pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you Mrs almond could we have the roll call please here Mr Emig here Mrs Herman here Mrs Meese here Mr rothauser here Mrs Whitmer here Mr Wolverton here nine present okay thank you first up we have our student board Representatives report Camden and Brooklyn foreign hello I'm Camden Buell I am the senior uh student representative for Dover area high school um and there have been some interesting occurrences this February uh first off project Harmony had a chance for Crush donation event which is just a can drive and they managed to accumulate over 200 items which is pretty good considering I feel like the advertising

for it was on the Lesser side but regardless about 25 percent are about one can for every four students I was very good considering that low advertisement the stem Summit was an event that took place on February the 8th which involved 10th grade students experiencing all sorts of different activities regarding the various stem Fields this was performed by the Junior Achievement group and I was personally volunteering and I learned plenty about robots because I got to volunteer at a coding section but that activity involved all of 10th grade and they weren't just limited to coding operations there were also some biology there was an elephant toothpaste experiment which involves putting some chemicals together and kind of making a blast of foam up here and just some other interesting stuff to provide some useful skills in

the future and maybe spark some interest in that field of study the pmea Jazz District qualifiers we had six members of our chorus qualify for that Hunter Golder Jensen gladfelter Bobby repp Grace Carpenter and Kailyn Floyd and three of them were able to move on to All State Jazz those three are Hunter Bobby and Grace so congratulations to them winter sports have finally wrapped up they had their Awards night on February 15th uh let's see the unified Bocce team has made it to County playoffs which is extremely good and that's going to be hosted at Dover on the 23rd of February so very soon um and that's exceptionally good that's a very interesting program it receives a lot of support from both the students and the school and it's very good to see that they

have able been able to make it that far selection is coming up on a more serious note and counselors will be meeting with the 8th grade ninth grade 10th grade and 11th grade students preparing them for their classes I thankfully do not have to worry about that this year as I'm a senior and um on Valentine's Day both the baseball and softball teams made some cards to not only their loved ones but also some people at the nursing home so that's very good our sports teams get involved with the community I think is very nice and then uh lastly the indoor percussion Ensemble one first place at a competition and what makes that even more interesting is that that there's that was their first competition ever so that's extremely impressive that they weren't able to

take home the gold medal so to speak with such little experience that's just a testament to our music program so with that that concludes my general report any questions comments concerns any questions for Camden okay as always thank you Camden great stuff we appreciate your time today thank you thank you okay we'll move into our presentations now first PBIS committees North Salem Elementary all right good evening uh first thank you school board for the opportunity to speak with you and present this evening and I also want to thank some of our families for bringing their students out this evening and taking the time to do that to support this presentation I am not going to speak very much at all other than to introduce those that are going to speak our school team was selected

this past fall to present at the PBIS State Conference in Hershey based on our ability to implement some of these sound practices so I ask some of those individuals who presented at that conference and then attended that conference to speak to you this evening and then we also have some students here to talk a little bit about their input and their involvement in our PBIS program at North Salem so without further Ado I'm going to introduce Mrs Caitlin milot she is our school counselor Mr Phil hemperly he is our interventionist Mrs Julie Vale she is a third grade teacher and Mrs Jessica breitner she is a fourth grade teacher I'm also going to introduce Mrs Ashton Gensler she on the other side I was like I'm missing someone um she is a fifth grade teacher

she's also uh in charge of our proud Council and is the leader for that student group so I'm going to have Mr hemperly come up and they are going to take you through our presentation and I'm going to stand behind you if that's okay so I can take pictures of them and make them feel even more Awkward alrighty good evening I am likewise excuse me I'm going to keep it very short uh just to share briefly um this flow chart was kind of the the ending portion of our presentation um which was entitled Building Bridges for Success um and we were mainly selected to present at this conference because of the teams and I can't speak to this because I wasn't here but the team's ability to build a high capacity team within itself for

our PBIS committee and as a result you can see all of the inter-workings and connections that we're able to make that comprise our learning community so to speak so uh I'm gonna pass the mic off to one of my counterparts who will briefly share some of our takeaways from the conference foreign experience at the conference had to do with the challenges that our kindergarten and our first grade classrooms had with documenting proud Behavior so we were able to attend a session where we looked at some concrete examples of what that could look like and how we could better Implement that within our school building so that was our first takeaway hi our second takeaway had to do with a lot of the other districts talking that were already tier two um Fidelity they did it

with Fidelity and we kind of sat back and we were like oh my gosh we do that we do that too so we really observed a lot of our solid tier two systems and recognized that we already have them in place it's just a matter of us having to formalize them to say that we do it with fidelity thank you hmm all right and then a third takeaway that we had had to do with our pal Council that's sitting right here we've already been able to thanks to uh mostly Mrs Gensler been able to have a really solid engagement from our students into what proud looks like PBIS system in our building so through one of the sessions we also found some ways to expand that and we're really excited to get even more involvement

from our students including some third graders and then Mrs Gensler in her group they'll present a little bit more about what proud council is uh good evening everybody we are glad to be back we have been here before um and um we are gonna I'm gonna start by telling you a little bit about what proud Council does for those of you who might be new we've had a proud student council at North Salem since 2018. we somehow fingers crossed even were able to do it through those uh coveted times we it is always our goal that we lead the school in at least three community service projects each year we usually do a coin Drive something to do with unity along with unity week and a can drive around the holidays um the theme kind

of changes depending on the kiddos their main role is that they hopefully are a voice for students on various committees so I kind of take their opinions to other committees that we have in the school most commonly today is PBIS getting their input on things behaviorally assemblies rewards and making sure student input is heard in those places um in the past it's always been 8 to 14 students based on the year but one of the sessions that we went to really called for us to see how we can expand that and how we can give kids more ownership over their school so giving them more leadership opportunities and making sure they have a voice in wider decisions and the way that Mr Young and I after some conversations decided that that would work best is

