[Music] we'll call tonight's meeting to order uh roll call please lisa [Music] mr smith they will stand for the pledge [Music] hey i'd like to make note of executive session november 15 2021 regarding contract negotiations and before we move on to public comments i would like just to read a statement regarding public participation we thank everybody from the public who has come tonight and we welcome participation always the school board of the crawford central school district encourages members of the public to come to the meetings and present any communications of interest to the district and the school board however certain procedures must be followed in order to maintain the civility of this public meeting and the values that the school board upholds when involved in public discussion as you can see we have signs posted

we worked really hard looking at what we believe to be core values that drive our decision-making and our conduct and they are respect integrity teamwork and compassion and they can be seen on our walls and defined on our walls here in the boardroom and i encourage people who are entered to to look at that and review that and see what drives us public speakers will only address topics relevant to the school district or today's agenda and will refrain from being loud or abusive toward the employees of the district and members of the board personal attacks on any individual present at the meeting will not be tolerated and further this meeting is not a question and answer session and members of the board will not answer any question posed to them during the public comment period

the board will review any issues raised by members of the public and respond to them at a later date following internal review the board president or board solicitor will declare individuals out of order if the speaker strays from the topic becomes obscene loud or abusive repeatedly attempts to solicit direct answer from board members or resorts to personal attacks those speakers declared out of order will be prevented from speaking further we thank you again for attending tonight and look forward to your comments [Music] at this time i am not aware the two people who have called in ahead of time to speak and those that were marked on the sign-in sheet were not regarding topics on the agenda to be addressed at this time is there anybody else in the audience that wishes to speak at

regarding um two staff members going to the aasa conference in february i feel i need to make a response to that okay i did uh do a little bit of investigative work in mr washington's award but i emailed greg bear who is of the [Music] table foundation gradle foundation out of pittsburgh that um is funding two of our administrators to go that's foundation has over 400 million dollars in vet in investments it pays out approximately nine million dollars last year you can check the tax records uh which i did i did not see any kind of uh funky activity or anything just for my own sake but what i i did is i was impressed that mr bear took the time out of his schedule to respond to my email first of all because i

know that there's concern and i'm going to say i know that there's concern with the equity that learning 2025 has in critical race theory and the equity that he pointed out to me is not tied to critical race theory and i know across the country that it is um being twisted equity 2025 or equity in this sense is being used to choose and not choose but to help those students that have been left behind mostly due to the pandemic that are either missing they need ketchup they need help [Music] and that's where the word equity comes in did he use the wrong choice of words i'm going to say probably but in reading in a book that he wrote when you wonder you're learning which i i did get a copy of it i did

read it he goes back to in some of the programs and stuff that he started in the pittsburgh area with learning and remake learning and learning 2025 recently i see no reason why our administrators cannot come i understand he is funding it there is no tie packs to him and what this and basically what the grebel foundation stands for is putting students first and you can correct me if i'm wrong or not because i want to be corrected um and with my half hour discussion on the phone with him when he did call me i felt pleased that personally took the time to call me most people would just brush us off he's not hiding anything that i can see and i will say that i think in the utmost interest of him and and

the foundation he represents that they are there to invest in students and and if anybody gets a chance to read the book when you wonder you're learning it's an excellent book it talks about remake remaking learning and i think that if we don't start moving in those steps and and approaching education on a new frontier we're gonna be left behind because education is not what it used to be when i went to school i'm going back in the 70s and the 80s it's different and i think we need to make sure that we're sending our administrators to these kind of functions and i think the title of the book is when you wonder you're learning well i was wondering what was going on in learning 2025 so i i have done some looking and i'm

really curious as to what i'm finding out i mean to me the the programs and things that are out there i think um if we don't get involved you're going to be left behind and we're going to be wondering why what did we do or we're going to be trying to catch up and one last thing on critical race theory is it was and if you google it you can't get a correct definition of critical race theory anymore but it goes back to the early 70s late 70s and it all started in one of our ivory league colleges universities is where the theory started and greg expressed to me that they're having a difficult time in the separation and if we don't get it separated we are going to be left behind and and i

