Good evening. The purpose of meeting of this meeting is to conduct the business of the Gaysburg Area School District. Board of director meetings and committee meetings are open to the public but are not public meetings. All school district residents who wish to make public comment should sign in prior to the start of the meeting and request to speak during citizens participation. Public comment is welcome and all issues will be referred to the appropriate board committee or administration. Comments will be summarized in the official board minutes which are made available by contacting the business office. Please take a moment to silence any electronic devices including your cell phones. Uh on the roll call, uh Tim Sigman is on the phone joining us. The others are excused this evening. I'm sure you can see Please stand for
the pledge of allegiance. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> No, no, this isn't communication. So, before we get going here, just a little bit of housekeeping. Um, little bit of housekeeping. Uh tonight we have the honor of having Lincoln Elementary School's presentation joining us. For the folks that are the parents and the students that are joining this presentation at the end of that, I'm going to pause and allow you to exit. You're more than welcome to stay and I won't stop I won't stop you, but I'm going to allow you if you wish to leave, you can leave and go about your evening. So having said that, Jeff?
>> Sure. I'd like to introduce uh Dr. Kathy Schiffer, principal of Lincoln Elementary. Come on. Uh, good evening members of the board. Tonight, I am proud to introduce a group of Lincoln Elementary fourth graders who are eager to share what they love most about their school experience. Uh, from exciting field trips and special activities to engaging instruction and time to connect with friends at recess. So, these students uh represent the joy, curiosity that we see at Lincoln every day. Um, please welcome our Lincoln leaders. And first I have Remy Malovich who's excited to share a Lincoln experience inspired by one of her favorite teachers. Hello, my name is Remy. I am 9 years old. I'm in the fourth grade at Lincoln Elementary School. My favorite thing is Mrs. Newton. I am here to tell you
my favorite thing about Lincoln Elementary. I love Mrs. Newton. She was my first grade teacher and she is kind. Mrs. Newton is the best teacher. The reason she's the best teacher is because she always helped me when I needed it. She is nice and kind. My sister had her, too. I like that we both had the same teacher. Miss Newton is a funny teacher and she helps all students. She heard she shared with us that her brother was in England. Her name is Newton like the snack fake Newton's. And another reason she is the best teacher is that on leprechaun day there were foot leprechaun footprints on our desk. She gave us all bracelets on the last day of school. She was crying but then she got to have my sister in class the next
year. I think it is so nice. She had both of us in class. We would do math sheets which was fun. We would read a lot because she loves reading. We would work with friends and I like working with friends. On half days, we would do games and some math. In conclusion, I wish I had her still. She is not going to be here when I'm in fifth grade. My brother would not have, but I'm happy I had her. She's my favorite thing about Lincoln Elementary School. Hi, my name is Catherine and I am a fourth grader at Lincoln Elementary School. Today I'm going to tell you my favorite experience at LE. My favorite experience as an LE student was pajama day lunch with Iggy in third grade. I went outside and ate lunch with
a tortoise. I liked lunch with Iggy because it was a nice day outside and Iggy kept trying to eat someone's food. It made me feel happy because lunch with Iggy was a fun day. I also enjoyed the experience because I like tortoises. The reason we went outside was because we filled a class reward jar with marbles. I liked how Iggy had smallish eyes and she ate slow and it was so cute. That is my favorite experience at LE. [Applause] [Music] Hi, I'm Jay Hannah. I am 10 years old. I am a fourth grader at L in Lincoln Elementary School. I'm here to to present to the school board my favorite thing about being a student at Lincoln Elementary School. In my opinion, recess is the best part of the day. We are given a good
