001please stand for the presentation of the colors detail hope right change post colors freeze that colors to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all oh freezing arms order arms return right place forward Arch excellent thank you please be seated [Applause] okay agenda item 7.1 public testimony during the meeting of the Board of Trustees members of the public have an opportunity to comment on items that appear on the agenda regular or special meetings can hear you move it closer or items that do not appear on the agenda better within the subject matter of the school board the board shall limit and allow three minutes to address the board on agenda's item or non-agendized items the board

002shall limit the total time of public input to no more than 20 minutes speakers May yield or donate any of their speaking may not donate any of their speaking time to another speaker without board consent the president may increase or decrease the time allowed for Public Presentation depending on the topic and the number of persons wishing to be heard the president may also take a poll to see for those who are against or foreign issue and take that as it helps we have some common cards here first one Mike Lara from message from the city and City of Beaumont um good evening president Sanchez honorable members of the board Mike Laura Beaumont City council member and your very own City liaison I'm here this evening to brag a little bit on your students if I

003may um Saturday August 19th we all heard on the news where hurricane Hillary was was coming in uh hadn't hit landfall by the uh Saturday morning anyways I was at the city yard picking up some sandbags in preparation for the uh the event and we had a couple of City staff members there that were film bags and I there was down towards the end of that that was about 9 30 in the morning they went to go get more sand then pick up more bags not enough staff members at that time to put a dent in the number of bags that would probably be required throughout the day so I reached out to the gentleman you all know I'm sure Mr Bruce mural he is in charge of the interact kits he in turn also

004reached out to Chris Harwood who has a scout troop and within two hours they had a group of students that were assisting City staff where they filled over 3 000 sandbags for the residents of Beaumont so I just wanted to make you aware that you've got students out there that are partnering with the city we appreciate it very much we appreciate the relationship that the city has with the Beaumont Unified School District and we just look forward to more events that we can do together and I just wanted to go ahead and brag on your students for that thank you very much for your time this evening thank you Mr thank you [Applause] next speaker Henry and Ruby Hartley on teacher supplemental curriculum you may begin when we enroll our children in local public schools

005we are under we are trusting that the teachers that have been hired will be following the curriculum that has been approved by the district when teachers start adding in their own curriculum with their bias of culture and worldview to our students without parental knowledge or consent then our trust with the schools and the school district is now broken same goes for any other job you have certain rules for your job and you're expected to adhere to them when you break those rules you are disciplined when they are repeatedly broken you are fired teachers or employees of the district paid by local taxpayers and their job is to teach our children the specific curriculum that is voted on by parents and board members they should be held accountable for their actions the same way any employee

006at any workplace would be it's been brought to life that there are Beaumont school district teachers who have been sharing videos and informational texts that are not part of our District's approved curriculum specifically regarding sexual orientation and CTR to Elementary age kids I am aware that there has been I'm also aware that there's been nothing done in regards to these allegations I would hope that the board would be brave enough to do what is right and step in to handle these issues in a correct manner if we allow one teacher to play the Black lives matter national anthem every morning in their classroom then we shall also allow another teacher to play the United States of America National Anthem in her classroom if we allow one teacher to teach lgbtq plus history then we must

007also allow another teacher to teach Bible and prayer history if we turn a blind eye to one then you must turn a blind eye to another it is our duty to protect our children from Evil Matthew 18 6 but who else whosoever causes one of these little ones who believes in me to sin it will be better for them to have a grave Millstone faster and around their neck and to be drowned in the depths of the sea [Applause] next speaker Dennis Rodriguez Dennis sorry Dennis Rodriguez Denise Denise Rodriguez my name is Denise Rodrigo Soto I'm going to do a quick recap of why I'm gonna why I initially came to the first meeting and move on from there on June 1st my son was exposed to a video on the origin of the lgbtq

008not once but twice when they were done watching the video again twice because the teacher felt that they didn't understand it properly they were forced to respond with positive feedback and only positive feedback as to why the flag was important to them mind you the video was shown without my consent or acknowledgment and without the consent and acknowledgment or approval of the teacher's superiors including the principal I've been to every board meeting since the first initial meeting on the 6th and since then have chose to sit in silence but I quickly learned that it's doing our children no justice but it did allow me to observe and when a lot of what I observed was contradiction on August 8th a certain person came up here speaking on Education Code 60040 -600-45 and 60048 where the

009district May adopt simple supplemental material as long as material has undergone review for social content which again if you revert back to what I was originally stating it was not at the same time at the same meeting it was discussed discussed at another third party was disappointed in the ward and the lack of response to emails yet they sat here at the last meeting strongly urging the board not to consider our request for a vote I have sat and listened to statements referring to myself as hateful obstructive as as vandalizing all the while I was being scared of the lgbtq because I'm in not so many words incompetent where I'm very educated and have quite a few family members and friends who are part of the lgbtq not once have I said anything negative towards

010the lgbtq or have I said anything hateful let's not forget the original reason that I showed up is for my son and his rights but also for the rights of myself and my felt and the fellow parents all I requested was that that you stick to the adopted curriculum and notify me beforehand if you're going to teach on anything outside of that my children do not attend school to learn about personal beliefs or sexuality or your personal beliefs about sexuality and just as you all keep saying that you're not going anywhere neither am I thank you [Applause] okay next speaker first name Megan no last name and you're listed on here for two items one is for campus safety the other is for the agenda item 12.2 which is a public hearing would you like

011to be called up during the public hearing yes okay so then that means you're speaking only to campus security at this time yeah well I start now so the second incident less than six months that a parent has trespassed on a school in the middle of the night in the name of hate for the lgbtqi community and this is the second time that the board in the district has not spoken out against such things and silence speaks volumes how can I as an LGBT parent trust that the district can take care of not only my child but anyone else in the community if they can't even stand up for their teachers there are children still learning the ways of the world are learning to read these adults that are doing this who know the laws

012and can read the sign then places around the schools know what they're doing in your District the mission statement it is stated that you shall provide high quality educational opportunities for all students in a safe and secure learning environment through a shared Community among home school and Community how can we trust a safe and secure learning environment when you can't backend support your teachers and your organizational values you state we believe all people should act in with Integrity perform at exemplary levels and should be accountable for results but the board doesn't hold the adults to this level how can they expect the children to be held to this level you also say we believe all people have value and worth we Embrace diversity and culture distances as an asset and strength but how come when

