001[Music] is good evening i'd like to welcome everybody to the mcguffy's june school board meeting um we'll start our committee meeting now and immediately following we'll go into our regularly scheduled board meeting doctor opener committee items thank you good evening everyone good evening to the poor to those in the audience also those are joining us online uh i want to start off uh initially first by i feel like it's absolutely necessary to um as we're here in june things um sorry sir as things are can you can you hear me back there a little bit a little bit it is my voice is free doing yourself surprise okay i'll travel back so thank you so first i want to just start off by saying again and thanking really the entire school community uh for getting
002through this past year to say that it was an unprecedented monumental effort on everyone's part really was it was a team player way of thinking about it that there was a lot asked of you as families a lot asked of our staff teachers custodian bus drivers administration school board members i'm constantly um reminded of that effort and so um i probably won't ever stop thanking folks for that but since i have the mic and uh folks are listening i want to just again say thank you for to all those uh for helping that so tonight the first time on our committee um agenda is the health and safety plan i know this is um a bit of an interest in our community so i want to start off by saying and going on record and
003saying uh to those that misconstrued anything that they've read uh dr oberg as the superintendent would never recommend moving forward um social distance or mass mandates um so if i i do want to explain to you the health and safety plan but again i want to go on record as saying that my issue tonight to the board of directors is that moving forward we will not have masks for anyone entering our buildings participating in athletics using our facilities that staff that students that's visitors that's you that's me and i will go through that uh as we go through the plan itself i also wanna uh show or draw a light to the fact that this is a draft plan nothing in here of course is set in stone in fact this plan was presented tonight
004at this board meeting but it's not actually to be approved until july 30th friday july 30th so there's a full month and a half i did this so that um as required by the plan that the board would have input into the plan and that you those in virtually with us tonight as well as the community members here tonight have an opportunity to um offer their opinion on the plan itself so that's number two nothing has been sent in nothing has been signed um this plan recognizes uh that there are guidelines that we are to follow that we're asked to follow that we've followed in the past um from the federal level and so i'm going to spend a little time talking about that uh finally um and also most importantly and i know this
005is my seventh month a lot of you don't know me um you're starting to get to know me a little bit i will tell you this from a perspective as your superintendent when i make decisions and if i hear you know if history looks back and judges me if they can say that i made a mistake but it was on the side of what's best for kids and for their safety then so be it if i make mistakes it's always going to be for what i believe is best for our kids here at mcguffy and i'm always going to err on a side of safety as as you know i'm a doctor but not a medical doctor a doctor of education so i too look for guidance and um and that's what we've done ever
006since i've been here on board with mcguffy so having said that i don't mean to belabor the point but let me just talk a little bit about the plan itself so the template that is on our website that i submitted to many of you today um contains all the elements that all school districts all pennsylvania school districts must adhere to when applying for the arp essers grants so again this is something that all scholarships are going to have to adhere to if they are going to use the dollars they're coming from the essers 3 grant and again as i said this document will have to be approved by your board and it will have to be submitted in a public viewing so that you of course can see it uh once it's approved it will
007be placed onto our website it will be submitted to the pennsylvania department of education to verify that there are nine elements there are nine elements i didn't make these elements up these elements in the plan that all pen schools receiving extras dollars have to follow okay so let me just go through a couple i actually have to throw all of them that's necessary that'd be good that's very important so the first one is the universal and criteria masks now you just heard doctor over say that i am not going to ask the board have students next school year voluntarily wear masks and i am not i i think we're at a point now where we can do things and that's not required and social distancing is not being asked of us they are asking us
008however what our plans are going to be so i said this in the plan and this is for the board to consider the district will follow guidance from the cdc pa department of health be a governor's office the department of education regarding face coverings for students staff and business visitors now let me help you with that currently the cdc says that no universal wearing of masks is not a prevention measure that they're going to be requiring schools to follow next year and i can provide you with this i actually have this i know you don't have in front of you but i can put that on the website so the cdc one of the areas that we're looking for guidance we look to in the past for guys is not requiring us next year to
009wear masks number two when i have down the pa department of health and the governor's office in the pa department of education as of june 28th 11 days from now 11 days the mass mandate will expire no one whether you have vaccination or not will be required to wear a mask anywhere currently it's for those who've been vaccinated as you know all of us here can see a few of us have masks on that's not gonna be the case 11 days and so again based on what we're not being required to do i recommend to the board that we go into the next school year without masks and worrying about social distancing no one however next point no one however will be prohibited from wearing masks if they so choose so if families still believe
010that it's in the best interest of their child to wear masks of course would not stop that from happening so would that be also very clear uh if if face coverings become required again we sit here today and all of us uh don't have tles we can't read what's gonna happen tomorrow next week or next month but from where we are right now things are on the uptick it looks very positive but if face coverings are required staff students will be trained on and reminded of proper use of face coverings that's just saying what we would do if we are required and let me just give you a couple examples of requirements because you're thinking well emmett we just said that we were going to do this i require my law to provide accommodations to
011all of our students that have special needs those requirements and the special needs i cannot shirt because i i don't believe we can afford for it or i don't believe in those types of treatments or those kind of things i can't do that does that make sense by law i have to evaluate our teaching staff it's not something well i'll just put together how does face coverings relate to that here's where i'm going with this there are requirements as a school that all of us board myself included have to follow so i'm suggesting to you again is in the future the reason why that's in there and again this is a draft i'm i'm telling you that if we were required to go back to it as a staff and students we would train each
012other on and remind yourself from the proper use of face masks now if you want to take that out of there because you think it's superfluous and not necessary that's fine i just have it in there so that we're all aware of what we would follow if that came to me i'd say take it out that's my opinion my question would be first of all the june 28th thing is a hoax hr 106 passed yes and with with h106 yes i've talked to several pa legislators who have confirmed that the mass mandate was was null and void at the time that the ho hr 106 was confirmed it does not need to be signed by the governor that was the whole point of the referendum that was passed in may so that's not the case
013and so uh the resolution 106 withdrew the emergency mandates that were put in place uh overruled those but the masked mandate is from doh and the governor it expires on june 28th but it wasn't impacted by house resolution i suggest you talk to representative diamond because he is the one who has assured me that the local school board has the authority to make a decision okay i don't think this is the time to place for that fight but okay okay i also would like to know required by whom thank you there it is right so again this is something that i i've put together with my administrative team if there are issues that the board would like to address and to change again i'm making recommendations i'm not saying this is how things are going
014to be ultimately our community has a voice you have the final set so i'm just putting this forward because i'm trying to follow as best i can the guidance that's being given to me to complete this application it's just to be fair um so let's let's do this in terms of the first item because again you don't have to vote on this tonight um but there is one caveat if we do not vote on this tonight we're still under the old health and safety plan which and under that plan we're still acquiring students if they were to use our facilities for athletic purposes purposes to wear masks so potentially tonight i don't know if we don't look into this if we could just pass face masks not wearing facebook's moving forward well we can revise
015our current plan at any time of course that's correct so i i could make a motion tonight to revise the current plan to eliminate face coverings completely correct and we can move forward on that regardless of whether this is tonight or july 30th correct that's correct okay um and then the next thing is social distancing again my recommendation to the board is uh that we do not follow social distancing anymore again the cdc is not going to require it uh pde at this point is not requiring it so i would not voluntarily say that we have to continue to follow source conditions if this is confusing i apologize to everyone because i know it says it just full fall guidance um it's because it's what we've done before but if you want to if you
016want to take out everything in here that says that and just cut to the chase board and do that i can absolutely do that okay i could have a order could you please wait until it's time to make comments i would appreciate it everybody has a chance to talk and i'm everybody out there get down to the whole thing and then i have some things that you've done yeah this is this is a work session this is not the regular meeting yet right i mean we're not in a regular meeting right no this is the board's work section let's see what the guy has presented to us yes we get in our regular meeting when it's time to make a decision then you make the decision exactly right um the other thing is uh to
017the greatest extent possible where there is opportunities for space for activities to occur of course we will try to maximize the use of that space and then next with hand washing and respiratory etiquette uh we're continuing to follow what we're doing right now which is reinforcing good hygiene providing hand soap and hand sanitizer uh in all of our buildings both signage and classrooms and hallways about the spread of covid and symptoms and preventive measures which exist currently again just really common sense things perform hand hygiene and having contact with respiratory secretions and contaminated objects and recognizing the importance of again even the cold flu seasons things that we do normally the next item is cleaning and maintaining healthy facilities structure will be cleaned by staff provide continuous school day cleaning uh the focus will continue
018to be on high touch objects surfaces um [Music] we'll look to continue areas where we can establish free cleaning free touch free cleaning sure the ventilation systems operate properly which we've done and under contact tracing in combination with isolation quarantining work with school mainstream school nurses to identify an isolation room or an area to separate anyone who exhibits covalent symptoms school nurses and other health care providers should use standard and transmission based precautions which we've done and this precautions we'd use if your child was sick or not establish procedures for safely transporting anyone who's sick home or to a healthcare facility district will work with the county and state health departments to determine what students staff should isolate or quarantine at home something we've done in the past this will work with the county and
019state health departments to determine when to notify staff families and of a possible case while maintaining confidentiality again the ada another applicable federal state privacy laws next item diagnostic and screening testing all district and attractive employees will complete a daily self check prior to entering the school um but all we're asking there is again if you're sick whether you'd be a student a staff member anyone who comes here we encourage you to stay home we're encouraging we're not telling we're encouraging um we're gonna make sure we provide resources to staff students and families on how to screen for signs and symptoms and refrain from attending school again if they're showing signs and one of the things that we're asked to do in that plan is to address privacy concerns of monitoring practices and potential stigma
020associated with monitoring and confirmed exposure of cases efforts to provide vaccinations to school communities we will provide brochures and other information as requested we will not voluntarily provide those to when and where staff and students can receive vaccinations at sites that will that will be outside this district i heard loud and clear last time concerns about using the district to provide those so i'm not making recommendations to provide that moving forward appropriate accommodations for students with disabilities with respect to health and safety policies under that we have ensured that any policy regarding face coverings or any other parts of the health and safety plan should be sensitive to the needs of students and staff of medical issues accommodations in compliance with federal state laws should be made for students with disabilities with respect to health