amount of recess time to play. I enjoy I enjoy the fun games my friends and I play together. I also like the playground equipment and its location because it's not too confusing and not too basic. Another reason my my favorite thing about school is recess is because I can expect the same routine to happen each day, which is playing a fun game with the same people at the same time each day. In conclusion, recess is the best part of the day. And my favorite thing about being a Lincoln Elementary student is because I can count on playing fun games with my friends each day, which is very important to me. I'm Maya here and I am in the fourth grade at Lincoln Elementary School. I'm going to share my favorite thing about lees. My favorite
thing about lees is the Sam's lab and I think that every kid should get to try it. Here's why. Sam's lab is my favorite thing about lees because I love coding. Another thing I like about Sam's Lab is that I love making and building things that move. Another thing I like about Sam's Lab is that you get to be in groups with other people. I like to work with other people. I think that Sam's Lab should be required in all grades and in all classes. It's so fun and it teaches you about coding. In conclusion, I think that Sam's Lab should be a weekly thing because I love coding and it helps you if you want to be something that requires coding Hi, my name is Willow and I'm a fourth grade student at Lincoln
Elementary School. Today I want to share my favorite part of school with you, field trips. Over the years at Lincoln Elementary, my favorite memory of school was going to Keystone Kids Space. We went there for a third grade field trip. My favorite activity was the art room. I liked that part best because I love arts and crafts. Another thing I liked was making bracelets. We got to make stuff out of clay, make sand art, went on a scavenger hunt, and that is not all. We even got to ride different skateboards and scooters during the field trip. I loved riding the skateboards and scooters. I liked it because it was really fun to go down the ramps. I also loved the big merry grounds because they were really fun and they were also really fast. In
conclusion, I think going to Keystone Kids Space was really fun and amazing. And I think that we should have more field trips in school because they're really fun and you get to try lots of new things. Hi, my name is Josie Zimmerman and I'm in the fourth grade at Lincoln Elementary. I'm here to tell you about my favorite part at Lincoln. My favorite part is all the teachers I ever had. Some of the teachers I had are were Miss Thompson, Miss Surl, Miss Ess, Miss Stoner, and now Dr. Cafrey. In kindergarten, Miss Thompson helped me not to be scared because at first I was very scared in class. I cried every day until she helped me work through it. Then in first grade, Miss Surl helped me get better at reading. In second grade, Miss
S's helped me get better at math. In third grade, Miss Soner helped me get better at science. Now, in the fourth grade, Dr. Cafrey has already helped me learn a lot and I hope to learn more. I don't know if I could be more lucky for all the teachers that I ever had in the past 5 years. In conclusion, I thank all the teachers and staff members really helped Lincoln to be a special and amazing school to learn. All the teachers that I ever had, especially Miss have all helped me learn a lot. Okay. So, I just want to say how brave you all are for coming up and reading. And you know, I know it can be very nerve-wracking. I'm a little nervous, too. So, thank you to our amazing fourth graders for sharing
what makes Lincoln such a special place. Um, and I just want to say also thank you to Mrs. Peterson and Dr. Caffrey for for supporting our students through their writing and for our presentations tonight. So, and thank you to the board members for having us speak. Thank you. Go ahead. >> Cool. I I like to keep notes on what I'm hearing from students. And when I heard you all fourth graders, that's exciting to me because I spent my day with fourth graders today. Um I apologize. I did not catch the gentleman's name. It starts with a J. >> Jace. >> Awesome. Okay, great. Cool. So, I just wanted to give you guys a little shout out. I appreciate and agree with your principle there. That's that's not always an easy thing to do, but I
can tell you came very prepared with your writing. And so, thank you to your teachers for helping with that. Uh, Remy, your first grade teacher sounds an awful lot like my first grade teacher, and I'm so glad that she made that impact on you. Teachers are the best when they can make those connections with you. For sure. You still remember it now as a fourth grader. I'm sure she appreciates that. Um, Catherine, did I catch that Iggy was a tortoise? Is that what I heard? That's pretty awesome. I remember having some class pets and being able to go outside for learning together in lunch. Um, but I had never had a tortoise, so I'd love to learn more about that from you, but it sounds like it was very fun and um, a meaningful experience.
