I figure we can just tag team back and forth. I think we got it a couple times through it. We should be pretty good at it at this point. >> They can all say along with us. >> You never know. We might have some newbies listening. >> Yeah, we're good. >> Good evening everyone. At this time, we'd like to call the May 7th regular work session of the Blackhawk School Board of Directors meeting to order. Would you please stand and say the pledge of allegiance? >> Pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Introducing the role. Sure thing. >> Mr. Fle here. >> Mr. McMillan here. Mr. Sh >> here. >> Smith >>

here. >> Dr. Franker >> here. >> Uh I'm here. Uh Mr. Wy >> here. >> Mr. Wizner and Mr. Zachitz >> here. >> You have eight of nine. >> Thank you. >> 1.4. There was an executive session prior to this meeting to discuss personnel, safety, and legal matters. 1.5. Do we have a solution? >> No. Thank you. >> Thank you. And I will turn it over to our student representative who I believe is here being with us. And we've been so blessed to have you be a part of our board this year. Thank you so much. And I'll go ahead and let you give your report. So one last time it has been a busy few weeks for the school for all the schools. So starting in high school, we had choir concert at the

school and sports segment. We have soft 15 and they went 10 and two in the 10 and two and playoffs baseball and six and their third game today. The lacrosse team went 9 and six in their section and the playoffs for the boys they went to section. The girls team was 91 tomorrow. So at 5 and then testing and also next week as well as high school and then finally at establish and I appreciate all the students after this period restriction has also ended as of today and we're very we are very glad to welcome the families and look forward to all our work and ahead of their upcoming project which also of the fourth grade students of Highland and the second graders from Paris and then next week is >> excellent. Thank you. >>

Uh thank you very much. Uh next we have a facilities presentation by Mr. Fch. >> Oh, I think Mr. Ford has something. We have something else first. >> There's no microphone, but I'm loud enough. Um, I just want to thank Paige uh for her service this year as a representative board. Um, she said she's been we've been busy with the activities. I think Paige has been at every activity for the last month at the high school. So, I want to thank her for her service and everything we're involved in. Um, tonight I'd also like to introduce uh next year's senior representative of the school board, Mr. Garrett Hinger. Uh, we'll officially take over in August. Um we'll be here for June Lobby will take over in August and we are currently working getting names for

finding next year's junior representative to fill Garrett's spot. But thank you Paige and I just want to introduce and welcome Garrett to representation to the school. >> Thank you. >> Welcome. >> Thank you again Paige. >> We if possible are we going to move? Yeah. We're going to go to number 3.1. If we can go to 3.1 just Mr. Fman if you can give us one second just because we have some students here and I never want to take their time too much. Mr. Tambellini is here as well and I think they're going to tell us a little bit about something that we may have seen on the news. >> Paige, would you mind giving them your mic? Thank you every Good evening everyone. Thank you all so much for having us. My name is

alongside me as well as Pa Jazz here in the high school. Paige is our piano player. Um her sister Olivia is one of our players. Here is Elena one of our trumpets. Mr. John is one of our concussions and then we have our truck instructor. High school work an organization called singing a story. Singing a story gives children the opportunity to write and illustrate stories about anything they want. The foundation then gives the stories to songwriters and musicians who turn them into songs and send them back to kids. Through the help of the school district special education department, the jazz was able to bring to life the story written by black tech boy. Additionally, the organization was able to hire an iconic jazz composer and arranger Mr. Mike Tamaro. Tech story is thoughtful, honest, and

full of heart. It explores themes of self-control, growth, and learning how to respond to difficult situations with strength and kindness. Through his comic style storytelling, Teddy brings both humor and meaning to experience a negative. On Tuesday, April 28th, the high school jazz band, Mr. Chamro, and Teddy all were together on Tenny's piece. It was a beautiful moment for all of us and we are grateful that Teddy was able to join on a rehearsal and eventually the concert that was a fun day. Uh we did perform the uh piece at a concert on Monday and uh to dedicate an additional tune as well. It was a powerful moment for everyone. We want to thank everybody that's involved specifically district supporting music and the art especially this this special moment was just a beyond moment I think