mean i applaud the when people bring it to my attention and we look into it and i did take my time i took a lot of time looking into this because i'm concerned i got an eight-year-old but i am not going to step back and let somebody else [Music] come in and get ahead of us because i really think that we really do need to remake thinking and remake learning and learning 25 so i just wanted to go on the record that my questions and my concerns that i had during a committee meeting have been answered and i'm really excited about what we may be going into and i'm hoping that with our two administrators going that we get something back and get the fire lit and our administration on our administrators and our staff

and get us moving forward so i mean if you want to add anything to no i mean i mean basically that's where i'm at right on the head i think i i did do some research and i'm really satisfied in what i found out so um i appreciate you coming i appreciate you coming back and doing the research um you know there's a lot at this foundation that can help us some of the stem stuff the robotic stuff some of the things that we can tap into them to use at our district but they give grants to schools that's what they do it's a foundation that gives grants to schools for learning and that is you know that that is what they do so i'm glad you looked into it because we have an opportunity

to look at um stem program that we've been talking about we've got a robotic arm coming into cochrane how do we build that program out because it's about kids thinking and learning and solving problems and it's totally different than as kevin said there's a place for us to do what we used to do in the past but the world is changing so we have to have an opportunity to try to have our kids have an opportunity to do those things as well so that's all i want to say but kevin thank you kevin any other questions or comments all in favor aye opposed motion carries unanimously at this time i will turn it over to mr washington thank you madam president i'm just going to come around front because this is the last meeting for

a couple of our board members and we i just want to take that opportunity to thank them for their service and so i'll i'll start with paula paula i just want to thank you for everything you've done in the service that you provide to the school board and i appreciate appreciate it so much for just being a board member and taking this journey with us so on behalf of the board and the district we thank you thank you next is ross and ross ross has put in many years this is second tour of duty so to speak and um and ross we want to thank you and again we thank you for your service your analytical perspective that you have bought to the board and everything so i just want to take this time and

say and we've grown close i i used to know his running time and so i would call him when he was out running and just have conversations with him but ross said again i want to thank you for everything that you've done for our board my pleasure yes thank you and the last one this one mr shrek mr shrek is is not here because he's going to spend time with his family for thanksgiving but i'll tell you what an outstanding leader he is as he said he and i spoke we had a conversation he said we we didn't always agree we always didn't disagree but in the in in the middle we found we found our you know our our our uh our togetherness on things and and frank was a great leader i could

always call and talk to him what i loved about uh director shrek is he gave it to you straight he didn't he didn't hold back he just told you and there were times he would just call me and ask me a question and he would say what do you really think about this and now give him my honest gut answer and he may not have believed it but at least we were able to have that discussion so i'll make sure we get this in his hands because he's been an outstanding leader so if you just give mr shrek a hand and i want to say congratulations to beaufort high school's outstanding fall season cochran football team band track did a wonderful job as well as meadville's football team and track so i just want to

say poodles to our students that have done a great you know great job this fall and that's one of the reasons why we want to keep schools open so that we know that kids can have those experiences madam president i appreciate the time and that's it okay thank you all right then at this time we'll move on to public comment i'm going to start with those that have called in and then we can go to others so the first person to have called in to request to speak is tanya shafer please be cognizant of the information we shared at the beginning of the meeting and when you come forward state your name and um your residency tanya hi i came in late so i'm sorry i have a few notes can everyone hear me okay

so i'm tiny shaffer i live at 42 sunset drive i have two boys at first district school they're in sixth and fourth grade my concern mostly is the face coverings for kids they can go to jump parks they can go bowling volleyball they can participate in they're going to be wrestling soon so basically they're on top of each other and you know pretty close to one another but then as soon as they come into the school they have to mask up and i just think it's kind of ridiculous i don't really understand it and i think it's all about government control basically so and i know that if we don't go along with it then we face public funding that we don't get so i just don't understand why people are just kind of ignoring

