004and we celebrated by rocking our socks by showing our support and raising awareness we helped their friends in the community this week this week there were try outs and practices for spring Sports the seventh and eighth graders are prepared to dominate the track in athletic fields during spr spring season we are excited to celebrate assistant principal week after we get back from spring break Dr gavio Mr crater and miss Harvey are definitely going to be recognized for their fantastic work they perform additionally we will be honoring the our librarian and all of our professionals with appreciation days we are looking forward to the end of the third marking period and 43rd annual evening of jazz scheduled for Friday April 5th every single one of us is looking forward to taking some time off during the
005upcoming week and relax to relax and spend quality time with our loved ones and Friends during the spring break thank you for thank you for your leadership and I hope you get to enjoy your spring break too thank you thank you so much I hope you have a great spring break as well and um from Hamford High School our student representative Aaron Coy good evening and thank you for allowing me to present and also Happy Spring the school is buzzing with excitement as spring break begins next week so this is also a big time of year for seniors and juniors as they either begin to solidify their plans for what they're going to do next year or begin to plan for what they might do following graduation so a College and Career fa Fair took
006place yesterday for students to get the chance to walk around and talk to different colleges that they may be interested in and learn a bit more and then Harford is also hosting an informational night in which students and families can attend and they can ask College advisers specific questions about the application process college essay Community College or even a trade route following graduation and Junior students were even given the opportunity to attend a reality Fair where they got to walk through a lifetime after graduation full of realistic responsibilities that they might have to take on during adulthood so Harford is definitely doing a lot to prepare students for after graduation over the weekend I had the amazing opportunity to see Mean Girls so this was an absolutely amazing play I hope all of you got
007to see it and I really wish I could see it again the auditorium was packed each night and tickets even sold out on Friday night so it was really amazing how much effort went into the play from both the students and staff who helped make the phenomenal show possible and a course concert also took place on Tuesday to really highlight The Talented singers that Phil haford winter track just finished and had a record-breaking season they had 15 new school records throughout the winter season and they had a really successful time at New Balance Nationals Spring Track is crushing it as they just had their first meet on Wednesday after school our boys lacrosse team is um very exciting they had a really exciting overtime win against Unionville it was really great to watch I got
008to watch it on HSM and then our girls lacrosse team is also bringing in some great wins with senior Hillary elner achieving her 100th career goal so that was great Boys Tennis is putting in the work day in and day out and they have a lot of matches coming up and I really hope I can attend a few of them and all of our spring Sports overall are really just killing it so I can't wait to see how they progress through their season as it continues school dances are coming up and tickets for those dances dances can now be purchased so Junior Prom will take place at drexelbrook on on April 26th and the freshman sophomore dance will take place on April 29th at the high school senior prom tickets are not yet available but
009they will be available uh following spring break and it is at the Franklin Institute this year so I'm very excited for that and a wellness block is set to take place tomorrow so students can kind of relax and wind down before spring break starts and in Medical Careers I was able to see a trans tibial ACL reconstruction at our new Surgical Center at Riddle so that was really exciting that I could see a procedure up close I was able to be right next to the patient and the physician really talked me through the procedure which I really appreciated so I hope I can go back after spring break and possibly see more procedures and I hope you all have a wonderful spring break and I hope some warm weather comes out because today was really
010chilly but thank you for allowing me to present and have a great spring break go fors thank you so much certainly there is a lot going on and I'm glad it was you in that procedure and not me so but um very exciting thing so thank you so much for sharing ing uh next on our agenda is the superintendent report so I will hand it over to miss ta thank you so much Miss nras uh it is my absolute pleasure to begin the superintendence report with a presentation from coopertown Elementary School uh you will hear this evening from miss mraa the principal of Cooper town as well as some teachers not only from Cooper town but also from the high school so Mrs nauy and Mrs mcnalty Brown have been a part of creating a
011program that really creates a bridge between the high school and uh and Cooper town and I don't want to miss mentioning Mrs Kennedy who is also here uh from Cooper town so uh I will turn it over to miss Master to share this really special program that you have all cultivated I think I bit off a lot here good evening Jen SAS SAS members of the board and our community I'm very thankful to be here this evening my name is Beth Master Cola and I am the extremely proud principal of ctown elementary school since some members of the board are new welcome but I'd like to share a little bit about my myself I'm not only an employee of the district I also have a ninth grade daughter at haford high school I also attended
012haford High School haford junior high and Chestnut Wald Elementary School in fact my father my daughter and I all went to Chestnut Wald I mentioning this on purpose because I strongly embrace our District's mission of belonging after all I have experienced firsthand how impactful it has been to feel a strong connection to the schools to my schools and their communities throughout my educational experience and now in my professional experience I want nothing more than to have all of my students leave Cooper town with the same love I'm going to cry and affection and many fond memories that I had of my elementary years and in all the schools in the Halford Township School District so how do we ensure this happens we have to make our schools a place where our students can return and
013feel a sense of purpose connect action and affection and while our students are still at Cooper town we have to allow them to look forward to many of the wonderful activities and opportunities that the middle school and the high school will offer them these two goals are what drove our collaboration with the high school last year I was very very blessed to have Trish Nati asked me to Mentor her for her principal certification we started talking about the importance of this connection and and how it could immensely help the high school students and of course the elementary students I'm extremely lucky to have Mr swick and Mrs Marissa Woodworth as the counselors at Cooper town they jumped on the idea to collaborate with Trish and Jen MCN Brown who teached seminar at the high school
