Our community owes its existence and vitality to generations from around the world who contributed to their hopes and dreams and energy to making the history that led to this moment. Some were brought here against their will. Some were drawn to leave their distant homes in the hope of a better life. And some have lived on this land

Good evening and welcome back to our August legislative meeting and our kickoff for the 2025 2026 school year. Uh before I uh get into presenting my report, I do have to take a point of privilege for a quick um acknowledgement. So uh please indulge. I would ask Miss Harden to meet me up at the podium, please. Okay. So on now, so as you guys are aware, uh Deborah Harding is or has already officially retired as my executive assistant to the superintendent's office. Uh she's coming back right now to help transition uh Miss Gwen Hatcher who will be um assuming that role. Uh and I just wrote

005something real quick as we as we do this acknowledgement. She was not expecting this and I'm glad. Uh today is bittersweet. We are here to honor someone who has not only been an extraordinary executive assistant, but also a um a standard barrier for professionalism and care in everything she does. Mrs. Harding, your work has always gone far beyond the job description. You've been the steady hand that kept us on course. The thoughtful voice that made sure every detail was right and the warm presence that reminded us that people matter just as much as the work itself. You've shown us all that excellence isn't just about getting things done. It's about how you do them. You've approached each task with precision, each challenge with grace, and each person with genuine kindness. The impact you've had will

006continue to be felt long after the day. And while we will miss your daily presence, we know that the next chapter of your life will be filled with new adventure, new joys, and time to enjoy everything you've worked so hard for. On behalf of all of us, thank you for your years of dedication, for raising the bar for what it means to serve with excellence, and for doing it all from your heart. It's my honor to present this gift as a small token to our deep appreciation. We wish you nothing but continued success in your retirement. and she loves flowers. So, I just wanted to get her a vase that she can keep her freshly cut flowers in that reads, "Honoring Deborah Harding in appreciation of your years of loyal and caring service." So, God

Your professionalism, your commitment, and your steady presence is notable. You've been here through many transitions, helping to welcome newcomers and ensuring they felt supported and equipped to succeed. Your ability to bring calm, clarity, and kindness during times of change has made a lasting uh difference. In recent years, you've also welcomed two one grandchild, one grandchild into your life. and we have no doubt that your retirement will give you more time to create special memories with her. As you step into this next chapter, we wish you joy, good health, and

008the freedom to spend your days exactly as you choose. Let me warn you, everybody I know retired like, I'm busier than I ever was before. May your retirement bring you adventures, time with loved ones, and the satisfaction of knowing your work here has made a lasting impact. and you don't have to get up early in the morning if you don't want to. Congratulations and thank you for everything you've given to this community. I'll just say just very briefly, thank you all. It's been a pleasure and honor working with all of you, each one of you. 009So as we get ready to start the 2526 school year, this is an opportunity uh for us always to do a reset uh especially with respect to our continuous improvement process. And I wanted to take an opportunity just really to talk about uh our priority focus of making sure that all of our arrows are aligned and pointing in the right direction. And um since I started back in November of 2021, I've been talking about uh the importance of breaking silos and being very intentional around uh systemic structures that will move the entire district. So when you reference the slide, um this is more than a metaphor, which is what it says. It This is so essential uh that we have everyone uh with clear explicit expectations of what the work looks like and that we're

010consistent in doing that work. You can go to the next slide. So when we talk about alignment maximizes impact, I'm going to use the um analogy today when uh me and Dr. savage and I'm laughing because it's it's it's just very interesting. So, I always use the term trust for verify and we were walking uh through a building. I will not say the building and going in the storage closets. Um and people wouldn't understand that this is actually what the superintendent and assistant soup does to make sure that the buildings are where they need to be. Uh, but when we were finding resources, curriculum, and different um materials, we can tell that they were lightly used. I'm I'm just going to be professional um from that standpoint, which is a clear indicator for us that

