could go out to teachers because I think you know we received an email from a teacher over the weekend that was such a a really good picture of what it's like right now and it's sort of like this huge elephant in the room that everyone kind of knows what's going on but nobody's really talking about it because how do you
talk about it but in a normal time if half your class was gone you'd be talking about it um and so I think just having some maybe just some freedom and some space given for classes to kind of talk about it have those sort of at your level explanations to some of those big questions and big fears answered and then you're kind of feeling some of that scary space in with information maybe that's something um that we could do that would there would be the bandwidth for um and so that was kind of one of my my thoughts on that so I don't know if that makes sense yeah you can transformed uh yeah I'm happy um yeah I I love that idea I think another thing that um Henry touched on uh was like
the lack of like knowledge about what to do if you feel sick and like I that's just not accessible information it's like very deep in the district website and so I don't think like I don't know many students that are going to take the time to do that and I know Henry can probably speak to this like this weekend a lot of like Instagram posts were circulating about like things to do if you feel sick or what to do like once you get a positive test and like that's not really where like students should be getting information on what to do it shouldn't be from like a random Instagram post of a tweet it should be from Like official District Communications so people know like what the up-to-date information is right now which I know
it changes all the time but it would be really helpful to have sort of like a main page what to do um if you test positive or if you feel sick sort of thing that goes out to students or and families yeah yeah sure Henry I talked previously to Mr Abel who is uh the leadership um teacher at Tigard about um kind of there was this other thing they were talking about like getting a communication out to all the students and um during that conversation uh there was something touched on with the difficulty with that um so part of that has been kind of like trying to talk to all the students at once which should be that kind of thing from Tiger 10 has been kind of hard that I know of um so
I would also like to say that I am more than happy because I know that the district is swamped with like everything going on that I am more than happy to assist or lead in distributing that kind of information um I would be more than happy to talk to other students and or teachers or somebody to get that information out because I do think that it is the most important thing to have accurate information as well as information in general um but yes there have been a lot of posts of tweets online about what to do from people I have never heard of in my life who don't do not have MD attached to their name um and that can be kind of concerning uh so I would just like to say that I think
that information is probably the biggest help for students to decrease worry and I am more than happy to help in any way to resolve that issue character search me so I would also like to volunteer to help with that I will work with District Personnel because I'm stuck at home so I have lots of time to sit and type at my computer so I can help with the content of whatever that communication might be because uh Henry you're absolutely right not knowing the answer is is the worst part and this whole pandemic has been accentuated by the fact that none of us know and even the people at the top don't necessarily know their everybody's all the adults in the room are making their best guess on the information they have at this minute and
in six hours that information can change just like that and so it is a huge task of keeping it up to date without refreshing the you know sending out a new email to all of the students every six hours at which point you know after the third one they're going to stop paying attention to it anyway so it's finding that sweet spot between getting information that is valuable and not changing making it sound like we're changing our minds every week or whatever but I absolutely share your frustration I mean I went through the exact same thing last week where I was trying to figure out what do I do when I can't yet get a covid test but I'm sick and the New York Times tells me one thing the CDC tells me another thing
and you know it's really frustrating so I absolutely share your concerns and and for a student it's it's bad because as the adults in the room we should be able to say this is it here's the nice little package you're done we're done hi sherlyn yeah um so just a couple of thoughts um in reaction to what everybody's saying notwithstanding the band with issue um I it it seems to me that if if there were opportunities for regular communication between District leaders and student leaders around where we are what are we doing what's the best information we have right now students have the capacity I know this from because ASB um you know manages a for example an Instagram account where they could potentially I don't want to volunteer not say but um you know
put out information through Instagram that they get from the superintendent or or someone else about what's going on where we are um so that could be a a collaborative process um you know if there were opportunities for students to have that direct connection to the information absolutely great ideas um thank you chair first of all uh I guess part of my report is that I don't have much to report on uh other than I went to the um Oregon Association for bilingual educators conference this weekend and it was fire mostly because you know I was part of the board there but that's beside the point um I guess just to get serious uh friends that are here students um we get it I we completely understand where you're coming from I'm so sorry that you
feel like we are playing with your lives we are not we're trying to make the best possible decisions in a real hard situation we are between a a rock and a hard spot as they say we're not going to please anybody and that's unfortunate because we try and make the best that we can and it's just we end up hurting everybody if we if we close down you know that's gonna hurt some students if we don't close down that's going to hurt some other students it's gonna upset some parents it's gonna you know whatever we do it's going to upset somebody so what we have to do is we have to trust the science we have to stay the course with what we know is best Dr Seuss has given us this whole presentation about
the and I'm sure you've seen this uh slide several times the Swiss cheese slide right where we're offering a lot of um mitigation protocols or how to stop the spread how to wear our masks correctly how to vaccinate and where to get the vaccine and where to get booster and that's how we're going to get through this is by staying the course following what are OHA ode all the knowledgeable people they have the MDS by their names right and are telling us that this is how we are going to get through this and like I said when we when we all sit here we're all thinking about Equitable outcomes for everybody and if we close down you have seen a lot of your classmates that have you know their grades have changed my own kids
their grades tank because we were in distance learning we're back they're flourishing we're back they're also having panic attacks because it's you know it's really tough they're they're in there and they're missing half of their class or more and they're wondering where are all these kids they were also seeing hits on buses that are not masked they're seeing kids walking around the hallway with their masks down you know below their chin right so that doesn't help so we just have to continue to follow the science and that's how we stay the course that's how we make it better um administrators staff everybody is trying to do the best that they can right and and everybody's doing the best they can and like I said we're not gonna please everybody but we're gonna stay the course
and we're going to provide the best education possible thank you director James for speaking from the heart um director search me I just want to add on to that one thing Henry mahati I'd like you to tell students when they're telling you how panicked they are um we are unbelievably fortunate in this District that our superintendent used to be a public health nurse and so she knows what is the best possible thing that we can do given the science right now and so if ever there was somebody that you can put your faith in know that our superintendent is taking her very best care of all of us staff and students and just please remind the students of that because it it's something that I am thankful for every day we hired the right superintendent
four years ago uh thank you directors um so I will make a a couple comments sort of align um broadly with the direction director heimension speaking in so what my colleagues know but some folks in the room might not know is that we've received probably over 100 emails in the last week or two um with a lot of emotion a lot of anger a lot of stress from folks across the spectrum of things they think we should do there's folks who are demanding we shut down schools immediately there are folks who say basically if we shut down schools that we don't care about kids um and all the range in between um so I'll first just acknowledge on a human level I was I send an email to uh Vice chair Lynn earlier today that's
it's hard that's a hard thing to to read um as director Jaime has mentioned we are trying our best um and there are going to be people who are unhappy regardless of the direction that we go um and I want to underscore what was mentioned which is there are real costs regardless of what decision we make as a district so when we went to comprehensive distance learning for a year what we saw was that the students who were most harmed by that were students of color and lower income students what we see in person I think we had you know 30 absences at our high school students that's 30 of students who in in person aren't accessing their their right to an education because of fear and Society Etc we also know that when we
were in CDL there were huge mental health challenges for kids who felt isolated who relied on free and reduced price lunch whose parents weren't there to uh to supervise and give provide them care so what I what I would ask of folks is to remember the complexity of this and to remember that there are folks who have a different experience than you might than I might then we might um and to try to have empathy for those folks as well I also wanted to emphasize that what our data has shown in our district is that covid is very rarely spreading in school the vast majority of spread is happening in the community it's happening from parties from holiday Gatherings from unmasked exports that's what the data shows that being said I also see our high
