ban because one time we tried to eliminate one of the coaches and 180 people showed up at our meeting so we always said don't mess with the band they do a great job they do they really do i appreciate all that they do all those in favor say i'm i opposed extensions motion carries okay i need a motion to approve or appoint deborah engelman business administrator as treasurer for the mcguffey school district for the 2022 2023 school year second any discussion or questions all those in favor say aye aye opposed ascensions motion carries i need a motion to approve the attached participation agreement between allegheny county schools health insurance consortium and mcguffy high school effective july 1st 2022 is presented [Music] any discussion or questions i had had people from the community ask me so
just to be clear the the unit one health consortium trust membership is gone and so we had to have something in its place and that's what this is so just so we're all clear yes right all those in favor say aye resolution 8 authorizing 2023 real estate tax assessment appeals program has presented second i'm sorry did i hear somebody say a second motion dies i seconded it david david ii i thought i heard him say i wasn't sure either but i thought i heard it second um questions or just we will have a roll call but questions or discussion on that that didn't work so well the last time yeah i was going to say that was a disaster when we started this whole mess to begin with years ago this is why we're in
the city i was going to ask though mr leisure you had said earlier about explaining the 25 000 cost would you care to do that now [Music] what the fast board did was authorize our solicitor to review any properties that was sold for 25 000 higher than the current assessed value to then take that property and appeal it because the new assessed value would be the price that the property was bought at i've never agreed with this policy for the simple reason is that individuals could buy a house sign all the paperwork from the loan from the bank and everything and their payments would be set but then they get a reassessment that may increase their taxes by twenty five a hundred dollars a year they may not be able to afford the house it's
not so much that i disagree with the policy it's that the policy is not advertised and nobody knows about it i've asked an awful lot of real estate agents and different people and they don't want to publicize it because it's a liability it's it needs publicized and i actually uh told the board at one time that i was going to write an editorial about this particular thing because i think everybody in the community needs to understand about it if they understand then that's their decision to buy it as long as they know but if nobody knows i just personally think it's wrong but the prior board didn't agree with me but when we say the assessment amount for appeal is set at 25 000 that's not twenty five thousand dollars the district is paying we're
saying that's the set amount at which point we would appeal let's let's say that the property is a hundred thousand dollars under current assessment and somebody buys that property for 125 000 one dollars we would then request an appeal at the county level to reassess it and it's been my understanding other than a member of the audience said i was wrong but we've never lost one because the price of the reassessment is actually what the price of the new house actually is so that's my understanding it's the fair market value of the house or at least that's that's what the contention is just to provide a little bit of background and obviously the boards this is the board's decision but thanks um this program has been in place for three years in 2020 uh we
added 88 thousand one hundred and two dollars to your um your revenue in 2021 we added fifty nine thousand six hundred and one dollars additional on top of the 88 and then for 2022 it's 61 000. so 210 000 is has been added to your revenue each year as a result of this program we have this the 25 000 threshold which is in place in a lot of districts to avoid any kind of uniformity um objections because it applies to any sale where the disparity between the fair market value and the purchase price crosses that 25 000 threshold you know it's it's a tough place as far as you know when you're trying to raise additional revenue and talk about tax increases so you know i just want to give you a little bit of
background we don't charge on an hourly rate uh we uh it's contingent um comes out of the first year's additional taxes generated if the appeal loses then we don't get paid um russ yep so what are the odds of losing most of them at this point because the housing market over the past 12 months people were over bidding on houses and bidding wars over 25 000 so therefore they're paying over 25 000 dollars for the house but the fair market value is going to be far less than that because they were in bidding wars due to the housing market yeah i mean again that's um that's certainly up for debate in terms of where the fair market value is in terms of where the real estate markets increases are but um the if you if
you rely on the county to adjust those assessments to fair market value you'll be waiting a long time and that was the reason why the board did it was because once the reassessment was done it needed to be kept up to date and this was a way that would keep it up to date so that wouldn't have to go back and reassess the whole county again and russ and them have done a great job of getting extra revenue it's just the problem is nobody knows about it is my concern so when they're purchasing a house they don't know and then their taxes double what their loan allowed for and now they can't pay for it what the board can do there was a lot of debate back then about the 25 000. you can change
that number to a different number if you wanted there are times when there's commercial property so that we should be requesting a reassessment of the property but if you if you just specify commercial properties then you do have a we're discriminating i understand that but that's what i'm trying to say is you can adjust that number if you want to keep the policy if you don't want i mean it's totally up to every individual but they're really two separate things at this point what we're looking at is we have a motion on the floor with a second to pass this particular policy russ i know you answered this but yeah i'm a little confused though so the resolution what is the payment structure for the firm sure to do these sure because there will be
