001to order. Um, and can we have a uh a roll call, please? >> Absolutely. Mrs. Bigamin is absent. >> She's on the line. >> Mr. Dornan >> here. >> Mr. Epste >> here. >> Mr. Gordon >> here. >> Mrs. Hanford >> here. >> Uh, Mrs. Kavoli >> here. Mr. Jacobs >> here. >> Oh, >> Mr. Garlic >> here. >> Mrs. Webster >> here. >> Okay. For all who are able to, we are going to do the flag. Pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Thank you. >> All right. Anybody having a deletion? Well, let's do it in proper order. Addition, deletion, or modification for the agenda. All right, seeing none, we'll

002move on to uh review and approval of meeting minutes. The administration is recommending approval of the February 24th, 2026 meeting minutes. >> So moved. >> Second. >> All right. Everybody in favor signify by saying I. >> I. >> And opposition. All right. So I think we have seven today. So it' be a 70. >> No. >> Oh, Mike. Yeah, I didn't. It sounded like he's >> I I thought I heard Janelle. >> No, she's not on. >> There's some guy in the corner there. >> Okay. >> All right. Uh I think Mr. T, that's you. Number six. >> That's you. >> Yeah, it'd be hard to confuse us. So information and proposals. Uh we did have an executive session prior to the meeting where we talked about issues that um only can be talked to

003in executive session or talked about. That's bad English. Sorry about that. All right. So we have a student speaker tonight and I am pleased uh to introduce our speaker uh from the CD Cyber Academy. Please welcome Madu Sisco. Did I get that right? >> Yes. >> All right. Tell me if I didn't right. Hi, my name is Mama Susoko and I am a student at the cyber academy. My first couple years in cyber were kind of challenging because I was hard-headed and that not want to always complete my work. But with the help of my teachers and my counselors, I was able to get back on track and improve my focus and responsibility. Being in Cyber Academy has helped me grow and learn how to stay organized and committed to my goals. I like the

004flexibility Cyber gives so I can work on my own pace and with my supportive teachers. But sometimes it can be hard to stay motivated when working on your own and it requires a lot of discipline. At the Cyber Academy, there are many exciting events, learning opportunities for students in kindergarten through 12th grade. The Cyber Academy had a fun-filled day at the winter social at the Friendship Center. I was one of the senior volunteers at the teachers and ran a station, one station by the counselors with a shrinky dinky station. Students got to make very making plastic charms. In second grade reading, students are working on identifying primary and secondary sources and applying metacognitive skills and learning investigating the past. They are also identifying what text, graphic, and features we can use to help us understand

005a text. Third graders are learning fractions and how to apply them to word problems and also discussing how characters and actions can change a story. At the middle school, many middle school students are participating in our schoolwide winter event at the Friendship Center for March. And middle school teams are planning the annual PI day in person. They are also planning a field trip for May at the state museum in Pennsylvania Capitol building. Seventh and eighth grade students are competed by cyber 24 math competition in the team getting ready for the district math 24 competition at the end of March. Seventh and eighth grade students will complete with two alternatives at the district math competition. In high school, high school students are getting ready to schedule for their next academic year. This year, a cyber academ

006academy juniors demonstrated how to schedule using home access center. In high school, biology is learning about the cell cycle. Our chemistry class is learning about the difference between iconic and covealent bonding. The astronomy students are learning about the earth moon system, moon phases, eclipse, and tides. Geology classes wrapped up their unit about geolic time and are beginning to learn about plate tectonics. Last but not least, material meteorology just concluded a water cycle. In high school, English students are reading a various novels Fahrenheit 451 and The Great Gatsby Lord of the Files. As students read, they are picking up the critical thinking strategies and making connections between the theme of the novel and everyday life. In high school math, students use a variety of online tools such as demos to graph and compare equations. They are

007usually utilizing Delta Math, which encourages the mastery of specific topics and algebra into geometry. It is crazy to think that the graduation is right around the corner for the seniors. The CD high seniors are recently met class to learn about the end of the year activities as they prepare to graduate in June. The East High seniors are looking forward to meeting a couple weeks planning plans are being made to for postgraduations including the military and the workforce. College acceptance letters are rolling in. After high school, I plan on joining the army for four years. And while serving, I want to study real estate and business in college so I can build knowledge and create a better opportunity for my future. Thank you. >> That was great. That was great. I think your family is here

