School District hereby approves the following Personnel schedules a c d e g h i is there a second second Monica question discussion not all in favor please say I Ian motion Carri Administration Dr G um I just wanted to recognize our Class Act uh students uh April's month was Christen McGarvey from cochron junior senior high school and Mae is Ben Hilson from medeville Area Senior High School other public board comments um looking at the feasibility study you know Cochran Elementary School the site area list is 23.3 acres and we kept hearing there's more than that more than that more than that um so we jumped on the GSI mapping and there is another 70 acre lot down there as part of the cocheran um that's a separate deed but it's still part of the cocheran
uh or Crawford centrals and it's almost all wooded um and and again I'm going to say that we need to hire Forester uh to look at this stuff uh you know we got niss Hill West End and cocheran um there's a substantial amount of money there that's in those trees I would suggest that uh we take and hire the Forester if we do agree to do this foresting that money be put into Investments um and then we work on a regular basis I know that you can specify specifics as to you know what trees you want if you want certain Trails you know created maintained whatever afterwards the cleanup you could specify all that in the contract and then the Forester takes and handles all that for you uh the other thing is as we've
been doing the building tours um Kevin was looking for a specific set of steps that's in the in the feasibility study in a picture and we couldn't find it um so just as before when we found in the original draft that there is not equipment um in some of these buildings they listed now we're questioning whether all the picturers that in this feasibility study indeed are at the schools um I personally would suggest that maybe Kevin and I meet with each of the building managers and and go through these um and see what we find out uh see if how accurate this feasibility study actually is um and then on to another thing since several members of the public have spoken out since our April 15th meeting at the mash Auditorium I figure it was
my turn to speak I do not believe that Joe Tomkins has been to a Schoolboard meeting since he wasted nearly an hour of everyone's time parading the connect 55 residents into complain about tax credits that were never taken so I was curious as to why he was at that meeting for those of you that don't know who Joe Tomkins is he is a socialist alagan college professor that last I knew has even runs a socialist Club on campus and he does not recite the Pledge of Allegiance at public meetings you may be wondering why this is important our solicitor Knox Law is also a solicitor for the city of meville Joe Tomkins is believed to be the Puppet Master for the medeville city council in fact Joe Tomkins was instrumental in writing the rental registration
inspection program the city then adopted it potentially without following proper procedure so where am I going with this our solicitor openly indicated a public meeting that if we update our Title Nine policies we could open the district up to potential lawsuits these statements are usually reserved for executive session but Rachel did not she said publicly Joe Tomkins then paraded pared what she said in front of the news cameras he even added that based on the budget the district couldn't afford a lawsuit here's where it gets interesting the city of meville is near bankrupt and if the Pennsylvania Supreme Court upholds the lower courts ruling that storm water fees are unconstitutional that could possibly push the city over the edge the city was told if they pursued the rental registration inspection program they would be sued
KNX law encouraged them to move forward anyhow even though the county was willing to negotiate KNX encourage the city to sue the county for a tax reassessment that's right two taxing bodies that survive primarily on tax dollars suing each other so no matter who wins the taxpayer loses so where am I so where I'm sitting it appears that if you are trying to extract more money from the taxpayers lawsuits are okay or if you want to invade a person's constitutional right to a peaceful enjoyment to their home lawsuits are okay however when it comes to protecting our children lawsuits are too costly now I don't know how much is too costly for most people to protect their children but I'm pretty sure my family knows I'd give my life to protect them so let's talk
about Title 9 I had parents and or grandparents reach out to me with concerns of biological boys and biological girls rooming together on overnight trips when I asked Dr gallon about it I was told per Title 9 I was not permitted to have that information when I looked up section 121 of the CR ref Central policy on trips uh under guidelines item one States quote the safety and well-being of students shall be protected at all times end quote I'm interpreting that as emotional psychological and physical therefore without a Titus Title 9 policy change I personally do not believe we as school board members can fulfill the district's policy obligations furthermore I looked up the definition of grooming I found a fact sheet on a.gov website one of the definitions of grooming quote erode the child's
or young adults boundaries end quote I would like someone to explain to me how forcing a teen or pre-teen to use a restroom or undress in a lock room with biologically opposite sex teen or possibly adults present is not the very definition of grooming the last I knew 26 States and several schools are suing the bu Administration um over the latest revision of Title 9 so I'm sticking with my first thought of chromosome base Poli and to address Ryan's concern at the meeting uh we can have some mixed use bathrooms uh my final thought on this I don't know what price you put on your children's safety but I hope you never have to have a talk with them where they ask why didn't you protect me and you have to tell them because I
