All right, good evening. Welcome to the Tuesday, March 24th, 2026 regular meeting of the School Board of Directors for Central Dauphin School District. Call the meeting to order. Ms. McConnell, call the roll. Mrs. Bingaman. Here. Mrs. Cavoli. Here. Mr. Dorneman. Here. Mr. Epstein. >> Here, and I'm glad you're back. I just want to get you a plug. Thank you. Mr. Garlic. Here. Mr. Gordon. >> Here. Mrs. Hanford. Here. Mr. Jacobs. >> Here. Mrs. Webster. There are eight board members present. >> Thank you. Will all those who are able please rise and join us for the pledge? I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Moving to item 401, additions, deletions, and modifications
to the agenda. Do any board members have any additions, deletions, or modifications for this evening's agenda? Hearing none, moving to 501, approval of the March 10th, 2026 meeting minutes. Mr. Turman. The administration is recommending approval of the March 10th, 2026 meeting minutes. May I have a motion to approve the recommendation? >> Motion. Is there a second? Second. Any questions or comments? All those in favor, signify by saying aye. Aye. Aye. Opposed? Moving to information and proposals, I'd like to announce to those of us joining us in person, as well as those joining online, that prior to this evening's meeting, an executive session was held to discuss personnel and legal issues. Moving on to item 602, student speaker. As we are routinely have the pleasure, we uh get to hear from student speakers from both high
schools, as well as our cyber academy. And tonight, I'm pleased to introduce you to our student speaker from Central Dauphin High School, Ka Peng Cheam. Good evening, members of the school board. My name is Ka Peng Cheam, and I'm honored to be here this evening to provide an update on the amazing start to spring we've had at CD. A little about a little bit about myself. I'm currently a Cedar senior at Central Dauphin, and participate in many extracurriculars. I'm editor-in-chief of our school's yearbook, public relations officer for both Family, Career, and Community Leaders of America Club, also known as FCCLA, and Key Club, as well as a member of the National Honor Society. I'm also a proud member of the audition choral [clears throat] group, Central Dauphin Singers, where I am also the public relations
officer for. Academically, over my four years at CD, I have taken seven AP courses and five honors courses, and have maintained a 4.0 GPA throughout these years. I'm currently ranked number 27 out of 506 students, placing me in the top 5% of my class. Outside of school, I take advantage of our school's cooperative education program, where I spend the second half of my school day at Eastshore Montessori School. I get to work with kids as young as 6 months old, and as old as 6 years old. I primarily work with preschoolers ages 3 to 5. Participating in this co-op program, I have gained precious and valuable knowledge that makes me excited to continue working with kids in a professional field. I am excited to share that I have committed to the Pennsylvania State University. We
are >> We are. where I will major in human development and family sciences, hoping to attend physician assistant school after my undergrad, and become a pediatric PA. The month of March has been filled with so many memorable moments. I believe the first thing I should mention is our boys basketball team won the PIAA 6A State Championship this past Saturday. This was the first time the team has ever made it this far, marking this win as the first state championship win in the program's history. We are incredibly proud of the hard work everyone on the team put in to make this dream a reality. CD continues to show excellence in our athletic department, as our girls basketball team made it to the first round of PIAA 6A State Playoffs. After 25 years of coaching, Coach G
has decided to retire, and we want to thank him for everything he has done for this program. On top of that, our swimming and diving team had seven students who qualified for states. Our boys wrestling team placed third in districts, and finally, the girls wrestling team won district gold, becoming the first ever girls team champions. As we close out an amazing winter sports season, we're excited for all the spring sports, and to see all that they accomplish. Furthermore, Central Dauphin's performing arts program had an amazing weekend, as this past weekend was the district's honor choir. We had an amazing concert with performances from our elementary, middle, and high school combined choirs. The high school choir was led by guest conduct- conductor, Dr. Kimberly Dunn Adams from West Chester University's Wells School of Music. Additionally, CD
choirs was able to send four students to the PMEA Region 5 Choir. Central Dauphin singer- Central Dauphin Singers is super excited for this upcoming weekend, as we are traveling to Roxbury, New Jersey, where we will be performing and competing at the Roxbury Invitational at Roxbury High School. The musical program put on a fabulous production of Guys and Dolls, and couldn't have done it without the support of all the parents and community. The whole music department is excited for all of our upcoming spring concerts, and we hope to see you all there. As editor-in-chief of our school's yearbook, I find it important to note that we are also approaching our book's deadline. The entire book is due on Friday, March 27th. The entire group of editors have been working since May of last year to give
our student body an incredible book, and we can't wait for the final product. This year's theme is stellar moments. In this book, we hope to show everyone all the moments that make our true- that make our school truly stellar. Yearbook sales are going extremely well, as we only have 100 copies left. We couldn't have done any of this without the support from our advisors, Mr. Mark Vogel and Mrs. Jen Shafer. I want to thank them from the bottom of my heart for all their support and all that they have done for this club. I also want to thank Dr. Schrader for his unwavering support. Without it, the yearbook would not be what it is today. Lastly, I want to touch on Four Diamonds, as we are 18 days away from our Mini-THON. Our current total
stands at $42,000 and $42,665, leaving $29,915 left to fundraise to reach our goal of $70,000. Recently, since we reached our goal of 40K, one of our science teachers, Senior Gons, dressed up in an inflatable dinosaur suit for the entire whole day- for the entire day. And he taught in- all day. It was hilarious. He was called Gonzilla. Love it. We hope to see you all at Mini-THON on April 11th at 6:00 p.m. I want to thank you so much for giving me the opportunity to speak this evening. On behalf of the entire student body, I want to thank all of our principals, teachers, and all of you for your continued support you give us to make our true- to make our school truly stellar. I hope that everyone has a restful spring break. Thank you.