014it felt like just a few days went by and they had a whole leadership program planned out I will let Christopher Lynn a member of this team go into further detail about what that program does in a few minutes Henry Chelly will also share his experiences as well they are both here with their mentees tonight Luke leech and Nate Catz in the audience tonight are two Cooper Town teachers Mrs Kennedy and Miss fuka who also benefit from this collaboration they are always so happy to see their former students and to have the ability to catch up on their lives and their experiences after leaving Cooper town as we were planning this presentation for this evening by email by telephone calls by text there's a lot um we realized just how many benefits came from this
015program but also the leadership opportunity that just presenting tonight created for all of us overall it has been a wonderful experience so I want to thank you for the ability to share um this slide lists all of the collaboration we do at the high school and more importantly this slide gives a shout out to the incredibly dedicated haford employees and community members that make these programs possible we have had a science fair supported by the high school for several years thanks to Jeremy tomaseski did I do it Megan neelsen a a Cooper Town mother and Trish nauy and then I've already talked about The Fab Four that created the leadership program and finally so much fun our spirit pep rally and clap out Greg dinina and Coach Maria deal organized that I've not able to
016get a cheerleader they're the busiest women in the in the town but I was able to secure two very enthusiastic second graders they're going to share how great that day is finally I had to thank Pete Dune for releasing his students and Kevin deala for transporting them um okay I have some very exciting students that want to share with you tonight they're all behind me Emma and your team would you start us out okay I'm going to step out of the way so I'm a part of the Science Academy and what we do we're a group of students who aim to educate the younger generation about stem and with the science fair we mentored the students and guided them through their projects I enjoyed working with them to learn more about their perspective of science
017working with them helped me gain more insight to what the younger generation is thinking about and wondering hello my name lean in a little bit okay hello my name is McKenna Town Emma was a helpful Mentor she introduced us to a strategy called if but then to write our hypothesis she helped us write the first draft we changed it a few times after meeting with her but she put us on the right track it was really cool to have someone who was experienced with science to help us because we are new to the scientific method and she knew all about it move hello my name is Riley Clark my friends and I did a science fair project called keep it fresh it was about different fruit and how to prevent molding when we met with
018Emma we were at the beginning stages of planning our experiment she helped us figure out what we that we should use different environments to see which prevented or helped grow mold she also told us that we should what the judges like to see she did the science fair when she was at Cooper town and she remembered what to do to impress them hello my name is El McDon I'm Emma sister I had the benefit of living with Emma so she would give me strategies at home I would share them what she said with my friends she gave us a lot more confidence to do this project when we we also enjoyed seeing the science fori demonstration that until team did at the science fail we all want to join the Science Academy in high school
019Aaron and your team sorry have your yeah hi my name is Aaron Henderson and I was one of the mentors that went to Cooper town and these are my two mentees chrishna and Luke uh together we uh planned out the scientific method by testing our independent variables and finding what our hypothesis was I'm not going to steal all the work because these two came up with most of it I just helped refine it and then I I really just helped uh round out the edges because they had their their plan out and I I just made sure that they were on the right track and they they knew what they were testing the best part of my experience was that I got to watch them win at the science fair good job and I would
020definitely do it again because I I had a great time getting to collab with my mentees and I had an amazing experience getting to go back to Cooper town and I I also had the the Delight to uh bump into them a few times outside of the high school um I think you both can step up it's our first time hello my name is Christian CA and my name is Luke pel together Luke and I worked on a science fare project called Sugar Rush it was about the effects of sugar on sugar is about the effects of sugar on fruit flies we tested sugar and sugar alternatives to see which allowed fruit flies to survive the longest we found out that equal was best we were given Aon to be our Mentor he met with
021us several times to talk about our project he helped us get our feet on the ground and he also helped us develop a plan for our experiment we found Aaron to be so encouraging he was always happy to ask us how the project was doing he was extremely interested in how the fruit flies were doing we really wanted to do well thanks to him another cool thing that happened was that we ran into Aaron at Paddock Park we were at a birthday party and he was just walking by he asked us how our fruit flies were doing and he was always just so interested in our project thanks thanks next we have Christopher Lynn and Luke leech to talk about the leadership program step up you can go all the way up good evening my
022name is Christopher Lynn I'm a senior at har high school and I'm very proud to be part of the leadership program you know with the high school and Cooper town so I want to start by explaining what our goal is um our goal is to is leadership development for the elementary school students and we for each meeting which is monthly we develop leadership skill lesson plans to highlight positive characteristics of a strong leader and ways to make a positive impact on others our focus is on social emotional learning to build Community connections and inclusion um this has been a really successful program in fact we're already in all five elementary schools this year it started last year and this at just Cooper town this year we're in person at let me see Cooper Town Lynwood
