001Uh, good evening. Like to call the meeting of the Central Dolphin School Board directors to order for Tuesday, October 28th. Miss McConnell, call the role. >> Mrs. Bingaman >> here. >> Mr. Dornan >> here. >> Mr. Epstein >> here. >> Mr. Gordon. >> Mrs. Hanford >> here. >> Mrs. Haw here. >> Mr. Jacobs >> here. Mrs. Webster >> here. >> There are seven board members present. >> I'd just like to remind board members when talking, make sure you are very close to the microphone. And I'd just like to note that unfortunately two of our board members that aren't here uh unfortunately we have the stomach bug go through the board. So um they were not able to attend. Would those who are able to join us and uh stand for the pledge? I aliance to
002the flag of the United States of America and to the republic for it stands. One nation under God, indivisible with liberty and justice for all. >> Moving to item 4.01, additions, deletions, and modifications to this evening's agenda. Do any board members have any? hearing. None. Moving on to item 501, approval of the October 14th, 2025 meeting minutes. Mr. Turman, >> the administration is recommending approval of the October 14th, 2025 meeting minutes. >> May I have a motion to approve? >> Motion. >> Is there a second? >> Second. >> Any questions or comments? >> All in favor say I. >> Opposed. Moving on to information and proposals. I'd like to report to those joining us here in person as well as those joining us online that an executive session was held prior to this evening's meeting
003to discuss both personnel as well as legal issues. Moving on to [clears throat] item 62. As I think uh most folks are aware, we uh have the pleasure of having a speaker from both of our high schools as well as our CD cyber academy join us for board meetings. And tonight I'm pleased to introduce our student speaker from the CD Cyber Academy. Please welcome Sophie Booze. Hopefully I said your last name correctly. >> Good evening. Thank you for letting me speak tonight. My name is Sophie Bus and I'm in 11th grade at the Cyber Academy. I transitioned from inerson to cyber and have been in cyber for two years now. I developed a medical condition which required many doctors, appointments, procedures, and hospitalizations. Being able to still complete my work from home with such accommodating
004teachers has helped ease my stress exponentially. It has given me the opportunity to not fall behind in the midst of everything going on. At the cyber academy, there are many exciting learning opportunities. In the kindergarten classroom, students are making incredible progress as they learn to blend letter sounds and read short stories on their own. They're also developing their writing skills by learning how to form complete sentences with proper structure. In first grade, students are learning to spell and use highfrequency words and complete sentences with proper sentence structure, then read their sentences aloud to themselves or a partner to ensure they make sense. In math, first graders are continue to practice skip counting by tens and fives and are currently learning to distinguish between even and odd numbers by looking at the digit in the ones
005place. Across K to3, they are looking forward to our fall party on Friday, October 31st in the cyber building. Students will enjoy time with their friends by having seasonal snacks and participating in fall activities and games. The second grade in the upcoming reading unit will explore how characters and stories face challenges and find ways to solve them. We will discuss the steps characters take, how their actions lead to solutions, and also make text to self and real world connections on how we use similar problem solving strategies in our own lives. the third grade to be talking about how characters shape stories in math. They are going to be learning multiplication and are are so excited for this unit. They are wonderful group of curious kids who have been asking tons of questions and are always
006expanding their knowledge. The fourth grade is wrapping up a life science unit where they explored how body structures work together as a system. This group of students is energetic, curious, and always ready to learn, making each day in the classroom engaging and exciting. Fifth graders recently went to Bistown. After working hard to learn about the economy, finances, work readiness, and business management, they had the chance to run Bistown successfully. What a cool opportunity to learn and apply real life skills in the simulated community. In science, they are creating an ecosystem model to support a menu for two whole years. As they learn more about food chains, producers, consumers, and decomposers, they are returning to their models to make it more sustainable. In November, fourth and fifth grade will get together for fall food, fun, and
007Obot coding activity. For sixth grade, we are learning to improve our deeper understanding of text through writing, analyzing the author's crafts such as sensory details and vivid imagery. The middle school team hosted our fall fest where students were invited to the building to take part in fall activities and treats. They got to play games, build a mini catapult, and defend castles that they built. and many of the sixth graders who attended are anxiously waiting our next middle school event in November. In the eighth grade open sigh ed unit on sound waves, students explore how sounds are created, transmitted, and detected through different materials. They investigate questions such as why some sounds are louder or higher pitched than others and how sound travels through solids, liquids, and gases. In high school English, students are kicking off
