weeks will have in store for us thank you again for allowing me to speak tonight and go forwards thank you next section of our agenda is Dr rishi's superintendent report thank you Ms wiederman as Tegan mentioned uh and we've been recognizing American Education week uh throughout the week and we are anxiously awaiting the arrival of parent and guardian visitors to who will join our schools tomorrow visiting classrooms they've been visiting throughout the week a number of different activities have have taken place and it's just nice to get back to having people coming into our buildings in an environment that's familiar and comfortable to us and us as we are we are actually awaiting hearing about the English learner families uh that we're meeting in the middle school this evening and I want to thank uh
David Parker and the staff and people Services who have been organizing um such events for for our families one of the items that you'll see on the agenda tonight um approves sponsors for additional clubs at the elementary level and we thank our board for supporting that when we brought that forward in the budget to allow our elementary children to become more involved in after school activities because we know that that's such an important part of their schooling experience without further Ado I will move over to the podium and we are now going to recognize employees who have been providing service to this district for 25 years we had there are 10 employees six are able to join us and be present here this evening so we'll just tell you a little bit about them and
hope you'll join recognizing their years of service okay foreign to this they sue works as the secretary over at Linwood Elementary School she started in 1997 as an instructional assistant in the district she transitions to the business office as a payroll Clerk and is the bright smile that greets families and children each morning over at Linwood thank you so much Sue thank you Heather Markland Heather was actually a teacher here at Oakmont Elementary when when students were occupied occupying this building she's taught third and fourth grades at Chatham Park and at coopertown and she has mentored several student teachers during her tenure here in Haverford School District Heather congratulations Stacy Levin has spent her entire career as an art teacher she's been at Manoa Elementary where she has again mentored other teachers and she serves
as our fine arts department chair foreign [Applause] ER started with us Kate began teaching at coopertown and at the middle school before ending up at Chestnut world and has also served again as a mentor to students and to and to teachers in the district thank you for contributing your time and talents when Mike Jones started working with us he started as an long-term sub position over at our high school I teach in the English Department he had been remains in that English Department and he is also our chess club sponsor and advisor thank you Mike and our own Lori Van Trieste works here with us at uh in the administration building Laurie started as a technology assistant in The District in 1997. she held positions at coopertown elementary and at the middle school she's now
an administrator who serves as our technology integration coordinator providing lots of wonderful professional development I'm sure these heads will be nodding soon they've been the beneficiaries of that work Lori so thank you as well additionally we will be reaching out to the individuals who are unable to join us this evening uh Mr Drew Shanefield a music teacher Ms Carolyn worth guidance guidance counselor uh Jennifer cool who started um in the English Department at the high school and transitioned to the uh to the middle school so we will be reaching out to them and offering our congratulations to them as well we thank you for taking time away from your families to be here with us and allowing us to express our appreciation to you this evening thank you I will now turn the podium over
to Mr desina who will introduce for us the next two items on the agenda foreign good evening everyone I'll be brief because the group that I'm introducing their words and the things that they've produced are way more profound and professional than I could ever be it's been a year since whhs Sports Live was started and nine months since we last heard about Haverford Sports media at one of our school board meetings but they've been very busy in the last nine months since we last heard from this group they've continued to raise their expectations for what they've produced and for one another they've built in systems for training development and Improvement that we could all learn from they've expanded to include the entire District in their Endeavors by broadcasting and commentating on the famous elementary school
track meet their first broadcast was a boys basketball game but since then they've added track tennis and this winter the live broadcast our Unified sports starting with our unified Bocce matches they represent all of our district goals not only in philosophy but in their concrete actions they are the best mostly because they put the best of Haverford students and student athletes on full display and invite the community to watch and to take part in their success making them all of our successes so tonight I'll introduce you as representatives of the Haverford Sports media Tommy touhill Quay Nguyen and the executive director of Harvard sports Beauty Sophia Khan foreign good evening my name is Sophia Khan I'm a senior at Haverford high school and as Mr Casina just mentioned I'm the executive director of Haverford Sports
media um Hartford Sports media is the student-led and operated Media Group celebrating student efforts and Excellence primarily through Athletics our first meeting was in December of last year of 2021 and training led up to the first broadcast in February of last year in June we had our first golden Ford Awards a senior athlete awards show and in the span of five months from February then to June we produced 46 broadcasts in August we were in the building at the same time as the athletes preparing for preseason as we were having meetings and training and we produced the first fall broadcast in early September for the fight for Life football game we worked with whhs radio and with donations from Wilson's secret sauce and other local businesses we held a tailgate at a live pregame show
which had a High attendance from the high school some some from the middle school and the band was able to come before they started marching as of today we've produced 74 broadcasts in a little under a year that first meeting in December had five people we now have a little over 50 members Haverford Sports media is interdisciplinary so broadcasting is obviously the thing that most people think of but we also Sports analytics which records the data from the games and breaks down that data we have technology which sets up and breaks down each broadcast to make sure that everything runs smoothly we present content through social media and design for different audiences especially parents business brings in the Haverford Community to look to local businesses for sponsorship production documents the games and films hype videos
and has media days and journalism works with the 40 in the high school newspaper to provide more Sports coverage in the form of Journalism something that's really important for Haverford Sports media is that each branch works with each other so for instance graphic design Works hand in hand with social media with technology and production stats works with broadcasting and with journalism Haverford Sports media like inherently um implements the district goals so for instance with diversity inclusion we provide equal coverage of the boys and the girls teams we're able to have like boys volleyball players call the girls volleyball games because they're in different seasons we're able to have a male field hockey player call the girls games because since he can't play he can still show his talent and his knowledge of the game and