008to support you. That's good. You're welcome. I'm glad you're here. >> Anybody have any >> Can I have a question? So, um, we just announced we're doing the junior ROC program. Are our cyber students able to join that as well? >> Yeah, we'd have to talk through scheduling wise what that would look like. you know, parent be responsible to bring them to East High School and pick them up. But that definitely be part of an opportunity for them as well. >> Yeah, we have a junior ROC program that we're just approved for next year. So, really exciting uh opportunity for those who want to go into the military. Great experience here for class credit and to learn lots of great things. So, >> yeah, Mrs. >> Congratulations. Thank you, >> Mrs. Crane. What I would

009do is make sure you reach out to Mr. Andre to see what periods he's going to have his ROC program, what would work for your program. >> Yeah, but you're a senior. He's graduating this year. >> Oh, you said a senior. Oh, I thought you junior, >> but it's still for >> I mean, you can repeat the year if you want. >> Listen, I'm I'm old enough to remember when Shrinky Dinks first came out and that was all the rage. We were so excited to do >> What are shrinky dinks? I have no idea. >> I remember that. Yeah, >> you rain like you color on >> flash that you cut out, put in the oven, then it shrinks. >> Yeah, I wasn't allowed to operate oven. So, let me um >> Did you Did

010you read any of those three novels that you mentioned? Fahrenheit, 451, Great Gatsby. >> Yeah. >> Okay. What was the last one? Was it the one of the f Those are all excellent. All excellent. I'm glad you got through them. It's good exposure. >> Anybody else? All right. Thanks for coming. You did a great job. Good luck in the future. >> Thank you for your service ahead of time. >> Thank you. >> You got >> All right. So, moving on. Excuse me. Public speakers for agenda items. I don't see anybody. >> Um, so I believe Mr. Turman, is that you with the budget presentation? >> No. >> Mr. Bard will be doing his second bud budget presentation for 2627 school year. >> Thank you. >> Well, thank you very much for having me once again.

011I have to follow a phenomenal presentation which isn't very fair to me. So I would like to move ahead of the pecking order but I guess that's not going to happen. But >> yeah, we'll take that under advisory. >> Yeah, that means no. >> So I'm used to that. So uh if you guys have at your spots, I left you guys a chart of accounts note every at every one of your spots so you guys can follow the presentation. I also left copies of the presentation at your spots as well so you guys can follow it. Um, I know last time was a little bit uh uh blurry for you guys so you guys can see it, but I hear spots. There's a Pennsylvania Department of Education chart of accounts with the functions um as

012we go through it because this one this budget presentation will have some some function codes there. So, I will walk you through it some of them as we go through this one. So, what are the 400? So, this uh presentation covers the debt service and the objects of the 400 and the 800 900. The 800 and the 900 objects are primarily debt services, but the 800 does cover dues and fees um which are the membership fees for some of the professional uh organizations that our our staff members belong in. But the primary ones the 400s cover are purchase property services and these are payments for services performed on district property to keep facilities operating and maintained. Um and each one are broken down into subsets as they fit into them as we account for them

013properly in the PD chart of accounts. So some 410 are cleaning services. 410 420 are utility services which are the electricity, the gas, water and sewer bills. The 430 are repair and maintenance services. 440 are rentals or equipment or building rentals. 44 450 are construction services. 460 are extermination services. And 470 are energy services. The energy services refer to basically the um if you subcontract out with an energy services or energy carrier to provide um um like a study to study your energy uh usage if you go on to the 800 series or what they called other objects. >> Can you go back? I was confused about one of those. >> Yes. >> So the difference between 420 and 470 is what >> the utility services are actually where you where we get the bill

014in from say our energy providers such as UGI, PPNL, Constellation. That's where we put the 420s in. 470s would be like an energy service provider like a subcontractor that would come in and study your uh for energy usage and things of that nature to do like a feasibility study type. >> We haven't done that for quite a while. >> We have not. No. >> Okay. >> No. >> Are there any other questions on this before I move on? >> Okay. The 800 series are miscellaneous expenditures that do not fit in other categories. However, they are labeled as such. They do find uh reasons to put them in. I do want to I will walk you through a couple of them um because there are a couple in here that are very specific to the district

015and we do have budgetary items in here. A10 are dues and fees, professional memberships and association fees. 820 are judgments against the LEA. For example, we won't necessarily budget any money for 820, but if we were to find if we were to have a judgment against us in the court, we will put that in this code. Um 8:30 is interest that will be where interest to debt service payments will go into. 840 would be a contingency. That is really a very uh unfrequently used code. 850 for insurance is also a very infrequently used uh object code. The insurance that we use um that we code our building insurance, general liability, automotive, fire insurancees are in the 500 object codes. They're not in the 850. Um why PD keeps this on the books, I don't know.