for everyone a big picture moment for our students and definitely a wonderful way to uh to share some really cool creativity. So thank you all so much for the recognition. These students have worked just beyond and beyond hard. This is just one of the many events that that all these guys are part of. So thank you all for the support and thank you students for everything that you guys do for our program. >> Thank you again so much. Um if anyone hasn't seen the piece, I highly recommend it. It was so cool. Was there anything specific that you liked about it? I mean, working with that gentleman, he seemed pretty impressive, at least from the news aspect of it. Any thoughts? No pressure. Just curious. >> I just really >> I think so. I think

it's something he'll remember for a long time. Thank you guys for doing that. Thank you again, Mr. and members of Jess and we appreciate you coming tonight. We know how busy your schedules are in May and so you coming here was um very significant. So, thank you again for spending some time with us this evening. >> And uh next we will um reintroduce Mr. Fleshman to talk a little bit about a facility. >> Thank you. So facilities together. Um the first thing I wanted to mention was how our work needs to keep our motor clean and we want pretty much all the time. we have to take out number of maintenance guys and maintain everything. Um so you can see from that slide there that we have done over 1500 orders already this year and

sometimes they're very small sometimes they're much larger but they're all important and we try to support the school with teachers but try to move everything forward at a pace that works for the best. So last year um we have three projects taking out right now parking lot outside and sealed and looks like a million dollars and it should help it uh stay the children will begin with school first and then the same way the high school water but um critical infrastructure type things sometimes things you don't see them but the critical key the industry contract this is a list of a number of the different inspections and things that I'm sorry you can't read it but uh there's a lot that goes into what I do my support does and the 25 people work for

me as far everything from maintaining cool water to uh respond. Um 26.7 protections. Uh we have to repair water in place. Railing is to make improvements were replaced. Um same thing on the colony. also working at some solutions for that as well. Train control system is very important. We're really what do you call for the system and if that were to be we would not be prepared and vehicle free maintenance truck. So in 2019 we purchased a truck that was my second year here. That truck was sitting up front and uh we treat it like it's our personal vehicle. And if you look at it when you go outside tonight, you'll notice it's clean. It's under the highest level. And I know that if you guys move forward with the plan, replace other. And I

think that it does anybody have any questions for me about the department or anything? Mr. Fleshman, do you ever sleep? This is a lot of work this year. So, do you get to sleep a lot and I have the best crew right now that I've had since I've been here and everybody want to work the same direction. >> Thank you so much for your service with the district. We appreciate it. Um we will now move on to our budget presentation. >> Thank you very very much. Um so our fiscal update again. So as we get closer and closer um to June this evening, you have uh an important um vote as well on the preliminary budget. But um obviously what guides us, our mission, our vision, our values um those are what we try to

keep at the forefront you know when we make recommendations and of course you know with board action. So condense it a little bit but still give a brief state update. We'll go into current fiscal status and then proposed. So, state funding um just a quick refresher on some of these aspects. Um federal, state, and local funding. Those are our three buckets where we receive funding. Um federal about 5%, states around 40 and then the remainder is local. Um some disparities that we talk about sometimes with business sector or lack thereof. I was very pleased with with some new businesses that are coming in because that tax helps um to offset the local taxers. So the more businesses um that we can get then um creating that business corridor is very helpful for us. The educational

funding in Pennsylvania has been deemed underfunded. So the state uh Supreme Court decided to um assist the state to say well you need to fund it additionally. So they created an adequacy funding. Adequacy funding because it wasn't adequate puts money back into our our accounts a little bit more. So fortunately we do receive adequacy funding. Not all school districts do though. Um if you apply to go over the act one index then you are ineligible for adequacy funding. If your millage is too low then you are ineligible for adequacy funding. So it is a fine line and it does come with some with some strings attached to it. our millage rate um sits right right below. So top third, bottom half, however you want to slice that pie. Um but you have some comparisons around

us. And um some other things, the state has increased special education funding. Special education is about 20% of our population. Um which we were pleased with that increase, but it still is a broad gap. If that slide is a little hard to see, you can see the blue is a remaining share, orange is federal, and then the state is in the middle. State is going down a little bit, but special education is is quite expensive to try to fund. Dr. Houston's budget is is a lot of fun to go through. Um, speaking of costs, there's other mandates that school districts have. And um, those are things that we are required to implement from the state but are not funded at all. So if you look at that chart, you can see uh, revenue increases, but