then with nhsn we have gender equity in leadership and we have a wide range of Ages within the group and genders with preparing contemporary citizens hybrid sports media's deeper skills besides like just broadcasting um nhsm we learned to analyze data we create active and communicative relationships with athletes coaches Administration and with each other we have to problem solve and things inevitably go wrong during broadcast business gets experienced through sponsorships and really getting to interact with adults in a legal way Harvard sports media also creates opportunities and experience for people who want to go into this field into Communications and into sports media for social and emotional Wellness we celebrate all of the teams all of their efforts and successes we celebrate the band and cheer at football games and we make sure that we mention
upcoming school events like the musicals we also try to bring awareness to student athlete mental health when we're able to I have a short video that highlights the the people behind HSM not just the voices the impact on the teams and the celebration of the underclassmen players so Haverford Sports media broadcaster scene and we wanted to thank African Sports media for everything this season because they've brought so much attention and growing our fan base for girls soccer so much and it's so great to see like the views of people watching our games and people don't understand so thank you guys for everything you've been doing how are we feeling after first Varsity touchdown I feel good I mean it's a good start um you know it's definitely different from JV but I I gotta get
used to it thank you and well forwards roll forwards baby here's some of the places you can find Hartford Sports media you can find us on Instagram we give updates during the games we do things like as you can see we show our schedule for the upcoming weeks we make sure to mention when near the end of the season teams are going to playoffs and we show the records of each team Twitter also usually gives live updates as if you're watching the broadcast but it's just through Twitter our primary YouTube that we stream the games on is have for High School athletics and then we also have our own YouTube channel that we use to give extra content content for instance like the fight for Life game is off on there yeah thank you you've
done an outstanding job highlighting so many of the accomplishments of various students and teens you're really a beacon for our district in terms of what is possible when a group of students come together get an idea and figure out how to move forward with it your enthusiasm for the work is really neat to see out on that field as well thank you I am a big fan I'm liking your posts and I watch the broadcast when I can't get to some of the games and um the the clip there that generated some laughter here was at the end of senior night for a girl soccer and you saw the excitement that the um the broadcasters bring from the booth and and how they support the teams um and uh coach Jackson did a really nice
imitation of that recreating it at the banquet um that it like not only the moments on the field but the way in which they are broadcast and celebrated and shared with uh social media in the community is something that adds to the the memories and the excitement and I think it's been great I know Mr deseena has been a big supporter and booster of the work that you're doing but it's great to see so much of the student-initiated just hitting on all cylinders and getting so that's really impressive that you've got the 50 kids involved now and um come back and tell us more when you have more to share because you're doing such great work at the school thank you I just want to say thank you for all the intention that you've put
into this to make it inclusive and to give wonderful opportunities for learning it's a really great great work thank you so much you did for Haverford Athletics tonight we're also here to celebrate our boys basketball coach Keith heinrichs his achievements and for being recognized by the PIAA and the nfhs as the Pennsylvania boys basketball coach of the year for the 2021-2022 season knowing Keith as well as I do he is conflicted at this moment he's likely grateful for this Accolade and extremely humbled but really the season starts tomorrow and he probably just wants to tell our friends over there to meet him at the high school for a shoot around right now that's how dedicated he is to his craft the type of energy and enthusiasm he brings every day whether it be to a
game or a shoot around is so impressive and why he's so deserving of this award he has extremely high expectations for these young men their level of play and their behavior on and off the court he shows up for them every single day with no excuses and that's why they show up for him now I don't only know this because I see it and I hear it I can feel it right now because an hour and a half ago he played me one-on-one uh full court to 25 and he has a motor uh Keith is a Havertown Community member husband Andrew heinrichs who teaches and coaches at Hartford middle school and father to three student athletes a daughter playing lacrosse at Drexel a son Keith Who currently plays football basketball and Lacrosse at Haverford and
a daughter who was a student athlete at the middle school through his leadership and indirectly through the leadership of his daughters his sons and other members of the boys basketball team Keith heinrichs is a huge part of what makes Haverford High School great and what helps continually move this community forward we're also grateful for me it's wonderful to also have Hereford Sports media here on the same night because even with all their hard work and efforts and the support and encouragement of staff and administrators it takes a little bit of magic to get something like that off the ground for Hanford Sports media that magic was coach heinrichs and the boys basketball team their first live broadcast was when we upset the Lower Marion basketball giant uh that was their first Library I think it
was an upset sorry the note was supposed to say upset and air quotes I apologize um so that was their first live broadcast um complete with an appropriate and well-monitored storming of the Court um Keith has been a big supporter of them in their Endeavors and getting them off the ground if you will as well so from his support of half at sports media to his run to the state playoffs last season or earning his 100th win at Haverford and his 300th career win all in the same season Keith is one of the hardest workers that we know as athletic director I'm grateful to have the opportunity to serve him as he serves the needs of our student athletes and their families and the Havertown community so Keith thank you for all that you do
out of thousands of candidates congratulations on being aptly named the 2021-22 Pennsylvania boys basketball coach of the year thank you I'd love to get the boys you guys want to join us [Laughter] we want to be in front of the desk thank you and good luck with your upcoming season destroyed it oh yeah we're still celebrating thank you all for joining us the next section of our agenda is for public comment pertaining to items on the agenda the board values public comment as an essential component of school governance that adds information for the deliberation of the importance and complex matters that come before the board it is an opportunity for members of the community to address the board regarding topics that may come before the board while we conduct business and open public meetings according
