003All those in favor say I. >> I. Opposed. >> Thank you. >> Moving to information and proposals, item 601. And I'd like to announce to those joining us here in person as well as those joining us online that prior to this evening's a meeting an executive session was held to discuss various personnel as well as legal issues. Moving to item 602, student speaker. As we like to do uh throughout the year, we have uh students present from each high school as well as our cyber academy. And tonight, I'm pleased to introduce our student speaker from Central Dolphin East High School. Please welcome Prasant Pradan. [Applause] >> Good evening. Thank you to the administration of of the Central Dolphin School District and the school board for giving me the opportunity to speak this evening. My name

004is Prasant Pradon and I am a senior at Central Dolphin East High School. In roughly eight months, I will be concluding a 8-year journey at the Central Dolphin School District that started at EH Phillips Elementary School in fourth grade, continued at East Middle, and will be wrapping up at East High. I am in the process of applying to college to pursue a degree in kinesiology or exercise science, and then hoping to become a physical therapist in the future. Some colleges I am interested in are University of Pitt, Penn State, and Thomas Jefferson University. At East High, I have been involved in quiz bowl, special Olympics, the boys volleyball team, girls volleyball team manager, American red cross club, Asian student association club where I am the president, four diamonds club where I am the community outreach

005officer, key club, FBLA club, HOSA, science olympiad club, and the robotics club. I have taken eight AP classes and I've worked hard to keep my grades within the top rankings of my class. For one of the girls volleyball games, I was given the opportunity to sing the national anthem before they started playing. It's opportunities like these that will serve me well in my next steps. Without further ado, I'm happy to report some of the highlights at East High over the first six weeks of school. Homecoming planned by the students council was a big success. There was a pep rally, football game, and dance with the theme bright lights real nights. Students had fun participating in spirit week leading up to the game and the dance. Congratulations to this year's homecoming king and queen Miles Davenport

006and Eva Cruz Germaine. Based on student interest, we have been able to start a chapter of HOSA at East High. This is advised by Mrs. Rainey. HOSA or future health professionals is a global career and technical student organization for middle, secondary, post-secary, and collegiate students interested in in health professions. Its mission is to enhance compassionate and quality health healthc care delivery by developing leadership, motivation and recognition opportunities for students in health science and related programs. Through its extensive network of students and professionals, HOSA prepares future healthcare workers by fostering leadership, technical skills, awareness of healthcare issues, and professional readiness. This year's EHS fall play, Almost Maine, was a huge success thanks to the hard work, dedication, and collaborative ef efforts of every cast and crew member. Our student actors brought their best performances to the

007stage, and our student texts designed highquality lighting, sound, and sets to bring it all together. The result was an amazing and entertaining pro production that showcased the theatrical talents on and off stage that live at East High. STEM summit took place for freshman students at East High on October 7 and 8 with the junior achievement academic program. Students participated in lab and small group activities such as chemistry and biology where they experimented with solutions to create foam castings of their hand and engineered pastry dishes with and cabinet drawer handles. Student and teacher volunteers engaged in each station with freshman students to help them problem solve experimental steps for each activity station. chemistry, biology, manufacturing, engineering, mathematics, technology, and robotics. Students in Mr. Battella's AP language and composition course had a if you give a mouse

008a cookie party, which consisted of reading the story, discussing logical s circular, and syllogistic structure, and composition writing, and of course, cookies. Students enjoyed being able to hear the story again, sitting in the back of the room and reconstructing the story from scratch using logical reasoning. We have many new teachers, staff, and members of our administration, and they would like to shout out the veteran staff who have helped make the transition easier. In addition, we had teachers who complimented the students for their kindness and helping others. Thank you again for your support of the students and teachers at East High. [Applause] Well done, Prasant. Thank you. Moving on to item 603. Uh, new in our agenda is the opportunity for a superintendent spotlight. So, Mr. Turman, >> thank you, Mr. Jacobs. So, we have two

009things on the agenda for tonight. First, uh, we're going to take the opportunity to, uh, congratulate the girls 6A state champion softball team. Uh, we have coach Sam Hartley who's here. If you can come up to the podium. Central Dolphin defeated Nazareth in the eighth inning with a walk-off two-run single to win the 6A softball championship with Mr. Hartley as Ken Williams, I believe. So, Dave Lock and also Sarah Smith. If you can please young coach up to the podium if you're here. All right, coach, you're going to give us an opportunity to talk about the season, talk about the young ladies and bring them up uh and and really introduce them to the board and talk about the accomplishments and then we'll give the board members opportunity to either ask questions and also to