023and monoa and then on Zoom at chadam and chestn world so as you can see it's been very successful and all the schools have had great great feedback about it I want to talk about my experience in this program so going back to gooper town is probably one of the best parts I went there for my elementary school and going back seeing Mrs Kennedy Muka seeing the teachers that you know made a huge positive impact on me it really makes me proud and inspired to make the same difference on other students like Luke who's my mentee he's here with me tonight um and the impact it's made I've seen it really big on Luke on the first meeting last March he came in and he was very shy like I couldn't I couldn't get them
024to talk like get very quiet but then every time it was so encouraging just to see him open up a little bit more and then by the end of the that school year we had a final like final meeting with a scavenger hunt and he was running ahead of me yelling come on let's go we got to finish I was like this is great you know he's he's come out of his shell then this year I'm enrolled in Medical Careers in the AM session and unfortunately they leave during first block to Cooper town so I have made it a point to drive from laneno to Cooper town on our mentorship days because I don't want to miss the opportunity to work with Luke and when I get there it's again it's really encouraging because to
025see him he's there before me and he's already working with the other students with a smile and you know talking to them I've even seen helping other students things that I never thought I would have seen last year so like I hope that I helped him find his confidence he's you know enough to even stand up to up here with me today and I hope he brings it with you with him forever to make a continuous positive impact um i' also mentioned that it helped us high school students a lot I'm going to admit that sometimes I'm not the most patient person but coming to this mentorship it's taught me a new level of patience you know I have to take taking time to listen and forcing myself out of my comfort zone I'm not
026usually the kind to be like come on you can do this you encourage people you know but to be forced out of my comfort zone to encourage Luke has made this mentorship an opportunity for me to grow as well this is my experience in this mentorship and I believe other mentors like Henry can also test to that as well thank you why you come around this way okay there you go right ready hello my name is Henry Chelly and I'm a 10th grader at hord High School uh I'm here this evening to talk to you about the Cooper Town mentorship program which coincidently is also the ele school I went to uh I've really enjoyed being a part of this program it's felt like super rewarding to know that I've positively impacted the life of
027at least one kid Nate um and I hope he's going to use these skills he's learning going forward teaching this stuff is also just really fun it's helped me discover how much I actually enjoy doing it and this me the mentorship program is an in-person connection between a member of the high school and a student I think you already know this uh we have a lot of goals from what we try to accomplish the majority of the goals are for the elementary school students but us high schoolers also get quite a few skills out of it for example like by modeling like these positive behaviors for them we're giving them an opportunity to First all get another role model and Bridge the age gap between us but in these situations we're also taking on these
028almost like adult-like responsibilities you know caring for a kid [Music] um uh my mentee is named Nate he's going to talk after me uh I'm honestly really proud of him because he's been doing a lot he's starting to take on leadership roles at these meetings he's contributing ideas he's being polite and he's listening to others and he's collaborating and like in the future I think that we should expand on what we do with these kids at the elementary school some of the things we could do might include like learning workshops maybe with some student run Steam days or maybe something with musical instruments or other art programs it could also be interesting to reverse it and have the kids come to the high school where they can look at what we have to offer including
029the marine biology room the robotics room or the art rooms those rooms are crazy ultimately we just all want to have fun and develop a relationship with the guys or with the kids sorry I've know I know I've had fun doing this and so is Nate I think we really should expand this program to like you know bigger sizes I guess uh so that even more kids can have these opportunities good evening my name is Nate Catz and I'm a fourth grade student at Cooper down Elementary I am also a member of the leadership program in this program we do interesting activities such as problem solving by building structures with Legos and Play-Doh and then communicating the directions to our partner we also volunteer to make bags for those in need the high school students
030model for us how to be good readers this program has taught me how to be a better person Henry is my High School Mentor he encourages me and makes the program more fun I like working with him thank you and last but not least our collaboration with the haford lady Fords and the impact it has made on two very special second graders hi my name is Katie Potter and I am a second grader at coopertown I was so excited when the half for cheerleaders came to Cooper town to do our pepper rally I didn't actually know what Che leaders did but then I saw one girl do a fullback hands sprang twist and I said to myself I want to do that I wasn't sure if I could do cheerleading and Lacrosse but miss masole
031told me I could do both so now I want to be a cheerleader and a lacrosse player I can't wait for high school hi my name is Finley WS I am also a second grader at Cooper town I felt the same way when have a f came to cheer I didn't actually know what they really did when they started doing their stunts and tumbling I thought oh this is so cool then I knew I want to I want to be a cheerleader I'm still trying to convince my parents thank you for having us here tonight thank you everyone I'm sure we have uh room for questions oh my goodness thank you so much all of you are so impressive everyone from the older students the younger students all of the staff that was involved there

034and wore their mismatched socks to celebrate the uniqueness of each individual regardless of their differences uh socks actually were chosen as a symbol because the karot type of DS chromosomes resembles a pair of mismatched socks and I didn't know that until this year uh so we're happy to celebrate uh World Down syndrome day today uh just a a note this is a little public service announcement for those who are interested in the right before a right at school before for and after care that's the group that's taking over now that elwin will not be in our schools um on April 4th they will be hosting a zoom conference parent Forum from 6: to 7 p.m. it is a virtual evening uh of information and answers to your questions about write at school programs uh we
