009be returning on monday october 19th in a hybrid schedule our six to twelve students will be returning october 26th we certainly want to ensure the safest possible environment for our students and staff and we remind parents to closely follow the established guidelines on when to send children to school all this information is posted on our covit 19 hub on our district website but our principals will be sending reminders as well please do not send your child to school if you have traveled to any of the states where there are high numbers of coveted cases we've provided a link on our website there'll be a link in the email that allows you to check that list of states and it's updated every friday a 14 day quarantine and virtual only learning is required for students returning

010from those states if your child's not feeling well and you have questions as to whether or not you should send them to school we've provided a chart uh on our website that you can follow and we'll be sending reminders this weekend specifically if your child has a fever or other symptoms that may be related to cobalt 19 we need to err on the side of caution and keep everyone safe we will send this the graphic that we have it provides guidance on that is on the website and we'll send it to each of our families remember students coming to school must wear a mask except when eating lunch or at least when six feet apart which we can provide at recess the district is also following universal face face covering guidelines established by pennsylvania and

011the montgomery county department of health more specific information will be coming home later this evening once again from your principals as we begin school next week students who do not have an appropriate mask will be provided one students who refuse to wear a mask or face covering and are not exempt from doing so may face exclusion from school it's not something that we want to do but we need to err on the side of caution as i said we'll be following up sending an email to all families and reminders from the specific buildings please remember there'll be increased traffic on our roads as students return to school we're very grateful that many of our families have opted out of transportation so that we're able to limit the number of students on our buses to approximately

01222 to 26 students per bus transportation notifications went out to all of our families yesterday and we've been processing requested changes throughout the day today i'm sure there will be some additional changes that are coming and we will process them as quickly as possible in mr brown's office because of that increased traffic please be patient as we welcome our students back next week particularly at our schools like bridge park where we have smaller roads leading up to the schools and obviously at white marsh as well where joshua road can get back up and we certainly appreciate the efforts of our local police departments who will be assisting with our arrival and dismissal times as well as colonial security officers thanks for your diligence and working with us and most importantly your patience as we ensure

013a safe return to school for our students we look forward to welcoming our kids back next week thank you i have a motion to approve the personnel report and extracurricular contracts as outlined in items 9b and 9c board action is requested for the recommended personnel changes appointments for promotion employment or transfer are subject to the presentation of valid credentials employment verification documentation and the state mandated requirement is there a motion to approve the superintendent's report chris second step uh any comments or questions on the superintendent's report i actually have a couple questions um one uh i'm just curious sort of what the official mass policy is obviously kids have to wear masks or face coverings but um what style are we requiring a certain style of masks um or to put it a better way

014are there certain kinds of masks that would not meet our our guidelines thank you mr shupac the mask must cover uh the nose and the face and must be secure so our preference is one that can be tied behind the head as mine is or wrap around the ears we're also we have a it's up on our website uh further details about that so anything that is loose fitting or continues to fall we will provide an appropriate mask the cat we have purchased thousands of them uh so if we have any child or staff member that needs one we're able to provide it and we're also able to procure through a grant an additional 5000 which came in last week and and if could someone wear a face shield in lieu of wearing a mask

015under the pennsylvania guidelines uh from the governor's office that is acceptable we are asking families to wear a mask however we do have some special education students though who are requiring to wear a face shield and we have exemptions we're handling those on a case-by-case basis uh my mic was off this is i'm getting used to it again um all in favor okay that's everyone thank you student representatives report thank you we would like to begin our report with white marsh elementary they will be welcoming all hybrid and virtual students on october 19th hybrid and virtual students came to school wearing their team shirts for the first three weeks the school improvement team met for three hours after school on october 13th to review math and english data the life skills classroom participated in a