013it's the lgbtqi community the district is silent and acts more so as if we those who and those who support us and stand up for us are a burden and not a strength or an asset some were more something to be hidden away and to act as if we don't exist are something they hope goes away this District needs to stand up and speak out against the action of these parents and let them know this is unacceptable because if we can't hold the parents of these standards how can you expect to hold the student because my child oh my mom my mom went to the school in the middle of the night my mom did this since middle night my mom broke into a classroom so it must be okay that I can do that

014because they didn't the teachers didn't say anything about it the district didn't say anything about it so it will be okay for me and is that the example you want to set for the students and for the children that those kinds of actions are acceptable thank you foreign Sonia the same question too would you like to speak on 12.2 at a later date yeah later time I'll speak it on that at the later time so good evening again Board of Trustees um so I was um here to speak to you uh this time about campus safety so very similar to Megan um we have talked of have come and commented several times about the situation that happened at three rings Ranch in June so the school was vandalized and there was no statement from the

015district regarding that I think that in itself sends a message and I think that's in part why it's happened again I mean we know that there's an investigation pending regarding the break-in at the teacher's classroom for three rings Ranch and I think really it'd be really easy to find out who that person was that took those pictures of that teacher's classroom posted students names on a public forum in Facebook all you have to do is contact the admin of that Facebook group I know Mr Jeff Brown is very well aware who that admin is so they are able to see who that Anonymous poster posted those pictures and probably broke into that teacher's classroom so now that cheater is probably worried about her own safety and the student safety as well um so I think

016a statement is really necessary to make sure that students and teachers staff all know that student safety and campus safety is something that's at the priority of your um your priority list I would also like to remind everybody that when there was a text message campaign going on there was a statement made about that there was a statement from the district saying hey this isn't coming from us you clarify things for the community who is concerned and again that was something that was just regarding rapid testing it wasn't even considering a break-in or vandalism so I would expect a lot more from this District regarding that so thank you Mr Sanchez can I ask a clarifying question yes you may Mrs have we we have done an investigation We are continuing on that correct oh

017okay sorry about that um yes the investigation is on right now it's going on through uh Dr Brown's office and a message was sent out to the community of 3D range staff members so once we know more and if it's warranted we'll communicate more information thank you next speaker help me on this one oh yes Hernandez the last names Hernandez we're not sure about the first name pop Pablo yeah Pablo okay you got it right good evening board members my name is Pablo and I'm here to talk about uh what's going on over here double here that we have three new board members I'm very happy to hear good results that's a big Improvement and I had the other two or three uh to kind of wishy-watchy but I always would decide what to go

018with the good guys I said are the bad guys because you know in the end is more of us than there is but they're bad guys okay so it was a favor work together and uh as a matter of fact you all of you work for us the parents and grandparents okay like President Trump says if you don't work for us you don't do it we'll fire you get rid of you so but good thing is hey work with us oh take care of you you'll protect you and will help you to be re-elected for 20 30 years if you're like you know but the thing is work with us the parents and grandparents we want our kids and grandkids to go to school learn to read to write to do math not this uh

019RTC um what do you call it a uh the Communist routine training artists anyway we want we want our kids to learn about math reading and writing not communist stuff okay and for you to do that and another thing I would like for you to see is the governor ask her to put for us get the word mask and an injection no need for that we don't need that that was a bunch of BS line and they try to brainwash us and we don't need that just tell the governor we don't work for you we work for the parents and the grandparents or the school this apartment District so again do the right thing and we don't have to be you know reminding you be you know rude about it but the thing is do

020the right thing work for us and we'll keep on putting you in there an office and uh let's work together and like I said which you're watching go with the good side so so be one of us you'll be all good being God only in God with trust and hopefully you do the right thing and God bless you have a good night [Applause] is the audience able to hear what what's being said up on the dice I think we need to speak closer to the mic or can you make that one Higher yeah okay next speaker Daniel Juarez Daniela hi good evening board my name is Danielle and I am a mother of three that have two children that still attend here at Beaumont High School and I'm asking you tonight to consider for adopting

021on two policies one is that parental right notification there are five districts now that have adopted the parental policy if your child goes to a teacher and asks to be called something different than who they are as biologically how is this considered outing them when they are asking to be outed in the public in the first place I am sure that the policy already in place for students who maybe could be harassed if that is the concern but I am sure that parents are notified if that is the case the first step could be is ask the student if there's parents if your parents know that that there's an identity change if they say no ask them why I believe all parents would want to know to be there for their kids in any possible

022way there is not a time to keep secrets from the parents who love and take care of them and feed them and house them does the school want to take on that as well it seems like that's where California Sacramento is heading sorry not sorry on my watch this is coming from after your District rule after your district is coming after coming after you guys next they're going to take your guys's rights away also please follow the policies of advocating this onto our next agenda if possible I do believe that parents want to be notified and be involved in their kids education and academic environment the second policy I'm asking you guys to consider is a flag policy in regards to the flag policy we need to revise the one that maybe you already have

023on file that states it prohibits teachers from taking aside on any controversial topics and provides them with the ability to facilitate a fair and balanced discussion with opposing sides of the topic being addressed if we are going to allow teachers and faculty to hang up display like LGBT plus Flags we need to allow All Flags Trump Flags BLM Flags Christian Flags please stick to the education of our children with state flags College flags and stop allowing academic time for these non-neutral stances be allowed in classroom settings if kids want to be a part of the club by all means they have that choice of joining that club please don't force my kids and my kid was part of a class that had an lgbtq flag in his class and was very uncomfortable in his education

024time so please principles will need to be held accountable as well since there's not enough staff of boards to go to the sites but hold your principles accountable as well thank you [Applause] next speaker we Steve here for the same reason and I've been here before for the mass and the vaccine and I always bring up the fact that it's my child it's not the governments it's not the teachers it's not the boards he's my kid he's our kids these are our kids they're not the governments they don't get to choose what we do um I do not know how we got where we are we're here fighting for the right to be told of life-altering choices made by children decisions that would affect their kids and our families we're being told that we cannot