021and safety policies and procedures and then finally the last item requirement is the coordination of state limitable health and i said the district will fall guidance from cdc p department health pa department of education guidance community health agencies and county emergency management agencies to coordinate resources in accordance with their health and safety plan and that is the plan itself um as i said it's drafts i i present it to you tonight as a board because i wanted you to have the opportunity of course our community to have an opportunity to hear any concerns they may have we have until the 30th of july that friday to significant plan questions so you had questions yes i do have several questions um first of all i would assume we would need to reconvene this meeting at some
022point in july because we're not scheduled to have a meeting in july are we 29th how are we okay i missed that thank you july 29th all right um secondly what does guidance mean the district will follow guidance what does guidance mean guidance so for example to understand what you mean by guidance like when you if the cdc says we're we're suggesting you do this that's guidance what what is the school's response to that are they taking that as a suggestion or are they taking that guidance as a mandate i think in the past for example we've taken guidance as just that if it's not a mandate if it's not something we're forced to do then this board has every option and right to determine how we want to proceed okay um and also one
023thing i forgot to mention um and this is this is critical because i know this was concerned from community members but i understand this is correct from what i found that the funds associated to this plan the i'm a i'm going to do a bad job butchering it uh the plan itself does not require solutions to adopt a cdc guidance that's correct as condition of receiving these plans so to your question it's not a requirement for us to follow the guys correct and even the top sheets says that it clearly says that the requirements are that you're you have to give a statement it does not say you have to follow the guidelines it says you have to give basically statements of how and what you are going to do even if you're not following
024guidelines so for example number one could easily say that we're not practicing social distancing and masking because they are neither practical or feasible for our district correct yes and we could ensure the community continuity of services because we're going to be providing direct instruction for all students five days per week correct correct which means we wouldn't need to make statements about following guidance on hybrid or remote and the third one there seems to me could be easily wrapped up is that mcguffy will focus on the education of our students and leave parents and guardians to monitor their children's behavior and staff members and employees to monitor their behavior and protect their own health for all of their loved ones by utilizing face covering social distancing testing contact tracing vaccinations at their choice that we're not
025monitoring those things we're not monitoring those things as i'm suggesting we're not but it does clearly say that if that if the guidance changes we would follow the guidance and again just i i apologize because i know um your superintendent could been have done a better job with the wording here um i think if you change the word from follow to consider yeah i think we have to consider when something about that changes if i may thank you ben because that that's what i'm saying that's what i'm suggesting is that i'm always looking to the best practices whether it be education whatever it may be i'm not going to stand still and say hey what from the past is good enough and so i look to those that they have a better state than i
026do when it comes to i mean none of us on the education side were prepared for this this year we've done the best that we could and i looked to those and it was experts so when you said say that again consider if you just say if something changes we have to consider what that means to us and our district but our district may not be like allegheny right absolutely we're we're not allegheny county you know we're rural pennsylvania here so we may we can consider but we don't have to do what pittsburgh is doing sure excuse me a minute can you guys hear me yes the second paragraph does say though that the health and safety plan has to meet our act requirements the pennsylvania department of education um in order to receive esser
027funding so all the things that you're saying still ha this plan would still have to be approved by the pde but the requirements but the requirements are merely that your plan addresses how you are going to do these things i understand does it say that you have to address it by saying you're going to adhere to these guidelines correct i think one of the key points we need to understand is the difference between mandates and guidance guidance is something that we can take direction from but we make our own minds up right i totally understand that but we sat as a board for how many months refusing to take our own initiative and followed the guidance much as much at the disagreement of our community i would disagree with that respect well i understand that
028you disagree but that's where any time we have a mandate under pennsylvania constitution or public education we have to follow it recommendations we can vote and changes aboard i would actually argue that the board has more authority than that but that's a discussion for another time so uh just to clarify everywhere i have follow i put down the district will consider guidance is that the real goal i think i like that wording better i can certainly uh do that every pretty much that's what i'm saying all the way through is got you know follow instead of consider so other questions about this rich did you have anything made yet you're gonna have to draw a distinction between guidance and mandates or um directives and i think is when we look at the revised plan as
029long as it makes clear that you're going to follow the law you're going to follow directives but those things that are optional you're going to consider that's fine so we can't just do a flat change yeah you can't just refuse to to follow any sort of mandates or directives from pde and expect that there aren't going to be any consequences but certainly you can look at what is mandatory versus what is discretionary and draw distinction so you and dr over need to get together and make sure this thing is defendable where we can go and blame it i'm okay with no matters but as the board member goes we have to be in a position to defend ourselves you know i will say thank god i'm off in december okay uh because you got it
030it's a long hope it's a long road it's going down here but you have to listen to him because if you don't follow his guidance you're laying yourselves out on the line to lose everything so he can if he can't defend it we can't do it yes it's like everything that we do the solicitor reviews the majority of all the information that we ever do and we have to follow the laws i mean the laws are the laws we all as board members took an oath to uphold the constitution of the state of pennsylvania and what's required by law we have to follow we're not here to change the law and that's why the solicitor is on board that would pay him to direct us in what the laws actually are like law you've got
031folks you have you have to maintain order here yes yes okay wait a second frank can we hold comments till public comment and can you hear me now all right i'm sorry i usually have a soft spoken voice i'll try and speak louder um i like i'm yelling at my kids or something but okay no i think we'll all have comments at the time that we can comment and we'll listen to the comments because they're valid comments we want your input just as much as you want to give it um but we have to follow the laws that are required from pennsylvania and that's what the solicitor's job is to instruct the board of those um and we can talk more later frank do we have any other questions from the board on this so
032betty is that satisfactory the wording the doctor i think that would be great to change it from we will follow to we will consider we have to consider we will follow mandates but consider guidance is that you got to be careful with that mandate because that gets further that needs to be stated that gets thrown around there when it's not actually a mandate it's a choice okay what wording would you prefer we will consider the guys the guidelines we will consider those guidelines they're saying this is what we suggest and we will consider your suggestion right and i i think that would be simple i think dr o'brien is variable with that anybody else and i appreciate that because something i'm struggling with because i'm having to balance guidance versus yeah well we're all there
033this is all new to everybody yeah the only other thing that real that really really concerns me and i'm sure this is probably going to come up later but i'm i'm very very concerned about the idea of contact tracing diagnostics and vaccinations i just don't feel like the school should have any part in that it's not our purpose as a school these are children their families should be monitoring their health and making their decision health health decisions um i don't think they need our input on that and again as i said we're not going to use facilities for that brochures any information is on upon request nothing is going to be provided voluntarily um and there's not going to be a ask of supposed to be vaccinated on our behalf that's not our way to
034work moving forward thank you well one thing though the isolation portion the child comes in sick um the nurses have been isolating those children contacting the parents um i don't think we should eliminate that and i think we should be involved in contact tracing if that student was on a bus with individuals we need to be able to contact the bus driver and um so i i don't see the harm in having that at all uh mr group if i might ask i believe that we have always done that to the yes someone has measles you look at who they are i agree we're a teacher and i don't think we have to address it any further than what we have already done but does does arp esser requirement is it says rps or requirement
035they want to know how you're going to handle those things if you look at the top of that page you have to isolate them they're asking they're asking us in the case where whether it be covert or muslims what are you going to do in that case right and and that's what we're addressing in that situation yeah we just can't leave that section out where this plan i don't think anybody's guessing leaving it out i think it was just suggesting rewording it so that we understand that we would follow the same guidelines we've always followed as far as chicken pox any communicable disease that was under the impression zoe that you meant no i'm saying that i i think that we spend a lot of time putting things in wording that could be easily misconstrued
036based on the interpretation of whoever's reading it when sometimes the simplest thing to do is just state we're gonna we're gonna address communicable diseases the way we've always addressed communicable diseases fair enough i think that's what we're trying to say but it's i guess it just seems it's sometimes language is left to interpretation and how i interpret it obviously could be different than how you interpret it and that's normally where we end up with problems right but are we on the same page now with what we're saying here probably be happier with those things yes next item on the agenda dr award thank you next time on the agenda is the presentation of the 2021-2022 school budget uh miss todd [Music] mr wilson is going to pull it out if jim's would like to move
037up here so you can see the screen feel free [Music] so the overview of the 2122 budget for expenditures we're looking at thirty four thousand seven hundred and five dollars at five hundred forty seven dollars with um salary is 13.3 benefits are around 9 million and then you can see the the remaining uh professional services 5 565 then the contracted services supplies 1.9 property which is more equipment and the debt service and the other items the next page just breaks it down by function so you can see what's spent on the instruction versus special programs versus vocational programs etc and then there's a the trend there that we always provide so that you could see how we compare as far as revenue the revenue is at 33.4 and again you can see the local revenue
038the delinquent taxes down to the the state taxes and the trend some of the highlights from when we adopted the budget initially when we approved the preliminary budget in january we added 15 to most line items because we needed to apply for exceptions so when we got the final ctc budget we adjusted it to our actual which enabled us to reduce the uh the amount by 189 120. based on the trend from last year we're increasing the expenditure for cyber schools by 526 968 we have tentatively budgeted essers 2 which is part of the recovery uh for textbooks at 459 162. there's a direct offset for that so if the board decides that they don't aren't going to use the essence money or we want to use it for something else we can change it
039right can i interrupt you for a second sure um i was looking back over the beginning where the expenditures that were planned on here i was looking at the beginning at the expenditures that was planning on spending for the upcoming year in our budget and i would just like to ask what is the amount that we'll be spending on cyber charter schools do you have a rough figure the total amount is one about 1.5 1.5 million dollars between 1.5 and 1.6 is the budgeted number and that is not mick that's not mixed cypher those are outside cyber charter schools yeah i would just like the community to be aware about 10 to 12 years ago mcgowan paid zero in cyber charter school funding within those 10 to 12 years roughly we're now up to 1.6