it and just going with the flow and not standing up for these children and just going along with it basically and i just feel like we need to stand up for these children for our freedoms for our future and we can't just roll i know my kids have lost recess time because they've taken too long drinking out of their water bottles because they're thirsty kids complain because they can't breathe in these masks they get headaches because of them i know my kid got in trouble because he was jumping up and down with another friend of his and his mask came down and he got five minutes off recess because because of it i think it's just beyond ridiculous i think that people are teachers and administration is focusing too much on these masks and honestly

a little piece of face covering is not going to protect them from anything especially when they're all constantly touching their faces and their hands are dirty and these masks are disgusting basically and i think that we should be able to opt out of them as parents we should have a choice i don't think it's okay that the government tells us what we can and cannot do we just celebrated veterans day and i feel like these people the men and women who have fought for our rights have died in vain because we're just rolling over and playing dead and not fighting for these children we're not fighting for ourselves we need to take a stand we put people in charge we elect them to office we put them in position and they're not doing anything for

our children for us no one's fighting for us i really hope that december 4th we can get past these face coverings that we can opt out as parents and heaven forbid that they push this vaccine on our children because there isn't enough data as far as i'm concerned to see if it's beneficial if it's deadly [Music] i mean we need to take a stand and this is just beyond ridiculous and if you can't see it government is trying to control our lives it's clear it's evident and as far as crt goes i was raised in the 80s and 90s and we were raised to treat everyone equally love everyone it's about the heart of the person and not their skin color and as far as i knew we were on a good track until the

media and everyone else decided to tell us differently that we should look at people because of and treat people because of their their color of their skin that's ridiculous [Music] and we should not be funding any type of crt and i don't know what it's called these days but and of course it's not going to be clear black and white on the internet anymore because everyone's anti-crt so if obviously you're not going to see a clear answer as far as that goes but we need to take a stand and fight for our children it's the next generation that we're raising [Music] thank you for your time [Music] all right the next person that has requested time to speak is ron irwin [Music] i'm ron irwin from cochran um i requested that the committee meeting that

these uh meetings be live streamed i don't see any mention of that anybody that was at the committee meeting uh will remember an outburst by an administrator uh pounding on the table saying about passion about aasa well i want to say there's several parents that was passionate and is passionate about getting the mask off the kids because of the physical and psychological impact that they're having on them and not a single parent none pound it on the table or this podium or anything so talk about passion all you want kevin i really appreciate the research you did because on the wednesday february 16th schedule for the aasa meeting it does talk about diversity equity and inclusion these are the same terms that are used in the crt language so maybe there's a separation that's great

then understanding how to create a state system-wide action plan roadmap to engage all students in student-centered equity-focused 21st century learning experiences is also on that day whenever you combine that with what you see at the pennsylvania department of education website it gets really scary that's all i gotta say on that there we talked about we had the budget audit that's where i thought i was part of that agenda because of the budget and i i know it was 81 million dollars in retirement fund shortage um and then there was saying about another nine million dollar payment and it was oh we just didn't have to report that before that to me is like writing a check out of your checkbook and not recording in a check register just because you didn't write it down does

not mean it doesn't exist so my thought is it sounds like the the retirement fund for the is is bankrupt and the state of pennsylvania has its own issues and for somebody to say well you should see philadelphia it's worse that means us taxpayers we pay taxes all through pennsylvania and so we are on the hook for philadelphia till so if i'm supposed to feel warm and cozy about philadelphia is worse than our 81 million dollars here it didn't work we're also facing a 4 million annual budget shortfall we're told that some of the money came in from the covet is going to be basically a sleight of hand and we'll be able to pay for projects over here to take and move some money from one place to another and kind of cover that

up a little bit but you know at the end of this 12 million dollars where what happens to it and interesting enough looking into some of the details of a certain administrator's release from penn hills it looks like a general um the auditor eugene de pascal made a statement at the time during the audit that this administrator had a stunning financial mismanagement and illogical business decisions i'm not going to read on the rest of that um i think we can hear you mr erwin but yeah that's what i figured um so i'm not going to take and read any more of that but anyways what i'm seeing right now in the district is the exact same thing stunning financial mismanagement and illogical business decisions just as frank shrek pointed out you you approve raises for

