yes thank you mr wilson it is 6 p.m at this time i'm going to call the committee meeting for june 6 16 2022 to order dr ober members of the board members of the community with us present tonight especially our boy scout representatives i see there in front of me welcome also to anyone that is online welcome tonight i have actually just two items uh for committee the first will be the presentation of our school budget for the 2022 2023 school year uh miss debbie engelman will be making the first presentation wherever you feel comfortable i don't know if we tell her that she may leave her room okay so the 20 22 23 budget um we've had some discussions about this what the overall impact is for the tax increases all right so the

first page this is just an overview of what the last five years have been like according to um object codes like what you're paying for salaries and for benefits um they're pretty standard contractually they're increasing normally every year according to the contracts um the next slide which is very very hard to see it breaks it down by um function which is giving you your totals for your regular edge your special ed your vocational education your non-public schools this is also the trends are flowing correctly for the last five years [Music] and here's your revenue calculation same type of presentation for the last five years um your local revenues are increasing um but from 2122 to 2223 it's a drastic drop due to cool reassessments and loss of revenue there and there is still esters funds

in this 2223 budget because that is not projected to end until september of 23. the first one so i believe lynn presented you the preliminary budget in april these are highlights of budget changes since the preliminary so after going through and digging line by line item by line and try to figure out where there were savings and where there was revenue increases these are the things i found on the revenue side title one two and four were understated so i have raised those to match the expenses and to balance the 2122 grant funding levels same with us or two and s or three the revenues didn't match the expenses so i increased them to do that that is within the grant limits that's all good the basic ad in special ed funding the government that

comes yeah the governor's budget did not pass yet they're not even talking about looking at that again until like july 1st i've had meetings with at passbow and presentations and they're projecting one-third of what the governor projected for special ed in in regular ed so that's the numbers that are included in these budgets and i also we talked about the collection rate i also increased the collection rate in this budget and that gives you an additional 691 thousand dollars the next page is expenditures after going line by line this these are things i found there so there were savings on the expenditure side um the mix cyber which is little lincoln and through the iu those were budgeted twice once in the essers funding because it is the yester grant that covers them but they

were also in the general fund so items like that were corrected and it is flowing through the grant as it should um the pen commercial there are currently six cosmetology students that will be attending next year so the those numbers will drop down to six and the cdl there's a possibility of three but we're waiting to see if those spots the other the other five spots really for the year are taken so those that expenses for cdl was not included in this budget this budget also includes the removal of the one custodian that was in preliminary and it's adding two special education teachers one para educator and the els position is going from part-time to full-time based on student population and needs um this also adds a teacher evaluation software that we spoke about i

believe last week and it removes a google trainer position and we have one teacher retirement that is not being replaced so all that being said they're still budgetary concerns so everybody's aware there was one property one coal property that was reassessed they that dropped your taxable taxable assessed property value by 35 million dollars you lost 576 thousand dollars in revenue just from that one property srs 2 is ending on september 30th of 2023 this is the grant that's paying for your mix cyber your lincoln learning bills near iu cyber bills esther's three ends on september of 2024 this grant is currently covering salaries and benefits for four separate positions so they're that's a that's a huge concern like how to pay for those items when these grants are goes away within the since 2019-20 there's

a list of staff reductions um really a lot of them are due to retirements like we haven't really let anybody go their retirements their positions have not been replaced so the high school middle school music teacher science teacher two month two ten month secretaries a high school municipal librarian the google trainer and that was on the previous page in an iu special ed lead uh we're not replacing that position because that is um a duty that the principles in the building will pick up i believe dr ever correct okay so this this slide is gives you a little bit tactical examples how much increases would be for property value based on the millage increase that you do um if you look at 95 percent of one mil you're projected to get ninety two thousand dollars

for that your previous year millage this year twenty one twenty two is thirteen point three percent the index allows you to go point five five mills which would take you to thirteen point seventy eight um for an assessed value of 297 600 that increase per property on your owner would be 163 to 68 cents for 13.64 a month if you increase that to the uh index plus the exception which would take it up to 14.081 that same assessed value would be an increase of 255 a year or 21.28 a month so i kind of flew through that one and i know that the taxes are an issue so does anybody have any questions about that part of it before i keep going on i just had um it's kind of with this that back um

you had put in the highlights of the budget um number five was the increased tax collection percentage at what rate was that figure that is 95 based on previous year's history that's right around where you're collecting between 94 and 95. okay thank you so as i said the commonwealth of pennsylvania has not adopted a budget yet but i do have one third of their projections in this budget if you use the tax increase to the index with the exception we still have a 912 050 loss [Music] uh if you run if you run with those numbers at the end of 2023 your projected fund balance is projected to drop to four a little over four million so this next this next one is more um tax information it tells you the different levels of the

tax increase so if you have no tax increase the expense expenditure side is 35 million 439 238 that's not going to change with no tax increase you would have a deficit of 1.682 million tax increase to the index you'd have a deficit of 1.188 million and the tax increase to the index plus exceptions you have a negative nine hundred twelve thousand before you go on you don't mind um at that just this is not my area of giftedness so i'm going to ask his own questions i'm sorry but um at 1.6 are we within the five to eight percent on the fund balance yes there is a slide further back okay you're going to go through each of those yes that's fine thank you okay so the administration recommendation is to given future projected expenditure