008the year with their text dependent analysis, picking up valuable skills of annotation and text and textual analysis. In high school math, students are using resources such as CK12, an interactive textbook with activities throughout the lesson. Guided practice is provided with them if they are struggling with certain steps while solving equations, working with functions, or finding the area and perimeter of composite shapes. In high school science, students investigate real world phenomena through engaging virtual labs, videos, and live lessons from environmental science and biology to chemistry and the earth space sciences, geology, meteorology, and astronomy. Students are challenged to think critically and apply their knowledge to authentic problems. Fun projects like stargazing journals, weather forecasting activities, and interactive simulations in chemistry and biology bring science to life and make learning both meaningful and exciting. ing at the
009Syenber Academy. In high school social studies, students are exploring global cultures and examining how societies have evolved over time. In psychology, students are finishing up unit 2 with the celebrity brain project, where they choose a celebrity and analyze a specific behavior by connecting it to different regions of the brain. Lastly, seniors are well into their final year of high school and are currently taking their senior portraits and placing orders for their graduation caps and gowns. One thing I like about Cyber is that they still have live classes with teachers, so you can get a one-on-one connection, and the teachers are always available for questions or help when needed. I have also been able to complete some electives through their adoptions program that I wouldn't have been able to do in the building. I am very
010thankful for the option of cyber and the teaching and resources they provide. Overall, my experience with the cyber academy has been nothing but positive. Thank you. Awesome. [applause] Well done. Thank you so much for being here. Moving on to item 603. This is the first of two opportunities for the public to address the board. The first of which is for agenda items only and we have no one signed up to speak. Moving to unfinished business, item 701, approval of board policies. Mr. Chairman, >> the administration recommending approval of the following board policies. These policies were reviewed at the September 30th, 2025 policy committee meeting and the October 14th, 2025 board meeting. Policy 22, tobacco and vaping products revised. Policy number 227, controlled substance and paraphernalia, revised. Policy 609, investment of district funds, revised. Policy number
011801.1, record retention and destruction to retire that one. And then policy 801.1, records management. That would be new. >> May I have a motion to approve the recommendation? >> Motion. >> Is there a second? >> Second. >> Any questions or comments? Or Miss Bingaman from policy committee, anything you wanted to add? >> I don't have anything to add to that now. I think everything was um you know we it's necessary for us to update policies and also retire policies as they as PSBA PSBA asks us to. So >> thank you. Any questions here from the board? >> What did you say? PSA asked for >> recommendations on retiring policies. Okay, we have a motion in a second. All those in favor signify by saying I. >> Opposed. [clears throat] >> Moving to item 702, overnight
012trip approval. Mr. Turman, >> the administration recommending approval of the following overnight trip requests. This item was reviewed at the October 14, 2025 board meeting. Central Dolphin High School Choir will travel to Rockaway, New Jersey from March 27th, 2026 to March 29th, 2026 for the Roxbury Invitational. >> May I have a motion to approve the recommendation? >> So moved. >> Is there a second? >> Second. >> Questions or comments from the board. All those in favor signify by saying I. >> I. >> Opposed. Moving to item 703, snow and ice removal. Mr. Turman, >> the administration administration is recommending approval of the contract for snow and ice removal as follows. This is the final year of an additional two-year renewal option of the three-year contract. This item was reviewed at the October 6th, 2025 building
013and grounds committee meeting and the October 14, 2025 board meeting. Tier one to Hummel's ball paving for an annual estimated cost of $215,472.60. 60 tier two to belly landscaping. C schedule of hourly rates tier three to Hummels ball paving for an estimated cost of $54,111.50. May I have a motion to approve? >> Motion. >> Is there a second? >> Second. >> Any questions or comments from the board? Howard's here. This was discussed in committee meeting. Um Howard, just a couple things. One, um these prices are the same as the previous year. Number one. Number two, um they're based on um the costs are based on pieces of equipment. Um the co an hour late per >> Right. Correct. >> So no snow, no cost. >> Excellent. >> So Howard, >> keep dreaming on that one.
