I feel I guess I could watch him. It's nice. this meeting to order and we will start with the pledge of allegiance. >> Spring has sprung and >> no pledge of allegiance. Everybody have a seat, please. Reason being it's in the video. >> Please accept my apologies. >> That was just a drill. We have a video. >> Hop hopping with activity at the Enact Club's hop into spring event. Younger students learned about the environment through activities led by high school students, including a trail walk and envirrothemed crafts and games. The students could also learn more about science, technology, engineering, and math at the Grow and STEM event hosted by the National Honor Society. The high school STEM clubs and NHS members showcased their demonstrations and projects, including cool chemical reactions and robots. Ninth graders from

Penrook and Penfield middle schools spent a day of service giving back to their school, their sending elementary schools, and to their local community. The day of service is held each year as an experience for the students to grow their knowledge of volunteerism by giving back to the community where they learn and live. Congratulations to the Odyssey of the Mind teams headed to the OM World Finals. The teams from York Avenue and Bridal Path elementary schools outsmarted the competition with their outstanding problem solving skills. The teams will now head to Iowa State University in May to take on other OM teams from across the country. Congratulations and good luck and bravo to the Middle School Symphonia Select Orchestra for phenomenal performance at the Festival of Music in New York City. Even as the only middle school

group in attendance, the Symphonia was awarded a first place superior rating and received the Espri Decor award for their outstanding presence at the festival. Just another reason our music program makes us North Pen proud. Congratulations to Florence Wrat, family and consumer sciences teacher at Pendell Middle School, who was named the teacher of the year from the Pennsylvania Association of Family and Consumer Sciences. Florence is an inspiring educator who teaches students life skills and lessons they will carry with them for years. Congratulations on a well-deserved award. The 37th annual International Spring Festival celebrated the North Penn community's diverse and rich culture with fantastic performances, delicious foods and cultural displays, crafts, and much more. And as always, we celebrated so many great things this month, but we also wanted to celebrate a few more. Our paraprofessionals, our administrative professionals, our afterchool professionals, our bus and van drivers, our librarians, and our assistant principles. These North Pen family members had national recognition days dedicated to them this month. We want all of you to know we appreciate

you and we thank you for making the North Penn School District the best place to learn, grow, and work. We cannot do it without you. So, thank you. That's all we got for now. We'll see you in May. >> Welcome to our regularly scheduled action meeting. This meeting is being videotaped for community cable channels and streamed live. Individuals attending this meeting and intending to speak to the board should be aware that they are being videotaped. In order to meet the requirements of Pennsylvania Sunshine Law, it is necessary to record the names of all citizens who speak to the board during the meeting. To assure compliance with this requirement, it is essential that those planning to address the board state their name and municipality. Members of the audience will limit their questions and comments to three

minutes. And now, please stand for the pledge of allegiance to the flag of our country. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Good evening everyone and welcome to this evening's action meeting. Um, we will start with the audience of citizens. And thank goodness for the video, not only for all the great things that it highlighted, but because it also already read the board policy. So, any persons desiring to make public comment, this is your time. Good evening, uh, Jason Lansdale. um over this kind of uh schizophrenic weather we've been having lately, I was out and I met up with a neighbor I haven't talked to in some time who happens

to be a teacher in for the district and uh mentioned to me about the wit and wisdom program having social justice warrior themes to to espound phonics. I realize the phonics and I understand the phonics, but the the material is important and it's because it's little kids I think it's even doubly important. There's no reason to introduce introduce politics into learning how to read. I mean, I'm sure if the if the wit and wisdom was introducing Bible verses, you would you would object to it wholeheartedly. So let's not bring any politics politics into education which kind of um I mean we've talked about the education equity policy and I still have a meeting at some point in the future with uh a couple people here um to talk about this in detail. I've been uh

out of town a bit so uh we'll still get to that. But um I was looking through and don't ask me why because I was looking through the um the guidance plan the K12 uh guidance plan for North Penn for 202627. And in here it talks about the counselors the counselor's role in using the American school counselors association. Have you guys read what they're introducing talking about politics here? If you haven't, you should. I mean, it's a radi radical feminism seems to be again odd for a counselor to be dealing with radical feminist. And I'm not talking about women in the workplace and and being independent, all that sort of thing, but maybe you should read about this because this is not again something that we be needing introducing to students. I don't understand what

