Good evening everyone. Welcome to the March 12th regular work session on the White House School Board of Directors. At this time, we'd like to call the meeting to order. Would you please stand and say the pledge of allegiance with me? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty, justice for all. Mr. Vanzeland, would you please call the roles? >> Sure thing. Mrs. Klein >> here. >> Mr. McMillan >> here. >> Mr. Sh >> here. Sorry for that. >> Uh, Miss Smith >> here. >> Dr. Sprinker >> here. >> I am here. Mr. Wire >> here. >> Mr. Wisner is not here. And Mr. Zagitz >> here. You have nine of eight or eight of nine backwards.

>> Eight of nine. Thank you very much. There was an executive session tonight prior to tonight's meeting to to discuss uh personnel. At this time, we will move to the solicitor's report. >> Thank you. No report this evening. Let's move on to agenda number two, superintendent and administrators update. >> We'll go with uh Paige first for her student representative report. Hi guys. Um right now the end of the third is coming up on March 19th. So next week they're going to have more weeks to school after that. um in the high school are girls basketball team 1 to 40 55 to 41 and they will play at 2 p.m. on Saturday at high school for the quarter finals on their sheet. So our unified hockey team also called one regionals the other day and is

advanc is and it's advancing into states. So wish we recently had NHS inductions to induct the new junior class into class. The track season is also starting up for players and artists. And then so they'll be posting on April 1st. So watching more things to win basically. Um they also had a calendar which was a big success of that and there were a lot of people reaching out to support the school and everybody else. Seniors will have a re-equipped uh event on March 27th for seniors to come and have a great one last like fun night with their friends. And then the day after that at 9:00 a.m. will be the Ben 28. The 28th also want to get together. I have much to say is in terms of talking about it, right? I have

that high school council recently come out to middle school to present to a student for their upcoming freshman year. And then I visit Harrison. They recently celebrated across America. And the little science club presented every student with a book to help the love of reading and students recently had sustainability group at the high school to help promote sustainability and environment. Thank you. >> Mr. Fuskus, would you like to give your middle school presentation now? >> Good evening. I'm Rob Bushkus. I am the principal here at How Middle School. So, thank you for your time tonight and welcome to HMS. To start, uh, we look at our mission. Uh this mission is important. Okay. It it guides us and what we do and one of the parts that is challenging is all and every that's the

challenge. Empowering all students to achieve their best every day in preparation for perform. So when we think of our mission essentially it's a commitment to continuous growth. So we wanted to visualize what continuous growth looks like. So in the growth process, the curly cues represent the opportunities for for improvement. So as we're doing something, we might have to regroup, we might have to adjust, but the idea is we're continuously getting better and we're always just some examples of how school's commitment to growth. There's a lot on here and I could probably talk the whole night about any one of these things, but I'm going to focus on a couple things as we go through this presentation. It's about behavior and learn and how we're focused on those values. So to start um we want to

think about what what builds a successful dent. So if we take a look at what we thought of as a fortune, these research based characteristics guide what we do and they're really the foundation of some of the things I'm talking about today. We had some fun with this. Uh we built a word cloud. So as staff submitted words, the ones that were submitted more often got larger. So really HMS students are these things. And I think you're like the one that's awkward because if you have a tally principal, you fit in well at the middle school. At least that's the way I feel. So I want to talk a little bit about our focus on behaviors. So we are focused on our positive behavior program that we have here and we talk a lot about

that. This was a major commitment for our staff. So some of the things that you'll see here in 23 24 staff poll over 80% of staff reported that we wanted to see with our student behaviors. So the following year we built a team uh to guide the building wide shift into positive behaviors. So the picture you see up here it's hard to see what's up in the front but the structure of this sets the expectations for locations around our building. So, uh, expectations in the cafeteria, in the hallways, classrooms. And basically our mission is each day we work hard, show kindness to others, and stay positive in everything we do. Bear with me. All right. So our focus here was really centered around thinking about learning and student behaviors were off learning can't occur in

the classroom. So that was really why we thought this is the foundation of how we move forward. So a little bit about schoolwide positive behavior intervention that supports education. We like one acronym. So this is PBIS. So I wanted to create a kind of a visualization for folks that need to like understand how this works. And this is probably the most scaled down idea I can give you, but there's a lot more to it. So it's a system that teaches, models, and reinforces expected behavior environment. Imagine yourself in a classroom. the teacher was always addressing negative behavior that that was there was a perceptive perception to that. So now imagine that you're in a classroom where the teacher is recognizing things like hard work, staying positive, showing kindness and we're focused on that each and

