Welcome and good evening to the board of school directors, to the staff and community members joining us tonight, and those tuning in on the Council Rock YouTube channel. Unfortunately, tonight our cable TV channel is temporarily out of service. However, you can see the board meeting on YouTube. You can stream it on YouTube uh as we as we have the meeting and as soon as we get that TV channel fixed, we will be airing tonight's meeting there as well. It's hard to believe, but we are a mere 11 days from welcoming back students for the 2025 2026 school year. The summer season will soon yield to the fall and the hallways and playgrounds in our district will be just as filled
003as your family calendar. The pace of life may feel quick quickened with the return to school, but we adults, council rock administration, staff, teachers, and the school board are in the business of educating children. Even as our high school seniors stand on a threshold of adulthood, they still require the same care and nurturing as our youngest fullday kindergarten students. As gatekeepers, we must never lose sight of the fact that our students remain vulnerable to the negative effects of technology, social media, and AI. To that end, this year, Council Rock will offer parents opportunities to learn what steps they can take to ensure internet and social media safety. Additionally, in continued partnership with organizations such as the FBI, the Secret Service, and the Bucks County District Attorney's Office, we will equip students with practical resources to
004navigate technology and stay safe online. These programs will also address more complex topics related to internet use and artificial intelligence, ensuring that students are informed, prepared, and supported as they engage in today's digital world. This timely and responsible approach supports our community as a whole and reflects our commitment to keeping students first always. Tonight we pause to celebrate two gentlemen who have given the gift of time to the Council Rock School District and our students. Our first recognition tonight is to our board president, Mr. Ed Tate, who the Pennsylvania School Board Association has recognized for his 10 years of service to public education. Mr. Tate has served in many capacities while a board member including a committee member, CRF liaison, board vice president, board president. 10 years is quite remarkable. It's a remarkable amount of
005time to devote freely to the betterment of the Council Rock School District and we are grateful. PSBA's honoral of school board service program proudly celebrates Mr. Tate for his decade of long-standing dedication and service to the Council Rock community. PSBA has sent me to share with Mr. Tate a letter as well as his uh certificate acknowledging his 10 years of service to the Council Rock community. Please join me in congratulating Mr. Tate. [Applause] Tonight we also celebrate Mr. Harry Neman, a senior adults for greater education or sage volunteer who has devoted nearly three decades to council rock students. Harry is a spry 93 years young. He is a retired and proud Marine and a graduate of the University of Notre Dame. Mr. Neman was a founding member of Sage when it was created right here
006in Council Rock in 1998. Over his 20 years of Sage service, Harry has shared his wisdom, knowledge, and unwavering support with our students. It's hard to say who has benefited more, our students who were inspired by Harry's energy and gener generosity or Harry himself who treasures the many connections he has built with them. We are thankful that Harry is here with his son Dan. Mr. Neman, on behalf of the of a very very grateful Council Rock community and the countless students you've nurtured, thank you for your dedicated service. I would also like to acknowledge some other members of Sage, Kathy Reeves and Burl Katz, who began the program right here in Council Rock. And I would like to ask Mr. itate to join me at the podium because we have some certificates for Sage volunteers

We have a few important reminders to help families prepare for the upcoming school year. The first day of school for students in grades K through 7 and grade 9 is Tuesday, September 2nd. The first day of school for all students in grades K through 12 is Wednesday, September 3rd. And remember that beginning this year, Council Rock offers a full day kindergarten program. Our full day kindergarten program is fully prepared to welcome our youngest learners for the inaugural year of full day kindergarten. Our teachers and administrators have been hard at work all through this summer building a rich, engaging curriculum. Our
010facilities teams are making sure each kindergarten classroom has the tools needed to create a safe, nurturing learning environment. But it is our incoming students, the class of 2039, that really has us energized, excited, and extremely happy to get full day kindergarten off the ground in Council Rock. Please note that the Home Access Center or Hack opened on Monday, August 18th. The hack provides important class assignments, transportation, and school schedules for students. The district's emergency communications rely on the contact information you as parents provide in Hack. So, please review and update your contact and demographic information before the start of the school year. Once again, we would respectfully ask parents to go into hack and update their um contact and demographic information. The food services point of sale system is now my school bucks. Parents and
011guardians need to create a new account in My School Bucks. You can find details and information that you need on the landing page of our website. Once again, My School Bucks will be employed this year and parents will need to make sure that they go in to create a new account. It's also extremely exciting for me to bring in front of the board this evening a candidate that we would like to recommend to the board for hire in a position of a supervisor of special education. He thought he found greener pastures at a neighboring school district and we were fortunate that he rose to the top of a rigorous interview process and we are happy to um ask the board to consider Dan. And I would respectfully ask Mr. if you would check with the board if we could move personnel actions up tonight so Beth knows if we're going to hire Dan or not. >> Let me finish my report first. Monday, September 8th, is a policy committee meeting, 700 p.m. at the Chancellor Center. Thursday, September 11th, is a finance committee meeting, 7 pm at the chancellor center. Thursday, September 18th is a board of school directors meeting, 7 p.m. at the Chancellor Center. Thursday, September 25th is an education committee meeting at 700 p.m. at the Chancellor Center. This is a time of year when parents and families seek information to prepare prepare their students for the return to school. The board has our written report. I would like to note for the public that the board met in executive session on August 14th to talk about a confidential student matter and real estate. >> Thank you, Mr. Muso. Um, regarding that confidential student matter, I'm going to read a brief statement. Council Rock School Board leadership and our administration feel that it is necessary to respond to a public discussion of a disturbing incident last spring involving illegal AI generated images. First and most important, we share the deep concern of Council Rock parents about the well-being of the students affected by this situation.
016We have worked hard to address it in a compassionate and ethical manner. The school board had spent hours discussing the situation and reviewing administration recommendations. However, due to federal and state laws, including the family family educational rights and privacy act, and because this situation is now in the hands of law enforcement, we are very constrained in what we are permitted to share or discuss publicly. Second, the district has fully cooperated with law enforcement. That began the moment that district employees first received the first credible reports of these images. In fact, they shared the report with law enforcement just minutes after receiving it. Please keep in mind that there is no reason to believe that this occurred on school grounds or during school hours, which is why our district was required to step back and allow
017the legal system to resolve the matter. Going forward, we have found a reasonable path that should properly serve the best interests of all students involved. We will continue to work with the students involved and their parents. We know this issue is extremely challenging for students and parents and we very much appreciate the community understanding the limits of what we are permitted to address publicly. You can be confident that the board is fully engaged and shares the community's concerns. Thank you for your understanding. and we'll move on to public comment. Public comment is an opportunity for members of the public to address the board. When speaking to the board, we ask that you limit your comments to no longer than 3 minutes. Please consider the fact that there may be young children in the audience or

