001brick construction we have the freight farms yes so we have all the like the power requirements so is that what you use that the next step you need from him so zach's going to respond back to him and just say okay those were um we are uh we have some exciting topics to discuss today so i will go ahead and turn the time over to superintendent thank you president clement appreciate the board being here appreciate our senior leadership team and others to be here thank you for our video individuals and making this live thank you for uh your support we have a presentation and some discussion in our study session today about capital project needs recently the board of education voted to put a general obligation bond on the november ballot that is a funding

002mechanism and source to address our capital needs it is not the only source of funding for capital needs but it is a major source of funding for major capital needs so we are going to spend some time in study sessions reviewing those recommendations from the staff on capital project needs this will be a discussion here and then we have an action item later in a board meeting for approval of those recommendations so kimberly and david and let them take some time when they are finished the board will discuss their handbook and then we have some time allocated for board governance okay thanks superintendent most importantly you might have frank and eric just wait these two they're on that um operations and facilities team and just grateful to work with them and really they're the ones

003that have helped think through all of the the things that we study before we say here's our priorities so i just wanted to recognize those two i asked them to come sit by me closer and they said no thanks did they say anything about stinky hair no but that's coming up stick here is coming up okay so here we go um i thank you superintendent for um starting with the capital because from capital we have to say what made the priority list then for the funding source of a bond that we're going to use to accomplish and tackle a lot of these you'll notice on this list i was i was really pleased this morning as we met as a facilities team at our regularly scheduled meeting and took took a look at all of

004those things that we are in the process of addressing or will be addressing through that bond that you guys have proved for us to do but today i wanted to show you the big picture so that when we go into the priorities that our team is recommending you'll understand where they're coming from it is a reality that there will be opinions of priority i think a different priority should be set and we are respectful of that and that's what we hope you guys are able to dialogue about and wrestle with today um we are making a recommendation but you guys have the wrestle you are the ones are going to come to the decision of what you're going to do so i just wanted to bring this to your attention to say we have stayed

005in the pocket of our capital planning that we introduced to you last fall and um this is where we'll continue to work from as our team works and the voters will weigh in on in november on the bond okay so moving on before i i go there is especially if we've got the public watching we've had lots of questions and discussions on okay what's going to be the priority who's going to get what we have always in every presentation we've done for any bond whether it's the 1 6 11 or 16 we've always shared a recap of the projects from 16. but what i've done in addition to that is we've had some other big projects that because we have a good financing plan and we're very strong as an alpine school district we've been

006able to do projects outside of a bond so i wanted to mention those things from 16 on that's what this next growing forward section is about so where have we grown since 16 because remember we were about growing forward so let's take a look we start with the american fork city projects i want to share with you and i've listed them as either capital or bond or local building authorities so you see the american fork athletic fields and these are listed by city these are city-based in american fort greenwood elementary was a rebuild bond legacy elementary roof replacement bond polaris high we did a restructuring of both polaris and summit and we moved them to be more centrally located for accessibility to all of our students so both polaris and summit had some work done

007there um at that fifth west is it east or west exit and um we really like this project it's a it is a lease but we put dollars into it to make this school accessible for our students so that they would have learning opportunities in place like our other students now the city of eagle mountain if i go too fast slow me down in eagle mountain we did brookhaven elementary bond cedar valley high school isn't this a beautiful picture i took it shout out to becky jones oh becky jones uh bond cedar valley satellite two years ago right there thanks for the arrow karen elementary 110 we are currently in the progress of this one we needed this desperately we have great tremendous growth out there because again of the financial situation that we're in

008we're able to go through a local building authority to tackle a full school outside of a bond okay in eagle mountain frontier middle school satellite just happened this summer job and on time ready for school start in eagle mountain still silver lake elementary beautiful picture bond now the city of highland capital projects were the highland elementary front office relocation you'll see three of these from the bond but not all in highland this was a bond project we currently have done work sidewalk work because we're bringing in a new bleacher stadium that has been requested by lone peak it's under progress but we need the football season to end because we couldn't get that all of this structure in am i explaining it right frank um it's in progress but we've done a little bit of

009legwork beforehand with ways for the public to use access sidewalks just keep having it more accessible to the public so that's pre-work and the bleachers will be coming in this fall later um at long peak high we also did a roof replacement remember these sit about four and a half million it's not a lot but it's still it's something in lehigh um we had belmont elementary bond lehigh final phases and it's plural here because the remember our 359 high schools lehigh pleasant grove and af af and pg both had three phases done while lehigh only had two we also knew that lehigh had a smaller population and it would be easier for us to tackle a full rebuild of a high school while kids are in place there and there was one more reason so

010it was they needed two more phases lower students i'm just saying people will say why was 159 done before the others and because oh sometimes there's a positioning of winners and losers when you have a brand new beautiful high school that just came into play like sky ridge then the other school it's the 59er you know that's had just pieces of renovation i think those were some of the other draws as i looked back on the notes for why that was selected we weren't as lucky as i noticed our partner not partner but neighboring district nebo they just did all three of their oldest high schools on one bond we have not that's not been how our board has functioned but we're getting close so there's lehigh final phases then liberty hills elementary bond that's

011a pretty picture too whoever took that one just this year we opened up with a new turf field at skyridge high school capital um viewpoint middle school bond and viewpoint middle school we've added three portables they asked for a satellite we said no they're pushing high they're 1800 this is a big growing area but we've got three portables there which is pretty normal for a fast-growing community because we know that it will mature like we've seen in other parts of the district can i just add on that you have a bond or a boundary study going on and we'll be talking more about that okay in the next coming months can i just mention that our speaker we had a guest speaker at vieumont viewpoint and did you remember he commented that it was the

012most beautiful school he had been in he's from louisiana high school it's from louisiana correct alabama okay really billy ivy anyway it was it was a great compliment for people watching at home can you just quickly talk about the difference between a satellite and portable yes a port good question a satellite is where we have multiple classrooms throughout we also have satellites that have restrooms so they're wet meaning drinking fountain restrooms these are just two classrooms they're um so this is six classrooms that we're helping er principal barth with with his tremendous load and he would wish if if he could have his wishes that this would be a satellite and his board member also wishes and his board member as well yes um they have tremendous growth there but i'm glad that you're doing

013some boundary but that might not take care of everything because it's just a popular area here we'll keep working on this when it's on our radar in linden capital projects would be the property acquisition we recently did in january for an elementary site also in linden oak canyon roof replacement okay yes that was the google images um in orem aspen elementary here's the second of the front office relocations again we did this under safety of the 2016 bond there's aspen's front office relocation and then bonneville's there both bond projects next cascade elementary beautiful rebuild for orem's font project also the fields at mountain view high school turf fields bond along with renovations significant renovations within what would you say our price tag was on bond projects for mountain view high school total 10.5 million okay

014um centennial elementary brand new build during this last bond phase but it was not a bond project this was like that overland elementary that you saw earlier this is a local building authority here's where they're different we talk about the cost of operations capital operations to run and maintain a facility we had sarah park and hillcrest we consolidated so we've been able to do an aggressive pay on this local building authority because we recaptured some operational dollars okay that one's different we need the overland one it's just significant there's we just need to take that one on um capital projects also the demolition of geneva elementary again you guys saw that we keep getting reminded even by the fema study they they keep geneva on that we have it we do not we did take

015care of that responsibility and it was demoed we have maintained the property we love it so you're saying that there's no seismic issues that seems to be a problem with some people that we handle seismic issues by tearing down old schools and building new schools there you go okay this was paid for with capital dollars next moving on we had an issue on a title nine with the comparison of male and female sports we've got these builds up today the mountain view high school softball fields was done with capital dollars um also orem high's baseball field was done in a combination capital dollars as well as some booster dollars that were um dedicated towards that in orem uh the timpanogos high school roof just like long peak remember their brother sister schools okay they're brother

016brothers they're sister sisters whatever they are about 27 years old yes and so the the average life of a roof is about 20 years and so we actually extended that life just a little bit longer than normal is that right so it got some good value out of it i think it took that that major leak in the hallway do you remember that at like two in the morning okay here we go then they interfered at timpanogos pleasant grove capital projects here's our beautiful space center this this this shot captures the space center more than the full school that isn't pretty they used this in a magazine so it's not a rendering it's a real picture but it was magazine worthy on karen okay central elementary people yes on the space center there were three

017million dollars three plus million of private donations for that project that's right i should have i'll fix that um also in pleasant grove the manila hvac system we just met today as a facilities team i said will you remind me of the price tag of something like this four million okay capital dollars on that in saratoga springs lake mountain middle school it did open almost on time that's a strong moment she won't even look at me that's when i got taken away from being with the media springs harbor point elementary bond this this school i just love to sit and look at i think it's one of our most beautiful okay um west lake high school turf field trailside elementary oh vineyard sorry i'm switching cities vineyard elementary i mean sorry the city of vineyard