025handle heart issues with our kids we cannot have conversations about what is right and wrong we have we are being told that the district not informing us is for the child's safety safety here we are guilty until proven innocent again the district has to let us know if our child has a fever but something this huge is not information we get there are some there are some out there that would chemically and surgically alter our children without telling parents how is this not abuse parents have the right to know what is going on in our kids lives and it should be policy to keep parents informed in every school district across the country I got another minute um I found Ed code this is specifically about questionnaires um questionnaire surveys examinations containing any questions about

026people's personal beliefs or practices in sex family life more morality and religion in any questionnaire about the pupils parents or Guardian beliefs and practices and sex family morality religion I must have copied that twice sorry the parents must be notified in writing and the parents have to respond in writing therefore I shouldn't have to opt out it's automatic you can't give my kid according to this and I'm if I'm wrong prove me wrong you can't give my kids surveys without asking me and without me giving you personal permission I'll email you this I hadn't sent that yet but I will email it all to you so you can look at it have a good night [Applause] speaker Heather Rayleigh Heather Rayleigh good evening board I'm here tonight to advocate for more parental acknowledgment and the

027notifying of parents when anything of concern arises at school with our children when a student's safety or well-being is brought to the attention of School Employees parents should absolutely be notified first not school counselors nor medical professionals at the school and I'd also like to add that in the future I'm hoping our school district does not Place wellness centers on our campuses as minors cannot consent to these services parents have the fundamental responsibility to their minor children to raise and protect them to the best of their ability when a public school system chooses to take over that aspect or relationship in a child's life I feel that is overstepping parents should be applauded not penalized for investing time in the responsibility and nurturing of their children parents not social workers or teachers are in the

028best position to make personal decisions for their children other than in cases of genuine child abuse which should absolutely be treated as a crime through law enforcement it is the fundamental right of parents to direct the education and upbringing of their children as they see fit I support public education but I feel currently the system is failing concerned involved families and we're losing them all the time they are choosing alternative methods of education needs to be refocused and redirected on teaching our students academics not personal values please I urge you all to stand in solidarity and unity with the parents of your district and please send letters to our state legislators on current bills such as AB 1078 957 stating that you all oppose the state's overreaching in both our school board and the dismantling

029of parents being involved in education I believe we can work together parents and Educators but we absolutely cannot work against each other it just won't work thank you [Applause] next speaker Samantha Johnson good evening board members and superintendents I would like to ask that a parental notification policy be put on an upcoming agenda to be voted in the policy that I'm advocating for and which is explained in detail in the email I sent you recently simply says that parents have a right to know what is going on at school and not to be the last person informed I'm sure you know that as it stands there is a recommendation issue that all California school districts keep specific info private from parents and handled at the school level including when a student requests be identified as

030different from their biological sex when a student suffers serious bodily in injury when injuries are sustained in physical altercation and when a student is showing Suicidal Tendencies everyone knows that there's already a protocol in place in cases of suspected abuse at home as a mother I'm so concerned about the government taking away rights and the god-given authority I have as my child's primary protector for a teacher or School admin to take on this role is incredibly heavy over and above their paid grade and in my opinion it's out of line this the policy I'm advocating for is not anti-gay or anti-trans the policy is not against the child it is for the child such a policy would I believe build trust between Educators and parents support kids and Empower families to take a more intentional

031role in the lives of students from what I've seen efforts against such a policy stem from the belief that the majority of parents are a threat to their children and I believe that is a Lie from the pit of Hell no one loves my son more than I do and I think most parents would say the same thing about their kids State politicians need to stay in their Lane and stop meddling in parents efforts to raise their children I just want to let you know as you consider this that Chino Valley Unified School District has had the policy in effect for over three weeks Since I checked three days ago they have had 15 students parents notified and all were successful not a single suicide took place not a single kid was harmed it would

032be amazing if Beaumont USD could join in leading in California along with the other six six now districts that have put this in place let's show the rest of the state what it means to work together with parents for the overall good and well-being of children thank you foreign [Applause] hi I'm a retired public school teacher and I use I worked in a bilingual classroom all my life and I love children and I want them to be safe but in the environment here in California our children are not safe Justice Lewis D Brandeis says the most important political office is that of the private citizen I am a private citizen I'm also a mother and I'm a grandmother and I love children I'm very concerned for what is happening to Children right now a lot

033of these things that are happening are irreversible uh the transgendered people don't live much Beyond 30 years that's what I read you know I report they are not healthy after the surgery and the hormones and uh some are not happy some commit suicide so we this is why parents are concerned they need to be notified by the school if this if some conversation is going on like that as far as sexual or transgender parents need to know they are the ones who had the baby they have a right to take care of their own child and be concerned about the safety and help of their child and in socialist countries they are kidnapping children from the parents from parents who are Christian or conservative or they don't go along with a socialist government like in

034Sweden they can kidnap your child without you even knowing it and you don't see a child again the government raises the child in the end the students belong to the parents and the parents have a right to know what's going on sexually or any other thing that's going on with their child and I'm a teacher and I'm a mother and a grandmother thank you [Applause] next speaker Alexander Pendleton thank you board members first and foremost I want to make this real clear to everyone here whether you're a board member or a parent in the audience here children do not belong to the state let's make that perfectly clear there is no if ands or buts about it children belong to the parents as simple as that there's no negotiating that away public schools are not

035every one of them public school but public schools are implementing secret transitioning policies under the false notion that state and federal laws give little children a right to privacy from their own parents that's if you think about that for a moment I'm sure some of the board members maybe you're a grandmother or grandfather you have your children you have to ask yourself do you want this happening to your children if you don't want this happening to your children good don't expect that to happen to our children okay now the parental notification policy is simple it simply states that if the school is actively involved in the social transitioning of a minor at school among his or her peers if the student States suicidal intent or if the child encounters significant physical injury their parent must

036be notified would you want to be notified if that happened to your child question to all of you would you want to be notified don't be afraid to answer I hope if you're afraid to answer then shame on you if you don't support that okay this policy doesn't out anyone the policy does not change how a child identifies nor does it forbid them from changing how they identify the policy simply states that parents have a right in fact it's a god-given right and you can't legislate that away let that be clear to know what is happening with their very own child so I'm asking all of you if you have a heart do your part to make schools a place of Education like it used to be where we do Reading Writing and arithmetic get

