My parents >> and we ordered food to tell them in that they have their Excuse me. >> It doesn't make any sense. >> I had it [clears throat] over there. >> He's under here. I left it. Oh. At this time, uh, Mr. Vanzeling, could
005we please do a roll call of the hold over board members only? >> Hold over. >> Okay. Mr. Klein >> here. >> Mr. Sh >> here. >> Springer >> here. >> And I'm here. Uh, Mr. Zachitz >> here. >> Now, Mr. Wizner was an appointment but also new. >> So here >> he would not >> he would he would not be considered a hold over member for election this year. We're not here. >> Okay. >> So we have >> five of nine five of nine. >> Five of five. >> Okay. Great. >> Five of five. >> Thank you. Very good. Uh there was an executive session prior to this meeting to discuss legal personnel and safety matters. At this time, the public will have an opportunity to address the board on any current agenda items.
006At this time, I will turn it over to uh David Mongolo. He's going to be the temporary president for the purposes of reorganization only. Hold on. >> I think that should be [clears throat] the motion. >> I'm sorry. You >> um I'm going to make a motion to select our solicitor, David Malio, as the temporary president for the purposes of reorganization only. Do I have a second? >> I'll second that. >> Thank you, Mrs. Klene. Any discussion? >> All in favor? I I >> Any opposed? >> Okay, motion carries. >> Thank you. And uh for the next item on the agenda, uh reading of the certificates of election. This is a requirement of the Pennsylvania school code. Um for all uh board members that were elected in in the most recent election, we have received
007these certificates of election from the Beaver County Board of Elections. And I'll read those now. and and and these say uh we the undersigned members of the county board of elections of Beaver County hereby certify that after tabulating the votes cast at the municipal election held on the 4th day of November 2025 in Beaver County, it appears that Ryan Wisner was elected uh to the office of school director in Blackhawk School District Region One for a four-year term. Chad McMillan was duly elected to the office of school director in the Blackhawk school district region two for a four-year term. Thomas A wire was duly elected to the office of school director in Blackhawk school district region two for a four-year term. And Liz Smith was duly elected to the office of school director in Blackhawk
008school district region three. And I'll also note for the record that all of those uh schoolboard members did take the oath of office uh prior to the meeting tonight and also have um submitted uh attestations of their oath to the district uh to keep on file. So now all of you are officially board members of the Blackhawk School District. Congratulations. And the next item on the agenda is election of the 2026 school board president. And so I will um open the floor for nominations for the school board president for 2026. >> I would like to nominate Dr. Carol Springer. >> Any additional nominations? Hearing none, I will close the floor for nominations. And this can be a voice vote given that there's only one uh nominee. >> All in favor? >> I I posted. >>
009Okay. So, uh congratulations uh Dr. Sprinker and the meeting. [applause] >> Uh thank you, uh board of directors. I am humbled and um appreciate your confidence in me and I'm excited for another another great year uh working on the Blackhawk School Board of Directors. So, thank you very much. Um at this time um I would like to open the floor for nominations for school board vice president. >> I'll nominate Mrs. F. >> Any others? Okay, nominations for vice president are closed. Um, we do not need to do a roll call because we only have one nominee. So, um, all in favor of Rachel Klein being the next continuing on as the board vice president. Um, all in favor I >> I I >> Any opposed? Motion carries. Congratulations, Rachel. Thank you. Um 1.10 is a
