001United States and justice for Please remain standing for a brief moment of silence. Thank you. Item 1.2 [clears throat] call meeting at 7:02 p.m. Item 1.3 meeting announcements. The executive session was held on October 27th for personnel legal discussions. The board meeting was held on October 27th at 7 p.m. in the board room. An executive session was held on November 10 at 6:15 p.m. for personnel and legal specials. Workshop meeting was held on November 10th at 7 p.m. Special board meeting was held on November 13th at 700 p.m. Special board meeting was held on November 19th at 700 p.m. The executive session was not held prior to this meeting and board meeting is being now November 24th next year. Item 1.4 Before roll call, can I answer the question before we do roll call? Um,
002hey, did you file a statement of financial interest? Um, this year? Yes, probably not. Well, you cannot be sworn in until you're due. You cannot vote until you're due. That's state law. And it's also policy 827 and policy. I suggest we do a recess and I'll fulfill uh which has to be done prior to you being sworn in because you can't be sworn in until it's filled out. So you are not No, you have to file it here. Did you tell did you tell the notary that you didn't violate? Let's have a recess. We'll have executive session with confirm. Okay. Do we have a second for the recess? I second that. Great. All those in favor? Opposed? The eyes have it. to have the executive session recess. was Actually, push Yes. Excuse me. Brother Christ.
003Sorry. still next I'm beautiful. [clears throat] I see. actually That's looking stupid. [laughter] She is [laughter] a dangerous There are five, you know, [clears throat] I'm having some Las [laughter] I should Yeah. I'm sure. No more. Yes. Give me a break for I'm sure They have like That's just like a Oh, You're not sitting. That's Yeah. Okay. I know. [laughter] I see. Buttercream. He does not [laughter] still that two values. [laughter] What we want to do is Yeah, I'm not sure. All the excitement is It is a strawberry prostate. Where? All right, the meeting shall resume at 7:58 p.m. Board apologizes for the delay. We had uh administrative issues. Go ahead. Thank you, Mark, for catching the uh other in the way that the uh oath of office was administered, it was corrected. I do
004appreciate it. It's awesome to be that much of a um stickler for the law and the way that it works. You want to state that fantastic job. I really do appreciate it and my apologies to everybody that the oath was provided before piece of paper was done. So we had the notary come back and do it again. Good clerical error results. Thank you the public. Appreciate that. Thank you Dave. Great. Item 1.4 roll call. Mroy Beers present. Mr. Rel [clears throat] here. Mr. David Bradley here. Mr. Dwayne Dela here. Mr. Jeremy Blower pres here. I know this is Carrie Sidler absent. Thank you. Thank you. Um, great. Item 1.5, presentations. We have none tonight. Item 1.6, public comment on the proposed agenda. We have any Is that on the agenda or is that the regular?
005Oh, this is on the I'm sorry. That's the regular. Yeah. Hearing none. Item 1.7. Do I hear a motion to approve the agenda as presented? Second. I'll answer questions. All those in favor? Opposed? Nay. Extensions. Eyes have it. Moving on to it 1.8 public comment. We have Mike representatives here. Okay, no problem. Uh mine is about uh policy under the first reading. My assumption is that uh as like the past uh board meetings as the first reading would uh of course be viewed by everyone and then adopted in future meetings which uh the policy is uh 886. I doubt it. You doubt it? I mean that's how it is on the agenda but I don't know that that's actually how it'll work. Okay. Because typically the stakeholders I don't expect to typically stakeholders get surprised
006get opportunities to analyze policies. Uh [clears throat] I know most parents don't read board docs like I do and come here on a consistent basis and you know may may not be aware of some of policy um first of all how it's written and some of the things included in the policy. Uh but I do have a couple questions. Uh the document that was listed under the the policy reading has a whole bunch of information that has a strike group on it. Is that first of all I assume the information was that was stricken was from the solicitor. No, what was stricken was what was put in by Mr. Bradley. The solicitor rewrote it. Okay. So what you're reading that's not struck through is written by the solicitor. Okay. So everything so when you vote
007on the or we talk about the policy everything that has the strike through is not parted. Okay. I just wanted to make make sure because it's all still there in in in that document. I don't know what what public would know and what they wouldn't know but everything's written there. It just has line group which you know is certainly the case. Um my concern uh is that some of that policy the amount of access that board members would have directly with students and my students in particular uh that are in in Lehigh Area School District. I would not want board members to have direct access to them. Uh or because I realize you're elected or appointed officials, but you're not required to have the same clearances nor trainings as uh people that are directly responsible
008for the students well-beings. So in my opinion, this is for my two children. Um you should not have access to uh my students to seek information through private distress discussion with my two children. And that's how it's written in the policy. All right. At no time would I want board members. All right. I I don't you don't have the same type of requirements as uh professionals. And this is my personal opinion. Uh, at no time do you have ever had my permission to seek information from my students. All right. Well, let me ask you a question. Even if law enforcement wants to talk to your kids, don't they have to have someone present? I I'm I'm not talking about law enforcement right now because they have I'm answering to a certain age. So, staff members
009can question children, correct? without asking but staff members get special training. So I'm not I'm not I'm not I'm just I'm just understanding law and not saying that a board member is the same as a staff member. I'm just telling you what my my opinion is as a parent of two children within the district and that's the way the policyy's written. Uh that is certainly able everybody's able to read that as a parent. Um and all right the board docs come out and probably not a whole lot of people read it. So that's an opportunity to read about what access not only to direct access to students you have but I I realize there are protections that are given uh with HIPPA and Burba but all right when we talk about all reports for the
010district those are all reports for the district. I'm not sure what redactions uh we're talking about with uh student information. All right, but that's a lot of blanks that need to be filled in in a policy rather than just six pages of documentation to read through. Okay, and you know that that's an area of concern for me as a parent to allow adults access to my kids and and that's the way the policy is written. Um but the board h also has policy of and the opportunity to provide similar access to provide you know their stakeholder holders oversight as well. You know we want to want to have open dialogues and open conversations. Sure. You want you want to be able to check student emails. You want to be able to to check on uh
011student documentation. You want to be able to do that. the same opportunities should be given to the public for uh board members as well. So if you want to be transparent and you want to be able to access all these documents and all these reports, all right, feel free to provide that documentation that you get through your school emails to the general public. Item 1.9 reports the student board representative. Good evening everyone. Our first topic is our jazz java and joy event. On Saturday, November 22nd, the high school jazz band hosted a fun holiday event from 2 to 4 p.m. There were desserts, drinks, and jazz music provided by our jazz band. It was a fun event with lots of great great music. Our NHS induction on Tuesday, November 20th, Lehigh's NHS induction ceremony took