every day. It flips the script. Students strive they have attentionseeking behaviors. They're attending behaviors now in a positive life versus negative one. Um this this whole system is filled with students who are learning recognition staff. I don't remember recognizing these behaviors and receiving said for their efforts. So where we were uh last year at this time to where we are now, I I don't know if any of us on the team could have envisioned it, but we have a PBI store in our lobby. We're piling a house system with our fifth graders. We look to go into next year. A group of teachers is through Nike classroom is going to the Royal Art Academy this summer. and that's just going to continue to build and grow the investments that we have in this. We're really

excited about it. Um I like give me an hour. Um so I wanted to show some data and I I really wanted to call this slide way too early preliminary raw data but we we sat down a little bit. How can we measure where we are today right now? So in the 2024 school year we had we just let the teacher office referrals. That's the baseline of how things are communicated to us. On average, we had 27 to 28 per month, which we follow quite a bit. So far this school year, going with the averages, it's dropped to 14 or 15 per month. Now, there are some things we're doing differently this year with vice referrals. Um, it would probably even get that even lower, but we just decided we're just going with what we

have, how it'll work out. That's a 47% decrease in just teacher referrals alone. So, this is a quick measurement of where we are and the progress we're making. Um, wow. I It's I so happy to see that. It's it's more than we could have expected. So, to wrap up a little bit on other behaviors, we recently started acknowledging students of the month and we interviewed interviewed them on how did they earn it. So, this is a few students talking about how they got there. It works perfectly. at lunch and I like not kind of thing that I do every single day to get a lot of browning points from the teachers is to say hi and be nice to them. Actually care about everyone around me including the adults. >> Yes, I walk a smile

to the music. I try my best not to disturb the teacher in class when like they're talking and I try my best not to like stand in the middle of the hallway when it's time to like go to class cuz then everyone gets stuck and that's not fun. And I try my best to stay nice to people and like be respectful with things I say and things I do and try my best to work hard in class and not like get off topic. >> Okay. Um we're going to shift into our focus on learning and want to talk about school with data. So the right image up here talks about continuous growth and the one on the left is the model for teaching and learning where curriculum assessment instructions meet in the middle. That's the

sweet spot. That's what we're aiming for. So one of the tools that we have to get there is uh link it. So when we think about pinpointing growth without a data data tool that was very difficult. So thank you for supporting link it for us to have here at Blackhawk. It's a tremendous tool and what it allows um us to pinpoint and drill down see our opportunities. So where can we improve? In this example um it's showing that vocabulary acquisition in our EA classes students can improve there. So this is just an example of one of the things our teachers are working on to focus on instruction. This next slide just had some um if I went too fast, I'm probably going to go back. Sorry. Click too fast. Um but it's basically just a

foundation for how teachers are looking at released items from our state testing looking at curriculum and knowledge align. Um and this slide right here gets us into needs assessment. So last year our uh math program went through this. It's a full program review looking at data and where we have to use data looking at alignment and where state standards and also assessments. How are we assessing students? So this process um is currently going with our ELA staff. So they're looking at resource review and finding ways that we could review the resources to other. So with all that all the other things that we could say um I wanted to transition and talk about our staff here at Middle School uh with all the things I do we do our staff is incredible. They're the driving

force for everything that goes on and really all of the energy behind our product behavior program focusing on learning needs assessments behaviors all the things. Um, this was our picture at Halloween when we decided to take on 67 and I think we defeated it because now kids just kind of so that was our our push for that but it was fun way to remind each of that I have the privilege to introduce one of staff member. She's going to talk about some exciting history from another staff member. Um, so I am a kindergarten teacher at intermediate school and I had the privilege of being a finalist from Pennsylvania to be here in 2025. And with that privilege comes a unique and special honor that we are able to nominate other teachers within the state of