school principals in room they're slammed trying to do contract tracing right now um and it's providing a challenge and obviously Omicron is a different Beast than what we've seen before so I just wanted to have that context um and the the sort of elephant in the room that I think folks are mostly aware of but maybe not acutely aware of is for me the challenge our coveted mitigation efforts are providing pretty effective in schools across the state that's what the Oregon Health Authority has told us but the challenge now is Staffing we have huge numbers of Staff across the district across levels who are unable to be at work because of covet exposure and that's what forces our hand on these kinds of decision so so I just wanted to provide that context I'm grateful
for the folks who are here tonight probably comment really we need to hear from folks like you I'm grateful for our student representatives for bringing those voices forward and just know we will be I'll get into this feel officially but we will be listening uh even if we can't respond and engage we appreciate you taking the time to be here and my final plea to the community is recognize that we will all need to be nimble and flexible as we move forward um because you know none of us thought we were going to be here uh uh six months ago and yet here we are so so thanks everyone for their flexibility and to our teachers who are really feeling it in their classrooms alongside students as well so um colleagues any final comments I
see Henry's got his hand up um I would just like to add that to director jaimez what you said about masking at the high schools it definitely during time transition Time by going out to cars it's pretty bad like there will just be no masks on faces um and I get the students are tired but I mean it's distressful to be like to know how important that is and to just see that students are walking around just not hearing um especially when they're in friend groups just everybody don't know having a mask on um it makes me want to walk around the entire building to go to my class just so that I don't walk past them um but it's like it can be pretty that there are definitely times where I see like I'll
be I'll be walking down the hall and they'll just be like 50 of students just won't be wearing enough so director Irvin okay um I just wanted to underscore one point after what you just said which is our teachers and admin and staff right now um are taking so much of the Heat and the burden for a lot of what's happening and whether it's schools that are still kind of working as best they can or schools that have had to flip to Virtual um the the seemingly effortless nature that these teachers were able to on a dime get to their classes get iPads out get things settled so these kids could be ready for instruction really is sort of that Superhero quality while people are on street corners with disparaging signs while these teachers are
working and I just you know I I think one thing that people kind of forget sometimes is when we're flipping to Virtual it's not because there might in some cases be not enough teachers but we're trying to hold on and keep the teachers that can teach healthy because if everyone is sick they're not teaching sick from home just like you couldn't do that in any other job so we're trying to kind of take care of the students and staff while there's enough healthy to have instructions so we don't have to I think stop instruction altogether because there simply isn't the amount of Workforce that we need and so to people listening um to our teachers and our staff and certainly admin and buildings I mean this has been a horribly stressful first week and a
half back um from vacation and are being so flexible and really I know trying to kind of hide their own fears to try and make students feel better to answer questions that they don't always have the answers to um and so I just want to underscore the like I'm speaking for Durham specifically and watching those teachers and admin take such good care of of their students in a time that was just kind of like literally on a dime they had to kind of switch up everything and my daughter feels totally fine totally taken care of it's gonna be okay because those teachers are doing such a good job thank you director Irvin Vice chair Lynn yeah I too want to support I think what what folks are saying about their incredible job that our superintendent
our teachers our leaders are doing on a day-to-day basis in the schools I mean I as a parent I'm I'm really really impressed um and I think that um we have an opportunity as a board to figure out how to more consistently engage our student leaders and thinking about problem solving and addressing specific concerns that students have I don't think that um there's a dichotomy between sort of recognizing and lifting up our staff and our leaders and you know being engaged with students I think we can do both of those things and so I would just like to again encourage us to figure out a process uh whereby we can be having these conversations in a sort of ongoing and consistent way and working together with student leaders to problem solve as problems arise Dr
Ricky Smith yes thank you uh one of the things that um director Rose did remind me is that when we send out the newsletter to our community we send it into every one of our student accounts as well uh and so that newsletter is there with the latest information and updates um as a point of reference um I think specifically what I'm also Hearing in the comments is saving from our our student reps is that we might want to also consider a um a specific uh paragraph or section that says two students this is what you need to do in the event of X Y and Z but that every every week when we drop that newsletter that drops into every student's box that has a ttsd email address so that is a great place
to start and you're receiving the same information as as parents and other members of the community who've signed off director James um I guess just to kind of push back a little on that uh Dr Sue I think what I'm hearing is that our students yes they get the emails but they're not getting the information no but they're not getting the information in the modality that is um opt for them so like you know they're getting their information on Instagram or through tweets so why can't we do that as a district like send out a a tweet with a link or send out an Instagram post with with a link that to that so I guess or what if I'm hearing them correctly is that they're saying that an email might not be appropriate for
them that they communicate in different ways than than we do right so like let's get a tick tock going or something I don't know yeah and and a better way to communicate with that I appreciate that and and actually sir as you look on the ttst home page under tweets uh there is a link there uh and and the same graphic as as the newsletter so it's it's there and I believe I'm looking for Lisa Burton I believe that also links to our our District's Instagram account as well is that correct actually Instagram so students follow on Twitter GTA tiger 12 to nasty um then they will get a link to the newsletter it drops there um and then also to their email box and then they can figure out potentially a solution for Instagram
term form yeah so what Lisa Burton just was just pointing out is that all important information is posted on the district Instagram account as well um basically you guys need to follow us on Instagram yes so okay I don't want to go too much into the Weeds on this I think people's points have been made um what I will say is I think we should continue to have conversations offline I would encourage students to have meetings with Dr Ricky Smith with myself with other board members um and the other note I want to make is that I think the communications requirements and needs of school districts during the pandemic is about probably 250 percent of what it was prior to the pandemic in terms of required like frequency of communications need to respond media interest
in districts so um like our dashboard wasn't able to be updated because of capacity issues within the department so uh flexibility increase is asked for but also I really appreciate uh Vice chairland seeing an opportunity and let's let's go grab it and make it happen so okay with that I'm going to close this portion of the agenda so we can try to stay on time with our meeting and we will move into public comment Okay so uh I'm gonna read through a basic overview of the public comment rules and procedures uh and then what I'll do is I'll read through the order of folks uh as they are as they will be testifying this evening school board meetings are public meetings meaning that the business of the board is conducted in an open meeting for
the public to observe as required by law however the regular public comment at board meeting is a policy choice of the school board not a legal requirement as the board values input from our students parents and District community members that we serve we provide these opportunities for community members to provide their input on important topics in addition to public comments community members May submit written comments to the board secretary Patty Roberts at each meeting or email comments directly to the board and we did get several of those for tonight's meeting the email addresses of school board members can be found on the district website on the school board page uh this section of public comment that we're about to enter into is for items directly related to this evening's board meeting agenda public comments regarding
board agenda items will be shared with the board during this time if folks have comments about something not on the agenda uh that will be moved to the end of the meeting we have a separate time for that um public comments are limited to three minutes uh I think I'm gonna ask director Jaime's to time if you're comfortable with that um since director research meet our usual time earnings in the virtual format um so please keep your comments brief and concise speakers may offer objective criticism of District Operations or programs but the board will not hear complaints uh concerning specific District Personnel so please do not mention Folks by name in your comments we're also unable unfortunately to hear Praise or commendations about District Personnel but we do invite you to submit those uh commendations
to the superintendent if this evening's public comment agenda exceeds 30 minutes uh uh the remainder of the comments even for this section of the agenda will be pushed to the end of the gender we're only going to hold this section for 30 minutes because we do have several really important agenda items on the uh to follow up with after this um so a few quick rules please wear your mask when you're speaking uh the microphone is the flat thing in front of you as long as the green light is on it's on uh before you start speaking please share your ZIP code you might want to make a note on your public comments share your ZIP code so we know if you live in the district um director James does not have cards but maybe
he'll hold up a one minute sign or when you hold something up that's when you have one minute left in your in your comments um and when you when the buzzer goes off he'll uh he'll allow the buzzer to continue playing you can wrap up your sentence but please try to wrap up pretty quickly when you hear that alarm because your time is up if you would like your public comment to be reflected in this meeting this evening's meeting minutes you can hand the hard copy to Patty Roberts sitting at the end of the table and she will make sure that it is reflective there um and also uh lastly but importantly please know that this is an opportunity for the board to listen to the community in general we do not engage in dialogue