012place in the high school auditorium. Many of Lehigh's brightest students were acknowledged for their hard work over the years. members, scholarships, leadership, service, and characters. 17 new new members, four of them were seniors and 13 of them were juniors. And they were also joining our 19 returning uh seniors. The Heighten Senior Class of 2026 hosted a bonfire for all of our seniors to attend at the Franklin Township Fire Company. This event started at 600 p.m. and lasted until 8, and we had food, drinks for the seniors to enjoy. We would like to thank the Friendly Fire Company, our local Burger King, and Zimmerman area for helping this event be possible. On Tuesday, November 25th, all student all winter sports will participate in the meet the trouble. This will take place at 7:30 p.m. in the
013elementary center gym. We encourage you all to come out and see what our winter sports have in store. On Friday, November 6th, the Haga hosted their first flag football tournament. The tournament was a fundraiser for this year's state cause Pennsylvania. The tournament was open to all students who wanted to come up and watch the games between the 12 teams who signed up. There was free popcorn and hot chocolate up at the field as well as a snack stand and games inside the gym. Everyone enjoyed the the much needed day off before a long weekend and FBA raised over $1,500 and around 250 pounds of food. Thank you. Yeah, I will I will be fairly brief this evening. Uh respectful of everybody's time here. Um first of all, I I do want to update the community
014and the board on important new legislation that was passed. Public school code gets updated along with final budget bills typically in one kind of fell swoop and you spend some time as school officials kind of weeding through exactly what there is and and what it means. Uh important new legislation that came out of this year is act 44 of 2025. And there are new requirements for schools to notify parents and for parents, guardians, and school employees within 24 hours of a weapons of a weapons incident occurring. I I don't think this changes general practice here. We do that on a regular basis when those situations arise as it is. Uh if the what the next part is a little bit different, correct? um from what we may have practiced in past. If the incident occurs
015in a single school building, notification may be limited to the parents, guardians of students depending that individual school as well as the employees assigned to that single school. I would say that generally speaking that is what we do that is what most schools do. Now we identify to those those parents within that school uh that that something has occurred. This is where it changes a little bit. The incident occurs in a building that shares a campus with other school buildings. Notification must go to parents, guardians, and employees of any building onset campus. That's a fairly significant change that does actually impact us here in the higher school district. So if there is a weapons incident in the high school in the past, we especially if it was sort of there was no real major no
016significant threat, we would have informed parents, guardians and employees in the high school but not the elementary center. That actually changes how we have to practice. We now have to actually inform the parents of the elementary center as well or vice versa. So that is a that is a little bit of a change there for us in terms of actual practice. Um you know one of the things that I you know there there are schools that are really struggling kind of thinking about how they're going to implement this new requirement. I don't think schools such as the heighten it is going to be a major significant challenge. Right. However, one of the things that I like about this is I hope that people become aware of this because it cuts down. It should cut down
017on the rumor mill on social media. Quite frankly, where people are saying there's a weapon, there was a weapon and they didn't. And we have to send out a message saying no, there was no weapon found. Now it is it is our legal responsibility according to state law that we have to communicate that out and we promise we will do so like that is how we practice already but it should cut down on the we're not withholding any information from parents in said building. So, please know if within that 24-hour time frame you do not get notification from us, what you heard is is is very very likely to be false that it is it is a rumor. But always feel free to contact the principal's office at the respective buildings or my office and
018if you have any concerns about that. Any questions about that new legislation? Next thing obviously wrapped up into that state budget. I'm just giving some overall numbers because we are still parsing out uh the exact allocations and the impact that it will have specifically on our district. But from a statewide lens, at the state level, we saw about a 1.3% increase in bas the basic education funding appropriation. At the state level, this sounds really really huge. The 68.41% increase um in terms of the adequacy investment and tax equity supplement. So that is essentially round two of that fair funding and tax equity uh responsibility that local that local educational associations kind of have been. So while that increase is 68.41% please noted that that doesn't mean we're getting a 68.41% in state appropriations. It means
019that we get round two, which is going about the equivalent of that uh ready tole learn grant, ready to learn block grant that we got last year. We're getting about that same amount this year. Um and then at the state level and overall about 2.7% increase in special education funding. So once we know exactly what that means in terms of how what our parcel is of that, we will continuously update the board on that. We're still kind of breaking those part. Uh also in terms of upcoming upcoming items that we can expect to see as part of the overall budgeting process which as a district we are now underway. We have held first first wave meetings with every building and department budget from a from a bigger picture. We have asked for those budgets to
020be first round of budget proposals from those buildings and departments to be delivered back to us uh before the Christmas holiday so that we can kind of review those and then in January come back and start making some revisions uh a much better timeline than the timeline that we had last year in terms of budget preparation and delivering to the board and the public at large. Um, however, a part of that that will be coming up before our overall budgets is throughout the summer and January, we'll start seeing um CCTI's and LRYC's proposed budgets and our portions of payments that they would hope that we would take up as a board prior to the end of the month of January. Any questions about any of that information? That's all business [clears throat] on budget state
021budget pass. We're working on an improvement of that into our budget. Also, we're in the final stages of completing our audit. Um there is a delay at the federal level with regards to clarifications for the audit or federal programs. That is delaying all districts and entities that receive federal funds um from that final production um of that information. That said, we're moving forward with preparing your annual financial report um to get that filed for the state level because we're able to complete that um and we'll have the final audit report for them. Now I have a question for you. Um when I was going through the invoices, did they really raise the cost of cyber school for special education by almost 15 grand? So the state hasn't published I just want to think Mr. We
