0018. I please rise and join me for the pledge of allegiance followed by a moment of silence. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you. >> Um, two weeks ago, uh, at the conclusion of our public meeting, uh, the board met in executive session, uh, to discuss contract and personnel matters. And then this evening prior to the meeting, the board met in executive session. Again, I think we touched every base this evening in our executive session. Real estate, litigation, personnel, and contracts. So, uh, we were I think we hit every one of the corners. I don't know if there are any more criteria. Um, so with that item 2.03,
motion and second, please, for approval to adopt the agenda for this evening's meeting. >> Move to approve. >> Second. Motion by Mr. McKe, second by Mrs. Gals. Questions, amendments, additions, deletions to tonight's agenda. Hearing none. All those in favor signify by saying I. >> I. >> Eyes have it and so moved 3.01 Superintendence Report. >> Y thank you Mr. Norcross. I have a short report and I'm going to yield some time to uh Mr. Woodman for about a 5minut uh update on some information and data in the state of the district. Uh first like to welcome uh Amar Assad. His student rep is over there. Stephanie Harbaugh is not here so he got her seat. Uh more than likely he'll be over there but you get a cushy seat today. Welcome. Just a reminder to
board members we have some guidelines for Ammer's participation and that's how you pronounce your name right. >> Great because I heard Amir and Ommer. So thank you for that clarity. So we have some guidelines for his participation. and we look forward to his input when needed uh at the board level. Uh the second item is related to the state budget. It is starting to get painful for all school districts. Uh we do implore and and have a desire to have a state budget uh to move us forward. Um it's really challenging. We're getting into the next budget season on our end. We're starting to plan for next year and we don't even know this year's budget. So it's getting to the point of a little bit of absurdity. I understand in conflict uh there's problems
and issues to work out. I just wish they could do it faster than they are right now. Uh Mr. Whitman, you're on for the next five minutes. >> Okay. Thank you. Uh at this time, Mr. Nelson's going to hand you some some items. And also the dashboard for the public is up on the screen right now. This is our uh three-year dashboard for our academic goals um for third grade, all reading by third grade, fifth grade, uh mathematics fluency, and then uh growth in the middle levels and then Keystone uh proficiency at the high upper high school. But good evening. I'm providing a preview of our comprehensive annual data report or CADR. This report we're going to be uh giving you in detail next board meeting in November, but this is just a sneak peek.
Uh this report directly supports our CSD blueprint and the core goal of achieving schools of distinction by 2030. The CADR analyzes three years of divisional and district-wide data to transform anecdotal observations into informed actionable insights across instruction, finance, and operations. We are currently finalizing the full CADR having recently integrated the final state data which we received two weeks ago and the full executive summary will be formally presented at the November board meeting. We are still awaiting our school performance profile. That's our scores for each one of our buildings and comparable district data from PTE where we can compare to school districts like us. Before we begin, we are providing you with a preview handout as a way to ease you into our comprehensive presentation next month. This document offers you a preliminary look into the
CADR providing key benchmark data uh which is going to be your PSSAs uh exams as well as your Keystone. And in on the the white page on the left is how the district performed on the right is how we compare to the state. So some of our strengths and priorities and I'm just going to give a brief example. Our directors when we meet next month will be giving uh their priorities and what they see in the data for each band, elementary, mid level, and then high school. But over the past three years, CSD has demonstrated significant academic strengths in secondary education and science. Notably, our middle school's performance and our high school's keystone exam results show proficiency performance higher than the state average in all three tested areas. So what that's saying is our students
at uh CMS and cashes for the last for the all three tests this year actually outperformed the state in proficiency for algebra, for biology, and also for uh literature. In ELA, we turned a corner in fifth grade. If you would see on the the white page, our third grade is significantly below the state, but at the fifth grade, we turn a corner and we actually start to outperform the state in proficiency the whole way through 8th grade with the PSSAs. Our analysis for challenges reveals two very clear critical priorities where immediate action is required. Foundational educ elementary literacy. We are facing critical challenges in foundational literacy which is causing proficiency rates in grade three to lag significantly behind the state. Mr. Nelson will be presenting a comprehensive plan that centers on leveraging our existing walk
to read initiative preventing preventative plans that start in prek also involve families and provides intensive professional development on the science of reading for all of our primary teachers to address for these gaps. In the secondary, even though we are outperforming the state with proficiency, we are seeing a decline in our growth. So, we must reverse that trend of negative academic growth in core keystone exam subjects such as literature and biology. Our plan at that level would be an immediate audit on the curriculum scope and sequence and resources as well as Mrs. Luffy is taking a look at the ATSI plans and redoing that with uh Mr. to renise at the high school [snorts] as part of their school improvement plans to ensure our students are prepared for post-secary success. So, this was just a focused
preview of a very large comprehensive report that you will have uh we will get to you ahead of time as well as we'll give you a copy at your spot uh at your seat in November. or I think it's November 18th where we'll dive deeper into the full CSD comprehensive annual data report and detail how we are using our strengths and challenges to prioritize resources and drive our momentum towards schools of distinction by 2030. I [snorts] do want to end with some good news. Uh and we got this good news today. So uh the breaking news that we received today, US News and World Reports released their annual award winners today. And as you remember last year we had four schools that qualified as award winners. This year we have six schools. Hamilton Heights is
now a threeyear in a row, three repeat winner. Uh Guilford Hills is a twowyear. Same with Cams North and South. They both made it for two years in a row. We are adding South Hamilton and Marian. They joined the ranks as US News and World Report award winners. More information will come later about their individual rankings and scores, but they had to achieve in the top 40% of schools to be recognized. So, congratulations to the students and the staff at uh those schools, especially Hamilton Heights for being a threeP winner. >> Thank you. >> Questions for Mr. Bigger or Mr. Woodman? Board members, I was looking at this this uh sheet here. Fourth grade is not on there. Is there reason >> are you referring to the bottom? >> Yeah, the bottom the fourth grade.
