001to welcome everyone to tonight's meeting of the colonial school district board of directors if you would please rise for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all i'd like to announce that the board met in executive session on february 22nd to discuss covet 19 issues and student safety that session lasted two hours the board also met tonight prior to this meeting to discuss personnel matters assessment appeals and a confidential student uh placement that meeting lasted about 35 minutes at this time i think i'm going to turn it over to dr christian i think he has uh student recognitions thank you very much good evening everyone we have several
002student athletes to recognize this evening uh before we get started uh with our lady bowlers and then our swimming and diving team uh i do want to mention uh we plan on having our boys basketball team and our girls basketball team uh to the board next month for their recognition uh the boys uh won their division in the suburban one league there was a conflict tonight so we wanted to make sure we could get everybody uh to attend the meeting so that will be in april and the girls also have a conflict tonight they're preparing for the championship game tomorrow in the district one finals so they uh they've had one heck of a run and uh here they are they're one of the few teams left playing in the state unlike previous years in
003basketball usually they take district one has several qualifying teams that move on to states this year it's one team goes so the season ends in two weeks so if you win district one there's only a few games after that so they were practicing they won last night they're practicing today and then resting up for tomorrow's game against a good springboard team but i just want to congratulate uh the girls and the coaches for just a wonderful season and it's a success already but i know they're hungry for more so we wish them the best uh to help recognize the accomplishments of our lady bowlers and our swimming swimmers and divers uh dr bakani and several guest coaches are here and some of some of our student athletes jason would you please share thank you dr
004christian to begin on behalf of mr brett's the athletic department coaches and hundreds of hundreds of winter student athletes we would like to thank dr christian and the school board for approving the health and safety plan which allowed our teams to compete this season and build many lasting high school memories so thank you tonight we are proud to recognize a number of pw athletes for their accomplishments over the winter season lady bowler's coats mr jeff blizzard could not be here this evening but he did send this summary of the girls season to share with the board and the public despite the pandemic shortened season this year's sedan senior laden bowling squad was the most successful in program history the pw lady bowlers won the sol suburban one league american conference championship with a 27-1 record
005senior ashley newell and sophomore gabriella muncie paved the way with 155 plus averages both good for top five in the conference seniors adrian boyle nikki alexander and lanell amitami each contributed strong performances this year sarah zalea and emma manley also played significant roles each contributing at the varsity level mr blizzard also wants to note that it's important to recognize the tremendous support he and the teams received from all the teams parents with spectator restrictions in place this year it was difficult to not see them at every match however the support they provide over the past four years is immeasurable the bowling program is in its 17th season as a member of the suburban one league american conference mr blizzard is fortunate to have had a hand in the development of this program and a coach
006since its inception since that time over 240 students have participated in this program as mr blizzard notes bowling is extremely unique in that all players get to participate if invited to a match all players all bowlers play and there's maximum participation this year has been a challenging one for many sports programs as we all know um everywhere around the region and here at plymouth white marsh high school mr blizzard along with his assistant miss katie gear i want to thank the board as well as mr bretz and mr miss frangiosa and the athletic department for all they've done especially this year to support the team so congratulations to the entire bowling team next i'd like to introduce who's in the zoom room right here coach kevin goldbesky who will speak about the accomplishments of the
007boys swimming particularly the 200 medley relay team and also charlie tullio who broke a school record in the 100 freestyle and was first in the league for the 50 freestyle coach golovki thank you for having me um i'd like to echo thanks for from dr bakani uh thank you to the school board thank you dr christian thank you dr pakani and mr brisk for putting the trust in the winter coaches to allow us to have a season although it wasn't exactly the ideal situation with all the restrictions in place i believe our athletes made the most of a shortened season to start i'd like to talk about senior charlie tulio on the girls team um charlie finished her senior season with another record breaking a performance she lowered the 100 yard freestyle school record by
008just about a second with a time of 52.60 she now owns the school record in both the 50 and 100 yard freestyle she's literally the fastest girl um to ever go to pw uh high school um this season charlie won the 50 freestyle at the suburban one championship she's defended her title and was runner-up in the 100 yard freestyle she finished eighth in the 50 at the district championships in the 50 and 16th in the 100 yard freestyle there's no doubt in my mind that on the time she posted this year at the district meet would have sent her to the state championship meet once again like last year but because of the drastic cup hacks that dr christian were talking about same thing happened in swimming and they're basically only taking district winners and
009and the next eight fastest swimmers in the entire state um so because of that we we've just missed out on another chance out to um cumberland valley high school charlie will be attending loyola university of maryland next season with on an athletic scholarship and we wish her the best of luck next year the the quartet of riley coyle dean suchland brennan coyle cameron hahn had another great showing in the 2021 season on the foursome won the 200 medley relay at suburban one championships and finished second in the 200 yard freestyle relay at the district championship meet their medley relay finished in the eighth place and the 203 relay finished in 10th place once again in a non-coveted season their medley relay would have qualified for the state championship meet individually all of them shined as
010well junior riley coyle won the 200 im at the suburban championships and finished eighth at the district meet he got second in the hunter backstroke at suburbans and finished 10th districts probably also broke our school record in the 200 yard im once held by former great pw summer kyle lukens um junior cameron hun finished second in the league in the 100 freestyle n hundred breaststroke finished and finished 11th in the district 100 yard breaststroke break in a minute for the first time um senior dean suchland has come a long way in his four years he finished third place in the 100 yard breaststroke and fifth third place in the league in the 100 press shook and 15th at the district meet and then we have freshman brennan coyle um younger brother of riley who finished
011second place in the 50-yard freestyle league championships typically dominated by the juniors and senior level swimmers who are just bigger and stronger so him being a freshman it shows a lot of promise for his future combined these boys finished in 10th place as a team at the district one championship meet out of 53 schools that were present we look forward to next season with trips back to the district and state championship once meets once again thanks again for allowing us to highlight our our season and for allowing our athletic athletes to do what they do best i hope you all have a great rest of your evening and thanks for your time uh drew i think you want to keep that next slide up for miss coach stewart so i just want to echo what
012everyone has said so far we really do appreciate the opportunity to work with the student athletes uh it truly is a pleasure to do so and we're very thankful that the board gave us the opportunity to be able to do that over this season once again i have the opportunity to introduce to a fabulous diver she has dove for us for the past four years um but i would also be remiss if i didn't mention the other six divers that make up the team this season all seven of them had personal records in their meets throughout the season and so we have really great things to look forward to in the future from all of our divers and i'm very excited for that as far as grace goes so overall in regular season meets grace