024a first-rate basis policy 113.1 discipline of students with disabilities policy 705 facilities and workplace safety and policy 815 acceptable use of internet computers and network resources do i have a sec second are there any questions or comments from the board on any of these first read policies all in favor any opposed jim motion to delete the board policies outline below these policies were reviewed and recommended for deletion at the october 2020 policy committee meeting policy 311 firearms ammunition and other weapons policy 318 conflict of interest policy 418 conflict of interest policy 518 conflict of interest and policy 349 early retirement is there a second this is petruno and i'd just like to make note that these are deletions because they're duplications not necessarily because these issues are addressed in other policies um so we do

025have a firearms uh policy elsewhere and conflict of interest policies elsewhere um any questions or comments from the board all in favor any opposed okay thank you people services agreements mrs patrono this is a motion to approve the physician dentist agreements as outlined below for the 2020-2021 school year dr miller for an annual retainer of 1886. and an hourly rate of 131 dollars the drexel medical group for sports physicals and attendance at home football games for an hourly rate of 131. and dr smith um for her student mandated service rate of 3.60 is there a second this is such an any questions or comments on these services all in favor okay thank you agreement approval of mrs suchland uh yes this is a motion to approve the agreement with the atlantic group to provide temporary

026tech support services to the district uh i guess mr vogle is over there can you speak to this or should i have you yes we uh with the number of devices that we've uh disseminated to the district plus the number of additional technology uh emerging technologies that we've purchased um asked mr bugley to seek additional help so that we have our buildings covered especially next week uh so we have some temp help coming in uh to help troubleshoot any technology issues we may have as we open up so will they be working with mr bugley are they like a help desk or what they'll be working directly they'll be deployed uh to the buildings to help our existing staff uh resolve issues as quickly as possible okay that's great how many are we bringing we

027just have one right now we're hopefully expecting another um so we were looking for two people just to provide uh extra set of hands that's great we already have folks deployed to every building everybody has an assignment but it's good to have in our larger buildings a couple of people great okay so that was a motion is there a second thank you any comments or questions from the board all in favor okay thank you mrs suchland you want to continue sure a motion to improve an independent contractor agreement with jennifer goldman mma to provide assistance with respect to covid 19 related matters effective october 15 2020 and i i believe this jennifer is going to be the person that's going to be helping our hr department with uh contact tracing correct that's correct okay is

028there a second and i'm not excluding any of you who are on zoom i just can't read and see the screen at the same time for seconds so just letting you know that um any comments or questions from the board all in favor thank you continue mrs this is an unusual night for me um okay uh this is a motion to approve the administration's recommendation for the approval of the memorandum of understanding dated october 15 2020 between the colonial education support professionals and the colonial school board of directors regarding ushers of sick leave for quarantine purposes under the ffcra that is a motion is there a second mrs petruna um are there any questions or comments all in favor thank you last one mrs suchland uh this is a motion to approve the continuation of

029the memorandum of understanding between the teamsters local 384 and the colonial board of school directors first approved in june 25 2020 regarding usage of vacation days through august 31st 2021 and again this is just recognizing that our folks are working really hard and they haven't had the opportunity to take vacation given all of the restraints that we've got going on and so we're extending that time and that is emotion is there a second this is epstein any questions or comments all in favor thank you um mrs paduzzi yes this is with regard to the pw high school and colonial elementary school paving project change order this is a motion to approve change order for john derocco general contractors in the amount of 29 248.99 for additional line striping asphalt for level leveling replacement of manhole

030manhole riser inlet grate and work to rebuild pedestrian ramp and curb this is a motion okay thank you is there a second are there comments or questions um we have i have a question um so the with this change order we are now approaching almost a hundred thousand dollars in change orders on this project am i correct in my understanding yes the board approved sixty eight thousand dollars nine hundred sixty eight thousand nine hundred two last month and then this would be 29 248 additional so that's just about 20 of the original uh contracted budget correct yes so we're okay with that to having projects run twenty percent over um i i realized that perhaps you know some of these things were unavoidable but were there perhaps issues in how the project was scoped um

