[laughter] >> Good evening. I'd like to introduce Saiyuti Anderson, first grader from our elementary center as our pledge leader this evening. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you so much, Saiyuti. Outstanding job. All right. We have some brief uh meeting announcements. First, uh board meeting was held February 23rd, 2026 at 7:00 in the board room. An executive session was held on March 5th at 5:00 p.m. for personnel discussion in the administration conference room according to title 65, section 708 A1. A special board meeting was held on March 9th, 2026 at 7:00 p.m. in the board room. A workshop meeting was held on March 9th, 2026 after the special board

meeting in the board room. And an executive session was held today at 5:00 p.m. for personnel discussions in the admin conference room according to title 65, section 708 A5. A board meeting is being held today at 7:00 in the board room. And a workshop meeting will be held on April 13th at 7:00 in the board room as well. Janine, please have a roll call. Mr. O'Dier, present. Mr. David Bradley, present. Mrs. Lori Fry, here. Mr. Gary Glauch, here. Mrs. Denise Hartley, here. Mr. William Phelan, here. Mr. Alex Luzith Cat, present. Mrs. Heather Napp, present. And Mr. Timothy Cat, here. Thank you, Janine. Uh we also have attorney Beth Short from Fox Rothschild on the call with us tonight. Good evening, everyone. All right. Next up, we have some presentations and recognition. First up, we have

Anna Lee Conway on behalf of the middle school Science Olympiad. Thank you so much. So, a few of them have prepared some information. They'll all introduce themselves this evening. Um and then I'll kind of look to you to change the slides for me. So, my name is Anna Lee Conway. I'm a middle school science teacher here at the high end. I also run the Science Olympiad team and teach our gifted students. Um you're standing in front of a fourth place award-winning team at the Science Olympiad regional. There's a couple of them that are missing tonight, but these are mostly our eighth grade leaders and our upcoming seventh [clears throat] grade leaders that are participants on our team. All right. So, there's just a little bit about Science Olympiad. We have 15 students on our team.

There are 23 events. Six of them are building events where the students have to engineer something. And then we have 17 written tests that are in private locations on college campuses, mostly Penn State and high school campuses. We've qualified to go to the state competition at Penn State Altoona. So, we have a variety of eighth graders, seventh graders, and sixth graders on our team. Uh this is only the second year of our middle school program. We went to Mountain View Middle School in Mechanicsburg. We left at 6:00 in the morning for our first ever middle school invitational competition. We rode out in school vans. And we competed against 35 other teams from across three different states. These are just some highlights of students from their building projects. Those are the only things that we can

take pictures of. But the students in the testing rooms take tests that are well over sometimes 180 questions in a 50-minute period, which is extremely impressive. And again, some of them will talk about their events that they do. If you want to stay on that slide. >> [clears throat] >> Alyssa, if you want to talk about your experience. Alyssa's up here with her helicopter. Are you ready? Go ahead. You're good. >> [laughter] >> Hello, I'm Alyssa Gomer. I'm in eighth grade. I've been in Science Olympiad for two years so far. I really hope to make the high school team next year. This year, I competed in helicopter medium altitude and rubber band glider. My brother, Nicholas Gomer, competes in helicopter at the high school in Mechanicsburg Area School District. He has helped him push me

to do better this year. Last year, I didn't place. And this year, I actually placed third. I really enjoyed these experiences and how they have helped me explore careers. And I am excited to have these more fun challenging experiences this year as well. Congratulations, Alyssa. Uh after that experience, our students regrouped and prepared for the regional competition, which was on March 11th. We competed against 12 other teams in our region. And again, we placed fourth. This is a group of students who are in the open testing session where you can see the projects being done. So, they have to make their way across the the campus pretty much on their own and make sure that they're checking into their events throughout the day. These are some of our other events. Do you want to introduce

yourself and talk about your engineering skills briefly? Um hi, I'm Joshua Buckingham. I'm in eighth grade and this is my second year doing Science Olympiad. Um for the first competition, didn't do much with that. A lot of that was Milania Rappa. Um but uh it really shows like how much has to change and how much you have to learn and adapt for it. Um but the second event there, Hovercraft, uh I did a lot with that. And it was a lot of trial and error trying to get it to work. Um but when we got there that day at the competition, unfortunately, it kind of broke. But it didn't do what we wanted it to do, so we had to actually build it right there. That was really a lot of fun. Um but we

ended up being able to get it to work and doing this was able to help us like learn time management skills and being able to adapt to things as they happen. Good job. This is just a couple more pictures of highlights from throughout the day. Uh we want to go to the next one. So last year, I believe we only had one two medals or one medal, one competition. Uh this year we had 11 students 11 tests qualified for a medal. So uh really uh a lot of focus and preparation at practices on Mondays. Then after our practice on Mondays at the middle school, we traveled to the high school to also have practice. So the kids trek down and make sure they're being mentored by our high school team as well. So if you

look at the picture, there's a a lot of you know decorated medals there. Uh way uh way more than last year. So really impressive. Good job. So Penn State Altoona. Kirsten, you ready? That is fine. Huh? That is Yeah, go ahead. You can do it however you like it. I'm Kirsten Deal and this is my funding so for in and this year I participated in Mission Possible, Disease Detectives and Forestry. Uh the program Science Olympiad is so important to us. It gives us a place to share interests in science. Never before did we get a chance to go across state and compete with people all over. But funding for such a trip takes a lot of effort. That's why we would very much appreciate support in our trip to Altoona for states this April. You

good? So leading our way to states, uh in addition to the competitions that we already participated in, they uh really up the guidelines and then they add three additional competitions, some of which are building competitions. Sebastian? Um so >> [clears throat] >> I am Sebastian Dudek. This is my first year in Science Olympiad. I started back in November, September, sometime around that time. >> [laughter] >> Um I'm in seventh grade. This year I participated in two competi- competitions, Potions and Poisons with Illyria and Experimental Design with Milania Rappa and Shanaya Doll. I am also part of the gifted program here at the middle school. And during my normal school day, due to my giftedness, I found myself being bored with normal curriculum. So when I heard of Science Olympiad last year, I decided that this

year I would join it to have a fun challenging experience with my peers. And when I saw I had to spend hours and free time studying and memorizing some of this material, at first, I'll admit I was scared of the commitment. But throughout all of this, I kept coming to practices, I kept being pushed by my teammates and my coaches to do better and to learn more. And from that, I just barely managed to not place, but I was sixth and fifth in the two events that I did. Thank you for your honesty. Uh again, we would just like to uh thank our supporters here. Um Olive Hunt here. Hi, my name's Olive Hunt. I'm an eighth grade and I've um this year I participated in Codebusters, Write It Do It, Machines and Helicopter with

Alyssa. Last year I was an alternate on the Science Olympiad team because I was scared of the commitment. But this year I pushed myself and became a full-time member and it really helped me believe in myself more. I worked very hard on my events, especially Codebusters, which we placed third in. Being trusted to compete made me feel more confident in my academic abilities and showed me what I'm capable of. Our team placed fourth overall at the regional tournament and I was so proud to know that I helped earn us a spot at the state competition in April. I would like to thank the school board for supporting Science Olympiad because it's made such a big difference in my confidence and my future in academics. You can go back to her. You can stay on this

[laughter] one. We'll have Riley. Do you want to introduce yourself and then we'll wrap up with Illyria. >> [laughter] >> And I'm Riley Miller and um I participated in Mission Possible with Kirsten, Water Quality with Alyssa and um Solar System Rocks. >> [laughter] >> Illyria, you're up. Hi, my name's Illyria. I am an eighth grade and I have been doing this since last year when when the program was first introduced. Last year I started as one of my competitions was Optics and this is also when I fell in love with this field of science. And last year me and my partner Bianca Bianca Merlina, who's not here, placed fifth. This year I participated in five events, Anatomy and Physiology, Hovercraft, Machines, Potions and Poisons and Remote Sensing. I have placed in Remote Sensing and got

fifth and sixth in my other events. I had exceeded my expectations and grown so much in science from last year. I had mentioned earlier that I had fallen in love with Optics. Science Olympiad and Optics had really helped turn on my future career and the path that I want to take when I get older. >> [laughter] >> And again, I just want to say thank you for allowing me to really push them in a really positive direction and give them an out, you know, positive outlook for their future as potential scientists, engineers and mathematicians here at Lehigh. So thank you again. >> [laughter] [clears throat] >> Thank you. All right. Uh next up uh we have another presentation/recognition. Uh so as a board, we wanted to make sure that uh Claire Bryner was recognized uh

for his almost 30 years of service to the crossing guard in the district. Uh you may know Mr. Bryner from his stop on Mahoning at night. >> [laughter] >> Many times I I I drove down 9th Street myself and waved to Mr. Bryner um who I I know from a while back and I've been having the opportunity to opportunity to work with him at Bridge Street as well. Um I know that he is just as good at this job and cares just as much about these kids uh as anybody else. Uh and so we felt he should be recognized uh for his dedication to the district and his years of service. Uh so we wanted to present you this uh this certificate certificate of appreciation. And there's a cake over here. So if y'all join

me for a round of applause for him. Any words, Mr. Bryner? What's that? Do you want to say anything? No. It's happy to be here. See you all. I'm going on vacation. >> [laughter] >> Thank you. Thank you very much. Thank you very much. >> [clears throat] >> All right. Uh next up we have public comment only on the board's proposed approval of the agenda as presented or modified. None on the audience. Next we have uh approval of the agenda. Do I hear a motion to approve the agenda as presented or in the alternative? I move. Second? Any questions, comments? Hearing none, all in favor? I. Opposed? The eyes have it. Uh next we have the traditional public comment period on agenda items. Do we have any? There's one on agenda items. Okay. Uh we've