013finished with a 30 win out of 39 meets regular season meets which is really a fantastic record for a diver she did a fabulous job over her four years and we really had it was our pleasure to honestly watch her dive she is just a natural diver and we really have appreciated her skills uh in suburban one championship meets in her freshman year she took fourth in her sophomore and junior years she took second place and this year she had the opportunity to win the suburban one championship uh which was a fantastic feat she also qualified all four years for the district one diving championship which is uh in diving really an incredible thing her freshman year she took 18th place her sophomore year she took 14th place her junior year she moved up to
01411th and this year she took eighth place which was a medal place at the district one championship uh would have also qualified her for the the pia state meet had it been a regular season um but unfortunately this year that was again cut short through to covet grace is one of four pw divers in the history of the program to ever meddle at the district one championship meet and also to qualify for what would have been a state championship meet as well and so she's had a fantastic year we look forward to great things from her to come in the future she's still deciding where she's going to attend next year and we look forward to hearing exactly where she's going to be going again i just say thank you to the board for everything
015that you do we certainly appreciate it we appreciate all the support and as mrs moore and i were talking earlier we look forward to having you guys come and visit us at swim meets and other sporting events next year thank you thanks so much mr golabesque and mr stewart um i did miss going to meets this year i'm sure mrs sutchlin missed going to meets this year yeah we're going to move on we didn't want to make her cry but it was congratulations on a wonderful season congratulations to all of our student athletes charlie by the way i wish i would have been able to go 52 in 100 free uh i i was i was not fast and that that is that is outstanding time and that's quite an achievement to have the fastest
016time in the history of the school that's but congratulations to all of our student athletes thank you to our coaches congratulations to our bowlers too we didn't take a break after that one uh who had it absolutely so thank you to all of you athletes and coaches absolutely so we have a lot of our student athletes here could we allow any of them to say something if they wanted to of course any of you guys want to say anything i mean the coils you have each other come on you got two people on the screen come on i'm calling you out okay welcome to high school and right silence silence i'm sure if they did get to speak they would thank their coaches and their parents dean's willing to speak go ahead i just want
017to express gratitude to the entire board because um in december i thought i was never going to swim again i thought i was done for the year so the fact that i had any sort of season i just want to say thank you you're doing this to your mother on purpose aren't you dean no i'm in the kitchen i don't have to grace you want to say anything yes thank you so much to everyone who's everyone who's worked so hard to make sure that this season was so successful and who always supported us through what was a pretty difficult year for everyone so the fact that you guys pulled through for helping us to have such an incredible season i'm very appreciative so thank you so much to everyone and especially mr stewart for always
018being so supportive charlie how about you fastest swimmer in girls history in fpw i just want to say thank you for letting us have a season this year um it was great that i got to have like the last season at pw and i'm really going to miss everyone and thank you especially mr golubeski right of course of course at least he thinks so well thank you all and congratulations and for those of you going on to college good luck next year thank you have a great night thank you uh mrs moore before we move on to the approval of minutes and then the presentations we have i'd like to go a little bit out of order i'm not going to ask the board to approve it you'll approve this action item uh when we
019get to the personnel report uh however we have a guest with us this is donna dryzen the principal of white marsh elementary school uh so in in the past few days uh donna had came to see me uh and we had a a bittersweet meeting uh in my office and then we had a bittersweet follow-up meeting with her faculty donna has shared with me and i've shared with the board with her intent to retire at the conclusion of this school year i can tell you in the 12 years i've been a superintendent in the 20 years i've been an administrator she's one of the finest administrators i've had the opportunity to work with i told her she treats the white marsh elementary school as if it was her home and treats all the people within
020it as if they were her children so um donna we've had this conversation like three or four times now and i'm the one getting emotional so uh i just uh i i want to thank her for her dedication and i invited her tonight so the board would have an opportunity i am certain we will do a more formal recognition in the future but since we recently received this news we have shared it with the white marsh community the parents of the school and uh and the staff and uh tonight we're here to celebrate uh donna moving on to the next chapter of her life i told her she's not done yet we're finishing this school year so she's there in her office and i know she's continuing the plan to take care of her faculty
021and take care of her children but i thought it would be nice if the board had the opportunity to acknowledge donna in her retirement announcement congratulations donna you're muted i believe try again oh no oh no we can't hear you oh here we go can you hear us yes thank you jordan that's why jordan's here i knew this would happen but i want to thank um dr christian and i want to thank the colonial school board of school directors um uh you know i look at all of you and mrs moore you hired me um so many years ago and that was if you remember it was a horseshoe and lots of very unusual questions at that time were handed to me so um thank you so much and i've had the pleasure of having
022mrs dell and um i've had mrs doozy's children and i've had mrs suchland's children and mel broski sent me a beautiful email today i have his um grandchild here this year i had mrs feingold children and i have the pleasure of having mr shupac's son um this year i'm sorry mr shupac that i won't have your daughter next year but um i want to thank all of colonel school district for taking me under your wing 25 years ago it's been an honor and a dream come true to be a principal at weight marsh elementary school i feel extremely lucky to have worked for school district with so many incredible people especially the staff at white marsh elementary school the students the families i really truly believe that white marsh energy school is a special place
023thank you dr christian for having the gift to make everyone around you administrators teachers students and families feel important your patience your encouragement and faith in your administrators created a sense of confidence in me that i will never forget especially during this pandemic year most importantly i would like to say thank you to my colleagues old and new thank you for your countless hours of preparation this year and determination i am honored to have shared our time together colonial school district is like no other district thank you to every single school director for your support your encouragement and your energy that all of you bring on a daily basis it is truly empowering i wrote something to the administrators and i'll just end with what i said i said um before i do it a
024special thank you to the white marsh elementary school families for any families listening tonight thank you for sharing and trusting your children with me it really has been an incredible privilege and so i'll end with some some of my favorite things working with children and loving them so being called mrs dryzen and watching them grow smiles and hugs before the pandemic and the love that they bring these are a few of my favorite things when the days are gray when the quiet comes when i'm feeling sad i'll simply remember the joy of being a principal in colonial school district and then i won't feel so bad thank you everybody for a wonderful career donna can't thank you enough for um i've known you my your whole life anyway um you've just been a joy to