011we uh as a central office have to do a better job of of monitoring what we expect, right? um because it's a clear indicator that resources that should have been used consistently across the district that that was not happening. Uh we pride ourselves on equity, right? So we have to make sure that our instructional implementation is consistent across all schools. And uh you guys when you come out on Monday will see uh our presentation where we really uh give a deep dive into what the initiatives and the work is going to look like um this year. We are not about dysfunction or chaos and that's why I've been slow to move um the direction that we are but I feel we have built the capacity of our principles um and that they are truly ready

012to lead this work. Next slide please. And I just alluded to this that consistency um reduces confusion. uh everyone uh will have a clear understanding of what our expectations are uh as a administrative team and each principle in every building uh will be delivering the same aligned message. uh and we will be holding folks accountable uh for making sure that that is happening and being transferred to the classroom level so ultimately it could be transferred to our to our students. Next slide please. Systemic change requires coherence. That's why we're moving this direction. It makes no sense that best practices are happening in isolation. So we are systemically coming up with an approach to norm practices and make sure that there's a clear understanding of what those instructional best practices should look like in every classroom

013by grade in every building. Uh and um I'm excited that we're finally at the point um where we can move in this direction. Next slide, please. It it's it's been evident that we are doing a better job um articulating and communicating uh what our uh instructional goals and priorities look like. And that started with the strategic plan. Uh we are very consistent with making sure that our mission and vision is already always being elevated because when you look at our mission and vision, it truly is the core of what we say we represent and what we do. And I think just the the consistency in messaging um and that messaging being transferred into actionable next steps is really building trust um where you have to understand we have a very astute faculty and staff. They

014they know uh what good leadership looks like. Um and they know when we are uh taking the appropriate uh measures uh to really um put our money where our mouth is and we've been doing this through these high quality instructional materials and not just that we've been giving them a voice in the process. So it's been collaborative work and I think it's that collaboration, it's the fluid communication which is getting us um to a point where uh they are embracing and ready for a more structured approach to doing the work. Next slide please. Accelerated learning through common practices. That's what we're talking about. So when we're talking about uh moving through the scope and sequence of any curriculum, when we're talking about common assessments, when we're talking about teacher syllabi, um there should be consistency

015uh in what that looks like, when we talk about our professional learning communities or uh what a team meeting uh looks like or an agenda. Um there uh should be some common practices that are evident regardless of what building um that we're in and uh that is going to be what we have have a laser focus on um in terms of implement implementing uh districtwide this year. Next slide. Data becomes more meaningful. So you can look at data, but we're finally at the point now where folks understand the importance of drilling down in the data to the teacher level into the student level. um we're identifying where our gaps uh in instructional practices lie and we'll have a laser focus and I'm not going to go deep in it but when we talk about our

016uh professional development art we're not just doing professional de development for the sake of doing professional development we're doing professional development because our data is showing us where we have a need to do better. Next slide please. Uh this is important uh for me. Uh I do not know what the future holds, but I do know that I want practices to be sustainable. I want to leave the district in a place where regardless of who's sitting in this seat, there's a a playbook or a blueprint which really outlines what the work should look like, uh we are taking our first step in doing that. by having a very clear instructional framework which is explicit. Um by having a professional development art which truly meets the needs of teachers regardless of where they are. Um and

017you'll see when I get to the slide with the new initiative we're going to be doing around instructional rounds. I will read this one little part here. When all arrows point in the same direction, the school system moves from isolated acts of improvement to collective transformation. Every policy, program, and practice reinforces the other, creating a self-reinforcing cycle of growth. Without this alignment, even the best intention efforts can stall, fragment, or fail. And we're going to be doing this in three modes. I alluded to the instructional uh framework and when you look at that when we talk about the uh foundational aspect of this it just boils down to this all students can and will learn. Equity for us will be a non-negotiable. alignment and coherence is going to occur across the district and that continuous