>> [applause] >> So, you have a couple Penn State alums on the board. So, congratulations and welcome to the largest alumni base in the country. Yes. Well, there are other options. Anyway, >> [laughter] >> so, I'm trying to figure out. So, you have a 4.0 average, but you're 27th in your class. Yes. Wow. We are very competitive. No, I know you- Yeah, I know between at least the top 10 students, it's like really small decimals that like change it. So, every time the report card comes out, the top 5% of the class freaks out, because everyone moves a lot, so. Yeah. Yes. Well, congratulations. >> Congratulations on all your success, and thank you so much. Thank you. >> it. Moving on to item 604, superintendent spotlight. Mr. Turman. All right, well, that's kind of the
perfect segue, as Coach G is in the audience. And uh Coach G, if you could come up. Uh Coach G will be retiring this year, 27 years in coaching, 19 at CD. 347 wins, 147 losses, career record. 247 wins at CD. Five district titles. Uh this year, he had a 24 and 4 record, and also coach of the year for the Mid-Penn. So, we just wanted to congratulate you for all of your accomplishments here in the Central Dauphin School District, and give you an opportunity for a few parting words. Yeah, I definitely appreciate the recognition, and I it wouldn't be possible without great administrators like Eric Schrader- Dr. Eric Schrader, and Mr. Chris Hunter, athletic director, who've been nothing but supportive and help me- help me along the way, and make it easy to coach
at Central Dauphin High School. Thank you very much for the recognition. I appreciate it. >> Congratulations on all your success. Your legacy is- will live on. So, thank you for all- for all you've done. >> [applause] >> If I could just throw in, we we have worked together in the past, and I want to say this is one of the most- as a classroom teacher also, one of the most positive role models I've seen for kids. So, I I had to say that. So, I apologize. I skipped over item 603, public speakers for agenda items. This is the first of two opportunities for the public to address the board, the first of which is for agenda items only, and we have no one signed up to speak. Oh, apologize. And we also have Rihanna from
Central Dauphin East [clears throat] High School. Uh if you can come up, Rihanna. Rihanna competed in the Pennsylvania High School State Bowling Championship and she represented CDE CD CD East High School and she faced off against the top 24 girls from the state. Started off strong and which earned her and then she earned in her first game and then she earned her a plaque with the second highest score of the day. Uh Rihanna ended up uh going to is going to Minnesota, correct? For junior junior gold just districts? All right, not yet. All right. You know what I'm going to do? I'm going to let you speak to your accomplishments. >> [laughter] >> I'm trying to read this, understand what you've accomplished and there was so much on here, I don't know how to tackle
it. So, why don't you tell us, Rihanna, how well you're you're doing in bowling. Um so, I started bowling when I was in fifth grade and um Oh, yeah. Am I at the mic? You're good. You're good. Um and then uh I came freshman year um to bowl for East uh and it came and it started out as a club. It's not very popular, though. Um and I ended up winning uh states in Erie freshman year um sophomore year um I think I got fourth and then junior year I only made it to regionals. It's kind of kind of rough, but uh this year I wanted to make a big comeback and then I ended up getting third but like overall like I think the biggest thing I really accomplished was like mentally being able
to um keep my like emotions good and just honestly have fun and it's probably like the best year in like like overall like not even placing. I think it was definitely the best year in my bowling career. All right. Well, that's awesome. And uh like I said, I was reading your sheet with everything you've accomplished. [clears throat and snorts] Uh tell us about Minnesota. What what happens? Um so, Minnesota uh it's called Junior Gold Championships. So, it's basically this national championship that's bigger than high school nationals and there's probably about a over a thousand boys that go and then close to a thousand girls that go and um my first year that I went I um it was in Oh, yeah. Where was that again? Uh okay. I went to Detroit and I ended up
placing uh 22nd out of 950 something girls and um last year I went, which was only my second year and I ended up placing um ninth out of 900 something girls. And then this year I'm hoping to make the TV show. All right. Very awesome. That's a huge accomplishment because I need bumpers and >> [laughter] >> and like a 7-lb ball. Actually, rolls it down underhand. >> [laughter] >> Well, congratulations on all your success and best wishes for future success. Thank you very, very much. >> [applause] >> Moving on to unfinished business, item 701 CAIU 2627 fiscal operating budget, Mr. Turman. The district is recommending approval of the CAIU general operating budget for the 2627 school year. The Central Dauphin School District contribution for the 2627 school year is estimated at $140,053.75 as defined by
the Pennsylvania School Code and Pennsylvania Department of Education. Each school district in CAIU service area must vote on the budget and report back to the CAIU. This item was reviewed at the March 10th, 2026 board meeting. May I have a motion to approve the recommendation? Motion. Is there a second? >> Yeah, I think I am. Thank you. Any questions? All those in favor signify by saying I. I. Opposed? Item 702 Supplemental Psychology Services LLC, Mr. Turman. The administration is recommending approval of the agreement with the Supplemental Psychology Services LLC to provide in-person school psychologists. Funds will be paid out of the school mental health grant that the district received from the US Department of Education. This contract is pending final approval of the district solicitor. This item was reviewed at the March 10th, 2026 board
meeting. One of the requests that we had at the last board meeting is it was 5 days uh in terms of when the invoice had to be paid. We did Peter Mr. Barr did negotiate them that would be five business days and not just five days. So, Peter uh definitely has a system in place that when we receive the invoice that within five days it will be paid. May I have a motion to approve the recommendation? Motion. Is there a second? Second. Thank you. Questions? Yeah. Go ahead, Kristen. Um so, the school mental health grant that it's being provided from Sorry. The school mental health grant that it's um coming through to fund it, is that just a one-year grant or is that a multiple-year grant? >> Multi-year. I believe it's three or four years.