an awful lot more now that houses have been bit up over the past 12 or 18 months sure and i'm sitting here looking in a note that says there are 40 homes for sale in our district currently [Music] so the payment structure we don't build those on an hourly basis um the additional tax revenue that you generate in year one our fee is 30 of that year two uh we don't or and thereafter it's just added to your uh your taxable revenue uh without any fees being charged by us so out of that those numbers that you gave us the 80 000 the 50 60 000 whatever you guys took 30 percent of that each year yes so the district didn't get the whole 200 some thousand we got minus 30 percent of all them
um well 30 of of each of those figures in year one and then a hundred percent in year two and afterwards wait you took them no no you took thirty percent in year one but we got a hundred percent in years two and right right year one we get seven i just thought the way you said it could have sounded like you took 100 percent that's what it sounded like so that 88 000 in 2020 our fee would have been 30 but then that 80 000 in year two all that went to the district i see what you're saying any other discussion we'll call please mr hardin yes mr kern [Music] no mr haynes yes no motion does not pass i believe that's correct i need a motion to approve the western area career and
technology center 2021 through 2023 proposed budget totaling five million eight hundred twenty two thousand eight hundred seventy five dollars with the mcguffey school district's contribution cost of four hundred and seventeen thousand eight hundred and sixty eight dollars and sixty nine cents as presented so second [Music] discussion i'm sorry i was reading i just want to be clear for everybody this isn't us approving a 5.8 million this the district's cost contribution cost this is a proposed budget and the district's contribution cost of 417 868.69 um but we pay based on the number of students that we send correct how many kids is that i don't know i don't remember off the top of my head what it was but yeah any other questions or discussions oh i thought it was more than that what how many
mr haynes do you know how many schools are at western area i believe it's 13. i was going to say 12 or 13. well i think some are in the process of withdrawing i don't think withdrawn yet but i thought it was 12 or 13. nobody to my aaron was at the last meeting but i don't think anybody's withdrawn yet i didn't hear anybody withdrawals no but there's a rumor that it's coming so any other discussion i would like to say that our students do benefit from the programs that are there so great all those in favor say aye aye opposed sentience motion carries i need a motion to award the worker compensation and sort insurance coverage to upmc for the 2022-2023 school year and the amount of 97 884 dollars which represents an increase
in the amount of thousand one hundred and forty eight dollars a second this is an annual renewal that's required right with an increase of almost twenty thousand dollars yep any questions or discussion all those in favor say aye aye opposed abstentions motion carries in a motion to approve the agreement between intermediate unit 1 and mcguffy school district for the 2022-2023 school year which provides educational services to the district second discussion um what specific services so the iu i know it's varied i mean everything from special education law to again i i receive on a weekly updates for administrators there's a number of services okay and then it says that we have the cost of each program in writing so that we know like up front like if we need a school psychologist for stuff that
we know how much today and all that right yep any other discussion always in favor say aye aye opposed sentience motion carries i need a motion to approve the 2020 to 2023 insurance rates including legal liability with arthur j gallagher utica bcs and the amount of eight thousand eighty seven dollars which is an increase of six thousand one hundred and one dollars or seven percent so second discussion sounds and again that's an annual renewal um for liability coverage all those in favor say aye all right proposed abstentions motion carries i need a motion to approve the agreement between mcgaffey school district and transitional employment consultants incorporated for special education religious related services for the 2022-2023 school year second any discussion all those in favor say aye opposed abstentions motion carries i need a motion to
approve the agreement between the mcguffey school district and inter-care health system for special education psychiatric services for the 2022-2023 school year as presented second discussion it looks like it really went up yeah yeah three dollars we pay the hourly rate for psychiatric services for students that may need a diagnosis for either autism or emotional disturbance again uh only done after prank consent but i guess if it went up 23 dollars an hour how much is it it must be astronomical and it's three to three and a half four hours average i don't expect an answer now but i think we should understand how much it is in there but it sounds like something we got to do anyhow yeah i mean when you're talking about special education psychiat special education is one of those things
where 23. any other discussion all those in favor say aye i proposed extensions motion carries i need a motion to approve the meal service agreement between blueprints and head start and mcguffey school district at clayson elementary school for a one-year period as presented absolutely oh i'm sorry i didn't see that and to approve so the emotion shoot we gotta go back then go walker yeah a motion to approve the meal service agreement between blueprints head start and mcguffey school district at claysville elementary school and at joe walker elementary school for a one-year period as presented no motion for that second any discussion or comments always in favor say aye aye opposed motion carries okay these next two we can put together then right need a motion to approve the one-year lease agreement between blueprint's pre-k
program and the mcguffey school district for a classroom at joe walker and at claysville elementary school as presented second any discussion all those in favor say aye aye opposed ascensions motion carries and a motion to approve open systems of pittsburgh to complete the update to the alarm system to be funded with the general obligation bonds 2021 as presented any discussion all those in favor say aye aye opposed extensions motion carries i need a motion to approve the three-year agreement for mcguffey high school with johnston johnston's for the 2022 it's going to be 2022 through 2024 or through 2025 three school years pending uh review and approval from the district solicitor second any discussion all those in favor say aye aye opposed abstentions motion carries i need a motion to approve the deed of easement requested
