Uh oh. That water bottle in front of your laptop. >> Laptop. >> All right. We're going to call the committee of the whole meeting to order um for May, November 17th. Let us stand for our pledge of allegiance. >> November. Can I say Jesus help me? Some of you got excited to flag for the United States of America to the republic for it stands one nation indivisible with liberty and justice for all. It is November 172 still on that cloud and I'm just saying to those who don't know >> you going to share that tonight I just want >> Director Lawrence Ham >> director Betty McLaren President >> Director Bill Riley absent. Director Joe Neil >> Director Ken Washington >> present. >> Vice President Beverly L. Harris >> present. >> President Amanda Johnson >> present.

Secretary Line Lavender Sams and I'm sorry >> Dr. Tasine. I am >> and I apologize for that. >> No worries. >> All right. So, we're going to have our director's presentation. So, we'll start off with director County Intermediate Unit continues to search for an executive director. There's still um construction at the Marle the Marle School. I can't call Marvel as well as FS. That ends my report. I'm not going to Okay. Understood. >> All right. We're going to have a report from Dr. Morelis. Um the report, Can you hear me? >> The report that I have um today, we have a budget. We have a a national budget and a state budget. Um, and I just I just want to um to state that many might not have been aware of the this the position

that the state of Pennsylvania was in during the government shutdown because we were the only state without an approved budget, which means we didn't have state funds flowing and we didn't have federal funding flowing. So it's it it was important because we could have had schools closing this week into the next week had we not had our state budget approved for Chester Upland School District. This year we seen an increase of 7.9 million. Um last year we had 10.5 million. This year we lost 1.4 4 million from our basic education um line increase. We lost the increase in our special education funding that we received last year and we had the charter transition payment that we received last year removed from us. But we also received a new revenue line of charter savings which is

part of a broader type of charter reform um bills that were part of this budget that passed. It's not like uh tangible money. It comes in a form of savings. So, it's a difference in how we fill out our PDE 363 form. So, think of it as when you go to file your taxes and you can deduct certain things from your taxes that allows you to have or keep some of your income. We now have greater leverage in what we can deduct from our cyber charter tuition bills. Um, I wanted to say this because over the last three years, this increase in funding that we have, it is very good to give, you know, accolades to whoever you want to give them to, but I want everyone to be clear that this is the result

of about 10 years of lawsuits and advocating and a whole bunch of people, including three years of our students going to Harrisburg and advocating for this money and speaking to our legislators and ensuring that they understood what Chest Upland needed and how the funds could be used. So, I just want to make sure whenever we are biging up the adults that we don't leave out the children because most of them are graduated now and I want them to understand that the work was not in vain. >> And and that is it for me for right now. All right. Thank you. I love it because we can get some details and some backgrounds on what's going on in the legislation. Thank you so much. All right, Dr. Sutton, do you have any presentations? >> Um, so

if you have an agenda item, you can come to the to the mic. No, Dr. Wilson, Dr. Lane. Good evening. >> Good evening. >> Um, I have a couple agenda items. I think I have a total of four or five, so I don't remember off hand. Um, two of them are for specific students that I can't talk about publicly. The other two are for um um approved private school tuition. Um, and then the last one is for a company that was part of the RFP that was should have been on the agenda in August and wasn't. It's still the same million dollars that was initiated approved back in August, but we just missed this one company that was part of the RFP and received an award. >> Anybody have any questions? Directors >> just it's

not a million dollars, but it's part of the It was a million dollars in the bucket and this was the list of >> Yes. a total of a million dollars for all the different agencies that we're using and this one was just one that was missed off one of the um one of the meetings. >> Question um when you said private school >> so approved private school >> so the one specifically is um for kids which is for students who have complex medical needs and so so that's one of that's one of the examples. So, it's an approved private school for various various needs for students that we don't have the programming for currently in the district. >> Okay. >> Yes. >> Thank you. >> You're welcome. >> Any other comments, questions? >> Thank you.