>> The uh remember this is our CSD metrics. You will have that in the full comprehensive report. This is our data dashboard related to our goals which are reading and third grade, fifth grade, math and uh so it it it's it's not on this one. when we did the dashboard share, I'll take a little credit and also criticism for that. We picked target grades to focus our efforts to work towards that grade level over time. So, you'll get all the data and all the grades, but for our dashboard purposes, we had to narrow to targets that made sense. So, that's where our priorities will be. >> Are those uh percentages based on the PSSA or solely PSSA? Okay. except for the seventh grade growth one is based on maps. And the reason we focused on
that one was the middle schools do very well overall and we wanted to push the bar higher. So how many of your kids exceed a year's worth of growth just not meet it. >> Okay. >> So it's it's one of those when you get to a good place, how do you keep getting better? It was a different strategy for seventh grade. >> Thank you. >> Other questions? I have a a request. I don't know. I am a data geek, but uh and I love pivot tables, but I have an accountant who builds them for me. I can't build them. But anyway, on on this sheet, Mr. Woodman, and I know a lot of times when we have various presentations, um we look at like districts. There's 10 districts that we like seem to benchmark ourselves
against on a multitude of >> things instead of doing a state uh maybe like to see this data chambersburg versus these 10 light districts. >> I did I did say that that we are going to be adding that but that was two of the things that we didn't get yet. Uh the state just released the data into our e-metric. It's not been released into our forecast five where we take a look and we can see how everyone performed. We can compare ourselves easily to those 10 districts that we've been using. Okay, >> that will be part of the CADR. Um the comprehensive annual data report we will be placing on the website. It also can be updated at any time as we get data in. So there's a good chance that November 18th we may
not still have our SP scores which are individual we have the rough scores right now but they they have not released them to us uh but we don't have the uh scores right now to look at the other other districts and compare ourselves. We only have the comparables to the state. >> Great. Thank you. My other request and so the left data is you know all Chambersburg district across all third grades across all fourth grades. What about separating that per building third grade per building >> and that is part of the comprehens we do it by building in the comprehensive report that you're going to get on the 18th. It's it's already in our uh it's being created. It's already done and in there. I'm just giving you a sneak peek uh to the the
report that you're going to get. It's going to be this report uh is going to also include discipline data, athletic data, uh attendance data, looking at every school. Um so it's going to be pretty we're >> you're going to be impressed with it. They've been working hard on it. >> I'd also like to request that uh when it's broken down by building that we add in there uh what what remedial programs are in existence and the numbers of kids for each building. I'd like to see that at some point. I don't know if it has to be part of that report or you could put it out with the the Friday report that uh we get. >> I can put something like that in the Friday folder or or give that to you. Absolutely. Uh
I don't know if we'll put that in the in the report, but we have that that >> to make sure that we have equalization of services because I know there's uh was three positions that I noticed that have not that were laid in being filled and I think there's one that's still not filled and I might be wrong on that, but I just want to make sure that we have equal servicing for the need for the kids. >> Yeah, the only intervention position right now is at Ben Chambers that's open. They do have four interventionists there right now and we hope to fill that uh fifth one very soon. >> But there's one position that's on hold and I'm not sure. >> I saw it on the the report so I can talk to you
about it later. >> Okay. Uh item 3.02, superintendent report. Um I'm a little late. Um but it is still October and trust me I do know uh I am very familiar that October is super or is a principal appreciation month and however I forgot to mention that two weeks ago. Uh and so I get the merits on a couple different fronts because of that. Uh but it is still October. So uh if you haven't already uh appreciate your principles, tell them thank you. We still have a couple days left in October and I apologize I didn't do it sooner. [applause] Um and on with my report uh tonight you'll see uh we do have item 10.02 2 under finance for our bond uh resolution which uh we had a presentation month and a half ago.
Um Mr. Fry is here uh and he will present on that too. And this is the first of first step in many steps uh as we continue to move forward with uh our community investment in schools of distinction by 2030. So, uh, last meeting I talked about some other things, um, elementary realignment, uh, elementary school closures, and tonight I'm going to go back talking about finances and bricks and mortar. But, um, as we continue down the path, it will be a reoccurring theme in one aspect or another in our monthly agendas. Item 3.03, NJOC report. Cadetses, please. Hello everybody. I'm Cadet Jacka and here with me is Cadet Moon and we're here to update you on what our program has been up to recently. Okay. Okay. So over the summer we had a few leadership
opportunities um in camps for some of our cadetses who have distinguished themselves amongst their other peers. So some of our cadets they get a chance to earn um a position in one of these camps. First one says Keystone Boy State. So that's a camp about it's Keystone boy state and girl state both focus on government aspects. So it's something such as you're given a city and you have your fellow peers and you're in charge of running the city and making sure you know fixing problems and stuff. So you have meetings and they go a lot like what we're seeing here. So that's cool to see that in um real time and in person again flashbacks but um yeah so then you have your cities but they also work together to form counties and the state
ultimately and you had political parties. So it was interesting to see how everything meshes together. um in order for everything to work. And now I understand why it takes so long to get stuff passed sometimes because there's a we want one thing to happen but it's got to see this group and this group and this group and everyone has to approve it. So I understand that. Now state police youth week. So that's a kind of dumbed down version of boot camp in a sense. So it's a week long and it's a chance for cadets to um they build discipline and camaraderie and understand the importance of teamwork. So, it's a camp that has um army drill sergeants as well as state police troopers and they basically, you know, there's some screaming, there's push-ups, there's PT,
stuff like that, but ultimately it's for the betterment of the cadet. Breaks them down a little bit, but um it's a good experience. It's not you get some knowledge about the state police and um I went to that twice. So, I out of that I got a lot of respect for the state police. I didn't necessarily understand all they do. So that's a really good experience for our cadetses as well. Um, US Naval Academy summer seminar. This is a program that the Naval Academy in Annapolis offers and it's a chance for people who are interested in the Naval Academy to apply and they get an idea of what it's like to be there as a midshipman. Um, so that's a a unique experience. I can't speak much on that. I didn't go to that one,
but Cadet Moon sitting in the audience over here, he did. So that's a good accomplishment for him. West Point Leadership Academy is um very similar. It's the same thing basically except it's up at West Point. So it's for the Army's Academy instead. And Cadet Keeper Fanny here, she went to that one. National Sojourer's Freedom Foundation. So this is more of a historically focused camp. There's not the yelling and the PT involved in this one, but it's uh a good experience and it's mostly focuses on the foundation of our nation and all the issues and the um challenges that the people who formed our nation went through in order to build up what we have today. So, it's good to know, you know, where we came from and where we are now because I mean, you
can learn a lot from history. So, that's a good experience as well. Um and then camp cadet is a similar thing to state police youth week in a sense slightly different program. Um but yeah similar stuff. So designed to improve your cadetses and break them down give them that motivation you know learning perseverance and discipline and getting stronger mentally and physically. um the first big event for um second years and above they they were able to go to basic leaders leadership training or BLT and basically it started on August 4th to August 7th and basically the whole point of this camp was basically to like give teach um NSUS and above how to like be a leader like qualities of a leader and like what to do how to like run like people like they
need to like lead and how to lead and stuff. And every day um the day would start off with PT or physical training which is basically just exercise that the cadets had to do. And after that they would like have lessons and they would be taught like how to be a leader and they would um go like they would be taught through like hands-on activities which basically like when they were taught about the different kinds of leadership like they're like people who are like more like forward more aggressive when it comes to leadership and they're people who are more like lenient and calm towards the people they lead. So basically like master sergeant would like have us like come up and like present and like how like certain leadership like ideologies like look and usually
after that like lunch would be provided and at the end of every day cadets would like gather up and they would like play physical games together which really helped build camaraderie and friendship between these cadetses. new cadet orientation. It's designed to um it's aimed at our first year cadets. So, it's a chance for them to come in. Usually, it's the first Saturday during the school year. So, they've already had in this case two days of ROC. They have an idea of what it's like, but they don't know everything about it yet cuz they're still new. So, new cadet orientation, it's got a bunch of different stations. And what it's designed for is we have a a supply issuing station so we can get ahead on uniforms because especially this year we had a lot of
first year cadetses. So we don't necessarily have enough time to get all the uniforms issued during class periods. So there's that. We had a um like a a talk meet and greet and opportunity for them to ask questions with me and the senior chief petty officer. So they got to if they had any questions about the program, good chance for them to um get those answered. We had a PT station introducing them to PT because a lot of our cadets when they come in, you know, they don't usually exercise. So, we're warming them up for that. Um, we also had something we had a extracurricular presentation so that uh introduced them to all of our teams such as our drill team and lets them know about community service events because we heavily push community service.
