It is now 6:20. We'll call the One second here. Turn off my >> monthly committee meeting to order. I'll turn it over to Dr. Oberg. >> All right. Hello everyone. My name is Justin Wise. I'm the associate principal in the middle school and I'm honored to pre present students of the month for September and October. First up, we have our student of the month for September, Evan Frink. Evan could not make it tonight, but we will play his video now. Hello, I'm Mr. Wise, the associate principal of McGuffy Middle School, and it's my honor to introduce to you our September student of the month, Evan Congratulations, Evan. Now, on some questions. What's your name, grade, and what are you involved in at school? What do you like to do outside of school hobbies, sports, other
activities? >> I I play football and basketball and I enjoy water skiing and play. >> What does it being student of the month to you? >> Oh, I mean I've heard the book and not only what I said to you, but more than that. What's your favorite subject and why? >> History is because in all the school they've always made that class involved and they've made it interesting. >> Is there a teacher or staff member who has helped you a lot this month and how? >> Um she's understanded that we have high school and we have school system. So she's moving on. So >> yeah, she's fine. >> Yes. >> Um, what advice would you give to other students who want to be student in the future? Respect your teachers. You respect them. They respect
you and that should help you. >> Yeah. Thank you for sharing all your answers with us and congratulations again. Congratulations. [Applause] Okay, next up we have the student of the month for October, Skyler O'Brien. Skyler also could not make it tonight, but we will now play her video. >> Hello, I'm Mr. the associate principal at Agni Middle School. And it's my honor to introduce our our October student of the month, Skyler O'Brien. Congratulations, Skyler. We're going to ask some questions. What's your name, grade, and where are you involved in school? >> My name is Skyler O'Brien. I'm in eighth grade. I play softball, volleyball, and I'm in student council. >> Okay. Um, what do you like to do outside of school? I like to read books and go hiking. >> What does being student of
the month mean to you? >> Um, that all the studying and work I've done is paying off. >> What's your favorite subject and why? >> I like history because I like to learn how different it is from life now and how hard it was for them. >> Is there a teacher or staff member who has helped you a lot this month? Um, Miss Gray helped me a lot in English because we were doing TA's and she helped me. She answered all my questions. >> And what advice would you give to other students who want to get students? >> You have to want it in order to like succeed. You can't just do it 50% and then be mad that you didn't do how you wanted to. >> You have to put in the effort. All
right. Well, thank you for sharing your answers with us, Skyler. Congratulations on being a healthc. [Music] [Applause] >> Great advice from Skylar, by the way. Right. I think we can all agree. Thank you, guys. >> Thank you, Mr. Live. Thank you for putting that together, too. >> All right. Um, we typically also would have our state council representative, but tonight uh is the last regular season game for our representative for volleyball. And so, uh, we'll forgo that for tonight. The last time we have again is, uh, for Mrs. Hob to give us an update, uh, about where we are when it comes to the state budget and the impact it has for. >> Yes, you all have a packet in front of you. Um, I'm just going to present from here today since Mr. Wolf
is not here to help me get all my technology set up. All right, so budget update for 2526. As we know, the PA state budget has not yet been approved and we are the only state in the country that has not yet passed a state budget. Um, the governor has not released any education subsidies. Well, I shouldn't say any, a few, but the majority. Basic education, special education, transportation subsidies. they are withholding. So, by this time last year, we had already received $7.3 million in state subsidies. Um, to date, we've received 1.2 and that's basically our property tax relief money. >> Yes. >> And you email that you sent either house either the house or the senate pass it >> there. The house passed it, but one passed it. The other one will not agree
to that. >> Yes. Senate. Yes. >> Um, so now to compound our struggles, the federal budget has not been approved. So our title funds are in jeopardy of being cut or eliminated from the budget altogether and Dr. Gotran has been attending some federal programs meetings and this is a big topic of concern obviously for a lot of school districts. Our Title One funds total around $350,000. That is covering the majority of the cost for our reading specialists, for our title reading specialists. So, if that funding gets eliminated alto together, we're going to have to start being very creative. Um, in order to continue the supports that we have, we are now in jeopardy of losing our federal food subsidies. We received an email uh that they could pay us for our food nutrition programs through