got Wally Longworth. A couple of things. 010 I think some people may be confused that that's been a lot of past practice that we fought against for years and here we are now with a policy that's going to follow the past practice of the last two presidents. So, I just think that needs to be cleared up. Um One of the other things I'd like to mention is in in part of that policy may be covering this stuff, but some board members should not be allowed near our children. Some of you are for nothing but chaos. I received a a message from a non-board member that an appointed board member wants to stir the pot over the hazing from when he was a director during the hazing. >> [snorts] >> So, I think that's just pretty

pathetic. They want to call the the district up once again over a sick act and you sat up there as a director. Uh and keep stirring that up. The kids were victims and I think that that keeping that alive just keeps re-victimizing our kids. Um so, it's a shame that they sit up here on the board and have no interest [clears throat] in our children having a good education. Um I think that's about what I have to say for this moment. Thank you. Thanks, Wally. Thank you. Wally, who who gives you the impression that this 010 is codifying what happened in the past rather than uh what it's actually >> doing? What were you doing for the last four years? Where was your camera for the last four years? Where's your YouTube videos for the

last four years? I don't know. >> times have you How many times have you been contacted about the nonsense that went on with your puppets? And you say, "That's not illegal. That's not illegal." I don't have more to say to you today. Wally, I understand. It's a shame you're a loser who sits on this board in charge of our children. I respect your opinion. >> The question is why do you think Wally, I respect you. I understand. Wally, I think think Why do you think this is I don't want to say. Move on. You don't want to answer why 010 this policy 010 does not codify what has been happening over the last four years. Is that correct? Okay. All right, thank you. You have it. Okay. Correct. I've had phone conversations. You haven't. And

you know I've had these conversations. I've had emails that were never responded to. You didn't. And then we'll go to public comment period. Um All right, next up we have our reports. Uh we have our student board representative with us. Okay, guys. >> [clears throat] >> All right. Uh nice seeing everyone everyone again. Uh We're going to start off with the baseball season opener. Baseball team kicked off their season with their home opener against Covenant on March 19th at 4:15. The boys played a good game and fought hard. They went into extra innings to finish the game, but unfortunately they came up a bit short with a 2-1 loss. They have a lot of younger kids coming up, so they're excited for a great season. Softball Girls Softball also had their first game against Covenant

on the 19th with a good start going into the third inning at Notre Dame Green Pond 4-1. However, the girls softball team did not manage to walk away with the win this time. The next game is against Wilson. Uh we had our Scholastic Scrimmage champions recently. We want to give a special shout-out to our Lehigh Scholastic Scrimmage team for securing their title of being a two-time Carbon County champion. Last Thursday, track and field had their season opener. They started their first meet on the 19th. Both boys and girls competed with a win from the girls and a close loss for the boys. Tennis also had the season opener. The tennis team began its 2026 season with mixed results, currently holding a 1-1 overall record, 1-0 in the Colonial League. As of March 23rd, they managed

to win against Wilson. They fell short against Notre Dame. On March 12th, the Lehigh Area High School's Science Olympiad team achieved a fourth-place finish at the 2026 regional competition, qualifying for the state tournament. The team demonstrated strength in a variety of scientific disciplines following intensive preparation and team-led efforts. Congratulations and good luck in the state competition. On March 18th, the senior and junior class officers started prom ticket sales. Our sales will continue until this Thursday, the 26th. We've done very well with the sales thus far and hope to continue to sell more as the week goes on. Our tickets are being sold for $80 a piece and our theme for this year is called Masked in Moonlight and it's based off of Phantom of the Opera. On March 11th, [clears throat] the high school and

middle school came together to host a spring meet the tribe. Softball, baseball, track, and tennis were all recognized for our town to come together and kick off the spring sports season. Our spring sports official kicked off Monday, March 9th and soon after every spring sport had their first game, meets, and matches. On March 13th, the Lehigh Area High School held their second annual Aevidum talk. There were many Aevidum members from eight different schools around the area. In this talk, members gained more knowledge on the history of Aevidum, connected with each other, and continued to spread Aevidum's powerful message in regards to mental health awareness. On Saturday, March 14th, Lehigh held SAT testing for students planning on attending college. And we would also like to give a congratulations to Cole Deats for winning the three-point shooting

contest at the Lehigh Valley Classic Lehigh Valley Classic and also for being named to WNEP Sports Top 16 high school boys basketball players in 2026. Thank you, guys. Thank you. >> [laughter] >> Uh thank you, guys. Next up we have our superintendent's report. I have a fairly brief report this evening. Um As we say as we move into the final quarter of the year, just about One of the things first and foremost that I want folks to know, parents students know this, but but as far as parents uh student scheduling. Uh we take this very seriously and at this point in time all three of our buildings are currently reviewing student needs and in some cases requests for building of a master schedule. So, this is the starting point because we don't believe that you

can develop a new schedule over a year to year uh without looking at what are the next year's students needs and and and desires on the schedule. So, you kind of have a fresh start every time and uh that is different uh in terms of how you how you then go about the work of building a master schedule for the following year. So, obviously every level has its own challenges and its own complexities in order to do actually are looking at individual all the way down to individual student needs. Uh I sat in the beginning for our administrators are discussing such things. We look at a lot of data points. We look at performance in class. We look at performance on our norm reference testing. We look at historical uh performance through looking at PSSA

projections to make sure that we are building a schedule that meets all of our students needs to the best of our ability in an efficient manner with the staffing personnel that we have in place. Um and so as as we continue that process, it is a lot of work, a lot of time, and a lot of effort, a lot of energy put into to building schedules the right way. So, our administrators are currently in the midst of that at all levels. We were asked for high school athletics participation um for the 2025-2026 school year with spring sports underway. So, what you see is a total of 267 unique students at the high school level who have or are participating in a PIAA sport. We're continuing to work on gathering some data and information around other

extracurriculars, but 267 represents um just under 50%, but not too not too far under 50%. Uh I'll get exact numbers, but you know, I I use that as a gauge of about 600 enrolled students at the high school level just to give you an idea how many unique individuals are participating in at least one sport. That's why the number drops off in terms of spring because if they participate in something in the fall, they're already calculated as a unique individual. Um it's actually a pretty healthy number. I I am interested in in diving deeper. Uh we'll certainly do this at the middle school level as well and then look particularly at what percentage of unique individuals are participating in either or uh a sport, a PIAA sport, or one of our approved clubs and or

extracurricular activities because I think the higher that percentage is, the healthier of a system we we have in terms of students being connected to the community at large. Any questions or comments? We'll provide numbers in next month's report. Uh some of that we'll take a a deeper dive. And the monthly safe to say report. You've got a link this time that you can see. I'm not sure how It's pretty visible. Uh actually a a really low number this month uh in terms of safe-to-say. These are just the tips um that that that get there. So, whether founded or unfounded, you see actually throughout the last month time frame 11 total. Uh none of these are open at this point in time. They are all closed. Unless if they happened literally yesterday or today, they would

have all been all closed whether they were founded or not. Is there anything in this report that anybody would like to we can slow down on here? It is embedded in my superintendent's report, which will be obviously related to the next item as well. Does that make student to student? Uh it depends. It it it really covers a wide breadth of of scenarios. These are the tips, so sometimes these get unfounded after after they're looked into, but it could be so in terms of bullying, cyber bullying, that is usually student to student um but it doesn't doesn't necessarily have to be. Uh there's there's some vagueness obviously in the reporting categories, information that is shared. That's where you kind of pull out the details and really you can really dive down. So, does that cover

teacher to student? >> [clears throat] >> It it could, yeah. Yeah. It could cover literally and sometimes it's even we get we get reports where it has nothing to do with what's going on in school, but what's going on at home. And then we obviously have to do our due diligence to to make sure that we're providing as much safety as possible. So, whether that's contacting outside agencies or up to and even include police. Um that is something that obviously each one of these is unique in They're kind of hard to categorize Right. uh in that manner. >> [clears throat] >> That concludes my report this month unless anybody has any questions or comments. Anything else? Thank you. >> [laughter] >> Uh next we have the business administrator report. >> Yeah. Thank you. [clears throat]

The business office report over the past month continuing to develop budget. Um in particular, uh we will soon receive a renewal for health insurance. So, developing it one of the many numbers that are refined in the budget version to be put forward. Um also we continue to refine the ability to open enrollment in the district. We had an initial um discussion about dates today for open enrollment for all staff which will change benefit elections uh for the for the upcoming year. Any questions All right. Thank you. Next we have LCTI. We will Are we going to do the treasurer's report in uh business manager's report or not? I think that's a little later, right? Yes, that's under uh section two. Okay. Mr. Krass. Yeah, just want to give you an update on our uh cyber

issue. The uh all the critical IT services are back online now and all LCTI sites are operational. Uh the forensic investigation is ongoing to determine the source and the impact on the college and we have uh insurance, so any costs that we've had for outside assistance um were were covered there, but uh as soon as I get any more uh but we're we'll be back uh this next semester full blown. Um I also just just want to make a couple comments on the uh advisory meeting we just had a couple weeks ago. Um I think it's been 3 years that I've been attending these and I have to say that that was the best one that we've had yet. Um we had excellent presentations by the guidance group, LCTI, and the BHA on all programs

that they have going. Uh great dialogue with the stakeholders that were there and uh the amount of data and detail and support that our guidance group has is second to none. It's it's really quite impressive how forward thinking they are. And uh just a comment on our Science Olympiad group. I know from my past our kids were involved with Odyssey of the Mind. These competitions are tremendous. You know, the critical thinking skills that it it promotes, it really reflects well on our students and and our staff, but I I I the biggest thing is the amount of time that's involved with this that they do on their own after school uh whether it's studying or with Odyssey of the Mind they were building sets and coming up with skits and problem solving and all that.