Pennsylvania for an award called the Apple Award. And so over the past few months, I've been thinking about colleagues and other teachers within the state that would be deserving of this award and why a specific teacher came to my Dana colle. So now I'm going to talk to you a little bit about why I felt that this colleague was deserving of this award and then I am going to present it with the award. She received it in the mail that we brought it to do kind of a more formal presentation. Dana provides the highest standards of the teaching profession for her leadership, innovation and unwavering commitment to students. As a middle school English teacher and technology facilitator at school district, she consistently extends her impact beyond her classroom to strengthen teaching and learning across the

entire district. And just aside, this is what I need for her to receive. Dean has played a federal role in her digital technology initiatives, guiding the thoughtful implementation of oneonone devices and supporting colleagues in digital tools to enhance instruction during multiple transitions in technology leadership. She provides stability, continuity, and hands-on support to staff, ensuring that innovation remained focused on student learning rather than operational instruction. She works side by side with the teachers to integrate tools strategically and purposefully, always grounding implementation and sound pedigogy that promotes engagement, differentiation, collaboration, and authentic learning. As the district leader on the AI task force to try and honor district with her, she teaches me so much all the time. Dana is helping in shaping responsible and forward thinking practices around artificial intelligence and education through advanced professional learning and

in collaborative leadership. She equips educators to use emerging technologies ethically and effectively ensuring students develop critical thinking skills, digital literacy and future ready competencies. Beyond academics, Dana has demonstrated exceptional dedication to student well-being by helping spearhead a student centered initiative to address access to essential hygiene products, reducing barriers to learning and reinforcing a culture of dignity and support. Dina Cox's impact is measurable in student achievement, teacher capacity, and school culture. Her professionalism, adaptability, and visionary leadership make her an outstanding and deserving support. So, if you could please join me in congratulating her. So on behalf of the National State of Pennsylvania, Jump. >> Ready. Thank you. Say a quick thank you to Ken for considering me for this award. It's truly an honor and a privilege. I am part of a of a very large

group of exceptional educators who build each other up and help us always do what's best for kids and to serve our community. And I I'm so grateful to be here at Blackhawk and just have all of these ideas, things that I want to do to make our little world better, embrace, empower, and just be able to make positive change in the world. So, thank you. And thank you to all of our teachers. We can help each other out. And I'm able to do what I can because you So, thank you very much, Jen, and congratulations again, Dana. So, um, Miss Sherik and I spoke a little bit before this meeting about this, and I happened to share with her just how proud I am of her using her ability to pay it forward um, with

her uh, teacher of the year aspect and to lift others up. And that's such an important quality. We were talking about themes earlier and now I feel with Mr. Putus' presentation regarding, you know, positive um thoughts and thinking and being kind and lifting others up and then this presentation of just paying it forward. So, you all do amazing things every day and thank you for the board for supporting them and um thank you guys for everything that you do. We um going into my superintendent update, it feels like it's May. There's so many things going on. Um, I felt like as I started to make this list, it just kept going and going. So, um, a few things. I had the honor of attending a U Pittsburgh Business Times, uh, Beaver County development meeting. Um,

thank you for that invitation. Um, that was a very interesting um, and and wonderful development to see just the opportunities in development and conversations that are going on in the county. I also um, was able to, as Mr. referenced um Ron Clark Scholarship and Academy to attend that um award celebration for five of our educators um to be scholaripped um on the tune of about 20 grand to attend um the Ron Clark Academy through Huntington Banks Ignite the Classroom. We have um submitted obviously the facilities grant. I have a group of students a superintendent's cabinet. They're my advisory cabinet that we meet probably quarterly and um go through various things and we met recently and um they they just provide me a closer student connection and um ask various questions on things and are always

challenging and I appreciate that group. Um I'm going to save Mr. Ford for last because I think he wants to say something too but um congrats to all of our teams. Um hockey swim as well. I think swim is out of town right now up at Bucknell. Um if not they're going soon. Another thing um interestingly enough at the middle school that's occurring with um one of our custodians and working with some of our students um for um Mr. Fix you might have to help me with this but what Chris is doing and helping with with students teaching various life lessons and things and just really bringing them together. It's almost a best buddiesesque type culture that you're creating. But um that's a wonderful thing that u is going on at the middle school as

