005uh we do have two individuals pre-registered to speak tonight so we will begin with them if jeff fulton is in the audience and would like to speak i'll just state your name and address for the record good evening my name is jeff fulton i live at 50 green leaf road york pennsylvania 17406 my two children go to dover here as i said my name is jeff fulton my son's brody 12th grade and evan seventh grade i'm here to try and get a problem solved that i have complained to the teachers administration of the high school middle school and elementary school for the past three years my kids with my ex-wife since she is a resident of dover she is a primary contact for my kids and i am the secondary that being said any emails
006that are sent automatically go to her some of the time the same emails also come to me however in fact in the past few years i've had several emails that have not gotten to me some that were very important to myself and my kids to receive luckily i have a good relationship with my ex-wife whenever she sees i am not attached to the email she will forward it to me even though this is not a responsibility for her not all co-parenting situations have this kind relationship so who knows what other parents are missing out on important information because these emails are not being sent to both parents as i stated i called the schools in the past and asked why can't there be some kind of link between two parents that when a teacher sends
007an email out it goes to both parents automatically i usually get the answer of i don't know or i will contact the teachers and make sure they include both parents next time well that's not good enough especially when it continues to happen and the next time and the next time i was hoping that between last year and this year the problem would have gotten resolved but i was wrong evan is involved in band and the end of july he participated in a week-long band practice that culminated with a performance at the dover football field how do i know this my ex-wife sent me the email not the music teacher but my ex-wife another event that might that many parents might have missed because of the lack of caring on the part of dover area school
008district we constantly hear from teachers and administrators how parents are not involved enough in their kids education if you want us to be involved then involve all of us not just the primary contact how did i hear about this meeting i got a mass email sent to me went to both parents why i get this email about a school board meeting but not an email about important individual student information i understand that unfortunately some parents don't want to be involved in their kids lives and schooling but i am not that parent can someone please investigate this matter and make sure the dover secondary parents don't miss out on any more of their children's lives and are not treated like second class parents i have emails here i just made one copy of each but um
009communications between principals and just administrative staff so if you guys like to have these i can give them to you but uh i really hope that this can get resolved i my oldest son is a senior it hasn't been as much with him as it has been my youngest son and i still have five more years of this okay thank you mr fulton uh if you want to reach out dr cartwright could maybe chat with you after the meeting tonight uh and talk through some of this and what we might be able to i can contact you i don't know if i'll be able to say the whole meeting but i'll contact you tomorrow okay so thank you thank you for listening to me guys thank you okay next it was pre-registered as russell young
010590 east circle drive around the world people are waking up attempts at using covet and climate change for a great reset are failing but some people are still attempting to inject america with a poison marxist communism aims to indoctrinate separate and decimate it aims to replace god family upright community and our american constitutional republic marxists use nice sounding virtue signaling identity politics for acceptance and indoctrination if you look at the education pa.gov website in the equity inclusion and belonging area you'll find a treasure trove of these divisive politics really meant to indoctrinate and divide sections include equitable practices gender gender identity lgbtq racial ethnic identity religious identity and immigrant refugee each of these topics have tools for action topics like lgbtq have class curriculums lesson plans class resources reading lists campaigns days of silence and
011ally week and coming out day of particular interest in the gender gender equity section in title ix resource guide is provided title ix was originally intended to prohibit discrimination on the basis of sex in our world of double speak the failing biden administration now interprets title ix as applying to transgender students they aim to strip federal funding for schools which do not allow transgender students to use their preferred bathroom preferred locker room or play on their preferred sports team under this plan the usda can cease funding the national school lunch program for any school they find not going along with this new title ix interpretation essentially if you want free or cheap lunches your school must allow universal bathroom or locker room access to any gender student based on their thoughts or feelings that day