So, they get a idea of what they can do like marksmanship and orientering which I'll speak a little bit more on orienteering and drill team later on. Um yeah, but basically that's it's a good opportunity for our first year kids. Um, one of the biggest events that happened so far was the Martins fundraiser and it was event held by the Martins Potato Company and basically the whole event was supposed to be like a fun kind of like carnival like event for like people to show up and like lots of cadets participated for this to help out and stuff. And basically like a lot of the things there there was like games, food stands and there were like lots of like inflatable like bounce houses and like mazes like and there were like mostly like face
painting and like braceing stations and like it was like really fun for a lot of people. So our first orienteering trip, this one is specifically talking about our first trip with the NS1s. So, we do a few orienteering practices with the upper classmen, getting our skills refreshed because we're a little rusty after the summer. It's been a little bit. So, um that way we can teach the NS1s because eventually, you know, they'll be our replacements. We won't be there anymore to teach them. So, they got to take over. So, um basically what orienteering is, if you don't know, is it's a you have a map and a compass and you're set in the woods and you're supposed to find points, hopefully not get lost, but if you do, it's part of the experience. find your
way back. Builds character. Um, [laughter] so for orienteering team, we actually have a competition coming up pretty soon on the 15th, I believe, which is a Saturday. So, we'll travel and hopefully we'll place good in that event because if we do, it will give us a chance to go to the nationals in this um the spring. So, I think we've trained enough and we'll be ready to go. We have a competitive team selected good cadetses so we'll be ready for that. Um this was a community service event and it was held at Buchanan Elementary School and basically the whole like purpose of the event was to like let families like who came to Buchanan or just like people in the community like to come to the school and um basically they're like selling a lot
of stuff like flowers, 3D printed animals and like food and there were like and that like all that was like displays outside of the school like inside the school like in the gym there were like lots more stuff. Like there were like people were like selling decorations, jewelry, um clothing and merchandise and like the kids who show showed [snorts] up to the event were like given free books. NS4 trip. So every year we have a a trip. It's a little different this year than what it's been in the years past, but it was still a really fun time. Nana's fort trip is designed to be a reward for those cadetses that have, you know, made it through all four years. Now they're a senior, so they've gone through a good bit of stuff, had a
lot of experiences. This is more of a a fun, rewarding trip. So, what we did was we went down to Virginia and we spent the night on a battleship, which was really cool. It's a little tight spaced in there, but it's worth it. Um, yeah, especially at night time when the lights go off, they have red lights inside the ship. Feels like a like a space movie. It's pretty cool. Um, so we got to do that and then we also went to an air show um the next day. It's pretty sweet. Um, the jets are cool. You know, they go by and you feel it in your chest. So that's it's pretty dope there. I like it. I know I want to go aviation um in the military. That's kind of my path. I was
leaning towards helicopters, but after seeing that, I think I want to fly jets. So we also got to spend some time down in Virginia Beach. So again, just a relaxing time for our NS-4s. It was a a fun time and hopefully we'll have something fun for Ernest Force next year as well. So, the Navy 250 commemoration um in case you didn't know, the Navy just recently had their 250th anniversary. So, ROTC decided to um we went to certain events. So, there was a ceremony in Gettysburg um at the World War II American Experience Museum. So, we sent our color guard there as well as a member of the Glee Club and they sang the national anthem and we presented the colors. Um, so as you see, we can have we have our color guard up
there and then Commander Abgar gave a very well put together speech um relating to the event. So, we also had a cadet detail that laid a a memorial wreath during that ceremony um just to honor the Navy's 250th anniversary. So, it was a very very nice ceremony. Okay, veterans night. It was during a football game and during pregame um veterans were like served meals by the cadetses and during pre pregame which was before like the football game and the performancees happened and um buddy poppies were being distributed during the halftime show and over 100 veterans showed up to this event and um there were like performance performances being like performed by the marching band, glee club and athletics department. >> All right, the last thing we're going to talk about here is the Lowden County
drill meet. This is a drill competition we just had. So, we've been training a little bit since the beginning of the year, getting ourselves ready for this. This involved a few of our teams such as our drill team, our color guard, we had armed exhibition, unarmed exhibition, and PT and academics. So, it doesn't involve just drill, it also involves physical fitness and academic tests. um for an overall, you know, it's not just your unit's good at one thing, it's good at multiple things. So, we had a very successful um competition. We earned a lot of rewards. Too many for me to remember, so I'm I have them pulled up here. Um overall, we placed first in academics, which was a big accomplishment for our school. Historically, our academic team doesn't perform the best. So, for
us to come first in an area, we actually beat out the um there's another high school called Friendly High School, and they've placed first in academics in the nation, and we beat them at this drill meet. So, that was a good accomplishment for us. Some other note, sorry, notable um accomplishments for academics, we placed, we had three cadetses placed in the top five for the whole drill meet out of the nine schools that were competing. First place was myself. Second place at the drill meet was Cadet Alman who's not here tonight. And then fifth place was cadet Jay Moon who's sitting right there. We placed first in overall PT which again PT historically is not our strongest point. We we wreck house and drill. That's that's where we're good. Um so for us to place
first in PT and academic, that's a good accomplishment for us. To break down PT a little bit, we placed first in push-ups, first in curl-ups, and um some other notable accomplishments. Then our top female push-ups of the whole drill meet was cadet Vargas from our school with 52 push-ups. Top male push-ups was um number 81, and that was from Cadet Moon here. And top male curl-ups was cadet Alman, again, the same person from the academic test with 146 curl-ups. Our color guard team placed first, which um we have a we have a good color guard team. So, that one wasn't really shocking. And then first place overall drill. So, that relates to all those other drill teams that I said earlier. Um we came first in that. And to break that down a little bit,
we had first place armed regulation drill. So, that's the the standard drill with the rifles. Second place unarmed regulation drill. So, that's standard drill without rifles. Second place in unarmed exhibition. Exhibition is our drill that involves tricks. So for armed, we'd have rifles spinning around and tricks like that, throwing the rifles up in the air. And unarmed, you're stomping, clapping, making beats, things like that, making it seem um it's more flashy, you know, it's instead of being formal. So we got second place in unarmed exhibition and also second place in armed exhibition. um which our exhibition teams really came around because originally a week before the drum meet I was a little less confident but that last practice there was a lot of improvement so that was good on our team commanders for both those
teams they really pulled it together and it shows cuz second place in both those events that's good and that overall allowed us to get first place in drill which then we placed first at the drill meet because of all of our categories. All right, so that's what we have prepared for you. If there's any questions, I'm happy to answer. >> I have a question. Um, on slide number three, it's a basic leadership training you mentioned. Was uh was there different styles or iterations of of the training, some a little more assertive and some not so much. Did I understand that? Is that what >> So that's referring to different leadership styles because everybody has their own way that they lead and there's also different ways based on the scenario you're in that is more recommended
in a sense for you to lead. So there's such as the telling style which is more so um you know it's like this is what's going to happen do it versus you know you could delegate um be like okay this needs done so you're giving it out to multiple people strategically. Um there's the participation style which is you are actually doing the work with your people. So that's um some examples of that and each one that's why you have to kind of look at the situation and decide which style of leadership is best because the different ones will focus more on people versus mission. Um, and depending on where you're at, you know, it might be more important to focus on the people such as doing a participation style of leadership, but you can't always
