001hey mr wilson thanks for the thumbs up good evening everybody welcome to uh the committee meeting for the july 29th public regular school board meeting um i know there's some nasty weather coming through mr uh leisure was just talking to his son about tornado touching down in washington it's been confirmed so it can get real dark in here real fast taco berg turn it over to you okay thank you follow that up thank you mr board president uh roger runner you're checking on that with officer tony in the back on the weather we appreciate that um and again we'll just we'll be cognizant of that i want to first start by thanking all the folks that are here tonight from the guffy community and those that are joining us online welcome my first item here

002on the committee topics is a recognition of service a recognition of 34 years of service dedication professionalism humility um and i believe over even a little bit of time a few laughs and i'm speaking about homer staley homer is right here on the front right to me front left everyone in the audience homer has been a custodian come on up homer please in addition to his uh work in as a custodian occasionally former also serves as a bus driver uh volunteers is time to do that and i'm hopeful that homer you'll continue to help us uh when we ask for bus driving because really that's a favor that you've been doing for our district and again it just shows uh the the the quality of the character of this this man and uh his last

003day was july 2nd but he always has the invitation to come back i only had a short time get to know him but i appreciate the visits in my office and and look forward to many more so again congratulations to 34 years [Applause] homer don't be a stranger okay there you go he's still driving [Laughter] thank you be careful going home congratulations homer anytime next item is policy 137 and that this will be the first reading for this policy this is regards to home education students receiving permission from the school to attend the western career and technical center a little bit of the history a few months back we had a several parents with homeschooled students who approached us about the possibility of attending low-tech while maintaining home-schooled privileges um the board agreed to look

004at the policy uh we have subsequently had uh mr mr um russ lucas i always want to say russ russell for some reason mr lucas from managers in price i reviewed this policy again tonight is the first reading of the policy before the board uh for the next meeting which is going to be august 19th to decide an action the revised language for the consideration is on the very last page of your document that has code 137 it was last revised on january of 2006. so go to your packets or go online it's policy 137 and i want you to draw your attention to the very last page on the last page it reads participation in the programs the western area career and technical center and the language as such students residing in mcguffy school

005district by participating in home education program in accordance with this policy shall be permitted to participate in the programs of the western area career and technical center provided the students meets any criteria or prerequisite otherwise applicable to students who wish to enroll in said program and then we will vote on that in the 19th and then those students become eligible at that point correct that would be correct is there will it cover this year yeah they'll be eligible that this well if we make it so then yes that would cover the policy would cover this year the school year um can we accept their applications prior to or do we have to wait until uh so you're speaking to the applications for the western area yeah i would need a little more verification from them

006i can't speak on their behalf um that would be something that's why that would be something we would have to look into those applications mr bonus are typically done like in march and april correct thank you thank you thank you any other questions about policy 137 okay next time it'll be on the board docket for motion uh the next item is another policy uh this is policy 707 use of facilities at the board meeting in june i was asked to consider have the board consider looking at policy 707 which was in adopted in march of 2005. this policy speaks to permissions granted uh to access to the mcguffey facilities this policy permission is granted currently to the superintendent except in the following scenario and that's where if partisan political activities private social functions or any

007purpose prohibited by law school buildings shall not be used for parties or celebrations which are essentially private in nature this exclusion includes birthday anniversary and or similar parties nothing in the section is intended to prohibit nonpartisan political functions and activities of religious organizations nor is it intended to violate the equal access act so tonight i bring policy 707 as board requested for discussion my understanding from members of the community is what they were most concerned with is perhaps establishing some kind of a threshold for certain types of usage that should come to the board for approval um in addition to the exclusions that are already present um and i believe that came mostly as a result of the vaccination clinics um and i i would agree i mean i do think at some point there

008something of that nature should come to the board for approval i don't know how we want to word that how we want to consider that but that was my understanding okay other questions about this policy or concerns i think if it's a board decision then we're good right i remember one time a an individual wanted to use the gymnasium for a some type of exercise class and she was going to make fun of she's going to make money off of it and that's obviously not permissible because she would make the funds and then we have the cost of the cleanup and right everything else so and i'm not i don't think my understanding is and in what i'm looking at it i i understand that and i would agree with that and i don't think

009necessarily there's anything here we're saying we think we're in disagreement with other than some kind of a threshold for certain things that should come to the board first and i how you want to determine that i don't know but um i will say many people from the community to whom i've spoken their primary complaint about the vaccinations was that it had not come to the in a public meeting to the board for approval and it shouldn't according to the policy we have it didn't have to you know and so i think you'd like to fix that okay i can i can look at uh language that would be you're talking about threshold so i can look uh and work with the angels of christ look at language and then bring it for a reading at

010the first reading at the next world meeting okay yeah okay it's good every event or activity that would be held in the school um i don't quite understand what type of threshold we're looking for because they'd all be different you have any ideas only what type of threshold well if you look here like the exclusions are partisan political activities private social function we're not saying you know exclu allow those things and we're not saying that those things that have to come to the board but i know for a fact that the state is really pushing for schools to even do covet testing have testing available contact tracing and vaccinations available at some point that those kinds of decisions need to be have public discourse before anyone at the school i feel any one person at

011the school should make a yes or no on this i've said it before and i will continue to say it health decisions are the right of the parents the school's focus is education [Music] i don't disagree with you but it sounds like the only thing we're talking about currently is code related my suggestion wouldn't be to restrict the language specifically to covenant i know as much as the mainstream media it tries to fully there are other illnesses out there rather medical conditions out there i think when it comes maybe that's it i mean when you're talking about health or medical things maybe that's the language that we're using i i'm open to suggestions and perhaps when they speak they may have suggestions for us what about the physicals for athletics but i think that's a

012different thing because the parents have to sign off on permission for that i agree correct right didn't they have to sign off on the vaccinations and i know this parent contacted the school who received a phone call while her child was sitting in the seat would you she she's here to get a vaccine would you approve that is wrong but i will tell you i have an issue with having the vaccines here to begin with answer that question because i think there was a sign-off sheet dr robert correct in all three instances when we had a kobe clinic here again for the health and safety of the community um the first two were for no one that was a student's age right that that didn't occur until the vaccine that was offered to students or

01316 years of age and older in that case there was a sign off for that i am not aware after speaking to the director of dr hoffman who was here on those days of any student that was taking uh either the first or second shot of the vaccination that did not already have parent permission and all i'm saying is again it was voluntary um this was not something that was pushed in classes and if parents wanted to they had the right to have their child vaccinated i would just simply say in response to that what has passed has passed i will tell you i know there was a parent who contacted the school because she had received a phone call while her child was sitting there that they had never discussed it at home and

014the the nurse called her and said your child is here for the coveted vaccine will you give permission that happened but regardless that's the way it should happen no i that child should not have been there without a signed permission form but regardless if a child walks in the nurse's office and says i want a shot and then the nurse calls home and then the parent says no we don't want it and therein lies my issue there is no child who should be able to walk into the nurse's office and say i want a shot why are we here we're not here for that come on so regardless of where we've been i think the concern is where are we going and let's look at cleaning it up so that we don't have these issues

015well maybe your verbiage could just be health related things and exclude physicals because physicals are done all the time and now we give vision and hearing screenings i used to believe correct yeah you wouldn't want to include those necessarily but i think there is a difference between my child being called out of class for a vision screening and my child being led from a classroom for a vaccine i agree yeah my personal opinion is i think we're talking about an isolated case i see no need to change the policy if our superintendent doesn't have the authority to make that decision um again that's why we have the superintendent again i think because you're honing in on the covet vaccine my concern is this isn't the first time this is there are many other things how

016many things coming down the road right now they're saying you're even people who have been vaccinated are going to need a third booster shot you know i i just i don't want it to be specific to covet or any delta variant or anything i'm saying in the future anything of that nature should come to the board for public discourse and a vote i think that we're losing sight of the whole thing here we're not saying that you can't never do anything but the board should know what is being done i had people calling me saying what's going on and i have no idea so i think it should health related things should come to before the board without perception or public discourse the public should have a say when it comes to those i believe

017we were informed of this again i'm not saying we weren't and i'm not saying dr oberg did anything wrong according to the policy we currently have i'm saying that that is for me what brought it up and why i asked to have the policy reviewed understood dr o'burke are we any other uh discourse or questions on uh number three okay okay moving on uh number four is in relation to what is titled the emergency instructional time template and i'll just break it down for you um and we'll take you through a couple of pages so uh beginning last year going into the first school year post covid uh the beginning of coba i apologize uh the state said that to maintain 180 instructional days they wanted a plan from all districts in pennsylvania all lease

018that would show if they had to have a school close for a definite period of time they had a plan in place a very general plan in place um and this is a requirement this is something the board agreed to last year and i'm bringing to the board this year so i'll just again i'll go through it a little bit here uh so uh there are three elements that pd is asking us to provide to them the first is a school calendar that represents a total of 180 instructional days which we will do the second is that the lea is to ensure that we are prepared to provide remote learning and that all students have equal access to their that remote learning and the number three which is the very very last page is to

019demonstrate how we will provide instruction uh depending on the outcome of what could occur so let me just i'll give you a scenario then i'll entertain questions so i've used this so many times say i'll just use it again so joe walker we have an outbreak only at joe walker it's isolated and we have to close the school due to this outbreak the rest of the schools playsville high school middle school can stay open we have to have a plan in place for the state that says this is how our way to work would be for those students so they do not lose 180 instructional days so you'll see there are three models there the first is full face-to-face learning uh in a distance model the second is a blended learning schedule very similar to

020what we did last year a hybrid where we have two groups group a and group b c is your remote learning day and then the schedule c is an example of if we went full remote meaning five days full virtual using the technology we've used in the past so what i'm asking the board to do tonight is to consider and approve this three-page um template or i'm sorry four pages four pages um for us to submit to the state uh again and what it also allows uh me the flexibility to do there's also what's called flexible instructional days fit days and we get so many for snow or cold weather events this will allow me not to tap into those um if if i would need to questions one of the questions that immediately comes

021to my mind is when you're talking about distance learning remote learning um how are we addressing because i don't see it in here students who don't have internet access right so it's not asked in here like this is this is not a full i get that i'm just asking i'm sure that we have you know 38 of our our population doesn't have internet access on part of that 38 percent so right no i mean that's that's something that when uh we were in that mode last year we were looking at how we could have uh work sent home to the students right now working on and actually going to vote on a couple projects tonight to get uh remote access for the students to actually have jeets in their home through a grant that we're

022looking at as well as additional chromebooks we have a pilot project as we voted on last february that actually is going to start placing devices in the home that would pull from pbs stations so that's something we're continuing to investigate all the ways and we know and as a rural district that that is an issue certainly i mean i always think it's good to have a plan in place we never know what's going to happen and i think a plan in place is better than no plan which is where we were in march of 2019 but um i also happen to know having been in education for over 30 years sometimes we can make things look really good on paper and the reality is a bit different so thank you any other questions what would

023initiate the change if that's why what would initiate our changing and deciding to do this this is just a plan this is a plan i mean it could be a catastrophic quite honestly it could be anything this gives us the leeway to not have to push days beyond the days we have on the calendar to say we have other modes for instructing our students so we would not lose or have to push back days into june and july okay thank you okay the next item i have is the updates to the rpser's health and safety plan and what i'd like to do is i'll take you through this page by page and highlight the changes that have been made since the uh june board meeting the june 17th board meeting uh that has been posted

024on our website uh both on the news section as well as our returning school 2021 tab on the home page nothing on the very first page has been changed again this is really more spelling out that as a scholarship as we all know we're required to submit a health and safety plan as a school that is receiving funds to the american rescue plan as well as the elementary and secondary school emergency relief fund again on page two there's nothing there for me to change because it was just the guidelines for the health and safety plan on page three the changes you will notice of course is the initial effective date is not june 31st that was if the plan was approved last time this is august 1st 2021 the last day of review will not