016I don't I don't code this, but I just wanted to include it so you guys have a definition of it if you guys were to look it up. Um 860 a grants to other governmental units. That would be other governmental units that you have under your own umbrella. If you have separate uh governmental funds, um you would give a grant to it. Some kind of an internal uh transfer funds. Uh a refund of prior receipts and 8.90 is other miscellaneous expenditures that you really cannot find a proper uh object to find to a code something to. You really wouldn't budget things. The really the codes that we use budget for here are 810, the 830s. Um, we do not usually we do not budget for anything in 860, 880, 890, uh, or 840 or 850.

017But I wanted to Would that include, uh, property appeals and special education litigation? >> Uh, the litigation piece, it would um, it would not. I and if we were and if we had to, for an example, if uh on the 880 piece, if we were to have to refund uh previous year property taxes, um if we lost an assessment appeal that was in in in route to somewhere else, we'd have to put that under 880, but we would not budget necessarily for anything under that um because we just simply would not know unless we knew something was in the pipeline there. >> So 850 for insurance, I mean, when you get two insurance, it's a big number. Right. And that would be that's going to be in the 500 object codes when we get to

018that um because that's for our general liability insurance and our fire insurance and those type of things. So that will be when we get to the 500 object code. So the 900 uh the 900 object code is where we have our debt services um where we have the redemption of principal which is our debt service payments the transfers out to other funds like capital reserve food service athletic fund uh the fund balance reserve for uh for specific purposes and the inner fund transfers. Um, so they're where you will find the majority of our debt service payments and therefore non-operating use uh of funds. So that's where we will spend that's where when we look at the debt service uh money. We'll get to that when I we go through the debt service schedules. Um but

019there's very few things in the 900 series that um we code things to. But this is where the large uh money uh the expenditures are for debt service. >> Stop and see if anybody has any questions before we get to debt service. >> Yeah. Does anybody have any questions here? We'll get to the debt service schedule at the end before we go line by line through the 400 and the 800s. >> Yeah. >> Okay. >> So, here are the expenses in depth for each line. Um, this is where the function sheet comes into play here. The 1100s are your regular instruction um between regular ed, special ed, career and technical and other instructional programs, non-public programs. Um, as you could see the 400s as as I talked about before the energy things as you can

020see the two-year look back and you could see the increase from the in 2627 it's primarily driven by the increase of of the of energy and by the increase of also disposal services. I will go I will give you a a rundown of what the largest increases are um towards the end of this but as you can see the variances and the increase 25,624 is the largest variance for in the 400s there is not an increase in membership dues and fees as a 1300 when you scroll down to the 1200s and the 800s uh in the 800 membership and the or excuse me the 800 membership is down 1,500 uh $1,500 in the special education one due to the decrease in membership fees there. But so the overall on the 1100s, the overall increase is

02124,124. That is primarily driven, like I said, by uh disposal services and also energy. Um the the increases are we were locked into a contract with the PPNL and UGI. However, there are still bakedin increases that go on. Um with that when you scroll down to the 2100 there is no in 2100 for support systems there is not there isn't going to be any energy or uh that type of uh expense for um in in the 2100 object code but in the 800s there will be for dues and fees it is a decrease of 176 uh760 to 12,800. Uh when you go down to the 2200s, there will be some uh expenses in there. You go from 30,000 to 40,000 or a $10,000 increase and a $500 decrease for the dues and fees. You scroll

022down the I want to draw your attention to the two biggest increases in the line item, which will be the 2600400s, which is the 2600 is where operations and maintenance uh budget all of their expenses. Um so the buildings and grounds budget is housed in the 2600400s and that is an in an increase of $1.1 million. Um the largest sum of that increase is primarily driven by capital projects that are based inside of the uh of the of the general fund. Um, we are looking at ways to reduce that number and potentially postpone those projects until, not postpone them, but delay them until we get to 2728 when we do the north side and Linglestown air conditioning projects and perhaps roll that money into the borrowing to save the pressure off the general fund. Um,

