001Good evening. I'd like to call to order the meeting of the Central Dolphin School District Board of Directors for Tuesday, February 10th, 2026. Miss Fuller, call the role. >> Sorry. >> Uh I'm sorry. Mrs. Bigman >> here. >> Mr. Dorman >> here. >> Mr. Epstein >> here. >> Mr. Gordon >> here. >> Mrs. Hanford >> here. >> Mr. Jacobs >> here. >> Mrs. Webster >> here. >> We have seven board members present. >> Thank you. Will all those who are able please join us to pledge the flagg to the flag of the United States of America and to the republic for which it stands. One nation indivisible with liberty and justice for all. Item 401, additions, deletions, or modifications to the agenda. Do any board members have any additions, deletions, or modifications to this evening's
002agenda? Hearing none, moving on to item 501, approval of the January 27th, 2026 meeting minutes. Mr. determined. >> The administration is recommending approval of the January 27th, 2026 meeting minutes. >> May I have a motion to approve the recommendation? >> So moved. >> Is there a second? >> Second. >> Thank you. Any questions? >> All those in favor signify by saying I. >> Opposed. >> Moving to information and proposals. I'd like to announce to all of those joining us both in person and those joining us online that prior to this evening's meeting, we held an executive session to discuss personnel, legal, and one student adjudication issue. Moving to item 602. As everybody is aware, we are uh privileged to have uh student speakers from both high schools as well as our cyber academy join us
003on a regular cadence to update us about what's happening in their buildings. And so I'm pleased to introduce our student speaker from Central Dolphin High School. Please welcome Alex Schrader. >> Thank you. Uh I just want to start by thanking Mr. Bean and all of you guys for giving me the opportunity to speak here tonight. This is a it's a great opportunity. Not many students get the opportunity to do this. So definitely grateful. It's awesome. Uh my name is Alex Rder. I'm a senior at Central High School, a member of the varsity baseball team. I've made the honor role in all four years of my high school career. This year achieved a goal I've been working towards since my freshman year. I made the distinguished honor role and recently got accepted in the National Honor
004Society. Working hard to achieve these goals reflects that hard work and dedication will pay off. Next year, I plan on attending a four-year college. Although I'm currently undecided, I would like to study sport management and play baseball. Today, I'm not just here to share my journey, but also to highlight what's happening around our school and the amazing achievement of our students. Now, to start, our winter sports are in full swing with most of the teams entering the grind of the playoffs. I love sports. I try to attend as many sporting events as possible, especially when we have playoff time. Our boys wrestling team has just finished 20 and four and third in the district. They also ranked top 16 in the state. As you may know, three years ago, our school got the privilege of
005starting a girls wrestling team. In the third season of existence, the girls are finding their stride. They finished undefeated in the regular season and won the district 3 championship. Our boys and girls basketball teams have both been dominant to say the least. If you haven't got the opportunity to catch a game, I'd highly suggest it. The boys finished 18 and three, the girls 20 and one. Both mid pen Commonwealth championships and are actually playing tonight actually to find out if they play on Thursday, which I think the girls won. Um, last Thursday, senior Galani Easter reached 1,00 high school points and senior Liv Green reached 1,000 career rebounds, which are two outstanding milestones. Our Botchi team is participating in the Polar Plunge and have already raised over $3,000 for the Capital Area Polar Plunge. That's
006a lot of money going to a good cause. Our indoor track team competed at Bucknell College last weekend and our 4x8 girls team set a school record. And lastly, our cheer team traveled down to Florida to compete in the national high school cheer competition. Safe to say our sports teams are truly excelling. Our music department is a key part of our school. They put in countless hours and work super hard to put their best foot forward. On March 6th, 7th, and 8th, Guys and Dolls musical will be performed at Central Off High School. And on March 18th is the jazz band concert. March 24th the band concert. And March 26th is the orchestra concert. Multiple students made district band, orchestra, and choir. And some of them will have the opportunity to move on to regionals.