018got trailside elementary bond was for that oh and i these are supposed to be pictures of like front entrances and camera systems remember we had that on the bottom now we did already all as you can see there are so many capital needs but that's why we stay positioned in this when people when there are requests that come we have a meeting every single month with our schools supervisors with our facility leads and facility and operations teams but then when it comes to how can we in a greater portion attack some of these big needs we looked at funding sources as shane mentioned and one of those you guys approved last board meeting which is to go out for a bond in order for us to do that we wanted to position some of these

019projects as priorities sorry so david's going to start with our bond priorities because we're going to be coming out and doing a lot of meetings about these once you guys determine where you want to be this is our recommendation of priorities but are leaving it to you guys to have your discussions okay everyone um you remember this this was 2016. and this was 2016 and the reason i just want to show this is because i want to emphasize that we had at least edits we did on this before we finally before we finalized it so this one that we just received it's received about seven edits three edits today so i just want to point that out as an indication that we're found we want to make sure that the information that we do finally

020take out to the meetings when we start those meetings next week and the information we put on the website and so forth is the correct information so i don't know if you want to right up in the corner this is a draft or whatever but that copy does not actually have the back side because we're still working on the back side we just wanted to tonight focus on those bond priority projects we do want to point out on the left side there y bond and we have four points there now an infographic we want to try to keep the text limited so that people will actually take the time to look it over and get the information and so we don't have all of the details here but we're going to put in you can

021see there we have a few qr codes we're going to make it possible for people that want to learn more to go and find out more information so for example the qr code in that y bond section says learn more about bond financing so we'll have a video about bond financing explaining all of the details along with other information so you can see there the four bullet points obviously growth you know that um you voted to delay a bond in 2020. something to consider there too with that delay is a possible talking point is even though we delayed that bond in 2020 the growth did not stop and so you could look at it like we're we're an additional two years behind because of that delay obviously we have that uh bond rating a triple

022a bond rating and so that saves us you know that that money in interest so that we can obviously pay more down on on the principle of as we repay the bonds and then finally just the history of keeping our commitments if you look at this from 2016 you can see that we've completed all of those projects there's a growth chart there and thanks to rob and jason sunberg and their team they've helped us compile some growth data that we're looking at an additional 4900 students by twenty thirty what are we at right just around the corner eighty four thousand eighty four so yeah we're at eighty four and you look at that last number on that line graph it's 88 thousand nine hundred so if you do the math equals four thousand nine hundred

023is that right julian it is although i will also point out david i did want to point something out um that in my two clusters it's a growth by six thousand but because we're averaging this out by losing students in other areas of the district so it's six thousand kids saratoga west um but then we're losing other students in other places yeah and if you look down at that cluster chart you can see the the differences there you can do the math and see where that's happening thank you for pointing that out just a quick update too on numbers the october first enrollment numbers from last october first was 83 999. okay as of september 1st and the board should have received this in your september 1st enrollment we were 84 okay so that's giving

024you the october one account which is official and then the count as of september 1st 84 985 and and this year will be october third year it will be the official account because october 1st is a saturday account would be pretty low okay you could require it and then just bank it for an earlier three weeks that was the perfect thousand okay the next section there in the middle is the bond priority projects section you can see we've divided that into four sections new construction rebuilds and renovations additions and safety security and land acquisition so you can see there on the new construction um a difference from the 2016 bond we just kind of threw them in phases and it was difficult to tell you know a timeline and so i don't know what your

025thoughts are on this new look so we have the middle school and when that project will start and finish up so we've created it in a timeline format that's nice um you can see there the new construction is middle school high school and four elementary schools i think the important thing for the capital team was that we are putting out an elementary every year of that bond phase cycle under rebuilds and renovations you can see there we have the fiji high the final phase if you remember af pg and lehigh were all built in 19 15 who knows it 15 59 okay that would be interesting to go back and research how they paid for all three high schools brand new so we're looking at the final phases on on those two high schools pleasant

026grove and american fork as you know we completed lehigh high with the last bond and then we have down there a rebuild possible merger within elementary and then you can see under that it says study of seismic watchlist schools and so we obviously have the seismic study report that we need to um continue addressing and we're going to talk about seismic a little more here in a second when you say the seismic report are you going way back to 2006 yeah there's the 2006 report yeah our watch list schools showed up here so you know our our team has been back and forth um we started with saying okay it's going to be the windsor sharon and then there's there's been some dialogue debate on that um is it lehigh sago lily there's been some

027debate there there was even debate on the valley view we need to you'll notice that this rebuild is sitting around 2026. that's a while from now we want to continue to watch the trends and i think there will be opinions of some to say say which schools are going to be the two you know say is it going to be the orem schools um if we were making a decision today that's where we would have put it but we know that this is happening in so to lock the board into that decision is really something for you guys to wrestle with even today as well knowing that we have schools on watch lists that are diminishing in enrollment we've got to do some significant boundary study we also need to take into account the health

028of the facilities and the capital the capacity utilization of them so that's something for you guys to wrestle with either we name it or we say let's continue to study but let's do a rebuild for the seismic yes we spoke this morning in our meetings with myself and some board members about some other variables that may affect that in terms of building and other areas where we reboundry and possibly determine which one to rebuild because of that rebounding linden would be an example of that and then lehigh and siegel lilly as well but there are other variables or factors that we need to give some time to see how they mature so that we can make the right decision on where that rebuild should be yes charlie is the reason why it didn't position itself

029ahead of the orem conversation because we've got a strong 600 400 so it's a school over a thousand for the lehigh sagal combination plus problematic as to where they're located i just i like the idea of not naming it so that we can watch some of those a little bit more and kind of see where the over time like one school that we projected to go down may not go down quite as much and then it would maybe move up on the list whereas another school might go down more than we projected and maybe i just think there might be various other options and so i like i like having that we need to do something for one of our seismic watchlist schools um but maybe not specifying specifically which one at this point i

030think it's important that they're readily list prioritizes those gives them a score but there are other factors as well that are taken into consideration so yeah that's one variable and then there are other variables that we look at as well so it's a consideration but not the only consideration i love that you clarified that because the public the board knows that we did a variable based watch list here but the really report on this is strictly seismic but the reason why we put it out is there's been so many questions and so many maybe misunderstandings or misinterpretations we felt like it had to go out there but i love that you're saying on the capital projects we make the decisions based on multiple variables okay i just want to point out that that in contrast

031to the lehigh valley and all those situations orem is a very static population and demographically they're they're holding still so they are a known uh entity and i i think we need to involve our public in that conversation as to to what their their desires are for the windsor sharon area but that's an ongoing conversation that sarah and i will be tuned in to i mean it can even be a broader study to look at bonneville to look at northridge to look at windsor to look at sharon there's a whole clustering group up in in certain pockets but we definitely need to have the communities participate and land and we even spoke this morning of the factor of dual language immersion enrollment and how that may affect that in the future okay all right just

032um finishing out the priority projects you can see we have three high schools with editions um lone peak timpanogos and orem and we're calling the old both multi-use facilities you know we have a lot of need for gym space with pe classes different extracurricular these facilities will also include some classroom space yeah those of us that are not on the capitol uh planning committee are these uh wet like do they have bathrooms can i have i love that you're asking us and we've got frank here he's gone and looked at several of them will you just give us a brief um summary of what a multi-use facility can be used for what it has in it stand up also that we look at it geared for not only for athletic purposes but also bringing in

033you know your arch programs too so band can go in and use them cheerleading to go in and use them other dance groups can go in and use them sometimes they have different types of flooring in them we've seen some that's a full rubberized floor we see some that have a split type of forward half of it's a gym floor and the other half's a turf floor they they net the ceiling they net the walls so you can go in there and you know do batting practice for baseball or the cross can go in there you know flags and rifles can go in there for color guard and not damage the facility because it's all protected that's why it's referred to as a multi-use some of them have classroom space some of them do not

034most of them usually have restrooms it just depends on the property that it's placed on and how it relates and is positioned on the site and whether or not that facility is attached to an existing school or whether it's detached from an existing industry there's some advantages to both but these three that are listed here most likely we look at attaching them onto the school um to help not have to duplicate some of the things like locker rooms and restrooms and stuff be able to use existing spaces in that manner and then be able to dedicate more of the square footage to that space for the multi-use because that seems to be one of the greatest needs that we're hearing back from facilities at our high schools particularly as of all the additional activities that

035just keep getting added into their into their schools and not having enough and in this their language enough multi-use spaces where i can do the e-classes during the day and my um other programs can come in and practice in the evening or even sometimes during the day they can come into practice there's just not enough space to do that so that's kind of the purpose of some of the i guess amenities that these rooms and stuff would have they're large like a gym so it's not like speculator-ish you're not going to have fold-in bleachers this is solely for practice solely for so i mean not that that stuff couldn't be put in it could and maybe i've seen some where they put like just maybe just a bench you know around where you can't have