they have nothing to do with the mandated cost increases. So three times as much as the revenue expenses are mandated costs are. I was able to say one time to a representative, you know, I appreciate the the good ideas and the bills and things that go through, but once you make these mandatory for school districts, you you're making it required to have positions or you're making it a requirement for someone else to take on other responsibilities that are not funded. Uh so that further burdens or taxes, pun intended, the district. Um so these mandates although good intentions sometimes come at a very high cost to us and that leads us to the next slide which shows you the cost. Um some fiscal updates there. Um I want to thank this board for its successful collaboration

for its investment in everything that we do. Um we've are making great strides. It's a great place. It has been for a long time and we continue um to push the envelope and that is because of the nine of you here. Um we have made tremendous efforts in presenting a budget that falls as closely within our guidance as allowed by PTE. We've made notable gains um that you continue to see um in the partnership is is is phenomenal and it provides these programs that we can give to our students as we just saw um a great example of that. So the accolades and rankings that's a representation of our collaboration and that's what we are working towards. Um so when people say what what do we get out of this and and what are we

paying for? Well these are the things we're paying for. We're paying for opportunities for our students to work with composers and to draft things for all of our students, students with exceptionalities and all the way through um to make sure that our students are prepared for the next step of their life to go off to college and to give opportunities that Paige has has talked about, you know, monthly with us. So, those are the wonderful things there. Um we have a strategic plan and our decisions provide educational opportunities. Dr. Veroni has spoken to a variety of CHS opportunities and even more eight more classes that we have. Um I believe last month we approved um Mr. Ford's high school program of studies and someone told me once that each one of those courses has a

significant monetary value. So we have a very robust program and there's a value to that and that's what we are supporting here. Um safe and secure learning environments. Mr. Mr. Fleshman just spoke about the things that he's doing with facilities and obviously supporting the well-being of our students and staff and um communicating effectively. So, and involving our our community and our families with that. So who we are I spoke to we're about you know um 35 to 40% free and reduced and um teeter in the the upper tops 18% about 17 of special education and 9% 504s and I'll hand it over to Missing in on the 25 26 year numbers. Um they are a little bit lower than originally forecast and then things happen that we can't always anticipate. We have students that are

placed in out placements that just happen to pop up toward the end of the year that won't accept me and a couple other things. So we're currently forecasting surplus of about $900,000. Um but again when we look at that compared to what we budgeted a deficit of 769,000 we're still doing really well. Um so that's finalized once the auditor finalizes that and that's usually >> September. That's when they'll start and then they'll present to the board in February usually for the previous year. Okay. trying to get them in a little bit earlier this year so we can have our presentation a little bit earlier. So hopefully that all works out. But uh the AFR which is basically our audit financial statements submitted to the state that's due end of October with an automatic extension to

the end of November. So by November. Um, so what we're recommending with that $99,000 is to assign funds for specific purposes and then also to move some to the capital reserve fund. 135,000 the assigned fund balance for some equipment and 165,000 for technology and then $400,000 to the capital reserve fund. So, we talked about grants. Um, this number has been updated a little bit. We have received a little bit more than the last time we presented this. So, we're almost at $1.1 million when you look at our title, IDA, VCC, access, and private donations to the school. So, that that does really help out. for 2627 we were able to um lock down some numbers a little bit more. We did get our homestead farmstead information so I was able to put that into budget

calculation. It always tweaks things a little bit um here and there. They did increase our the amount that we received by a few hundred dollars. So it did change some things here and there. Um so our projected revenue is almost $46 million with the act one index um expenditures of almost 47. So our projected deficit is $736,612. Again we can't go above that one index because of reasons that we talked about. Um when we look at that our maximum millillage for Beaver County is 11.2093 and for Lawrence County it will be 19.1805. Um talked a little bit before about how our assessed value has gone down in Beaver County by $35 million which is a loss of $338,000 in tax revenue. So when I plug in all the numbers, um, what we come out to

is 11.209 for Beaver County. Last year it was 10.683 and Lawrence County is 18.828, down from 23.669. Uh and that big reduction in Lawrence County is due to the rebalancing that is required when you have school districts that cross county lines. Um there has to be a proportional share of the tax burden and when the assessed value changed in Beaver County that changed the balance between the two. So that's why their their rate comes down. What you'll be approving tonight is the proposed budget on PTE form 2028. Um you can see here the breakdown between local, state and federal revenue. And then our expenditures obviously the biggest portion being salaries and benefits. Um, and then we have our other areas of of expense. The other purchase services that includes tuition, that includes transportation. Those are