So, uh I I I'm glad to see that those that they're going on and doing other things as well with the Science Olympiad and the other programs that they have to keep that going with the in the school year. Thank you. Thank you. Next we have the CLIU, Jerry. I'm going to be going over the late sending of the uh information. I just sent it to your email today. Do you have any questions? I I do not. Okay. Cuz there's two videos that were shared with us at this month's meeting that basically in summary what was going on. Uh one of the videos was 50 years by IDEA, which um Does that make sense? >> [clears throat] >> So, IDEA is early intervention community partnership program which serves uh I don't know what you call

it. That's How do you say it? Early intervention was one of the videos. The early intervention community partnership program serves children ages 3 to 5 across Lehigh and Carbon counties by providing individualized IEP services that support critical early development and smooth transitions in school and education. It was a very nice video and you can actually find it on their website. And then there was a 50 years by IDEA, which Should I 50 years of IDEA video created by CLIU and featured at PDE's conference closing piece. Highlights the evolution from limited access for students with disabilities to today's inclusive student-centered approach works on equity and individualized support. Very good video if you get a chance to see it. And then uh the 33rd annual Carbon Lehigh Children's Golf Tournament will be held Tuesday, June 16th, 2026

at the Old Homestead Golf Course in Schnecksville. Please visit www.clsncf.org for all sign up, sponsorship opportunities, and tournament updates. Thanks, Jerry. I loved those videos. They knocked that out of the Yeah, these two were really good. Jerry, I think we can we can let those be shared with the board. Okay, great. I put them on the board docs. Yeah, the IDEA, that was back during Gerald Ford's administration. That's old. It's it's amazing how far it's come since the 70s. Thank you. Uh next we have CCTI. I have nothing to report this month. All right. Short, sweet, to the point. Uh library, please. Nothing to report. All right. Same point. Um and that concludes our reports for this evening. Uh next up we have the minutes. Do I hear a motion to approve the minutes of

the February 23rd board meeting uh as well as the March 9th special board meeting and workshop meetings? So moved. Second. Questions or comments? I have one. Go ahead. In the board meeting minutes on page uh 10 Okay. >> [clears throat] >> February 23rd it mentions that Mr. Bradley himself argued against the immediate approval of the BSI agreement. Uh whereas I discussed it, I don't know if I argued against it. But we did ask to remove it from the system. And I had a had a motion for it. But I'm thinking a little offense to the when a director speaks to the board, we are discussing things. We're not arguing things. We're just adding information to the committee as a whole, the group as a whole. And that was repeated several times in the uh minutes.

You don't want to be known as argumentative. I definitely be factual and share a lot of data with the board as a whole. Do you really find that? Do you want to propose alternative wording? >> Not at all. Just make a comment. Okay. All right. All in favor? Aye. Aye. Opposed? The ayes have it. Next we have our consent agenda. Uh do I hear a motion to approve consent agenda items 2.2 through 2.7? So moved. Second. Questions or comments? Hearing none, all in favor? I. Opposed? I'll vote no. I'll vote no. I'm sorry. I'm contracts. Sorry. No, I'm sorry. Ms. Heather Nace? Yes. Mr. Timothy Peck? Yes. Mr. Yiers? Yes. Mr. David Madden? Yes. Ms. Lori Prye? Yes. Mr. Jeremy Glauser? Yes. Ms. Leah Hartley? Yes. Mr. William McHale? Yes. Mr. Allison? Yes. Nine yeses.

You got too excited with becoming more efficient >> [laughter] >> All right. Next up, item 2.8, we have some donations and local grants. Do I have a motion to accept the following donations? An anonymous donation in the amount of $6,800 to use towards the cost of protective fencing for the high school orchard. Additionally, a $500 donation from the Orioles to support the class of 2026 all night party. And lastly, multiple ice packs from Giant to be used for the after school food programs. So moved. Second. Um questions or comments? Thank you very much. Uh greatly appreciate it on all fronts. Absolutely. All in favor? I. Opposed? >> [laughter] >> The eyes have it. Next, do I hear a motion to make the following transfer from the general fund to the food service fund as per

the reimbursement from the Commonwealth for the month of February 2026. So moved. Second. Questions or comments? Hearing none, all in favor? I. Opposed? [clears throat] The eyes have it. Next, we have McNees Wallace & Nurick LLC. Do I hear a motion to acknowledge that the education department of Fox Rothschild LLP are appointed solicitor and will be coming education group with McNees Wallace & Nurick LLC effective April 1st of this year. No changes are being While no changes are being made to the terms of the representation, current rate structure, or personnel. Additionally, the superintendent and or business manager will be authorized to sign documents necessary to recognize this change. So moved. Second. Any questions or comments? Can we get some back story on this? Fox Rothschild was purchased Uh not Fox Rothschild at at large, the

education department, the education wing wholesale moving over to McNees [clears throat] Okay. Wallace & Nurick. Okay, understood. >> There's really When when it's not no legitimate change in service, there isn't Well, we work with the same executive people. They will have a different email address and they work for Yes, you you you accurately summarized that. Thank you. It's going to be a hard habit to break since I started Sorry, I should I tried I should have deferred to you but I apologize. No, no, I appreciate you I appreciate you stepping in. Thank you. Any other questions, comments? All right, hearing none, all in favor? I. Opposed? This is not a vote. Okay. The eyes have it. All right, next up, we have CSIU service rates. Do I hear a motion to approve the renewal of

the CSI financial information system for the '26-'27 school year as currently attached including the County Human Resources payroll and SCU. So moved. Second. Questions or comments? Well, obviously it's working for everybody so it's a great program. Is that a homegrown program? And they claim Homegrown by CSIU. CSIU developed it, yeah. Hearing no additional comments, all in favor? I. Opposed? Um can I go home voting to yes? Sure. Mr. Timothy Peck? Yes. Mr. Yiers? Yes. Mr. David Madden? Yes. Ms. Lori Prye? Yes. Mr. Jeremy Glauser? Yes. Ms. Leah Hartley? Yes. Mr. William McHale? Yes. Ms. Heather Nace? Yes. And Mr. Allison? Yes. Nine yeses. Thank you. All right, next up, we have item 2.12, Science Olympiad funding. Do I hear a motion to approve funding for the Tyrone Area Middle School and High School Science Olympiad

according to district policy 240.1 to allow for the Science Olympiad state tournament on April 25th, 2026 at Penn State Altoona. So moved. Second. Any questions or comments? Um I have one question and when I get back to you here, is there an approximate cost or It is under $4,500. >> for sure or Um because we would have to do we would have to say we would have to know that it's a problem. I will tell you I also believe that both were accounted for. I know for a fact the high school Science Olympiad was accounted for in the budget so that's planned so it's not going beyond. I believe the middle school is in the same situation. The money is set money taken from the budget. So it's an anticipated cost. Excellent. All right, that's

all right. Um hearing no other questions or comments, all in favor? I. Opposed? The eyes have it. All right, next we have our activities funds. Do I hear a motion to approve the Tyrone Area High School and the Tyrone Area Middle School activity funds for February 2026? So moved. Second. Questions or comments? Hearing none, all in favor? I. Opposed? The eyes have it. Next, per capita {slash} occupational tax exemptions. Do I hear a motion to approve the exemptions from per capita and or occupational tax for March 2026? So moved. Second. Questions or comments? I have one. What's the total amount that we receive from all of our per capita and or occupational tax for the district? And and you? Off the top of my head, I don't have that number. You want to get it?

I'd appreciate that. Thank you. All right, thank you. Any other questions or comments? Hearing nothing else, all in favor? I. Opposed? The eyes have it. Next, I said we were all done with the reports. I was not accurate. We have two 15 reports. Do I have a motion to approve the following reports for February 2026? They are the condensed board summary, the expenditure report, the revenue report, the treasurer's report, and the fund summary. So moved. Second. Any Any questions on these? Yeah, I have a couple of comments on this too. Um under the treasurer's report side, I'm a little puzzled. Um we had a voided check from BSS BSN Sports. Do you know why that was? I don't. I believe it was a re-issue issue for an adjusted amount. So the old check got voided

this month and then we re-issued a new one. Okay, that makes more sense now. I appreciate that. Um under the treasurer's report, we didn't talk about the uh ESSER money because we don't have it. Right? It's not coming in this year. And we know what the ESSER money was used for in years past and therefore without the funding, are we reviewing that on the budget side of what we no longer have money to to support so therefore we should remove from our expenditure report. If we don't have that money coming in, we shouldn't be spending it. Do we have that information? I know we got some equipment and I think which we can't just you're not going to buy it again next time. You know, you're not getting it in the future. But is there

any other staff, any other long-term commitments that we made with this ESSER money that since we don't have it, we should probably reduce that side or restrict that What for this year's budget because ESSER ended a lot of those pivots were made when we went through the budgeting process. And there is a number of items that I think there were Chromebooks, student devices that were purchased that are now on a replacement cycle. They don't get I see you shaking your head. I don't She might be able to speak to that but like instead of buying them in one swoop, they're getting refurbished every year and then replaced. So like that's how So that was ESSER money that was bought in the Chromebooks and now we got to absorb it inside of our budget. But on

a much smaller scale is what Mr. Lexa is saying. As he said, they were all bought to essentially provide to all of the students in the district all at once where now we're doing like one maybe two grade levels at a time. Okay. And then how about the staff? What what do we Which staff did we acquire through ESSER money? >> [clears throat] >> I don't know. Do you know anyone who had I don't know how many of new positions in in We can pull that ESSER audit. The ESSER which which we can certainly do. Like we back in the day, I think it was like guidance counselors and police. Yeah. Like in the beginning. So did we add those as new because counselors Counselors were always had. Counselors were new. number, I think. And

it was also trying to improve learning loss. >> What I What I will say is there was a percentage that got dedicated to like learning There there had to be certain things that were after school activities. There was like a formula for them. I think that was around 3% if I'm thinking off the top of my head. I could be wrong on that. So, what a lot of districts did, honestly, because you could do this, because you were encouraged not to create new positions. Correct. You you gave them the money. Basically. And or Um for for the learning loss. Yes. Summer camps, so on and so forth, after school enrichment activities. >> Correct. But then, you could use a bulk of the money actually to essentially, what it was, was to offset costs. So, the