031you know it's concerning that we would be this far over on a project correct and perhaps mr zablowski or dr christian you know is 20 an acceptable overage well we budgeted over a million dollars for it the bids came in at 775 000. 29 000 went was approved by the board and for additional paving because we removed the tank down by the maintenance building because we're using to get the tank over at the bus depot that we net the district now owns we also had to remove and replace 488 feet of linear linear feet of concrete curbing and then additional asphalt when they did the milling for base repair so that's 70 that's about 70 000 right there so that was all discussed and approved so this is um the additional items include additional line

032striping for accessible and this accessible visitor parking spaces as requested by the district additional asphalt for leveling low spots in excess amounts included in the paving allowance replacing manhole riser and lid at the previously paved over location replacing bicycle safe inlet grate uh and rebuilding a pedestrian ramp and curb cut at the high school to eliminate a low spot in the paving so uh we never want to be we certainly would like to be as close to the contract as possible i think it's still well beneath the uh budgeted amount um it's not something dave or i take lightly but we think these improvements were critical to finish to making the high school uh and portion of ces uh suitable for driving suitable for walking suitable for bicycling so then the 29 000 that we

033are approving tonight was for a portion of paving that we had never intended to do because we had removed the tank so we had never intended the tank was already approved tonight that was that was a okay that was last month the additional that was part of the 68 000. okay 69 000 uh that the board approved last month okay the majority of tonight was uh for additional of tonight's 29 18 000 of it is the additional asphalt for leveling the low spots in excess amount included in the paving allowance okay it was about nine dump truck loads of material and the work has been completed okay thank you are there any other questions or comments from the board well so i just understand so this is stuff that was identified after the project as

034additional improvements that we wanted to make so last month at our fmt when we were talking about it joe went over these items mr eric janelle was available but if you remember we couldn't get his mic to work during the zoom so joe tried to go over it and then i emailed the board the information today but i should have sent it out to the board sooner i apologize i'm good with it thank you any other questions or comments all in favor opposed [Music] mr sherman did you get that okay solicitors report i have no report committee reports community relations student life safety and wellness mrs northcutt no report this month curriculum mrs petruno um thank you the curriculum committee met on monday um via zoom mrs gragatus shared colonials professional development um three areas

035of focus for this coming school year they are colonials diversity equity and inclusion initiative the virtual hybrid learning and social and emotional learning um mr james shared the diversity and inclusion goals and he is looking forward to being here at colonial and getting to meet with our staff and students and focusing on making connections with them as he starts his new position so we're very happy to have mr james with us um mrs gragatus then went on to provide an overview of what has been happening with the professional staff in preparations for the hybrid model she highlighted resources and useful tools that are available for parents and staff on the covid19 hub located on our district's website our curriculum supervisor shared information on what instruction will look like within each of their content areas and

036helpful tips were also shared from master teachers um to help students returning to schools and everyone is looking forward to the return of students next week and then again the following week for our secondary thank you mrs padusi facilities management and transportation yes we had a meeting on september 21st and i know we approved the minutes but i'm just gonna briefly go over some of these things um the middle school i don't want us to forget that we have an amazing middle school currently being constructed um you know so much going on in our lives these days um but very exciting stuff happening over there on belvar belvoir road um so don't forget about that things are going well um uh the paving and lighting project update uh we talked about that we're looking to

037um you know finish up those that change order as we discussed to get those finished and then one of the lengthy discussions that we had was about school building ventilation which with our students coming back to the buildings on monday uh we wanted to make sure we were going over all of the cdc requirements and recommendations for levels of oh geez i'm not the epa person but you know the levels of stuff that is necessary for our students and staff to be safe um and mr lally went through all of the buildings and um you know made us feel much more comfortable um not that we already weren't but just assuring us that our um the air that our students would be breathing is is is above uh all recommendations um we are looking into

038solar energy with our um with the new middle school we have further uh conversations to be had with regard to that and then also we were talking about um possibly getting uh new scoreboard and benches for our pw field um so that'll be that'll help with social distancing on the field those will be additional benches and if any of you have seen the scoreboard it might be from 1972. sorry um so it'll be nice to get a new fancy school board in there um and that's really about it our next meeting i don't remember when it is but it'll be posted um so feel free to join us when we go over some more stuff that's all i have thank you finance uh yes the finance committee met on monday october 5th to discuss last