040million dollars so i just want you to be aware of where that 1.6 million dollars is going we have to pay these charter schools the same amount of money that we pay to educate a student in our facilities and a special needs student has to be the same but these cyber charter schools don't have brick and mortar buildings they don't have maintenance custodian staff [Music] and all the other people that we have to have to run a building but yet we have to pay them the same amount of money so i think if it be in everybody's interest if we was to try and focus on that to eliminate or reduce that because this one simple thing if we didn't have to pay cyber charter schools we would not have any problem with our budget
041our budget would be right in line i mean i just wanted to clarify that's one line item you we actually pay cyber schools more than what it would cost to educate them here correct there's a formula there's a form and that form is calculated based on our expenditures and they back out different different items like federal programs and then there's a multiplier for special special ed that makes it so as far as a per pupil the the regular red is similar to our cost the special ed is is way off that's what i thought just to be clear when he and i because i know there were a couple people i heard when he mentioned not having staff he's referring to like your maintenance class staff your cleaning staff because they're not a brick and
042mortar building he's not talking about your educational employees you don't have any cafeteria workers yeah any uh janitorial uh maintenance all those things that we have to have to maintain a building they're not required to have so it's my view that we shouldn't be giving them the same amount of money that we have to pay for our own students here and that has gotten completely out of control the funding issue for cyber charter schools is completely out of control um that may change with new laws coming up with voucher possibilities but um and with the utmost respect here i think that that number is high because there are people that are not happy with the education that's offered here yes i mean we have to give them the freedom to choose and so be it
043i'm not saying that we don't have to give them cyber charter schools is a good thing it's just the way they're funded is flawed there are several different bills and i'm going to give this later in my update that are currently at play looking at the reforming the funding for cyber charter schools and we can talk more about that later but go ahead amy i'm sorry that's okay the essers iii uh there's a um close to 1.6 million that we are allocated for that of this budget we have two elementary positions and a guidance position slated to be funded with us there's three we're also looking to run summer programs but that grant has yet to be written so it'll be dependent upon what the board decides to do the um we reduced two positions
044which will save us 171 110. if you remember we did the energy project so right now the initial savings that we were able to cut is forty five thousand we're still looking at that hopefully we can cut more with the uh incoming kindergarten there's slated to be a need for additional pair educators so we have added three pair educators to the budget and we have adjusted the health insurance rate when we did the initial budget we had a 10 increase it's it came in at about 8.1 so we adjusted those numbers so the assessed value the assets the assessed value for the property has gone up or 974 million seven hundred twenty seven thousand seven hundred fifty one dollars which is an increase from nine sixty two six thirty eight o six if you remember
045last year with the pandemic we reduced our millage collection rate because the of we trended it toward the 2008 when we went down to an 83 collection rate that didn't happen we collected between 80 about 88 so we've increased that collection rate back up and the cost of the collection rate for a meal was about 857 34 dollars per mill the allowable index which is the index that were were allowed to go up an index and then we can apply for exception so the index would be a millage rate of 13.23 which is 0.47 of a mill increase and if you approve the exceptions you can go up an additional 0.55 of a mill which would be a total millage increase of 1.02 which would be 13.78 mils so for example if you had a
046home assessed at 297.6 close to three hundred thousand and you qualified for the homestead farmstead credit at 12 point it should be 12.78 but it would be um three three thousand four hundred ninety nine dollars and thirteen cents and that i'm sorry that's this current millage that's what we are now with no tax increase it would be a 78 decrease if we did nothing and we left millage alone if you went up to the index it would be an increase for of 139 139 dollars and 60 cents or 11.63 a month and then if you had uh if if we went up to the max it would be 304.39 or 25.37 per month that's at the maximum amount the 1.02 future issues the the cons considerations for the board to keep in mind is we
047we are working next year we will have to negotiate with our federal with our professional staff which is our teachers and we help we'll have continued to have the contractual obligations with the secretaries fair educators custodians act 93 just the regular salary increases the in the health insurance we are currently a member of the intermediate unit health consortium trust the health consortium trusted iu one is more than likely the medical portion will not exist at the end of this year and maybe before then so we are looking at potential um joining the allegheny intermediate health consortium their health insurance rates are similar to ours they're very close as far as the monthly rates but we will have to contribute our portion of the fund balance which is estimated around a half a million dollars so
048that's something that we would need to consider the commonwealth hasn't has yet to pass their budget um the the governor's budget included 93 725 in basic head subsidy del allocated to mcguffey at 116 448 for special ed so in the event that there is any kind of subsidy that would be additional to the revenue that is not budgeted in our budget at this point in time if you use the the index which is the middle of the road the deficit would be 1267 939 and if you used your fund balance to plug that you would get you would have at the end of the year if we used all of that 3.6 million remaining and if you continued that trend into the following year and used a similar amount it would be about 2 million
049the state recom recommends about 5 which is around 1.7 million was what they would recommend that we have in our fund balance so the budget options that you have um the expenditures are 34 705 547 with no tax increase the deficit would be one million six hundred ninety six thirty and thirty five dollars if you did the index which is the point four seven of it of an increase the deficit would be one million two sixty seven nine thirty nine and if you went all the way up with the index and the exceptions the deficit would be 803 346. now that would be before any kind of subsidy from the from the state as far as basic or special ed that there's no budgeted increase in there for either of those items given the future
050of you know the expenditures the recommendation would be the 1.02 mills which would be the maximum however the um if you look at the 0.4 the difference is the one 1.2 is the in deficit for the index and 803. so again i i put in there that the same tax example that we had from the prior page and then i added the 168 if your house is assessed at 168.1 the increase would be 78.74 cents or a monthly rate of 646. the median for mcguffey is 149.3 so that would equate to a 77.46 at the index and six dollars and 46 cents per month if you went up to if you follow down the next example would be to do the maximum which would be an increase of 172.172.30 on a 168.1 or 14.36 a
051month and the median taxpayer would be 78 or 13.40 the general fund the fund balance you do have a fund balance there's 2.4 signed for retirement healthcare and 2.5 assign assigned so you have money there's a five million dollar fund balance so there is the ability to use some of your fund balance to help with the the expenditures if you follow through um this is just a breakdown of the um a pie chart of where your money goes and over 60 percent goes to salaries and benefits the next is a is just a fun breakdown of your revenue right now we're currently getting 52 from the state and 44 from local local sources but the state i just want to point out that's all state revenue that's the report that's the subs the basic ed
052subsidy the bowhead subsidy the special ed subsidy the retirement and social security payments that we get that's that's everything the next uh is just a breakdown and you can see the in 2021 we collected 10.8 in the year previous we were at 10.2 so our tax collections were actually up last year so we did adjust that for next year um for the collection rate and then the next one is again you can see um we anticipated our earned income tax to go to be lower as well last year we ended with 1.4 and currently we're at one point almost close to 1.2 so and we've upped that as again with the budget as far as um collection because it appears that we we didn't get the same impact in the during the pandemic that we
053got during the 2008 recession that hit so those are that's the um the budget presentation does anybody have any questions do you have a couple questions what would be the deficit with the assumed pde subsidy using last year's numbers could you say that again i'm sorry i'm sorry if no one heard me i've actually been never accused of being quiet so um it's kind of a responsible moment so that might be the problem what would be the deficit with the assumed pde subsidy using last year's numbers maybe one second just so everybody's aware one of the problems the school board deals with every year at this time is we're required to pass this budget by june 30th the commonwealth is supposed to do the same but sometimes they don't and so far they don't really
054give you a whole lot of guidance of what you're getting so you kind of just gonna lead me to my next question so at a no tax increase the deficit was 1.6 you'll get about 200 at no tax increase the deficit was once 1 696.035 you'll get a 210 173 if the governor's proposal goes in which would bring your deficit to 1 million 485 862 with no tax increase okay and how far off have the projected shortfalls been for the last three years versus the realized deficit in the fall the first year i was here it was we added to the fund balance we've added to the fund balance the last several years the first the first year was my first year i started in february in january and that one we added a million
055to it the following year we added um i'd have to look it's in here i don't want to give you bad information thank you so the the following year it was 629 886 and last year was eight eight eighty three thousand one hundred and ten and so this year we're projecting uh right now about a seventy eight thousand dollar deficit we adopted a budget that had a huge a huge death we were at a one point four deficit is what we passed but we again we collected 615 000 in additional tax revenue that wasn't in the budget and then we're anticipating another approximate 150 and eit which brought the earned income we've adjusted that this year we brought those rates back up and then we did have a lot of different staffing things that we
056did last year when the pandemic hit we had a position that we didn't fill initially that was budgeted and then we held off on positions and there was a there was a list of different things that and then we had uh dr colette uh resigned uh mr heritunian resigned we had another principal that was on on leave that was on unpaid leave and then resigned so we had some staffing things that added to that that number being the projection being where it is currently thank you okay thank you amy on the fund balance just want to make sure everybody understands our fund balance is a total of 5 million dollars right but there's a portion we can't touch there's the two the 2.5 is for is dedicated toward um the uh retirement and correct yeah
0572.4 is assigned for retirement and health care yeah 2.5 that we have unassigned so that's where that's our number that's our savings and then the emergency cares funding several hundred thousand well there's some districts are using that there's there's two two portions so there's seven there's a seven hundred thousand dollar number that's part of this expenditure budget and budgeted right now we're anticipating to use that for the tech like i said the textbook adoption we have that slated for that we have the digital learning dlp instructor budgeted toward that we have um our mix cyber budgeted toward that and we are also have the uh we're looking we're hoping to do a learning management system or implement some kind of a learning management system is that the correct terminology for um for the for our
058mix cyber so that all so that we can continue to offer our mix cyber and then hopefully it ties in with the regular classroom so what they can if we have remote learning it'll all be one that's one grant that's directly offset by revenue so the the thought process is we try we are trying to use one time expenditure so that we're not relying on that revenue the other grant is close to 1.6 of that we have about 320 000 that we are going to have to use for what they've termed learning loss is that the correct regression which we're using partly for our summer program and then the remainder you can use for whatever the district you know wants to use it for right now we have those three positions being funded by that
059we can do that for two years and then i have where we need to work as the management team to figure out you know what the balance of that you know can be used for i appreciate you answering my questions i just budgeting isn't my forte so please bear with me but it seems to me that what we're saying is that at least for the last three years we raised the taxes to reduce the deficit in the budget and that on based on what on predictions that then later turned out to be um what we got was actually more than what we had predicted so is that correct yeah we did not raise taxes one year there was one year we didn't we raised taxes but the last two we definitely no no no no