036some seating in there but it's not necessarily meant for the whole competitions and those type of things and just for clarity the reason these schools are selected is because they have fewer multi-use facilities than our other high schools yeah so two of them only currently only have two gyms that creates a problem even though there may be a little smaller student population but they still have the same number of programs low peak large student population lots of programs going on there just not enough you know multi-use space for programs it's a smaller footprint anchorage wise at lone peak as well so they're just always looking for a place for people to have practices especially during the inclement weather months and our gyms currently aren't necessarily set up to go practice baseball to do color guard

037band you know cheer has to bring stuff in there wrestling has to haul maps and stuff in multi-use space can accommodate a lot of variety of activities and currently what you need to see at a traditional high school we've heard them referred to as multi-purpose filled houses we liked the multi-use just to help them we talked about two in capital planning about um possibly even making this space to be something that you could hold a cl you could hold classes in it during the day so it would be like a big space if you had a big class you wanted you know you had a choir class or something that needed a space i mean i guess choir has their own room but i'm trying to think of yeah some class that has a big

038draw that you could hold classes in the space during the day too because it would be bigger than a regular classroom and even having like maybe some storage spaces around the outside or multi-disciplinary yeah they they vary i would say most of them here and the 20 000 square feet yeah similar to i would say if you look at our gymnasiums our large gymnasiums like it won't be tendonogas their big main gym i would say they're similar in size of that just take out all the features there's some that are larger there's some that have you know have a football field i mean there's some that are big but i would say the ones that we've looked at around here although maple mountain those are kind of some of the ones that we looked at

039do you see us renting these is that a something that's going to happen um i've never not seen our facilities want to be used by other entities okay i would anticipate yes there would be a high demand is in the communities my experience there's lots of youth programs and stuff it's always looking for places to practice and performances i think they would be used around the clock if you let them use it around the clock that might be a nice bond selling point they are certainly very clean and i like that question because you know our schools are civic centers and you know as we collaborate with our communities this is adding this is a value added to the community and i think with that in mind we might want to make them secure um

040as in make them so that they are separate from the schools yeah we we would certainly try to incorporate that as part of our our design i mean we do that with our auto try to do that where we put our auditoriums where we place our main gyms to whereas we're having events um the community can come in and enjoy the event but it's not necessarily the entire school is not necessarily accessible we do the best we can with meeting e-dress requirements and stuff but yeah okay okay just to round out the projects there you can see the bottom safety security land acquisition and you might recall eric woodhouse came and presented a couple of months ago on safety and some of these items where we talked about eric i don't know if you want

041to mention more about these projects but we do have the secondary schools they import interior classroom door locks and the security cameras that sound good a eric literally came up i thought you guys did this in the last bond which we did so i think the clarification our talking points is now we're moving to the interior because um i don't know if you men saw the news but some schools who might have had an intruder have a computerized system it's a good system but in an emergency you can imagine the heightened state that somebody would be in and to get all the doors locked or shut down through technology sometimes that could be hindered by the situation or there could be a technology breach that hindered the situation so what eric what did you learn

042in your conference safest place in an active shooting is behind the locked door but a lot of times that shooter could get inside the building anyway i don't know that we're going to prevent that but i think the biggest hurdle that we're facing in the secondary schools you've got multiple points of access anyway i think trying to narrow that down to one entrance is probably a little unrealistic but we do want to make sure that we are increasing the likelihood that they can't be behind a closed door in the classroom so if we can uh change those push to push button locks from the secondary schools i think that'll be our biggest uh protection and then just working on our standard response protocol in secondary schools and making sure they've got that down really well

043so a lot of the things that we're doing safety wise isn't going to cost us money but these kind of things the hardware the putting in the cameras that's going to be a good safety protection for our elementary schools and the push-button door locks for our secondary schools it's going to be the biggest bang for our buck thank you i mean you can imagine a teacher fumbling to find their keys to go and uh walk the door if it's been on all they have to do is go push the button and it's locked okay the final section seismic this is um from the reevery report david any follow-up on property oh yes property that's the last item there land acquisition rob any comments you want to make on that we're actively actively acquiring land for

044the future needs of schools rob's comment is probably we need more um we'd love to have more and if anyone's out there that would like to donate some land we would accept we'd welcome that as well okay so this last section seismic um 27 of the facilities that were on that rivley report have been either rebuilt moved or received partial upgrades and renovations so you can see there nine complete rebuild so those nine schools those have all been completed in previous bonds will you call them out just because the public can't see this oh yes would you like me to do that kimberly so we have greenwood elementary in american fort cascade orem high westmore cherry hill and sarah park in orem so obviously the sarah park the rebuild is now called centennial and we

045also have grove crest in pleasant grove lehigh high and lehigh and central and pleasantville and then we just put there two of the schools on that weebly report are american fork and pleasant pro and then those are proposed rebuilds that we talked about over here in the bond priority list um five schools we've moved so atec is in american pork east shore and summit let's see atech that was where was in london it was in linden and we moved that to american florida so these five schools were on the real reevely report we didn't rebuild them but we've moved them so we don't have those those facilities and so the east shore summit we're down in removed the program the facilities stayed where they work yeah but we're not using the yeah yeah we lose

046the program we build a seismic issue to another site where we think there's going to be less likely down in orem west of i-15 and that's now here in american fork at field walmart site hillcrest we've merged hillcrest with sarah park and created centennial cedar valley elementary was in an old building and we bought a church that was close by and so that's moved to that building and then geneva elementary kimberly showed a picture of what that looks like and finally 13 partial upgrades and renovations so these schools have received something to address um those sites were concerned yeah so for example alpine elementary is the first one on there in alpine we went in and re attached the unreinforced masonry to the roof if you will um shelley elementary af sega lily and lehigh

047the linden warehouse in linden sheridan elementary in orem valley view and pg clear creek down in scofield we've gone in and done some renovations there american pork high lehigh elementary linden elementary orem junior windsor elementary in orem and pleasant provide that's why it's so important for this information to come out because you saw that people were seeing a large list there were 28 total facilities that made the report there were 56 issues but located within 28 of the facilities so there's been a very aggressive effort by board the board of education and alpine school district to address these and we'll continue to do that but i i feel like this information wouldn't typically put seismic information on a bond infographic but i feel like so much has gone out about this that hasn't been accurate

048that we wanted to make sure that was highlighted can you tell me exactly what what was done at sharon and windsor yeah were those i don't know what you guys think about this is the office um a couple of those uh smoke stacks like that from the old uh heating system when they were cold required so both for the primarily the things that got taken down there's been some other as we've done with the roof replacements and sections of those schools and stuff will tie the roof into the walls so that as that building in the event there was an earthquake and the walls flex that they don't separate from the roof structure so my question is um if you look at the report many of the schools on it are it'll say you know

049gym this and this score and then you know main office this score um so my question is for those that have had partial things done already how many of those still have remaining things that need to be taken care of and how many of them are done do you know what i mean like does the school still does the school need to be rebuilt now because like alpine elementary has part of it done so i know that the original structure was built like in 1960 something right but if it's been if that structure the seismic issues have been addressed then the seismic issue at alpine is complete but or is there still seismic do you see what i'm saying i would say any of the partials are just that they're they're partial so there's still

050sections of those schools that have not had things done and there's things that need to be done we can go in and remediate a little bit of it and try to strengthen the walls and stuff but they're still unreinforced masonry walls so it's never the same as replacing it with current up-to-date seismic co-compliance it makes it better and if when it's re-studied it would get a better score than it originally did but it's still there's still sections of those schools that need to be done so it sounds like what what i'm hearing is that what we've been doing is what we need to continue doing which is to very aggressively and but progressively address these needs and and just work down the list through time and i think it's going to take time yeah i

051think the one thing to keep in mind is this is again just one component that you would look at when considering replacing school while this gets probably the most attention brought to it but you have to take into consideration the other components of the school that you rely on every single day the hvac system the electrical system the technology systems in the school all of those things we still have a lot of original equipment that we're running in our schools which has been great for us in the service for a long long time but as these schools continue to age being able to get parts and components to keep that stuff up and going is becoming more and more challenging and they can't be as efficient um from an energy standpoint as a lot of

052our newer schools and stuff are and that helps save ongoing maintenance and operations dollars from that standpoint so while seismic is a very key component i think looking at the overall health of the school with all other critical main systems that keep school up and going those have to be brought into the conversation to be considered and that's where the board of education has been very strategic in replacing our tools since the review study came out is taking all of that stuff into consideration and making another factor we looked at in orem like at cascade and again in vineyard at cascade we had a third of the kids in trailers with no bathrooms and no supervision available in terms of if they have to leave the trailer and walk to the school to go to