the goal is. I'm not saying you put it there. I'm saying it was put here by the uh ASCA. Why they do it, I'm not sure. there. I know the the the head of the ASCA is uh Cheryl uh Sandberg who is very much a political activist. So here you are. This this is something that I'm bringing to your attention that you might want to address because that the role of a counselor is to help the student, not to indoctrinate the student in a way of thinking. So I I I and all of all three of these things seem to be missing the the overall point which is to help the student learn, help the student grow, not to tell the student what to think or indoctrinate them into a way of thinking. And if

if it was on the far right religiously, I would tell you the same thing. But this is far-left nonsense that is going on and being introduced and as mainstreamed, okay, in the school, and it's not. It's problematic. It's it's led to problems in our society just as the the other side has and there's a lot of political stories now recently about there sort of being a merger between the two in funding. I'll leave that aside but my point here is maybe take a look at that. All right. Thank you. >> Thank you, Mr. Lineer. Anyone else? Okay. Seeing none, we'll move forward with our meeting. Do I have a motion and a second to approve our minutes from the March 19th action meeting and for the April 7th work session? >> Second. >> Motion by

Mr. Bell, seconded by Mr. McBain. Any comments or questions? Seeing none, all those in favor say I. >> I. >> Any opposed? Motion carries. Next up on our agenda are our committee reports. And as a reminder to our community, the reports for finance, safe schools, education, curriculum, and instruction, policy, facilities, and operation, um those meetings have been videotaped and their reports are within board docs. We invite you to tune in. So we'll jump forward to the North Monco Technical Career Center. Co Mr. Chiba So, sorry. Uh, the North Monco Joint Operating Committee met on April 20th. That was this Monday. Uh, the committee advanced several staffing updates and student and staff travel and service agreements. Um we additionally uh move forward with program adjustments uh with the aim of updating the school's offerings to better

meet um student interests and uh outcomes. Uh we also reviewed the number of student applicants for the upcoming year. Uh there were nearly 600 applicants from all of the sending schools this year. Um of those 373 were placed with 221 on the wait list. Um just to note of the place students 166 are from North Penn. Um programs with the highest student applicants for those interested uh were health sciences, cosmetology and automative technology. Um and some of those changes that I mentioned earlier about the programming is uh including health sciences to be able to help uh get that weight list down. Um the committee also received updates uh from the school principal uh about some exciting uh student achievements. Uh they the students recently participated in the HOSA state conference and Skills USA competitions. Uh

and we had a lot of students that placed in the top 10 uh place places as well as in the top three um places. We had a bunch of uh third and second places. Next year we'll get a couple of first places, I'm sure. Um also on Tuesday, four students participated in CTE adv advocacy day in Harrisburg um which is a uh advocacy is very close to my heart in terms of going to our uh our state governments. So I was proud to see them there. U finally our members had the opportunity to meet uh Dr. Darren Van Norman who is the incoming administrative director um and uh he has agreed to come on a few months early before his official term begins to be better acclimated with the school, the students and the community

there. So we appreciated him getting ahead of that so we can hit the ground running once he is fully in place as the director. And that is my report. >> Thank you Mr. Chiba. Um I will read the report for the Montgomery County Intermediate Unit. The MCIU met on March 25th. Board President Dr. Wright announced that an ad hoc committee is being formed to review policies and procedures and will make recommendations to administration and the full board. The board heard a presentation from about the Montco works pro um Montco works now program which is a program at the IU that supports um children older children so high school graduates or um kids preparing to graduate. Um helps with job training and job placement. um to qualify. There are income um limits and restrictions as well

as um it's really for students who had IEPs in school. Um it's a really incredible program and it was great to see the local employment connections that they were matched with. Um the IU also reviewed policy related to an R the RFP process and considering um taking the legal services um for RFP. The business office shared three budgets and five budget revisions. Early childhood shared information about upcoming events. The HR um human resources team reported on um uh late the turnout at a latest job fair. Organizational professional professional learning shared highlights from their PBIS training program and student services had several upcoming events and an open house. Um the next IU board meeting will be or was on April 22nd and I'll provide the report on that at the next meeting. Um that is the