if we made three subcommittees so I typically always met with all of proud counsel together and that kind of limited how much we could get done in that 40 minutes of their preferred time they either come before school or during their lunch in recess so um in the spring we are expanding to three committees and each committee will have about seven students and we are hoping that that will allow kids to even take more ownership over making the videos and brainstorming our fundraisers and community service projects so I am going to pass it to our hype committee spokesperson who's going to tell you about our first committee that we're hoping to start in the coming weeks hi I'm Cora and I'm on the hype committee we are the video makers we create videos for students

on many topics including proud Behavior upcoming events and Community Service events we also get students excited about our proud Council goals the requirements to be on this committee are very enthusiastic passionate and love the camera here's one of the videos we made on our canned food drive foreign if you click once more it will play oh sorry [Music] foreign [Music] [Applause] hello I'm Connor and this is Kane we we do the behind the scenes items at the hype team needs to secede we write scripts for the videos and morning announcements we create bulletin boards to to match our theme like the like the bulletin boards in our slides we designed posters to promote events or community service projects this was a poster for our Grinch breakfast we have some requirements to be on this committee

we need to be artistic great communicators creative and we don't really like to Spotlight very much I don't know hi I'm Lila from the logistics committee we direct both committees by making decisions on the who what where and when we also create schedules and calendars to help proud Council function we become Miss kensler's biggest assistance and we make lots of decisions including what activities will be held at events where goals for community service projects requirements for this committee are decision making logical willing to help in many roles flexible and can roll with the punches in these pictures we decided to raise cans and picked a reindeer craft for our Grinch Gibbs Back event foreign [Applause] I have right now uh 14 young people that have been with me all year so they are in the

picture that is up so I want to really thank all of them for their time they give their before after school or lunch and recess typically three times a month so for a fifth and a fourth grader that's a big deal to give up that value time but they do it willingly and we just so appreciate their leadership in our building and we are excited to add two third graders two additional fourth graders and two additional fifth graders we're going to announce them actually on Friday so we're really excited to expand and continue having students be part of our leadership team at North Salem I think I'm gonna pass it to either Mr H or Mr Young to wrap up no that that is uh everything that we have and I I first again thank

you to the staff for coming out tonight and definitely for our students um I can tell you in the the three years I've been at North Salem our our proud Council definitely keeps uh Mrs Gensler uh and I on our toes they always have great ideas to add um and thoughts that they want to see come to fruition um in our building and it's just neat to see at an early age at the elementary level students have that level of ownership in their building and the climate and the culture of our school so we're just super excited and thrilled to to have them have that that voice and what we do and I would just also add um you know sometimes and even when I came into the district uh two and a half years

ago I sort of had my own understanding of of what PBIS was which was basically um you know I felt was basically just rewarding students for good behavior but um this team and this building and and all of the buildings in the district that that run our PBIS committees it's it's fully embedded in what we do from our school rules to school expectations to the climate and culture um so it really is amazing to see from the inside and hopefully this gave you just a very very small scratch the surface of just a little bit about kind of what we do and how that really creates culture in our school so that's everything any questions any questions for Mr Young okay I just want to compliment the students you all did a fantastic job tonight

standing up here in front of everybody so kudos to you thank you very much we appreciate your time tonight yes okay next we have our audit presentation Boyer and Ritter thank you appreciate it all righty hello good evening everyone my name is Sanai zahirovic I commonly go by Z I'm a principal at Boron Ritter the person responsible for the district's annual audit uh yeah thank you for having me here tonight to present the results for the June 30th 2022 audit so I'm going to dive kind of right into the report that I think everyone has electronically so I'm going to head to the first page right after the table of contents and this is going to be one of three audit opinions that our firmware and reader issues that's included in this report and this

one is relating to the audit of the financial statements the other two are going to be related to the compliance audit or the single audit that we perform um for those that may recall what this report used to look like you'll notice it's gotten a bit of an overhaul some of the sections have been moved around some additional language added and this is all due to the Professional Standards that we follow when we have to issue this report um so the report now really starts with what I think is the most important part that's going to be the opinions paragraph or the pinion section it's two paragraphs the second one being probably the most important and just paraphrasing in that one it states that the financial statements present fairly in all material respects the financial

position as of June 30th 2022 as well as the changes in financial position and cash flows where applicable all this in accordance with the accounting principles generally accepted in the United States uh all that to say this is an unmodified opinion also known as a clean opinion really the best possible result for an audit one you would expect to see after that it goes into the basis for opinions paragraph here we identify that we conducted our audit in accordance with the auditing standards generally accepted in the United States as well as the uh the government auditing standards we also note that we're independent of the district and have met our ethical responsibilities in completing the audit um after that there's a section titled emphasis of matter this isn't included every year in the financial report

but it is included this year to draw attention to a significant change and highlighted in that paragraph is the the change this year is due to a governmental Accounting Standards Board or gasby's statement number 87 on leases so with the implementation of that standard it required the management team to reevaluate its contracts that it has relating to tangible assets such as equipment that it might pay rental type payments for over an extended period of time so the standard now requires the district to report a right of use asset for those assets and a corresponding liability for the payments that it will make in the future second page first section there we identify that management is responsible for the preparation presentation of the financial statements as well as for the design implementation and maintenance of the

internal controls after that section we talked about our objectives as the Auditors where we identify that we are to obtain reasonable Assurance about whether the financial statements as a whole are free from material misstatement and obviously to issue a report on that I will note here that reasonable Assurance is a high level of assurance but it is not absolute we're not able to come in and look at every single transaction that has transpired throughout the year we then go on list some of the standards that we have to follow as we conduct our audit and then on to the third page we identify the required supplementary information this includes the Management's discussion analysis that immediately follows this audit opinion as well as some of the pension and notepad schedules that are found in the back

of the report after that there's a supplementary information paragraph This identifies the schedule of expenditures of federal Awards also found towards the back and then the last paragraph is really a reference to the second of the three audit reports that we issue so I'm going to skip to that one now kind of skip over the bulk of this report here and cover that that's going to be on page 67. if you're following along so now this one has not undergone any kind of a significant change as the first report had um kind of skipping all the way to the bottom last paragraph there there's a sentence that starts with given these limitations and we note here that during our audit we did not identify any deficiencies in internal controls that's a good thing obviously and