053the bathroom a teacher can't leave the whole class and escort that child and that became an issue for them and i think they had a similar issue at vineyard so there's a lot of other kinds of things that that you look at as well as just the building sometimes so i have a question about the seismic thing so the replay study was done for us in 2006 and since then we've done a lot of remediation seismically some have been completely rebuilt some have been just partial when would we consider ourselves at the point that we might want to have that study redone to maybe re-look at a priority list because it seems like to me if we've got schools i mean it's been 16 years that's a long time and we've done we've done a

054lot of projects and i think you know we can still be working off of that same list but if we were to have a new one done it may show a different prioritization based on the things that we've tried to do at some schools to fix that issue i don't know that that would add a lot of value just because what the regal study already recommended those are things that we're doing so it would just come back with the same i mean those items that we've taken care of wouldn't be on the report but the same items would the ones we haven't would still be yeah that's what the report would tell us is those same items um that's just did it cost us to do the review yeah no yeah i don't know that

055it would necessarily change the priority list because most of the things that you see at the top of the priority list are are parts of the facility that have so that's like orem junior just like anything that has a gym or an auditorium um the gym has been replaced which was pretty high on this but the auditorium's still still there okay so i'm sorry to keep putting everybody on the spot but i'm just trying to figure this out so the next thing for me would be the state did kind of a evaluation of all buildings right like was it last year the year before and they came out with a list that didn't 100 percent match the reevely study and i guess that's why i'm wondering if we um if we've looked at that also

056to combine it so the state had their own inventory of state right so they based off their list they coordinated with us on more than one occasion we shared back updated information to them all that updated information got put into their report okay despite countless efforts on our part to try to get that corrected for example geneva elementary right still showing up we were in the middle of like right in the middle of demolishing that facility but yet they still okay i just wondered i just have been thinking about as we're as we're prioritizing based on various different components if seismic is one of those big components are we at the point where we need to re-address and re-look at what that priority list is and i wonder if just for our purposes we could

057create a second tab on that and just say existing you know projects that are still that are still good you look down all the stuff do you have a question i would love to know the price of that we had an earthquake two years ago and the magnitude was not consistent district-wide so i'd be interested to know if we incurred damage more in other buildings that would maybe change their place on the priority list i remember that morning it's like we were fortunate so there's no change since we did this before i did have one more question about you you shared with us um a chart about uh seismic hazard priorities and one of those this the columns was building used score and it was either 22.5 or 7.5 like i do you know where

058that those two numbers come from i have to i have to look i think it's i'm pretty sure it's probably the summary sheet was coming from the study yeah i just it was either that or that anything no in between and i did it just the number of students occupying it yeah there's probably several different factors they were looking at we study and then all those pulled together i think kind of came out with an overall seismic score yeah so they're looking at different components some of those like the roof you know diaphragm we talked about the roof being tied into the into the walls and structure so they're probably giving a score for that okay yeah it was it was like either one or the other but here's one that's 1.5 so i don't

059know sorry i mean i can book that i just don't have it in front of me too okay thank you you know if if you see this obviously if you see any errors let me know but if you see a way that maybe we could share some components of this in a better way please let me know um today or tomorrow and we'll look at doing further edits so we want to have this as clear as possible for our publish okay anything else kimberly david can i just suggest that maybe a timeline of how these things have been addressed um maybe run out of space but yeah no i mean just oh but you know if i did create a second tab like you have recommended and then we bring it to we just provide

060it for you in the next capital numbers and what we could do is a qr well we have a qr code and we'll have a seismic section on that web page that will have all of that timeline and all of that well it just illustrates how aggressively we've taken good point like the safety upgrades that we've done yes i'm writing that down okay thank you kimberly thank you david eric and frank appreciate you being here to provide support bond not board handbook we need a bond uh i just asked rhonda if she'd take a few minutes can i talk about the process and coming up with this new version of the court handbook so and then um so go ahead rhonda and then i'll comment which means oh i'm sorry yeah by the way rhonda

061wanted to speak for half an hour i'm sure she did but she's just gonna tell us okay so um i just took the existing handbook that's been around for a while and you all got a copy of it so you're more than welcome to go in and make more comments so i took the um there had been several comments made when it from when it was first shared a few months ago so i implemented those and then uh updated the table of contents all of those are linked to wherever it is you're trying to go to and they took off the mission vision value of goals and added the strategic plan and the graphics there anyway um i tried my goal was to take out the redundancy i felt like there was just a lot

062of redundancy and um so i took that out it's been reduced from 40 pages to 20 pages so i thought that was good and um i added the norms that were talked about in our work session back i think it was in january and then um updated the responsibilities superintendent um board members business administrator board president and such and those all came from usba model policy which is coming from state code so all of though if it stays as a google doc then those are all linked to where they where those came from so anyway and then i updated the committees those were all out of date and just tried to make it more current with things that we're doing now and not just kind of take out more of them i felt like like

063more personal comments that were in there to make it more just professional professionals if we have any tweaks in on friday and so you can go in and just comment and i i just would like to compliment rhonda on taking a whole bunch of working comments that we had before and implementing them and reducing redundancy i think i think you've done an amazing job thank you but yes this we're not voting on this this is just for you to look at make more comments and ron will continue to incorporate those hopefully we'll vote on this in the next board meeting but yeah i just i just simplified it but that's still open for whatever this is awesome like thank you so much yeah yeah you've done a really good job it's needed to happen for

064sure so my understanding is that with this in place it kind of becomes a living document that's not laminated we can work with a man designated yeah if you go up under protocols it talks about the process or if you want to make a change to the handbook so i'm not sure we need a whole lot of discussion but please take a look if there's something you think needs to be changed i think um uh just make a comment in there and then we'll go ahead and vote on it in the next 14 minutes thank you rhonda thank you and by the way i also shouldn't should thank those board members who extensive edits so thank you everybody who put in their edits before that because ronda was able to incorporate the appropriate those things

065so uh thank you rhonda and uh julie you're now amazed that we're giving you enough time for the newborn governor this is awesome i'm really stoked okay this is gonna be um an active participatory engaged activity so just so i'm setting the bar as to what we're going to be doing so that everybody is aware um i wanted to read you guys kind of a quote to start off on this um it is uh one of the things that i've noticed is that there seems to be um an uptick in contention in just general terms right that people are driving faster there seemed to be more road rage incidents um i think we've seen just in general we've kind of forgotten how to be adults at times um and work well with others so a

066quote came up um and i was kind of reflecting on how we've talked in the past about the power of story and the power of storytelling and so a quote came up um by adam grant uh in my feet on social media that really stood out to me he said many arguments get heated not because our opinions clash but because we fail to show that we care in conflict the most important step isn't to defend your position it's to reinforce your relationship it's easier to accept that you're not like-minded if you're like-hearted and that really stood out to me this idea of um being able to debate and have that dynamic where you're not like-minded but you're like-hearted so um we are gonna do an activity today and i'm also gonna invite the public to

067participate as well because i know that kara is a big fan of activities um what i'm going to ask you to do is you're going to stand up and you're going to find another partner in some in a different area of the room and i want you guys i'm going to give you each four minutes and i want you to tell your story it can be your uh origin story it can be how you came to utah it can be how you um came to education it can be um your family history of how you kind of came to be here in this space today um and then after four minutes i'll set a timer and then we'll switch okay so i would prefer that you interact with someone where you maybe feel like you

068don't know all the details of their story um and this is hopefully a space where we can be free to share those things and hopefully increase those relationships so we can be focused on being like-hearted okay you guys ready okay you find a partner right is oh that's crazy is i i know oh i would like to go there anymore um is but um um [Music] okay is you know it's interesting um it was funny because i don't think we know how that works um and so uh um and then fourth um okay everybody okay so that was the whole point of the activity and i'm glad that everybody was like chit chatting so we're going to do one more okay and it has to be a different partner once again different partner okay not

069the same people this is the one that i want you guys this is the part of your story i want you to share okay when was the last time you felt inspired and who was it that inspired you okay so that's the story i want you to tell plaintiff okay everybody stand up find a partner i know cara we're this is the last one i promise it's okay hey jerk everybody okay but it was just hard to watch this whole thing is it was very fun to watch um is um yeah is okay is [Music] so i found that interesting to watch over the last few days i a little bit fascinating lp is [Music] i just i think it's cute that you have movies on the binding of your calendar is okay so you

070guys said awesome i know that was probably a little hard for some of the intro works in the room so i appreciate you just playing i really struggled with facebook yeah yeah cause i would definitely label you as an introvert um so i just want to read that quote again the adam grant quote the last part again just to remind you guys kind of the purpose of this in conflict the most important step isn't to defend your position it's to reinforce your relationship it's easier to accept that you're not like-minded if you're like-hearted so i want to give you guys kind of official challenge today is i would challenge you someone that you maybe find yourself not being that you're not like-minded i would encourage you to sit down and be willing to listen to