014[laughter] >> You never know. It's Pennsylvania. >> Do you do they provide the salt? >> Okay. So that's all in. Okay. >> Other questions from the board? We have a motion and a second. All those in favor signify by saying I. I. >> I. Opposed. >> Moving to SE 704 kindergarten cent's contract pricing. Mr. Turman. >> The administration is recommending approval of the following contracts for the construction of the four kindergarten centers. These items were reviewed at the October 6th, 2025 building and grounds committee meeting and the October 14th, 2025 board meeting. General Construction awarded to Unlimited Construction Solutions in the amount of $12,614,527. This is a co-stars contract. Mechanical awarded to Train in the amount of 9,785,15. This is an Omnia contract. Electrical awarded to PSQ Incorporated in the amount of $4,962,380. This is
015a co-stars contract. site work at Executive Park awarded to CHN in the amount of 1,6519.65. This is a co-stars contract. The total is 28,368,531.65 and this is to complete the work and prepare us for 2627 and our kindergarten centers. >> May I have a motion to approve? >> Is there a second? >> Second. >> Thank you. Um, any questions from the board? >> Howard, I see one of the contracts went to train and they do work for us also. Was this bid out or how did we arrive at a contract? >> So, it was priced off of just the HVAC work based off of the Omnia contract. >> So, basically, we awarded them a contract, but they do the bidding for the install. >> Okay. I did did not know that. Thank you. So all
016these contracts, any subcontractor these folks use through this process, even though we're we're co-star directing to them, they do do an open bid for all their subs and and get the best pricing for us and they're the ones going out doing the fishing for the price. >> Thank you, >> Howard. My recollection from buildings and grounds was that um the initial numbers that we received for this project was well north of >> what we ended with. and a large part of that is due to the work of you and your staff and the negotiations of going back to um these individuals. So, thank you on behalf of the district and the board. We appreciate that. Thank you very much for all your effort on that. I just have one little question and I think you
017did answer it and maybe I didn't ask it but Omnia contract >> basically agreement the same thing as >> co-stars but at a federal level. >> Okay, thanks. Um, and just in terms of of these costs, um, the bond that we already had issued, are these part of what we're utilizing the bond to pay for? So, the bond has already been issued. This is just allocating some of that money to specific expense items. Correct. >> Correct. Yes, the debt's already been issued. We have the money for this. >> Okay. Thank you. >> Other questions from the board. >> We're going to do a roll call vote. Miss McConnell, call the role. >> Mrs. Hanford. Yes, >> Mrs. Haw. >> Yes, >> Mr. Jacobs. >> Yes, >> Mrs. Webster. >> Yes, >> Mrs. Bingaman. >> Yes.
018I'm sorry, I keep I got disconnected there. >> Mr. Dornan, >> yes. >> Mr. Epstein, >> yes. >> The motion passes with seven affirmative votes. >> Thank you. Moving on to item 705, Red Rover human resource software. Mr. Turman, >> the administration is recommending approval of the Red Rover software for use in the human resources office for recruitment and application tracking and annual cost of $16,500 with a onetime setup cost of $2,500. This item was reviewed at the October 8th, 2025 finance committee in the October 14th board meeting. Um, just to report back, Red Rover definitely is willing to prorrate this. We still have not received the exact answer from Power School. So, uh, Mr. Bart sent has sent them numerous emails over the past couple of weeks without a response, uh, to whether they
019would prorate us, uh, when we stop using their service for this. So, the last email that uh, Mr. Bard sent was if worst case scenario they would take the amount that we already paid and put that towards uh what we would be paying for the rest of their services for next year. >> So their failure to respond Peter because it's been going on for what two months? >> Um it's been going on for about a month. Uh we have an existing contract with them for several other uh services. So my my recommendation will be um that we can we institute go with red rover immediately because we need it for the HR piece. I believe they will work out a favorable solution for us similar because we use a six-f figureure product with them to
020do we use powers school for all of our student information systems and we use it for all of our einance system and for our pay. >> The the legacy provider what was their name? >> Uh power schools. >> Yeah. Power school. Yeah. So if you if they don't respond, do we have the ability to just sever the contract and implement Red Rover or >> Well, we use them for a whole bunch of other stuff >> outside of the >> Yeah. So we could just we could stop using I mean there got to be some overlap between the time that we implement red rover and the human resource piece and what so our >> So you think power whatever they are will >> I think they will. Yeah, we have a great relationship with them. Our
021IT department has a great relationship with them and they do answer all of our our questions in a reasonable manner. I believe what they're working on is because we signed an agreement. They're trying to work on an equitable solution for us because they're one of their big clients. >> Yeah, it' be nice if they respond if they work with our IT department. You think they could communicate? >> I I agree. And I will reach out. I have the guy's mobile number and I could reach out to him to try to push him along, but >> or you give me the number. I'll reach out. I would just like to see at a minimum they're able to apply that pr-rated amount to one of the other services that they do provide for the remainder of the
022year so we're not double paying anything. >> I agree and as soon as I get an answer I will circulate that through Mr. Turman to the rest of the board members. >> Thank you Peter. >> Thank you. >> Does anyone remember the game Red River? Red River. >> Of course. >> Would you send Okay. I didn't know if that was >> You want them to >> ask them to come over. >> Red Rover. Red Rover. Yeah. >> Let the guy come over. >> No, I'm not coming over. >> All right. [laughter] >> Can I get a motion to approve the recommendation? Thank you. Is there a second? >> Second. >> Thank you. Other questions or comments? Ry's here. If you have comments about specifically to the software, but I think it's been discussed at Nauseium.