012most people in dover do not agree with the marxist divisive doctrine or their weaponized identity politics we see ourselves as one american people most can see the distance that the marxists are attempting to create between our kids god families parents and our community will dover be allowing universal bathroom locker room and sports team access to keep lunch funding are the programs on education pa.gov going to be implemented in dover if so how frequently will events be announced in advance will parents be given the opportunity to prevent their children from being exposed to these harmful ideas due to religious or philosophical reasons the road to hell is paved with good intentions you have the power to prevent our district from advancing down this road toward that marxist hell thank you very much thank you mr young
013okay anybody else for public comment hi my name is jennifer stonecipher i live at 5151 pinehill road in dover so i am here to propose an idea for the sporting events um because my understanding the administration is in charge of setting the fee to get into these sporting events five dollars may not seem steep but when you have multiple children playing in multiple sports per season that adds up i have two boys who are playing lacrosse and then a daughter who is just in the fall involved in cheerleading and field hockey some weeks she has three games per three home games per week that's 15 just for myself plus my other children to get in so i was proposing that we do like some of the other schools in the district have done we have
014seen this at northern specifically um they do what's called a sports pass where you come up with a fee and then you charge that per season and then that gets you into all of the home games for one fee i don't think the students need a sports pass like the two dollars is reasonable in my opinion um i just know that for me as a single parent who gets no financial help from their father this puts a hardship on me so it's do i not go to their games and then i deal with their disappointment because their dad already is in their life or you know struggle to not pay the bills in order to go watch them play um so i don't know i just i don't know what we could do but i
015know i can't be the only resident in the school district who is finding this to be a hardship so i was hoping maybe we could get the ball rolling on this since fall sports are starting next week this just kind of came to me while i was at work today and i reached out to the sports boosters and they said they don't handle that so my next step happened to be here and it just happened to be today so here i am that's that's it all right thank you very much we'll take that idea into consideration and dr weaslin can some do some review on that anybody else for a public comment good evening can you hear me hi good evening um i hate talking in front of people but i'm going to make this
016work kathy miller 970 north circle drive i have two items i would like to talk about this evening the first is the website we got this great awesome new website i think it's wonderful and as i was going through the website trying to navigate through it and find the different aspects i saw the dover points of pride and hopefully you were all aware of what the three dover points of pride are the first one talks about our music program awesome i think that's definitely a pride of our district the second one talks about community involvement also a pride i'm a volunteer i know a lot of my family and my friends are volunteers i take great sense of giving back to the school in the various things that i do and the last one is
017the cte program also very important i think we even need to do more about it because i as i have kids going into high school it's great to have other options so kids can learn what they need to do in post-secondary education but you know what i stepped back and i said to myself what are we missing we are here for academics and there is nothing on that website that says point of pride dover academics we can find something to be proud of let's talk about how many kids um how many scholarships how much scholarship dollars we get out what about how many kids are on honor roll that should be our number one point of pride in this school district i was taken back and also i'm a sports mom there's nothing about sports
018now granted our win percentage last fall was 13 percent but you know what i am proud i am proud of my athletes i am proud of the things that we've had to go through we can find something to be proud of on that website to put down of the point of pride about sports how many kids go and and actually play college sports there's a lot of how many you know what honors community service there is stuff that we can put down so that was something that oh gosh i'm running out of time that i want to talk about the la the next item that i wanted to talk about how many of you um have gone into our beautiful complex the high school complex lately have you noticed anything i have there are 45
019dead or dying trees as you come into the high school and that's something the first thing i see we have this beautiful beautiful complex and we're surrounded by dead trees a lot of that has to do with poor design blank planting tech technique but poor ongoing care as far as i know i'm in that complex a lot nobody went out and watered those trees i don't know what the initial investment by the school district was for those trees but i can tell you to get that replaced because when i'm in the industry two i consulted highly landscapes because they're another community member in this district it's gonna cost four hundred dollars per tree so you're looking at eighteen to twenty thousand dollars which i know we don't have it looks bad and i can't can't
020wonder if we let something little like this like that wasn't somebody didn't pay attention to that aspect what else are we not paying attention to in this district i know one more thing also take note there are 12 hemlock trees planted along the baseball field it's in southern exposure now maybe you guys don't know about hemlock trees i need you to wrap it up okay you don't know about hemlock trees they're not dead now they will die they are planted in the long location so you will be placing those as well thank you thank you okay anybody else um different topic go ahead yeah we're still within our half hour i'm only bringing this up because she said about sports um my son brody is involved in a club that is not affiliated with dover