037rid of all this politics because it's destroying the children and we won't let that happen thank you [Applause] speaker Lauren Thompson good evening my name is Lauren Thompson I'm a teacher in this District thank you guys for listening and I'm just taking all this information in in all the emails I know you probably have a ton of emails to go through I didn't plan on speaking tonight but I think it's important to get more teachers points of views and if I don't speak I don't really know who else will I'm here to speak on behalf of myself and other teachers in our district we're asking for a comprehensive parent notification policy to be put on the agenda whether we like it or not it's going to come to our district soon we've seen five districts

038pass this policy critical step to a safeguard Safeguard the constitutional rights of parents and promote and open collaboration for educational environment which is what our district is about our district has worked has the words communication and collaboration in our logo the United States Constitution protects these rights under the due process clause of the 14th Amendment which we all know and violating these rights you could have a legal ramification would undermined the trust and cooperation between schools and parents so when it comes down to it which bill or law are we going to decide to not to follow it seems that we're in a pickle and any which way our district can be sued quite frankly I don't want to be forced to lie to parents and I just won't do that this is a terrible

039position to put teachers in yes I do love my students dearly but I can guarantee you most of their parents love their children way more than I do it's hard and those teenage years are way hard I remember how emotional and how irrational I was as a kid I made so many bad decisions I hated my parents for being hard on me but right now as I'm older I really do appreciate them more than ever and I know most of you have kids and just imagine someone else making the decision for your child the child is a part of you they're part of your family you've raised them just in conclusion I urge the school board to consider the urgent need for this comprehensive parent notification policy both to uphold our constitutional rights of the

040parents and to Foster more collaboration and support our educational environment by implementing this policy we can ensure that parents are empowered to make informed decisions about their child's education while promoting a strong partnership between the teachers and the parents please don't pin us against each other thank you [Applause] thank you next speaker Diane Hudson Diane Hudson greetings school board and fellow citizens I am a citizen of this school district I'm a former teacher I'm a former health care worker I'm retired and I care about our district and the people that live here the school board works for us and not us for them parents and students have certain unalienable rights life liberty and the pursuit of happiness among others those rights shall not be infringed as a Christian my beliefs now Clash with some emerging

041factions let's not forget we have rights too stick to math English writing history and science and avoid the problem represent the rights of those whose beliefs are all different without trampling God's instructions on how we should lead Our Lives psychological abuse sexual abuse are against the law and sexual abuse against our children is against the law we will be watching [Applause] next speaker Cole Reilly school fundraiser Splash and Dash talk about the about you can bring the mic down it'll Bend there you go I'm going to talk about about the book Side Elementary fun activities what I'm what I am talking about is the Splash and Dash in the Toki truck they sound simple but the kids are getting hot that day I saw about 12 kids in the health health office on the day

042of the Turkey Trot for the Splash and Dash although right at the store I saw a girl get kicked and stepped on multiple times and even more I'm saying that they should not have the fun activities that Brookside has [Applause] thank you Cole very brave baby to come up there okay that does it for public comments okay agenda item 8.1 approve and recommended actions student discipline case number 20 23 24-03 do we have a motion moved by Miss Williamson well second second by Miss Laura discussion hearing none call for the vote item carries don't have 9.1 there is no report out of closed session 9.2 receive a report from our student representative Haley good evening Board of Trustees superintendent kakish and community members I'm excited to share about the great events activities and accomplishments happening

051but we want to get to 97 and higher and then students of the month our student of the month breakfast did not go as planned as there was some scheduling conflict however we're so proud to say that we very quickly found another location and celebrated our students with breakfast and Mr Mitchell attended on behalf of the board too and we will celebrate the students again at the October celebrations of student of the month I also want to acknowledge and thank our staff for um preparing for a new website the training has taken place at all of our schools and we are launching the website next week so stay tuned for a much easier and easy to access website and as far as the calendar this month I already mentioned about attendance and then September 11th

052through the 15th will be our math week we have already started yesterday on the 26th there's a regularly scheduled board meeting and the state of the city will be on September 28th just as a reminder I also want to acknowledge that as you heard through public comments that we have received multiple requests to place a matter on the agenda which is parent notification resolution just as information for the audience when the board receives a request to place an item on the agenda or a matter on the agenda there's a requirement by law that requires the Board of Education to take that item within a reasonable time at a future meeting and so we plan to gather information review our policies and regulations regarding parent right rights and the board intent right now is to place

053an item as information with a presentation at a future board meeting we really don't know the dates but it'll be a reasonable time within the next couple of meetings so um just wanted to just acknowledge that that's a requirement by law it's not an intent to approve a resolution or to not approve a resolution so I just want to make sure that that's clear it's an informational item at this point gathering information studying our policies we do have lots of information on our in our board policies currently that clarifies parent rights so we'll bring that information to our public at a future meeting within the next couple of meetings so stay tuned for that and that's it for the president's report I mean thank you agenda item 10.1 consent agenda actions prepared for consent are

054considered routine in nature and we adopted at one time unless a fellow board member would like an item pulled do we have any items I would like to be pulled hearing then do we have a motion to approve consent moved by Miss Williamson second Say Goodbye Mr Mitchell call for the vote consent has been approved agenda item 12.1 except the California Department of Education Grant award notification for the middle college and early college grant do we have a motion someone moved by Miss Laura sang by Miss Williamson discussion hearing none called for the vote item carries gendine and 12.2 conduct a public hearing and adopt resolution 2023 2405 regarding sufficiency or inefficiency of instructional materials for 2023-24 school year public notice is opened at 702 we have two people we have two people that would

055like to speak on 12.2 we'll start with Sonia all right good evening once again board um when I reviewed the agenda on Friday I did make the error I thought the notice was what we were seeing on the agenda so I saw that the resolution said it was a 10-day notice and then I realized that the actual notice had the date so I already mentioned earlier it would have been nice to have it in Spanish too for parents who are um ESL students but regarding the materials I mean it's a lot of materials I know that there wasn't sufficient time to go through everything but we did kind of speak on that in June regarding some of the curriculum and the importance of having supplemental materials available for teachers who want to speak on historical

056figures or people that are not included in our current curriculum so I know that that's been something that you've been receiving emails on and people have spoken about so I think my comment really is more about that and there's no specific examples that I have about our current curriculum but I think that we do need to make sure that you know we have a lot of inclusive of topics and where teachers want to talk about again historical people that are not already in the curriculum they're able to do that as long as it's grade level appropriate I think that's something that we really need to look at as a school district and that's my only feedback on that thank you thank you next Megan hi um kind of as Sonia had mentioned expanding upon what

