050that um there was an executive session prior to the meeting on February 28 2023 to discuss a labor matter great from there we're going to go to public comment J if you're following public comment is an opportunity for members of the public to address the board we would ask that you limit your comments and longer than 3 minutes please consider the fact that there may be young children in the audience or watching this broadcast live or on CR TV when speaking is our goal to maintain a respectful environment so the members of the community have equal opportunity to address the board without interruption while the board welcomes your ideas and consider them in deliberating an issue we may not respond to your comments um I have three people signed up uh I believe they're all
051non- agenda although Jennifer you didn't check either way so Jennifer for if you're in the audience is is that an agenda item or non-agenda item sure so then I will check it agenda item and um Jennifer mcer non non- aggenda item I have two I'm sorry two Jennifers Jen all right Jennifer mcer is will be an agenda item Jennifer is it altm she signed in and left Joseph badill is that an agenda item sir I have no idea what you're talking about there my there's nothing on your agenda this is something okay so that'll be the second set of public comments so I have to sit correct sir yep four o' in the morning comes I'm not it's important I'm going to get through it as quick as I can just bear with us we
052have business to take care of Miss Macer you want to come up and speak please um just an interject do you want me to check if there's another sheet because I pulled that early and there was a lot of people outside you want me to run up be more than happy for sure good evening good evening so I brought along something for everyone to be able to follow along I'm going to hold off your three minutes until you're up at the podium that's fine didn't you ready Miss Macer I have one thing I want to pull up um yep I'm good um so to begin I would like to revisit Dr nas' statement during the February 28th board interview so at the beginning of the meeting there was a public uh opinion of something that
053was proposed that I had posted on Facebook I if you had a Bible here I'd put my hand on it and I would tell you that I have not opened up a Facebook page in more than five years I have never posted it I don't think I've ever posted anything to Facebook since its Inception uh and the title or at the top of that Facebook page says Stephen Christine Nomas my name is Steven Christopher Nomas so I I I I don't really even do social media so I just wanted to clear my name and I want you to know that those statements that were put up there were not hosted or authored by myself so definitely would you know appreciate your consideration for I'll stop it there so in an interview after the meeting with
054a writer from the patch you admit the page was being used by your wife and grown children my wife and I have had an account for 15 years on top it says Steven Christine noo most my wife is on it my kids are on it in a different interview with the Bucks County heral you stated my wife and I have had a Facebook page for about 15 years but I haven't used it in I'd say 10 years page one we have posts from September 23rd 2021 a post was shared to this Facebook page which stated happy birthday to my wife along with P pictures of you and her on May 20th 2020 a post was shared that St when your 17-year-old needs a desk for homeschool when your wife says you can make this Amazon
055wants $800 and I make it for $280 and a lot of work LOL I did the math and I think we can all agree that 2020 and 2021 were a lot fewer than 10 years ago after the meeting you admitted ownership of the page the gender of the page was listed as male and here are two examples that contradict your claims that you haven't used Facebook in 10 years or wait was it since Inception since you know it's hard to keep the story straight here I find the ease with which you misrepresented yourself to the board during your interview extremely disturbing the memes shared on that Facebook page are misogynistic RAC racist and transphobic as you page through here these are examples of the snapshots I sent during that meeting upon hearing that this was
056a person being considered to represent our district 30 seconds there are posts that make fun of people who are poor there are posts that make fun of people who have come to the USA seeking Asylum there are posts these posts show you are not fit to be representing students of color representing transgender or other lgbtq students you are not fit to be a voice for students in our district who take advantage of free or reduced lunch programs or represent our students who are refugees because you share posts that make fun of them or demean them if you choose to once again throw your wife and children under the bus and claim that they are responsible for these posts I still submit that you are not fit for our district you've been married to your wife
057for over 20 years and you've had a hand raising your children to those board members who chose to ignore the post that I sent during the last meeting and voted to appoint this individual you too are unfit to serve our district you put yourselves in your agenda above the students in community you refuse to pause consider the evidence and make a decision based on facts and this Behavior does not show your commitment to students first always is thank you thank you from there we'll move to letter K Dr Thor would I ask you to do K and L please certainly I move to approve the minutes of the meeting of the board of school directors held on February 16th 2023 and further move to approve the minutes of the meeting of the board of school