end of the report and I'll move on to the North Pen Educational Foundation. The foundation did not meet in March. However, we are busy gearing up for our annual online auction which will be held May 5th to 11th. Keep an eye out for the link that is dist distributed um to school districts to to um and posted on our website and social media accounts. There are some great items for bid from Phillies tickets to lottery baskets. We're also receiving staff grant requests from the next school year and currently more than 20 to review in May. For more information about the online auction or the educational foundation, please contact um Christine Liberoski at the ESC or visit npenedfoundation.org. Um and I just want to thank um my fellow board members for their contributions. Um the board

will be also donating to the online auction and just as a reminder final um items to donate to me at the end of the meeting. Thank you very much. Okay. Um and moving on to the legislative reports. Is that Mr. McBain? Thank you. >> Thank you very much. Uh citing student mental health data and alarming trends related to cell phone use by children in Pennsylvania, the Senate has taken steps to create phone-f free schools. Senate Bill 1014 will require districts to establish rules for students and families, which would limit cell phone use during the school day and refocus students during instructional time. North cell phone policies would not need to significantly be altered to meet requirements of the bill as it's currently written. The bill has passed the Senate and most recently referred to the

House Education Committee. Although it feels way too early to discuss the state budget proceedings, Governor Shapiro has presented his version of the budget with key educational investments that include $ 8.31 billion in basic education funding, $1.57 billion in special education funding, which included which includes a $50 million increase, and $132 million allocated for career and technical education. As we're coming up to May, I want to remind the community to get out and vote on primary election day, May 19th. The polls will be open from 7 a.m. to 8:00 pm. End of report. >> Thank you, Mr. McBain. We'll move on now to our solicitor's report. >> Thank you, Madam President. Good evening, everyone. And the board met in executive session on April 22nd, 2026 for the purpose of discussing matters of school safety and security

and again immediately prior to tonight's meeting for the purpose of discussing matters of personnel involving certain professional employees of the district as well as a matter regarding tax assessment appeal challenges. >> Thank you. Superintendence report. Dr. Bower. >> Yes. Thank you, President Ramage. Good evening everyone. I want to give a special shout out and thank you to Mrs. Mary Fakish for preparing that video to start the meeting. Um, and with that, I'll dive into the consent agenda. I recommend items A through I, namely adoption of policies, a repeal of policies, and adoption of policies for a first read, our summer programs, student travel contracts, student hearing waiverss, former resident student tuition basis, and student agreements. And if I can get a motion and a second, I would like to give an update on one of

the items, please. >> Second. Motion by Mrs. Coin and seconded by Dr. Tio. >> Any comments or questions? >> Yes. So, I would like to bring upates Yeah. everyone's attention to item E, excuse me, D, summer programs uh related specifically to summer school. Um, so at the ECI meeting, there was a conversation about tuition for our students who are on free and reduced lunch. That is summer school tuition, excuse me. And, um, there was a question about what other school districts do, could the Ed Foundation support? So, we've done a little bit of homework there. And what was discussed at the meeting was 50% reduction for our students on free and reduced lunch. And after kind of doing a survey in the county and getting some feedback from some board directors, this item tonight says

specifically that it'll be 50% for those on free lunch program and um proportional to those who are on excuse me, 50% for those who are on reduced. And then for those who are free, it will be proportionally reduced up to $100 for both of those student groups. If they are successful in the summer school program, they would be reimbursed that money. Um, so just wanted to highlight that there's a change from what we discussed the other night at ECI. >> Just to make sure I got that correct. So for I'm going to just walk through the process. So they they um are attending summer school. For those on reduced, they get they prepay 50 50%. For those that are free, they get a reduction of 100%. >> So they are Dr. Waters, do you want

to talk it through a little bit? >> I just want to make sure I got that right. >> Okay. So you were right until that last part. So, if they You are so close. No, I'm just kidding. Um, the last piece of it is if they are on free lunch, they would pay up to a $100 fee. If it's a full course, >> if they need to take multiple courses, hopefully not, it would still be that flat fee. We do have a The other example I'll give though quickly is if it's a half credit course, then they would start off with if you're paying the all of it, you would pay half of the full price. If you are reduced, you would pay um 50% of the full price of the half credit course and

then if you are free, it would be um we would reduce it. It wouldn't be the $100. It would be like >> right. So >> maybe a third or something. >> So everything's complicated in North Penn. Yeah. Right. So we have one credit classes which are classes that meet every day for a six day cycle. We have half credit classes that are usually either every other day all year or every day for a semester. And then we have credits that are.3 and the.3 classes are twice a cycle. So two days out of six. >> So if they are all reduced to 50% but the cap for the students who are on free lunch is $100. So if they are only taking let's say a half credit course that charges $80. They're charged $80. Okay. >>