010respond. >> Uh yes, uh very exciting season. Uh do you want me to bring the girls up first? >> Sure. Yeah. >> Come on up, girls. [Applause] [Music] >> You can just line up to the side either way. >> So, we had a very exciting season. Obviously, uh we finished the season 21 and three. Um, and it was just very gratifying for us as coaches because the last couple seasons we had gotten very close but just weren't able to close the deal. And uh, one of the things, one of the issues we had in the past, we'd have a bad inning, have a mistake, and then it kind of, we let it snowball a little bit. Um, however, this season, these girls did an awesome job u with grit and determination. We'd make a mistake

011and they're able to fight through that. um you know to to you know get to our goals you know obviously which was the uh state title. Um so we are very proud of them and and all the you know all the hard work and all the time spent uh our team GPA is over a 3.6. So uh you know very exciting uh these girls work hard uh on and off the field and you know very very proud of them. So >> coach can I ask a hypothetical? >> Yes sir. All right. So, if an opponent uh grounded to the pitcher, would the pitcher know where to throw it? >> Absolutely. Absolutely. >> Um you're not referring to the Phillies uh game, are you? >> Okay. >> Coach, do you want to take a minute and

012introduce the girls? >> Uh yes. Uh right here we have she was a freshman last season, Isabelle Rodriguez. >> Um cover some ground. >> And then we have Miss Kayla Fletcher who is a senior this coming season who is headed to Duke after uh this last year. [Applause] Then we have Miss Autumn Andreoli who was a freshman. Uh you know she did very well for us all season but we really relied on her heavily. Uh you know uh her composure on the mound was amazing as a freshman. Uh so she was able to you know seal the deal for us uh you know given all the stress and pressure of you know trying to trying to win as a 14year-old. So very exciting. Um and then we have uh Elena Wolf. She is uh graduated.

013Uh she's on at Penn State Harrisburg. Correct. So uh Elena has done a great job for us. Elena played left field. And then over here I have Breock who was our second baseman. She has also graduated and attends Mansfield University. Um, and you know, this is her first year. Uh, and Brie, like I said, played second base. Then we have Gabby Shurk. She made an awesome catch. Uh, what do you remember that? >> Seventh, I believe. Uh, so, uh, or was at the top of the eighth, but either way, she made an amazing diving catch which saved uh save because Nazareth had taken a two to one lead. Um, and we were able to keep that at one run, which uh, you know, kept it close enough for us to, you know, uh, mount a

014comeback here in the, uh, bottom of the eighth. Um, then we have catcher Abby Ree and the big hitter, Bren Barkley, had the walk-off hit. [Applause] >> And then we have Mr. Williams over there. Hired me in 2014 as an assistant. Then we won the state title for the first time in school history in 2019. And then Mr. Williams retired and uh then he came back as a volunteer to help me. And then of course we won the second one here this past season. So >> that's great. >> And I also forgot very important I have my main assistant Dave Lock um right here and coach Sarah Smith is is also assistant and a JV head coach. So >> awesome. I just want to say I watched that play when Gabby makes that diving catch,

015gets the ball in quickly. So clearly well coached, but uh Miss Fletcher decided to do a great backup on the throw, make sure it was there. Those little details, you see why the team is so well coached. Players know exactly what they're doing, backing up, doing what they're supposed to do, kept the game close, and when we go in there and win it. So great job by the staff and the players by listening to the coaches. >> Well, thank you. I appreciate that. Um, but >> any other board members have anything they'd like to comment? >> Having been able to watch the game on PCN, uh, when they display all the state championship games, it was awesome. Uh, super proud of you guys. You represented the school district incredibly well. You represented the high school

016incredibly well. Um, so we're just really proud. So, congratulations. >> Thank you. If I could end with this, I just wanted a couple of thank yous to go out. I'd like to thank uh Mr. Chris Hunter um and Dr. Shrader at the high school. You know, just all the things that go into, you know, making a season happen. There's a lot of stuff behind the behind closed doors. And I also wanted to thank the board for providing us with the funds and the facilities. Um, you know, athletics is it's a it's a great way for kids to learn uh grit and determination, which is what us coaches talk about all the time. It's kind of lacking in society nowadays. And athletics is a great way for them to to to learn those, you know, those

