001one please stand for the presentation of our colors do we have no okay Carol can you start off us us off please I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you please be seated okay agenda item 7.1 public testimony during the meeting of the Board of Trustees members of the public have an opportunity to comment on items that appear on the agenda regular or special meetings or items that do not appear here on the agenda but are within the subject matter jurisdiction of the board of education on each agenda individual speakers shall be allowed three minutes to address the board on each agendized item the board shall limit the total time
002for public input on each item of no more than 20 minutes speakers may not yield or donate any of their speaking time to another speaker with board consent the president may increase or decrease the time allotted for Public Presentation depending on the topic and the number of people wishing to be heard the president may also Poll for speakers for or against an item and may ask that additional person speaking only if they have something new that hasn't already been addressed by a pro prior speaker the board shall not prohibit public criticism of a policy procedure program or Services of the district or the act or the omission of a board speakers are informed that the opportunity to address the board does not confer any privilege or protection from expression beyond that otherwise provided by law
003okay we have a number of topics we try to organize it a little bit here okay first Speaker has to do with public testimony that's all we have is Megan Garcia we have a Megan Garcia hi good evening board memb superintendent and Community I'm here as a parent in the community with a kid that attend Starlight and Elementary but more specifically I'm here as a queer pan with the multiple instances within the District of trespassing and the vandalism with no action or acknowledgement from the board it shows that honestly you don't care you don't care about my family or my community safety that you don't care about my son who as a child of two moms in second grade has already been bullied and not only that has been assaulted with little to no repercussions
004for the other child within school it shows that you don't care about your teachers who are being harassed and threatened and because of that it's only a matter of time before we lose all of these amazing teachers and become like Chino Valley who has so many Open Spaces because the teachers do not feel supported by the district or safe and all for what well what are these teachers being harassed for for teaching the state manded curriculum to include diversity through S sp48 because they have a pride flag to show that they are a safe space a flag that some are so scared of for no reason other than hate here's a little lesson the pride flag a flag that stands for red for Life orange for healing yellow for the sun green for nature the
005blue for art and this for Harmony and soul the purple and this flag specifically for people of color those who died from AIDS and our trans brothers and sisters no matter what your stance is on the LGBT community the actions of these adults are unacceptable and need to be spoken out against by the board if you have things if these adults have things to say and opinions we have the ability to speak here we can call in we can email we can even go to our school offices or the district and have have an in-person meeting yay to no more quarantine and all of this can be done without breaking the law because Gods know that if this would have happened with say a crucifix someone broke in and pulled down a crucifix within a
006classroom outrage there would probably even be an arrest by now because it is recognized that thetion of the religion is considered hate but for my community for the LGBT community it's just pushed aside thank [Applause] you next speaker for agenda item 7.0 public comments Sonia good evening board members your silence says everything we need LGBT TQ families students staff teachers to know that they are safe here not speaking up about the vandalism and the classroom break-ins not giving updates to the entire community and not taking action says we don't care at the last board meeting you thank parents and families that came and spoke what about those that are afraid to come is that the reputation that you want other families feel welcome I saw Miss Williamson wave to their group over on this side
007of those of the room and I understand that they formed a part of your campaign but we want to extend that welcome to everybody not just one side and I think that's overall message that we want to send here as a as a district people feel threatened people feel unsafe in the schools and that includes students that includes teachers and that includes staff Mrs kakish confirmed in a statement at the last meeting that there are no plans to adopt a parental notification policy and we hope that that in fact is the truth but we do want action in regards to some some of the incidents that have taken place you have the ability to find out who broke into a classroom and if it wasn't really a Breakin that teacher Miss rice still feels very
008threatened she still feels like she's not safe there is still no update for her and that's not fair to her or her students that are in that classroom and the same goes for the vandalism that took place one of the things that we've repeatedly asked for is for a safe space Not only in classrooms not only at the schools but also at the district so our face committee is put on hold because there is no coordinator yet but we see that daac is continuing on I believe there's plans for dat pack aside from that this is one of the reasons we've asked for an lgbtq parent advisory commit committee so that their voice feels like they are being heard we know that the board meetings are not the place to have these discussions like let's
009have an honest discussion where both sides can say this is what we need this is what we're asking for what is realistic what can we do what can can we plan towards all we ask for is transparency and we ask for something to be done thank you next speaker again agenda item 7.0 public testimony Vanessa Luna good evening board members so when all this happened in Miss Rice's class my child is in that class not only do I not feel okay with you guys not following through with the emails that I have sent in regards to it to make sure that this doesn't happen how do any of you know that whoever took those pictures didn't case the classrooms to see a quick way in and out not only is it going to happen but
010you're allowing it to because you are not defending these teachers you not making sure our students are safe just before those pictures were sent out my son was in an active shooter warning at school these kids were in an active shooter drill the day before when are you guys going to wake up and figure it out it's not what he wants what she wants it's what's best for these kids Jeff Brown you have no business being on the board you're in a group that is allowing these people to manipulate the community talk with so much hate and disregard for these teachers and it's not okay I don't understand why when I asked SRO I've asked police officers has anything been done I've talked to you myself Mr Brown nothing has been done nothing has been