But if they're taking a full credit it would be 160. That's half, but it's capped at 100 for the free students. >> And then if they pass the course, >> they're reimbursed. >> Okay. Both groups are reimbursed if they want. Okay. Excellent. Thank you. Thank you guys for going back to reflect on this and respond. >> Yeah. And for those who didn't watch ECI because I know it's not, you know, prime time television. um our our summer school program used to be as described without these caps, but then during uh the pandemic when we had all the esser funds, one of the things the board chose to supplement uh was the summer school program. So summer school has been free since COVID and we've been discussing via ECI the last few years about okay, that

money did dry up, we're going to charge again. So this is us bringing the program back and I heard from the committee and other board members that we want to make some concessions there. So, and thanks to the superintendents around the county for sharing their ideas. >> Dr. Tio, >> um I just want to note that what was compelling during the ECI meeting, uh Dr. Bower, was that I think you and Dr. Waters both mentioned that when students have hardship that uh we have systems that are in place which are our educators knowing what the needs of the students are and that they uh are those needs are met financially. And that was a pretty compelling argument. And I know that Dr. Waters in the past, we've talked about students going on field trips and

that that our educators know the students needs and whatnot. And so I'm glad that this policy is in place or that this approach is in place. And I also have great faith in the way that the school district reaches out and knows what the needs of the students are. Um and so that I imagine even with this in place will still continue. >> Yes. Thank you, Dr. Tio. Um, and I'll give some kudos to Miss Hower over there as well, that you know, sometimes students who are on free and reduced lunch, that list is very protected, right, for obvious reasons, privacy reasons, and only certain people in the school district have access to it. But we now have the ability on the back end through some of our billing system for student activities and such

where, for example, the technology fee. If a student who is on free lunch goes in to pay their technology fee for the year, they don't have to pay. They just log in and the system knows that they're eligible for that. So, we have mechanisms in place aside from our counselors and administrators. Um, some ways that the student doesn't have to have that conversation or even the family. >> No. And that's great. And I think we still need to really make sure that those systems are are working, those human interaction services abilities because, you know, FRL is a useful flag, but not the most complete one. Uh, and so that's going to be helpful to note. I also want to point out, I mean, or just make note of the fact that this was reliant on

ESSER funding for a while. There is going to be a number of other programs I imagine that will be impacted by the loss of or the end of federal COVID era funding going forward. And so it might be helpful to start to keep track of some of those things going forward. >> I will note that through this process and discussion that we also did notice um a co era benefit that will continue. So prior to ESSER funding, summer school was inperson um synchronous. So it it prevented students from being able to juggle a part-time a summer job. So um this gives students now the program is it will be available at a lower cost. There will be fees but it is asynchronous virtual so students can manage and juggle schedules and things around it. But

I will also note because I think we're all feeling feeling this because the weather did get a little warmer today and we all are feeling spring fever that we do want our students to finish as strong as we possibly can in the year. So this is a safety net and a and a opportunity but we do want our students to to finish the year strong because it it really has been a great year and we're really proud of everyone for all of their accomplishments. So we have a motion and a second on the table. We've had clarification, questions, any other questions or comments. Okay, seeing none, all in favor say I. >> I. >> Any opposed? Motion carries. >> Okay, thank you for that and the discussion. Next, I recommend approval of the personnel items

as per the attached. >> Okay. Do I have a motion and a second? >> Second. >> Motion by Mrs. Rnick, second by Mr. Kaiser. Any comments or questions? Okay, seeing none, all those in favor say I. >> I. >> Any opposed? Motion carries. >> And with that motion and vote, I'm very pleased to share that two new principles at the elementary level are in the audience. We have Dr. Nicole Barericle who will be the principal at Brattle Path. And Dr. Bareric's family is with her and Mrs. Kate Debert will be the principal at York Avenue. and her family is with her as well. Please join us at the end of the meeting to come do some introductions and handshakes. Also like to thank Dr. Kim and Dr. Waters for an extremely thorough process. I'm very