022haven't [clears throat] published that calculation. There's two ways that the calculation can be missed. So, we haven't seen those final numbers yet. Okay. Because I saw notations on all the bills. It says new instead of 26 whatever it is. It's 43,000 something. Yeah, that was the original PD 363 form that we had to have filed on November 1st. But that's the state budget is revised that calculation. So, we'll be reconciling bills after the beginning of the year. Yeah, that was kind of scary. I mean the other one where six or $700 for regular ed which is bad but um to see that jump to from less than 30 to 43 with that notation and I guess that was probably just what you figured out it might be. Okay. Um I have a question. Prior to
023the meeting we sent you an email related to payroll. Could you get that email? I just saw it during the one of the reasons we're able to share that with us. I don't know. All the payroll information that the district is in board docks um with the specific information under the board section. So right there um with respect to show one and then no it shows you each it shows you I'll have to take a look at you can show me but uh when I logged in as under board as the director um some of that information I was looking for that I requested is miss yes there questions for payroll information they provide that every month it's redacted on the public side the board [clears throat] side it's unredacted there there's um I don't
024know what you're looking for but there's a summary The summary is what I'm trying to avoid. Got it. Well, there's a summary get you everyone's name and that gives you all individual information. I work with every um I see and I do not see David Krauss here. Uh so I really quick um Dr. Mark Scott, director of SDS, gave a presentation on ALASLCA, a new building at schoolhouse lane. video will uh into a little bit of information on it. Um ALAS and LCA is a combined program having to do with sensory sensory friendly environments and making sure that the specialized teachers are there and it serves um mostly Allentown and Southern Dehy. they have not had this ability to make capital in the IU or go to the school district but uh the presentation describes
025and shows the building at school. to briefly county office program. operations manager July suit. They blueprints show how much of a difference was made in aot school students are feeling the difference already. A fresh building signifying a fresh start for students like says the top-notch instruction hasn't changed all the resources that LCA supervisor is excited about all the potential this new building has to offer. a much larger sensory chair for students to decompress, a kitchen space, teach independent living and revocational skills and four classrooms. If the program needs love to be able to have a middle school classroom and currently have an elementary and two high school classrooms the opportunity for these two programs. I think it would help my students feel part of the team or I think it would actually help their students
026feel like they might have some leadership or they may have some coaching modeling mentoring abilities which may help with their confidence. Having two programs in one building is just one more way that we are trying to be individually united in service interface. And that leads into discussion about the general operating budget. first pass in the budget was saying that there's going to be no increase. I guess you were informed of that probably a couple days before I was. That's okay. Um that's good news. It's always good when not studying board getting the same amount of services. And then uh you know we celebrated at the meeting at American Education Week where we all gave a round of applause for the staff that does a great job. You know, I would like to say that we
027should give a round of applause to our staff for everything that they do for us here. So, CCP November 3rd, CCTI held its first student of the marketing period ceremony. 30 students around CCTI, including both independent students, were selected for an outstanding job for the first marketing period. They were awarded with a special breakfast at the cafe and had an award ceremony. 2026 2027 budget was approved last Thursday to be boarded to the city schools. If any board member has any questions like to have Mr. Deutsch or Mr. come to a meeting without them, they will gladly come. We have any questions or concerns. Um 126 is the tour for talks event. 10 am to 1 pm they're going to have cookie decorating painting. Santa will be there. Music and refreshments will be available. And
028December 9th is engineering night from 5 to 8:00 p.m. We'll have a dinner from 5 to 6. And then activities um engaging for the students. Registration is available online. This could be the second part. All right. Item 1.10. 10. Do I hear a motion to approve the minutes of the October 27th board meeting, the November 10th workshop meeting, the November 13th special board meeting, and the November 19th special board meeting. Revised revised revised we don't want to approve the other ones. This morning did not um go to a journey. It wasn't there. [clears throat] Second comments or questions? I just have a question. Can we count the November 19th as intern? Um, yes. My understanding is that if there isn't a quorum present, those people remaining can. Okay. Thank you. Other questions? All those in
029favor? I extensions. One second. Moving on. Um unfinished business. Um so Jason my looked at um Robert's rule of order and our understanding is that a motion on the floor when the meeting is uh adjourned is still a motion on the floor when the meeting starts after the opening exercises by um read the motion motion by answer question here in executive session you said that um you didn't say that you're Jason looked at it in Robert and she said you went to the solicitor. Was that correct or not correct what you said? Um I did talk to as well. Okay. Because I haven't seen his um uh information on it but that's fine. [laughter] You're going to do what you got to do. So the motion was by Joy Beer, seconded by Jeremy to appoint
030me smartly fulfill the unexpired term of April author effective immediately until the board reorganization meeting in December 2027. Um I make a motion to table this so that we can so that the board president can suggest a uh an agenda amendment. Second that motion. Um motions to table do not typically have um discussion. It's not part of opportunity order. I don't understand why you would table it. It's a legal motion. You'll find out. So all those in favor of the table opposed. Hearing none. I make a motion to amend the agenda thusly. I want to add to unfinished business. Um, can I add to unfinished business like a separate a separate motion? Yeah, you can add you can amend the agenda for an item choose to take it out. Okay. So, I'd like to add
031item 2, which is a motion to accept the resignation of board member A Walker effective as of the close of business day, Tuesday, November 18th. a motion 2.3 to formally declare the board vacancy resulting from the resignation of April Walker. And then item uh 26 I guess it would be um which is this original one to appoint Denise Hartley to fill the unexpired term of April Walker effectively immediately until the board reorganization meeting December 2027. Do I have a second? Second. Why those motions passing? No. they've voted and they shouldn't have those passed with um those motions other motions that you mentioned pass with a majority. Well, there were five votes and I recall another meeting where you were uh seeing that April and Sean's meetings were not votes were not valid because they had
032not um Right. But you don't have to for those votes. You don't have to have five is what I'm saying. You just need a majority of the board members present. Right. Well, as a careful error, I recommend that I think so we we have to legally take public comment now. Does anyone want to publicly comment on the uh agenda? Hearing none. Does anybody want to debate it? I just think it's it's a move point. It doesn't the other motions that were passed the meeting were passed with enough votes. I believe there were only two people. So it was five to two. So instead, it's fortitude. It's still motions were passed. I think it's better to be safe rather than sorry here. So whatever. So all those in favor? I opposed. Name. Okay. Five to two.