increases your cyber schools your increases in your teacher salaries due to contractual issues your health insurance premiums and the loss of that local revenue we are recommending that you go to the tax increase with the exception of the full 0.8581 mills and then this slide breaks down a little bit more with assessed values so you get what the that i was on the previous page the median assess is 149. well i'm sorry 149.3 and though so with the tax increases it shows you there what they would be so you're going anywhere as much as um 255 with the exception down down to 82 with in only to the index these are your current fund balance totals so non-spendable is 45 000 assigned which is your retirement your post-employment benefits and your health care is 2.4

million your unassigned is 2.457 it gives you a total fund balance of 4 million 926 505. that as as of june 30th of 21. you were at 5 million 31 000 825 at the end of 2020. so you did have a loss in um 1600 of that is for athletics but so that 4.9 will just decrease depend on depending on what option you choose through here so this is just the graph that shows you the bulk of this budget is your salaries and your benefits i mean your property serve purchase services are only three percent those are your contractual issues your 500s is where your charter schools are are falling about the outside tuition that's uh your supplies are only five percent a total of all your other objects are only three i can't going

through this i don't see any i don't see any set group of account numbers that i think oh wow they're overspent there there's no there's there's not a lot of fluff to play with and then this is your revenue size so 6 000 is your look the green is your local revenue that's the bulk then the little blue i think it is the purplish one that's your federal sources and then the blue is your state sources so those two on on the right are completely out of our control i know i talk fast so i apologize that's about the end of it does it do you have questions or questions later i do have a question um where do we stand with our transportation contracts as far as fuel search can they come back to

us with a fuel surge charge as fuel cost increase i'm not familiar with those contracts so can i defer to mike yes can you help me and i'd have to go back and look at the specific contracts those were just redone last year but they were percentage raises over the seven year period of the contract so i'd have to get more specifics to answer that question i just you know in my personal life i'm beginning to see phil surcharge on a lot of things that didn't happen before let alone the things that do um and i that's the predictions are that's just going to get worse where i'm coming from the district and the provider split that um i'm not sure i'm sure that there's some type of language in their contracts here that would

share that expense but i don't and are we seeing fuel surcharges added to other items i have not like food [Music] or your surcharges out of your transportation or your steel surcharge going up are your food costs going up yeah well i figured yeah you know never hurts to ask to be clear if i have a question okay let me find my page the uh mccyber and the charter schools that we're currently paying that's not included that we're being paid with sr2 funding is about 113 000 and that will end next year and yes there's three that wind in 2014. i mean 20 24 is about 462 000 so there's about 575 thousand dollars that we're going to lose in the next two years right correct those expenses will stay they'll actually increase contractually because

the teachers salaries are going to go up and the benefits are going to increase they'll just be assumed by the general budget by the budget right but there's already a negative 912 so there's not there's not much room to absorb it for sure so if we increase the tax to the maximum amount we're still if you add that number in about 1.6 in the hope yes that's correct and then my concern becomes you know so that we need what we're almost guaranteed to tax at the maximum amount next year in the year after that i mean do we start there now i personally think we need to as a board try and reach out to some of our local corporations that own the majority of our property and try and figure something out we lost

the 550 000 from one of them um we got to build some bridges or something because we can't continue at this rate i mean not to speak out of term but i believe dr america has been looking into that we've been in touch with josh hill's office to set up a meeting with them not necessarily specifically to that and i don't disagree with that especially with the 59 thousand dollars we found out that september first year additionally yeah that's a large sum of money whenever you don't have any revenue coming in to replace it plus you've got people that aren't that haven't been working and they're already struggling paying taxes their property is going to be leaned so if we keep raising raising raising we're just going to have more liens and that's not really

going to be helpful to us either so if we were to i'm just going to ask the question if we were to not hire the four positions that are being recommended what does that save us the four positions that are being recommended for a total of 264 and i but there is a student need so that's why they were added to the budget because of the student special education requirements of even incoming kindergarten students right so right we have um we have need next year that's the new additional for three pairs uh we're going to take two from our middle school they're currently in use there and and have them so i'm asking instead of three for one in that position and then as far as esl what that is representing is currently we have

a halftime excel that was for one student in the year and we have two new students from ukraine that's requiring us to have a full-time and there's potential that there may be more students or more siblings coming so if you don't know that number there's a potential there there's a potential not necessarily a guarantee but we did we did research the iu for the esl services and it was cheaper to put this person full time than it was to contract with the iu well part of the problem is and i don't want it to sound mean here but having worked with the negotiation for the teachers we are very blessed to have wonderful teachers and we want to give them everything we can but they really pushed us for that raise and now something's got

to get somewhere something we and in the last three years it's been 2 million 2 million 2 million and everything we just can't keep going like that i agree i mean i we can't just push it on the taxpayers every time we implement a new program that this board approves i asked where the money's coming from and i've never got an answer now we're here and now we're getting the answers it's not good well and i for the record will be one to say and i'm not the only one who said this um i don't believe that the place to start cutting is opportunities for our students and we're we're talking about their futures i don't know that that makes good sense to start looking at cutting opportunities for our students i'm not saying there's