by south franklin township second any discussion all those in favor say aye aye opposed abstentions promotion carries i need a motion to approve the renewal for iep writer as presented between leader services in mcguffey school district the annual subscription cost is seven thousand eight hundred and thirty three dollars for the period of july first 2022 through june 30th 2023 any discussion all those in favor say aye aye opposed sentience motion carries i'm just before i ask for the motion on this i thought last month the board had asked the administration to come back with some details on options for us correct so i'm a little confused as to why we have the proposal for the full thing instead of options for that would have been presented i'm just curious i'll i'll take that we have
not had the breakdown for so what we're looking at right now is a reduced price we would still want to have our policy maintenance which was provided to us quarterly we have a number but it's it's not a hard number it's between two or three thousand um we think that there is a standard fee of 799.5 but uh memphis i do not have that before you right now i motion to table tablet um any discussion on that we have a motion and we have a second any discussion on that [Music] so just to be clear if we table this then by the july meeting we would have uh options okay thank you thank you um all those in favor say aye this is to table table to table it just to be clear so to
table it all those in favor say aye aye opposed to tabling okay abstentions motion carries i need a motion to approve payment to anderson price for the invoice dated may 31st 2022 and the amount of 1835 dollars is submitted second any discussion all those in favor say aye aye opposed sentience promotion carries in a motion to adopt the final budget for of the mcguffey school district in the amount of 35 million 439 239 dollars for the 2022-2023 school year and levy an annual tax of fourteen point zero eight eight one mills as well as the following taxes uh five dollar per capita section 679 school code five dollars per capita act 51 10 flat rate occupation tax half of one percent wage tax half of one percent realty estate transfer tax we do not have
a second is um fails due to lack of second um unfortunately we have to have a budget buddy in the gym correct so at this point we would i'm gonna actually have a solicitor explain what our options are yeah so you can't pay any bills after june 30th without a budget in place so um your options if you don't have a budget that you can approve with five votes tonight are to either schedule a special meeting before june 30th or you could recess tonight's meeting to another date and time which you specify um and then come back on that date and time and take up a budget i guess my next question would be mr leisure maybe you're going to go there but is there a motion for a budget that you think we could
a different one that we could i guess my question is which option is this is the max so looking at the three that have been presented this was the the highest one yes um it died due to lack of the seconds my my next question is pertaining to the i mean just to just by a background you could somebody could second that and you'd have even if nobody likes this budget that would at least allow you to amend the budge amend the motion to make it one of the other options if you can get five votes for one of the other options and save yourself from having to come back if somebody seconded this motion then we could have a different motion absolutely i mean the seconding doesn't it doesn't obligate you to vote for
it it just makes it sound second so that we can consider yeah on it mr hayne who's the first one oh mr hart is second and this is for this is for the highest one so now we can have discussion on if somebody wants to amend the motion yes so my question is that is the new harris i didn't understand we didn't hire them but they're in here or that that's correct we were the four special ed positions were including this budget but they have not been hired so this was approved so we only have three options like i'm i'm with mr leisure like can we eliminate those four positions and pick one of the three options you can amend it to anything you want to amend it if you're looking at what was presented
to us the three different options that were presented as all include still hiring those four positions you can amend that to anything you wanted it to be so if we appended to no tax increase we still are looking at in the budget having the four people hired correct yeah i would caution about eliminating any any positions or well i think we still meet the statutory regulations for special education without those four correct no no that is not correct how do we guess so two examples one is a para profession for one-on-one services for that student that we currently don't have we actually have three of them um two of them we're going to take from middle school to fill in then the one pair it would be that higher so that's absolutely needed we cannot
not have a one-to-one for that that job the second is at uh claysville and that is our life skills room um the maximum there's 20 students for that we're approaching that very quickly she actually has students k-5 most schools would split it up k one two three four five and so that's our ask there but when we don't have 20 students yet no we do not so how many different so the parent educator is a half but honestly for the parent educator we could pass it without having that and we'll be sitting here in a month voting i understand that but if we're not at twenty yet we can that's for the longest until we get for the life skills so we we're not we didn't meet that threshold yet that's correct what is what
is the total where are we i gave it to you last week um i'd have to go back through and look for it i just have a question for if we say no tax increase we we were still looking at having the four positions in the budget right and the presentation that was given to you yes i don't know that that's everybody's opinion but that would be simple for for that classroom um we finished here with 12 but we're projected for 22.33 to have between 16 18. which is under 20. which is under 20. 20. all right so there's um one that could be delayed possibly and then what about the other ones so uh esl is actually just making a person from full time halftime the full time that's the 58 000. that we