025change that was june 17th and the date of the last revision has changed to july 29 2021 no changes were required uh either on the rest of page three now moving on to page four that is where we have our requirements uh from the arp essers requirements and they're asking us for specific strategies policies and procedures as a school in regards to health and safety plan the very first one you'll see is a new edition was not present on the last document and i will just read it to you the district will not require students staff and visitors attending mcguffey schools or events to where masks face coverings accepting locations and settings where masks are mandated by the federal or state order and what that is referring to as we will discuss a little bit

026here in a moment is right now there is a federal mandate from the cdc requiring masks on public variances so public transportation in this case uh school buses so again our belief as an administration is that we believe parents should have the choice to determine whether or not their child comes to school with a mask or not we welcome and encourage either in the case where a federal or local law requires then we will follow as we've always have a federal or local order so with that i actually have some interesting news that i want to share with you that um really i've received within the last few hours and i'm gonna let again mr russell lucas from andrews price discuss that information sure so the the issue of school buses and mass requirements on

027school buses has been debated pretty broadly at a number of school districts the last couple of weeks and it's it's really confusing to try to to track this and candidly your governmental um the state has decided at this point they're going to wash their hands of it there there's nothing on pde's website that that says anything about this the requirement to to have masks mask wearing enforced on school buses doesn't come from the executive order in january that was entered by the president because that specifically referenced a definition in federal law that doesn't include school buses so then a week later the cdc and the cdc has regulatory authority that's granted to them under the u.s code to control communicable diseases and so there's a specific u.s code section in federal law and a couple

028of regulations that allow the cdc to take actions if they uh have construed it to be necessary to control communicable diseases and they issued an advisory excuse me not advisory they ordered they entered a regulatory order requiring that any public conveyance which includes in their definition school buses enforce a mask mandate until it's otherwise revoked and so that's what we're left with at present you know the cdc of course made news this week when they said when they backtracked and said that they want people even people who are vaccinated to wear masks indoors and schools both students and teachers and pde and doh and governor wolf have all said that's a recommendation and we're not going to require school districts to do that and so if you've watched the news pretty much every school district

029has said apart from i think the city of pittsburgh in philadelphia we're not going to do it it's just a recommendation so this uh advisory order with regard to school buses is different in other conveyances other modes of transportation it's an order so specifically and listen i know that i know that there are there are some districts that are going to say we're not going to follow it um and and there's a couple that have uh that i've seen news reports about carlisle has had a debate about it um and i've got a news a news story about that specific debate psba's legal counsel is quoted in this story as saying there is still in effect a cdc order that legally requires operators of public transportation vehicles including school buses to require their passengers to

030wear masks his name is stuart nade you know i understand that's not going to be popular my own candid reaction is the cdc has told you to wear masks on school buses um and and and that at this point pde has has scrubbed all references from its website as to whether or not that's going to be enforced at the same time pde is going to allow you to essentially ignore the cdc guidance about vaccinated people wearing masks indoors so there's an inconsistency there and i i recognize that i can't give the board the advice to ignore a regulatory order so i'd like to know the federal code that you say gives cdc regulatory authority it's uh title 42 usca section 264. title 42 i have a copy section here he's giving me a copy because

031section of uh us 49 section 5302 is pretty clear that public transportation does not include buses school buses it's it says it says just just to be sure that we're following along and and i will say mr lucas you are correct pde on july 6 put out the misinformation that there was a federal order in january from the cdc that recovered that required face coverings on school buses the cdc did put out an order it did cover requiring face coverings on school buses however the cdc didn't have the authority to enforce the order which is why president biden in january signed the executive order the coveted 19 safety and domestic and international travel order which did require masks to be worn in compliance with the cdc guidelines in or on airports commercial aircraft trains public

032maritime vessels including ferries inner city bus services and all forms of public transportation as defined in section 5302 of title 49 united states code so that code says the sequence is backwards you have it backwards the executive order was issued first and then because that didn't include school buses because the definition that's in the executive order doesn't include school buses that's when the cdc issued their order on january 29th applicable or effective february 1st so i mean they knew they knew what they were doing and again i'm not trying to tell you i think that it was wise i'm just trying to tell you what i read the law to be well i would argue that and i've talked to multiple state legislators who also argue that um i've talked with bus companies who have

033said they're going to follow whatever guidelines the individual districts give them that they are not requiring masking or face coverings on the buses i will tell you now why is there a shortage of bus drivers in pennsylvania because in what other field and what other job are you required to watch the road the kids behind you and enforce all these ridiculous mitigation efforts zoe i would be departing to that is not why there's a shortage of bus drivers my wife's been my wife's been a bus job for i don't know 20 years maybe now the majority of the bus drivers left to join the oil and gas industry where they can make 80 to 100 thousand dollars a year with a cdl license a lot of individual residents from the community have went to these

034individual bus companies the bus companies has paid for their cdl training and license they work for the bus companies a very short period of time and then they leave once they get their cdl which cost about six thousand dollars at um the school i'm currently attending penn commercial so once they receive that then they go and make up to a hundred hundred twenty thousand dollars a year driving a water bottle that's where all the cdl drivers have gone from the school buses i have talked to bus drivers who have left within the last year because of this i'm sure there probably has been that's not the majority of the reason that's the minority i don't think you and i could sit here and say that it is or is not the majority it does all

035i said was i think it has an importance i just did say that zoe i i have a very good understanding of the bus jarvis saying that you perhaps but i will tell you i i do not i do not accept that the cdc's order that they have the authority i've talked to multiple legislators about this that they have the authority to require masking on school buses because school buses are not public transportation and federal code is very very clear about that so just with regard to the issue of uh what the school bus transit companies are going to do there was a joint statement issued by the national association for pupil transportation and the national association of state directors of pupil transportation services those are the two of the the leading trade industries they're

036going to enforce this um or they're they're recommending to their members that it be enforced so again so the um the point i want to hammer home is you know in in the article that i have in connection with carlisle school districts debate over whether or not they're going to enforce uh the mask requirement on buses and it appears at this point that carlyle is not but psba's chief legal counsel is quoted as saying that the cdc order is in effect and it applies with regard to school buses and uh kids and and bus drivers that are on buses what's the penalty yeah exactly i mean i listen i i'm just i'm not gonna give the board advice to disregard the regulatory order that's all um i would severely question one's willingness to go against

037our legal counsel on this issue and i would respect the community to remain quiet until the board deliberates this topic um if we pay the solicitor to tell us and to advise us on all legal aspects that's why roger yeah you folks have to keep it down out there we're trying to run a meeting here you have i'm sorry if it happens again i'll have to ask roger to ask you to leave please be polite we're paying a solicitor and every school district has a solicitor along with community your state and local county governments the reason for the solicitor is to advise them on legal policies because the majority of the members aren't up to date on all of the legal policies what i'm hearing here is zoe you're more up to date on the

038law than our paid solicitor is is that true i'm just suggesting that carlisle school probably has a solicitor too well they may have and they may choose to reject my point because it's not clear what is clear is that school codes states directly that school buses are not public transportation i can't just go get on a school bus i guess my point i'm trying to make is that the solicitor here is to represent us his purpose also is to avoid us from potential litigation and if you think that you know more than he does about this issue and is willing to accept that liability responsibility as a district i would say go for it but me personally i will never go against what or the solicitor legally tells us what to do i'm saying since

039there are other school solicitors who have given different we're not other school solicitors this is a mcguffy and this is our school that's my point so there are other solicitors at other schools who are giving opposite advice no i don't know that that's the case that's not the case the case is they're given advice but the board is just choosing not to listen to the advice exactly fine then that's what i'm saying you're opening yourself up to a can of litigation worms i mean again what's the penalty one lawsuit could cost you several million dollars that is not you don't know that what is the penalty i do know that because it's occurred here before zoe not this kind of lawsuit lawsuits have occurred who says it's alone you said it's a federal a federal

040order to have masking on school buses i want to know sure what's the penalty for not following that at this point because there isn't anybody who has actually violated it because school hasn't started yet we don't know and they haven't said i would imagine that one of the potential penalties that could be imposed would be either withholding of your federal or state subsidy which in either case i think would be uh something you'd want to avoid but i will guys i i strongly i want you to stay for the entire meeting so i i would really respectfully ask you to limit the public comment until you have a moment to speak i appreciate your passion i appreciate your voice you guys know every day i advocate for you to come and participate but i don't

041want to see you have to leave this meeting so i i know they will kick you out so i i am asking very do please hold your comments you will have a chance to speak okay thank you i think i've been clearing where my position is if you're willing to accept that liability so be it i'm not okay so the full change the district will not require students staff and visitors attending the deputy schools or events where masks are face covering accept locations and settings where masks are mandated by federal or state order the next bulletin point the change that was made the previous language was the beginning of the section guidance and now the language says the district will consider not follow but consider guidance from the cdc department of health pa governor's office

042and the department of education regarding face coverage for students staff and visitors and that was all the changes under that first section questions the next section is modifying facilities to allow for physical distancing and again a section was added it was not in the previous document in june it reads the district will not require students staff and visitors attending mcguffy schools or events to physical distance next bulleted point the change here initially it said the district will follow guidance and now it reads the district will consider guidance from cdc a department of health governor's office and pa departments i apologize my microsoft on you probably can hear me anyways um p department of education regarding physical distancing next bull to point the change previous language the district will follow guidance it has now been changed

043too the district will consider guidance from the cdc pa department of health and pa department of education regarding transportation of students that was all the changes for that section any questions next session this is under hand washing and respiratory etiquette previous language to the first bulleted point teach and reinforce good hygiene that has been replaced with the district will support good hygiene measures such as hand washing covering coughs and the use of hand sanitizers and that was the only change to the section under hand washing and respiration any questions next section cleaning and maintaining healthy facilities including improving ventilation nothing was asked to be changed here i would just draw your attention to the fact that all these items under maintenance will continue to perform um we've continued them since the end of last year

044to keep our schools clean and safe next section contact tracing in combination with isolation and quarantine in collaboration with state and local health departments new section here the district will not engage in contact tracing or quarantining procedures for close contact at this time and we'll re-evaluate procedures continuously based on local data and recommendations from the cdc department of health the pennsylvania department of education again that is a new bulleted point just one another point i want to make to that um this follows the order from the state um for contact tracing 14 that order actually expired on june 30th so the decision again is left to us as a school district to the term going to the next page there are no other changes under the contact tracing on the diagnostic and screening tests there

045has been no ask or changes to those three bulleted points and then the next item efforts to provide vaccinations to school communities previous language provide brochures and other information that has been changed to when requested provide brochures and other information to staff and students about receiving any type of vaccination at sites outside of the school district any questions on that item i'm sorry which section was that it's it is seven it's it's on it's on yeah it's at the very i have a question on page six but we can come back please i actually question on page um three under number one you mean almost at the end of them that's what i was saying okay and then uh the very next section is appropriate accommodations for students with disabilities respect to health and safety

046policies again that has not been changed there's only one bulleted point there then finally coordination with state and local health officials and again that language has not changed since the initial read of this policy and then the last page of course is the approval by the board and affirmation and dates and signatures okay question number one or not in statement number one on page three i like the will monitor i have a question on the plans will be presented to the governing board for approval when changes are necessary when will changes be necessary if if dictates due to an outbreak if we find ourselves back where we would be required to quarantine then who determines when changes are necessary who determines again we would follow as i said before any local or state order or

047law that would require us this plan is to be visited every six months but if changes are required then i'd bring it back to you at the very next board meeting okay um so there is the this plan was put together by the administrative team correct um so does the administrative team keep monitoring it does the income give suggestions for when changes are necessary or will that be and that's possible that also is possible because again uh for example but this is not the return to school committee from last year no and that committee is debunked i have not met with them okay um and then on page six i keep asking about this fragment encourage the staff to stay home if they are i thought we fixed it i apologize but i mean if