to the sunshine act it is not a meeting with the public nor is it a question and answer period our public comment is divided into two sections and this first section is for comments on tonight's agenda the agenda is published on the school district website in the school board section under board docs there's a later time for public comment on other school related topics I remind you that together we are engaging in this very local Democratic process while the board welcomes comments and critiques and should be held accountable for fulfilling our duties as elected and volunteer governing body for the school district I ask us all to remember that we each of us on the board and who come tonight to observe or to speak we are all neighbors we all have good intent and
act with care and concern for our schools and Community we ask that commenters refrain from personal attacks on board members school officials and other members of the public let us all take this opportunity to model good governance for the citizens we hope our students will become residents of the township May in advance of the meeting sign up to make a public comment by emailing public comments at haverfordsd.net in order to give everyone an equal opportunity to speak and for our board policy you will have three minutes to address the board at the three-minute point a timer will sound and you will be asked to conclude your remarks please begin your comments by stating your name and confirming your residency in Haverford Township if you have materials to distribute please leave them at the end of
the table your name and the topic of your comments will be recorded in the meeting minutes and your presentation is being broadcast and recorded as part of our meeting if an approach if appropriate an administrator will follow up with speakers to discuss or respond to the issues raised we have one speaker tonight for this portion of the agenda Ms Elena Wiley's Elena wisely thank you good evening my name is Elena wisely and I live in the district I wanted to address I actually put through a couple times because I was going to address a couple things policy 6.1 remote board meetings the only thing I have to say about that doesn't require three minutes it doesn't specify when that would be required and I think it's important to establish those reasons for why the board
would need to be virtual so just wanted to point that out for your deliberation policy 202 eligibility of non-resident students especially in a time where we're seeing a lot of violence on our students in our community a lot of parents are talking about children that they know to not be residents in this District who are in the school and we would like to know how often you check on certain things I want to point out specifically this Gratis form does not require that we prove anything and I know that for a fact because I had to do this when my stepson and my fiance moved in to my new house that I had just bought there were some issues with the seller and at the last minute we ended up having to leave him off
the deed and therefore he was not able to provide any of the documents that he had his birth certificate his driver's license and voter registration which because we moved in August everything was done last minute nothing was looked at or accepted however I was allowed to do this with absolutely zero proof of that child's birth his parents whether or not I had legal custody of him I was just allowed to say yes he lives with me and this is his name and this is his birthday and that was it and I don't think that that's sufficient for us to provide an education for children without knowing that they are in fact part of this District well it would be great if we could house every child to give them the great education that Haverford offers
my family wasn't allowed to come here when I was a child because we lived in this in the city of Philadelphia there are reasons that we do things the way we do them and I think that that is important um the other thing that I wanted to talk about is policy 912 research involving students and staff I wasn't I didn't have time to fully look through all of the documents but I do know that there are a lot of surveys that are given to our children without parents permission my understanding is that you have to opt in not opt out so when a survey is to be given to our children parents should only or children should only be given that survey If the parents agree to it not the children won't get that survey
If the parents say no does that make sense like it it can't be an opt out it has to be an opt-in so you should give us the option to opt our children into those surveys especially when there's research being done about the students in our district because those are our children and we get to decide if we want them to be involved in that thank you the next item on the agenda is our finance and facility committee report from Dave Schwartz all right thanks a lot we had our last meeting last Thursday it was not for the faint of heart it was two hours long I will be two hours I'll try to anyway um so I'll kind of go through some of the um or mundane stuff rather quickly um the construction the
Construction Construction updates for Linwood there is no chains grass is still growing eventually we will be they'll be signed off on the high school phase one budget had been moved to phase two uh phase two budget is almost done we are 97 done with the um with the fit with the phase two project there for both Chatham and coopertown the um chillers I believe were ordered this past week so they should be in place pretty soon um a little bit too late for the for the early fall season but they'll be in there for next spring so kids will have AC for Cooper Town also the um phase one of the roof is I believe it is finished or close to to being finished one thing that you'll see on the agenda this evening is
we also bid out and selected a contractor for phase two phase one was uh a bit less expensive but that was simply an overlay phase two is the full replacement of the remaining portion of the roof and that was awarded to Mid-State Roofing so congratulations on that and you'll see that you'll see a couple of bills on the on the bill list this evening for these prematures at the other schools the other thing that that we discussed at the at the meeting was the first kind of blush if you will of the um the um facilities assessment we looked at three schools during during that one this was we are at the very very conceptual level here we are not looking at any kind of construction imminently any kind of upgrades immediately but we did
some ideas about some of our schools that are most in need uh you know some of the options that we have for them we looked at uh Chatham Park Cooper town and um Chestnut Walt the reasons I I think four of those were both Chatham Park and um coopertown kids some of them are in modulars and at Chestnut world if you've ever been there or familiar with the school every last square inch is being used and then some um there's uh we have some of our services that are being done in areas that were intended for closets I mean they're doing a great job they were with what they have but those are the three schools that are really most in need and one of our pillars is equity and we want to make sure
that all students have an equal opportunity for education so we saw some very preliminary ideas about ways to reutilize our space ways to expand our space a lot of very very um good and innovative ideas the a draft facility reports was submitted and a couple of board members are those of us who are gluttons for punishment while looking it over it's body ethic um but that's going to be I think a very very good way um to look at things as we move forward and plan for our next chapter if you will for our facilities at um Haverford the other thing that that was discussed were the solar the potential solar um solar arrays at our new at our um at some schools we've discussed just a bit in in the past Crabtree our consultant