Okay. >> So, it's $1.7 million spread out over three or four years. >> So, the grant will be 100% funding this initiative then? >> Correct. >> Okay. Thank you. And my comment, Mr. Chair, is that and I appreciate Peter getting it clarification on five business days. I still think that's a really uh tight turnaround to get an invoice and get it back. So, if we go with these guys next year, I would respectfully request that we have a more reasonable time frame from when we get the invoice to when we pay. I mean, five days is unheard of. Any additional questions or comments? All those in favor signify by saying I. I. Opposed? Item 703 Demolition, Mr. Turman. The administration is recommending approval of demolition of the following structures to a limited construction solutions at
the COSTARS cooperative purchasing agreement. These items were reviewed at the December 16th, 2025 building and grounds committee meeting. This item was reviewed at the January 13th, 2026 board meeting. Central Dauphin High School, the cost will be $109,215. The sale building, the cost will be $145,700. Um as discussed yesterday, uh the administration did take the opportunity to see uh what the cost would be to do a slow burn at Central Dauphin High School. Um came back when uh we did talk to the individuals in West Hanover that we would only save roughly three to four thousand dollars and there would be a lot of hoops that we would have to jump through. May I have a motion to approve the recommendation? Motion. Is there Thank you. We have motion and a second. Any questions and certainly
Howard's here um and he did speak to it at buildings and grounds last night, but certainly can answer any questions from board members if they have any. That's what I think, Howard, cuz we, you know, we looked into that other option to see if there was a cost savings and unfortunately, it was very minimal and plus there was a lot of DEP regulations and and things we had to get through. So, it ended up with spent more money on the time, his time really from trying to get that. So, thank you so much for your efforts. And just for a clarification purpose, the ground then that will be left behind is going to be eventually turned into parking or is it grassed over? I was asked that by somebody. I just wanted to get clarification.
>> building, there's going to be additional asphalt and fencing for uh additional bus parking for our school buses. And then CD High will be uh topsoiled over and planted. Okay. And those fees are and that is part of this cost then? Okay. Thank you. Absolutely. Additional questions or comments from board members? All those in favor signify by saying I. I. Opposed? Moving on to new business, item 801 the personnel report, Mr. Turman. The administration is recommending approval of the personnel report as discussed in executive session. May I have a motion to approve the recommendation? Motion. Is there a second? Second. Thank you. Questions or comments from the board? All those in favor signify by saying I. I. Opposed? No. And I will be abstaining. So, we have one negative vote from Mr. Gordon and one
abstention from Ms. Hanford. Um included in today's personnel report is a um hire for our new director of innovation and technology. I'd like to welcome and congratulate Chris Lopez. Hey, Chris. >> [applause] >> Staying with new business, item 802 2026 K through 12 career guidance plan, Mr. Turman. The administration is recommending approval of the 2026 K K-12 career guidance plan. Uh this plan must be approved for to submit to PDE by March 31st. Um some of this this is through uh looking at Act 339 and the requirements and the supports for students for career exploration. Um the only thing I'll note is the changes. So, um the changes that we've added to the plan is the fact that lat this past school year and moving forward as we did do Junior Achievement uh in terms
of BizTown across all fifth grade schools. Uh we are adding the junior ROTC so junior ROTC program at the high school and we are looking at pathways uh at the middle school and definitely at the high school level. So, those are the only changes to the plan at this point. May I have a motion to approve the recommendation? Motion. Is there a second? Second. Thank you. Any questions or comments from board members? All those in favor signify by saying I. I. Opposed? Item 803 Educational Technology Equipment Bid, Mr. Turman. The administration recommending the award of the educational technology equipment bid using title one funds to the lowest responsible bidder, second gear LLC, in the amount of $335,769.61. And this is for 921 Chromebooks. As you recall at the last board meeting, we did have it
on the agenda. Between the time that board meeting occurred and this one, someone came in and wiped out all of those Chromebooks. So we had to go back out for bid. This was the lowest bidder for the 925 Chromebooks. And we actually saved, I believe it was $700 and not, I'm sorry, $911 by going with this bid. Still comes out of title one funds. May I have a motion to approve the recommendation? Motion. Is there a second? Second. Thank you. Any questions or comments from the board? And these are because we're making these purchases because of PSSA's. That's part of it. Also, Mrs. Bingaman, we are also doing this to start to get the devices across all the district and kind of have an equal distribution in terms of what we have in each building.