focus on the mission that way because you are um not able to look at the big picture when you're standing right in front of the tree. >> Great, great, great explanation. Thank you. >> Uh, I have a question if I may. Um, I saw a very nice letter coming from the state department of transportation for a stretch of highway here that you all had participated in cleaning it up, picking up trash, which is not the greatest job in the world, but thank you for what you did to keep our community cleaner. And what I didn't see in the letter, maybe I missed it, is where is that stretch of highway that you you own now? stretch of RNER highway from where the creek is crossed at Wilson College to Hickory Ridge. >> Okay. >> About
a two mile stretch of Route 11 there. >> Yeah, >> there is a sign that says >> Yeah, I'm going to have to keep an eye for that sign. Thank you very much for what you all did. >> Of course. >> Stop at the igloo for ice cream if you wanted to. >> Okay, that would be good. [laughter] >> Other questions? I don't have one for the cadetses for you, Commander Abgar, but and it's an older question and I apologize. I've been meaning to ask it. Uh, a while back, I believe you went and met with some of the local service clubs and I think you were talking about some fundraising for transportation and and whatnot. >> Yes, sir. >> Uh, explain maybe give me just a give us a quick rundown. Uh, back in
December, uh, Mr. bigger myself and at the time the principal Mr. Oer uh sat down with the service club representatives over at the American Legion and discussed ways to grow and expand the JOTC program around Franklin County. Uh you all know we've already incorporated CMS four years ago and then last year we incorporated four of our surrounding school districts in the program. The biggest program challenge for us is transportation to support the program. um it is also our biggest expense that we have to fund every year. So what we came to a conclusion with the with the assistance of those community leaders was that it would greatly benefit the program if the JOTC program had a van which in in all reality a 10 passenger van covers about 70% of our transportation requirements um and
eliminates the need for us to have permission slips with students driving themselves to things things that in introduce risk. Um, so the community came together. Um, we uh put the lease out on this van in September. It was delivered at the beginning of October. We have already put about 400 miles on it. Um, you can see it sitting up at the cashes lot with NJOTC logo and the Chambersburg logo on the side. Uh, the partnership uh pulls about 50% of the cost of that van from community donations. Um, to date towards the cost of that van, we have received I think there's on the agenda tonight there's $4,500 on the agenda tonight, $6,100 previously, and we have another $18,000 in pledges over the next four years towards the cost of the van. Uh Mr. Paul
Cullen is uh probably our biggest individual community supporter and he has been spearheading the charge on um getting getting the funding from the local community groups. Uh just last night, the booster club um in in a sign of good faith has also out of one our Martins fundraiser pledged $2,000 to go into the fund to help pay for this van. So really the whole community has come on board to make this happen. This will this is gamechanging for for the instructors, gamechanging for the students, and probably for the community as we're able to get out more and and get involved more. >> Great. Thank you. and uh yeah, appreciate your efforts in uh presenting that and the foresight and Mr. Bigger and Mr. Aer and going out and doing it. But uh the I sort
of set you up here. You're my setup man, Commander. So, thank you. But, uh appreciate the community and those organizations that, you know, they're raising money and they're giving it back to the district, right? They're not going their own way with their own funds. They they put this back into the district for a great cause and a great reason. and uh really appreciate their efforts, their support and commander your efforts in leading the way and let's go get some more. >> Thank you. >> I I sir Good evening everyone. My name is Deborah Luffy. the director of 9 through2 education here and it's my pleasure this evening to step in for a representative from the department of the Navy, Mr. Nolan who is the NJRTC uh program director because he would like to recognize our
Chambersburg NJOC program that we have here. So I am going to read just a few words from his letter um for this recognition of being a distinguished unit and again this is from Mr. Nolan's these are Mr. Nolan's words. It is with great pleasure that I forward the enclosed certificate designating Chambersburg Area Senior High School as a distinguished unit with academic honors for the 2526 school year. This highly regarded distinction is made in recognition of the exceptional achievement your Navy Junior Reserve Officers Training Corps unit during the 2425 school year. The award is given annually to schools whose J NJRTC program ranks in the top 30% of the programs in each of the NJRTC areas. This selection is based upon the excellence attained in administration, academic performance, military proficiency, and host school support. Accordingly, Chambersburg
Area Senior High School's receipt of this special award is directly attributed to the superb support that you and the members of your faculty have given this program. We share with you the enthusiasm and encouragement for continued excellence. So, congratulations on that recognition. And in addition, this particular unit um was recognized as the number one NJRTC unit in the Midatlantic region. So, not only just a distinguished, but also the number one unit in the Mid-Atlantic region. So, let's give them a big round [applause] of applause. [applause] I'm nervous standing next to the push. [laughter] There is a write up waiting for a photo in my email. I'll send it to Mr. Miller. All right. Okay. 3.05 student government reports. Uh the cashes Amir. >> Whatever your preference is. >> We won't tell Miss Harball you're sitting
in her chair. Don't worry about it. green. >> All right. So, hello. My name is Omar Assan and I'm the student government president at Cashes this year and the school board representative. And I'd like to thank the school board for this honor of allowing me to bring the student voice to the school board. And then first slide. Okay. So we have a lot of changes at caches. So some of them including block scheduling, the transition from schooly, I mean from Google classroom to schooly, and then some new um people as well. We have a new principal, Mr. Brenise. And we have a new director of education, Mrs. Luffy. and I'm the new student government president. Okay. And then we had a very successful homecoming filled with spirit days. Um we had um like mismatch day.
We had jersey day and powderpuff was very successful. We raised $3,412 for the Cumberland Valley Breast Care Alliance. And on Friday, we announced the homecoming king and queen. It was Walton David and Christy Sosa after a pretty good variety show. And we also had college week last week which was pretty cool. Uh we had a lot of schools come in and offer instant decisions to students. Some of them were ship Pentech, Slippery Rock, RMU, uh UP, Bloomsburg, Mansfield, Lock Haven, Penn State, some of the branch campuses of that. Um, we have Dukane, LBC, Hack, and HCC. I think about 200 students were offered admission last week. And we also had a spirit week with that as well. We had some days like, "Wear black cuz your future is so bright." So, well, that was funny,
but it was a hit. Okay. And then on next to the band, the the the band has wrapped up its 2025 marching season and it's also started a new tradition giving band members the opportunity to pick the music that they play. Um so it's more like representative of the entire band. And um they're also reaching their 100th year anniversary, so they're celebrating that. And then on next to the midweek update, it's something that myself and another student, Gabriel Cza, and I started and it's bringing students informative, unbiased, and informative information every Wednesday on the announcements. And it's focused on being um on informing the student body because I know that they like Tik Tok, things like that, but um it's not very like factual. So, the mission of this is to try to make it
try to get them the correct news. And um there were a lot of issues, but we're starting to figure things out. Um there's a picture of me on the slide getting yelled at by the video production teacher for speaking too quietly. And then a lot of things also happening like tonight we had trunk or treat. I just came from there. I had to change out of my costume very quickly. And we had the Trojan walk as well which was a really big hit. Um, I think that we raised a lot of money and the student body is very excited about that and so much more to come. >> Thank you. Thank you. >> Welcome. >> Thank you. >> Uh, I don't see Braden in the audience, but is there another student from CMS? Yes, ma'am.