then on the second page or page 68 of this report last sentence of the first paragraph We note that the results of our tests disclose no instances of non-compliance again a clean opinion as I mentioned as the first one was after that we move on to the last of the three audit reports that we issue this one also has undergone some of the changes that we saw in the first report and this one is specific to the major program selected for testing as part of our signal audit or that compliance audit that I mentioned when I started and so this year we tested three major programs that was Child Nutrition Title One and the education stabilization funds the the covid-19 relief funds or Sr monies essentially um again we start with the opinion on each

major federal program and identify in the second paragraph of that section another unmodified or clean opinion for the district as it relates to these major programs that we tested we then talk about the basis for the opinion again we we identified the generally accepted auditing standards the government auditing standards and then add a third layer known as uniform guidance which we have to follow when we perform this type of audit following that again we're identifying Management's responsibility for the compliance with this with the requirements for those major programs or those Grant funds and then talking again about our responsibilities as the Auditors of the district and on the last page second paragraph of the of that page there again we note that we did not identify any deficiencies in internal control over compliance following that

page 72 schedule of findings and question costs basically a summary of the three reports that I just went over as well as the identification of the major programs that I noted after that moving to page 74 this is going to be well page 74 and 75 this is the schedule of expenditures of federal awards that I mentioned earlier this just shows the breakdown of the federal money spent amongst the various programs and Page 75 provides the totals and you can see kind of towards the bottom of that the district had spent about 6.5 million in federal money this past year so rather than kind of going all the way back to the beginning going through the rest of the report I just wanted to point out two additional pages that might be of interest first

one being page 18. and this is the budget to actual of the general fund so obviously this is for 2022 results you can see it has the original and the final budget amounts uh what the budget coming in at about a 2.5 million dollar deficit while the actual results resulted in approximately a million dollar deficit and the end result of the general fund is that fund balance number at the very bottom the 17 million and there's a breakdown of that fund balance on page you'll see here we identify the different categories of the district's fund balance with the final category being the unassigned fund balance roughly 4.2 million or six percent of the current year expenditures in the general fund this was all I intended to cover tonight unless anyone has questions or would like

me to cover anything else within the report or if there are any questions in the future certainly feel free to reach out uh I think everything is electronic electronic there's a PDF I think attached to the agenda yeah the bottom at the bottom it's vote it's where you would vote it's under seven seven go down to seven two it's down in the action categories sometimes okay are there any questions for Z that's much easier to say yeah I have a question thank you for your presentation um do we have to keep a certain amount in our unassigned fund balance do you have to keep a certain amount so we have four million four four million do we have to keep there's a is there a law stating that we have to keep a percentage of

our there isn't a minimum there is a maximum for what you you cannot go over there's a maximum eight percent eight percent what do you know what the minimum has to be in an unassigned there is not because it's unassigned so if you continuously use your fund balance well it has to be transferred into the debt assignment part which is like 3 million right now is that on principle what's that I understand I got you thank you for your savings account yeah yeah okay wait I'm not sure sure so there's a a line item in there that says that we have the fun balance we have like three million something that's assigned to principal balance for Debt Service right so it's committed for debt principles that would be for future principal payments okay of the

current debt that you have yeah and that would have been a board assignment that was done at some point so that's um under the assumption that we're going to be incurring 3 million in debt principle for something how is that determined you currently have outstanding debt that you're going to be making payments on okay so that number I believe was determined to be what you would pay basically so this might be a really silly question but why don't we just pay off the debt you will be it's just how it's uh yeah it's how it's structured and labeled within the report the debt will be paid for like now or uh there's a schedule there's a payment schedule that yeah there's a payment schedule that yet that the district follows based on the debt agreements

issued okay thank you of course anybody else okay thank you thank you okay that brings us to our first public comment period uh if you do intend to speak tonight and you have not signed in uh as you entered the room I ask that you please go over and see Mrs Jacoby or Mrs almond and they will get you signed in prior to speaking and we will take care of that before you speak we do have one pre-registered speaker so we would invite Mr kindig to come up this is a 30-minute period for public comment up to three minutes per speaker so we'll start with Mr kimdig Craig kindig Willapa Drive Dover uh recently last week we were told that the Dover students are below their standards in math and reading in certain grades in

addition we were told that the Dover students need more attention to writing skills National School boards Association and the national teachers unions are pushing the agendas appearing appearing in our schools it is Apparent from the fact that the same agenda is appearing in schools across the country The Following comes from an independent non-profit which is following the trends in public education and I quote social emotional learning it sounds so innocuous so appropriate and positive school officials and policy makers are asking how could any parent oppose the development of social emotional skills but parents are growing more and more alarmed and for very good reasons what these SEL programs do says a former teacher and SEL expert is use terms such as social emotional learning that sounds nice to cover the Trojan Horse that it is

for bringing in the critical race Theory ideology gender identity slash sexual orientation instruction and social justice education school school surveys have become Central to sel implementation these surveys ask students highly sensitive questions about their mood their beliefs their family and even their sexuality parents are not always informed about the nature of these questions nor do they have strong reason to trust that the answers will remain private SEL effectively asked teachers to act as therapists trained only with pop psychology and one day professional development sessions it encourages them to probe into student sites to uncover and address trauma there is a reason why medical ethics prohibits the practice of therapy by unlicensed and untrained individuals and that's the end of the quote I'd like to say I've known a lot of you I've known one of

you since you were in elementary school and I've met some of the others and talk to you one-on-one and I through these conversations I believe that you were raised in good moral families and you want to do what's right for the kids but based on that I'm baffled I'm truly baffled as to why this garbage is even being considered in our schools I ask that when you get home tonight Envision telling your parents or grandparents that you support this agenda what would they say to you as I said at the beginning this agenda is being driven by Outsiders who have a goal and it isn't preparing the children of this district for a better future teachers did not go to school to be psychological therapists your time is up Sir could you give me no