011said you guys send out parent squares all day long oh we're with fundraising oh we're this help us out help our students out help these teachers out because pretty soon guess what it's going to be Hazard to pay for a job like this and it's not fair their job is more dangerous than a police officer is anymore they're going to schools wondering okay is this the last time I'm going to see my family with all the school shootings who cares if they're flying certain colors who cares anybody you guys care why okay you need to address the board please why are you going to care if it's somebody who goes in there and shoots all these kids and if it's somebody from the lgbtq plus that saves your child would you guys still hate them
012then would there be such a a disregard for that Community I think you guys need to re-evaluate how you guys deal with your students safety and precautions and the teachers because it's not fair this is the second time I have a kid that's 25 this is my second time ever coming to a Schoolboard meeting and it's because both times my child's classroom or school or teachers have been harassed and violated you guys are going to lose really good teachers because of your guys's ignorance and it is [Applause] unfair okay next speaker just the first name Dena this is on campus safety um I am also here to speak about campus safety um my husband is an SRO with another district and he cannot believe that nothing's been done it doesn't make me feel safe with
013my kid in the district that somebody can go in and harass teachers um I agree with the other speakers I I think that we're going to be losing good teachers I know that there are many who don't feel safe they don't feel protected and I feel like it's because of the community that they're trying to represent um I know that my daughter was at the high school she said that at kids were harassing one of the teachers that had a pride flag nothing was done so this kind of stuff is frustrating I don't care if a teacher has a crucifix or a pride flag everybody should just be safe so that's all I have to say thank [Applause] you okay I'm gonna assume this one's also under safety David Diaz restroom policy good evening I'd
014like to just address some things that were brought to to my attention as a concerned citizen as a pastor as uh someone who is actively involved with young people in my church in the community uh I'm very uh concerned about the PO policies that are being allowed at Bowmont unified U particularly uh letting uh kids who identify as something that's not their um gender or uh birth gender uh and then being allowed to use the restur room I mean look as a parent uh I last thing I want is for my sons to go to school and be uh scared or confused about when using the restroom that a girl is in there when it's supposed to be a boy and so I just want to ask that you guys um really look at that
015uh because quite frankly I don't feel comfortable with my sons being at a school knowing that a girl is going to be using the restroom and that's a safety thing for me not only that the word of God says that in the beginning God created them male and female and I want to just make sure that we go back to what we originally did Bulma UniFi is a great School District but it's veering off and I just would like for you guys to uh consider doing something a policy that would protect our children in that regard thank you next speaker has to deal with an incident at on April Jonathan valenia Johnny Johnny hey how y'all doing um okay so back in in in April of this year my daughter was involved in an incident
016me and my daughter on the property of Starlight Elementary I brought this to the school board I had called them brought it up went through all the channels took it even to the principal the principal told me there's nothing quote nothing they can do you're telling me nothing you can do that exists on your property I mean I even called the police I try to deescalate the situation get myself out of there for the protection and safety of my daughter now I I know you guys have cameras on that school are those cameras just toys they're just sitting there they don't record I asked for the recordings I've never received them if someone's going to commit a criminal activity I was taught hey they go to jail if I did it if I committed a
017criminal act I'd be in jail I wouldn't be standing up here here I'd be straight up behind bars everything like that it frustrates me because I watched all this happen it frustrates me because when I brought it up to the Bowmont PD the officer did not want to come out and I now have to take that also to a city meeting now what the solution it seemed like was that Starlight just closed the parking lot and when I brought it to the when I tried to take my daughter out of that out of that school and I enrolled her in a different school district and now she's back at this school district my they did not tell me and I sat there with the principal and the attendance person multiple times and when I transferred
018my daughter I asked three times three times I've asked them when I sat there with them do I need to sign anything is there any paperwork no you're good come to find out later there was paperwork that needed to be signed where's the accountability on that I mean as a parent I know most of you are parents and I know most of everybody who standing behind me as a parent I know any accountability should be held on someone because I build for a living I'm a union carpenter if if something broke down I'd be in a whole lot of trouble and I built things from Loma Linda's medical tower that saves people's lives every day Sofi Stadium to even the river biggest County uh Correction Center in Riverside down in India I'm proud of what
019I do but it frustrates me that the fact that this was allowed no one was held accountable and it seems like everything's getting hushed up that's not okay that's not okay for that to happen and for a principal to tell you there's nothing we can do uh it happened on your property most most principles reported two different incidents back to back happened on that property thank you next speaker 11.1 topic Glen View High School teaching staff BTA rep Yuri Sanchez hello good evening I am speaking on behalf of Glen View staff in in um regarding our or the proposal for the addition of three classrooms onto the Glen View we just want to make our opinion or our um issues known to the board and some considerations that should be taken in account while we
020undergo this process so Glen View staff and students deserve better than dilapitated and inadequate facilities millions of dollars have been spent on construction BHS Ting the stadium and building new district offices while glim is consistently ignored the current facilities are literally crumbling around us we've had mold infestations spider infestations leaky roofs that caused classroom ceilings to collapse classrooms going on two years without air conditioning heating water shut offs and an office floor so neglected that when repairs were scheduled to be done contractors marveled that no one had fallen through the repair or through the floor yet and yet that's just a name a few you would think these events occurred over the years but this all occurred last year and as of now we are bracing ourselves for what is to come we have an