058directors held on February 28th 2023 have a second please second Mr Roosevelt any further comment from the board any objections hearing none I'll ask the secretary Mar that unanimous from there we'll go to education committee good evening Mrs McKay good evening Mr Salman and thank you the education committee met on February 23d we had four agenda items beginning with structured literacy uh there was a presentation which helped us understand structured literacy as defined by about the we're fortunate to have a number of Administrators and classroom teachers with us that evening to talk us through the English language arts curriculum as it pertains to grades K through five and the recommended two programs which will be before us for approval uh next on our agenda we had an update on nights for knowledge which continues to
059be a successful program enjoyed by all who participate we welcome not only our high school volunteers but additionally some stage volunteers who' have joined uh our third item was a discussion and an update as it concerns uh Rights Town Elementary and planning for capacity and space issues in that building um we will be provided more information on that topic with some options for board consideration at our next education committee meeting which as Dr Sano referenced will be next Thursday uh March the 23rd finally our uh discussion that evening pertained to the board candidate interview process as that concludes my committee report I would now like to move to approve consent agenda items B through H as contained in the attachment to this agenda second second Dr thwart is there any further comments or comments from
060the board Mr Roosevelt please yes quickly one of the things that are in this consent agenda item is the calendar upcoming calendar I want to commend this Administration for listening to the community and uh this includes both some additional religious holidays as well as a full 5day Spring Break um I would encourage this Administration to continue to survey the community as I recognize that this is a fluid topic uh which may come and go thanks very much thank you anybody else hearing none I will ask the secretary to mark that unanimous as well from there we'll move to the buck County IU letter I miss P good evening good evening um so the Box IU uh board meeting is next Tuesday so that happened also last month so I have to report on like February's
061meeting um so other than the usual business items there were presentations from the IU Ambassador Academy which is an internal leadership development program also the IU's transportation services and the goods Services I've been hearing Goods services for a while so it was good to find out what they are it's a residential treatment facility that serves students Age 5 through 21 and although the IU is not directly affiliated with Goods they have a presence there to support the education of some of the residents and give them the opportunity to participate with their peers in a school environment that unfortunately is not possible for the majority of the students that um live at Woods or participate um also everybody knows the IU uh Fab Lab Center and it's a big success and so uh the IU would
062like everyone to know that they have new offerings this spring with steam Saturdays offerings at non-school days like April 6th and also Al a 9we summer camp available on a weekly basis with a different theme every every week and for details or to sign up you can visit the bux IU website uh finally there will be a student Art Gallery reception on Wednesday March 29th 5: to 7:30 at the in doown at the Bak headquarters and students from all districts participate including from Council Rock I plan to go you feel free to join join me if you are available and I saw a piece by Samantha Levy from councel rock that was um actually exhibited in the in doown there and uh it was an amazing piece I took pictures if anyone wants to see
063it I have it and that that concludes my report thank you ma'am from there we'll go to nbit Mr hickey good evening good evening everyone uh congratulations I guess to Mr schanel because he spoke spoke of most of the things that I was planning to speak of uh he did a very nice job he was also our speaker at our executive council meeting on March 13th um a couple items of note uh that he didn't mention uh it is listed on our web page but for those of you who aren't there uh we had two students from mbit one of them a Patrick gelli from Council Rock South who won first place at the Philadelphia top Tech Challenge uh Mr gelli and his compatriot from Central Bucks won over $250,000 in scholarship and tools so
064it's a a pretty impressive Hall uh we also discussed our budget it appears that we're going to the budget at nbit is most likely going to go up 4.1% um what's going to happen is it's going to add a couple teachers one who was coming off of a grant and we're hoping to had another teacher in the fall enrollment at nbit has increased 165% in just three years since 2020 and part of this increase in our budget at mbit is going to hopefully add another current enrollment is 940 students we're looking to go somewhere between 980 and a th000 um and that's about it unless Dr thorwart if I missed anything you can add no I I um you hear 4% when this board is talking about a much smaller number um but then you