September. Our September allocation was about $123,000, but because of the federal shutdown, we probably will not receive any of those funds going forward either. So, school districts in Pennsylvania are not in a good spot. So, uh, for 2526, our expenditures to date, and I ran this as of this morning to give you the most up-to-date information are a little over $9 million. So, that's just under 25% of what we had budgeted on the expenditure side. On the revenue side, however, we budgeted 35 million and we have received 12. 10.5 million of that has come from our tax revenue. So that's all tax revenue that we received. So that's real estate tax, earned income tax, occupation tax, delinquent tax. We had budgeted 14.4 million in combined tax revenues. We're at 10 and a half. So we
have about three and a half million still to collect. And as you know, taxpayers have until December to to make those payments before they go into the delinquent status. We have received about 33% of our anticipated revenue but still not a lot of state revenue. >> Yeah. So I have budgeted 35.5 million in revenue for this f this fiscal year. Yep. Got it. Yes. So again, I'm giving you your representative contact information and Representative O'Neal is actually hosting a pizza and policy event next Friday, October 24th, at the South Franklin Municipal Building from 5:30 to 7:30. You do not need to RSVP. He will have pizza and drinks provided. and he would like to invite all of the constituents to come with their questions and concerns about state related issues and legislation. And I encourage
you to go and talk about the state budgets, the impact, how it is impacting schools. There are many schools throughout the state that are now cancelling extracurricular activities and furlowing some employees because they just are not in a position to continue to pay employees when they do not have any state subsidies. We have been fortunate right now that we have enough tax money coming in to sustain us for the next couple of months. We did secure the $7 million tax anticipation note. So that is sitting there untouched right now. Um but if this impass continues past December, we will be tapping into that to to basically pay our bills and our payroll going forward. So reach out. I have also put again Josh K's information and Miss Bartel's That's all I have for tonight. >>
Thank you. >> We appreciate that. Thank you. That is all Mr. President. >> Thank you, Doc. It is now 6:30. We'll call the committee meeting to close and we will reconvene in 5 minutes. So 6:35. Now I heard plastic and there was like something beeping in the background. It is now 6:37. I'm calling to order the McGuffy regular school board meeting. Roll call, please. >> M >> here. >> Mr. Rose, >> here. >> Miss Jackson. >> Mr. K, >> here. >> Mr. Laser, >> here. >> Mr. >> Here. >> Mingle >> present. >> Mr. Thomas >> here. >> Thomas, >> this month's opening prayer is going to be done by Pastor Brandon White from Clayville. All right, let us pray. Gracious heavenly father, we come to you tonight uh in the mighty name of Jesus,
grateful for all that you've done for us and all that you've given us. And God, I I thank you for this school board uh and our administrators, their commitment and their investment of their time. Lord, I pray that your hand would be upon them to lead them and guide them uh in every decision that they make both tonight uh and always. Lord, I pray that you would give them your divine direction uh that they would make plans that would be beneficial to our students and our families and our community. Lord, I also would like to take the opportunity to pray for our teachers and ed educators within our district that you would continue to inspire them uh to teach um with with fresh ideas, God, uh with fresh passion uh to invest in the lives
of our little ones. I pray for all of the staff uh from maintenance men to to cafeteria workers to resource officers uh that you would help them to see the vital role that they play and to keep our schools functioning safely uh and in a positive way. God, we thank you for their commitment to that. And Lord, most of all, we pray for our children, our future. They are our hope. God, we pray that you would continue to watch over them and that through our school district, you would prepare them for lives that are beneficial, that they would reach their maximum potential. Uh that they would fulfill the plans that you created them for. That they would be leaders in our community and in our world. Lord, I pray that you would protect them in
every way in these uh crazy times that we're living in. That you would keep them safe physically, emotionally, and spiritually, God. That you would give them strong bodies. that you would give them sound minds and pure hearts, God. And Lord, we just uh submit this time to you tonight. We ask that you would guide everything that's said and done and let fruitful conversation come forth and let all decisions be made that would benefit our community. We thank you for it in Jesus name. Amen. >> Amen. >> Thank you. >> May we rise for the pledge of allegiance to the flag of the United States of America. and to the republic for it stands one nation with liberty and justice for all. >> We held an executive session at 5:00 today uh to discuss personnel litigation