was very quick to point out that you do get the most bang for your buck with efficiency upgrades which we are doing we're not it's not either or it's not either efficiency or solely we really are looking at them on um similar paths we believe that we can increase efficiency while looking at alternative energy sources as well now we are we're taking a bit of a pause right now only because um with the inflation production act that recently passed there's a lot of money in there towards green infrastructure and towards public entities getting um grants and money for green infrastructure I believe we can contain up to 40 off for um certain things for Capital cost so we really want to take full advantage of that um I believe that they have indicated that they
are looking for projects that are not only shovel ready but shovel worthy we think that that we are both so if right now I know that the um a lot of those details are still being hammered out I mean there's a major influx of money for these kind of projects so there's going to be a lot of details that can be hashed out over the next few months we want to position ourselves however to really jump on this when the time comes I think a lot of people are very supportive of examining these things we want to do in a very cost effective way that's fair to taxpayers but that also um you know goes along with with some of the wishes that that that expressed to move towards alternative energy sources so we're looking
at at that and there'll be more to come on that so please stay tuned and um if you do want to see the um if you do like pictures and floor plans and so forth the presentation for the for the um feasibility report for our our facilities it's pretty it's pretty easy on the eyes it's uh very you know graphically compelling it's a great little thing to look at if you want to see that that's on board docs under under that meeting it's fun to just kind of browse through and check things out of some of the possibilities that we have in District with it thank you and they will be coming back to present a more final report in December at the finance facilities the next section of the agenda is finance and facilities
and item a is the bill list I will accept a motion to approve disbursements from the following funds as listed move short second moved and seconded any discussion I just wanted to note while we are writing a big check for bus replacement there's 10 buses um Ms Q is our business manager can you describe the financial transaction that we had already borrowed the funds to do that last year when we did our bond financing for the climate control project we also did an additional Bond financing for the purchase of these buses to replace the vehicles so this the vehicles are supposed to be delivered next week okay fingers crossed and this advances our propane bus purchases propane vehicles great and so yeah the funds over there we're just writing the check to send to get
get those new buses any other questions or discussion about the bill list all in favor all right any opposed bill is disapproved Item B is the Cooper Town roofing project bid award I will accept a motion to award the bid for the roofing project at coopertown elementary to Mid-State Roofing and coding Inc including add alternates 2 and 3 for a total cost of one million two hundred fifty six thousand dollars as recommended by owners representative CB development Inc contingent upon approval of bonds and insurance and subject to audit Feinberg second moved and seconded any discussion all in favor um any opposed it is approved in section 7 of our agenda for human resources item a is a resignation I will accept a motion to accept the following resignation as living okay removed worse than second
moved and second did any discussion all in favor any opposed motion passes Item B is the non-acceptance of appointment I will accept a motion to approve the following non-acceptance of appointments questions moved in second did any discussion all in favor any opposed motion passes item c as appointments I will welcome a motion to approve the following appointments as listed below contingent upon receipt of all necessary clearances including act 168 of 2014. it's worth most crisp and second moved and seconded any discussion all in favor any opposed ocean Castle item T is Leap of absence I will accept a motion to approve the following leave requests Crispin move Feinberg second moved and seconded any discussion all in favor any opposed motions approved item 8 of our agenda is pupil Services item a is educational service agreement
I will accept a motion to approve the following educational service agreement for a District student the agreement covers reimbursement for Educational Services for the school years as listed moved and seconded any discussion all in favor uh any opposed motions approved educational service contracts I accept a motion to approve the following educational contracts for students in District any discussion all in favor any opposed motion passes in section 10 is our policy matters on tonight's agenda item a is policy 6.1 remote board meetings I will accept a motion to accept the first reading of policy 006.1 remote board readings meetings Larson moved moved and seconded any discussions I'm wondering about the title of this policy because I know a policy committee we had discussed that this is for um a I believe was it a single member
or did we delineate that this would be the meeting of the whole board virtually I feel like we went back and forth a few times we need to be clear on what this actually means I thought it was for the Whole Bowl that's what I thought too yes yeah and I think there is a provision that says individual board members may not attend virtually when the meeting is being held in person it was really just you know weather and other conditions where we couldn't meet as a whole group but there was you know matters like we need to approve the bill list so we need to have that meeting I think that was the intent yeah um yeah we just it just I know there was a comment from the public about the conditions under
which meetings would be held remotely and the policy includes weather and other emergency situations it is intended to be a pretty limited set of circumstances when the board may need to conduct our business virtually just in order to meet the time constraints so this is a first reading of Antoinette we're here um this is my breath is um is the lead for our policy committee she would do a good job of outlining um the multiple steps that our policies go through so our policy committee is in the process of an audit and review and updating in some cases significance time has lapsed since policies were reviewed and updated the committee discusses makes suggestions on language and then when the committee feels it's time for policies to come to the whole board there is then two
separate readings chances for the whole board to deliberate comment make suggestions and then those edits may be incorporated or discussed and after the two readings there's a final third reading before the policies are enacted um the policies are published as part of the agenda for the public to look at in and for each of the five policies that are here on tonight's agenda these are all being considered for first reading And to clarify some of these policies might be brand new based on recommendations from psba or our solicitor that's correct which is the case with 006 that's not a policy that currently exists I think that was one of the discussions that we had is that we're limiting it from some proposed language um to to make it uh a more narrow time or set