cannot again not have a full again that's speculating on more kids no no that's actually there it went from one suit down to three so we absolutely need to have that right there the only other one was we were asking for an initial individual at joe walker uh when we started the year we cut joe walker from two special education positions down to one and they went from seven students to twelve and now they're they're thirteen and again that number is going to continue to go up and that is a special education individual that is responsible for all those kids kindergarten through fifth grade they cannot service them properly in a way that would allow for them if they were to split that school into k through again two in the three three five so
if you're looking at your packet from earlier we're on the page that says highlights of budget changes from the preliminary budget these positions are seven eight and nine yeah but so that threshold is twenty two i apologize i i misspoke in the life skills classroom we're actually at the next there is 12 students for life skills i thought you said it was 20. i thought the max was 20. the max is 12. now what about the other one on 13. that max is 20. um it's not a page number it's the highlights of budget changes but it's seven eight and nine are the positions no the number is is much higher and i'd have to talk to chris did we cross the threshold for life skills yes i'm still confused i'm with you mr vanessa
just to be yeah so we've crossed the threshold for life skills and 20 is the max for learning supporting support and we're not at that threshold yet not yet we're seven shy of that one right we'll be quickly approaching that but again i i i would just um make the strong argument that uh again the number of students is 20 but the the quality of service has been diminished over the course of that time we went from two special education individuals now down to one this past year i'll leave it at that um that i i think is there any way we can all refer to item seven eight and nine under the highlights that we will understand each what's not what the seven would say yeah so my understanding is and doctor if i
may i see chris has just jumped on kristen do you want to add sure good evening greetings hello so i just want to clarify to make sure that i fully understand as well dr oberg at one time we were talking about three special education positions or teachers and in the budget tonight only two positions were presented correct no that's not correct there are two positions already that were part of the original budget what you're seeing tonight are the asks for four positions esl for full-time special education playsville specialization joe walker and the pair in addition to what was already approved got it thank you for the clarification so yes the differences would be um at with the life skills program we had nine out of the 12 students for a brand new test this year
we never anticipated growth like that in april we were able to kind of squeak through the rest of the school year when we had so many new students move in because when we are saying that the maximum caseload for life skills is 12 that's when they're full time and if they're spending 80 percent or more of the day in the life skills classroom because we had a few students that were considered supplemental that's how we were able to go over that 12 you know to get us through the rest of the school year so i would very good but what's the other one for the other special education teacher yeah so at joe walker we have a mixture of learning support and emotional support she carries both types of services in the maximum caseload that
we kind of use for that is 20 because most of those students are at the supplemental level if they were full time it would be 12 if it was itinerant it would be a little bit more but the majority of our students do program at the supplemental level which is why we say that 20 is the maximum so the thing to remember about joe walker is that they're servicing six grade levels though so whether it's six kids or 20 kids across six grade levels it's really hard for her to be supporting and in all six grade level classrooms okay mr leisure you would ask for this so number seven are the two special education teachers the life skills which has a cap at 12 students and we are we're at that cap and then the
second position is a special education teacher at joe walker which has a cap of 20 and we are not yet at that cap it's challenging but we're not yet at that cap correct mrs reicheck correct how many are in there currently 13 um and then we have two or three evaluations that are in the process that will finish up early fall i'm not sure at this point if they will qualify or not what about the case load for uh esl what is what is the threshold for that that's number nine for a full-time esl like how many kids can they service at once sure there really isn't a defined caseload nor defined how many hours students need to receive services other than we kind of have a rubric that we work off of and um
the one student has been in the united states for several years now so it would be very difficult to service him with the two students that are brand new to the united states and they are all needing about two two and a half hours of support a day so the two that are new to the united states they don't get the two and a half hours at the same time that would be our recommendation oh no those two do they are a class of two and then our recommendation is the third student that has more advanced english skills except um be it like a second class if you will so if each group so they would have two groups one group of one one group of two in each of them having two and a
half hours a day there's your five hours what's your half day hour and then you have to right now the teacher has been a half day because she was only working with one student in lunch and prep in that period highlander period you quickly get to seven and a half hours a day if they're a half day employee do you are you required to provide a prep nf lunch so yes the way our contract reads is she would receive half of the prep period so if the class if all teachers receive 40 minutes the half day teacher receives a 20 minute prep if lunch is 30 minutes for a full-time teacher a part-time teacher receives a 15-minute lunch that was my question how many hours is a half-day employee so okay and that's position number