010um a list of appointments um that we will make um as liaison for the 206 um 27 school year. um and those um liaison positions. I'm just going to read through and we will vote after I've listed all of the liaison positions. And so I'm going to um nominate the following board members as liaison. Board Secretary Adam Bansge, this is a multi-year appointment and we will reopen that appointment in May. Board Treasurer Matt Schul. Again, this is a multi-year appointment and it will be reopened in May. Beaver County Career and Technology Center Chad McMillan. The alternate would be Tom Wire. Beaver Valley Intermediate Unit will be Adam Vans. The alternates will be Rachel Klein or Carol Springer depending on availability. Uh the PSBA board representative will be Rachel Klein. Buildings and Grounds. Markitz, public relations
011and communications, Rachel. Athletics and activities. Ryan Whismer. Education will be Adam Landlin. Employee relations and negotiations will be Rachel Klein. Finance Matt Chop. Personnel Liz Smith. Policy Tom Wire. And support services. So, um, we have a nominee, we have a a motion to have these representatives as liaison. Um, do we have a second to that motion? >> I'll second that. >> Thank you, Mr. Whisner. Any discussion? Hearing none. All in favor? >> I. >> Any opposed? Motion carries. And Dr. Vanetta, these liaison will be posted on the agenda um correct in future months. Is that correct? >> Correct. Excellent. Thank you. >> Okay. 1.11. I'd like to make a motion to approve the board of directors meeting dates. Uh there is an attachment in your agenda there for the 2026 meetings. Um do we have
012an a second? Thank you, Mrs. Klein. Any discussion? If I could point out just a couple things. Um there are some off weeks. Generally we are the second and third. Um but due to some scheduling and also budget. So February um we have the first meeting not the second February 5th and the 19th that's an off month and then once we get into May um just how the May calendar falls and remember we need Erin is it 28 or 30 I 30 days 30 days um once the preliminary for the official vote for the budget so um that's why May is a little off as well. Any questions or anything on on those dates? Thank you for clarifying those dates. >> Okay, I believe we have a motion and a second. Um, any other discussion
013or questions? Okay, all in favor? >> Opposed? Motion carries. Item number 1.12. I would like to make a motion to reappoint Strawber McKenna Dutnik and Gesty for the 2026 year in the amount of $9,000 per month retainer and performance with the proposal approved by the board on February 22nd, 2024. Do I have a second? >> Second it. >> Thank you, Mr. Show. Any discussion? Hearing none. All in favor? >> Any opposed? >> Motion carries. All right. Um, next we're going to approve the newspaper of general circulation. We are seeking approval uh with Beaver County Times as a newspaper of general circulation to be used for official notices. So, may I have I'd like to make a motion to approve the Beaver County Times as the newspaper of circulation to be used for official notices. May
014I have a second? >> I'll second. >> Any discussion? Continue or do you want to take a vote? Okay. All in favor? >> Any opposed? Okay. The motion passes. >> Thank you. One point, Mr. Shut. So, I would like to make a motion to approve the listed companies as depositories of school funds. >> Thank you for the motion. Do we have a second? >> I'll make a second. >> Thank you, Mr. Vans. Any discussion or questions? >> Nothing is changing. They're correct. >> No change. >> All in favor? I >> I >> opposed. Motion carries >> 1.15. Mr. Sh, >> I would like them to make a motion to approve the listed companies for investments of school funds. I >> second that. >> Thank you, Mrs. Klein. Any discussion? >> Again, I don't think there's
015a change to that. Right, Eric? No. says blue door. Other questions? All in favor? >> I opposed. Motion carries. Okay. I would like to make a motion to adjourn the reorganizational meeting. Do I have a second? Thank you, Smith. Any questions or discussion? Make sure you stick around for 2.0. Just a warm up. >> All in favor? >> I >> opposed. The motion carries. All right, I'm gonna use this again because it's kind of fun. All right, here [clears throat] we go. Uh, welcome to the December 4th work session and voting meeting of the Blackhawk School Board of Directors. 1.2. Mr. Vanzel, would you please call roll for our voting and work session? >> Mr. Klein >> here. >> Mr. McMillan >> here. >> Mr. Sh >> here. Mr. [clears throat] Miss Smith >> here.