023[snorts] All those in favor signify by saying I. >> I opposed. >> Thank you. >> Item 706, -ate application services. Mr. Chairman, >> the administration is recommending approval to retain trit shell consulting services um to serve as a consultant to prepare and file forms for the federal program for the 2526 school year at a cost of $12,500 plus three and a half% of committed funds. This item was reviewed at the October 14, 2025 board meeting. >> May I have a motion to approve? >> So, >> is there a second? >> Second. >> Questions or comments? >> Peter, can you give me the reader digest version of what the - form is and why we need it? I know we do. I just >> Yeah, the ER form is the program that our IT department goes
024through to get reimbursement for a lot of our our um our networking stuff and and our networking equipment and I think their reimburseable rate somewhere around 80%. So it's a it's a tremendous amount of savings and so even with the federal government shutdown they will reopen at some point and so that will restart the um reimbursement process again. And this person there's a enormous amount of bear form. It's called the the acronym is bear but a lot of tremendous amount of bear forms that need to be filed and this person takes the responsibility away from our IT department and frees them up to do things for our students and that's why we need this um consulting for them. >> So we're spending the money but it's because they're actually going out and ultimately >> they're
025actually getting the money. Exactly. It's it's a tremendous savings for us. >> Thank you. >> So have we always used them like or is this >> this we've always used them. This is I think this is like the third or fourth year we've used them. Peter, there there was a conversation I I believe that there were some concerns that this program may get discontinued. Is that accurate? >> There has been some conversation about it, but I believe in this for the 2526 school year, the money is still allocated for that. >> Um, and the money is not allocated. We will not use obviously will not use this person anymore. >> Other questions? >> Yes, there was a question about that member. >> Other questions from the board? All those in favor signify by saying I.
026I >> I >> opposed. Thank you. Moving on to new business. Uh item 8001, personnel report. Mr. Chairman, >> the administration recommending approval of the personal report as discussed in executive session. >> May I have a motion to approve? >> Motion. >> Is there a second? >> Second. >> Thank you. Questions or comments from the board? >> All those in favor signify by saying I. >> I. >> Opposed. Um, I'd just like to recognize two individuals that were listed on the personnel report that have joined us this evening. Uh, first is Logan Buffington, special education supervisor. [applause] >> Welcome. Welcome. >> Logan, did you go to East? >> No. >> Okay. >> You should have said you did. [laughter] >> And then the second is uh Mr. Greg Day, our new director of safety and
027security. [applause] Thank you. Moving on to item 8002, treasuries report for month ending September 30th, 2025. Mr. Bard, >> the administration is recommending approval of the treasures report for the month ending September 30, 2025. This item will appear on the November 25th, 2025 board agenda for approval. >> Again, not a voting item. Uh if you have questions uh between now and the next meeting, please let Mr. Bard know. Item 8003, reconfiguration resolution for kindergarten centers. Mr. Turner, [clears throat] >> the administration recommending approval of the resolution to reconfigure elementary schools to implement full day kindergarten. This item will appear on the November 25th, 2025 board agenda for review. Um this is the last step we have to do. Uh so we have the three schools that need to go from half day to full day.