well. Um Easter food pantry that is upcoming so we can we'll probably hear more about that. Um celebrate Blackhawk it will be in May and I think we have many teachers and um other people that we want to recognize donors community members. That's a great one. uh our orchestra concert. Uh we are hosting PMEA on the 24th. Uh we have a dinner and a show for our musical Hello Dolly. Uh for our senior citizens in the community, I think we have about 75 people registered already. Yes. >> So um better than Miss Turley u solo my date last year, but we're doing better this year. And um a chiller update looking at June 2nd. I forgot Mr. Fleeman just filled me in on that. So happy to see that progress as well. Um I think

that's enough for me for tonight. Thank you. >> Thank you Dr. Ranata. And that is a a lot of great news and um assuming that somebody would want to participate in one of those upcoming events. Yes. Where should we go to find out more information? >> Um there are um just reach out to me. That's the easiest and I can direct because um spaghetti >> website >> social media the spaghetti dinner that is on social media as well um and on the website but obviously you can call central office and see about that the food pantry I'm not sure do you know about the Easter food pantry >> I know they're collecting the food currently distributed close to Easter details >> okay but um yeah just reach out and if I don't know the answers

we'll We'll find it for them. >> Dr. >> Yes, ma'am. >> Um, I believe for the food pantry, Mrs. Parish, >> Mrs. Parish should be reaching out to families and community members who are in need of the food pantry that they're collecting. So, that will be spread out amongst the community after they sort the food this weekend because the food drive ends tomorrow. >> Perfect. Thank you very much. All right, we will move on to uh public relations and communications after Mr. Ford comes up. I believe >> one last thing. Thank you, Mr. Ford. I just want to make everybody aware of an event that Black on Monday, April 27th. I was approached by financial a financial literacy to think about uh focus on seniors. Um Dr. Springer met with us that day and in

talking I decided say we want to try black in the house. So kind of the ball. So April 27th, Black Project called Beaver County Money Futures. Uh perfect segue to the new required financial literacy. We're going to start with next year. Um and we have a speaker coming from Georgia, Mr. Gail Alexander. Flick Financials heard this gentleman speak and his talk is called the talk about money and it's geared to get kids in the right step on their financial path and uh they have funded everything. So we've invited every school district to be prepared. Um I volunteered all my seniors. It's going to be mine in the auditorium that they've got funding. They're going to fund a bus for every school who wants to come to bring their seniors. Uh, everybody gets a book. The

talk about money is a book. Uh, it's going to be a great thing. We're going to try uh I believe quick financials ideas that this would be something maybe annual other schools would like to host it. And the project original start was was very large scale. So hopefully we're going to be the starting point for them. But I just want to make you aware that we're going to have a great morning schools in our auditorium on April 22. So just want to make you aware of that. Thank you, Mr. And now we'll move on to public relations and communications slide. On behalf of the board, I would also like to uh just extend congratulations to Highland Middle School teacher Dana Cox on being recognized by the National State Teachers of the Year Pennsylvania Chapter for

the Apple Award. So, congratulations and thank you for all of that. And also congratulations to Tyler Ader for building an adaptive controller for a student at Beaver for the unified robotics competition. And is that part of the presentation? >> And I believe that Dr. Houston's going to speak a little bit and I think Tyler's here too. So maybe he can share a little bit about this as well. elementary school is um association best buddies I believe and special effect with our best buddies to go and collaborate and compete against other schools in our area. One school we've gotten really close with is Viva. Um we hosted a scrimmage beginning of this year and they came and they have a student his name is Mike and he has me and Andrew coded the robot a little

bit better for so few but ins. So off of that I got in contact with their team and I asked them hey if you give me a controller I can try to build something so he can be a game. a random controller and with the resources mod I was able to build a controller from basically scratches the best controller built up a completely custom build one that he can now use and compete with and play the game with >> that's awesome like we as heard for that at all. So, um Tyler, I just want to read this letter to you and to the Black School board. Dear Black School, I'm writing to you to share today my profound gratitude for the incredible work of your students, Tyler. My son with Pauly, which often presents significant

challenges in interacting with standard technology and choice. Recently, Tyler took it upon himself to design control specifically for this wasn't just an impressive technical feat. It was a door opening for Micah. By tailoring the interface to Micah's specific memorabil seeing Micah successfully participate in the competition on his own for the first time was a moment was a moment our family will remember very. It is rare to find a young person who possesses both the high level technical skill to execute such a project and a deep empathy to recognize in their world. Tyler represents the very best at Blackhawk High School's values, innovation, leadership, and genuine compassion. We hope that you will join us in being quite proud to have a student like Tyler in your community. And I wanted to ensure that his hard work