057we currently have whether it be supplemental or amending it especially under the sb48 which took an effect in 2012 that does state to include everywhere from Mexican-American Asian American European Americans lesbian gay bisexual transgender Americans persons with disabilities and members of other cultural and ethnic groups um teaching people such as Harvey Milk who is in California history the first elected gay public official for state California Assembly he is also the reason that some of your teachers are still able to teach today he was the main proponent against proposition six the so-called Briggs initiative that would have banned gay teachers from being able to teach and you know unfortunately that he was assassinated and wasn't able to continue with his mission people like Alan Turing who is the creator of modern science known to help with

058AI a lot of what we are using today but he was prosecuted for being gay for Christian George Jensen who was the first person to publicly come out of transgender in the 1950s to let our kids know that we are not new we are not people that just appeared out of nowhere we have been here and we will continue to be here also Bayard Rustin who worked closely with Martin Luther King Jr who is very actively in our curriculum before turning to lgbtq activism he was one of those that helped to organize the March on Washington and is the one that taught Dr King about Gandhi's belief in non-violence and civil disobedience we also can't forget Sylvia Riviera and Marsha P Johnson for Stonewall riots who made it possible who helped to start the fight

059to make it possible that the people the LGBT people that our existence was no longer considered illegal that our existence can be done we didn't have to go to jail just for living and being with who we loved thank you thank you [Applause] hear that staff has a presentation yes we do Dr Barnett has a presentation just illustrating the process for the material sufficiency good evening Board of Trustees and superintendent kakish it's a very brief presentation so when we do our material sufficiency report we follow a process where we post um that will have a public hearing and we do it 10 days ahead of time in this case we posted it 14 days ahead of time to make sure that there was plenty of notice and we post the you can go to the

060next slide and we post the um the notifications here at the district office in the window as folks come in and out we posted at the makeup posting at the city hall where they have a public display case and then also at the public library where they also have a board if you go to the next slide this is an example of the items I'm talking about and they were posted ahead of time so folks knew that there was going to be a public hearing today about our material sufficiency report thanks thank you we have any other members of the public that would like to speak on sufficiency or inefficiency yeah you have to come up to the mic please why can like to the parents like in parent Square like the notices like for

061public hearing Dr Brown you want to answer that I'm new to this so I yeah um the law actually states that has to be publicly posted in a um open Forum basically so where not just parents parent squares just for parents but we're anyone from the community can see that posting so it's not to preclude that we couldn't do that we could do that but we we still are obligated to post it in a um in a public setting because the only reason I found out today was because I was getting calls last night that's why I showed up because I was like what's going on is there a way that we can get like a bulletin board or something outside of the school where it can be more colorful or for more parents to

062see that like see those advertisements at particular School sites uh here at school sites sure these are so these are great suggestions um and the suggestion about posting in Spanish as well um we don't have a legal mandate to do that but we we of course want to hear that and listen to that so those are great suggestions we'll bring to our principals yeah great suggestions thank you thank you thank you you have any other speakers from the public hearing none item is closed at seven oh nine and I want to thank those who spoke because this is the first time it wasn't the same time I opened and closed with the longest [Laughter] possible then item 12 points two do we have to there is no action on this one yeah there isn't okay

063I move that we adopt the resolution attached to this item all right A Move by Miss Laura to adopt the resolution I'll second single by Mr Mitchell discussion hearing then call for the vote resolution has been adopted 12.3 adopt the 2023-24 Consolidated application for funding categorical Aid programs do we have a motion moved by Ms Williamson second sang by Mr Brown discussion hearing none call for the vote item carries agenda item 12.4 receive a presentation of instructional materials selection process thank you well good evening again Board of Trustees and superintendent kakish I'm here to present about the process for selecting our instructional materials and we've done a lot of instructional materials uh selecting since I've come on board a few years ago and all of our work especially this is aligned to the our mission

064statement specifically we want to have high quality educational opportunities for all of our students and this is a great opportunity for us to demonstrate the shared commitment that we have with the home schooling Community because we involved a lot of different of different parties in our selection process and we really we want to have great materials because that helps teachers teach well and good teaching every day is a better than an amazing intervention we want to have really good materials so we can do a great job teaching Concepts and skills the first time and I'd have to intervene sometimes we'll have to intervene but we want to make sure we have the opportunity to um to teach well the first time and also we want to make sure that students at least get one year

065of growth academically for one year of seat time that's John Hattie's barometer of effects so 0.4 is one year of growth for one year of C time and we want to use strategies and materials that will help us get more than that so our learning Target for today is we want to have everyone Board of Trustees members in our community also understand or be able to explain the process for instructional material Pilots specifically we're going to we want you to be able to name at least three steps in the adoption process there's several steps but we want you to know at least three explain how you can give input or how the community can give input on the instructional material selection and lastly name the subjects that we have have materials adopted in the last

066six years this isn't a trick question and actually you could name almost any subject and we'd have materials adopted so first of all why should we adopt instructional materials well the big thing is the California common core standards or the content standards rather we wanted materials that support the the skills and information that folks that students need to develop while they're in our schools and also have the information that that comes with those standards and also we want to align our materials to the California Frameworks which help guide how we teach those different subjects and also specifically we want to help streamline teachers lesson planning so if teachers are hunting all over the place for just the right YouTube video or just the right text that's not a great use of their time so we

067want to have materials that allow teachers to to identify the standard that they're going to teach and then say okay if I'm teaching this standard what are some great instructional materials that can help me support teaching that standard and then select really terrific instructional routines so they can help use those materials to achieve that standard that's kind of the idea that we have with all of our materials and also to give teachers guidance on controversial topics we know that um or what a controversial topics in our community and our schools these days and this helps teachers to to navigate that in a way that's positive and helps keep all of our um our our lessons on track so when we when we select materials we first of all for K-8 we always look at the