and contracts. At this time, we will take public comment on agenda items. Chief, Mr. President, we have one Vicky Jordan, Buffalo Township. Thank you, Chief. Yes, sir. >> Have a pile tonight. Let's hope I don't lose it. >> Good evening, everyone. all the craziness with budgets and the world. I hate to bug you tonight, but here I am. So, I'm not pointing fingers. I'm not here to beat anybody up, but I would like to express my frustration over the agenda and how the agenda is presented to the public. So, I have a couple examples for you. It's actually a page full, but I'm going to pick and choose tonight. So, sometimes we list names, sometimes we don't. Coming or going. Uh, I know last year F5 is on your agenda it's high school club and
activity fundraisers. I'm not exactly sure if you're approving the high school clubs for tonight or not. Based on how this is written, I'm unsure. Um, but there's no list attached. There's no list that states what clubs, what's being done for fundraisers. But then if you go down to F6 and you see choir fundraiser, it's clearly listed. Um, substitute teachers names and nurses names and subs are listed and then next month they won't be. Um, we have two resignations. The names weren't listed yesterday, they're listed today. Uh, additional drivers for GGNC. They've always been on the agenda. They're not on there tonight. Um, winter coaches. This is a pretty hot topic, guys, because you know, as I've told you many times, this is a small community and people talk. And rumor has it there's a name
on that list that has been repeatedly voted down. So it makes me feel like what are you hiding from the public? Why aren't those lists there? And just for reference, I have prior agendas cuz I keep them. Uh, winner assistant coaches were on the February 2025 list. Why aren't coaches assistant coaches on tonight's list? Um, you have all the coaches in February. I had these in order and I've lost control. I apologize. Uh, January, February, March coaches are listed. Um June coaches are listed. You list teachers in the May agenda. You talk about their background information and their grade levels and their care persons, but then you want to hide who's leaving the district. I again am going to say we the taxpayers have a right to know who is coming and going from this
district. And after everything that just happened in Iowa with a superintendent who was also employed in Pennsylvania being found out to be illegal, criminal charges against them. you count on those systems, you know, with those names, people in the community can say, "Oh, wait a minute. I know this person from out east. Maybe you ought to check a little deeper. You're silencing our voices. You're withholding information from us. You are supposed to be transparent and how held accountable by the community. And by putting together agendas like this, you're not doing so. I attend these meetings every month. I review the agendas in advance. I prep for these meetings if I want to speak or if I don't. I count on this. And this isn't acceptable. It needs fixed once and for all. I asked last
year. Last year the clubs were not listed on the agenda. And I reached out and I said, "Why not? and then they were listed and here we are again a year later those clubs aren't listed and I will again say every club in this district parents should have to give parental consent. We should not have a club in this district that the parents don't sign off on and say it's okay for my child to participate in this club. The kid might want to, but the parent might not want them in it. And they have every right to say yes or no. We need to not silence the voice of our parents in this district. And you need to do better on this agenda. I don't know who's responsible for it, but the inconsistencies to me
as a taxpayer and somebody who's pays attention and attends is more than frustrating. And that's really all I have for you tonight. Other than Charlene, I have bugged every representative. I've houndounded Governor Shapiro and I will continue to do so. Thank you for time everyone. >> Mr. President, that concludes our speakers. >> Thank you, Chief. >> Yes, sir. Thank you. 041so as mentioned, we are working on policy 815.1 which is called use of generative AI and education. Um I encourage the public to attend these meetings. Um this is a new realm for public school. Um, AI touches all of our lives one way or another and it's common to public education. So, um, I encourage you to attend and provide input. You know, we represent you, but if we don't know what you want, it's hard to make those decisions and make you happy. So, I encourage you to attend and speak up of your concerns or approval or whatever. Um, policy 004, we have moved to the November meeting. We should be discussing that. Um I don't recall what that one is called. I apologize. I thought it was written on here. >> Yeah. >> Um I