>> [snorts] >> All right, good evening everyone. So clearly I'm not Braden. My name is Emma Bear. I'm the vice president of the student school board at CMS. Braden is currently competing at FFA Nationals in Indianapolis. So I thought >> I will be presenting for you guys tonight. >> Oh, perfect. >> Sorry. >> I'm sorry. Okay. So, first up, career tech news. We had four students attend Skills uh USA Nationals this past summer. We had a team of three and one individual. Uh the team of three was Jace, Danielle, and Grace. And then the individual was Brandon Layman. And all four of them placed on the podium. So, we're very proud of them. Next up, student life. So we had the third annual Trojan walk where the CMS AV club provided music and the Trojan
mascot from CMS Ree Schaefer was also there to represent homecoming. We had the first ever CMS student crowned as king which was Walton David. He is also a part of stu student school boards. So we're just so happy to have so many representatives in our community. Science club. Uh the science club just got their second hydroponic system which you can see in that picture. Uh they're using this to hope to grow food for the community and even I think they talked about giving it to elementary schools to help teach science to them as well. So we're very excited about that. Robotics Club. Robotics Club recently toured uh YB Welding, which is their parts manufacturer. They're currently in the design phase of their Battlebot, which you can see in there and you can scan the QR
code for a video of a fight. Not sure what that's about, but it's pretty cool. All right, yearbook design. So, the yearbook is out and you can order yours today. Uh, they're very much pushing the Instagram. So, if everybody could go follow their Instagram, they post some very interesting videos. Um they're always pushing out more information for students interested in buying. So all right, our fall PS PTSA fundraiser. Um they just held this delivery date was October 16th and we sold over 600 items for the PTSA and we're very grateful for all that the PTSA does for CMS. So we're always happy to happy to push that out as much as we can. academics. All right. So, project based learning. Miss King's class just did an ecosystem project where they had to build a 3D
model of a shoe box for an ecosystem, which you can see there. There's some two examples. Um, as well, Miss King's class also did a cell project where they could build a 3D model or I think that's even Minecraft. So they could uh do a cell model which is pretty cool. [snorts] All right. Um Mr. Nie's STEM class, they just did their solar cars where they built their own solar car and then they used solar power to push them down the hall and I'm pretty sure that just wrapped up last week and then they raced them in the hall. So data talk. Uh last year 100% of the CMS students that took the AP bio exam scored scored a four or above. So that's a very big achievement that we're very proud of. Miss King
AB bio class. Coming up, Halloween spirit week. That's currently going on this week and we'll end Friday with wearing your Halloween costume. Volleyball inter murals that's picking up. We just got all of our teams together and they're pushing that out. CMS CARES Day. We just had our CARES Day on Friday where students could sign up to do a bunch of different activities to help with the community. Uh there's a Bible club after school event and then the Career Tech FFA Nationals which is going on right now which is where our president is tonight. All right. And that's all I have. So if anybody has any questions >> questions. >> All right. Thank you. >> Thank you. Thank you. >> I hope Braden uh brings back some medals from FFA like he did from uh Skills
USA. We had what, seven students? Six, six or seven students went to Skills USA earlier this year and all every one of them brought home a national medal. So hopefully Braden and his classmates bring home some more hardware. Okay, item five is privilege of the floor. Uh I'll start with those who have indicated they wish to make a public comment, but afterwards if there's uh you know this signin sheet might be new to some folks in the audience. So if you wish to speak, you will get a chance. But I'll start with the two who have uh signed in for public comment. Uh Mr. Jordan Okay, a comment. Mr. Bigger, I noticed that you brought this young man up to replace the missing board member. I think it's a great idea. Thank you very much.
And to the young man who's our student representative, thank you for participating. I'm very impressed that you would be up there doing a good job. So, thank both you men uh very much. That's all I have to say. Thank you. >> Thank you, Mrs. Jordan. Some news to some news to report to everyone in this room. I received an email from a state rep director uh Russ Diamonds office manager. What stands in the way of our getting our state dollars is 0.5% increase to the state budget. That's less than 1%. And it's affecting my husband and I now just so you know. Um my statement. Good evening everyone even over YouTube. I'm standing here before you with the complete knowledge of knowing that my husband and I paid $20,387 in federal taxes for fiscal year
0592025. We paid $4,9159 in school taxes in this year. If by chance our school taxes go up by, and this is hypothetical, $200 to build and renovate schools in our school district, my husband and I will never complain. Why? Our federal taxes far exceed our school taxes by a lot of money, by exactly $16,29541 in this year alone. I seriously can't understand why school taxes are always bantered about as being so bad to pay when two senior citizens are made to pay $20,387 to their federal government. Children are simply bystanders to our mistakes. Let the building begin to happen in our school district. I checked the bill list too. Continue to not pay the cyber charter schools. Why? Because our students need to be fed. Our students and every single employee in this school district
need to have heat and air conditioning running in the schools and other district buildings. Everyone in this room and in our nation is also about to see their health cover health care coverage going up. Am I mad for all of us? Yes, I am. Um, one other thing I think there was a board member that mentioned about federal taxes. If federal taxes get cut, we are not going to furlow or fire teachers anywhere. We're not. We're going to find a way to pay for them. Okay? Because if I do the calculation and I'm very good with simple math, it's not going to cost me much to keep the teachers in this district. So I know what the federal dollars are. Superintendent Bigger, I'm going to ask you how many administrators are involved with the uh
federal dollars. I mean there are there are administrators. I don't want to see anyone let go because tomorrow I'm going before our county. It was mentioned that county uh they're thinking about furlowing our county employees. Not if I have anything to say about it. These are our neighbors and we are not going to do that to them. >> Thank you, Mrs. Jordan. >> Okay. other me members of the audience who wish to make a public comment this evening. Please, if you would just please state your name. Nope. No, you're fine. Keep coming. I'm sorry. Just state your name. Uh so we can make sure we keep our minutes accurate. Thank you. >> Green light. >> Okay, there you go. >> Hi, my name is Brandy Bradshaw. I am currently a paraprofessional at Chambersburg Area Senior
High School. All right. I am coming today because today we are going to be voting on the new contract for my uh as well as many others positions. Um, I do feel that the contract that um was negotiated um is fair um for people amongst the district that don't have a higher education. I understand that $16 an hour is reasonable. However, my issue that I'm coming uh forward with today, I'm sorry, I'm very worked up. um is I received my salary slip after three years working for Chambersburg Area School District today and I will be making um the starting rate for any new hire that comes in to the district at $16 an hour. And upon reaching out to all board um all board members for the CI CEPF, nobody could give me a clear
reason as to why. So, I did my own math and I've determined that anybody that was under four years based off the 21 through 24 contract making only 1431 an hour is all starting at a new hour rate. Um, and I just feel that if the goal is longevity and gaining staff and keeping the staff that you guys have on board, taking away the longevity raises that I've already earned and putting me at the same pay rate after three years at the district is anybody coming in just does not seem fair. I don't feel that our union handled the negotiations properly. I don't feel that there was really a voice that stood up and fought for what we deserve. Nobody even has answers for why we're making what we're making. And if I'm going to