two really big numbers. Also, when you're looking at non salary benefit information, as you can see, we've talked about before, healthcare is one of our biggest increases year-over-year. We have a 16 and a half% increase this year. And our utilities also have gone up significantly from last year. And I think everybody's feeling that. So our PTE 2028 what our proposed revenue is is 50 45,000 45 million 956,597 in revenue and expenditures of 46,693,29. So that gives us our proposed deficit of just over 796,000. The state has proposed and of course they have not passed it yet but the proposal is to increase funding and our portion of that in total would be $738,335 which if you do the math would leave us with a surplus of $1,723. So that is what we're looking at for

the proposed budget for next year. If we move on to what our thoughts are for the assignment. >> Sorry, could I just back up one slide and ask when will we know about that >> or approximately July? >> It's an election year so everybody is estimating that be earlier than last year. Um, they're saying July. >> Thank you. >> Hopefully not November. >> Yeah, >> hopefully not November. >> So, can I ask a question, too? So, how does the state subsidies differ from the state revenue? That was a couple slides up. What is what's the difference between that? >> So, the the state subsidies um this this particular slide are you talking about? Those are basic education, special education, and ready to learn. Those are the the subsidies that we get every year based off

of just information that they come out with. So >> you're saying that's an increase in what is on the side of the 22 million >> increase to what we've put in the budget? >> I see. Okay. Budgeted because they haven't passed it. I understand. >> So is that 22 million that you have in there from state revenue, is that what we received last year? Is that how you came up with that number? A couple slides up. >> Basically, it those and then there are few other things that go into state revenue, some PCCD grants, um things like that that are at the state level that aren't local. So local is your real estate tax, your earned income tax, those types of things, donations, grants, um and then state is obviously from the state. >> Thank

you. Any questions? >> Rachel, if um if this may help too, last month I presented on state funding and they said, "Well, the governor proposed increases in these areas >> and there were certain buckets that were special education. We spoke about that that was increased a certain amount." So, our percent or our portion of the state special ed increase equates to 52,260. our portion of the basic education funding that they are proposing to increase equates to that. The advocacy funding, the increase to the ready to learn blog goes hand in hand. Our portion is 631,000. So that's there's a formula that the state uses and if they pass the budget according to what they said, then we get this number. If they cut it, which they can, which is why Erin doesn't include it, then

we would not. So if the stars align then we should be good about a grant. That makes a lot of sense. Thank you for the clarification. >> So we talked earlier about assigning some funds for equipment and technology and putting some money into the capital reserve fund. Um some identified projects that we have for next year and items to purchase are listed on this page. Um the difference why some of these things you think you might think would be in the capital reserve fund. Capital reserve funds can only be used for upgrading buildings for construction type projects. They can't be used to purchase things like trucks. That just comes out of the regular general fund. So that's why we're planning to assign some funds that we have to set it aside for things that we

know that we want to do. Um so that would include water heater here at the middle school, the rooftop unit repair, and then the vehicle for for Darren's group from Capital Reserve. There are maintenance door maintenance building doors that need to be replaced. um the railings and bids, the lobby roof at the high school, and then the HVAC controls. This is an estimate of our projected fund balances for the end of the 2627 school year. Um most notably, we would have 2 million in unassigned funds, 1.6 million in capital reserve, and about 3.4 or in a side box. The millillage that we discussed last time is has remained the same for Beaver County. And when we look at what that difference would be for an average taxpayer, it is about an increase as $10 a

month um for somebody at the median home value. Obviously, if your assessed value is higher than that, it will be higher increase or lower. If you have a lower median value, we have programs for folks to get some tax relief specifically for those who are 65 and older or for disabled veterans. There's also the Homestead Farmstead um application that goes out every year. if you're not already signed up for it, you would receive that application and would be uh encouraged to fill that out. So, we have one more month to finalize everything and and uh we'll be back in June for the big. So, um any questions or or comments or anything on this? I'll just say it's very impressive to see you just how the results from this past year have been. So, I