018improvement through a plan do study act model is what's going to drive us where uh we will be responsive to what our data shows us. uh and we will be nimble enough to make the appropriate adjustments or changes um based on what we're saying through whether it's a short uh cycle assessment, whether it's uh uh summitative, whether it's a formative. uh we're going to be triangulating all data uh and making sure that we're are having those robust conversations needed um to make the change and the delivery of what we're doing that PDR and Doc Savage will get into this whole staff on Monday. Uh it's a professional development action reflection cycle and she's planned this out with her team year long. our teachers, our principles will have a year-long snapshot of what the PD is

019going to look like. So, um it's aligned, it's connected, um to what our priorities are as it relates to our teaching and learning uh pillar under our strategic plan. And the last slide is around our instructional rounds. uh she spoke a little earlier about the Danielson clusters. We are not reinventing the wheel. We have a researchbased best practice that's out there and we are aligning our instructional um pedagogy to what those best practices uh look like and what many districts are already using. Right? So, um I'm excited about the work. The work is not going to be done in isolation. It's going to be uh extremely collaborative uh and we're looking at building capacity uh districtwide and when you look at the highlight collaborated systemwide learning engine that that's what we are really striving for.

020Uh we want to be a fluid uh responsive organization that meets the need of all of our children regardless of where they are. Uh so look forward. I I hope you guys can adjust your schedules to be there on Monday. It it's going to be powerful and I think as a board uh you definitely will appreciate the direction that we're moving. And madam chair that brings closure to my report. Thank you. >> Thank you Dr. Scriven. We will move to our committee reports and I will provide the committee report for financial affairs. On Tuesday, August 5th, there was a brief financial affairs meeting covering the state and federal funding update. The federal government released $230 million for VA schools funding titles 2, three, and four. This equates to $175,000 for Sheltonham School District. On the

021state side, the budget has not yet been approved. However, Sheltonham School District continues to remain in a healthy financial position. There are two items on the consent agenda for approval. One is the food service bid and the second is the high school roof replacement. Our next meeting will be held on Tuesday, September 9th. It will be hybrid uh here in the administration building and via Zoom. And that concludes my report. All right. So, next we will go to educational affairs. Dr. Wing. >> Thank you, Madam President. The Ed affairs committee met on June 17th, 2025 at 7 p.m. in a hybrid format in the administrative building and via Zoom. The meeting included presentations by nine members of the administrative team, providing an update on the district's strategic pillars. This will be a brief overview of

022what happened at that meeting. There is much much much more information available in the recording that is on our website. Miss Gurman and Dr. Savage presented on portrait of a graduate including the competencies that go beyond academic work that district feels are important to uh for students to be successful. Next steps in that work including receiving more feedback from families, communities, and students to inform that work. Dr. Dr. Riley and Miss Collins presented on new K through2 curriculum in ELA and math and highquality instruction materials in K- through2 science and 6 through 12 math, the use of screeners and digital tools across the district, the coming implementation of high-quality instructional materials across other curricular areas, and the implementation of new science steals standards. Miss Keane presented on social, emotional, and mental health, including the implementation

023of an MTSS system, a multi-tered system of supports to support students across schools and the and a renewed focus on removing barriers to student engagement through identifying and targeting social, emotional, and mental health supports across our schools. Dr. Katherine Bone and Dr. Savage presented on diversity, equity, and inclusion, belonging, including performance measures used to measure diversity, equity, inclusion, and belonging. professional development, supporting diversity, equity, inclusion, and belonging across schools, and the development of cultural proficiency frameworks across the district. There was an emphasis on the district's vision that every student belong, engage, and seek justice. Mr. White presented on culture and climate for student success with a focus on safety. Safety training has been completed across the district, and the district has created safe schools communities that include internal and external partners. Future work includes culture

024building opportunities for older students to engage and model for younger students and the continued monitoring of district data to support improved school culture and climate. Mr. Kaufman presented on communications, including strengthening two-way communications and building relationships with school stakeholders, including educators and families. The last year saw fresh and engaging website update, the development of communications and crisis plans, and translation services that improve accessibility of our district materials. Finally, Mr. Mr. Swiger presented on the long-term facilities plans that include HVAC and roofing at the high school, their realignment of grades and incoming additions on Cedarbrook and Glennside, and the engagement in the stadium project at the high school. The next educational affairs meeting will be Tuesday, August 19th, here in the administrative building and via Zoom. This concludes my report. >> Thank you, Dr. Whiting. Mr.