068adopted materials that are recommended by this California state board of education for 9 through 12 there there aren't recommended materials so we have a review process where we invite teachers to look at all materials that they feel are appropriate for their subjects and we after we review those materials we then go through a piloting we can go through a piloting process we also want to make sure that we are in alignment with Education Code and follow the district selection process um in the and at Education Code 6000 a b and c and then also we want to have teachers involved which is uh mandated by Education Code 6002 and we also want to make sure that we adopt materials that accurately portray cultural and racial cultural and racial diversity in our society which is aligned

069to Education Code 60040 and also as other folks have mentioned we want to follow sb4 SB 48 which is the Fair Act which includes historical figures in the lgbtq community in our history materials and lastly we want to make sure that we're following our board policies in those uh and the AR board policy 6161.1 Nar 6161.1 also so what's our our review process so first of all we select a Community Committee of teachers that works with me and other and the instructional coaches uh to have teachers come in and review materials and identify ones that they think would be best for uh for our students and for their classes and then we also encourage parents and Guardians and teachers and other folks that are interested to review the materials before they're brought to the Board

070of Trustees for adoption so um the specific steps are we select teachers for the material selection committee and so we have like for example we had our science adoption last year and we had about 15 teachers from across our district participate in the selection of those materials and after we review all the materials that are available to us then we select the materials for the pilot usually we have two pilots sometimes we'll do more than that uh we've had we had actually One Pilot that we piloted five sets of materials and it was a very long process but we think it was very rigorous but typically we do too and then we pilot the materials after um the teachers have been trained with them and after we do our two pilots they recommend those sets

071of materials that we use that we recommend to the Board of Trustees for adoption and but before after the teachers recommend the materials and before we bring the materials to y'all to approve to review and then hopefully approve we get public input so we'll have parent meetings along the way to make sure folks have an opportunity to review what's going on and also specifically we have a social content review document that we make available to folks so they can make sure that all of our materials are don't disparage any Community groups and also present uh positive things that we want students to learn this is kind of goes through the process of that so we have principles recommend committee members and then we have the uh we get together as a as a committee to

072review materials and select the materials for the pilot and typically we have two set two sets of materials and then we have a parent input meeting which we did like last year with our science materials and then we do pilot the first pilot we train the teachers and we have them use the materials we get feedback through a series of meetings that we have during the pilots then we train for we do pilot two and we train the teachers and do the same process for the second set and then after the teachers have piloted those two sets of materials they make a recommendation we get together and they vote and usually it's a majority it's a it's a majority vote sometimes we have teachers that like that the whole group likes one set of materials

073so much that they're by a consensus they're like okay we really like these and we want to go with them so that sometimes happens as well and then after the teachers make the recommendation for the materials we come back and we have some open parent meetings where parents and folks in the community can review those materials and give us input on them and we have a public display of those materials so parents and teachers and students or whoever's interested can review them and take a look at the materials and then after that we bring the sets of materials to y'all for review and hopefully for approval and so um if you're interested so we use some different um review uh some different review documents for everything science has its own set of materials because there's

074they have a specific review process but we review the materials for standards alignment and ancillary materials that they've got program organization instructional planning and teacher support and universal access and also for assessments and then we also have the social content review that I talked about and in science it's a little bit different there's a more a lot more defined process for while we're meeting with the teachers so we as the teachers are doing the pilot we have those four different tools that we use so we have a focus on student learning tool where we review and the teachers talk about you know consider how well that the materials help support students learning we have to get feedback from the kids from the students about what they felt about the materials in a survey form then

075the teachers reflect on whether they felt that the students learned from the materials or not and then they get together and talk about how the um materials supported student learning and the last thing we look at evidence for support for teachers that's like lesson planning materials and multimedia and things like that so that's a it's a pretty involved process for for science materials and over the last six years we've adopted for virtually every subject except K5 history which we're going to go into a piloting cycle next year so what we'll do this spring for K-5 history is we'll do a materials review and we'll select two sets of materials from the ones that the State Board of Education has has selected as appropriate for kindergarten through fifth grade students and then next year we'll pilot

076typically we do a pilot in the fall from August until December we do training and then we do the second pilot from January until about April and then from there we make a recommendation to y'all and usually we do those you all will be able to review them sometime and um in early May hopefully so we can purchase and train people so that's all that that will work for K5 but those are all of the sets of materials we've adopted and it's we've done a lot which has been a lot of work from the teachers they've been fantastic giving us some really good input on our instructional materials so thank you for listening to my presentation do you have any questions about the process or what we've done so far statement not actually a question

077it looks like it's extremely well vented before it even comes to the board for adoption yeah usually there's we do about a year about a year of piloting and a lot of feedback and we want the teachers to be really comprehensive and comprehensively use the materials and then we all want to get a lot of opportunity for parents to talk about that you know whether they agree with the you know whether it's a good weather quality materials but usually by the time by the time they get to you there's been a lot of eyeballs on those things and you've also showed that the materials piloted so then we already have the children using it the parents of the children helping them to do their homework exactly yeah and they've seen that stuff right well ahead

078of time so yeah a lot of a lot of folks see that stuff and um I could I can attest the ones we have right now are very high quality they're great for for lesson preparation and for presentation of materials they all have a digital component which is nice you know appeals to different Learners so we have you know video and audio and pictures and all kinds you know digital interactions all kinds of new things that are really appeal to to our learners excellent thank you sure before the comments from the board one question I think you've probably mentioned it before but I don't recall how long are the materials on display uh we do 10 days minimally but we try to do a little bit more than that um uh we have 10 but

079it's 10 days minimally sometimes we've had them up for a little bit more but we'd like to do about two weeks I think that's that was a good suggestion previously you know the more the more people we can see that see the the materials the better you know we don't we we believe in full transparency and that there's nothing to hide with any of these materials and um they all follow the the guidelines from the state and from the board and our parents notified via parent square and all of that given yes okay yeah in fact last last spring when we were adopting or when we were having our parent meetings for science the first we had the first meeting and folks we didn't have any parent responses which we were concerned about so we

080set out another set of um another invitation for folks to come and take a look and uh folks were able to come to that but usually we have pretty good we have pretty good um turnout for those things and uh you know our parents are very much interested as you we've seen from today about the what materials our students have access to and we want to make sure they're all high quality and they could just come in any time or it like a scheduled time yeah to review the display materials we have them out in the lobby there's a a counter out and we have them all during business hours they can take a look I've had some parents come and ask if they can you know review them in more depth and I'll usually