071that person's story and find that connection where you find that you are like-hearted so that's my official challenge thank you we will now uh go in and adjourn for this meeting and come back at six o'clock thanks julie we are particularly excited to welcome all the parents and children who will be honored recognized tonight and we appreciate you being here that really means a lot to us so we will begin with the pledge of allegiance by joel perkins and a inspirational thought reflection by john goodman please repeat the pledge of allegiance with me yes um is when he was inaugurated in 1861 march the 4th of 1861 he came into an environment where seven states had already succeeded from the union it was a month before the confederate forces fired upon the fort and it

072began a bloody four years of division throughout our country the bloodiest time of our history of division the challenges of lack of disability in our discourse with another and sometimes in these kinds of settings it's helpful to remember back to what one of the greatest statements of statesmen of our generations in our union's history said he said i am loathe to close we are not enemies but friends we must not be enemies though passions may have strained it must not break our bonds of affection the mystic chords of memory stretching from every battlefield and patriot grave to every living heart and hearthstone all over this broad land will yet swell the chorus of the human when again touched as surely they will be by the better angels of our nature so my hope is petition

073is that we adopt that same plea that abraham lincoln gave us in 1861 to um as he said to be governed by the better angels of our nature thank you very much we appreciate that i will now do some board recognitions and the uh we're going to start with some rise awards this is a new award as a board of education we like to recognize various accomplishments made by students and employees as we honor these individuals and groups we acknowledge their families that have helped them to achieve these goals and we often will ask you to go ahead and stand up those who are supporting a student or someone getting an award we appreciate the support you've offered those who be recognized so the new rise awards where we are really thankful for many teachers

074and staff and members who excel in making a difference for students friends and colleagues and other school employees we've created this award it stands for remarkable inspiring selfless and encouraging and so when somebody sees someone with those characteristics we invite them to nominate that person and they will receive an award in their school with people that they're most they're closest to and then we pick a few of them to actually highlight in a board meeting so this is kind of our introductory recognition for these people so we'll go ahead and board members let you recognize the people from your areas our first recognition is jennifer jones with hidden hollow elementary jennifer will you come up front because we need you to be front and center so jen was nominated by chelsea gustafsson who is a

075teacher at hidden hollow jen is my classroom aide i work from a wheelchair and she helps when i can't do things alone if there's anyone in the district that exemplifies rise in his gem she's remarkable in what she's willing to do and the passion she puts behind it she is inspiring in the face she will do even the dirtiest of jobs with a smile and a positive attitude she is selfless in the time she gives she came in during the summer to help me when she didn't get paid and really had no obligation to and she is encouraging i have never had a better cheerleader than jeff so could we have any family members or others who are here to support jennifer please stand so we can recognize okay next up we have sherry do

076milan hey [Applause] sheri was nominated by lacey hammond a parent i have never met a teacher who shows such genuine love toward every single student in their class this lady is amazing with kids and goes above and beyond every single day to make the kids feel like they matter and they are important to her she's the type of teacher that makes me want makes me want to stop everything i have going on to nominate her kids thrive in her classroom i count my lucky stars for having had the privilege to be one of us to be in our class she gives 110 every day we help her so if we could have any family members or others who are here to support cherries next we have malana from caskey she'll come up she was nominated

077by a parent savannah ever since i met malana she has been finding ways to serve her family particularly our eight-year-old son she got to know him a couple of years ago when he was experiencing pretty bad anxiety about school she was always on the lookout for my son and encouraged her own son to befriend him my son needed the support of her and other fantastic school days at cascade and he is doing so much better now every time i see malana she is smiling friendly and coming up ways to serve him and live those around her thank members of those randy you're up next okay so our uh next individual that we're recognizing is randy brady randy is the band director at westlake of course he encourages students to work hard as musicians but just

078as importantly he inspires them to be good human beings he teaches them to be kind and respectful to connect with and watch out for each other the students learn how to manage time and prioritize he cares about each individual kid and learns their names he loves his students and helps them be the best they can be he donates more time than anyone will ever know he is one of the best teachers i've had the privilege of working with and i had the opportunity to be at the family event last night at westlake and the support from the community and what randy has created is phenomenal and he admitted that he definitely spends more time with the students at westlake than he does his own children so we are very very grateful to randy um so

079could we have any family members i know we have a couple in the front that are here to support uh randy please stands we can recognize you students from lehigh cluster have had artwork displayed here in the district office for the past few months we would like to thank all of the students for allowing their art to be displayed in our hallways their artwork has transformed the district office into an art gallery of sorts adding color and beauty for all to enjoy quite often you can see patrons and employees stopping to admire the different pieces that are displayed so first we've got dry creek elementary so if you just want to give a wave when we read your name um eliana demille kyleen engmann johnny fausto bryn hansen wendy hernandez maya lulay jane myers flora

083perfectly fine we uh okay now we have allocated time on the agenda for up to 30 minutes of public comment this opportunity is reserved for patrons living within the alpine school district boundaries individuals living outside the boundaries can submit written comments and we have been notified of those we'll each give you we'll give you each three minutes to address the board of education written comments can be submitted at helpingschool.org personnel issues are not appropriate discussion items for their open eating open meeting environment if you have personal concern you can contact a member of the administration we'll put your concerns in writing addressed to the board of education that we respond promptly to emails so having said that we will go ahead and take them in the order the people signed up and i'm going to

084make my best shot here ashley and then karen and then joe johnson so ashley phil i'm sorry i'm not very good they're great yes i am opposed to the 595 million dollar bond that the school district is planning to put on the ballot this november the bond is too large it is too expensive we don't know the details about how this money will be used it is essentially an over half a billion dollar blank check being written to the school district with no strings attached with asd's outstanding debt of 538 million dollars the debt load on the citizens will be close to 1.2 billion we are really concerned and with the likelihood that warren will be creating its own district school district we don't want to be left with this massive debt by state code

085the language about that the bond will be placed on the ballot and is over let me repeat that by state code the language about the bond that will be placed on the ballot is overseen by the school district the opposing view needs to be represented on the ballot as well a number of us have been trying to contact the district for the last several days to find out how we submit this language opposing the bond for the valley we have no we've had no response from the district wendy hart and others have left multiple messages and emails have been sent we have been left with no alternative than to come to the school board meeting tonight to publicly publicly request this information please let us know by responding to wendy hart or to myself today

086to let us know what needs to happen to get this opposition language for the bond put on the november ballot thank you ashley next karen johnson about four or five months ago i was surprised and disappointed to learn that there are books containing pornography in schools in the alpine school district fortunately in july a committee presented a list of 50 books containing pornography that needed to be removed from school libraries unfortunately in august the decision was made to keep the books in school library the rationale was that so that we could give students access to all kinds of books and so that we could help marginalized people feel included many of the 50 books containing pornography are in schools in orem but not in american fork does this mean that students from american fork have

087suffered because they haven't been exposed to pornography in school library books also does this mean that for example students who identify as lgbtq who already have an increased incidence of depression and suicidal thoughts will feel more included because they can add pornography addiction to a list of problems on the website schools.utah.gov i found a document written by the utah state board of education entitled protecting students from the harmful effects of pornography in schools in the blue section of at the center of the page it says schools and libraries need to be safe environments for students however sexually exploited material is finding its way into these educational spaces then they listed school computers and devices as a place where pornography could be found if the filters are inadequate now we can add school library books to

088this list the first part of the usbe document gives quick facts about the harmful effects of pornography here are some of the facts included the department of justice and the national center for missing and exploitive children both recognize that pornography is an element that adds to the serious problem of sex trafficking research shows that a child or teen's exposure to violent pornography or excessive exposure to pornography can impair a changing child's brain social interactions and emotional skills well into their mid-20s a 2014 study found that increased pornography use is linked to decreased brain matter which results in decreased motivation and decision making skills and impaired impulse control the usbe has warned about the harmful effects of pornography and said that schools and libraries need to be safe environments let's make our schools safe by first

089removing pornographic books and second preventing future pornographic books from coming into schools thank you thank you my name is and you've heard from me before you know one of the things i think that was really a misconception um a little is about some of the things that pornography does for children pornography in 2000 was a four billion dollar industry in america today it's a 100 billion dollar industry it's the fastest growing industry in the united states lots of ways to do that literary is one of those operation underground railroad a local nonprofit that goes all over the world rescuing children from human trafficking is labeled pornography and the sexualization of our children is the gasoline that feeds child sex trafficking and sex abuse 13 of utah's report being molested before the age of 18. one