025Vell Williams will provide the Eastern Center for Arts and Technology update. >> Thank you, Madam Chair. The Eastern Center for Arts and Technology last met on June 18th. Uh, as customary with the JC, our first order of business was to uh was to approve the June student of the month, who was a Mr. Paul Bada, an upper Morland High School senior uh who was being recognized for his outstanding work in Eastern's automotive technology program. Uh, just a little bit about Paul uh at Upper Morland. Paul is a member of the lacrosse team, but also at Eastern. He serves as a student ambassador for serve, excuse me, as student advance ambassador for the automative technology program. Speaking at recruitment events and fundraisers to promote the school through the through the automotive technology program, he earned industry

026recognized certifications, including multiple SP2 certifications, which focus on workplace safety and environmental responsibility. Uh, at Eastern's 2025 awards night, Paul received the attendance award, the Colony Club of Amler Scholarship, the Straighta Award, and the Willow Grove Rotary Scholarship. Outside of school, he was working as a detailer at Thompson Lexus in Willow Grove. And before that role, he had worked at Jacksonville Auto in Hatboro. Uh, one of the more uh, prominent uh, aspects of this young man's life though is that he works for a nonprofit organization that was funded by his sister known as the Chris Santhium project created in memory of their aunt Sandy who passed away from leukemia as well as their cousin Christian who died by suicide both in the same year 2017. The organization then hosts phone fundraisers to support the Leukemia

027and Lymphoma Society and the Payton Heart Project. Paul was accepted to the Pennsylvania College of Technology uh for a heavy equipment and power generation program. Uh just a few more updates. Uh so on May 21st, uh Eastern did honor 224 students at its annual awards night, uh awarding nearly $64,000 for academic and technical achievement. Um special thanks to the Eastern Foundation staff, sponsors, and local partners for making the event possible. uh myself and uh and and and President Carolyn were there and I can say that it was literally an hour and 30 or 40 minutes of consecutive hand clapping. Um it was it was awesome experience though to see kids from multiple districts and backgrounds and walks of life uh be um appreciated by you know the Rotary Club and you know Corvette Society. There

028were multiple uh organizations who had awards were local partners in that work. It was just fantastic to see the uh the community in that room. Uh under the personnel committee there were a number of actions that we approved. Uh in the facilities and finance space there were a lot of uh lot of big big funds. So, first uh there was an approval of the Perkins grant uh for $368,648,000 for the 26 2526 school year. Uh the funds from that grant are going to be dispersed and used on items that were also or projects, excuse me, that were also approved later on in the uh in the agenda. one for specific program equipment. Um that was based on recommendations from the executive and occupational advisory committees. Some of the approved purchases will support the allied health,

029construction technology, cosmetology, culinary arts, electrical technology, HVAC, networking and cyber security programs. Uh another action under facilities that is also significant. Uh I had shared previously with the board and community that uh Eastern is in a constant state of finding opportunities to expand program offerings to be able to reduce the weight list which is a statewide challenge for technical schools across the Commonwealth. Uh, and one major step in that direction for Eastern was that we signed a JOCC approved the lease agreement with the Upper Morland School District for us to negotiate a lease agreement for approximately 6,200 square ft of space at the Upper Morland High School site. Um the understanding of the expectations around what that site will be used for uh is the transition of the practical nursing program from Eastern's main campus