of circumstances when the board would choose to meet remotely any other comments or discussion on this one I think this one we've had it in policy twice now we've had it and I feel like at the both policy is that right it was twice I feel like it was twice maybe more than that maybe three August in October okay so twice we've seen it twice um I feel like at both of those meetings we had a very robust discussion about the policy the intent of the policy um and I remember the first reading that or the first um meeting that we had about it um it was very unclear was it intended for the individual board member to attend was it meant for the whole board like under what circumstances so um I do think
this is much more narrow in scope um and much more clear what the intent of the policy is but it is just a first reading so if there are suggestions or changes we have time or see it again twice right see it again two more times any other comments okay so then the motion is to accept this first reading of zero zero six point one all in favor um any opposed first reading passes the second policy is policy 200 enrollment of students and 200 AR which is Administrative regulations I'll accept a motion to accept the first reading of policy 200 enrollment of students and 200 AR Cade moved Crispin second moved and seconded any discussion I'll just offer that this policy articulates in terms of the administrative regulations General procedures for registration what paperwork can
be required what might be requested but would that be required a day a period of days within which we would ensure that the child would be able to start within School so it's pretty much taking the process that is in place and articulating it into a series of regulations the process and also the the laws that apply to districts on enrollment and and the documentation that can be requested can be asked but not required and I believe this includes a a new provision which again dresses a comment that came from the public about verification of residency of currently enrolled students and if this policy were to pass and and the new regulations or the clarified regulations um members of our school community may see requests to re-register and and provide verification at different increments through
their school tenure yes I believe we have it when they're kind of moving from fifth to sixth and from 8 to 9. yeah so then that's huge even if you registered as a kindergarten student to re-register to go to 679 6th and ninth grade middle school and high school any other comments or discussion on policy 200 all right so the motion is to accept this first reading all in favor any opposed motion passes item C is policy 201 admission of students and 201 AR I will accept a motion to accept the first reading of policy 201 admission of students and 201 Arbor moved and seconded any discussion this one again is defines a first reader right it defines the date of enrollment and and the age and and kind of just lays out that um
and again it reiterates the practices of the district and and conforms to the laws pertaining to enrollment in schools in Pennsylvania I feel like this one it was fairly straightforward so we didn't have very much discussion about this it was mostly just like here's the law and that's our policy any other comments and discussion on 201 0 is to accept this first reading all in favor any opposed motion is approved item d uh policy 202 eligibility of non-resident students I accept a motion to accept the first reading of policy 202 admission of students 202ar and 202.1 AR which pertains to International students Christmas okay second moved and seconded any discussion and the administrative regulations for international students or what previously people would refer to as you know exchange students it takes the procedures that we
utilize and more formalizes them in looking at how to enroll a student under those circumstances just uh question about the policy in the PDF there's a bunch of bullet points but there's nothing there did something get deleted and the bullet points didn't get deleted or something supposed to be there and it's not there we'll look at that thank you just um yeah I feel like there there was something perhaps and maybe it got moved couch as we clarify on the um the Gratis statement because my understanding is that that's legally binding I mean you're swearing that what you're saying is true um so what would the implications be if a parent were or a guardian were not to be truthful in their responses there um as you're as the draft guidelines indicate that uh you're
correct this this is a sworn statement um sworn out as an affidavit there would be civil penalties there could be criminal penalties associated with faults following a sworn statement um so when these are submitted our parents or Guardians counseled on that I mean I know it states it here but do they kind of get that reminder like this is a like is that in the ARs that you know hold um yes it's on if I'm it's on the top of the document but just like and that's gone through with the registrar like she goes through what you're signing got it all right thanks looking at the draft that I worked with from committee I don't think there is a second set of bullet points there must be as many formatting pickup in in this track
changes version so the read as if something's right it doesn't read as if something's missing and the bullet points um in on the prior page spell out what students May classify as an eligible non-resident student in the circumstances that that applies to this was one of the policies where um I don't think that the definitions and authority and delegation of responsibility were separately sort of titled in those sections so I think things were relocated and the titles were added and I think that's what the bullet points are but I just wanted to double check that something wasn't missing I don't think we had a lot to add or change other than just moving things around and then making the sections clear right I think that's another while we're reading certainly for content of the policy
another objective is to make the policies read more consistently use more plain language where we can and to your point Dr Crispin yeah kind of moving things around so that reading from one policy to the other follows the same format and just for the benefit of the public who may not have had the time or the opportunity to review this um could we just Define who an eligible non-resident student would be because just hearing that on face values why we have eligible non-resident students um I mean I see there's a whole list here I could read from them but you could someone talk to what instances we might have students who don't reside in District but they are eligible to be here in our schools so under the under the Pennsylvania school code the district
must educate obviously resident students but there are also Provisions within the school code that require a district to provide an education to students who are considered non-resident but who are physically located within the district so as the policy and as the AR missed out that could be a student who has been placed in the home of a resident within the district an example could be a foster care arrangement it also could be an arrangement if and I don't think this exists within Haverford but if there were the unfortunate term is an institution that is in the statute but if there were say a group home or um a treatment facility within the boundaries of Haverford those students would be considered non-resident but under the school code they would have the ability to attend Haverford schools