Jace, recess is great. What I liked the most about what you said there was that the social component with your peers is like the name of the game, right? You're like, I want to see my friends. I want to make that learning happen with them. So, I'm glad you get to do that. Um, Maya, the Sam's Lab is not something I had growing up, but coding and like the creative problem solving environment sounds super cool. I lost you in the group there, but I wish you well with continuing to challenge yourself in that way. Uh, Willow, hands-on experiences for field trips is so fun. I too love art and and the crafts you were talking about. So, I'm glad you get to do that. Hope you get to do more. Josie again talking about all
those teachers. Um if I had a former student standing up here and talking about that I would feel I I'm sure you just made their day. So thank you for representing them and also your learning that way. Um and to all of you thanks for coming in. >> Thank you Dave. I'm going to allow anybody who would like to exit. They're you're free to go or you can stay. You're welcome to stay, but I know you have lives outside of this board meeting. >> Mr. Hassinger, do you mind if we get all of them up here to do a group picture? >> Absolutely. Please. >> And by we, I meant Vanessa. >> I understand. Thank you again. I will assume that nothing's changed on the citizens participation. Dave, we're still okay. Thank you. That brings
us to uh number five, routine approvals. I uh as normal would like to consolidate 5.1 the agenda, 5.2 to the financial report. 5.3 the approval of Jacobe um transportation driver and last but not least 5.4 the human service s uh resources recommendations. May I have a motion for 5.1 through 5.4 please. >> So moved >> second question on the motion on the floor. >> Mr. President, not a question, but just to thank Sharon Martin for her 33 years of service to the district on her retirement. >> Thank you, Kathleen. Any additional question on a motion on the floor? Hearing none, roll call. Kathleen, >> yes. >> Ryan, >> yes. >> Michelle, >> yes. >> Tim, >> yes. >> Alice, >> yes. >> And I vote yes. Items for board action. The first one is 6.1.
It's policy 249. It's the bullying and cyber bullying. May I have a motion, please? >> So moved. >> Second. >> Question. Hearing no question. Roll call. Alice, >> yes. >> Tim, >> yes. >> Michelle, >> yes. >> Ryan, >> yes. >> Kathleen, >> yes. >> And I vote yes. The next one is 6.2 2 policy 822. It's the AED um CPR. May I have a motion, please? >> Some moved. >> Second. >> Question. >> Roll call. Kathleen, >> yes. >> Ryan, >> yes. >> Michelle, >> yes. >> Tim, >> yes. >> Alice, >> yes. >> And I vote yes. 6.3 policy 918 title one parent and family engagement motion please. >> So moved second >> question. Roll call. Alice >> yes. >> Tim >> yes >> Michelle >> yes. >> Ryan >> yes. >> Kathleen
>> yes. >> And I vote yes. >> The last of the action item 6.4 repurposing of the supplemental positions. Motion please. So moved. >> Second >> question. >> Not a question. Just reiterating what I said before. Um I appreciate the effort of those involved to make sure that these positions are um something of use to the school and the kids. >> Anything additional hearing? None. Roll call. Alice? >> Yes. >> Tim? >> Yes. Michelle, >> yes. >> Cath Ryan, >> yes. >> Kathleen, >> yes. >> And I vote yes. >> Ourformational items. The first one, and I'll go down through them. If anybody has any questions, just please uh get my attention and I'll won't go to the next one. First one is 7.1. It's the curriculum blueprint. Do I need a board? Actually, I
think we have a presentation. Oh, Ann Bomb, nice to see you this evening. I You snuck in cuz I did not see you back there. offic >> the floor is the floor is yours. >> Thank you and good good evening everyone. Uh we are here to share the curriculum blueprint. Sorry. Thank you. We are here to share the curriculum blueprint um that we have been working on and uh able to share the transparency of our curriculum through this new format. I first want to take you there and then I'll go in a little more detail. So from our website if you go to the menu and go to I'm sorry down curriculum you will see the breakdown here you can find our curriculum process um you've seen the K12 data dashboard I believe in the
springtime you saw that um our team is on there and then the new curriculum blueprint is on there I believe it was added about a week ago. when you go to this page, it pretty much introduces you to the blueprint, has a quick screen uh shot of it and then you can click into it. So uh prior to this uh we were using as we were transitioning from one format to another learning focus schools to understanding by design we were already using um eduplanet 21 is the company um that we use for our curriculum. Um we started with the unit level which is how the product developed um which is the hardest part of the process and um now they have the curriculum blueprint so we can share it easier with folks. So prior to
that we were trying to export PDFs and put it in Google Drive folders and share it out to the public and um it it made it we we were able to make it work to meet the needs of the board at that time. Um now we have the blueprint in place. This is what it looks like. It's designed with uh Gettysburg colors and logo. And you can see the various subject areas uh through these tiles. And when you mouse over them, you'll see show grades. And when you do that, the various grades will appear there. Um certain uh subject areas that we've spent a lot of time on developing a vision and mission or core beliefs within that may show there. So, for example, math does have one there. Chose math on purpose for Dr.