and character did not go into his part of administration. Thank you for fostering an environment where students like can thrive and use their talents to help others with our sincere grat. So that was my experience. I thought that was here with you today. >> My mom and his wife came out. >> Excellent. Well, thank you guys for coming. Mom, you must be so very proud. Your son is an amazing person and um to be honest, I've been impressed with you. I've only been here a couple years, but I've observed various things that you do and your kindness and how you carry yourself. I mean, it's just what a great person you are. And um get ready world for you. Well done. Blackhawk takes great pride in our students achievements and the extracurricular activities available across

all grade levels. For the most up-to-date information on school happenings, please visit your school's website. Thank you very much. See, and there was no one who had signed up for any kind of public comment on agenda items. >> And we have a PSBA board update tonight. >> There is no report. Thank you, >> Mr. McMillan. Bever County Career and Technology. >> There is no report. Beverly Intermediate Unit. >> Uh, no report. We have a meeting toward the end of the month. So hope you'll have some good things from the meeting. >> Thank you. >> Till then. >> Thank you. >> 8.1. I'd like to make a motion to approve the board meeting minutes for the February 19th, 2026 voting session. I have a second. >> Second, Mr. Zach. Any discussion on hearing? None. All in

favor? >> I >> opposed. Motion carries. We'll move over to the finance section of tonight's meeting. Mr. >> So, we have a few things. Um, the good news keeps rolling. So, that's we have uh another grant um from future-driven school parents as allies. Uh so that is awesome. Um next we have uh the general operating budget for the Beer Valley Intermediate Unit. Um next is a residential property assessment settlement. Um just one property I believe this time. Uh 9.4 we have the uh audit engagement letter for next year with the same Turnle and Associates who have done such a great job over the last few years with our audit. So, that would just be engaging them to do next year's audit. Um, monthly bill payments, nothing exciting there. And our 2020 I mean our February

0342026 financial report. Um, which Aaron's not here really to say. I don't think there's anything super notable there either. So, I would like to make a motion to add finance consent items 9.2 to 9.6 6 to the agenda for the March 19th, 2026 voting session. >> Thank you for the motion. We have a second >> Mr. Thank you very much. Any questions or discussion on any of the finance section that Mr. just reviewed? >> Um I was curious and um maybe Dr. Vanetta if you could just preview this for us. Will there will we start to have some budget presentations for the upcoming budget season? Will that start next week during the voting session? Okay. >> Yes. So um Erin presented Thank you very much. She presented a a brief very preliminary budget earlier um

over the winter. Next week um we will begin hitting our budget season pretty intensely. At the end of the month is when I get uh my state information and update. So, April is is pretty heavy in budgeting and really refining that aspect and then May obviously is go time. >> Okay. Thank you. >> Yes. Any other questions or discussion? >> Okay. Uh let's go ahead and vote in >> I. >> Any opposed? Motion carries. Section 10 is for personnel. >> Yes. I'd like to make a motion to approve the human resources report for March 12th. >> May I have a second? >> Thank you, Mr. Anyone. All in favor? I Any motion carries? >> I'd also like to make a motion to approve the updated Carter's list for the driver's list. >> Thank you. We

have a motion to approve the al driver's list. Do you second? >> Second it. >> Mrs. question or discussion. All in favor? >> I motion carries. >> Education, Mr. >> Uh so I'll uh add on to the good news. So we do have a donation from Little Beaver Lions. Um and then uh just our field trip for the uh PASSA state conference. Uh can I get a I want to make a motion to add items 11.2 to next week's agenda. Can I get a second? >> Sorry, Mr. Z got a second. Thank you very much. Any questions or discussion on 11.1 or 11.2? 2. I do think we have a little typo there. So, it should just be 11.1. Um, any other questions or discussion there? >> Okay. All in favor? >> Opposed? Motion carries.