the teachers for the substitutes and the nurse i understand that it would make it more attractive but like frank asks where's the money coming from you cannot just keep saying magically this money is going to appear from somewhere that is not that's mismanagement okay we're the taxpayers we're the one on the hook for it and again we elected these people to take and represent us and at some point you need to take a look at the budget and actually come up with a solution you know we cannot just kick the can down the road oh 4 million this year 4 million next year and keep picking the can down the road [Music] that's it thank you okay i think there monica irwin signed up monica you have three just just as a reminder you have

three minutes since you just signed up tonight okay interested my name is monica irwin i'm from cochran i'm going to tell you a quick story um i had a sinus infection over the weekend not you know your business i guess however i was in a little bit of a brain fog with the claritin i had been taking um so on my or the other day i forgot to send my child with a mask it was not intentional i promise she does go every day with the mask however as the bus is pulling up i realize she's not wearing one it's not on her face i pull one out of my pocket i'm sorry it was used yes however she had a mask to get on the bus go to school the nurse threw that one

away gave her a disposable one okay that's wonderful it fit her face better however it fell apart shortly after she went through three of the disposable masks that were provided to her by the district during one school day what is that really doing so my point with that is on december 4th this day will be lifted i am requesting that you return the choice back to the parents there's not going to be a mandate saying that you need to at that point it is the school board's decision from my understanding and i as a parent and requesting that we go ahead and remove the mass from our children furthermore if you have not already looked into the high taxes of the french creek residents the township residents down in french creek township please do um

please don't raise their taxes anymore i'm not even from french creek township however i have spoken to those residents they are struggling they are asking for your assistance please don't raise their taxes anymore no one needs to have a tax rate coming out of this pandemic and you know we're all experiencing hardships in one form or another all i'm requesting is that first off like i said the masks come off december 4th with the st this day being removed and that we look into those taxes for the french creek township residents for them we don't want anyone losing their homes because we are taxing them out of them thank you those were the only requests is anybody else who would like to speak okay please come forward and stick to me [Music] my name is

jessica hello resident of cochrane just a few brief statements what's your last name oh mcmaster um a few brief statements just from what i've overheard here today um i thank you mr merritt for looking into that for us and giving us all the information regarding the administration going to that meeting um again i want to state that crt has absolutely no place in our schools when you mentioned about that being brought up in the yale university that's where it began back in 1970s that's where it belongs in colleges and universities where children have mind developed already they can choose to take that class it's it's an elective class it's it's not where it is does not belong in our elementary schools in our high schools not not at all you know they need to be

learning the fundamentals and then they get older college level they make those choices i really really hope that that's not where this is leading i know a lot of parents a lot of parents will be very disheartened if that comes into our schools and potentially pulling kids out and i would hate to see that for our schools and we have great schools i graduated from cochrane my kids i have three kids in the district one graduating this year all the way down to a first grader and again with the masks december 4th i also requested the board let us make that choice again i don't know where it's going to go with you know the governor wolf going to appeal that decision you know like who's to say but um you know that decision that

came down from that court was that it was never should have been in place in the first place it was never should have been implemented by that the health secretary so i really hope that we make the right decision for these children again you know i've my youngest has a really hard time with the masks he's been you know talked to several times i've talked to mrs kaiser several times they get breaks but you know he's lost recess from his library teacher when he wouldn't pull the mask up he told her he was having a hard time breathing needed a break she disciplined him and took away his recess now tom first grade little kid needs recess i mean it is and there are scientific studies that say that our children young children need that

recess time that's why it's built into their schedule we shouldn't be disciplining these children that's not the point of this so i just wanted to state that and thank you all hey thank you any other public comment any board comment yes i have some comments first of all i'd like to thank the people who voted for me and i want to thank you all for being people that i've not just met but worked with and it's given me a chance to grow professionally and personally um i wish the people that were successful in their election the best of luck is it um tumultuous time for a school board i wanted to talk briefly about tom and my support of him last meeting he was not pounding in anger he was pounding with excitement and fervor