you can come back at the end for the second public you can't give me three seconds three seconds they were trained to teach a basic substance subjects of a quality education take the one hour per week or whatever time is wasted on an SEL and apply to teaching Reading Writing and arithmetic our school district our community and our nation will be better for it thank you okay anybody else please state your name for the public hi Shyla Kramer 2361 Tower Drive I came originally tonight with my daughter who spoke for North Salem's proud Council I graduated from Dover in 2005 currently live in Dover I teach for a Cyber Charter School I'm in my 15th year of teaching I teach High School specifically science but I have a big interest in our students mental health

tomorrow I'm actually participating in becoming a youth Mental Health First aider which is a program that I am learning to better help my students the students in the community I help coach softball my husband's active with baseball and kind of just was felt moved to speak I'm a teacher I'm a parent we clearly have a issue in this country with students and mental health I am a proponent of the SEL 100 percent and as a teacher I can tell you that it is wonderful there is nothing more I I never feel so proud when a student can share with me something that they you know maybe aren't comfortable sharing with somebody else and feeling that trust and that comfort and I hope that my kids can find that in their teachers with their school and

I think SEL does lead lead to trust and community and belonging um I don't feel that it has any other underlying currents that were mentioned by the previous speaker but I think our our kids need support um we need support and I I think and hope we're doing better for our kids mentally than what maybe my generation went through and I'm I'm a proponent and so there's a there's a take for you thank you anybody else Mike benshoff 3190 Schoolhouse Road I have a second and a fifth grader that attend North Salem Elementary School my daughter was the frog in the video you guys saw tonight um I've attended several the last few school board meetings and I'm concerned about discussions of raising taxes one of the co-owners of Burke's homes I build in 13

different counties between Philadelphia York and Harrisburg and State College I'm in a unique position to understand the economic impact that raising real estate taxes has on the communities we build we just finished Building 43 homes in donwood Estates last year and I have another community in Dover School District called the seasons we closed 29 homes there last year and we have about 100 homes to go I'm proud to build homes in our school district I really am however there are realities we face in the marketplace and if I had to choose between a community in central Redland Northeastern York Suburban Dallas town or Dover school districts from a business standpoint and this kills me to say this I have to go with one of the former out of the 30 or so communities our Dover

communities consistently struggle the most the joke is that the three most important factors in real estate are location location location but that's only partially true any person working real estate will tell you it's location schools and schools at donwood Estates we had to be priced forty thousand dollars less than another comparable Community we had in central school districts to generate sales essentially that means buyers value Central Schools at forty thousand dollars more than Dover currently at the seasons our closest competitors Ryan Homes at Spring its retreat another Central School community on Apples to Apples basis they're priced forty thousand hours higher for a similar home and they outsell us three to two each month in Dover we suffer from two things High real estate taxes and whether real or perceived a middle-of-the-road school and academics

and sports programs that might be upsetting to hear but those are the challenges we face in Dover hiding our heads in the sand and ignoring how we're perceived and valued is not a solution the open market of what people are willing to pay for a home is the most honest value of a community and a school and if you choose to raise taxes you're hurting that value not helping it for multiple reasons you can't tax your way to a better school Nationwide most highly rated schools do not have higher taxes they have to look they have they actually have lower taxes looked CV for one of the best local examples for low taxes and highly rated schools I understand that the easiest or easier thing to do might be to look at costs throw up

your hands and say what can we do about raise taxes however I'm begging you on behalf of our community dig in and find ways to cut costs thank you thank you okay next David Conley and I signed into my addresses on record I want to state that I agree with Mr Kendig and Mr benshoof that just spoke thank you gentlemen for bringing those points before the board I Rise to speak to the proposal to change the principles for governments and Leadership policy there's a couple things that really raise question marks with me in this and one the first one is the language concerning acknowledging the role of the 10th member of the board for the superintendent what do we has there been some disrespect that's been shown that are superintendent by the board I've not

witnessed such um there's been some comments uh made in public but they're all a matter of record I don't know what we're addressing here by by amping up the issue by calling them a commissioned officer of the Commonwealth we recognize that that's part of the public law recognize that that their position is a 10th member on the board that's set by state law to re-emphasize this and here it reveals to me there's some type of undercurrent that's driving this statement in the policy and um you know it's odd too that these policies copyrighted by the psba since one do School District policies get copyrighted by an association that seems very odd to me also then um there's um also statements in the communicate clearly section that used to say encourage input from the school community

in essence but now it's being changed to this language acknowledge and listen to varied input from all stakeholders this is not a corporation that we're running here you know with stockholders and that type of thing I know stakeholders just throwing around it's a fashionable word now but when we were removing the school community label from the policy that's sending an a message although it's probably not intended that the Public's comments are are not as important as those that we're getting from other quote-unquote stakeholders um I appreciate the work that this board is doing and uh it's it's forming and reforming I see the Dynamics from month to month I appreciate the new format of the planning meeting prior to the actual meeting but I will still say I don't understand why the format of the

treasurer's report comes out in the way it does I look at these things and there should be column by column there's also the audit report I've never maybe it happens in other school districts but I haven't seen audit reports without an actual presentation and no delegation to the gentleman was up here briefing but his company sent him unprepared to to brief the public it's not just the board it's the public we want to know what's going on thank you very much thank you Mr Conley anybody else okay sing them will move into board president's communication we did have an executive session prior to tonight's meeting to discuss the confidential student matters related to the Washington Township situation I do want to announce that at the request of Mrs Whitmer the following agenda items had been

moved from consent agenda to the action agenda tonight those are policies 11 217 and 251. we she has also asked that the conference request for Dr wiesling to attend the conference on Hershey be moved as well as the job description update for the gifted teachers so those will take place in the action portion of tonight's meeting so with that we'll move into the consent agenda so at this time I'll entertain a motion to approve all items listed under the consent agenda we have a motion in a second we did discuss all of these items last week at the planning meeting are there any other questions on these items okay hearing none Mrs almond motion carries nine zero okay thank you now move into the action section category seven uh for tonight uh first up I'll