090in five high school females in utah have experienced sexual violence in the last year 68 of marriages will result in divorce nationally utah is not far from that number a study has shown that the divorce rate doubles when pornography is in use by one or both partners the state of utah has recognized the pornography in utah as a public health crisis and school settings are places where pornography or decent materials will not be allowed in our area you can do a quick google search and show that there are about 40 porn recovery groups for men and women sponsored by the lds church i'm relatively confident that on most days of the week there are over 100 of these groups sponsored by different entities within your boundaries a couple of things at stake the state of

091utah recognizes that parents have the right obligation responsibility and authority to educate provide and care for their children that guarantees local school communities autonomy flexibility and client choice this is the community you know in closing just a little bit i'm going to read a statement from arthur gary bishop he was a serial killer who was executed in utah several bodies of people that he had killed that were buried within 20 miles of this building he says i have a homosexual pedophile convicted of murder and pornography was a determining factor in my downfall somehow i became sexually attracted to young boys and would fantasize about them naked certain bookstores offered sex education photographic or art drinks which occasionally contained pictures of new boys i purchased books and used them to enhance my fantasies finding and procuring

092sexually sexual materials became an obsession for me and pornography was lighting a fuse on a stick of dynamite i became stimulated all boys became sexual objects my conscience was desensitized in my sexual appetite entirely controlled by my actions i think as a board you have a responsibility to look at this for what it is thank you next we go with joseph franz and then laws that are violated result in flies our facilities are shut down just like my healthcare facilities the alpine school district is required to follow state and federal laws is a new state law that prohibits sensitive materials in public schools it gives specific definitions regarding sensitive materials my wife and i were concerned after last month's board meeting because certain board members it doesn't matter how many parents teachers or librarians that

093this team i encourage you to create a committee at the district level if comprised which violates hb 374 at lehigh messages within the last 10 years these books in these books thank you joseph on august 9th school board discussed 52 books that the district had previously identified as meeting removed under the new state code 503 it was concluded that the books will be returned to schools were not removed until the review was able to take place under asd policy 6161 policy 6161 section 6.1 states that the district practice is to attempt to resolve concerns on a new formal basis at the lowest level classroom teacher and principals if after meeting with the teacher or principal there's still remains to satisfaction an individual as they contain violations of the bright line rule in utah code 76

094to 1227 a i double high according to the attorney general's guidance these materials do not have serious value for minors by code it also states that a decision maker that removes library books based on these defined categories directly complies with all efforts to create a district loan document to justify principles violations and for these books his physical response coincided with the intensity of the darkness my third session or decision maker to remove these books you are advising your principles to kick the can to force a committee evaluation the problems with this course of action are multifaceted first year policy gives nine weeks to review each book which only enables the review of four books per year even if a school only has 12 bucks to remove under the breakdown which is the average for asd

095this would take three years and this is only a portion of the building that our schools have purchased this policy shows that asd is determined to make the process of removing obscenity and pornography from our schools as difficult and slow as they possibly can the policy must change thank you my name is life i have read almost every type of book in my hand and i haven't continued and i can tell you that books have changed what is being pushed to our children is pornography that is not even available in those graphic romance novels it's worse than trash and it's unthinkable that our school district is protecting these predatory authors every library in america is now filled with pornography that will any decision or attempt to resist removal of offending materials under section 1227 the

096brightline rule based on quote serious value or as a whole is fraught with its own risks and potential legal challenges by parents serious value does not mean any value let me know if you think the book looking for alaska has quote serious value it spent 464 words describing four steps 464 words but i am fairly certain you would take offense which is so ironic considering how little you have done to help get this filthy out of our schools or should i say how much you have defended this content and protected this obscenity in our schools potentially the most pornographic book in alpine school district is called genderqueer which is an orem high school library it not only has a description of oral sex but it has a full page with an image of a teenager

097with his mouth on thank thank you next we have steve sparky um and then at the bottom it says a description or depiction of sex or sexual immorality as defined in the section above has no serious value for minors or something like that i just want to just read a little bit of this book i'm asking you not to read offensive things uh um is unnecessary the policy should just match thank you good thing i know everybody on the board otherwise um that money was used um i often wonder i'm just thinking that um these um projects could be looked at and reviewed and i know we're getting close to where we want to you're going to want to kind of bond this together at um school district um hi my name is stronger together

098that opposes the orem school district split that will be on the ballot and i just want to let all the board members know that the support that we are finding oppose incredibly strong and inspiring we have parents and teachers across our city who have volunteered with us and are donating and doing all they can to get the word out to oppose um splitting from alpine school district and i believe we will be successful in that with continued hard work over the coming weeks district our own uh group surveyed teachers and we found 91 opposed the split and pta surveyed its members in aura and that was between 90 and 95 depending on the uta council opposed to the split and i think if we can just get everybody to vote everything is going to be

099okay now with that aside i want to say some support for the bond and um first i want to say that bonds are incredibly popular the last one was passed with a 68 uh yes vote um and we can expect something similar this time they are fiscally responsible because they spread the costs across such a huge number of taxpayers it addresses our needs in two ways the first is to build and replace buildings that are in high growth buildings that are in difficult circumstances in the second helps me especially and that is that it frees up other capital money to address building needs and i really appreciate that the district um good evening my name is high school council is have worked to put together a survey which we sent out to our approximately 2

100000 pta members in orem at the end of august and this survey asked our pta members if they would vote yes or no to the worm proposition 2 which proposes to split into its own school district of the pta members that received the survey 693 people responded 639 of these have closed proposition 2. that is over 90 of these pta members parents teachers and others are involved in our schools and they are saying that they would want to remain a part of school at this time as a non-profit advocacy organization pta does not align themselves with political parties or individual candidates however they do take stands um thank you we appreciate everyone has commented with those is too um we've heard several people talk about concerns is violations i think we appreciate also discussions about

101concerns about how which projects we pick for the um comments section um any discussions yes you have that includes the budget summary output foundation board summary yourself is there a motion business 150 pages passes um i uh have thoroughly enjoyed working with dr farnsworth um he has taken the district in a direction that is focused on student achievement student learning um i feel that we are moving in a direction that is kind of onward and upward very grateful for that you know my only complaint is timing can we just go faster um no but i really do appreciate that you have um an even keel that one of the things i appreciate uh in working with you is that you don't bring you into it um you work with a group of very opinionated um

102and sometimes very difficult individuals who all have very thoughts and your ability to negotiate and collaborate and help us be better versions of ourselves is something that i did not anticipate and something that just the effects the temperature of the um of the district and they very much appreciate the focus on making things let us know how we can best support you i think that's the best way to do public education because as much as they gave us we're not there every day and we don't know all the unique challenges the different things that their needs and so it's been i think probably one of the top three best experiences of my life to be able to watch this process and watch people feel empowered and just to genuinely feel like a weight has been

103lifted i think when we did employee celebrations to share it was a much different tone than the years um um i appreciate the way he is able to articulate a very sensitive um and really difficult situations and to be able to work with employees to help them be better and they approach um job a little differently i always know that when he speaks for the district that he's going to do an amazing job and he's going to represent the boardwell patrons and their feelings and so um i just appreciate that our superintendent's response to the boards was that we focus on learning and i think that he's well that's why he was hired i think is to help us to focus more on our academics that we really do want to see progress and i

104think that you are have put things in place i look forward to seeing how that has rolled out in actuality i think you put the right people in place to see that it happens and i really appreciate the bottom-up approach that you're taking rather than so that there's ownership in our individual schools for what's happening in our schools now that we're able to move the dialogue especially in literacy that this is foundational to the success of our students that we put the proper emphasis there and it just lets you have to dial i just really appreciate your emphasis like that that's my number one so um so we there's for a long time i know he feels extremely uncomfortable and i i i'm not gonna pontificate more but i i think we spent uh mark

105and i had the opportunity to go last week thursday and friday and join and spend some time our superintendent has a high sense of is at the same time acknowledge acknowledging differences i think that really talks a lot about your leadership style i'm grateful for that i i also feel it's important that we have um um he always trust for all of us i feel very grateful that she's able to say you know this is a problem right now but in the long is um the motion passes thank you i appreciate uh i also want to just publicly a significant uh together to get things thank you very much christmas okay let's move on this is school district this clarifies the relationship we have for those students that um so this is and i think

106maybe for the publix knowledge i will also explain why so partially why this is happening is tax dollars per student so that's is looks like we've got a picture coming up here would you like to give us yes i think it is the resources is foreign all segments i did not see in scanning the contract how large the log is it's not like it's gonna um discussion is foreign thank um uh expectations was purchased position many move houses we pass resolution 2022-024 authorizing 11 buses to be declared access for disposition second second legal services you have received the policies we recommend your approval of those um kimberly is just sitting there and enjoying the fact that she's there and you're there so i fully just want to acknowledge that she's rejoicing and she's not dealing