033Motion passes to ask. To add to correct. So now we can proceed. There you Okay. So, um, just to drive over all the tracks, um, I make a motion to accept the resignation of board member Gabriel Walker effective as of the close of business on Tuesday, November 18th. So, move with regret again. Second. Any public members wish to speak? The motion is ridiculous to repeat it. Does anyone wish to debate it or not? waste time. All those in favor I opposed hearing none. Thank you. Great. The next uh motion uh do I hear a motion to formally declare the board vacancy resulting from the resignation paper Walker? Second. Thank you. Any public comment? Hearing none. The board wishes it to debate. None. All those in favor? I I opposed hearing none. And now we'll come
034back around. And I hear a motion to appoint Denise Hartley to fill the unexpired term of April Walker immediately until the board reorganization meeting in December 2047. So moved. Second. Any public comment? Hearing none. Does the board wish to debate? All those in favor? I I opposed. 5 to two. Two passes. Moving on to financial matters per three. Wider a motion to approve consent agenda items 3.2 two or 3.6 second comments or questions? Yeah. What are we approving in 3.6? Just to have them available on the board. We're not approving any work to be done because it's not even actually a motion. Last vote. I believe it's to reach out and engage. It was intended to be reach out to engagement. Yeah. But it doesn't say that. The board could still the direction of the
035board could still go in that route in order to set that up because that's not actually a contract at this point in time. So the motion so the agenda item supposed to read that you're going to reach out. it would be that we that that's the preference. So you go back to like LBHN St. Luke's the original board motion was to say yes basically this is who we want to negotiate with. This is who we want to continue conversation with. That's the same thing here. So you're not settling on the contract. You're not committing to anything. Um but again the board can do that regardless. Okay. Well, does that constitute that it was pulled out that we had discussion on? If someone else has to make a motion to pull up, I'll make a motion
036to pull out the RFP for the special counsel from the I thought you weren't going. Is there a second to pull it out? I'll second. All those in favor of pulling it out. I I opposed hearing none. So we will I'll rere consent agenda uh 3.1. Do I hear a motion to approve consent agenda items 3.2 to 3.5? Second. Any comments or questions? All those in favor? This has to be Mr. Richard Bell. Yes. Miss B. Yes. Mr. David Bradley. Yes. Mr. Dwayne Deler. Yes. Mr. Jeremy Blau. Yes. Miss Heather Neck. Yes. And yes. Yes. I get on the 3.6 is as Barb said it's not a motion. So why don't we just table it as it is and you can vote on it later. I mean it's unless you're going to make a new
037motion. Uh correct to make a motion but then what are you going to make a motion on just to reach out to them? I mean I already decided that there was one. Yeah. So you can amend the motion to I'm going to make the motion that we engage with the special counsel that was already second. So your motion is to amend the agenda. Correct. We have to amend the agenda first. Does any public want to comment on the agenda amendment? Well, first we have to vote on accepting the agenda amendment. I know it's very cumbersome right that is what the sunshine want to say I guess I'm over allowing public comment it's fine I mean I just want to make clear thank you um do any board members want to uh debate the amendment all
038those in favor I opposed uh hearing none okay we have Uh, do I hear a motion to engage with same motion to engage the special counselor to engage with the special counsel? Second. Okay. Now, I'll open it up for public comment. Hearing none, the board can debate it. I still don't see any reason for it. I think it's going to be a waste of money, but you've got your vote. So, there's no money being wasted unless something's being investigated, right? Yes. Okay. Exactly. And that they analyze the problem. I see. Can I just ask if there's anything in particular that you're planning to investigate? No. come up over the course of a year that need to be investigated specifically. You know, I everybody was happy with Jason doing the investigating. Sometimes Jason needs full help.
039Either way, if we don't use them, we're not spending any money. If Jason does everything that Jason needs to do or doesn't need help, then we don't need them. But it's an idea to be able to have backup if we need the backup bar. It's like having a translator available. Translator just in case. Okay. Whatever. All those all those in favor opposed. Did you say I'll say 5 to two? Motion passes. Item 3.7. a motion to accept the following donations to local grants. Um elementary school PTO donated that wonderful bench at the elementary center. Um local donation on the behalf of families and local businesses of food items. Um distributed through the backpack buddy program which is great and a donation from Giant as they've been doing all along and a donation of $1,000 from
040Walmart. So move second. Does anybody know why it was 3710? [laughter] I certainly don't. Specific. That's a good question. I have no idea. I think it's just what they happened to in that time period. What I'm wondering is that maybe they um maybe it was 3710 more than what they accounted for when they gave the check the first time. Maybe. I've heard no stories on that, but we're very thankful. I'd like to say we're very thankful for all of that, but the one that really hits me the most is the one at the end, $1,000 for our homeless students. I mean, a lot of us don't think about that on a daily basis, but $1,000 available for those students immediate needs and stuff like that. That's great. And again, all of the all of them
041appreciate it. That one there is just that's great. If I can just chime in for one quick second, I appreciate you recognizing that. I just want to recognize Amanda Citro. Um, my secretary was the one who reached out to Walmart because she is the the homeless liaison for the district and so she had asked Mr. Moser and myself if it would be okay if she did reach out. I don't know if she put a dollar amount on the request, but if she did, it was going to be quite a bit less than that. And this is what Walmart came back with. So, they, you know, either just pulled that number out of nowhere, respectfully, or they even upped what she had requested. Yes. Yeah. Can you please give our sincere appreciation to refuge? [laughter] Absolutely.
042I will do that. Thank you. I have was reached out to by people wondering and I didn't know what to tell them how this would be applied like how do we know where did the homeless students stay and I you know ran through the different homeless places. Um I don't they're a lot of them fortunately are more so staying with other family members or friends or we had this conversation one other night with Mr. Deliper at a a title meeting and when we talked homeless it was surprising for him to hear that we do have homeless they were they were upset that they are they living in Mars out you know not usually to that extreme. Yes, but just happened to be talking numbers with her the other day had 26 students who just this
043school year alone have at one point or another been deemed homeless. So they're watching tonight and now they have their answer. The definition of homeless for the Pennsylvania Department of Education is different than what you may think. Yeah. That a person that does not live in a house under a cover and doesn't have a home. Yeah, that's what they were thinking. I know it's a mistake. The way the PD works is if you're living in this district, but you're really going to a different one because your parents are in a different location. That's all considered. There are several different reasons [clears throat] that you follow. it could be a lot of No matter what. So, it's more complicated than it can't just keep it simple. Yeah, no matter what, I'm sure the district will apply
044the funds as needed in the proper way because this is really something they needed. It would only be for students who are identified under all those in favor. I opposed abstensions eyes have it. Uh item 3.8 Do I hear a motion to approve an agreement for well for adolescent inpatient instruction at $5425 per hour uh for 10 hours a week? Some second [clears throat] comments or questions. I'd just like to add that this is forly uh you know hospitalization of student at this point in time where as a school district we are responsible for education and obviously I don't want that to come across as a strategy we want to make sure that we're doing doing our best to educate all of us where where that needs to take place other questions um I believe
045that's a roll call move. Miss Barbara Bose, yes. Mr. David Brownley, yes. Mr. Dwayne, yes. Mr. Jeremy Gl Yes. Miss Heather N. Yes. [clears throat] And Richard Phelps. Yes. And yes. Item 3.9. Do I hear a motion to make the following transfer from the general fund to the food service fund as per the reimbursements commonwealth on the screen? Second. Comments or questions? All those in favor? I extensions. Eyes have it. Item 310. Do I hear a motion to approve the exemptions from per capita and/or occupational tax for the presented document? So move. Second comments or questions. All those in favor? I closed abstensions. Eyes have it. Item to approve the area high school and area middle school activities funds for October 2020. [laughter] Second. Questions? All those in favor? I extensions have it. Items 312.