065see the seat count is significant and and you know we're sending kids to this this school and our enrollment from Council Rock has gone up significantly in the last few years and when you see uh the gentleman that the two guys win a quarter million dollars worth of uh hardware and and scholarships um it was a little easier to do and and 4% of an nbit budget's nothing like 4% at here so you know I don't I don't want to scare anybody on this board with that but uh adding those extra seats they're turning people away hopefully we can turn less away and keep them full Miker but what is capacity up there do do you have even an idea yes they're at capacity I mean their capacity now we there's a committee that's formed
066up there trying to think of ways to add as many students as possible right now they're actually Turning Away students which is somewhat discouraging but there's only so much room there Mrs McKay thank you I I don't mean to put either of you on the spot but as we're seeing increased student enrollment there I'm wondering if they're also seeing concurrent increases in their evening enrollment for the adult programs there I don't know if there's any increase in the evening enrollment that I know of uh one thing I can add though when we talked about the actual per pupil cost is actually expected to go down though even though that the budget's going up I believe the budget is going to go up roughly $450,000 with that 4% increase which will be spread over the four
067districts uh m mcke i i the only thing I can say there is that and they have a a Child Care Program they're self-sustaining exactly they we don't they they they are paid for either by Child Care Ser fees or adult education um when I'm done on this board I'm probably going to take some courses up there at night so I I it really is a neat facility so thank you yeah and I think you know Bob Mike you know turning kids away I think that's going to be a larger longer conversation have we have we over you know populated turning kids away is I think that tech school is when you talk about $250,000 for tools and everything um and we have a building that are turning kids away you know that I think
068that's a larger conversation probably way after I'm on this board but it should it should start to be a conversation in my opinion up there um because I think there's a lot of kids that would really do well in that environment and give them an opportunity post High School all right Mr Tate is not here to see oh I'm sorry I I didn't see your hand I apologize Miss B yeah so since we're going to be talking about that 2023 financing plan I want to um just say that um the use of the capital reserve funds will also include include the mbit capital contribution so we have already figured out how to pay for whatever we have to pay anybody else from there um Mr Tate is away this evening Dr Sanko with a quick
069update for c yeah if I could just jump on the Patrick gelli story um Mrs Mangold and I had an opportunity to be up there we both know him from our days at at uh Holland Elementary School and Dr cell and I Patrick was kind enough to take a picture uh with us in his trophy we have plans excuse me we have plans to invite Patrick and this is probably news to him because we haven't talked to him yet we have plans to invite him here to to meet you um and to to share some of uh what he's doing we also had an opportunity to see some of the students up there and the uh technology work they're doing was the real reason for our visit and it's just a pleasure working with Dr
070cell and Company up there it's a really good partnership that we have with mbit um regarding cff thanks Mr Solomon uh just a few things of note uh some important things to get access to all the good things happening with cff you could go to CR Council Rock Education foundation.org CR education foundation.org just for your calendar there's a raising great kids Community speaker series will be happening March 21st um the C is having a Gayla on April 13th once again they having a Gayla a Community Partnership Awards Gayla on April 13th and on June 26th is the fourth annual cff Golf Classic so you could access and find all those things on their website and I would just encourage our community to to jump on their website and consider joining us in some of those
071or all of those events great thank you sir from there we'll go to policy committee Dr th um thank you Mr Salman these two polic icies are second reads and and actually final reads votes for uh a change to the weapons policy and in a change to policy 227 the Controlled Substances paraphernalia I'm going to take them separately because as everyone knows I'm I'm not a fan of the second one um however they're brought before the board through the board's desire so um I'll start with uh the weapons policy I move to approve policy 28.1 weapons as attached to this agenda have a second please second Mr Roosevelt with a second is there any board discussion on this policy hearing none I ask the secretary to mark that un anous please okay I'll keep going
072then um I move to approve policy 227 Controlled Substances paraphernalia as as ATT attached to this agenda I need a second on this please second Mr rcky board conversation on this if I may um your show sir thank you um as I segue in earlier I'm not a fan I I think uh we don't have a controlled substances problem to the level other districts do because of our current policy and therefore I I can't support lightening it up um I was not the driver to bring this forward though Mr Tate was so um that's that's all I have to say I I I I will not be supporting this however I suspect you have the votes around the table anybody else Mr hcky look like you're ready to say something yeah as discussed before and