costs were rising and you could you could use that to basically backfill your your revenues. So, what it was, was a way to try to prevent taxes from going up. I don't know if they're >> staff, even without >> Without without reduction of staff, if Without saying you don't have that funds, we should actually review whether or not those funds are still needed, whether or not we still need Well, the funds are always still needed. Yes. We understand that. The fact that they are not showing up on our doorstep for the Easter Bunny. Correct. And unless the Easter Bunny shows up, >> [clears throat] >> you can't believe So, what I would do is, once I would want to look at what the staffing number was pre-ESSER funds versus what the total staffing number is

post-ESSER funds. Yep. And if it is not the same, were there numbers added or were there positions actually reduced over that time period? Because both could be the same. We have costs go up every year for personnel. So, you could literally have spent the amount of ESSER money just stop gapping from a loss of revenue or a reduction of revenues that you may receive. I don't know the answer to that here. I don't know. I pulled up some of the staffing. So, if we could get that officially from you guys, that'd be great. And uh I think that'd be a valuable uh bit of information in the budget season that we understand what the this money came in, how did we use it? Since it's no longer coming in, what should we reduce? If if

uh if available. Unless of course I'm a good Easter Bunny man. Hopefully Easter Bunny shows up. Um okay. So, then, what is the other thing we need to do something for our children. I mean, we have so much money, isn't it isn't it a point that they proudly they want to give millions of dollars back to the community $47 at a time? We do. Yeah. We want to give back as much as possible. Yeah, $47 at a time. Keep it good. But everybody got vacation last summer with that. But definitely not everywhere we've been. Um the next one is, are you familiar with this company called Berkshire Systems Group? Are are you Do you remember signing a check for them? Yes. And what was it for? Anybody I just remember signing the check. That was

months ago when we did I don't We did it when we did that training. I remember doing it, but I don't remember what. It was in It was in January. It just came into our our uh agenda and minutes today. Does anybody understand what that one's for? It's either for the fire alarm That was for the Okay. Does it really need to say it on the paperwork that we signed? They run the tests. Well, I looked them up. I looked up the company that's in Reading and that looks like it's an educational program for like uh person with an IEP or something. That's why it kind of raised as a red flag to me that I thought it was for something. It's about $40,000. Does anybody know what that one would have been for? We

got a copy of it somewhere. May I ask you, Mr. Bradley, is it Berkshire? B E R K S H I R E? >> Correct. Yeah, it's not Berkshire. Yeah, not not Berkheimer. Right. >> Berkshire. I know that we've done some technology work with them recently. Like all of our new um intercom systems in the buildings are through them. It's the fire system. It's fire So, it could be part of that or, as they said, it could be part of the fire system. If we could look that up and find out, you know, what we what we're buying for that. Um I think it was the intercoms. It was what? The intercoms. The fire. That That's sticking in my head. Okay. Did As the treasurer, do you verify that the board provided you authority to

make these payments and disburse these payments on our behalf? Did it come to the board? That's what I'm wondering. So, you're as treasurer, your your responsibility is to disburse if it just got spent without any board approval? Oh, no. It was put in our our uh intercoms. Berkshire District. Yeah. So, how do we authorize spending $40,000 in the first place? >> [clears throat] >> Well, it was on the agenda. If it was the intercom, they were approved. I don't remember exactly somewhere in the course of the last year. Yes. Yes. What was it in January? Yes. So, it Yeah, it was a January check. Yeah. I agree. So, And I'm sure I think it was after the approval. Yes. Okay. Yeah, they they approval would have been probably months prior to that. This has been

a long process that we've been going through. So, it could have even been prior to this board being seated. Sure. I just want to verify, I mean, we got $39,000 coming out of the account. It did. Exactly. It was July of 2025. Berkshire Group motion to opt for option one, option four, and option five with Berkshire Systems Group LLC for the installation of Telcom [clears throat] E-Series intercommunication system in the Lehigh Area High School, Lehigh Area Middle School and Elementary Center. So, it's a unified Yeah, how did you find that? I just typed Berkshire in um went to agenda. Actually, I went to meetings. Sorry. Went to meetings and typed in Berkshire. I pulled up the minutes. All right. I don't know if it's on the agenda. It is as an agenda item. So, >>

[clears throat] >> So, good. So, we have approval that someone did this in July. Why did it come out of the capital fund? That capital reserve fund is only for certain items. Is that one of them? And how did that come out of capital? It can come out of capital. It just I don't Matt, it can? It can. Yeah. And And how many Why was it in the motion that it was going to come out of the capital fund? Probably not. And my Okay. Just close the We presented them with the list of capital projects to the board. Matt, I have the time right in front of me. That was then authorized. Yeah, I'm just trying to verify a you know, and and I agree, new to the board. Past this June, you should be

able to find what you found. That's awesome. >> Yeah, I can't really find it. I asked I asked Barb. I asked a whole bunch of people. Who is this? And all we could find was it's in Reading. That uh there is a Berkshire Systems and it's more geared towards education. Should I come over your time to help you search for it again? Yeah, it does not specify where it came out of. Right. But it it looks like I I mean, according to our bank statement, I found it coming out of our capital reserve capital fund, which I think that takes another board approval to spend money out of our capital fund. We did approve it. Yeah, but they approved the spending it. I'm wondering why they spent it out of this fund rather than our

general fund. Because to send it out of this fund requires different rules. And we want to protect ourselves with the treasurer and our business manager to make sure that the board doesn't make such a mistake. Checks and balances. We're okay. So, we presented the intercom replacements at the June 23rd board meeting, where the board had a motion and a second to approve the transfer and attached to it that I just looked at now is a list of projects to be completed, of which intercom replacements was one of them. So, how did it come out of the capital fund? Because That was the motion. That was the motion that was That was the motion that was Yeah. Okay. I'll pull it up. And it says that's in the June 23rd capital projects. June 23rd, 2025. There

was a motion to move the money and it was attached to that. It's right there. You can see the anticipated projects. Perfect. Thank you. I'm glad we're verifying it. How uh Okay. Thank you. All right. Nothing else to say. Whose signature is the first one? That's mine. I know you got to zoom in on that. But if it gets pixelated, cuz even on the computer, it's so tiny. On On the bank statement we got. I want to pass that around to see if you can figure out who that is. He's owning it. He's owning it. Oh, that's your signature. He's owning it. Okay, that makes more sense then. Thank you. My souvenir. Okay. >> [laughter] >> You sure that's your signature? I'm positive that's my signature. But the first one above Lori's signature is you.

It's a capital A. Okay. He's not being argumentative. You are awesome, man. He's not being argumentative. I'm not. I'm just verifying. I think it's awesome. Any questions or comments? To clarify this isn't someone leaving the district correct she's just stepping down from that role. Correct that is correct. Any other questions or comments? I have one can we get an exit interview for since she's still working here to find out what we want to do? She's transferred building. I know but can we get information about what

she thought about the job she had and any improvements things like that that's normally from an exit interview so we can make improvements to the next person coming through and take the advantage of having all that experience and information. For the ask for that if you don't mind sharing. Yep I can Awesome that'd be great. Any other questions comments? Hearing none all in favor? I. Opposed? The eyes have it. Next we have consent agenda do I hear a motion to approve consent agenda consent agenda items 4.2 through 4.6. So moved. [laughter] Seconded. Questions or comments? Hearing none all in favor? All right next to the miscellaneous is a nominee for the CLIU board of directors. So a nominee is needed to be placed on the 2026 ballot for the CLIU board of directors somebody for a three year term beginning on July 1st 2026 through June 30th 2029. Jeremy is currently serving in this role his term is set to expire the end of June of this year. Um I was going to

make a motion to nominate Jeremy as a candidate to be placed on the ballot. Do I have a second for that? They are so happy. Any questions or comments? Hearing none all in favor? I opposed? The eyes have it thank you Jeremy. Before you went ahead did you do 4.3? That's part of the consent. Part of the consent? Okay. >> [laughter] >> Next we have >> [clears throat] >> some old business that is item 6.1 PSBA training. So Janine actually dug into this a little bit and so it sounds like Joy and we had talked about potentially doing a single session new director training where Joy as a returning director would take part of that. So Janine had reached out to PSBA and it sounds like she would receive credit for that. So we would

have to either hold separate sessions hold one hold none. Well thank you for looking into that. So my concern That's really odd. I know my concern was I didn't want to see you here for five hours and then not get anything correct. So when when I asked they had asked they had mentioned that they do a separate advanced training for returning members the content is a little different. So >> Understood. So I said you know we can run like two parallel if you want me going but you'll be off to the and you and I think that like So it would have been interesting for me to hear that. >> [laughter] >> We don't want to be But that's not really the experience. It's about a TV experience. I know. That's really all the credit

you can have. Yeah, I don't want to bust anybody for the wrong thing. >> [laughter] >> I don't want to see you doing all the work and you're not getting It's a little waste of my time. Yes, that's right. Well, not wasting my time, but I would have had more work to That's totally Right, [laughter] with less credit for it. Um So I I I'm not sure. I mean I So in light of this news, I actually ended up doing my training yesterday. Um so I feel pretty fresh. It's like years like they didn't have anything on Robert's Rules of Order so Were you probably um indoctrinated by the I do feel indoctrinated. If you'd like, there's a great 3-hour Robert's Rules of Order program that I just went through. It's I'll get you a

link to it. I did I did I went over it for Christmas. I went over it for the I did I got the new book. And same with the uh board finances. Which was very nice. All right. Um so with that uh we have no new business. Um David had brought a uh director's concern uh for a motion he had made. Um it may appear as though but I wanted to give you an opportunity to motion to change it to board and staff negotiations. Oh. You're still interested in making that Yeah. So what I'm looking for is um Well, your call. Okay. This is under old business or new business? This is Well, it's a director's concern. Okay. But you had made a motion sort of via email, but I wanted to give you an