016>> Dr. Spanker >> here. Mr. Vanzel is here. Mr. Wire >> here. >> Mr. Wizner >> here. >> Mr. [clears throat] Zitz >> here. >> And now you have 99. >> Thank you. >> 1.3. Do we have a solicitor's report? >> Yes. Just briefly, first of all, thank you all for your continued support um in reappointing uh Strawburg McKenna as your as your solicitor. We very much appreciate that. Um, I also wanted to uh give the board a brief update on a recent change uh to the law regarding these meetings, regarding public meetings. Um, you know, for the last few years, it's been difficult when you have something on the agenda to change the agenda. It's been basically impossible. You can't change your agenda during the meeting. There's a recent however Supreme Court case that
017now uh reinterprets the law where making it easier and and there is a procedure where the board can make a motion to amend uh to change agenda items or to add agenda items during the meeting. Um so that so that makes the procedure easier um for us and it is something that we can keep in mind as we as we go forward. >> Thank you. >> Can I uh jump in real quick on that one? Yes. >> Um I I do think that it's good to have that, but I in my opinion I think we should use it sparingly. >> Um yes, >> I just want to put that out there. But >> I agree with you. And in the [clears throat] requirements uh there are requirements that the agenda has to be posted 24
018hours in advance. Those are all all still in place. Um as well, >> are there certain circumstances or certain parameters that these changes can be made or is it can changes just be made for any reason? Um so you the board has to take a vote um to to change the agenda and the the new agenda has to be posted. Um it also has to state the reasons for the change. Those are the requirements under under the statute into the interpretation of the statute. >> so how could it be posted then >> The next day. >> Right. Correct. Y >> 1.4 4. There was an executive session prior to the reorganization meeting tonight to discuss personnel safety and legal matters. At this time, we'll have an update. >> Thank you so much. Um, so only
019a couple brief items. Um, we are entering our holiday season, so I encourage um, you all to take advantage of our holiday concerts um, and programs that we have going on. I believe there was one last night. Um and we have others um upcoming. So, you know, please take advantage of those. I know they're working very hard on that. Um we had a a great um early snow day on Tuesday. Um so, that's always a test of our systems to see how things went. I appreciate everyone's cooperation with that. Um I know it can be hectic, but I think our administrative team um did a wonderful job getting that together. Our teachers did a wonderful job with that. Um so, that was great. And um I think Mrs. Rooney has a a brief update that
020she wanted to speak to as well and then I'll see if anybody else does too. >> I just wanted to mention two teachers to the board. Um Mel Woodward in the high school has run a food drive for NHS for several years. Uh I had the opportunity to work with her. It is a massive massive undertaking. And this year she not only provided food baskets to 30 district families which included food, gift cards, groceries, but she opened uh a food pantry for the community so people could come in shop with the extra groceries. Whatever was left was taken a meals on wheels in a local church and it was just a huge endeavor and um a huge amount of her personal time to make that happen. So I wanted to mention that. And also Shana
021Parish is running a like an angel tree for gifts. She's providing gifts for over 70 of our district students. Um she gives the tags to teachers to other students. She organizes up and wraps them. It's again an amazing undertaking and I just thought the board should know what um these teachers are doing to support our students in the community at this time. >> Thank you. All right. Item 3.1. Blackox is very proud of our students achievements and we encourage the extracurricular activities that happen in each grade. Please visit each school's websites for updates and happenings in our buildings, including holiday events and concerts. Um, I did not see that anyone had signed up to speak on any agenda items. Has that changed at all? Are any agenda items? Okay, [clears throat] I think we're ready
022to move on. >> Thank you, Mrs. time. Uh for this evening, we do not have reports on agenda items number four, which is the PSBA board. Um number five, the Beaver County Career and Technology. Um number six, the Beaver County Intermediate Unit, although we will talk about that a little bit uh when we talk about um the finance liaison information. Um so we're going to move down to 7.1, which is approval of minutes. And so I'd like to make a motion to approve the minutes from the November 18th, 2025 meeting. Do I have a second? >> I'll second. >> Thank you, Mr. Van. Any discussion or questions about the minutes? Okay, hearing none. All in favor? >> I post motion carries. Um, and Mr. show, we will turn it over to you for the financing
023on. >> So, in a follow on to last month's meeting, um item 8.1, um I would make a motion that we remove this from the agenda as it is now boot. Um I don't really have any other comments on that. I don't believe it's anything we have to vote on. Let me repeat, it is moot. >> Believe we do need to um vote to take it off of the agenda. >> Yeah, because it's moot. Yeah, I would like to make a motion that we do that. >> I just want to explain why it's moved. >> Would we like Dr. Vanata to explain a little bit more about that? >> Dr. Vanata, would you like to explain the mood point that we have? >> I I would I would appreciate that. Yes. >> Thank you. >>
024Okay. So, um the new horizon uh proposal that was brought forth last month needed to have a required twothirds vote of all school board members and uh a majority of the school directors within that. It did not receive that. Um so therefore um the motion that was in November is moot. Um however at the November 19th meeting the BVIU board voted to accept a proposal from West Banko and also draw down a construction loan. So additionally they approved an abatement contract. So they're moving forward with this uh this process. They aim to have a scope of the project and costs um by December 5th. They also um are going to have a working meeting on December 10th at the BBIU board to discuss that scope, the associated costs and the draw down construction loan amount.