We'll keep rolling. Mr. President, services. >> Uh, and on here we have a uh special education settlement agreement. uh and then uh the uh 12.2 the K12 uh guidance plan and which I will be uh kind of contributing to tomorrow because I will be at the um uh job or uh yeah career day brain cramp. Thank you. Uh and then uh a 27 or 262.7 keystone agreement for ESL services. Uh, can I get or I'll make a motion to add just hit a button and now everything is all >> wonky on me. I apologize. >> Whatever item that is item 12 yeah 12.1 to 12.3 yes >> to the agenda. So, just to clarify, um I believe um Adam, you're making a motion to add support versus consent agenda items 12.1 through 12.3 to next

week's voting session. Correct. >> Thank you. Do we have a second? >> I'll second. >> Thank you, Mr. Show. Any question or discussion on those items? >> Okay. All in favor? >> I opposed. Motion carries. C could I make one comment on that? A constituent brought to our attention that the 339 plan, the guidance plan there, the links on that flat board docs document, they're they're flat. They can't be active. They are active on the website. So, you can see them there. But what we're going to do for next week is to have the current one there and then the one with all of the PDFs as well. So it'll be a much larger document similar to how we had both the program of studies and then that modification on um last last month. Uh

so just you know for those who may want to review it that didn't get a chance to um for the past month and a half. >> Thank you for clarifying. >> Sure. Sure. >> 13 athletics and activities. Uh I will share some more news uh in Mr. Wizards. So 13.1 is certified by a swim championship and I believe we we have students there now. Is that correct? >> Yes. That's wonderful news. >> Yes. >> And so at this time I would like to make a motion and addicipation championship the agenda session. I have a second. >> I'll second it. >> Thank you Mr. Sch. Any questions on this session? Hearing none. All in favor? >> I >> opposed. Motion carries. And then we will need to go to Oh, sorry. I'm having some technology issues

tonight. I do apologize for the delay here. Um 13.2 state quality championship. And um we'd like to make a motion to or I would like to make a motion to approve and add the participation of the PIA state body championship to the March 19th voting session next. So congratulations. Um do we have a second on that motion? >> A second. >> Thank you Mr. McMillan. Um any questions or discussion? All in favor? I I >> opposed. Motion carries. >> Buildings and grounds. Mr. Zawitz. >> I'd like to make a motion to add 14.1 14.2 14.3 to the agenda for March 19th. >> Thank you very much. We have a motion for um those those three items to be added to next week's voting session. Do we have a second? >> Thank you, Mrs. Klein. Any

discussion or questions regarding those items? All in favor? >> I >> opposed. Motion carries. Policy committee. Mr. >> No report. Dr. Springer. Thank you. >> Move down to additional business. This um item 17.1 public comment on items. We have anyone from the public that would like to start. Next we have school directors 17.2. Um I have just two things. I'd also like to extend um on behalf of the board appreciation to Mrs. Sherik for nominating uh Mrs. Cox for that award and congratulations Mrs. Cox. We're also very proud of you. Um as a parent with kids in your classroom, I can't imagine this award going to somebody um better. So, thank you so much. Congratulations. Um and I'm curious, will tonight's shoe choice be included in the yearly the shoe challenge? So, this is this

is an additional pair. I love it. That's awesome. Congratulations again, Dana. Um, I also wanted to let um the board know that last week um Dr. Vanata, Mrs. Bron, and I had an opportunity to attend the schoolboard leadership uh collaborative, which was a professional development for school board directors and administrators to work together um in terms of um making sure that our school board in a in a positive way. And I was just so very proud and it really validated um the work that this board does. And um I'm so proud of our board members for the positive um effort that they put in every team of the month, the time that they spend and um how we are able to work together to solve our problems. So congratulations to the board. Um and thank

you Dr. Banata for inviting us to that professional development was very validating and it was an exciting or exciting day. So thank you very much. Okay. Um, last I believe we're ready for adjournment unless there's anything else from school directors. >> Okay. >> But I have a motion to adjourn next meeting. >> I'll make the motion first. >> The next >> Oh, the next meeting is next Thursday. >> There you go. >> Thank you. March 19th, 6 o'clock. >> 6:30. >> Uh, Mr. Vangelo, did you make the motion? I did make the motion. >> Thank you. Do we have a second? >> Might as well. Motion. >> Did he steal my motion? >> I stole your motion. >> I'll second it. >> For the record, I think we're going to have to let Mr. >>

Yeah, might as well. >> All in favor? >> Any opposed? Motion carries. Still twins. wanted to teach.