Also, the third thing to this is the buildings this year have a substantial amount of title one funds. So we're going to look at draining down their title one funds to make sure we have equity across the board. Other questions or comments? All those in favor signify by saying I. I. I. Opposed? Nay. Nay. Uh two negative votes, Mr. Gordon and Ms. Hanford. Moving to item 804, irrevocable standby letter of credit resolution, Mr. Turman. The administration recommending the adoption of the resolution to authorize the issuance of an irrevocable standby letter of credit in a maximum principal amount of $2,529,160 from Fulton Bank NA in favor of Swatara Township. As well as execute any docs documents in connection therewith and to pay all necessary fees. So, Mr. Board, I know is on the is on through
Zoom. Peter, can you hear us? I can, yes. All right. Can you go through what you went through yesterday in [laughter] building and grounds? Sure. So the reason we need this letter of credit in the amount of two million to 529,160 is because Swatara Township is requiring us for financial security for any potential damage to storm water or any other underground damage to sewers or any of that nature due to the ground site work that we're doing at 3201 Executive Park Drive in connection with the kindergarten centers. This is in connection local municipalities, depending on their code code language, can require us to get some of this get a letter of credit if necessary. The reason that we have to pay fee and the fee on this is 2% annual. So that would be basically
around $55,000 for this for this letter of credit. The reason that Fulton Bank, that is our general fund bank that holds a vast majority of our money, is the bank that we choose is for two reasons. Number one, they they are the bank that has the best relationship we have the best relationship with. And number two, they hold the most of our money, so we didn't have to go out and make another a $2.5 million deposit in another bank. So we've had a letter of credit for another project in the past, a 2024 project at the field at I can't name the the I can't remember the name of the field, but that was a much smaller line of of credit, so the fees were much smaller, like it was three or four thousand dollars
for the line of credit, so it was much less noticeable. However, this is something that can be required by code. None of our other buildings that are going up and we we don't have much site work at the other buildings otherwise, either. So this is another reason why we need the the letter of credit. We hope to execute as soon as the site work is completed at these buildings and we're given the go-ahead to end the letter of credit, we will I will execute a document to terminate the letter of credit and we will not have to pay the fees. We will not have to draw on the letter of credit unless there is damage done, but it also goes to note that our contractors are bonded and we also have insurance. But this is
for if all else fails, this is a last ditch security for the township. This is something that Swatara Township is requiring us to get for us to continue work at site. May I have a motion to approve the recommendation? So moved. Is there a second? Second. Thank you. Um Any questions or comments for Peter or administration? >> Jay is here also. I don't know if I can call upon Jay to come up and just explain what this is. Or Peter, you can handle it, but the 2% is is that prorated? I mean, because you're hoping that we're only paying 55,000, right? That's the max annual we could pay. Jay could if Jay's up there, he could answer any more questions. Yeah. No, we Eric is here. Hi, Erica Wyble from McNees. So it's 2% annually,
so they'll look at one year from now how much is outstanding and it'll be 2% of that balance. We have not received the final documents for the line of credit or letter of credit, excuse me, but typically what happens is amounts will be released from it as portions of the project are complete. So potentially a year from now that letter of credit will be in a smaller amount and if that's the case, then it would be 2% of that amount. Again, we haven't received the the final terms, but that's generally how they operate. So, are we responsible for any other costs, for instance, their engineering? Not under the letter of credit per se, but if you would not So let's say the letter of credit gets drawn upon and if there's no money to pay,
then there would be interest rate if the bank has to pay out of its own money, then you'd be charged a fee and interest rate until that's paid back by the district. Given your money is held there, that's not a likely scenario. Right. I think Mr. Paikouchum that. Yeah, and Erica, this is actually I think a performance bond, so there's certain site work that has to be done. And and municipalities under the municipalities planning code requires that that be bonded to the extent of 110% of the value of the public improvements. And like you said, as work is completed, this amount could be released over time. But that's what this is. Well, certainly as the documents become available, make sure that we can you know prepare it in in the most advantageous way for the
district. So Erica, the last question I had is timing. When is the the LOC usually executed? Is it usually this deep into the project? Well, I think it varies project to project. I think the township is eager to have it in place, so I expect we'll see things moving rather quickly. Yeah, I think we're at the stage where the land development plan is about to be recorded, so that needs to be in place at the time of the recording of the plan. That's where we are. And as Peter mentioned, I believe this is consistent with the past terms of letters of credits that you've had with Fulton. It's just a larger letter of credits. I'm not really concerned about the terms. We've had other buildings that didn't require this, and so I was just trying
to get some consistency. No, 55,000 dollars is it's a lot. Do we get any of that back if we cancel the loan of credit early and it's not a full year term? Or we have to pay the $55,000 worth of fees even if the project ends early and we get out of the Yeah, again, I haven't seen the terms of it yet because they haven't prepared it, but I imagine since it's an annual fee, we would not have to pay it, but that's certainly something you we'll look into and and advocate for at the one year point. And then a point for Mr. Bard, um so the other municipalities that we have been dealing with for some of our other buildings have not required the same level of letter of credit. They're not they're not
requiring it essentially. Is this correct? That is correct. This is the only request that I have to receive a letter of credit for, yes. And then additionally, you stated that we already are insured and bonded by our respective contractors, so this is effectively duplicating the Well, the like Mr. Paikouchum said to the municipal code act requires them to have that This is might be the only building though that has site work to be done. The other buildings do not we have site work which is when I say site work, I mean moving the earth, like earth work to be done. And so that could be the reason why this is the only building that that they're requiring a letter of credit for. Yeah, if there's public improvements involved, then then it's required to get a
a bond like this. A municipality is required to get it. And then finally, the attached letter that was on our well, the public attached letter is actually not correct. It's an old letter for another irrevocable letter of credit that was signed by Mr. Horny years ago. It wasn't the most recent version. So I don't know what that letter actually looks like. That was brought to my attention just recently. >> we didn't they don't have it yet? Yeah, I'm I'm not sure what was attached, but we don't have a draft of the letter of credit at this time. >> that was for a much smaller amount. Obviously, I knew it wasn't this one. It's just not accurate. So we're not actually privy to the letter itself or the terms of the letter at this point. No,
cuz we don't have it. And Howard correct me if I'm wrong, I apologize. Howard, the the um uh what Peter said, this is the only site that requires site work. >> is because of the extent of the land development we actually have to do a land development plan, which is why they're required. So is this pro- Is our Is this project currently shut down until this is Is it they're working? Okay. Cuz it made it seem like it would Peter was talking that like it had to be done in order for them to be doing the work. No, and and this is only for those the land development. This has nothing to do with the renovations inside the building. And I think certainly once we have drafts available to us, we'll coordinate with your solicitor
and then anything would need to be signed off by either the president, um vice president, or the secretary to sign any final documents. So there's still further um execution that needs to occur before anything would be final. So here's the the what I mean by what I was what I was saying and what I my clarification piece, I guess, on this was first the document attached was was my error. I'm the one that uh sent it over. That's the first thing. The second piece was there is the land development piece. The land development piece needs to be signed off on and to get it signed off on for the approval [clears throat] for the land development piece to go forward, we need the letter of credit uh to do that to to move it forward.