the other some of the other examples would be the affidavit which is if a resident of Haverford swears out the statement that they are for the school year serving in essence as a parent for a student assuming all responsibilities of that student Gratis without receiving any payment under the statute that student also could be eligible to attend Haverford there's also the mckinney-vento homelessness so that student would not be a resident of the district but under the law would be entitled to attend school here there can be a few others but those are those are the four primary situations that we encounter as they are laid out in the policy and the regulations yeah thank you I think it's helpful for the public to hear that thank you any other comments or discussion on 202 then
I will ask for the vote to accept this first reading of policy 202 all in favor um any opposed motion is approved item e is our fifth and final policy for tonight policy 912 research involving students and staff and 912 administrative regulations I accept a motion to accept the first reading of policy 912 research involving students and staff and 912 AR Christmas move for a second moved and seconded any discussion we had a very robust discussion about this um and we've received several comments from members of the public via email and at several of our meetings as well um I think it's helpful excuse me I think it's helpful that this refers to requests for to conduct research by outside entities um yep so this is not District research um I one of the things
I wanted to clarify um because some of the members of the public spoke about um who who would be doing this research um I think the ARs make that fairly clear about who this would be and sort of what the requirements um you know I don't think anybody could just show up at the high school and say I'm a researcher and I'm going to do a research project and you know I don't that was certainly not the intent and I think that um the AR guidelines make that clear that that would not in any way be acceptable um but really I think more what we had in mind for this was that you know um research studies are done about education many school districts are heavily involved in the research process um and research is
um well done research is very rigorous it goes through a number of processes and procedures internally before it is even taken out to a district and so that was I think added and I appreciate that that was added about this would need to be approved by the outside entities institutional review board that's a very rigorous process that a researcher would have to go through before they are even allowed to begin conducting their study and begin initiating the survey begin reaching out to a school district and so that would just be one one way that we can see sort of this would be a very rigorous research process this is not um just somebody that decided one day they were going to conduct research right we would not want that and we would want someone going
through this very formal and rigorous process um so I just wanted to make sure that everybody was clear about that um and then there was also some concern I think from public comment a few weeks ago um just about the safety um you know should an outside person be coming in and I think we made it clear then but just in case anybody no matter who it is they would go through our regular visitors you know they were in the background address and all the things so you know that would still apply here this this wouldn't I gave that that would this would be in addition to this yes should they be approved to come in and do the research so I just wanted to not everybody knows how the research process works but I
do a lot of research so I just wanted to make it clear about how research works thank you thank you Dr Crispin I think that's a really important point about the background checks um and if we could just double check that that imp that um I know that delineation is included in either the policy or the AR that we are requiring that as part of our process to approve research and with that yeah we'll check we'll check that yeah yeah if the if the researcher has the appropriate contact with or you know spending time with students then they would need the background checks that would apply to other people in that position in our schools they could codify that that'd be great I have a question how often is a research disability requests to do
research at the eight years that I have been here has not occurred once in large school districts sure like large Urban schools there's just so many kids I think it's really more common I'm just wondering how yeah coming around coming to Elizabeth for for us and so this was a new policy that's proposed right this isn't it says it was just 22 do we have this one before this one is a new one a new one right so it is being proposed as it means to um prepare in the event that such research is requested in our district and the other side of it which I knew we talked about at the committee meeting was um to also acknowledge the circumstance in which a student or their family requests to participate in um in research
and doesn't you know that we have a policy that's clear that that may be permitted as well so it comes from within um students and families and then outside researchers any other discussions on this proposed policy all right so the motion is to accept this first reading of policy 912 and it's AR all in favor any opposed ocean is approved thank you the next section of our agenda is for public comments other items we had four people sign up to speak and the first speaker is Megan Donahue again please state your name and confirm your residency hi I'm Megan Donahue I'm a resident of this District I have three children um in Haverford schools first off I just wanted to say my deepest condolences to the Haverford community and the loss of your colleague my
heart goes out to all of you and his loved ones and may God be with you all I'm really sorry um again my name is Megan Donahue um I have three children in the district I'm standing here tonight with huge concerns about this district and its priorities I would think it would be blaringly obvious with um that the district's priorities especially post pandemic and the aftermath of our own students being physically attacked by their peers would have to be education and safety sadly I feel this is not the case the school board meetings back in October I sat here with other moms in shock that nothing was being addressed in regards to safety measures and little to do with academics what was talked about over and over was a diversity equity and inclusion are those
things bad in themselves no but to the extent that they were mentioned was excessive to say the least and I'm asking Haverford Township School District to get its priorities straightened the meeting started out listing the goals for Haverford Township School District for the years 2022-2025 as being social and emotional Wellness preparing contemporary citizens and diversity and inclusion we then saw a presentation of the upcoming High School play which is about inclusion the Manoa school was here to present be a star which speaks about equity and inclusion the words diversity Equity inclusion were mentioned 14 times in that meeting the point of me bringing all this up is have for Township School District and its priorities being completely out of balance diversity inclusion are important however I am positive that hounds of Haverford Township School District
has this covered in Spades examples clubs you can join at the middle school or High School African-American culture exchange gender and sexuality Alliance Club Culture Club no place for hate club and the rainbow Alliance Club signs like trans lives or human lives down the hallways and positive age-based signs are everywhere at the middle school and high school and even at the administration building when it comes to diversity Equity inclusion I think have for town to school district we can say that box is safely checked I think it's time to get laser focused on what matters most the education of our children a more upsetting yet equally important subject in this District needs to focus on is student safety after the horrible attacks on our students in September which we now know these attacks were going