entertain a motion to approve the daea memorandum of understanding for the high school student council advisor second we have a motion and a second any questions or discussion on this foreign motion carries 9-0 okay next I'll entertain a motion to approve the Boya and Ritter annual financial report and audit for the year ending June 30th 2022. we have a motion and a second any questions or discussion on this item hearing none Mrs almond motion carries 9-0 okay next on entertain a mission to approve the York Adams Academy 2023-2024 general fund budget second we have a motion and a second questions or discussion yeah in regards to both this York Adams Academy in York County School of tech and they when they send us the budgets I mean does anybody like scrutinize them are we supposed

to scrutinize like how do we compare what are we looking at as far as previous years like how do you know same can anybody answer like questions in regards to what it looks like compared to other years or yeah um we York Adams Academy did not have an increase and York Tech did have a slight increase which was due to their operating costs and a few additional students in enrollment so I do look at it every time we get an update okay anybody else Mrs Hallman motion carries 9-0 thank you and I should have mentioned at the beginning of this category too all of these items were up for discussion at last week's meeting so we could have some conversation at that time about this too so at this point I'll entertain a motion to

approve the York County School of Technology 2023 2024 General operating budget second any other questions or discussion what is what's the percentage of increase for York County School of Technology anybody else okay Mrs almond motion carries 9-0 next I'll entertain a motion to direct the administration to enter into lease agreements with outside organizations second we have a motion and a second any questions or discussion I'll just State I will be voting no on this I always feel it's important as a board member that if you're going to vote no for something you state why and the fact is I believe we have a policy in place for facility usage and we can revisit that policy but some of the organizations have even stated that they do not have an interest in lease agreement so I

don't think this is necessary at this time anybody else similarly I'm in the the same mindset um and agree he pretty much covered my thoughts as well yes I I also agree um I have no most of the uh well the big one uh Dover Aquatics has already said that they're not interested in Elise and I feel that we're able to work with the policy with them so I agree okay anybody else I don't I don't it says lease agreement for outside organizations so if we I don't understand what this is so this just if we vote Yes for example that gives us the ability to do lease agreements like we're not voting on a specific lease agreement with a specific organization correct okay because of the conversation we had last week yes about the

conversation that Mrs Weaver and Mr fluke had with Dak okay Dak was not interested in the first draft of that lease agreement okay but they wanted to negotiate so if you want us to continue negotiating that's the purpose for this motion okay thank you and they would just be the first one because they're on the table right now right anybody else I I didn't see a reason to have a lease agreement if we were going to sit and have real discussion about the facilities policy and look at how we can alter it maybe make it better um I'm not seeing it happen so knowing that Dak would like to further discussion have further discussion and negotiations I don't think we should shut the door on that opportunity if we're not going to look at the

facilities policy and really you know talk about it in detail and consider changing it so I mean I don't know what information we're missing in order to even make decisions on how to change the policy other than you know last week I showed you there was some documents that we could compare it to it didn't look like anybody was interested so for me to say no to outside lease organizations I feel like it's we're basically making people bend to whatever we have available for them and I just don't think it's good enough right now I'm not saying the lease agreement should happen but if we're not going to talk about change in policy and helping organizations and have different categories or descriptions of categories and you know okay thank you anybody else um seeing as

how I've been a big proponent of this um I am going to vote no because I just I think we need to work with the policy so I get your point Carmen like I get it but I just think that it's just gonna open a can of worms and we're just gonna have to deal with lease agreement after lease agreement and we just need to have a policy that works well for everybody so um we just stick with the policy and that's my opinion and we just see I mean we've we've discussed this so much and I appreciate everybody's efforts with the lease agreement like you listened and followed through and um I just felt it was important that I said Where I Stood because I've been such a proponent of it I'm not I

don't want to say that I want to go the way of the lease agreement I don't I want to be clear I don't want to make any other additional you know added anything that gets added onto our facilities usage if we as a board agree that we can really look at the you know the details together is I mean is that a fair question to the rest of the board members I feel like I have no problem myself taking another look at the facility usage policy I think we need to have Mr fluke and Mrs Weaver engaged in that process from the administrative side and Dr Cartwright so that they can look at that look at the cost for the district um I wouldn't see why we couldn't revisit the policy as part of our

conversations and our planning meetings going forward I mean that's not to me that's off the table forever and what about the rest of you guys you feel like you need more input from the organizations and the Community First in order to look at changing or adjusting it anybody I think they said they had good conversations with them and said they were willing to work with them and I think if we give them time they're both new in the position that I think good things can come I think good things can come with them working on it and working with the organization so yes I have no issues revisiting the policy okay anybody else okay Mrs almond motion fails to yes seven no okay thank you next I'll entertain a mission to approve the following revised

board policy number 11 board principles for governance and Leadership second Mrs Whitmer need a comment you had asked for this to be pulled so I'm assuming you wanted a comment or question it's a psba policy that I don't feel like an outside organization needs to provide us with that kind of goals I just all together don't agree with the way it's been presented to the district as a policy that we need to adopt I think that we should as a school board adopt our own policies on how we handle our process of governing okay thank you anybody else hanging on Mrs almond motion carries seven yes two no no votes Mrs Whitmer Mr Wolverton okay thank you next to entertain a mission to approve revised board policy number 217 graduation Mrs Whitmer so I'll speak

to the next two policies on this issue as I read through them just felt like some things were jumping out at me in the sense that education was being seen as a maybe a hurdle or conflict to helping a child move forward who is homeless I think that in this day and age we should be helping kids see education as a tool as a means to get out of a bad situation and be expecting them to hold to standards for graduation and I yeah I just it seemed to me that the policy was reading as if we as a district need to do whatever we can to get them to graduate and I just didn't like the feeling that I had when I was reading them so if there's any other comments on them I'm

willing to listen but where I stand right now is I don't agree with making education that unimportant to these students anybody else Mrs almond I go ahead I have a question um the items that are changed in here I know it's it's confusing as a board member because I know sometimes these items are changed because of law state law has been changed so in this policy in particular are some of these items or some of these things that are added in here because of state law do you know like do you know off the top of your head I can't answer that off the top okay I didn't okay so um I don't know if I want to use the word law statute I'm not sure but it did come down that we are to