021unusable classroom at a time when Glen's population is growing yet we are limited in our growth meanwhile we have students and staff that are sweating or freezing in classrooms without working AC or heaters or in proper insulation the district has told us that they view they want to expand Glen View they want us to serve more students but while we the staff are willing the goal is compromised by lack of classroom space not enough teachers and the poor quality of existing facilities adding a few Portables is not going to fix the problem what good are three additional classrooms when the rest of the school facilities are falling apart would you and good conscious send your student to the school that's literally falling apart what about our lunchtime when students only have 20 minutes to get
022their lunch with one nutrition worker to serve them would bring in additional 25 plus students without increasing our resources helper situation what do we do when we have extreme weather conditions and our students have no shelter to take refuge or when classroom ceilings are are continuously being repaired while our students are inside due to the extreme weather conditions where do we go we go nowhere and we do nothing because we have nowhere to go and no one to help us it's ironic that a district that promotes Equity is not providing some of the most academically vulnerable students the tools they need to succeed starting with safe facilities our students and staff are well aware that they themselves and our site are largely ignored students know how IND dious repair our facilities are and that repair
023work noises footsteps on the roof open ceilings exposed duct work is just part of the norm yet they still show up why because they are happy to be with us and they know that we I Glam you don't forget about them while apparently everyone else has while everyone else has given up we have not we understand that not all students thrive in a traditional academic setting we are here to provide an alternate setting we understand thank you thank you next topic 4.0 surveys Mr sta BBY hello board hello EV I sent you guys in an email last week regarding the surveys and egg code 5153 I also sent it to Evan Evan we did go back and forth sorry I didn't get back to this last time I was still discussing it with several people
024um 5153 um let email School members I did not I did get a response from Evan um and he responded with five1 938 and 51 938 is for sexual health education and any surveys that may be there um with this email I received three surveys first there are demos I will not believe anything but the actual questions there's too much going on to me to not have the real thing too many are data Gathering questions that are that are not the schools and or the government's business and again I need to remind you that there are kids not the government's 5153 states that you need my permission to give these surveys Family Life questions about parents or Guardians uh morality are specifically stated I did email you 5153 was written for surveys only 51 938
025was written for health education they are different um I believe that the code is code is clear and needs to be followed have a good night [Applause] okay now these are put together as one topic and that's parent write notifications we're gonna start off with Stephen idiom item hello thanks for uh the opportunity to speak here today I'm not a parent I'm an uncle I got an easier job than all of you and the teachers and the parents uh but uh I am a concerned Citizen and I'm here because I support a parents right to be fully informed and continuously updated as to what is taught to their child what literature and other current uh content is made available to that child any counseling that a child receives from the school any behavioral changes uh
026including those of a sexual nature uh such as changing uh their changing or questioning the agender ID or U that an educator becomes aware of uh and I absolutely believe that it's the parents right not the educators or any other professionals or the governments to play the greatest role in shaping their own child's value system and character and like I said I'm not a parent but I am a voter and I'll be supporting uh and voting for those who stick up for parental rights and who have a track record of supporting them thank you again for the opportunity to speak [Applause] next speaker Heather Riley parent notific ra excuse me parent notification AB 1078 good evening board and superintendence my name is Heather Ry I do have three students to currently enrolled in our district
027as far as parental notification policy I feel it would be advantageous to adopt a new more current policy that includes informing parents on all situations whether it be gender change Suicidal Thoughts depression etc etc that way we do not create tension between the teacher and the parent because that is the greatest advantage that we have as parents and as a school district is creating a relationship between the parents s and the teachers to for the students best achievement if we don't have that trust between the parents and the teachers we don't have much in addition I would like to address AB 1078 I know our governor just recently signed that bill yesterday and I'm kind of to be honest I'm kind of disappointed that our school district did not write a letter or a a
028resolution to our state legislature or our state legislators opposing that bill because that takes away our power our school local control our school board's local control so in the future I would like to see our school board be more active and proactive in maybe our current bills and the policies that are being put forth in the state whether or not the csba is supporting that or not I would like to see our school board be active play an active role in that thank you very much thank [Applause] you next speakers parent notification policy Blair linday thank you for giving us this opportunity um I just want to start off with a a few things to just remind us about who we are and who who's responsible for what and in the Bible it says that
029the children are a blessing from the Lord It's not a blessing to the school board it's not a blessing to the state it's not a blessing to the teacher but to us as parents they are a blessing and I have two grandchildren who are getting into the age of being into the schools district here and I just want to make sure that they and their parents have the rights that they need to have that are given to them by God so one of the first things I want to mention is um we as parents are responsible for our children and the state makes us responsible for those children they are not allowed to make certain decisions based upon how they feel or what they want a perfect example is driving if they they want to
030drive who has to sign for them to drive and get a license who has to get them Insurance who has to provide them the car it's us and I also want to point out one time when my daughter was uh delinquent and she was tardy and didn't show up to school quite a bit I was taken to court by the school district and they told me said look if your child doesn't come to school we're going to make you responsible for being with her in the classroom so you know we're made responsible but yet I'm not we're trying to make the parents not responsible and know about changes that their children are going through while they go through school and I think like the other person said there's a conflict between the teachers and the