035have posted the flyer on our website with the zoom link uh also the principles will include that in their Communications that go home but just to mark your calendars if you're interested again that's April 4th from 6:00 to 7:00 p.m. and that's a zoom meeting uh we do have an upcoming parent Guardian Workshop our pupil services department is providing a workshop titled financial planning tools for family members with disabilities and that will occur on Wednesday April 3rd from 6:30 to 7:30 in the Middle School library uh I believe we also have information about that on our website if you're interested in learning more uh this week also the on Monday evening that just passed a parent Guardian Workshop was held on nurturing courage and confidence parenting your child with anxiety uh parents and gu and
036Guardians were invited to learn about the nature of anxiety and children how it impacts thoughts feelings and behaviors and how parents and Guardians can use strategies to help their child cope with anxiety so this just some some of the offerings that we've been able to U share out with our parent and guardian community um for those of you who are uh science afficianados you may know that uh coming up on April 8th we are going to experience an eclipse and uh we are sort of right in the line to experience it in a pretty meaningful way a and so we wanted to just inform the public uh and our teachers and our staff that our stem supervisor Dr Jeff Nesbit is going to be providing some information to teachers at the elementary level uh regarding
037the eclipse what to expect what it will look like um they will have the opportunity to talk through some of the facts about the eclipse and and we just wanted to make sure that students were a little bit prepared because it is scheduled to occur right toward the end of a school day um so while we are not having an early dismissal at all if any parent chooses to pick up their child early they can certainly do that uh but please know that we are working to make sure that they are informed about this pretty momentous occasion um ALS Al momentous in some people's minds uh spring break starts on Monday March 22nd um then it will be uh for that week and then Monday April 1st is an inservice day for staff and there
038is no school for students that is not April fools there really is no school for students on April 1st uh students do return to school on Tuesday April 2nd and that concludes my remarks thank you so much thank you all right the next item on the agenda is for public comment for items on the agenda for which no one signed up so we move on to board reports and the first one is for uh Delaware County Community College updates yep so I have a few updates I'm going to highlight from the um sponsoring School District update that was provided to us so first off the Delaware County Community College is hosting a series of um what they're calling dialogues for unity and it's from the office of diversity equity and inclusion where they're hosting various
039speakers um the first one actually started today and it's going to continue up until early May and so they're highlighting various speakers that um speaks to different areas of diversity it's and there's information posted there on their website um the admissions team continues to host a virtual live of DCC sessions I've mentioned that in the past it talks about ways just to engage students um and helping them to complete the enrollment process and additionally they're also going to be scheduled um throughout the remainder of the spring so they typ typically host it through February but they're going to continue to help with the enrollment process there's all sorts of different um initiatives for different high schools that are part of the the DCC that they host throughout that time as well including like parent nights
040admission presentations virtual College fairs all sorts of things um additionally I've talked about the student Resource Centers they continue to be just a great outlet for um students that are enrolled there they support over 800 students throughout various ways whether it's their programming with Wawa um they're sharing Access program um they have all different ways to promote enhance student participation just their overall involvement um with the campus there and that concludes my marks thank you so much um next for board reports is for the Delaware County Intermediate Unit okay so um tonight I will provide a preview to the dciu and dcts budgets that will be on um the April 4th agenda for us to vote on the board will have a presentation on April 4th at that time on the budgets and the many
041services provided by both organizations the program budgets were shared with the board for your review on Friday March 15th so if youve not had a chance to review them please check your Friday March 15th email for those those budget booklets um rather than just rattling off a series of numbers to you I actually thought Dr edelberg um message in both the dciu budget booklet and the dcts budget overview provided a nice narrative to those numbers so if you will indulge me I'm actually going to read those aloud they are kind of brief um but I think they give you a good sense of you know what these numbers actually mean um and again Dr edelberg is the executive director of dciu we are pleased to present the 2024 2025 dciu General operating budget as this
042budget supports the administration of all dciu programs and provides for delivery of basic services to local school districts in accordance with act 102 of 1970 this budget is always presented in February and is not sub subject to the provisions of act one of 2006 the general operating budget is unique among all the dciu budgets it is the one budget that must go before all of the 15 member school districts for adoption through the work supported by this budget the dciu staff strive to provide costeffective services that demonstrate a substantial return on investment to member school districts this is accomplished largely through service and purchasing Consortium for example in 2223 consortia operated by dciu saved school districts an estimated $16 million an amount greater than the entire general operating budget sorry the general operations budget the
0432425 General operating budget will support 55 full-time equivalent employees the term full-time equivalent is used because some staff expenses are budgeted in more than one Budget on a pro-rated basis the budget consists of 12 components the administrative administrative and board budgets along with 10 service area budgets total expenditures represented in 2425 General operating budget are 10,984 $610 which represents a 6.43 increase from the prior year the district's contribution to the dciu budget remains unchanged at $885,000 although we must caution that eventually there may be an increase the the the support received from the dciu board of directors and superintendents is crucial to the continued daily operation of dciu as supported by the general operating budget and we look forward to continuing our mutually rewarding partnership with our school district districts um and again you um
044there's a copy of the dciu report um in your Friday that Friday email from the 15th so um if you want to know more it's a TENS of pages document so some good reading for Spring Break um in terms of Delaware Technical uh County Technical Schools um Dr edelberg message reads um the 2425 budget for dcts has been prepared to balance the programming needs of technical school students in the county with sound fiscal discipline the budget reflects an 8.2 7 or 1,3 sorry 8.27% or 100 1,32 1 m321 390 increase from the 2324 budget the districts plural so it's s apostrophe there's 15 member Districts The District's contribution to the budget increased $437,000 Which is less than the Act One index of 5.3% and the district's countywide average index of 6.59% a lot goes into