Um also, uh number nine of policy 234 under counseling. I'd like to hear the parameters of counseling defined because this is on the school grounds and are the apparent are the parents alerted to pregnancy conditions. In addition, I hope this counseling does not include CUTH services and I'd like to know about that answer too. Um, and I just have another question regarding number seven where it says allowing the student flexibility in sitting and standing and changes in physical space or supplies including carrying water. Um, that seems really basic, carrying water. Maybe I'm missing something,

Uh, the IU met on Tuesday, August 19th, just a couple of days ago. Uh while many items were discussed, there are a few highlights as always I would like to bring to your attention, particularly this month as it pertains to the Fab Lab, which is an amazing resource that we are so lucky to have right in our backyard. Starting in the 2526 school year, there are now three mobile Fab Labs.
024So those are three small vans that travel throughout the county and they're loaded with all sorts of amazing steam gear. So, all sorts of fabrication tools and equipment that uh they use right in our elementary schools across the county and here in Council Rock. Uh they have a goal of visiting every elementary school in the county this year. So, it's a big goal, but now with three mobile Fab Labs, I think they'll be able to accomplish it. And I know, you know, my own kids are very excited when the Fab Lab visits their school. It's really an awesome opportunity and they all really look forward to it and are really excited after. The Fab Lab now employs six full-time employees and about 20 part-time employees. Last year they worked with 23,600 students throughout the county.
025The Fab Lab is also launching 10 new programs this year. So, if your child is interested in robotics or Legos or drones or computer programming or other steam subjects, you definitely want to check out their website. They have after school clubs and Saturday clubs in a lot of areas and your children are all invited to participate in them. They do fill up so so definitely check as soon as you can. Um, and I just want to um, again reiterate how lucky we are to have this right here in our backyard and I hope that our Council Rock students will take advantage of it. >> Thank you, Miss Oeki and Middle Bucks Institute of Technology. >> Uh, we did not meet uh, good evening everyone. So, the policy committee met on Monday, August 4th to discuss several student related policies for first and second read. Um, we do go over uh policies that have already been in place and as in addition to adding new policies, most of these policies are written based on the recommendation of Pennsylvania's uh school board association. Um right now we're
027reviewing all the student related um policies and policy 207 which was uh confidential communications was discussed at length and it was clarified that the policy's only purpose was to give permission to administration to release student confidential information under qualifying circumstances. So there because that was under discussion and we um changed some wording which was reviewed by the solicitor. We'll move to accept that version separately from the other policies. Uh in addition policy uh 255 is being retired as the topic has been further defined in other policy. So the first read policies regarding suspensions, pregnancy, student responsibility surveys and student assistant programs. And our next policy meeting will be Monday, September 8th. So I um I will move to approve consent item agendas uh B through K. And no, that's correct. B through J. Sorry, I'm