028Uh so we need to make that change which was Langlestown, West Hanover and Middle Paxton and then also the buildings who are K to 5 now we need to reconfigure them to one to five. So once we are done with all the changes this sets us up that in the spring uh Mr. Epstein will be ready to go into the system and u do everything he needs to do for PTE >> the other Mr. Epstein. >> Yes. [clears throat] Definitely not the one at the end. >> No no I don't. >> Yeah. You don't have to call in and panic [clears throat] >> again. This item uh will be on the next meeting for approval. >> Uh question came up. Um so Paxang, right? So now that they're what was the reasoning that they did
029not have the students stay inside of their building >> without looking I I need to have because the question just came up probably about 20 minutes ago. I don't have it in front of me. So I need to get the information in front of me before I can say. But I do know that Howard and I went over to Paxang to look at Rome like when you bring their a whatever as is coming, whatever is coming in that building and they didn't have enough room. So a lot of it had to do with if I remember correctly Southside and the Southside kids being over there and trying to figure that out. So there was definitely a reason a year ago we decided to move Pax, but until I look at the sheet in front of
030me, I I don't want to see. >> Yeah, if we can have it for the next meeting, that would be Yeah. Great. Yep. I I'll make sure I have it before that. Okay. Okay, moving on to item 8004, adjudication of student cases 1322, 1323, 1325, 1326, 1328, and 1329. Just for the uh public's knowledge, um, student adjudication cases are referred to by a number to protect the privacy concerns of the students involved in the situation. Mr. Determined. >> The administration is recommending approval of the adjudication of student cases 1322, 1323, 1325, 1326, 1328, and 1329 as discussed in executive session. May I have a motion to approve? >> So move. >> Is there a second? >> Second. >> Thank you. >> All those in favor signify by saying I. >> Opposed. Item 8005, overnight trip
031approval. Mr. determined. The administration is recommending approval of the following overnight trip requests. This item will appear on the November 20 25th, 2025 board agenda for approval. Central Dolphin High School choir will travel to Pittsburgh, PA from February 14th, 2026 to February 16th, 2026 for the Hines Chapel Invitational. >> Again, not for a voting this evening. Will be on the November board meeting for approval. Item 8006, resolution to end the state budget impass. Mr. Turman, >> the administration is recommending approval of the resolution to end the state budget impass. So, we were given something from PSBA and it was asking all school board members to to submit a resolution approved by the board to end the state budget impass. Just a couple of things at this point is um the district at this point in
032time with the lack of money we've received from PTE has probably lost any around closely $30,000 in investments. Um if this impass goes on within the next month, month and a half, we will then start to have to dig into our reserves and money that we've already been able to acrue of interest and investments. So we are getting to the point where money that the district has saved and been able to invest wisely, we are going to have to start to dip into if this budget impass goes into the month of December. So across the state uh they are hoping that school boards unite and come together to uh to submit a resolution, approve a resolution to end this budget impass. Uh luckily for us uh we are not in the the situation that some
033districts are in. Uh but some of our districts that are within our region and in our area um are not to a point where they're in the the position we are in. Um to the point where they may even have to shutter doors within the next month or two. May I have a motion to approve the recommendation? >> Motion. >> Is there a second? >> Second. >> Thank you. >> Yeah. The the problem I have, I got to be honest with you, I don't know that this exercise has any chance of impacting the outcome. And I I can't vote in favor of something. I don't know what it says. Can somebody read me uh the resolution? >> Yeah, I was going to say that I uh this is a late ad, so I actually haven't
034even a chance to read it either because it was just added. >> Okay. I thought it was the attach was the attachment was on there. >> It was, but it was just like yesterday. I just didn't have a chance today to get to it. >> But it was there. It was there. >> Yes, we can read it. >> Yeah. Can we read it out loud if it's not too long? >> You need it in front of me. I don't have >> pull it up on my phone. >> Yeah, you reading that. >> No, I don't. >> If they click on the resolution, it'll pop right up. >> Are Are we still going to do the um There it is. >> So, [snorts] >> do you want me to read it? >> Yeah. Yeah, [clears throat]
035good luck. Okay, >> we're just signing on to PSA's a >> resolution by the board of directors of the Central Dolphin School District urging the Pennsylvania General Assembly to end the state budget impass. Whereas the Pennsylvania General Assembly has not yet enacted a state budget for the 2025 2026 fiscal year, resulting in a budget impass that has persisted for over 100 days. hand. Whereas this impass has withheld over $3 billion in education funding statewide, forcing school districts to borrow funds, deplete reserves, delay essential services, and consider program cuts that directly impact students, educators, and families. Whereas, the Commonwealth Court has ruled Pennsylvania's school funding system unconstitutional and that the state has responsibility to continue addressing the inequities raised by the court. Whereas school districts are legally required to adopt annual budgets by June 30 and
036operate with fiscal responsibility and transparency while the state legislature has failed to meet its own budgetary obligations. Whereas the ongoing impass threatens the stability of public education, undermines the ability of districts to plan for the future, puts current and future educational initiatives and capital improvements at risk, and places undue financial burdens on local taxpayers. Now therefore, be it resolved that the Central Dolphin School District Board of Directors as a member of the Pennsylvania School Boards Association calls upon the Pennsylvania General Assembly and the Governor to immediately pass and complete a responsible state budget that number one fully funds public education, including basic, special, and career and technical education. Number two, releases all appropriated federal funds owed to school districts without further delay. Number three, honors the Commonwealth Court's mandate to address funding adequacy and equity.