107with me anymore um so i know that i brought this to your attention earlier today there are a couple of things that i have some concerns about and if board members want to delay this for a vote next time i totally get that um but there are a couple of things about the language that i'm concerned about so um first off if we ever have a policy that students have to conform to something just if we want to say something to the extent of you know we expect students to abide by the dress standards i don't have a problem with that but i don't like to conform to so i'm going to make that a suggestion also i have concerns about when we're talking about things like hygiene or demonstrate personal cleanliness we do have

108students who face homeless homelessness we do have students who sometimes are in neglectful situations we also have dynamics where we have sometimes families who will have their utility shut off i don't i can't imagine a scenario in which an administrator would dress code a kid over cleanliness but i don't even like having it in the policy i feel that when i reached out to my administrators to have a conversation with them regarding this they said if there is a concern for a student that generally a teacher will bring it to the attention of the counselor and the counselor will meet with the student privately and resolve that situation or provide the appropriate supports so i'm just not a fan of having anything about hygiene or cleanliness in there like every other policy it's trying to

109balance the look through the lens for students you know looking at that lens as an administrator and his parents his families and of course teachers and i think that was kind of the crux of it as we we wanted to put something there so that if something was happening or there was an issue in the classroom where it was um affecting the learning environment that teachers have to be able to say but it's in policy but after talking to you and realizing that you know a lot of these things can be done um they team members but i think just a little switch on that language is yes i don't like that um so can we please strike failure to conform um i don't i think you could just say a violation of these rules

110um point two point one two point two point three i would like to strike the first sentence i feel like that's subjective and not something that um i think i feel like we don't need to make the statement because it's already covered in the language later where it talks about the specifics as to what those dress standards are so i prefer that we strike that first line in 2.2.3 and then um because it's outlined in 2.2.3 the rest of it as to what the required dress is then 2.2.3.1 and 2.2.3.2 can just be eliminated because it's already described in the previous section so none of that needs to be in there because we've already described it so i'll give you my notes those are just the things that i would i prefer that we strike

111the references to hygiene um anyways so those are the things um that i would love to tweak and i'll give you my notes clothing um is destructive and but i think that's you know where we kind of left that instead of talking about modesty was talking about the distraction and nature if it's taking away the learning from the classroom i hear what you're saying but i also feel like that's covered in other sections where it talks about like if it is a distraction whether it's you know like uh appearance and ornamentation like there's all the kind of list of all the things so i've had several conversations with my secondary principals um if a parent so i but i think that that's something that our schools are already wrestling with they're already talking to their

112pgas into their fcc's about what they want their school's dress code to be and i'm concerned that we're telling them okay but you can add to i don't know that that's our place is it's really difficult for our administrators conversations sometimes especially if it's a student that they don't have a previous relationship with because we don't know what that kid or if this child has just overwhelming anxiety and it was all they could do to get to school today and if we then say okay midnight you've got to wear this embarrassing shirt and the administrator said there was a child that i almost dress coded today at lunch but then i was afraid they wouldn't come back and i wanted them here more than i wanted to dress up but i think i think we've

113gotta have a happy meeting because i have definitely at my high school two or three weeks ago and i was like oh boy with some of the outfits i was seeing i'm gonna be honest i was a little bit like that was a discussion that we also had we kind of had left it off a couple months ago with hats and we've had schools say for example some schools are saying we don't want cats and we had some that say we actually don't like pets what we can't take some of these administrators are like please give us some teeth is this and so you know we're trying to find a happy medium to be able to help support them in ways and styles are different it's really really hard i mean um my husband said

114that the first time he's a teacher ever in 26 years he had to send someone to the office to support them and yet at the same time i think they they know when to kind of the the give and take or the tight loosen uh parts of these these policies but i love that you mentioned these i think that's disgusting is um well i mean like it says it talks about short length um it talks about failure to conform i just has the potential to give power to our administrators to enforce what our community expects and i don't want to devolve to the lowest common denominator as far as dress codes go i just would rather let them i'm just more in the camp of being consistent and i think we do need to let

115our public know that there's some standard you know we're talking about that has been suggested but i think as a policy what's actually happening we're trying to make this policy reflect what's actually happening so we took that out as we've already mentioned the last time we talked a long time about graduation regalia and what is important in terms of cultural kinds of things write their own policies um you know we expect living to be appropriate we expect you know every student deserves a high quality education environment i think that's appropriate but like we're saying they can only choose one type what color of graduation the 53d-4-412 and you know extending guidance for graduation uniforms allowing cultural expression we did add in there 3.1.3 military dress uniforms um we know that there's some students that finish

116training or basic training before graduation and want to wear their dress uniform of the military i know that that's been controversial and we wanted to let you know that school administrators will communicate with students families and staff at least two weeks prior to graduation regarding the additional cultural and religious related objects that may be born during graduation and that cultural religious object should be born appropriately and moderately but not limited to just one we're trying to we're trying to adhere to the new state code and yet give administrators in every school the flexibility within their own school community to do what is best for the students in their schools and i also want to point out that this policy has been revised to not focus on one sex that it treats both sex equally which

117i think was an important i adjustment did not draw your attention so my one question i guess just it sounds like some of your suggestions so i'm just saying we need to if you want to pass this tonight but craig knows that this is coming i'm going to make a motion to amend it that we remove the parentheses we strike the parentheses and that we just do the hyperlink where it already says statement of our requirement we don't need to do statement requirement in the parentheses with the hyperlink we can just do it where it says the three words um it is strictly now whatever two hours and 45 minutes so craig was going to hyperlink what the state minimum requirement was so yeah so if we just strike out all the parentheses and just

118hyperlink it where it says kudos to you because the world's like shortest policy is still amended obnoxiously so good job thank you hey thank you priorities can okay thank you superintendent the reminder to the public who did not have an opportunity to be at our study section last year we presented a five to ten year capital plan lots of capital meets within alpine school district and we organized it in a way so that we were trying to do an equitable distribution of our resources knowing that we have extreme growth and a lot of new construction that is needed along with aging facilities maturing communities in the central and south and when we look at a full capital plan it's not this infographic but it's the yellow and grey one that i'm referring to there are

119different funding resources that are used sometimes they're general obligation bonds so we address lots of different needs with different funding sources the one that we're here about today is to say to address a large section of this information we had on here in 2022 sorry the 2026 bond for consideration a consensus that our priority list would entail six new facilities new construction because extreme growth that would be a high school in middle school specificity for the middle school is our greatest priority ads in eagle mountain there on that property that we own and our second greatest priority is a high school saratov at both cedar valley high school and west lake are pushing those levels that we were at prior to building cedar valley high school and we need the ninth graders at frontier satellite

120to address that most great numbers there they can only last so long so two of our greatest needs are middle school high school and an elementary you see that we're starting we're proposing a new elementary in each because we've been seeing so many changes in our numbers that have just been amazing and so we wanted to give the flexibility to the board noting that we do see growth projections we just don't want to name it exactly because we want to be able to read the numbers in the next couple of years so that's the new construction section following that is our rebuilds and renovations and from there we have two of our three high schools that were in 1959 that need their final phase lehigh high school was a 59 american fork high school's 59

121pleasant groves of 59 we finished the last two phases of lehigh high in the 2016 bond and our proposal is to finish the last phase of pleasant grove high school and american fork high school we did position pleasant grove to begin first in that 2024 year followed by american fork beginning in 2025 we don't see a completion on either of those until 26 and 27. it's quite significant to do even a final phase on a school that has students at the school we're just grateful that it's it's the final phase and then we've kind of done you know phase one but it will still be significant following the two high schools of 59 high schools we want to do a rebuild merger of an elementary school i mentioned today in our study session that if

122we had to make a decision today our decision would lead towards a merger of windsor and sharon that we looked at not just seismic and age but also capacity health of the facility how's their hvac systems electrical plumbing all of those things we put schools on a watch list those two have come up over and over but there have been other schools as well lehigh elementary sega lilly elementary valley view elementary you can i mean the other ones would be shelley barrett forbes so we have a list that we call watchless schools we're going to leave this one unnamed but noting that we do need to address another seismic school um a little bit better before we name that that's in elementary in the renovation rebuild section and then in the additions we've had a

123need for space that would equate to all of the different programs that we are seeing coming through to our high schools additional sports programs additional we've got drum lights what do they call those rifle things like color guard bands these are multi-use facilities you're seeing a lot of them pop up across the state frank and his team have been out to visit many of the sites that have multi-use facilities we're proposing long peak is our first multi-use facility to be added to that particular school they have a large student body they have need for additional space for all the programs that they have so theirs is for a reason that we really are supportive of but also we have a very small footprint so that one will be designed we'll bring the public in the