Matsner here. And uh you can just click on any grade and it will show you the courses that are available at that grade level. So, for eighth grade math, we have grade 8 math and Keystone algebra. When you click on that, it will break it down. Every single um course in the system will tell you a brief overview of the course. And that was um a deadline in May. So, thanks to all the staff that were able to make that deadline happen. And then, um, we have a curriculum cycle. So, they're not all going to look like this. This is an example of a completed, um, curriculum to stage one, which is what is published. And so, you'll have a brief overview and then the units for that course. And if you see view there
and I'll go to number systems and roots that will take you to the actual understanding by design curriculum. On the left are the standards often state standards sometimes national as well as well as other goals that we focus on in that subject area. For example, we have math practices here too. As a district, we identified long-term transfer goals. the UBD uh curriculum uh framework is so important because it's not just learning facts and basic things. It's being able to take that and move it up to the next level to make meaning and then finally transfer. The ultimate goal is for students to be able to take the learning and apply it to a brand new situation without having someone with them and being able to still be successful in that situation. So that is the
UBD model. It starts at the bottom sort of with knowledge and skill levels and then we move up to meaning for understanding and essential questions and ultimately the long-term transfer goals. So this is what you'll see um for certain subject areas. Again, we have a cycle and we work through this. You can easily get back through this breadcrumb trail here. Um if you just want to get back to the blueprint, click on blueprint and you'll see all the subjects there. to give you a different view. We have visual and um media art there. Again, grade levels. I'm going to choose third grade for this one. Some of our um subject areas are listed by grade span versus individual grades. But when you go down to the units, some of them are topics that are taught
across multiple grades or some may be specific to a a certain grade. So, even though it's a grade span, there still is some differentiation in there. And you can see here, you'll see the units and a quick little description, one to two sentences. This one does not have the view icon yet. They're still working on that piece. And when we get to that, then we can republish. What's nice about uh this system too is we can publish to the public the pieces that are ready and then we can work on the back end um and just keep revising constantly and then we're ready. We can republish it out to the public. Um curriculum is no longer a static thing. Back when I started it was a notebook on the shelf. um it is a continuous
process and we build that with the UBD process um throughout everything we do and through our curriculum cycle. So this is an example another example for you again just click back to curriculum blueprint. If you would click that X in the corner it will take you back to our curriculum process so you can see what the cycle is and all the phases that are involved. a link is to the blueprint that is there uh there as well as well as um our links to our comprehensive plan and our assessment information. So I wanted to thank everyone um starting with our department head our curriculum cabinet leads they are essential to make this all happen. We're very fortunate to have them as positions in our district um because we lean on them to be leaders. they
go back and work with their uh subject areas or departments or grade levels to get all this work done. Um it's a continuous process throughout the year and we work with them. I thank the admin for making all that happen because sometimes we have to pull teachers out during the day or we have to bring them in over the summer. Uh the instructional coaches help with that process as well. And um just thank you for uh allowing us to have this system and make it work. So, we are a little more transparent with our curriculum and hopefully meeting more of your needs. Any questions? >> Not a question. Um, but you know, I've looked at my fair share of documents like this and been through those shifts as well in my own school district and
I love the accessibility of this particular platform. I think the way that it's displayed is really accessible to not just teachers in their own right, um, and people in doing the work on those documents, but also to the public. Um, there's a lot less like the way those units are broken down. I feel like it's a lot easier to understand, um, and and dig into and better understand what what their students are learning, which is great. So, keep it up. >> Thank you. >> I just want to say I think this is wonderful. We heard today from some students about favorite teachers, right? even the student has that in-class experience with their favorite teacher and now parents can come here and really see the hard work that goes in behind the scenes for those favorite