opportunity to make Um yeah. Do we know what that motion was? I can find it. Yeah. I believe you wanted to be added to the negotiations >> Oh, okay. if I remember correctly. I make a motion that I be added to the negotiations committee. Second. Questions or comments? I'm going huge process [clears throat] and I had learned that a certain number of things that are happening even though it was silent during the meeting, I was able to use the information while attending the meetings to provide to our committee members um information that'll help us as a group negotiate the contract with our union representatives. So, this week you mentioned that you received information from the solicitor that a new case came out from St. Clair versus somebody. Do you know who it was from? I

don't know who it was from. Hopefully it was the attorney. But anyway, so they mentioned that you got to be careful not to have a quorum at those negotiation meetings. So if I get added to the negotiations committee, where and you're going to then exclude all other members of the board from attending to make sure you don't have a quorum to this executive session related to negotiations, then um uh I do not want to be excluded from that process. So that was the purpose of the um request to be added to the committee. So, David, you eagerly wanted to be on the committee and folks thought the committee should be only three people. And then at that time the board had kind of agreed that other board members could attend as observers. But if we're

going to change our rule now, I think it makes sense to allow David to be on the negotiations committee. Yeah, and and we all also received an email saying that effective immediately, no one can attend for fear that this new lawsuit that uh was settled with St. Clair that anything that happens in an executive session with a quorum, especially negotiations, could trigger a relationship between the union that becomes mandated because you have a uh uh quorum. And I was trying to get a copy of that court case so we could read it and find out what the real fear and and recognition is. But Yeah. We can't find these guys. So but when you made So when you personally made an email saying, "Holy smokes, we're in fear of this because the solicitor mentioned it,

we should stop this like now. Hurry up." I'm taking contention to that that with all due respect, I mean you you don't have that power. Yeah, the board has to do something like that. So we wanted to hear it in the board so the board can have that discussion and decide. It would worry me that if more people happened to show up or more board members happened to show up that the person who creates the quorum just is isn't permitted anymore? But realistically, if it's a I mean it seemed impractical, which is why I drew the conclusion that I did. Let me let me back up. We can find We can find out since then. So I want to also address a couple emails that you that you should send me sort of questioning how

this conversation came up with Jeff, right? Um In my experience, in my in my time in this position, in my lifetime, I've had communication with Jeff twice. Um so I had an introductory phone call with him 3 to 4 months ago and I had a phone call with him last Tuesday. Um so I said I have there's no written communication that you're asking for that writing. I don't have anything in writing from I mean you mentioned that you he said it in caps. He verbally said, and I emphasize this, Oh, but he used all caps, right? Right. So I see how that could be misconstrued and I With all due respect, it's confusing. Um but during that phone call, so the original intent of that discussion was it had been brought to my attention that

there was communication um from a silent director during the negotiations committee. Absolutely not. So where did you get our our accusation? Several people who And you believe several people who And so But who who made an accusation? Jeremy was in those meetings. I I missed a couple, but the only time that you did speak is when I asked when company others were out of the room. >> Yeah, when they left, it was done. Yeah, just the last meeting where you were Okay, we're out of Yeah. It was after all this then. What's that? It after the No, no, no, during the meeting when we were sitting in there, you What what did I say? What did I talk about? You're the one that they're saying I did something. I don't remember what you said, but

you you How do you know that? Do you remember me? I know you were talking, but I don't remember exactly what I don't remember what you Can we Can we chastise Dave? Sure, regardless. So Can we ask I was in the meeting. We had Do we believe that Can we let Alex finish his thoughts so we can all hear one person and then if if you have questions, then interrupt it then at the end, but let's leave Alex finish his thoughts first. Thank you cuz I lost my train of Um so because it was conjecture, my intention was to send an email to the board saying, "Listen, I had heard that this happened. Uh I I'm issuing a warning that if I'm told it happens again, I am going to bring it to the board

to make the decision to stop additional directors from coming. And it was at that time where Jeff had first of all started asking me questions about the setup because he wasn't present for um we were listening to either the December meeting or the January meeting. It was December meeting. It started happening in January. He wasn't present for when we had established those ground rules. So what he had told me was again, he had given me the advice, "Even silent members uh if a quorum is present can lead the district and do a binding agreement." Right. Um I'm trying to think of the second piece of advice. Of course now it's escaping me. Um well, it was in relation to St. Clair. The other The other piece of advice was, "I do as president have the

authority to make this decision and that I didn't even have to bring that to the board." Do you know what that decision was? The decision to limit director attendance at a committee session. Under what lawful authority would you that This was the advice I was given from Mr. Mason. Did you ask him under what lawful authority you have that power? I did not ask additional questions. I think we can ask Yeah. Yeah, we can ask. So that was my original intention, but I would and raised concern of this potentially implicating implicating the district in a contract, I had made a decision, "All right, we're going to just stop altogether." Um Because you're under the impression you had that power. That's correct. I was advised I had power to make that decision. Um In terms of

comment my my personal feelings on adding you now, I I I again I I feel it's pretty much the same opinion I had in December when we had the conversation. Uh three versus three at this point late in the game, we're adding somebody then they have to add somebody, it doesn't make a lot of sense. Um Use baseball analogy. If your pitcher is pitching great through seven innings, you're not going to pull him. Uh you're going to ride it out. I'm just I'm I'm content I told our negotiations team is is working great and doing a good job. I have I Despite your experience, I I don't have any motivation to to change things up. Yeah, but that's not the same three versus three. Are you looking at this as an adversarial position that you

have to No, in discussions, it's even numbers. There's Well, four, I guess. Four, right, Jason? Yes. There's four of them. If you limit all of the committee to three, then can we not just castigate Dave for speaking out of turn and then say that meeting or board members can listen in? But the legal risk remains. Well, you guys can see with your eyes if a quorum forms and you can ask board members to leave and we are all aware of the danger. So, And there's the same three or four that's not a quorum right now cuz there's only four of us. So, if somebody does walk in after Dave, that person got to go. Correct. And now if Dave leaves, there's still a quorum. But then that's where some there's some practicality about that because

So, how do I decide that? So, first director who shows up gets to stay? Just that one. Or do we have a rotation? As the committee. We're all supposed to I'm the only one who showed up. I'm going to go around the table. Vote on our fines. Can we just do a roll call vote? That would probably be more We should probably have the thoughts first because I'd like to understand why you don't want to have experienced We've been through this. Let's do a poll. Don't forget to Can I vote? I don't Yeah. But don't But don't you want to I'd like to hear what your thoughts are, Tim. Don't you want to have an experienced people Yeah, I'll tell you that. I'll tell you that right now. Yeah, it's a shame. It's kind of

looks like All right, Beth. Beth, are you voting? I'm here. Uh Jason. Here. Uh I just I I want to clarify the question here because I think it's kind of at the crux of whatever comes next. Does the board president has the actual authority to limit the number of committee members? Yes. Does he have the authority to limit other board members from attending a committee meeting? He does to the extent it could bind the board to some type of action even outside of a public vote. And that's the concern with the Upper St. Clair case that if there is a quorum of board members who are participating in negotiations, there could be a perception that they there is assent from the board members there, which then could bind the board during negotiations even outside of

a public vote. What school code gives him that authority? There's nothing that prevents him from doing so under the school code. Well, government can only do what governments are authorized to do. So, is this by consent then that other people are just applying by that recommendation that the president is making? Or is he legally obligated to prevent I mean, I don't I don't understand your logic there if you're saying there's no school code that gives him that authority and then every where in the school code it says no individual board has any authority other than what's given to them in the school code, how does he adopt this authority? But the board president may select a committee in order to participate in bargaining. And that is what is going on here. Currently, can he also

authorize four to be on the committee if he so chose? He could, but he does not need to. He has that authority. [clears throat] And then the next question is, if you have a committee, what stops a board member from attending a committee of the board? There's executive session or a regular committee member. Is there any I think the real issue here is that each individual director is tasked with serving the board and fulfilling its its fiduciary obligations to the board. And the problem is that if you have a board who is going against a board member who is going against the board president's direction, that could open the school district up to some type of liability. That would be a problem where you have that individual director operating in contravention of their fiduciary responsibilities

to the school district. Does an individual director have a fiduciary responsibility to be fully informed to ensure that they do know what is going on? They do and I would agree that that is true. However, you sit as a board here and you vest your board president with some duties here to to inform the rest of the board members what is going on. We have So, first of all, the Upper St. Clair meeting and I appreciate your candor here, Beth. What is the case for Upper St. Clair that you're just that you're using as a I I can send it to you. I don't have the citation right off the the the tip of my fingertips here, but it essentially created a circumstance in which the school board was bound even outside of a public

vote because there was a quorum of individuals present. I agree with that. If there's a quorum at a meeting and if it's a meeting, they can make decisions and it should be advertised properly. I'm sure there were some Sunshine Act problems there, but we'll I would like to read it and find out. We couldn't get the citing when we asked and I appreciate that you're sending it to us. That would be fantastic. It sounds like recommendation, not an order, and the recommendation is lobbying the district to either have four members on the committee, but restrict to make sure five don't show up. Yeah. She has the authority to and did not say that you stayed there. She don't have the power. You said I want to be clear here. There's no restriction to three people.