didn't think you was worth it thank you Kevin I'd also like to speak please go ahead thank you uh in December of 2021 I made the following oath I Holly Chapman do solemnly swear or affirm that I will support the Constitution of the United States and the constitution of the state of Pennsylvania and will Faithfully discharge the duties of the school director to the best of my ability I then began my term as School Board member as did all of my peers that sit on the board with me on their own respectful dates Amendment one of the 1971 of the con United States and United States Constitution reads as follows Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof or Bridging the freedom of speech or of the
press or the right of the people peacefully to assemble and to petition the government for redress of grievances amendment 14 Section 1 June 13th 1886 also reads as follows all poor persons born or naturalized in the United States and subject to jurisdiction thereof are citizens of the United States and of the state wherein they reside no State shall make or enforce any law which shall Bridge the Privileges or immunities of citizens of the United States nor shall any state deprive any person of life liberty or property without due process of law or nor deny to any person within its jurisdiction the equal protection of the laws Title 9 is a federal law that was passed in 1972 to ensure that male and female students and employees in educational settings are treated equally and fairly it
protects against discrimination based on sex including sexual harassment Title 9 has been a topic of discussion lately and I would like to respectfully remind this community and board of the oath that we as board members swore to uphold which includes according to our United States Constitution that Congress shall make no law respecting an establishment of religion it forbids Congress from both promoting one religion over others and also restricting an individuals religious practices further Title 9 correlates with the 14th Amendment prohibits institutions that receive federal funding from excluding students from participating in educational and athletic programs based on sex that includes us as board members from or passing any policies that go against the United States Constitution and its subsequent amendments hopefully this push this discussion to rest and ures the Crawford Central Community that we
have policies in place that abide by the Constitution of the United States and the amendments to the Constitution in Title 9 I take my oath to this board seriously and plan to ensure the constitutional rights of all of our students are upheld without political religious or personal beliefs but rather with dignity and abiding by the laws of our country that were set forth by our constitution thank you any other comments yeah it's on a different topic though um so I had attended the vocational technical school board meeting and uh there was a surplus list provided uh so any sending schools were able to look at the list state if they wanted any of the items there were some tools I saw a CNC mill a grinder didn't know if any of our schools could use
those I think Coons are a little outdated um they were listed to be in fair condition or good so I didn't know if that was something that was passed along to the necessary individuals but I just wanted to make sure it was because some of those items could be useful I'm sure that would probably passed on between someone probably got to look at um I'd like to make a comment um yeah first of all uh Title 9 was enacted by A legislature but all the recent Chang in the guidelines and so forth uh they're they're uh changed on a regular basis and they're not enacted by A legislature um Obama changed the guidelines Trump changed the guidelines Biden change the guidelines if we have a a new Administration in November uh they're probably going to
change the guidelines um as far as uh the First Amendment it does as Holly men mentioned uh the Constitution prevents the uh free uh practice of of one's religion um just recently I think it was just in the past few days uh there was a woman that was fired from her position in the school district um because she refused to use the students preferred pronouns on on religious grounds that that was her objection now that's not always the the reason someone might object to to doing so but we have the the right to free speech and uh being compelled to speak in a certain way is not part of that free speech um in this case the woman was willing to make concessions she was willing to either you know be uh uh employed in
in an area of the school uh where she wasn't going to have to be um around those students so that she would you know be feeling forced to use their pronoun or she was willing to use just their their name as it was uh in the register of the school um she was fired outright instead of giving any uh right to to a concession um and she sued that school district and got a judgment for $360,000 so if we're worried about being sued um by somebody over their objections to a policy that we have regarding title 9 um well we may get a suit from uh the people that object to to uh the title n regulations and guidelines as they stand uh you know either on religious grounds Free Speech grounds or any other
number of of grounds so I just want to point out that it's not all uh one way uh where we're going to get sued by people that that are in favor of these changes to Title Nine any other comments I would like to thank um the elementary schools that participated last week in the farm safety day up at the fairgrounds um folks put that on put a lot of work into it and I think the kids got a lot out of it so I want to thank the teachers for building administrators from participating any other comments is there motion can I can you hear me yep go ahead go ahead Ryan yeah I just want yeah I just wanted to say that um that the policy to protect students includes trans students and so uh
this whole conversation feels like it's uh harming our trans students and so I just wanted to say that out loud okay any other comments not is there a motion for adjournment Monica is there a second second R and discussion and comments on a journey not all in favor please say I oppose say hereby adjourned [Music]