060last year we raised the year before two years okay okay yeah all right but we raised taxes last year yes based on the assumption that we would get less money than we actually received in funding is correct yeah yes but most of that revenue was tax revenue so it wasn't necessarily state subsidy yeah i just i i'll be honest with you when i look at these you know increase in taxes and you know you're saying well this amount per month this amount from i think of like my grandmother who lives in uh prosperity she can't afford 24 25 and 37 cents more a month and i know that sounds ridiculous to some people but a lot of our community is aging living on fixed incomes and it that 25 a month really does make a
061difference for them 14 a month would make a huge difference in her life so i i just i understand i think it's something that really needs to be considered you're here thank you i appreciate you answering all my questions any time it's up to 77 per year a year it's yeah it depends on your assessed value so the um the top the top amount if you had a median assessed value it was 160 or 13. that's it the one mill and then if you per year yes divided by 12. 13.40 it's not just them i mean you look at our families with children who have increased child care costs over the last year because their kids weren't in school increased you know food bill at home because their kids weren't in school a lot of
062parents who weren't working because their kids weren't in school and this it's a lot of things and so when i look at that you know in my household budget yeah there are times we make a lot of hard choices would i like for my kid to be able to go to the movies every week with his friends absolutely can he not right now we can't afford it would i like for him to be able to have maybe four different choices for a phys ed class at school yes but if the school can only afford for each student to have two choices then maybe that's a decision that needs to be made so i just it's a hard thing when you start i want to make sure that we understand there are people behind those numbers
063thank you i think we're all well aware that so it affects every one of us individually along with our families um yeah thank you thank you the last item tonight is uh before you before you go on we don't have a millage we don't have anything i don't i have the expenditure on the budget on the board agenda so we'll need to get direction as to what millage rate you would like to put on on the on the board agenda thank you good option one two and three or one yeah zero thirteen point two three and thirteen and 13.78 do we need to decide that now we're going to have to vote on it tonight now or when the meeting is no it doesn't matter to me i'll put it in just so you know
064whatever millage rate will also impact the um the resolution for the homestead because there's pennies because of the way that the formula calculates thank you we have to adopt the budget tonight yeah i knew that but i just wasn't sure when thank you yeah i mean you can discuss what what you want to do millage wise now or you can do it later on whenever you move the either way adoption of the budget ken it doesn't matter we can discuss it now i have no problem either way i would my recommendation would be no millage increase that would be mine too you need you need to keep in mind you don't want to get where we were 20 years ago exactly you get in the red state comes in takes you over yes okay that's
065the basic fact of the way they gotten problems back then because they didn't raise taxes that's great but then in one year they raised them almost 10 mils killed people but they had to because they're half a million dollars in debt and the state said either get in the black or we're going to take you over that's why you get a little tax increase every year that's unfortunate the way it is but you have to protect the school i disagree with it um i can remember when i first moved into the district talking to our neighbor um they was in a trailer with basically no heat and didn't have any textbooks and i was like i just moved into a school district that has our students in a trailer with very little heat and no
066textbooks they had one textbook and they had to copy it and everybody had to use it i was like did i make a mistake here i taught in the trailer but since that time i think this board has done a very good job of managing their money and hopefully we'll never get back to where rich's point was like we was at one time and i understand that and i'm not trying to diminish anything that any work that has gone before this but at the same time if we can balance a budget without over taxing then i think that's something that our community deserves for us to look at and i'm not saying every year but maybe this year no i agree with you 100 silly um but based upon this budget and everything that we've
067been looking at there's nothing else to cut unless we start cutting programs i'm still going with my recommendation feel free to give yourself thank you anybody else have an opinion as to what to do with the millage you said it i don't like it anymore anybody else now but there again look at 1.5 going to cyber and cyber charter or charter and cyber charter i mean you've got a school up there that we send money to that's got an 82 and a half million dollar fund balance could you repeat that day so that everybody can understand that i heard lincoln school of the arts who we send money to because we have students going to lincoln school of the arts they've got the best high school basketball team in the state perennially they have an
06882 and a half million dollar fund balance and we send them a lot of money we sell them 40 40 more than what it costs to educate a kid at montgomery right correct it's close close i know okay so [Music] we need to i understand that but the truth of the matter is we can't control that we cannot and you're right and i agree and that's why we've been getting emails and i would encourage i don't know if i'm allowed to encourage but i would encourage our residents to contact their state representatives because unless that gets changed we're in the same boat well and the problem with that is that they've attached that to other things in those bills and there are other things in those bills that perhaps our residents would want don't they
069do that with every every bill every bill and every political what you're saying we encourage you you need to be careful about how we do that um one thing i know you're going to give us a report on it zone i appreciate what you do in the reports that you give us but i'm just saying what do we have a textbook adoption this year we do we do but it's being paid for by [Music] they're working on a textbook adoption and we have two years just to spend that to spend that money so just in full transparency we may not have an adoption for math math is the first curriculum as we all know we're looking at and aligning um and we will not adopt until we have that aligned k through 12. sure it's
070been 10 years since we've adopted every time we do a budget we kicked that out we've cut that it was 300 000 it was 500 000. we've cut it out of the budget we've kicked that can down the road too every year that i've been on the board we have not had a textbook yeah yeah i know i know i'm just saying that's part of our problem is every year we keep not funding textbooks and that's why i'm afraid we're going to get back to where we don't have textbooks um that is a reality and another part of it is is that you can't keep not buying textbooks you have to keep your curriculum up to date but yet every time a budget year that's what gets sacrificed also i haven't seen like what textbook
071adoptions are we can like what are they they're not that far yet i i'm not gonna speak for dr oberg but i know that uh over the past year the elementary's been looking at different reading reading curriculums and piloting different our plan right now is within the year to have something prepared for board consider for math within two years hopefully less than that i have something to consider for ela okay thank you yeah and the reason we looked at using s for money is because that's one-time money and wow i agree that textbooks aren't really one-time expenditures because we always have to buy them the big ticket items are are spread out a little farther so you could get a reading series for maybe a half million and we now can use esser's money and
072then supplement with the different things through the regular budget and hopefully get the curriculum utilizing the grant funds to bring us up so we were trying to look at it as more of a one even though it's not really a one-time expenditure but use the money while you have the money yeah i want for a one-time crash thank you we definitely need a textbook adoption we used to have one every year and we rotated each one of them but that's been since wendy russ mize was here yeah it was for five years and that's one thing i fought the board and we haven't kept that up yeah that was a fun it was a five-year rotation five-year all right any other issues on the budget i don't know if you ever come to any conclusions
073of what was going to do i recommend we go with the the index increase which one is that one no yeah so the millage would be is that the 13 13.23 yeah yeah i could support that as well you recommend what the middle the middle choice not the max the middle i agree with that 0.47 mill more comfortable with that that was called taking that big can down the road got three i would agree with i i would support that just because i don't want to but because it's the lesser of the two evils agreed rich i think we have our enough to proceed into our regular meeting um with the budget district um we have one last item on the agenda for you um the last item to consider is policy 137 it was
074adopted in september 11th of 2000 it was last revised on january 19th 2006. the policy as regards to in-home construction last board meeting we had several families present their concerns about having their own students at home but not having the ability to access the western area or ctc and so if you will go to the last document in your binder and very last page page 44 you will see the paragraph that currently under the revised policy for 2006 excludes home school families from accessing not just the west scenario ctc but any type of extracurricular programs offered at mcguffy and i'll just read it it just says children residing in the mcguffey's tour street but not but participating but participating in a home education program are prohibited from participating in the educational curricular program provided by
075the mcguffey scholarship for its students so i would offer up for consideration um for the board to consider allowing for those supports children to participate and change the language from excluding to align to participants along with that i will just remind and i mentioned this last month but remind the board that house bill did pass the senate education committee um it did pass um they put it back for some amendments the one thing that they're not considered one amendment that they're not considering changing is and i quote beginning january 1st 2022 the school district of residence shall permit a home school student to participate in a career and technical education program on the same basis as other students enrolled in the school district provided that the child and it basically means meets the criteria as
076already established and i don't think anybody's asking for any change in criteria but um i think this is this one's moving fairly quickly through the process and it's not attached to anything else not yet not yet um but as of right now it stands alone now it doesn't just cover that it covers other things such as a board may adopt a policy to implement the requirements of certain subsections like for transportation to and from school for selected courses it addresses co-curricular as well as extracurricular but one portion of that is allowing them to participate in votech so in keeping with that i think we just adopted without even worrying about what they did exactly i'd like to i mean that was brought up to our attention and unfortunately code hit and kind of got put
077on the back burner because what is dealing with all the other issues so uh now i think it's the time to deal with it and i think we have agreement and we're just going to say that they will be permitted to participate according to the established criteria is that how i want to work that so i i only have one question to ask you yeah so i'm sorry i was just going to say why don't we amend the policy yeah the policy language will govern this right now the state of the law is that there's a state reg that says that districts can can permit but you're not obligated to so essentially you have the option to do this i mean obvious i don't know whoever your policy committee uh whether they would want to
078do it or or we could amend your policy and present it to you for adoption yes i think it would be a recommendation from the board that we would like that policy revised i don't have a problem with if we're just talking about western career i have no issue with that i have major concerns is if we allow home school students to pick and choose classes that they want in the building to where we're going to run into a scheduling issue well i will tell you that is part of 1041 but that i think is a bigger issue i mean that's well that becomes an issue with with staffing and transportation and transportation i get that and finances i mean you're talking i mean they're that's 1041. that is not yeah we're asking right now
079so yeah just for clarification do you want the the policy as revised to provide just for the ctc issue for now yeah and then they would they would our kids go in the mornings correct yes so could the home school student ride the bus to the school in the morning and then the parent would have to pick them up from the school when they return i think those details we can work out later zoe but i think what we need is them to rewrite it that doesn't need to be in the policy i don't know once we have that approval so just to clarify so that's what the board wants to do now is revise the policy but just with regard to the ctc yes right that would be my support for home schooling students