046Do I hear a motion to approve the following reports for October 2025? They're on screen. someone comments or questions. Um, yeah, I noticed I'm not overly concerned about this. Some of the reports we are way over budget in areas. Is that because we have not received revenue in the state? That's what I call it. Okay. Was it wasn't overly concerned. Yeah. and and notice there was a lot of reclassification going on as part of these last Yes. And and for whoever is the next treasure since you're leaving um we were missing another file this time um both public and executive. So you need to check registers each registers for a specific thing. And I I've missed this one in advance. So it's up. It was up today. Everything was good. Um it was the manual
047check file. The register was up, but the details with the checks, you know, that you go through and you check. not that there would be any um sales tax on any of that stuff, but it was $2.5 million because of the payment of bonds. So, I was kind of But if anybody looks Matt and I spent time on the phone today, anybody who looks in detail at the agenda will notice that there's, you know, 50 file attachments just with the financial report. It will take you hours and hours and hours. Yes, I know. I didn't work. I was working 40 hours a week when I was treasurer. I did not retire until after I was moved out of the position. So, it can be done. And if you're not going to do it right, don't
048freaking do it. Because that is how the money that's how the wire transfers made it out the door without anybody knowing. Yeah, that's exactly how it happened. Which is why I thought we should have stayed on this because they do it all day to do it. I'm not here. In all fairness, I I worked with the superintendent. [laughter] We're going to reorganize that to make it more talable for people uh in the audience and on the board to be able to review the documents that are being created. So, it's not Well, how do how do you think we still have to go through all those invoices? Yeah. But we sort it in a way that you'd be able to do. It doesn't. Look, I I've had a whole system. I mean, I just scroll through
049them. [clears throat] Are we ready to take the vote? Yes. Thank you. All those in favor? I opposed. Extensions. Eyes have it. Item 313. Do I hear a motion to approve the following payment of bills for November 2025 in a total amount of 6,56,259.91? Second comments or questions? All those in favor abstensions. Great. For personnel consent agenda items 4.1. Do I hear a motion to approve consent agenda items 4.2 through 4.4? So with your questions. Was there a second? Second take the rest of comments or questions call vote memorandum understanding in there Mr. David Bradley yes Mr. Dwayne Deler yes Mr. Jeremy GL yes miss yes Mr. Yes. Miss, yes. And Miss Yes. Item 4.5. Um, a motion to approve the adjustment of the annual salary of Tammy Tilly, school psychologist to $85,000 effective July
0501st, 2025. Second. Jason, do you want to Yeah, I'll just say um you know this is this is born out of a couple years ago school psychologists were moved to the S93 agreement. Uh the reality is with years of service that this individual has that facility has uh you were still on with the teachers contract that passed. She actually got really kind of far behind in terms of salary which is you know a very competitive very competitive field in terms of it's it's difficult to maintain and retain school psychologist faculty too makes us incredibly fortunate as a district for especially for a district our size. um they they are needed and this is really just to kind of put her on par with close to where she would have been as she remained on the
051professional employees contract comparable to three years experience. Any comments or questions? All those in favor opposed extensions. The eyes have it. Item uh 4.6. Do I hear a motion to approve the following uh job descriptions? They are four principles. So move. Second. Lisa, do you want to make a comment? Yeah, I would. I you know, so this is born out of, you know, a lot of a lot of discussions that we've had going back last year over the summer into the early fall. Um, I truly believe we are going to have the expectations that we have for certain roles and responsibilities that we need to really make clear what the roles of these individuals actually are. Uh, one thing that I noticed in the old job descriptions is that middle school principal, high school, middle
052school principal, middle school assistant principal, we're about 95% the same. And then when you go to the high school, high school principal, high school assistant principal, about 95% of the job descriptions were the same. Uh the reality is is that the attend the assistant principal role of don't want to date myself too much, but 30 years ago truly doesn't exist in the same capacity that it did back then. Um you know, there was like a clearly defined role of the assistant principal pretty much took care of all this. That was what they did. If you notice these job descriptions, it is really kind of separating out. There is student management, but then there is also safety and facilities, some responsibilities that are really that of a principle of operations, which is why we named it
053operations and student management. Um by we have seen some great success at the elementary center of really providing some clar some clarifying roles administratively for who is looking at curriculum who is looking at some management you know building management and operations. uh and and we are certainly seeing some early early great results in terms of educational educational outputs at those age levels and we believe I truly believe that by providing a a level of clarity uh a lens of clarity I should say for these positions that we will see a great amount of success and it makes it very clear whose primary responsibilities are what for uh students staff and families. Any questions or comments from the board? I I'll tell you what, I really think this is a step in the right direction. Allow
054our principles to be focused on their duties and this instead of having two people doing 95% of the same thing, split them out. One operations, one [laughter] academic. It just makes a lot of sense. Other comments? All those in favor? I opposed extensions. Eyes have it. Item 4.7. Do I hear a motion to approve the following administrative assignments? Um, got four people here and I really It is. It is. It is right in line with those motions. second. Yeah, it's related to those job assignments and really what we did is lean into strengths of of individuals and and really kind of get to a spot where we have particular areas uh of of focus. That does not mean that those individuals will never help each other out because as as the other when needed, but
055we still know who's primarily responsible for those kind of meet those goals a little bit. Um, and of course there's that caveat of all other duties as assignment superintendent principal. I always loved that that line, but it's there. Um, you know, uh, but yes, so really kind of leaning into where strengths where strengths lie and saying, you know, you do you do a very good job with this. I want you to really focus on that and take it even comments or questions. All those in favor? Opposed? extensions. The eyes have it. Item number resignations a motion with regret to accept the resignation of the following employees. Comments or questions? All those in favor? Opposed? Abstensions? The eyes have it. Item 4.9. Do I hear a motion to approve the following candidates for employment and importance
056of the respective contracts? We have five people on the screen. Second [clears throat] comments or questions. All those in favor? Opposed? Extensions. The eyes have it. Item 410. Do I your motion to approve the following requests for athletic coaching and manager candidates for the contracted rates pending any necessary paperwork? We got quite a few people up there. [clears throat] Your questions. Yeah, just really quick before we go along with this vote and since Kyle's here, Kyle, are the students the student athletes, are they going to be receiving the ability to um service? What's that? Is it the end of the year? Okay. I wasn't sure how long after the fall season ended that they actually received it. Yeah. January. Okay. Yeah. I wasn't I just couldn't bring I appreciate. All right. Sorry about that. No
057worries. Other questions? All those in favor? Opposed? Abstensions? The eyes have it. Item 411. Do I hear a motion to approve the following request for preapproval of courses programs continuing education? I move questions. I just I just have a comment. I see items number seven, eight, and nine are related to horiculture and fruit uh crop management and greenhouse management. Does that mean that somebody's moving forward in getting the uh farmers group up and running here? That's all I I my guess I do not know exactly who these employees are right now. I would guess that they work in that department and that that is something that obviously that second course needs to be developed and I think we're growing that right. Phenomenal. Thank you. Other comments? All those in favor? Opposed? extensions. The eyes have