030to Upper Morland uh to allow space for a new building trades program. Again providing an opportunity to address the greatest need which is a weight list for students in HVAC and electrical um electrical programs. In addition to that, we approved the Breland architects to proceed proceed with design and bid specifications for both the practical nursing programs relocation as well as the development of the building trades program. Resonant was also approved uh to design plans in managing the process for the replacement of one of Eastern's boilers as well. The next meeting of the Eastern Center for Arts and Technology Joint Operating Committee is tomorrow at 8:00 p.m. via Zoom. Sorry, that's tomorrow, August 13th, via Zoom. 031>> Thank you, Mr. Pell Williams. Miss Lman will provide the Montgomery County Intermediate Unit update. >> Thank you, Miss Henry. The Montgomery County Intermediate Unit Board met on Wednesday, June 26 or no, 25th, I'm sorry, June 25th. 2025 um exit 45 in person at the MCIU's main office in Norristown and also over Zoom. Prior to the public portion of the meeting, the board held an executive session for its annual safety and security presentation. Um this was a very long meeting because it being the end of the academic year, the end of the fiscal year, there were a lot of things to approve, a lot of things to review. I'm just going to hit a couple highlights. Um, at this meeting, seven current MCIU board members returned for the 2025-26 school year and one new member

032joined the board. The MCU the board voted on its officers for 2526 and the president of the MCI board will be Dr. Margaret Wright from the Springfield area school district and the vice president will be Janet Fac who had been the president last year from the Saddon Area School District. Um the sort of highlight of that meeting which I have sent to the board members just uh prior to this meeting um was the release of the MCIU uh budget book as it's called or budget overview for the fiscal year 202526. Um the office of business services has compiled that book which is about 110 pages long. Um, and it details the NCIU's revenue sources and how that revenue is spent. Um, just an O and also has some charts and some, you know, basic information

033about the IU. The MCIU currently employs 848 people and has a budget of nearly $200 million. It's about $198 million right now. So, it's a quite a large operation. Um, the the budget book is full of lots of interesting information. And I highlighted a couple for the board members, one of which is some of the student services that the IU provides. And then um also just kind of generally where the money that we provide to the IU um every year goes and what the IU does with their member services fee. So um but if you look at, you know, have a few minutes and have a chance to skim through that, um please let me know if you have any questions. I'm happy to pass them on to the IU as well. Um it is

034interesting to see from you know little tiny babies almost to you know kids who are 21 um and everything in between all the sort of supports and services that the MC provides. Uh a couple of other highlights. The board approved the 2526 salary structures um presented by human resources for three groups which were the administrative confidential technical coordinator and support staff salary range chart, the early learning group salary chart which include the head start program staff and the prek counts program staff and then the classroom support professionals group salary chart. Um so those were those were approved by the board. Um the other thing that the board um approved wereus with four districts to participate in the project aware grant which is the federal mental health grant that the IU received a couple of years

035ago that we were one of the sort of inaugural districts to participate in. So every year more districts have been joining um participation in that grant. We also approved 11 intergovernmental agreements for shared services and some subcontract agreements for access the access program for poor districts. There were a lot of other um professional development workshop administrative retreats, monthly development consultation, lots of other other sources of revenue um that the board approved during that um that meeting. Um and that was also the final meeting for Dr. Landis. If anyone knows Dr. Landis, he has retired from um the NCIU and Sandy Evans accepted his position. Um that ends my report and the next MCIU board meeting will be held on Wednesday, August 27th, 2025 at 6:45 in person at the IU's main office in Georgetown and

036also over >> Thank you, Miss Lman. Mr. Miss Mohler will provide the facilities update. >> Thank you, Miss Henry. The facilities committee met last Tuesday, August 5th, at 7 PM in a hybrid format. After approving the June minutes, we had a brief presentation from Mr. Swagger, our director of business services. We received several updates, including uh on the roofing project at the high school, which is on track to be completed for students return, and the stadium project uh which is somewhat behind due to delays and initial permitting. Mostly major work including significant excavation of retaining wall construction footing work for the gate house continues with a goal of gameplay in October. The next facilities meeting will be Tuesday, September 2nd, 2025 at 700 p.m. here in the administration building and via Zoom. That concludes my