There's no restriction to four people. That is within the judgment of the board president to decide. And then secondly, for the board president to exclude members from attending those meetings, we need board approval in a policy or or an edict that the entire board is going to say, "No one else can show up other than these three." All right? >> I don't believe I don't believe that is necessary. No. How would you prevent the board member from attending? Under what lawful authority are you going to restrict a board member from attending? Look, the long and the short of it here is that you elected a board president. You've given the board president discretion to make decisions about this and as directors, you know, the the the the right thing to do is to honor that

discretion in the your elected board president here. Now, whether they that there there is no need for a formal motion to exclude members from board meetings. I'll be frank with you. I have never had a school district taken issue with this when there is bargaining uh and decisions are made where there's a subcommittee of the board of school directors who participates in bargaining. If I choose to exercise my rights under Smith v. Richmond to attend, I think the board does have to make a policy. And then the question becomes to you as advice, if we make that said policy and I go in front of the judge in Carbon County, will it hold up? The the board is is able to make that policy to say that the certain number of individuals participates in bargaining

sessions. And excluding all others. Yes, the district could make that policy indicating that a certain number of directors participates in bargaining. I I highly suggest we make that policy. If you want to write it, that's fantastic or um if we're going to use executive directive from Alec, he can write it and then uh the board can vote on that. Uh I'd like to give Denise an opportunity >> I I just had a simple a a basic question, but because I've not been involved in the negotiations or anything, so bear with me, but when you're negotiating, it's still my understanding and I think we talked about this last December, but I just It was a couple months ago. Is we still have to vote on it. So, even if the negotiations committee bargains, say, everybody gets

an apple for Christmas, and we don't vote to agree with the negotiations committee's First reading recommendation, it's going to go back. Correct? Am Am I I know I'm making this very simplistic, but I I don't know how else to make it. Um but so, I guess to me, if you're ultimately going to have the ability to vote, whether you're at the bargaining negotiations committee or it comes to the board, you're still going to have the opportunity to have an have voice. So, I I guess I'm I'm hearing you saying you're not going to have a voice, but you do ultimately because it's going to come in front of the board. And if you don't agree with the negotiations committee at that point, your voice would be heard. And if the majority would agree with you,

it would then go back to the negotiations I I will even piggyback off of that. I think that that's an excellent point. There is also the ability under the Sunshine Act, one of the exceptions for executive session discussions is to discuss labor negotiations. So, to the extent that any further decisions would even need to be to to be made or solicit input from the other board directors during negotiations, those conversations could happen in executive session as well. We quite frankly to me it looks like David may have been annoying some people during the last committee meeting and now this this court case is being weaponized specifically personally to exclude you. I mean, that's what this looks like to me. I would agree. And I think to Heather I'm sorry Denise's point and to yours Beth

that ultimately the board does have authority to vote on actions before they become codified and and officiated by the board and authorized. During the process of negotiation, certain things need to occur for the benefit of the community with experienced individuals and whereas I'm taking the statement that any conversation that would have been occurred during this meeting directly pertaining to a individual that got a new puppy and we're having that discussion which was wonderful. There was no conversation during the committee meeting and the negotiations by me as director, I was very good about that and secondly, the negotiations committee forgot to keep asking for the basic statement which during the committee you get to witness and watch and then after the committee meeting you get to go to Jeremy and Lori and uh um Heather Heather

that you get to say, "Hey, during the meeting I didn't say any of these things but now after the meeting I got to witness what was happening. One of the key words in negotiations that we should be using on behalf of the community is in exchange for what? So, when they were asking for things our team should be saying in exchange for what? At which point each time the negotiation becomes a mutual because it's not adversarial, it's mutual. We have a mutual obligation to keep our union people happy, keep them safe, keep our students safe. And it should be classroom centric. What do you guys need? What's going on in the classrooms? How how can we help with this? Because if they're the ones that are our front-line workers, they should be understanding what we

as a board need. None of this was discussed. It was it was all about hours and money, can I get off work, and can I take different personal days. So, when you're missing those ideas inside of that meeting we are preventing our board prior to the recommendation to have accurate notes. Unless they're going to record these meetings, accurate notes for the board to review prior to the recommendation. And that's the process. That's why you have multiple meetings. Excuse me, can I just ask attorney he's bringing up details now of exchanging items. Isn't that private for negotiations? Yeah, I mean we're getting close to the line here. I I want to be very cautious about this because all of the the negotiations are supposed to be held in the strictest confidence and that is something that

is explained at the outset of negotiations. All right. Do we have any public Do we have any public comment on this motion? Can you reread the motion, please? Keep him as far away from our employees who teach our students as you possibly can. He has a history. Keep laughing. You're the loser in this deal and our kids lose on top of you sitting up there as a loser. He's been censured in the past for harassment of an employee and was found guilty of it and was censured for it. He already attended negotiations and he just said he cannot control himself. And if you've watched his actions, go on his YouTube that he's so proud of, he cannot control himself. Where's your Where's your child? Why isn't your child in this district? Yeah, you don't have

a child in this district. You come here to create chaos and cause people money. Like like the legal fees that are now tripling what quadrupled they were because now appointed Dave Bradley's back here and we're sending lots of money to Philadelphia. You should be proud of that. I mean, I know you filed 27 lawsuits up in the courthouse. Maybe you should just become a lawyer and you could represent our district cuz you know it all. You and Pierre should be ashamed of yourselves to show your face out in public. >> I'm very proud of every one of my actions while I'm here. I just wondered since this is under director's concern if there's a motion, don't you need to amend the agenda to have a new motion for the meeting? True. Yeah. Correct. Okay. So,

the motion first would be to amend the agenda. So, we would start there. Correct. Okay. So moved. As a member of the bargaining unit, I would hate to have our conversations misrepresented like you uh just did it several minutes ago um and I don't feel this is an appropriate place to discuss open negotiations uh from the union perspective and I can say from being in the union and being in the uh sessions that ultimately during the previous session of the latest session it was a comment and a question during those closed meetings that you made. Thank you for those comments. Um so the motion is to amend the agenda to include this motion. Second. Second to agenda or amend the agenda. >> [laughter] >> Do we have a second? I'll second. Okay. Should we roll

call? And this is to amend the agenda. >> This is to amend the agenda. Correct. Adam Wolf. Mr. David Bradley. Yes. Ms. Lori Fraley. Yes. Mr. Jeremy Glick. Yes. Ms. Denise Hartley. Yes. Mr. William Howard. Yes. Ms. Heather Noll. Yes. Mr. Timothy Taft. Yes. Ms. Joy Sears. Yes. Mr. Alex Weingarten. Yes. Is that public comment again on this? Is there any additional public comment on this agenda item? Can I ask one other question? Sure. >> Okay. So, this this is probably going to this is another question but so negotiations happened, the three and three happened. Let's say as a director I have a a question about what's going on in negotiations. I could ask Jeremy or I could ask Heather or I could ask Lori. Am I Am I correct on that but I Beth

without breaching any rules, right? So, if I wanted to if if we're getting apples for Christmas, I could ask We can have we can actually have executive sessions to get those >> Yes. That that's the purp Right, that's the purpose of that ex that that exception to the Sunshine Act allows those types of questions to be asked in executive session and it would not breach the confidentiality of the bargaining sessions. So, then if a board member wanted to give tips and possibly suggestions that would be the uh forum for them to do it. Absolutely. Thank you and I say if there's more interested in doing so, we should do so. So, let's let's amend this motion just as written to make sure it's clarified right. Make sure we address the three issues that we're looking

at. So, the first one is I the motion is to add me to the committee. And in lieu of that, you're excluding any other board members from the committee. >> No, that's not the motion we agreed upon. We had your motion that everyone I believe agreed on. I voted yes to was a motion to add you to the committee. That's it. Period. Yeah. So, since that motion was made, do we have to make it again or can we just clear the roll call? Let's do the roll call. And this is for This is for the motion. This is to add Yeah. David Bradley to the committee, please. Yes. The motion is to To add David Bradley. Yeah, David Bradley to the motion to amend the Yeah. For the benefit of the community. I just wanted

to make sure I was Ms. Lori Fraley. No. Mr. Jeremy Glick. Yes. Ms. Denise Hartley. No. Mr. William Howard. No. Ms. Heather Noll. No. Mr. Timothy Taft. No. Ms. Joy Sears. Yes. Mr. David Bradley. Yes. Mr. Alex Weingarten. No. Was this not the motion? Three yeses. I'm going to make a motion for the agenda but I'd like to make a motion to exclude Dave Bradley from attending personnel committee meetings while negotiating the union contract. I actually think that's illegal. To exclude him? I I do believe that's not That's not my understandings of what has to be discussed. Beth, is that legal to have or not legal? And they exclude me? I I'm sorry, are you asking for a motion to exclude yourself from meetings? Yeah. I want the board to act and and make a

statement that they are going to exclude me from these meetings. So you can't control yourself. Mr. Bradley I I guess I'm trying to understand the the the purpose of this. Um there's a there's a select committee of individuals who are part of the bargaining team. Um I'm not quite sure why there needs to be a separate motion to exclude you specifically from the meetings. I have a right to attend. Do you think that >> And if I am not excluded, I will attend. I think it's just a purpose to keep bantering and bantering. Let's move on with our meeting. This is ridiculous. >> The purpose is because they believe this is actually Joey >> Joey, we've had the same thing. You appointed him. You sat here as president. I'm appointing him to the board. There

was no There is no comment. Nothing from the community. No interview of other people. I'm the president. I'm appointing him against everyone else's wishes. The board voted >> did that as president. That's why we're sitting here now and we're going to question Alex. Come on. I can a singular person cannot appoint You sat here and said as board president, you can go back and look. I am making a recommendation >> I took no vote and then I took no vote. And then I took no vote. Is that Is that the case? No one believes People Let's let's move on. Um I >> wait, she did it as Is that correct, Beth? What happens if I show up? What happens if you show up? Board's under risk of Upper St. Clair If someone else shows up

after me, but if I'm the only one that shows up, what's the risk? Uh legally It's all we care about. I think that the outset we have a a a instance where it appears that there's an individual board member who is acting independently and not part of the team of the board. Correct. Using his fully informed rights to be informed under Smith V. Richmond and his affirmative duty by the state Supreme Court to do >> That That would presuppose that you were not given other opportunities to be informed. And I believe that we've already addressed that issue that there I you could ask to have an executive session following each bargaining session theoretically and that would give you an opportunity to be fully informed without acting in in a way that you're acting contrary to

the will of the board as an individual director. That was my question about this. Can we make a motion to after every negotiated committee I believe say it clearly that [clears throat] we have an executive session to discuss as as a board to address any concerns. Do we need to make a motion I believe it needs to be before and after. It should be before and after. If you want to help your team negotiate, you should meet before so that they know what to ask and what they're looking for, what they're doing and what their guidance is. And then they should go do the job as a committee and then report back that the job was accomplished. That's the verification. That would be the existence. I would completely agree with that amount of oversight within

an entire board against our most highest cost in the entire district worth about 20 plus almost 30 million dollars according to our latest budget estimate. We should do everything we can to help assist that our staff is well taken care of, that our students are taken care of and that our community members are taken care of. If any director has interest in hearing progress on the negotiations committee, please let me know ahead of time. Um and we will schedule a 15-minute executive session prior to this regularly scheduled legislative meeting or workshop or whatever. Is that agreeable? We can do 15 I think. Except next week Seventh. Seventh. Yeah. What time is the meeting going to April 7th. Where's the meeting? What time? I don't know what time it is yet. So we just close it.