058it. Uh verify programs item 5.1. I hear a motion to approve consent agenda items 5 through 5. I'd like to separate out 5.5. It's already separated out. No, they didn't. Okay. Do I have a first and a second? Whoever. Okay. So, this is the motion to approve consent agenda items 526. Comments or questions? All those in favor? Oh, yes. You're welcome. Thank you, Mr. Yes. Mr. Jeremy GL. Yes. Miss, yes. Mr. Richard, wait a minute. Um 620 policy 620. I'm going to have to say no because none of the changes we um talked about at the previous meeting were made. Remember Joy, you said you didn't want it at 5.5%, but it still is. And we talked about removing the standalone. Um Yeah. I gave those edits to the administration. We talked about removing the
059standalone uh where we have to pay for the Yeah. No, I I I agree. Um Yeah, this is not this is not the edited version, right, that I sent you, Jason. No, I put all the things you Well, and and the fact the the other thing I was going to bring up was that um where it says if you get below the minimum threshold, say let's say it's changed to 5%. Correct. That you have to bring it back up to 8%. Why would you cut programs if that's what you have to do? Why would you cut programs for the kids to get it back up to 8%? Why not just bring it up to the lower threshold? I did I did put a comment in there for that. So, okay. So, I'm still going to
060vote yes and we'll fix it next month because this will Well, I don't know. Understood. 620. Please continue with the roll call. Uh, Mr. Mr. David Bradley. Yes. And Mr. Amuse. Yes. We'll just have to put the changes in next month. Thank you for catching that part. I know. I sent it to Jason and I assume. All right. Item 5.5. Um, do I hear a motion to move the following policies for first reading for public review and comment 105.1 and 886? I'd like to make a motion that you pull 886 out of that group and handle it individually. Um, okay. Why? I ask why. Sure. Are you going to move it right to second reading and passage? Correct. Because it's position in compliance with the Pennsylvania law. Why do that comment? So Dave, you're making
061a motion to amend the agenda to split these two costs. Correct. Do you have a second? I'll second it because I don't want 105.1 to get uh to get uh grouped up. So, we'll just take these in. Why would Why would that get grouped up? It just doesn't pass for lack of a second and they get taken together. That wouldn't go 5.1 and 5.1. It wants to be separate because you have edits. Um, okay. All those all those in favor of amending does anybody want to discuss the amendment is to split these two into two separate motions. Okay. All those in favor I nay. First we have to vote on allow it. Wasn't Wasn't that I don't know. We'll just we'll just split them out. I make a motion to the following policy for first
062reading for public review and comment policy 105.1. [clears throat] I'll second that. I motion you motion. Okay. [laughter] This is getting very confusing. All right. Does anybody wish to comment on this as a standalone? Which one? 105. It's only to put it through first reading. That's all it is. Correct. And I believe it's to allow community members. Yes. members show the other call. All those in favor? Opposed? Abstensions? None. Okay. So, second motion. I'm going to keep it the way it is and uh and it can be debated. Um do I hear a motion to move the following policy for first reading for public review and comment being policy 886? So moved second. Okay. So you guys can debate public comment first. Yeah. We'd like to make it first and second reading for adoption because
063it's the final statements. So let's not allow the public to question. No only. So it's not a change if it's for first reading. if he wants to move it from to first and second reading. So he hasn't made that motion yet to amend the motion. I'm amending the motion to adopt policy 886. David making a motion to amend this motion to go directly to second reading and adoption. Does he have a second? Second. I will allow for public comment. And the uh I'll make the comment first so everybody's aware so they can make their comment. minor editorial revisions in compliance with the Pennsylvania laws. Pennsylvania's Supreme Court ruling and correcting the task policies and [clears throat] the original 886 uh without the strikeouts. We don't have an 886, the original 886 that was originally. Oh,
064so we want your warning. Please stop debating. Does anyone in the public want to comment on this policy? Right. [clears throat] Um I screenshotted it so I can't really tell you where it is in there. Um it's the one that uh starts with the new reading would be to be fully informed directors may as needed seek information through private discussions with district staff including the superintendent, business manager, administrative staff, educational staff and district contractors and may receive input from parents, students and community members provided all interactions comply confidentiality, procurement, labor, student privacy, etc. That's what he written, right? But he that's not what he wants. He wants the one that he wrote without the strikeouts. That's the one I'm reading. Okay. So, that's what I'm reading. No, you're reading the one that the attorney did
065that the solicitor she's remembering. I don't know. I don't have that one in front of me. I'm just telling you why. Why is such I just want to make sure that you understand comment on the right thing. That's all. My my concern with this is when it says seek information through the private discussions and it then includes students. Fine. Okay. So after my comments last meeting um and the letter that I sent to the superintendent which I am to understand was forwarded to all the schoolboard members. Yes. I would strongly encourage that private conversations between schoolboard members and students not be permitted. I agree. Absolutely. It's be breaking law does any other one comment before the board debates. So you're just to be clear you're voting on the entire document that is presented with the
066strike through as written reviewed by the solicitor. No. What what Dave wants is what's in the strike out. What's in the strike through everything that is listed in that document that was reviewed by the solicitor? Yes. But not the solicitor's interpretation. So we're going against the judgment of our hired solicitor. We are not. So let me let me be clear. So who provided the strike room? Yeah. Originally was provided by the So the solicitor provided the strike room originally. No. What are you talking about? That was your wording? Nope. The the original wording was without straight first and then he reviewed it. He put in striking rules and then we discussed it and he when I asked Joy if that was your policy, she said, "Yeah, they were how are you going to vote on
067something that the public that is right here right now? Know what you're voting?" Like so to be clear, Dave can make a motion and we can hear it, but I am not planning to vote in favor of this. I I just want to voice my opinion. Before people get upset, you know, and thinking like Dave has five votes here or whatever to make this happen. I'm not planning a vote. I just do you realize there was no 886 in our list of policies? I don't know how long ago there was one. I go my my question was this you had come you had said earlier that there is an age in which students have to be questioned cannot be questioned without parental consent without parental consent. Okay. So my question was can you clarify what
068that is? They're able to get doctors appointment by themselves at 14. So, is there any other public comment on this before the board debate? I just wanted to clarify what Miss Harden was asking when you mentioned that um the age was that forsaken for medical which all of them have clearance which the school board does not correct would the parents know and once again I'm just asking but so would a parent know say a school board member wanted to talk to a child. Then we'll go ahead and tell you would would well no what I'm saying is would a child before the school board's members spoke to that child even though they may be 14 or older have a common courtesy I I would hope we would reach out to that parent's child to let
069them know that we are looking at talking that's not that's not what I am asking my question. Do we have other public comment? Yes, um any of these policies are they in governance policies or they just typical policies. I know the last well 886 is operations so it's kind of governance but it's not in governance. So I want to make sure that governance policies are going to be pushed through just like like this because governance policies have a bit of higher precedence than normal. That's what I would other comments from the public out there. Um, since it's been mentioned several times that, you know, the solicitor was involved in this and with the rewriting items and stuff, I'm just going to go back to some of the things I talked about months and years ago.
