Any discussion? All those in favor? I. Those opposed? Motion carries. Um, outside board reports. Central West Morland CTC. I would like to announce that our culinary team uh won the ProStart competitions in her Harris or Penn State last month and they are on their way to nationals. So they beat out every CTC in Pennsylvania, took first place, and they will be competing against 49 other schools from across the country
for three week or three days in Baltimore in April. And anybody that is paying attention to the draft, the same students also won the competition for a tailgate um appetizer that they made. So they will be getting escorted down to Hinesfield, dropped off at a secret location and then taken over. And so for all of the grandeur the night before, they will be serving their appetizers that they want. And I have to tell you, the dinner they made us, they made a little difference. Um, they made ours with pork and it was a Moroccan, African, a little New Zealand, but they made an ostrich steak at the competition and they actually, and Mr. Lucas was there, um, since it's quite pricey, um, they had one and they shared it amongst all of us and we
were a little bit and it didn't taste like chicken. It tasted a lot like filet man. It was delicious. Um, we have over a hundred students that are now participating in co-op. As for the registration for next year and admission, we have over a thousand new students that are coming in. And we are waiting to hear from the grant. And as we like to say, we're either going to zip zip or we're going to dig, baby dig, and start using the grant money to put up the new electrical pole building that we have in place that our students will all take part in. And that's all I have from CTC. So, West Morland Intermediate Unit, nothing new. Okay. Miss Jim, Greensburg Salem Education Foundation. The grant period is open. So, anybody who is um wanting
to file an application for a grant, the grant period is open. There's a dedication of the distinguished alumni wall tomorrow here at the high school. If you noticed, it's in the corner of the lobby. Um, it starts at five o'clock. And then just a reminder, the distinguished alumni banquet is April 16th at Lake View Lounge. Thank you very much, Mr. Conway, Greensburg Community Development Corporation. Um, just a reminder, the hometown heroes banner, uh, the applications are due on Friday, so make sure you get them in. Um, that's a program that we are that we do every year. I'm sure you've seen the banners around town for, you know, military and distinguished members of our community, um, up on the, uh, the utility polls and so forth. So, um, applications are due by Friday, so please
get them in. Thank you, Mr. Conway. At this time, we have committee reports. Um, 6.1 facilities committee. We host we held our facilities committee on Wednesday, March 4th at 5:00 pm. The agenda items that we talked about were the upcoming project updates, summer 2026 projects that we will be pursuing and the ADA restroom project and along with the grant that is out there that we'll be working with and future planning for offet field and we had a nice conversation with Alec Alec Italiano from the city and they're anxious to and willing to work with us on any proposals that projects that we may have at offet field and around the district. So that's all I have and we'll turn it over. Yeah, just one more update that this was outside of the committee meeting, but
uh Kimmel and Bogurt who are working with our conceptual design plan, they've completed their full walkthroughs of the high school and the middle school um and they've gotten all the information from principles and uh as to design. So, they will be pulling together another concept design team meeting soon uh to kind of go with some updates and then they're still on track uh for midsummer. Okay. Thank you. Um Mr. Gayy um finance committee I have no report. We did not meet this week and we will be we were to have one tonight but we changed it because we had to deal with another negotiations and in order to be more prepared for our finance committee we needed to do that first. So now Miss Miller with the education committee. Uh well, we have will be
looking forward hopefully to um a meeting on Monday, March 30th um at 1:00. That's when the committee members were able to uh to meet. Um I see it's on agenda item 17.2. Okay, somebody's kicking back. Um legal counsel, I have no report tonight, Madam President. Thank you. Um so now at this time new business uh so one one item that was added since last week uh this is under overnight conferences and workshop requests which will show up on 14.1 item number two Miss Kayla Tamer to attend FMX regional conference at Penn State University Park PA April 9th through the 10th 2026 registration travel expenses estimated not to exceed $355. So at this time I would like a motion to amend the agenda to add item number two to agenda item 14.1. Can I have a
motion? So moved. Yay. Second Broadway. I have a motion by Mr. Gayy, second by Miss Job. Any discussion? All those in favor? I. Sorry. So that that so that mo that number is well you didn't actually vote on that. It just was on the agenda. So, it's under 14.1. It's on there already, but that was a formality to get it on there. Okay. Sorry. So, we have a motion and a second. All those in favor? I. Those against? Motion carries. Dr. Bizzle. Okay. Uh, all appointments are pending. Final governmental clearances, medical tests, and certifications as applicable. uh recommend approval of personnel items 9.1 through 9.5. Can I have a motion? So move job. Second Miller. I have a motion by Miss Job. Second by Miss Miller. Any discussion? Can we get clarification on 9.5? It's
the the time frame isn't filled in. Yes. Uh and Mr. Lucas, if you could help out if we do this, but it would be um from March 19th, 2026 through May 7th, 2026. I found out the date today and I forgot to add it before the agenda. I'm sorry. Is it a 12week? No. No, it's less. Okay. Okay. We just didn't have that date on it. Yeah. No, that I mean certainly it's it's just amending an a motion that's already on the agenda. So, sorry. Nope. That's okay. It's my fault. Thank you. We had a motion. Second discussion. All those in favor? I. Those against? Motion carries. Under finance, recommend approval of finance item number 10.1, grant application resolution. Can I have a motion? So moved. Gayy. Second. Second. Miller. I have a motion by