073like I said now we're two months into this uh you know I was in favor of revising this policy as I've had some personal experience with the 45 days suspension um felt it was kind of punitive and I thought it did more harm than good um as I watched um children who were in that 45 day suspension in in in many cases it's just a kid that made a a dumb mistake and uh ostracized from everybody that he goes to school with he has to catch a bus at 1:00 in the afternoon by himself to go to a school that uh he's not really supported by any staff in there at least in the experience that I had maybe things have changed over the last 10 years um but like I said when Mr Tate
074uh mentioned about changing that policy um I was all on board with it and uh me personally I'm glad to see it changed and U hopefully there will be no uh increase in the drug paraphernalia or otherwise within the district any other board comments Mr Roosevelt please this this is a complicated issue this is also a hotly debated issue and the future will be the greatest predictor of whether we're making the right decision or not this is up for a vote to amend what was previously done and I would uh would highly ask that the administration follow this deeply to make sure that incidences don't inre increase and if they were to increase um this is a policy that might come up again for reversal uh if it is passed today um thank you anybody
075else I'm going to try to work the room a little bit to see where see where we're landing on this before we go to roll call if you don't mind Mrs mck would you mind comments uh thank you I'll be very brief because I would just be reiterating what I heard Mr hickey say I'm in favor of making these changes Mr oo good evening well it's been a topic of subject since uh since I've been on the board and I was early on thinking that 45 days was excessive so I'm happy that we got to this point and again as Mr Roosevelt said the administration will take a good look at situations as they arise and we can always modify the policy if indeed uh this ends up not being uh a you know we
076lose some of that deterrence but I thought this is a good move thank you great thank thank you Miss Bell yeah I think I think it probably makes more harm than good being so long I agree with Mr hicki and again we have to trust the administration that they will let us know if we need to go back to something like a different uh penalty period but uh I'm in favor great thank you Dr NOS good evening even um so I agree with the what I've heard you know this evening and I I've read the policy but I wasn't in on the dialogue you know prior to this so I want to stay in from uh from voting on this so this is this is a struggle for me because Mrs mcke and I sat
077on a on a hearing and I can't reveal too much information and we we beat ourselves up we probably took longer than a hearing um there's two parts of this that I'm struggling with and I'll just highlight them um in the first offense as written may result in up to 10 days I I can't do that I think it should be a blanket 10 days um and then the second part that's not in here I want this reviewed yearly I don't want this to disappear from the radar um I want the administration to come back to the board and give us a stance of where this policy how it's working is it not working um I'm not going to talk bad about other districts but if you do some research you'll be surprised um although
07845 days is a lot there is a deterrent to it um and I and I do see the issues that that Mr hicky talks about um so for me to go for this I think it's a it's the first offense has to be 10 days with with a yearly followup from the administration for the board uh if that can be added I can do it but we can also go to roll call for the way it's written Mr Solon sorry yeah I looked at Mr Dr Thor first sorry Joe hold on second I just want to say we have a motion on the table in a second so we're we're going to vote in some four years we can have a motion to amend um this is how it works am I right so I
079have a motion to amend that it's a 10day automatic because before it was a 45 day automatic I thought 10day might even be a little too short but I thought 45 was too long so we're going to work it out right now as we did I think I missed the policy meeting that we discussed this so I'm happy to amend the motion to add it 10day um 10day mandatory on the First Defense okay why do we why do we amend something the the the last minute here when we have spent so so much like months talking about this so if we need to have a different discussion before we vote I understand but I I mean we spend so much time on this topic and now the last minute we're going to amend the motion
080if if you're asking my opinion Miss B I just think the way it's written may result into up to 10 days that leads too much leadway you can have one principal say it's two days another principal says it's eight days another principal says it's 10 days same situation um I I don't think that's consistent so if we want to have that discussion now um it for me it makes sense to leave it up to the principle and the administration because not all offenses are the same so I'm sure they will use the best judgment and apply the right amount of time for each case so I disagree this is about possession you either have it or you don't have it including like overthe counter drugs medications yep is there a second to to amend the