031parents um when my daughter was going through school I remember being able to go to my teachers and say look she she's not going to school what can I do and they said I'll call you and let you know that she's not in class so these are how these things work together and we can make our children my daughter is doing wonderful now and so she is a productive person in society because I took the responsibility for her education and her welfare and learning things so it's important and so I want you to encourage you to think about that also that we do have as parents that responsibility and the last thing I want to bring up is this concept of uh non-biological females or males going into the opposite sex restrooms um when my
032daughter was growing up I didn't have to worry about that I didn't have to worry about those issues and now I have to worry about that for my grandchildren my granddaughter my grandson and I ask you to to Not Bow into some of these things that are just not right thank you parent notification policy again we have Clarissa hassing Hussein Hussein good evening school board members we're so thankful for this opportunity and that we have a country that we can still do this there's so many countries this isn't afforded to us and I'm here um my husband is a pastor in the community I work as a court certified interpreter for the Court of California Riverside County I work at trial interpreter court and we see a lot of children that are the product of
033um the sexual abuse in their homes and the repercussion of that is mindblowing um with the situation that's happening right now in Starlight element M where children are allowed to now um from what I understand use the other restroom this is devastating for children that have been abused this is devastating for their place of safety where some of them come to school and they look at school as a place that is a safe zone for them but now they're coming to a place where they're being violated in the most deepest and intimate place the place where they can use the restroom um another thing I want to uh support is you know we're Believers here we're Christians we we're bible-based Christians but at school children are not supposed to impose their beliefs and their religion
034on others um it was mentioned a Cru crucifix a few ladies mentioned well if a crucifix would um there would be repercussions if it was vandalized well this is an ideology that is plaguing our schools it's a religion at best and it is being forced upon so many children that don't believe that they have have no Freedom they have no place of safety where they can say I don't believe this I don't agree with this but now someone else is using their restroom not to mention so many different uh situations that have happened all over the country um with attacks uh sexual predators that um in high school and we don't want to see this happen in Bowmont we don't want to see this happen in Banning um something else I want to just back
035up is the um the parent notification policy that has been brought up a couple times somebody else mentioned it as well I believe a successful public education requires open and honest relationship between parents and schools and Blair who just spoke right now I think he said it best we can be a good team for our children and and ensure that they do well but if we're hiding these things from our CH from from the parents whatever their children is going for they can't they can't do they can't do their role parental rights are among the basic civil rights of man this is Skinner versus Oklahoma they are far far more precious than property rights um something else I I hope you would consider is California voters overwhelmingly support the fundamental constitutional rights of parents to
036raise their children 2023 rasmon poll shows 91% of parents believe that parents not the government has the responsibility to raise their children thank you so much for your time next speaker Ryan Hussein good evening board superintendent thank you for having us um and giving us this opportunity I pastor Calvary Chapel sweet Hills in Banning and uh um God has called me really to share his truths with people uh we believe in the Bible we believe that God has given us his word in order to show us what is right and what is wrong and so I commend you if you are one who is standing on his truths and not buckling to the pressures of society which is happening today and our children are the ones suffering from it the Bible teaches that about fundamental
037rights they come from God our country was based on it they come from the Lord and when it comes between parent and children man has been instructed from the beginning that that parents are to instruct their children we hear a lot about the schools um inter or interfering between teacher and parent relationship but what's really happening it's interference between parents and their children and that relationship has been given by God right where to raise our children in the way they should go and that's a serious thing I'm going to pray for you guys I'm going to pray that God would speak to your hearts and give you the strength to stand for what's right because decisions matter they really do matter and he he is watching he says that everything hidden will be made known
038and so I'm praying for you guys to do the right thing to stand strong we're we're behind you if you are behind the right things and God is our um gauge to what is right and what is wrong we humble ourselves before his word you know who are we to say well there's a different way we're going to do our own way and it's just destroying society and so his laws are there to keep Society intact and so praying for you guys to do the right thing um we love balmont I live in bont we love the children here they need uh our voices they need our protection and so um I hope all of you are are hitting churches if you don't have a church I'm praying that you do come and hear about
039the word of God because it it really is our constitution even above our constitution God lets us know what's right what's wrong and so if you need a good church come on out to calary Chapel and uh where we teach Through the Bible and uh we're also educating our children on what's right not what we think is right not what we think what feels right but what is right in God's eyes okay thank you next speaker parental rights Eddie Bole hello I think you remember me Edy bow not Eddie Bo first to start off um well my three kids went through this school district uh right when three rings Ranch open and uh I just came to support the parents but now now that I hear uh what is really going on here I'm I'm
040kind of appalled at what's happened I have two children or grandchildren that I talked my daughter into moving back from Vegas so they could go to a school district that I believed in and to find out that you are allowing different genders to use different bathrooms this is the first I'm hearing of it and I'm appalled at that I don't know if you guys have sent out ifications to parents but I believe every parent has a right to know everything that's going on with their child in their school and to me that is a major safety issue and um another thing I want to talk about was there's plenty of parents here that could just take their kids out of the school district and homeschool them if you guys cannot stand up and do the