here we just listen um and again additional comments can be submitted via email okay so here is going to be the order for this evening we have Pro as as is our practice we prioritize student public comments first then parents and then community members uh Emily fuang Tran Owen Albrecht oishiki nog Hannah Figueroa mahathi siddhar Ellery Harrington Quinlan Kelleher Claire roach uh and then Janet Bailey um okay so with that I will invite Emily to the public comment uh table and basically the way it'll work you can come up to the table get comfortable get set and then once you start speaking that's when director Jaime School began his time you don't have to be like just how I'm talking it's picking it up fine Mobility here okay my name is Emily pelong Tran I
am a senior at Tualatin high school after a restful winter break I came back to school with the most anxiety I felt since the pandemic began every hour somebody had been tested positive leaving a whole group of people exposed and these students would run out of class the moment they received their positive test results we had to invite classmates to stay home until they tested negative because they would tell us that they can't miss school and despite my Investment Systems this reasoning is true final exams are three weeks away exactly when students are supposed to come back from their two-week quarantine and exactly as the Omicron variant is supposed to Peak it is unreasonable to continue having finals when so many of our students are currently in quarantine only able to do asynchronous work those
quarantined have been substituting their lack of in-person learning with FaceTime calls and Google meets with those who are not quarantined and those who are not quarantined fear that they will get coveted and end up in similar prospects my worries have manifested physically I get so anxious coming to school that I've been getting headaches napping for two hours after school I blame myself because I know I could have used that time to do my homework the looming throughout finals has created so much guilt and doubt of my abilities I keep asking myself why I can't handle it all I am hanging by a thread and I keep wondering when I'm going to snap I know there are many things outside of our District's control but canceling finals is not one of them I urge you to
cancel finals because before such a sizable number of students to take finals despite missing two weeks of school is unfair I'm probably coming home after school because the stress of getting covered makes it hard for me to focus on a workload built for a normal school year and I've continually doubted my abilities feeling shame and guilt that I cannot handle it all at the minimum of your response the omicon variant I hope you take in mind anxiety we as students feel and how it is in keeping our academic work and cancel finals out of fairness and empathy thank you a little bit thank you foreign [Music] so while my other friends called that person to comfort them I did what I was taught in school contact safe Oregon to receive professional help 10 minutes later
the police were knocking on their door I tell the story because in my school the only mental health resources that are clearly given to us are crisis lines and no student should ever have to get that to that point to receive help with the sharp rise of covet cases the stress it brings is causing a steady decline in our Mental Health yeah no one knows how to get the help they needed it feels like we only have three options first we talked to our doctor and get unaffordable unaccessible health two go to a crisis line when that's not loving me or three talk to a school counselor which sounds great but it's not what they're trained for and they're already overworked I know that the school board cares about this judgmental health but it's important
to know that students know that as well we need to communicate step by step on how to get affordable accessible and professional help it's hard to see a world in which mental health is just as accessible as physical health but I know ttsd can create that thank you very much thank you board for your time my name is I go to Taggart high and my zip code is starting off most of my extended family in India has currently been diagnosed with covid the last time I got to see them was when I was 14. I'll be turning 18 this year and I hope to be able to see them again in the future and I know that I'm not the only one in the student body currently facing the situation omicron's impact has been minimized
throughout the last weeks and reduced to emails sent by the school there haven't been any added security measures to ensure the student body's protection or any added accommodations for students who are quarantining in the midst of a new variant there has been virtually no change in the way students are being kept safe some proposals that the district should consider are two hour delays on Wednesdays for added cleaning and delaying standardized testing for final Suite the added pressure of finals is not helping students either our mental health is suffering and it's causing many people to prioritize their grades over their General well-being canceling standardized testing and finals would not only help the large and growing number of students currently at home but it would also let staff members be more empathetic to the situation surrounding us
added cleaning which was implemented during hybrid learning when the daily case average in Oregon was 470 spent the entire school day cleaning the space for the safety of students but currently the newest data suggests that there are 5 000 new cases in Oregon our school safety protocols have remained the same from the beginning of the year there has been an increase 675 increase in the cases in only the last 14 days the projected peak of Omicron cases according to CDC is January 26th our projected finals date is currently that very same what number of cases are we willing to reach before taking added protection how many students will we have to quarantine before we take action these are only some of the questions that I ask you thank you for your time next up is
Anna followed by Mojave so to speak um as long as it's you can speak normal okay hello my name is Hannah Figaro of Alaska's I'm a senior at Tarleton high school and my zip code is 97224. I'm here tonight because as a student in full IB someone who's Lucky in that school has always come easy to me someone who loves learning and is always up for a challenge I am drowning I'm drowning in the amount of work I have to balance while worrying about my loved ones getting sick I'm drowning in the fear of getting copen19 and having to quarantine for five days of school that I cannot afford to miss only about three of my teachers consistently update their lectures or class notes on canvas to the point where I'd be able to catch
up if I miss a day I'm a firm believer that if kids are more worried about falling behind in their classes than getting sick we are doing something wrong right now in my hl2 math class the class that has circulated five different teachers it has been established that due to the limited amount of content we were able to cover last year online there will not be enough time this year to finish out the book before we take our IB test in the spring this means as our current teacher regretfully advised us we need to teach ourselves the rest of the curriculum if we hope to not just do well but pass this exam self-teaching calculus 2 should not be a requirement to pass an IB exam I have friends in that class that thankfully have
been able to get tutors who have sought outside help because the workload on top of the pandemic is crushing but I can't help but think about all the kids who do not have the privilege to do so the same kids who are scared that their parents can't afford to take five days off of work I'm more than understanding in a difficult situation our district is in we have half of the school pushing to stay in person and an under half frustrated that we're not remote learning yet but if we are going to stay in person and continue to ride with the surges of covid-19 cases that will come and go we cannot pretend that we are back to normal and we can't pretend that this is just any other Academic School year there needs to
be accommodations and there needs to be people enforcing that if we do stay in person our grades our diplomas and our mental health will not be sacrificed along the way to me that looks like canceling finals completely because it's not fair to have so much of our grade depend on a final exam that many of us won't be in class four or will not be prepared for after missed time spent quarantine that looks like ensuring that either teachers post every lecture online or that we return in a teacher's opening a Google meet before class so that those at home can join it means that if IB tests are going to continue as scheduled we need to have free tutors for any kid that needs one maybe this is our new normal and it doesn't have
to look like it did before the pandemic because we are not yet out of the pandemic we have an opportunity to make education more accessible and more accommodating than has ever been in the past we have an obligation now more than ever to make sure that no child gets left behind thank you next is mahaki followed by Ellery okay the following public comment is on behalf of here they are her words and not mine she's a singer at Tualatin high school and her zip code is 97062 I have anxiety and I've been dealing with it since freshman year covid has heightened this anxiety and being at school has also made it worse last week I had a severe panic attack in class and I got a stomachache as well as a headache from this panic
attack I was anxious because of swim practice where about 70 kids have to be unmasked in close quarters I was anxious about just being at school and hearing about the rise in covet cases not only do I worry for my health but I worry for my parents and my friends whom I interact with now I know I am not the only student who feels anxiety towards school because all my friends have shared their moments of anxiety during the school day with me I know that the district has been working and trying to make sure that students feel comfortable and safe but I'm not sure it's helping as much as the administration hopes it will the overwhelming awareness of finals is something that has been on my mind since winter break the last finals that current
seniors took were two years ago when we were sophomores this means we don't remember how to take finals or even how to study properly for that the idea of going online would mean that we would be even less prepared for finals week because education is not the same online as in person thank you very much okay okay my name is Ellery Harrington I'm a junior at tires high school and my zip code is 97223 in the past week I've had classes with as low as 60 attendance teachers are either sick or stressed thin trying to keep us running there's an overwhelming feeling of stress that follows myself and my peers through the hallways as we walk to each class a lack of focus blooms over us all each time an admin walks in the classroom