do everything we can to remove the barriers to graduation for homeless foster kids so let me give you an example a student comes to us in the middle of a semester they haven't finished the course at all we are now able to award them a quarter credit for the what they did in that course where before we weren't that would be an example of removing the hurdle we are to allow them maybe to catch up in the summer and we wouldn't do that for a regular um for a student who isn't homeless so it's not about watering down the requirements it's about bending over backwards to make sure that they can get all of the credits they still have to get the same number of credits every other kid does we just can bend over

backwards and we can sort of you know break some rules so to speak to get them there so it's really to benefit them and it is law if we were to get audited and find out that we are not doing that I don't know what the consequences would be but we would fail the audit so that is reflecting a new law in terms of homeless and foster kids all of those links in the policy yeah will connect you to the school code okay anybody else okay should have the vote on your screen motion carries eight yes one no no vote Mrs Whitmer okay next we'll entertain a motion to approve revised board policy number 251 students experiencing homelessness foster care and other educational instability we have a motion and a second Mrs Whitmer did you

want to add anything else other than what you already stated yeah anybody else I mean again how again there's a lot in this one um a lot of updates in this one I just don't know how much of that is like we don't have a choice I mean isn't that that I mean that's kind of why we use use the PSP exactly policies because we can depend upon the fact that they are they cover across the team yeah and I don't I don't remember off the top of my head exactly what that one said but like I remember it said dress code right so we basically that means we can't punish a kid because they didn't have an opportunity to get new clothes yet that we're supposed to help them get new clothes um we

can waive fees for extracurricular activities because they're homeless and don't have the money to pay for those fees those are the types of things that we are required to do for students that are designated as being homeless or Foster I don't remember what else is on there if there's something specific you have a question about I can help explain well like dress code I have a little bit of an issue with that how long do we allow that child to I mean in this day and age we wouldn't because we have the dover's closet that we can get them we also have a partnership with um Community Aid so that wouldn't be more than a day or two but it's just to prevent them from showing up the first day of school and not having

it exactly exactly okay and this covers kids in foster care it does yes the title of the policy is students experiencing homelessness foster care and other educational instability yes I understand that I just questioned it because my understanding is don't parents get funds for having a child when they have a child in foster care kind of a catch-22 you're going to pay the parent and then turn around the kid doesn't have to get it and gets a special break I just see that okay anybody else I just would encourage everybody if you would just read the details because I think there's more in there than what we're hearing and what you know there's a lot like Heidi said there's just a lot and I think if you say yes to some of the things that

are in there I think you could give leadway to just um you know things happening in schools just to be able to push kids through graduation and I just there's a lot of other things that are just it's a lot of leniency that if we have expectations you know I understand kids go through hardships I'm not being incompassionate towards that whatsoever but I think that there's a strangeness around these policies that why we have to have them why they're even coming up you know I I just I'm feeling like there's more to them so call Nathan Spears if there's whatever I don't like them yeah I would like to see what what and I mean this is an eight page policy and half of it's new or changed um I tried to read through it

earlier and it's a lot um it'd be nice to to know what we have to have in there and what we don't have to have in there less is more so that's my opinion I'd like to see moving forward with these new policies I know um Kelly you're working on updating them all and I know that's you know a big task for you like I don't know is it possible to to know to maybe put in red or something the like legal aspects that we have to include I know that's a lot that's what all the blue numbers are they're all links to code and some of the links take you to Cornell Law School Legal Information Institute I'm just clicking on every blue number yeah and everyone is taking me to one of those

two things okay so far so if there's no code if there's no blue or no brackets with numbers then that doesn't correlate to a regulation or a law or a statute or whatever I guess that's a broad assumption but okay okay thanks okay anybody else Mrs Hallman motion carry seven two no votes Mrs Whitmer Mr Wolverton okay next I'll entertain a mission to approve the conference request for Troy wiesling athletic director to attend the 55th annual psada conference in Hershey from March 21st to the 24th second Mrs Whitmer can State publicly how I feel about it or else the board already knows they already know how I feel I feel as though this district has suffered more than just um a position that's very high paid in the realm of Athletics and I don't believe

that that person has been qualified for this position and you know I was thinking about it today of how I would explain this and I look at the music department so Mr Bradshaw were to leave tomorrow and we would want to fill that position with somebody who's qualified and just maybe near his experience which I don't know that you can but I think that we would be very careful and I didn't see that happen with this situation and I did not think that we should continue to encourage more things to come out of that position where we could increase salary so certifications in that sort of thing and I honestly I'm not a real big proponent of conferences in general I think it's just a hangout time because I don't know that there's many things

that come back from them anybody else was this conference at an additional cost to the district or was it already budgeted for it is in the budget and Dr wiesling is taking courses to earn his certified athletic administrator certificate which will not increase his salary that's good to know thank you anybody else okay Mrs almond motion carry seven yes to no no votes Mrs Whitmer Mr Wolverton okay and finally I entered animation to approve job description update number 3109 gifted teacher Mrs Whitmer I get to do a lot of talking all right so gifted teacher to me is still teacher and I know she follows um IEPs for her kids but I think this could open the door to put people who are teachers in a position to uphold subjective goals subjective evaluations fail things

because they're not meeting the social emotional needs of their kids I know that we said that teachers that description hasn't been updated in that Realm from what I understand from last week but I don't agree with that part being in there I don't believe that we're back to that LCL conversation again I don't believe that teachers should be taking the place of parents and worrying about the social and emotional needs of these kids and that puts a lot of pressure on them and I believe that if you have relationship with kids it's a natural process if you feel it's in your job description to meet their social emotional needs then you're almost forced to make relationship happen and that's on that's that's not natural and the kids know it and I mean no teacher could