041right thing um you guys all had kids is in this District Mr Mitchell was the principal at three rings Ranch I don't know how you guys are letting these things happen parents should be notified of everything about their kids and that was one thing I stuck up for when my kids first started here I helped start the PTA here parent teacher Association because there is a good bond between parents and teachers and they're all here for the best for their children they're not here to how their word undermined by people sitting on the board and um I would like for you guys to each think about that about these rules that have just been put in place obviously I've never heard of kid different genders going to the bathroom that's a major concern for me
042and I hope you all think about it change mind thank you right next speaker parent rights Natalie moral good evening Schoolboard superintendents I believe this parental rights policy would be a move in the right direction for our district as a parent I know there is no one who would love and care for my children as I would I would give any anything even my own life for my children's safety and well-being can the same be said of the district and this government parents are an ESS are essential to a child's healthy upbringing there are countless studies to prove this parents have the right to know what is going on in their children's lives so that they could best guide and support them when did schools decide that what what went on in school no longer
043involve the parent parent since the beginning of public education what went on in the classroom or on school campus involved the parent a child's education was seen as a team effort between parents teachers and faculty it is common knowledge that the most successful students are those who have actively involved parents who come alongside their child's teacher and reinforce what is being taught in school or tend to any heart issues that need to be addressed that might be causing issues in or out of the classroom how can a parent effectively do their job of guiding and teaching their child if someone else has stepped into that role and shut them out of what is going on in their child's life we each have roles to play and the public school system has slowly been inching their
044way into the parents jurisdiction it is a school's job to educate our children provide a safe place for peer relations and extracurricular activities it is not their responsibility to assist in any issue that would drastically affect or change a student's identity we as parents have sadly and ignorantly lost too much ground in this area but we are drawing the line here the policy that we are supporting simply states that if a school is actively involved in the social transitioning of a minor at school among their peers or if the student is has displayed signs of suicidal intent or if the child has sustained significant physical injury we have the right to know also I wanted to touch also touch on the bathroom policy I live in Bowmont and my children attended the Bowmont Unified School
045District for several years I am one of the parents Who removed their children from this District because I did not trust that they were going to be safely taken care of my daughter was in junior high and having to run across campus Because she didn't feel safe uh changing in her own locker room so she had to go to a personal bathroom just to change for PE thank you thank you okay we have have about five more minutes with um one two three four five six more speakers um but four of the speakers looks like they're all from the same family we have a joose Jose moriel David moriel Emma moriel and then we have a a Gregory an alt and a Thompson I'm going to start I'm going to make an assumption right now
046and I'm going to start with uh Lauren Thompson as a speaker Norman alt as a speaker so Lauren Thompson hello um good evening members of the board apologize for my kids back there it's been a rough night um my name is Lauren Thompson and I'm a teacher I'm writing um to share from my perspective as a teacher regarding the proposed parent notification policy for the issues related to gender identity while acknowledging the complexity of this issue I aim to provide insight into both potential benefits and the backd draws especially concerning the teachers and administrations in this policy I'm going of just kind of briefly um overview some of these things some of the pros for implementing the parent notification policy policy would be inclusive environment um a well structured policy can promote inclus inclusivity and
047respect for all students regarding their gender thank you um and it sends a strong message um that our school values are um values diversity and its commitment to providing a safe environment it would increase student support um and with this policy in place teachers um Can Work collaborate with parents which is I feel like the most important part additionally I'd like to request the consideration of a flag policy within our district especially um specifically I propose no thank you propose um the policy that allows only to display American flags and College and Career Flags within our school premise um this would promote immunity we're all Americans no thank you we're all Americans and um that's the flag that shows us as diverse and um we're proud to be an American um I am a Christian
048I would love to put my Christian flag up in my classroom but I do understand that many um others don't have the same beliefs as me so it's almost like an All or Nothing um if you're going to let one flag in we're going to have to let the rest of the flags in lastly I would really like clarification on the different parental Community groups that we have I'm just a bit confused because we're dividing into many different groups and we're supposed to be a community that's where I'm a little bit confused about the more Community communication that's passed from one meeting to another meeting there's going to be misinterpretations and I'm Hispanic I don't believe that there's a Hispanic committee I'm also white I don't believe that there's a white committee um I'm also
049Multicultural so where's our where's our um diversity in that I'm I'm just a bit confused about that so if I can get some clarification on why we have separate groups rather than coming together as one meeting um talking about those issues together rather than separate thank you for your time okay I'm going to give your three minutes to the parent notification group because you your policies you're speaking of were different so we still have five minutes left on Parental notifications Norman Alt does that work I don't know all right good evening board members cabinet fellow stakeholders I'm here tonight to honor Pam Dietrich Howard France and Frank canid the teachers who saw me sometimes more clearly than I saw myself I'm here tonight because they look past all the things I disliked about myself the
050thrft shop clothes the curly hair the Mr Meo glasses the name never name your kid Norman and saw the good human I was in the process of becoming I am here tonight to honor my commitment to the students who feel seen by me and safe in my space I am here tonight to ask you to remember the law of unintended consequences as you consider adopting a parental notification policy regarding preferred names and pronouns the potential unintended consequences of pitting the school district against the state are beyond the scope of my expertise and my time allotment so I'm going to focus on the potential consequences for teachers students and parents I have been honoring student preferences for years I occasionally experience a momentary disconnect when I hear or see the name on the roster rather than