048if there are i don't know yeah grumpy no yeah i will yeah the request was and uh miss jackson point me to uh under what section again page six under diagnostic and screening testing district and contracted employees the first one all district and contracted employees will complete a daily self check prior to entering the school building encourage staff to stay home if they are i thought we changed that we did i actually on my doc limit my document i have is there what i'm looking at and the one that i'm looking at on the screen both have the fragment i thought we had changed it at one point we found a couple things that you read that are different your document is different from this one um because i thought that is what we had

049on the website yes and i said oh good they fixed that so i was a little shocked that it's not fixed here i i i do apologize to you so we did change that and that now reads what so i'll read you the bulleted point all districts and that when i was confused when he said that employees will complete a daily self-check prior to entering the school building encourage staff to stay home if they are sick if they are sick if they are sick and i do apologize to you uh i will make sure you said earlier what about the ones out there today do they have this they have what was on what's on the site and i i'd have to uh well it's in two different places though you said it is you

050check both places it is yeah i wonder if one got loaded one place and one got uploaded another that's my question and i and i and i truly do apologize uh there have been changes made as again we've found out things even with busing and there has been since the first version there's been actually now one version 6.0 so there's been that many iterations uh based on comments that we've received in your comments i do appreciate all the work you did in fielding all of the requested changes and and really putting a lot of time and effort into that thank you thank you any other questions about that from the board okay we i will make sure that this is updated correctly and it reflects uh what was discussed next uh item number six is

051an overview of our safety preparedness uh that was conducted by uh officer zieminski is uh roger just saw him hey sorry doctor goes uh and into a no word so um good evening ladies and gentlemen i'm the as you know i'm chief roger savinski i'm also the safety and security coordinator for the district and act 44 requires me every year to present a uh a program of our accomplishments and of our projections that we we hope to do to uh continue our security effort in the district i presented it to you last month and you asked me to go ahead and present some items of that to the uh to the public so i wish to do that this evening so just to give you a brief rundown the school safety coordinator oversees all school

052police and resource officers to include school security guards policy procedures in school entity and report directly to the chief administrator the superintendent i'm required to submit an annual report to the board of directors as i previously stated and i'm also i conduct regular tours with local and state law enforcement to keep those individuals familiar with our delay of our land and the actual layout of the buildings i oversee and maintain the alice program which we use for uh for our violin intruder program we uh we contract with the alice institute and we have an online course that we offer our teachers every year we are currently in our third year of that and um we're very proud that that all our staff and faculty are 100 participants in that program we've been reaching out to

053to some local to our bus drivers this year and adding those individuals into our program we offer a program to our bus drivers currently but we're actually going to bring them into the alice program with us so they will have the same program that uh staff and faculty mr smith can you do a quick review of the alice program okay yeah alice is a program that is designed and developed about 20 years ago from two retired policemen and two retired teachers uh happened to be husband and wife couple combination and they uh they they designed it to be it's an acronym and it's alert locked on i isolate control and uh evacuate so those are the acronyms that use for um and they're not sequential everybody thinks you have to go in order their tools

054we teach in their lockdown procedures or evacuation procedures and we also teach how to um to combat an armed suspect or an unarmed suspect if uh if it's it's available and uh can be done and efficiently so we teach that we teach that to the staff in fact we also teach that to the students and we teach it a little different to the younger grades versus what we teach to the high schoolers but that's a complete program and that's a kind of a real fast wrap up on alice but i could talk for a couple hours on it i know yeah so it uh it goes it goes on and on so but um so um i also oversee you coordinate uh with the four district police officers uh we're required by state law to

055to keep up on our municipal police officer training act weapons qualification i'm in charge of that and uh all of their yearly and my yearly updates that they're required to have so i'm also the safe to say uh coordinator safe to say is a program that comes from sandy hook um association where it's actually a media type environment where you can get on safe to say and you can give anonymous tips on you can talk about different students you can talk about faculty staff anything happen in the buildings or anything happening with the school students that that needs to go on to somebody and basically if you see something and say something that is safe to say is mata and i'm also the coordinator for that so just give you a little talk about the

056safe to say program to date we've had um we've had 20 tips received to the district and uh we've had 16 in the middle school three in high school and um one was a fictitious tip that we have taken care of so um we've had a pretty successful program with that i get great support from the uh from the social workers and the guidance counselors in our district and i mean i can't give big enough accolades to those folks because when i come to them with a tip they say i know about it we're on it so it's uh that is just terrific in in in my world so um excuse me for reading my notes here um we also have uh some physical security postures of buildings where we uh we have had our

057safety uh let me get the exact correct name for you but the state police officer offer a an environmental by design view where they go to your buildings and they give you like a threat assessment of your buildings we also have with that mr mckee and i worked together and we've uh we've initiated a couple projects already to uh to help to uh correct things that have been brought up in those uh in those sort of assessments so we're continue we have uh scheduled this year through the state police to do the high school again we're required every three years to do that and this is our high school year next year 2022 will be the both elementaries we require to be done so and we'll keep on that mr president dr that's all i

058have okay thank you thank you thank you roger thank you all right thank you thank you again thanks everybody thank you you can hear me thank you the last item number seven is uh an item for the board to approve this evening um i'll have mr coach dalton come down in regards to season ticket and pricing everyone in my athletic uh director checklist at the end of the year one of the things you like review is ticket prices cost of officials things like that what i'm bringing you tonight is an opportunity or a proposal um a would be to raise the ticket prices for an adult to five and student to three in my tenure here we've not raised ticket prices uh one time um to give you a couple examples a football officials gone

059from about 60 to 50 to 82 dollars this year in 10 years a middle school basketball officials gone from 35 dollars to 50 on and on and on um in the old days um used to have an account in the ticket revenue balance the officials that's not done anymore it's pretty much a general fund transfer it's just a proposal an idea um i would say by far or or at least equal to almost anyone with the lowest ticket price at four and two you don't pay four and two anywhere um then to offset that what i'd also like to do if you'd be in favor of raising the ticket to five and three would be an opportunity to buy a season ticket at the the current value four and two so a student whatever amount

060of games times the so let's use boys soccer if they had seven home events it'd be seven times four and they'd pay 28 dollars if they were willing to give you the money in advance then you would uh you would offset the price increase um we found last year though you know one of the positive lessons was that um i think our people liked walking in with a ticket and coming in at 10 to 7 and not having to wait in line probably not as much in some sports as others but there are sports that you know in the winter you're out the door sometimes in a big wrestling match and in football season sometimes you're entering seven minutes into the first quarter because the line is long chief i'm sure would be willing to

061maybe have a season ticket line where you would just pop in walk through it's just an idea a lot of schools are going to it the digital ticketing thing is pretty popular i just didn't think it it hits our region very well so i'm going to hold off on that one for now but uh that's my proposal mr dalton when it talk when you talk about students is that our students or other students anyone students it's two dollars [Music] i don't even think they can buy a drink for two dollars no and the age for students is considered i think pretty much i i don't know that's what judgment called the door i think if they're a collegiate student that we recognize we charge them two dollars i was thinking more of the younger um

062i think that's a judgment call at the door too if they're you know if you're carrying them in or they're two or three and you know they're not going to last i think we're pretty receptive at the door and you know if your kid's nine and he's taller than your dad four over two i just don't know if we have an official no i don't think we really do i mean uh i mean i guess we could put down kindergarten age or something like we can come up with a concept there and i don't think that's a bad idea it defined probably makes it easier for the ticket taker because she says you know how old are you 13. well i mean if you're saying student to me that you're enrolled in school or you're

063not right i agree uh mr dalton how much how much fun do you think that we get from our students how much in a typical game yeah yeah i i don't i don't know that i could give you that there may be 20 of the gate 25 well i guess where i'm going with this is i personally don't think we should charge our students to attend because i would hope that more would attend they would be watching a support rather than maybe out doing something else um i think it would be i just think it'd be better if they got in free personally but that's a decision the board can make but student age from other schools i would charge students from other schools the students of mcguffey that would have a badge or a

064pastor or something but others in college that's obviously yeah the norm you know you have some kind of activity badge or something and you're probably talking in a maximum our student body probably i'm going to guess and say 150 to 200 kids students at night at the football game yeah i mean you're talking maximum probably 200 300 dollars yeah i don't impact i think you're talking a large amount of money kind of i like that idea yeah well our students all have ids don't they um it may not be something again as we're talking about this and we're looking at younger students that may be something that you're probably not going to see just just think [Music] i mean if we have high school students who have student ids great but i was thinking more

065like the younger ones if they don't just give them a pass yeah just hang them out past that i really like that idea and we'd still charge five for the adults yeah but and i do like i mean i don't think you would go down right right i mean we have a great student body section that shows up for support yes but we still do the five and three yeah forever for the visiting team five and three and then uh come up with a pass for our kids for a year yes um i see some schools last year use like uh a wristband because they're cheap and they say you know whatever we want to say and the student just gotta remember not to lose his wristband right silicone a lot of them just don't

066take them off right um the season ticket um at current value this year only and then next year the season ticket would be at the five and three um i didn't think of that i just thought of the the balancing like if you if you didn't want if you were upset about the dollar raise well there's a way to beat the dollar raised by a season two season ticket offer i think that's a good idea we could just go back to it next year after we see the impact i think the crowds weather permitting will be much bigger because we've found that the summer participation in our sports is is unbelievable like i mean in every sport right now almost virtually every support our summer workouts the participation is unbelievable that's why i just think

067it'd be good for the students to get in for no i i i mean because probably every year i'm asked by a middle schooler or a youth uh parent that their their child plays youth football why they have to pay to get into the football game and that would save us a big headache on on youth night and everything else that'd be great i like that just make it happen yeah okay we're on it you guys vote i'll say yes yeah thank you thank you that is mr president uh my last item okay [Music] okay we're gonna 706 we'll start the meeting at 7 15. we'll take a couple minute break can we make it to the ladies room by then i hope no it's right next to the men's room i don't move very

068fast unless there's something you need to tell all of us my name is jill tonight oh i'm headed that way believe me don't explain to me i never get it right warning in the watch i get those backwards every time i don't know but we're back to thunderstorms instead of tornadoes yeah let's improve it okay mr group we are ready to go they said that there was a confirmation of washington i'll start over july 29th 2021 public school board meeting of the mcguffey school district roll call please mr group here here here i hear mr yes president [Music] here please join me in the pledge to the flag i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty

069and justice for all okay at this time we'll enter any public comment on agenda and non-agenda items mr saminsky roger how many do you have i have okay folks because of 15 we are going to limit it to the five minutes um so please prepare in advance that it's going to be a five minute cut off just because of numbers okay okay go ahead am i ready yes okay hi everybody my name is kim oiler could you michael could you pull the mic to you closer please a little bit there you go good yeah better i'm not used to talking around my kids went to mcguffy and um i'm a taxpayer here mcguffy so that's why i'm here and i am a school bus driver so i have some things to talk about but before

070i start and what i would like to talk to you about on this came up in my reading today and i feel like i'm led to share it with you so it's my daily reading and it says uh everything you have is a gift from me including each breath you breathe i shower so many blessings on you that it's easy to take some of my precious gifts for granted most people don't recognize the wonders of inhaling my life continually yet it was only when i breathed the breath of life into adam that he became a living being as you quietly sit in my presence try thanking me silent each time you inhale as you exhale affirm your trust in me the longer you do this the more you relaxed you become while you are taking

071time with me i will help you appreciate and thank me for my blessings you often overlook skies trees light colors loved ones and daily comforts the list is endless the more you look for good things in life the clearer your vision becomes in one of the readings was in genesis and it's then the lord god formed a man from the dust of the ground and breathed into his nostrils the breath of life and man became a living being and that is in genesis 2 7. and um the last time i checked uh correct me if i'm wrong but the cdc is not one of the books of the bible and i think that we've been using it as a book of the bible and it's not the living word and i will tell you as