So that's why it was put on the agenda with the the term sheet when the term sheet was put out. Um so when this is approved, I can get the Fulton Bank to give us the the term sheet and then that's when we will have the ability to sign off on the the actual full term letter of credit. Um and once we get the full term letter of credit, uh attorney Wyble will work with attorney Piecuch and get that hammered out, the terms and conditions, and then we can finally then the Mr. Jacobs can sign off on it. Um And then we can move forward the the the land development piece. If we had to wait until April 14th, um there was a possibility that the land development plan and its approval could be delayed.
And so that is why um it was put before you in this particular matter. I don't know if that and I think Howard could probably support that in that regard and Mr. Turman as well. Any additional questions or comments from the board? I just This is This is coming from me personally as the head of buildings and grounds, I feel like Swatara is being difficult in these kindergarten centers and it's quite frankly ridiculous and we got to do all these different things. And I understand there's rules and laws for this one, but there's a lot of other stuff that's going on and yeah, we're trying to get kindergarten centers for these kids in that area and they're just every little thing and then they don't They're like, "Hey, we're good." and then all of a
sudden they come back and say something else. So uh they need to get their act together and support this so we can get this for our kids for our kindergarten center. I just want to publicly state that they're being a big problem. So if anybody knows anybody at the uh Swatara, they should have a conversation with them and make sure that they're working hand in hand with the district and being open, transparent so we can get these things done. And I want to piggyback on what Dave also said that was a concern to us at the building and grounds and finance meeting that we held yesterday. And um while this is just my opinion, not the opinion of the board as a whole, I do feel that Swatara Township has been exceedingly difficult to work
with and does not seem that they are partnering with the district the way that you would hope given the benefit to their own municipality once these centers are open. So I would hope in the future they can um step up a little bit. Thank you. I I want to echo both of you. Um as one of the board representatives for Region 1, which is Swatara Township, um I just feel like the communication has been poor and these like this should not have just been taking place today when we're getting ready to open these kindergarten centers for August. And at this point we should have heard about this prior to this yes, last night or whatever you heard about it um because it's not like it I feel as if they think we're just an open
pocketbook and we're not. Just to throw in an easy ditto with what was just said. [laughter] Yeah. Let me just be the contrarians for a moment is No, I don't I mean they're going to be our partner and we just need to mend fences moving forward. Um and yeah, this may have been a process I didn't like and I thought the timing was awful, but hoping for better better days ahead. Bless you, Kevin. Any other questions or comments from board members? May have a motion to approve the recommendation. I appropriately motion. Is there a second? Second. Thank you. Any additional questions or comments? All those in favor signify by saying I. I. Opposed? Nay. Please note three negative votes, Ms. Binghamman, Mr. Gordon, Ms. Hanford. I said there was five. Said there was an affirmative
action. >> Yeah, five to three. Moving Staying with new business, item 805, approval of new borrowing, Mr. Turman. The administration is recommending approval of the new borrowing through PFM Financial Advisors with the completion of the kindergarten centers and for the HVAC projects and renovations at EH Phillips and Paxton Elementary Schools totaling $41 million. Uh Peter, do you want to kind of give a review of your discussion on this uh last evening? Sure. So the the new borrowing that will total $41 million is a a total of both the 35 and a half million dollars that um is both for the two train projects at EH Phillips and Paxton Elementary as well as $4.4 million in in other funding to complete the kindergarten centers that will help um that will that will complete the kindergarten centers
borrowing. This funding uh this borrowing will go out and is tied to a second refinancing um that will take place in early May that will net the district some additional savings uh based on the market. I believe we have there in the audience Jay, Zach, and Carly from PFM Financial Advisors as well. The $41 million has been something that has been planned and has been has already been baked into budget projections as well. So that should not negatively uh impact uh the budget forecast as well. Um and that will leave us after all said and done with a little over a million dollars uh left in a contingency fund um that we can then use in the next 3 years to cover any other capital projects or also used to offset the um the future
borrowing next year for the North Side uh air conditioning project and renovation as well. So I think this will set us up uh pretty well um moving forward. Um if there's any questions, I'll be happy to take them on that. Well, we have Jay here as well as um uh Zach, so maybe they could comment cuz they seem to appreciate the concept of brevity. Okay, I will be brief. But yeah, just just as a reminder, so the district's been planning for these projects for two plus years now. This was the second year of financing, so the 2026 financing plan consisted of a refinancing that we did back in January that netted you a million eight of savings. So that was great, worked out well. This is the second piece of this. As Peter said, it's
going to be issued uh here in a few weeks, it'll settle in May. We're going to borrow $41 million for the EH Phillips, Paxton Elementary, and the kindergarten center. So you're going to have all the money for that. And then we're going to refinance the remaining portion of the 2016 bonds. Um that's a smaller refinancing, it's not going to save a million eight. We're hoping to squeeze out a few hundred thousand dollars um after costs, but it's still um that positive to the district. So this has already been approved by the board. This was kind of the last update before we go ahead and do this here over the next uh few weeks. So I don't think we need anything official from you tonight, but happy to answer your questions if you have any. I
think we added that uh yesterday. I can't remember if it was I think it was in finance. I know I had two meetings back to back, but Ms. Hanford wanted to make sure we actually put this on there so everybody understood kind of what it was, the final number, why the number was was so you know, it was just that million dollars higher. So uh cuz we were up to this number and we were hoping to be less, but unfortunately due to some uh un- should not be unforeseen, but unforeseen things in our kindergarten center, we needed a little bit extra money for some different things like sprinklers and stuff that we weren't planning for. Yeah, so we understand the marching orders are to get you $41 million that um from the borrowing. Do So