thank you both for your hard work and it was just it's very noticeable and we appreciate that. So, thank you. >> I was No, please go ahead. Okay. um under the 2026 2027 estimates the HVAC controls that we will look to replace um under the capital reserve and this might be a question for Mr. Fleman but I'm wondering if replacing those controls will help us save on any of the energy that we've seen an increase in. >> Absolutely. That's right. Okay. So, um, one of the things that we have is the demand response program that we've put in place and the HVAC controls will allow the maintenance guys to with a flip of a button respond to any high demand days that we have, change the the set temperatures by a couple degrees, and that

will save us money. So, first of all, I'm just so pleased to see that we are able to take some money and set it aside for different things, particularly the the capital reserve fund, because that's just so important that we build that up. But with that if once you assign uh funds to to those particular funds the uh technology equipment capital reserve if there would be something that would occur in the future that would be very unexpected or do we have the flexibility to move that back out or once it's put in there is it have to stay there? So the capital reserve fund you cannot move out of once you've transferred money to the capital reserve fund. It has to stay there or be used for for the purposes it's intended. When you assign

funds that's just still within the general fund and you can reassign um those funds for different purposes. So if you assign it right now for technology then you find you have a need somewhere else you can't assign it for something else. Thank you. Any other comments or questions? When would those capital reserves take place? So the >> assignments >> on the G budget, I would put um a recommendation on there or the G budget. >> When would the event occur or when would the monies be assigned? >> Well, if we um if we have a point of no return, right, once those are assigned, >> you can do it at any time. >> You anticipate us doing it when we pass the budget in June or at a later date or >> go ahead. You

can do it anytime that you that you'd feel. Um I think last year we did it in June for the capital fund transfer, but we were fairly certain of the numbers at least because of the the health that we closed. So a large portion of that was was very fixed number. Um if we want to wait until the beginning of the year, the next school year, we can do that. or if we want to wait until the audit is complete. You really have a lot of flexibility. You can assign and transfer funds at any time. >> How much did we assign last year to the capital reserve fund? Do you do you recall? >> Okay. Is there any benefit in waiting and having the reserve the capital reserve assigned on or around the same time

as the state budgets passed so that we don't accidentally reserve too much for something if we aren't going to get that extra money or is that not I'm just curious. So I mean the theory is that we're taking it out of this year's surplus funds 2526 budget. So possibly waiting until some of the audit entries are finished might make more sense to you guys. Um might give you a little bit more comfort with the final number. My only hesitation with some of that is these projects will need to be started relatively soon. So uh it's more common to do it. I understand the caution 100%. Um but doing it with approval of the next year's budget kind of sets the stage for these items that are upcoming. Um I don't know how difficult the software

transition will be. I mean there will be some transition for that. Um but let's pretend we're in last year and it's the chiller. That takes a lot of planning, you know, and a lot of specification to go through and we can all remember, you know, we thought we were going one way, then you went again a different. So to delay would just only put some things back a little further potentially. So you'll make those official recommendations to the board next month or next week? >> In June. >> June. Okay, sounds good. Other questions or comments on the budget presentation. Thank you again very much for all that detail. We really appreciate it. We will move on to our superintendent update if there's anything else to add or we've covered a lot already. >> We've covered

a lot. Um once we get to recognitions, I will have just one other statement. Um but but that's it. >> Oh, we're there. We're there. Perfect. Um so I would just like to um to recognize this week was teacher appreciation week. Um and um we had a variety of events through that, but I would like to thank our teachers and our staff for everything that they do um for our students um and our community and district every day. I think it was a great week. Starbucks open and they donated um coffee to each of our buildings and um it was it was a wonderful hopeful donation and way to start. It was a lot of coffee and um it was very gracious of them. So I want to thank them for that very you know

very nice donation and u and hopefully everybody had a great week. >> Thank you. >> Move on. >> Sure. Um item 3.2 two. There was nobody who had um requested to speak. >> You would like to speak? Sure. >> Hi, my name is um I understand what you're saying about not moving your money because to the capital reserve because then it's there I completely understand your do my question is I don't understand how that would jeopardize any of the projects when you just spend money from the assigned fund balance without committing funds to the capital reserve section of the budget. So let's say we do everything reserves and something happens breaks here and you have to replace something here. Wouldn't you spend the capital when you spend the general fund anyway? So, I don't understand

why you couldn't just wait to commit that money to the capital fund because then you can't get it back to some other area. And then if you had something that was on that list, >> thank you for your comments, Mrs. Brown. Is there anyone else that would like to make a comment on any of the uh agenda items on the board minutes? Okay. >> All right. We're going to move on to number four, the PSBA board representative, Mrs. Klein. >> There's no report. >> Beaver County Career and Technology. Mr. >> There's no report. >> Beaver Valley Intermediate Unit. Mage, >> no report. >> Thank you. New horizon. Mrs. Clark, >> there's no report. >> Thank you. 8.1. I'd like to make a motion to approve the board minutes for the April 16, 2026 session. Do