025having colonial and um we can't thank you enough and wish you a lot of luck in colorado is that where you're hiding yes thank you thank you yep thank you and i'll just oh oh i just wanted to say as a as a parent of a current student at white marsh um you know um this is dries and your your warmth and caring um is you know is evident um and uh the joy you have and doing your job every day is uh you know is infectious and you know you see it in the way that the kids flock to you and you know in the halls and at events um and how much they value you and also by how much the you know the staff uh and the you know the teachers uh
026everyone at white marsh um just respects you and values the culture that uh that you've created at the school so best of luck to you you will be sorely missed thank you thank you so i'll i'll try to talk without coring which you just made me do um my first the first speech that i gave by as for graduation was when laurel uh my oldest was graduating and i opened that with the words don't worry mom she'll be okay which was the first time i met donna and laurel was walking down that hall and i was so afraid like every kindergarten parent and that is the way that you made every child feel all the way through your staff feel administration even when i ran for school board i was so scared when i first
027got on even then and that is a gift that you have with whoever you work with uh children all the way through and um thank you thank you thank you and um i'll i i'd like to comment as well mrs dryzen um it was uh i'll never forget the first time i met you we were a transfer we my oldest started at a different school and i was really nervous about this little this little school called white marsh elementary school and the way you made me feel about how she would be taken care of in your community in your community school in your family school was something that i'll never forget and i'll never regret the decision i made to do that so my favorite memories of you are never hesitating to wear the most
028creative and fun outfits you were not too cool to do anything mrs dryzen you embraced it 100 and i loved your enthusiasm that you came to school with every day so you will be missed thank you for giving your your career to white marsh elementary school thank you yes and i'd like to say something too um i remember a conversation i had with somebody when my daughter was in first grade and i said it's not that a school won't have problems but it's how they're handled that matters and all that comes from you and your leadership and how you run the whole school and the teachers and um i would not change a minute of my kids experience so thank you very much thank you very much thank you if we all could have only
029kept all of our kids at white marsh elementary school for their entire lives life would be easier thank you everybody thank you donna thanks donna thank you mrs moore i'll turn it back over to you for the business meeting you're done with bringing everyone to tears yes i am okay i'd like to make them ask for a motion to approve the minutes as presented in items 4b through 4f which include board business meeting of february 18th the finance meeting of march 1st facilities management and transportation committee meeting of march 1st community relations student life committee meeting of march 8th and a special meeting of march 8th if i could please have a motion to approve those minutes mrs suchland is there a second mrs epstein thank you any comments or questions on any of the

031um superintendent's update dr christian thank you mrs moore drew if you could pull those slides up please so we were board received a request to discuss the instructional models specifically uh the hybrid model that is going to be phased out when we return to five days in person on april 12th provided the district meets certain metrics uh related to transmission of the coveted virus so tonight i have a few slides to discuss that and then i'll take questions from the board and then obviously we'll take public comment uh drew you can go ahead and fast with the next slide so as as many of you know uh last monday uh the administration recommended and the board voted to reduce the physical distinct distancing requirement to three to six feet and there are there is a
032contingency with that we need to see that the covet 19 rates positivity and incident rates are not in the substantial range as of last friday for the county montgomery county was in the low range for positivity rate 4.8 percent uh and then in the moderate range for the incident rate around 87 cases per 100 000 so we are for one week we are in that appropriate range we want to see it for consecutive weeks when we started the hybrid model but really the overarching goal was to maintain that six feet of social distancing and it was certainly designed so we could keep schools open especially during the winter months when we had positivity rates exceeding 10 in the high range uh and incident rates exceeding 200 to 300 cases uh per 100 000 people which
033is clearly in the substantial range it was not intended to be a permanent instructional model and we've seen surrounding districts that have gone back to full time in person some are going back next week some are waiting until after spring break some have been back for longer than that uh while a few others are still all virtual um i know our neighbors in nars town are planning to go back after spring break um and so uh it's there's still a bit of a um there's just definitely a trend in going back uh either right before or right after spring break um but all the districts obviously and all those boards as they make these local decisions want to see those positivity and incident rates uh lower we certainly know and we've said this in multiple
034presentations we want our students back we want in-person learning we appreciate the patience from our families our parents our guardians aunts and uncles grandparents who have assisted children in their learning helped provide transportation it's certainly been a trying year and and i will say this we're not out of the woods yet um you know we watch the news every day we get the data reported to us every day um and there is we have to acknowledge there is the chance that the decreases we've seen may have plateaued uh and that's been documented in in recent news stories but we hope they will continue to decrease uh the incidence and positivity rates so that we may be able to offer and meet those metrics and offer five days in person learning we know that it's what
035children will thrive in it will help them academically socially and emotionally go ahead drew certainly those benefits as i've said are listed there um you know allowing for that in-person development uh and it's for the last eight to eight to nine weeks of school uh solidify those relationships while still offering a 100 virtual option for those families who choose to do that and we respect that um definitely helps for continuity and consistency mrs gragatus talked about it last monday talking about a an example with you certain mathematics lessons and planning all those materials from the k-5 level level is critical and managing two platforms rather than three you know counselors having consistent student groups accurate seating charts whether it's not just for contact tracing but the amount of the amount of information that our elementary
036teachers in particular process on it on a daily basis as far as what group students will be in for small group instruction who's taking the bus home how they're how they're going to be configured in their classes what materials they need we really need that consistency and continuity so that we maximize instructional time and that we're not doing more organizational and things like that to take away from instructional time we need to know who's in the building on a daily basis and we want that to be consistent and so that's that's why we're recommending the five day in person and phasing out please move ahead the challenges of maintaining three different three platforms you know we as i mentioned tracking student materials uh the amount of materials students are bringing back and forth for the
037people that are going for the students that are going to be coming in we talked about they're going to be able to leave their devices in school if they if they need to uh rather than taking them home every night the special area teachers the spacing that they need the resources and materials and we want to also make it consistent for our families to maintain those schedules not just our families but also our teachers i mentioned the busing uh and that's a daily thing uh k-8 uh with knowing who's getting on one bus and who's in the building and being able to accurately account for that and we need that continuity and this doesn't mean that if some if we've asked families if your child is exhibiting symptoms uh even if it's minor symptoms and