030we could get the answers to the questions that were asked. >> So um just a unlimited scope of some of the language changes um particularly with respect to the burden falling on the employee the student versus the the um school district in providing medical documentation and so on. that came from state law indicating that schools whether it's students or employees need to provide reasonable accommodations for pregnancy even without medical documentation. Um medical documentation is no longer required for you know very common accommodations that are needed for people um who are pregnant whether it's a student whether it's a staff member. Last facilities meeting uh was August 7th. The floors projects and painting which were part of the summer projects
032were completed. Reviewed were change orders to a couple of projects at Richboro Elementary and Churchville as well as a couple of service agreements from Seammens and Johnson Controls. For the master plan, there were 19 firms and five construction management companies RFPs received by re received and administration will be working on them to present to the board in the October facilities committee meeting which is October 9th. As an update to the chancellor grant from the government, I followed up with the congressman's office and they state it should it should be still in sometime in October time frame to hear if the grant would be approved or not. However, anything is possible and we'll hope to see and we'll continue to follow up on this. The next facilities meeting will be September 4th and I move to

Um, the finance committee met on Thursday, August 14th. Um, and Mr. Rap again reminded us of the new vendor, the My School Bucks, and um, Dr. Senko also brought it up. I just wanted to mention that any remaining student balances from last year's account have been automatically transferred. So, uh, then we had, uh, Mr. Kevin Karpuck from Cornerstone Management Company came to give us a cash management update. And for the fiscal year ending July 30th, the general fund earned approximately $6.6 million,
034which was about a million dollars over what we had budgeted and we have again budgeted for 5.5 million in earnings for the 25 26 school year. So I want to thank uh Mr. Karpuk for his diligence. And we will be moving to uh BCS for the district's stop-loss health insurance um for an actual savings of $156,000 in premiums from last year. Uh this insurance covers the high dollar claims that go over uh $325,000. The district is self-insured for all claims under that amount. Um, we'll also be voting on continuing several software agreements as well as our child care services agreements with champions for before and after school care. Um, administration put out a bid for equipment and supplies needed for our sensory rooms for the autistic support program and we will also be voting to
035accept the three bidding vendors. Um, we purchase each item from the vendor with the lowest bid for that specific item. And we're expecting to uh get our final audit completed by the end of September. Our next finance committee meeting will be Thursday, September 11th. Um and we already >> approved. >> I think we have B through K and we also have N. >> Okay. Before we go there, did >> did you have something you wanted to report also? Okay. >> Um I would like to make a statement regarding school funding. Um, first I want to comment on the federal funds that had been promised to cancel rock and then frozen by the federal government with one day's notice. At our last meeting, this board stepped up to demand the resources that our students expected and
036deserve. We passed a resolution calling on our elected officials to take action to ensure restoration of the promised funds. As I think you all know, after the outcry from us and other public education supporters around the country, the funding was restored. But public education remains under threat with very significant cuts to the Department of Education and we as board members have a responsibility to fight for our schools and our students. We are also facing yet again a budget impass at the state level that is threatening to delay funding to school districts throughout Pennsylvania. I'm sure I speak for my board colleagues in saying that state school funding is absolutely critical and our governor, Senate, and House members must work together to ensure full and timely funding for the students of Pennsylvania. And I would like
037to ask Mr. rap to comment on this uh state impass budget that has on our district currently or down the future if that continues. Thank you. >> Thank you, Miss Pi. The uh uh the effect that the budget impass could have on Council Rock is uh early in the uh school year, which we are in now, we do collect a significant portion of our of our real estate tax revenue. Um so uh we we are covered financially for till I wouldn't if the impass continued into December or January it could become a problem for us. Um the only other effect that that the budget impass would have um on on the district is it does reduce the amount of money that we have for our cash management program right now because funds that we would
038get from the state uh to pay the programs that they're supposed to pay we have to use uh regular real estate tax dollars for. Fran Holler from New Township. Good evening, Franher, New Town Township. Being that we're in an educational facility, I feel this is an appropriate forum to get clarifications on words. I'd like to have Council Rock's specific definition of book banning or Council Rock's librarian's definition. Our elections will be heating up and I would like the clearly defined that clearly defined for our Council Rock community. Thank you. >> Thank you, Miss Heler. Miss Katz, >> if Yes, certainly. You're welcome. Good evening, parents. It's time to wake up. Schools are no longer teaching math and reading. They're steering our children's minds, dictating their identities, and undermining
040our authority. Pronouns in classrooms, pride flags on walls, and explicit materials in libraries aren't education. They're indoctrination. We must demand an optin system for anything beyond academics, not be forced to opt out of this cultural overreach. Schools are seizing control of our kids' mental health, sexuality, and diluting parental rights. This is a deliberate wedge between parents and children, and it's happening on our watch. The education system is a leviathan bloated by our tax dollars yet failing our kids. We pay some of the highest school taxes in the state, but according to our 2425 high school PSSAs, 55% are proficient in math. The administration and staff are well funded. Yet parents are asked to supply basics like paper towels, hand sanitizer, erasers, markers, tissues, and other supplies. Where is the money going? Are we going to
041continue with building beautifification and expansion or invest in advanced technology for individualized learning? We need a forensic audit to expose the truth, especially with solicitors pushing to raise taxes through what I feel is predatory property reassessments like policy 605.1 when we're not in a budget shortfall. Co pulled back the curtain on this runaway train and it's barreling toward a future we didn't choose. Schools should teach critical thinking, budgeting, haha, and practical skills, not push social agendas.