072a school bus driver i do not drive for mcguffy i drive for trinity and i've been driving a bus for seven years after i retired when my kids were younger i drove for this school district and i take my job very seriously those kids on my bus are my kids they hug me i hug them back they love me i love them back and i will tell you that the worst thing that i saw last year was seeing those little kindergarten and first graders having a mask on their face on the first day of school with the terror on their face and you know what they couldn't read anything they couldn't see my smile they couldn't see anything because of this mask it's time to let it go i will tell you that mask especially

073with elementary kids they throw them on the floor and put them back on your face again now you tell me how that is healthy it's not there's little round marks in the middle of their mouths from where they chewed on it all day this is not saving them from any virus that has a 0.08 survival rate for children this is ridiculous now regardless of what the cdc says we're americans we are free we're part of a pennsylvania state and we're mcguffy for god's sakes we're not new york city regardless what they say stand up for our children do the right thing it doesn't matter what the cdc says and i will tell you i have gone to health and freedom rallies down in tampa and i have loads of information and let me point out

074one thing to you that is on their website in the cdc they have quarantine camps it's on their website i'll be glad to share it with you after i'm done it is on their website they have information on what to do for quarantine people for covet now i've been in pandemics before i think it was h1n1 i don't remember the pandemonium that we have that we have now you didn't have to watch tv to find out that somebody was sick okay and as far as the shortage of drivers are concerned i can tell you with utmost certainty it is not because of the cdl drivers getting better jobs they are people like me who were retired and want extra money i use my money to spend it on my grandkids you can't make a living

075driving a school bus it is not from another and i i'll tell you what i don't know if i'm going to have a job or not but i will tell you i as a driver and as a as a human being i'm not going to force this stuff on my kids on my bus i won't do it it's wrong thank you thank you thank you thank you thank you unfortunately there are parents single parents that that is their only source of income good evening hi i'd like to start out by saying i'm looking forward to the day when i can address a board that respects and listens to its constituents unlike our current majority board and its president who proclaimed at the november 20th meeting that our voices were not valuable enough to be considered

076most of us will never forget those words the aggressive tone i'm forced to use with this majority board and our new superintendent is exhausting i'd really like to utilize my time for more productive thoughts but until this entire board stops disrespecting each other and the taxpayers and parents my message and tone will remain the same with that said please start taking notes as i expect some answers to my questions this time one is the back to school committee still intact in making decisions for the return to school plan and to what extent after much discussion at the last meeting i'd like to know why you are hiding the fact that the move the world program was a one-year deal and is being replaced with a trauma-informed program something my elected board member had no knowledge

077of who's implementing this program when would the new sel program be presented to the public and the board for approval did you er learn anything from the mistakes made with the previous social emotional learning program and its failed implementation will parentals consent be required for students participating as originally agreed upon why are only certain board members being included in important matters while my elected school board director is being left in the dark this is unacceptable and it will no longer be tolerated and please before any of you start quoting the cdc orders you need to remember that the orders are not laws and just a reminder to all the cdc has no constitutionally derived authority to create laws only congress at the federal level and only the legislator at the state level have the power

078and authority to create laws stop quoting them as laws you're wrong we as parents and you as the board of directors elected to represent us need to remember we make the rules for our district not the cdc the fact that public debate is being stifled is very telling so the question becomes what are you trying to hide i will repeat that i expect my re a response to all my questions since you refused to respond during public meeting so let's be clear on a few matters we will continue to fight we will all continue to fight to eliminate mass whether in school or on business stop any plans of teaching critical race theory within our district stop you from intimate implementing unapproved programs or curriculum without parental and board consent we will continue to shine

079a light on your desire to stop public debate on important issues we will call you out when you disrespect each other and the members of this community and it will stop we will continue to fight to eliminate things that are not in the district's best interest including your ridiculous time restriction on speech and we will no longer tolerate any of our elected board members being left out of any process or decision making please remember the majority of this board has brought this on yourselves with your poor behavior behavior that in my opinion continues to this day in case you haven't noticed we the parents and guardians are fully awake and we're paying attention and to everything you're saying and doing and we're not going anywhere we'll fill this room every meeting thank you thank you

080hi um my name is marjorie florian i go back chrissy i am from the east findlay district um i'm just going to start off with saying i'm sure that you all in the last year and a half you've asked yourselves what on earth is going on the moment that they stopped my children from going from being able to receive a proper education alarms began to go off i fortunately have a little time on my hands compared to a parent that works outside the home i have taken advantage of the time by educating myself for the last 18 months on what is really going on i became began to pay more attention i began to listen to people that were making sense and those who make no sense at all i made my decisions on how

081i felt about things based on who i agree with i spend many spent many nights digging for the truth to things refreshing my memory on viruses and how it affects your body which is something mostly something that we've learned as a middle schooler i learned about the evil that has been trying to take over the entire world before you laugh this is not a laughing matter the sick and disgusting things that no one wants to hear or talk about masks are harmful on our faces as fast as within three minutes we are not made to breathe in our own toxins if you're not willing to listen and accept the truth how are you how are you to learn and make responsible educated decisions how am i supposed to trust you in the position you're in

082over and over we hear how harmful mass are to not only children but to all humans mentally and physically the studies into statistics on masks should be enough for all of you to say no do you know the results of studies have you looked at any of the studies mass in my opinion are abuse putting them on children is child abuse i know dr oberg stated last meeting he will no longer know there will be no mandate on mass and social distancing in our district for the 2021-22 school year as we all know masks are being pushed again due to the cases in this delta variant strain to remind you the delta delta variance first cases came back in 2020 in december how convenient they are pushing for masks again eight months later right before

083school starts i have found um let me start here again telling us to go back to mass is absolutely ridiculous i found in coming across more information pertaining to the vaccinated people spreading the virus in california it's been found in some counties that cases are being found in the ones that have been vaccinated higher vac success higher cases in low vac success lower case is reported just to throw that out there how about all the migrants coming over there's no stop to that they're not being tested but we're supposed to be wearing masks and getting stuck with a needle the delta variant doesn't even have the proper testing patients would have to go through gene therapy testing that takes weeks for results which i guarantee you they're not doing bill gates and george soros are

084now big owners of the test companies if you believe their numbers from their data in the cdc put out zero in one and zero to seventeen-year-olds three million children have had covet over that three million 517 have died that is if you believe their numbers that is a 99.986 percent survival rate um 0.019 percent deaths of zero to 17 year olds uh in california today yet tuesday five children lost their lives and covid was on their death certificates there are 39.5 million people in california i didn't do the numbers but 517 isn't much but every death of course counts um children have a chance of 99.985 chance of survival i want to know how you all feel about the national education association announcing that the children 5 plus must be vaccinated by fall have you

085gotten that notice the vax has killed approximately 45 000 children so far july 9 2021 the cdc statement vax they've said vac students in no mass teachers in no mass now the 27th of july they're changing their minds there's 47 studies out that prove that mass don't work thank you very much thank you good evening everyone chad thomas from donegal township as i begin i would like to remind everyone listening that our elected officials swear to affirm to support and obey and defend the constitution of the united states and the constitution of the commonwealth and that is noted in the declaration of independence the primary role of government is to protect the rights of the people my time will be spent speaking to the root cause of the health and safety plan i'm here to

086ask that you reconsider my requests concerning the language and the health and safety plan and about the formation of a committee for continued and persistent correspondence with the pennsylvania department of health and education i'm asking that you vote on both this evening for those that did not see my email i'm asking that a contingency be added to the existing language any place in which the plan reads the district will consider guidance from the cdc pa department of health and pa department of education i would like to plan to continue that statement with only after the cdc pa department of health and or pa department of education provide the record in their possession custody or control which describes the isolation of the sars cove2 virus from a sample taken directly from a diseased patient where the

087sample was not first combined with any source of genetic material we as a community need to demand proof that the sarsko ii virus has been isolated from a diseased patient after all that is the basis for all the topics contained in the health and safety plan if they are going to demand a plan to combat against this virus prove to us that it exists first you may be thinking why are you asking for proof we all know that the sars code 2 virus exists right they in quotations have told us that it exists we've seen people die and or our friends or family have had symptoms of dis-ease i will quickly make a point not with indifference because every death is tragic however prior to people died had chest colds difficulty breathing body aches and

088fevers those are not new feelings death and dis ease alone do not prove the existence of any new disease there are lots of toxins that can cause a person to feel that way number two you may be thinking we're not doctors most of us have not focused our careers on this body of knowledge however with god's help we can form well thought out opinions on this subject matter and we have a duty to number one through self-government number two through family government number three through small local government just as we discussed last year the code of ethics that we adopted says that we cannot delegate our decision-making authority to anyone else you may also be asking why does he keep asking to have the virus isolated from a diseased patient that is the first step

089to determine what has actually made a person sick would it surprise you then to know that the cdc readily admits that they have never done that nor do they have a record of anyone else doing so i've sent you got many of you guys that information multiple times or would it surprise you to know that canadian researcher christine massey has compiled freedom of information act requests from 88 institutions and offices in 23 countries or jurisdictions and none have provided or cited any record describing the isolation or purification of the sars co2 virus so if they've never isolated viral particles from a diseased patient what do they have that they are calling the sars co2 virus they took genetic material from the lung fluid of a person that had pneumonia and placed it into a computer

090program called next generation sequencing that then created a full genomic sequence and said this is our best guess as to what made this person sick for the last year and a half decisions for lockdowns closures and mandates were based upon a best guess that came out of a computer model not from the scientific method so if you don't have clear proof as to the thing that caused this supposedly new disease what do you use to compare samples from people who develop symptoms of dis ease the answer is you don't have anything real that means you really cannot complete that test because you don't have a gold standard to compare to you may also ask well what about the test what is this test that they've been using for the last year and a half you

091may have been told that you tested positive you may know others that have they are using the rt pcr test did you know that the inventor of the test kerry mullis said that this this specific test is not for diagnosing infectious disease he created it to be an amplification tool it increases the number of things so there are more of it to study it doesn't tell you what's there did you know that the pcr test has emergency use authorization only so the pcr test prior to the declaration of emergency was either an unapproved medical product or was not being used to diagnose infectious disease conclusion we don't have isolated viral particles and we don't have an appropriate test for diagnosing infectious disease if you choose not to change the language in the health and safety

092plan or at least form a committee to pursue the department of health and department of education what implied statement will that make to our community concerning your oath the constitution and to the god-given rights and freedoms of this community please let us know thank you thank you hi my name is libby chapman and i live in south franklin township i want to thank you for the opportunity to have a fair and free and civil discussion here tonight i'm grateful for the free exchange of ideas and concerns that still govern our republic down to the level of the commonwealth city county and municipality my husband and i have two sons who have graduated from mcguffy and were afforded excellent opportunities in both academic and extracurricular activities our daughter faith is a senior and has experienced multiple

093opportunities to flourish in all areas as well we have experienced a collaborative working relationship with the school board and both current and former superintendents my concerns have always been welcomed and addressed both privately and in the public forum in the past i admit that i was not extremely involved or outspoken because i was not aware of how quickly freedoms could be threatened or lost those serving on the school boards around america are certainly in a place of scrutiny at the moment we are at a contentious place in our society to the point that freedoms are being stripped voices of those who have honest questions are being silenced and censored conformity to mandates that are not laws is the expectation and misinformation is spread at a rapid pace as a nurse i've been practicing for over

09420 years i have a masters of science and nursing degree with a focus on education i've taught in a community nursing school for associate degree nurses and i've done a lot of reading and research i've seen information on both sides as i look into death rates i found that the cdc report reflected 340 deaths among children ages 0 to 17 for all deaths including covid and four times this number of deaths when flu and pneumonia were listed as diagnoses that's in the united states in pennsylvania there have been zero deaths in the zero to 17 age category when looking at covet 19 as the only cause of death when adding in influenza and pneumonia the total lives lost were 32. the total deaths recorded for all causes of death including the 32 from kovid of