037Number four, establishes a process by which any interest in fees accured due to borrowing throughout the impass is repaid to districts. Five, includes meaningful cyber charter funding reform by establishing a uniform statewide tuition rate for students attending a cyber charter school. And six, demonstrates bipartisan cooperation and leadership in the interest of Pennsylvania students and communities. Be it further resolved that copies of this resolution be transmitted to the governor of Pennsylvania, the leadership of the Pennsylvania House and Senate, and the district's elected state legislators. >> I I guess to me it would be more impactful to have a meeting with our legislators directly. Um, and I noticed this um is is directed to the legislature, though [clears throat] I do believe the governor has something to do with it. Um, yeah, I I don't know if
038I'm going to vote for it. I mean, I just don't know the impact it would have. We passed multiple resolutions on pension and charter schools in the past. Um, but I do appreciate you reading it. Um, because there appears to be a number of issues embedded in the resolution that aren't necessarily budget related, but policy. So I think I think my understanding from PSBA is that the purpose of the resolution um really is is largely symbolic. Um and um the effort is to create just a a large number of school districts across the Commonwealth um peppering uh the legislature and the governor because the transmitt would be to both the legislature and the governor um uh to communicate the frustration around um funding of school districts and passing a state budget. So, I think it's
039I think it's largely symbolic. Um, and I don't think it has a tremendous effect and I agree with you that meeting with legislators is way more impactful. Um, but I think it's I think it's something we were asked to do and I would fully support it. >> I support that. But we are also doing the withholding of the cyber charter funds. Correct. Correct. Can can Peter tell the public what we're going to do there to hopefully this will also put pressure on legislators to We have stopped we have stopped making cyber school payments effective in October and we will continue not to pay cyber school payments until the state budget is passed. So we will resume making payments once the um the state budget is is passed. The state owes us around roughly about $7.5
040million in back payments and we will not have to do anything like getting like getting a loan or anything like that to keep our doors open till most likely uh late winter. So those are back payments exclusive of what we would get if there was ever a new budget constantly. >> Yes, they would owe us that money back based on the projections that the governor put out um in his proposed budget. >> Has anybody assessed interest on the state for not doing their fiduciary obligation? In other words, we may have to take out a loan where we pay interest on the loan. It's the worst kind of tax conceivable. We get nothing from it. So when we do, assuming we get it, is there and maybe there isn't any um ability to also get interest
041on the money we didn't have and we had to borrow. >> There isn't. No, we cannot act. We cannot uh place interest on the state. >> So the cyber charter payments that we make per month, it runs approximately a million >> roughly about two roughly around $2 million. Actually, >> it was a million last year. Yeah, >> we're at what 20 I mean it's >> it's roughly around we play roughly around $20 million in in outside in outside cyber costs. >> So instead of that money going out to the cyber charter schools, we're going to keep that in house basically kind of in escrow or if we need it because the state didn't give us our money. >> It basically protects our cash flow. >> Correct. >> Yeah. I don't know that we can use
042it though. >> Smart idea. >> I think it has to go in escrow, doesn't it? >> No, [clears throat] we could. Well, we could use it for whatever. we could use our money for whatever we want to use our money for. We're just going to have to pay them and they could take it or they could take it out of our basic ed subsidy as a redirect. Um once they once they do that and that's part of part and parcel of the the danger when you withhold cyber school payments it could cross >> like our check could go out and they could redirect our basic ed subsidy. But that's for really my my staff to worry about. >> This is just I mean we've been funding charter schools have we not throughout the budget shutdown,
043>> right? We only stopped paying um this in October because we we didn't realize I mean the state budget delays have been common place in Pennsylvania for the last several years. We thought we'd have a budget by now, but when it became apparent that we were not going to have a budget um and they got further and further away from having a budget, we decided to cease budget payments to protect our cash flow. >> So the money will be they'll be reimbursed to the charter schools once the budget >> Yes. one way or the other. Yeah. >> Yes. As soon as we have the budget passed and the school and the appropriate budget codes passed and we got notification from PTE that they're going to release money, then we will we we will release the