039year's budget this year's budget and next year's budget last year's budget was significantly impacted by the spring shutdown caused by the covet 19 pandemic cost savings associated with that shutdown and one time savings caused by deferred borrowing for the middle school project resulted in the district ending the year with a surplus of approximately 7.4 million dollars and that's the unaudited figure of that amount 2 million was transferred to the capital reserve budget for projects such as the repaving re-lighting of the parking lots at the high school of the remaining 5.4 million approximately 3 million is included in this year's budget which enabled the district to lower the tax burden on our families the district also anticipates that the impact of the covenant pandemic on district revenues will be felt strongly over the next several years

040the finance committee also reviewed the approximately 1 million 269 thousand dollars the district has received in covet 19 relief funds from the federal state and county governments the district has used these funds for a variety of purposes related to the covet 19 pandemic including for the purchase of ppe cleaning and disinfecting supplies and equipment the purchase of technology for our students and staff for virtual and hybrid learning and to address staffing needs caused by the pandemic finally the committee received an overview of the budget process for the 2021-2022 fiscal year for mr soblasky including key deadlines the pennsylvania department of education announced in september that the act one index uh for the 2021-2022 fiscal year is three percent and that concludes my report thank you um mrs suchland human resources uh i don't really have

041a report per se i just want to um thank everybody well up until this point um for the administration and every staff member in every group that you work in um what we have done so far and the way that uh the virtual learning has gone and the way that the staff in the building says has cooperated and worked together is just really something to behold i personally had five um conferences today for my kids for my son for high school and every teacher uh showed me how they were working and how they were working with the new technology and how they were getting across and how they were showing math and how they were doing all these different things with and it was unbelievable to me what they have learned to do and figured

042out to do in this short period of time and you know everyone's going to come back next week in some form or another or they're going to stay home and it's not going to be perfect but it's a start and i just want to thank everybody in advance i know everyone's anxious about it and excited at the same time and so i just want to ask the families to be patient with your teachers be patient with administration uh they're all really just working as hard as they can to make this go the right way and i just want to thank everybody for that thank you uh policy chris uh no other than what was already covered in the meeting today i have no additional report thank you um central montgomery county technical high school this

043is franklin becker um so central monco has reopened its doors for all returning students who choose to attend and they're attending as we've discussed in the past in cohorts based on their schools so pw students are attending on fridays in person if they're returning students and choosing to attend that model as well as some additional hybrid education it's going extraordinarily well participation rates are over 90 percent which is really wonderful as far as engagement from our students we did have a brief closure this week due to the water main issue and that affected some parts of plymouth um township which affected only the norristown students but we've reopened the doors and were able to have students in the building i want to commend the staff and the administration at the tech school for all of

044the innovative work that they've done to make sure that students who are at home have all the equipment and kits that they need they've home delivered hundreds and hundreds of kits of you know cosmetology equipment and tools and and materials if they're in the cooking programs so they've done a wonderful job with that um they've purchased some innovative equipment like a 3d anatomy simulator for the students in the healthcare programs and have hired staff who have expertise in that so um students in the healthcare programs are getting wonderful experiences um and they're just continuing to do a wonderful job with all 940 950 students who are attending our tech school and just learned at our meeting this this month that the tech school has an education foundation that was just approved by the irs so

045we're excited to be able to continue a lot of the great fundraising activities that the tech school does that help alleviate the burden to the the taxpayers um from all the sending districts on um so that the tech school can continue to deliver these wonderful programs and uh you know we're just thrilled with all the work their staff are doing and the resilience of the students who are learning in this new way that's my report thank you uh intermediate unit jen yes um dr george has had his last day at the iu and dr regina speaker has officially taken over and we welcome her and on october 1st the iu board members and staff had a car parade for dr george so we could say goodbye in a socially distant way and everybody decorated their