teachers to be so well loved. So, thanks for sharing this with us today. >> You're welcome. Thank you. >> Thank you. >> Our next is 7.2 to the consolidation of the business management administrative program offerings. Are there any questions on 7.2? >> Yes, I do. I do have a question. So, um >> I never know where to put this microphone closer to my face. I'm just How about this? Pretend I'm I'm doing this. All right. So, um I wonder if we could learn a little bit about what the unnecessary logistical burden was that led to the discontinuing of the sales, distribution, and marketing program. >> So, that uh that particular question I will have to get an answer for you from the high school administration. Uh I know Mr. Lusk had intended to come to
the board meeting tonight to answer questions. Um but instead had to go to Lower Dolphin for a soccer playoff game. Um we needed an administrator there. So he did let me know that if there were any questions I could get those to him and and we'll get answers to you. >> Thanks. I have one more too. So I just was curious to know were there other factors like employment outlook data that led to the decision to discontinue sales distribution and marketing? Not to my knowledge, but I'll find out for sure and get back to you on that one. >> I appreciate that. Thanks. >> Of course. >> Any additional question? >> 7.3 the administration building renovation revised project scope and budget. >> Yeah, thanks Kenny. >> You're welcome. >> Um I had uh provided the
board uh four or five sheets um plan views of the administration building um just to um bring everybody up to speed. So I didn't need to to get as wordy um in the meeting is what the information item is hopefully. Uh so I'll try to keep this u as brief as I can. So a little bit of context uh to this information item. Back in May, uh the board had authorized the administration to contract with Barton Associates to do HVAC uh renovation design work for the administration building here. Um the original budget that we were looking at uh was 4.6 6 million and the uh original scope uh to make up that 4.6 million was to perform an HVAC renovation akin to the Getty Lincoln and high school projects we've done in the last few
years. Um, one, um, significant difference was we were planning on fitting out the third level attic space to create, uh, a consolidated IT department, I'll call it, and get this main server room that serves not just the admin building, but the entire district. Get it out of the basement um, and put it on the third floor. um obvious concerns with uh moisture uh high humidity with IT equipment in the basement and then water uh intrusion which we've had two incidents since I've been here in the last four years. So just best practice not to have an IT uh server room in in a subterranean area. Um so with that said, we went through the design process um initial design process 6 to8 weeks and uh we got our first probable cost estimate for that uh
intended scope that I just mentioned and it came in considerably higher at 6.8 million um which is uh obviously considerably higher than 4.6 six is what we budgeted. Uh at which point uh we kind of took a step back and uh of course asked the question why uh it's just cost escalation uh which we've been talking about talking about with everything including construction. Um so we as a team along with the design team with Barton and other uh architect RLPS looked at what would be the best use of our money in terms of gaining um usable space to create that IT department and get the uh IT server room up out of the basement and we came up with uh the idea of uh well excuse me back up. So option one on the handouts
was the original intended scope that I just mentioned at 6.8 million. Uh option two uh which I'll cover right now. Uh the idea was to instead of doing anything on the third floor, we would renovate uh HVAC wise in the existing footprint basement first and second floor and then actually expand the footprint beyond this exterior wall over here and create a u one-story addition which we're calling a one-story boardroom addition. um uh that would serve as the boardroom and then this existing space that you see right here, existing boardroom, we would utilize this to be fit out to be the consolidated IT space with a server room. Uh there would be some conference space and then also a handful of additional offices depending on how we configured that. Uh that estimate um I don't say
oddly enough, but interestingly enough, uh came in $300,000 lower than what the original um scope was at 6.5 million. Um so we then uh took yet another I maybe a step sideways and said well what are we doing in 5 10 15 20 years. Uh, does it make sense to try to design in and add alternate? Uh, which I think since we just went through the team room process, everybody understands what a base bit is with add alternates, right? Um, so the idea was is which is option three on the handouts is to have an ad alternate to uh provide a second level above the uh first floor boardroom addition to provide future uh growth space. Um, and what that space would look like would basically be if you were to empty this entire room