Right. So otherwise it's going What time is the meeting going to be? I don't know that that's been determined. So if we have a meeting on the 7th Please notify the board when the time and the location and the date has been set. Okay. So if we have a meeting on the 7th, we can have an executive session before the meeting on the 13th. And when was the second one supposed to happen two weeks after that one? Mhm. Yes. The April And that works out well. Then we can have another executive session on on the 27th. So is that the one? We'll schedule executive >> [laughter] >> All right. So we'll start with the 13th sounds like it's possibly slide probably I'll follow up with Michelle. Where is the meeting going to be? Let's do

it. Let's do it. The board is holding this from the board, right? You guys are interested in knowing what's going on in the Yeah, so We can update everybody at at the same time. All right. Denise is helping. We're going to have a fence so we'll get more on I'm going to get apple sauce for us. All right. Um I have one more director's concern in my own. Um so I think as many know I dropped my cap. Um so our men's boys basketball coach um recently informed his players and administration he will not be returning next year. Um Coach Miller had reached out to the board requesting that a letter that he wrote um be read at this board meeting. Um Because it is a one-sided account, it did sort of go back and

forth whether that would be appropriate, but I do think out of respect for Coach Miller's service to the district having been in this position for 9 years that we would proceed with reading his letter and um redacting as much as possible um to protect anonymity. Did he So I'm going to When he submitted the letter, we asked him to submit it with a verification of truthfulness. Did he provide that or did he not provide He said it was for a complaint. It's not a complaint, it's just a statement. This is not a complaint. So So did he make a verification of truthfulness to this letter or not? >> So I'm going to start But you Yes, Mr. I would appreciate it if the following message would be read at the March 23rd, 2026 night school

board meeting. I wanted to express my disappointment and disappointment with the handling of a situation that took place within the Heights Area School District. More specifically school board member David Bradley and Superintendent Jason Moser. These events took place over the past two months of my tenure as the Heights boys basketball head coach. January 8th, 2026, our varsity basketball team defeated Bangor on 67 to 35. The following day prior to practice, player X turned his uniform in and quit the boys basketball team. On January 9th, 2026, I asked player X if he would like to discuss the decision. He had responded no. For context, player X played in all of our varsity basketball games that we played up until the day that he quit the team. On January 9th at 5:25 p.m., I received an email

from parent X directly to me with the following message. What's your issue with my son? I responded on January 10th, 2026 to parent X and included Kyle Spots saying he was surprised his son quit the basketball team and noted no concerns addressed to him or his staff from the player. I additionally offered to meet with parent X to discuss any concerns that either they or player X had. The last correspondence I received from parent X came on January 10th, 2026 at 11:26 a.m. to which parent X included Kyle Spots and Heights School Board member David Bradley on the email. Um the email read as though this entire situation was over a playing time issue with their son. Following this email correspondence on January 11th, 2026, Kyle Spots requested some information via email in regards to

the situation above. All of my assistant coaches and myself were asked these same questions to which we all responded the same day. These questions and my responses were attached. And I won't go through the entire packet. On January 12th, 2026 during the school day, Kyle Spots and Principal Susan Allen interviewed members of the boys varsity basketball team in regards to the situation. On January 26th, 2026, board member David Bradley took a photo that was captured of me and one of our basketball players during our December 11th, 2025 game against Penn Argyl. We blew the picture up to approximately 2 ft by 3 ft. That 2 ft by 3 ft picture was presented to the school board at the public board meeting and David Bradley made the comment, "Is this who we want coaching our students?"

The picture depicts myself and our three-year senior captain during that specific game. Myself nor the player were given any information as to why the photo was being shown during a public school board meeting at the Heights Area School District. Following this meeting, Superintendent Moser informed the board member that he would discuss this matter with the player involved in photographs to get more players to get the player's perspective on the photograph. Mr. Moser never reached out to the player nor myself to discuss the photograph. On January 29th, 2026, Superintendent Jason Moser was added to our basketball team Huddle account. Our Huddle account is used by our players and coaches to watch our own game film, accumulate team statistics, and for scouting opponents throughout the season. I was informed that David Bradley instructed Jason Moser have access

to Huddle in order to watch practices and games of our team. On February 18th, 2026, the head superintendent Jason Moser reached out to me via text message to set up a meeting with me that same day prior to our regularly scheduled basketball practice at the elementary center. I met with Superintendent Moser at 3:45 p.m. in Mr. Aaron Semmel's office at the elementary center. This was the first time that I had met Mr. Moser since his hiring on November 19th, 2024. During this meeting, Mr. Moser informed me that he would be asking me a few questions and recording my responses, which he typed in his computer. The first question was about my recollection of being ejected during a basketball game 5 years ago. He also referenced a PIAA report filed by the referee of that game.

Remaining questions ranged from asking me if I had ever used vulgar language in front of players to specific questions in regards to a player X situation. I answered all his questions truthfully and honestly. I later was informed that the athletic The athletic director Kyle Spotts had no prior knowledge that this meeting was taking place, nor the questions that would be asked of me. On February 29th, 2026, at the conclusion of the season, I met with Kyle Spotts and Susan Hawn to inform them of my intent to resign from my position as head boys basketball coach at Lehigh. I also met with my current team members to inform them of my decision. On March 2nd, 2026, I submitted my letter of resignation to Kyle Spotts and Susan Hawn. This situation has brought to light some of

the issues that are being created within the Lehigh Area School District. On March 11th, 2024, at 7:00 p.m., the Lehigh Area School Board held a special board meeting to discuss a matter similar to the above that happened with another coach in the district. During that meeting, the school board president at the time, Mr. Jeremy Glaush, made the following public comment. The LASD school board cares about each and every student in the district and we believe that all concerns should be taken seriously. We encourage parents and students to take the following steps when they have an issue with the coach or program. The first step is to report your concerns to the coach directly. If you are not satisfied with the results, your next step is to meet with the athletic director. If you are not

satisfied with those results, your next step is the superintendent. If at that time there is no satisfaction to the situation, we ask you to address the board. Fear of retaliation, real or imagined, needs to end with culture, honesty, transparency, and integrity in its place. The Lehigh athletic code of conduct took this one step further to clearly define the procedures for discussing a concern with a coach as shown below. I have the screenshot of section nine of the athletic code of conduct. Parent X violated the integrity of the code of conduct and parent-coach relationship as stated above over what was ultimately a playing time issue. I, as the head coach, offered a meeting with parent X and son. However, parent X did not accept the invitation. Did not meet with anyone other than sending emails to

board member David Bradley. David Bradley used this information provided by parent X in an attempt to publicly retaliate against me during a public school board meeting on January 26th, 2026, as mentioned previously. Not only did he attempt to discredit me, but he he also put a Lehigh student at risk by putting a 2-ft by 3-ft photograph of a student high school student in front of a public setting without his consent. David Bradley owes the student-athlete and myself a public apology for his actions. I was also made aware that David Bradley reached out to previous basketball players' parents in an attempt to collect information to use against me. Finally, my first interaction ever with Superintendent Moser was at a meeting that asked very specific questions. After my meeting with Mr. Moser, I felt like the questions

asked were loaded questions to diminish my 9 years devoted to coaching at the Lehigh Area School District. In fact, after meeting, I was confused as to why Mr. Moser was even asking these questions based on the entirety of the chain of command and the Lehigh athletic code of conduct. As As stated previously, athletic director Kyle Spotts was not made aware of this meeting, nor the questions that would be directed at me. After leaving that meeting, I immediately had concerns in regards to my future at Lehigh. Was Mr. Moser there to support me or join in David Bradley's antics? It is unclear why Mr. Moser asked me those questions and whether he was asking them for David Bradley or on his own behalf. The unfortunate part of this entire situation is that David Bradley has never

once met me. In my 9 years as the head boys basketball coach, David Bradley has never once been to one of our games. He's never spoken to me, nor watched me coach in my entire tenure at Lehigh. However, after parent X's direct email to him, I became David Bradley's target. Ultimately, I decided the best decision for me and my family to was to resign as the boys basketball coach at Lehigh. Following my resignation, Mr. Moser indicated to Kyle Spotts and former board members that he would reach out to me personally to discuss what led to my resignation. Superintendent Moser never reached out to me. Over the past 3 years at Lehigh, I have seen great coaches leave the district due to similar situations that I experienced over the past 2 months. Consistent issues with trying

to find quality coaches at Lehigh seems to be a yearly concern. Unfortunately, with the actions of board members like David Bradley, this will become a long list of quality coaches who will not want to coach in the Lehigh Area School District with lack of following code and expectations set forth by the same school board he represents. As a proud alum of the Lehigh Area School District, I have always prided myself on being from Lehigh and have tried to give back to the community in any way possible. I taught business education at Lehigh High School for 8 years. I was the FBLA advisor for 5 years. I was the head golf coach for 3 years and most recently, I was the boys basketball coach for 9 years. The events that took place over the past 2

months have been extremely disheartening and have diminished my outlook on what I always loved about Lehigh. The community that's supporting each other and the people that make it great. It seems that individuals like David Bradley are trying to tear that down. I have always wanted what is best for Lehigh and still do. I hope that this can shed some light on the impropriety that is going on in the Lehigh Area School District from the so-called leaders of this district and to ensure that more coaches have the support and backing of the district as a whole. Coach Miller. So, my concerns are obviously the allegations within uh where it And again, I this isn't been verified, hasn't been stated in a court of law. Um the assertion that a director was directing the superintendent during an

investigation. Um but also interviewing previous players' parents. Again, this is this These are the words of of Coach Miller. Um and it was the information that's also not stated. But that's a concern to me. Um and obviously situations like this create an incredibly uncomfortable situation for any coach. Um a coach who is probably already doing way more work than what they're getting compensated for. And if true, I think that these are some disturbing allegations. How is it a concern for you that school board members communicate with their constituents? How does that concern you at all? So, it's it's more so the the look that you're independently conducting an investigation. We're allowed to collect information. We're collecting information from constituents. I mean, if you want to call it that, sure. You can call it that. What