nine my questions position number eight an additional one power educator what is that for that's a student my understanding is a one to one that's a one to one so we had two students move into the district and this past april that came to us with their ieps that required a one-to-one um we brought in substitute teachers while we conducted the evaluation to ensure before we recommended a full-time employee after completing the evaluation we have determined that one-to-one is required to provide vape the third para position is a kindergarten student that is coming he is not potty trained he clearly needs a one to one mr kern yeah um carissa and dr roberg i just so i can understand it and hopefully for everybody else too it is both your recommendations your professional recommendations that
we do need to add two special ed teachers one new para educator and a full-time esl is that correct that is correct and to me in my opinion i defer to them to chris and dr oberg that we do need them and i support having those positions added i also wanted to address um from the public comment earlier i appreciate everybody that commented on the budget and just to let you know it doesn't fall on deaf ears um when you're talking about the budget i think it's we've got to make a decision based on what we think is best and it's not easy for us as well if we vote to raise taxes we're raising our own taxes as well not just yours but i and i have heard it leading up to this meeting
don't raise taxes don't raise taxes but i think what we fail to hear is well how do you balance the budget without doing it we don't hear we don't hear answers we're not in butler school district justin mcguffey um but we just we need to make a decision as a board a what's best for our students and if what's best for our students are adding these teachers we need to add these teachers so then the question and if again this is all just discussion but if if that's if that's where we're going then we have three options we can add those four positions with no tax increase at the deficit budget of 1.6 correct we could add those four positions with a tax increase to the index of 0.55 with a deficit of 1.188 or
we could have what was the what has been the proposal um which is the tax increase to the index plus exemptions at the 0.858 with a deficit of 912 000. i will tell you um there's a lot of things this is just my my take on this um the financial problems aren't going away correct if anything they're going to be compounded i don't know that jumping right out the gate at the point eight five eight one is necessarily the answer i'm not saying right whichever one we go with we're still gonna have a deficit um 40 homes for sale in the district median price per home 173 100 the average tax per home based on the median price per home is 1 800 the median household income 67 dollars i i said it before and
i'll say it again i always think of my grandmother who's on a fixed income and i know it's easy to look at that and say it's only sixteen dollars more a month it's only thirty four dollars a month for my grandmother that's a prescription that she can no longer afford that's a doctor's visit that she doesn't she's not able to go to um they're hard choices so i would not just like to say i think we're talking special education here and obviously they have supported the need i think we have we have probably got to supply that need but i still don't think we should we have people right now in my district that have already said they are behind on their taxes right now and they're just going to get further behind and their
property is going to be linked and then where does that leave us i i'd like just to think about not having a tax increase and we'll just have to figure out how we're going to make it work well you got to think about those s refunds too in two years they're going to be gone now they're going to put these four new positions in but you're going to have to eliminate them and i think that's part of my point because at that point we may be having to go to the 0.8581 right i don't know plus in two years when the users are gone it may be that the population of these particular students we're talking about is not the same and we might be able to eliminate something i i don't know none of
us know right i i just think for this project for this year i don't know i think um i'd like to see the no tax increase i wouldn't i'm i think we need to hire the people i mean uh dr robert and his staff has supported their standing and i respect that so as a board what i'm hearing is that we all feel that we need to hire the four so i don't know that that's true but i guess my concern is if we we maybe shouldn't have entangled these positions into the budget i know you have to budget for the salaries but it's almost two separations to me i see i don't see it as two separate issues because yeah carissa is still on there no okay well dr edward do you know how
close the kid that's been in america for several years is chris is just joining us again okay thank you mrs reicheck yeah i was just wondering how like you mentioned the one esl student is been in america for several years now how close meeting his iep goals and not having an iep anymore so typically kind of if you have one i'm not sure that i mean i know we can't identify the student by name just through this discussion i i'm just not sure we should have this discussion publicly that's exactly what i was going to say other than there's a golden rule that typically we say academically it takes six years for students um to kind of know english at the academic level three years socially and six years academically um but i don't i
kind of agree with a solicitor i feel especially we're only talking one student we're not talking 20 students somebody can make a motion to amend the vote okay um and we could vote on that do we have that well i don't know does somebody want to make a motion to another vote i'm making a motion i make a motion to amend the vote to no tax increase and and keeps it the way it is with no tax increase i make the four positions right yeah so the budget as it's presented but with no tax increase right numbers they we can make numbers it's on the budget options so if you're looking at bullet number two that would be option one bullet number three would be option two and bullet number uh four would be option