017traits and get better. So, we we really appreciate the opportunities and the and the funding and the, you know, ability to play. >> Good luck this year. >> Yeah. So, on behalf of myself and the board of directors, I just want to congratulate all of you on a fine season. And should I say repeat? >> We got a shot. I'll take >> All right. Fair enough. We'll take it. Congratulations. >> Thank you, sir. Appreciate it. >> Thank you. Okay. At this time, uh, we're going to have Dr. Martin come up and she's going to do a very quick presentation on an update on National Honor Society and National Junior Honor Society. >> Dr. Martin, >> thank you. Good evening. Um, first I want to thank you for the opportunity to present to talk about our

018National Honor Society and National Junior Honor Society. Um, a little bit of the backstory or prior application process. it was um inconsistent districtwide um with different applications and selection process along with different criteria for all of our schools. Um so we recognize this and wanted to be more unformed. um our action steps where we began working in the summer with administrators and adviserss um to look at our past practices um the requirements from National Honor Society and then we just started having discussions of what would work best um amongst ourselves. So um after we looked at everything and we started having discussions, we began finalizing the um application process, but then we uh waited until September and we met again with the administrators and um adviserss. At this time we had just a high school

019meeting to focus on high school national honor society and then we had a separate meeting just to focus on national junior honor society. The outcome of both of those meetings is now we have a uniform process. There's one um for middle school and one for high school. So, if you look at all six of our um main schools, you will see that on their website, the process, it will have exact dates um based on something such as the third Friday of the month of when the application is due. Um we did that on purpose so then for every year it's always the third Friday of a certain month. We don't have to worry about a specific date. We now have the same criteria for the grade point average you're you're needing and also the application

020process. We made it as objective as possible. Um we took out as much bias as we possibly could and we are also upfront with what is expected and how you get into the um National Honor Society and then how um what rubric would be used and all of that information will be provided. So as you look at each website you'll see the process given um once the students are awarded that they can apply they will get a separate packet and that packet will look alike um for all schools for high school and then same thing for middle school um and then they'll use the same process. So um we really appreciate all the adviserss and administrators to come together to recognize that we needed a uniform process um and and work together for this. And

021just as uh um cyber academy is also included, they just um go back to their home schools for the the application process. Um so it does at this time does anybody have any questions or >> I just wanted to publicly thank you. Um a district resident had reached out to myself and Mr. Epstein concerning um just what you were describing the inconsistencies and that it was not very objective. So, he wanted me to publicly thank you for your efforts in uh streamlining the process and making it more fair and consistent across the district. So, thank you. Kudos to all. >> You're welcome. >> Yes. To everybody that helped. It was really a team effort. >> I just have one question. >> Yes. >> Do the kids have to apply every year for National Junior Honor

022Society or Honor Society? >> No, they only have to be at um for the induction part. >> I just concur. Thanks. And also thanks Dr. Box. uh for being responsive uh as a future. I I I mean I I just think it was incredibly difficult to discern u in the past and it looks great and your efforts are appreciated. >> Thank you. Appreciate it. >> Thank you. >> Other questions from board members. >> Okay. >> Thank you, Kristen. You're welcome. Moving on to item 604, public speakers for agenda items. This is the first of two opportunities for the community to address the board. The first of which is for agenda items only, and we have no one signed up to speak. Moving to unfinished business, item 701, the treasures report for month ending August 31st,

0232025. Mr. part. >> The administration is recommending approval of the treasures report for the month ending August 31, 2025. This item was reviewed at the September 23rd, 2025 board meeting. >> We have a motion to approve. >> So move. >> Is there a second? >> Any questions from the board members? >> I copied some of the questions I had for Peter and circulated around the board. So, uh, I appreciate you, Peter, getting back to me and then getting back to me again this evening, uh, for the one tax exoneration. Other questions or comments from the board? All those in favor say signify by saying I. >> Opposed. >> Thank you. Moving on to item 702, bond refinancing. Mr. Bart, >> the administration is recommending approval of the following resolution. Resolved. Central Dolphin School Board does

024hereby authorize the administration to work with PFM Financial Advisors LLC as financial adviser, McNees Wallace and New York LLC as bond council and RBC Capital Markets LLC as underwriter to proceed with preparations for the issuance of one or more series of general obligation bonds, the proceeds of which will be used to finance one certain capital projects, including the design, planning, acquisition, construction, and or equipping of renovations and improvements to two elementary schools of the school district as well other school district schools and facilities. Two, the refunding of all or a portion of the school district's general obligation bond series of 2016. Three, the refunding of all or a portion of the school district's general obligation bond series A of 2018. And four, the refunding of all or a portion of the school district's general obligation