with the pink slips we've come to understand her for contact tracing I'm a full IB student I value my education and I'm also co-president of my high school service club and I value the community that is fostered in person but the health and safety of those in my community are the utmost importance to me there are students that are immunocompromised or family members that are and there are students unable to get the resources such as kn-95 masks to help protect against the new highly infectious variants I can only speak for what I've seen at Target high but as the current protocols stand I find it doubtful that the surge of cases within the districts will decline any time soon the layout of the school and the way that our schedule runs is simply not built
to allow for social distancing the comments and the hallways are packed and I see multiple students wearing their masks improperly because the reality is Administration is unable to enforce the mask Mandate of the preventative measure for any future cases because there's stretched to have been trying to handle the cases that already do exist there's not a perfect for how to answer for how to handle the situation the district's stating though that closing is not being considered is concerning to me I see it as it needs to be a plan for what would happen if we do need to close and from what I'm hearing from my friends in quarantine it's just not being supported I understand the difficulty of the situation and I recognize the work that the district has done in an attempt to
keep us healthy while still providing myself the most years from education I appreciate being giving the attention that perspective so thank you thank you very much uh all right Quinlan and then play thank you hi there my name is Quinlan Kelleher I'm a junior at Tigard High School and my zip code is 97224. um I first want to thank you guys for the time for me to say this um first of all last week I sit in the hallway between my 13-minute break almost in tears as I thought about the kids around me who are coughing some with positive cases that chose to come to school because the stress is missing was simply too much I rather the idea of going home is I was unsure that I could get through my chemistry lecture without
being able to focus on anything how am I supposed to know what Argonne does if I can't even sit there listening to my teacher as she pulls down her mask and yells at us I sat there in the hallway looking at all the students who passed by with so little places to go that we could only be around each other six feet is almost impossible in a high school and in classes where group projects are required for our grade it becomes imperative that something is done sitting here talking I think about what if I get a contact Trace tomorrow and I have to decide as a school what will I do as a full ID student and a student athlete stress is something I've known but I've never known the kind of stress when it
comes to how I prepare for my IB test coming in May my acts my SATs and how will I do any of this without any support I Look to school districts for communication and when I receive emails that I don't understand I don't know where to ask questions I don't know where to go whether I'm supposed to quarantine for five days 14 days rather than supposed to quarantine at all and when I asked my teachers no one seems to have a real answer all I really ask for is clear and concise communication as everyone is stressed out about this and for a lot of my peers stress is very common especially without communication being a full ID student and being in sports I'm constantly surrounded by people who aren't wearing masks as it's difficult to
exercise in them and while I value the importance of sports I understand there might need be measures taken and I'd rather have a delayed season as opposed to no season at all I simply ask for communication and for the school the school district to take the time to let us know that they care the emails are nice but often they don't make sense and I don't have any where to ask my questions I'm often left with concern thank you thank you very much all right next is Claire followed by Janet foreign and my zip code is 97062. um I would like to talk about the anxiety that being at school this week and last week has caused me and my fellow students um during passing time I hold my breath to class and um during
the 13-minute break I hold my breath until I get to the library because that's where the least amount of students are I don't want to talk to my friends because I don't know if they've sat next to or been exposed to someone with covet and I don't want to talk to my friend because what if I sat next to someone who would covet and I expose them I get anxious when the teacher closes the door because I don't want to be in a room with so many students and I can't do my work in the hallway because then I'll miss out on the reason that I'm in school this instructional time with my teacher um at school I'm often told that every minute in class is vital most of my classes are so rigorous in
their course load that they're planned out day by day months in advance and by missing so much last year we're constantly playing catch up I understand that teachers are overwhelmed and that giving each each absent student a full rundown of the class is unrealistic but there's too much loss of content um for students at home to be prepared for our finals in three weeks this makes students either not get tested for fear of missing their class or come back to school earlier than they should last week I myself went home early not because I was sick but because I was so overwhelmed with anxiety that I couldn't I couldn't be at school throughout all my years in school I've enjoyed 98 of my time I loved going to school and learning and talking to my
teachers and friends but last week was the worst week of school that I've ever had at this point I don't want to school go to school but I can't miss it next up Janet and Janet I do want to remind you that this is just about agenda items so you indicated Human Resources but it would have to be about a human resources report does that make sense yes foreign you are creating a social moral and academic chaos in your schools right now the curriculum is based on a political I'm sorry I'm sorry the only about agenda items curriculum I'm not sure which where you see on the agenda but that's not one of our items this evening so if you have comments about the human resources report as you indicated we'll accept those now otherwise
I'm going to move your public comment to the section of the agenda designated for non-agenda items okay so then I'll I'll move on to um I was going to lead into it but um let me find it here so parents want to know the details about being uh about our children being taught about black lives matter criminal race here I am that's not an agenda item you need to make this about we hear that equity and inclusion Specialists I'm sorry which agenda item are you speaking to right HR equity and inclusion the human resources report item you should look at it does not mention black lives matter does it mention equity and inclusion you should no it does not not at all staff the human resources report is a reflection of where individuals in our
district are moving in and out of as of so far you've not said anything on the agenda so what I'm going to do is I'm going to move your comments at the end of the meeting and you'll have your full three minutes there to share your comments but your comments are not about an agenda okay that sounds fair okay I can go with that so uh with that here's what I'm gonna do first I want to say my sincere thank you to the students who joined us this evening and I also I feel the need to apologize that this is the experience that you're having um it breaks my heart and I imagine it probably breaks the hearts of my colleagues up here um and so um so thank you again and I hope that
we can continue the dialogue not just at a board meeting but let's let's work together on this um I also have asked Dr Ricky Smith and she is a Creed so what we're going to do is we're going to take a short break um I know it took a lot of courage to do what you just did there's a lot of honesty and vulnerability so what I want to do is give us a short recess and then when we come back we're going to move the agenda around just a little bit Dr Ricky Smith is going to give her a report on the district response to Omicron so you can get a little more information um and then um director Moore will move to your items uh following Dr Ricky Smith um so thank you
again let's take just a short maybe two minute recess for folks to catch their breath and um please observe all protocol while you're in the room and then we'll be back here in two minutes okay two minute recess it is give us one moment [Music] okay uh it is 7 46. I will follow this meeting back to order and so just to review we are going to amend the agenda uh Dr Ricky Smith is going to present the first report in discussion item on District response to the covet on the crime variance she's going to present from the diocese so folks in the audience can see and hear um and then after that we will move to the regular order starting with uh director Moore's presentation on the comprehensive annual financial report okay um so
with that I'd ask the audience to please listen um and direct your attention to superintendent Ricky Smith and sure if you would please keep the time check for me so I'm I'm respectful of the time first and foremost I want to start with the a similar statement to what chair Bowman just recently shared which is my profound gratitude to our students for speaking your truth this evening and for helping us to see what you what you are feeling and experiencing uh and uh would share with you that we are all in the same boat with you um but the challenge for you is that this is one of your first challenges in luck um and it is incredibly um fearful time and so I want to acknowledge all of that my second thought is and
I'm sharing this because our cabinet leadership is sitting here and they help help us run this district and understand what services are are being effective and what are not um and so very clearly this evening I have heard relative to access to mental health I've heard relative to access to what do I do now that I'm positive or potentially could be positive and I think that there are some very immediate fixes that can happen both in terms of communication and in terms of access to services that we will address this week work on this week and then find hopefully more intentional ways in which we can get that information out to you my third thought at this point to this group here is uh to engage you and use you as a think okay relative
to your your student bodies along with our board reps um so that we can continually um use you as thought partners and pin you to say we've done this it looks like that how has that gone for you is it making any difference so that we can get feedback in real time so all of those are my immediate first thoughts tomorrow morning I have a meeting with director Amber Fields who oversees both middle and secondary schools as well as our two principals who are here this evening principal de larva and uh principal Bailey and we will certainly have discussion about the comments that you have provided this evening and ways in which we can both immediately and in a long term address those concerns so I wanted to make sure that that was put into