021but they used over as their name because they're from this area it's the power lifting team that they started they are four gentlemen right now but we have interest from at least two freshman females that are going to be coming up and about five other uh new power lifters uh they used the name dover when they went to one of their first meets two of the gentlemen came in first and second my son was second but i'm not proud um and uh the second meet that they went to they actually qualified for nationals under the name dover they're not recognized club here but they were going to come tonight but everybody had to work um but the next meeting we will be here to make sure you guys know about the club and hopefully we
022can get them involved with dover so we can raise that winning percentage um like i said five kids are going to nationals in um i'm sorry for out near johnstown um this coming 2023 and hopefully by that time they can be known as the dover high school powerlifting club um so keep that in the back of your mind for the next meeting we will definitely be out here we'll have trophies we'll have medals you guys can see what they've done um kennerdale is who we're following uh the gentleman that started the program down there they have more kids on their powerlifting team than the football team and baseball team combined so if we can do that here in dover that'd be fantastic you get 60 some kids that go to a meet and they represent
023this school this community and do as well as they did with five kids it's a good thing for this school so thank you thank you okay anybody else okay with that we will move on to board president's communication we did have an executive session immediately prior to tonight's meeting uh to discuss some personnel matters uh budget concerns uh so with that we will now move into our approval of the minutes so at this time i'll entertain a motion to approve the minutes of the july 19 2022 board meeting second any questions or discussion hearing on mrs allman mrs allman i cannot vote because it just says view it does not say join the meeting okay we'll do a voice vote what's your voice oh yes yes motion carries 9-0 okay thank you moving into the
024consent agenda at this time i'll entertain a motion to approve all items listed under the consent agenda dr cartwright would you like to walk down through the agenda so the board can ask questions about any item yes thank you mr president you will see several appointments as we fill vacancies over the summer and we are excited to welcome all of our new employees to dover area school district and hope they have long and rewarding careers with us dr houck has been with several of our new staff members professional staff members over the last couple of days for new teacher induction and it's been very successful we have a cte student placement agreement with northeastern school district this is a northeastern student who will be taking three cte courses at dover this year with northeastern paying
025the tuition for that student very much like the spring grove student who graduated doing the same thing last year with us for three years i believe you'll also see an agreement with sesi or high road ms guyer discussed this situation with the board last month during executive session so you should be prepared for that one we do have an agreement with west york for three students from west york to attend over also as tuition students in some special education classes we also have one dover student attending west york so we will be paying west york tuition for that one student that tuition is sort of counteracted by the three tuition students from west york coming in we'll you'll see donations as per board policy we certainly thank mrs vader stern for the split rail fencing
026and shrubs for the north salem elementary children's garden and celine bumgardner for the variety of school supplies that she recently donated you'll also see two policies up for review 220 student expression and 246 wellness which we reviewed in the policy committee last week and i'd be happy to answer questions if you have any just a clarification for me dr curry so the special ed uh emotional support students from west york and then our student going over to west york the reason for that is that because they provide specific services that we cannot provide for our student and vice versa we provide services they cannot for their students exactly okay or they're staying in a program one is a senior who is staying as a senior because the two special ed directors determined that that was
027the best place for that student to finish out the career okay thank you other questions okay hearing none mrs almond motion carries 9-0 okay thank you next we'll move on to human and fiscal resources at this time i'll entertain a motion to approve the 2022-2023 athletics and extracurricular reappointments is there a second okay not hearing a second then the motion does not happen so that will come off of the agenda correct okay thank you moving on york adams academy mr amig the only thing i have is our next meeting will be august the 30th after the summer break okay thank you any questions for mremic mr de show your county school of technology uh yes we had a meeting on july 28th was not very exciting we reviewed a couple of policies uh hired a