be losing out on what I feel is 80 cents an hour based off of my years of service, I think there needs to at least be a clear explanation as to why. That's all I have to say. Thank you. >> Thank you. >> Other members of the audience wish like to make a public comment, please. Hello, my name is Mark Hoger. Um I am resident of the burrow and I have a first grader. Um I am coming to I guess ask a question um about why students and their families are notified so late of their schedule and their class assignments um before the start of the school year. Um it is a really stressful time for families to try to get prepared for the school year. Um, and it's in incredibly stressful for certain families
like mine whose children struggle with anxiety. Um, I'm not sure why it's decided to be released so late. Um but it really seems like an unnecessary stressor for um children that could use even a week or two weeks to work through some of those changes. Um so I guess I'm asking that if there can be a review of why that is and if there could be any adjustments to that um it would certainly be helpful. um for us um in preparing um I talked to my daughter's um behavioral therapist um and she indicated that it is one of the hardest weeks of the entire school year. Um she had um a couple of antidotes that she shared that some of her patients, she's here in the burrow, um they that a high school student of
hers um was um so nervous he was having a breakdown because he didn't have his class schedule the day before um he was showing up at the high school. Um my daughter was not we we could not make the orientation meeting because of a family situation and we tried for a month leading up to the school year to get um clear information as and an opportunity to try to meet our teacher or understand who our teacher was and we were not given that opportunity. [snorts] So I just wanted to bring that to your guys's attention and um hopefully that can be improved in the future. >> Yep. Mr. Nelson and u Mr. Mr. Woodman, we'll follow up with you on some of the roadblocks and barriers to that. Okay. >> Thank you. Good evening. My
name is Chassity Ramsburg. I'm an employee with CASD almost 15 years. And I am asking the board to vote no for this contract. Nothing was explained to us, especially with our pay raises. And since our spouses have to come off our insurance, my raise will go towards him for for him to pay for his insurance. So technically, I'll only be making what I'm making now. That is completely not fair. Us pair professionals do a lot for the students. in the classrooms and even outside of the classrooms. We take our students out to work. We we teach them, not the teachers. The teachers have their group. They go, but we also go also to show them how they can benefit. But I'm just asking please vote no for this. Thank you. >> Thank you. Other members
of the audience who would like to make public comment this evening? >> Hi. Um, my name is Lisa Aer. I am an LPN at Chambersburg High School. And I'm coming before you also to ask you to vote [clears throat] no for this contract. Uh, as an LPN, we have been short nurses for a few years. Uh, we can't get subs. The pay is too low compared to anywhere else where an LPN would work. Um because of the high school having two certifies and two LPNs, anytime we need a sub at another school, one of us LPNs has to go. So that makes the high school short and that is sending us into a school where we've never been. Um I was sent to a school. I was there 15 minutes. I've never been in that
school. Um not that I don't trust that I know what to do. I was there 15 minutes and I was calling the ambulance for an employee. I couldn't find anything in the office that I needed. I don't know any of the history about the employees. Um but we had to call the ambulance in 15 minutes. Um as far as our union meeting about the contract, it was not um a fair meeting. We did not get a copy of the contract with the line items um corrected like what they were trying to get and what they were taken out. It was on the screen and from our seats we couldn't even read it. No, there was no paper contract handed to us for us to turn back in even at the end of the meeting. Um
there was there was paying members and non-paying members there. When we were done asking our questions, the non-paying members were never asked to leave. We were told, "Go out into the auditorium out where the steps are there at Cam's South and that's where the table set up to vote." So, we went out there to vote. There's no committee members. None of the executive committee was there. We're out there like, "Okay, what do we do? We don't know what to do." We never signed into the meeting. We never signed for a ballot. There was slips of paper with our name about 4 in by an inch. Our name and a barcode. There's still no executive committee out there to tell us what to do. So like, okay. So then there's like a 2 by 2 paper
that says yes or no. You check yes or no. It was put into a wire basket. No lid, nothing. I have no idea if it was just members, the paying members that voted or if there was non-paying members voted because I don't know who the paying members are. So, we're out there doing what we think we're supposed to do. The executive committee comes out and we're like, "What's this little slip of paper for?" They said, "Oh, it doesn't matter. We don't need that." So, that was the vote. I don't know if anybody put more votes in. And it was a 10 nos, 14 yeses. I think that's very close. Um, and then we kept hearing things about the bylaws. So I have a copy of the bylaws and um it says for under the governance
that um the local shall be governed by its constitution bylaws and other such action as the governing body may take which are consistent with PSEA's governing documents. Um >> ma'am getting close to three minutes or just if you could just quickly wrap it up that appreciate it. Thank you. >> The bylaws say you're supposed to sign into the meeting. You're supposed to sign for your ballot. You're supposed to get a copy of the contract so you can see it. We didn't get any of that. >> Thank you. >> Should I get this back to you? >> Thank you. >> Hi, my name is Lisa Hall and I too am an LPN at the high school. Um, my fear with this contract is you're going to be losing employees, valuable employees. I've done some research on
school district around us and their starting rate for LPNs and I'm here just talking for the nurses um is about $2 more than what our starting rate is. I have heard people say that they can't afford to stay on making what they're making and now having to pay for a spouse's insurance. Um, there are plenty of places that are hiring LPNs for $30 an hour. And I understand part of the benefit of working for the high school is having your summers off. I enjoy my job. I love going to work. Um, but there are some things that just frighten me. We're here to do it for the kids. But if we don't have staff, we can't be there for the kids. On Friday, we were working so short staffed that a field trip had to
be cancelled because there were no nurses to go on the field trip. And it was not because people just decided to take off. It was because there is sickness. There are things going on with families and there were no nurses to cover that field trip. Lisa and I have bu been pulled multiple times already this year to go to a building and work with staff and children that we don't know and we don't recognize. we don't know what their conditions are and there are books and you know the orders and things like that in place but when you have an emergency it's hard to stop and find those books and find those orders for that emergency. So I just ask that you take into consideration the safety of our kids because there are days that
you know working one nurse in a middle school is not safe. working three nurses at the high school some days is not safe and we can't go down to two nurses at the high school because of of the calls that we get and we have children that need assistance in the bathroom and with medications and things. It's just not safe for our kids. Thank you. >> Thank you. other members of the audience. >> Hi, my name is Judy Go. I work for the Chambersburg area school district at cashes. First thing I'd like to say to Mr. Mike, I really enjoyed working with you that Friday. He subbed in our room. He's seen what goes on and how we have to handle things. So, I really appreciate you coming in our room and watching what went
on. I do appreciate you. Also, I think I agree with the nurses and my fellow friends back there sitting. I think the contract could be better, especially with the pay. After taking away the spouse's insurance, I would think the wage would go up. And also, I'd like to ask all of you, if you could live off of $16 an hour in this world today, could you do it? That's my final statement. Cuz $16 don't get you very far. And trust me, we're worth more than $16 an hour for what we have to go through. You have kids that hit you, kids that spit on you, kids that call you names. I mean, some have no idea. And I I love working with kids, but you know, $16 isn't anything. Thank you. >> Thank you. >>