I have a second? >> I'll second. >> Thank you, Mr. Sh. Hearing none. All in favor? I >> opposed. Motion carries. >> We will move into the finance section. So, first of all, thank you very much for the very um thorough and in-depth budget review and um that is extremely helpful, I think, to everyone to have all of that in a consistent presentation um that is both professional and very reliable as we've had that information a few times now. So, thank you very much. Um, so 9.1, I would move to approve the proposed final budget for the 2026 and 2027 school year in the amount of 45,956,539 with a real estate tax rate of 11.209 mills for Beaver County and 18.828 mills for Lawrence County. The secretary secretary of the board is hereby directed to

make copies of such proposed budget available for public inspection in accordance with the requirements of the school code at least 20 days prior to the adoption of the budget. And the secretary is hereby further directed to give not less than 10 days notice to the public of the meeting at which the final budget shall be adopted. Such meeting set for Thursday, June 11th, 2026 at 6:30 p.m. Such direction shall be ratified by the adoption of the resolution for authorizing proposed final budget display and advertising. May I have a second? >> I'll second. >> Thank you, Mrs. Klein. Uh I was waiting for >> Do we have any questions or discussion on uh the uh motion the budget? >> Okay, Mr. >> Yep. >> Mrs. Klein. >> Yes. >> Mr. McMillan. >> Yes. >> Mr. Sh.

>> Yes. >> Mr. Smith. >> Yes. >> Dr. Sprinker. >> Yes. Uh myself is a yes. Mr. Wy, >> yes. >> And Mr. Zack, >> yes. >> Motion passes. >> Eight of nine. Motion carries. >> Thank you very much. >> 9.2. So, I'll turn it back. >> So, um 9.2, uh just our our monthly bill payments. Nothing special there. Um next one is our April financial report. I don't know. Did you have anything you wanted to discuss there or if you had enough time tonight? Anything else? Anything exciting? >> Unless you have a question. >> I don't have a question. Um, next we have an iPad recycling agreement, which is great that we're not just throwing these in the trash or in the river or anything. So, that's good. Um, the next one, we're purchasing

a bunch of iPads, which I think we've discussed in a previous meeting. So, um I would say the one thing of note there, uh is that not only do we have to buy a lot of iPads, it looks like we got a really favorable interest rate on those. So, that will really help us with our uh budgeting and expenditures. Um then next we have the Head Start lease agreement. And then we have a couple of real estate appeal settlements, which is good. Um again, nothing super exciting there. So, are we just getting Do you want me to do the financial consent or are we going to do a full consent? I guess we can't do a full consent. So, I'd like to make another motion to add the finance consent items 9.2 to 9.7 to

the agenda for the May 14th, 2026 voting session. Can I have a second? >> Second. >> We'll give that one to Mr. Thank you very much. Any discussion or questions on 9.2 through 9.7? >> Hearing none. All in favor? I >> I >> opposed. Motion carries. >> Mrs. Smith will turn over to you for further. I'd like to make a motion to approve personnel consent items 10.1 and 10.2. May I have a second? >> I'll second. >> Thank you, Mr. Z. Any questions or discussions on 10.1 or 10.2? I do believe in 10.1 we have a retirement to celebrate from the U biz cafeteria. So congratulations to Sher on her retirement. That's great news. Just wanted to mention that before we continue on. Any other questions or discussion? Okay. Not this Sherry. No, not not

the other Sherry. Right. I was like, "What?" >> No. >> Okay. Um, so we don't have any other questions or discussion. So, all in favor of um approving 10.1 and 10.2. >> I. >> Any opposed? >> Okay. Motion carries. Thank you, Mr. Manzel. Education. >> Uh, so we don't have too much on here. We have uh some 11.1 for our student handbooks. Uh 11.2.3 for uh some agreements. One for student teaching affiliation in college and high school agreement. And um 11.4 is the uh BCCTC school authority revival. Um, I guess we're having to do sort of the same thing that we were doing before or doing with the with the BVIU and having those meetings again. Um, can I get a um I'm going to make a motion to add the education consent items 11.1