045these budgets uh dciu enrolls over 1,200 students in 22 programs offered at two campuses in Aston and frol coft um as a side note haford has 86.36 students curious about that calculation um who will be enrolled in the technical school um for school year 2425 and haford represents haford students represent 7.2% of um the student body at the technical school um we firmly believe that an outstanding technical school program in Delaware County that prepares students to continue their education in a post-secondary setting or to be job ready to ensure our programs remain relevant that we are keeping up with the changing occupational landscape bless you our leadership staff meet regularly with local businesses and Manufacturing leaders to assess local Workforce needs for the near future these meetings have been the Catalyst for Transforming Our CTE
046programs into the schools of health and bioscience engineering and computer science Logistics distribution and transportation hospitality tourism and Human Services and construction technology and Design Within each school programs represent an array of Education levels skill requirements and career Pathways all new Delaware County Technical High School students work on completing OSHA 10 certifications our returning students work on employability interviewing skill interviewing skill certification we're proud that every dcts student will earn at least one certification before graduation our programs remain relevant and are constantly growing with new equipment and Industry recommendations from the occupational advisory committees for each program thank you for listening um so that is the update again we will be voting on both of these budgets on April 4th if you have any questions um regarding either budgets feel free to um send me
047an email through my board email I will um do my best to answer those or get the answers from the IU for you thank you thank you very very update uh next is the legislative Council board report yeah so um we met last met last Wednesday um we discussed the budget process um which I know we've already brought up before but hearings um at the legislature has legislation has concluded with both the House and Senate appropriation committees reviewing testimonies and budget requests um negotiations will start a course between legislators um and the governor's office um with an aim to finalize the budget by June 30th which impacts all of us very directly um that that budget will hopefully be on time um and which should go in effect by July first um Charter reform efforts
048continue underway to address Charter um school funding disparities um with discussions currently um on some good proposed um flat rate tuition um for cyber school um so we'll see if that moves continues to move through the process um when it comes to basic education fun funding update um there's actually limited movement on this point um with concerns particularly about delays impacting programs like extended extended school year and summer programs for quite a few districts across the state um so this is something that we really hope the budget the state budget will reflect um is more fair funding and um so it's a good time if you want to talk to people and your legislators about the importance of fair funding um when it comes to the we discussed the resolution um on Equitable funding um
049at the meeting um and just an update for for us is that we brought that resolution to the board last meeting and Dr Larson misslee and I are currently working on an updated version that seems to make the most sense for haford school district and we'll be bringing that to a future meeting um and then a reminder again just to put on your calendar is that May 17th in the morning um details are to still follow but that is the legislative um breakfast when all board members and superintendents have the chance to mingle with our legislators and those um who come that's thank you all right next on board reports is the uh psba the Pennsylvania School Board Association just a quick reminder to to to register if you want to for advocacy day which
050is April 8th it's very easy to register I I I I I'm going it's first year actually many of us uh can go I've done virual ones in the past it's the first time though where we can we're going where I'm going in person as you may recall four four years ago right about this time actually is when the world ended temporarily so we haven't able to go to go for for many years but this will be a good time I think to go out there and meet our our our representatives and senators and advocate for Education thank you I think I turn it back to you for the finance and Facilities meeting as well I just keep on going um hoping my computer remains char I'm playing I'm playing Beat the Clock here a
051little bit but I'll try to go as fast as as I can we did have a the uh a finance and and facilties um meeting last Thursday went over a number of things one of them was an update to the construction plans for chattam Park uh as the design has has progressed some small changes have been made some of them um the most noticeable ones I I I'll say are a little rotation to the um addition that's going to go on the back that was to meet zoning requirements uh it was just to avoid try it just to avoid going after variants there also was a small change made to to the front of the building where again it's a little twist of the design um those are two really noticeable changes that have been
052made uh those were done to to Avid impacts to Playing Fields and some of our space out in in front of the school and um a couple other uh changes have been made to the interior as well we saw some renderings of the new school it looks it it looks beautiful so looking forward to to see this design as it progresses further um we also discussed cafeteria addition a little bit no major changes there it's pretty straightforward it's filling in the courtyard in the middle school and expanding the cafeteria uh we also got updated costs the cost these changes did just a cost a little bit within 10% um of of variation so it it has gone up a little bit um but generally speaking that is that's what happens as you refine a design
053cost due F du 10 to to to fluctuate so like I said look forward to seeing this design as it continues to move forward uh two uh we also went over some uh some Financial um things and they we'll be asked to to vote to vote on two resolutions this evening it's it's kind of into the weed so I'll try to dumb it down as much as I can without being inaccurate I hope I can one of them is a parameters resolution this is a uh we're we're being asked to um issue this resolution to um allow for borrowing for our new capital our new capital program it'll establish maximum borrowing amount maximum interest rate minimum savings threshold refinancing and final maturity the other resolution we are being asked for is a change of purpose