the record this evening and I hold myself and my team accountable for uh that type of interaction with that it continues to be a very fluid and dynamic situation and yes there is there is reason for anxiety anacron has lived up to every inch of its reputation uh as a point um of data uh the week of December 26th there were 2187 positive cases within Washington County as of the first week last week there were 7 650 positive cases that were reported but that by no means probably captures all of the positives that existed and this is a direct result relative to activities during the two-week winter break with the holidays as of this morning uh beginning the week of one nine there are 1016 cases so yes anxiety abounds relative to where I get
covered and the answer to that is probably we all will at some point now the good news about omnicron and is the fact that if you are vaccinated um and or have also accessed a booster uh that the symptoms are mild um or or moderate at worse currently hospitalizations in the Washington County area are not tracking with the infections similarly to what we saw with Delta uh So currently there are 22 hospitalizations for the last week even though there were 7 650 cases so that is a point that we need to um pay attention to metric we need to pay attention to that said the state is extremely concerned um because there is a high population continues to be a significant population in the state that is not vaccinated um for a variety of reasons
and so they anticipate that it may well overwhelm the hospital's system at this point for this year so with that um based on CDC guidance on Friday um the uh or Oregon health authority and Oregon Department of Education brought out revised guidance and the guidance is this that if you are exposed uh and or need to quarantine it is for five days that is a shift from the original 10-day quarantine so it is now five years test to stay continues to be firmly in place in our district to the best of our ability I will be clear we may find ourselves to the point where there are too many students and or staff who have been exposed we will not be able to keep up and we may need to suspend it for a short
period of time as a case in point Beaverton School District no longer offers tests to stay we do and I had the opportunity on Friday to provide that type of support both to Tigard High School students as well as to Durham Elementary students day care centers are excluded from the five-day isolation and five-day warranty at this time as young children are unable to consistently mask effectively and so they stay on the logger quarantine and now there's a new definition of not up-to-date vaccine vaccinations which means it is being defied defined as being more than five months since you've completed the initial Pfizer or moderna or two months since you received the one dose of Johnson and Johnson um and so at that period of time a booster is required so that you can be considered
fully vaccinated the reason that's important is for the following and I'm just going to take you down the if that's we'll start with staff if a staff member is positive for covid regardless of vaccination status they isolate per minimum of five days if a staff member has two primary symptoms regardless of vaccination status they are to stay at home and again isolate for five days if a staff member has been exposed and has two primary symptoms they stay at home and they are considered presumptive as a positive and then they work with our HR department if a staff member has been exposed outside the household and is up to date meaning they have finished their initial series and are boosted they can attend work as usual it is recommended that they get tested on day
three if a staff member has been exposed to a person living in their household and is up to date on vaccinations they can also attend work as usual get tested on day three if you cannot find a test home test health care provider or local testing site staff may test at school we have also opened a testing site at Hibbard for those who wish to do a drive for students if a student is positive regardless of vaccination status they are to isolate for five days if a student has two or more symptoms regardless of vaccination status they are to stay home when symptoms have resolved meaning that you are 24 hours symptom-free you may end you may return after a negative test result and again we provide resources for families who are seeking coveted tests
we know that this is a challenge the state has recently ordered over 6 million tests which is a combination of 12 million total because they are a two test kit they anticipate that those will be coming into the pipeline either this week or next week if a student has been exposed and has two symptoms they are to stay at home they may they are presumed as presumptive positive and they are to contact UM their their health care provider get tested and if the test is negative the student may return to school if a student has been exposed to in person living in their household and is up to date on vaccinations meaning and boosted the student may attend school if a student has been exposed outside the household and is up to date they may
attend school it is recommended in both places that they receive the chance to stay at three four or five days if a student is unvaccinated or not up to date on vaccinations they are eligible for the shortened quarantine five days and so that they are able to and then make sure that they are able to access testing on days three through five of that quarantine that all being said um there are things that continue to be in place and I appreciate the students feedback relative to your peer group when I was there on Friday I had the opportunity to remind several students as I walked through the main hall that their masks needed to be up and to stay up um and I will say that while I am not there every day the majority
complied or were in compliance and moving to and from class but given your experiences I have no doubt that what you have experienced and what's reported today is true on a daily basis relative to Athletics and activities we are trying to maintain number one uh the opportunity to remain in person because of the feedback that we received last year can consistently relative to the impact on student Mental Health we also understand that being in school at this time with this particular variant is is alive and well also produces anxiety and so it is a double-edged sword how can we access you if you are online so as much as we can possibly have you uh in the school building so that we can provide services to the best of our ability and continue to refine
how we provide those services we believe that that is a benefit to you as a student however this is a very fluid situation last evening at the ninth hour because we had run out of options we had run every single auction possible to help Durham Elementary School remain open and in person and between Staffing and numbers of students who had contracted the illness we were put in a position where we had to flip to online that is possible for every single brick and mortar operation in our district for the next several weeks the only other option is to completely shut schools down and run no school whatsoever that is another option that to me is not tenable because students deserve to have instruction students deserve to have access to caring adults students deserve to have
some semblance of normalcy to the best of our ability even in difficult times such as space and that is our commitment to it that said um in terms of Athletics and activities we have put constraints around those to try to improve safety this means that student athletes and performers must wear a mask during practices with the exception of swimming and wrestling all performing arts must be masked during practices but it's optional during performances this includes choir and theater access to locker rooms is limited no overnight travel for athletic competition or performances students in Ka at after school activities must wear masks during practice during competition students can unmastering active play but must be masked at all other times in addition to mandatory indoor use the district is reinstating mandatory masking and outdoor situations such as
recess where it is very difficult to maintain six feet of separation between children that said there is are also designated places where students can go and be separated so they can have a mass break however students are not required to wear a mask while actively engaged in physical activity in outdoor PE all activities and performances already on the calendar will be will continue at scheduled times as they are now but no new events may be scheduled over the next several weeks Spectators H5 plus must show proof of being fully vaccinated or offer documentation of negative covet tests within 72 hours we realize that we have um thank you we realize that we have a potentially an opportunity to refine that given the fact that many of those Spectators are our own students and that will
be a point of discussion tomorrow additional steps will be taken to increase social distancing in school student sections to the best of our ability concession stands will be suspended as for field trips no day field trips outside the district no overnight field trips relative to assembly and after school extracular activities there will be a temporary pause at this time visitors and volunteers essentially who are essential to school operation will be allowed all meetings that include other than students and staff such as PSO site Council Etc will be online and that is the current state of the district at this point our process board relative to making a decision relative to instruction within the school always starts with classroom first if a classroom can be flipped to online we will flip them for the period of
five days if there are multiple classrooms that are impacted as was with Durham we then flip the school for that same period and that communication has gone out if that failing that we do not have even enough staff to flip then we would we would close the school that would be the absolute Last Resort for that period of time until both staff and adequate Staffing and student um students are well enough to attend school as of this morning there were 190 um absences put in by by teachers we had a feel rate of 55.6 percent um the staff that you see in front of us feel right meaning jobs were accepted by substitutes the staff that you see here as well as our teachers on special assignments as well as our teachers who are having
their preps bought out so that classes can be covered everyone is bringing 110 percent of themselves to maintain in-person instruction um and uh I have nothing but gratitude and a Amazing Grace for every single one in this room because I know how hard everyone is working to make that happen for students um and uh but the situation continues to be fluid um and much like inclement weather you know we don't know what tomorrow will bring and we may see ourselves flipping another school to online or we may see other conditions that we have to respond to with that I'll take any questions from the board thank you colleagues uh questions for about the week he spent but uh Vice chair Lynn and then director I think director Irvin you probably put your hand up just