proud of the fact that when we uh post a administrator position in North Penn. We had over 60 applicants um and these two individuals emerged as the recommended candidate. So thank you for a thorough process. Congratulations to both of you and your families. Okay, >> welcome to North Penn and thank you Dr. Kim. >> And I do have to say to Dr. Baracle, welcome back. So Nicole was graduated from North Penn and was a teacher here prior to going to be a principal in another district. So okay, uh with that, let's move on to approval to advertise for bids. Hold on, my board docs is loading. I recommend approval to advertise for bids for 2627 winter athletic supplies and musical instruments. >> Do I have a motion and a second? Motion by Mr. Rash, seconded

by Mr. Bell. Any comments or questions? Seeing none, all those in favor say I. >> I. >> Any opposed? Motion carries. >> Okay. You will notice that there's a new face up here at the table. Reason being that at every board meeting, Mr. Slaughter sits in the audience and we call him to the podium to answer your questions for we have the superintendent report. We should have the slaughter report. But with that, I would like to recommend approval for Bidpac1 Penuilders Incorporated for multiple change orders totaling in the amount of $57,936.94. This will be applied to the allowances for the contract, leaving a remaining balance of $310,2381. The change order does not increase the contract amount to this vendor, nor does it increase the overall construction budget. This will result in a $0 change order

for the general contractor contract. I will not read that last part paragraph for all of these change orders. So, a motion and a second and then we'll take questions. >> Motion, a second. >> Mr. Kaiser >> most uh second by Mr. Bell and a great summary of this um was also at the um FNO meeting. Any comments or questions? Of course, there won't be. >> Please ask him a question for goodness sakes. Okay, maybe on the next one, Bill. >> All those in favor say I. >> Any opposed? Motion carries. >> Thank you very much. Next, I recommend approval for a bid pack 2 GC contract with Penn Builders Incorporated for unit cost allowances and change orders totaling in the amount of $231,481.56. Again, this will be applied to the allowances. Does not increase the

overall budget. May I have a motion and a second? >> Motion by Mr. Bell, seconded by Mrs. Rednick. Any comments or questions? >> Just a quick comment on uh this change order. I think it's incredibly thoughtful the way that the team has continued to put student success and uh opportunities at the forefront. Um the construction project getting delayed uh caused considerable change needs. Otherwise, we would have impacted student sports, student opportunities, and so I just want to commend Mr. Slaughter and his team for making that the forefront and doing some harder things to get there. So, thank you. >> Thank you, Mr. Bell. >> Okay. May um we have a motion and a second. All those in favor say I. >> I. >> Any opposed? Motion carries. >> All right. Item E here. I recommend

approval of the Chromebook bid award to Bloom USA Incorporated for a total of $2,749,2240. They were the sole bidder for the Chromebooks. The Google licenses are awarded in conjunction with the Chromebook bid. Bloom also secured the award for the protective cases as the quality of the other submissions did not meet the required standards. Uh for those who are new to the board, this is part of a a cycle of replacement of our devices. Um, this comes up every year at this time for certain grades get replacement devices and obviously there's a change process in North Penn. We do purchase our Chromebooks. We do not lease them. >> Okay, perfect. Do I have a motion and a second? >> Motion by Mr. Kaiser, seconded by Mr. McBain. All those in favor say I. >> Any opposed?