through 11.4 to the agenda for May 14th, 2026 voting session. Can I get a second? >> I'll second that. >> Thank you. Any questions or discussion on 11 through 11.4? I I'd just like to share how exciting it is to see how many college and high school agreements that we are creating with local colleges and universities. I think that's great. So, thanks to that high school team and our administration for forming those relationships and also for the number of student teachers that we have come on board next year. Um, we really think that that creating that pipeline for great teachers is important and we're excited to be hosting teachers next year. So, this is wonderful. Thanks, Mr. Vanzel Lynch. Any other questions or comments on 11.1 hearing? None. All in favor? >> I. >> Any

opposed? Motion carries. Uh, Mr. Would you like to continue with support, please? I guess um so not much there either. We have anformational item of uh just uh votes for the BVIU for voting for um a representative there. So I believe all of us on our tables has a ballot for that. >> I do have a question about that. Are we supposed to vote for one or uh >> as as far as what I did, I voted for one. >> So I'll go with that. because it doesn't really say um but for how they run the BBIU is they basically have the the president. So right now that would be um uh Mr. Miller and he basically is able to do all of the talking and you're not allowed to really say or do anything

until he says so. So um I'm going to say it's going to be kind of the same structure virtually. >> So I'm so sorry. Are we voting for a a president for this or what are we voting for? >> I thought it was just for someone for a three-year term. >> So that's But >> it's kind of >> each school have a representative. >> Yeah, each school has a representative. But this person like he kind of runs the meeting from from uh from >> I think we're voting for all of them. We're basically approving all of them, I think. >> So these people are already on >> Oh, you know what? Brain cramp. Yeah. So, it's not the president piece. It is You're right. It is voting for all of them because it's the it's

the people who um who Well, that doesn't make much sense. >> Well, if you have if you have a better explanation of what they're voting for, it' be great. >> The letter that's on that's attached on the agenda mentions the voters either all or not is the way I letter. >> I think what Mrs. client's asking though is if we all if all the school districts have a representative to this board, why would we be voting on just five representatives? >> Is that what you >> I was because we didn't have to vote for Adam like all the other districts didn't vote for Adam to be on there. So I don't understand exactly what we're voting for. I guess >> it's a good question. look like they're filling unexpired terms. >> What? Yeah. What Aaron

said was that they're filling unexpired terms. So with this uh mail and ballot election, so we can we can it'sformational. So there's if you would like I can get further clarification from um the director from Dr. Rosendale, the director of the intermediate unit as to but it is an all or none. There can be no Ryden or other candidates. You're you're voting for you either voting for them all or you're voting for none. But the why considering the point that was raised whether I don't I don't believe other districts voted for Adam. So I don't I don't know why this is occurring. >> Would it be okay for us to just maybe table this until next week and we can have more information? Let's not >> vote. So I can definitely just give them more

information. Okay. No no pressure with us at all. Thank you. Sure. Sorry. No, >> you're good. >> Oh, you're good. I >> It's a good question. Um, and the other item is uh just another education agreement. Um, so I would like to make a motion to uh add approval for that agreement uh for the 2026 27 agenda for May 14th of 2026 for voting session. May I have a second? >> Second that. >> Thank you. Any question on the is it deli >> adult I was trying to avoid saying it >> education agreement. questions or discussion on that item. Okay. All in favor? >> I >> oppose. Motion carries. >> U Mr. Wisner is not with us tonight. Um but 13.1 is the national TSA conference request um for um our students to participate in

the national TSA conference. 13.2 2 is our service contract with men and rescue ambulance service. 13.3 is health 41 as separate playoffs championships for traditional public schools and for private and charter and parochial schools. goal here would be to create more level playing field and address concerns about fairness and competition with regards to student athletics. And at this time, I'd like to make a motion to add consent items 13.1 through 13.3 to the agenda for the May 14, 2026 voting session. May I have a second? >> I'll second it. >> Thank you, Mr. Ch. Um, do any questions or discussion on 13.1 through 13. >> All in favor? >> I I >> opposed. Motion carries. Mr. Beckwoods, buildings and grounds. >> I have nothing to report. >> Thank you, Mr. Wire. Policy. >> Nothing to