really be evaluated based on how they're meeting the social emotional needs of the kids unless you're using a bunch of programs and all that stuff but I I honestly do not believe that we should be expecting teachers to do any more than educate these kids at their best level so that's where I stamped them anybody else okay Mrs almond foreign motion carries six yes I'm sorry five yes three no Mr Emig what is your vote Yes okay so motion carries six yes three no no votes Mrs Meese Mrs Whitmer Mr Wolverton okay York Adams Academy Mr emmick our next meeting is next Tuesday night any questions from Mr Emig okay York County School of Technology Mrs meese we voted on the joint operating committee chairperson and vice chairperson and they're the same as they were

the previous year so there were no changes there um we had a couple of new appointments and some reappointments from some different school districts um they also presented their audit report and we voted on that to proved that um the budget report that this board approved this evening was already approved by 11 districts so they already did have the two-thirds requirement of the approval but it was important for us to still vote so that was good um I don't know if anybody's interested in the applications but I thought it was kind of interesting in 2023 thus far we've had um we've had 1122 applicants um in comparison 2019 they had 718 applicants so that's really increased over the last several years total student body will be around 1700. total students so I think we have

about we average about 75 students that go from Dover um and one last cool thing they do a recognition of students every month they recognize about six students out of the entire school grades nine through twelve and we had a student that was recognized and I think in the future when that happens I'd like to put that student on our agenda and maybe recognize them here too her name is blue and hopefully I don't demolish her last name but blue primu does anybody know her well she's in 11th grade culinary arts student from Dover so that was cool does anybody have any questions Mrs mace if you would like to share that information with me I can put it in my Friday Focus oh it's for the entire staff okay I'll email you tomorrow okay

state your name for the public record David Conley I um want to congratulate our superintendent she's clearly working hard I think she's out working our board as well I I know that she's compensated for the work that she does but she certainly seems to be well informed and well connected also want to congratulate our solicitor Benjamin L Pratt uh Esquire Saxton and stump is the 2023 newly elected psbsa the Pennsylvania School Board solicitors Association State president and when I see the policies that they're now putting out it's evident that to me that he's got some influence in what gets written because it looks like it's custom made for our district but I want to congratulate you all for being the fifth of only five school districts in York County that has adopted this governance policy

and only one of only 21.6 percent in the entire State that's adopted it so you're clearly out and ahead but I'll caution you the language in here is carefully crafted you're gonna have to pay attention to these policies one thing that another thing that brings me some concern about how much tension we're paying to the policies that we're adopting is was this discussion on policy section 200 students experiencing homelessness foster care and other educational instability it appears that board members didn't take the time to look at the links that were there because if they had they would have noticed that half of the Blue Link says our superintendent pointed out that are links to state code and other policies and that type of thing half of the links are blacked out they don't even work

and that raises concern because our governance document says that we're going to make data and form decisions and we don't even know what we just voted nearly unanimously to adopt and so I just encourage you to really pay attention to what's being put in front of you thank you thank you Mr Conley anybody else okay that brings us to our miscellaneous period for any other comments or observations from our board members tonight um I have a couple this is how you brought a presentation last uh meeting and one of the things you brought up was the idea of curriculum I got some feedback from some parents who would watch this that meeting and they were really happy to see the idea there's a concentration on actual core subjects such as math one that you brought

out you know the idea of actual development program so it's a little bit of a good thing to hear uh public comments Mr eifert I'd like to know exactly by law to or done how long public comments can be you know in regards to the ideas at two minutes three minutes five minutes you know what I mean if you could find out I'd appreciate it uh moving on Dr uh Cartwright in regards to the middle school and the high school I'd like to know the number of kids who've been suspended so far this year for anything just in the by uh you know school by either School and any kids that have been charged under the Pennsylvania crime code in either the middle school or the high school moving on if this is possible I

would like to see someone come back with after the briefing on our budget come back with the three percent reduction leaving the music department the sports programs and one SRO in the bill for the district see where the cuts can be made and what the district if you will Administration is willing to give up to get to that point one of my big concerns is the feedback that I'm receiving with the idea of a 2.5 or 3 tax free increase people are hot and they are not liking what they're hearing they didn't like the idea of that being proposed okay number five this is kind of an issue that I presented before like about 10 times 10 separate months I'd like to know what the issue was that occurred in the live Elementary School last

Thursday inserting misconduct that's a Personnel matter I cannot discuss in public okay I'd like to have an executive session scheduled so that we can discuss that same individual ladies and gentlemen that's all I have okay thank you Mr Wolverton oops yeah I have some thoughts I do want to say that I've personally want to recognize that I appreciate the items being brought up in public comment because I think it's important for us to not pass a glance at these topics such as the social emotional issues and tax raises and tax increase and also the treasures report and how difficult it is to just decipher it and so um in in that topic Treasures report we're looking forward to next month because I've asked Miranda to hopefully get us a new format and layout and she's

working on that she's already given me example to look at and I'm I think that we'll have some better visuals for that in the future maybe even some explanation to go along with some details for that so um and then also in regards to the SRO now that I'm thinking about it um Dr Cartwright are we still doing the SRO report for March yes ma'am okay good um but I had some thoughts about something um after I was brought to our attention last week that there's such a deficit in teachers coming out of colleges and institutions with degrees certifications and that you know we don't know where the future of Education as far as teachers being available to fill those slots what that looks like and so I did some printing and tallying and so

I came up with some numbers of all the different people who have resigned or retired since I've been on the board and I'm just going to share the numbers for administration 17 professionals which is a classroom teacher of some sort or in that range and there's I think eight of them just for this the school year there's 18 Subs that either never fully committed or they decided to stop being subs for our district 50 support staff and eight coaches and that's alarming and then it's also alarming that I see that some of our teachers aren't even sticking it out past us you know 24 years or 29 years 22 years 28 years even 31 and 32 years I I thought teachers you know would want to put in a you know 35 in that range

but I think that to get an idea of what's going on in the school system I think it's happening everywhere not just over but you know I think it would be good if we could open our ears and hear from within our own district from the teachers from the people who are retiring who are resigning you know let's do a survey and I brought it up to Nate and you know we went back and forth about it and I think we could be open-minded to the idea of a survey in the sense of why don't we get some input see what we could possibly fix see what the problem is as to why people are leaving the education field in general or why they're leaving Dover specifically and Taylor you know our adjustments to the