out of all furniture, um, it would be a finished space. Um, but we wouldn't have any partitions in it. Um, and we could utilize that to to grow into whether that be additional conference room space, additional offices. We could fit that out as we needed it, right? Um, that estimate came in at a total of 7.5 million. So basically, you're taking option two, add a second level to the first floor addition out here. Um, and that would cost an additional 1 million for a total of 7.5. Um, so in in a nutshell, obviously we're above what where we wanted to be. Um, but we feel it's probably best positioned to go with option two, uh, which is our formal administrative recommendation. and then also design in the ad alternate for the second level above the
first floor boardroom addition. Um and then at that time we can basically evaluate or the board can evaluate whether um it makes sense to take advantage of economies of scale uh to add that second floor at that time. Uh obviously it' be cheaper to do it while you're doing everything else rather than come back at the 5 10 15 20 year mark and say we're going to go ahead and put a second floor on this first floor edition we did 20 years ago or 10 years ago. So, um, in a nutshell, that's that's where we are. Uh, again, this is just information here to answer any questions. Um, the intention is to put it on for action next meeting. Um, and hopefully, uh, we'll get an approval, uh, for one budget or amended budget. uh
and then we can recommence the uh the design process at which time uh or excuse me at this time we've basically ceased all all u progress just until we figure out which direction we want to go with the the process. So any questions on that? >> Go ahead. >> So I might be repeating what you just said but that's just so I can process it. Um, looking at option two as the recommendation, you said with the alternative part of option three, but it costs the option two cost. So, it's not saying, okay, we are officially building this extra thing for this $1 million. >> Correct. Okay. >> Yeah, we would we would design it and then we would have it listed as an ad alternate just like the viewing platform in case. >> Exactly. And
then you guys can make the decision. It's kind of like an allocart, right? Yeah, >> you can make the decision to uh award that as well. >> Right. But the design would be completed then, >> correct? Yep. >> Thank you. >> Mhm. >> I'm just waiting. Any additional Michelle? >> Yeah. Where's all this money coming from? >> Well, I'm going to my question is I I guess my question, Belinda, and I'm maybe maybe more directed towards you. I'm not running away from this issue, but there are five board seats up um in in a month and that's a valid question and if this board commits I understand on the the locker rooms and the funding there, but we didn't hear anything on the funding on this. So, how does that affect the 26 budget with
board new board members coming in essentially right into the budget process if I remember correctly and having to uh have to navigate that. So um reasonably question good question um this would not affect the 2627 budget process because we have the funds aside but split between either the bond and or the capital um account is between the two. So we we have the availability of the funds um hopeful and likeful it's hopeful that obviously the bids would come back much less so there would be less reduction but the the longer range goal is once we use those funds in the capital reserve account that has been set aside we would slowly build them back in with the general fund budget process with the anticipation of not having to increase specifically for that. So, the goal
is not to not to increase >> the goal is not to increase the budget for this project. And I'd like to just remind um the board, you know, back when we went to evaluate, and Josh may be able to chime in here a little bit. when we went out to bid for the uh high school HVSC project at that time we intended to do a um revision to the wait room and also to include funding for the HVAC here. Um at that time it was not a selection by the board. So therefore the project came in under bid and we no longer were spending those funds. So those funds became available to use towards the next project that we were going. Um we went out to bond our James Getty and our Lincoln. Again, bids
came back reasonably so reasonably well. Um we were still spending down, but we weren't spending enough. So of course we have arbitrage on that, but we still have moving into this project specifically. Now, there are some funds that we still need to satisfy with the HVAC project, but estimated bond funds that are available is $5 million and we need to finish off paying train David Maine's roofing um the team room design. So we are looking to um do a combination of remaining bond funds of the 2002 as well as um as it was written in the agenda using the um capital um capital project fund where there's funds sitting. >> So the finance is not in question here. We have the funds available without going out for another bond. And I know during the consideration
I was in on the planning phases. One of the reasons why we looked at a side addition simply because this boardroom is used for multiple purposes not just the board meeting. Um to have a separate location would only benefit would benefit the board would benefit training would benefit technology as well as the elections uh in a separate location for when the elections occur. >> Correct. That was one of the things I was going to comment on. the addition would have a a separate like an outside entrance and exit. So currently during election time we have to shut this room down and can not use it um when elections are happening and this unfortunately is one of our only usable conference spaces that we have available. So to do the addition would allow us to still