038you're you don't want to send them to school that day we understand that we appreciate that our nurses appreciate it and all of our families do and but if they're well enough to attend virtually that day then they may attend obviously if somebody is is you know more ill or not feeling well not able to attend virtually there's a sick day option um but if we need folks to be cautious we certainly understand that but really having uh having five days having some two to three days and having some virtual would really create large challenges for that continuity and maximizing the instructional time that we're trying to accomplish in this last portion of the school year and ultimately a little bit redundant here um you know we're changing the distances to three to six feet
039provided we meet those metrics so that we can open up for five days in person before we go to public comment i would uh if there's any questions from the board you can you can we can entertain those at this time um dr christian i would just want to in your presentation you said the reason that we're recommending i just want to for anybody who's watching we already voted on this you were just giving a presentation that families know i just wanna make sure that no one was confused by that thank you for clarifying that we have we have sent out the commitment forms and we're pouring through that data and we've sent several reminders we do have over uh we had 50 5099 responses uh as of this morning which is great that's about
040a 98 return and then the principals are contacting individual families that may have missed the opportunity to complete the commitment form so that we know what their their wishes are and dr christian um there will be some sort of a confirmation to make sure that uh families got the correct assignment yes the principals are going through all that mrs grigotis is working with the elementary principals and then as mrs burke is assisting with all of our obviously our special education students and then i'll be working with the secondary principles on that um dr christian can you or maybe mrs burke just talk about um i've heard from some families who have been virtual worried about the transition to five days just what um student resources are there or resources for parents if they are worried
041about kids being anxious going back just what the schools have to offer yeah we uh we talked with the principals and karen you can comment certainly uh as well uh and they're setting up some opportunities for those families for the to ease the transition and that would we would look to do that the week of april 5th um so we've started the principals have started planning some events um so that we can help with that transition and always i encourage our parents if you have concerns if you are worried if your children express worries please reach out to your children's guidance counselor um and we we have our school counselors on hand we have our community counselors on hand and we have our behavioral health advocate um dr felix scherzinger district office so there are
042a number of people who are really they're waiting to assist however we can thank you anybody else on the board have any comments or questions so i think and this is this is something i've seen people raise so i'm raising it now because we're able to be flexible with families um you know if a kid isn't feeling well you can attend virtually today you know to be extra cautious um what's to stop sort of the de facto creation of somebody's own hybrid schedule you know how are we going to track attendance and say you know if you've committed to virtual or if you've committed to in person school that you're truly attending in person school on a regular basis you know and that's because you know that's the direction that the the majority of the
043board went in we don't have this option how are we going to manage that with families we'll track it like we've tracked attendance in our pre-pandemic uh and if we notice a pattern uh and an absorbent in a number of absences uh then we will have those conversations with the families about their the intention and the reason for the absences we don't want it to be you know we don't want it to be you know an argumentative type of conversation we want to be an honest one and express that we're trying to maximize instruction and continuity of education and encourage them to participate if they've committed to five days in person and are there any considerations or additional considerations being made around transportation i know there have been concerns especially for folks who might you
044know live far on the white marsh edge who have to transport kids to the middle school and other schools might be perhaps closer to their home or to pw how we're managing that those concerns that's that's a great question and that's you know with the we anticipate an increase in the number of vehicles on our campuses and we know the middle school's already is very tight to begin with um and i know our principles have been very lenient uh throughout the year as far as those types of situations especially when we have siblings that are being dropped in multiple places we're not we certainly don't want to be punitive we appreciate parents driving their students so we want to be lenient and we will have tim mcdonald is working with each of the principals on
045their traffic patterns and we'll have secure added security in each of the buildings just to help that first week provided we're able to open april 12th so that we can um we can get kids smoothly dropped off and picked up uh you know we it may come to a point though where we have to revise some things and maybe we have a staggered pickup and drop off based upon what our experience is but we want to make sure i know joshua road can be a challenge in front of white marsh and belvar road we certainly know as a challenge in front of the middle school how are we going to handle contact tracing on um buses given that we're now talking about having you know filling up the buses with with kids presumably they're not
046going to have assigned seats so if somebody you know if we had to do contact tracing how are we going to know who they were sitting you know next to close to for for the that contact tracing purpose well for our younger students we we are planning to have assigned seats and uh we have bus lists uh for each of the current runs that we have now so that we're able to communicate with those families directly if we've had a close contact but we need to maintain those uh sometimes some of the older students and the odes not not as many older students are riding the buses uh they don't always sit in the same seat every day so that becomes a little more challenging but we also can have those conversations if we have
047a case where we can identify who else was in close proximity on the bus also with the gps feature that we have on our buses we're also able to determine if we have a student who's a positive case we're able to determine how long that student was on the bus where they were sitting and how long the students around them were on the bus because we do have to look at whether it's 15 minutes or more we notify everybody anyway but it's helpful to provide that context it helps families i think also process and understand why we ask them to monitor their children thank you just a vaccination update too we received information from the montgomery county intermediate unit uh this week that the second round of johnson and johnson vaccines will be administered this
048weekend so we have a large not a large number we have the remaining number of staff mostly staff few faculty members couple teachers on leave actually who are eligible to receive it so they've been surveyed and those appointments are being scheduled most likely tonight and tomorrow for this coming weekend so we had nearly 300 folks uh vaccinated last week uh and we'll be looking at another hundred or so uh maybe a little bit more over this weekend so we continue we do appreciate that good news we know at the county level over at montgomery county community college they are looking to open up more vaccination sites as they continue to process the group 1a which is 130 000 people um they'll be looking to open up a willow grove site uh potentially opening up two
049potsdown sites they've been currently using uh norristown high school and montgomery county community college so that'll be helpful to the county the challenge as a commissioner has explained to us today and chop officials as well as the office of public health is that they're receiving about 6 000 doses per week they're really hopeful to receive probably double that and so based on that it may take still may take several months to work through group 1a but as as information comes out we'll make everybody aware uh but that was what we received today around one o'clock on that front dr christian um do you know are are the wonder spring employees who work in our buildings eligible to be vaccinated with our teachers i've heard concerns that they may not be included in in that group