025bonds series B of 2018. This item was reviewed at the September 10th, 2025 finance committee meeting and the September 23rd, 2025 board meeting. May I have a motion to approve? >> So move. >> Is there a second? >> Second. >> Questions or comments from the board members? Again, this is to uh continue the efforts um for the air conditioning in two more additional uh elementary schools. I just wanted to to make note to the public that a lot of the conversations in the introduction and the presentations um actually happen in these committee meetings which are advertised and everyone is welcome to attend those. So if you see limited discussion up here regarding certain things, it's only because these have been discussed in those committee meetings. >> Yeah, we've had we we started a new protocol

026last year. Here we had MCNE Swallis PFM uh and uh RCB come to the meetings so you have access to our advisors if you choose to come to the meetings and uh we uh finance meets uh once every month so it's never boring always engaging and I think you had a revision to the bonds to some degree or >> it was just to add the the dates and the comp the potential completion of the uh of the projects. Yeah. And these schools are it's for Paxonia and for each school or the two air conditioning will be next. So it's not approving the air conditioning, but it is to get the bond and then that'll be eventually a final vote. And then I I didn't have the numbers with me, but there were significant savings as

027well by refinancing our bonds right now. Um there's not a lot right away, but in the long run, it's going to save us money as a district. >> Other questions or comments from board? >> Do you share? >> I just wanted to interject. Sure. >> Hi, Erikica Wyel from MCNES. If we are voting on the resolution tonight, we will need a roll call vote specifically on the resolution. >> Thank you. >> Yeah. And I'm happy to answer any questions specifically about the resolution as well. >> Okay. >> Any any additional questions or comments from board members. >> Okay. Miss McConnell, call the role. >> Mr. Epstein? >> Yes. >> Mr. Gordon? >> Yes. >> Mrs. Hanford? >> Yes. >> Mrs. I'm sorry, Mr. Jacobs. Yes, >> Mrs. Silvers. >> Yes, >> Mrs. Webster. >> Yes,

028>> Mrs. Bingaman. >> Yes, >> Mr. Dornan. >> Yes. >> The motion passes with eight affirmative votes. >> Thank you. Moving on to item 703, alternative transportation for special education. Mr. part. >> The administration is recommending approval for the of the contract with Kina Care Home Health for alternative transportation for special education students. This item was reviewed at the September 10th, 2025 finance committee and the 20 and the September 23rd, 2025 board meeting. >> May I have a motion to approve? >> So moved. >> Is there a second? >> Second. >> Questions or comments from the board? >> And is does this include with the cameras on the buses or is that separate? Uh it does include the camera installation. >> Okay. >> Yeah. The question I had is if the contract with them is

029terminated, is the c are the cameras our property? >> Um yes. >> Yeah. I I saw comment and I specifically put language in there. >> Okay. >> To say that there are >> because then we could we could repurpose them for buses or other vehicles or whatever. >> Y >> other questions or comments from the board? Just I just want to confirm that we won't be putting any children onto these vans until these cameras are installed. >> Uh Mrs. Bingham, if that's your wish, yeah, we could absolutely do that. Um there is a fiveweek lead time to get the cameras installed in the vehicle, the safety vision cameras. Um so that would be if that's your if that's your concern, we can definitely do that. >> I don't feel comfortable any other way. >> Absolutely.

030We can agree. Like I feel like that's >> would it be okay if a if a student was um transported with a parent waiver? >> We could wait. I will I will instruct the contractor to wait until we get the safety vision cameras installed for that period of time. Do >> you said there's a five week five? >> Yeah. Fivewe lead time for the safety vision cameras. >> Yeah, we should be good for five weeks until we get them installed. >> Correct. We could we could wait for the five weeks. >> Just to be clear, the kids do have transportation. >> Correct. Yes. This is just replacing um another carrier. Okay. Right now. >> Okay. >> Other questions or comments? >> All those in favor signify by saying I. >> I. Opposed. >> I. >>

031Moving on to item 704, budget management software. Mr. Bart. The administration is recommending approval of the agreement with Frontline Education for the budget management software at a cost of $7,5944 2026 fiscal year and an annual cost of $8,855. Even this item was reviewed at the September 10th, 2025 finance committee meeting. This item was also reviewed at the September 23rd, 2025 board meeting. >> May I have a motion to approve? >> Motion. >> Is there a second? >> Second. >> Thank you. questions or comments from the board. >> Uh Mr. Bar, did we was that the item uh Kristen that you had some questions about? >> Oh, that was the next one. >> So, this one is forecasting really software for us that gets us out of Excel spreadsheets. Right. >> Right. This is for budgeting