have elections and everything have a separate entrance for people to come in not having to have them come in you know to the actual admin building. Um you know we' be able to close those doors off. Uh and additionally we do have some um positions in our district like our family navigator social workers who are in offices that are in buildings taking up space in the buildings. Um we would end up with about four I believe four additional offices in this building. We could bring some of that those positions back to the admin building and have a home base here that they could work out of freeing up some spaces in the buildings for us to better utilize out there as well. One of the also things I'd like to mention for the board you
may not be aware of but once win December comes this room is off limits outside of board meetings simply because of warrior wishes is the place where this all that all transpires for the entire district. So we have to coordinate space in order to have that and a pickup drop off area. So you know into the future having a separate location would be far better um that we can accommodate that. >> Help me with the timetable. >> So time table >> we're moving from an information item to an action item uh at the next board meeting. Is there is there a particular reason? Is there a time frame here? For example, when we looked at the funds through the bond >> and the interest that we received, are we in that same situation as we
found ourselves in when we when we debated the team room? >> Um the debate of the team room just delayed and therefore um continued on um with this. We have a projected timeline once we actually go out to bid. You know, there's the bid requirements of once a week for 3 weeks for advertisement, evaluate the bids and the alternates and so forth. Make a decision, bring it back before the board for choice and approval. Um, and then I think if if everything were to fall through correctly, we're looking at summer. >> Yeah, I think we could still meet a July start. So wait, really all you're asking for on an action item is for the current board to give the approval to send it out to bid. Once the bids come back in, this board
will have changed by then. Correct. I mean, you're 30 days out to bid. 30, right? >> How long? How long? 60 days. Okay. >> Oh, from now. >> Yeah. But you get approval tonight. Let's just say hypothetically. 60 days out. >> No, we we still have several months of design left. Yeah. Yeah. We're going to be into the spring. So this board on an action item at the next meeting would authorize it to go out to bid, start the process. Once the bids come in, the new board can evaluate the necessity of it, the cost of it, and how it's being paid for. >> That's correct. >> Okay. Thank you. >> Our goal is to keep it moving along simply because we have the bond money. >> No, you answered my question. That makes sense.
We're not we're not burdening a new board coming in. and it may look at something in a different light than this board would vote on. That's correct. We're not doing that. All we're giving them is the opport you the opportunity to send it out to bid and then the new board can evaluate the necessity of it, the cost of it, and whether or not they want to move forward with the with the bid proposal. Okay, great. >> Belinda, um I just want to understand this. So, um, it won't affect our 2627 budget, and we'll use bond money and capital project funds to pay for this. I didn't quite catch this part, though. You said something about building back the capital reserve with general fund. >> Yeah. Over time, well, we build um capital projects in
and a portion of our budget goes towards the funding of the the following year. um that's a budgetary item that transferred over to capital projects. So obviously by the time this project would come to the point of reducing the capital reserve and the funding we would probably be building in other funding for it all through the budgetary process but it's all through the budget process. It's not specific to raising mills for to do it. >> Any additional questions? >> Okay, Belinda, for some reason, I think you're still at the floor. >> Yeah. >> 7.4. And I thought after eight years on this board, I was not going to see thisformational item and you got it back on, didn't you? >> Budget timeline. >> Yeah. So 10 um act one was just issued and our adjusted
index just has come out. So the PD established the the permitted tax increase base at 3.5%. And because of our um MVR is a little bit higher, we have an adjusted index of 4.2. What this really says is we're not permitted we're not permitted as a district to go above 4.2%. Um now come um I think it's December um just as the new board takes seat uh we will recommend just as we always have recommended the past several years is the resolution not to exceed that index. So that's not saying you're putting a tax increase of 4.2 4.2%. You're just saying here's this resolution. And it's a requirement pro process by PTE for adoption and to submit that you will not you will guarantee not raising taxes above 4.2%. And so then therefore a timeline