025Um that amount at this time will not exceed 15 million. It was 20, but they they did drop it down to 15. um they will then on December 17th have a voting meeting to consider um energy savings agreements and final documents on that construction loan. So it is a work in in you know in progress and um the goal is to get the school open by the start of next school year. Um but they do have a lot of work to do. our new board liaison to the IU. Um, Adam and I will be working closely, you know, with that through those meetings. Um, and be providing that information as we get it to the entire board. Any other questions um on that regarding New Horizon? >> All right. So, Mr. Ch, did you want
026to make a motion about 8.1? I would like to make a motion that we remove 8.1 from the voting session because it is moved. >> I'll second. >> Thank you, Mr. Zachitz. Any other questions or discussion on the new horizon resolution? >> Okay, hearing none. Um, all in favor of removing that from the agenda? >> I. >> Any opposed? Motion carries. Uh, Mr. We'll turn it back to you for 8.2 and 8.3. >> Yes. So, uh, 8.2 monthly bill payments and 8.3, which I just screwed up my screen, the financial report for November. Um, I would like to make a motion to approve uh the financial items 8.2 and 8.3. >> I'll second that. Thank you, Mrs. [snorts] Klein. Any questions or discussion on 8.2 or 8.3? Hearing none. All in favor? >> I >>
027opposed. Motion carries. >> Okay. Personnel. Um we have our human resources report 9.1. Um next at our next meeting, Mrs. Smith will ask you to jump in there. But for tonight, um I'll make a motion to please approve the human resources report for December 4th, 2025. Uh do we have a second? Thank you, Mrs. Smith. Any questions or discussion on the HR report? All in favor? >> Opposed? Passes. [clears throat] >> We do not have a report for education tonight. And for support services, we'll turn it over to Mr. Van Lynch. >> Okay. Sorry, I actually clicked on the building and grants. >> So, um uh on this one, it's uh basically every during this time of year, we have to do the um the new ballots for uh electing the BBIU presidents. Um so,
028we have all those filled out. Um, and then I'm not sure what else to say about it other than >> Yes. So, each of our each of the board members um is required to vote and then we will submit those votes to you, Mr. Vanalyn. So, this is just anformational item. >> Yep. And then you send them off. >> Oh, yeah. >> Perfect. >> Any questions about um the ballot that you have at your seats? Okay. Great. Uh, Mr. Whisner, do we have any report for athletics and activities? >> No. >> Uh, 13.1. Um, Mr. Zachowitz building and grounds. >> I have a motion to approve Frederick Suns contracting for the immediate intermediate school chair replacement. >> So moved. Do we have a second? >> I'll second. >> Thank you, Mr. Whisner. questions or discussion
029on the um the project information that's there in the agenda. >> We have a quote um and as well as the recommendation. >> Okay. A couple. So, um just a few comments on this. I want to thank Draw Collective and Mr. Flection for working with this. This has been a long time coming. There was a lot of work that went into it. um he was asked to go back to the drawing board quite a few times with this. Um if you remember last June the board approved a capital projects amount and I believe the amount for that chiller Mrs. Bloom was 400,000. I think that was the capital projects amount. So um or over 100,000 under that. Um so I think that hard work has paid off and doing our due diligence and making sure
030that we're getting that right. that does still come with the sound barrier as well, which that'll be helpful. Um, so that um soon as that's that goes through, we'll get working on that and hopefully that'll be installed um before it really is needed when it gets warm out. Right. >> That's our goal. >> That's the goal. Thank you. We'll fingers crossed. So, thank you. Any other questions or discussion? Okay, at this time we'll vote. All in favor? I. >> Any opposed? [clears throat] Motion carries. We do not have a policy update tonight. We don't need to um use the full consent because we voted as we went tonight. Um at this time, uh we will invite public comment on any non-aggenda items. was probably an agenda item. I didn't catch fast enough be able to
031get a mask at that time when the solicitor was referring to the changes in the law of the changes on the agenda and he said the board would have to vote to change the agenda. Correct. How does the board vote to change the agenda the public agenda 24 time? >> I think you're saying >> yeah just [clears throat] to clarify that's it's basically an exception for the 24hour notice of of agenda requirement. So the agenda is is posted 24 hours in advance of the meeting. However, during the meeting, there is a process now which was recently approved by the Supreme Court that the board [clears throat] can amend the agenda during the meeting and that would be a board vote to number one amend the agenda and then a second vote on the amended agenda