Mr. Gayy. Second by Miss Miller. Any discussion? All those in favor? I opposed. Motion carries. Under contracts and contracted services, recommend approval of contracted service item number 11.1, educational agreements. Can I have a motion? Can I have a second? Second, Trump. I have a motion by Mr. Gayy, a second by Mr. Shrum. Any discussion? All those in favor? I opposed. Motion carries. Under board policies, recommend approval of board policy policies item number 12.1 policy final approval. Can I have a motion, please? So move job. I have second. Second, sheer. I have a motion by Miss Job, second by Miss Shear. Any discussion? Yeah, I I was looking at them and I found it rather curious that on some of them it kind of looked like we weren't actually changing the language in some of the
parts. Like there were strikethroughs and then the language that appeared to be added didn't really look measurably different. So, um I don't know uh why is that? Um and then on one of them it there was Can you get specific so we can have the answers if there if you have it please? Um I I don't I don't have it with me but there was it was like um I think it was on the the relations with law enforcement agencies maybe security personnel. Um it was I think it was on like at least three or four of them there were it was like there was a strike through and then the language was the same. Um, Mr. Lucas below. So, I I guess without knowing the specifics, I would just I'd emphasize some of the
changes were really subtle. Some of them were to just include updates as far as new um legislative enactments that that sometimes are just identifying it by the act. But I guess if you'd want to even just send me an email with a couple of bullets in it, I can I can certainly look at those and get you an answer. Okay. Yeah, it was I was like why why are these up for a change? Um and then there was in um believe it was under attendance there was a somewhat awkward phrasing for um what was the phrasing? It was like persons of parental care or it was it was a very awkward phrasing and I was wondering why would it be changed to that rather than just stick with parents or guardians because that's because it
because yeah there there is now with more of an emphasis on attendance enforcement a recognition that that the the person who is responsible for getting a child to school may or may not be a parent or guardian. So I think that's that's what the the policy is intended to try to reflect. Okay. Well, so is guardian a very particular legal thing or is it just someone who's considered like No, guardian aunt or the the uncle or the like it's the person in who's trying to explain what the guardian is. Sure. Guardian is a very specific term for a legal relationship that's established by a court um that gives a person the ability to exercise control over a minor. So So it's very specific. Okay. Well, is there because I think what they're saying is a
neighbor could put a child on the bus, a parent um they could have a babysitter that they are in charge to make sure it could be an older sibling. It takes away that it is not just the parent or the guardian that is doing it. It is the person that is acting in the role to make sure that child attends school. Well, so rather than the really strange awkward construction, could we consider saying parent, guardian or responsible adult? So I would like to ask we talked about this last week and we we asked for that dis if there was any discussion on that then that Mr. Lucas could have prepared Dr. Bissell could have had an answer for it. Um, I would believe that those all came from PSBA, the wording that they would like
to use and then that covers all of us and everybody that terminology. It doesn't eliminate anybody. So that that's correct. the much of the language was um suggested language by the PSBA team in the PNN reports. Um with with the specific uh really what they were aiming to do was to make sure that this aligned with the legal changes made in the November omnibus bill. Okay. Well, it was very bizarre thing to suggest because it's a very awkward jawbreaker construction. So that's that's why I saying bra parent, guardian or responsible adult just seems to Okay. So we have a motion. We have a second. We had the discussion. If there if you can get a motion if you want that changed and second, we can look at it. But as it stands right now, we
have a motion and a second to move forward the way they're read. Okay. Well, could we table this until next week? Especially we don't have a meeting next week. Well, next next whenever it is we meet. So, is there a deadline when these have to be in Dr. B? There's not a deadline though, since we already have to get a mo you'll have to get a motion to table. You have to get you can ask for it. Okay. May we have a motion to table um until um Mr. Lucas can get clarification on why some of them are don't seem to be changed even though there's a strike through to change. um you get some clarification on that and then also look into um the the choice of language. Um so can we have a
motion to table um till next month? Are you asking to table the whole motion or just the whole let's just table all all five of them. So we have a motion for that. Do I have a second? Do I have a second? Motion fails. So, we will move on with the vote. Oh, well, we didn't have Yeah, because now we got to go back. We don't have the motion. So, we have a motion and a second for board policies. All those in favor? I. Those opposed. Motion carries. Under 14, conferences and workshops, recommend approval of the conference workshop items numbers 14.1 and 14.2. Can I have a motion? Motion Conway. I have a motion by Mr. Conway. Second. Second. Shear. I have a motion and a second by Mrs. Shear. Any discussion on that? U.