I mean the intro- I I think the last bond offering, maybe maybe it was before that, you know, when we went out there, there it was pretty crisp and cool at the beginning and I think the the last one we did was better. So there's no way to anticipate uh what the rate will be or we I I'm a little confused. Well, so we yeah, we're going to actually lock in the rates, I think, 2 weeks from now. Okay. >> Um Now, the market has been a little choppy since the Iran war started or whatever you want to call it. Um interest rates typically would go down when things like that happen. Uh in this instance, rates have actually gone up. And the thought there is not to get too into the weeds, but the
thought there is is people are worried about inflation again with the cost of oil rising, right? So the market has been going kind of the opposite direction. Now, we've had a you know, good run down over the past 12 months. >> Yeah. Um you know, we would still expect if we were going to issue this today to be somewhere, you know, around the 4% mark, maybe sub 4% um fixed. But, we still have 2 weeks and a lot uh as we all know can happen in 2 weeks when it comes to the market. So, we're going to um watch that. I don't know, Jay, if you want to add anything or have a crystal ball, feel free. Well, you didn't get all dressed up for nothing. My crystal ball is still in the shop. I
I I I think Zach uh stated very well. It is a very challenging market right now. Um and so, you know, if we get to the date where we're expected the market and we think it's just too unstable, you know, we'll come back and we'll talk about whether or not we want to delay and try to find a better opportunity. >> Yeah. Thank you. Other questions for board members? May I have a motion to approve the recommendation? So moved. Is there a second? >> Second. All those in favor, signify by saying I. >> I. I. Opposed? Motion carries. Thank you. >> If you guys want to head out, I totally understand. Thank [clears throat] you. Thanks for coming out, you too, Erica. Item 806, purchase of fleet vehicles, Mr. Sherman. The administration is recommending approval
of the following fleet vehicles to Hoffman Ford under the COSTARS cooperative purchasing agreement. Five Transit 2 250 rear-wheel drive medium roof cargo vans at $55,000 each, totaling $275,000. One F-250 regular cab 4x4 at $50,000. And four Transit 350 all-wheel drive medium roof long wheelbase passenger vans at $73,125, totaling $292,500. Howard, if you can take the first two bullets and I'll take the last one. Sure, absolutely. So, the uh 250 uh regular cab 4x4 is the replacement of a current 250 Uh 250, good. All right, 250 regular cab 4x4 pickup truck is to replace our current 250 pickup truck. Um it again, it's it's well over 12 years old. Um rust uh we've used it to snow plow for years. Um it it needs to replace. We got it through inspection this year. It's probably not
going to make it through inspection next year. Um so, that's the pickup truck. Um we also are asking for five vans. Um they are uh rear rear rear-wheel drive medium roof cargo vans to replace uh four current vans and grow the fleet cuz we had a few additional positions last year or accepted for this last past budget. Um we had two vans that did not pass inspection this previous year and we have two more that are have serious rushes rust issues that probably will not pass inspection for next year. So, the four Transit uh passenger vans. So, s- somewhere in December when we started to break down the cost of transportation, uh one of the things that came up was the amount of money the district was paying to Christ for its community-based program. So,
the district was paying roughly well over $200,000 uh to bus and they were putting anywhere from two to seven or eight kids um on a bus and it was costing us over $200,000 in the course of a year. So, we came up with the the solution of buying uh passenger vans where our teachers and our parents could actually take these students to and from these CBI programs. And at that point in time, all we're paying for is gas. Um so, the cost of the vehicles in the year two will not only pay for itself, but will save the district money and it also get the students what they need to be part of the program. And I just a point of fact on the maintenance vehicles, these are all leftover 2023s. That's why we are
getting such good price on them. By way of context, what would a new vehicle Do you know what the cost The cost would definitely be closer to that 70,000 mark that that the cargo vans are costing us. Any reason to mention the retrofitting versus the CDL issue? I can, sure. Um so, the cargo vans are uh on on again, part of So, Ford doesn't make a cargo van with less than 12 seats. Anytime you have a vehicle that has 12 passenger or more, you have to have a CDL to drive it. Um so, in order to make these a lower passenger vehicle so our standard staff could drive it, um we have to reduce the seats down to uh eight. Um with doing that, not only do you have to take out seats, you also
have to cover the brackets where the seats mount legally. So, once we purchase it, we couldn't go back and just put that seat back in. So, all that retrofitting and all the retrofitting for the tool racks and stuff like that in the in the cargo vans, they're all um in these prices. Yes, if anybody likes government regulation, this is the most ridiculous thing ever to have to spend money to take seats out. It's the same van, but because it has less seats, then they can drive it. It's absolutely ridiculous. >> Makes it much safer, right? Yeah, safer. I was going to ask two questions, but one was answered cuz I was going to ask you to buy a vehicle for me. Great prices, so you answered that question. Uh the um the war- the warranty,
are they Is it I don't know I have no idea. Is it lower or higher because of who we are as No, it's the same factory warranty cuz they are all new vehicles. May I have a motion to approve the recommendation? So moved. Is there a second? >> Second. Thank you. Other questions or comments from the board? All those in favor, signify by saying I. I. Opposed? Motion carries. Thank you. Item 807, letter of commitment, Northside Elementary School, Mr. Turman. The administration is recommending approval of the letter of commitment with Trane for the design and development of the Northside Elementary project in the amount of $517,000. This project will provide for upgrades to the existing mechanical, heating, ventilation, and air conditioning systems and other building upgrades to be specified. This item was reviewed at the
March 23rd, 2026 building and grounds committee meeting. Um this would be part of the borrow. And then also, Howard, correct me if I'm wrong, when we go to do the project, we would get a credit of the 517, correct? >> Correct. And just for the public's knowledge, this is the fifth air conditioning project of the six schools that um we have looked to try to complete over the over about a 3 to 4-year run. And um so, this would just continue that process and while the two buildings that we're borrowing for earlier in the agenda, this would come uh next the next year um to complete. May I have a motion to approve the recommendation? Motion. Is there a second? >> Second. Questions or comments? All those in favor, signify by saying I. I. Opposed?