007Our art department is the exact same way. We have a bunch of talented students who work super hard to put out beautiful looking art. On April 23rd, all the secondary schools in the entire school district will be attending an art show at Central Offen Middle School. On May 5th is our senior art show at Central Offin High School and both shows will be a testament as to how hard our students work. As you know, Central has a lot of clubs to keep our students involved in meeting new people. Some new clubs include our Rams United club, which promotes inclusion by having our regular ed students help out with our special ed students in different activities. There are a bunch of students who are giving up their time to help our special ed students. Another new
008club includes our peer mentoring club, offering one-on-one tutoring for students by other students in an effort to try to reach more students for assistance. One thing that is great about our school is how many extracurricular activities it has to offer. No student should ever feel left out. This week, our stu our school is holding a spirit week for the 250th anniversary of America. In the classroom, our CHS statistic classes and nationally competing data jam teams are doing some impressive work, including developing a Python program related to MRI imaging and AI researching in order to help cure brain tumors. These students are doing things so advanced it honestly makes my brain hurt. Our teched department got confirmation that there will be a new construction course starting next year that will go over the basics of construction.
009And on April 17th, kids in the computer science field will be participating in a computer problem solving contest at Hack. This sounds legit. Last Wednesday, our physical education classes competed in the US Army relay fitness challenge. Many students received US Army t-shirts for their valiant efforts. This challenge was definitely not easy, but once again, our students pushed through and performed at their best. As we continue on into the third marking period, I can tell that our students remain resilient. Although for me the end is near, being a senior, I have to continue to lead by example. Finally, here at CD, our students have been working extremely hard. Whether it may be on the court, in the classroom, or on the stage, our students push through to put forth their best effort. There are a bunch
010of exciting events that are rapidly approaching and are a testament to our students hard work and dedication, and we hope to see you there. Thank you, and may God bless you. >> Thanks, Alex. Thank you, Alex. [applause] >> Don't go away, >> Alex. Tweet. Come on back. >> What position do you play? >> I'm a third baseman. >> Wow. >> Yep. >> Don't you ever get worried you're going to get I mean when you get close up that somebody has is going to bunt is just going to smack it. >> Uh yeah, but I mean I'm prepared for for anything that's hit at me. So I mean I got to be ready at all times. >> Yeah. Well, I I've always thought you guys that's a lot of courage getting that close. >> 100%. Yeah.
011I mean we're we're excited for the season. So we're ready. We're prepared. >> Congratulations on all your success. I watched your parents in the back just beam with pride um as you were talking and um so congratulations. Just curious colleges uh do you have some favorites in mind where you might be looking? >> Yes. So I'm actually uh I'm meeting with the Gwenn Mercy baseball coach on >> Oh, wonderful. >> I think it's next Tuesday. >> Great. >> So I'm hoping to get something good out of that. >> Well, good luck to you. >> Yeah, >> congratulations. >> You play all year round? I know. Uh my nephew, Middletown, Mount Troy, whatever, they they practice inside. Do you guys do the same thing? >> Yeah. So, we're actually we've been five days a week now
012since like December, but there's a rule that you can only do baseball activities for three days a week. So, we're doing uh mental performance training because baseball is mostly mental, right? >> And then we're doing like speed and agility work. So, it's it's two and two and three. But, yeah, we've been five days a week and and we're grinding. So, we're hoping to get something good out of that. >> I'll be out to see you. I hope you do well. >> Of course. Yeah, we're definitely excited. >> Thanks, Alex. >> I would I would just like to say that uh in all modesty, he Alex and his brother are who they are today because they had a great sixth grade math teacher. [laughter] >> Yeah, that uh that that definitely shaped me for. [laughter] >>
013Thank you. Of course. Appreciate it. >> You should be so proud. [applause] always enjoy hearing updates from our students. Uh moving on to item 603, public speakers. This is the first of two opportunities for the public to address the board. The first of which is for agenda items only. And we have uh one individual signed up to speak, Mr. Peter Morales. >> Good evening, board members. Uh thank you for allowing me the opportunity to speak to the board in reference to uh clear for residency verification. I really don't have any questions for you to answer. It is more of an observation and the opportunity to provide you information that may have been overlooked. Two weeks ago when it was discussed that the district would be using clear for residency verification from Thomas Rutder, I felt