032for the uh for budgeting software and the other question I think that came up with finance was the Red Rover HR software. Correct. That's up for first read tonight. >> Yeah. Okay. Other questions or comments from the board? All those in favor signify by saying I. >> I. >> Opposed. >> There's a delay. >> Supposed to be in another time zone. >> Uh item 705, reconfiguration resolution. Mr. Turman, >> the administration is recommending approval of the reconfiguration resolution to change the district's official address and change the official name of EH Phillips Elementary School with the Pennsylvania Department of Education. This item was reviewed at the September 23rd, 2025 board meeting. >> Do you want to just quickly explain why? >> So, we are changing uh moving from Rutherford Road to uh to 75 South Hal

033Road for the administration building and also for some reason PTE has just Phillips Elementary School and not eh Phillips Elementary School. So, when we went to reconfigure um we saw that they had a different name uh in their system. >> May I have a motion to approve? So move. >> Is there a second? >> Second. >> Thank you. Questions or comments? >> All those in favor signify by saying I. >> I. >> Opposed? >> I do have a quick question. So, anything legit for that school? Are we okay legally with everything? >> Yeah, we're fine. You're just basically because it's the AUN number is the same. It's just basically making sure the name's correct. So, the AUN number that we have for Phillips and it's in the system is the same. It's just the name

034for whatever reason wasn't correct. >> So if we submitted something to department that had eh Phillips on it but had the number >> they would pick up the AU number. Correct. >> All right. >> Item 706 agreement for services. Mr. Turman. >> The administration recommending approval of the agreement for services with creative therapy solutions LLC for speech language services pending solicitor review. This item was reviewed at the September 23rd, 2025 board meeting. Uh this is to help the special ed department uh with bringing additional opportunities for people to help with speech language services in the district. >> May I have a motion to approve? >> So move. >> Is there a second? >> Second. >> Thank you. Questions or comments? >> Is this this is an additional vendor if you will? Correct. So it's just

035an addition to what we already offer is expanding our correct breadth of services. Correct. Okay. Thank you. >> Other questions? All those in favor signify by saying I. >> Opposed. >> Moving on to new business. Item 8001, personnel report. Mr. Turman, >> the administration is recommending approval of the personal report as discussed in executive session. >> May I have a motion to approve? >> Is there a second? >> Second. >> Thank you. Questions. >> All those in favor signify by saying I. >> I. >> Opposed? Um, just like to pause for a second and we have a few individuals in the audience from the personnel report that were approved. Um, I'd like to recognize them as I call your name. Please stand. Danielle Leach, the new assistant director of special education, Ashley Halddederman, assistant principal

036at TRIC, [Applause] and Amanda Dupes, assistant principal at West Hanover. Congratulations to you all and thank you. And we tabled item 8002 as an addition to the agenda. Moving on to item 8003, approval of job descriptions. Mr. Turman, >> the administration recommending approval of the following job descriptions. These items were reviewed at the September 30th, 2026 personnel committee meeting. Director of human resources, assistant director of human resources, administrative assistant to the director of human resources, human resource specialist for professional onboarding, human resource specialist, non-professional onboarding, human resource specialist compliance, human resource specialist outreach, and human resource specialist benefits. All of those were uh discussed uh in our committee meeting a couple weeks ago. Uh and it was that point in time, this will be no additional cost to the district. All it is is looking

037at the personnel who are in the HR department, redoing job descriptions. Uh so we feel at that point in time this will create a better HR department, also make them more efficient and effective as we look to support uh employees throughout the district. >> May I have a motion to approve the recommendation? >> Motion. >> Is there a second? >> Second. >> Did I get a second? >> Yeah, she's >> Oh, thank you. Um questions or comments from the board? Ry's here. Anybody has any questions? >> I would just like to say I'm really excited about this um you know just basic restructuring and a clearer definition of the roles in um our human resources department. And I'm also excited that they're going to be getting out into our buildings a little bit more getting

038to know our employees and helping them directly uh which is really exciting changes in our HR department. So really glad to see it. >> Other questions or comments from the board? All those in favor signify by saying I. >> I. >> Opposed. >> Moving to item 8004, first reading of board policies. Mr. Turman. >> The administration is recommending the first read of the following board policies. These policies were reviewed at the September 30th, 2025 policy committee meeting. These items will appear on the October 28th board agenda for approval. Policy 222, uh, tobacco and vaping was revised. Policy 227, control substances paraphernia revised. Policy 609, investment of district funds, revised. Policy 801.1, record retention and destruction retire within policy 801.1, records management. That was new. >> Again, this is a first read. If you have concerns