not an issue i'm saying that i if you're asking me my first concern is going to always be what's best for the students and i think the board would all agree with that the problem is there comes a point in time where you can't it's not there i mean if we don't want to cut anything for students have we looked at staff reductions we've had six staff reductions in the last three years i'm talking about for this year yes we've had two staff connections this year have we looked at more yeah we've looked i mean we're again we've had six staff reductions in the last three years so we've already reduced staffing we're at a point where now it's going to become itinerary services it's going to become music it's going to become art it's

going to be those things that are not core at this point and again even in that case within the last three years we went from two down to one music teacher so yeah and again those are always like the programs that we go for first or the fine arts and you know again those are those are programs that we need that's a places where a lot of kids can shine where they don't have anything else i not only that you you reduce staff your classroom sizes are going to increase but 30 40 students and how is that beneficial i'm sorry you know how beneficial is that to our students well then it's not fair to them and i think on top of that will be is your class individual size increases your your uh special

education needs are going to skype exactly as well exactly but if i run the numbers quickly if we did not increase taxes that's 1.7 million plus a 575 000 for the salaries and the current cyber that we're getting paid for by the easers monitor that we're losing the actual revenue loss deficit for this year would be 2.3 million i thought the cyber ran out next year next twenty right so you can't include that in in no he's making next year you're going to be a whole lot worse off i'm not disagreeing i'm just saying that figure really will come into play next year yeah it will but if you really want the total without the essers money but for right now for this budget we have yes there's money so i you can't lose sight

of that okay yeah but you can't keep spending as if you're going to continue to have it either because it will be eliminated and that's another five hundred thousand so that's a million dollars to a 35 million dollar budget is an awful lot of money i'm just saying i don't disagree with the board it's just that we're in financial bad shape that's all there is to are you okay i said yes [Music] any additional questions all right the second item we have for committee mr jackson would like to discuss crt policy discussion good evening i wanted to make sure that we discussed this tonight because i did last month's meeting um we had members of the community who specifically asked about this and i told them i would make sure it was on the agenda

i'm gonna be honest with you we just have enough time uh you know with budget with comprehensive uh planning you know superintendent evaluate we just and this is not a topic where we want to just rush through so to kind of to recap the board did pass a resolution to ban crt in the 1619 project in any of its tenants um there was a lot of confusion when that was passed about what that meant um and there was um even some thought that when the board passed it became a policy that's not in fact the case so we could do a lot of different things um we could put a policy number on that and make it a policy the problem with that and um and i always want to make sure that anything we're

doing remember the board passes policies but the administration has to enforce them the problem with making that resolution a policy is that they're it's too vague there's not any criteria even to define crt um there's no practical application of the ban um and so i would think if we're looking at a policy it needs to include those things now a lot of schools are a lot of doing a lot of different things i've researched a lot of different and other people have too um everything from changing their mission statement to changing their policy on um current events and um divisive topics some have an all right an outright crt policy we could allude a lot of different things so my recommendation to the board is to direct the administration to create a committee that would

have represented representatives from all shareholders in order to look at what makes sense for mcguffey i really don't care as far as working for other places i want something that makes sense for mcguffy and i think that would be the best way to do it so that's my recommendation does anyone have any questions from the board so what what exactly is the committee going to do the committee would get together um and review everything and come back with a policy recommendation to the board create a post yeah they would do research discuss whatever you would have representation when you say review everything what what does that mean whatever whatever research they find whatever examples they find from other places that's how that works they would work with the administration in developing a policy to recommend

to the board you already said there's no definition of what crt is no i did not say that i said there was no definition of crt in our resolution there is in fact a definition for crt what is what is defined in a public school setting well again that's what our policy would need to to address yeah but what what is it critical race theory basically is the uh the idea there's lots of different things but there's five five key principles but the idea behind it is that it teaches equity instead of equality that we teach revisionist revisionist history um that um prejudice is in fact um a societal inbred thing not necessarily an anomaly those kinds of things those that's just his there's way more than this get we have time for here but

that's so that's what they teach in law school not at mcguffy do we teach any of that stuff here that is included in curriculum of every kind here so crt is not currently taught at mcguffy exactly so why are we messing with because we want to make sure that it doesn't become part of our curriculum okay i'm going to ask you guys thank you we want to make sure it doesn't become part of our curriculum i mean i think it's just a buzzword and to be honest with you i have a daughter here that's going into seventh grade and after she watched several of those commercials um a few months back you know you're a racist you're a racist you're a racist what she said to us at the dinner table daddy what's a racist

so she's not learning anything of that sort here at mcguffy's at the same time and i'm glad for that but at the same time i have been contacted by some parents who have had concerns about this issue in other ways so and i'm not going to get into the specifics again this would be just a guarantee that it doesn't become part of our curriculum i think for me i what i see happening in all different areas all different schools is it kind of seeps in and again it really doesn't matter what curriculum you you're using it's the teacher you have in delivering it and if they are prejudiced in some way and they're thinking i don't like to talk about this life period and i'm so i'm going to just pretend that that didn't exist

or the opposite it's part of our history and i don't mean to use just that that's just one example it could be anything any of those things that creep into the classroom the students do pick up on that and that is where we get to where it's a big problem all over all we're saying here if we create a policy that says this is not going to be permitted then we're and what it looks like at mcguffy like what what that would mean for a mcguffey as for mcguffey what is the definition what are the criteria that would that would fall under you know what would be the practical application of enforcing such a policy those kinds of things if i can ask um so the administration is being asked to research this to look