023but that is something that we will talk about at the buildings and grounds meeting um that is coming up on Monday. So, it's a shameless plug for that meeting, but that is one of those topics that I think we can talk about for um for that respect as well. Some of the large um the large increases um for this budget, there are a $220,000 increase on the operating services districtwide of repair and maintenance. There is a $126,000 increase in snow plowing um due to the increase in the contract, but also due to the increases of the snow that we have saw this year. Um and there's a $106,000 project in there for the north side for repair and maintenance as well. And there's a $50,000 increase for lawn care services districtwide um as well in

024this particular budget. So there are increases that are based in there based on the fact that we had to increase based on our contracted services that we've had already based uh in baked in there. Are there any questions on this spreadsheet on this section before I go on to the next one? >> So it's a snow removal. I we talked to you about that before. Um I think I I just picked up two invoices for 50 and 25. So we don't know what the total will be at the end of the year. >> Correct. because we don't um unfortunately um the I don't believe the winter is over yet. Um even though it's nice outside right now. Um so if the winter is over then we can get a final number on it but we

025haven't um we are at the end of our budgetary number for that and so the next storm we have will push us slightly over our budgetary number. Uh so hopefully we don't get any more snow but if we do then we're over the budgetary number for that. >> Blame it on you. >> That's okay. That's all right. I have broad shoulders. Um are there any other questions? Are there any other questions on on this particular spreadsheet when we go forward with this? No. But there we are working on reducing like that that big number to get it to take some pressure off the the general fund. So when we look at the next group of of expenditures, the 3200s are for student activities, athletics, clubs, and extracurricular programs. There is a preliminary $125,000 variance in

026that. Uh I am researching to see what that is and I will have a number I will have an answer for you by the next um time we meet hopefully at the uh by the finance committee meeting to find out exactly what that increase is for. We budget all of our athletic expenses and I will get down to this in the 5299,000. We budget all of our athletic expenses through the athletic fund um which is a fund 29. Um so we do budget a $2.3 million transfer out of the general fund to the athletic fund and that is where we run it similar to a business. So it's run like a profit loss business. Um it is run it's still run on a cruel basis. So it does have a 60-day acrruel process similar to

027the general fund. However, that is where the athletic funds, all the salary and benefits for the coaches, all the transportation, all the all the expenses for the referees and everything are transferred out of there. So, you will see um when you see the number 2,324519 um in the preliminary budget, that is the budgetary number. When the number increases to 2,417500, that is basically a 4% increase for teach the coach's salary increases or 4% because it's based on the CDEA contract. So that is basically what that that increase shows. But that transfer out is just for the athletic fund. Um and that's where we run it. So that's why I'm examining what the $125,000 in um membership and fees are for. So I will have an answer for it to finance comm. Why do we have

028zero for this year and then 125? >> That's why that's why I'm examining. I want to see exactly what that is to see if it was double budgeted or something was that something was put in for that if it maybe was something from the athletic department that the athletic department budget that should be in the athletic fund and not in in that in that budget >> and they put it somewhere else. >> Um so what happened so I when I met with the ads they submitted their budgets to me. We reviewed them got them approved and put through to the athletic fund but the athletic fund isn't fund 29. and it's not in fund 10. So this is fund 10's budget. So if it was mistakenly entered because this is new for everybody on my

029team that's doing this. It may have mistake one of their pieces may have mistakenly slipped into um this this budget code. I just noticed it this afternoon. >> There's an Excel formula error too by the way. So that's what it is. >> Yeah, it could be an Excel area formula too. >> See the top left there? >> Yeah. And that's what I mean too. There is a green another reason why I noticed the green check mark when I was reviewing it and it was too late to fix it because it was already health. Well, I mean, there's a big difference between fund 10 and then the athletic fund. >> Yeah. So, that's and that's kind of that's one of the that's one of the key things that I looked at. I'll have an answer for

030you at the uh at the finance committee meeting. >> Thank you. >> But when you look at the the the debt service uh increase, the debt service payment went up due to the due to the new money, but we'll get to the debt service schedule in a second. Um, that's the new money that we went out to, but we also have to remember that there will also be a refinancing opportunity for the second refinancing piece. And that should have a offsetting effect on some of this as well. But that is it went up by about it looks like a roughly went up by about $1.7 million. And that is for the the new money and the the redemption of principal >> as a percent of our budget. What is it? >> Uh, it's roughly about