three i say that correctly yeah okay so mrs shingle is has made a motion for option number one right correct do we have a second for that to amend yes yeah to i'm sorry yes mr shingle has made a motion to amend two options to option number one is there a second for that that would be no tax increase correct so what is it option one keep all four positions the options these three options are basically the budget as presented other than what we want to do with the tax the option number one is no tax increase option number two is a tax increase to the index of 0.55 and option number three is a tax increase to the index plus exemptions at the point eight five eight one that is the way we used
to so we have a motion on the floor with a second to append to amend accepting the final budget for the mcguffey school district in the amount of 35 million 439 239 dollars for the 2022-2023 school year um with no tax increase straw poll yeah i feel like we've discussed it well we have a promotion in a second so discussion we're not struggling with my opinion yes um 1.6 to go in on a year when you have the option to raise taxes is money that's never going to be gained back i understand that no one wants to raise taxes i understand that but you need four additional special education students to provide for the special education needs that your students have if you don't increase some now it just gets worse every year we've already
been down that road it's been two million dollars every year for the last four years there's gonna come a point where that fund balance is gone and there's not gonna be anything left to cover um and i just but right now the fund balance is still within that five to eight range yeah currently it is yes okay i think there's been a um saying in the past that we're just kicking the can down the road yeah i understand that's where my budget is every month sounds like we need to make some budget adjustments but nobody wants to make any budget adjustments so i mean that's where we're at i don't know i will tell you i i think i've made it clearer since i've been on the board um i've never voted for a tax
increase um that being said it's not just the individual household costs going up it's school cost too we heard earlier food cost for school was up um there's a lot of costs that are coming up um i don't necessarily want to have to raise taxes but i don't know at this point at this year that we're there but at the same time i don't know that we should go to the extreme i agree i mean there was a lot of items that went up by twenty percent by ten percent by twenty three dollars an hour or whatever and i don't think we're done i don't know the right answer but we will be broke in two years if we don't do anything i don't want to raise taxes either but i mean i guess we
need to figure it out if you flip to the next page there is a the first block gives you um different three of the different effect values and what the increases would be it ranges anywhere from 82 for the entire year up to 160 based on property value just so you know that's from seven dollars a month to 14 a month to go to the index just put it into more perspective i understand what you're saying but again i'll go back to you could you explain that again so i i missed it i'm sorry so the first block is to the index right 0.55 there's three different assessed values there right it's a 13.78 which would be the 0.55 increase and it shows you how much of an increase that is yearly and monthly okay
that's the 13.64 month yes that's it for at 297 600. if you go down 168 000 value it's 7.71 a month down to the 149.3 which is the median assessed value it's 684 so we're saying the median is the average value of the houses in our district the cost would be 6.84 a month increase yes at 149 but the average tax or the at median price per home according to success starts here.org in our district is three thousand one hundred dollars i don't know about that well i don't know that i agree with this somewhere in between that what did you say 173 thousand one hundred dollars median price i'm not saying it's my area of giftedness guys i'm just sharing the information so to go back we have a motion to amend and a
second is there any more discussion on that emotion to a man now i can ask not straw paul roll call that was what i meant roll call please this is for no tax increase option number one but are we voting to amend it and then vote on it or are we voting on the budget correct if i base it on that 173 your increase per year is 95 and 20 cents your month is 7.19 thank you which is what i said it's closer to the middle one are we voting for the budget at a zero percent tax increase is that what we're voting for yes we're voting to amend the the the motion to that yes the way are we amending or voting i heard russ says it's the same so you'll be doing both
right now you're voting to amend the motion on the floor to approve the budget but adjusting the millage so that it's a zero tax increase and then if the motion is amended then you'll have another motion which would be presumably a formality to approve the budget with zero tax increase so a vote either way is for the budget that way okay right basically okay try for a third time roll call [Music] yes mr major no this live part yes miss jingle yes mr banana yes miss jackson [Music] yes i don't i this is one of those i'm praying as i vote no five yes so that passes so now we need to vote we need a motion to adopt the final budget we just need to vote on the motion as amended yes the motion
is amended thank you sure see this is why we play we need a motion to vote on the amendment or emotion it's essentially the same vote but you know well i still need a promotion in a second no it's already it's already there we're just ready for the vote so now we're just voting yep laura take it away wait yes means we're going correct all right sorry mrs cyrus [Music] yes miss jackson yes mr hayes no mr harden no mr thanks for saving me less yeah you're the decision maker here yes so it passes out of five yes five three the budget expenditure report is there for your review a cafeteria report for the month of may 2022 is presented for your review solicitors report to mr lucas i have no report tonight madam president
gentlemen could i get you that kind of until we're done western area career and technology center report mr haynes aaron yeah mr panetta was there last meeting sorry about that yeah so um you know they their executive director is retiring so they're looking to replace him um they're in the process of hiring a new principal so they got a lot of change over down there with their leadership and they're looking at bringing in new programs and eliminating some some of the other programs that um enrollments down and things like that thank you i will add that i just agreed to be on the committee for interviewing the new director we do have a couple applicants at this point and uh mr cyril walther from abella asked me to be on that committee so i'll be