into it i'm recommending to the board that the that we would give the direction the directive to the administration to create a committee to research this and come back with a recommendation to the board with an understanding the committee would have representation from all shareholder groups and if the uh the committee cannot make a recommendation i believe their recommendation would be then what we're recommending you don't need a policy well if that's where they come back that's what they i don't know don't say there's no name right and then we'll we'll know but i think this way at least you get input from all shareholder groups and the discussion is had i don't think that we are ever benefited by not having a discussion correct are you going to say something so what people always

just send me that that's well said something so why not have the discussion in the classroom about crt well and maybe there's an appropriate time and place for that i don't know but we do currently have a i believe we currently have a policy on current events and divisive topics you wouldn't if you ban crt you wouldn't be allowed to talk about it not necessarily again it would be depending on how how it's handled i mean it's not an issue though so i don't why do we have to explore it it's like yeah it's like saying let's let's form a committee in case the boogeyman shows up and um if he does show up we'll have a policy that he's not allowed in the building with all due respect i think that's very cavalier i

have been contacted by parents in the district who have had issues with their children in the classroom with crt tendons tenants do you have a proposal of how many people how long or what i would leave that to the administration how long do they have i mean it doesn't matter i mean again and for those of you who aren't in education it's hard to understand i know a lot of people think oh you get to the summer months and it's like oh you know there's so much less to do but when you're working education you'll find out those summer months are actually some of the most active months for those in education so it would not be anything i would expect them to have they're gonna have to create a committee there's not anything they're

gonna have in the next two to three months but i mean do we have a time frame that we want them to bring it back to us i mean i understand summer's very very hectic with december october yeah i mean i think within the first quarter would be would be i think that would be something that would be realistic by december yeah it could be real estate it's it's as has been stated it's a very complex issue as i sit here i cannot define the crt because it has a legal term to it um and uh it does not exist from my perspective as a superintendent currently um if as directed i'll put together a committee that includes of course admin team teachers parents well that that's all we can do i mean there's nothing

else that we can do okay they'll explore it we'll look at it and we'll follow the recommendations that they have are you gonna make that emotions on the year it's appropriate i don't even think it needs a motion we could just give a directive can't we yeah mr lucas yes yeah i mean obviously it should be the majority of the board should decide we want to direct administration to do that but you don't have to take a formal vote just basically i've always found that if we don't make it emotion sometimes it gets slipped through the cracks that's just yeah no and i think that's that's um fair you know if you i'm this is my recommendation i if you want to take a stroll a straw poll um and get a feeling from the

board um so that we as a board give the directive um i would obviously vote yes mrs lifeheart yes um mr leisure that was a yes mr harden yeah mr kern yes mrs shingle yes mr venata no mr haynes yes yes that was he and is mr ross on there no so that is the majority of the boards so yes we are giving the directive to the administration that's by december they'll have something for us thank you that is all i have for you okay at this time we will call the committee meeting to an end and we will reconvene for the regular meeting at 6 well you advertise sunday so okay so we will meet at 7. exactly yes am i back to 6 45 yes will reconvene for the regular meeting at 6

03845. thank you for those of you in attendance online i'm going to pause the recording and mute the feed so we'll stay live and reconvene again at 6 45. [Music] thank you my perception is my reality that's right okay yeah but that's a whole new area thank you mr wilson at this time at 6 45 pm on 6 16 20 22 we will call the regular monthly school board meeting to order roll call please mr haynes here mr haynes president mr harvard here miss jackson present mr pearl here mr laser here here please join us for the pledge i pledge to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all at this time we will have public

comment on agenda items okay oh while we're doing that i do need to make um mention on um june 9th 2022 the board did meet for an executive session for the purpose of professional contracts thank you madam president i know we don't have any um students of the month this month but we do have some young scouts that i think we could recognize they're attending the school board meeting tonight dr oberg's going to recognize them oh i'm sorry no no no absolutely so reed you want to step up to the podium jacob sorry i think all three of you should come up yeah i do too introduce yourself uh tell us where you are what grade and i know we actually have a student that will be coming to us from homeschooling so that we

want to hear that as well so maine grade and also where are we on the path of going for eagle i have ranked garden i'm going into 10th grade i'm a currently a life scout and maybe next month i'm going to present my uh maybe eagle scout project which is putting in a shot put down on the field so that's where i'm at along with my process nice very good my name is jacob teegarden i'm in yeah 10th grade going into 11th and life star life scout and i know my eagle project i just don't have like like full permission to do it yet tell us about it just something at the west alexander paragraph cemetery hi i'm eli clayton i'm going into ninth grade and i'm second class hi thank you for joining us

thank you guys thank you meet your board members thank you call justin coppola for public comment i'm jessica puller from south franklin it's good to see you on a vibrant night of i think it's going to have a long conversation so i'm going to start off with two things the psba membership and then also uh tax reassessment program first off the psba i made public comment last uh school board meeting just considering that there are options i looked into the psba on my own just to kind of educate the community of how that works you actually their pricing is based off the size of your school district as well as two membership um opportunities which one would be standard and the other one would be all access so based off the pennsylvania school association those