on much longer than that I thought for sure the school board would be speaking on that regardless of agenda items to assure us parents that our children are safe our children are walking around with at least two students that I know of that directly participated in putting their friends on their knees videotaping them laughing at them and watch them get beaten yes those pills are kids are still walking the halls of the high school with our kids we haven't forgotten and we won't ever forget but the schools remain quiet when the school board listened to a speech given about the request for a more inclusive holiday school calendar and then a school unend speech about a completely inappropriate sexually driven book available to our 12 year olds which one did a board member choose to
comment on the more inclusive calendar that's a good idea we should look into that not that book is completely wrong for our Haverford Middle School library we should look into that I was dumbfounded that's what you choose to focus on look around what's happening in our town and in our school our kids are scared and they should feel safe kids in this town are asking to transfer to private schools that should upset all of us again priorities education safety I beg the board to get back to what is important and I beg the residents of this town to get out and vote the right way next year thank you foreign speaker is Tina Shelton hello my name is Tina Shelton I live on Edgewood Road underneath some of the lovely Oaks of Havertown I come
to say today to say thank you thanks to the board members as well as to staff and community members who are putting so much effort into making our schools and communities a great place to learn and live from the social and emotional Wellness to meet the needs of our kids to the band and athletic rooms that are new and wonderful and a joy to be in there's a lot to be thankful for I salute you in developing skills necessary to learn and make change and to develop a thick skin why a thick skin because as humans we are prone to making mistakes it is part of Being Human when we make mistakes it is ideal to learn from them when that process of learning involves people telling us that our Behavior was hurtful no matter
what our intention it helps to have a thick skin so that we can begin the process of changing or even make amends if the situation calls for it in other words useful criticism helps us to receive feedback without centering ourselves so that we can then learn from it there have been books written about this so I won't uh they're a lot more eloquent than I am so I won't go on as we strive to make our community our world better we can also recognize that some behaviors are not mistakes they are hurtful harmful or divisive or just plain wrong threats are not mistakes they are wrong publicizing personal info that potentially puts someone at risk is not a mistake it is wrong using a platform to repeatedly sow division especially now in these times is
not a mistake it is wrong being unwilling to listen is not a mistake it is wrong my kids one adult and two high schoolers should however know that I can tell stories and I can get long-winded but I have a time limit so I will stop but if any of you would like to talk more about this topic I am available and I commit to listening and believing that we share our love for this community thank you next next speaker is Todd Hall good evening my name is Todd Hall I reside in Haverford Township first I'd like to express my appreciation for Manoa Elementary's Veterans Day programming children made stars with mentions of family members or friends who are veterans and Veterans visited the school um also I appreciate the participation in American Education week
too and on to another topic the board has expressed previously during board reports that education is on the ballot and to vote for pro-education candidates Pennsylvania open meeting code has a framework of these types of meeting meetings known as agency business that discussion is outside the realm of agency business your agency business is directing the school district of Haverford Township with the resources you've been provided perceive violations of Pennsylvania code on open meetings allow for a point of order to be raised by anyone attending the meeting at any time regarding the perceived violation I use this time though the writers afford it at any time to remind this is a violation as you are not discussing agency business a way of example I've attended Haverford Township Board of Commissioners meetings no points were raised in
meetings early in the fall to vote for candidates who support the interests of local Township governments in fact at the recent meeting I attended there was a discussion about speed violation detect detection devices on the agenda and a commissioner promptly reminded the others that this is in the realm of state law we have no control over it we should move on and I would expect the same attitude here onto another note we are told this is not a meeting with the public then two meetings ago a board member responded to the suggestion of the member of the public well feedback is appreciated and I saw some of that this evening and again do appreciate it and in that instance it was not during the public comment time of the meeting the downside is the perception
that then the Silence of statements made by residents is a statement of disapproval for those ideas finally into another topic that has come up sexual content in our school libraries and elsewhere such as science throughout the middle school I was born yesterday but I was not born a century ago in my seventh grade health class someone asked our teacher Mrs Davenport who recently passed away she said I know there's a lot of news about homosexuality how should I feel if I see someone of the same sex with someone else affectionate in public her response was I don't want to see anybody of any orientation affectionate in public the essence of this point from 32 years ago should still apply our schools are places of education and not a place for a sexualized agenda of any
type thank you final speaker tonight is Alexis Pasternak thank you um uh good evening board members and Dr rushi Alexis Pasternak Woodland Drive Havertown um I'm just going to read something just for a matter of information for the General Public which gives me pause for concern about where education is going on May 20th 2020 Deborah caldwellstone an attorney for the American Library association's office for intellectual Freedom provided a webinar training to librarians uh specifically she trained Librarians that and I am paraphrasing and I will email you all the video and and you know to back up what I'm saying uh before reading bills are introduced there needs to be sustained messaging that reframes books that are sexually inappropriate for minors and promotes them as diverse materials that are about inclusion on September 29th of this
year the right to read Act was introduced to the House of Representatives the term right to read means all students have access to linguistically and developmentally appropriate evidence-based reading instruction effective School libraries family literacy support culturally diverse and inclusive materials reading materials in the home and the freedom to choose reading materials and it goes on it goes on a little more but uh this shows that her advice before bills are written to refrain sexually inappropriate books for children for school children then promote them as diverse and inclusive has been taken seriously and placed into effect so if this bill passes it will be illegal for parents to challenge sexually appropriate inappropriate books in public schools Nationwide because they will have been reframed as diverse and inclusive and uh speaking of the American Library Association the