028director of student services and hired a couple substitute teachers and short and sweet to the point and that was it okay any questions for mr de show okay mr ulmer york learning center no report dr cartwright liu no report this evening thank you okay mr rawhauser legislative go report pspa mrs brenton no report mrs herman you can tell it's summertime um mrs hermann dover dover industrial development committee yeah we didn't have a meeting last month either so our next meeting is next wednesday superintendent's report dr cartwright i know we have a report i do have one of those you can count on me for that yes thank you mr president i'd like to congratulate our ap scholars an ap scholar award is granted to any student who receives a score of three or higher on
029three or more ap exams an ap scholar with honor award is granted to any student who receives an average score of 3.25 or above on all ap exams taken and scores of three or higher on four or more of these exams john bubb jr was granted ap scholar award autumn carroll and hunter golder seniors were both granted the ap scholar with honor award so we congratulate those three students we also congratulate grace and i'm going to mess this up fire schmidt class oh good class of 2019 recently earned the division ii athletic directors association academic achievement award for her excellent work in the classroom at bloomsburg university grace is a member of the bloom swim program i'd like to express my appreciation for all who worked over the summer to ready our buildings and grounds
030for the 22-23 school year the first day of school for professional staff members is tomorrow and the first day of school for students is monday august 2nd for kindergarteners 6th graders 9th graders and 12th graders everyone else comes on tuesday the 23rd and we're all looking forward to a rewarding and successful school year and i'd like to invite the board to some upcoming events to put these dates on your calendar september 16th is banned tonight at our football game 7 p.m september 24th as you heard from our four students is dover community day right at the high school 11-3 september 25th is the dover eagle foundation bingo at dover community center at 2pm and october 7th is the homecoming football game and the dance is the following evening on the 8th and i'll stop there
031for now thank you okay any questions for dr cartwright okay do we have any other additional comments from our board members tonight i have one um i know this year i was on the website i know this year parents have to pay for their students uh their kids meals for the life of me i cannot find where to go to actually put money into their account is there a way we can put it easily for everybody else to do it because it it's kind of complicated to find yes kelly will mrs bernard will give you a detailed explanation because i'll be honest with you i don't know exactly where to go to put the money in if you go to district nutrition services okay and click on school cafe okay can we put that like
032as soon as they click on uh onto the website there's a link or something that'll her school cafe yeah sure i'll talk to brad about it thank you okay there's some more items i'd like to discuss and um for one um i want to thank the mom who came and talked about admission fees because that's been heavy on my heart too i've had multiple kids involved in sports and it's not just the admission fees it's also all the equipment you have to buy and it's all the fundraising and it's you know if you're donating a booster club and then if they're taking a trip you're sending food with them so like there's so many things there's so many costs involved in sports and when you have multiple kids in sports it's just the money racks
033up so i think that we could definitely have future conversations about how to help our families afford sports um it shouldn't be that hard so for one um that item but then also i want to just have discussion as a board about our our layout for our board meetings and you know we could continue the conversation in the future but over the summer and in the press school year i was doing some research with other agendas from other districts such as northern and northeastern and they have everything very separated that i think we we tend to lump things and it's hard to discuss and talk about things separately or ask questions separately especially when we have our consent agenda so packed full i mean just for instance northern's school board they they have pages and
034pages of their their school board meeting notes or their agenda because they separate everything they talk about everything in depth and then they vote later on they go back to those items and vote and i just would feel more comfortable if we could take more time on some topics obviously there's some things that we don't always need to discuss and maybe those items can be you know consent agenda items such as you know the contracts for um education placement or field trips for kids and you know things of that nature but there's definitely some sensitive items that i think that if we could just separate them out treasurer's report bills paid that are maybe above a thousand dollars and and that um you know that we have questions about so i don't know anybody else's
035thoughts but that's it's been kind of stewing on my mind and i think that it would be good if we could get some things maybe rearranged so that it could be more clear for those of us who have a lot more questions about the things in the consent agenda i think that's something we could talk about i think that would be a topic for our planning session that we have coming up as a board next talk about you know goals objectives things like that for the district so that would be something that we could add into the agenda to discuss you know how we would like our meetings to flow things like that yeah okay i think that's it actually that's it okay anybody else i'd like to to think i'm gonna try to do