Motion carries. Item [clears throat] 808, overnight trip approval, Mr. Sherman. The administration is recommending approval of the following overnight trip requests. Sundre Dolphins High School wrestlers will travel to Virginia Beach from March 27th through March 29th for the wrestling high school nationals. Um and for- we had to put this on uh yesterday. Uh was just received in our office yesterday. Um these individuals are students who attend uh CD's High School. Their coaches will be the chaperones attending with them and they also will be using uh district vans to attend. May I have a motion to approve the recommendation? Motion. Is there a second? Second. Thank you. Questions or comments from the board? All those in favor, signify by saying I. I. Opposed? 809, treasurer's report for month ending February 28th, 2026, Mr. Turman. The administration
is recommending approval of the treasurer's report for the month ending February 28th, 2026. This item will appear on the April 14th, 2026 board agenda for approval. Again, not a voting item today. If you have questions between now and the next meeting, please let Mr. Bard know. Item 8.10, resolution to support House Bill 41, Mr. Turman. The administration is recommending approval of the resolution to support House Bill 41. This legislation seeks to create separate private and public school playoffs for the interscholastic competition. This item will appear on the April 14th, 2026 board agenda for approval. And basically, all this means is we would be separating those schools that do not have any type of boundary uh would have their own playoff system uh and then these schools that do have a boundary um would be in
a separate system. Shout out to the CD boys basketball who beat a team that Didn't have a boundary. >> Didn't have a boundary. Uh first time what, in 11 years that a public school team won, so >> Yeah, they're now 10 and one because of us. >> Tip tip down. >> Yeah. I'm all tipped. >> Yeah. Again, not not an item for voting uh today. This item will appear on the next meeting for approval. Item 8.11, Frontline Education Budgeting Model, Mr. Turman. The administration is recommending approval of a 5-year budgeting model with Frontline Education at an annual cost of $13,500. It would start July 1st, 2026. We get the rest of the 2025 2025 2026 at no cost. We'll be canceling the PFM 5-year budgeting model and be saving $9,500 annually. This item will appear
on the April 14th, 2026 board agenda for approval. Again, not for a vote today. This was discussed at the finance committee meeting yesterday, but if you have additional questions, please direct them to Mr. Bard. I just want to add to that cuz it was confusing in the meeting yesterday is you're technically actually spending more money. So, while it's saving 9,500, we are spending 1,300, so it's about $4,000 more, but it ties with the other Frontline software we have, and so we have the 5-year and the 1-year, and they all kind of go together. So, a little bit more money, but it makes sense for um reports for the board and the public what's going on with the budget um short and long term. Thank you. Item 8.12 BSN Sports Apparel and Brand Advisor, Mr. Turman.
The administration is recommending approval of BSN Sports as the apparel and brand advisor for the Central Dauphin School District. This item will appear on the April 14th, 2026 board agenda for approval. Uh we did have two groups come in. BSN was one of them probably about a month and a half ago. Uh we see that they presented at finance. Uh after listening to some of the feedback from the board and going back to BSN, uh Mr. Bard, myself, and also the athletic directors feel that BSN is the apparel and brand advisor we would like to move with going forward. Again, not for voting tonight, uh but if you have any questions between now and the next morning next meeting, please let the administration know. >> [snorts] >> Moving to item 8.13 public speakers for non-agenda
items. This is the second of two opportunities for the public to address the board on any item that they wish. We have two individuals signed up to speak. The first individual requested to remain anonymous, uh but they are welcome to press podium. Hello. Hi. Hello. Thank you for letting us speak anonymously. Sure. >> Thanks for waiting. I know it's a while. That's all right. We are the parents of a teenager who attends a special needs classroom in the district and would like to remain anonymous to protect his identity because he was the target of an incident last week when another student took a picture of him in an open bathroom stall and shared it on his social media page. >> [snorts] >> The principal and school district acted promptly to take the photo down >>
[clears throat] >> as well as the school's as students social media profile and issue consequences according to the district's student code of conduct. The incident itself was horrifying and heartbreaking. The idea that kids will subject other kids to humiliation and promote it school wide is not new, but what we're concerned with is the quickly evolving technology that kids now have access to that not only makes it easier and sneakier for kids to take pictures and videos, but also distribute them immediately to the internet. The technology that the student used to take our son's picture with was with a pair of Meta glasses I wear with an embedded camera and internet connection. So, our initial thought was to ask that Meta glasses be banned on school property, but that doesn't solve the problem of cameras and
phones and laptops and other devices. We reviewed [snorts] the students the the district's student code of conduct, and while it does set out the limits of appropriate behavior and what constitutes bullying, it does not address specific technologies, and the consequences of using technology inappropriately seems to be vague. Our interest is not only regarding our son, but the student body as a whole. These kids should feel safe and protected while at school. We feel that the criminal nature of the use of cameras and social media should be explicitly clear to all students and parents such that any action similar to what was done to our son should be dealt with to the fullest extent of the law. Unless the district bans cameras in schools, there is essentially nothing to stop students from taking and sharing images
and videos and uploading them directly to the internet. >> [snorts] >> So, the consequences of these actions need to be severe enough to prevent students from even thinking about doing such a thing. And the district needs to make it clear to students directly and repeatedly that taking inappropriate pictures alone is a criminal offense and will be punished to the fullest extent of the law, and that this will be the district's policy from now on. Thank you very much. >> [applause] >> Second individual signed up to speak is Mr. Gene Stilt. Yes, I have a Thank you. [clears throat] That's all right, you can hold it. You're good. It's okay. I have a quick handout for you. Thank you. >> [laughter] >> I'll share. We can share. I don't need one. I'm good, thanks. Good evening.