014a bit uncomfortable. I couldn't explain why until I researched. I had heard of the company before, but I appreciated the transparency when informing us that we would be paying a bit over $40,000 for this um program. The uncomfortable feeling I felt um is when I realized we would be paying for a product that the Immigration and Customs Enforcement Agency uses as a means to find their victims. People who are harmed, injured, or killed as a result of a crime, accident, or other event or action. I am only here to speak on my opposition on passing this item. I understand the reasoning behind the decision to use the company, but I wonder if another method would justify the means. I do not support any organization, business, or company that supports any agency and their radical behavior,
015unnecessary violence, and abuse of human beings. Last year, I spoke to you about the farmer's wife and how one mouse's voice fell upon deaf ears and the effects it had on all who heard the warnings. In the years past, there have been a few board members who have spoken up about how our vote is our voice. Some of us heard that and what was being said and took it to heart. All of us are now experiencing the results. We can pass this measure and say that our involvement with clear has nothing to do with immigration and customs enforcement and that we are just trying to do our due diligence or we can take another look at what our options are and at the same time inform others that we do not agree with the current
016state of affairs. I appreciate your time. Thank you very much. >> Thank you. >> Moving on to unfinished business item. We are uh as we started uh with the last we will be taking uh a consent agenda from items 701 through 705 as one collective vote because uh they are all second read items. We uh no board member has elected to pull any of those items out for an individual vote. So we will be voting on items 701 through 705 collectively as a group. And so I'd be looking for a motion to approve that group of items together. >> Motion. >> Is there a second? >> Second. >> Thank you. Are there any questions? >> All those in favor signify by saying I. >> I. Opposed. >> No. >> Please note two negative votes. Moving
017on to new business. Item 8001, personnel report. Mr. Turman, >> the administration, the administration is recommending approval of the personnel report as discussed in executive session. >> May I have a motion to approve? >> Is there a second? >> Second. >> Thank you. Questions? >> All those in favor signify by saying I. I. >> Opposed? I'd like to just uh take one second and recognize an individual who was on the personnel report who we approved this evening. And I'd like to recognize Jill Walter who is joining our business office uh starting. Thank you, Jill. [applause] >> Moving on to item 8002, overnight trip approval. Mr. German. The administration is recommending the approval of an overnight trip for Central Dolphin East color guard to attend the WGI Philadelphia regional competition from February 21st, 2026 through February
01822nd, 2026. >> And obviously because we normally do first read and second read, but given the dates and the proximity to today is why we jump to immediate adoption. >> Correct. >> Okay. May I have a motion to approve the recommendation? >> Is there a second? Second. >> Any questions? All those in favor signify by saying I. >> I. >> Opposed. >> Staying with new business. Item 8003 EDM Financial LLC as interim director of business services. Mr. Bard. >> The [clears throat] administration is recommending approval of the agreement with EDM Financial LLC to act in the role of interim director of business services at a rate of $150 per hour. not to exceed 35 hours per week until a permanent director of business services is hired. >> May I have a motion to approve the
019recommendation? >> So move. >> Is there a second? >> Second. >> Uh Mr. Bard, just to clarify for the public's sake, um we are currently advertising for that position. Um so we are actively looking correct to fill the role. >> Uh correct. The position is open and active on uh on our recruiting website. Other questions? >> All those in favor signify by saying I. >> I. Opposed. >> No. >> Please. No. One negative vote. >> Item 8004, approval of acting school board secretary. Mr. Turman. >> The administration is recommending the approval to appoint Amy Fuller as acting school board secretary. May I have a motion to approve? So move. >> Is there a second? >> Second. >> Thank you. Questions. >> Are the are the envelopes in the slots for us? >> There's an attorney
020here. >> Any other questions or comments from board members? >> All those in favor signify by saying I. >> I. Opposed. >> I just like to say Amy, uh, thank you for all your work in filling in for Ms. McConnell um during her absence and uh we appreciate all the time and effort you put in. So, thank you. >> Thank you. It's my pleasure. >> Moving to item 8005, treasures report for month ending December 2025. Mr. Barton, >> the administration is recommending approval of the treasures report for the month ending December 2025. This item will appear on the February 24, 2026 board agenda for approval. Again, not a voting item for tonight, but if you have any questions between now and the next meeting, please direct them to Mr. Barton. >> Item 8006, Zo quote