036this like it is an all-inclusive uh thank you to those who got up and spoke because i think everybody brought a lot and i appreciate your feedback and your comments um so thank you all and and to kind of lump and i'm sorry i forget your not last name mr fulton which i'm sorry to take his you know the achievements of of those that group and all the group of achievements that kelly just read for the academic achievements should be something that we are definitely touting on our uh outward-facing page you know um to foster that that sense of community and pride for our kids um so thank you all for for that um i also wanted to bring up and i was wondering if maybe um dr halp could speak a little bit uh
037to a situation at the high school on scheduling i know there are a lot of parents that i've heard from that are concerned my daughter who is a upcoming junior is having issues with her scheduling and was not able to get some of the classes that she would like to have and we had a whole whole debacle so i was just wondering if we could get some insight as to maybe what what is causing the issue and you know what options are and so on thank you so the scheduling issues that we are experiencing this year are a direct result of the reduction of staff members due to our budget deficit we have um and i'm going i am going to look to mrs facek to correct me or to add on to what i'm
038saying but we have reduced a math teacher a science teacher a business teacher and i believe we are down half a pe teacher were there any others mrs fasik and half of a spanish teacher fewer teachers means fewer classes it's that's just the way the way it is and so that means that we have fewer sections of certain classes that we can offer so the example that i would give is um in the past and i'm making these numbers up so these aren't accurate but in the past we may have had two sections of of honors physics with 12 kids each and the reason we were able to do that is because we had the teachers well now we've had to combine and now we can only have one section of honors physics with 24
039kids so if you only have one section as opposed to two that's fewer slots for students to fit into and if you are a student who wants physics two and you also or i'm sorry honors physics and you also want spanish three and they happen to be in the same period you're you're going to have to make a choice you you can't have them both um so the fewer teachers we have the fewer sections we have and and students are going to have to make more choices i will also tell you that that is very very common in high schools it i understand um this is only my for i've only had been one year here at dover and i understand that is not what dover parents are used to but that is because we
040have had a lot of teachers and we've had classes of 10 and which i would love to maintain that and i would advocate to maintain that many teachers in our building but budgetarily speaking we it doesn't seem that we can afford that with the deficit that we're in so we have had to reduce teachers which means that we just don't have the number of classes now with that i do encourage students and parents to talk with their principals and their and their school counselors because there are options you um there are cyber courses that we could fill your schedule in with if if you are um interested in that we certainly allow dual enrollment um so for our seniors i do can juniors do dual enrollments basic if they do yeah so dual enrollment where
041a student can take a course at um one of the nearby universities and colleges and they can get college credit as well as high school credit and certainly they can discuss the possibility of doing some independent studies there are options for those students but the process that we used to schedule has been the same this year as as any other year the fact is we have fewer teachers to work with any questions or anything i can clarify for you no thanks i i just i also just want to make sure it seems i've heard a lot of other parents contacting me and were concerned about the higher achieving students and you know just want to make sure that they have the options because you are going to get to a point where they are they
042want to go above and beyond certainly they can so just i really would like us to continue to support those high high track students and high achieving students so mrs fasik and i will meet very very soon to discuss those and to make sure that those students are provided with those options thank you nate there's just one more thing in reference to which i know mrs cartwright has already addressed this to us online but um mr young brought up some very you know sensitive topics and i thought it'd be good if we could just maybe answer to that that he's laying it out as a question i believe as far as what dover is going to do to handle that we have not heard anything from pde or school nutrition services about meal funding connected
043to gender identity i checked with our solicitor mr pratt two doors down here he has not heard anything either we do not and do not plan to teach the gender exploration curriculum we do not permit furries in our schools and to my knowledge have no problems with them last time someone asked me back in february i checked with all the principals we had no issues with anyone wanting to be considered or identified as a furry we do not provide litter boxes for our students mrs excuse me dr houck brings all new curriculum to the board for approval before it is implemented and will be transparent with that process through public curriculum committee meetings on our thursdays of the board meeting and through board meetings all curriculum will be posted online so that parents are always