>> All right. At this time, we'll have the HR report from Dr. New. I said Dr. Sorry, she gonna get me. Thank you. >> No problem. Good evening everyone. Good evening. Um, at the upcoming receivers meeting, the HR department will be seeking approval of the following items: appointments, resignments, reassignments, resignation, leave of absences, salary adjustments, and extracurricular duty payments. The HR department is working to ensure that all paraprofessionals in our title one schools are appropriately qualified in conjunction with state requirements. Preparations for resolutions regarding any necessary steps will be placed on the receivers agenda um if necessary. Thank you. >> All right. Any other directors have any other questions, comments? >> Dr. I think you guys. >> Okay. All right. Come on down. >> Good evening. >> So, there's only one agenda item um that

relates to people's services. That is for the social workers to attend a national conference part of their professional development. Uh there's linked to the recovery plan in terms of making sure that they have uh tailored professional development to meet their needs. There was a similar resolution on last month's agenda. Unfortunately, by the time we were able to register, all the registrations had closed. So, in case you were looking at and wonder, well, there was one just on the last receivers meeting. Um, it's a replacement for that one since that one was no longer available. >> Any questions? >> So, it's a replacement, but it gives the same knowledge. >> It does. It does. >> All right. Thank you so much. >> All right. So I have a question not really a question just a comment

on A10 and no A11 and A12. So I see that we are approving um students and advisors from the culinary arts and criminal justice and agricultural mechanis mechanization all of that good stuff. they are going to the leadership conference and then also on A12 we're also sending um attendees to the school social work conference is that just is that just teachers or is that students that second one >> so social work conference Dr. Wilson I don't know if that's something you can speak about the social work conference that your your item >> yes that's one Dr. Wilson was talking about the other three are um career and technical education organizations for our students. >> Okay, that's the one I want. So those ones, is it possible we can get them to be mindful to bring

us a presentation when they come back? >> Actually just came back this past weekend. So >> okay, >> um we can work on something. >> Awesome. Awesome. So like it look like they doing some good getting some good information at these conferences. So hopefully we can get a a bird's eye view of what they experience. >> Okay. All right. Any other thoughts, questions, or concerns? Dr. My question is for the business office and it's not on here. >> I'm sorry. >> Business office, >> business, >> Mr. M and Mr. H. Um, now that we have our um our budget and we know what the in what increases we're going to have and what monies we're not getting, is there going to be an effort to even if it's just a small presentation showing us what

the what we went into this school year budgeted with and now what it will look like now that we have like what our actual numbers will be. >> Yes, it everyone. >> Yes, we can have that erration. >> Okay. About when do you think? >> So, I'll reach out to our as gathers and then we'll coordinate and have a response to you by next week. >> Okay. >> Thank you. >> All right. I just want to make a note that our next committee of the whole will be our re reorganization meeting which will be December 1st which is a Monday and we are planning to have that in the library. So, um, just make a note that our reorganization will be December 1st and we are planning to have it upstairs in the library. >>

The time >> 6 o'clock 6:00 >> 6 o'clock and we will not have the committee of a whole um in the remainder of that month, but just wanted to make sure because I know there's a lot of date changes. Any other thoughts or questions? Directors, >> there's also a date change for the executive the receivers meeting. >> Yes. So, I didn't put that on my agenda. So, but his his dates all the dates in November and December change because we try to accommodate the holidays. So, just be mindful um when those are posted >> and this meeting is >> that's why I said I didn't put it on my paper. >> But is this Wednesday? >> I just don't want to quote wrong. >> Yeah, the receivers on my phone. I trust you. I just

want to make sure >> that we all on the same page. >> So, the receivers meeting will be this Wednesday um at 6 o'clock. >> But then in December, the receivers meeting will be Wednesday, December 17th. >> Exactly. >> Okay. At 6:00. Yes. >> Can I make a comment? Sure can. >> I just spoke to our um director R. She informed me that the superintendent will be having a meeting regarding the budget after the holiday. So once we get that uh get that date, we'll have more information in that regard. >> Okay. Thank you. >> All right. Thank you. >> Yes. >> Um since this is my last meeting of the committee as a whole because I will be um >> well moving on. >> I just want to thank all the administration um and

most importantly the residents of Chester Upton School District for supporting me for three terms that I ran and I'm just happy and I'll still be here supporting all you guys. I want to thank you guys for all your support um while I was on the board and it was wonderful working with all of you, the administration, just everyone at South Land. Um I appreciate all the time here. >> Thank you very much. >> Any other thoughts or comments? Again, >> Mr. Washington too. >> Word from >> No. Do you have any comment about >> the um the facilities manager is handling an emergency with with some alarm systems. So, we won't have a report at this time. >> Understood. >> And this is also his last committee of the whole meeting. So, we would like

to take some questions. >> Thank you. and Mr. Rley also. >> Thank you, Mr. >> All right. If there is nothing else, this meeting is adjourned.