095deaths is 1972 in pennsylvania we should continue to think critically when guidance is provided by our state and federal government toward masking social distancing and other mitigation mandates that have effectively shut down our education system and stifled the growth of students we have to continue to think about the information and guidance that is given and compare it against the facts we have some real life experience with this and have learned a lot in this past year and a half out of an abundance of caution we have taken on the guidance and applied it i would ask that we continue to consider the voices of reason and accurate science as we move forward to provide our students the opportunities they deserve here in pennsylvania there's no doubt that covid has largely affected our elderly citizens especially

096those with several co-morbidities but now we know much more about the nature of covid and should move forward with careful consideration of the facts we must be concerned about the decisions that are made around funding specifically esser funding we must maintain autonomy and carry out the will of the people and do what is right regardless of where the money comes from can we confirm with pennsylvania education secretary noah ortega that his word is his bond when he said that esther funds will not be denied if cdc guidelines aren't followed he stated that all that was required would be submission of a health and safety plan by the school districts which we are working on i would also ask that you remove all curriculum and support of the marxist ideology as identified as critical race theory

097our country was founded on christian and biblical principles we must continue to build on the old foundations and continue to pull on the roots of our founding pennsylvania is the seed of a nation and we will do what is wise and just the future must always be built on yesterday's strong foundation the psalmist said in fact if the foundations are destroyed what can the righteous do we will as people continue to lead our children to do what is right in conclusion i would ask that you as a school board would make decisions based on the rule of law and the constitution and the will of the people we must maintain our freedoms and not follow the flip-flopping guidance that aren't laws it is also important to note that the recovery rate for covid was noted

098in pennsylvania as 97 when i looked today we in america do not have a government by the majority we have a government by the majority who participate all tyranny needs to gain a foothold all tyranny needs to learn a foothold is for the people with good conscience to remain silent that's from thomas jefferson thank you thank you my name is theresa i'm a wife mother and taxpayer from south franklin township in light of the latest guidance by cdc and discussions that occurred here earlier tonight i think it's vitally important that i reiterate a few statements of fact that i made at last first cdc guidance is just that it is guidance that means that they are not laws they are not required to be followed only are u.s congress at the federal level and only

099our state legislators in the pa general assembly have the constitutional power and authority to create laws our executive branch cannot create laws our judicial branch cannot create laws unelected bureaucrats and regulatory agencies do not create laws it should be noted solicitors do not create laws either they can give their opinions and to zombies point we can easily find one with an opposing opinion their opinions i am aware and i want everyone here to be aware that our following our june school board meeting our own state lawmaker representative josh kale who also happens to be an attorney wrote a letter to every school board member in his district i know this letter has been received and i want everyone here to know what it says in that letter representative kale clearly explains what guidance is and

100what it is not quote please note that if your school board at its discretion chooses to implement and enforce their own covid19 mitigation policies such as a mask mandate it will remain solely at the board's discretion and expense regarding the pa department of health representative kale then wrote as of june 28 2021 mass mandates for all ages and for any school activities expire i would argue that includes transportation to and from he then goes on to say that the pa department of education will issue updated guidance regarding covet 19 mitigation following the june 28 expiration of the mass mandate again i this is from josh cale would like to remind you that this is simply guidance and any decisions regarding covid19 mitigations and masking two separate things are made by the local school districts our

101neighboring state representative aaron bernstein wrote a similar letter to his district and just yesterday put out this public statement attention parents there is all caps no federal or state rule or law that forces your child to wear a mask in school if your school district is forcing this it is because they have made that decision not harrisburg and not washington dc as the solicitor said reporting from penn live june 28 governor wolf's administration is not considering reinstating a statewide mandate for mask wearing in k-12 schools despite tuesday's updated guidance from the cdc which recommends now that everyone in schools wear masks regardless of their vaccination status which really sounds like science right from abc news local affiliate 27 out of harrisburg this may be what the solicitor is referring to the cdc currently says masks

102are required on public transportation but not every school district thinks buses fit the bill as of now masks will not be required in school or on the bus because carlisle district officials say the state mass mandate was lifted and they disagree which is their right to do they disagree with the cdc over their definition of public transportation eric sands director of management services for the carlisle area school district says that despite the cdc saying school buses are a form of public transportation the district doesn't consider them to be which is their right we believe school bus transportation is very different from public transportation such as city buses and trains eric sands said only carlisle area students may ride on our buses in their assigned seats in conclusion neither the cdc nor the pa department of

103health have purview over the public school system and the department of education has no authority to promote medical interventions the cdc and these departments may recommend whatever measures they want but it's up to local school boards to decide whether to implement them and we will not allow anyone to tell us that they have to follow cdc or pde on these issues you are all here to act on behalf of the families of this community who have elected you to serve regardless of federal recommendations none of you work for the cdc you were not elected by the cdc and you're not here as agents of the cdc to enact their will upon us we the taxpayers of mcguffy fund the school and not the cdc you are heroes are elected public servants to uphold both the

104u.s constitution and the pa constitution which is what grants and protects our local school board authority thank you thank you i'm justin coppola from south franklin i'm a husband father and a follower of jesus christ god's light is on mcguppy school district i want to talk about three things communication transparency and authority communication how can we sort through issues that deal with our kids if the board doesn't dialogue with the parents parents who attended the last school board meeting were told that the board will not answer our questions during the meeting but will be answered through emails after the fact by dr oberg several parents have shared that their questions haven't been answered and my follow-up questions via email we're not answered either we can save the school lots of money in time by the

105board communicating with us so we don't have to request right to knows and have unnecessary lawyer fees by not communicating it not only costs the school money but you're communicating that you don't want transparency this creates an atmosphere of distress between the parents and the board not being transparent some not all transparency is a must when it deals with our kids and their education how can you blame us for not trusting you all some not all when you're not being transparent with what you vote on examples being the attestation form back in november of 2020 also the answer form and your health plan that you all were voting on that you're all voting on tonight as a reminder if we didn't pursue and hold the board accountable you are going to vote on the yes

106reform the last school board meeting without public knowledge authority to remind the board solicitor and parents about the board's authority and the job of the solicitor and board the board's job isn't to represent the pa department of education health cdc the right to return school committee health and safety task force or even the teachers since they already have representation through their union the job and authority of the board is to represent the parents and their kids because we are the taxpayers who fund the school and vote for all of you [Music] the solicitor doesn't run the school the board does your job is to represent the school district's legal interests and advise the district's governing body the board in the proper operation of the school district and to uphold law school code the pa and

107u.s constitutions no other entities or third parties has the authority to tell a school district how to operate it's entirely up to the school board when it came to the health plans and guidance last year from the cdc pa department of education health and all the other entities they all failed and they contradicted themselves every day and our kids and parents went through hell for it it will not happen again i believe the root of the issue is this [Music] who governs your heart i'm talking to everybody in this room because all of man's authorities and their ways have failed they have oppressed and hurt people especially children and have caused chaos in not only our school district but throughout our great nation let christ govern your heart those who give jesus christ their heart

108have him and who have him govern it will always pursue transparency and communicate well and not abuse their authority but use it to empower the people they govern for their good i talked with dr oberg after the last school board meeting about what god put on my heart for a vision for mcguffy a light on a hill he told me that's interesting because i saw it as a lighthouse god is moving in the mcguffey school district i will end with a scripture and a comment jesus said for god expressed his love for the world in this way he gave his only son so that whoever believes in him will not face everlasting destruction but will have everlasting life god didn't send his son into the world to judge it instead he's here to rescue a

109world headed towards certain destruction no one who believes in him has to fear condemnation yet condemnation is already the reality for everyone who refuses to believe because they reject the name of the only son of god why does god allow for judgment and condemnation because the light sent from god pierced through the darkness to expose all motives hatred gossip greed violence and the like still some people preferred the darkness over the light because their actions were dark some humankind hated the light they scampered and hurried back into the darkness where vices thrive and wickedness flourishes those who abandon deceit and embrace what is true they will enter into the light where it will be clear that all of their deeds and motives come from god john 3 16-21 i fear god more than man because

110we all have to answer to him someday i pray that this school and many others turn to christ because you will all because you will only find truth in life in him and mr group thank you for letting me continue thank you hello my name is katie morris from south franklin township i am a wife a proud mother of three young children taxpayer and a registered active voter according to the pennsylvania sunshine act copies of the agenda are to be made available to the public at public meetings i did not see the agenda today i'm not sure if that is something that was just overlooked for today since we moved but that needs to be addressed members of this community have questions that are not being addressed dr oberg has not answered our questions from

111the june 17th meeting we were told to give 24 to 48 hours for a response and with all due respect that is just not being done according to openrecordspa.gov although members of the agency are not required to provide an answer it is a good practice to do so whenever possible answering questions can demonstrate a commitment to helping constituents and in many cases answering questions informally at a public meeting can reduce future requests under the right to know law which saves time and money for both the agency and the commenter requester i think you guys are aware of getting some right to know while action so we have talked some talking points here that i felt was imperative to add into my speech due to the conversation that was happening in the beginning of this meeting

112number one schools should never take part in marketing or pushing any pharmaceutical product to minors especially experimental products parents send children to school for an education not for unsaluted unsolicited medical advice soliciting minors at school to get vaccinated circumvents parental authority and creates an atmosphere of inappropriate peer pressure miners should be discussing pharmaceutical products with their parents and their health care providers who know their medical history and risk factors not with their teacher minors should only be tested with a parent present and in medical facility keep emergency use authorized invasive keto 19 testing in the doctor's office where it belongs and out of our schools lastly the tennessee health department just made the decision to cancel all school vaccine clinics and vaccine marketing and solicitation aimed at minors after the state legislators reprimanded them for

113appearing to be soliciting minors pa children and families deserve the same respect i'm also here today to talk about masking on school buses for the fall what is our current masking requirements for riding the school bus during summer school [Music] oh yeah when i spoke with operations manager dan porter of ggnc he confirmed that the drivers for summer school have the option to wear a mask or shield or nothing at all if they are fully vaccinated summer school students are not required as well he also mentioned that the masking on buses is not up to him or ggnc and is based on each school's contract voted by the board why are we then going to change the current masking requirements for school buses in the fall the current cdc order has been in place since

114january and yet we didn't follow it for summer school does the state or federal government know this [Music] are there any repercussions for not following the cdc order over the summer think about it as i stated at the june meeting we did not elect the cdc they have been wrong on more occasions than i can than i can count and with that we should take their guidance with the grain of salt i echo what the solicitor stated earlier the cdc has been inconsistent at best after speaking with mike wilson the district transportation director earlier today i realized that cdc order would be used in effort to mask our kids while on the bus the cdc order is choosing to put school buses in the same category as public transportation if it is considered public transportation

115then i should be able to get on the bus and hit your ride to the high school however i know that is not the case and therefore i argue this is not public transportation i feel this is nothing more than the cdc issuing more control over our lives and those of our most innocent according to this order that you like to keep bringing up the order exempts the following categories of conveyances including persons on board such conveyances private conveyances operated solely for personal non-commercial use there's more to that and the essence of time because i'm almost done uh but there's more to that and my my point is is that we're not commercial according to cornell raw it also states what public transportation the term public transportation means and it excludes school bus service with

116that being said what happens when i send my child to the bus stop without a mask will they be left alone at the bus stop and not be allowed entry will they be punished by the school what happens when the kid that um that does wear a mask gets lost their mask is lost during the school day where it is not required will you supply them with another mask where are these masks being stored while they're not wearing them in school i'm sure in their pocket or the bottom of their book bag which is neither sanitary and then requiring them to put them on their face and breathe through them while transported home does this sound healthy or safe to you i urge the board to use your authority to not enforce this order join