080right because we're cyber school students because they right now their tax dollars are going to our district but we have a family move to a bella where their tax dollars pay for them to go and we should never let that happen i mean there's families that need to get their kids and go to tech they wouldn't want they're paying taxes and honestly to quote old historian if we don't do that it's taxation without representation and i do believe we still teach that here [Music] i'm a big fan of the uh beau tech school and yeah i think that was something that was brought to our attention that we didn't realize yeah and when it was brought to our attention again i can say we kind of didn't forget about it but it got pushed aside
081because of covet and now we're dealing with it and so the do we have a motion i have a question somebody could make a motion ready to start yet go ahead and put it on the agenda yes i have a question the question i have is one is what's the cost the yearly cost to send a student to the tech school you know that i remember correctly last year called we got quoted about sixty four hundred dollars between six and seven thousand yeah i saw the same thing that's what i thought and how much does the school receive in funding for every child who lives in the district regardless of where they're schooled i would really have to get that number for you i was greater than that i wouldn't thank you i'm not that
082good i don't have any concern with changing this i think it's a great idea i went to the vote tech school the only concern i have is this i'm just throwing this out if ten home schooled kids decide to go to the vote tech school that's what eight eighty thousand dollar swing in the budget that's all i'm throwing out there yes and that would make if we make the vote tech school available a lot of home school kids would take the opportunity to go there which is a good thing don't don't misconstrue what i'm saying it's just it could be a costly endeavor if we don't know that coming up front we don't budget for it exactly it's not budget it has to be budgeted that's right well i'm not saying i'm here i'm not
083the special end person either but i believe that that opens up those those requirements as well for the special ed requirements that we would have to follow for a student who was a home-schooled student who went there right they have to meet all the criteria yeah we would correct we would be responsible for those right well let's let the administrators draw up a proposal and bring it back and i think they understand what we want that's all the items you have for committee thank you thank you just the board you refresh i put in the the homestead farmstead amount and the millage that was discussed thank you you can still change it but it's tentatively there so the committee meeting is now ended at 17 and will reconvene for a regular agenda school board meeting
084in five minutes i'm gonna pause the meeting and then mute and then we'll come back and find out 7 that's great now this might be better sometimes mr laser is a slow learner welcome to the thursday june 17th 2021 virtual public regular school board meeting can i have a roll call please mr group here mr haynes here mr hardin ms jackson presents mr laser here mr ross miss shingle here mr shriver here here before we do the pledge i would just like to let everybody know that i've been vice president for 10 12 i don't know exactly how long years this is only the second meeting i've ever had to run because mr groot is always here and he's even here tonight remotely remotely but he's in a lot of pain i'm thank sure mr
085group pledge allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice roger do we have anybody registered for com public commerce dave why don't you let him stand by your microphone i could do that either way here come here there one question do you know what township you reside in can somebody tell me that thank you whenever we have anybody that speaks we have to ask them what township they reside in you reside in morris township so feel free to let the board know what's on your mind i like my new school because it doesn't have any masks and you can eat free without having a mask on you and you could um actually um bounce the ball back and forth and you can play
086with people and actually like give people high fives and touch each other and um you just have fun and that don't even have to worry about wearing a mask or someone stopping you to say hey put your mask on thank you could you tell me what grade you're in buddy what what grade are you in um what is your new school um a one-room schoolhouse it's a lady that has um a school at her own house and she's going to move it to a camp this year okay well thank you very much thank you for sharing that with us buddy i appreciate it please state your township please good evening my name is monique freiberside in morris township thank you i'm here today to speak out against a couple of different topics critical race theories
087and infiltrating the public school system across our wonderful nation this critical race theory is being introduced in the mcgaughy school district under the guise of social emotional learning otherwise known as sel the social emotional learning curriculum moved this world currently being implemented in mcafee school district for grades six through eight was created by castle also known as collaborative for academic social and emotional learning their commitment for their website is to advance equity and excellence in education through social and emotional learning i'm aware of this curriculum being required by the pennsylvania law to implement and offer that our district has given the option to our parents to opt out this curriculum does not support equality or individuality in fact the mission of move this world states per their mission statement found on their website that their
088mission is to create school communities and ultimately a world where everyone belongs the last part is the part that is concerning to me it states that a child may not belong in this world if they do not behave or think the way this curriculum teaches they should if they develop their own opinion but it does not fit the mold of this curriculum they will be taught they do not belong this is being offered to adolescent children in which the majority of them are going through physical and emotional changes changes that help these children form their own opinions and thoughts we all come from different walks of life i did not have to be taught social emotional learning in order to belong in this world i was taught morals and ethics morals such as treating others
089the way i would want to be treated ethics such as being a law-abiding citizen and values such as family and freedom as i have gotten older i have learned that others actions reflect who they are as a person and not who i am as a person obeying the law keeps me out of a snowball effect of trouble and that my family and freedom are the most important things to me i'm aware that these morals and ethics and values are not held high in others lives as i hold them in my own and for my children's lives however it is not mcguffy school districts or any school district's responsibility to teach children how they should emotionally or socially respond to something it is the school's district's sole responsibility to teach my children how to learn how
090to read how to do math and how to write it is not their responsibility to teach children that their emotions define them i encourage all of the parents in this district to review this material for both the children and for the teachers i'm requesting that the mcguffey school district and school board joined the fight to eradicate all forms of critical race theory and critical race theory being presented as [Music] other names such as social emotional learning my next topic is the mass mandate in the mcguffey school district safety plan as we know it was a little more clarified this evening but i still feel the need to state my opinion on the way that the verbiage was in the plan to return to school in the fall for the 21-22 school year it looked as
091though the district was requiring our children and the staff to remain masked we want masks to be optional per the termination of the governor's or cova disaster emergency declaration and the mass mandate being lifted on june 28 of 2021 there should not be a mass mandate on agape school grounds there is evidence that wearing these masks for five to eight hours a day by children ages six to eleven show that our children are being exposed to dangerous pathogens that are higher risk to their health such as pneumonia tuberculosis meningitis bloodstream infections food poisoning lyme disease staphylococcus pyogenes cyrotype m3 which is very detrimental to their health keeping these kids masked only weakens their immune systems by not allowing their bodies to naturally to natural immunity to not only the coven 19 but it prevents the
092natural immunity to these other life-threatening high-risk pathogens for these ages the cdc has admitted that the numbers are inadequate and were actually significantly exasperated by as much as there is data to show that the children are rare to contract and suffer from severe reactions by as little as 0.2 percent the risk of these kids contracting the covid19 virus and transmitting it to teachers is less than 10 by following the cdc pennsylvania department of health the pa governor's office and the pde's guidelines you are for forfeiting our parental rights and our school board's rights that are protected by the pennsylvania constitution and the pa school code you're not elected by the cdc or the pde you're elected by the mcguffey community you all took an oath to support obey and defend the constitution of the united
093states and the constitution of this commonwealth by forfeiting our community's authority you are not supporting obeying or defending the constitution of this commonwealth i am asking you this evening to table the mcgaddafi school district safety plan and change the mass plan to be optional rather than following the cdc guidelines as mentioned thank you thank you i would like to thank you for the copy frank provided me and i really appreciate the fun [Music] i really need that sometimes thank you next time [Music] good evening good evening good evening chuck morris south franklin township uh i'm a husband and father of three i work full time in the gas industry as well as a small business owner i'm here tonight to advocate advocate for the children mcguffey school district last year my wife and i pulled
094our daughter from this district due to the mass mandate and the regulations that came along with it i teach my children not to live in fear but to have faith in god my daughter is a very social person for her not being in school for the last two weeks or however long it was at the end of the year it was devastating she was just it wasn't her after we pulled our daughter from the district we were very lucky to have found normalcy in a program it's a one-room schoolhouse our daughter met jace it was the program was not free so i had to work a lot of extra jobs with all my side work it was very stressful at times i didn't have a lot of family time and that's one thing that i
095value i've worked tireless nights and days and i miss my kids you know see them in the morning see them at night but i did this so that my daughter was able to have the normalcy that the everybody had taken away from despite the needs of the community we were one of the many families that decided to poor child but it came at a cost that cost was hundred seventy nine 2779 along with the countless trips thirty five minutes away to transport her to school on top of that we had already paid our tax dollars i had spent a total of five thousand three hundred eighty nine dollars last year alone we love off of my income and my income alone i emailed dr oberg last night regarding the pastor form in the form it
096clearly stated that the district if it voted yes by by the board of the directors it will continue to follow the nonsensical guidelines for our children the district has full authority to make their own plan how they see fit these are our children taxpayers in this district need to leave have the choice if they want their kids to wear a face mask or receive an experiment or not to receive an experimental vaccine notes the vote to make mass optional and allow vaccine choice for all of for the fall without repercussions segregation or discrimination for all the students faculty and staff thank you thank you [Music] next hello hi hello hi i know i'm that audio probably affected the live stream so sorry about that um my name is katie morris that was my husband before
097me i am in south franklin township so i believe backstory is important so i'll start with with me i am a wife and a mother of three my oldest was a student at joe walker until the summer of 2020 when my husband and i pulled her from the district it didn't come without a fight i emailed i called i continuously asked to be part of the return to school committee as a voice of the community involvement i attended school board meetings i gave public comment everything i said and did fell on deaf ears we pulled our child and i gave up on mcguffey district i said i would poor and i did you lost an outstanding student and me as an active member of the pto where i attended every meeting but won and led
098the family gay night game night event i was also planning to take over saris and joe corby fundraising from a mom that was moving on from joe walker my daughter misses her friends she misses riding the bus and being in school with her neighbors and friends so here i am back again to advocate for my children and the children of this district i just recently learned about the esser form for the community that likely does not know this form is part of the american rescue plan submitting the esser form will allow the school district to apply for the 1.5 million dollars allotted for mcguffey school district this money will be used for one-time expenditures according to amy todd in return for the money this school must submit a health and safety plan who wrote this
099health and safety plan exactly dr oberg in admin is what i learned this just at this meeting i'd like clarification the safety plan should be changed too consider instead of guidance allow me to remind you we the people did not appoint the members of these agencies however we did vote and appoint you the members of the board of directors you are here to make decisions based on what the community wants and needs here as well i demand changing the language on the essay reform before it is voted on as ms shingle and miss jackson pointed out make mass face coverings optional for all students faculty and staff and put it in writing yeah yeah that's what you're saying on the record put it in writing what are you afraid of allow vaccine choice without repercussions