report. >> Thank you. We move down to 17.1. Do we have any public comment on items? My name is I read I don't see anything that says anything about anybody have any information on that agreement when they came here was they were going to build because our wasn't for our access but I don't see any to clarify the agreement that we're voting on to put on the consent agenda would be for the upcoming correct >> facilities use is that correct It's it's for their facilities use. Yes. It doesn't have anything to do about the previous okay agreement which M Brown is correct. That was part of that and we're still working through that. >> Okay. >> Any other public comments this evening? >> Uh we'll turn it over to school directors for any comments, questions,

discussion. I I just want to say something and and hopefully I can I can say this in a way that kind of makes sense, but I was thinking a little bit about the money that we were going to be allocating to the uh capital improvement fund. Am I calling it the the capital reserve fund of 400,000? So, I don't know that it really does make a difference of of when we assign that because I'm thinking back to uh just what I've learned over the years about budgeting and like let's say that there was really a need for it or we didn't receive as much money uh from the state as what we would be anticipating. From what I have learned, you would not want to use your excess from years past to balance your budget

for the years going forward. So I, you know, even if we didn't get that money, I don't think we would want to say, well, that 400,000, we're going to go ahead and just use it to balance our budget next year. So, we need to balance that budget just based on, you know, if what if we don't get enough from the state, you'll just have to adjust the expenditures a little bit more as time goes on next year. So, I I guess I I don't know whether I said something about waiting that capital reserve fund to to to wait before we found out from the state um or whether that was somebody else that brought that up, but it had gone through my mind as well. But I don't know that it really does make a

difference of when we put that in, whether it would be June or whether we would wait to find out from the state because we would not want to use that $400,000 to balance a budget next year. >> Well, beyond that, I don't think that the timelines align for that anyway. I understand the concern and it it makes sense, but these projects, I think, are largely slated to be done this summer and who knows when the budget thing is going to get approved. You know, the state budget. I mean, I wouldn't I just don't think those two things are going to line up. And and to your point, like we have the money reserved for those specific things. I think the team has done a really good job of identifying and prioritizing what we have to

have done. It's not anything absorbed in the one that hit us this year was the chiller thing, right, which we have already kind of decided for months now. It took a long time to kind of get through that. These other ones, I mean, it's not nothing. They're they're real, but these are things that have to be done. And I feel like no matter what, you know, we we should be doing those and right, we're in a we're in a position where we can allocate funds and get them done this summer, then I think we should. >> Thank you for clarifying. Any other comments, discussion, school directors? >> I'll just add one more thing because maybe it's just me. There are a tremendous amount of things going on uh right now. And I was admittedly I

was complaining about it before the meeting. So, I'm going to shift from complaining to praising all the things, but like this week I was at what I was at two band concerts which were both uh fantastic. We have prom this week. We've got um uh all kinds of things coming up in in the next few weeks. We've got graduation. We've got senior awards assemblies. We've got I mean it's it's crazy. Um I try to attend as many of them as I can. sometimes I'm required to attend them um not from the school board but because of my kids. Um but I just I really do um want us all to appreciate and and and uh how many things we have going on this time of year particularly busy. So thanks the teachers, the administration, students

like all of our sports and and and bands and orchestra that plays. I I mean it's crazy how many things we have going on. So you can't get them all. I try to hit as many as I can. Uh, but I would encourage everybody to um both attend as many of these things as you can and also to to thank those that are involved because it is a lot of work. So, thanks. >> I'm glad that you remembered to mention that because we all were saying that during executive session about all the wonderful things that are happening and I'm glad you noted that. Thank you, Mr. Cho. >> Any other comments? Okay. The next meeting of the Blackhawk School Board of Directors will be next Thursday night, May 14th, 2026. And immediately following that meeting

will be celebrate Blackhawk. So, we hope that um everyone in the community that typically joins us online, please join us in person because that's going to be a really wonderful night to celebrate all of the wonderful things that are happening here in our district. Um can I please have a motion for adjournment? >> I would like to make a motion for adjournment. >> Thank you, Mr. Shope. Do we have a second? >> Second. >> Thank you, Mr. McMillan. All in favor opposed to carries. Have a great night. >> Just give these back to >> text. We'll just fill that out. >> I already filled it out. Sorry. Oh yeah. >> Congratulations. Thank you. >> Yes. >> Hi. I know you. >> Yeah.