044informed what our curriculum is and parents are always welcome to ask questions about the curriculum and have the ability to opt children out of curriculum they find objectionable you're welcome okay anybody else yes uh when you're addressing the lady with the idea of the single-parent type of issues and multiple times to pay when i was stationed in service i don't remember it was alabama or georgia one of the school districts in the local community used to do this they would give a one pass to a family like if the kid played soccer then the parents had one pass between the two of them to get into soccer games or football games or if they were in the band if they were a cheerleader it was free for one parent to get in they considered the
045idea that that way at least one of the parents had to drive the kid to the event at home fields it's just something for us all to consider a way of helping to ease the financial pain to that i thought it was a good idea of course the school district i was in down there didn't do it but it is a remedy to help out and something i saw in the past anybody else okay i have not on that topic um the policy that was approved in the consent agenda for student expression dissemination of materials um would this cover the dissemination of materials because i i read in there that it also includes being able to post materials throughout the school would that solve the problem that we're having with our youth sports organizations wanting
046to hand out flyers and post tryouts and such no we don't have students asking for those kinds of things the student flyers that are referred to or any information that referred to in that policy are typically student run organizations mrs fasik can talk about that if you're interested but if i'm not you could correct me if i'm wrong also but typically they're posting events that their groups are planning like the project harmony group today they might post some things throughout the building and make announcements about it but it says to disseminate non-school materials disseminate non-school materials to others so i don't think we have a whole lot of that going on do we because the problem with the youth sports was that it was it's a non-school activity so if this covers if people are
047if students are allowed to disseminate non-school materials to others wouldn't that cover our youth sports organization well the youth sports is covered under 913 so they're two different policies go ahead i believe mrs meese the way that i interpret that is we have some student organizations that are not curriculum related for instance our ffa is curriculum related it's it's directly so that is school related but we have groups such as project harmony and then with under project harmony there are some other groups that meet and it doesn't have anything to do with curriculum it doesn't have anything to do with learning and they'd like to post when they're having their meetings during mma or if they're meeting after school or we have a gaming club that sometimes likes to meet after school so we're going
048to have an area in the school where all of them i still see all things that come in so i know what's out there so they come in and meet with me and say we'd like to put this flyer up or they'll have a dodgeball activity for for their games or something so we're going to have an area where all of the student organizations and student clubs can post all of their i'll call them flyers but we don't have any students to my knowledge that are ever handing out any type of materials to students as they go through the hallways in classes anything like that they just like to post or put on the announcements when meetings are going to be or if they're having a fundraiser or if they're going to do an after
049evening like the mr minithon that they that they had because not that was varsity club it was non-school related i understand how i under i i understand exactly if the student wanted to post dac tryouts would that be permitted under this policy because it seems to me the way that it reads it would be permitted under them i can't answer i can't answer that i love how everyone looked over here on that one it's great um correct that it could fall into that category but there's a process that the students have to follow to have that posted i don't what what process is that because i'm not seeing it it has to have a review and approval by that it's not according to this policy it does not have to have approval but you can
050take it down like if you see it up you can take it down but you don't have to approve it unless i'm reading this wrong i don't know maybe we can circle back on it yeah let me look at it let me look at it i mean i'll take a look at and i'll get back to you yes okay because i had the same concern i said well why are we not allowing it under this policy but under this one yeah and then it was explained to me that is for school functions and and she gave me examples and she said that um mrs fasik would would look over and i think it's in the policy that says that she it will be submitted to her she can take it down after okay yeah i
051don't yeah i mean and uh and then it's decided upon but it has to go through her correct mrs spacey that's the way that we've been doing things in high school is having a very open to come in sit down with me i don't think there's anything that's been brought into the high school that i haven't allowed them to to post if it's for the betterment of the of the students so we've been just trying to have that open dialogue so i because i don't want them posting all over walls and things it will ruin our paint i don't let them post on the walls there's specific places where i allow them to to do that so that's how i've been operating okay yeah if you can just look at that and get back to