081take some time out of my day to sit down with them we we want to make them available to everyone so I don't allow folks to check them out because we every we need to have access for everybody but uh but they're more than we're more than happy to allow folks to take a look and take as much time as Dalek thank you very much yeah agenda item 13.1 approve a revised job description for the position of public information office officer can we have a motion Mr Mitchell second by Miss Laura yes thank you discussion hearing none call for the vote thank you item carries agenda item 13.2 approving memorandum of understanding between the Beaumont Unified School District and the California School Employees Association and it's chapters 351 regarding position adjustments do we have a

082motion moved by Miss Williamson second snagged by Mr Brown discussion hearing none call for the vote item carries agenda item 13.3 approve the certificated Personnel assignments orders listed on the report date of September 12 2023 do we have a motion it's so moved movement is Lara sake by Mr Mitchell discussion hearing none call for the vote item carries 13.4 approved the classified Personnel assignment order listed on the report dated September 12 2023 do we have a motion it's William well second second by Miss Laura discussion hearing none call for the vote item carries Business Services 14.1 adopt resolution 2023 2406 for the gain application limit calculation for 22.24 no motion moved by Miss Laura a second second by Mr Mitchell discussion call for the vote item carries Jen died in 14.2 we have a presentation

083at the moment good evening president Sanchez superintendent kakish Board of Trustees and Sergio San Martin Chief business official and I'm joined with Miss Carmen Orlando's director of fiscal services to present the district's 2022 on that actual report in accordance with Education Code 42100 as you recall in May 2023 as part of the adopted budget report the board was presented with the estimated actuals which projected the ending balance for the 22-23 fiscal year tonight's presentation and Report compares the projections to the actuals revenue and expenditures for the June 30th the final and the final step would be bringing you to the 2223 auditor report which will be presented by December 15th at this time I'm going to ask Miss ordiness to present and walk us through the detail of the report there you are good evening

084so this will be a brief comparison of what we brought to you in May uh compared to where we actually ended up the year um in the unaudited actuals so beginning with the assumptions our assumptions didn't change much we made a couple of Corrections to enrollment and attendance but the attendance ratio remained at 92 percent as you heard in superintendents kakish her report earlier our our goal is 97 so we have a little bit of room to grow and we're hopeful that we're going to reach that that goal the unduplicated pupil percentage the three-year rolling average is used to calculate the supplemental and concentration grants so there's just a slight um increase in that and then the retirement rates for both stores and hers remain the same so beginning with the summary of the general

085fund we ended the year with 79.2 ending balance which is about three million dollars more than what we had projected at the estimated actuals the revenue decreased by approximately 5.6 million dollars and expenditures decreased by approximately 8.7 million dollars so the net of revenues expenditures added to the beginning balance equals the ending balance of the 79.2 and included in the ending balance is several components the first one is the restricted funds which is a categorical resources that are for specific purposes so the 29 million dollars represents a carryover and then the reserve for economic uncertainties the commitments that are made through board resolution and then part of the ending fund balance is for assignment so uh items that are earmarked for specific purposes so when you look at it this way we technically have about

08622 million dollars that isn't earmarked for specific purposes in this current year moving on to the revenue so Revenue as I mentioned is decreased by 5.6 million dollars starting with the federal revenue the decrease there happened because we are required to account for certain entitlements in the year that they are expended so we had projected to spend all of our coveted dollars by June 30th because some of those items didn't get received until after July 1 that Revenue along with those expenditures are deferred into the current year the decrease in the state revenue was due to the some of the one-time block grants being decreased through the state enacted budget and then the increase in the local Revenue most of that revenue is recognized as we receive it and those items include things like interest

087exp ASP activities donations um transportation fees and again that total decrease in the General Revenue is about 5.6 this picture shows the breakdown of all of the general fund revenue and as you can see the biggest piece of that pie is the local control funding formula which is about almost 70 percent of the total general fund Revenue with expenditures um the decrease again was 8.7 million dollars and again most of that decrease was due to expenditures that we're projecting to spend by June 30th that most likely gets deferred into the 23-24 school year um the example of that is the capital outlay the the most of the decrease there was due to some of the covet dollars that we didn't spend by June 30th in particular the sr2 dollars which are used that were used

088to purchase the HVAC systems and this chart also shows the total expenditures for the general fund again employee benefits and salaries make up the biggest expenditure of the general fund which equates to almost 78 of total expenditures so again so this is more detail of the components of the ending fund balance again we start with the restricted these are specific categoricals that we receive most either state or federal that are carried over into the following year when they're not spent Carmen could I ask a question go back to last uh what accounts under for the Arts music and instructional materials reduction 50 reduction so that was one of the block grants that was cut so initially we received about 6.7 million dollars we were notified that there was going to be a cut through the

089May revise the 3.3 million dollars is what we've actually received so far so after the state enacted budget was done the cut didn't ended up being not so not as much as what we had originally Been Told so we do expect to get a little bit more than that 3.3 million dollars and once we do receive that we'll we'll add it to the 2324 budget so no second changes in the total restricted uh portion of the com of the ending from balance moving on to the reserve for economic uncertainties so we are required to reserve three percent of our total budget per law and then through board resolution this board has also adopted a resolution which reserves an additional 8.33 or one month's worth of operating expenditures so we we for reserve for economic economic

090uncertainties we actually Reserve 11.33 percent the commitments is also uh the commitment portion of the ending from balance is also done through board resolution so every June with the adopted budget will bring this resolution to you for uh for adoption and this is just saying that we're part of our Indian fund balance is going to be used for textbooks anything that is left over in supplemental and concentration will go back into that account and then we also um whatever's left over is categorized as reserve for deficit spending so although there's no that 22.1 million dollars is not earmarked for specific purposes in the current year in the subsequent years in the multi-year projections if our expenditures exceed our Revenue then that money will be used for that and then the final part of the assignments

091of the ending from balance is or the final part of the component of the ending from balance is the assignments and here again this is just pots of money that the district has set aside for these specific purposes and included in that a big portion of that is the Health and Welfare pools so the general fund added to all of the other funds uh totals to a budget of about two two hundred and ten million dollars and of that money we have about 134 million that is carried over into the current year and finally we just wanted to show uh go over where we're at with enrollment right now in 2223 we ended up with uh our seabeds number of 11 745 that's the tk12 enrollment when we created the 2324 budget we projected a