039or questions, please let Mr. Turman know. Moving on to item 8005, overnight trip approval. Mr. Chairman, >> the administration is recommending approval of the following overnight trip requests. This item will appear on the October 28th, 2025 border agenda for approval. Central Dolphin High School choir will travel to Rockaway, New Jersey from March 27, 2026 to March 29th, 2026 for the Roxberry Invitational. >> Thank you. Moving to item 8006, snow and ice removal. Mr. Chairman, >> the administration is recommending approval of the contract for snow and ice removal be awarded to the apparent low biders as follows. This is the final year of an additional 2-year renewal option of the three-year contract. This item will appear in the October 28th, 2025 port agenda for approval. Hummel's ball paving for an annual estimated cost of $215,472.60. Bailey

040Landscaping sees schedule of hourly rates. Hummel's ball paving for an estimated cost of $54,111.50 >> and again this is a first read. Howard is here if anybody has any questions between now and the 28th. Certainly let Howard know. We did hit this at buildings and grounds I believe. Correct. >> Correct. >> And uh just to reiterate the the cost is really uh based on the equipment that's used in the situation in the moment. Each each uh piece of equipment has its per hour cost and so that's it's a guesstimate really on Yeah. >> Yep. >> Sure. But uh I mean based on we didn't go out to bid um we have an option for renewal for for another year >> and part of the reason was because the cost didn't go up. >> Correct. >>

041Everything's the same. >> We didn't even assume any additional fuel charges or anything. >> Nor did we have to go out to bid on any of these. >> Correct. >> Okay. Again, this was a first read. Moving on to item 8007, kindergarten centers contract pricing. Mr. Turman, >> the administration recommending approval of the following contracts for the construction of our four kindergarten centers. The design were reviewed at the October 6, 2025 buildings and grounds committee meeting. This item will appear on the October 28th, 2025 board agenda for approval. Site work at Executive Park Drive awarded to CHN in the amount of 1 million. amount of 1 million6 thou six6 $6 6,51965. This is a co-stars contract. Total is 28,368,531.65. >> So I uh nothing uh to vote on um in this meeting. Um but Howard, I just wanted to commend you and your staff. Um I know that the amounts that we were staring at at outset were considerably higher than this and so um you and your staff brought the total down multiple millions of dollars and so um you should be commended and we appreciate it. Thank you. [Music] [Applause] >> Uh moving

043on to item 8008 early demo contract. Mr. Mr. Turman, >> the administration recommending approval of the early demolition contract for the four kindergarten centers to unlimited construction solutions in the amount of 1,121,112. This is a co-source contract. This item was reviewed at the October 6, 2025 building and grounds committee meeting. The early demo contract will also be reviewed at the also was reviewed at the March 25th, 2025 and April 22nd, 2025 building and grounds committee meetings as well as the May 19th, 2025 board meeting. Um, what we would like to do at this point in time is move forward with this and vote on it tonight uh so that uh Howard and his team can start working with unlimited constructions and start to at this point in time start the demolition. Normally this would be

044a first read. Um but as we discussed in the buildings and grounds committee um time is of the essence here and so um we've uh the the staff and the administration has asked the board to uh bypass first read and go directly to a vote. So may I have a motion to approve the recommendation? >> So move. >> Is there a second? >> Second. >> Thank you. Questions or comments from the board? All those in favor signify by saying I. >> I. I. >> Opposed. >> Thank you. Moving to 809 settlement agreement for 2526-1. Just a reminder um when uh the board is given uh student settle Oh no, this is I apologize. I jumped the gun. Settlement agreement case 2526-1. Mr. Determined. >> The administration is recommending approval of the settlement case number 2526-1

045as discussed in executive session. >> May I have a motion to approve? >> Is there a second? >> Second. >> Any questions? All those in favor signify by saying I. >> I. >> Opposed. >> I. >> Moving on to item 810, adjudication of student cases 1320 and 1321. What I was originally going to say before the previous was that as we refer to adjudication for students, we do not use their name. They're given a case number um for privacy protection purposes. And that's why uh you see numbers and not names. Mr. Turman, >> the administration is recommending approval of the adjudication of student cases 1320 and 1321 as discussed in executive session. >> We have a motion to approve. So move. >> Is there a second? >> Second. >> Any questions? All those in favor