Uh the liaison group met on Monday, June 16th at 8 am via Zoom with members of the school district and Chelnham Township. Uh present items discussed include real estate tax assessments, tax increases, school district building projects and grade reconfigurations, Junth celebrations, Curtis Arborita meadow installation, Eastn Road bridge schedule, parks and recreation updates and summer programs, ice protocols, land development updates, parking and traffic flow at elementary schools. And our next meeting has not been scheduled yet. That concludes our report. Thank you, Miss Mahome. 038meeting. Uh, so for those interested, we will meet August 26th uh, 2025, just two weeks from today. Uh and there are two repeat first read policies on tonight's agenda that we won't take any formal action on. Uh and again, August 26, anyone who wants to come out, meet us here or on Zoom. Uh next, the legislative committee also has not met. We'll we'll meet again in October. Uh but I thought it was quite timely we met tonight. on my way here. I was listening to the PA Senate in session uh where they did consider uh what would be the Senate's proposal uh for the state budget. And so it's about as they stated there's about a three to four and a half billion with a B dollar difference in what the governor proposed and what

039the Senate I think just passed to today. And so obviously that is a gap. Uh and education is one of the conversations. Uh transportation is becoming another huge conversation is if if of course as many folks are probably already following uh our neighbors in Philadelphia, the southeastern section of Pennsylvania uh has really been under attention uh for um that the really significant need for funding. And so that has dominated conversation over the last few weeks uh to the point where there's there's a whole side budget agreement just around transportation. So unfortunately uh it does not look as if we will have a budget agreement within at least within this week or next. Uh but certainly as we heard earlier Shelton school district is in a uh stable financial position. Unfortunately, all school district all school

040districts cannot say that. And so, uh, this is certainly a topic that is is felt as students, uh, even try to figure out how to get to school in some places. And Eric Shelham, thankfully, uh, we are, uh, we're preparing for that. So, I will pause there. Again, we'll meet again in October 1st or on October 1st as a as a legislative committee, but there's certainly more action that will follow uh before then. So, thank you. That concludes my report. Um we came here in May for the previous board meeting and Dr. Savage approached us and we thought that it would be handled by now the situation that we were trying to um get resolved. Um unfortunately there has been no movement. There has been one conversation that has been had with Julie and Miss Savage or Dr. Savage, excuse me. And um now we're asking that we can we talk with the superintendent now since nothing has moved forward with what our concerns are

043and I apologize for get trying to get up the first time. That's what happened when we came back in May. So I wanted to De that we went the first time >> and so >> hi um my name is Julia Reed and um excuse me as before when I approached you sir superintendent um before when I approached you superintendent um I approached you with a situation that that happened in your school district um upon me in which um you need to address me as opposed to the way I'm being addressed with your school system. Um, I've given Miss Savage all the documents that I need. Apparently, you yourself need to get a report from me so that we can see where the situation occurs, what happened, and what's going on because I can't go further

044without your um help at this point in time. Um, at the end of the day, I would love to get this situation resolved probably as quickly as I can, but unfortunately it's your end that's kind of holding me up and and I'm I'm here again to say again um can we come to some type of meeting or can we have some type of meeting to resolve this because this I would like to get it resolved and I don't know if you know what what I'm talking about but I would like to have a meeting with you so you can understand what I'm saying and why I'm here in your school district meeting again if you don't mind sir. >> So I will get a meeting scheduled. Um we'll get up to speed with Dr. Savage

045cuz u I'm always transparent. I'm not up to speed on what the situation is. So I will get up to speed and then figure out what my next steps need to be to bring resolution. Okay. And I just want in addition I was just about to say that about your slides about the transparency because I feel like there there it isn't much when it comes to a parent and trying we've been trying to get to you for two years and I think that's unacceptable and so we would like to uh have a meeting with you.