081the first motion I'll second I have a second a point of clarification please do I understand Mr hialgo your desire to amend would result in a change in language in the first paragraph under guideline 1A to read will result in 10 days out of school suspension is that what you're asking for yes I think it's along the line of what Mr uh Solomon was looking for I just want to be clear on what the language of the policy will be furthermore I believe your intention is that under item number two under guidelines perhaps in the second paragraph following in accordance with state law you might wish to interject a sentence saying we also require the the superintendent to revisit the policy yearly is that what was suggested yeah that's what I'm suggesting is that your
082intention Mr H delgo that wasn't my intention of the emotion that I made I just hit the first one but I'm happy to re amend because again this is the process we can get this done tonight again just point of clarification for myself we have a second on the table so we'd have to have another motion correct no we need we have a second so we're voting on the on on Mr oo's motion to amend the first motion okay just for for a mandatory T but does that also mean we can also make another uh Amendment after that point of clarification for the solicitor so we can continue on the change after this or that's going to be it after we make a I I modified the motion so that's going to be it that
083would motion to do it right got it approve the amended motion this is how it works also um board can always direct super to revisit any policy at any time does not to okay fine so the motion so we're the board is voting on Joe's amended motion where it will now say along the lines word Smith it here um May right will result in a 10 day all right we good right let's have a roll call please Michael thorwart no Mariam mcke yes Joe halago yes Ed Solomon yes Mike Roosevelt yes Bob yes Yoda palali no and Steven ners five yeses two Nos and one abstain motion passes now we have someone to make a motion to approve the amended policy 227 and a yeah it's your policy committee I I move to approve the
084amended policy 227 as we just amended right I need a second for that please second second Mr Roosevelt any further discussion from the board hearing none can I have a let's do a roll yeah do a roll call Very mcke Yes Joseph Ado yes Ed Solomon yes Mike Roosevelt yes Bob picky yes y pal no stepen staining and Michael thorwart no so you have one two three four five yeses to news and one abstain thank you from there we'll move to the finance can you also cover facilities to miss valy thank you good evening again good evening again so uh the finance and Facilities committee meeting was a week ago Thursday May 9th and as a result of that meeting there are several items on the consent agenda tonight tonight I would just want to
085highlight a couple of things that I think are very important uh number one the board received an update from Cornerstone Asset Management about how Council rocks cash management is handled this was very timely because the following day we learned that about the collapse of the Silicon Valley Bank so just to clarify cancer Rock did not have any deposits at the Silicon Valley Bank and we were reassured by Cornerstone that they are managing our Assets in a diversified and nonrisky way so that um we have immediate liquidity to fund our day to day operations if there is a disruption in the market so in other words if there is a disruption in the market we will be able to pay salaries and expenses I I got so excited about when I found out that from Cornerstone
086after the collapse of svb that I I had not have that much EX for a while I have to admit um so number two uh the board also got an update from pfm financial advisors about our 2023 financing plan in order to approve the sale of a series of 2023 Bond uh sales to fund our Capital Improvement project projects the approval to issue this new series of bonds is under consent agenda item e and Dr Sango spoke about that during his uh report tonight so I just want to bring to your attention that although the issuance of the bonds is for $23 million we need to authorize the series in an amount not to exceed 27.5 million because it's required to do so by the state in order to meet something called the maximum parameter
087schedule but really we're going to like issue the bonds for 23 million so this bond series of 2023 will help Finance some of the renovation of RoR Elementary as we will talk about soon and sulfine stone and the remaining renovation cost of Hill Crest Elementary a future borrowing probably in 2024 of 19.7 million is estimated to be needed in order to finalize the renovations I just want to note because I've heard some criticism from different sources that the cost of these financings are met under our current debt service budget of 18.7 million every year going forward and we have an extensive discussion and presentation about that from um in like a I think two meetings ago in our finance meeting um so then the board receive I want to talk about the renovation um and
088just add a little bit to what Dr Sano said the board reviewed bids for the rbor elementary Renovations and additions they were based bids of about 232 million a five classroom addition bid for 26.7 million and the 10 classroom addition bids for 27.9 along with some alternates the administration recommended to the board a 10 classroom addition for Richboro Elementary and there was enough agreement at the table at the committee meeting and that is why it is now under uh item I on the consent agenda so when this item is approved a renovation and the 10 classroom addition of richb Elementary will be authorized and according to the schedule that was presented the staff and students uh will have to viate the building on July and return to the renovated and expanded richb Elementary in December