What is the FMX regional conference? I was just curious on that. So there the new um technology that you approved last month. I believe FMX is the new system for doing uh facility requests, uh maintenance requests and athletic requests. So that is a local conference of best practices of using that technology. Okay. So that's being onboarded uh right around that same time of that conference. That team will be working also with our um admin assistants and principles. That's on board. Thank you. Okay. Okay. So, we have a motion and a second. All those in favor? I. Those against? Motion carries. Under 16, uh, facilities usage recommend approval of facility usage items numbers 16.1 and 16.2. Can I have a motion? Motion. Bernhouser. Second. Conway. I have a motion in a second. Any discussion on that,
please? All those in favor? I. Those opposed. Motion carries. General and miscellaneous matters. Recommend approval of 17.1 comprehensive plan 28day public review. Can I have a motion? So move. Job. Motion by Miss Job. Second. Conway. Second by Mr. Conway. Any discussion on that, please? All those in favor? I. Those against? Motion carries. Recommend approval of 17.2 education committee meeting date. Can I have a motion? So moved. Second. Conway. I have a motion by Miss Miller, second by Mr. Conway. Any discussion? Um, I'd like to have some discussion. Um, you know, I just want to re-emphasize that, um, this is the date that uh, worked for all of the committee members and the administration and, um, you know, the 5:00 time is very challenging for people to get to. Um, so we felt that this was
uh, out of consideration for um, you pretty much everybody that you know is typically at these meetings. And um at that meeting we would be discussing uh whatever you know schedule we would we would need going forward. Um so I just would like to you know hope to prevail upon people that um this is uh for those on the committee that um you know we're all in agreement that this worked best for everybody on the committee. Um I would like to ask that if you have the agenda prepared working with Dr. Bissell for those that can't attend or may be able to attend if we can have that. It'll be posted in board docs prior to that. Okay, perfect. Um, so can I ask that where you're facility committee and the agenda that's on there
is nice. Can we have that for all of the committees on like this? That would be I think that would be good. Then we know that's why I asked so that we can see the agenda ahead of time. Um, those come in. Can I answer that because I'm put that was from the LA I put those on there when they're in board docs if they So, this one happened to happen prior to the voting meeting. So, it either ends up on the agenda if it happened prior to the voting meeting, but if it happens after the voting meeting, then it's in the minutes. So, I'm taking all of that information right up. So, it's it's a timing. Okay. Okay. So I if it's there for the voting meeting, I'll be sure to add it on,
but if not, then it's in the minutes because it happened after the fact. Does that make sense? It's just nice if you can't be there. Yeah, absolutely. That's awesome. So the last educational if you look at the agenda for February, that agenda is listed on on the agenda. Okay. Okay. And we will be putting all of those agendas into board docs. So when you go into your meetings, then you'll see your committee meetings. So, will it be listed also for the public since we did change the time? So, that way if we're going in the afternoon and if anybody needs to adjust because of that change, it can be done. And we'll put the announcements out, too. Okay. So, we have a motion and a second. All those in favor? I I. Those against? I'm
a no. Do we have to roll? Yes. Miss Bernhauser? Yes. Mr. Conway? Yes. Mr. Courtney is absent. Mr. Gayy, yes. Miss Job, yes. Mrs. Miller, yes. Mrs. Sheer, yes. Mr. Shrum, yes. Mrs. Savage, no. Motion carries 71. Okay. So, now for anyformational items. Uh, just uh upcoming board meetings. The board discussion meeting for April will be held Wednesday, April 15th. So, this is this is delayed because of the Easter holiday uh at 700 p.m. And the board voting meeting will be held the week after, Wednesday, April 22nd at 7 p.m. Yes, Miss Ch. I'd like to say congratulations to all the employees who are retiring. a huge thank you and best of luck as you continue on your journey. Thank you. Thank you. And we're gonna hopefully be able we're going to do something at
the end for something to honor all of the retirees. Just wanted to tell her thank you. I just wanted to say like I did last last week, uh that um working here on the stage was a little difficult with uh having you know all the equipment up here for the for the musical, but it was well worth it. The students did a great job. You know, those that that uh the faculty and staff that helped out with the musical, it was great. Thank you. Appreciate it. Okay. Do we have any comments by any citizens in attendance? though I do recognize a new face on the other side of the table. So at this time I would like to make a motion to adjurnn. So moved. I have a motion in a second. All those in
favor? Those against? Motion carries. Safe travels home tonight everyone. See you next month.