0317%. So it's well below. It's very healthy for our size of our district. >> Yeah. As long as it doesn't get above 15%, you're in good shape of that. So, it's well below that. >> So, when you look at the totals below, you can see the increases over for the last years. And like I said, we are looking at reducing the 400 spend and addressing the other um and the other increase in the 800s and the 900s are basically the debt service increases. So, it's a pretty steady increase over time. And this is nothing different than the budget model that was sent out um a few months ago. So, it's really line with those. >> Maybe you can help me. Where is the 1.8 million savings? Is that uh from our second financing endeavor this

032year? >> It's going to be it would be the the million dollars in savings actually lowered what our debt service payment could have been. So, it this would have been much higher if the uh the refinancing didn't come into didn't come into into shape. So when we get to the debt when we get to the debt service piece, I want to explain the red um the red uh lettering here. The red lettering is actually the is actually revenue that would come into the other side of the ledger. If you remember the revenue presentation I gave two weeks ago, it had yellow empty spaces on the one side under the rental syncing fund. >> That is where the syncing fund money will go. So this money, the 1.356 uh 068 will go into the rental syncing

033fund. So that will go into the revenue side of the thing. >> Can you explain what a syncing fund is? >> It's plancon money. That's the long and short of it. >> Can you explain what plan con? >> Plancon money is a defunct program that the state used to do a long time ago to reimburse the school districts when they did building projects to help them offset the cost for doing building projects. >> The question is why do we still have a plan gone? Um, some of these some of these projects that are on there from 2018 C, 2020 uh C, and the 2026 one still have still have a long tail back to projects of yester year that had um the projects that were still reimburseable costs in there. Um, so that's why we

034still have some reimburseable expenses in there that we could file the plan cons for. >> And just so the taxpayers know, plan con no longer exists. >> Plancon does not exist anymore. Um, and so it's off to the tax, local taxpayers have to foot the bill for any uh renovations they do to any of their buildings. So if you look at the total uh debt service of 14 million uh 14 million uh 39, excuse me, 14 million 939483, if you take the 1.3 million off, your total debt service payment is 13,065 809. And so that isn't uh we we did not include the estimated step 2b um of the 2016 bonds that will be refinanced um at the next step which is coming up in a month um because we don't know what the markets

035will be at this point. Um and so we left that empty um because we don't know what the results will be of the of the refinancing. So once we get that I will represent uh and so will PFM will represent the debt service uh marker and that's where we'll be at that point. Okay. Okay. So, does anybody have any questions about that? >> Okay. >> You did a good job, Peter. >> So, if you guys have any if you guys have any questions, please let me know. We're going to re we could revisit some of these at the at I will re I will update that formula at the uh at the finance committee meeting. And if you guys have any questions, please let me know before then and we will address it then. >>

036Well, if you're going to plug the building and grounds meeting >> and then there's also a buildings and grounds meeting right after that which will be riveting. It's chaired by um it's chaired by Mr. Dorman who is a phenomenal host. Not not to knock you. >> Yeah, I think we're done. >> All right. >> Oh goodness. >> Dave paid me for that. >> Unless I'm missing something. I think the next segment of the agenda is uh public speakers for agenda items. I missed that, but I don't see any uh people who have signed up. Anybody? Yeah, we're on the seven. >> So, it's unfinished business. >> So, treasures report would be you. >> The administration is recommending approval of the treasures report for the month ending January 20 month ending January 2026. This item was

037reviewed at the March 10th. >> That date, right? That's no at the at the April at the February uh 24th 2026 board meeting. >> All right. Next week we'll do colors in the rainbow. >> So any discussion on that? We needed a motion. >> I make a motion. >> Second. >> Just part of discussion. I had a lot of questions on it and um I'll continue the dialogue with you tomorrow, Peter. >> Okay. >> Um but what caught my attention is that there were no charter school invoices for January. Any reason why? Is that part of the new savings program? >> To be honest, I I have I can't speak to it. I don't know. I asked and there was no there's no invoices yet. So, >> yeah, you don't have to remind anybody. >>