100discrimination and segregation until the language has changed i demand the book to be tabled we have until july 30th as was noted to submit the esser form and the public needs time to review this plan and have a say on it speaking of i asked dr oberg why this forum was not public knowledge as it should have been prior to this meeting he did not respond to my email would you like to respond in person i want to give you some numbers this is for the community not for the board as they are already aware of the millions of dollars received each year from state and federal government 17.2 million that is the amount given to the district from state subsidies 17.2 million 402 two dollars is the amount given from the federal government for
101titles one two and four we also receive school taxes from local i'm sorry they also receive local funding school taxes from every household in mcguffey school district which was presented today as representing 44 my my point is we don't need the esser funds if if you are going to sell out our children under the guise of safety in this case i demand it not be submitted according to healthpa.gov there have been zero deaths from the ages of zero to twenty the student transmission to teachers is less than ten percent according to the cdc another point i want to add i believe the board of directors need to take their authority back what do i mean by that dismantle the return to school committee we didn't elect them and most of us do not know who
102make up these committees last year was all recommendations yet the district took all recommendations and implemented them put what you said in writing regarding mass and vaccine choice 1.5 million for cyber and charter why are families choosing this option answer that question and make changes and that number will come down it's all right to speak with our daughter with our dollars especially when our voices are not heard and not too long ago we are told by a member of this board that he does not care what the parents have to say okay okay enough i will end with this as you know the emergency orders have ended the pa mass mandate ends june 28th masking for fall should be optional at most for next school year we have no idea of the long-term effects this
103past year have had on our children now that you know better do better i would like to ask the audience to hold your comments until the end please franklin and i just had some things i wanted to share after uh listening sorry can you hear me now all right what township are you from i'm sorry i'm from south franklin my name is adam avanick um after listening to what you guys had to say to dad wrote some notes along with some thoughts i had before so um i wanted to say a few things so if i'm wrong i apologize but my simple mind has concluded an issue here is money grant funds tax increase etc the word of god says no one can serve two masters for either he will hate the one and love
104the other or else he will be loyal to the one and despise the other you cannot serve god and money again for the love of money is the root of all kinds of evil it is through this craving that some have wandered away from the faith and pierced themselves with many pangs i request the school board to consider focusing more efforts on education and less on unconstitutional mandates and perhaps less parents would flee from the school therefore reducing your deficit i request dropping enrichment programs where necessary to protect against tax increases as for new new textbooks the mcguffey primer was used to mold some of the greatest minds in our nations that is sorry the greatest minds of our nation has ever seen the principles of education reading writing and arithmetic have not changed additionally
105the complete rejection of the christian faith in an institution rooted and built upon the very word of god will always leave you toiling in vain the study and application of engineering and math is the discovery and application of god's order biology geology meteorology oceanography climatology are but some of the sciences purpose for the discovery of christ's created order yes even the great william holmes mcguffey himself declared this fact and made no apology all deficit are direct reflections of leadership i would like to request the board also to consider a new solicitor or a second advisor pertaining to the law and constitution concerning the s reform no matter what side of the many coveted issues people fall there is no denying the fact that the cdc and the who communicated inaccurate information which caused the public
106to make decisions that had significant negative impact on their physical mental health members of our community did not elect the cdc the who or the department of health to make decisions for the safety care and education of our children this board should not advocate their authority or responsibility to superintendent the cdc the who department of health or department of education but should instead publicly deliberate and vote on all issues especially district health and safety plans and or the signing and submission of documents that can dictate the education experience of our children as for the universal and correct wearing of masks masks or masking of students staff and communities should be according to personal choice and not be a mandate as for contact tracing and in the combination with isolation and quarantine in collaboration with the
107state and local health departments there is no legislation provision in the pa code or district policy that gives school districts personal and personal i'm sorry personnel the authority to contact tracy i'm sorry contact trace students staff community members or families and that should not be done as for the efforts to provide vaccinations to school communities mcguffey school district should not engage in the promotion of vaccines to students staff or community there should be no policy or procedure enacted enabling different treatments that establishes a de facto vaccine passport by enabling identification of any students staff members or community members personal health decisions concerning whether or not they have been vaccinated thank you for your time thank you hello everyone victoria jordan buffalo township tonight i would like to address the social emotional learning program also known
108as move this world program that was introduced in march when the children returned to in-school education when this was discussed at the january meeting the entire board agreed and parents supported the idea that children would be required what children would require for parental consent to participate in the program and that an informational packet would be sent to parents for review along with the permission slip this would guarantee that all parents were aware of the controversial program being introduced to the children giving us the ultimate choice on whether they would participate or not at the february 2021 meeting when the only thing that any of us cared about was returning our children to school five days a week that was discussed and links this program was again presented none of us recognized the change in platform
109going from parental consent to an opt-out option this was a change that went unnoticed this change was missed by the entire board and no questions were asked what that simple action did was take away the parents right to make that decision for our children and went against everything board members had agreed to at the january meeting most students were exposed to this program without parental consent this was not what had been agreed upon at the january meeting and i would like to know why the desires of the board and community were dismissed and discarded by the community committee excuse me who created the guidelines and promoted the sel program for the mcguffey school district and why the superintendent supported those changes please recognize that this is just an example of how things that are discussed
110at meetings and are thought to be settled get changed in committee without public comment on said changes before they are implemented it took children speaking out and backpacks being cleaned out at the end of the school year for this to even come to light i'm asking the board to implement the original agreed upon guidelines that were expressed by the board in the january meeting for the next school year that would include that no child will participate in the sel program without written parental consent and that children not participating would not be singled out or that the sign-in information that program be shared with those students i would like to ask moving forward that any changes made in committee be pointed out so that the parents and board members are clearly aware that those changes have
111been suggested allowing us to speak out in regard to those changes before they are voted on the implementation of this program was a complete failure and went against everything the board and parents had concerns over there was no parental consent and children were absolutely singled out there was no clear guidance for teachers in regard to the implementation of this program and key sticking points made by the board on behalf of parents were cast aside a statement was made that the committee felt the majority of parents would want their children to participate but by denying us the opportunity to sign a consent form for our children to participate all you accomplished was to silence our voices yet again this seems to be a standard in the mcguffey school district that is no longer acceptable you must
112do better moving forward and recognize that the objectives of the parents and the board supersede any committee wants please keep in mind while you decide how you are moving forward with the not only programs like sel or crt but also with all the voices here tonight stating no more masks thank you thank you thank you next my name is teresa coppola i'm a wife mom and taxpayer from south franklin township due to the recent controversy surrounding the usage of our school facilities to promote and to propagate a highly controversial vaccine by creating a vaccine clinic within our school i implore the school board to reopen and to revise our school facility usage policy so that something like this could never happen again without the taxpaying families of mcguffey being insured public awareness public discourse and
113a publicly held vote this brings me to my next point speaking of public awareness while i thoroughly appreciate the discussion that we began with tonight i as well as other individuals here were able to obtain copies of the esser safety plan being voted on tonight only after much diligence on our part to even discover that one there was such a form and two that it would be being voted on this evening as this item was not mentioned anywhere in the meeting agenda that was posted online why is something so profoundly that so profoundly impacts the daily lives of our children not being brought forward before being drafted with transparency and with an open invitation for the public's input how could our board who re-elect to represent us possibly claim to be representing us if they
114have no idea how we feel and how could they possibly have any idea how we feel if we have no interest in inquiring about our opinions or our perspectives or in even making us aware of things like the s or safety plan guidance before it's been inverted on and this brings me to my next point the esser safety plan that's being voted on tonight states under the first section which we've gone over that mass quote um in the first six foreign excuse me quote the district will follow guidance from the cdc the pd of age the pde and governor wolf's office in regards to face coverage for our students staff and visitors there are several problems with this one the current cdc guidance and i looked it up during the meeting it's for may 28
1152021 you can go to cdc.gov and check that's the most current it actually states that those who are unvaccinated still have to wear masks so how will mcguffin determine who is and who is not vaccinated in order to implement this guidance and what about the fact that as of june 28th as per governor wolf there is no mass mandate in the state of pa these are two contradictory pieces of guidance so which exactly does mcguffy plan to follow the cdc or governor wolf um to dispel any false notion that following cdc or pde guidance is required i must point out again there's no mandate guidance is just that it's guidance it's not an order and they're not laws only our pa legislature has the power and authority to write laws this board of directors and
116superintendent oberg were not elected by the pa department of education you don't work for them nor were you hired to work for the cdc nor were you hired to work for the pa department of health you are here as our elected public servants to uphold both the u.s constitution and the pa constitution which grants and protects our local school board authority you are here to represent and protect the interests of the people of mcguffey you are not here as agents or employees of pde or cdc to enact their will upon us you are here to ensure that decisions are made for us here locally uh for everyone who would make the argument that masking is in the best interest of our children let me ask you this how could masks be in the best interest
117of our children when there's no emergency declaration in our state and how can mass be in the best interest of our children when as of june 28th as per governor wolf there's no mass mandate in the state our children are able to go play sports go to the pool go to the movies with friends go to the mall go grocery shopping out to eat with their families go to church scouts dance etc all without wearing masks so is our board of directors really going to forfeit their local authority to the cdc to say that masks are required for the unvaccinated in our esser safety plan and expect our children to mask up for the entire school day when you're supposed to be focused on learning well literally everywhere else that they go and everything else