051the name on my seating chart if a parent notification policy is implemented might I face censure for linguistic muscle memory will I be required to notify parents when a student requests to be addressed by a short form of their roster name a middle name a last name initials I have examples of all of these requests on my current seating charts what about hyphenated last names where a student wishes to use only half of the hyphenate in the past few years bud has invested thousands of hours and hundreds of thousands of dollars on trainings and programs capturing kids Hearts Breaking Down the Walls bar advisory intended to address the social and emotional needs of students as the father of a child with serious postco mental health issues I applaud these efforts and have done all that
052I can and to support them the disconnect between these student centered initiatives and a potential parental notification policy is particularly jarring the unintended consequences of curtailing my ability and that of my colleagues to see students as they want to be seen as some of them need to be seen at this particular point in space and time could be catastrophic if students no longer see my room as a safe space if I can no longer accept and validate them as they see themselves my ability to contribute to the essential shared commitment keeping them alive is severely diminished I mentioned my son a minute ago his name is Nicholas and I fear every day that he may decide that today is his last I don't care what name you use Nicholas Natalie dude or what pronoun you
053associate with him he she they it whatever as long as he is still alive at the end of the day and that is how I feel about all of our kids thank you next speaker Benjamin Gregory parent notification good evening board thank you for allowing me to speak tonight I'm here to speak on the gender restrooms and that you I'm asking you as a a grandparent and as a citizen to keep the restrooms as male and female a male as you gentlemen know how you go to the restroom you stand up women squat there's no there's no difference in that and there should be no confusion in that the devil's the author of the confusion um my granddaughter that's here I wouldn't want her to go into a restroom when there's a male in that
054restroom just as anyone of these women that are in this room if I chose for the day that I wanted to be become a female and I go into your restroom how are you going to feel you're going to feel very uncomfortable how do you think that's going to make a child feel it's not going to make them feel very well and uh you need and you're sworn to protect our children and I'm asking you to protect our children 100% there's no wavering about it there's no compromise about it and don't cave in to the government of the state G Gavin Newsome or the or the California superintendent be the leader of this community be the leader of the state and um listen to your con constituents that have voted for you and put this
055put you into these seats uh as far as parental notification parental notification is an utmost um Duty for each and every teacher that is in this community I would expect that if there's an issue with my granddaughter that they're notified by the teacher my my daughter we'd be notified by the teacher just as if I had the care of my granddaughter for the day and if something happened with my granddaughter or she did something while in the absence of her mother or her father being around I'm going to notify them of what my granddaughter did just as any any parent should do or grandparent should do any teacher should do anybody that's in the supervision of a child it it's it's an utmost Duty for anybody to do that so as I stated um be
056a leader in the community be a leader in the state show the state of California who bont is just as the Chino Unified School District did in the beginning of the of this meeting we said under God keep that oath and don't let that oath change please thank you okay time on that topic has been expended we do have three speakers again same last name it was Emma David and Josiah uh I am anyone opposed out of those three to a parent notification hearing none that topic is closed thank you any other comment cards Carol any other comment cards sitting on your okay public testimony as concluded oral reports report out of closed session no action was taken 8.2 receive a report from student representative haly thank you and good evening Board of Trustees superintendent

066team have put in to organize this event and then lastly I would like to share our excitement for this weekend as uh my son and his wife hanen uh have tied the knot this weekend on Sunday so just wanted to congratulate the couple it was an amazing day on Sunday thank you and that's it Mr President well thank you very much I'm bringing my family photos for the [Laughter] next all right consent agenda 9.1 it flew through flew by blw by did you I can I can yeah the excitement and the distraction right do you want to go back to the calendar if you are okay I'm nothing okay I'll just I'll just mention it I know it's in the report you don't have to read um we just wanted to um make sure that
067you highlight that bont banning student of the month breakfast will be on October 3rd Walk and Roll to school day is October 4th District professional development I highlighted over October 6th on the 19th great California ShakeOut districtwide and Red Ribbon Week will be the 23rd through the 27th and our regular board meeting will be on the 24th the 25th be ready Bulma College and Career Expo thank you thank you m Kish and congratulations again consent agenda items on the consent agenda are considered routine in nature and will be adopted in one motion unless there's a board member that would like one or two or more items pulled do we have any items that need to be pulled uh 9.6 9.6 anything else okay do we have a motion to approve 9.2 through 9.5 I'll move
068approval move by Mr Mitchell second second by Miss Williamson call for the vote cons Senate gent consent has been approved now item 10. one which was 9.6 Mr Mitchell couple questions on ratification I was just wondering what students went to the Maramar Air Show last week and how many attended if you happen to know that other if you don't that's great you can let me know later that was our um law enforcement students at the high school um that was sponsored or um attended with um our law enforcement teacher and uh Boris um and I believe we had about 30 five students attend that field trip thank you um I'm also glad especially since Suicide Prevention month to see the extension of the contract with the Riverside County Health to work with the district on
069issues of Suicide Prevention and opiate overdose prevention at our high school and our middle school so it's great to see that on the consent agenda uh there's an agreement at San gonio Middle School to purchase supplies to paint a mural are students painting that mural or is someone else painting that mural because it was it sounded like it was to for supplies but not for a muralist pain and the if you don't have the answer that's great you can let me know later yeah I don't have the answer to that but we can get that to you all right thank you and um I'm also glad to see an agreement for students in our adult transition program for the opportunity to gain on the job experience at Walgreens so thank you for uh everyone involved