038Yeah, I will. I'm not reminding anybody. >> All right. Thanks for bringing it up. >> Yeah, I know. No, there won't be. >> Well, I I I mean, if it's part of the program, that's good, but um I think What are we expected to say? Two million a year. >> Yeah, expect about two million. Yeah. >> Yeah. So, that's significant. All right. Central Dolphin School District. >> Yeah, we need a vote. >> All right. Everybody in favor signify by saying I >> opposed. No. All right. Passes 80. I I can't hear mics. I guess >> no mic. >> Oh, did it? >> Why am I always the last? >> Oh, goodness. So, are we up? >> Yep. So, we're at the summer camps. So, uh, this was vetted out at the last meeting. This is

039going to be CD boys basketball be the 29th of June July 2nd. It's going to be held at City High School and this camp is limited to Central Dolphin school students, but that does mean any student from the east uh side and CD side will both be able to attend. >> Will the coaches from Central Dolphin East be there to assist the Central Dolphin >> uh coaching staff? >> That I don't know. uh if they will be there to assist. The only uh thing we wanted to ensure that all kids were invited. >> Thank you. >> We can ask. >> It's nice to see your coaches. >> Understood. >> All right. Eight. New business. >> Make a motion. >> I make a motion. >> Second. >> I'm in. >> Okay. We have a motion, a

040second. All in favor signify by saying I. >> I. >> Opposition none. So, I guess that'll be seven to zero or stuff. >> Maybe I should take the math class. >> All right. New business. Personnel report. The re the administration recommending approval of the personal report as discussed in executive session. >> So, move. >> I'll second. >> Thank you. >> All in favor signify by saying I. >> I. >> Anybody in opposition? The vote carries seven to zero. >> Adjudication of student case 1348. >> We have do we have anyone in the audience that was approved on the >> Okay. I I didn't think so. >> Okay. >> The administration recommend approval of the adjudication of student case 1348 as discussed in executive session. >> So moved. >> Second. We have a motion and a

041second. Everybody in favor signify by saying I. I. >> Anybody in opposition? I think I mastered the math. That's a seven to zero. Affirmative to vote. >> All right. The next three are just first read only. Peter, >> the administration is recommending the award of educational technology equipment bid using title one funds to the lowest responsible bidder, Trafera, in the amount of 361,8681.50 for 925 Chromebooks. This item will appear on the March 24th, 2026 board agenda for approval. >> I just want to thank you for including all the bids in an attachment when we reviewed this. >> You're welcome. >> Um, we haven't always had that in the past, not with this administration, but it's very helpful. >> And it's also nice to see that we have more than one or two biders. So, >>

042you're welcome. >> Right. Next one. Peter C. uh fiscal budget for next year. >> The district is recommending approval of the Capital Area Intermediate Unit CIU general operating budget for the 2026 2027 fiscal year. The Central Dolphin School District's contribution for the 2627 school year is estimated at $140,53.75. As defined by the Pennsylvania School Code and Pennsylvania Department of Education, each school district in the CIU service area must vote on the budget and report results back to the CIU. This item will will appear on the March 24th, 2026 board agenda for approval. >> We don't have a representative, but I think that budget did not go up, did it? >> I I I just I just agreed to >> Oh my goodness. >> to be the representative. >> Okay. But you can't take it back.

043>> Yeah. >> The only thing I'd like to ask is how many policy things do we get from the IU with this membership? We don't get any from the IU. >> We don't. >> No, we get from PSBA. >> Oh, okay. I'm getting them confused. Okay. I'm sorry. Thank you. >> If you have any questions, uh, you can ask Mr. Bard and he will be so happy to answer you within the next two weeks. Supplemental Psych Psychology Services. The administration recommending approval of the agreement with supplemental psychology services LLC to provide in-person school psychologists funds to be paid out of the school mental health grant that the district received from the US Department of Education. This contract is pending final approval of the district solicitor. This item will appear on the March 24th, 2026 board

044of agenda for approval. The district did receive a $1.7 million grant to be utilized over the next four years in terms of supporting uh mental health services. Um we did bring something to the board probably about a month ago um after it was first read um and we started to have some conversation with the company um quickly found out that they could not provide the service which is why we pulled it. So um this one has been vetted out by uh Mrs. Marmis and the special team and feel very comfortable that this will provide the services needed in order for the special department to move forward. >> Okay. Thank you. I only have one question on that because I read through the contract and it says if we don't receive payment from them in five