021to add three sites to existing WAN connection. >> The administration is recommending approval for the Zo quote to add three sites to our existing WAN connection. They are -ate eligible items. This item will appear on the February 24th, 2026 board agenda for approval. Belco building 449 Eisenhower Boulevard non-reoccurring charge for build is $69,180. Monthly reoccurring charge is $650. Executive Park Learning Center non-reoccurring charge for the build is $35,534. Monthly reoccurring charge is $650. Colonial Park Learning Center, the non-reoccurring charge for the build is $18,878. The monthly reoccurring charge is $650. >> May I have a motion to approve? >> Wait, I'm sorry. First, >> first street. I apologize. Um, just just for clarification, the the -ate system is means we only pay a percentage. Is that correct, Mr. >> That is correct. We only pay
02210% of what's listed up there for these items. >> So, the for site, the admin building is already compatible. >> That is correct. after actually adding these sites to connect back to admin because that's where everything connects back to now. >> So the reoccurring charge is that for access to software or subscription? >> It is just a service fee that they charge us that'll still be we only pay 10% of that a month. >> Okay. But we pay that service charge for all >> for all sites. Correct. >> Okay. >> I guess my question is why such the price difference for the non-recurring charge? Well, it all depends on the amount of fiber that's within the area located near near these buildings. So, that really can make the price go up depending on how much
023labor is actually involved in pulling all this fiber and getting it where it needs to go. >> Okay. >> So, just to be clear, you're we are paying the nonre reoccurring charge as like the onetime fee and then the monthly amount each subsequent month for all three sites. >> That's correct. >> But it's only 10% of even the >> That is correct. Okay, thank you. >> A little confusing. Uh, if any of your questions arise between now and the next U meeting, certainly direct them to the appropriate it. Item 8007, -ate bids for kindergarten cent's networking equipment and battery backups. Mr. Turman, >> the administration is recommending approval of the rate winning bids for the kindergarten cent's networking equipment and battery backups. They are all -ate eligible. These items will appear on the February 24th,
0242026 board agenda for approval. Again, any questions between now and then, certainly direct them to the administration. >> Item 8008, Central Dolphin School District Summer Sports Camps. Mr. Turman, >> the administration recommend approval of the following Central Dolphin School District Sports Summer Camps. These camps will be held at various district locations throughout the summer. This item will appear on the February 24th, 2026 board agenda for approval. First one is CD girls volleyball. That'll be from June 5th to June 2nd to the 5th. Camp will be held at CD High School main gym in the auxiliary gym. This camp is limited to Central Dolphin School District students. CD girls soccer, it will be from the 15th to the 19th. Camp will be held at Central Dolphin Middle School, Landisville. This camp is not limited to CDSD
025students. and CD boys soccer be from the 15th to the 19th. Camp will be held at CD High School, Turfield. This camp is not limited to CDSD students. Camp is a fundraiser for the program. Just a note, I know this did come up last year, is any student in the district can attend these camps. So, it doesn't matter where you live, you can attend any of these three camps. again for next meeting's approval. Item 8009, kindergarten center cafeteria award items. Mr. Turman, >> the administration recommending approval purchasing the following items for the kindergarten center. These items will be purchased from the cafeteria fund. This item will appear on the February 24th, 2026 board agenda for approval. Great Lakes Hotel supply, total award of $88,540. Pin Jersey paper total award of 66,72948 Culinary Depot total total
026award of 30,734.19 STS Innovatives total award of $79,4148. Total amount is $265,45.15. Peter, if we draw down on this, which we should, uh, how much would we have left in the food service fund? >> We'd have approximately $800,000 left in the the food service fund. >> Staying with new business, item 8.10, AMN Healthcare, Inc. to provide school psychologists. Mr. Turman, >> the administration recommending approval of the agreement with AMN Healthcare, Inc. to provide in-person school psychologist funds to be paid out of the school mental health grant that the district received from the US Department of Education. This contract is pending review of our solicitor. This item will appear on the February 24th, 2026 word agenda for approval. Um just for those who may not be in the know, the district won the school-based mental health