>> Motion carries. Item F is um recommend approval for a one-year extension to the proposal agreement for Sycamore International Incorporated to continue the computer and peripheral recycles recyclables, excuse me, per the 121522 award proposal. >> Do I have a motion and a second? >> Second. >> Motion by Mrs. Rednick, second by Mr. um Rash. Any comments or questions? All those in favor say I. I. >> Any opposed? >> Motion carries. >> Okay. And my last item this evening is I recommend approval of the 2627 North Monco Technical Career Center budget as per the attached. If we can have a motion in a second, I'll offer just a little bit of commentary. >> Motion by Mr. Chiba, seconded by Mrs. Rnik. Any comments or questions? >> Thank you. Um, so just so everyone's aware of the

way that North Monco's budget works, they they do their budget off of a five-year enrollment average. So it's what percentage of their student enrollment was North Penn on average over the last five years. So last year, because this year is not over yet, we had 47.74% of the students at North Monco, but that five-year average is 45.72. So that tells you what that our enrollment is growing in North Penn. So the five-year average is lower than what we have been last year and this current year. Um so the overall increase uh the overall budget from North Penn is 5.4 million which again is about 45% of 46% of North Monco's budget. Uh it's only a change in North Pen of $184,000 and uh their total budget increase is 3.5% which actually coincides with the act

one index. So 3.5% at North Marco. Pretty standard. >> Great. Any additional comments or questions? >> Seeing none. Oh, Mrs. Rednick, >> I just want to um Well, actually, let us vote first. >> Okay. >> All those in favor say I. >> I. >> Any opposed? Motion carries. >> So, uh on on behalf of uh Mr. Rash and Mr. Cha and um as the JOC members uh we're grateful for uh our fellow board members approving this budget um we are very Mr. Rash has done over the years a lot of really good work to with the counselors in North Penn to uh help us increase uh the number of students that are enrolling in North Monco. And we know that the future of education in the US is not and around the world globally is

um not just about your four-year degree but we have to create space for all other modes of um education. So thank you. >> Thank you Mrs. Rednick. Okay. Now moving on to the finance reports. Mrs. Hower, >> thank you. Um and I'm going to warn everybody I've been fighting the hiccups for the last two hours, so I apologize. Um uh if I could get um approval for the treasurer's report which was reviewed at the finance committee meeting for February of 2026. >> Okay. Do I have a motion and a second? >> Second. >> Motion by Mrs. Mr. Kaiser, seconded by Mr. McBain. All any comments or questions? Seeing none, all those in favor say I. >> Any opposed? Motion carries. Um administration is seeking ratification of the dispersements for the month of March in the

amount of 47,421,2886 cents. >> Glad we got the 86 cents. Okay. >> Do I have a motion and a second? >> Second. >> Motion by Mr. Bell, seconded by Mrs. Rdnick. Any comments or questions? Seeing none, all those in favor say I. >> I. >> Any opposed? Motion carries. >> Uh, letter C is anformational item. If you remember, uh, back in the fall, we said we were going to move to quarterly reports for the enterprise funds. So, these are the January, February, March quarterly reports for your review. This is anformational item, no vote. >> Perfect. Thank you. >> Yep. Um, ite is budget transfers for the month for the month of March. Um, if we could recommend approval for the for these to be approved, please. >> Okay. Do I have a motion and a

second to approve the budget transfers? >> Motion by Mr. Rash, seconded by Mrs. Coin. Any comments or questions? >> I'll just mention I think that the recommended action in the agenda reflects uh recommend approval for placement on this agenda. It's recommend for approval, which is what Miss Hower said, so we'll just edit that. >> Okay, perfect. >> Yep. Okay. All those in favor say I. >> I. >> Any opposed? Motion carries. Um, letter 8E is the approval of Cornerstone Independent Financial Management um for liquidity consulting services which we discussed at the U finance committee meeting. >> Okay, great. And and thank you for that RFP process. Do we have a motion and a second to approve this item? Motion by Mr. Kaiser, seconded by Mrs. Coin. Any comments or questions? >> Second the thoughtful work

to go out and identify the right consultant to do this. This is a great opportunity to continue to bring more resources in for our kids. So, thank you for your leadership on this. >> Absolutely. We um actually had a touch base meeting with them yesterday and we they gave us the documents that they would like collected in anticipation of this vote so we could start moving because we're hoping that they might be able to give me some numbers for budget, but we're not really sure. So, Perfect. Thank you. >> So, I appreciate that. Um, moving on to Do we vote? I'm sorry. >> So, all in favor say I. >> Any opposed? Motion carries. U, moving on to 8F. This is the two-year extension of the current contract with first student with a 5% yearly

increase for the next two years. Again, we're doing this extension because we approved the RFP for a transportation feasibility study. >> Okay. Do I have a motion and a second?