0892024 I think that would be the highlight before I move to the motion move to the motion you can move to the motion sir unless you have something else to report I don't know any questions oh that was great okay all right thank you so um I moved to approve consent agenda items B through L as contained in the attachments to this agenda second second Dr Thor any board comment B through L Mr Mr Roosevelt please I have a a comment and clarification I I don't see um well Mr Sano perhaps you can do this under item I the contracts that are up for a vote include AIA contract documents specifically paragraphs 5.1. 4.3.2 as well as and probably more specifically 5.1.7 retainage I'm concerned that there may be an Omission here um there's a
090discussion for each progress payment made prior to when the work of this contract is substantially complete the owner May withhold the following amounts as retainage from the payment otherwise doe colon blank reduction or limitation of retainage shall be a set forth in the general conditions is elsewhere in the contract documents do we have that General conditions um this is once again a discussion of the word May and shall we were suggesting that perhaps um item I be uh brought to the board for approval subject to the solicitor review of the contracts because we did not receive the contracts in time time to review all of them including uh we did not receive the attachments to the contracts so we really couldn't refer to the contract and whatever was being attached so we would ask if
091there is going to be approval that be approval subject to solicitor approval that satisfies my comment thank you already there any other comments from the board Mr rcky I think you wanted to say something yeah uh just as it relates to the Richboro um just a little thing it's been um you know the richborough community has taken a lot of hits over these last 20 years in my opinion ever since Council Rock South was built one of the reasons I run for this position is I felt that the richborough community wasn't getting its just due in the district it was the richborough middle school that was shut down and even now with the pinch points we talk about at H and wown we receive email saying just move the Richboro kids back as if they
092were Pawns in a chess game the fact of the matter is is at some point in time Rich Elementary is going to get built it's the only school that has Antiquated systems like air condition that doesn't have you know that doesn't have air conditioning um I guess the only other solution would be to shut it down entirely which has also been suggested however contrary to the opinions of some and certainly not this Administration there's just a notd of empty rooms waiting for those 369 students while enrollment has indeed declined over the last 10 years our special education has increased those students rightly deserve the same quality education afforded to all and like it or not it requires more space to educate those students Holland Elementary is a good example of how our space is stressed
093also keep in mind there are no longer any trailers in the district another consideration is the cost if we only buildt it at the same time as Hillcrest we could have saved Millions the decision to put Soul finin Stone first was made by another board and if Soul finestone was delayed that cost would have only much more than it would have been for its current construction so either way it's going to cost more money no matter what order the buildings were decided the next question is why add classrooms for me the cost of adding classrooms is worth the money yes we must be good stewards of taxpayer money I am one of the over 70% of taxpayers who no longer have a child in this district and I am closer to living on a fixed
094income than most I get it the cost to add 10 classrooms Keeps Us in line as Miss pie said with the borrowing plan that was set up years ago there there would be little if any spike in the district's borrowing I witnessed recent projects that they completed were immediately constricted Howen middle school and rown Elementary are two examples by adding space we're afforded flexibility there will be room for an increase in special education there will be room for ideas that are only conceptualized right now such as a sixth grade Center or all day kindergarten without the added room those ideas won't even get off the ground for all these reasons I in favor of not only the rebuild but the added classrooms to the Richboro Community you've earned this thank you thank you Mr hickey
095wisson anybody else Dr toart please I don't have to talk about Richboro I want to thank Miss P for reaching out when uh the bank collapsed the other day it was fun doing that math um I'm I'm glad you reached out and kind of proded me I I I was never concerned about our our finances here but you you caused me to take an extremely detailed look at it so thank you thank you we found out that we have um one of our investments investment like Vehicles is a bank right and so we always have to question how safe because we're definitely have there over $250,000 that is insured so we have to make sure that our investments are safe so we have is our taxpayers money and also we have with payroll we have