050i'll follow up uh mr shupac they we had some very specific rules we had to follow when prioritizing um but i know that the intention i believe the intention when governor wolf offered this opportunity was not only for schools but for also uh child care facilities so we'll follow up karen and i will follow up with wonderspring uh and if we're able to allow add them to our list we certainly will um and uh but we'll make sure we'll ask gina um what information they've received so that's a very good question great thank you for doing that i really appreciate it sure mrs moore anybody else okay public comments dr christian do we have any i have one email that i'll share and then we'll turn it over to mr bugley to see if any
051comments from the from our attendees this evening this email is from brookstar a resident of plymouth meeting dr christian and members of the board as a parent in the district and an educator in the neighboring school district i recognize all the difficulties that this pandemic has presented to both families teachers school staff and administrators i know that we are trying our best to move in a more adaptable lifestyle than what this year has allowed when families were offered the choice of hybrid or virtual it seems as if the district was being equitable as pos as equitable as possible our family had hopes of sending our children to a hybrid situation come this spring to be able to slowly allow more risk with lower number of coveted cases and to be amongst their peers the decision
052to go all in made that choice impossible for those of us who want our children to be in a safe limited environment that was provided earlier this year whether it is unintended or not the in-person choice is being sold is back to normal as the back-to-normal approach and the virtual students feel this if the family is still choosing to keep the family safe from the pandemic it seems as though their choices are more limited we're being faced with the worry that our children may be left out of lessons because the teachers who have bigger a bigger population to deal with in the classroom teachers will be faced with having to work with fewer students on screen while managing a full room what colonial teachers have done this done so far this year has been outstanding
053to make all the students feel welcomed in two different worlds at once is not an easy feat and this does not go unnoticed i hope that once we shift to a different model teachers are given the opportunity and space to be able to continue to support all students now that they will have a bigger bigger in-person responsibilities i know that my message will not ultimately change what the board has voted on but i hope that it can be seen and felt from a different perspective thank you for your time mr buble leave hands raised please state your full name place of residence before commenting please say your full name place of residence before commenting hi can you hear me yes we can okay hi this is meg edwards i live in white marsh township um
054i'm calling about an agenda item under new business about the health and safety plan for spring sports um in looking at it it looks like suburban one league has said that individual school districts are allowed to make their own determinations on masking during sports and it looks like our policy coming up tonight would be that coaches and athletes must wear face coverings at all times including when actively participating um i'm not an anti-massacre but i am an athlete and i'm just trying to wrap my head around how this is going to work um you know fall sports competed without masks during competition they wore them on the sidelines um from my understanding there weren't any outbreaks from active participation on the field um at the end of that moving into november was when mass started
055to take place and transmission rates were going up so it was understandable the weather was also getting colder indoor sports i understand we're indoors we're wearing masks so we're coming back to the spring and the numbers are going down the temperatures are going to be rising i hope it's 80 soon um and i'm just thinking about how this is going to work um i'm thinking about my girls run track they run distance so they're going to be competing in like a two mile race and how's that going to work is it going to be more detrimental for them to have the mask on during the competition and impeding their breathing or you know how is it going to work um i guess my questions are were there any outbreaks that we know of during competition
056in the fall um what's going to happen if our competition has a different policy because it looks like it goes school by school and would you consider amending the policy to include mask wearing maybe only when we're in substantial range not at all times i'm just you know i'm really thinking like may is going to be warmer and how's that going to work out for our student athletes excellent question mrs edwards um we do know and it's it's not perfect right it's their challenges either way we do know that masking limits risk of transmission uh in the fall we did have cases where we had teams that were shut down because of transmission uh outside and so um and and you are correct there are some counties where it's not being required and then but
057in montgomery county it is recommended but i do i think you make a very good point as the temperature gets warmer particularly in may we can go back and revisit that especially if we're looking at 80 degree days and and the distances the kids are running and look at transmission rates as well so i think you raised a good point but we were trying to arrow on the side of caution we know it's not easy but that's what we're trying to do yeah i understand that and you know obviously right now it's still cooler so we're not necessarily thinking about what's to come and it would be nice just to know that you're going to be flexible and thinking about these things as the seasons progress so thank you thank you there's no more raised
058hands at this time okay um dr christian superintendents report actually i'm sorry to interrupt sarah scrolla is at the bottom of my screen she put her hand down though oh she did okay all right thank you uh superintendent's report um motion to approve the personnel report and extracurricular contracts is outlined in 9b and 9c board action is requested for the recommended personnel changes appointments for promotion employment or transfer are subject to the presentation of valid credentials employment verification documentation and state mandated requirements is there a motion to approve the superintendent's report mrs suchland second mrs petruno thank you any comments or questions for dr christian on the superintendent's report all in favor any opposed i don't see anybody okay great thank you uh student representatives report all right uh thank you we're gonna be starting

067school and it features a picture of all the senior students seniors have also been informed of important dates such as a senior dinner prom and other events and that concludes our march student report thank you gentlemen uh one more just a bit of news and we'll have more detail of this uh next month and we'll have students that we're going to recognize we had three colonial middle school teams that placed in the most recent odyssey of the mind competition which is a a great competition that involves organization creative thinking public speaking uh presentation skills uh and problem solving and so we had two first place teams and a second place team so we'll make sure we get their coach uh and the students recognized next month uh several two of those teams will move on
068to states so we'll have a summary to the board and uh jessica lester will will get and kim will get a story out on our students successes and odyssey of the mind great thank you both very much um actually i just i just want to say one thing because i think it's so remarkable what this district is offering to kids and families even in a time when many kids can't go to school in our buildings and we're going back and forth i've talked to friends all over the country and there are schools either they're just getting kids back in the building now or there are no extracurriculars and no sports this year so i really think we need to commend the administration the teachers the families everybody who have made it a priority to try