054resolution this is regarding um some of our previous uh cost savings that we've had with construction and bus purchasing B basically Finance team and and and administration have reviewed our our balances and suggested that we spend the money this year um for the 20124 bus purchases and so this is a change of purpose resolution this to change purposes of those finances which will give us more flexibility to allow for some of those changes in um in expenditures we also heard some um information about the Pennsylvania um let me get the right name of it here actually it is a proper prop tax rebate program this a program that uh is funded partially through the Pennsylvania Lottery um it is a tax rebate Pro uh uh program for certain for individuals in our Township who meet
055certain age and income requirements certain thresholds um it will it will have a you know small impact on um on our finances I I I believe rer Township has a program that they started last year I believe their impact with with about $21,000 last year this year has SP about $10,000 we'll probably see something similar to that but the majority of this is funded I believe through the state I I I I believe that's that's my understanding of it um but that is a a program that we would like to hear some more about and we' asked we've asked Mr Mr uh Tesa to provide some more information on that as we as look at this some more in the future um there also wor some informational items cple couple of requests to close Student
056Activity accounts uh some requests to open them we will be asked to also approve a budget expansion report uh a small expansion to to to our to to our um our annual budget we went over our budget summary report and final item I'll just say that we are going to be asked to to to approve um a a some expenditures for new technology um security technology for our high school and and then our next well I guess that's that's all I have right now thank you next on board reports is curriculum in people services so following the finance uh meeting the curriculum committee meeting took place um and so let me first start by saying please be sure to go back and watch the meeting on YouTube I'm only going to give you a tiny
057inkling of what actually took place during the meeting um and so first there was a presentation by the special education plan um I'm sorry presentation of the special education plan to cover years 2024 through 27 um it it the the plan um reviewed the various stakeholders that are part of the stearing committee um that includes administrators teachers principes um it highlighted the data that's used to develop the plan um including the pen data the enrollment data the cyclical modering data strategic goals as well as the pillars that we have here in our school district um and so some highlights and some opportunities for growth um one of the things that was highlighted is that um based on upon the student population there's not a significant disproportion according to PD um that's related to placement discipline
058and um ident identifications of special education um in terms of what are some of the other takeaways from that plan um the Positive Behavior Support so what are ways that we see that within our district um the district does a great job of trying to be proactive um ensuring that there are various staff that are trained in best practices for safety as as well as for care incorporating their responsive class classroom and restorative practices at the elementary level um as well as having various supports at the middle school and high school level as well um in terms of our educational program profile there's all sorts of programs that are offered with in the school districts at various schools based upon their leveling and need elementary middle or high school um addition to ongoing Personnel development
059um that includes both staff and parent trainings and so be sure to um look out for announcements for various trainings whether it's in the habit for happenings or on the district's social media um the district is looking for ways and just trying to be intentional about communicating these various programs to community members to support parents and families um in needs of these types of programs there's going to be ongoing um ongoing feedback that will be collected up until um the board vote which will be on April the 18th I believe and it must be submitted to pde by May 1st um additionally what was highlighted the pssm which stands for the psychological sense of school membership and so essentially this is a tool that's used to measure adolescent perceptions of their sense of belonging it's
060looking at the um association with quality of Education um as it relates to motivational achievement outcomes and so um one of the things that let's highlight is the transition from this data being collected from pen to the district's data team um there are staff and teachers that are trained within that data collection and so continuing to go that route there is also um it was also noted that the district has increased its overall sense of belonging since the fall of 2020 um students indicated overall that their relation ship with their teachers um significantly contributes to their sense of belonging and so the district is going to continue to look at ways to increase that sense of belonging amongst the students one of the things that was that was highlighted as an opportunity for growth was
061validating students feelings and so ensuring that there are um ways to continue that process along the way um I also want to extend a late congratulations to many of the recent doctoral grads that were highlighted during the meeting um and so I know that Journey too well and so do many of us sitting up here and so um Kudos Kudos Kudos I can't say that enough um the next curriculum committee meeting will be on April the 11th that's it thank you so much uh the next board report is policy but there is no report and finally there is the board president's report and I am happy to give that today so first I will discuss um a meeting that I went to on behalf of the board so I think a couple months ago I
062was appointed as the board liaison to the brinmar Playfield Association um on March 12th we had our meeting of the board of directors of the brenmar Playfield Association for those who don't know this is a field that um was originally uh owned by H lyd Gates and it's uh I think 18 Acres um I think it's in haford Township but it for the last 80 years the brinmar Playfield Association has um cooperatively shared uh the fields between lower Maran Township and haford Township and so um this board uh as part of its function the um included a School director from Hamford Township as well as a director from the uh commissioners of lower Marian and uh haford as well and so we as a board uh we appointed everyone to the positions um including me