is established so you have um more time to develop a budget. There is basic discussion at the legislative level to eliminate the um index exceptions. So therefore that's a topic of discussion. our our board has never gone to the uh exception above the exceptions which basically ultimately would be you would have to have a budget approval budget available in on display starting December and um as it is right now we don't even have a current state budget so to even provide you a budget preliminary December is kind of like taking um um picking at pieces of dust in the air. So this timeline uh of course obviously can be adjusted but the the biggest portions here are just giving you an idea when the discussions will occur, when the act resolution has to be passed
and then when of course we need to have approval of the proposed final budget in order for um the slated time frame for approval is June 1st uh for the final action approval. Uh we have to back that up by 30 days to have the proposed adoption. So, we'll look to have some budget discussions here coming in uh I believe it'll be February and March um as we proceed to the budget. >> Any questions? 7.5 policy 137 home education programs. I'm just going to go down through this. If a board member has a question, just please stop me. 7.6 >> Hold on one second. >> I'm sorry. I just I'm I'm working through this whole thing, but is there a reason why we changed um the home education supervisor from like evaluator? Is that not
the same kind of position? So we no um the home education um the supervisor is somebody not in the home like that was the idea. We wanted to make sure that there was somebody else supervising what you know so like they someone they could check in with or that will work with them. I think in previous the previous version of that and Lee correct me if I'm wrong that the um could have been the the person in the home who was doing the instruction. So we have it now as a home education supervisor somebody who was kind of managing all of that. >> Okay. I thought that's what evaluators did. >> Am I wrong? >> No. >> Didn't didn't they have to have an evaluator? >> They did. But >> I guess that's my question
is why did we change it from super from evaluator to supervisor? Why is that name change? >> Lee, do you know? >> I can look into that for you. I mean, it wasn't intentional to change it. It was based I mean, this was all based on the change in the law in 2022. So, I can verify whether there was a specific change, but um there are two distinct rules and I I don't recall at the moment why, but I can certainly get back to Dr. Matt for you. Yeah. Anything additional 7.6 policy 137 extracurricular participation by home education students 7.7 policy 137.2 to participation in uh co-curricular activities academic courses by home education students new again this is a first read any questions >> I have a question that applies to both that one and
the next one just because it shares some language um under the delegation of responsibility it talks about um like students meeting appropriate designated criteria and competencies demonstration of skills as required by um whatever the program is that they're a part of. And I guess I just was hoping to receive some information about what that um like standardized like who who is giving that criteria. Um, >> yeah. I mean, it's based on the it's based on the whoever is leading that co-curricular activity. And so, I'm often answering questions like a student a homeed program student wants to be involved in the >> we'll say marching band, but without actually being involved in the pro it they're they don't want to or they're asking to not be involved in the rehearsals. And so those parameters say you
can be involved in the marching band but you have to be involved in the other criteria on the same basis as you also you know so then you'd be tracking the attendance to that specific co-curricular activity even though homeed students don't normally fall under attendance. So there's certain expectations um that are in place so that there's the same criteria on the same basis for all students whether they're homeed or district students. >> Yeah. Great. Okay. So that's what I was reading it as. I was just asking for the sake of making sure that's not placing additional work on the teachers that are in that place but rather the same prerequisites and perhaps you know if there is some sort of like >> placement exam or AP or something like that which would go in the
curricular yeah if you have to meet a certain uh previous credit requirement or grade requirement those things are in place as well >> okay thank you >> anything additional 7.8 and a policy 137.3 again it's participation in career and technical education programs by home education students. I think you had a question that matched. Okay. >> Yeah. >> Next is 7.9 policy 103.1 non-discrimination qualified students with disabilities. Any question? 7.10 10 policy number 236, student assistance program. That takes us through ourformational items, board committee reports. Um I don't see any of the committee members here uh to uh to do uh to give a report. Um so we'll go to program reports. Dr. Masser, do you have anything? I do not at this time. That brings us to the calendar of a board events. Our next
regular scheduled board meeting will be November 3rd, 7 o'clock here at the administration building. May I have a motion to adjurnn? >> So moved. We stand a