I call it? I mean, is it appropriate that we're debating allegations made by a singular person in this format? There was information shared with a coach who is well-respected otherwise in the community and I felt his side of the story should be shared. I'm a little bit taken aback by the fact that he's accusing Jason of uh collaborating with David Bradley in this. I think that's a little disheartening and disingenuous. I said I didn't No, if he was If I Yeah, I I I have the same email. I have I have read it over and over and consistently it states that it seems that Jason was working on And I don't agree with the reading of the statement. I'm just a little concerned about the board debating Yeah, on one side. So, in that statement,

he mentioned that when I showed the picture, I I was asked What he said was Hey, Dave. Hold on a second. I I'm I'm before you. I because before we continue, yeah, I think it's a valid question if should it be a debate or discuss. And since we have the attorney on the on online, I think it's a valid question and ask her. Cuz I I agree, reading the letter was was appropriate, but is this should Hold on. Sorry, Denise. Thank you. Is there an active active investigation upon the allegations that the coach did anything wrong? Because if there's not an active investigation into that, then it's appropriate to discuss this. Plus, the coach is no longer an employee of the district. So, I guess the first question would be is there an active investigation?

There is not, but we still couldn't discuss the details of any kind of investigation. Right. No, I wasn't talking to I said there's no active investigation at this point in Correct. No? At this point in time? Was Was the complaint adjudicated? I I'm not going to comment on Yeah, we can't. I'm not Okay. Sorry. And in the letter, he mentioned uh what I said when I showed the picture, if we can pull up the tape, it says, "Is this one of our coaches?" Because Wally asked. I wanted to ask what he I had to ask him No, no. So, Jason said No, I didn't ask. No, no. I didn't ask. Jason, I did. No, you didn't. No, I didn't ask. I have the email. I didn't ask. I have the email that says I didn't

ask. I have the email. You're a loser. And I'm back. Anyway, I didn't ask. Can Can we look back at that answer? >> [clears throat] >> Yeah, he identified the person as one of our coaches. At which point I did not ask. I mean, the coach isn't even here to clarify his statement. Can we look back at that at that answer? You spoiled you with the rights. You violated his rights. You had a student who has rights that you violated the student's rights. The student is coming at I hardly am. The student I am going to our school district. I think we have your response, Cal. Sorry. Go ahead, Beth. Sorry. Thank you, Beth. I'm sorry, it was it was a little hard to hear. If you could if you could reiterate your question, that

would be useful, please. I'll try. So, Alex read the letter, which totally understandable. There were There were things that were mentioned in the letter that are now items that the board from allegations allegations to the board allegations discrepancies that the board would like to discuss because the coach is in here to discuss the discrepancies or the discussion and you know, this is really should this really be a continuous conversation or was it thank you. We read the letter and we move forward. From my perspective, if there's any discussions that would need to be made that are are of a personnel nature or even possibly of a potential litigation, those would be properly discussed in executive session. Thank you, Beth Ford. Just for the record, January 28th you sent an email that said I pray this

is not a coach in LASD so please take appropriate action. I didn't request to know if he was an employee. I didn't request to know that. I didn't ask that. I didn't ask that. You're lying. I'm afraid that this is not I didn't ask you to tell me that. I didn't ask if he's an employee. That wasn't Craig they had to tell me that he's an employee. I didn't say anything to Dave Bradley that asked that question. So I think So I So Beth's answer was at this point if we want to continue this conversation, it would be in an executive session. That it was a one-sided letter there's no public comment. Let's move to public comment. I will write my apology by the way and I will give it to the board for review

and reading into the record. Thank you. By next month. I mean what well they can. But you're not going to do the old business and old business. Sorry about that. Okay. Um So I am here on behalf of the cheer parents club. Um just to preface this I am the outgoing president of the club. Um my daughter's a senior so I have stepped down. Um there is a new board however they are at the book fair and some other things in the district tonight so they couldn't be here so they asked me to represent them. Um so they I'm just going to read what they have written. Um So they're respectfully requesting any insight or update you may be able to share regarding the process of selecting a new head cheer coach for the cheer

program. We fully understand and respect that hiring decisions are not within our purview. At the same time, our organization provides substantial support to the athletes in the program. We purchase equipment, we cover camp costs and training costs and run fundraisers that make these opportunities possible. Because of this involvement, we are aware that many overnight camps and now most of the on-site summer camps for the upcoming season have already reached capacity. Timely planning is essential to ensure our athletes do not miss critical development developmental opportunities. Additionally, the cheer competition team is unable to enter competitions without having participated in a camp. We also understand that the coach who has graciously stepped in to finish last season applied for the position. While we recognize that the selection process is the district's responsibility, we would like to share

that she has our full and enthusiastic support. And while we cannot speak on behalf of every parent, we can confidently share what we have personally observed as officers and engaged parents. The team dynamic under her leadership shifted in a noticeable positive way. The optimism, stability and emotional healing we saw emerging among the athletes were encouraging signs of a much stronger foundation for next year. Being able to publicly and proudly support a coach has who has already invested so much care and consistency into the program would mean a great deal to our families. Um You can ask doesn't need Okay. Um so what I just wanted to add then to that from my own understanding is you were just talking about the basketball coach position. Um he resigned at the beginning of March and his job

was posted immediately. Our cheer coach position was vacated back in October. Um and it was not advertised until the end of February beginning of March. Because of that now we have assistant coaches who rightfully so have not entered into contracts with you know camps and things like that because they are not the head cheer coach. Um our cheer program hurt a lot last year. Um The program, the girls, the parents, the coaches, everyone was hurt and we just want to give them the best season next year and we are starting to feel as if we are again once forgotten, not appreciated and um we're going to be at a deficit if we do not get the services that we need. Can I ask a question about the camps because I do not know this? Sure.

I may not be able to answer. That's okay. You said they need to attend a camp in order to compete, right? >> that was going to be the question. >> [laughter] >> I am I'm I'm going to try I I Please this is not 100% the case but I think I remember this hearing this from a previous meeting that it has to be an NCA sanctioned camp to enter into the PIAA competitions. It is it it needs to have some type of credentials to be able to enter. I know that. And the assistant coach that from her discussions with me who has applied for the position has said she's trying to do her due diligence in case she gets the position to see what camps are out there and she's very concerned that there's really

going to be nothing for these girls. So then my question Jason because I know that we interview and Kyle and the group Sue I believe and others are involved and then it goes to three which the board is invited and so forth. Are we anywhere close to having three? Yes, I was going to answer before. I apologize. No, no, that's fine. I just got to have it me. I would anticipate by by April that we would we would have a recommendation to be be hired. Okay. Um so as a parent what I'm hearing now you know from the coaches and stuff is that that's going to be too late. So is there a possibility I I really don't I don't know. I I don't know. Um things like this wouldn't make sense for Kyle being

the overall director of that you know program program thank you. My brain is done for the night. Wouldn't it be up to him couldn't he try to put that together so that these girls miss out on the opportunity. Yeah, we can we can secure if we get the information we can see. That was going to be my request. Could the super athletic director or Yeah, with the expectation that when we hire a coach we have to explain to them that this is on the plate and it's an expectation that they manage and supervise it. Thank you. Uh Wally. So as a taxpayer I'm curious are we going to continue to have these outrageous legal bills that showed back up or is there going to be a way to reel that back in? I understand you

know one or two people are causing these issues. I don't know if there's answers or you can get answers or figure that out but that's a concern that you know we're throwing money up in the air to Philadelphia to appease one or two people that's on the board. Just for some public knowledge to community out there if you do send which I I you know it's over done with it I really don't care. If you do send stuff off to the board I think the goal should be to try to get parents more involved that are not afraid to walk in the door and say hey this happened or that's happening. With the environment we currently have today the parents are not going to be concerned with showing up with information because they have a

knucklehead who has to help them or feel like he has to help them and gets for whatever reason he gets something out of that. Do I care that he used my email? I don't care. I understand it was another email he's not talking about that one though. So that kind of questions what's going on with that? Is that somebody knows or or what the deal is or is it because there's animosity he thinks he's going to embarrass me he's not. Um The other thing just so that people know that depending on who you email on the board they will include it. So I think that's important for parents to know as well. We have some people on this board that are just not trustworthy of of receiving information from parents or the community. Um again

like I said I seen the legal bills you know I don't know what you guys are dealing with. It's a shame that how he was appointed. It's a shame that 5 years can't run a program. Thank you. >> [clears throat] >> Thank you. Any other public comment? Hearing none. We're in Do I have a motion to adjourn? Are you going to do do this whole thing or you next week next month? So, yeah, let's review it. Please. We'll review the list and see what's still on there. Thank you. There's a lot more related to the budget, so we want to make sure we get don't have old business festering. Thanks. I need a motion to adjourn. Second. I second it. Are there comments? No. All in favor? I. Opposed? The meeting is adjourned. All right.

I made sure your minutes I'll make sure you get them.