063as secretary and Treasurer and uh then we uh conveyed the deed of the polo field to haford Township with a restriction that it will be a used as a playground Playfield or park so this is a sort of culmination of the Playfield asso iation um that that collaboration over the past 80 years to share and I know that going forward hordred and lur Maran are going to uh continue that partnership um of those fields but this was a a necessary step I think in order to really help the functioning of the fields so that was one um and then last Saturday um I had the opportunity to see the high school rendition of Mean Girls the musical uh and just like everyone else's rave reviews it was absolutely amazing it was the final show and
064so there were a lot of heartfelt um you know goodbyes and uh a lot of from the seniors from the staff that were helping out and it was just a wonderful production um it it it was I hadn't seen the musical to begin with before then and um it was an absolute hoot really just just wonderful and the students are so talented um my my daughter was was just in awe of of the talent on stage and um I I ran into uh president Weedman as well who who also had the opportunity to to view the musical and and and spoke very highly of it and then finally um last night um Chris Shelton um Dave Schwarz and I and Miss AXA were able to go to the monoa PTO meeting and so this is
065part of our PTO tours of uh for the board where a couple board members go to the PTO meetings speak to all the parents in attendance and just give ourselves an introduction as people but also as a board um and have a a great opportunity for our question and answer session um and and to just really help folks learn what we do here um you know help them know what's going on what the current happenings are and um it was it was great to to meet new people and see some familiar faces so um that was a a wonderful event and thanks to both of you for going as well okay um next section on the agenda is for finance and facilities and the first item is the bill list so I will accept a

068cafeteria project obviously we've been discussing some of the other uh opportunities for future uh um building Renovations uh for tonight we're discussing the idea to fund a portion of these projects through one issuance uh with an opportunity that will be coming back next year to do the balance based on kind of updated cost and other decisions on what you may want to do secondarily we're going to ask you to consider uh the parameters to allow us to potentially refinance the 2018 bonds uh this is an existing issue that actually is callable today or on the 15th technically but you can do it any time from from the 15th uh will only be done if we can save at least 2% savings net of costs and that's kind of the minimum savings threshold that we would
069recommend uh doing if that were to happen that'd save about $200,000 give or take we obviously want to save as much as we can but it's teetering on where it should be but we want to include it in this resolution to give us the flexibility to enter the market to to potentially refinance that debt uh we are currently working with Tony right now to get to the rating process uh we have a call scheduled next week uh because the audit was completed a few months back we have fresh information to talk about it was obviously good news from how we're expecting to get the same rating as we've always had uh which is very strong a aa2 uh that call will be next week that will be the one of the main pieces that will
070be necessary for us to get enter the market so we're a little ahead of the game so for tonight's uh discussion and hopefully approval is to the legal side of things uh the resolutions and I'll talk about the second one in a second uh the first one is technically for the debt it's a maximum parameters of $27 million that is for both the refinancing and the new capital 15ish million will be for the new money about 10 will be for the refinancing there's a little extra for us to get some flexibility to structure the debt based on the marketing conditions we never borrow more than we always need to but we have to do this for purposes of flexibility and all those other things were mentioned earlier with regard to the maturity the interest rates
071and all those things are all tied to that the second resolution as brought up earlier is all to allow us to use money that you already borrowed to pay for a portion of the buses uh there's other funds that are left over from some of the other transactions that we did that we're going to bundle all together and pay for approximately $2.3 Million worth of buses uh which I believe have been ordered already uh so that is the plan from that standpoint everything else I've talked about over the last couple weeks or month or so is the same uh hopefully knock on wood we enter a good market and we'll lock in rates below what we're expecting that's all I've got for that uh one point to one thing to bring out uh the with
072the parameters resolution you're going to be naming an underwriter uh that underwriter happens to be pfm we're not an underwriter uh but we're allowed to do this to allow us to assign whoever the end underwriter will be we've done that many times in these type of transactions it's just a way for us to have that maximum flexibility my suggestion will be to use the firm that we worked with on the last transaction who did a fine job RBC Capital markets you're not required to luse them forever but I believe this will uh be the quickest way for us to get to Market and they they did a great job last time any questions comments oh and I should point out since you've seen me a number of times you some of of you have not
073seen George MCN uh he's with Saul eing he served as your bond counsel for a number of years he does most of the all the legal work I make up some of legal work uh but he'll do all the necessary filings with the Commonwealth of Pennsylvania and give us the proper tax opinions when we do these transactions questions or comments from the board I should have used the standing thing I would have much taller wow so the the the second resolution the change of purpose resolution is basically a change of purpose from our previous parameters resolution back in 201 right that's all it is it's just we didn't know we were going to do buses back then so we didn't have that as a purpose right um this is a roll call vote so Mr

082um I'll go ahead and just read that so appropriate support modifications and accommodations should be made in accord accordance with any students's individualized in individualized education plan or 504 service agreement period appropriate scaffolds and support should be incorporated as necessary for students in the English language development program so it wouldn't be the English learner program um I can also email it to anyone if they need that that would be great yeah sure I think that is change that makes good sense we the people motioning have to accept the oh my gosh did I jump in no NOP wait what we had a motion in a second right right so I was just wondering this was just discussion oh this is just discussion and it's not a final reading so that change as long as the