044cyber school money that's backed. >> Well, the codes they don't take that much. I >> was going to say, can we wait until we get the money in our bank account before >> I would I'm going to wait until PTE gives us a notification that they're going to start releasing money before we start paying. >> No, what I'm saying is can you wait until that money hits our bank account before we release our money to Cyber Charter? We could wait. Sure. >> Because they could say it and it could be five weeks down the road and here we are. >> There's a system that shows us when the money's coming. So, we could see it. >> Yeah. There's a system that PD has that shows us. >> What's the typical delay then? >> Um, there
045is not really a typical delay in when PD releases their money. It's usually within within like three or four days once they start releasing the money. >> Okay. Can we wait the three or four days until we get it in our account? >> No problem. So, if you saw the correspondence between Peter and myself, uh I think the next budget that we're going to act on, the charter school bill was 3 million uh for one month. So, that's that's high. Um it's usually a little less, but I guess that's due to some reconciliation. >> Correct. So in the treasures report in September there was the bills for the cyber school for September were slightly elevated than they were in the past because of reconciliations from the previous school year when our child accounting department gets
046the bills in from all of our outside cyber schools and they have to reconcile them from the students that attended all the years all throughout the year and then they reconcile them for through residency checks and through all the other all the other sit things that they have to go through and then they send them either that they were approved for payment or they were not approved for payment and that's why the bills were elevated but they should be the last bit of of cyber school payments you will see so you shouldn't see anything for in the month of October >> a lot of discussion on a budget impass >> probably more than the legislature >> any other questions or comments >> thank you for that creative solution Peter >> do the best we can
047all [snorts] right we do have a motion and a second um all those in favor signify by saying I >> I [snorts] >> opposed. >> Moving on to item 8007. This is the second of two opportunities for the public to address the board on any item they wish to address. Does not have to be specific to the agenda and we have no one signed up to speak. Moving to item 8008, board representative report. Anybody have anything? >> Um, Miss Silver's. Uh, >> yeah, you got it. Yeah, she had asked that I just do a brief report on the CIU update as she was out sick. So, she was at the meeting this week. Let me just get to it. Um, she just wanted to let everyone know that the CIU had to approve a floating
048uh approve floating another bond on October 23rd, this one for $30 million in lie of income due to the government shutdown. Um, they explained that while this isn't that hard for them to get approved, it does create basically about a 10% loss in revenue. now because um instead of making money on the income and investments, they're now paying interest in fees. Um so that was just the the big update coming out of the CIA CIU meeting with Miss Silvers. >> Other board representative reports. >> Sorry, I get the leader. >> Moving on to board committee reports. Are there any? >> I think we have a meeting coming up, don't we, Peter? Do we have any space or is it sold out already? >> It's sold out. Everybody wants to hear me talk for 45 minutes
049straight without taking a breath. >> Well, I end up having a meeting with your family. But what day is that again? >> Wednesday's uh November 12th. >> Finally voting ground on Monday, November 10th at 4:30. >> That's if you get reelected. >> That's true. [laughter] >> I'm still on. >> No, you're still on until >> other board committee reports. Well, I did want to wish um Dave and Kristen and Michelle and Janelle good luck on Tuesday. I think this is the first time we have never had anybody that has run opposed to a candidate. So, >> they're they're in whether you want >> unosed. >> Whether you want them or not, they're [snorts] in. >> Well, you never know, man. I mean, uh you know, no preference is still on the ticket. >> None of
050the above. >> So, congratulations. get out the boat on Tuesday. >> Moving on to item 8.10, sympathy resolutions. >> Sympathies are extended to the family of Mary Icus, a former teacher on her passing. >> Item 9.01, adjournment. May I have a motion to adjurnn? Is there a second? >> All those in favor? I opposed. Motion carries. >> Meeting adjourned.