Other anyone else for public comment or with public comment for this evening? Yes, ma'am. Hi, my name is Shannon Jacka. I am coming to you as a taxpayer, a mother of two students who have been in this school district since kindergarten. My oldest is a senior who is here tonight as the company commander of JRTC. I am so proud of him. I have a younger son who is in ninth grade. I'm also here as a taxpayer and I am here as part of the support staff. I am the secretary at South Hamilton Elementary School and I also encourage you at this time to please vote no on this contract. Unlike the other people who have talked up here, um I understand the way the economy is right now. I understand the school district is also
feeling those effects especially with a budget that has not been passed by our state. I am less concerned I am concerned about the actual hourly pay that we are all getting. But I am less concerned about that as I am the discrepancy between the lower level staff the the levels E and D and where I am at now C. I come to you as somebody who started working in this district at a level E as a lunch aid. And I love that job. It was my favorite. Most people don't like to be lunch aids. And when they would tell me, I don't know how you do it. I said, it's easy. I would never want to be a bus driver. [laughter] I believe in hard work ethic. I believe at entry level jobs. I know
that I emailed all of you earlier this week stating that at the age of 16, like most of our, not most, but many of our Cash's high school kids, I entered into the workforce. I was raised that you start at entry level, you keep your head down, you work hard, and you build your way up. And I have done that coming from a lunch aid to a teacher's assistant and now a secretary. But when I go and I crunch the numbers, I went on the vacancy post today or the latest vacancy post. There is a TA position I could go back to at Cam's North at the pay rate that is being suggested in this contract. I would make more in that position than I am as a secretary at a next level up. That
is just not right. I have talked over with my husband. I even talked it over with my own building principal earlier today. She had made the comment that, you know, when she's down a support staff member, that's one thing, but when she's down her secretaries, that's a whole another ballgame. We run, not to pat ourselves in the back, but we run the buildings. [snorts] I told her that I was considering maybe going back to being a TA if I can make more money. However, as the previous um support staff member just said, I really don't want to go back into a classroom where I'm getting hit at and spit on and verbally assaulted. So, at this point, I'm willing to stay as a secretary, but I am weighing the options of whether I want to
stay with this district or not. I put 10 years into this district. I love I love this district. I've supported the band, the NJRC. I am the booster club president for that program. I do a lot for the kids in my building at Scotland when I was there for seven years, the last three years at South Hamilton. I don't want to leave, but I just think that the pay discrepancies between the groups is just not right. You know, we teach our kids, I'm teaching my own kids entry level, and you work hard and you work up. It just kind of feels like a slap in the face that I worked so hard to be at a level C, but I could, you know, easily go back to a D and be making more money. >>
Thank you. Any other members of the audience for public comment this evening? Okay. Thank you everyone for your comments. Item seven, consent agenda previously discussed at the committee of whole on the committee of the committee of the whole meeting uh two weeks ago. Um so um these items again 7.01 through 7.09 which 7.09 is just agreeing to the eight previous items. Are there any of those items that any board member would like to pull off and discuss and vote on discuss andor vote on separately? Okay. If not I have a motion and second please for um item 7.01 01 through 7.09. >> Move to approve. >> Second. >> Motion by Mrs. Goggler, second by Dr. Diller. >> All those in favor signify by saying I. >> I. >> Eyes have it. So move. Section 8,
consent agenda, new items. Uh the items 8.01 through 8.09 are on the sheet in front of you. Uh these were items that were not discussed uh two weeks ago uh at committee of whole meeting. So if board members would like to comment or discuss or have other questions um I ask that you just uh name them off to me. We'll pull them out and we'll do them individually and whatever is remaining we'll do as a block and then do those individually. So items 8.01 through 8.09. Are there any items that board members would like to have separated? Yeah, let's pull off 803. >> 803. >> Okay. Any other items? Okay. We will come back to item 8.03. But for starters, I need a motion to approve item 8.01, 8.02, and items 8.04 through 8.09. Motion
and second, please. So moved. >> Second. >> Motion by Mrs. Gal, second by Mr. Haydock. All those in favor signify by saying I. >> I. Eyes have it. And so moved. >> Back to item 8.03. U motion and second. And then we can discuss and comment. Motion and second, please. >> So move. >> Second. >> Motion by Mr. Walker, second by Mrs. Godler. questions, discussions, comments, board members, >> nothing. >> Okay. >> Yeah. Um, >> so it's my uh privilege to be in school buildings, >> some of the school buildings in the district fairly recently um as a sub and uh I I listened to every one of the people that are upset about this contract issue. Um, I heard what you had to say and I in my heart I felt your pain and
um, but I'm this is the most difficult decision I'll be making probably maybe this year or in my term and that is um, I feel it's important to not diminish the progress that the school administration and all the negotiators had done to achieve a contract that was agreed to. And when a union is representing all employees and that's the rules of the game, then that trust that is developed between the administration and union is to me sacred because it's so hard to fix that when you lose it. And if right now the union as your dulyeleed spokespersons for your contract have agreed to with the district that this is a fair contract for me as a schoolboard member to say, "Well, wait a minute now. I I don't want you to to honor that trust
you just developed. Just go ahead and do whatever you want to do now because what does that say to other unions? That this administration can't be trusted." So I believe it's really important to have that trust with upheld and my belief is for over 200 employees to be represented by just a handful of voting members. I just don't understand how that happens because if you want to have some skin in the game, you got to have a voice and that means you're a voting member. So, as I said, this is a difficult decision for me to make, but I feel the decision I'll make will be the right decision for my conscience. >> Are you aware that every single one of our board members >> other board members comments or questions? >> I I don't
know. I mean, there were a lot of concerns that um you know, we we've heard over the last couple weeks. I don't know if the administration feels compelled to respond to any concerns that have been voiced just to help bring clarity especially for the public because I feel like we as board members have heard bits and pieces. Um, but >> back there. >> I don't know what >> if you have to, >> uh, if we're going to get into a lot of details, we're going to go to executive session if that's what the board would like to do. >> And I'm willing to do that if that's what the board would like to do. >> We're not going to negotiate in public. If we want to do that, we can go to we go we
can go back to executive session. I just don't know if the administration if there are any concerns that have been shared that the administration feel compelled to respond to >> Okay, let's uh I'm going to call an executive session and we all go back to executive session and then we'll come back out here. >> Okay, >> that's what you got to do if you want to do that. >> You're calling the exact session because a member wants one or you just feel like we need one? >> Uh >> cuz I I personally don't want one. I don't I don't either. >> There's nothing >> I I respect anybody's wishes to have one, but but no one >> Okay. Well, then I'm going to limit the discussion because we're not going to negotiate in public. Other
board members questions or discussions, comments. >> Okay. Mo, we have a motion and second for item 8.03. We're going to do a roll call vote. Mrs. Stalford, please. >> Dr. Diller, >> yes. >> Miss Goggler, >> yes. >> Miss Scouse, >> yes. >> Mr. Haydock. >> Yes. >> Mr. McKe. >> Yes. >> Mr. Norcross. >> Yes. >> Mr. Raber. >> Yes. >> Mr. Walker. >> Yes. >> Motion passes 8 to zero. >> Item 10.01. Uh, gifts, grants, and donations. Motion and second. Please >> move to approve. >> Second. Questions or discussions? All those in favor signify by saying I. >> I. Opposed. >> Eyes have it. And so moved. Item 10.02, general obligation bonds. If you're from the Alaganis or West, a gob is a whoopy pie. But here it's a general obligation bond. Mr.