092growth increase of three percent which is reflected in the middle column currently where we're at as of August 31st we're just a little short of that three percent but we monitor this amount or the enrollment on a daily basis and since August 31st we are gradually increasing so we're hoping that by the time we get to our seabeds number we'll be closer to that 12.97 enrollment number but overall when we're adding in all of the other programs that our school district operates our total enrollment from preschool to adults is 12 735. and with that are there any questions go ahead I'm sorry I didn't I didn't stop you on a slide 14. okay just a real quick question on the vacation liability it's increased um what accounts for that we don't want that do we

093Carmen we do not want that we're actually that is has been a topic of a conversation so one of the things that we're um doing a better job at I guess this year is we're asking people to fill out the vacation calendars so that we're able to monitor you know the usage of vacation a little bit better but you're absolutely right that is a pretty big amount for a district our size so we're working on getting those that number reduced by making sure that the directors and principals know what their balances are for their staff so they could help you know encourage vacation usage does some some of that also is due to additional staff and additional vacations that come with that um being added into the layability um so when we talk about vacation

094liability it's only classified stuff that earn vacation so it could be part of that but after monitoring those balances and we can tell that you know not all of the time that was allocated in a given year was was taken so that we're trying to make sure that the like I said the principals and the directors have that information so that they could help with that steel can you expand a little on the collective bargaining agreement is it possible for a site principal to to mandate their vacation time being used so we would work together with the employee to um determine what those vacation days are and they do have to be pre-approved however if we deny a day that's used for vacation then they can't take that over to the next year I also

095wanted to add I think some of that also comes from um when we had a lot of vacancies so a lot of employees were not taking some of that vacation time because of that as well mm-hmm here thank you Carmen okay do we have a motion to approve the 2020 324 unaudited actual I'll move a purple move by Mr Mitchell said by Miss Williamson discussion hearing none call for the book item carries 14.3 approve the form j13a request for allowance of attendance due to an emergency condition do we have a motion move by Miss Williamson I'll second Say Goodbye Mr Mitchell discussion hearing none call for the vote item carries agenda item 14.4 approved the con contractual agreements list dated for September 12 2023. do you have a motion I'll move moved by Mr Brown

096say goodbye Miss Williamson discussion hearing none call for the vote an item carries 15.1 reports receive a report from the California School Employees Association and it's chapter 351. do we have anyone that would speak no one coming to the mic receive a report from the Beaumont Teachers Association I saw Chase here earlier looks like he left yeah a report from the Beaumont administrator's confidential management employees group you have a report good man receiver receive a report from from board member Mr Mitchell [Laughter] thank you Dr Barnett for your two presentations great we're hearing about curriculum instruction the board meeting I'd like to Echo Mr Lara's comments about our indirect students I think I've mentioned before about them but often see them around in the community doing a lot of work for a lot of different

097people but just contributing and our students sometimes people some people have a negative attitude towards high school middle school high school students and we have the best middle school and high school students in the state of California I'm going to throw it out there um let's see congratulations to our sports teams or our high school I think coach is probably going to want to play a game in London or somewhere next because uh you got a taste of going out of state and they won so that's even better so congratulations to our football team and all of the I saw the pictures of the amount of people that went to Utah St George to watch the team so that that was great to show our the spirit from Beaumont also want to recognize that I

098think that was our cross-country team I saw practicing as I drove up for at 4 4 20 or whatever and out running the streets a lot of them out there uh but they won their first meet of the Season uh the girls varsity was placed to uh an invited race and ran the Sundown Showdown against the top teams and the boys varsity placed third and our water polo team our boys water polo team went 3-0 last week so congratulations to our student athletes ah let's see thank you to our schools uh for the events yesterday uh remembering uh 9 11 and all of our Patriots just thought those that were from 9 11 but all of them every day who make our country the great country that it is and thank you to Mrs kakish

099for your comments about future board meetings thank you report from Miss Susie Lara coming report from Mr Jeff Brown I just want to take a minute to thank the members of the community that show up to make their comments and to let us know exactly how they feel I mean it is uh we are all here the employees of the district as well as the board members to provide a very important service to this community and I I value all of their opinions and I also want to thank Beaumont PD in the back there for uh making sure those comments are safely delivered so thank you thank you Mr Brown Ms Williamson good evening everyone I also wanted to Echo the just the appreciation for parent involvement I think if anything covid brought that about

100which is a great thing parents are aware and they're involved and they're emailing us and they're showing up and that's a good thing um I also wanted to thank Mr Shear at Beaumont High for conducting or making sure that the first lockdown drill was done that didn't go unnoticed I greatly appreciate that and then also there was the high school um has offered a safe driving class that a parent has to attend as well and as far as as far as I can keep up with I think two of those have already filled up and so hopefully um there will be more offered I was I thought that was a great idea and and very proactive also helping the community as well hopefully as a parent of a new driver that caught my eye and

101I was I'm hoping there will be additional ones to sign up for I was also thinking about 9 11 as I was falling asleep last night and I think all of us that were you know around then most of our students or all of our students weren't but but we were and my thoughts quickly drifted to 912 and that's that's today and I think that 912 was a day where we all stood United As Americans Democrats Republicans conservatives liberals you know uh civilians military we were all United as far as I could see on 9 11 it was very surreal we were all in the same boat and we were all our utmost concerned was for our country and I remember that fondly even through the shock and the and the tragedy that our country

102faced as we were attacked on our own own soil 912 is what stands out to me and I believe that that's still possible today thank you thank you Ms Williamson my voice is about to go but I want to say that for those those that are listening on the podcast there are comments that are generalized that members of the public come to the podium that make about our schools and again they're just Reflections on what's out there in social media we know that our schools are not in indoctrination programs there might be one or two Rogue individuals that give us a bad name or a bad press but we know we're doing the right thing at our schools so when parents do come up here please die as a board member myself I don't take

103it personally that there's something indifferent going on at our school sites I do know not every individual uh will be put on blast at a Podium that would not be appropriate either but again as an individual board member when people say our schools I I know they're repeating things that they're hearing out of social media and I don't really even have to do with our district here in Beaumont so thank you very much and that concludes my report and the meeting of the board and its agenda is concluded at 7 50.