before I did so go ahead okay well I just want to express my gratitude to the superintendent for that very comprehensive report and for your leadership I think you know um your knowledge about this uh and and I think the very specific and comprehensive way in which you have laid out the the expectations and the plan around how we'll respond um in the event of certain situations uh is is outstanding and I I just want to also offer a lot of appreciation for your on the spot responsiveness to student concerns and I want to volunteer to be engaged in whatever effort um you plan to put together in terms of a think tank or whatever um to to sort of listen to student concerns around this and to do some problem solving in a collaborative
way so thank you thank you thank you Vice chairland I appreciate your support so Vice chair and Lynn and I are having a little bit of a same brain you keep taking my comments or questions but of course the first is gratitude um for the information and we know that it's ever changing and so to continue to kind of keep updated information for us is incredibly helpful um and in such a succinct way and I really love probably as a teacher the if then statements of all the different scenarios um and I just I'm picturing little flow charts in my mind of like this is true I'm going to do this um so I really and knowing that it comes from a place of not only science and your experience and all of the other
pieces that play in this and so I think for folks at a home these are not things that we kind of come up with on our own there are all different voices giving guidance and so to kind of make all of that fit is a really tricky puzzle I think to put together um while still giving autonomy to our district and and what works for us so I appreciate that work I did have one question just because I hadn't heard much about it which is um actually I had two questions one was on the Hibbard drive through testing site and a little bit more information about that if that's just for district Personnel if that's for anyone and then the other question I'll just ask the two and then you can answer them in whichever
order you want is for testing students I think um and having a high schooler um you know I doubt there are a lot of kids that just want to get a whole bunch of tests just to take them but I think also um you know is there enough access to tests where you know kids can say I'm just so they have in some ways that peace of mind so I have a headache or I have a headache and runny nose some of these symptoms that could be literally anything but also be coveted um do I have because there was some confusion I think at one of the high schools today probably because all the information is so new but do I have the okay and the ability to go in and get that test so
there's that kind of immediate Peace of Mind reassurance or is it really kind of like no you have to be having this many symptoms and you have to have somebody at home that's had exposure so it could have how does that work for students because I think if I were there I want to know that okay if I'm feeling stressed I have access to a test that I could take and maybe once those 6 to 12 million come in that might be a different answer but those are my two questions yeah thank you director Urban so it's the first one that the uh Hibbert side is for staff uh and so um if if they are not able to test at their school we offer it um at hibber uh for them uh the second
to your question it is all of the above uh I will tell you that on Friday I tested students who are on test to stay they had been exposed um and it was their their data test I tested students who came in with um some symptoms but but not not all um I tested uh others that had the full-blown slate um headache cough favor um you know the whole constellation uh all of that and typically they had self-reported uh into into the office although or they had been called uh by administration because they were known to be um be you know part of a tracing effort and I think that's the other piece that I need to bring forward the level of effort that is required at building levels of our administrator Traders and their
staff to trace we are the arm of Washington County Public Health Washington County Health has no capacity and has not throughout the pandemic over the last two years to do any of these tracing efforts it falls solely on our administrators at school and so as the numbers as students are exposed and that's the other thing I want to be clear about these exposures are external to the school they are not happening in school they are outside that are coming in and then eventually there will be some exposures there because of the fact that it's been brought into the building um but when those come to the attention and I'm looking at our two principles here their team has to leave the event take that student and where were you and who was your next closest
contact and so on and so forth until we've run it to ground the challenge relative to uh Durham Elementary was that number we believed was somewhere in the neighborhood as of last evening in the neighborhood of about 130 students that is a tremendous amount of tracing and activity that has to go on um and cannot be done quickly because you have to do it thoughtfully in all the paperwork that's associated with it I also want to call Out director Rose who has done an amazing job of setting up files so that every time she gets a call from one of these principals they know exactly where to go into that into the online file to pull and start and start the paperwork we are required by the state to report to Washington County in our
case or Clackamas County depending on where the exposure is so in addition to running a building trying to make sure the master schedule is filled every teacher that students are getting to class on time and having a marvelous experience we are also running they are also running a full-time Health Department and so that is also the challenge um one one question I wanted to add as someone aligned to this um we got an email from a teacher this weekend that was about expressing frustration with access to testing I believe I read that the federal government was going to be deploying you know you know hundreds of millions of tests yes and that's where uh health authority has ordered um that that's the Six Million they have ordered that from the federal government do we know
our share of that um we do not but we know that what we were what superintendents were told was that that we would get a a Lion's Share or whatever that is um I don't know how big a lion is in comparison to everybody else but um that that the majority would be coming into schools because because the access typically we've only tested those who are not vaccinated but we are trying to find ways in which we can expand that to those who our staff who are vaccinated um and then we are very grateful also for director Darren Bernard's work with OHSU relative to the PCR test that is done on a weekly basis and that again that's another thing that is a heavy lift um in an office because all of those little test
tubes have to come in and each one has to be labeled and track and so again we're actually running a small mini you know collection a lab collection site on top of everything else that we're trying to do but additional questions okay um well I did want to thank cabinet for those of you the classroom setting that you didn't expect at this point I also you know one of the things I've been thinking also acknowledging the cost of that to the district that has you know professionals who have a job that aren't able to do that job to cover for teachers but you know there's really no choice given the state of State of Affairs so thank you all for the sacrifices that you alongside the teachers and classrooms okay so with that uh we
will move to our next report and discussion item uh on our agendas it's item a it's a presentation on the district fiscal year 22 2021 comprehensive annual financial report uh with director David Moore to work good evening chair Bowman and members of the board well I'm pleased this evening to present uh the 2021 comprehensive annual financial report and I believe uh joining us virtually is Tara Camp from The District's audit firm Pauline Rogers welcome chair thank you for having me before I turn over to Tara I'm going to say a couple um words about uh the meaning of the word comprehensive when it comes to our our comprehensive annual financial report which is audited of course by our district auditors and um one thing I always suggest to the board is if you don't read
anything of the 150 Pages um consider reading uh two letters that are part of the report at the beginning sections uh the first one on pages one through six is a letter of transmittal and that uh gives an overview the district and the local economy the state economy what some of the major initiatives are in the district and I think it it gives a nice overview of of what drives our finances from a district standpoint and then additionally a required uh letter is called the Management's discuss discussion and Analysis which we refer to as mdna for short that's on pages 17-27 and this just gives a comparison of of the last two years as far as a District's Financial condition and much of it is narrative but there are charts and schedules of numbers but
the reason why I suggest you look at these sections it's not so overwhelming to look at 150 Pages worth of numbers you can get a lot of information out of looking at these 16 or 17 pages the other part of the comprehensive piece that isn't required as part of the regular audit report that's it's due to the state each year is some other sections are the statistical section which uh summarizes some of the financial information but also provides overview of demographics facilities operations and such so that might be another section you wish to look at um with that I'm going to stop I'll I can answer questions now before I turn over to Tara if you think of questions by the time she's done we can do it that way too but I'll pause for
a second before we ask her to speak um and talk about the results of the audit and if there's nothing at this time we can move on to her board members questions or should we jump into the report all right Tara thank you so much for joining us and uh we'll hand it over to you thank you Mr chairman and fellow board of directors thank you for having me here this evening my name is Tara Camp I'm a partner with Paulie Rogers and Company and I'm here to present the results of the June 30 2021 audit for the district so I'll primarily be going over the governing body letter and that is the letter we include with the audit it's a good summary of everything required to communicate with you and I can also take
any questions that you may have so on page one of that letter we cover the purpose of the audit and the purpose for the district is threefold we perform the financial statement audit that's where we test and assess the num the financial statements created by Management in order to determine if they're fairly stated secondly we perform the Oregon Municipal audit law minimum standards compliance audit required of all governments in the state of Oregon and that is where we look at a lot of different laws and regulations to see if the district is in compliance and lastly we perform the federal single audit and that is where we're testing specific compliance with certain federal grants that the district receives don't test every Grant every year there's a rotation basis that we perform based on standards as