117carlisle school district and challenge this order please make mass optional for both the drivers and the students who choose to ride the bus for the 21-22 school year thank you so much for letting me continue frank our chamber donald township good evening evening there's been a lot of points brought up tonight that i thought were just really key and something that really strikes me is that the scripture teaches us that in the counsel of many there is wisdom and there's an awful lot of people here were here last time and have been here in other critical meetings that were wise in what they had to say and nothing was ever done about what they said so i ask you to pay attention there are people here that are obviously filtering information through a filter you

118people don't have i got a couple of representatives here that i have explicit faith in because i know what their filters are i know what yours are because you reject the sound wisdom and logic presented mr solicitor you said that the cdc was inconsistent that's the same as i don't know what i'm doing cdc has recently come out and said we don't really have a test that we can prove this is covet or even a flu and a word that some castigated me years ago for using a lot the genesis of something is very important if the cdc doesn't know how to test for something how can they make a decision on what to do about it how can the cdc make a decision on anything covet when they don't know how to test for

119it therefore everything the cdc has to do with the school should just be eliminated don't even pay attention to it a little earlier tonight i heard that there was a girl that was in the nurse's office and was going to be inoculated and if i understand correctly that that was a girl that volunteered wanted wanted to have a an inoculation by she had done that herself it was on a road initiative [Music] where does a young girl earn a young child in a school get the idea that they should have an inoculation i have a proposal for the board somebody offer it parents should be part of deciding who a teacher or what teachers are hired i've been on those hiring meetings i know how they're hired and a parent ought to have a say

120in what the teacher has because you people are not teachers especially but not teachers you're not standing in front of a child using words that may or may not influence that child for the rest of their life the teacher is and teachers by and large are not coming from right wing colleges their instruction their indoctrination their teaching is more left than right so as a man think it's so is he and if you all think that you're going to follow the cdc you think he's wrong if you think that you're you you have to follow guidelines put out by a state or a government that it's a guideline but you make it to be as a law you're wrong you're not thinking straight and something i wanted to say the last time but i didn't

121during all the time that the kids were in school where were all the biohazard bins for the used masks there were none because none of you took it serious to begin with but you put us through hell you made all kids go crazy because they didn't know what to do or they were scared or and you didn't even take it serious where are the biohazard bins even today they're not here why are we here today with our masks because we don't believe in them so mr solicitor there are no masks on a school bus period because it's an opinion what if they gave a school and nobody knows thank you thank you good evening my name is monique fry i reside in morris township um the first thing i wanted to ask is i wanted

122to request the school board either vote tonight or possibly in the near future if we could change the public speaking time from 5 minutes to 10 minutes obviously we all have a lot to say most of us probably aren't even going to use the 10 minutes but at least if we have it we can get out what everything we want to say what's on our mind that was the very first thing i wanted to say [Music] i was informed today about the new social emotional learning curriculum uh a little more specifics i didn't get a lot of time to dig into it because it was later in the day i was out running around um there is a program or a source that will be used or has been used in the past called everphize

123um and it is being used for the trauma-informed programs that mcguffey wants to implement in the fall this year um although i've just received this information today i intend to dig further into this program as well as the other ones mentioned in the email to me my question for you today about the effort everfise program or curriculum source website is what is their definition of corporate america because they want to talk about equity in corporate america and one of the definitions of corporate america is talking about that as being modern-day slavery and that suggests no one needs a job it's slave work um so i would like for the school board to understand what they would be teaching my child if i so permit her to attend this that you find out exactly what they're

124going to be putting into the head of my child because i don't approve of that kind of logic it was mentioned to me that this would be optional however it was also suggested that it would be woven into every aspect of the school day by all staff teachers a psychiatrist there were a couple other people that was mentioned again i don't have the email in front of me i think it's important that you know exactly what the intentions of these programs are whether it's the curriculum they're using or the logic of it mcguffey school district is not a doctor's office testing for covid is not appropriate on school grounds it was the testing has been recalled by the cdc as of december they'll no longer be using it because it can't differentiate between covid and

125the flu so all of the covid cases that we've seen throughout this whole year it could have just been the flu nobody knows because the test can't differentiate between that and the cdc is recalled using those emergency use testing kits for that reason um my children have immune systems that god gave them and they are fearfully and wonderfully made as are the rest of us i trust god to take care of my child and whatever happens is his doing school buses are not public transportation recommendations recommendations and orders are not laws masks are revoked now by the people the cdc has said to vaccinate we're learning that vaccines in fact are not a vaccine but a shot like the flu shot and is not effective for a long period of time and those who have

126been exposed to coven have built up their own antibodies [Music] that there's studies showing that it could be for years decades but the coveted shots already wearing off and people are still getting covered and dying [Music] cdc is said to be tested the tests are not accurate by at least 50 percent i'm willing to bet more than that as we already discussed they can't even tell if it's covet or the flu as far as critical race theory it is divisive it is racist it is rooted in marxism it is a theory it is a theory that i don't support and i would never teach my child it is exactly what hitler used in the schools in germany i believe teachers who teach it with or without curriculum should be punished mcguffy is responsible to teach

127my children how to think not what to think thank you thank you [Music] good good evening everybody [Music] so i'm going to take a breath just for a second because i feel like i need it after the meeting because it's been um it's been quite a meeting it's the first one i've actually been to in person um hopefully i won't need my whole five minutes but um i actually i wrote down much to my wife chagrin today um a lot of points that i i was going to make actually about the the mask you know policies and everything that that we were kind of under the impression that were going to go into place for the fall um but after being hearing the presentation about the um the esser i don't know the full name

128of that um yep um i'm actually very happy to know that the decision to put mass on kids is being put in the hands of the parents and i think that's a freedom that parents should be given to make that health decision for their own kids and so i really appreciate the board making that decision and putting that into the plan so thank you guys for listening to the parents for doing what i believe is is right in that situation giving that freedom to the parents so thank you guys for doing that um you know i guess i also want to take just a minute and um and just and thank all the people who been speaking today i wrote down a couple of names that i knew um but there were some people that

129spoke before i i decided to do that so i wanted to thank mrs chapman mr thomas um the coppolas who i may be wrong in assuming they are married and miss morris mr archibald miss fry who just spoke um you know i really appreciate all the parents who are taking the time to to come and um and really tell the the board exactly what they think and um and speak very passionately about things that are very important to them and i would just encourage the board you know we've seen an uh an opportunity tonight or a situation tonight where the board really listened to the parents and did again what i believe is the right thing and giving parents the choice to send kids to school with mass and you know i would just continue

130to encourage the school board to um listen to those parents to be more transparent about certain things that are happening the decisions that are being made things that are being discussed um you know i think we've been seeing i guess a lot of that shifting a bit and i think this has been a very trying time for everybody not just the parents you know this has been a very difficult time with schools being closed with schools coming back and not being sure exactly what's gonna what's gonna happen um and so i just appreciate the school board again making some good decisions here and i would just encourage you guys to continue to be more transparent continue to listen to parents as they speak and they really just you know pour out their hearts and their

131concerns to you guys as we you know as you've seen tonight but um you know i also want to encourage everybody who either has spoken tonight or hasn't spoken tonight um to continue to support this school board you know i really appreciate what you guys are doing and what you are trying to do on a regular basis i know it's not this has been completely unprecedented time you know there's been so many decisions that you guys have had to make so many decisions you know again like it's been brought up the cdc has been back and forth and back and forth the department of um education and department of health been back and forth and back and forth and so um you know you guys have been put in a situation where you've had to

132make decisions with competing information no information and so again i just thank you guys for doing what i believe is your best to make this a great place to educate kids and i really think the mcguffey school district is a great place to send kids to get educated and i just hope that it continues to be that and that you know as you continue to be transparent and you continue to listen to the parents that will continue to beat the case so i just want to thank you guys i want to thank the community that's spoken here today and um give you a minute 20 seconds back of your night thank you guys thank you good evening some of you may know i actually sat on this board a little while ago um i didn't

133have a canvas your name and address i am uh scott fitch and i'm from east findlay township thank you i uh i signed up didn't know whether i'd speak tonight i don't have a uh you know any agenda other than i just want to have a conversation you know i wanted to come and observe see what was going on um and with that not having a uh yeah a planned speech i guess i'll do it in a you know past present future kind of thing so the past first of all i had somebody say they missed me you know which you know i miss i miss you individuals as well but uh my my answer also was i definitely didn't miss the drama i didn't miss uh what you're what you're having to do here

134today so i stick with that so what i what i'm getting gonna do here because i echo uh i believe mr newton was his name um i really would not want to be in your seat in the past year you know so that was timing when i chose not to run again and other people took that place because yeah i thought about that all last year man i'm glad i'm not there this year so uh with that some of the things that did concern me though i i would say the primary thing that concerned me was the uh the committee yeah i guess it was a back-to-school committee or a coveted committee or something like that to me i you know i'm also retired military you know one thing i wouldn't have done was relinquish

135my authority to another group to say hey make this decision for me that way i don't have to be you know the one accountable you know i think i know all of you uh well enough that you know uh i'd like to be able to call you and blame you [Music] i do respectfully you know but it would be i'd like to say you know can't you attack you know but uh i can't because i we we don't even know who who is on this committee you know people have tried to find out and and i get it you don't want people visiting homes or anything but i would ask that maybe that goes away so that uh you know with their uh plan moving forward so presently i guess uh you know from what

136i see in this room is is kind of representation of what i've also seen with every every other parent i've run into you know i would say that the uh the biggest concern would be move forward with what uh what what everybody wants you know find creative ways to move in that direction you know we've debated the bus thing it's whether it's public not public everything one thing i do know is there's exceptions in that you know if you're eating you can take a mask off so i don't know what policy is on the bus right now but maybe it's meal time you know keep keep the kids keep the kids you know find reasons to not have to do this nonsense because i i think the majority of everybody thinks that there's no way

137anybody wants to see their kid you know stuck with a mask on all day whether it's on a bus and i know you know some trips are shorter but like my kid he's got an hour ride you know that's that's uh that's time spent so moving forward i guess a little bit of uh looking into the future i guess what i would see if i was sitting here is uh i've got a lot of parents that i think are ready to pull their children i mean i'll be honest with you i mean and i'm saying this as friends you know i'm seeing uh charter schools being talked about you know and i know the expense and i know what happens there and how do you balance a budget i know the first thought will be

138you know hey we're going to raise taxes but then i would have to argue why do you need to raise taxes when two-thirds of the budget is spent on personnel yeah so now you're gonna have teachers that are gonna be ticked off that they're getting furloughed because you have to then ask yourself as a board are we here to provide teacher jobs or here to educate students so you know i'm just saying i'm saying it's not obviously not to be contentious with anybody i'm just i'm trying to do a little bit if i was sitting there still you know what's in the future what's happening and that's what i'm seeing you know and i don't want to see that you know i went to this school my kids go here one more thing in the

139past the online curriculum that was a disaster i mean anybody knows my child he's a gifted child he's smarter than i am but he was getting a d you know so that like why are you getting a d you know one of the questions asking where china was which continent you know and of course he put asia it marked him wrong showed the correct answers north america now these are little glitches but another issue i had he was holding his chromebook upside down you know i'm like what are you doing he says what's how it's scanned in there well even after contacting whoever they they basically said tough we're not changing the teacher can't figure out the scanning machine so my issue was if that had been here i could have called somebody and they

140said all right yeah we'll just teach them how to use scanner you know we're using an outside agency and that that was uh that wasn't helpful here my beeping that's the first time i've been on this side of it so appreciate your time thank you thank you scotty [Music] thank you my name is adam muvanek i'm from south franklin um i wanted to share just a few few thoughts uh tonight there are many persuasive arguments these days concerning education and many that stand against the very knowledge of god the apostle paul in his letter to the colossians said now this i say lest anyone should deceive you with persuasive words he continues beware lest anyone cheat you through philosophy and empty deceit according to traditions of men according to the basic principles of the world