070If the solicitor was here right now, there might not be as much confusion to the public of it, what is his recommendation and what is actually legal or not. Yeah, I'm pushing something through just push it through. It's not it's not good, right? What's the urgency in pushing us through so quickly the [clears throat] changes in the Pennsylvania Supreme Court? Well, I think everyone should have a chance to look at it. It's been out there for almost the agenda a couple times. Yes, it's been on a couple of times, but not like I as I said and she said yes there [clears throat] and strike out for new and they were you possibly give me an example of a situation where a school board member would need to be involved in special student I can't
071imagine I'm not I can't either as as a parent. I cannot imagine that it's in the perview of a school board member to be involved. That's why you have school administration. That's why you have superintend and and has that ever happened? Has that request ever been made? Yes, students can at any time they get emails are listed on the websites and they have access. The question is how does the board respond and normally that would be with the parent at all times and we understand and same with the board members have to be required to have their appearances to be able to do that as well. That's all. Thank you. You're welcome. Other comments from the public? All right. Um, I'll do my typical I'll start with you, Dave, and then we'll go around the
072table and try to keep this civilized what your support or non-support of this motion is. I'm in support of the minor editorial revisions that are in Pennsylvania law and Pennsylvania Supreme Court rulings that correct the past policies. And that would be with the original 886 that was presented to the board a couple like a month or so ago, maybe two, two months ago. Uh without the strikeouts, which also be reviewed with the solicitor, at which point the solicitor agreed that there is nothing illegal about this policy being adopted by the board to ensure that we're in compliance with the Pennsylvania Supreme Court rules. Thank you. Jason, what is your opinion? Let's let's stick with the procedure and go around the table here and hear from the board members. I would definitely like to see some
073language protected student um making it so that the board member would reach out to parents and have that discussion. We're all about making sure that the parents know what's going on with their children. So, [clears throat] I would prefer to see language in there like that. So, I mean the rest of the strikers that's fine. That one right there particularly I agree that it should um I think this needs a lot more looking at and clarification. I like the um solicitors version better, but uh I wouldn't want my kid, you know, I wouldn't feel comfortable unless I was there. My comments are simple. I don't think a minor child should be questioned without having his parents be be afforded the opportunity to be president. I don't care who it is, right? Or strip search or
074anything else for that matter. Correct. Parents definitely need to be. So I I personally would like to see some language to that effect stating that any minor child cannot be questioned without affording the parents the ability to be pressed period 100%. So my comments kind of mirror bars. I mean I I think there might be some merit to this policy but it needs a lot more examination a lot more work. um it doesn't it doesn't make sense uh with so much you've only got a couple days to view the the changes that made correct and and Jeff actually called me today on this policy because Dave had emailed Jeff and we had a pretty brief discussion um and he did say that he did not believe that Dave's original version was illegal. However, how did
075he say it? He said um the community would come out with the proverbial dish force. No. [laughter] And I said proverbial, not literal. He said I forget how he said it, but he said like um he said just it wouldn't be his recommendation to do things in this manner. So, um, Rusty, I prefer the strikeouts to stay. Um, well, solicitor's recommendations. I stay stay with stay with them. I agree it needs to be re that needs a lot more favor of the impediment of this and I a lot of this is over the board directors. This is the route you want to go. I expect all of us to have our favor. Okay. With that, all in favor? We're voting on whether or not to pass 886 for final reading and adoption. All those in
076favor? Yeah. Opposed? No. abstensions. Motion fails. Great. Moving on to private 6 policy 003. Do I hear a motion to approve the minor editorial revisions of policy 003 as attached and to further wave any readings required by policy or practice with respect to this policy? Yeah. Second. Is this up for um discussion? Uh it is up for discussion. Well, 86 is a big part of this policy. So, correct. Yeah, I'm looking at it here just now. See how goes um and this waving first and second reading that does not give the community time and why push any of it through. So since this language refers to um policy 886, I make a motion to table. Second um motions to table did not have discussion. So all those in favor of tableing I opposed extensions. The
077eyes have it. Move on to uh items 5.7. Do I hear a motion to approve the minor editorial revisions to board policy 006 as attached and to further wave any readings required by policy or practice with respect to this policy? Are these governance policies? Yes. All the 0000 are governance and no governance policy should be pushed through immediately. They should all behaviorally considered. So, did I get a first and a second? Sorry. So, okay. Second. Okay. Now, let me make a comment about this policy and I did discuss this one with Jeff. So, Yep. His position on this was that this is at odds with the uh state statue and he's been having this edited in other school districts. I I understand. Well, no, not this one. This is not at odds with the state
078statute. Uh yes. No, it's 006.1, isn't it? Um no, it's this one. It's this one. All right. Bring it up now. But so what is it? Um so in the strange occurrence where there might be two resignations a board majority is actually four according to state statutes and so um well if there's two right resignations there um vacancies that have to be filled Jeff said that it is well I I think we need to look at this further personally I don't think anything that's governance because had we been given that [clears throat] when we were given the policy on the agenda, we might have been able to look it up and further researched ourselves. And so, um, I I allowed Dave to put this motion on because I think we should be in alignment with
079the state statutes. And you know quite quite frankly this doesn't give an advantage to anyone and it disallows um this policy to be misused in at odds with the state statutes. But it also makes sense to me that our current policy says you've got to have five people present at the meeting physically here, right? No, that's only that's 6.1. That's not this is just says that a quorum is five but the state statute says the quorum is the majority. So I don't see why it's such a big deal because it's this is aligning with the state that's what the statute says because I didn't see the solicitor's opinion on this. I can look at number I heard too many times we've heard paraphrase information from the solicitor that was wrong above it's three it's highlighted
080you click on it and it refers to it I don't think that any governance policy should be passed in this manner I think it should be looked at carefully and debated caused and not just debated but really looked at carefully because it can affect things way down the road and we should never set the precedent ever of passing a government uh a government's policy in this manner. But you had an error in the you have an error. So what? So you go first reading and second reading showing you where it is. I'm not gonna sit here and read it now. I'm gonna go I'm gonna go around the table. What's your comment? The word is directly uh taken from the state statute and is in compliance with Pennsylvania school code directing an error that PSBA