fry. >> I don't think I've heard that one before as an introduction. I I appreciate that, Mr. Nor. >> You haven't heard of gobs or whoopy pies. [laughter] >> Well, I've heard of I like whoopy pies. >> Okay. Yeah. >> Uh so, u here tonight, I'll be very brief. I know you've had uh you know, you have a long agenda. Um I'm here for the bond resolution uh for your to uh get some new money for your capital projects as part of your first step of that of going down that road. Uh I was here on September 9th with the committee of the whole went through all that uh that uh financing plan for this bond issue. Uh over the last two months or so since that meeting been working with the financing team to
put all the documents together. Uh we had a great uh credit rating call with Moody's where they um affirmed the double A3 credit rating in the district. Mrs. Stalford did another great job of laying all that out for the the credit uh analysts and we'll be going out to uh with that A3 to the markets. Um and so tonight you have the um the parameters bond resolution uh just for this step. Uh next week as far as an update on the the planning will be uh all the documents are ready. Uh some of the documents will be posted uh tomorrow and next week uh next Wednesday is when we plan on locking in the interest rates and pricing the bonds. So that's when I'll be reporting back uh with Mrs. Staler the uh the actual
interest rates and exact payments for the bonds. And then we'd settle in mid December. Around December 11th is when the bonds would settle and the money becomes available for your projects. But again, a lot of work has been done to get to that point. Uh once these bonds settle, I'll be I'm sure in touch as we move forward uh next year to uh get the other financings rolling. This will be about a 6.5 million approximately $6.5 million bond issue. Um and so for for tonight, you have a bond resolution that has been prepared by your bond council here, Mr. Uh John Cox from Eert Seammens. The resolution has been uh reviewed by your solicitor. Uh and uh John and I are here for any questions you might have, but otherwise we would just need a
roll call vote on the resolution. >> Okay, we'll do a motion and second and then any questions or discussions. Motion and second for item 10.02. Please >> move to approve. >> Second. >> Motion by Dr. Diller, second by Mr. Hayden. Questions or discussions for Mr. Fry or any other member of the administration? Comments? >> Okay. Hearing none. Roll call vote. Mrs. Stalford, please. >> Miss Goggler, >> yes. >> Miss Gals, >> yes. >> Mr. Hayduck, >> yes. >> Mr. McKe, >> yes. >> Mr. Norcross, >> yes. >> Mr. Raber, >> yes. >> Mr. Walker, >> yes. >> Dr. Diller, >> yes. >> Motion passes. Eight to zero. >> Thank you, John. >> Thank you. >> Whoopy. [laughter] Peanut butter is my favorite. >> Section 11, policy and legislation. Item 11.01, policies with no change. I'd
like to pull 1101 please. >> It is its only. No, there are two. Well, there's two of them there. >> Yeah. U one pertaining to policy coaches and advisors code of ethics. >> Okay. >> 123.3. >> Okay. We can separate those then. Let's do a motion and second on policy 123.3. >> So move. >> Second. Motion by Mr. McKe, second by Dr. Diller. Questions, comments, discussions on policy, 123.3. >> Yes. Um, I bring to your attention the first paragraph purpose. There is one small sentence in there says each participant should be treated with dignity and respect. I agree with that statement. But yet in the guidelines that follow a number of paragraphs in my opinion there's only one very tepid reference to that purpose statement and that is the very very last sentence in that
entire par paragraph. It says the coaches and advisers should at all times abstain from using inappropriate language and gestures and use positive language to motivate student athletes. I like that statement. What I'm proposing we add to the very first paragraph of guidelines the following something along these lines. The coach/advisors must treat all participants with respect and dignity upholding professional boundaries and being fair and honest. and then take that very very last paragraph at the bottom of guidelines and move it right up at the bottom of that first paragraph. So it' be one total paragraph addressing what I think is need to be emphasized is that each participant should be treated with dignity and respect. Period. That's all I have >> with the changes. >> Yeah. So just uh just and thank you Mr. Bigger for
helping me with this a little bit. Um, so what we would need to do if the board would like to see this modified. So if you notice these two policies with no changes, it only takes one approval for these. So if we want to revise the revise the policy, the best way to do it is we would have a motion to table it for amendment and then at a subsequent meeting it would come back into this into the group with a first reading >> if that's what the board would like to do your decision. If you want to do that then we need a motion and second to table it for for uh additional uh for amending it. So moved. >> Second. >> Motion by Mrs. Gaus, second by Mr. Haydock to table the policy
um 123.3 uh for the administration to make some revisions and it will come back at a subsequent meeting uh for a first reading and then a subsequent meeting to our subsequent meeting for a second reading. Mhm. >> And we'll capture the language from the minutes of the meeting to put in the policy. >> Okay. Questions or discussions on the motion to table. >> What he said sounded good to me. >> Okay. All those in favor signify by saying I. >> I. Opposed. >> Eyes have it. So move. Policy 143, Standards for Persistently Dangerous Schools. Motion and second, please. >> Move to approve. >> Second. >> Motion by Mrs. Goggler, second by Dr. Diller. Questions, discussions, comments. >> Hearing none. All those in favor signify by saying I. >> I. Opposed. >> Eyes have it. And
so move. Item 11.02 policy. first reading of policies and we have six of those this evening. Um uh if there's no objection, we'll do them all in a group. If you want to discuss one or maybe have comments, we can separate them >> together. >> What's your preference >> Together. All right. Motion and second to uh approve the policies under section 11.02 for first reading. >> Move to approve. >> Second. >> Motion by Mr. McKe, second by Dr. Diller. >> Questions or discussions? >> All those in favor signify by saying I. >> I. I. >> Opposed. Eyes have it and so moved. Section 11.03 policies for a second reading. There are five of them for this evening. Um again, if there's any there's none that a board member wishes to do separate, we'll do them
as a group. Okay. Motion and second to approve the policies in 11.03 on second reading. So moved. >> Second. >> Motion by Mrs. Gals. Second by Mrs. Goggler. Questions or discussions? >> All those in favor signify by saying I. >> I. Opposed. >> Eyes have it and so moved. Information items. Uh student representative [clears throat] guidelines. Amir, thank you for joining us this evening. Uh, we all have our guidelines for that. I appreciate your attendance and your report this evening. Uh, 14.02 special revenue fund and usage policies. Mr. Bigger would like to make a couple comments on that. >> Yeah, we we started to receive uh a request for maybe two to maybe utilize expenditures out of this fund. And not being here when it was set up, I wanted to get this conversation started
with the policies that currently exist. Um, so this is more of a warm-up on if we will allow expenditures and what types of expenditures in this fund. And most of this fund is comes from the advertising, um, and naming rights. And so, um, I just want to talk about it, uh, at length in November to get guidance on future expenditures. I don't know what to bring forward or not bring forward because I wasn't here when it was set up. So, we did pull the policies that are available for you to preview. Certainly would like you to take a look at those. I'm looking into Tammy. There's a couple hundred thousand in there. Two to three. >> Just under three, I think. >> So, right22. >> Yeah, just under $300,000 of available dollars from the revenue.
Um, certainly we don't want to sit on it too too long, but I don't know what to do. So, I need some help from you guys from that policy. >> So, take a read and or give some history and then we can talk about it at the November board meeting. >> I remember two weeks ago, Mr. Varner had a uh pretty big number up there for track or field or something coming up. >> Um >> the pads on it. >> So just so there's no surprise, I'd be interested in know um the capital fund reserve or reserve fund. Um and also maybe revisit in another time the idea of having playgrounds be part of capital improvements rather than funded by PTAs and PTO's. Um, this may be an opportunity to do some shortfalls in some
areas. Uh, the capital reserve fund for playground equipment that's sorely needed in some schools. So, I just throw that out there as a placeholder. >> Okay, >> I like that idea. >> I did uh get ahead of myself and skipped over item 13. So, thank you, Mr. Hadach. have it fall under item 13. Any other items for new business discussion? [clears throat] Board members under item 13. Okay. Any more information any other items to share in the information items 1401 through 1408? >> I just have one that Dr. Marquesy under 1407 will be here next month. He will also come prior to the board meeting and executive session to discuss um Shippensburg joining the Franklin Learning Center. So because that's a legal document and approval, he's going to come give an overview in that executive
session and then he'll give a standard report of the business of the IU. So I know Stephanie's not here, but um >> can we get some of that information that he's going to present >> Ahead of time so that we can review it and >> that would be very helpful. >> Yeah. And um 14.07. Uh, the next meeting for the Franklin Learning Center would be November 13th. And sometime in the future, we can bring uh Dr. Schuman and the Career Tech board over for just a presentation. Some of us get to see it every month, but I think it'd be great for the whole board to experience that and hear what's going on at Career Tech. U I don't know if you're hearing other things out in the community, but uh we can have we
can have Dr. Schuman and her team bring a report to the board >> like that. [snorts] >> Okay, meeting adjourned. I'm going ask the board members for another quick executive session this evening, please.