027grant that is four years and over four years it will be for $1.7 million. This will go to increasing the number of credentialed school psychologists and also expanding uh the role of early intervention and intense mental health supports for schools. >> Do we know how many psychologists we're going to hire or >> I believe it's going to be for this one it's going to be two. >> That's right. No, you I talked to you about that. Okay. >> And is the expectation that we'll have the contract reviewed in advance of the next meeting? >> That's correct. Okay. So these would be like contracted school psychologists then correct third party companies. Correct. >> Okay. >> And then they'll be >> employees of the central office. >> That's correct. >> Would they be would they be assigned
028districtwide or are they for specific schools? >> I believe they're for specific schools. I believe when we talked about this today there's some support needed at CD High School, but I I I can have that for you in terms of where they're going for the next meeting. Other questions again for the next meeting for approval. Item 800811, reimbursement resolution as prepared by MCNE law. Mr. Bard, the administration is recommending approval of the reimbursement resolution as prepared by MCNE law. This item was discussed at the finance committee meeting on January 13, 2026. This item will appear on the February 24th, 2026 board agenda for approval. I think RBC and PFM will be here for that. >> Peter, you just want to take a second and explain what the reimbursement resolution. The the reimbursement resolution is a
029resolution that the board adopts so that if any general fund of dollars are spent on the future capital projects that the board approved at the last meeting, which was the eh Phillips HVAC project as well as the Paxonia HVAC project, that we can then reimburse ourselves from the bond issuance when we issue the bonds, which should be um in the months of late in April or early May. >> And again, this is standard operating procedure. We've done this before. Um, this is just to recoup dollars for the general fund out of the borrowing before the borrowings. >> Correct. This is a some this is something that at at every borrowing uh we would have the board approve a reimbursement resolution just to ensure that because there are some costs before we go out to borrow.
030>> I'm just wondering do we need to have PFM and RBC here? >> No, >> it seems Yeah. >> No, at this point >> and attorney Weeble's here if you have any questions for her on this. Eric, sorry. >> Hello. Attorney Weeble, how you happy to answer any questions. >> All righty. Thank you. >> Thank you. Other questions? Item 8.12, public speakers for non-aggenda items. This is the second of two opportunities for the public to address the board on any item that they wish, and there is no one signed up to speak. Moving to item 8.13, board representative reports. Are there any? I'd like to note just for the public that uh this Thursday, February 12th, starting at 5:00 pm, there will be a special meeting of the board of directors to fill two vacancies
031um for region one and region two. Again, 5:00 pm on Thursday. Any other board representative reports? Moving to item 8.14, board committee reports. Are there any? >> We have a finance committee meeting tomorrow. Um among the items is apparel. Uh and also um I believe Mr. Turman is going to do a presentation uh and a outline for the kindergarten uh program pre I'm sorry full day kindergarten. I would just note and I believe we announced this at the at the last um board meeting that once the vacancies are filled um we will be releasing a full schedule of committee meetings through the remainder of the school year um hopefully with a a regular cadence and several in one evening to try to uh limit the number of days >> on the meeting tomorrow. I don't
032know if Dave or Mr. German or Peter want to speak about the apparel issue. It's not something I'm I have expertise in. >> Yeah. Before you talk about the apparel, just to kind of make sure we're on the same page, um we are going to talk about the the accountability block grant tomorrow so everybody can understand exactly what it is and how over the next four years these 20 categories and how it's going to become difficult for the district in terms of how we are budgeting things moving forward. So we really want everyone to clearly understand the money that we're getting from the state but then all of the strings they're attaching to it >> and so that I misunderstood you. So that'll be the discussion and not the full day kindergarten. >> No. Yeah,
033that's the uh the extra money. Sorry, >> the adequacy money. So the the apparel um we for the last few months uh we as the administration have looked at different apparel companies that could provide um both athletic uniforms and also uh school districts team store, school store that could supply us with uh an apparel design logo and different types of of of gear that would be would benefit our students both at the elementary, middle school and high school levels. Tomorrow we will have two presentations from two uh uh companies that are in that in that space and they will present to the finance committee um to show the two companies that we have landed on. Um this is uh that we know decide that that we decided that are the best fits for the district.