124school administration to help weigh in on some of the ideas or options of the multi-use because they're varied but we will involve the communities once we see if there is support for this so long peak would be our first one followed by two in aura one at timpanogos all of them have no additional land but we will our goal is to find a position on the land which we have an idea on all three of those schools where we would place those positions the question is build we've worked with both school administrations they are still expected to have the same number of activities and girls basketball boys basketball girls softball boys baseball wrestling drill team i mean bands there's a lot of need and use there are also community facilities and somebody asked in the

125study session i can't remember which board member but could these be used for the public and just like all of our spaces we do have the public these these are civic facilities so that's that's the addition phase and then finally the safety security and land acquisition we want to continue our installation and improvement of camera systems at the elementary level we've already begun but we need to finish that up so that's our focus for safety and security and then finally we need land if we're going to build all these new schools for the questions thank you we appreciate all the work you've done on this and uh discussion you two can start and so the challenge is weighing are we putting the right projects on the bond in the right areas and are we doing

126that within the confines of the financial constraints we have i will admit very clearly that i have struggled with this just as a point of reference i currently have six elementary schools over a thousand there are two more schools so we have eight elementaries currently over a thousand and there are four schools on here for high growth i am concerned about that projections as far as what we expect to happen in the next five years i think sometimes the numbers are misleading because when you look at it across the district as a whole we have 4 900 new students coming the problem is when you drill down to where those students are coming and they're coming in westlake and they're coming in cedar valley to the point of 6 000 students so we're growing by

1275 000 because we're losing some in other areas we have 6 000 students coming in the next five years to westlake and that's with when we're talking about options like boundary adjustments i look at my school harvest that has a thousand kids and it is boundaried next to black ridge that has 1200 kids which is boundaried next to mountain trails which has 200 kids so no amount of boundary redraws is going to solve any of those problems because harvest is very close to the river rock boundaries so it's complicated and river rock is one of the schools that's at so it's complicated and hard i hope we got it right um the reality is nobody's needs were completely met i think we're also trying to balance those 6 000 new kids coming in a specific

128geographical area with the fact that we have older schools that have seismic issues and um it's just like it's a safety issue that we can't have 1500 kids in an elementary school it's a safety issue when we have students attending schools that have seismic concerns but we also don't have the dollars to mitigate every one of those concerns today um i appreciate the fact that pg has been very patient and i appreciate the fact that this is a struggle and a wrestle and like i said i don't know that we got it 100 right but i'm also um trying to take into account that there are needs everywhere clone peak another middle school in eagle mountain i can't articulate how desperate i feel about the bond i feel about um the overwhelming needs that we

129have and the overwhelming growth that is occurring around the clock i support what we've done even though i struggle with i don't know that we nailed it i hope we did um i want us to be very intentional and very careful this is taxpayer money which i consider a sacred trust that we are very careful about um how we spend these dollars and i know that the fact that um looked at things like engineering early on and some of those issues dealt with through capital dollars outside of the bond to try and get jump starts and get us in the right place where we need to be um and i appreciate that everybody every everybody got something and nobody i think is leaving thinking they're super happy because the needs are i mean like when

130you have 14 municipalities and 84 000 85 000 kids almost this is the russell that we endure and um it's i think sometimes people want to paint it as an east side versus and i appreciate that that and a is for not only the staff but for the board um and i support moving forward on this i know we have needs for growth i know we have needs for safety issues i know we have needs for schools having appropriate facilities to meet the academic needs of their students which is why i'm supporting um but is thrilled with everything on it but i think it's the best we can do with what we need to do because we need new land we need rebuilds we need new schools we need safety things we need new multi-purpose

131foreign secondary um are very very expensive to build yeah 68.69 um and um that's hard because secondary schools are expensive i think that it's needed be um i just worry a little bit about growth being more than we may anticipate that there may not be enough stretch here for those new schools is i know people may think that's a strange thing um yes i'd like to just make a couple of comments um first of all this is a big bond and i think you know if they say 2020 hindsight is 2020 and in looking back we could have bonded in 2020 but that would have been a difficult thing to do i think our asking our public what they wanted us to do and we responded to their request to economize and type their bill

132which we did and as a result the growth did not stop while we tightened our bills and so we as consequently we have a large bond but we have even larger needs and i am all about meeting the critical needs wherever they exist in the district any anyone that talks to someone of a certain age in the city would remember the times when they had critical needs in the growth when they had to double up schedules and talk about year-round school just because bursting at the scenes and at that time a number of schools were built and it was the rest of the district that helped to build those schools so i have no problem in supporting the needs of children throughout the district that being said there are needs in every part of the

133district and some of them are critical and i just appreciate our seismic needs a i want to point out that we have aggressively consistently and first persistently pursued our seismic need issues that we've made lots of progress and there are things that we can still do but these are projects that have been we've known about them we have addressed them in part but we have plans to address them so thank you for those considering that and i look forward to seeing how these multi-use facilities can augment the programs that we offer and especially during the winter months that so i support the bond and i i think that we need to point out that there are lots of ways that alpine school district has supported communities and one of those is through rdas the budget

134committee looked at these of tax dollars without exception all 14 of them we're grateful for their partnerships okay so i don't love this i believe that everybody involves parents staff um i think that everyone is advocating is i point in time right now so an example for my area is on the 2016 point the data showed for a really long time that the middle school would be on july we just see a different host of challenges maybe we need to do a better job of recognizing our challenges received um infographic yesterday i will know that i probably could have reached out i said can i see that our this our district administrators take care of on a daily basis and i like that because i appreciate the confidentiality and the respect for all the students

135involved and the judgment that they exercise i am i feel the weight with this job on a daily basis i'm pretty sure that most of those students do not even know nor do um i was the best person to do this job um and a lot of those people have lived for a really really long time find ways that um outside social media and while this provides multiple elementary schools this case scenario i think our projections are more accurate in some areas than others is groups i wish it was less but we don't know very much and so i came prepared very much not to support these priorities um feel like as a community everybody is feeling the weight of everything and i was so incredibly encouraged by the culture the response to our school

136celebrations it felt different for me and it is a much nicer feeling to see people who are excited about the coming year is um and so there are patrons that feel like they need different information that they've received i really do try to answer the questions on my facebook page but facebook has an algorithm i do not understand sometimes i don't see comments but i do believe that all of immediately but i also recognize that staff has just shoot questions in their lives for our kids there's discussions that i believe can turn out better than the things we would like to see for our areas right now i think we have an incredibly visionary um positive i know that we will we will likely come back change so thank you so much passes thank you

137and they um i was part of a day of service on saturday um in the city of saratoga springs uh the day of service that was done in honor of all of the 911 members who participated we had five specific projects in saratoga springs that benefited all of the district and charter schools in the area you could help stock our westlake pantry symbol kits for students who are facing homelessness donate school supplies pay off lunch balances or become a workday volunteer we had trees planted we had kindergarten our blacktops painted we had garbage pick up and weeding done i also have to say it's been a really long time still put my yard in and i forgot how horrible the soil is out there let's just say that we ended up going and getting an

138auger because like we thought we could just shovel and plant trees it did not that was false there were pickaxes involved i just wanted to you know send a huge shout out to all the community volunteers that showed up i know we had day of caring um the united way did at many of our schools um as well as many cities that participated in benefiting our schools and just a huge shout out to our communities that um we have a collaborative relationship with our community members that we're i'm extremely grateful for and i just wanted to send my gratitude and then just to make everyone aware um mtech is doing a get this so if you have kids that are interested maybe in cte you can see all kinds of super cool stuff whether it's

139emt creating apps dental hygienist web development there are so many options available through cte especially specifically with our m-type partnership as part of our k-16 alliance and i would just encourage anybody who's interested bring your elementary kids get free ice cream and then check out all the really cool stuff that is available um because of our partnership with mtac as well as the cte pathways we created in our own school so we just love to see a lot of community participation first of all believe it or not the school year started in between our lives meeting and this meeting it feels like it started forever ago but it was just like um think we've had a good um so far this year um i've been appreciative of all the parents who have signed up to

140be pta board members and sec board members and all of those things i've attended a lot of those meetings in the past um from lots of parents concerned about our libraries our classrooms the content there and we just want our public to know that we are also very concerned that we have high standards of what's what's available to our children and we just want to thank those who have served on our pilot review committee we we are learning lots in the process and we just appreciate the input that we've received tonight and we'll be proceeding with our pilot policy 61-61 i also wanted to say you know our we've hired a rehired reappointed our superintendent tonight and one of the challenges that we gave him was community engagement and if anybody doesn't know he's been

141doing some awesome videos and the many topics you've covered so far and i think that they've been valuable and i hope that we're getting some good coverage there and i just appreciate your efforts to respond to award goals and as well as i think dcc dccc thank you for your efforts obviously um investments talked about maybe changing strategies last week um iterations to engage in our schools to partner with board members um two things um is thank you um fastest you