070in doing that that's all that is cool thank you Mr Mitchell do we have a motion to approve I'll think the motion move by Mr Mitchell second by Mr Brown call for for the vote 9.6 which is now 10.1 has been approved special legal discussion items receive a report from Adam Bower of fieldman ROP and Associates regarding the bont Unified School District's election of 2008 General obligation Bond and adopt resolution 20232 24- 08 authorizing the issuance of series one I have a presentation yes good evening president Sanchez superintendent kakish Board of Trustees in 2008 residents of Bulma Unified School District passed measure Z with a 62% support of this Bond measure since then the district has issued eight bond series totaling uh approximately 109 million tonight's board resolution recommends that the board's final Bond issuance
071totaling approximately about $60 million be issued for school facilities tonight we have our district financial adviser Mr Adam Bowers with Filman R in Associates who will present uh an overview of the proposed bond series I Madam good evening good to see everybody and we have this new fancy font which it does look like series one but it is series I I need to work on that make sure it has the cross on the top and the cross on the bottom sorry about that but this is uh multiple issuance the last issuance under this authorization and so our first chart give you a little bit of a market update and uh that top chart looks probably like a lot of financial graphs there but what you're hopefully noticing is that you know during the um the
072coid era rates were all-time lows rates really pushed down the Federal Reserve pushed rates down to near zero and a lot of lending took place rates really started ramping up there in early 2022 if you recall at the end of uh 2021 we heard a lot about inflation being transitory that first Tuesday in January transitory got dropped in the business Arena and Evan just started calling it inflation so even though the FED didn't start increasing rates till March rates started trending up the first week in January in 2022 and that's what you see there you see some ups and downs since then and you can see we've been bouncing around not not at the absolute Highs but somewhat near the highs in recent memory but the chart to the bottom I think is really important
073and what that chart shows are interest rates on the vertical access and years on the horizontal access that MMD the triaa MMD AAA is the highest credit rating a government can receive the MMD is a municipal Market data it tries to look at all the aaa's out there for years 1 through 30 each one has its own interest rate what the green bars represent is a range of interest rates for each one of those years with that yellowish line with all the white numbers near it that rep represents it that MMD as of your agenda deadline and so what you probably notice there is on a short end we're relatively high and at the time on a long end we were average to slightly below average and when you've heard about inverse yield curve meaning
074the shorter term rates are higher and the longer term rates that's an example of it right there actually over the last week or so that started to return to a more normal yield curve isn't there all the way but um that's where we stood as of your agenda deadline so bringing it a little closer to home I've said this to you a few times now and I'm worried about losing credibility but I keep saying saying to you you can't keep expecting the type of growth that you've had especially at 10 billion 10 billion is a large district and you just keep getting it um and so I keep saying this is the last Bond sale for a long time we'll be talking about other things I will not be talking about issuing Bonds in this
075measure and I keep showing up again so I added this box that you haven't seen before to try to regain some credibility with you and that is our projection so 5% which is the highest that we have in the county the about 10 years ago cower State Fullerton did a survey with Riverside County because Riverside County wanted to know the County proper wanted to know what is a reasonable assess value growth factor to use that assumption came in at 4.5 we looked at your assumptions and really pushed it to get to five the first time we did it I I felt like I was jumping off the cliff um and I was really hopeful that things would come in but I had the data to back it up and it turns out you've destroyed it
076every time in a good way and so that's why why we're here that box is the projections reality is just my left of that and you can see all the time you've exceed it sometimes almost three times the amount and then uh to the far right there there's a something I want to pause for a moment and focus on I don't talk a lot about this with you and that is a district statutory bonding capacity every District uh every Unified District gets 2.5% their assessed value and that is your statutory bonding capacity it's pretty much worthless to you until you can get voter approval and so you've received that but one of the things I want to point out is you have 265 million in statutory bonding capacity you only have 110,000 in bonds outstanding
077and your statute of bonding C remains at 154 if you approve this tonight we're about to issue 16 million more and you're not even at your statutory half your statutory bonding capacity you need additional measures to do that what I think that's a good takeaway from you is you have done a lot with what you've asked for from your voters is the fact that you have schools as good as you do and you haven't even issued half of your statutary bonding capacity I think really says something to what the district's been able to accomplish that's a Nuance I haven't spent a lot of time with you on but I wanted to this evening uh so the next slide slide four this is your 2008 measure Z which is what we're talking about and you had
078125 million authorization approved with 62% approval s eight series of bonds have been issued that's why we're in series I now which I I guess we make it nine um and then you can see that that chart what we're showing there is tax rate to the far left again the vertical axis years on the horizontal AIS each one of those colors in a bar charts represent a different series of bonds what that red line represents is the maximum tax rate that we can use on our projections and because of exceeding our projections by such a large margin there's a gap between the bars and that red line that's our capacity to issue additional series of bonds now put a lot of numbers in the slide few important ones a power amount 16, 5,000 that's the
079most we can issue on your authorization without exceeding it and without doing capital appreciation bonds which are much more expensive and we don't want to do those and then you see the next um a few columns down you see project fund these this is the amount that's going be available for your projects and then below that you have the cost of issuance I described to you each time you issue bonds there's fixed cost ass associated with it then the far left is just a debt serice schedule um this one I showed you with the cfds but this one does not have that coverage ratio like cfds too now what we've done is we've lered in series I and you can see it has a red box at the bottom there it shows projected and then