the district received a lot more Federal money due to coveted monies that testing is expanded in this area so that's a huge part of the audit these days so on page two we start to cover the results of the audit for the financial statement audit we issued an unmodified opinion that's a clean opinion on with No Reservations exactly what you're going for State minimum standards we had no exceptions or issues requiring comment and for the federal audit we had no issues of non-compliance and no question costs in addition we had no separate management letter issued these are outstanding results for the district especially in difficult times that affect every office that affect every worker to see those kind of results that are maintained during difficult times is outstanding David is an excellent CFO Sarah who
helps from the business office it's a fantastic controller and both of them have worked so hard we can see all the hard work they give to us as their Auditors and the massive amount of backup and data that we require of them for the audit it's all provided to us very professionally and we thank them for all their hard work and getting it done is a huge Monumental task moving on to page three we had no difficulties in performing and completing our audit we had no disagreements with management over accounting and auditing issues and then lastly page four and five in the letter we cover some future accounting and auditing issues auditing standards and accounting standards are always changing and evolving over the years so it's good to be aware of that there's some Accounting
Standards coming out that will affect future reports and potentially create more work for the district so it's good to be aware of those so overall you can see excellent results and I'm happy to take any questions about the results or the audit process if you have any thank you very much Tara board members any questions well I will say it is a big relief and excellent news to get a report back like that so thank you for doing the work of auditing and director more in your department thank you for your stewardship of our dollars um seeing no additional questions um we will move uh to our next agenda item uh very much related it is the financial oversight committee report from director David Moore so just to remind everyone the financial recite committee is
a board advisory committee and uh chair Bowman and director hymas are the the two board representatives and then we have three community members that also make up that committee and this committee meets twice a year and um gives recommendations listens to various experts that come to the meetings and gives recommendations to the rest of the board in the areas of Investments insurance the Auditors come to both meetings and joining me tonight I believe also virtually is Marcia Chapman and I'm going to let her go over some of the details that occurred at the two meetings in in 2021 welcome Marcia thank you thank you David um there are several new board members this year that I have not met and have not spoken with so um I wanted to give you uh kind of my
perspective on this committee so that you you hear from the from the you know from the folks that are actually doing the work um we look at ourselves as responsible for providing Community oversight of the financials for the school district um as as Mr Moore said we meet a couple twice a year at least sometimes there are extra activities so for example if we are analyzing Insurance proposals with an idea that we might change insurance providers the committee would provide support for that and provide feedback um the committee consists of three three community members and two board members at each of our regularly scheduled meetings we have a questionnaire it goes through the controls that the district uses any concerns that they may have that may have come up since the last time we met
and what we've found is the District staff is really forthcoming they will tell us if there's something that's that's not working the way they want it to and what they're doing to make changes so we feel like we're well aware of the areas that they're working on another thing we do in each of those meetings is we take towards the end of the meeting we ask the superintendent to leave the meeting so that we can ask the staff members with no impediments you know are there are there any concerns that they have anything that they've been asked to do that they're uncomfortable with we then ask the staff members to leave and ask the same questions of the Auditors to make sure that that there's space for um concerns to be brought up um there
are also times in which the district has reached out to us for assistance so for example when there was a cyber security audit a couple of years ago they asked us to they gave us a report on that and asked some questions of us of for our experience in the community what we're not responsible for is we don't run the finances of the district we don't determine budgets but we are responsible for making sure that the procedures and the controls are being implemented to to responsibly manage the financial operations of the district as a community member and as a parent of former tiger 12 and school students this is to me this committee is really very very important because it lets me know as a taxpayer that our our resources are being shepherded appropriately um
so to me it's a really it's a really important committee and a really important volunteer opportunity even though it's not a ton of time it does it does really serve a purpose um this year the really the big story this year was a lot of change in Personnel we had one of our community members uh David Dem check move out of the school district so we interviewed several very very qualified applicants from the community and so at our second meeting this year we welcomed Gilberto Salas as a new Community member than a long time member from the board Maureen wolf when she left the board we erected we welcomed director Jaime's as our second um School more member joining um director Bowman there wasn't much above and beyond that except as I said we asked
always ask a lot of questions and always get a lot of information so I would be more than happy to answer any questions that the board members might have thank you Marsha thank you director Moore and I see directors I don't have a question but I just I just I really the work you guys do because we board members are responsible for the the financials and speaking for myself I am not any form of accountant I'm I'm uh I'm an editor by trade not a not a mathematician and so knowing that there are community members who have those very specialized skill sets who can look at our financial situation and then report to us and say yes it's right here or have you considered this is so important and I am so grateful so thank
you so much and please relay my thanks also to the rest of the committee I will bye sherlyn I just want to Echo that uh Marcia thank you so much I I really appreciated the description of your process whereby you sort of check to make sure everything is okay um and that that's built in to the framework I also want to congratulate and thank um I'm drawing a blank right now but our CFO um just for his amazing work and that report is just outstanding and so congratulations to you as well absolutely other questions or comments all right well Marsha thank you so much for being with us this evening after your competent stewardship of that important committee we really do appreciate that service to our community in this District so thank you for being
here and thank you for all your work throughout the year thank you all right with that we will move to our final report and discussion item it is a first reading of board policies uh with director Debbie Ebert all right good evening everyone we have our final set of first trains to go through this evening from our November update so we'll Dive Right In something normal all right both ACB every student belongs and the AR bias incident complaint procedure go together and director Bowman you you probably remember our conversation director's nurse meet on on Zoom there that this was a policy that that we we started offering um a couple years ago and we had a conversation in our recent committee meeting about going with the policy that came out from osba and then keeping
much of the language that we had created because that was procedural in the AR so you can see the the clean copy of the policy from osba and then the AR has some changes that came from osba but the bulk of the process is still ours in here okay so let's start with the policy and just make sure that looks good any questions there not seen it we did have to do some gymnastics on that one because we basically beat the state to the requirement we did then osba came out with their version exactly merge yeah okay all right let's take a look at the AR questions here we did feel it was important to use the same definitions that the state has so we added those that's the gray and we basically made it
so any incident whether it's a bias incident or related to the symbols to pay for it still would fall in the same yep all right ikf graduation requirements and this there's some updated language from cynical 744 that suspended the requirement to show Proficiency in the essential skills so you'll see the changes to this policy taking that out [Music] questions comments right okay oh but we have one from Vice chair Lynn uh I think just take taking out the word a uh before regular Maybe let me see which page are you on I'm on the first uh this is uh ikf yeah uh the the second line the board establishes graduation required for the awarding of a high school yeah regular diploma oh yeah yeah for awarding of a high school a regular diploma in that
first sentence I I disagree with that because what we're doing there is we're using a different determiner for each it's a on the list of the kinds of diplomas so it's it's a high school diploma a regular diploma a modified diploma and extended diploma and an alternative certificate that's why we've got the the a repeated there but then we forgot diploma right yeah oh so the comma needs to go is what you're saying but so is there a difference sorry is there a difference between a high school diploma and a regular diploma those are the same things so I think we just need one of them maybe it's a high school right a high school regular diploma I see your point rewarding of high school yeah I thought it was meant to say awarding of
a high school regular diploma that's what I thought it was meant to say that does make sense okay so they just then it would just be taking the word a out before regular and removing the comma right yep good catch yep good catch thank you long one all right graduation exercises we had the added language from House Bill 2052 allowing students to wear Native American items cultural significance to school events this is an optional policy but it's one that we've had for a long time that we wanted to keep yep okay great IL Assessment program this comes from House Bill 602 which switched students making an annual choice to opt out of summative assessments any questions to the changes it's essentially codifying what is required by state law yes looks like no questions alrighty [Music]