118that they do will not be requiring them to wear masks in conclusion i'd like to highlight are several neighboring counties and school districts who have already stood up for their families and children that they were elected to represent by submitting esther safety plans which state first butler county no math squaring requirements and no vaccine mandate for our students which you can find at butlerradio.com reporting jefferson morgan in green county as per the penn department of education after the mass quarter ends on june 28th our leas will have the authority to determine our own masking policy and it's looking like the start of 2021 2022 school year will be with masks optional for our students and staff from communication with the borough school district superintendent in westmoreland county we do not want to wear masks and
119the funding requirement is that a health and safety plan is submitted but what is included in that plan is up to our board the state makes recommendations but it's ultimately up to our district to decide i pray that the mcguffey families can count ourselves thank you i pray that our mcguffee families can count ourselves among these families from these neighboring districts whose boards are looking out for their kids and i ask that our plan will be amended to say masks and vaccines optional and no will follow but we'll consider thank you guys very much chad thomas donald township since you guys uh hit on it last is there anywhere where that's posted that we could see what the how much money goes to the retirement side of the teacher's salary and retirement that it broke
120out there say that again it will be posted the budget's on the website the preliminary ones that's approved okay and that includes a breakdown of the the retirement and what it ends up being per teacher it doesn't have per t it has it per function okay sounds good and i can get you whatever but just to be clear i think he just what you were asking is kind of the retirement per employee and it's not given out that way it's given out the entire retirement cost for the district okay employees it's a percentage so okay and again even if you can't answer right now if there's a way that information okay um along the lines of you know the rest of the group here i would be asking you know for the revision that you're
121going to be putting together that you remove anything that would state anything along the lines of mandatory from your plan mandatory masks mandatory social distancing anything that has to and then also just a complete removal of anything that has to do with quarantine uh isolation and especially anything that has to do with the contact tracing uh i would want to see that removed uh from the plan for my family to even consider having our kids return to the school district last but not least i'm looking to see who gave the approval for the school to be used as a vaccine clinic i'd like to see how it was possible for the school to be used as a site and and exactly what delegated authority was you know where did that delegated authority come from come
122from for that person to make that decision thank you thank you thank you i'm sorry roger andrew mcclendon uh buffalo township uh oh i'm sorry y'all know me too yeah frank's good at that yeah i know i see that i'm sorry buffalo township i'm new here i spent a lifetime in the military 13 years thank you for your service thank you thank you appreciate it finally found a place that i can call home [Music] i really wasn't planning on speaking but they kind of talked me into saying to speak from the heart um the one thing that you had said dr oberg um at the beginning of this you had said that um you are willing to take on for for the safety of the children whatever those consequences are sorry if i misquoted you
123but uh you understand what i'm saying i can appreciate that and i respect that i really do however you have to remember that we are the parents here it comes down to us and what we say you guys you're here because of us you're our voice i want you to remember that this is these people here's what i did why i went over i did what i did and i'm proud to stand with them stand behind them whatever and uh that's about it i just i just ask that you guys remember you guys here at the tables remember you're their voice not your own agenda not people who are higher than you cdc the who governor wolf but for us if you want to be a part of our community be a part of our
124community if you want to be a part of theirs door's right over there thank you [Music] welcome thank you i'm justin coppola from south franklin with my wife spitfire right there and my daughter i have to say it again i'm a follower of jesus christ and he is shining his light more and more on the mcguffey school district i'm noticing a pattern with what happened in november with the state's attestation form it almost happened again with this zester form that i just received this morning the day that the school board meeting that all of you were going to vote on your health plan was not presented to the public to give the public knowledge of the 2021-2022 school year unless we asked for it last night and this morning the very important esser form was
125never on the agenda for the meeting but i was told yesterday yesterday morning by dr oberg the email that they will be reviewing and voting on it i pursued more obtained mcguffy's plan which we all received for the first time this morning to review it before the meeting i would expect that we will have a copy of the new one for july that it would be public to everybody not the ones who were trying to pursue it in public knowledge well before the meeting so that parents would know your plan [Music] some school board members didn't even get a chance to review it until this morning that's mind-blowing that blows my mind your job isn't to represent the pa department of health the pa department of education it isn't your job to represent the cdc
126the who the returned school committee whoever they are and the home and safety task force again i have no idea who they are i don't make this frustrating your job is to represent us and it's obvious by your actions and emails most not all members you're not doing your job and you're giving your legal authority away to these entities you're deliberately not sharing things with the public that is public knowledge you are continually breaking school code in the pa constitution this will stop get the masks off these children leave the choice up to the parents now in any future event leave the vaccine choice up to the parents and do not contribute to the breeding ground for bullying and discrimination that would be created by telling kids and staff to wear a mask if they
127chose not to get vaccinated the school board's job is to listen to the individuals of the district we're here to keep you all accountable if we do not like the direction that our school is going in you will hear our voices more and more because there's an election coming up for the solicitor your job is to represent the school district's legal intentions interests i'm sorry advise the district's governing body the board the proper operation of the school district and to uphold school code the pa constitution and the u.s constitution i will close with the scripture and comment jesus said there are bound to be things that trip people up but will be tied the person who brings them about it would be better to have a millstone hung around their neck and to be thrown
128into the sea than to let one of these little ones children students luke 17 1-2 i heed these words i hope you all do too i fear god more than man we have to give an answer to him someday i pray that this school and many other schools turn to christ because the only way to find life and truth is in him thank you excuse me before you leave the podium i have a question excuse me could you please come back to the podium just i thought it was after i have a question you uh wait a second i'm confused i thought we weren't doing questions and answers yeah right now so i'm going to ask you a question and you don't have to answer but i'm just going to say whenever you make accusations
129against the solicitor who's totally done his job and this board is approved of all his actions please do not make it look like that he hasn't because he has there was no accusation in my statement that's quite all right we can we can reiterate what i said there was no accusation i was telling him what his job is my opinion thank you you're welcome thank you yeah that's unbelievable shame on you mr oh this should be interesting um this is my first time speaking my first time speaking last month i let mr oberg know i was going to observe um i am a my name is marjorie florian i am a new resident of east findlay most of you know me by chrissy i am a single widowed mother with five of the most amazing
130and beautiful children that i could ever imagine being blessed with i also live on a fixed income due to losing my husband and i was a stay-at-home mother when i lost him so thankfully i was allowed and able to continue being a stay-at-home mom that being said it is my honor and duty as a mother to do everything in my power to protect guide and encourage them throughout their lives i've trusted mcguffey's school district with my children as my parents have in the past with my siblings and i i am a born and raised mcguffey resident brought from the hospital straight over the ridge [Music] i choose to i chose to bury my roots into the mcguffey or into this community by purchasing our new home as we my new home we are so blessed
131to be in last august i have been a taxpayer for the district since i began to work at the age of 16. i am very concerned with the district uh with the decision direction of the school um direction excuse me direction our school district has decided to make i've always watched mcguff as i've watched mcguffey through the years things have obviously taken a turn downhill with no fault to many of the dedicated honest and wonderful teachers and staff at mcafee that have gone above and beyond countless years for not only my children myself but who have held a genuine interest in what's best for all of our children i am eternally grateful for the love and support not only the school from the school but the entire community when i lost my amazing husband and
132the children their father i find it necessary more than ever for me to become more involved i feel it is my duty and it is my right to be heard and you will hear me whether you like it or not i am a voice for my children for your children and those who do not have time or confidence to do what i am doing today i've kept quiet sat back and observed what has and continues to take place all around me i got more involved the moment i realized that our children's best interest is not number one and is lacking in some minds my children along with their classmates have absorbed the consequences of your decisions you began to make starting last spring i've been forced by your baseless decisions to in turn make my
133own decisions regarding the health and well-being of my children i never expected to have to completely withdraw all three of them from the district i homeschooled my three children paid that out of my pocket that month i ordered their books the month i bought my home and i had already put down thankfully i had the money thankfully it came in god being and now we're here in turn i've turned their everyday life into something out of the norm for all of us i love my children with every being in my body and i will be damned if i sit back and allow the school or any other entity to tell me to cover their faces with a piece of cloth that absolutely does not by and does does nothing and makes other just to make
134other people feel better about their health i nor my children are nor will ever be responsible for other people's health and at the level that is trying to be reached these choices are mine as a mother as a free american there is such thing as an immune system we all have one for now vaccines are killing some some are stronger than others there are ways to improve the one you have been given certain vitamins and smarter choices helps drastically god is amazing in his design if the district really cared about the well-being of all of our children the food they serve would be better but that is for another day our health starts with what we put in our bodies it starts at home with what we all put into our bodies i'm sorry i
135try my best not to feed my children junk high carbs and sweets are poison and the industry industry knows it man excuse me put your time's up but i'll allow you to continue thank you sir when you follow the demands to follow cdc recommendations that in turn you get a kickback that is that is where you go wrong in my book i will not abuse my children by putting anything on their faces restricting their breathing to support money coming into the school the studies that have been recently conducted on mass proves all of our greatest fears children are being restricted of their oxygen therefore causing headaches an ability to concentrate raises the chances of other harmful diseases and illnesses to develop and enter their body putting our children at risk whether physically or emotionally from
136a mask and social distancing from asking social distancing and following the recommendations not a law is unacceptable to me as their protector at the least it should be at the parent's choice the governor's orders have been distinguished the american people have spoken whether you believe the facts or not the science is behind us i hope in the future your decisions are made to reflect your oath that you took as a as board members my children want to go back to school the choices that you as a board have made did not allow them to live a life they see as normal i will continue to protect my children from the poor decisions made especially when we are being told our voices our our voices don't want to be heard whether or not you care what
137our community has to say you're going to hear it thank you thank you can i introduce frank this is frank r shambo i just don't remember the township right donegal dun down frank r chamberlain dongle township the beginning of the business meeting i heard a lot of language about uh rural regulation policy what we're going to do um and it occurred to me that the language uh indicates that kovit is all over i have a question for you where did it go someone's words brought it in now someone's words takes it out you put us through hell for a year and a half where all the biohazard bins around the around the school those kids were wearing masks you mean to tell me they breathed in those things snot and arm for eight seven hours