049going and i'd also like to thank those special ed teachers and aides and everyone who's involved in those programs for the incredible job they've been doing to keep our special kids safe and to educate them in the buildings the whole time we have been the rest of us have been virtual so mrs burke can you just give us a quick update thank you very much that's very kind of you um our teachers our paraprofessionals our instructional aides our related service providers speech and language otpt have been providing uh services for about 55 students um who have ieps um five day four days a week i'm sorry five days a week from nine to one um since uh i believe it was uh the first week of september the kids have been doing great they've been

050making tremendous progress on their goals their iep goals are very proud of them and uh they've been really um surprising us with their tenacity and their ability to tolerate um the restrictions that have been unfortunately placed upon them but yet find ways that they can interact with their peers and also make educational gains so i i personally thank all of our staff who have really um been like the canaries in the coal mine if you will they've they've gone in before anybody else and really have tried some things and have shown that where there's a world there's a way and as problems come up and they do and as about obstacles have presented themselves um we've put our heads together and figured out ways that we can make things work in a safe uh fashion

051so i thank you for your shout out and i in turn shout out to the staff as well thank you one more thing i neglected um i got a text from somebody asking why our meeting looks like this and i probably should have started off with that um the board talked about and and decided that perhaps if uh we felt that if if everybody's going back to school on monday and the teachers have been in the buildings and we'll be in the buildings with students that those of us that were comfortable coming in should come in and have a live meeting so it was totally optional some people were not comfortable with that um and it was totally up to anybody it's our little hybrid version here um mr bogley thank you and your staff

052for pulling this off we didn't know what it would look like tonight i hope for those of you at home you were able to hear both those who were on zoom and us in the boardroom and i'm sure we'll get better at it if this is the way we have to do it in the future but some reports about echoes but we'll we'll address that and i did get one one comment from somebody that they had trouble hearing us more than the zoom yeah so but anyway i just wanted to put that out there so that's why it looks a little odd tonight um mrs moore can i just ask that if if we continue to offer this this format that those technical experts on our team work on a way so that you can

053see everyone so that everyone on the board has the opportunity if they want to second or make a motion as much as it is mine i can't i can't see the screen with without glasses and i can't read with glasses i was keeping an eye and i was trying to see if i saw you guys raise your hand to let her know and and never when i looked up did i so i apologize if i missed one of you but i was looking yeah so we will we will certainly try to improve each each meeting and the echoes are very difficult for those of us participating by zoom any other comments or questions i do um so dr christian i appreciate in your report you read the letter that's going out i just want to

054reiterate um to our families obviously to take care of themselves i'm afraid that people are getting complacent and for those of us who have been out and about and for those of us who may have our students playing sports whether they're indoor or outdoor i see people getting more comfortable and this is the time to not get comfortable this is the time for us to really um buckle down and i mean i went to my daughter had a volleyball game and there was very limited people in there very very limited people in there and i said to the couple of parents i said is this going to last because i said if we take care of business and we are responsible and our students are responsible then there's no you know then we can control

055what we can control so i wanted to say that but also ask dr christian morning morning announcement that all of the schools um do they happen virtually um do they happen obviously in person i'm assuming the answer is yes um will the principals and staff there make remind daily reminders of wearing a mask and washing your hands i mean i know that seems so redundant but first for students who haven't done this before i think we have to be that repetitive you know like really hammering at home when you sneeze you leave your mask on you know when you go if you need a new mask you ask your teacher i just want to make sure that we're i'd rather beat it to death and not address it at all yes covet hygiene is that

056one of our top priorities okay and so dale yeah so just daily announcements and things like that i'm sure all the principals are going to be on top of that just so that the families are comfortable and and reinforcing with their students um the things they need to do as well i just want to take a chance to say that certainly any other comments from the board or administration i just wanted to ask if at some point now that we're getting close to the opening of elementary school if we could just get from the administration at some point a breakdown of how many students um are attending monday wednesday versus tuesday thursday um and then also get that for the sort of the middle school and the high school level just to sort of see

057how things are are balanced out yes i can provide that tomorrow morning thank you you're welcome anybody else have anything all right seeing none the meetings adjourn whole thing [Music] you