081made years ago that they're correcting throughout the state with many of the districts that we work with. So you say yes I don't think it's a big deal because it's only correcting a state um you know making it bringing us state I will say again any governance policy should go through the complete process first reading second reading any any governance policy because you should never push something through on governance. Just push it through because somebody says it's correcting it with what Jeremy shuttle up. It is my turn to speak. Oh, you talk over me all the time. Anyway, that is my it's any veteran's policy should not be passed in this manner. [clears throat] That's how I feel about it. I think it's it's a very slippery slope. I don't see it as a slippery
082slope at all. Sorry, I'm reading the state law. This is identical to it. I don't understand what the problem is. The problem is the process. What's your opinion? I think uh I agree to go through the process. shouldn't be pushed through willy-nilly. Everybody should get a chance to vote including the government. So, okay. Even if state law, state law, it's going to be passed eventually passed by. It's the process. That's the whole point. All those in favor of what? the motion that's on the agenda. Okay. To approve and pass it. Okay. Opposed. N. Okay. Motion carries. Item 52. Do I hear a motion to immediately revise board policy 006? It was an I. So you have four. It was four to three. Yeah. So pass. Um well when you want to when you want to
083pass two when you you need to final. Thanks. Okay. [clears throat] 5.8. Do I a motion to immediately revise board policy 006.1 entitled attendance at mediums via electronic communications by striking the following language under the guideline section. The majority of school directors shall be physically present at a board meeting when school director attends through electronic communications and to further wave any readings required by board policy or practice with respect to this policy. Second. I make a motion to table as policy. Second. All right. It goes to an immediate vote. Those in favor of tableling I motion is table. Moving on to 5.9. Do I hear a motion to approve the following school enrichment journey request items 9 and 10? Second. Comments or questions? All those in favor? I opposed extensions. The eyes have it. I
084Let's see. Do I hear a motion to approve the disposal of the attached unneeded surplus, unusable, and/or obsolete property from a district that is consuming valuable storage space according to policy 706.1? [clears throat] A second. Comments or questions? All those in favor? I opposed extensions. Nice have it. Uh property. Moving down to item 9.1, director's concerns. No one had issued any. Anyone wish to make a comment? Yeah, I'd like I'd like to make a comment as this is my last meeting with all of you. Well, I I wouldn't necessarily say that. Why are you? Well, for a variety of reasons. The holiday season's coming up. Got a lot going on. So, that's always a good thing. But, you know, as my term comes to an end, I'd like to point out some of the positive
085accomplishments that this board has made in the last year. We have a superintendent who has brought a new perspective to our district and performed his duties admirably. His skills are definitely an asset to this district. We have revised many of the school policies, most notably addressing nepotism and accountability. We have modified the administrative structure, putting in place a learning focused model, starting early intervention to serve children with challenges better. And on top of that, we reduce taxes. This board has done some really good things. That being said, at the last workshop meeting, and I left here, I was very disturbed when I left. Several people spoke in a manner that lacked any semblance of respect. Members in this audience used only what I can call emotional manipulation to try and sway board members from performing
086their duties. One attendee actually accused a board member of being the reason they did not believe in God. That's not true. They did. No, that's not what they said was, and I don't agree with it. What they said was it was their reason for not going to church, not that they didn't believe in God. So, if you're going to call somebody, do it right. Comments went hand in hand. They were both made. As far as I'm concerned, that comment was horrendous and completely uncalled for. You know, name calling and I hear it here at this board meeting for name calling never solves anything. Well, I'm going if you're not a believer, you should not be condemning someone else for your lack of a belief system. name calling either in person or online. It just ranks
087right up there with unseammly behavior. I think everyone needs to conduct themselves with a bit of decorum as adults should. Okay. Have a respectful debate. I do however have some advice for the new board. First, I think the financial report should be available to the treasurer and the entire board at least 10 days before the meeting. Getting something on a Friday before the meeting and then having to take your whole weekend and modify your plans. I don't think that does any service. I mean, Barb, you're retired. So, you actually have No, I was working 40 hours a week when I did it. I think I'm not here to argue with you, Barb. You just love arguing. I'm not going to do that. It's the truth. But respect. Both the public and the board need to
088be aware of how others perceive their words. Words need to be tempered with respect. And lastly, always remember that our focus should always be on providing the best possible education to the youth of our community while considering the cost to taxpayers who actually pay the bills. A $50 million budget for an area the size of the heightened school district just seems excessive. We're spending $23,000 on average a student per year. Based on my research, I believe we are overt taxing our residents by three to four mills and should reduce property taxes again in the coming budget cycle. Responsible education needs to respect children's needs and the cost to taxpayers. Heck, the state has a report out that we rank number 82 on the list of local taxes versus ability to pay. Anything over a 66
089percentile is considered overt taxation and we're at 80 cents. This is right from Pennsylvania. [laughter] It has been mostly a pre a pleasant experience serving on this board and you should be proud of the volunteer time you spend in this commitment to our community. As far as I'm concerned, the people who want to call names and make ridiculous statements really need to temper themselves a little bit better and remember that everybody up here is a volunteer or a public servant of some type. Conduct yourselves accordingly. Thank you for allowing me to serve. Thanks for being here, Dwayne. No, it's it's director's concerns. directors can become not that I approve necessarily of what was said that Dwayne was talking about, but it is a person's first amendment right is it not to redress their government in
090any way that they choose. Constitution says costic. Exactly. So that's all I'm saying. And I do remember calling someone saying something about you. It still reflects on the person that was called. I didn't agree with the comment that was made. I don't share his stuff. Please no arguing. I think we shall end now director comments. We have no public comment. Correct. At the end of the days, I make a motion. Do I hear a motion to adjourn the meeting? Yes. I just would like to comment. What was the first and what was the second? No, you cannot. I just want I just I really just want to thank Rusty for all. Thank you. Sorry, I I didn't get to do that because somebody would shut up. So I have a first and a second to
091adjourn the meeting. So all those in favor