don't remember. I apologize. But um the um other policy that we went over was uh travel reimbursement, which at some point will be um coming up for approval as well. And there it is. Policy 004 is the title membership in uh board docs. Um otherwise um the next meeting will be sorry I know it's the second Tuesday of every month. November 11th will be our next meeting. So that's it. >> Thank you Miss Ry. >> You're welcome. I believe so >> it is. >> At this time, uh, we will take public comment on non-aggenda and agenda items. >> Uh, Chief, >> Mr. President, you have Vicky Jordan, Buffalo Township. >> Thank you, Chief. >> I'm not going to do that. >> My problem. I will be quick. Everyone, I know you want to test it
out. Vicky Jordan, Buffalo, uh, Township. I want to thank you for reading the list for the GGNC drivers. I wish you would have done the same with the coaches. And I'm asking you all to please make sure that this agenda is not missing vital information that the public has a right to know. We can't keep doing this. It's not fair to us. So, thank you for your time. Thank you, >> Chief. >> Oh, that's it. Thank you, Chief. I didn't hear him. >> I didn't hear him. >> No, actually, it's a commercial. I need a motion to approve the No, that's not it. Hold on. [Music] >> Items for discussion. [Music] >> I do. Um I know I touched on it earlier about names versus no names. Um, we all know that these employee salaries
are paid by taxes. I think the community has a right to know who is coming and who is going. Um, I think Mrs. Jordan brought up an excellent point. You know, sometimes these background systems don't catch everything. No, we don't want to make decisions based off of rumor, but if there's a concern that the district isn't aware of that maybe just hasn't gone through the legal system yet or something like that where it could bring some alert to the district where you know it's brought to your attention something could be wrong with a certain candidate um that you know could bring the trouble bring harm or trouble to the district or the students. I think it's I think it's important that they know who is coming and who is going. Um, that was well put.
I personally would love for the board to have a consensus on whether or not we move forward with all names or no names. Um, I'm I would be all for the names being there. Um, Mr. Weiss could advise if there's a law that says we can't. If there is no law that says that we cannot, I think we should >> would that and I'm just asking would that include because we recently had the conversation at the exit interview you would specifically ask them. We talked about that publicly. So if the if the employee is saying I want my name withheld would the law supersede there? I mean is there some I don't >> there there are certain items and again we have Mr. Wy here but there are certain items that we cannot put that
name for. >> Yeah. >> So I think there's a balance that >> M fry is asking for. >> Okay. Thank you. >> Any further items for discussion? Are we going to pull a consensus on procedural moving forward >> on how how we would direct the agenda because previously >> I don't think we could oh well because it's not it it would be procedural perhaps but I'm not the solicitor so >> Mr. W I don't think you've probably heard that. So the question is being asked by Mr. try that um the board be given board make a motion to direct myself and Miss Cyber to have names that can be listed for any personnel moves in the district to be listed um on the agenda not just under administrative content but on the regular agenda for
everyone >> is that something that we are able to do at this point You can do that. You said yes. >> You said you said we can do that, correct? >> Yes. >> Okay. All right. And again, with a caveat, there are certain times where the name cannot be listed for um certain personnel. Mhm. I think those are the exceptions, but generally >> Yep. Okay. I mean, that's something that I don't know if we need to vote on it. We can definitely make that happen. >> I don't think >> and anytime uh we have an issue where we know that it may not be, we will share that with the solicitor. >> Could we still take a consensus? I'm only one voice. There are eight of us here. I would rather it be the majority
board's decision rather than just my own. >> Is is that so does that require the vote? I appreciate that. >> Yeah. >> Does that require us to add that into the agenda to vote on? It's procedure. >> It's just a procedure, >> Mr. >> Is the majority okay with that? I still wouldn't want to move forward with that unless the majority of us would want that to happen. >> I'm good. >> Okay. It's not an official action, but >> thank you. >> And we just discussed this >> there. We talked about adding verbiage if an employee doesn't or reserves the right >> their name. >> Yes. To have name withheld, >> right? I think it should be more like that where we're going to do this, but if you don't want us to kind of
like the media release form, >> right? >> Yeah. Any other items for discussion? >> May I need a motion to adjurnn? >> Motion. >> All those in favor say I. >> I. >> Opposed. Abstain. Motion carries. We adjourned the meeting at 853.