046signify by saying I. >> Opposed. Thank you. Moving to item 8.11, summer graduates. Mr. Turman, >> the administration recommending approval of the list of 2025 summer graduates from Central Dolphin East High School and Central Dolphin High School. As we did the uh graduates in September, uh we are now coming forward with the summer graduates from 2025. May I have a motion to approve? >> Motion. >> Is there a second? >> Second. >> Questions. All those in favor signify by saying I. >> I. >> Opposed? Moving to item 8.12, Red Rover Human Resources Software. Mr. Turman. The administration is recommending approval of the Red Rover software for use in the human resource office for the recruitment and application at an annual cost of $16,500 with a one-time set of a cost of $2,500. This item was

047reviewed at the October 8th, 2025 finance finance committee. This item will appear on the October 28th, 2025 board agenda for approval. Um, I do believe we did got part of the the question which was is with a prorate for Red Rover the cost of only picking you up. The answer was yes. We got that that clarification. Did we get clarification on from the other vendor if we move with another one? Okay. >> No, not yet. We're still working on that solution. >> So, we need to find the answer whether or not if we finish with the vendor we currently have, will they prorrate it for the remainder of the year? >> Yes. >> Correct. Yeah, we're still working on that solution. Okay. And again, this wasn't a voting item. This was a first read. So

048hopefully between now and the next meeting. Correct. Yeah. >> Other comments or questions on this. >> Moving on to item 8.13, -ate application services. Mr. Chairman, the administration recommending approval to retain Trit Shell Consulting Services to serve as consultant to prepare and file rate forms for the federal rate program for the 2526 school year at a cost of $12,500 plus 3 and a half% of committed funds. This item will appear on the October 28th, 2025, 2026 board agenda for approval. >> 2025. >> Yeah, that's the wrong date. >> Thank you. Uh, again, first read for tonight. Can I >> Can I ask a question? Is that the It seems like that's the same rate as last year's. Can we confirm that? >> Yeah, I'm almost positive. Is that the same when we talked to Matt?

049That's the same rate. >> Yeah, Ryan Ryan shook his head. Yes, that's the same rate. >> Yeah, that's the same rate. >> Okay. >> Thank you. >> Okay, moving on to the second of two opportunities for the public to address the board. Item 8.14, public speakers. Uh this is for any item that the speakers wish to address. And we have one individual signed up to speak. Mr. Still, floor is yours. >> No, you're good. You're good. Thank you. >> All right. Time's up. >> Thank you very much. Uh Jean Stil from 1550 Fisher Creek Valley Road, Middle Paxton Township. I did not go to the school district here, so that's why there's some mistakes in this uh presentation. I do apologize. Um, I had the honor of speaking to you on September 9th and September

05023rd. Uh, tonight I have to return check I return to check on your progress on September 23rd as I suggested. Do you have a resolution that would ask your solicitor to find the answers to a few questions? I've attached that short presentation from the September 23rd so you can refresh your memory. It's at the back. I don't see anything on tonight's agenda that refers to any resolution along those lines that I suggested on that date. Before I go any further, I must commend uh our superintendent for his noteworthy presentation at the Swatara Board of Supervisors last week, employing them to enable the paperwork for a grant for the school district. I believe it was for $175,000 approximately for the uh for a specific program. Uh yes, funding is important when you try to make new

051programs work and every source of funding is crucial to implement what is expected of a school district. This brings me to tonight's point. If a school district is is not going to look into the laws that govern the requirements that says a school district may or may not be required to cooperate a nuclear evacuation plan for thousands of students, then maybe a resolution that provides funding for the school district and and relief for the school district's taxpayers is in order. I've attached a preliminary draft financial agreement that that would be between the Central Dolphin School District and Constellation Energy that provides $10 million to the school district. Please review it. Please enhance it. Please fashion it to your liking. Please begin to think about the funding you should be getting in order to uh in

052order to when you place the burden of um on the taxpayers for evacuation. Uh evacuation planning implementation is a burden on a school funds, personnel, resources and taxpayers. Who can say it is not? While a school district um or a school district while a school district near nuclear plant is physically located can they can collect property taxes? And I believe London Township London school district school district affected by the plant's owners demands by affected by the plant owners demands is left high and dry. This is our school district the central do school district is left high and dry. Uh this is hardly unfair. This is basically unfair. So maybe you need to review this the movie the godfather and use the thought process used by that kind family depicted in the movie as something in