084a word purpose and then we just added the words the board of school directors recogn izes homework is considered to be and all of that is the same we just added that that first intro um and then we did add the Authority Section the responsibility section and the definition section which just weren't in there before um but are typical in board policies so just to align it in structure with what we're used to um and then there was a request again on the policy in section four relation of homework to grades to just make it very clear in Item B that we are talking about secondary level grades only so we added the word only to the policy there so there's no confusion um and then if you go over to the AR the administrative
085regulation uh we had a couple of requests there one was um a point made that while it describes in section two homework on the secondary level what the students are to expect it didn't really say anything about what the teachers might expect so um we thank you for pointing that out and we added the line it's in the one to the third paragraph I believe it's a second sentence we added this information that says when assigning homework secondary teachers should take into consideration the time commitment and effort students will be required to make in order to complete homework for several classes uh and that way there is some attempt at least to be mindful as we have heard from students that their teachers are responsive when they communicating with them about that but but to
086you know provide a little Direction there and then we also added item three which uh States review of administrative regulations a and that was at the request that because we have separated these into ARS that we would uh regularly take a look at them so we just added the language these administrative regulations will be reviewed annually with and by teachers changes to the administrative regulations will be communicated to the school board of directors and all stakeholder groups thank you sure um Miss sax I have a question about the AR um in terms of page two under number two grades two and three specifically so why are we putting a limit like I see you said read nightly fine up to three assignments per week in math now if you look at like fourth grades four
087and five two to four assignments per week math two to four assignments which would be through Thursday which is the typical you know you don't give elementary schools never give homework on the weekend why would you why are we limiting like why would you if a teacher wanted to give a third grade teacher wanted to give a small math assignment every night why are they prohibited from like why up to why wouldn't it be up to four I'm just curious the rationale sure that uh recommendation came after some discussion regarding current research uh we had originally recommended um um a range there U that may include more homework at at second and third grade but since there was discussion around the fact that the research is not conclusive um certainly uh some would say not
088until sixth grade but certainly no positive correlation was stated uh prior to fourth grade so that we did adjust the U second and third grade recommendation to be up to three assignments per week in math um and and up to three assignments per week in language arts and social studies and science as needed um in order to um just provide some clarity and some differentiation between what might be expected in second and third grade versus those other grades beginning in fourth grade where you might see um in the research anyway described more of a relationship potential relationship between completing homework and um academic success so a teacher in I know in my sentence my older two were at Lynwood I don't recall ever actually getting signs or social studies homework in elementary school ever but
089you know there was a daily math and they had math back practice so a teacher we just being clear and that started in second grade with both my boys a teacher in second or third grade in any of our elementary schools couldn't give five minutes a night of math ACT practice that would be prohibited in our district so if they said five minutes a night practice your multiplication facts under this AR they're not allowed to do that and I've found articles that say I think I might have sent one to you and I'm happy to resend or maybe I send it to Dr rushi that's not I think what I'm seeing in some current research but a teacher could not I just want to be very clear any Elementary second or third grade teacher in
090our district could not assign to a second or third grader five minutes of math back practice a night Monday through Thursday I I think that we have made efforts in the uh policy language to refer to the fact that this is guidance and that every child is different and that uh the teachers should maintain discretion regarding what might work best as homework for individuals or groups of students um and that these guidelines are intended to serve as guidelines uh and as opposed to U something where um it's absolutely no discretion for for a teacher I think I agree with guidelines but then I think it should be up to four guidel they could certainly give two or one or three um but this is restrictive up to three actually teacher will be I just don't
091wording of that actual terminology in the actual language in policy is in these grades the assignment of homework is generally recommended to be I don't think it's restrictive it's not saying if you get four you know you're you're get in trouble it's saying it's generally recommended to be so if it's generally recommended to be I would prefer but then it's just up to four it's just a general recommendation just my just my thoughts well I do think it's important if you look on the first page it under one C it specifies that these guidelines are within the administrative regulation are inclusive but not limited to sustained reading and practice of math skills so I I like that this language is still one saying it's a guideline well we all know a guideline is not a
092expectation or or a must do um but I also again sitting at this table don't want us to be in a position where we are telling our teachers what to do and I appreciate the ongoing um work that I know that Miss Miss sa team has done in terms of figuring out what the common practice is now how it's useful and it's still allowing our teachers to in fact be teachers in their classrooms you for that discussion I think um generally what I'm hearing from the board is the policy itself um changing that language that Dr lson had recommended splitting up those two concepts um I think that's generally accepted and we should see that next time um given the you know the past conversations and the general tenor of the board I think that
093we would leave the language in the AR as is uh going forward is that generally the um agreement of the board okay um then had a comment sure oh sorry Chris I get my mic here we go yeah the you I think one thing with which Miss Saxon mentioned was the the research that is not compelling um you know for homework before grade four I think there is you know there's some benefit to having a little bit of a structure so that they get used to doing the homework but uh the research that was presented indicated that requiring homework uh before grade for did not benefit students so um so I think that's thank you so then uh we will vote on the second reading um moving forward to being adopted at the next meeting