incoming president Emily drabinski she is a self-described Marxist she tweeted about it she's very proud of it so you know but nothing to be nothing to be concerned about um nothing yeah no big deal and they pretty much guide everything they they they're the finals say it seems like on all the books and then finally the book me Earl and the dying girl another young adult teen book is also in the middle school I didn't bring it up because I'm not going to read from it at all it's pretty disgusting throughout again I don't think it should be in high school but that's not for me to decide I don't understand why it's in the middle school and uh if it's in the middle school then why not just put it in the elementary school
I just that's that's all I have to say thank you foreign of our agenda is board reports I did not have a list I didn't have that listed but yeah okay you did sign up good evening my name is Elena wisely and I am a resident in the district a few months ago the table up there was used to lecture the residents of this Township about gun violence because of a unfortunate incident uh school shooting on the other side of the country I ask that we refrain from political views and focus on educating our children and keeping them safe last week a kid was arrested outside of the high school just at the start of the day for having a gun he was there because someone one of our students owed him Drug Money how
safe are our children some of us come up here with facts but most people don't care about facts they care about feelings so I want you to feel this six weeks ago tragedy struck home and the kids were in school the next day with their cell phones buzzing as the rumor mill went around announcing that the child killed by Thug violence was their friend kids were crying in the hall they could barely get through the day many had to be picked up it was complete chaos his name was announced in the news and it was their friend our Freshman Class whom violence had rained on that entire weekend as was already discussed were shaken up and now had to deal with this horrible loss what did you do nothing there was absolutely nothing done there
was no crisis management there was no offer of support for our children and I've waited for several meetings for you to address this and you have said nothing I was a freshman in college when my friend was killed by Thug gun violence I was four years older than these kids and it was the worst experience of my life they needed support I promise you that so when you took your place on the high horse last meeting and again lectured folks on how to vote because you're afraid to be shot I was absolutely sick to my stomach that you still didn't care or acknowledge the pain that our children felt because it didn't fit your agenda people get mad at me for complaining about things that you do and saying I don't like the district no
this District was actually the dream for my family I grew up in Philly we were ducking under our desks we didn't know the difference between a car backfire and a gunshot my parents worked two jobs to send us to that decent school and that was the best one there was Haverford was our dream and my parents didn't get it here until I was in college but all three of their children bought a house here to raise our children here and look around you look at the violence hitting this town because of liberal policies and you're worried about being shot by my gun which can be traced so I'd easily be locked up my gun that's locked up there was four incidents of gun violence in our town this weekend those guns are not registered they
are illegal guns used by thugs liberal policies do that I'm going to quote my favorite author you may be aware Thomas Sowell those who want to ease their burden of guilt should seek professional help at their own expense not make policy at everyone else's I pray to God that we will rebuild this district and we will make it what it should be and what it always was the only person up there that cares about our children is Danielle and I thank her for that and I'm sorry she's not here tonight I I will follow up Ms Wesley and find out why if you did not receive the communication that came out from your community that did reference there were services available for kids they next item on the agenda is board reports I'll start with
Mr Schwartz just wanted to um give a quick thanks to everybody who came out to vote last Tuesday who participated in the in the process I was out there for for most of the day those who volunteered those who worked and those who actually voted we had big participation in Township I think I think we're up around 70 in in most areas right the people are getting involved I'll pass support I just wanted to briefly share um the Pennsylvania Department of Education just recently released the final amendments to chapter 49 which relates to teacher certification our certification of professional personnel and part of that is now in the Pennsylvania code which will require professional staff to undergo culturally relevant and sustaining education a program framework that they'll take part in and that will occur at
the teacher preparation level the induction level and the continuing education level so continuing professional development will integrate this culturally culturally relevant and sustaining education these competency competencies no later than 2023 24 school year and then educator preparation and induction programs will enter integrate these competencies the 24-25 Academic Year it's actually a series of nine competent competencies that were very thoughtfully developed at the state level so looking forward to learning more about how that will be implemented and the good news is I think we're already ahead the head of the curve with a lot of this work thank you Mr Feinberg just want to thank the folks that were recognized this evening for their 25 years of service to the district and also uh giving out a boy to the Haverford Sports Media Group it was
a pleasure to see them a year later and to see the good work that they have done and how many students they've been able to get involved and wish everybody a Happy Thanksgiving thank you um two reports one of the Delaware County legislative Council met on November 9th um recap of some of the legislation that had been proposed now at the end of the term and the change after the election all of that is kind of on suspension until the the new state legislature convenes and we'll see what is proposed but there are some perennial topics that we will be mindful of and and continue our advocacy for policies that support public education I also participated in a Pennsylvania School boards Association training this week all directors zoom and it was on the topic of
managing school board meetings and has some useful tips there and it's always engaging to share with experiences and hear from districts around the state and I wish everyone a Happy Thanksgiving I kind of Camp I can't get my head around that it's the middle of November and Thanksgiving is next week and so that feeds into our next regular public board meeting is uh scheduled for December 1st I know it's crazy December 22nd at 7 30 p.m in the boardroom of the Oakmont administration building and I will note that because of the Thursday holiday next week our curriculum and pupil Services committee meeting usually held on Thursdays will be on Monday night so if people are interested in hearing more about curriculum matters um that is a good meeting to tune into or attend and with
that our businesses concluded and I will welcome a motion to adjourn so much