serving on the committee for the interview process thank you mr haynes uh pennsylvania school board association report and legal updates okay there's not a lot going on this month in on their website because it's their voting month they're voting in new positions and that's been a big push but the one thing that is running wild on there is crisis communication resources in every area faculty staff even custodial support i mean it's all related to the covet thing but there is a big push for everybody to get on board with crisis communication resources that's really the only other thing they had on there mr shingle would you advise us to be a member of the psbs psba i didn't want it last year no i know but since you're the advisor would you advise us to
buy the that's an awful lot of money for what we're getting i think i don't i would say no that's my opinion thank you thank you we will now have public participation on non-agenda items we can't have a motion to be done not before this nope madam president we have two of mr justin coppola all right i'm justin apollo from south franklin first and foremost thank you board for looking at uh the psba and finding other options i appreciate that as well as the vote to not increase our taxes thank you very very much for that um for non-agenda items uh uh right after last school board's meeting uh there was an issue with uh books being accepted without knowing the titles and possibly accepting the fundings while the school district had them so i
ended up emailing the whole entire board i'm sure that you all got that just so that the community knows i had a policy that could possibly be implemented to create a solution for that problem uh the the policy was any staff needing to order books for their class or district library needs to have a list of the books a month prior to the school board meeting so that these books can uh before they can be voted on so that the parents slash the public can review these books and their authors it would give the public the opportunity to express their grievances if they have any prior to a vote being made books will not be ordered prior to a board vote books can only be ordered after the board votes on the list the books
like if there's grants there's payments needed to purchase these books so it's very easy to implement a policy like this we live in 2022 we have amazon prime i'm sure that the district has it having it queued up a month beforehand the teachers had no problem uh dr gotren and everybody else who had no problem presenting the books and it would it would really expedite the process it would give a month so that um the community can understand what literature is coming in if there's like a red flag and an author that can be controversial they can actually talk about it and in that case you could take it off the list and then you have it in place and you literally if it was so important you can have it overnight because amazon prime
is pretty uh pretty efficient on that so i did want to say i did have uh miss lot live heart live heart uh email me back she she was interested in talking about it whether she she wanted to work with it nevertheless so i wanted to give credit where credit was due i did get a response so thank you for that and thank you all for your time thank you thank you thank you a question yeah um in regards to that did you what did you think of the books that were purchased i think more importantly at least whenever it comes to the books i i'm looking at it as the issue at least for for what i said like i'll be perfectly honest with the community i didn't get a chance to look over
the books so i'm completely guilty of that i'll 100 be transparent what i'm trying to do is so that this issue doesn't get like continue to happen because i believe we go to the root of the problem then we don't have to constantly look through all these books and we literally would have the option of seeing the list of books so that parents can actually see them so i do apologize did you guys have an opportunity to read through all of these books did you guys find anything that was controversial because i can ask you guys the same questions i did not read them but i looked at the content and the titles and i thought they were fine i mean that's my opinion is for supplemental resources like that i think we need to
trust our teachers and our educators to make their own decisions on um things like that and i think by trusting her she she made some good decisions okay i'm going to intervene here because that's not what this time is not for debate or discussion no i'm not debating i'm just i wanted to know if you what i understand that but this isn't what this time is for i i actually have been wanting to respond to your email and i will do so but i'm not that's not what this time is for so thank you both i appreciate it the conversation i i think just if i can just respond real quick there is no debate i truly respect that we can disagree about things we're here to debate ideas no i thought i thought we
were going to agree is why i brought it up that that she she got she bought some decent books but the public comment time is not time to debate the policy is a good policy and i hope you would adopt it that i am we're moving on thank you so much thank you madam president last is monique fry good evening moony fry morris township ironically about the books i actually wasn't expecting that one of those books is civil rights then and now in this book in the content i didn't review the book physically here at the school but i did find resources to find content of this book oh i hope i have time for this inside this book you will find a timeline of civil rights movements and events vocabulary lists and it's very
fuzzy something prompts journaling prompts questions for comprehension and discussion inspiration for battling systemic racism and oppression these are elementary students [Music] they're not social justice warriors the questions for comprehension multiple choice they're all multiple choice i won't go through every single one of them which of these are not examples of systemic racism school curriculum that includes only the contributions of white american white americans scholarships for hispanic students all weight juries requiring employees and educational institutions to hire and accept a something marginalized peoples i apologize my picture is very blurry um that was some of the content from that book i'll also read to you something that i found on ixl i've brought it up before i don't know how many of you know what i excel is but it is a platformer our students use