are the two options that would adjust the price of what it is and noticing that there was no change at all whenever it came to last school board meeting to this school board meeting i'm thinking that i just want a couple answers questions like are we in the standard or all access like maybe we could adjust it there and also to bring to the board's attention i talked to school two school board members of two separate school districts to kind of vet a couple things i talked to a school board member in canada mcmillan and i also talked to a school board member member in a rural school district hit a mac we can all agree that they are a huge school district would you not agree with that yes they are fifteen thousand three

hundred for their membership not too far off of what we're paying and then you have borough school district which is 9 500 which is a difference of four thousand dollars four thousand twenty five dollars from what we're paying i don't know if we can table it again i don't know when the membership is hopefully that we can kind of talk to the pennsylvania school board association to kind of extend it to kind of look into these options and i also had a conversation with uh representative tim o'neil just to look at the legalities of things so in the state of pennsylvania you do not actually by law have to have the pennsylvania school board association membership mars school district being an example of that i know that there's competitive pricing but i think it might

be in the best interest of the district as well as the community to kind of look into these options so that we can make a more aggressive price to maybe accommodate some policies and legal advice that is different from the pennsylvania school board association yeah pretty much touch base on all of that so the next one is uh the real estate tax assessment appeal program i have a couple questions for you all about this one why are you challenging the assessments made by washington county two how met how much will the appraisals and legal fees be for these cases three who pays if the assessments actually get lowered i'm an example of that 2017 mine got lowered backfires on you at least whenever it goes in that direction four since when is the role of

a school board to chase businesses and taxpayers out of the district we want to get people back in try to talk to the charter truck talk to the individuals that are home school ask them why they are leaving the school district and see how we can adjust there maybe we can bring in some of their curriculums in here because of all the controversial with crt scl and a lot of other things you you can't ignore the fact that people are leaving in the droves it's going to exacerbate the problem you need to readjust and try to get that money back elsewhere and also allegheny does this allegheny does this and there has been many litigations over it an issue with uh legally with this resolution there have been school districts violating the state constitution huma

uh um uniformity clause because of a resolution like this it's a like the pennsylvania constitution so and also if you're thinking well every county does a tax reassessment not true so butler county the last tax assessment that they had was in 1969. butler school district a lot like our size they're not falling off the face of the earth they're not trying to figure out ways of trying to create like to use this type of technique to obtain money for the school district it's it's just terrible and to also let the community know that if it's a 4-4 it passes through so conveniently enough jeff ross isn't here it's an even vote it's very difficult for the community who doesn't know how politics works this needs to end you need to table this there is no

way shape or form that you are going to get a positive response from this and don't say there are any other options bless you all thank you good evening everyone chrissy florian east findlay township i'm gonna be nice today because i'm not in the mood so i'm just you're welcome um the topic of raising the taxes i'm very unprepared for today like my whole life but anyways um people have said things like i've seen comments and just different things going on online about people actually saying they're going to move out of the district if you raise their taxes again um we've got you know we got a lot of people from even myself who live off of a fixed income um my income might go up a hundred dollars a month every couple years maybe

um but with the raising prices of everything from bread to gas it's just it's affecting everyone and every single one of you definitely feel it um especially people who don't have money to go on vacation or even money to take an extra day to take a drive you know with for me for my kids like it's 100 it's 85 a week for me for gas especially when the kids were in school i'm paying 900 a month to maintain my vehicle that is like almost a third of my income a month and it's just scary to think you know we don't want people we want people to be coming into mcguffy we want things that you know it's like we don't raise taxes and trinity does that's going to encourage people to come to mcguffy um

my let's see my cousin is actually moving out of mcguffey and she is taking her sister and her nephew with her and her mother um but they're going to another school district and they love mcguffey they love joe walker and i never would have imagined that they're actually leaving but they are they're going to be moving to another school district and i just wonder what you guys could have done what could have been different to keep them here because they're very involved and um love our district and i don't know it was a very big shock for me whenever i realized not too long ago that they're actually leaving another thing with mr venetta the whole thing with the crt just an example of something that my daughter brought up to me she said a

child in her gym class is constantly making fun of asians little white boy for some reason making fun of asian people i don't understand it it was a shock to me um but she said that a couple of the other children have noticed it in this in the class and that they actually were saying oh my gosh so-and-so is racist and that's kind of where they learn i mean for me for my children um unfortunately i grew up in a family that was somewhat racist i didn't know any better my grandfather would scream at people on tv i didn't know any better but for me it taught me to not treat people that way i'm sorry i'm gonna interrupt you for a minute because this is public content on agenda items and crt is not

an agenda why not but you mentioned earlier just wow okay that's fine um well then i think the with the dropping the psba is definitely something that i think you guys should look into um and other than that i think that's all i have for today thank you thank you very much [Music] number three out of four vicki i'll be brief today vicki jordan buffalo township uh i want to start off by saying on the agenda is retiring our chief of police i have said it since the tragedy in texas we are extremely fortunate to have the force here that we have to protect our children i think not as many districts have what we have so i'm grateful to the board and to chief zaminsky for everything he does for our children and i