141and not according to christ for paul all truth religious or not came from christ and is discovered through and in christ who is the word of god paul went as far as the saying that he demolishes arguments in every lofty opinion raised against the knowledge of god and that he brought every thought captive to obey christ paul knew the power of the mind and the importance of guarding it from the seat as educators and school board members you also know the importance of the mind in fact one could argue that you have a passion for it and specifically the development of the mind and our dear children for more than a century there has been an assault on the minds of children whether through media entertainment or education today is much more aggressive than ever

142before organ organizations such as the gay community arrogantly boast appearance and song we will convert your children sexual liberation is rampant as progressives want to teach csc to young children this year the hot topics have been critical race theory in 1619 project both of which have racism at their core these are some of the many tactics on the mind of children that has the root that has its roots in the evolutionary theory dr jerry burgum summarized it like this a review of the writings of the founders of communism show the theory of evolution especially as taught by darwin was critically important in the development of modern communism many of the central architects and communism such as stalin lenin marx and engels accepted the worldview portrayed in the book of genesis until they were introduced to

143darwin and other contemporary thinkers which ultimately resulted in the the abandoning of that worldview furthermore darwinism was critically important in their conversion to communism and to a worldview that led them to the philosophy based on atheism in addition the communist core idea that violent revolution in which the strong overthrow the weak was a natural inevitable part of the unfolding history from darwinistic concepts and conclusions additionally stephen j gold who was a leading evolutionist in a marxist admitted biological arguments for racism may have been common before 1859 but they increased by orders of magnitude when they accepted the evolutionary theory i think we can all agree that racism is rooted in hatred and hatred and murder i'm sorry and hatred is murder within our hearts the bible is very clear about this sin is anything and

144that is anything short of god's holiness law and knowledge even darwin's theory of evolution at its root darwin's theory of evolution is the antithesis of the spirit of america and the driver of chaos and division in our country see darwin was a man fallible in many ways he is cheating our mind our children's now and he has for generations through philosophies and empty deceit according to the traditions of men according to the basic principles of the world and not according to christ the theory of evolution and everything connected to it is sin because it stands against the perfect knowledge of god if i can leave you with a strong encouragement from jesus christ himself he said and please connect the dots in my statements here but whoever causes one of these little ones who believe

145in me to sin it would be better for him if a millstone was hung around his neck and was drowned in the depths of the sea woe to the world because of these offenses for offenses must come but woe to the man to the man by whom these offences come christ knew these offenses will come he knew because he's sovereign he knows these things he knew that they'd come against kids these precious ones i ask you our school board members do not be the person by whom these offenses come in many ways you are the guardians of our of the minds of our children when they are in your care if you call yourself a christian and many of you do then filter your decisions of hiring spending curriculum policies etc through the scriptures in

146them is the truth sufficient for all of life even this school thank you thank you last one mr president mr mcgowan well we'll see if mr wilson is anyone online that wants to speak we do have some people online if you're online and you wish to participate at this point please use the raised hand function mr group we do have one person currently okay chuck morris go ahead and unmute your microphone you have the floor so chuck if you can hear me you can unmute your microphone now disappeared from the meeting at this point okay anyone else [Laughter] there is nobody else at this point oh wait he's coming back on give me one second please is everyone able to hear me now yes sorry i'm not a technical person this is usually my wife's

147uh area of expertise it wasn't working it kept going off my name is chuck morris and i'm a resident of south franklin township i just wanted to start off by saying that the pro-medical marketing in schools is no longer longer relegated to a few inner pages of medical school textbooks it is front and center indoctrination for social consequences for dissenters the cdc is officially recommending to schools that they push pharmaceuticals to our children and even the experimental ones at that the cdc is also recommending curriculum from the nih that for with lessons plans for the children to use such purposes this one-sided push for more medical interventions on our children usurps the authority of parents and doctors who historically have the authority for minors but ultimately the parents have the final say for their children

148such government enmeshment of author health and education not only violates parental authority but abuses tax funding for education by using our classrooms to market experimental vaccines that earn huge profits for the companies that make them neither the cdc or the pa department of health have purview over the public school system the department of education has no authority to promote medical interventions this untoward affair of state agents targeting our children in public schools needs to be stopped tennessee has recently proved that some government officials are still standing still putting children first pennsylvania's kids deserve the same let's take a stand for what is right for our children i'm willing to fight for my children as well as everyone else's are you thank you anyone else mr wilson mr group at this point there is nobody else

149with their hand raised i believe it was mr mcgowan did anyone find him didn't find him okay well thanks everyone for their input um i've been hearing in the last couple weeks or last couple meetings rather that uh i insulted the parents and it was in a fit of frustration and i should not have done that and i do truly apologize um if you accept my apology fine if not i'm sorry but uh i do apologize and as a board president i should definitely not uh lose my cool i wrote proverbs 10 19 up on top of my paper here um and i'm uh i keep looking at it today um so i do apologize okay moving on before we do i can i address a couple of things sure from public comments um first

150of all i want to thank you mr group but there were some people who ran over and you let them finish and i thank you for that thank you um first of all a question was asked and i think this has already been answered in this meeting but i just to verify the return to school committee from last year is null and void correct correct just want to make sure we have that firmly stated um when will the new trauma informed curriculum be available to the public do we have an idea on that not this point we um again what occurred of course is that we had a grant remove this world that grant only lasted through the course of this past school year so now we're looking at what we would move forward with

151okay and then um i'm requesting as a school board member that at that time when we're reviewing that curriculum i would also like to review the process of students being involved in the curriculum absolutely okay and then just to touch on something that someone else had mentioned about vaccines i would just like to remind everybody that currently in in state of pennsylvania there is an exemption allowed for vaccines based on religious belief and or moral dilemma so just to make sure that we're all aware of that and the comment was made that a student a female student had um gone to the nurse's office and a call was made home about her receiving the vaccine to clarify my comment was that she had gone to the uh vaccination clinic not the nurse's oath and i

152just i know that seems like a fine hair to split but i want to make sure that we're clear that was not the school nurse that was the outside organization's nurse i think that needs to be mentioned um i have a real concern with a comment that i just heard this was new to me about part of the new trauma the end of the new sel curriculum being woven into every part of the school day um i would like to request that we look into that so those were just things that i wanted to address thank you okay thank you mr before we get started i would just like to everybody to realize that mr bonus has been making some one calls i'm wearing my pink shirt tonight uh just would like to announce that

153we're having the relay for life august 7th and would like to see the entire community participate thank you thank you okay moving right along we're on section theme off the action items get a motion approved to june 17 20 21 minutes so moved second i have a motion to second any questions on the motion all those in favor of the motion signify by saying aye aye opposed motion passes promotion approved the general fund schedule bills dated june 7 moved 2021 through july 29th 2021. second have a motion the second that and that uh general the scheduled bills is in the amount of one million four hundred and sixty three thousand nine hundred thirty dollars that's submitted any questions on the motion all those in favor of the motion signify by saying aye aye opposed motion

154passes in motion approve the food service schedule bills dated july 29th in the amount of 20 million or i'm sorry 20 minutes amazing 20 and seventy two dollars i almost choked on that so second we're closing shop tomorrow we have emotional second any questions on the motion all those in favor of the motion signify by saying aye aye opposed motion passes your motion approved the treasurer's report for the month of june so moved second motion the second question is on emotion all those in favor of the motion signify by saying aye aye opposed motion passes section e committee recommendation uh curriculum first reading we all saw that mcguffey school district health and safety plan i need a motion to approve the mcguffey school district health and safety plan as presented so moved second a motion

155a second any ques any more discussions or questions on the motion i do have a question who covers discipline on the school bus i promise this relates it does and i know where you're going with it controls discipline on the school bus the bus driver refers it i would imagine who wrote the school bus policy discipline policy well it's referred to the administration when it gets here so the school bus discipline is covered by mcguffy's school bus discipline policy correct but i think she goes the school the busing company does not write the discipline policy correct correct they do not the state doesn't write the discipline policy for the bus correct no it's school district policy the cdc doesn't write the discipline policy for the school bus correct why is that in loco parentis in

156the school code means what in your care students in the parent in place of the parents correct and the courts of upheld the school code saying that the school is responsible and liable for the students from the moment they leave their houses to the moment they return to their houses is that correct yes yes it is including their time on their buses correct yes yes yes therefore they are not public vessels correct no i have i want to know i'm a critical thinker so i've been thinking while we're sitting here if the school mcguffey's school discipline policy covers the bus our health and safety plan should cover the bus if not if not school buses better get on board with writing and enforcing their own discipline policy or perhaps cdc or they should i'm just

157going to remind you guys you don't want to get kicked out now okay can anyone address those i can address it by saying that united states code 5304 section 14 b4 clearly says school buses are not in this particular category and i think that leaves at least a little bit of room for us to challenge that kind of statement coming from anywhere we all know that the way law works is that any law is only as good as it is written until the point that it is reviewed in court that's correct that's fair right this has not been in the court system and quite frankly the court would have to make a ruling as to whether it is or is not legal that to me says that as a board we should not relinquish our

158authority to an outside agency i just want to remind everybody if if it's okay here this is the problem with doing this in the 11th hour when it's due tomorrow it doesn't mean we're going to push it through and sign because i i don't can't agree to that with that school bus masking thing in there i'm just saying thank you could we not just strike that we don't address it one way or the other as far as masking on buses [Music] so i've got a question i thought you were going a different direction with it that wasn't where you were going no i'd already been thinking about it too because i really don't want it but russ has already given us his opinion and based on and i'm not an attorney i was a music

159teacher far from it okay but i trust him and i trust what he's saying he's saying he agrees with cdc's google i i'd like to know his opinion on what i just have so so if we leave it in and we've got parents who say their kids aren't going to be masked on the bus and we've already said they're not going to be masked in school what's the discipline going to be for a child that doesn't wear a mask did i not ask what's the penalty oh no you asked who who i thought you asked who would you what's the penalty so because and quite honestly i mean we've got the people here don't want their child to wear a mask and that is a right that is i i'm not going to argue that

160point okay but my point is also there may be people who want their child aware okay okay and we've allowed for that in our health and safety if if we say that this is what our policy is what would the discipline be for a child who did not whose parents said you're not wearing a mask because of religious or whatever other i'm i don't know yeah i mean i mean and i'll be let's go back to this last year there were children who did not wear masks because their parents didn't want them to wear masks in school but they were not is your microphone yeah it's on you want to use my marching band voice yeah there were people this this year that kid students this year who did not wear masks in school for

161health reasons or for various other whatever reason and they weren't disciplined i mean they are medical exemptions i believe yeah it could be i i just i mean so i've given you my opinion on what the cdc's administrative order says my opinion's the same as psba's chief counsel i have no opinion whatsoever as far as what you do with regard to your bus code of conduct and who enforces that so you guys decide what you want that to say and decide how you want to enforce that and i want to say this as much as i if i heard a lot of cons you know what what do you do with the mask if you lose it during the day are you allowed back on the bus what are we going to do makes sense

162okay but i also trust our solicitor who says that that and and that's what i agree i want to be clear i have not once challenged and if i if the inference was there that i did challenge the solicitor's opinion i have not that was not my intent my intent was to show that it is that it is an opinion and there are other opinions there are i just want to be clear on that his opinion and it also is the psba attorney's opinion too which we are a member of and we take advice from them also that's just where i'm coming from so where are we we have a motion in a second do we have any other options for this tonight doc can i make a motion to to um remove that phrase

163or do we have a way of looking at it and leaving it and and no i i i would absolutely as your superintendent do not put me in that gray area okay right please do not do that to the administration to the staff to your your bus drivers i would ask the board to to make a decision i make a motion to amend the can you do that with they have emotions i don't know yeah i mean so there's a motion on the floor to approve the plan is presented zonia if your motion is to amend the plan is presented to remove that language then that's the motion to amend that the board would would vote on and then if that motion passes then the motion that would be voted on is to approve the