069and give our kids such a breadth of experiences this year beyond just trying to get the school work in because it's not everywhere and it's really really impressive okay anybody else tell me anything all right then moving on to board policy revision second read mrs epstein sure a motion to approve board policies outline below on a second read basis policy 103 nondiscrimination in school and classroom practices policy 103.2 title ix nondiscrimination based on sex policy 104 non-discrimination in employment and contract policy practices policy 104.1 title ix nondiscrimination based on sex policy 126 class size policy 610 purchases subject to bid quotation policy 613 cooperative purchasing and policy 620 fund balance is there a second to all of these um policies mr shupac thank you anybody have any questions for anyone about any of these policies
070on a second read i do um and it's mainly because i i missed the meeting when most of it was talked about so can i just ask mr soblowski to quickly go over the fund balance policy um the thing that surprised me with it that i had a low end as well like wouldn't go below five percent and not go above the eight percent above the eight percent i was familiar with and cool um have we always had the below the five percent can you okay just no we have not uh that was new to this policy um eight percent is about a month's worth of operating uh expenditures uh you're getting very dangerously low to not having enough reserves if you go below five percent so i wanted to put that in there just
071so that we you know maintained a decent fund balance well what if we don't have enough money to have five percent like where would we have to take the money from like that makes me really what happens if we don't uh great question um you know i mean that's it hasn't been an issue right now but uh i we want that five percent to be out there so that if we do approach you know seven or six or five we are aware of that and the board takes the necessary steps to raise taxes or do whatever has to be done or cut expenditures to maintain the five percent okay mr subless this is also it's it's worded if i'm uh correct me if i'm wrong but it's worded as a goal um something that we'll
072we'll strive to do it's not you know it's not mandatory that we so if say one year we dropped to four and a half percent you know we would have to take the policy into consideration uh for the next year's uh expenditures revenues and possibly a tax increase great great point okay thank you that was the only thing i'm good to go okay you're welcome any other questions all right all in favor is anybody opposed okay thank you um mrs petruno a summer program um this is a motion to approve the 2021 summer programs as outlined below um summer literacy blast um and the dates are june 21st through july 1st um summer academy july 26 through august 12th title 1 summer programs july 6 through july 23rd and esy june 28 through july 30th
073um and mrs grigitis do you want to just talk about this a little bit before we vote discuss these prior and we're pleased to offer a few options to our families this year we tried to space them out throughout the summer so some families would have multiple opportunities to attend multiple programs um the summer literacy blast is going to be in june for two weeks that is invitation only and those invitations were going to be sent right after spring break um so teachers have more time to collect the data on the students and and choose children the summer academy is going to be at the very end of july in through august um that's three weeks it's open for anyone that would like to join and we are offering sessions in the morning or in
074the afternoon depending on people's schedules we're very happy to provide transportation with that both to and from um and based on your guys suggestion before reached out to a couple of community camps and programs and they are also willing to work with families that are attending their programs and then prorate for them if they would like to also attend our free programs and we will also be able to provide transportation for them as long as they're within our district boundaries so that should be good news as well and then the title programs are both going to be in the middle of those opportunities um in july so registration for summer academy is actually going to go out tomorrow once you guys give us the go ahead and mrs grigitis there's no charge for any of
075these programs none at all not this summer thank you any other questions what are the ages for the summer academy so for the summer academy it's you've just completed kindergarten through fourth grade so going into fifth grade okay okay and we're going to send that out for to all the families in that grade to say okay it will go out to the entire district for registration tomorrow a flyer that will go out in their e-friday folders social media and on there has a registration link okay thank you sure mrs gragatus um these programs will be in the building they are um currently we are going to have everything in ces because that's going to help us with our transportation routes and that is also where wonder springs is taking place so it will help us
076with those children that want to attend both great thank you um this is petrina that was a motion and i think we need a second mrs epstein thank you anybody else have any questions or comments on this i'd like to just say these i'm thrilled that we're offering more programs this summer it's been a tough year and thanks for all the work you have done to put these together and mrs burke for the esy again where will esy be held esy will be held again at ridge park elementary school um and uh the attendance is determined by the iep teams great thank you all right all in favor all right wonderful thank you uh mrs suchland yep okay uh first this is a motion to approve the memorandum of understanding between the colonial school district
077and colonial education association regarding a teacher on special assignment can i take these together i guess i have to do them separately um and like a lot of things hr that's pretty much the bulk of what i can tell everybody about that memorandum um or though we discussed it in executive session so that's a motion is there a second this is petruno thank you any questions or comments all in favor okay okay and then we have a grievance settlement this evening uh this is a motion to approve the grievance settlement agree the grievance settlement agreement for payment of the spring 2020 extra pay extra duty contracts that is a motion is there a second mr shoe pack thank you any questions or comments all in favor great thank you mrs petruno back to you um
078this is a motion to approve the placement agreement in lieu of fape due to restrictions regarding student confidentiality and privacy this agreement was reviewed this evening in executive session and that is a motion second mrs suchland thank you any questions or comments all in favor great um eunice this is a motion to approve the administration's recommendation to compensate dominic kocia tax collector for the borough of conshohocken for six thousand five hundred dollars per year effective july 1st 2021 through june 30th 2025 and this is an increase of 100 dollars per year is there a second mrs northcutt thank you any questions or comments i think mr kosha has been doing this for a long time and does a great job so um i think he's well deserving of an increase all right all in favor
079thank you [Music] um okay this i guess this is also me um item g this is a motion to approve the stipulations to settle the settlement appeals of the properties outlined below the properties are 05-00-11904-00-7 located at 401 washington street in conshohocken borough property 49-0-0-4-3-0-3-0-7 located at 777 west germantown pike in plymouth township property 49-0-0 located at 311-3154 regatta drive plymouth township and 65-00-1 located at 2042 hearts lane in white marsh township great thank you and is there a second to these uh to this motion uh mrs mrs paduzi um any questions or comments on these all in favor great thank you all right mrs badouzi yes this is a motion to approve the health and safety plan for spring for spring sports as presented um and that's emotion and um sorry that's fine is
080there um a second on that motion mrs suchlin does anybody have have any questions or comments yes i have a couple of questions um the transportation considerations it it references it says colonial school district athletics will adhere to transportation guidelines established through the district 2020 the district's 2020-2021 planning efforts what does that mean provides flexibility for us if we were limiting capacity or increasing capacity uh requiring mitigation efforts such as mask wearing and that's probably going to be the biggest challenge of all the sports just because of the number of drivers that are available so we are looking at situations where we're going to have to do we i know people would prefer that we be able to go to an away game and stay the whole time but there may be some instances where