know when we send them to school they're protected and that feels really good okay moving on this resolution i'm just curious where this information came from which one is this the resolution 2223 number eight real estate tax assessment appeals program i'm just curious where that information came from um i'm under the impression if i'm wrong correct me that the assessment amount we're going to be paying somebody 25 000 to collect this money is that correct that's wrong that's not correct if i may the way that works can you stop my time please i'm sorry can you stop my time please continue i was going to say why don't we wait until this comes up further i just yeah i just i i that was one of the things i was going to say as i

wish it would have been discussed during committee meeting okay we all know how i feel about psba i say we cut it to a minimum i'm hoping you all are considering that and i just want to read a couple messages to you guys from some of the elderly people in our community that i've been speaking with and they gave me permission to use their names tonight so mr sandra engel powell we are citizens and are struggling on a fixed income to pay our taxes we can't do it much longer we might be leaving the area soon and that was a common thread one lady said leonora philby said wish i could attend but i'll be working we don't get more money every time i turn around just because i said my bosses give me a

raise live within your budget chris cinco they raise taxes again and we will be moving out of claysville sorry i won't read the rest of it because it wasn't kind but i'm just giving you the sentiment of several people elderly within the community they can't afford the tax increase you're talking about and i know that there has to be some increase because that's just what our world is today and i want to thank you for all all the hard work you're putting into this all of you because i know this is not an easy decision for any of you but we don't want our elderly leaving their homes that they've had for a lifetime because we're taxing them out of the district so with that said i've covered my items tonight thank you thank you

all for your consideration this is jordan i can explain how that works after the meeting if you'd like i would love to hear that madam president last in person monique frank good evening monique fry morris township um let me pull up all my stuff here okay my first one i'd like to touch on the eighth grade participating in the high school marching band um i know certain activities the attendance is low i think if that is something that's going to happen there needs to be some regulations on maybe even a time schedule that these eighth graders should be with these high schoolers on bus rides late nights coming home from football games going to football games there's a lot that an eighth grader can learn from these high schoolers riding for hours with these with

these together and i don't think that that should be a norm put it that way um [Music] rehire chief absolutely and officer bob he is an all-time favorite um the psba i mean i can't say anything more than anybody else has said the misleading guidance that they've given school districts and continue to give school districts all across the nation from not the nation all across the state from gender theory to the critical race theory to all of these other buzzword hot topics that are coming up um thirteen thousand dollars is a lot to be putting towards that um i don't know i know last month it was discussed there could be things that could be maybe a la carte to get what you need out of it and cut the rest i don't know if

that was ever looked at it looks exactly the same to me compared to last month's i i really still think that that needs to be minimized or eliminated completely if there's other options available the care center um school-based mental health services some have asked what the definition of the critical race theory is i'd like to know what school-based mental health services are that are being agreed upon with that what are they bringing into the school district why is there no parental consent required for that what gives you the right to usurp my decision to seek mental health counseling or psychiatric care for my child i am the only one me and her father the only ones who have that ability and who have that right not you not a teacher not the administration not the

school board none of you not the nurse counselors what have you same thing with the inner care health system i know that one's a little bit different because it does appeal to the special education students and i do know that we have students who require certain care but i am also curious at what psychiatric services are being agreed on for that in regards to the tax hike i just paid five dollars and 10 cents for a gallon of milk today five dollars and ten cents a gallon of milk that wasn't a gallon of gas in my truck to go to come here cost more than a couple gallons at that point and then of course 509 a gallon for gas it's only going to get worse it's already being projected that it's going to get

worse and we don't need a tax hike we can't afford it none of us can and even if you think you can now you won't be able to um that's all i have for agenda items thank you thank you thank you just for clarity and do you want to mention dr edward if you want to address the parental consent sure actually in both cases medicare uh they both require consent before would somebody at some point maybe not necessarily might be able to give me information on what services are going to be offered thank you mr will send anybody online we do have a people a couple people online if you're in attendance online and you wish to participate in comments on agenda items please use the raised hand function now we do have one uh

katie morris you can go ahead and unmute your microphone hello can you hear me yes this is uh katie morris south franklin township um very i'm going to make this very clear and concise there's not really much more to say that hasn't already been heard and i don't want to waste anyone's time um having a tight a tax increase is not favorable to anybody i'm i look across the street and there's elderly and this was two years ago they mentioned how they're struggling to just get by and i can't imagine their pocketbooks now as everybody's already stated and i'm sure everybody has somebody in their life that they can that they know is elderly and living on a fixed income um so that right there is my main concern um there's there's parents working multiple

jobs that's my situation i'm just going to talk about me i work multiple jobs my husband has his own business he's still not home from work today we are all just trying to make ends meet and adding a school tax increase is not going to help anybody it's struggling right now and i know that things are going to get worse as everybody has said with inflation and tax prices and everything else and with the esser funds going away next year but we don't know what next year is going to entail um hopefully things change by next year um for the population and we can you know make decisions when that time comes i just ask that you please do not increase our taxes i am homeschooling my kids we don't even use mcguffy for anything

and i'm paying out of pocket for them to go to school and then also paying my school taxes um so i'd appreciate if you um take that into consideration thank you thank you anyone else mr wilson that is all we have for online attendees thank you need a motion to approve the minutes of the may 19th 2022 school board meeting i submitted so moved second okay any discussion all those in favor say aye aye opposed extensions motion carries need a motion to approve the general fund schedule bills from may 17 2022 to june 16 2022 check number 7575 to check 75903 and the amount of six hundred and nine number eighty four thousand seven hundred and fifty dollars and seven cents is submitted any discussion all those in favor say aye aye opposed extensions motion