032item. >> So for the for the board reference and others too, let's pretend that we had an emergent situation that came up this evening within the past 24 hours since the agenda came about. And as Adam referenced, this should be used. I I recommend quite sparingly. But if that comes about and we're like, you know, we we need to do this, then the board can make a motion to modify the existing agenda, add an item to it. You then act on that motion. You can agree or disagree to it and that goes in. After that motion goes through that entire process and is added into the agenda, then afterwards, silly as it may sound, we have to then post the new agenda outside and leave it up for 24 hours. Um, I think that would
033be the process to do so. >> I would think so. I mean, I don't know if that rule is there for board docs. They just need the paper aspect to it. But when and if that would have to happen, I would ask our solicitor to walk us through that process very very carefully and make sure that we have specific directions as to what we need to do so we're not violating um that opportunity >> and if possible for someone >> I can follow up with you. Thanks. Hi, I'm call and I have a son who was to elementary school. Um, in my job I do look at a lot of test assessments and trends and I was absolutely horrified when I looked at the future ready index. It's all black scores third grade by the
03410th grade they know they are off. Um, so I welcome that there's new board members. I will hear a lot of updates on this because I did not best words like that. I am particularly concerned by the lack of advanced students. There's a clear down trend in third through 10th grade in ELA on it like a clear trend about advanced students from elementary to high school. Um so I'm here today to just kind of raise that concern and hope that it can be addressed. Um I went to Blackpock. I know the center of excellence is rigor that I received and that I expect for my son and if um I know next year I see test work like this I'll I'll probably be looking to so um I'll be looking forward to hear what kind
035of plan you have to address an over 10% decline in LA um on the keystone and also in the in the middle school um the decline in the LA in the elementary school [snorts] a lesser decline but in in in high 9.6% 6% decline in the in one year. That's quite a drop. Um I have taught course for 22 years. I no longer teach in the classroom. I do data assessment management. I still happen to be doing that for my job and thought I'm going to take a peek on my lunch break. And that's why I'm very excited about this. But I really hope that that would be the focus and I would be very interested. I would be attending these future meetings and I would be very interested to hear what the plan is
036to rectify these scores. I know several years ago Beaver had really bad test scores and I encourage you to type into Google Future Ready Index, go to BBI27 and look into the Beaver County test scores. Go look at Bieber's test scores this year. They have dramatically rectified. So I hope we can do the same thing. That's it. Thank you. >> Thank you so much. Any other public comment on non-aggenda items? Okay. 16.2 school board of directors. I would just like to welcome our new members. It's um nice to see you guys um here. I appreciate you stepping up and um welcome to the team. >> Would you like to say anything, Ryan? echo my statements. >> Yeah. Good. Thanks. >> As we close out 2025, um on behalf of the board of directors, um we
037did want to just um really give the most heartfelt um thank you to our staff, our administration, our teachers, our pair professionals, our bus drivers, our cafeteria workers. you know, we we recognize that this takes a village and um your school board of directors is behind you and we support you and we believe that the the future of Blackhawk is bright and um we appreciate you being here tonight and we will continue um to work hard for our district because our kids deserve it. So, thank you again for being here tonight. Um at this time, if we don't have any other comments from the board of directors, um our next meeting will be on January 7th. >> Sorry, my screen went blank here. >> January 8th. Thank you. I found it. January January 8th, 2026
038at 6:30 p.m. right here at Highland Middle School. Um, do we have a motion for meeting adjournment? >> Thank you, Mr. Show. A second. >> Thank you. >> All in favor? I >> I >> motion carries. Have a great night, Black.