138a day what did they do when they got rid of them throw them in the trash there's not a one of you they can't wait to get someplace else to take your mask off because you don't believe it to begin with none of you do happened to colvin did it just disappear [Music] spoke of investors the key word the operative word for essers is if if you want the money yeah what do you want the money for or who do you want the money for our language is all we have your job is education all we really care about is reading writing and arithmetic honest to goodness should just that's all we care about we don't care about social engineering or re-engineering we don't care about any of that stuff all we want our children
139is to be able to think critically make wise decisions those decisions are not made based on what they feel every one of us adults who have made decisions on what we feel have regretted it every one of us that has made a decision on what we feel we have regretted it if you're gonna teach it you're gonna put that crap into our kids that's the answer is no thank are you good evening good evening good evening lisa franz morris township can you pull your mic down a little bit please lisa franz morris township good evening i just want to say i've been coming to these board meetings for 13 going on 14 years don't take this the wrong way this there's a for those of you who are on virtual it's about standing room only

142a positive in this year of negatives amen secondly i do have a suggestion for next year because i'm always thinking after the students march off the field have them go directly to the concession stand to get their diploma folders open up both windows and break the students into two lines like they do in the auditorium after the inside graduation that way they can get their diplomas then take their pictures and staff who i used to be one of these who are handing out the diplomas won't have to wait so long for students to walk up to the school and get their folder that has their actual diploma in it sorry john franz we just took lots of pictures sorry to uh jen ramistan who had a late night that night but truly thank you so
143much for making that happen and i look forward to many more and have a great night and stay safe thank you thank you thank you roger now you have a few attendees in the audience i'm sorry if you if you're an attendee in the audience and you wish to speak during public participation please use the raised hand function i've drank two of you thank you appreciate it mr leisure we do not have any hands that are raised thank you this comment public comment is now over we'll continue with our regular meeting can i interrupt you for just one moment please yes you may mr leija i just want to take a moment to thank you personally for allowing those people who went over their time to finish yes i think that shows one thing i

147her first year that's my idea that's correct on it we started that with the band 12 13 years ago we went and i would love that when i was a kid that's correct yeah but she's she's on the ball she's doing a great job i have a motion to approve a two-year agreement with caring foundation to facilitate highmark caring place grief groups at mcguffy school district elementary and jay walker second i have a motion in a second any questions on the motion all is in favor signify by saying aye aye aye opposed ocean passes motion to approve western area career and technology center amended articles of agreement as presented second i have a motion in a second any questions on the motion i do what are the changes there are no changes actually this was
148uh asked to be signed two years ago okay the articles of agreement and it just was not oh and they realized that there was something i thought i was missing something through one of them thank you i'm glad about that i just wanted to know exactly what we were putting in writing i agree with you i was kind of wondering myself all right i have a motion this second any more questions all those in favor signify by saying aye aye close [Music] motion passes approved to declare the heart court collection textbooks in the second grade a j walker classroom as unused and unnecessary and authorized disposal of the item second i have a motion in the second mr group you let me down um any questions on the motion not so much a question but
149i've had several people from the community ask me why this is on here so just for maybe some people who are newer to participation could we explain why we have to vote on discarding textbooks sure so there's a provision in the school code that states whenever there's school property that's being disposed of whether by auction whether you know by any other means that there be some board resolution which traces what happened to that property so that if two or three years from now people are looking for those textbooks and they were given away and no one knows what happened to them you could go back and look at the board minutes and see what happened and what happens to the discarded materials so it depends i mean if they have value they can be sold
150or they can be donated so it's kind of a case-by-case circumstance depending on frankly the value of those textbooks in some cases the market value is not going to be terribly high if there's been a replacement but it may provide a circumstance where you can donate them to a school for whom it would be an upgrade okay did i answer questions thank you for doing that i i have a comment on those we voted one time to discard a broken typewriter that couldn't be repaired so all items that the school is going to get rid of that we paid for with taxpayers money you have to vote to discard yeah and i appreciate you taking the time there are just some people who have been newer to participating in meetings you didn't understand the process
151so thank you thank you just to let the newer individuals realize this is a doctor i mean mr group's pet peeve he loves us all right uh i have a motion a second all in favor signing papa saying hi opposed hearing none motion passes did i understand nope dr ellenberg is there necessary that we have an executive session one second yes i'm sorry um a couple of things um that i wanted to to do before we went to executive session one i'd like to make a motion to remove the masking requirement from the current health plan or return to school plan i think we so my motion is to amend the existing plan to eliminate masking i second emotion i have a motion and a second any questions on the motion any questions from the
152public any questions from the public on the motion what is the motion the motion is we currently have a plan that requires my squaring until i believe it's june 28th and because we tabled the new plan the old plan will stay in effect so what effectively is happening is we're being asked to change with the plan that's currently in place until the new plan is adopted and zoe has made the motion that there be no longer a mask mandate and we have a second is that effective immediately the effect yes i would do you need to amend that effective immediately any more questions on the motion any questions i have a comment covet is going right next to gravitas one year from now it will be another word that america has forgotten solid kills thank
153you all those in favor signify by saying hi opposed hearing none motion is passed and there is no longer a mandate to wear a mask in montgomery school district thank you also one one person who had commented had asked for the board to reopen and revise the facility usage policy i would like to request that we um bring that forward at the next meeting so that we can look at it thank you and then one final thing i'm going to pass this around to everybody um this is i'm going to read it first and then i'll i'll get from there i had typed up a resolution that i would like the board to consider whereas the mcguffey school district's mission is to empower could you wait a second get these all passed out sorry that's
154right whereas the mcguffey school district's mission is to empower all learners to grow and excel in partnership with the community and its vision is to be a progressive district cultivating continuous learning through multiple experience and pathways and whereas pursuant to mcguffey school board's governance standards and code of conduct including modeling includes modeling responsible governance and leadership and representing the community while understanding our fellow residents have entrusted us with the advocacy for and stewardship of the education of the youth of this community and whereas in accordance with mcguffy's unlawful harassment statement and policies the district believes that all stakeholders board members administrators employees and students should enjoy a working environment free from all forms of discrimination and that shall be the policy of the district to maintain an employment environment in which harassment in any form
155is not tolerated and the district prohibits all forms of unlawful harassment of board members by all board members district students and staff members contracted individuals and vendors and volunteers in the schools whereas mcguffey's comprehensive plan identifies education as a shared responsibility requiring the commitment trust and participation of staff students family and community and now therefore be it resolved by vote of the members of the mcguffey school district board of education at a dually called meeting on june 17 2021 the mcguffey school district board and mcguffey school district in pursuit of the aforementioned goals and objectives will not implement critical race theory also called crt in our schools not under that name or by any other name nor will we be using the 1619 project in our schools not under that name or by any other
156name resolved the 17th day of june 2021 by the mcguffey school district board of education at its regular meeting on the same day critical race theory and the 1619 project are in direct contradiction to teaching historical facts 1619 project wants to reframe history based on feelings not on fact for example teaching that the patriots fought the revolutionary war in order to protect slavery and keep it existing we all know that the patriots fought the revolutionary war to create a free democracy critical race theory is a danger it is meant to create division and dissension in our local community where we've never had never had in the history of mcguffey dissention division based on race of any kind so i am asking the board to consider passing and if i need to make an emotion i
157will a resolution stating that we as a district will not in any way teach crt or 1619 project or it's its tenants in any uh by any other name is that emotion i can make it do i need to make an emotion well yeah i mean it would have to be a formal motion what i don't know is whether or not your policy i guess in the past you have just sort of added emotions on you don't have a new business piece so um my only question was whether or not it would come now or at the end of the meeting but you know it's up to the world we don't really have to read it and then let it it's not a policy it's a resolution it's a resolution okay so i i think
158the board's free to uh consider it and vote on it if you're ready to do that now or if you want to table it to another meeting that's uh that's at the board's discretion did i hear a second i said why didn't make emotions let me make the official mission i make a motion that the board passed the resolution to not implement critical race theory also called crt in our schools not under that name or by any other name nor will we be using the 1619 project in our schools not under that name or by any other name i second emotion i would like to enable this promotion in a second i have i only have one you know how you and i have had this discussion you know i feel i'm with you on
159that okay but when you say by any other name and i think lenny brought up the point that she feels that seo is that sel we are required by state law to teach but seo and i have said this even to to nikki um she and i have talked about this sel and critical race theory are two completely different things okay um they are not and i did not include seo while i may not necessarily be a proponent of scl i do understand that the district is required to offer it not all students we're not there right now and i agree with you okay i have a motion could you be repeated zoe please [Music] i think carl has a question i would like to tell you i'd like to make a motion to table
160this until the next meeting it the month delay will not affect the curriculum in any way until that time i'd like to see a copy of that second mr group made a motion to table and i have a second for mr schreiber you want to see a copy of the resolution i want to see a copy of the resolution and i want to study it a little bit i think paul wants to see what zoe just read i think he said he wants to study it a little bit i mean i'd think there is an urgency this is my opinion but if you've listened to any news this is all over the united states and we need to act on it i'll have an order yeah okay we have a meeting in session please respect
161that we're in discussion we have a motion and we have a second and zoe could you please repeat your motion i'm sorry we have a motion at the we have to make the motion to table we have to vote on that right now so all those in favor signify let's have a roll call vote please this is voting to table loading the table no you're going to vote on the motion first no you get a vote on the table in first place what's your name please let the school district handle their businesses aboard at this time no no mr haynes no mr hardin yes mrs jackson no mr laser i apologize but the motion is or or not table table i vote to table miss jingle now [Music] five three five yes three now so
162the motion is tabled until the next meeting this will give time for all the board members to review and research i will send you mr group and i'll send everybody an electronic copy thank i could enter if you could send that to laura in the form of a word document because we have a book with resolutions and she can number it no that's all i have thank you i don't want to read it uh dr do we have a need for executive session mr leisure we do have need personnel so moved i have a motion to go section in a second to go to executive session for personnel and potential litigation i'm going to plan that as of 8 45 we're in executive session at this at this time i'm going to end the meeting