district to help our kids have teachers good teachers you know so I'm throwing out the idea of a survey um I'd be happy to help formulate the survey I think it'd be good for the board to do that and sit down discover some questions that I think would give us some insight um as to you know what's going on for parents for teachers you know Sports staff for community in general or students even you know get some thoughts on them from them on what issues they have and just be be have open ears and and then tally up what we see as the big issues and the tap on them doctor hauk and I are planning on administering surveys oh we have every intention of doing that we just haven't been here yet and we

do exit interviews with every single employee who resigns or retires so we do get feedback as people exit on a routine basis I didn't know that I'd like to see some of that feedback actually because I didn't realize there were that many people leaving this District and different positions and so Dr Cartwright you guys are working on do you have questions you just didn't get to it yet do you have questions we haven't formulated surveys yet okay do you know how is the board going to have some input on how it's distributed and what the questions are we'll show you the questions before we administer them sure okay great I um um I talked to a board member from Spring Grove School District and they did a survey last year the year before last and

it went really well um the board was really excited about the outcomes and they implemented some things they were able to implement um some things to you know that were brought to the attention the first one was cell phones and what a problem cell phones are in schools and so they um they implemented a new policy with cell phone usage um another one was dress code wasn't being followed so that was kind of an easy not easy but easy fix um and then there was a third topic that I won't get into but um but yeah so it was good for that District so I'm glad you guys are working on that I'm quite familiar with surveying I did a lot of it in my former position okay so Dr Carver your survey do you

plan on sending that strictly to I guess I'll just ask who's the survey for students staff and parents and parents and is it going to be an anonymous survey yes so it wouldn't be attached to anybody's like say staff email that kind of thing if someone wants to be anonymous they can be well if we have uh out briefings going on when these employees are leaving can you share some of the main ideas you know write them down so that we as a board can see them we might be able to summarize that good what's your what's your target date for a survey May roll out in May yes so we'd see the questions in April yes so when the responses come back maybe June then we would like like you would share correct okay

that's all I have thank you anybody else um Dr Hauck I'd like to um I don't know if it's possible to have a monthly update on the curriculum I'm still a little hazy on what curriculum you're working on what great I mean I'm it's just such a huge undertaking like what's that plan of attack look like what's your first Focus when's that going to roll out like and what's that look like the big picture we're working on all of it yeah well K to 12. yeah and the reason being um because the only curriculum that I was able to get a hold of in any file anywhere is what's on the website um and I did not find that to be of the quality that I'm used to um and so I'm asking the teachers

to write all of it I should have some ready to go for you to start approving next month we had a a PD Day in February and there are some groups that have told me that they are prepared so what we did is um teachers were assigned to with they were they were assigned with their principals in collaboration to a certain subject so all of my fourth grade teachers some of them were science some of them social studies some of them went to math some of them went to ELA based on their their strengths and what they felt most knowledgeable about and so all of the Kraken was written collaboratively in those groups of course we started with the standards and worked backwards from the standards so what you will be able to see you

will have one document for sure now and that's the the kud document that lists everything that we expect the students to know understand and be able to do in that course and then as they come up I will hand you Unit maps so you'll get to see what is being taught in unit one unit two unit three unit four the only thing that doesn't get approved are lesson plans because they change all the time based on the feedback that we're getting from the students and what they're understanding and what they're not understanding so those could change daily so but you'll get the unit maps and the kud charts so teachers will still have flexibility in how to teach it just as long as the topic gets taught like what's lesson planned Define that for me

yeah so if the topic is um the digestive system I might introduce that by this is an old one putting up peanut butter and jelly sandwich in a blender and so they get to see all of that where somebody else might show a video of the digestive system at work so they do get some autonomy teachers if they're they're not following like a prescribed first you teach this then you teach this then you teach this and they have to be able to get feedback from their students because not every class is the same so yes they will have some autonomy in how it's taught but not so much what is taught and then even our AP classes rewriting the curriculum so AP classes are prescribed by the College Board we don't write that curriculum okay

we use their curriculum but they will be posted for people to see we're just going to take it right from the College Board website and we'll post it because we don't write that curriculum in regards to the teachers writing curriculum how are they what like how are they choosing their resources where are they pulling they they get to choose their own resources but that will also be listed if they're reading particular novels or books they'll have that listed on the cover page what resources they're using math has been a big topic I think even since my work my kids were younger so there are so many like different ways to teach math I think is there like a specific way or like a specific curriculum we're kind of basing that off of right we are

because um at this point we're using the everyday math program okay so if that's but how long has that been used pretty low pretty long a very long time when my kids like it started when my kids were 13 years since yeah so do we anticipate continuing that curriculum um that will come up um the 24 25 school year I think is when we'll be looking at that curriculum to determine whether we want to keep it or try something else this year next year we're piloting um in um an Ela curriculum a language arts curriculum which you will you will get to approve the piloting as well as approve the actual purchase of it and then after that we'll be looking at math curriculum no I'm sorry we'll be looking at math programs to determine

how do you decide on an Ela program do you look at other districts like how do you how did you pick this one from other successful districts or so yes we did I actually was able to poll what other districts are using also some yeah basically what other districts are using we contacted several vendors I think we started with how many did we start with five and had them we just sort of vetted them and then we brought Mr Young's gonna how many do we bring in for presentations we brought all five in to do presentations to a group of teachers and of the five they chose the two that they liked best and then we brought them in to do more in-depth presentations and that was that just happened on the 17th so the

T the um elementary teachers spent the entire day the morning with one program the afternoon with another program then we're getting feedback from them regarding which ones they liked the pros the cons those types of things you don't have a decision made yet we do not what are the two names of this um the one is great minds called Whitten wisdom and the other is collaborative classroom thank you sure thanks anybody else okay hearing none that'll move us on to our future meeting announcements our next meeting will be March 14 2023 it'll be our board planning meeting and work session at six o'clock P.M and then the following week on March 21st we will have our board meeting at 7 pm so if there's no further business I'll entertain a mission to adjourn all in

favor say aye aye we are adjourned thank you