080what you also hopefully notice is we've taken the the bar charts up to the red line and that shows you that we're up against our tax rate there what are you funding and so we've listed here $16 million for the projects um you will know these better than me if uh anyone else wants to comment on those I'll I'll step aside for a minute thank you Adam that's so with the $60 million that we're looking at with this Bond issuance uh that would help us to fund several projects that you have here in this list starting with uh allocating $7 million to the Glen View High School this is uh a site that we're looking at adding and expanding uh classroom capacity this is about three classrooms and restrooms site work Ada work uh infrastructure
081work and um also bringing up the up to code several of the existing infrastructure and buildings this is uh three modular buildings on a permanent slab really being a permanent buildings the second project is allocating 5 million to nine schools this nine schools includes also Glen View and this is upgrading their heating ventilation and air conditioning uh this is the installation of the heating and and U and ventilation systems infrastructure retrofitting and installation of the systems half a million dollars or half million dollars is to submm Trail schools and this is to mitigate wind that this school is experiencing with some wind screening and another half a million dollars to uh just overall districtwide projects that have been completed in the past and and that need certification this will allow us to move forward with
082future projects as we um uh upgrade different s several systems and also move forward with our facili master plan this is a state man mandated requirement and the last $3 million will be allocated to Palm innovation academy this site doesn't have a formal kitchen an era for serving this will allow us to bring a permanent building install it on a permanent laab that will allow us to serve and um and serve and prepare food for our students that's M total about $60 million as far as our schedule goes should you approve this evening that resolution of issuance which allows District staff to move forward within the parameters of the resolution um we would then be able to price the bonds on around uh the 4th of October this is essentially our IPO for the bonds
083this is where we seek investors to buy those bonds and then on the 25th of October or when counties counties money would be available the county and you can requisition to receive those funds when you need them for projects so that concludes the slid we prepared I'm here for any questions as well thank you board members have a question a clarification well you did an excellent job thank you great thank you good to see everybody okay all right do we have a motion to approve issuance of a bond or selling of a bond moveed by Mr Brown second by Miss Williamson discussion hearing none call for a vote okay go forth and [Laughter] multiply agenda item 12.1 adopt resolution 2023 2407 regarding the Bowmont Unified School District's athletic department philosophy I'll move approval move by
084Mr Mitchell second second by Miss Williamson discussion hearing none call for the vote item carries Human Resources approve a temporary revision to the certificate substitute salary schedule we have a motion I'll move by Mr Mitchell second second by Miss Williamson discussion I know this says temporary but it look like it's becoming a pattern call for the vote item carries agenda item 13.2 approve the certificated Personnel assignment order listed on on the report dated September 26 2023 you have a motion move by Mr Brown I'll second second by Mr Mitchell discussion hearing none call for a vote the order has been adopted agenda item 13.3 approved the classified Personnel assignment order listed on the report date of September 26 2023 do you have a motion approval move by Miss Williamson second by Mr Brown discussion hearing

090community and we want to hear what is said so I appreciate that I will say this is these are some of the things that I've heard as a board member um people like to tell me what what their experiences are in the schools and this is also what I've seen um are things like as soon as I call the school um they they they have an answer for me or before I can even ask our school sends out parent communication um whenever I've reached out to the the teachers of my children that are in the district um I've received very um prompt communication as well I just think sometimes um maybe um we can look at the negative and forget to see the positive and um so um there there are so many good things
091going on here in Bowman I think it's a lot for us to be proud of and and um my aim will be to continue to highlight those things um also as well to deal with any issues that that arise but let's not lose focus of all of the positive things that are going on here um I'm sure I could have said that said that better it it it is sometimes nerve-wracking being up here and hoping you say all the right things at all the right times but I hope that the heart behind that came through that's understood well um I want to thank Rings Ranch for the invitation to judge bulletin boards I wish I could do more of those things during the day um please don't stop inviting me um it's it's nice to
092know what's going on out in the schools and since uh May's got to have a Shameless plug hers is way more exciting than me by a landslide but um bont High has an Esports team now and um my son who is isn't able to be an athlete for many reasons is on the varsity Esports team and so as a mom I'm so proud um he gets to experience that his senior year and I also get to experience it with him the senior year is part partly for parents as well we all know that and so uh that's that's really exciting and it's been exciting to see him coming home and and just excited to be a part of a team so I appreciate that it really gives students a chance to do that that um

094because I knew it was the end of my obligations to them um so it was with disappointment that I heard about Governor Newsome signing a1078 California school boards Association which we are members of continues to oppose this bill which in my opinion is another example of Sacramento's attempt to expand state power over democratically elected School boards local school boards I also hope no one confuses my opposition to ab17 78 to anything beyond the issue of local control through the Democratic process and in regards to the Democratic process I heard tonight some speakers apparently believe that school boards make laws in regards to restrooms to be clear Senate Bill 760 is a law passed by the California state Senate and signed by Governor Nome that allows gender neutral bathrooms that was not a law passed by
095balmont Unified School District Board of Trustees and that concludes my report thank you Mr Mitchell excellent report Mr Mitchell I'm not going to say anything else I think the last two reports were perfectly stated and I'll just dig oh okay with that the business of the Board of Trustees is concluded at 7:33 go