carries i need a motion to approve the food service the schedule of bills dated june 16 2022 check number 7648 to check number seven six five three in the amount of sixty seven thousand four hundred and seventy four dollars and eighty two cents as submitted second any discussion all those in favor say aye aye opposed abstentions motion carries i need a motion to approve the treasurer's report for the month of may 2022 is submitted second any discussion all those in favor say aye opposed extensions motion carries i need a motion to approve the gob series 2019 bill list dated june 16 2022 check number 19048 through check number nine nine zero five zero in the amount of four hundred and eighty three thousand eight hundred and eighty four dollars and ninety one cents as submitted

second any discussion all those in favor say aye motion carries in a motion to approve the gob series 2021 bill listed list dated june 16 2022 check number two one zero zero three three number two one zero zero five and the amount of six hundred and fourteen thousand two hundred and fifty nine dollars and sixteen cents is submitted second any discussion all those in favor say aye opposed abstentions motion carries in a motion to approve the mcguffey school district future ready comprehensive plan for 2022 20 through 2025. still move second discussion this was the plan that was presented last month so there's been a month for review um and for public input so just that we're all clear on that yes any other discussion yes and they did a great job with the presentation so

all those in favor say aye aye opposed abstention motion carries i need a motion to declare the textbooks listed under background information as unused and unnecessary and authorized disposal of the items as per the terms and conditions of the district policy number 706 um 0.1 disposal of obsolete outdated equipment second discussion i didn't think we received an email about where these go if you would like to have some feel free to contact doctor over i'm sure he will take care of it yeah which is one thing i wanted to ask for clarification on because there were people from the community who would ask me were really just throwing them away like they are outdated that we have books uh 25 years plus that have not been used and as we're looking at our new math

curriculum that's how this has come about right right um so if there is anybody who's looking at that list and is interested in something contact building principal in this case the majority of them are at the high school although we do have middle school in elementary so if you contact me okay so contact dr edward thank you any other discussion those in favor say aye aye opposed abstentions motion carries the um curriculum for curricula excuse me for ap psychology career spanish and creative writing are presented for a first reading so again that's kind of standard um this is the first reading of the next month for review correct um and then they will come for a vote next month okay so there's nothing to move i just didn't like information i'm sorry i apologize that's

okay just wanted to make sure that we got the information i know just just quickly so um these are three high school elective courses um that we're looking to offer if approved by the board the very next one is it would be the adoption only for ap psychology the other two career spanish and career writing uh would use supplemental materials so there's not a need to approve curriculum textbooks for career spanish and or career writing so are we being so in the first one you're actually being asked to adopt these through your new series at the high school as electives and then in four you'd be asked if approving the first one ap psychology to approve the textbook again um ap requires a specific facebook there are six companies that are out there we had

uh our head of the department along with high school principal assistant principal uh review and they brought down a three and then there's going to be one that's in here that you're gonna look at both um actually all three ap psychology career spanish and creative writing if you go to our website uh go on to the district tab on the district tab click on curriculum instruction and then under critical instruction you'll see ela that would be your career rating you'll see foreign language which would be your queer spanish and then you would see social studies which is where the ap psychology but just to be clear items three four and five are simply first readings for tonight they would come up for vote next month okay so then we will skip two and these books

are available um the the textbook is food yes [Music] that's a good question thank you ms george okay so then um number six we have um a motion to approve the memorandum of agreement between the care center incorporated and mcguffey school district for school-based mental health services at no charge to the district for the 2022-2023 school year so second discussion so we again this is the parental consent before anything can be done and what are the services that they provide what's the other question that was asked okay so again this would be the family that would have an outreach to us as far as asking for these so the services are multiple that could be anything from um having guidance in the home so these are mental health services correct don't actually have the exact

list i think it is actually attached yeah but it's family initiated it is family initiative these are actually services that we provide through this understanding with the pearson okay so and it is free so it's not something that the teachers or nobody will say you know call the parents say we we feel this is necessary okay yes the family would be the family initiates it okay what if the students 14 or older that's when you have um discretion as a person to accept or deny mental health and drug and alcohol services on your own whether your parents agree or disagree but these are services provided to the family i'm not sure so there's what about the school-based one that's that's the next one we're going to talk about uh the next one would also require

federal consent and this would only be after a sac referral so this is again no cost to the districts uh are you speaking aaron to the outside in school yeah i thought they were both on the same one but no they one somebody mentioned in the public comment about the um school-based services so this this uh the the are you speaking again if we could deal with this one first this one is not this this is family initiated um at no cost to the districts well this does say school based so again the they work through the school if we have a student that has been identified through parental constants they are providing these services this organization then would step in and say here are the services that as a family i was just checking

on the before the age of in pennsylvania the age of 14 where you can accept or deny mental health treatment on your own you're considered an adult for some crazy reason so what if a 14 year old says i want these services i do not have an answer but i can certainly look into that for you but at the school level the school would still have to if it comes from the school the school would still have to have parental consent absolutely yeah well i know if it's part of the student assistance program that requires parental conditions correct now outside of school my child's 15. he could go and seek mental health services um without my consent or deny them that's correct but as far as what is offered through the school system the school