081they need to drop go do another run and then come back and pick up so uh just just intended to provide flexibility because i know with the swim team they off they encouraged parents to drive their own student if they could um to limit the number on the bus we will have a process that allows for that too but we the biggest thing is we need to be able to account for every student athlete make sure they're safe okay so generally that was made ambiguous for a reason so that you could have i'm not ambiguous that sounds like a negative word flexible flexible okay um and then my other thing was the attendance at the events i get so confused when it comes to because there's the governor's regulations and recommendations then there's the department
082of education i think but my i guess what i want to get at is if people are going to a lacrosse game or a softball game i mean we don't have an official um capacity at our softball field do we so how do we know what 20 is of our softball field um i just want to get at if our families come and stay six feet apart and we're not it's not a playoff game where there's millions of people can't we let people come if they're masked and distanced we can and what we do what we have done and what we plan on doing is make we have security on site as well as administrators and we walk around to make sure uh individuals are masked and that there are practicing physical distancing uh folks
083have been very accommodating if you're within the same family you can be by one another if you're in one of our facilities like the stadium where there is a capacity limit then we're subject to the governor's rules which are as of now increasing uh on april 4th okay so but we we managed it very well in the fall and then uh the suburban one did vote again unanimously to maintain uh no away fans at any games uh so they've just voted for that for the spring just within the past week um wow so that's that that obviously presents some challenges uh but uh folks have been very cooperative with us and they understand that this is a great opportunity to get especially seniors their last season in so they've been if we've asked them hey
084you're getting close together you need to spread out they do so so i just that's what because in tier three allowing for gatherings of more than 250 individuals i just wanted to make sure we weren't going to be telling people they only needed they only allowed two parents to come to a softball game you know if it's only if it's like if it's in a confined stadium or something where we haven't defined the rest is very challenging as you said uh when you're looking at like you know victory field or softball field something like that and then the only thing i think might be good to talk about is what mrs edwards brought up about the mask wearing i don't know if any other board members have thoughts on that to or if i don't
085know um i think i think her point about the heat and and um i've never i don't think i've ever run two miles but i play tennis twice a week in a mask and it's not necessarily as much fun but it's it's doable i mean i wish i didn't have to but it's doable so i think where it is doable great as the temperature increases and things like distancing you know distance running or are taken into account as dr christian said we can try to accommodate changes and as the numbers go down hopefully we can also make some changes so i think we start out strict and we try to keep it and then loosen up as we can is kind of the way i'm looking at it just so the board knows too the
086requirement to be able to have a season you have to have your health and safety plan approved by the board after approved it can be amended by administration we would cert we wouldn't amend it without informing the board but it wouldn't be like i could say hey listen we're going to amend it april 5th and but we can't vote on until april 20th we can we can make the change as needed in a timely manner anybody else have any questions okay all in favor anybody opposed let me see okay great thank you uh solicitors report i have no report committee reports uh community relations student life safety and wellness kathy yes on monday march 8th we met and um quick overview of what we talked about mrs burke provided an update on the covid19 staff
087testing initiative where routine tests will help with mitigation efforts i think dr christian gave a little bit of an update on that earlier today earlier tonight um we also got report back from mrs burke on the number of sap which is our student assistance program referrals and how they have not gone up this year as what we would have assumed would have happened we don't know exactly why um but it's good news um maybe those those students are getting help in other ways and we're helping them along the way and they're not needing to be officially referred um so we're hoping that that's good a good sign um mr james um said that he had been working with the curriculum committee to discuss types of professional development needed to assist teachers and having courageous conversations
088and get them involved in the diversity equity and inclusion committee that was important to note and um mr brett's came and talked about march 8th being the first day of spring sports and dr christian also reported on middle school sports and that sign up started on march 5th um and there'd be eight teams having competitions and practices and that's it okay thank you um curriculum this is fortuna um the curriculum committee did not meet this month our next meeting will be on monday april 12th at 6 00 pm thank you mrs epstein facilities management and transportation sure um the uh the new middle school building is uh coming along um and then the uh the bids are almost ready to go out for the asbestos abatement of the floor tiles of the current building um
089and then the facilities department they highlighted um a couple of projects they were doing but one of them that i wanted to point out was the um they built a temporary sound booth in the pw auditorium so the students can safely sing and record the songs for the upcoming virtual ring musical which by the way is april 16th and 17th and then april 23rd and 24th the sound booth looked pretty cool and uh mr angle was very excited for that all right thank you uh finance eunice um so in addition to the items we covered this night this evening we did meet on march the 1st mr zablowski had a whole bunch of information for us including an update on the budget progress for this year and looking at expenditures and and then pointing to
090all the work that he and his team were doing to prepare our 20 21 22 budget um and so we will continue to discuss that at upcoming meetings um and mr boski we will vote on this at our may meeting is that correct the final proposed budget is scheduled for next month april 15th because it has to sit for 30 days and then the final budget will be in june okay um so look for that um you know there's there's a lot of work that goes into that um especially with all the uncertainties out there each year for budget planning we also received an update on the bond sale um mrs boski is there anything you'd like to just briefly state about that the board at the february meeting approved the parameters resolution to allow
091us to borrow the third of four phases of new money for the middle school construction also part of that parameters was the uh termination of the uh interest hedge which is the swap that we took out in 2018 to protect from interest rates going up so uh as of next week the uh new money will be in-house and the uh and the swap will be uh terminated uh and then we have just one more borrowing to go for the middle school which is scheduled for uh january february time frame of 2022. great and then uh finally we had an update just a summary of all the coveted related funding that the district has received and the expenditures that we've made based on that funding to date and mr blasky provided a lot of extensive detail
092which are included in the meeting minutes and the the recording from that meeting so i know there have been folks with questions and the expenditures have been everything from providing additional cleaning supplies and sanitizing solutions as well as ppe additional technology for our students providing chromebooks additional monitors and other material necessary but both for students and for teachers in our classrooms new classroom furniture modifications to the cafeterias and water fountains additional expenditures for zoom accounts um then we're also looking we as we discussed earlier expenditures to support our students academically by the summer programs that are offered this year um and the additional personnel we needed to deliver education this year so you know there were a number of funds received but they've really they were much needed and have been well used by the