053the line. Make them an offer they can't refuse. Constellation Energy wants the Dolphin School District to match march to their tomb. Constellation uh should be marking march marching to your tomb. The question is what is the tune that Central Dolphin School District wants to make sure constellation hears loud and clear. Start thinking about your school district's taxpayers and not worry about how high you have to jump when Constellation Energy says jump. Please stand up for yourselves, stand up for the taxpayers, stand up for the students and teachers. who will be who who will be your negotiating team with Constellation Energy when it comes down to the uh these these when it comes down to this problem. Thank you very much. >> Thank you. >> Moving to item 8.15, board representative reports. Are there any? >>

054Uh yes, I actually have two. Um so on October 7th and 8th, Junior Achievement did the STEM day at East High School. Um, I had the privilege of working there since I'm an employee of Junior Achievement, but our lovely board member, Jeannie Webster, was also a volunteer for the day, working biology like a champ. And, uh, although we were very short staffed with volunteers, we are greatly appreciative of all the community members that were able to come out and partner with partner with us to make a great day at East High School and give these kids an opportunity to experience things that they wouldn't on a typical school day. So, I wanted to state that. And then also um on October 1st, Mr. Turman and myself uh attended the Lower Paxton Township Planning Commission meeting

055where we both addressed the um the planning commission committee members just uh to express our concerns about the Wenrich proposal that is a large development that will be potentially going in that would affect our school district by um bringing a very large quantity of homes to an area thereby um making three of our schools needing to be either added added on to or a new one being purchased. So, Mr. Turman did an excellent job at uh rolling out the details as to how that would have a negative impact on us and I requested that they delay the vote on the proposal until we as a um group of board members could meet with the township and um come up with a more mutually acceptable option. So, we look forward to partnering with our township supervisors

056in the future and opening lines of communication around that. >> I would just like to uh piggyback on Kristen's statement um and just offer a thanks on behalf of the board to Eric, Eric, and Kristen um for their diligence on this issue. uh they have been the tip of the spear with respect to the school district's response to this proposed development and the potential impact um to several of our schools, many of which are already at or near capacity at this point. Um it it could have um extraordinarily devastating impacts to the district um in spite of some of the revenue that it would in fact provide. Um and so there are ongoing conversations and meetings that are taking place and these three individuals um are really leading the effort on behalf of the district.

057So on behalf of the board, thank you. >> Other board representative reports. Item 8.16, board committee reports. I would just like to announce that there will be a personnel um committee meeting on Tuesday, October 21st, starting at 4:30 and immediately following that will be policy at 5. >> We have Peter, one's the finance committee in November. >> Give me a second. >> I just want to make sure people are aware so they can book their seats ahead of time. >> Well, it's a it's a riveting meeting. >> Yeah. >> November 12th at 4:30. >> So riveting I forgot. >> I know. It's so exciting. But to Miss Webster's point, from early in the meeting, um this is where a lot of the items that we are discussing in and out of our regularly uh scheduled

058board meetings begin, start and and have a discussion. Um so if there's issues of interest, I would encourage you to look on the website to get the committee meeting schedule. Um and I encourage you to participate. >> But to piggyback on that, that the last meeting we were talking about what would occur if the state and federal impass continued. So, this is a really important meeting and I'm not very optimistic that the state budget is going to be done prior to the meeting, but we still have to pay our bills. >> And we have a buildings and ground on uh Monday, November 10th. >> You might be privileged to see my brother and I fighting and arguing in that meeting. So, that's some entertainment for you at 4:30. >> Any other board committee reports? The

059very first curriculum committee meeting will be the 22nd. >> Yes. Wednesday the 22nd at 5 p.m. >> First curriculum meeting is >> October 22nd at 5:00 p.m. >> 5 p.m. >> That's correct. >> Just don't have Mr. Stil type the invitation. >> Moving on to item 8.17. Sympathy resolutions. Mr. Turman. Sympathies are extended to the family family of Edward Kina, former custodian on his passing. Sympathies are extended to the family of Deborah Bogar, former teacher at Middle Paxton, on her passing. Sympathies are extended to Michelle Bel Gupanath, teacher at West Hanover Elementary School, on the passing of her stepfather, David Ecroth. Sympathies are extended to Sharon Kidd, food services director, on the passing of her sister. and sympathies are extended to Linder Top, secretary at Lingolestown Middle School, and the passing of her mother, Henrietta

060Proudfoot. >> Moving to item 901, adjournment. May I have a motion to adjurnn? Is there a second? >> Second. >> All in favor? >> I opposed. Meeting adjourned. Oh.