would still need parental consent because that's not our wheelhouse so to speak let's make it short because if you tell everybody that parental consent's required but then a 14 year old or older well for this they would parental consent would still be required for student assistance any other discussion all those in favor say aye aye opposed abstentions emotion carries a motion to approve a letter of agreement between outside in school of expects excuse me experiential learning and mcguffey school district for the services for school-based substance abuse treatment provider for the 2022-2023 school year at no cost to the district and again well i need to mention first second okay again because this is offered through the s the the student assistance program the sap program it would need parental consent correct any other discussion all

those in favor say aye aye aye proposed sentience motion carries i have a question just for clarification um what mr vanetta was addressing there if you have a student that is 15 16 years old and they come to a guidance counselor and say i have a problem with drugs don't we fall into another area there i mean isn't there something legally that we have to contact the parents or we contact the authorities because it's drugs or anything because that was his question right or mental health is the age of consent basically they treat you as an adult and the mental health of drug and alcohol is 14. but again there's a my understanding and mr lucas you can correct me if i'm wrong i've worked in in crisis intervention and counseling my understanding is outside

of the school system a child could go to any service provider and say i want service or if their parents force them to a service provider they can say i'm declining but in the school setting parental consent must be given i was just confused because the other one didn't say it was part of the sap program it just says the care center agrees to provide school-based mental health services so if you're 14 or older and i you even if you're a parent and agree to that you would have to that student would have signed a release information to find out what the parent so the parent could find out what this person was discussing with their child yeah but i think the parent would have to approve it at the front end anyway so that

that the ability to get that information would be built into the consent yeah don't like i said i'm double checking because if you tell everybody that content is required but it is initiated on their own because they're considered an adult then that's two different stories well they can initiate it on our on their own for programs that are outside of the school we're all clear on that okay i don't know where i am are we on number eight i need a motion to approve the letter of agreement between the center for community resources and mcguffey school district for student assistance liaison service that sap for services for the 2022-2023 school year no cost to the district second any discussion all those in favor say aye aye opposed extensions motion carries need a motion to approve

the summer music camp for students in grades six through eight to be held on july 11-14 and july 18 through 20 through the 21st 2022 at a cost of 20 per student so second discussion the 20 cost per student is the student cost right it's not the district correct just to be clear i had a question about that i was going to ask the last time something similar happened what if a student can't afford that but they yeah but they would want to i know john has worked for students when it comes to instruments um when it comes to travel so again something i'd have to ask mr harold himself this is for students from grade six through eight that he does to again bolster the program i don't i don't know off hand but

um if uh i know dave probably speaks that as well uh he would go to other boosters or family members to try to see how he could help out which is what i was gonna say in my experience that they would join sisters do you have anything to add to that i'll try i'll try it's a chore to talk uh then i don't know if you can hear me or not uh we have never denied that's a program that was started probably 15 years ago for longer we've never denied a child participation because they couldn't afford it we somebody always came up with the cash the money the money covers t-shirt music snacks during the week um it's not a fundraiser it's it's the opportunity to give uh the kids enrichment in and create a

a closer knit group thank you mr haynes any other discussion or questions others in favor say aye aye aye proposed abstentions emotional characters in a motion to approve the participation of eighth grade students in high school marching band based on need and ability for the 2022-2023 school year so second discussion mr haynes i know it's a short for you to speak tonight but i'd really be interested in your view on this well i heard what nicole said nikki said and i would tell her that we were doing that when she was in my music appreciation class that was a program that we started over 20 years ago to include the eighth graders in the group and there's never been any issues in fact the last two trips to florida uh included eighth graders on that

overnight trip which was different than when i was there thank you but is it as it says as needed so does that mean that they're not going to be on every trip no if they had an individual instrument that they didn't have they would pull this it's not all eighth graders mr haynes actually was going to respond to that yeah when that started michelle uh basically if there was a lack of instrumentation in a particular section of the group uh we would assess that lack of instrumentation and if we had students that were going to be in the eighth grade group that i felt were going to be successful in the program and not struggle with that because it is a higher level of execution we would invite those 8th graders to join um that's

that's how the that's what's the intent when it started my parents would have to give ultimate consent correct the parents yeah the parents ultimately if the parents and there were times where i had eighth graders that i would invite them to join and they said they weren't ready and didn't feel comfortable and that wasn't a problem but and then some parents felt the same you know they didn't want their child in eighth grade to be in the in the high school marching band so it's just we've always would like to say probably for the last 20 20 years we've done it thank you thank you i appreciate your insight let's be honest with you that was one of the ones i looked at i'm like ah age-appropriateness like i'm not sure but that clears it

up so thank you anybody else no i think mr haines and mr carol harold have always done a good job of making sure that the student that is selected has the capability yeah it's not mandatory no i mean the fact that it's as neat as it is parents have to give consent yes i don't know what more you could do for that so i think it used to be here yeah this says yes well i know that that's a program that struggles has been struggling so i don't want to do anything to diminish growth if we can so any other questions or comments all those in favor say aye all right opposed abstentions motion carries do we have a need for executive session that present we do personnel at this time at 7 20 oh