Uh by filing a community complaint under section 906 um of the Central Dauphin School District school code, I expected at least chance to discuss matters with those appointed by the board under that section. Instead, a poorly researched response was was sent. That left me no choice but to go beyond administrative efforts and uh file in court, as you probably saw yesterday. Switching gears for a second, one of the key items I've been talking to you about over the last half a year is the diminution of safety concerns at the Nuclear Regulatory Commission driven by the insane Trump administration. You don't have to listen to me. A recent in-depth study by ProPublica documents uh the current efforts to undercut safety at the NRC. This lies in addition to the fact that safety has never been the
NRC's top suit. That article is in front of you. In regard to the suit, it's simple. We are looking forward to meeting with you each of you individually during the legal process. The knowledge of an individual school individual school board member is of great interest. If you have any matters to share confidentially before that, you can contact me at the following number and also the following email. Your private information will be held in confidence. Whistleblower status has legal protections available to you, as you know. Thank you so much for listening to me the past few months, and uh I guess we'll see you in court. Thank you very much. Moving on to item 8.14 board representative reports. Are there any? Uh yes, I just wanted to send a shout out to the East High School
for their phenomenal musical Shrek. Um the cast, crew, music, every detail was fantastic. I don't think I've laughed so hard at a musical in quite some time. So, I just wanted to applaud your talent and thank you guys for um really putting the time and energy into making a fantastic production. I just want to jump on that, and uh I'm sorry I missed Central Dauphin. I was not in town, but uh uh I always enjoy that. I I also wanted to highlight there are a lot of things that go on in this district that even on the as a board we don't hear about. Um it's something that I read the other day, and those of you who know me know this will hit real close to my heart. So, I hope I make it
through this, but uh if I don't pronounce their names correctly, they're not here. I just Matthew Basta, I believe his name is, and Drew Hanford uh raised over 112,000 dollars for cancer. And uh that hits close to home for me. Anybody who has gone through that through that uh knows that it is a horrible horrible uh disease, and it takes your toll takes its toll mentally, physically, family wise, everything. So, I'm I just want to give them a shout out. Is that your, Drew? That that would be Mr. Hanford's Drew. >> [laughter] >> Congratu- I didn't know that. Yeah, I didn't I'm sorry. And it was for Blood Cancer United, in case anyone was wondering. So, it's their big student visionary team. >> They did an amazing job. >> not just those two, but the
team beneath them was a fantastic group. They all supported, ran amazing fundraisers. Um the two visionaries were at businesses week after week getting donations. And yep, the other night Central Dauphin's team won in the whole Central Pennsylvania area and raised almost $113,000. So, thank you, Jeff, for the shout out to them. They're probably watching, so >> [laughter] >> I tried to hire them. Other board representative reports. I want to ditto Kristen on the Shrek musical. Um it was phenomenal. I'm really sad to see the some of the really hilarious members of the cast are graduating this year, but hopefully some of the kids are ready to pick up the reins and be funny. Or if they still continue to do the fun ones because it's the best part. Um secondly, I think something else I
I saw on the website was that we had the national we had a spelling bee champion for the WITF spelling bee. Um a sev- seventh grader at CD Middle School. Yes. And I looked back and I noticed that she has It's 6th grader. Hold on. 6th grader? >> [clears throat] >> 6th grade. She has won or she's made it like the past 2 years or 3 years she has made it to the WITF spelling bee. >> That's so hard. So, I yeah. I mean it's I can't believe it. >> They're you know it's So, she started what grade? Fourth? Fifth grade? Fourth grade? Yeah. And then the last thing is um Friday night, this coming Friday night at um Oh, I don't Can't remember. What school is it at? East High School? >> East High
School. Sorry. >> The Hoops for Hunger? Yes. I had too much Benadryl. Yeah. Um We're going to have you tested. Um is the Hoops for Hunger which is an amazing event that um Ryan Maloney, the um PE teacher at East Middle or East Middle School holds it He has started 3 or 4 years ago and it's a a fun night. I know we'll get to see our superintendent lace up his sneaks and We'll see about that. get dunked on. Um Oh, that's not going to happen. >> [laughter] >> You took that a little bit too far there. That ain't happening. But anyway, Call me Rick Mahorn. >> plans Friday night, um donations are or admission is uh peanut butter or jelly and there'll be raffle prizes and um basket or gift baskets to bid on
and it's a lot of fun. Here, here. Any other board representative reports? Item 8.15 board committee reports. Are there any? Uh yes, just to announce publicly as it was also published online and in the newspaper, there is a personnel committee meeting tomorrow at 4:00 p.m. Is McConnell and Mike correct? Okay, I always get it mixed up. 4:00 p.m. followed by uh Ms. Bingaman's policy committee tomorrow. Okay. Right. And then and then academic committee. And then, sorry, I don't want to speak for everyone. Half hour. 4:00 4:35, right? So, right. Yeah. Three meetings back-to-back. So, come one, come all if you'd like to hear about personnel, policy, or academics. Well, Dave and I just had a committee meeting yesterday, did we not? >> We did. Yeah. It was So, I I I think our next one's
in a month. April 9th, I think. Yeah. Yeah. Something April 6th. I don't know. I think I moved it around. Yeah, those are better meetings. Competing committees. Yeah. We had one one attendee from the public and the and the buildings and grounds, zero for the finance. Okay, there are no sympathy resolutions. Moving to item 9.01, is there a motion to adjourn? So moved. Is there a second? >> Second. All those in favor? All right. Any opposed? Meeting adjourned. A little little bit of air.