for many subjects to practice whatever topic it is they're learning in school whether it's math reading vocabulary what have you read the quotation below from f scott fitzgerald's the great gatsby match each one the theme or lesson it suggests [Music] first of all i don't think our students are even reading that book to know that book personally they were careless people tom and daisy they smashed up things and creatures and then retreated back into their money and let other people clean up the mess whenever you feel like criticizing anyone he told me just remember that all the people in the world haven't had the advantages that you've had he hadn't once ceased looking at daisy and i think he revealed everything in his house according to the measure of response it drew from her well-loved
eyes here are the options to answer that question wealth and privilege protect some people from the results of their actions when you care about someone they influence how you see the world don't judge people without first imagining yourself in their position those are very suggestive answers to matching to those quotations from that book those are examples of of critical race theory i'll also read to you something that i have found from no left turn education and i'll share this with the board in an email if they wish critical race theory is a non-marxist type ideology that replaces the marxist idea of class conflict between capitalists and workers with the idea of racial conflict it is distinctively american invention developed in academia and has no scientific validation this racist discriminatory divisive and self-fragilating ideology is metastasizing
throughout america's corporations medical facilities the military educational institutions and most disturbingly in our k-12 schools the central tenets of critical race theory include a person is judged by the color of their skin not their character a revised i'm sorry a reversal of mlk junior's philosophy a person's identity is based primarily on the color of one's skin people are not seen as individuals but rather as members of a racial category a person's behavior values talents soul feelings thoughts and environment are not defining traits hence stereotypes and assumptions about people are based primarily on their skin color society society is divided into a race of permanent oppressors i don't have to keep going on i'll share it with you in an email but it was posed to present possible examples of what critical race theory is and
what it defines we have it in mcguffey here it is being infiltrated in throughout the district whether we like it or not and it's coming from the books that our children are reading not just the books that our teachers are buying on amazon but it's infiltrating in our curriculum that we are voting on not we but you guys are voting on it's here and we have to we have to fight against it because it may not affect my children now it's going to affect the next generation and the next generation after that and we can't let that happen we cannot let that happen it is very pivotal moment in history and we need to stand firm thank you thank you anybody else mister or chief zaminski mr wilson anyone online yep we have one person
online frank you can unmute your microphone thank you very much for having me tonight i appreciate it it's been a little bit of hiatus for me i was dancing with death for a while there i meant to be speaking at the agenda items section and i didn't know how to work this group of things but i missed that one and i hope i don't get lambasted for being out of sync um there's a couple of things that i don't understand there was uh something called the gob series that i cannot find a definition for that and it's a million dollars worth of gob series that are two years behind i don't know what that is and i would like somebody to explain that to me earlier in the agenda comprehensive plan is was proposed so
the team can proceed with revised mission and priority challenges for 22-25 and i don't know what the revised mission statement is i think so i'm going to interrupt you there for just a minute um mr archambault um i hate to to have to be the housekeeper but this really is for non-agenda items but i will tell you two things number one someone will get back to you with an answer on the gob series so that you understand what it is and number two the mission the revised mission statement was actually presented last month in the comprehensive plan so that's where it is and it is on the website i apologize all right i'll continue and thank you by the way for stopping the clock um i would like to know if uh sped qualification is
a necessity for new hires i'm a retired truck driver i have endorsements um i've got air brake i've got tanker and i've got has and these endorsements were bought by me because you opt for these things you pay extra you take a test and they stamp your license with these endorsements and you can go out and make more money and that's the purpose of an endorsement and i am i am very concerned and i'm i'm i don't like the idea that there is so much sped consciousness in mcguffey um we've got children that so far can be already named a tier one person and i'm just curious in the process if a child ended up this year as a tier one person that they tier two person do they start next year as a tier
two person or do they reset that's a question nobody's ever asked and i would like to get an answer on that one there um i think you could eliminate any of your deficits by much of your sped spending it's not necessary you're you're automatically tagging little children as something's wrong with them and i've read the tier ones in the tier twos and i don't have it in front of me and um uh but the fact that it's even proposed is i think a shame you shouldn't even be thinking that way about a child uh a child is a child they're not a tier one and they don't become tier twos because of your interpretation of what you think you think i think that's about it um um okay that's all thank you thank you mr
archambault thank you frank anyone else no one else mr wilson nope that's it need a motion to adjourn the school board meeting of june 16 2022 all those in favor say aye meeting adjourned at 11 16 pm