all right JB equal education opportunity this is an easy one this comes from House Bill 3041 uh that new definition for gender identity all righty j e c b admission of non-resident students same thing just adding the the new definition of gender identity student conduct this is a required policy and this is much needed now uh language to add being students are prohibited for making knowingly false statements or knowingly submitting false information in bad faith as part of a complaint or report or associated with an investigation into misconduct it's just helpful language for us when we're doing investigations great questions any questions okay all right in our last two this evening do warrant some conversation and we um a grading committee that we were going to leave some space to have conversations about both jfcj
and then the optional policy of KGB so the first policy is a required policy um and Senate Bill 554 passed in 2021 and includes the Amendments that you see in the updated policy weapons in schools and the Clincher is is that if we decide to prohibit uh weapons in the schools then we do have to have the additional KGB Firearms prohibited so I will just start by um saying that I am a proponent of these policies um and I want to First clarify that police officers responding or sros in schools it's not applied to them this is not about those Firearms this is about people who we may or may not know coming off the campus that we wouldn't know have a firearm this basically just says what I think a lot of community members
already assumed to be true which is Firearms are not allowed on our school so that was my reasoning for bringing it forward and supporting it but certainly open to questions comments conversation from colleagues on the board director search me and if I can just provide and it's a little bit of additional background on this um we have had state law saying that weapons should not be in schools for a very long time but in Oregon there was always the exception for people who had Concealed Carry Permits they were allowed to bring those concealed weapons into the schools the state legislature last session passed this law saying that a school board can make the decision to disallow those concealed weapons and so that's what we are doing here we're saying no if you have a concealed
weapon carry permit that's great but leave your unloaded weapon in your car locked when you come into our schools comments or questions and a reminder all of these policies will be brought on the second rating I've been happening Vice chairman I I support this policy both both of them thank you okay so we'll move forward with both okay I would also like to point out if I can for uh members of the community who live within that 1 000 feet and that counts within a school zone private property within that 1000 um foot measure does not count as part of the school zone and so if you are a homeowner within a thousand feet of a school you are certainly allowed to have a weapon on your in your house um pursuing to all of
the other organ laws regarding firearms okay that's a wrap all right so these will all be on second reads uh the 24th or 25th and then we will be finished there will be a few ARS that cabinet has approved and we've got one more to approve um regarding a weighted lottery for Charter Schools we'll approve that one tomorrow and then we'll have that in as an FYI and consent group on the 25th as well that sounds great thank you okay um let me make sure we're in the right spot but we have completed all the reports and discussion items for the savings agenda so we will move to action items um our one and only action item is uh director David Moore presenting on fiscal year 2022 2023 budget calendar uh director Moore welcome back
to the stage thank you so again so this evening we're asking the board to consider our budget calendar for the 22-23 year so we're um we've hit the new calendar year so it's it's time to go Full Speed Ahead with development of the budget for our upcoming year and uh that'll start with the board uh the next meeting we'll have the demographer here from Portland State University and he'll share is enrollment projection report with the board and that's important because those numbers we rely on to determine what we budget for the state school Fund in the upcoming year and you'll see uh multiple scenarios as the board has seen in recent years where we ask him to project middle low and high numbers typically we've relied on the middle numbers um something we we've talked
about internally is to use the low numbers for Staffing but the middle number for Revenue there's about a 200 200 student difference and we're banking on 200 kids coming back or arriving the same point if if not um we would have budgeted the lower when it comes to Staffing and costs and then uh soon thereafter the legislature eats and their their special session even years I think I got a typo there it's supposed to be between February 4th and March 7th in my summary but I think it's accurate in the actual calendar um don't know if there will be a lot of uh decisions with budget implications out of that session I don't expect haven't heard any noise in that that regard and then this this evening earlier of course during the work session we
talked about um the community engagement related the strategic planning I have a placeholder of much of February and March including that I'm sure it's going to expand as we um discussed earlier this evening and be ongoing but uh what we've talked so far about with the Consultants is that this um this time frame and some of the engagement work that goes on should develop some themes that we could use uh to apply to our budget process as far as um where the priorities uh might be on an ongoing basis and then of course uh every March first by law the department of education is required to release the first estimate of the state school fund and this year of course I'll be based on Statewide it will be based on 51 of 9.3 billion so
we'll see an uptick of an amount per student just due to that increase of 49 to 51 percent and then what we talked about earlier earlier this evening in the work session um that we would we wouldn't create an additional work group to to do the budget work and it'll be a much uh abbreviated process with a budget conversation because as we get to that tail end of the community engagement related to strategic planning um it's almost going to be time to for the rubber to hit the road related to making final budget decisions and so we can have a budget document put together um before the the first budget committee meeting scheduled for May 25th and then in between there we've got events reserved for uh budget messaging to schools which is in the
past there's been that by superintendent Ricky Smith and and I and during this covet time we've been able to do some of that remotely so uh hopefully it can be much more efficient and then similar with any public forums we decide to have that first part of May before we have our our actual budget committee meeting um we can do some of that remotely again and then the end of course is at the second board meeting in June where the board listens to any public comment and then considers the budget for final adoption didn't go through every line just some of the highlights any questions my one question was and we've talked about this before but can you um on the full calendar uh number seven develop and update budget assumptions what are the kind
of are those assumptions about inflation assumptions about enrollment yeah so we bring that to the board sometimes uh only one time sometimes multiple times if things change like especially if it's a legislative year and there's updates related to what what's going on uh at the state level um it's everything from uh the state economic forecast update usually we wait until after the February uh forecast update and include that and the assumptions report to the boards um it could be uh the status of employee contracts whether we have contracts passed the end of the current year if we're if we need to negotiate those it could be what we're hearing from incremental cost factors related to insurance or transportation the other big ticket items um it could be uh what the current class sizes are in
the current year and uh so that's kind of a summary but you'll see the board will see it when it comes perfect thank you colleagues other questions all right hearing none thank you director Moore um so what we're going to do now as is our practice is we'll take a five I thought you were saying you don't want to adjourn oh uh yes uh director Hyman I moved to approve the 2022-23 budget calendar as presented a second motion's been made by director Jaime's seconded by director searching is there any discussion on the motion hearing none will move to a coral vote all those in favor please say aye aye aye all opposed say nay all right motion carries unanimously thank you director Moore um so what we'll do now is we'll take a five minute
recess um I'll invite cabinet you may say or leave and when we come back we will have we will finish public comments so all non-agenda public comment items will happen after the recess so we'll see you back in 8 50. colleagues on the screen please don't leave yet we've got one more item five minute recess seconds 3pm so I'll actually call this meeting back to order excuse me hi folks we're going to wrap up our final uh our final item thank you thank you uh so so our final agenda item of the evening is non-agenda public comment uh and so what I'm gonna do I've already read through the rules uh and I think we all should be aware of them uh what I will say is uh director Jaime is going to continue to
time and provide three minutes at one minute he will hold up his card uh and uh that will be it so with that uh Janet Bailey please come forward to the table and your time will start as soon as you begin speaking [Music] thank you currently our kids are being taught a Marxist curriculum based on the uh The Communist Manifesto written by Karl Marx over and over parents have said we don't want Equity we want equal opportunity for our children do not we do will not want our children divided into groups gaslighting them and calling it Equity stop telling black kids that they are slow Learners and need special attention stop telling white kids that they're bad our kids are brilliant let them achieve on their own merits parents want to know more about the
school curriculum right now I'll just briefly mention comprehensive sexuality education which is pornographic we hear that equity and inclusion Specialists are being hired on staff at the rate of three to four hundred dollars an hour we don't want our tax dollars paying for this academically Oregon ranks third from the bottom in our nation our kids have lost valuable class time during coven now they are distracted by wearing useless medical equipment to cover their mouth and nose at school ors-339.288 flat out prohibits anything that puts pressure on a child's mass or a mechanical device that makes it hard for a child to breathe at this rate our children will not be able to compete in the job market as adults our kids are failing and therefore you are failing our kids foreign Let's Get Back to
Basics Reading Writing math true history and I don't mean the 1619 project all right thank you very much uh and so I also just wanted to know for folks that we did receive some written public comments um about this meeting that uh Patty has been compiling will send to the board so we will all be reviewing those as well and with that uh unless there's any final comments I will adjourn the meeting at 8 54 pm thanks everyone