164amended plan i i make the motion to amend the plan to remove the language concerning busing uh masking on the businesses okay i just want to also be clear it's not specific to buses so again the this statement reads under universal and correct wearing a mask strategies policies procedures first point the district will not require will not require students staff and visitors attending mcguffy's schools or events to wear masks face coverings comma accept in locations and settings where masks are mandated by federal or state order i would say i i my motion is to eliminate that accept clause do i need to redo that i make a motion to remove that to remove the accept clause so then is there any discussion on the amendment yeah i want to hear that again please sure first

165point for strategies policies procedures on universal correct wearing a mask the district will not require students staff and visitors attending mcguffy schools or events to wear masks face coverings except in locations and settings where mass are mandated by federal or state order my question is has it been mandated or has it been recommended so again this is there are two different things here the cdc for example this past week recommended that schools uh enforce mass orders even among vaccinated people in school buildings this is different it's a advisory order or not advisory it's an administrative order that they issue so um you know again i'll go back to the pspa's legal counsel described it as a cdc order so it's not a recommendation but that's fine exactly presumably it would you know the the order

166that is in the language that dr uber just read like it would apply to that as a mandate correct but am i understanding you correctly that you just said the psba's legal people have that's their opinion correct yeah okay that's my opinion too yeah yes and you said that was your opinion right so if we if we eliminated that just to be clear it would read the district will requ will not require student staff and visitors attending mcguffy schools or events to wear masks or face coverings period just to be clear what is the have we got anything from the bus companies to saying this is what they are requiring of their drivers we have verbals from but i don't have anything in writing but i have verbals from multiple people because the bus companies

167follow the districts and other things they are going to follow the dis districts when it comes to this that is correct that's correct so did you so uh mr wilson who is our director of translation uh multi um responsibilities i actually had conversations as we're looking into this and uh that is exactly what they're being told it's up to the district to determine that policy on the bus russ is the cdc a state or federal it's federal it is it is a federal organization correct but they don't make laws yeah they're not a legislator but he's uh he's already told us why he feels that way that's all i'm asking i i understand and i've already said that he's got a headache over this right [Music] i don't think there's anybody sitting here who doesn't

168have a headache ever you know here or there you're voting on the amendment first and then uh if the amendment fails or succeeds whichever then you're voting on the either amended or the original health and safety plan okay the the health and safety plan that was handed to us earlier doesn't have that it doesn't have that's correct [Music] so you're looking at page four that first block first bulletin that's how it would read with the amendment and the current reading is dr robert again i've mandated by i don't know where how this got lost so i'm going to take complete responsibility for it but the revised 6.0 is again for that bulletin point the district will not require students staff and visitors attending mcduffie's schools or events to wear masks face coverings except in locations

169and settings where masks are mandated by federal or state order by federal or state correct not cdc so let me just clarify explain that yeah it says order so the cdc's cdc has regulatory authority granted to it by the united states code so that they're permitted to enact measures in order to address communicable diseases that's been granted to them specifically by congress and the u.s code and through the code of federal regulations so they have the ability to put in place the authority excuse me put in place the order that uh that they've entered so this language speaks directly to that if you remove it then you're stating that you're not going to enforce that order if you leave the language that dr oberg put in then that would presumably include the order uh that

170again yes it's a cdc order but it's uh it's been entered in in furtherance of the authority granted to it by congress but a regulatory order is not a law but yeah it's it's an order it's like an order of court just clarifying it's not a law no i mean but again all right now please again my question is what if we were to go back to what happened a year ago and we're being mandated by the governor the party it's an order yeah that's in order everything that's been in place for the past year with regard to the masking the mitigation efforts those are governmental orders by by and large they're not laws i mean but again i'm sorry well wait a minute you're wrong you're clapping but you're actually missing the point it

171doesn't have to be a law if if the government has authority to issue an order they can enforce that order guys all right well i guess i went to law school for nothing all right you wasted your money russ thanks ross [Music] a governor or who some body that we have to listen to comes down and says here's an order you got to do it we already have that in there it says we will consider the guidelines no consider consider well we considered it and we decided we weren't going to do it well last last year last year we considered to go back five days when mrs john told us they were we're going against what the pde says and we voted and we did it okay let's vote on the amendment no no because

172then someone else will want to say it and we had public comments okay so we're voting on the amendment you're voting on the proposed amendment to remove the language concerning uh compliance with federal or state orders so yes vote would be to remove the language remove the language and their vote would be to leave it the same correct and i and a yes vote means this thing i'm holding my in my hand that you're going to sign that doesn't have it on there is what i'm voting for that's the amended right one if the amended one passes because it wasn't on there right if the amended one as you and zoey have made the motion in a second okay if it passes then yes that will be it thank you i think we need a

173roll call vote i'm definitely and this is single second okay wait i have a quick i just want to clarify what we're doing is removing the language that says that we will follow the accepts and locations and settings or mass are mandated by federal or state order right we're removing that line right by a federal or state order of yes yes and that's that would cover anything at any time better or so there are 500 school districts in the state of pennsylvania and we've found one school district that is going against now there's others but that carlisle came today the reason that i mentioned carlisle was because it became today but there are others i'm going to tell you i i really honestly if it went to court i would argue in local preventus from

174the school from the you won't be arguing russell well regardless it could be argued he said the and locus parentis parameter of the school code means that the school is responsible from the child for the child from the moment they leave their door to the moment they come home that covers the school bus to the point that we have to draw right and enforce the discipline policy for the school bus therefore our health and safety task plan or whatever it is called health and safety plan should cover them as such that in itself distinguishes the difference between a school bus and public transportation i understand everything else is opinion until it's fought in court everything you're right ed right who your taxpayers are telling you that they'd rather you do that yeah that's not all

175our tax credits these are not all of our taxes but they are the ones who are here they're the ones that are here all the time right and here's here's all what you say okay hey so excuse me i'm sorry buddy and i would say we get on this route we're in trouble because cast your vote point during the closure that statement went round and round and round so that if we did not follow cdc and who guidelines and the pde guidelines we would lose our funding and when it came down to it what happened nobody lost nobody lost anything well and and you're using guidelines okay um i would like to remind guidelines and we've differentiated between guidelines which we're going to consider and mandates which by law according to russ orders well mrs

176chapman told it just reminded us tonight that the esser guidelines that were given said there would not be a loss of funds you all you're required to do is put in a plan and it would not affect your funds now she just reminded us about tonight and we knew it before which means it doesn't have to include what does or doesn't happen on the buses okay we have we have a motion for the amended that will remove that statement roll call please yes no [Music] yes no no is there a way that we can change the wording to where if mandated we will recommend that they versus require that he can say that again i don't understand what's instead of if we are mandated by so-and-so then we will recommend that people wear masks versus

177require recommend versus require i don't think so do the same thing that the cdc and everyone else does just throw out we should wash what's she watching this way the people who want to wear them well because it comes back to you as dave and i have both asked who's enforcing this what's the penalty my kid shows up at the bus stop and without one and what happens is he denied entering onto the bus who makes that call we are saying recommend versus require then it doesn't matter because we're recommending if they choose not to follow the law that's on them we're protecting ourselves we're protecting ourselves from litigation i'm with you i just said yes the recommendation if we say we recommend they follow the order whether they do or they don't is on

178them not on us it's on the child and the parent and and i think that goes back to last fall when we were talking about this and some parents wanted bus drivers to temperature check and what do you do with a child who's spiking a fever at the bus stop we've we've we covered that we talked about it it's the same thing with the meth what's he going to do if what's the bus driver going to do if a child doesn't have them especially when the company for which they work says what what are they saying we're going to leave it up to the school it's just okay so we have a motion and a second on the original proposal because we have roll callers on it are you going to give a recommendation i

179would like does it make sense ross tell me what exactly for in cases where it is mandated by who a federal federal whatever body that we would we recommend that they follow it not versus require take out the word require and change it to recommend well does it like keep us out of trouble does it i don't know that i mean it's difficult to say i i mean i think that i mean i don't i don't know you may be in a position where you'd have to modify it again later on depending on what what comes down and how you want to respond to it but we've already said he's going to have to revise it six months from now anyhow yeah or before depending on yeah yeah i'd be surprised if you if you

180get to have it in place for six months without having to make any changes when changes are necessary which could be at any time mr ross i i may have an answer to it what you're asking great that's all in this and the next boulder point uh the previous language was the district called follow guidance and you'll see that now it's been changed the district considers the guidance yes from the cdc pa department of health pia governor's office the department of education regards to face coverage for student staff and visitors i think what you're asking is actually existing i apologize um i was just reading the the next bulleted point which uh says this it was changed from the district will follow guidance to the district will consider guidance from the cdc pa department of

181health pa governor's office and pa department education regards to face coverage for students staff and visitors so i think that's what i heard you say that you wanted to have the flexibility of saying we will consider those guidance and and that's actually in that bowl no but i think yeah he's talking about he's not talking about the guidance correct scott yeah he's talking about the the bullet item above that where it says um except we're required by federal and state law he would like to change that wording to we would recommend they uh adherence to federal and state law except borders i think yes or federal state what did we whatever it is borders law whatever it is am i correct you want to change [Music] there is a difference between guidance and orders i

182don't want to be the policeman you know i want the parents to be the policeman right yeah don't we need another motion that we need to vote on the current motion there isn't a current motion on the board yes there is there's a motion of the second to do the original as wrote is that what you made jeff no no that was made before my so are you willing to make the motion to amend if it makes legal sense i i mean that's the thing it doesn't hold it sounds like what you're proposing is to to make the language that if there's a federal or state mandate that you want it to be optional well optional is not the word used i don't want to see it happen if we get an order from the

183governor that says hey you know what i mean hey we're going to follow it we're done okay i'm just going to please remind you i don't want you guys to get kicked out now please you know what i mean if there's you know you're saying cdc is recommending cdc's you know versus yeah i mean i'd rather not see you in a position where if some mandate does come down that you're committed to leaving it up to do it yeah yeah follow it or not follow it right i think again it's your plan so you're gonna have to decide what you want to approve and and whether you want to vote on what how it's currently written you have the ability to revise this at any time so you know i mean arguably if tomorrow the

184cdc changed its mind on the issue with with uh masks on buses you wouldn't have to amend your plan because there would no longer be an order that says kids should wear masks on buses so you know it's got general language as it states but uh ultimately you guys have to decide if you're comfortable with it i mean i'm comfortable that the plan as dr oberg presented is you know compliance i'm not sure to what degree you know i i think the state and feds want you to submit a plan you know to what degree are they going to look at it versus the you know the amount that that candidly that you've put into scrutinizing what the plan says so i'm uh i think that if you need to amend it you could easily

185amend it at any time i'm just not sure that i would want you to have in the document that if there's a mandate that comes out that that you're going to either consider or i don't want that either that's just really so that's that's why i'm a little bit uncomfortable with it it comes in the cdc versus you know we've dealt with the pennsylvania department of education and the governor that's really the people we've taken primary direction from over the last year year and a half the cdc has been off secondary and we really to my understanding we haven't been following yeah we still give them credentials clarification from the pda and the governor is pretty much where we get our direction not the cdc but we should keep in mind although are you making

186a motion an amendment to the motion i don't think that motion needs to remember though if we if we if we follow that that's needed right because we're not listening we're following federal regulations voting from the health and safety original is presented right it's not the cdc's plan so we're not following cdc guidance and we're not stating right so okay at that point that's what considering is it's about the cdc we're following what we're mandated to do so yeah so there's still the motion on the floor to approve the plan that's presented by dr robert okay if you're registered you're not making another motion too i'm not right now not without okay okay roll call yes yes in a motion to prove the emergency instructional time template in accordance with section five twenty point one