for the sake of innovation and bringing energy to the school district and for him to light a fire other people in this building have threatened me and threatened him and threatened the media with their anger so for them to stand here and say that tom and his energetic effervescence has anything to do with a hidden agenda or anything like that is ridiculous is [Music] in my life inclusion and equity are good words in my life i've seen the changes of the good old boy network and i have welcomed them as a woman that has suffered underneath um it [Music] inclusion and equity are wonderful things and i'm glad to see the women in this room that would not have been in this room many years ago and i welcome them being able to speak their

minds and a microphone [Music] i welcome everybody being able to be quoted by mr crowley you included you you everybody [Music] it's not your time mister and as far as mr washington is concerned he's had a fantastic review he's had full board support [Music] and there is nothing crt hidden and talk about behind the scenes here we bring with us our personal life experiences and what we've seen firsthand and while i welcome the people that are here and give them wonderful kudos for speaking out you are but a few of the people that voted for me or voted against me the public at large does not always agree with us and it does not always agree with you we do our best and the concern for children a mandated report of abuse like i've mentioned

before i have nothing but child regard and health and mental health um but for crt to be floated as the reason for division between you and i is inappropriate and called for and i am glad that i'm ending my turn before it gets its roots in this nasty time that's coming thank you anybody else any further comments i have just one okay go with um along with mr what monster washington said about our fall sports uh the cochrane football team one of the greatest uh you know one of their top performances of many years meadville bulldogs still going along strong district 10 champs plus now they're they're going into farther into the state championships the cross-country runners marching bands i know pmea festivals are coming up just good luck to all the students that are

in this yeah does anybody know the significance of that cochrane football team the the year the last year they made it to the district 10 playoffs was 2003. so there's 13 or 14 seniors on that team which would have been the year that they were born so my son was on that team and we took him to that district 10 playoff game his little baby he was born in august so we wrapped him up and went to that playoff game and he was playing in that game so i i thought that was really neat he talked the coach philippa talked to him about a great coach and he talked to the boys about that just that significance so well that's cool thanks for sharing really cool i remember that too that just showed you how

old one thing i wanted to address real quick that would be french creek township taxes um i have looked at the the evaluations property evaluations for values and i'm not done doing my research yet but i know i've talked with a guy here and mr washington as well because i don't think it's just the valuation on this property that's in question now and i know they appealed it whatever they they've done without appeal but it goes beyond what we have control of as far as how the taxes are distributed between the county lines we advise you to go to the stem stem's part of that but there's more to the budget process and i don't want to get into a whole lot of it but i just want to mention one part the one part

is when guy does his budget he's typing in the numbers it's on a program that's provided by the department of that and in that program there's a balancing act that's done not by us but again by your state and and this goes back to my times when i was on penn crest school board and we dealt with plum township it's been a long process it's been around for a long time plum township was in the same crisis that french creek township is in higher taxes it's always been like but they come out to tell us that we're all paying the same but i'm not sure how that all comes about i didn't do any comparisons between houses and houses that would sit in french creek township and let's say fairfield township where i live i

did see the numbers where fairfield township pays less combined taxes than french creek township with a number of houses and residents but i just wanted to say that it's not on deaf ears here i mean i'm hearing you i don't know how the rest of the board is but i do hear you and i think it's something that down the road i don't think we have the power to change which we don't have the power to change it's a legislative body that's going to have to change how that all functions and maybe you'll be the startup through park wentley and and michelle brooks and brad roy to figure out how we can change that but when you have districts that are on in cross county lines there just isn't a simple solution that has been

in place for the last 30 plus years so i just wanted to address that it's not on deaf ears here okay thank you at this point we the public on period is closed sir let's move on all right so be it resolve that there's no further business this meaning it's adjourned at 6 19 and i need a motion [Music] second high second hey paula joe all in favor opposed motion carries