093district and that is my report all right thank you human resources beth no report all right um eunice back to you for this tech school report thank you um just a couple of things um one i i spoke about this last month but just a reminder especially to our families with students at the tech school the of the great um sort of clothing uh closet program that has been offered there it's called the king's debt den and you can check out their website at the kingsden.net and it offers students at our tech school the opportunity to order several items of clothing each month depending on what they need it all comes nicely packaged up as if you'd gone shopping at you know macy's or your favorite store and helps our kids you know with whether
094they need a coat or with something to wear to work and you can also go to the kingsden.net if you have donations and would like to make arrangements to drop those off to the tech school and so i just want to highlight that because it's a wonderful program and i know it's getting lots of use and they're getting some wonderful donations another thing to highlight is that 15 pw students who attend our tech school um meddled in the skills usa competition at the regional level um and three students got gold medals and we'll go on to the state level competition skills usa allows kids to highlight their career skills it's a career competition event that showcases the best career and technical education students in the country and their competitions go all the way up to
095the national level and it's a great way for kids to highlight what they've learned what they can do and it brings in people from their respective industries to judge those competitions and it's wonderful for confidence building as well as for kids who are looking at post-secondary education or job searches so just we want to congratulate our students they do incredibly well at the tech school and we had a wonderful showing from our pw students and that's my report okay thank you intermediate unit jen no report sorry it's okay thank you uh legislative kathy do you have anything you want to fill us in on no you're not jeff or dr christian do you have anything you want to share with us doctor can i just ask a question i i don't i mean it's sort
096of curriculum it's sort of legislated i guess it's kind of legislative in a sense but um what's the story with pssas this this year um bring this up i don't know about another time and i've heard that there's some flexibility potentially and i'm just curious what the you know what the what the state is telling us been a lot of discussion and a lot of hurry up i would characterize it as hurry up and wait for uh responses uh we are still required to give pssas there is flexibility on the time uh up from from you can they can be administered through the end of this school year over the summer or in the fall so mrs gragatus and her team and the principals have been working on uh what we what our plan is
097and we'll be uh we anticipate that we will be offering them in may we wanted to make sure we had the kids back for several weeks before we did that um there was some discussion mr shupac that they would be not required to be administered this year but that is not the case they are still required to be given um uh but it is does present some challenges uh for those who are virtual uh versus those who are in person so at the next curriculum meeting uh on april 12th we'll have a presentation on that um but as some districts are giving it in april others are giving it over the summer it's uh it's kind of an interesting approach this year but there was no waiver uh approved thank you for thank you i'll
098look forward to that presentation in april okay uh any municipal or community liaisons have a report yes for conshohocken green conchi also known as the conshohocken environmental advisory council announces its 2021 contract and spring community cleanup it will be held on saturday april 10th from 10 till noon 10 a.m till noon and all volunteers will be provided with free cleanup kits masks shirts and everyone will gather at the contract and veterans association at 300 east fifth avenue uh where supplies will be given out and volunteers will be given their area for cleanup and if for more information you can look at the contract and environmental advisory council's facebook page or contact them at greenconshohocken gmail.com and information about tree planting in cyclist park later in april will be passed out soon thank you thank you
099anybody else have a report i do um for plymouth last week plymouth township's newest police officer was sworn in christopher kearns and he was a philadelphia police officer for the past six years and he was chosen from a group of 352 people and he was the ones chosen and there are a few spots remaining for the community center spring break camp which is march 30th 31st and april 1st and you can call the community center if you have questions about that and plymouth township day date has been set for june 12th and it is where it usually is in east plymouth valley park and it's going to be from 10 a.m to 2 p.m this year thank you jen and for uh and for white marsh um a few things to note one is um
100there is a survey about a new trail that white marsh is considering called the miracle nature trail that closes tomorrow um so go on the township website and fill it out it would be sort of connect along the the pico corridor from down by springfield station kind of up to near the the wawa and butler pike so that's that's a an exciting exciting project in development um on march 20th from 10 to 12 jeans library is taking donations of new and gently used children's books at the library between 10 10 10 a.m and noon there's a limit of three boxes per guest and if you're bringing 10 or more books they ask that you register in advance i also wanted to note that beginning march monday march 22nd flower town road is scheduled to be
101closed between joshua road and and franklin way i know that may impact some of our families and probably some of our transportation routes as well um but but um i just wanted to make sure people aware of that i don't know how long it's scheduled to be closed but i believe it's around you know it's it's going to be an around-the-clock closure um so i just wanted to make sure folks knew about that and then also um the white marsh white marsh parks and recreation is currently looking for camp counselors um you could be i think 15 or older or to be a cit 14 or older in the application deadline for the summer white marsh camps for counselors uh is april 1st okay thank you uh colonial education foundation rosemary uh yes the feel
102the love campaign is continuing through march 31st for a five dollar donation of message of love and appreciation can be sent to a staff person and on wednesday april 21st registrations have just opened for a virtual tour and wine tasting with karamora state wines and all those who are participating in this two hour live tour and tasting we'll be able to pick up three caramel estate wines edibles from digiacomo brothers catering and dessert from sweet bangs and so it'll be there'll be some tasty treats um while learning about the history of the caramel property and winery and uh caramel state will be donating a percentage back to colonial classrooms through the colonial school district education foundation annual fund all right thank you very much um also in board docs are for your information our activities
103accounts athletic accounts building report and curriculum report if anyone's interested in looking at that and um are there any further public comments uh dr christian or drew i have one to read before i turn it over to mr bogley this is from aaron celino plymouth township i know that there was a huge paving project for ces and pw this past year would it be possible to have plymouth elementary's playground which also doubles as the car line area looked at there are numerous new potholes and old issues as well with more cars on the lot each day and the winter weather is not in it's not in great shape and become unsafe for kids running through it as well as at recess um so the board and we'll bring it back up next month at fmt
104the board take did take a look at a priority list for capital projects for the next five years and we know that uh mr lally recommended continuing our paving not just at plymouth but at multiple schools you know whether we're able to do it all the elementaries the remaining schools this this summer or we have to do it over two years that's to be determined and those schools if we have if we do it over a two year process we'll certainly do the appropriate patchwork that we need to do to make it as safe as possible so if you remember too we were talking about replacing the generators at all school is two of the major priorities um so joe will uh joe will be here he's actually watching now he had a conflict at
105the start of the meeting and i forgot to let him in so i apologize joe but he'll he'll be at the fmt and he'll be at our next board meeting too mr buble do we have any public comments i do not see any raised hands at this time are there any comments from the border administration okay saying none this meeting is adjourned thank you everyone