034Um, so we will let you guys uh weigh in and see what they are about. But it's more for it's we want to get into a streamlined process so that we don't have um that we have everything going through one or two companies so that we don't have so we have the the copyrighted logo uh our logo that is situated and stable. We don't have different logos, different versions of logos going out around there. and also so that there also is fundraising opportunities for the district that can help us um do different things for the elementary schools um to try try to provide some balance there. The direction will be that after selected we won't no secondary sales will take place >> there. The team stores will actually be um for set up for boo
035individual booster clubs as well and it'll just be so it's not just we're not limiting that to that. It'll they're able to set up through booster clubs and through the individual fundraising groups. The money will stay um with that particular fundraising group as well. So it's not just a district thing. It's for it's for that as well. We talked about I think it was at the finance meeting. I forget it's one of the meetings. You don't have any consistency like when somebody walks in, they know it's CD or CD East when they walk in. >> Some of our jerseys are horrendous. Um and don't match any colors that we even have for our district. >> Um but then also making sure that everybody has new some people have uniforms like you know >> 20 years
036old. >> Yeah. Like even middle school kid is like you know his shorts were like this this short. They were like the 80s shorts but then his jersey was like the late 90s where it was like down to his knees. So like didn't really make sense. So we have a lot of uh issues I think with our jersey. So getting consistency getting make sure the kids have that have a schedule place what I that's what I would like personally is hey these are the schedules when people >> we've met with both ads um that's been Mr. Turman's directive is to make sure that we have um not only that we do that we also shorten the replacement windows and uh be more involved in that process. >> Are they going to be here tomorrow night
037to [clears throat] see the presentations? >> The ads have both seen the presentation already. They already did. >> Yeah they both participated in it. This is for the board members and for the members of the public to see it before an admin the administration makes a recommendation for the 24th meeting. >> I just didn't want to ask >> Dave >> here. >> Are you able to share those presentations with the rest of >> Sure. When we when they're done I will make sure that I circulate them to the entire >> I know that I'm unable to attend due to having joint operating committee meetings. >> Okay. Yeah, I will I will certainly have them circulated out to the entire board after they're done. to procure priorities on it that or [laughter] >> any other board
038committee reports. >> Yeah. One more. >> Did you guys have like a picture that you took before the meeting? >> You took some similar color. >> If you don't like it, Halloween, >> Mr. Gordon, >> Eric already made a comment about Guys and Dolls at Central Dolphin. Um it'll be I think it's the 5th through the 8th with a senior show which is where I will be. Uh East Central Dolphin East has Shrek. Um >> is that a musical? >> It is a musical. >> Uh it's a great musical by the way. 13. Uh >> I'm gonna go with you. >> Okay. 13th through the 15th. >> Uh Mary Poppins is going to be at uh Central Dolphin Middle with Linglestown Middle. Um and also for Satara and East is um Annie Jr. >> What's
039Annie Jun? >> It's Annie Senior. >> Annie will come out tomorrow. >> Sun will come out tomorrow. >> Oh, I thought it was little. No, >> Annie got your gun. [laughter] >> It doesn't go that far back. >> Okay. I'd also just like to acknowledge um as board members walked in the room today uh we were blessed to receive piles of wonderfully decorated and uh created cards and thank you letters uh from students across the district. Um I know um we are always thrilled um when this meeting happens and we receive all these wonderful um words of encouragement and thank yous from the students. So on behalf of myself and the board, I just wanted to public acknowledge and and thank those students and the teachers for all their hard work um in putting a
040smile on all the board members faces. So thank you. >> I don't know if you were going to say anything, but Howard, your crew and the transportation, the way you guys performed during the exceedingly cold days. Outstanding. >> Yeah, you're here. >> Y facilities. >> Well done. Some unexpected challenges. Never a dull moment. >> How many burst pipes did we have? >> Probably around 12. >> Kudos to you guys. >> Moving to item 8.15, sympathy resolutions. Mr. Chairman, >> sympathies are extended to the family of Penny Smith, teacher, and Kristen Martin, director of secondary education, on the passing of their father and father-in-law, Al Karim Abdullah. Sympathies are extended to the family of Chef Anne Redford, program specialist in the culinary arts department at DCTS on her passing. >> Moving to item 901, adjournment. May
041I have a motion? Is there a second? All those in favor signify by saying I. I. Opposed. Meeting adjourned.