045days that we exay their services and I don't think that's enough time. >> So yeah I so I worked with them. Yeah I worked with them on the contract. That contract actually has been approved with with attorney Posh and I have worked with them. Um the I agreed to do an a payment because psychologist services are so hard to find. So, I agreed to do an a payment once they send over the invoice and it gets to my office. We'll we'll do an a payment to make sure they get payments. >> Okay. So, and that was going to be one of my points is sometimes I don't get meal for 10 days. And if we're going to cut critical services off to our students in five days, >> no, they agreed to they agreed to

046be a little more lenient than the the contract language is stated, too. So, we have a kind of a handshake agreement to not to cut services off. >> Okay. Then why did we put it in the contract? It was something that they had. It was it was more of a cookie cutter language that they put in other contracts, but they have they have agreed to send their their invoices over a little bit earlier than their and give us um so basically what they're going to do is they're going to send their invoices over a like a couple days earlier and then it'll be five and give us leeway on the due date. So, we're going to have basically more like eight days to pay it more, not five days. >> Why isn't it a typical

047just 30-day turnaround like every normal >> Well, we tried to we tried to do that and they rejected the language in the contract. So I gave him some flexibility because we couldn't find the the psychology services to fill the need that we had. >> So we went from 30 to five >> for for on a very very specific need. I wouldn't do it for I wouldn't do it if it was a something that we there was plenty of need out there. >> I get that and that's why I'm so worried about. >> Yeah. I wouldn't I if it was >> you know if you're on vacation a week somebody drops the ball services are cut >> or a different person who agreed to the eight days is no longer with that company. Well, I think

048it's the way they bill is like congru like the way they bill is kind of a fixed thing where they send the bill into the special ed team. Special ed team sends it down. We'll get it we'll get it paid through an a transfer that all I have to do is click a button at Fulton Bank and the and the bill is paid. >> Okay. Because I don't want to say I told you so honestly. >> No, I I completely understand. >> Dave was going to say you were going to say something. >> No, I I don't even know what I was going to say. They both said what I was going to say. Yeah, it sounds like a terrible idea. There's going to be mistakes, but whatever. They they sent about everything I thought.

049>> Is there the possibility to amend it because based on the issues that were raised, there's a number of opportunities for this to go south. Uh, not intentionally, but you know, I appreciate what you've done by having the invoice come early. They give us a couple days grace. Um, and it's an important service. I get that, too. Five days is over Thanksgiving. >> Yeah. Like what do they define? Five days are those. >> It's five business days. I could go back to them and I could go back to them. >> You said they're going to special then. Do you What if it like gets lost in the That seems like >> a recipe for disaster for billing. >> I could go back to what I will do is I will go back to them between

050now and the second in approval >> and ask them um and relay your concerns to them and see what we can do with the with the timing of that and see if we can work out something. >> We get the Pompei, right? We want to do that, but >> there's chances of it failing and we're not getting services cut because of >> it didn't get you never even saw it. >> If we have a repeater last year and there's a budget shortfall, >> you know, I mean, I know we need the service, but look, do your best. I'm sure you'll do well. >> Thank you, Peter. I just >> Yeah, >> that's fine. Yeah, between and I'll report back to you guys in executive. But you know what? Um, next meeting I will not um

051be present because I'll be at But no, I will report back in I will report back email and I'll let Mr. determine know what the result. >> Yeah, we we'll get I'll get the once Peter gets the answer, I'll force >> a kid gets into that and they have their you know sessions and all that >> might be critical mass if they miss because we didn't pay. >> Okay, so 8.06 public speakers for non-aggenda items. >> I do not see anybody who signed up, but I wanted to segue in and I'm not sure where to insert this. Are we having an executive session after the meeting? Was that decided or not? >> No. Yeah. >> Okay. No, I just because we you have to disclose it. All right. So, and they also did a great job. >> What does that mean? Annie Jr. and Mary Poppins. >> So, they're like shrunken versions. >> Oh, I didn't know if they had kids. Okay, I got you. >> Yeah. I I also attended the Annie Jr. Saturday show. >> East High School, I believe, is this weekend. Correct. >> Correct. >> If you if you want to go, the matinea is on Thursday at 11 >> for all senior.
